Анотація:
This article is devoted to the study of the problem of forming a model of a future specialist in the modern labor market through the generation of professional competencies among students in the form of research work. The study was conducted with first and second year students of the department "Oil and Gas Business" of the Tyumen Industrial University on the basis of a branch in Nizhnevartovsk. The relevance of training a competent specialist who is able not only to navigate in his professional sphere of activity, but also his interest in continuous professional development is considered. The role of competence and competence in generating a model of a future specialist is highlighted (Petrovsky & Yaroshevsky, 2009; Slastenin, Isaev & Shiyanov, 2013). A large analysis of the literary sources of world-class scientists and educators dealing with the problem of forming a model of a future specialist for the modern labor market has been carried out. The analysis of sociological research by means of express diagnostics is described in detail, which is dedicated to identifying and assessing the degree of development of professional competence at the level of knowledge and understanding, as well as the willingness of future specialists to master professional competencies. Based on the study, the results of express diagnostics are formed in the form of figures and tables. The conclusion is formulated.

This paper discusses the idea of fundamental nature of the university mathematics education. In the conditions of university education there are three interconnected groups of factors, which form the basis of the conceptual model of mathematicians training fundamentalization. The first group of factors is focused on updating the ways of specialist training of the increased creative potential – training for modern mathematicians. The second group of factors is connected with the need of strengthening fundamental and humanitarian training, ensuring interdisciplinary communication within educational process, interrelation of mathematical, technical and humanitarian knowledge. The third group of factors includes the concept of university principle of education, the concept of fundamentalization and the concept of humanitarization of technical education at classical university. There is a model of the fundamental nature for training mathematicians.

The issues of the formation of a professional, the features of the manifestation of a human person in his/her professional activity, the interconnection and interdependence of human life and the scope of his professional activity are extremely relevant in the 21st century.The article analyzes the problem of forming the value attitude instudents to the humanitarian component of professionaltraining and professional culture of the personality of future specialists in engineering andtechnical profile at the present stage of development of higher professional education in Ukraine in the context of its integration into the global educational space.At the end of the twentieth century, it became customary to consider almost the only function of technical education -the training of a specialist capable of performing specific production tasks. However, modern production requires engineering and technical specialists to perform atypical functions in the past, requires a rethinking of many of the former and the creation of new world outlooks and values, without which the revival and existence of society is impossible.High-quality training of engineering workers cannot be limited to the purely technical cycle of training subjects. Life and modern production requires an engineer to have knowledge on social and humanitarian subjects, knowledge from areas related to engineering and technical training, computer technology, as well as knowledge of his/hernative language andknowledge of foreign languages as well. The authors believe that one of the main tasks of the higher education system is purposefulwork on the formation of a professional culture of future specialists, and the formation of a value-based attitude to the humanitarian aspects of life and professional activity is an integral part of this culture. However, professional culture is a complex multilateral construct, the formation of which begins on the university bench and continues throughout life.In the framework of professionaltraining in a higher education institution, we can only talk about laying the foundations of such a personal construct. The article is devoted to revealing of peculiarities of formation of scientific-pedagogical schools in documentary education at the present stage. The principle of unity of scientific and educational activity of the departments as a basis and driving force of formation of scientific-pedagogical schools (SPS) in the scientific and pedagogical environment of higher education is defined. The relevance of the study of the peculiarities of formation and development of documentary scientific-pedagogical schools in the specialty "Information, library and archival affairs", which begin in terms of offers of educational services by higher educational institutions (including technical direction), for which this specialty is not included traditional subject area of specialist training. Modern approaches to understanding the concept of "scientific-pedagogical school" are analyzed, some of its identification parameters are out of date. The peculiarities of formation and development of scientific-pedagogical schools in documentary education are revealed, in particular, the presence of a dichotomy of scientific interests of the leader and members of a potential scientific-pedagogical school at the beginning of a scientific-pedagogical school of documentary education; contradictions in the model of activity of the leader of a scientific-educational school, according to which he should predict and design a model of a specialist in a specialty, offering a curriculum and educational program of university training being a representative of another branch of knowledge; the absence of an atmosphere of scientific discourse in the subject field of documentary science at the departments that are potential sponsors of scientific-pedagogical schools in documentary education in their university. Attention is drawn to the expediency in the university of technical direction of the proposal of the educational program "Engineer for scientific and technical information". Identification parameters and factors of development of scientific-pedagogical school in higher education institution are outlined.

Topicality. The urgency of the problem of the formation of environmental competences among graduates of higher education is connected with the necessity of implementing the principles of sustainable development of the economy of enterprises, the economic complex of the region, the urgent implementation of a model of its component of ecological thinking into a competent dream. The domestic educational branch chose the path of radical reforms, improving the quality of education. This applies, in particular, to the quality of environmental education. Formation of ecological competence of future specialists is a strict necessity of the present. Aim and tasks. The purpose of the article is to substantiate the determinism, the conditionality of the requirements of the sustainable development economy to the ecological competencies of specialists of all specialties of the economic complex of the region, and the formation of their ecological thinking. The task is to clarify the concept of "environmental thinking of a specialist", to determine the role and place of environmental competence in the general model of professional and professional competences of a specialist in sustainable development economics. Research results. The results of the analysis of publications of foreign and domestic scientists in the article gave an opportunity to substantiate the requirements of the sustainable development economy to the ecological competence of a specialist to formulate the essence of his ecological thinking as the ability to provide a balanced solution to the economic tasks of economic, scientific and technical, social development of the subject of economic activity in harmony with the favorable surrounding environment by rational use of natural resource potential, preservation and protection of the surrounding se debris; subordinate the corporate interests of growth and development to the environmental interests of the present and future generations of society. Conclusion. The tasks of realization of the concept of sustainable development of the enterprise, economic complex of the region require the formation of specialists from the future economy of social responsibility to modern and future generations of society for the results of the implementation of their actions and projects. The process of forming such responsibility should be realized in the current conditions of the reform of the national higher education. In particular, by introducing a competent approach to the training of future specialists, the perception of the system of teaching environmental competence as an important component of the competent model of a specialist, the formation of a specialist in environmental thinking as an organic component of his general culture.

Анотація:
The aim of the article is to conduct a comparative systemic analysis of personnel preparation models in fashion education in the countries with successful design and sewing goods production. The comparative analysis of education models and trajectories of fashion education in the European Union, Ukraine, the USA, Canada, China and Japan has been presented in the article. It has been found out that the fashion-setting countries are stressing more on the creative and economical content constituents in education, while manufacturing countries are concentrating more on technical and technological content constituent of education. The future sewing specialist curricula include subjects of professional software support, business, along with a probation period (traineeship) at business enterprise. A well-developed international integration of future fashion specialists is directed at courses of academic mobility, ‘double diploma’, teaching international students, existence of foreign branches of modern fashion schools, and participation in international research projects.

