Modern scientific space missions pose high requirements on the accuracy of the prediction and the analysis of satellite motion. On the one hand, accurate orbit propagation models are needed for the design and the preparation of a mission. On the other hand, these models are needed for the mission data analysis itself, thus allowing for the identification of unexpected disturbances, couplings, and noises which may affect the scientific signals. We present a numerical approach for Solar Radiation Pressure modelling, which is one of the main contributors for nongravitational disturbances for Earth orbiting satellites. The here introduced modelling approach allows for the inclusion of detailed spacecraft geometries, optical surface properties, and the variation of these optical surface properties (material degradation) during the mission lifetime. By using the geometry definition, surface property definitions, and mission definition of the French MICROSCOPE mission we highlight the benefit of an accurate Solar Radiation Pressure modelling versus conventional methods such as the Cannonball model or a Wing-Box approach. Our analysis shows that the implementation of a detailed satellite geometry and the consideration of changing surface properties allow for the detection of systematics which are not detectable by conventional models.

There is no generally accepted definition of a territory’s mission either in Russia or abroad. So is it worth including a mission in the strategy of socio-economic development of a territory and what definition of the mission is better to choose? To answer these questions, a content analysis of Russian and foreign definitions of the territory's mission has been carried out, from which common units of meaning were identified. It was established that a number of semantic units in definitions of the territory's mission and the mission of organization coincide. However, from the point of view of the mission statement, there are a number of significant differences between a territory and an organization, which makes some definitions of the territory’s mission hardly applicable in practice. Conclusion is made: it is better to define the territory's mission through its role in the external environment, functions and unique features of the territory. The article examines advantages and disadvantages of alternative options: not to develop a mission at all or to develop it in a purely formal way. Practical recommendations on developing a territory mission, examples from Russian and foreign experience are given.

This paper presents a cooperative control software architecture that coordinates a team of multiple humanoid to complete a mission by collaborating with each other. The mission of the humanoid team is decomposed into tasks and distributed to each humanoid to be executed. Each task is described by the proposed humanoid action primitives, which are designed to abstract broad classes of humanoid tasks appropriately. In particular, missions and tasks for the humanoid team are designed by using a finite state machine with a developed user interface. The multiple humanoid cooperative control software consists of 3 layers: the mission layer, task layer, and action layer. The software architecture has scalability to the number of humanoids and the number of assigned missions with its framework based on the CORBA middleware, which integrates many different functionalities of the humanoid. The feasibility and robustness of the implemented software architecture are verified through successful completion of the mission assigned to the humanoid team while each humanoid performs its given task sequentially.

In satellites, onboard software is required to perform complicated mission sequences and autonomous scheduling, conduct preliminary data processing, and manage various onboard devices. The dependability of onboard software strongly affects the reliability of a satellite itself. Therefore, the onboard software must be both complex and reliable to perform complicated small satellite missions. We propose an automatic software generator to meet these requirements. This generates onboard software and a database for the ground operating system using satellite development documents, such as command and telemetry definition documents and fault detection, isolation, and recovery (FDIR) definition documents. By using this software generator, the software development load can be reduced and human error can be avoided, even if the definitions are modified in an ad hoc manner during the development process. The generator additionally enables the easy accommodation of user preferences and software depth variation during a mission.

PurposeThis study aims to reach academic consensus on key factors and boundaries used in defining the concepts of “social entrepreneurship” (SEsh), “social entrepreneur” (SE), and “social enterprise” (SEV). This study also explores the complex relationships among social/business enterprises, definitional categories and factors, missions, and impacts on effectiveness of practices and organizing for venture success.Design/methodology/approachContent analysis is conducted on articles published from 1998 to 2016 in peer-reviewed academic journals in the fields of management and organization. Furthermore, 80 articles are obtained and analyzed in terms of factors and frequently used terms for unified definitions and their intertwined linkages.FindingsThe unifying factors for the definitions of SEsh, SE, and SEV include primary mission and processes and resources. Strong linkages are observed between SEsh and actors, SE and characteristics, and SEV and organizational form. Results indicate that definitional categories and factors share numerous joint terms that can be used to propose unified definitions. This study identifies the effective interactions of variables among social mission, capabilities to manage resources and processes, entrepreneurial characteristics of actors, and forms of ventures in a process that provides potential for organizational sustainability and impact maximization.Research limitations/implicationsThis paper contributes to research by identifying clear and agreed-upon factors and traits as boundaries to propose definitions that can advance the legitimacy of social entrepreneurship as an academic field worthy of future exploration.Practical implicationsThe findings emphasize social mission that achieves public benefits while preventing mission drift. Economic value and choice of organizational form can advance the fulfillment of objectives and governance practices. This study also presents the key influencing factors at various stages of an entrepreneurial process to determine how these concepts interact to increase the likelihood of organizational emergence and survival.Originality/valueThis work is the first to systematically review management and organizational literature on the key factors and terms that constitute the distinct definitions of SEsh, SE, and SEV and help clarify their complex relations in an entrepreneurial process.

