The effectiveness of Kenyan government ministries in delivering their mandates has long been a concern. This raises an issue with type of leadership approach that has always been adopted by these government ministries. A notable case, has been seen at the Ministry of Lands, Public Works, Housing and Urban Development. It is foreseeable that in reality, competent management and leadership have determined successful or unsuccessful operations in many other agencies and organizations at large. The purpose of this study was to ascertain whether and to what degree democratic style of leadership affect performance of Ministry of Lands, Public Works, Housing and Urban Development Government. This study looked at the effect of transformational leadership style on the performance of Ministry of Lands, Public Works, Housing and Urban Development in Kenya. This study relied on transformational leadership theory, path goal theory, team leadership theory and leader member exchange theory frameworks. This study used a descriptive research approach and targeted 188 employees at the Ministry of Lands, Public Works, Housing and Urban Development in the government of Kenya. Primary data was collected using structured questionnaires and thereafter analyzed descriptively using statistical packages for social sciences (SPSS) version 26. The findings from the study revealed that employee motivation had a significant positive effect on organizational performance of Ministry of Lands, Public Works, Housing and Urban Development in Kenya. The study found that 36.7% in variation of performance was attributable to employee motivation. However, the study found that employee work commitment had a moderate negative significant effect on organizational performance of Ministry of Lands, Public Works, Housing and Urban Development in Kenya. Lastly, the researcher found that employee creativity significantly and positively affected organizational performance of the Ministry of Lands, Public Works, Housing and Urban Development in Kenya. the study found that 62.4% in variation of performance was aa a result of employee creativity. The therefore concluded that employee motivation and employee influenced organizational performance whereas employee work commitment negatively influenced organizational performance. The researcher therefore recommended that management and policy makers need to emphasize on the need for strategy and policy formulation that fosters creativity among employees for them to achieve better performance. Future research was recommended to be done on the effect of leadership attributes on sustainable performance of government ministries in Kenya.

Abstract This article summarizes the results of the preparation, realization and financing of the road infrastructure in Slovakia. Inconsistencies exist when working with costs, budgetary indicators, etc., resulting in the creation of unrealistic cost indicators that are unusable in practice. The results are not reliable, and their use for cost planning in construction preparations, comparisons of construction costs, etc., can be problematic. The proposed solution would be to harmonize the recommended classification of construction works (Methodical Guidelines of the Construction and Regional Development Ministry No. 1/2004) with the classification of the construction features in the Ministry’s Decree No. 83/2008.

Background: Implementation of electronic medical records in health facilities is still very rare. The issuance of Regulation No. 24 of 2022 by the Minister of Health, which requires electronic medical records, means that all health facilities in Indonesia must be prepared to use electronic medical records. The results show that the format of electronic medical records, especially in dental facilities, is incomplete and non-standardized.
Objective : The purpose of this study is to create an electronic medical record application for dentistry according to the standards of the Ministry of Health and works well.
Method: The methods type is research and development with an action research approach. The method used to create the application is SDLC (Systems Development Life Cycle), which includes problem identification, design, application development, testing, implementation and maintenance.
Result:, The results of dental electronic medical record system application has 100% complete formats according to the minimum requirements of the minister of health regulations, including patient identity formats, patient medical record formats, odontogram formats, medical treatment formats, supporting examination upload formats, and informed consent upload formats .
Conclusion: This research has succeeded in creating an web-based application for an electronic medical record system for dentistry that has standard specifications of the Ministry of Health

Monitoring and evaluation are the jobs that are often done by the Payakumbuh Public Works Department to maximize work in the field. The Payakumbuh Public Works and Public Housing (PUPR) Office itself is experiencing difficulties in monitoring and evaluating work in the field that is currently underway and the activities carried out have been realized. So far, office work has been monitored manually one by one because the Payakumbuh (PUPR) does not have an information system that can monitor and evaluate all work simultaneously and provide an overall target picture yet. In activities, especially work at the Payakumbuh PUPR Service, it applies the application of gender mainstreaming ("PUG"). The Ministry of Public Works of the Republic of Indonesia as the target for PUG implementation is the integration of a gender perspective into the internal culture of the Ministry of Public Works (at the central and regional levels) to produce an institutional culture that is sensitive to gender issues. To monitor this, applications are developed using the Agile Development software system development methodology. Researchers designed this website application to overcome this problem. The system was built using the PHP programming language with the Laravel Framework. The results showed that the application of reports on the implementation of gender mainstreaming activities with the Laravel Framework helped website developer performance to be more effective and efficient than using the static PHP programming language. The Laravel framework supports is object oriented and supports all databases. The Uniform Resource Locators (URL) structure used in Laravel is much more flexible and much easier to change in routing.

