“The other Civil War” is how many Minnesotans think of the U.S.-Dakota Conflict of 1862, fought for six weeks in the recently established state as the Civil War raged elsewhere (Nichols). These hostilities between groups of Dakota Indians and the U.S. government were triggered by a containable incident near Acton, Minnesota, in which four hungry young Dakotas apparently challenged five white settlers over food and then killed them. But some Indians decided against containment, and the Conflict instead escalated into a contest for traditional Dakota cultural identity and cohesion. Of course, the Dakotas' sense of siege had been exacerbated for years by “the historically familiar rapacious traders, ethnocentric missionaries, white men's decimating diseases, inept Indian Bureau officials, equivocating United States government representatives, and deplorably conflicting military policies,” as well the growing number of “land-hungry settlers” (Russo, 99). When the war ended in late September 1862, about five hundred whites and a considerable, but unknown, number of Dakotas and crossbloods were dead (Anderson and Woolworth, 1). The U.S. government unilaterally abrogated treaties with the Dakotas – regardless of individuals' actual involvement in the Conflict – removed or imprisoned them, conducted hasty and illegal trials, and sent thirtyeight to the gallows in Mankato, Minnesota, on December 26, 1862. It is believed to be the largest mass execution in American history. Although little known outside the state, this short but intense war has been called “a microcosm of the tragedy of Indian–white relations in America,” and its repercussions still resonate over a century later (Nichols, 4).

While the reduction in the overall U.S. smoking prevalence has been declared one of the top 10 public health achievements of the past century, the growing disparity in smoking between American Indians and the general population is one of the biggest challenges of the 21st century. Minnesota in particular has very high smoking rates among American Indians (59%). Tribal Nations in Minnesota share a past of attempted cultural genocide and a present of restoring the strength of their cultural teachings, including the prominence of traditional tobacco as a sacred “first medicine.” The Tribal Tobacco Education and Policy initiative works to address this complex and challenging context. This article describes results of a participatory evaluation from 2010 to 2013 in four Minnesota Tribal Nations—three Ojibwe and one Dakota. Tribal Tobacco Education and Policy coordinators used their cultural knowledge to develop community-level strategies, identifying appropriate strategies from best practices on tobacco advocacy, while drawing on the strengths of their own sovereignty and sacred tobacco traditions. Tribal coordinators generated support for policy change by conducting culturally relevant education, engaging tribal members, and nurturing relationships. This approach resulted in norm changes, practices toward restoring traditional tobacco, informal policies, and tribal resolutions to advance smoke-free policies.

Abstract Introduction: American Indians have the highest smoking rates in the United States, yet few randomized controlled trials of culturally specific interventions exist. This study assessed American Indians’ opinions about evidence-based treatment and attitudes toward participating in clinical trials. Methods: Six focus groups were conducted based on smoking status (current/former smoker), sex, and elder status (55 years and older or younger). Meetings were held at local American Indian community organizations. This project was accomplished in partnership with the American Indian Community Tobacco Projects, a community–academic research partnership at the University of Minnesota. Thematic qualitative data analyses were conducted. Results: Participants desired the following: (a) programs led by trained American Indian community members, (b) the opportunity to connect with other American Indian smokers interested in quitting, and (c) programs promoting healthy lifestyles. Strategies desired for treatment included (a) free pharmacotherapy, including nicotine replacement therapy (NRT); (b) nominal incentives, e.g., gift cards for groceries; and (c) culturally specific program components such as American Indian images, education on traditional tobacco use, and quit-smoking messages that target the value of family and include narratives or story telling in recruitment and program materials. Biochemical verification of smoking abstinence, such as salivary cotinine or carbon monoxide breathalyzers, is likely acceptable. Standard treatment or delayed treatment control groups were viewed as potentially acceptable for randomized study designs. Conclusions: Rigorously conducted randomized controlled trials of culturally specific smoking cessation interventions are sorely needed but will only be accomplished with the commitment of funders, researchers, and collaborative trusting relationships with the community.