This paper surveys the literature on resilience, provides several definitions of resilience, and proposes a new comprehensive definition for a resilient engineered system, which is: a system that is able to successfully complete its planned mission(s) in the face of disruption(s) (environmental or adversarial), and has capabilities allowing it to successfully complete future missions with evolving threats. This definition captures the subtle differences between resilience and a resilient engineered system. We further examine the terminology associated with resilience to understand the various resilient time-frames and use the terminology to propose a resilience cycle, which differentiates mission resilience (short term) and platform resilience (long term). We then provide insight into various resilience evaluation methodologies and discuss how understanding the full scope of resilience enable designers to better incorporate resilience into system design, decision makers to consider resilient trade-offs in their assessment, and operators to better manage their systems. A resilient engineered system can lead to improved performance, reduced life-cycle costs, increased value, and extended service life for engineered systems.

The mission statement of an organization compiled in accordance with the definition of the term “mission” of the dictionary of the ISO 9000 quality management systems standard cannot be recognized as an effective management tool, since the ISO requirements for this document are too generic and vague. The objectives of this work were to clarify the functions of the mission statement of the university library as a management document, to develop a definition of the mission statement, consisting mainly of a list of its functions, and to develop a full-fledged mission statement of the Scientific Library of the Belarusian National Technical University based on the developed functional definition. Accordingly, the methods of work were the retrieval and interpretation of relevant scientific literature and the synthesis of data obtained from it for the development of new documents, viz. the definition of the mission statement and the mission statement of our library based on it. As a result, the intended functional definition of a university library mission statement as a full-fledged effective management document has been given and the mission statement of the Scientific Library of the Belarusian National Technical University has been crafted. The aspects of improving the efficiency of the library after the adoption of the new mission statement are briefly discussed.

The field of data governance is emerging globally. Although there is yet no universal definition of the field, the issue of data governance is important to governments, industries, institutions, and professionals across disciplines. This paper summarizes findings from a review of 50 data governance definitions from a cross-section of industries, institutions, and professional associations. Text analysis reveals varying definitions and levels of specificity, focus, and attitudes towards basic principles of control or prescription. Organizational culture is an additional factor likely reflected in semantics shaping the definitions. The paper makes recommendations for developing and designing definitions that are meaningfully aligned to the organization's mission and diverse stakeholders. The main contributions of the paper are 1) comprehensive summary of data governance definitions across industries; 2) role of specificity, focus, and attitudes underlying control; 3) framework to customize data governance definition to align with current data maturity and organizational mission and culture.

AbstractIn recent years the Five Marks of Mission have become the latest in a long series of mission ‘slogans’ in the Anglican Communion, but little attention has been paid to their origin or theological presuppositions. This paper traces the development of an Anglican definition of mission from the 1984 meeting of the Anglican Consultative Council, at which a four-fold definition was first put forth, to the present use of the Five Marks of Mission across many parts of the Communion. The strong influence of evangelical mission thinking on this definition is demonstrated, as is the contributions from African Anglican bishops. Anglican mission thinking has shifted from emphasizing pragmatism and coordination to providing a vision for the Communion to live into. Mission thinking has been a site of genuine cross-cultural interchange among Anglicans from diverse backgrounds.

The author analyses the logic underlying the ICOM museum definition process and the sense of continuity among the different definitions, since its creation in 1946. The new definition proposed in Kyoto in 2019 (during the ICOM General Conference, 1–7 September) created a risk of breaking within this continuity and the museum community. The definition process is here put in parallel with the notion of mission statement, associated with strategic management, and the value system linked to a resolutely activist vision of the museum, integrating such topics as gender, postcolonialism, sustainable development or human rights.