The paper considers the feasibility of using the methodological tool, in the discipline of physical education is a diary of student self-control. The main task of the educational process in higher education institutions is to supply the state with highly qualified specialists. The directions of construction of a modern higher school should have features of efficiency, perfection, rationality in the choice of ways to implement these plans. The attitude of a young specialist to physical education classes, to an active lifestyle, to additional knowledge that will help determine the functional state of the body and its systems, to determine the state of physical training is one component to the fundamental foundation in the student's mind of fashion for health, healthy life's style. The paper provides views and interpretations of different people about the benefits of time and effort spent on systematic research and recording of other personal data of the student. The main arguments against the introduction of a diary of self-control in the educational process is a busy schedule, the limit of free time, the inaccuracy of the research results. Activation of motives for involvement and introduction of new methods is an integral part of teachers` work. Motivations will help to direct everyone's efforts to a greater positive and responsible attitude of young people to the culture of health. The statistics provided in the work show the critical state of health of Ukrainians, the small percentage of the population involved in physical education and sports. Compared to European countries, Ukraine is really more declarative in this area than practical. To change this state of affairs is a priority for public authorities and teachers of various educational institutions. And it may happen that one of the factors in building a model of a modern educated specialist will be a diary of self-control, which will provide knowledge that will be available in the future.

The article is devoted to the organization of educational design in terms of creating an electronic learning environment. Relevance of the problem is due transition of the process of informatization in the modern world to a new level — the era of global digitalization. The review of the literature concerning practical use of modern digital technologies in implementing practice-oriented training of students as well as management issues of digitalization processes in the framework of engineering education of the “future” are presented. Possibilities and results of digital technologies application within subject training-basic geometrical and graphic education of students of junior courses of technical universities are investigated. The purpose of such training is to form the basis of design activities. Intensive updating of functionality of the modern design engineer is connected with improvement of possibilities of computer technologies and CAD. As part of transition to the life cycle concept of technical products, the importance of 3D geometric electronic models is emphasized. ICT tools are analyzed from the point of view of organization of students’ project activities. The sequence of introduction of electronic resources intended to form subject competencies and to control quality of mastering the educational program is shown. Examples of educational project tasks on creation of 3D models of geometrical objects in the conditions of electronic learning environment intended for performance by students as independent work are given. The advantages of using digital technologies over traditional ones in solving graphic problems are practically established. A positive effect was noted in implementation of new technologies by students. The use of digital educational technologies reflects the ongoing changes in socio-cultural and economic life, contributes to formation of a fundamentally new model of specialist training, which, in particular, actualizes the quality of geometric and graphic training of students of technical higher schools.

Purpose: The purpose of this article is to study possible options for implementation of the modern model of military professionalism in technical modernization of the border security service, in order to improve the state border security, Almaty, the Republic of Kazakhstan. Methodology: For the purpose of achievement of the research objectives M. Weber’s ideal type methodology was selected, a system-synergetic approach, social constructivism, and historicism principles were used. Empirical data was received from document analysis and an expert survey of border security specialists of the Republic of Kazakhstan, the Russian Federation, and Ukraine. Main Findings: The concept statements concerning the functions of modern Kazakhstan border were developed. The content of the modern model of military professionalism was defined. The military professionalism model, which defines the work of the border security service with due regard to the requirements of its development by 2050, is aimed at conceptualizing the technical modernization of border units. It was concluded that the border service of Kazakhstan requires a long-term development plan, involving the organization of “smart borders”. Applications: The results of the study may be used for complex measures which will enhance barrier function and contact function at the same time, and also the imposition of higher requirements for intellectual competence of border guards. The defined main directions of technical modernization of the border security service of the Republic of Kazakhstan will help implement the modern requirements for the State border security, characteristics of the state border modern situation, as well as the developed forecast by 2050. Novelty/Originality: Such a kind of study was firstly conducted with usage of declared methods and according to the declared aim.

The author reviews the peculiarities of digitalized learning process organisation in the hardware and software environment of learning management systems in the context of vocational education and training. The author notes the complexity of the transition to the Industry 4.0 and mentions the risks connected with the named process in the vocational education and training. In such conditions it is important to develop effective models of public and private partnership, to decentralize administration and financing and, above all, to assure the vocational education and training quality.At the same time the learning process taking place in such an environment becomes digitalized, which, on the one hand, gives it additional advantages (easy access to training data regardless of time and place, individualisation of students’ learning paths, broad multimedia resources, etc.) and, on the other hand, requires solving complex tasks in distance courses designing. The author focuses on the methodology of distance courses designing, so it is very important for vocational education and training institution to ensure the realisation of the following five main components: regulatory, financial, technical, personnel, teaching and methodological support. It is emphasised that distance course designing becomes the most important aspect of implementing the modern digitalized learning process. The structure of creative group in distance courses designing is grounded, which comprises: a specialist in the relevant vocational sphere, specialist in distance learning, technical specialist (system administrator or distance courses programmer) and digital content designer.

Представлено исследование мотивационной сферы студентов младших курсов технического вуза. Проведен анализ связи учебных, малоосознаваемых личностных мотивов студентов с группами универсальных компетенций, а также определены дефициты персональных навыков, которые влияют на формирование универсальных компетенций. Были сделаны следующие выводы: изучение и анализ мотивационной сферы студентов младших курсов позволяют своевременно актуализировать дефициты персональных навыков в освоении универсальных компетенций, закрепленных в образовательной программе подготовки специалистов; разработав модель формирования универсальных компетенций на базе полимотивационной структуры учебных мотивов, можно получить инструмент подготовки специалиста, отвечающего современным требованиям профессиональной среды. The paper presents a research of motivational sphere of undergraduate students of a technical Universi-ty. The connection of educational, poorly realized personal motives of students with groups of universal competencies was analyzed, and the deficiencies of personal skills that affect the formation of universal competencies were identified. Personal skills are more closely related to psychological characteristics, preferences, experience, environment, and so on. They develop more slowly and more difficult. In the motivational sphere of university students contains two main groups of motives. The first group is the motives inherent in the training itself. They determine the educational and cognitive motivation of stu-dents. The second group includes motives associated with what lies outside the learning process. In the process of developing a student’s professional competence, one can observe a different combination of the first and second groups of motives. The following conclusions were drawn: the study and analysis of the motivational sphere of undergrad-uate students allows timely updating of personal skill deficiencies in the development of universal com-petencies enshrined in the specialist training curriculum; having developed a model of the formation of universal competencies based on the poly-motivational structure of educational motives, you can get a tool to train a specialist meeting modern requirements of the professional environment.

In the near future, the most popular professions will be those related to digital technologies: IT specialist, big data engineer, data architect, robot developer, operator of robotic systems. In this regard, the modern digital society needs professionals with knowledge in the field of artificial intelligence, physics, electronics, programming and design. In order for such demanded personnel to appear on the labor market, their training must begin at school, developing children's interest in engineering and technical professions. To solve this problem, a subject was introduced into schools aimed at the formation of technical and engineering knowledge of students - educational robotics. At the same time, there was a need to train teachers in this area. The article describes a meaningful model of training future teachers of educational robotics, in which the components of their professional competence are highlighted, the target and methodological components of training are presented, the organizational conditions for the formation of teachers' competence for the successful implementation of professional activities in the field of educational robotics are determined.