A little more than 50 million Indians are reported to have the ill effects of depression, and another 38 million, reported anxiety. Despite this, it is crippling to see that India’s emotional well-being is hardly examined. Besides, with a boom in the service industry, the working environment conditions assume a significant role in the Indian workforce’s mental health. Our research explored job satisfaction with mental health, demographic factors, and organizational stressors of those working in the IT/ITeS industry. This study tries to address the gap in the research done on this theme for the Indian workforce. An advanced cross-sectional study was directed to around 220 people presently working or involved in the IT/ITeS industry utilizing approved instruments like the Minnesota Satisfaction Questionnaire. An individual regression model was utilized to examine each satisfaction factor’s relationship with the individual’s mental health, demographic factors, and organizational stressors. Study discoveries demonstrate that a considerable association is present between job satisfaction and mental health; Age, sex, educational background, marital status did not have a strong association with job satisfaction. In contrast, individual yearly earnings and yearly household earnings had a positive association. This research even discovered that emotional stress is a strong attribute to all the facets of an individual’s job satisfaction. This study may cause to notice a superior comprehension of this relationship and assist organizations with structuring and executing employee assistance programs and different tools to enhance job satisfaction and reduce stress.

Stephen Riggs, Presbyterian missionary to the Dakota Indians, anxiously awaited a letter from the American Tract Society. He expected a reply about his proposed account of the recent war between the Dakotas and Euro-American settlers in Minnesota. After more than two centuries of contact between Dakotas and Europeans, and later Americans, relations had broken down entirely. Confined to reservations with some of their people starving, disgruntled Dakota warriors attacked villages and outlying cabins across southern Minnesota. Over several weeks in August and September 1862, they killed at least five hundred settlers and depopulated as many as twenty-three counties. The Reverend Riggs and his family barely escaped. Like so many Minnesota settlers, their home and possessions were destroyed. Military reinforcements eventually stopped the Dakotas' progress, compelling some to surrender and others to escape west to the plains. When hostilities ended, Riggs served as an interpreter in the negotiations over captives and at military tribunals organized to deal with detained Dakota fighters. He later visited Dakotas incarcerated in prison camps, paying special attention to the more than three hundred men sentenced to death for their part in the uprising. In light of his dramatic experience, Riggs proposed an account of his family's escape, along with details of the Dakota warriors' capture and confinement, in order to share how God had worked through this “mighty upheaval.”

The development of leadership in tobacco control has been crucial in the fight against the number one most preventable cause of death and disease worldwide. Yet today, little scientific evidence exists regarding its actual impact, particularly among priority populations. This article describes the impact of the Leadership and Advocacy Institute to Advance Minnesota’s Parity for Priority Populations (LAAMPP Institute), a major tobacco control leadership program for five priority populations: African/African Americans, American Indians, Asian Americans, Chicano/Latinos, and lesbian, gay, bisexual, transgender communities in Minnesota. The LAAMPP Institute, a year-long institute with 17 days of training, focused on the core competencies of advocacy, collaboration, cultural or community competency, facilitation, and tobacco control. A logic model helped to guide and frame the institute’s efforts. The LAAMPP Institute has been effective in increasing fellows’ capacity to do advocacy, which in turn has led to increased involvement in implementing social norm–change activities. Leadership development can provide a solid foundation for training leaders and a catalyst for mobilizing key advocates and priority population communities toward the implementation and sustainment of social norm or policy changes.