The article is devoted to the substantiation of the general (framework) methodology for creating correct methodologies of university ranking, which capable of correctly (truly, in accordance with reality) ranking universities, primarily top ones. The conceptual foundations of such a methodology are formulated. It is based on a mission-based approach to the definition of university and ranking excellence, which involves the determination of the criterion-indicator base of the ranking both by its mission and by the mission of the university, especially a globally leading institution. Essential definitions of relevant missions as key system-creating factors are given. A criterion for the formulation of the true mission is proposed. The principle of mission minimisation of the list of necessary and sufficient ranking criteria / indicators and the principle of their mission synergy for the unambiguous orientation of university development are substantiated. The general methodology prevents the de-specification of the ranking and university missions, the dissynergisation of ranking criteria and indicators, their divergence and fragmentation, and the disorienting action. This methodology covers methodologies both simple (mono) and complex (combined), as well as general (institutional) and sectoral (by academic subjects) rankings. The methodology built on these foundations will contribute to the adoption of rankings as objective and reliable evaluation tools, the effective use of the IREG Berlin principles for the creation of ranking methodologies, the acceleration of the formation of a university ranking culture and its legislative regulation in Ukraine, and the further development of science about universities. This is important for the development of a strategy for the formation of leading universities of the highest excellence (strategy-2), the implementation of the second dimension of the European higher education area in terms of achieving its competitiveness and attractiveness, the approaching victory of Ukraine in the war, the innovative recovery of the country, the establishment of Ukraine as a strong European integrated state.

AbstractThe PLAnetary Transits and Oscillations of stars (PLATO) mission is in its definition study phase in the context of ESA's Cosmic Vision 2015-2025 program. PLATO is applying for a launch in 2017/18. Its goal is to detect transiting exoplanets, including terrestrial planets in the habitable zone, and to determine their basic parameters with unprecedented accuracy. In combination with the detailed analysis of the stellar parameters by astroseismology and with ground-based follow-up observations, this will allow characterizing the main properties of exoplanetary systems to a level not achieved before.

One of the most important mission theories for the past two centuries has been the idea of the “Christian home.” Historical research, interviews with current missionaries, and studies of Christianity in the non-western world all show that the Christian home remains a central metaphor for how women conceptualize what it means to be a witness for Christ. In this paper, I will discuss why the Christian home remains important for mission practice, examine reasons for its omission from academic discussions of mission theory, look briefly at its history and changing definition, and conclude by urging that the Christian home be a renewed priority in discussions of missionary contextualization for the twenty-first century.

An error-comprising workflow definition of mission critical business process might incur serious problems to an enterprise. Although workflow designer is responsible for the error-comprising workflow definitions, workflow system has to be equipped with an intelligent workflow modeling tool preventing workflow designers from specifying error-comprising workflow definitions. Faults and mistakes of process designers have to be detected and reported to them by the tool at workflow build time. Access conflicts and improper specification of exceptions are two typical examples of such an error-comprising workflow definition. In this paper, we develop an access conflict detection and an uncaught exception detection techniques. A simple workflow definition language, named SWDL, is developed and the techniques are successfully developed on SWDL using Set Constraint System. With slight modifications and scope restrictions, the proposed techniques can be used in any workflow definition language either by translating it into SWDL or by referring to the techniques for the developing its own techniques. This indicates that general conventional programming language analysis techniques can be used in the analysis of workflow definitions by introducing an intermediate workflow definition language and developing analysis techniques on it.

This article presents an educational approach to applied capstone research projects using a mission engineering focus. It reviews recent advances in mission engineering within the Department of Defense and integrates that work into an approach for research within the Systems Engineering Department at the Naval Postgraduate School. A generalized sequence of System Definition, System Modeling, and System Analysis is presented as an executable sequence of activities to support analysis of operational missions within a student research project at Naval Postgraduate School (NPS). That approach is detailed and demonstrated through analysis of the integration of a long-range strike capability on a MH-60S helicopter. The article serves as a demonstration of an approach for producing operationally applicable results from student projects in the context of mission engineering. Specifically, it demonstrates that students can execute a systems engineering project that conducts system-level design with direct consideration of mission impacts at the system of systems level. Discussion of the benefits and limitations of this approach are discussed and suggestions for integrating mission engineering into capstone courses are provided.

Studies of the role of family in the modern mission movement have greatly expanded our understanding of the multiplicity of dynamics at play in missions work. In particular, the contributions of wives, whether formally appointed as missionaries or not, have been made increasingly visible. The near exclusive definition of family as conjugal unit of married couples and their children, however, has left invisible the contributions of broader family to the work of missions. This paper considers two individuals, John Thomas Underwood and Emma Jane Harpster, and the kinship networks they represent. Though neither were missionaries, each was drawn by family into the work of missions in Korea. Following recent analyses of the importance of broader kinship networks in the development of the middle classes in nineteenth-century Europe and North America, this paper suggests such networks were also of significance in the modern mission movement.