This article reveals the essence of the problems of development of spatial imagination is a fundamental factor in the professional competence of a specialist engineer associated with low spatial imagination on the one hand and the lack of an integrated approach to solving this problem. Existing solutions in the system of higher technical education do not reflect a systemic vision of the development of spatial imagination of students as a priority direction of development of the creative qualities of students. The authors focus their research attention on solving the problem of the development of spatial thinking, aims to improve achievement in the study of graphic disciplines. Scientifically developed model of the development of spatial imagination in the system of higher technical education on the basis of current knowledge about the psychological characteristics of a person, we have not identified. The problem of development of spatial imagination in teaching descriptive geometry in higher technical educational institutions remains open to theoretical interpretation and experimental study. We believe the lack of integration with modern scientific data, the lack of a systematic vision for tackling the development of spatial imagination leads to the fact that students of technical universities face serious difficulties in the learning process, are unable to develop professional competence. Presents revealed the way to solve pedagogical problems in the conditions of intensification of educational process at the Department of descriptive geometry, as it is graphic activity contributes to the development of spatial imagination with the use of rational methods of teaching. The solution is based on pedagogical modeling, in which developed interactive educational content a teacher of descriptive geometry, which is the practical embodiment of the modern development of pedagogy in the development of skills and creative abilities of students. In interactive educational content includes methods of influencing students to enhance perceptions of educational information with the individualization of the educational trajectory: a channel on YouTube, sites, teachers, e-scientists allowances made in the format of lectures.

The methodological features of using software systems for modeling the dynamics of mechanical systems for solving educational research problems are considered. The traditionally established approach to studying the foundations of modeling the dynamics of technical systems is largely based on mastering the corresponding mathematical tools. With regard to modeling the dynamics of systems of solids, the mentioned approach involves, first of all, the development of skills in the preparation of ordinary differential equations (ODEs). At the same time, the formation of a mechanical calculation scheme as an «object of application of mathematics» becomes a natural stage of mathematical research, and the selection of simplifying assumptions that allow one or another idealization to correspond to a real object is carried out consciously taking into account the desire for certain internal properties of the mathematical model (for example, type and order of the ODE system). An important feature of modern systems for modeling the dynamics of solid’s systems is the ability to describe the object under study directly in terms of the subject area. This feature provides an increase in the effectiveness of modeling in solving design and engineering and scientific research problems and allows you to save a qualified specialist from a laborious routine. At the same time, as experience shows, in the process of solving educational and research problems, due to the mentioned features of modern software, students have certain difficulties in mastering the fundamental conceptual base of the corresponding discipline (physics, electrical engineering, theoretical mechanics, theory of automatic control, fundamentals of computer aided design). The article gives an example of an educational research task focused on overcoming these difficulties.

The method of consultative instruction is promising for training of bachelors, masters and specialists, who possess professional competences. This method involves the active use of modern gadgets in the learning process of students. The professional competences of a specialist - readiness or ability to rationally and productively use knowledge, skills, habits, methods of activity, necessary for their professional sphere. The advisory teaching method is being tested for the teaching of future bachelors in the Department of Automated machine tools and tooling systems in the Samara State Technical University. The method is used for the preparation of laboratory lessons in such disciplines as Fundamentals of Computer Graphics and Computer simulation. These courses were selected for the experiment, since the curriculum sets out only four- hour laboratory works. The teacher gives theoretical input on the construction of sketches, drawings, models, parts and units from the moment the computer is switched on and the program for the simulation is started until the end of the laboratory work. The article highlights the positive aspects of the method of advisory training both for teachers and for students. The author specifies some restrictions for use of the advisory training method. The experiment has shown that while doing laboratory work the students were much more motivated, productive and creative.

Abstract The aim of the article is to identify factors that determine the development and management models of floating housing development in the analyzed countries. The author indicates factors determining the possibility of settling on bodies of water in Poland, and restrictions connected with this type of development, as well as the need for specialized persons and companies ready to meet the challenges of the modern management of hydro-technical facilities, including floating housing development. In Western Europe, living on water is gaining in popularity. People have begun to dwell on water because of rising land prices, congestion in cities and work related to the use of rivers for the transport of goods. The popularity of housing on water in the Netherlands results from environmental conditions. About 60% of the Netherlands is below the sea level. For hundreds of years, the population of the Netherlands has been battling with the elements, while being exposed to continuously rising sea levels, which has been a consequence of the greenhouse effect. Environmental changes have caused a change in government policy, which began to support construction activity on water, adapted regulations and changed office holders. In North America, especially in the United States, the identification of residents with their neighborhoods of houses on water is so high that it has resulted in the formation of communities uniting owners of residential watercrafts, who have succeeded in homes on water becoming recognized as real estate and, consequently, now have the same rights as residents of houses on land. In Poland, housing estates on water are slowly gaining popularity but no factors determining the development of this type of settlement have been established. An analysis of the situation in Poland reveals many factors limiting the functional use of houses on water and a lack of specialists in the management of hydro-technical facilities. Therefore, on the basis of examples of countries in Western Europe and North America given in this article, the author tries to define the responsibilities of managers and an appropriate management model for housing estates on water in Poland, as well as indicate problems with the development of housing on water and their possible solutions.

Abstract The analysis of military conflicts in the latter part of the twentieth century has led to a revision of ideas about the concept of physical training in modern armies in Europe and America. The dimensions of the scientific and technical revolution show that the power of military imposition depends on the intensive technologies of knowledge, and physical training has been redefined as an urgent need in the training of the military and placed in its proper place. Not only is it no longer neglected, but, as if more than ever, from the data provided by foreign military literature, it is clear that the training of the fighter begins and ends with physical exercises. Military specialists say that in increasing combat capability, physical condition comes immediately after the technical and tactical experience in terms of importance, representing 20-30 % of the time allocated to training for combat. This orientation includes the theory of the training practice of future students in the Land Forces Academy, the assessment of the level of physical training being an essential objective in the training system.

The basis of the sustainable development of society with ever-growing scientific and technical progress is noxology as a science about the dangers of the world, since the risk of being in modern society is higher than ever. In this regard, a scientific noxospheric picture of the world is being formed as an integrative knowledge system, which should be the basis for the formation of a new, noxological worldview, in which security is the main value norm of risk-oriented thinking. The article is aimed at the theoretical substantiation of the necessity of developing a risk-balanced style of professional activity among university students on the basis of risk-thinking as an objective property of the personality. The article also reveals the authors’ concept of the noxological consciousness and explains the term of a risk-balanced style of professional activity. The definition, structure and main constituent elements of this personal phenomenon are given. It is determined that noxological style of professional activity includes such components as risk-thinking, self-regulation, intellectual features and capabilities, “labor model”, individual biological rhythms, will, as well as habits and special techniques of activity. Various characteristics of risks in the professional activity of a specialist are considered. Based on the analysis of scientific and pedagogical literature on the problem and the method of observation, the modeling of the pedagogical system of training a specialist with a risk-balanced style of professional activity is presented, the effectiveness of which is confirmed by the formative experiment.