This study used a parallel, convergent, mixed-methods design with TribalCrit theory and intersectionality as analytical frameworks to identify how the identities of American Indian men intersect with broader structures and systems in shaping their eating and physical activity choices and behaviors, and in eliciting recommendations for a men’s lifestyle intervention. American Indian men were recruited in Minneapolis, Minnesota, and Portland, Oregon, between March and December 2017, and in Phoenix, Arizona, in December 2019 to participate in a survey and focus groups. The survey included questions on demographics and physical and cultural activities men engage in, perceived social support for lifestyle behaviors, masculine characteristics, and values important to American Indian men. The six-item Kessler Psychological Distress Scale was used to assess psychological distress. Focus groups were audio recorded and transcribed for a phenomenological analysis. Descriptive statistics and correlations were computed for survey data. We conducted 15 focus groups with 151 adult American Indian men in three urban sites. The mean age of participants ranged from 36 to 51 across the sites; 7–32% were college graduates; 13–22% were currently married, and 28–41% were working full time. The most important values reported by participants were being strong mentally and emotionally, a good parent, responsible, spiritual, and a good spouse or partner. On the K6 psychological distress scale, 63–70% scored ≥5 but <13 (moderate mental distress), and 8–15% scored ≥13, indicating severe mental distress. Younger age was significantly correlated with higher mean K6 score (P < 0.0001). Settler colonialism that took root in the United States imposed cultural and gender hegemony, which in turn enforced a patriarchal capitalist system that has had long-lasting and deleterious effects on American Indians, particularly American Indian men.

ABSTRACT: To better understand how Catholic women religious could participate in the "cultural genocide" of Native Americans perpetrated by boarding schools, this article considers Mother Mary Joseph Lynch, a Sister of Mercy, who founded Minnesota's Morris Industrial School for Indians in 1887. Using lenses provided by Susan Neiman and Mary Fulbrook, the article delves into the beginnings of the boarding school in Morris and considers what prompted the Sisters of Mercy to begin such an endeavor before analyzing several texts created by Lynch. The article begins with the assumption that the Sisters of Mercy wanted to be true to the values articulated by their founder, Catherine McAuley, as it also trusts the countless Native peoples who have conveyed the generational harm done to them by a process that systematically attempted to destroy their identities and their cultures.

Malaysia is an interesting country to study despite a dramatic change in demographic and socioeconomic development. The division of socio-economics among the three ethnicities was influenced by the British colonization, until its independence in 1957. This paper develops an empirical model to investigate the principal determinants of fertility in Malaysia employing panel data extracted from census data from Minnesota Population Centre, Integrated Public Use Microdata Series, International, which was provided by Department of Statistics Malaysia. The analyses were based on proxy of four demographical effects: marital status, age, ethnicity and location. The analyses employ binary model using the dependent variable as 0 (no children) and 1 (with children). The results obtained in this study showed that Malaysian women prefer to have children between the age of 30 to 44. As in the case of ethnicity, only two ethnic groups were significant, with higher probability among Malays at 19 percent and second among Indians at 13 percent. The last variable on location was significant, which indicates that urban Malaysians prefer not to have more children at a probability of 8.9 percent. Consequently, these results demostrate that women’s preference for children are associated with age, marital status and ethnicity.

Since the early 1990s, the Institute of Medicine has identified the need to increase the number of ethnic minority nurses to improve access to care and eliminate health disparities in these populations (Institute of Medicine, 1994, 2011). American Indians (AI) and Alaska Natives endure the highest rates of poverty, depression, addiction, suicide, domestic violence, and diabetes in the United States (Sarche & Spicer, 2008). With the disadvantages AIs face, nursing schools have difficulty recruiting, retaining, and graduating AI nursing students. Based on the guidance needed by AI nursing students, a program called Niganawenimaanaanig was specifically designed to provide holistic support for these students to improve their chances of successfully completing the baccalaureate nursing program. This program, funded through a Health Resource Services Administration Nursing Workforce Diversity grant, was begun at Bemidji State University in Minnesota, proximal to three of the largest Ojibwe reservations in the state. Once enrolled in Niganawenimaanaanig, students are provided comprehensive care within a unique cultural, academic, and social support framework. Tuition scholarships and monthly stipends provide crucial financial relief to students once they are accepted into the 4-year prelicensure or RN-to-BS nursing programs. In Niganawenimaanaanig's first 2 years, the number of AI students declaring nursing as a major increased by over 600%, and the program has retained 100% of their prenursing freshmen. At the heart of Niganawenimaanaanig is a grounding in AI culture that empowers and fosters resilience among nursing students, which is a relevant and recreatable concept for schools seeking to recruit and retain ethnic minority nursing students.