Purpose Mission statements are a key element of any organization. Ideally, the mission statement should be written at the initial stages of an organization’s life to be a useful tool to guide future organization’s decisions and strategy. However, at the early stages of an organization’s life, the organization might still be under development with the objective and stakeholders not yet well-defined, and therefore, stating the mission so early on, might neglect some important elements. In this paper, the authors explore the difference in mission statement quality between missions that have been created at the birth stage of an organization versus missions that are just explicitly formulated once the organization is already well-established and an underlying implicit mission already exists. The authors use as an empirical setting university research parks. Design/methodology/approach The authors evaluate mission statement quality using content analysis. The authors then test the differences on mission statement quality between two groups of research parks, those that have followed a creation strategy versus those that have followed a formulation strategy, using mean of differences test. Findings The authors find that a formulation strategy produces more complete mission statements than the creation strategy. Research parks that have followed a formulation strategy include in their mission statements more references to relevant stakeholders, such as investors, than parks following a creation strategy with respect to their mission statement. Research limitations/implications The research setting is Spanish Science Parks. This research setting is appropriate to answer the research question, as two Park creation strategies, planned and unplanned, allow the researchers to clearly differentiate between two mission conception strategies. However, the sample size is rather small. Practical implications Research has shown that a well-defined mission helps organizations focus and strategy formulation. The authors’ research offers some guidance on how to achieve a high-quality mission statement which will, in turn, help organizations have a better definition of their purpose. Originality/value Research until now has assumed that the mission statement should be formulated at the initial stages of the organization’s life. The authors’ research shows that defining the mission statement later in the process creates higher-quality mission statements that better reflect the organizations purpose and relevant stakeholders.

‘Vulnerable mission’ as a technical term was devised by a small team in 2007. There has been considerable Internet and conference debate on this issue since 2007. The issue for which vulnerable mission was formed is to create a way through dependency syndromes. For those working in areas of patron–client cultures where it is too easy to allow a dependency syndrome to develop, how can a vulnerable approach by the one sent be realistically engaged? This paper is an attempt to consider the definition and biblical warrant for the concept of missional vulnerability. Surveying various biblical scenes even in so brief a paper brings a prophetic challenge.

As the Department of Homeland Security begins its 2018 Quadrennial Homeland Security Review, it will certainly address the question “what is homeland security?”. This article is meant to provide a concise overview. It begins with a definition and relates it back to the origins of homeland security. It then takes that same definition and projects it onto the DHS mission sets. It then takes a closer look at DHS missions in border and transportation security, counterterrorism, emergency management, countering weapons of mass destruction, critical infrastructure protection, and cybersecurity. It concludes with a unique argument that homeland security may be only a transient concern, and that technological change may offer a brighter future.

Abstract. The definition of an atmospheric database is an important component of simulation studies in preparation of future earth observing remote sensing satellites. The Aeolus mission, formerly denoted Atmospheric Dynamics Mission (ADM) or ADM-Aeolus, is scheduled for launch end of 2013 and aims at measuring profiles of single horizontal line-of-sight (HLOS) wind components from the surface up to about 32 km with a global coverage. The vertical profile resolution is limited but may be changed during in-orbit operation. This provides the opportunity of a targeted sampling strategy, e.g., as a function of geographic region. Optimization of the vertical (and horizontal) sampling strategy requires a characterization of the atmosphere optical and dynamical properties, more in particular the distribution of atmospheric particles and their correlation with the atmospheric dynamics. The Aeolus atmospheric database combines meteorological data from the ECMWF model with atmosphere optical properties data from CALIPSO. An inverse algorithm to retrieve high-resolution particle backscatter from the CALIPSO level-1 attenuated backscatter product is presented. Global weather models tend to underestimate atmospheric wind variability. A procedure is described to ensure compatibility of the characteristics of the database winds with those from high-resolution radiosondes. The result is a high-resolution database of zonal, meridional and vertical wind, temperature, specific humidity and particle and molecular backscatter and extinction at 355 nm laser wavelength. This allows the simulation of small-scale atmospheric processes within the Aeolus observation sampling volume and their impact on the quality of the retrieved HLOS wind profiles. The database extends over four months covering all seasons. This allows a statistical evaluation of the mission components under investigation. The database is currently used for the development of the Aeolus wind processing, the definition of wind calibration strategies and the optimization of the Aeolus sampling strategy.