The article discusses the need to transform the traditional professional training of a future mechanical engineer, which is associated with a number of contradictions due to new requirements for a graduate of an agricultural university. The issues of improving the quality of the fundamental and practical component are actualized, which the professional activity of a specialist in modern high-tech production needs - the development, operation, maintenance and management of new equipment, technologies and technical systems. It is proved that a powerful means of eliminating these contradictions is the development of a strategy of agricultural educational institutions for the integration of science, education and production, focused on the current state of the agro-industrial complex. The scientific and educational industrial complex is considered as a concept of the mechanism for the transition of agro-industrial production to an innovative development model. Substantiated is the author's student-centered technology of blended learning of future mechanical engineers in the conditions of the Educational-scientific industrial complex USEC «Ukrainian scientific-educational consortium». It has been proven that in the process of training mechanical engineers in the conditions of scientific and educational industrial complexes, the technology of blended learning with elements of dual education, based on the integration of traditional classroom and distance forms, using the best capabilities of each, will be effective. The analysis of the existing practice of using distance and blended learning technologies in the process of training specialists is carried out, the psychological and pedagogical conditions for the design of student-centered education based on the blended learning technology are theoretically substantiated, a model for the design of blended learning technology is developed, the principles of selection of subject-specific information in the mathematical training of specialists are determined, student-centered technology of blended learning of future mechanical engineers (on the example of the course "Higher Mathematics"), prepared information resources and teaching materials are described.

The article is devoted to the topial problems of teaching general engineering disciplines at a modern military university. Future military specialists, studying general engineering disciplines, receive a technical basis that ensures their professional development in the context of the development of intelligent electrical networks. Their training is based on the idea of a professional-oriented approach, taking into account the experience of the Russian higher military school, foreign schools, in technical education. Modeling is described, which is used as the main way of understanding technical capabilities of intelligent electrical networks, in the process of studying general engineering disciplines by cadets. This will ensure that students are prepared to model real processes and phenomena in their future professional activities. The author reveals some pedagogical and didactic conditions under which the design of the educational process will ensure the development of professional skills and competencies of future military specialists, who will be called to carry out their activities in the digital world in the future. Attention is paid to the problem of introducing computer-based test tasks into the teaching of general engineering disciplines, with access to solving complex plot problems, within the framework of telecommunications projects. On the basis of interdisciplinary connections, studied during military university disciplines, the possibility of developing technical tasks for the implementation of project activities of students is considered. The conclusion is made about the need for intellectual adaptation of future military specialists to technical problems in the field of intelligent electrical networks and the development of their engineering thinking. The article reveals that on the basis of modern interaction of medicine and society, the nature of human’s disease is increasingly determined by social causes, so the Hippocratic model has already been worked out and the transition to a self-regulatory and preventive model becomes relevant. However, modern society more and more requires genetic engineering. It is interested in genomic analysis, gene therapy, and hence the issue of genetic safety is becoming even more acute, especially in aspects of identifying the risk factors for genetic pathology and preparing recommendations for their prevention. Therefore, in the depths of self-regulatory and preventive model, predictive medicine emerges as a protection of human life that prevents the risk of disease and the transmission of diseases to subsequent generations. This encourages further transformation of medicine model, namely, the preventive. In comparison with preventive medicine, it has a larger volume, more filled with social content. Preventive medicine must prevent unwanted illnesses; respond instantly to all technical inventions that are directly related to the person, protection and preservation of his health. Therefore, precisely in preventive medicine some efforts of not only physicians can and should be merged, but also of other specialists: physicists, chemists, biologists, philosophers, theologians and other specialists.

Historical monuments represent a cultural heritage that humanity has a duty to preserve and conserve. Lately all over the world, scanning these heritage objectives has become a priority, in order to preserve in the smallest details the used architecture. The work aims to complete the cultural heritage for Sânmihaiu Român hydro technical development built between 1912 and 1915, located on the Bega River in Western Romania, through modern mobile scanning technology, Leica Pegasus Backpack, necessary for the creation of a three-dimensional (3D) documentation, for the completion of the cultural heritage, and for the creation of a 3D database. The purpose of the scientific paper is restoring Sanmihaiu Roman Hidro technical Node, subject to degradation, in order to achieve the project “The navigable Bega”, waterway connection to Serbia. Collecting method of LiDAR data is Fused Slam, the acquisition of RINNEX data being made by placing a Leica GS08 Master Station. Visualization of quality graphics has been performed in Quality Control (QC) Tools. The scanning accuracy is between 2 and 3 cm and the 3D data processing was performed with the Cyclone Model version program, with SmartPick Point and Virtual Surveyor functions. The obtained point clouds will be of a great help in order to follow in time the construction which can be used whenever it will be needed by the designers and specialists in the field of hydrotechnics.

The decisive factor for the successful work of modern IT organizations is the professional qualities of the personnel and the system for its development. Staff training for software development organizations is of particular importance due to the fact that activities in this field make high demands on the level of qualifications of employees, their knowledge and skills, while they tend to quickly lose their relevance. However, there are problems in the assessment of personnel qualifications that can affect its’ objectivity and the effectiveness of further management decisions, for example: favoritism, bias, high exactingness, an erroneous standard. The purpose of the work is to develop a model for assessing the qualifications of IT specialists in the field of software development. . This study investigates personnel assessment system, types of criteria for assessing the qualifications of software developers and testers, which cover technical aspects of activities, interpersonal and mental characteristics of specialists. To assess the qualifications, a model of the conceptual theory of software development competence was selected and changed. Based on a literature review, analysis of vacancies and interviews with IT specialists, the main areas of activity of developers and testers were identified, as well as characteristics that need to be assessed. Based on the modified model, a prototype of the system was developed in the JavaScript programming language and on the Node JS software platform for collecting information, which loads data from the Atlassian Jira version control systems for further evaluation.

High quality education is one of the main aspects that enables graduates to be competitive in the labor market. Competitiveness consists not only of professional knowledge and skills, but also of different qualities, such as resistance to stress, initiative, sociability, application of knowledge in practice and skills for self-organization, just to name a few. Contributing to the development of these qualities creates new difficulties for higher educational institutions (HEI), since in order to do this effectively, it is necessary to use a modern material and technical base and involve first-class specialists with practical experience. The problems of higher education faced by Ukrainian HEI today do not allow students to fulfill their potential in their own universities. Moreover, the qualifications of students after graduation are often not good enough to meet the needs of employers. One of the ways to make the education system more effective for both students and higher institutions is a dual education system. This reserch aims to describe the model of dual education as a tool to solve the main problems faced by Ukrainian universities. The article reveals the differences between the traditional model of education and dual one: acquisition of technical skills, development of critical thinking, learning through experience, and reflection on work practice, solving problems in the work environment, and is thus centered around real-life projects. Also the study shows the approaches to the organization of this type of education, which are inherent in different countries,as well as the advantages that allow dual education to increase the competitiveness of universities in the country and, as a result, their graduates. Based on the experience of Germany, a world leader in the organization of this model of education through the analysis of its basic elements, an algorithm of implementation of concept of a dual education in Ukrainian HEI was developed. Proposed main steps that universities should take to implement dual education (such as creation of a dual education department at universities; forecast of sectoral and regional needs; search for enterprises that are interested in the dual form of education; selection of students for vacant places for dual education; signing a tripartite agreement; curriculum development to combine practical and theoretical knowledge; issuance of an order on the organization of dual education and referral of students to the enterprise during dates; regular monitoring of student work at the enterprise; control of learning outcomes) will allow them to improve the quality of skills of graduates, as well as create more effective relationships with local enterprises and the state.Keywords: dual education, university competitiveness, traditional education, world experience of dual education.