This paper describes the author's attempts to develop business with Indian family firms during the last three years. Specific features of the Indian business environment are discussed, along with information for those who desire to export Indian products to the United States. The paper also reviews experiences of large American firms that have joint ventures in India as an indication of what small joint-venture firms might expect in India. The author concludes that import-based activity is high risk and that joint-venture activity for small American firms cannot be recommended in India at this time. The paper explores some possible solutions to business risk that may increase business activity between small American firms and Indian family firms.

Environmental factors influenced Paleo-Indian occupation in northern portions of North America. Glacial features posed physical restrictions while revegetation on the post-glacial landscape limited available resources. Areas of northern Minnesota were ice-free by 13,500 B.P. with lake formation and revegetation at 12,000 to 11,000 B.P. By 11,200 B.P. northeastern Minnesota was probably habitable. However, archaeological evidence for early Paleo-Indian occupation in the area is sparse. Fluted and Holcombe-like projectile points have only been reported from three localities; well-dated sites are lacking at present, in contrast to the evidence for Late Paleo-Indian occupation. However, rugged terrain and thick vegetation hamper survey and bias the record toward accessible locations—those on modern waterways. A survey strategy based on the immediate post-glacial landscape needs to be implemented to address the question of earliest occupation. In addition, the problem of charcoal dates that are widely divergent from associated cultural remains must be addressed.

The prevalence of brown stem rot (caused by Phialophora gregata), Heterodera glycines, and Phytophthora sojae in the north central United States was investigated during the fall of 1995 and 1996. Soybean fields were randomly selected using an area-frame sampling design in collaboration with the National Agricultural Statistics Service. Soil and soybean stem samples, along with tillage information, were collected from 1,462 fields in Illinois, Iowa, Minnesota, Missouri, and Ohio. An additional 275 soil samples collected from Indiana were assessed for H. glycines. For each field, the incidence and prevalence of brown stem rot was assessed in 20 soybean stem pieces. The prevalence and recovery (expressed as the percentage of leaf disks colonized) of P. sojae and the prevalence and population densities of H. glycines were determined from the soil samples. The prevalence of brown stem rot ranged from 28% in Missouri to 73% in Illinois; 68 and 72% of the fields in Minnesota and Iowa, respectively, showed symptomatic samples. The incidence of brown stem rot was greater in conservation-till than in conventional-till fields in all states except Minnesota, which had few no-till fields. P. sojae was detected in two-thirds of the soybean fields in Ohio and Minnesota, whereas 63, 55, and 41% of the fields in Iowa, Missouri, and Illinois, respectively, were infested with the pathogen. The recovery rates of P. sojae were significantly greater (P ≤ 0.05) in conservation-till than in conventional-till fields in all states except Iowa. H. glycines was detected in 83% of the soybean fields in Illinois, 74% in Iowa, 71% in Missouri, 60% in Ohio, 54% in Minnesota, and 47% in Indiana. Both the prevalence and population densities of H. glycines were consistently greater in tilled than in no-till fields in all states for which tillage information was available.