Technological developments drive growth in the industrial revolution and digital transformation era. Technological developments during the industrial revolution 4.0 affect characteristics, especially in work. In responding to the change in technological developments in employment, the Ministry of Public Works has the task of conducting public works affairs in the government environment in an orderly manner to support the president in administering state government. XYZ Polytechnic is a state university as a new pilot under the Ministry of Public Works, Republic of Indonesia. As a basis for future development as well as towards a smart campus and then getting policy directions for the development of smart campus governance at the XYZ Polytechnic, it is necessary to design IT governance, especially in the reconstruction of adaptive and responsive policies and the development of structured governance with structured information systems. This study uses COBIT 2019 as the framework for governance design. With the method from the field preparation stage, interviews then assessed and evaluated existing policies and conditions of field activities to create governance designs according to COBIT 2019. The research results contained a technology governance management design with 17 processes. Based on the capability assessment and gap analysis results, recommendations were made for XYZ Polytechnic, as discussed in the results section. The suggestions are in the form of recommendations related to people, processes, and the use of technology. The recommendations act as evaluation material to improve organizational performance by providing good smart campus governance to students and internal members of XYZ Polytechnic.

Abstract. Today, international experience shows that one of the main subjects of rule-making activity in developed democratic countries is the Ministry of Justice, which, due to its professional orientation, deals daily with regulatory and legal acts of all levels and, through legal examination, reveals the shortcomings of draft acts, warns adoption of illegal norms, and also carries out a significant amount of legislative works. The Ministry of Justice of Ukraine plays an important role in the processes of rule-making in Ukraine. Decree of the President of Ukraine dated November 26, 2003 № 1348 "On improving the organization of legislative activity" since January 2006, the Ministry of Justice has been entrusted with the functions of the main drafter of all bills submitted by the President of Ukraine and the Cabinet of Ministers for consideration by the Verkhovna Rada. However, in addition to the functions assigned to the Ministry of Justice, until 2023, the state authorities and local self-government bodies followed the methodological guidelines adopted by the Ministry of Justice of Ukraine entitled "Methodical recommendations for the development of draft laws and compliance with the requirements of regulatory and project engineering". Under the requirements set before Ukraine, as a state that has fixed the course of European integration and adaptation of national legislation in accordance with EU law (EU acquis), forced to adopt the law of Ukraine "On rule-making activity" [1]. According to that, the technique of normative design is a set of technical and legal means, ways, techniques and methods, with the help of which a draft of a normative legal act is created. "For the first time in 32 years, Ukraine received a 'law about laws,'" - said the Speaker of the Verkhovna Rada of Ukraine Ruslan Stefanchuk. Unlike Ukraine, in Poland in 2002 the Prime Minister of Poland adopted a sub-legal act, which until now regulates the requirements to regulations in this country.

The article focuses on the main legal aspects of the land registry system in Ukraine. Research allowed to identify theshortcomings of the existent, inefficient land registry system, which significantly increase the conflict potential of land matters.The article also covers the preconditions needed for the establishment of an ef ficient land registry system based on the lessonslearned from land surveying activities of the Ministry of Defense. Moreover, it provides a comprehensive description of thecurrent state of the national land registry system of Ukraine. The paper highlights factors enabling the development of a cohesivesystem of measures, that would allow to significantly improve management of the land registry system of Ukraine. A list ofreasons has been provided, justifying a lack of an all-encompassing registration of the military land parcels of the Ministry ofDefense of Ukraine. Besides, many other topical issues related to the military land were identified, including systematicshortcomings that intervene with the comprehensive and legal usage of real estate assets of the Armed Forces of Ukraine. Inorder to ensure that the real estate and land parcel management system conforms to the law, preconditions for the establishmentof a computerized military land and real estate registration system were identified. Research findings included suggestionsrelated to the establishment of land management, registry and land registration center in the structure of MOD, which would dealwith issues related land management, registry and land registration. To ensure direct control and timely response such centerwould have subordinated detachments. The article provides a list of suggestions for the establishment of an efficient controlover the land fund of the Armed Forces of Ukraine, which will not only simplify the process of stock taking, but also will speed upthe process of land parcel transfer to the Ministry of Defense of Ukraine.

This study analyzes the Financing of Infrastructure Implementation, Impacts and Problems in Infrastructure Implementation, Proposals, and Recommendations in Infrastructure Implementation in Cooperation between the Government and Business Entities in Accelerating Public Works and Public Housing Infrastructure. The research method uses a descriptive qualitative approach, which describes the phenomena that occur in the research field. The collection technique is through interviews with several informants and ministry staff and field observations to observe things in the area that are by the research focus. Documentation studies include books, archives, and important and official meeting notes. Conclusion Infrastructure development is a priority in Indonesia, as a funding and budget factor from the Ministry of PUPR. Infrastructure development in 2020-2022 will reach IDR 888 trillion. The funding comes from the state expenditure revenue budget and the regional expenditure revenue budget as investment capital in the field of infrastructure. Part of the infrastructure financing is from creative innovation financing through government cooperation schemes and other business entities. It is regulated through Presidential Regulation No. 38 Concerning Cooperation between Government Agencies and Business Entities. The Government's fiscal funding reaches approximately 73%. While funding from state-owned enterprises is about 21%, and from private financing is about 42%.