Jarrett develops a precise definition of digital labour to meet the objection that the term has been over-extended. This article argues that, despite much thought-provoking analysis of the different categories included in her definition and imaginative attempts to link them, the book fails to establish that digital labour in an extended sense has any distinct meaning separate from more general developments in work in contemporary capitalism.

The article begins with a brief definition of “World Christianity” and elaborates three theses for conceiving the relationship between missiology and theology, the understanding and practice of Christian missions, and the teaching of missiology. I argue that outside missiology there is no theology. I also reject the separation between church history and missiology, the division between the historic churches of the West and the “mission lands” of the rest, and a narrow focus of the goal of Christian missions on conversion and church-planting. Finally, I recommend a shift from “church history” to “history of Christianity.”

Abstract This article addresses the topic of parables in the Stromateis of Clement of Alexandria. The broad thesis is that New Testament scholarship can help clarify early Christian interpretation of the New Testament. Clement of Alexandria has a very precise definition of the genre of parable. This definition is compared with various literary definitions found in the work of the grammarian Trypho of Alexandria and with one modern definition. Both of these comparisons bring out the precision, clarity, and usefulness of Clement’s definition for understanding the function of parables. The discussion then turns to the grounding of Clement’s definition in the saving mission of the Son. Since Clement closely links parables with prophecy and redemptive suffering, John Meier’s exposition of the Parable of the Wicked Tenants is introduced to show how parables can concretely express the redemptive suffering of the Son. Meier also demonstrates how the disciples were themselves involved in writing and completing this parable, so the article closes with an analysis of one of Clement’s interpretations of a parable, his own contribution to the tradition of parabolic speech.

Abstract Europa is a premier target for advancing both planetary science and astrobiology, as well as for opening a new window into the burgeoning field of comparative oceanography. The potentially habitable subsurface ocean of Europa may harbor life, and the globally young and comparatively thin ice shell of Europa may contain biosignatures that are readily accessible to a surface lander. Europa’s icy shell also offers the opportunity to study tectonics and geologic cycles across a range of mechanisms and compositions. Here we detail the goals and mission architecture of the Europa Lander mission concept, as developed from 2015 through 2020. The science was developed by the 2016 Europa Lander Science Definition Team (SDT), and the mission architecture was developed by the preproject engineering team, in close collaboration with the SDT. In 2017 and 2018, the mission concept passed its mission concept review and delta-mission concept review, respectively. Since that time, the preproject has been advancing the technologies, and developing the hardware and software, needed to retire risks associated with technology, science, cost, and schedule.

This article presents a comparative analysis of national policies, implementation strategies, and regional and global aspirations to establish education hubs in Hong Kong and South Korea. The authors argue that existing definitions of education hubs do not yet sufficiently consider whether a hub’s orientation is global or regional and how its funding sources direct its mission and vision. The authors first review current definitions of education hubs and then use Ranga and Etzkowitz’s Triple Helix conceptual framework to analyze Hong Kong and South Korea’s national policies and their hubs’ distinct vision, goals, strategies, rationales, and major stakeholders. The article concludes with an updated definition for education hubs which is inclusive of purpose, mission, role in the knowledge economy, and relationships between key stakeholders, including government, higher education institutions, and industry. This research identifies key indicators of a successful hub and provides additional necessary insights for policy makers working to develop future education hubs.

Purpose The purpose of this paper is to analyze the decision-making process and provide a decision support framework for deployment of an on-site analytical capacity (a fieldable laboratory (FL)) to contain an expanding outbreak and protect public health. Design/methodology/approach The FL mission cycle consists of five successive interlinked phases with a set of operational functions (OFs) performed during the mission. The list of phases, OFs and their contents were iteratively developed during and after FL missions and validated with operational partners. Findings The well-defined structure of the FL domain appears as the best functional basis for tracking the decision-making process across the whole mission cycle. Description of all the FL elements and information flows addresses the major issue of interoperability of resources used by similar international capacities (inter-)acting as operational partners in global response to the crisis. Originality/value The work presents the first attempt in this field to systematically describe and chronologically organize the decisions taken by a FL manager and staff during all phases of the FL mission cycle. Definition of OFs with all the related information flows allows for comparison of procedures, their better planning and refining, validation of protocols, mutual training and operational improvement between FLs from different geographical, organizational and cultural origins.