Introduction Dexterity assessment is an integral component of hand function evaluation. The Minnesota Rate of Manipulation Test is a valid and reliable tool to evaluate manual dexterity and has been used to study prognosis of therapy. Information available on its reference values is limited. Reference values are required to interpret, set realistic treatment goals, and assess the ability to return to employment. Therefore, manual dexterity was studied in healthy Indian adults to generate reference values. Methods A descriptive study was conducted on 900 subjects divided into three groups: Group 1: 18–30 years ( n = 300): Group 2: 31–60 years (n = 300), and Group 3: ≥61 years ( n = 300). The Minnesota Rate of Manipulation Test was used to evaluate manual dexterity. All subjects performed three trials (one practice + two test trials) of the five subtests. The average of two test trials was used to compute the Minnesota Rate of Manipulation Test score. Results The total score of the Minnesota Rate of Manipulation Test in Groups 1, 2, and 3 was 275.7 ± 24.1 s, 299.3 ± 31.9 s, and 357.4 ± 48.6 s, respectively. Manual dexterity was moderately associated with age ( r = 0.707, p < 0.001); however, differences between males and females were nonsignificant ( p = 0.306). Conclusion Manual dexterity declined with advancing age; however, differences between genders were not significant. These reference values of manual hand dexterity for healthy adult Indian people will be relevant for clinical assessment of hand function.

Abstract Building and maintaining successful relationships between Indian reservations and University faculty create opportunities to improve educational outcomes for American Indian students and increase the diversity of young people who consider attending college. The University of Minnesota and the White Earth Reservation developed an ongoing, outdoor-based summer school program on the Reservation, which has been successful in a number of ways. Factors to consider in the development and maintenance of such a cross-cultural program are presented.

Abstract Growth, clone rank, genotype x environment interaction, and effects of early fertilization and irrigation were evaluated for 56 hybrid poplar clones after three years’ growth on two agricultural sites in Indiana, USA. Forty-eight percent of the clones were Populus deltoides x P. nigra (DxN) crosses made with a female parent of Minnesota provenance, with the hybrids or female parent screened in Minnesota for survival, growth rate, and disease tolerance or resistance. Forty-one percent of the clones had at least one parent from provenances that are more southerly and/or have more moderate climates of provenance origin than Minnesota. Eleven percent of the clones were screened in Minnesota but were either not DXN crosses or did not have parents from Minnesota provenances in their parentage. Height growth averaged 1.78 m per year for all clones over all treatments and 2.02 m per year for the fastest- growing six clones (top 10th percentile). Tree bole volume for the fastest-growing 10 % of the clones was 70 % larger than the average of two commercial standard clones. The clonal effect was dominant in comparison to site, treatment, and interaction effects. The fertilizer, irrigation, and fertilizer x irrigation treatments tended to increase growth, but the statistical significance of the treatment effects differed by site, and the treatments explained only a small portion of the variance. Clone rank was the same on both sites, regardless of treatment, except for the fertilizer x irrigation treatment. DxN clones linked to Minnesota parentage out-performed most clones of more southerly or other more moderate climatic origins, in these tests conducted far south of Minnesota. The data provide further evidence of broad adaptability of DxN hybrids with female P. deltoides parents of Minnesota provenance, possibly eliminating the need for narrow breeding zones and reducing the number of screening tests needed at different latitudes, saving time and money. Tests are planned to further analyze and possibly extend this inference.

American Indian children are overrepresented in out-of-home placements, yet research into this phenomenon is limited. We explored all first-time placements of American Indian children in 1996 and a comparison group of non-Indian children in a Minnesota county and found significant differences between the two groups. In this study, American Indian families are for the most part single-parent households and the vast majority live in poverty. American Indian children are younger and more likely to be exposed to physical neglect than their non-Indian counterparts. For both populations, alcohol use is a significant problem, yet rates are statistically higher among the American Indian families. Clearly, early prevention and intervention programs must include chemical assessment and concrete services to preserve the cultural integrity of families. To this end, emphasis must be placed on adequate funding of tribal human services, as well as collaboration among tribal, county, and state human services.

The purpose of this study is to illuminate how English Learner (EL) teachers in the Great Lakes region responded to the sudden shift to emergency remote teaching and learning (ERTL) at the onset of COVID-19 school closures in March 2020. Using an online survey, we examined how EL teachers from Indiana, Minnesota, and Wisconsin continued legal provisions of instruction and service through the end of the 2019-2020 school year. We look closely at the state of Indiana, a state with a more recent immigrant population and where requirements for EL licensure and preparation are not yet required. Although findings show that schools and districts violated legal requirements for ELs, this is polarized by the lack of required training and licensure in Indiana among those serving in the role of EL teacher.