Modern professional language training of the period of informatization of education and society pays considerable attention to the correspondence between teaching methods and teaching aids - components of the system of methodology of teaching foreign languages. When discussing the methodological tools of teaching foreign languages, we mean mainly the means of informatization of education, which have not only functionality but also pedagogical capabilities. Such research is extremely relevant for teaching foreign languages in engineering universities, as their results can intensify this specific learning process. The current stage of development of the national higher professional school is characterized by educational innovations aimed at preserving the achievements of the past and at the same time modernizing the system of higher professional education in accordance with the requirements of the time, reorienting it to ensure the achievement of new goals that correspond to the level of development of society and technologies, methods communication in the postindustrial information space. Today, the main goal of training and the criterion for the quality of training a process engineer has become the professional competence of a university graduate. There is a rapid transition from a qualification educational model of a specialist to a systemic one, including a competence-based one. The article is devoted to the problem of the importance of the development of language and intercultural competence of future specialists in technical specialties. Different points of view on this problem are analyzed. The theoretical part of this article presents some pedagogical possibilities of means of informatization of education. It also provides guidelines for language teachers on how to overcome the difficulty of memorizing non-specific for science and technology language learning material by engineering students.

In the conditions of scientific and technical progress and more developing international contacts in the field of science, technology, and culture, the practical knowledge of a foreign language becomes one of the most important characteristics of a highly qualified specialist of any profile. One of the important factors in the development of the system to accelerating learning is the demands of adults themselves. Therefore, we need to create an automated system fast and effective teaching another language that uses the mini-max criterion, which provides the maximum possible result to the minimum required amount of effort on the part of the student. The essence of the approach is to replace the description in our native language with visual objects using the latest technology for implementing this approach. This means that an intermediate language is introduced, not tied to any of the known languages. The Purpose of the research is to develop a methodology (technique) for applying the Visual Approach in the educational environment created on the basis of a distributed management system to accelerate the acquisition of foreign language skills by adults. The system provides the process of controlling the formation of speech skills to a threshold level, allowing the transition from language learning to its improvement and acceleration. On the basis of this new generation using continuous evaluation of the competency level of the trainee, visual models, and information technology, got them a new incarnation, opens a new direction in construction a new version of Learning Management System - E-AMS.

The paper deals with the problem of professionalization of University students by involving them in active research activities. The authors consider the development of the concept of higher science education and the model of training specialists to be an important element of professional competence education. The review analyzes the regularities of the formation of professionalism and the possibility of their use in higher education. According to the authors, the conception of scientific education, developed on the basis of a system-synergetic approach, could serve as a theoretical basis for the preparation of a new extended conception of natural science education for training specialists in physics, chemistry, biology, synergetics, ecology, geography, and biotechnology. The article shows that natural science education provides an opportunity for modern young people to use the methods of modern science, actively work in the relevant fields, and create. Such education, in addition to the educational component, includes an educational and scientific innovation environment and the necessary material and technical resources. Research activities of bachelors and masters are considered by us as a creative component of the formation of professionalism, innovative methods of training and collective cooperation are analyzed, and interesting work experience is promoted.

For the preparation of modern specialists in the acquisition and processing of three-dimensional data, a broad and detailed study of related modern methods and technologies is necessary. One of the most progressive and effective methods of acquisition and analyzing spatial data is terrestrial laser scanning. The study of methods and technologies for terrestrial laser scanning is of great importance not only for GIS specialists, but also for surveying engineers who make decisions in traditional engineering tasks (monitoring, executive surveys, etc.). The understanding and formation of the right approach in preparing new professionals need to develop a modern and variable educational program. This educational program must provide effective practical and laboratory work and the student’s coursework. The resulting knowledge of the study should form the basis for practical or research of young engineers. In 2014, the Institute of Applied Sciences (Jade University Oldenburg, Germany) and Kyiv National University of Construction and Architecture (Kiev, Ukraine) had launched a joint educational project for the introduction of terrestrial laser scanning technology for collection and processing of spatial data. As a result of this project practical recommendations have been developed for the organization of educational processes in the use of terrestrial laser scanning. An advanced project-oriented educational program was developed which is presented in this paper. In order to demonstrate the effectiveness of the program a 3D model of the big and complex main campus of Kyiv National University of Construction and Architecture has been generated.

The article is focused on the problem of training future tourism specialists using informational and communication technologies. The educational process of preparation requires changing the educational and methodological support in order to give the students the opportunities to master modern professional tools, technologies, methods of creating high quality tourist products. To solve this problem, the authors propose a model for the development of high quality training of tourism professionals through the use of computer 3D-tours. The development of this model took into account the theoretical and methodological basis regarding the professional training of future specialists in the field of tourism, the results of the analysis of educational programs, curricula for training students of the speciality “Tourism” and the data of the pilot experiment. It consists of the following main blocks. The conceptual-oriented block includes concepts, approaches, principles of participation, information and communication technologies. The content-technological block includes the content of the educational project of developing 3D-tours, levels of professional knowledge and skills, as well as types of familiriazation with ICT tools. The educational content of the model takes into account the practical mastery of the student’s professional skills in the development of various 3D-tours. During this process, the ICT tools are introduced gradually in a certain order. The organization-activity block of the model includes forms of organizing the study and technologies for studying. This model entails the involvement of classroom-based and remote, individual, and group forms of organization of the educational process, organization of project development for a detailed analysis of educational topics. The assessment-resultative block includes criteria, metrics and levels. During the development of the model, the results of the activity of thesubjects of the educational process were analyzed in accordance with two groups of criteria: the criterion of formation of professional theoretical knowledge, practical skills of 3D-tour development and the criterion of the level of using modern software and technical means in creative educational development. The developed model allows for increasing the quality of training of future tourism specialists. During the practical application of the proposed model, virtual 3D-tours were developed. Their development has shown the possibility of implementing the model of development of training of specialists in tourism by using computer 3D-tours with the use of modern ICT tools in the study of special disciplines and the attaining professional skills.