The article is dedicated to the growing social role of universities under knowledge society and its revision during wartime and post-war revival. This role has not received due attention of Ukrainian scholars and higher education stakeholders; on the contrary, in western academic discourse university third mission (also referred to as social mission) is actively discussed and several studies on university roles during conflict and post-conflict recovery are available. The article aims at conceptualization of university third mission relevant for Ukraine’s higher education of today as the country is striving towards knowledge society, higher education modernization and its alignment with European Higher Education Area, as well as fighting against Russian Federation aggression and planning economic recovery and national revival. Knowledge is a key concept in interpretation and definitions of three university missions: knowledge is generated or produced via research (second mission); it is disseminated and promoted via teaching and learning (first mission); the essence of the third / social mission is to apply knowledge for problem-solving and general societal benefit. Application of knowledge is not limited to technological innovations and know-hows and covers social, humanitarian, cultural, business and entrepreneurship, economic, political and other domains. Knowledge is becoming the major problem-solving tool; and demand for knowledge is growing among different categories of knowledge workers engaged in problem definition, decision-making and implementation in different economic sectors and spheres of life. Problems and challenges incurred by war make them the most serious grievances of today’s Ukraine. Multiple challenges faced by Ukrainian society, economy, territories, industries will require the wisdom of all Ukrainian higher education institutions and knowledge workers and can only be addressed effectively via innovative approaches and mobilization of many partners: local and international, academic and non-academic, private and public, non-profit and commercial. Due to their specific features (multidiscipline expertise, access to international knowledge sharing and good practices exchange, non-profit focus, multiple perspectives and diversity of opinions), universities like no other institutions are well-positioned to establish and run partnerships, project consortia, lead innovation ecosystems, catalyse and contribute to reconstruction and revival processes.

This example covers the activities of lifecycle concept and needs definition, requirements definition, and early system verification and validation during architectural and design definition using the FireSat II example from the Space Mission Engineering: The New SMAD (Wertz, et al, 2011), showing a familiar space mission example in a new light.The outcome is a demonstration of space system development using a data‐centric approach, resulting in a comprehensive and well‐formed integrated set of needs and requirements with the ability to address integration, verification, and validation across the development lifecycle, supporting faster and more cost‐effective development of high quality, safe, and efficient space mission solutions.

Mission agencies have borrowed a politically oriented aid rationale that was born in the immediate post-World War II years with the Marshall Plan and fine-tuned during the long ideological struggle of the cold war. The goals and principles of this rationale are antithetical to mission purposes. Mission aid conducted on this basis leads to dependent ecclesiastical development and creates theologies of reaction. Mission agencies need to modify the aid rationale by restoring mutuality to the aid relationship, developing contextual standards for the definition of need/aid, moderating the effects of the bureaucratization of aid, and creating full webs of meaning in which to situate aid relationships.

AbstractHealth management consultancy has become an important source of innovation in management, a bridge between the academic environment, companies and opinion-makers in the field. The objective of this work is to identify the success factors of a consultancy mission within the health system, with the proposal of direct investigation of the hypothesis regarding the positive association between the success of consultancy missions and the consultant’s professional integrity. The survey was carried out during January and February 2017, in Bucharest health units, by applying questionnaires to 68 managers both in the public and private system. The analyzed parameters were: the consultant’s professional integrity, the consultant's competency, the relations with the consultant, the correct definition of the mission, available financial resources, term observance, and related costs. The information obtained was statistically processed using the SPSS system. The answer options to the items in the questionnaire allowed statistical correlations, verifying the survey hypothesis regarding the association between success and professional integrity. Any consultancy mission entails negotiation skills from the consultant, as well as an open attitude, listening and communications skills. The environment created by the manager can even further influence the change acceptance.

Parametric optimization study is carried out on performance measure for assessing the benefits of relevant ground-track parameters and Instantaneous Overlap Area (IOA) in near earth and near-equatorial twin-satellite formation flying to explore its potential as space platform oriented towards Tropical Resources and Environment Monitoring mission. The present study also emphasizes two aspects: the dynamics of relative motion of multiple spacecrafts and the desirable ground tracks such missions. Relative motion dynamics incorporating Clohessy-Wiltshire Equation for circular orbits is used as a reference. The performance metric is synthesized as a tradeoff between exact definition and intuitive judgment.