The purpose of this study was to describe the perception of Yoga spirituality in Minnesota. In this phenomenological study, in-depth semi-structured interviews were conducted with eleven Yoga instructors about the traditional spirituality of Yoga. Although they all perceived that Yoga is traditionally spiritual, many said the spiritual aspect was not well presented in most classes, if at all. Most perceived that spiritual opening occurs with asana practice, and that many benefits were experienced when traditional spiritual Yoga was practiced. Barriers to teaching and learning the traditional spirituality of Yoga were: the fear of being exploited by a guru, the fear of non-Christian spirituality, prohibitions against spiritual talk in public institutions, lack of understanding because of insufficient training, and cultural colonization of Yoga. The implications of these findings are that, although non-spiritual yoga can be a bridge to yoga’s benefits, more training for instructors and respect for Indian culture are needed. More awareness of the spiritual aspect of Yoga and more study of its practice are needed.

Five hundred and fifty-two caddisfly species are reported from the Upper Midwest region of the United States, an area that includes 13 states and ~ 2 million km2. Of these, 62 species are reported for the first time from the state of Iowa, 25 from Wisconsin, 18 from South Dakota, 12 from Illinois, five from Indiana, four from North Dakota, four from Minnesota, and one from Nebraska. The Upper Midwest fauna contains nearly 40% of all species known from the United States and Canada, as well as 22 species endemic to the region. Overall species richness was highest in Michigan (319 species), Kentucky (296), Minnesota (292), and Wisconsin (284). Differences in state species assemblages within the region largely followed a geographic pattern, with species richness declining in the western prairie states. There are almost certainly further species remaining to be found in this large region.

Abstract Between 1884 and 1894, Theodore Hayes Lewis mapped 370 prehistoric American Indian mounds and earthworks in Iowa as part of a larger survey of mounds in the upper Midwest. Georeferencing remapped Lewis survey notes allows their comparison with modern GIS data including lidar topographic maps, aerial photos, and land records. Of the 370 mounds, 190 (51.4%) are clearly visible in lidar, 160 (43.2%) are probably destroyed, and 20 (5.4%) are undetermined. Data analyses explore the factors that influenced mound survivorship. By far the strongest correlations for survivorship are modern land use, modern ownership, and local landform, with mounds most likely to survive in wooded areas, on public land, and on islands. Iowa data are compared with Lewis map data from Minnesota, revealing Iowa has a far higher survivorship, 51.4% versus 25.6%, likely attributable to land use in the late nineteenth century. Further comparison with Minnesota data suggests perhaps twice as many mounds stood in modern agricultural fields of Iowa before Lewis made his surveys.