In today's conditions there is an urgent need in the rational use of funds, means of labor and various resources by defining and implementing effective mechanisms of the management system at the level of the enterprise, which relevant form the list and the system of management consulting and consulting services. Features of modernity create important tools and means of interaction at the level of consulting services, and in particular the preparation of a consulting model and modeling elements of the mechanism of using management consulting, to which the relevant research is devoted. The demand of management consultants as experts of innovative development of organizations, and the creation of special components of the model of management services arethe important features of this area of activity at the state level. The article presents the model of organization of oncologic care of population of the region exemplified by the Primorskiy Krai. The major principle of development of the model consists in medical, social and economic efficiency. The main structural unit of the model of oncologic service of the region is to be the oncologic center. These centers are organized with economically justified personnel and material technical staffing, on the basis of one place concentration of significant number of patients. The functioning of the oncologic center comes to three principles: 1) quality of oncologic care is to be provided for by a single standard of organizational and medical technologies: 2) the system of oncologic care is to be accessible for any patient; 3) institutions of oncologic care within the limits of geographic, economic and social zone of the krai (oblast, okrug) are to have efficient mechanisms of interaction permitting to implement transference of patients and coordination of activities of specialists of various profiles. The implementation of modern organizational technologies of oncologic care of population of the region includes elements of strategic planning, development of system of palliative care of patients, application of standardization and management of medical care quality.

The article analyzes the definition of digitalization, the main trends of digital development about to with concerning to the educational space, bridging the digital divide in Ukraine by following per under with the analytical data of the Institute of the Future. It was found that one of the means of digitalization of education is STEM-learning and implementation in the educational process of technical free STEM-technologies in the study of physics and technical disciplines based on of interdisciplinary, integrated and professionally oriented approaches. The applied element of physics and avionics with the selection of STEM-components according to the working curricula for the specialty 272 Aviation is considered. The object of research is a method of teaching physics and technical disciplines based on STEM-education technologies based on digital development. The purpose of this article is to analyze the definition of «digitalization» of current legislation, consideration of methodological features of teaching physics and technical disciplines based on STEM-technologies in technical free economic zones, to further outline areas for improving the training of highly qualified aviation professionals. The analysis of the selected factors showed new qualities of the components of STEM-education through new qualities of the education system as a whole. For example, the use of integrated learning methods and appropriate STEM-learning technologies contributes to the formation of students' extracurricular competencies: the ability to use communication tools, enter data into a computer, recognize messages generated by IT-technologies, communicate with team members, formulate and communicate comrades of judgment. They are important components of the general culture of the citizen of the information society. The introduction of digital technologies in the teaching of physics and technical disciplines in free economic education requires the development of a modern model of the educational process, the key difference of which should be the focus on training highly qualified competitive specialists to the current requirements of society to independent initiation and implementation of innovative activities on the basis of STEM-education. Thus, the digitalization of education, including teaching in physics and technical disciplines, combines theoretical and practical research in the field of aviation. Therefore, it is necessary to determine the purpose of training, which should facilitate the selection and structure of the content in physics and technical disciplines, the optimal organization of the educational process in physics, the implementation of STEM-methods, techniques and teaching aids, take into account the teacher’s qualification level and objective methods in physics-based on STEM-technologies in technical institutions of higher education. This article is devoted to highlighting the real practical capabilities of UAV thermal imaging cameras, which allow you to effectively and safely identify potentially dangerous objects that may threaten the object of information activities, or the safety of citizens or critical infrastructure of Ukraine. Based on many years of flight experience and training of specialists for private and public institutions, it was decided to compare the quality characteristics and capabilities of detection, recognition and identification of objects using modern unmanned vehicles. To ensure public safety and control of the territory, there are models with multiple optical zoom, which from a distance of 500 m allow to recognize the license plate of the car, or versions with thermal imager, which in night can help see the car, the temperature difference against other cars, and the fact that a person comes out of it. Test flights were performed at altitudes from 15 to 100 m, in the open, without the presence of bushes, trees or obstacles. Depending on the camera model and weather conditions, the figures obtained may differ significantly. The main advantages and differences in the quality of thermal imaging cameras for UAVs are described. The quality of the obtained image is demonstrated on real examples and under the same conditions. A number of requirements have been developed for shooting a quadcopter with thermal imagers of objects such as a car and a person from different heights, according to Johnson's criteria, and a work plan has been developed for further research to prepare and provide effective recommendations for pilots using this technique territories of objects of information activity and during performance of service in air reconnaissance units of law enforcement agencies of Ukraine.

The educational component of the Concept of Construction Information Modeling in Ukraine (European Union International Technical Assistance Project) does not raise any objections, but requires specification of a number of decisions at the level of the Ministry of Education of Ukraine, universities, specialties and departments. It is propose at the state level to solve the problem of need and development in the labor market of competencies of specialists for the construction industry in terms of technological and managerial innovations. To implement fragments of information modeling in the educational process in modern conditions, in particular in the diploma design of masters of construction, it is propose to solve a number of methodological problems in market conditions during the life cycle of the project. First, a number of software products operating in Ukraine remain detached from the 3D design model. This applies to the organization and management of construction (4D); estimated and contractual pricing (5D); a number of new programs on environmental protection, energy efficiency (6D), maintenance and operation of buildings (7D) and especially the lack of software to determine the economic option of the building for the life cycle (8D). In these conditions, even when preparing applicants for the use of a software product at the 3D level, there are many problems in preparing and defending a thesis project. It is necessary to eliminate various approaches to determining the effectiveness of innovative solutions in methodological developments. The evaluation of innovative solutions should base on variant design - from several technically feasible competing variants of organizational and technical solution should choose the best option, the most economically feasible in these specific conditions for the project life cycle: design, construction and operation of the building. Promising for solving problems in these areas is a scenario approach - the development of a number of indicators for the life cycle of the project, taking into account all factors influencing the project goal, as well as options for measures required to achieve this goal by criteria: volume - quality - deadlines - cost - risks - efficiency.

The transport system plays a significant part in the modern life. Tasks that arise in various sectors of the national economy can be solved quickly and efficiently thanks to well-functioning logistics. One of the largest transport companies in the world is JSC Russian Railways (JSC RZD), Russia. According to the results of 2019, the company ranked first in the world in terms of freight turnover (2.6 trillion tonne-kilometres), third in terms of cargo carriage volume (1.3 billion tons) and the miles open (85.6 thousand km), fourth in terms of passenger turnover (134.5 billion passenger-kilometres). It is obvious that such high indicators of the company were achieved thanks to a modern scientific and technical base, design and construction capacities, international cooperation, and, most importantly, highly qualified specialists at all levels. Positive human capital (HC) significantly affects the efficient use of all types of resources of the company, determines the competitiveness and the company value, its leadership in sustainable development. Therefore, the study of the human factor in the development of the transport system in Russia is relevant. The study was carried out using the annual reports of JSC Russian Railways from 2002 to 2019. The econometric (linear and exponential) models were built on the basis of statistical data. The linear model has been proven to provide more accurate predictions.