Mission critical solutions are essential for providing communications and services in the case of the troubles with connectivity that are often found in infrastructure-based solutions. Such solutions are typically used in the case of disasters, lack of energy, etc. There exist several narrowband solutions that provide countrywide coverage in certain countries. In recent years, the activities related to creating mission-critical broadband solutions based on Long Term Evolution (LTE) have led to the definition of LTE Mission Critical (LTE-MC). Both solutions ignore virtualization and require dedicated mobile terminals as a part of the mission-critical communication solution. This paper describes the opportunities, open issues and a proposal of a solution that exploits Unmanned Aerial Vehicles (UAVs) and network virtualization for mission-critical services. The presented approach combines Cloud/Edge and Fog orchestration to efficiently use all the available resources, including virtualized resources of the end-user devices.

Time optimal path planning and trajectory management algorithms for air vehicles with limited on-board computing resources require an efficient approach to satisfy flight dynamic constraints needed to guarantee paths are feasible. B-spline curves enable compact definition of feasible airplane trajectories that are suited for on-board real-time computation. The design of a trajectory definition and management algorithm suited for a multi-agent persistent surveillance application is described. The proposed solution post-processes the output of a point-by-point path planner and converts it into a minimal representation. Key design requirements include minimization of mission execution time, ability to seamlessly redirect agents based on information acquired by sensor feedback, and robust adherence to mission and vehicle motion constraints. A simple coordinated aerial surveillance scenario is described and demonstrated using the algorithms presented.

The main historical and contemporary participation of the Armed Forces of Ukraine in peacekeeping operations are described. The key notions of peacekeeping are defined showing this definition as the main rational tool for preventing and resolving disputes, threats, conflicts at the national, regional and global levels is the modern peacekeeping system. The main laws of Ukraine concerning peacekeeping operations are characterized with defining objectives for these operations.The attention is focused on the Ukraine’s participation in different international peacekeeping operations including 26 operations which ended and 8 ongoing operations. An important aspect of Ukraine’s participation in peacekeeping on the African continent is its coordinated actions with the United Nations on the diplomatic settlement of conflicts and the adherence to official statements regarding them.Peacekeeping missions are currently operating in Liberia, Congo, Sierra Leone, Sudan (Darfur and Juba) and other African countries. In particular, these are peacekeeping missions such as: the United Nations Mission in Liberia (UNMIL), the UN Mission in Côte d’Ivoire (ONUCI), the African Union – United Nations Operation in Darfur (UNAUMID), the UN peacekeeping operation in the Democratic Republic of the Congo (MONUSCO), demilitarization and peacekeeping in the disputed area of Abyei (UNISFA), the UN Mission in the Republic of Southern Sudan (UNMISS), UN Multidimensional Integrated Stabilization Mission in Mali (MINUSCA).Ukrainian peacekeeping potential is analysed. Participation of the armed forces of Ukraine in peacekeeping operations of the United Nations is one of the priority foreign policy tasks of our state, successful implementation of which positively influences strengthening of the national authority of Ukraine, promotes development of cooperation with Euro-Atlantic and regional security structures and has an exceptional significance for the national interests of our country. Ukraine claims to be a full-fledged subject of international relations, increases its credibility and demonstrates a peaceful policy.

Анотація:
With the advancement of intelligent vehicles and unmanned systems, there is a growing interest in underwater surveys using autonomous marine vehicles (AMVs). This study presents an automated planning strategy for a long-term survey mission using a fleet of AMVs consisting of autonomous surface vehicles and autonomous underwater vehicles. Due to the complex nature of the mission, the actions of the vehicle must be of high-level abstraction, which means that the actions indicate not only motion of the vehicle but also symbols and semantics, such as those corresponding to deploy, charge, and survey. For automated planning, the planning domain definition language (PDDL) was employed to construct a mission planner for realizing a powerful and flexible planning system. Despite being able to handle abstract actions, such high-level planners have difficulty in efficiently optimizing numerical objectives such as obtaining the shortest route given multiple destinations. To alleviate this issue, a widely known technique in operations research was additionally employed, which limited the solution space so that the high-level planner could devise efficient plans. For a comprehensive evaluation of the proposed method, various PDDL-based planners with different parameter settings were implemented, and their performances were compared through simulation. The simulation result shows that the proposed method outperformed the baseline solutions by yielding plans that completed the missions more quickly, thereby demonstrating the efficacy of the proposed methodology.