Abstract Background Nationally, cases of congenital syphilis (CS) have increased over the past 5 years. We reviewed CS cases in Minnesota from 2016-2020. Methods All cases of syphilis, including CS, are reported to the Minnesota Department of Health (MDH), including accompanying data on maternal age, baby’s sex, race, test results, maternal stage and treatment of mother and child. Medical records and case interviews were reviewed; the 2018 national case definition was used to classify cases. Results During 2016-2020, there were 47 CS cases from 45 mothers, peaking in 2020 at a rate of 3.2/10,000 live births. 43 (91.5%) cases of CS had no clinical signs, 1 (2.1%) CS case was inadequately treated, and there were 2 deaths. The median maternal age was 28 (IQR 9, range 18-38). 13 (28.9%) identified as Black, non-Hispanic, 13 (28.9%) as American Indian/Alaska Native (AI/AN), 9 (20.0%) as White, non-Hispanic, 3 (6.7%) as Hispanic, 2 (4.4%) as Asian/Pacific Islander, and 5 (11.1%) Other/Unknown. Twenty-four (51.1%) cases occurred in the Minneapolis/St. Paul metropolitan area. 2 (4.4%) cases were primary, 1 (2.2%) was secondary, while 18 (40.0%) maternal cases were staged as early non-primary, non-secondary (ENPNS) and 24 (53.3%) were late unknown duration. 14 (31.1%) of mothers had their initial prenatal visit in the first trimester, 6 (13.3%) in the 2nd trimester, 11 (24.4%) in the 3rd, and 14 (31.1%) unknown. None of the maternal cases were HIV+, 2 were identified as positive for hepatitis C. 18 (40.0%) mothers had no or limited prenatal care, 21 (46.7%) had inadequate treatment for syphilis, and 18 (40.0%) had inadequate maternal testing. No cases reported substance use, but one case had a positive substance screen at delivery, and case interviews also documented a role of substance use and home instability in several other cases. Conclusion Case rates of CS are the highest ever seen in MN. There is disproportionate impact in persons of color and indigenous Minnesotans. Lack of access to prenatal care, missed opportunities for testing, and incomplete or insufficient treatment were found in maternal cases. More work needs to be done with communities at risk and with prenatal care providers to ensure adequate testing, identification and treatment for syphilis in women of child-bearing age. This article brings together diverse fields, research methods, and sources to define suburban American Indians in relation to place, identity, and homeownership. With Minnesota and the suburbs of the Twin Cities as a focal point and case study, the author centers the rich, scholarly field of Native American and Indigenous studies to draw attention to suburban Indians as a growing and unique subgroup of American Indians. Though inherently humanistic in nature and drawing on auto-ethnography and oral history, this work draws on select quantitative sources to better understand suburban Indians, particularly in terms of homeownership. In doing so, this article adds to and advances scholarship on off-reservation Indians and highlights the role of homeownership as a draw to more suburban areas. This article sets the stage for a new line of inquiry that centers contemporary American Indian people in suburbs by offering a lens through which to analyze American Indian people who do not fit into the neat, yet dated, categories of on- and off-reservation Indians.

Objective: In 2010 nearly 60% of American Indian (AI) adults in Minnesota reported they currently used cigarettes, a prevalence 3.5 times greater than the general population in that region. Here, we aim to describe the prevalence of secondhand smoke exposure and its correlates among Upper Midwest AIs in their homes and at work. Methods: Between 2010 and 2012 the American Indian Community Tobacco Project (AICTP) administered the Adult Tobacco Survey in collaboration with seven reservations and three urban communities in Minnesota. Eligible participants (n=2926) answered questions regarding exposure to secondhand smoke. Results: A third [33% (347 of 1059), 95% CI (30-36%)] of AIs reported being exposed to smoke in their workplace (compared to the 9% of the general Minnesota population). Half of males [50% (155 of 365), 95% CI (42-58%)] were exposed to secondhand smoke in the workplace, whereas only 27% [188 of 686, 95% CI (26-33%)] of females were exposed to secondhand smoke in the work environment. Of those who work on the reservation, 42% [237 of 570, 95% CI (36-48%)] of AI’s were exposed to secondhand smoke at their workplace. Within AI’s who have never smoked 25% [34 of 134, 95% CI (21-41%)] were still exposed to secondhand smoke within the workplace. Among AI’s who reported smoking policies in the workplace 30% [205 of 671, 95% CI (26-38%)] were exposed to secondhand smoke within the workplace, and 27% [158 of 578, 95% CI (20-30%)] of AI’s who stated their workplace was always enforced were still exposed to secondhand smoke in the workplace. A third [37% (120 of 321), 95% CI (35-54%)] of those who reported not having a workplace policy were exposed to secondhand smoke, demonstrating the need for policy development regarding smoking in the workplace. Conclusions: In conclusion, although strong policy protects most Minnesotans from secondhand smoke in workplaces, these policies do not seem to be benefitting AIs in the state. Discovery of who is at greatest risk for secondhand smoke exposure can inform future interventions and inform future policy optimization and protection.