The scientific novelty of the research results lies not only in the development of case-tasks for teaching mathematics at a technical university based on the idea of the unity of fundamental and applied, but also in the fact that using the case-study method we determine the level of formation of professional competencies of future railway transport specialists. В статье приводятся аргументы в пользу модели профессионально ориентированного обучения иностранному языку, учитывающей профессиональные и языковые потребности специалистов технического профиля.Цель статьи заключается в анализе проблематики мотивации при изучении иностранных языков в техническом вузе и обосновании необходимости разработки определенных мер, побуждающих мотивацию студентов.Материал и методы. В педагогике существуют различные подходы к пониманию сущности, природы и структуры мотивации. Методы изучения и сформулированные трактовки понятия «мотивация» широко варьируются. В данной статье анализируются педагогические подходы, согласно которым мотивация, активно вовлекая студентов технического вуза в учебный процесс, способствует формированию у них иноязычной компетенции.Результаты и обсуждение. Опираясь на многолетний опыт работы в техническом вузе, авторы сформулировали основные условия, способствующие формированию мотивации в процессе обучения иностранному языку. Одним из условий повышения мотивации студентов к изучению иностранного языка авторы называют актуальное направление в образовательной деятельности технических вузов – профессионально ориентированное обучение, позволяющее посредством своего содержательного наполнения знакомить будущего инженера с его будущей специальностью.Другим условием повышения уровня мотивации при обучении иностранным языкам в техническом вузе авторы называют использование его потенциала в воспитательном процессе. В данном случае учитывается специфика иноязычного обучения, его диалогичность и межличностное взаимодействие, позволяющие актуализировать творческий потенциал студентов, их личностные и социально-культурные характеристики.Заключение. В статье показано, что профессиональное становление будущего инженера, расширение его социокультурных, познавательных и информативных горизонтов во многом связано с его иноязычной компетенцией. Авторы призывают преподавателей технических вузов расширить комплекс мер, направленных на повышение мотивационного уровня студентов в процессе изучения иностранного языка в техническом вузе. The article provides a brief overview of the employment prospects of the technical universities graduates and describes one of the most urgent issues of modern Russian society which is the problem of successful employment of university graduates and optimal realization of their professional and personal potential. The realities of the modern Russian labor market are uncertain, so many university graduates do not have the opportunity to find a job in their specialty, to find a worthy application of the professional knowledge gained at the university. Aim and objectives. The aim of the article is to analyze the problems of motivation in foreign languages learning in the technical university and justify the need to develop certain measures to encourage motivation of students. Material and methods. In pedagogy and psychology, there are different approaches to understanding the essence, nature and structure of motivation. The methods of study and formulated interpretations of the concept “motivation” vary widely. In this article we analyzed pedagogical approaches, according to which motivation, actively involving students of technical higher education institution in the learning process, contributes to the formation of their foreign language competence. Results and discussion. As a result, the problem of creating certain conditions aimed at the increasing of the university graduates’ adaptability at the labor market is raised. This adaptability is based on the obtaining of additional knowledge and competencies. One of the ways to increase the competitiveness of the university graduates at the labor market is foreign language competence which is the complex of knowledge and skills that allows a university graduate to use a foreign language effectively both in professional activities and in social life. Moreover, foreign language competence is regarded today as an integral part of the general professional competence of a technical specialist. In order to obtain the optimal level of foreign language competence the authors recommend using the professional focused foreign language model which takes into account professional and language needs of technical specialists. The successful realization of professionally-focused foreign language education claims for a certain system of motivation, especially at technical universities, whose students have low motivation to study the foreign language due to the technical style of thinking and underestimation of the importance and value of foreign language knowledge in the future professional functioning. That is why the important pedagogical task is to motivate students to consciously perceive and learn a foreign language. Conclusion. Analyzing the general problems of motivation in the educational process, the authors generalize the pedagogical experience of the Faculty of Foreign Languages at the Platov South-Russian State Polytechnic University (NPI). The article shows that professional development of future engineers, expansion of their socio-cultural, cognitive and informative horizons, are largely associated with the foreign language competence. The authors call for the technical universities teachers to expand the measures aimed at increasing the motivational level of students in the process of learning a foreign language.

The article deals with the problems of training scientific and pedagogical personnel in Russia at the present stage of postgraduate education, which caused the need to discuss them, both at the level of the country’s leadership, and at the level of the scientific and University community. The directions of improving the organization of modern postgraduate studies in the context of a systematic approach are proposed. The directions of improving the training of postgraduates and the organization of the modern Russian postgraduate school in the context of its two types - scientific and University with the organization of different types of practice: research and teaching. The most significant among the directions proposed in the article are the following: improving the quality of recruitment of applicants to graduate school on the example of a pre-admission system of two-stage training of applicants in the system of professional development of the Research center for problems of quality of training of specialists; the implementation of master’s training programme “graduate student researcher” and “student-expert” on the basis of the principle of continuity of training programs for “masters-postgraduate” and implementation of the program and the model of problem-designresearch teaching academician I.A. Zimnyaya; formation of academic literacy in the process of formation of communicative competence of graduate students by means of educational disciplines «Academic writing» / «Scientific text», «Academic speech»; improving the organization of classroom and extracurricular independent work of postgraduates and its material and technical support; financing of postgraduate education; and a number of others. Along with the actualization of a systematic approach to improving the organization of modern graduate school activities, personal-activity, convergent and scenario approaches to improving the training of graduate students are identified. The proposed ways to solve the existing problems of the organizational plan of the postgraduate school in some of the indicated areas can have a positive impact on its improvement.

Введение. Коммуникативные навыки – один из важных элементов в образовании современного инженера. Инженерные образовательные программы должны включать в себя модули, направленные на формирование междисциплинарных и межкультурных навыков общения. Специфика профессиональной инженерной коммуникативности определяется набором профессиональных компетентностей выпускника технического вуза нового поколения. Цель – описать и проанализировать методику формирования коммуникативных компетенций в сфере профессиональной деятельности магистров инженерных направлений подготовки. Материал и методы. Использованы теоретические методы сравнительного анализа, синтеза и обобщения исследований зарубежных и отечественных авторов. Рассмотрен опыт западных стран по аккредитации программ в области техники и технологий. Результаты и обсуждение. Проанализированы и предложены концептуальные идеи инженерного образования, реализованные методом комплексного проектного обучения, способствующие совершенствованию профессиональной подготовки специалиста. Представлена структурно-функциональная модель модуля «Актуальные вопросы биомедицинской инженерии», реализованного в Уральском федеральном университете им. Б. Н. Ельцина (Физико-технологический институт) при подготовке биоинженеров по программе 12.04.04 Биотехнические системы и технологии, позволяющая обеспечивать поэтапное развитие коммуникативных компетенции магистров в процессе изучения специальных надпрофессиональных дисциплин. Модель представляет собой единство целевого, содержательного, организационного и оценочного блоков и отражает организационно-методический инструментарий педагогического процесса, а также педагогические условия, обеспечивающие эффективность функционирования модели. Практическая реализация внедренной модели описана с указанием дисциплин и коммуникативных навыков. Заключение. Выявлена значимость повышения качества подготовки инженерно-технических кадров с точки зрения формирования коммуникативной компетенции как составляющей общекультурной компетенции. Данные знания, умения и навыки затрагивают мотивационно-ценностную, когнитивно-деятельностную, эмоционально-волевую и рефлексивно-оценочную составляющие деловой профессиональной коммуникативной компетенции будущих инженеров, обеспечивают готовность к профессиональной деятельности и позволяют формировать инженерное мышление новой формации. Такие новшества в системе образования являются неотъемлемой частью задачи, поставленной перед ведущими российскими техническими вузами, стать учебными заведениями мирового уровня. Introduction. Communication skills are recognized as one of the most important elements in the education of a modern engineer. Engineering education programs should include modules aimed at developing interdisciplinary and cross-cultural communication skills. The specificity of professional engineering communication is determined by the professional competencies of a new generation technical university graduate. Aim and objectives are to describe and analyze the methodology of forming the communicative competencies in the field of professional activity for master students with engineering training. Material and methods. Theoretical methods of comparative analysis, synthesis and generalization of research by foreign and domestic authors are used. The experience of Western countries about the program accreditation in the field of engineering and technology is considered. Results and discussion. The paper analyzes and suggests the conceptual ideas of engineering education implemented by the method of integrated project training, which contribute to the improvement of specialist professional training. The structural and functional model of the module “Current issues in biomedical engineering” is implemented in the Ural Federal University named after the first President of Russia B. N. Yeltsin, Institute of Physics and Technology for the educational master program 12.04.04 Biotechnical systems and technologies. The program allows one to ensure a gradual development of communicative competence of master students during the study of special professional disciplines. The model represents the unity of the goal, content, organizational and evaluation blocks and reflects the organizational and methodological tools of the pedagogical process, as well as the pedagogical conditions that ensure the effectiveness of the model. The practical implementation of the model is described with the indication of disciplines and communication skills. Conclusion. The study revealed the importance of improving the quality of training engineering and technical personnel in terms of forming communicative competence as a component of general cultural competence. These knowledge, skills and abilities affect the motivational-value, cognitive-activity, emotional-volitional and reflexiveevaluative components of the business professional communicative competence of future engineers, provide readiness for professional activity and allow forming engineering thinking of a new formation. Such innovations in the education system are an integral part of the implementing the task for Russian technical universities to become world-class educational organizations.