Анотація:
Purpose. A lack of consensus regarding the definition of social entrepreneurship has caused confusion among students and researchers. The purpose of this paper is to provide a critical lens for theoreticians to make informed choices regarding their operational definition of this concept.Design/methodology approach. The paper traces the evolution of the practical and theoretical fields of social entrepreneurship. Thereafter the occurrence of multiple and often contrasting definitions is highlighted. In order to understand the conceptual underpinnings of the different definitions, the following issues are raised:Sould definitions be inclusive or exclusive? Is social entrepreneurship a subcategory of commercial entrepreneurship or is it a parallel one? Which facets of entrepreneurship behavior need to be deployed and what is the social mission? To illustrate these issues, the paper draws upon different definitions, with examples from the field of practice. In addition, it relates to the theoretical literature of commercial entrepreneurship. Thereafter follows a discussion that challenges prevailing definitions.Findings. The different possible responses can explain the diversity in definitions.A key finding is that the differing social enterprise and social innovation orientations may be rooted in alternative understandings of the relationship between social entrepreneurship and commercial entrepreneurship.Originality /value. The questions provide theoreticians with a unique and valuable prism to understand theoretical underpinnings of the different definitions of social entrepreneurship and enable them to make informed decisions regarding their operational definitions.

D. T. Niles is best known for his often-quoted definition of evangelism, “one beggar telling another beggar where to get food.” Yet few seem to be aware of the scope of his missionary theology. His writings reflect a striking breadth and comprehensiveness of missional and ecumenical concerns and interests. Niles’s insights into Christian mission and unity still have much to contribute to a greater understanding of the nature and calling of the church. This article examines Niles’s view of the church as a missionary community, his theology of evangelism, and his commitment to the unity and indigenization of the church.

Indicators are part of daily life, modern politics and public debate in times of crises and their solutions. The question arises to what extent indicators embody a special form of statistical information, whether a separate indicator-chapter in statistical methodology is needed and what the content of this chapter should be. This paper considers different perspectives of indicators produced by official statistics agencies. Starting from the definition of indicators, it then discusses statistical quality, impact and interaction between producers and users of indicators. To introduce and illustrate the points made in the paper a choice of cases is used in order to derive the essential elements of a methodological framing. The overall objective is to enhance the added value of official statistics indicators as they are communicated and expected to lead to trustworthy evidence for policy making.

This paper presents a mission data-handling algorithm that provides a data link interface between a flight control computer (FCC) and a ground control station (GCS) using the protocol standard STANAG 4586, AEP-84 Volume II. A subset of defined messages is used for the transmission of mission and area definition data. Functions for decoding uplink messages, processing received data, and encoding downlink messages are developed. Due to a modular software architecture, these functions can be used both for the onboard FCC, as well as for the GCS using additional logic, to invert the transmission direction. Furthermore, high level consistency and validation checks are performed on the transmitted data before forwarding the mission to the flight guidance functions. Successful transmission of mission and area data between the FCC and the GCS is performed using a high-fidelity model-in-the-loop simulation of a demo mission for a medical evacuation eVTOL aircraft.

PurposeThe purpose of this paper is to outline the generic concepts and learning about smart cities and capture the varied perspectives of winning case examples in India. An attempt is made in the paper to study the available literature about smart cities and structure them into a synoptic framework of planning, design and implementation.Design/methodology/approachThis paper has followed a case study approach and complied multi-facet 18 features of 99 winners of “100 Smart Cities Mission” in India to showcase trends and developments of tomorrow. These multi-facet features collectively provide a heterogeneous view of the future potentials of smart cities in India.FindingsFindings of this research can contribute to shaping a number significant learning of different aspects of policy formation in India with respect to smart cities in view of the sensitivity of citizen participation in the individualized society of information age.Research limitations/implicationsThe results and learning of this study have not been verified empirically through a survey and they are based on qualitative incidences in the submitted proposal. Further, the state of this paper is generic and there is a lack of city-specific context specification except for some illustrations of success stories and upcoming innovative projects.Practical implicationsThis paper provides a better understanding of current practices fulfilling featured requirements of smart cities to identify opportunities for improvement based on the current state of the debate.Social implicationsThe development of smart cities in India is expected to play an outstanding role in shaping the world of tomorrow. Although the focus of this development is on the actual needs and requirements of today; however, some trends and predictions of the future society can also be identified.Originality/valueThis paper is the original attempt to set the definition of developing and replicating smart cities in India based on decisive parameters and it contributes to meet challenges of urban planning.