At the moment, the field requires mandatory (deep) knowledge of the main classical sections of mathematics, it is also important to acquaint students in higher mathematics with elements of modern mathematical theories, concepts that allow learners to better understand special courses in mathematics and relevant special disciplines. materials of mathematics, which are used in the modern mathematical models of technical developments. The aim of the article is to reveal the approaches to the concept of the advanced learning in the process of fundamental mathematical training of future bachelors in the field of electronics and telecommunications.The main methods that were implemented in the study of the problem of advanced learning were the analysis and synthesis of the scientific sources on the selected problem, observation, implementation of projects and evaluation of their results. It is offered (from the first semester) to introduce generalized concepts (norm, operator, etc.) in time, to acquaint with ideas of variational calculus, functional analysis, mathematical methods of research of linear equations with variable coefficients, theory of stochastic approximation, mathematical modelling. Then the future specialist will be able to comprehend the objects, which have been already developed by mathematicians but have not been used yet. Thus, a difficult topic or concept can be considered in advance in some connection with the currently studied material. For example, during the study of a function and the construction of its graph, along with the asymptote, students can be introduced to the approximation of the function, the concepts of interpolation and approximation. It is expedient to acquaint students with these problems more deeply during performance of independent tasks (consultations, the abstract, the report at conference, etc.).

Such learning system can be divided into three basic groups: visualization of 3D images for a visual representation of training material; recognition and marking of real objects, which are oriented in space; the interaction of the virtual object is constructed in the computer (smartphone) with the person in real-time. The article describes the concept of augmented reality and focuses on the use of augmented reality technology in the educational process of training of students of technical specialties. Given the relevance and benefits of using this technology in the educational process. Analyzed AR apps «AR Circuits 4D» and «Electricity AR» with a view to their adaptation to the educational process of training specialists in electronics. The algorithm of creating apps augmented reality platform Vuforia and Unity3D software. Requirements for image targets, 3D models and their format, software Unity 3D. Provides practical experience in creating educational AR applications on the platform Vuforia and Unity3D software that renders 3D images of the DC-AC converter for illustration of educational material. 3D model converter created in the CAD system Proteus Design Suite, which conventuals Autodesk FBX Converter to format .fbx. Introduction. Vocational education has always been and still is one of the main factors of successful sustainable development of society as a whole and of the individual in particular. Therefore, in the state policy of different countries of the world, including Russia, special attention is being given to the institutions, which train specialists for the leading sectors of the economy and production. For developing effective policy measures and predicting its effectiveness, it is essential to identify the potential of national vocational education system, to study its phase changes and evolution vectors, to analyse and summarise existing experience in the organisation of the system and to support its functioning at the national and regional levels.The aim of the present research is to identify and characterise the main periods of development of primary and secondary technical and vocational education in one of the major regions of Russia – the Republic of Bashkortostan.Methodology and research methods. The research methodology is based on the system and civilisational approaches. The retrospective analysis was conducted through historical, typological and comparative methods, as well as two conceptual models. In the first model, the pedagogical process is presented as a complete system determined by specific historical conditions. The second model, designed by one of the authors of this article, is based on the logic and structure of this process in its contemporary understanding. These concepts provide adequate analysis and extrapolation of historical and pedagogical experience into modern educational theory and practice.Results and scientific novelty. The authors identified socio-economic, pedagogical, organisational and managerial factors of periodisation of the system of primary and secondary technical and vocational education development of Bashkortostan. For the first time, at the local republican level, the main phases of the process have been identified and described, starting with the pre-institutional stage to the present day. It is demonstrated that the trajectory of gradual formation and improvement of the investigated directions and stages of vocational training in the territory of the Republic of Bashkortostan is regulated by the general laws on the development of social structures. Despite some specificity, the trends in regional education found are quite related to all-Russian processes.Practical significance. The research results can be useful and are already being used when developing and designing vocational development programmes, in particular, they enrich the content of such disciplines as “History of Pedagogy and Education”, “History”, various special courses and curriculum units, concerning the issues on the state and prospects of technical and vocational education. In addition, the research materials can be used for developing regional educational policy.

Introduction. Currently, there are numerous discussions concerning a relevant issue – the impact of transformations of the higher education system on the quality of graduates of technical universities. It is important to analyze the advantages and disadvantages of modern higher education in construction in comparison with one of the Soviet period and to define the direction it should be developed in the future. The present article analyzes the changes that higher education in construction has undergone since 1955 to the present time. Materials and methods. The data used in the analysis include regulatory documents which regulated the implementation of educational activities in different years: orders, classifiers, model curricula and state educational standards. The requirements to the structure and results of the study of educational programs in the field of construction were analyzed. Results. The analysis showed that over the past decades, higher education in construction has undergone significant changes. Fundamental transformations took place at the turn of the millennium when changing from a disciplinary to a competence model of education, as well as from direct government management of the education system to the normative legal regulation of educational activities. If in Soviet times, training was delivered under model curricula of construction specialties, now training is mainly performed according to Bachelor’s and Master’s degree programs, the content of which educational institutions determine independently on the basis of educational standards. Conclusions. The performed analysis identified the deficiencies in the modern system of higher education. The imperfection of the regulatory framework, the deficiencies of the competence approach make it impossible to ensure quality training of specialists in the construction industry. This involves improvement of higher education system, including in the field of construction. It is necessary to establish more detailed requirements to the study results and the content of educational programs. It requires among educational standards, exemplary basic educational programs.