According to the results of research in the field of GIS and effective regulation of land and property relations, in terms of the establishment of easement is necessary: 1) implement the use of GIS MapInfo Professional and CREDO Transform in the administrations of municipalities and public institutions competent in the provision and registration of land; 2) to Improve the skills of public sector employees, including civil servants, competent in matters of registration and provision of land plots in terms of the use of MapInfo Professional and CREDO Transform; 3) fix at the legislative level and to develop a technique of application of GIS regarding carrying out cadastral works without carrying out geodetic works on the district with the approval in the Ministry of justice of the Russian Federation and the Ministry of economic development of the Russian Federation.

Developing teams of teachers in Vietnamese preschools is an important task of the Ministry of Education and Training in order to improve the quality of child care and nurturing. To see the need for developing preschool teachers, the author has reviewed domestic and international research works related to how to enhance the quality of preschool teachers. The review has synthesized academic documents with focusing on human resource development and preschool teachers' development. Findings showed that it a need to develop kindergarten teachers in order to improve their quality, which contributes to the effective implementation of the task of training and education in the current period of preschool teachers innovation.

This theological roundtable has stand-alone articles that are complementary and together trace a flow toward ecclesial participation, of movements of bodies and voices, toward full inclusion in the Catholic Church. These works, taken together, can shed light on the dynamism and development of the church when it responds to pressing social and cultural needs—from official development of structures within the ordained magisterium in response to poverty and economic crises (Yount) to students moving together for change and participatory inclusion (Ahern) and from lay adults forming social action communities for racial justice (Rademacher) and, building on the experience of lay LGBTQ+ Catholics, to demand ecclesial participation (Flanagan). It is movements such as these that call and enact development in the church, and knowing what has come before can prompt our own reflection on what needs to come next and the role of each of us in that.

In 2020-2024 period, it is estimated that the total investment needed to achieve infrastructure development targets in the public works and housing sector is approximately IDR 2,058 trillion. Meanwhile, the state budget can only cover around 30% of that amount, leaving the rest to be dependent on creative financing schemes such as Public-Private Partnerships (PPP). On the other hand, the public works and housing sector is a major contributor to greenhouse gas emission production. It means that infrastructure projects especially in the PWH sectors need to be safeguarded in terms of Sustainable Development Goals (SDGs) and climate change adaptation. In the recent development, there is a significant rise in changing priorities of investors in supporting investment, which is to incorporate Environmental, Social, and Governance (ESG) principles. To foster ESG in infrastructure financing, the Ministry of Finance (MoF) Republic of Indonesia has launched ESG Framework and Manual to be applied by the Government Contracting Agency (GCA) as well as Special Mission Vehicles (SMVs) under MoF in undertaking the PPP project which receives government support and facilities. The Ministry of Public Works and Housing is currently preparing numerous PPP projects to achieve the funding gap, one of which is the Maintenance of Bintang Bano Dam and Build Operate, Transfer (BOT) of Mini Hydro Power Plant. As the first unsolicited PPP Project in the water resources sector, the project can be embedded with ESG principles. However, since ESG had not been incorporated since the preparation, the corrective action plan toward required Environment and Social aspects are needed to be applied.

The relevance of the study is that tourism is a leading field of activity in many countries, as its development provides an opportunity to use the most valuable natural resources, create new jobs, intensify investment activities, improve the environmental and socio-economic situation. Despite the actualization of the outlined problem, it is worth noting the lack of research on the market of tourist services in the Western regional market in the scientific literature, and in particular the processes of socio-economic activity and mechanisms for their regulation. The following research methods were used in this work: statistical, mathematical, method of analysis and cartographic. Also, statistical data of the State Statistics Service of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Economic Development of Ukraine, the Ministry of Infrastructure of Ukraine, the Ministry of Social Policy, the Ministry of Development of Communities and Territories of Ukraine, etc. were used. This paper substantiates the level of competitiveness of socio-economic activity of the Western regional market of tourist services, analyses a number of scientific works of foreign and Ukrainian scientists. The main results of the study is an integrated assessment of the competitiveness of the Western regional market of tourist services. For this purpose, all-Ukrainian indicators for assessing the socio-economic development of the regions were used. The analysis revealed that the studied objects (Volyn, Rivne, Ternopil and Lviv regions) during 2015-2018 improved their level of integrated competitiveness in the market of tourism services, but it remains critically low, although it is gradually growing

This study aims to analyze the effect of work discipline, performance allowances, work conflict, and workload on employee performance at the Jayapura Region Hall of the Ministry of Public Works and Public Housing with a sample of 50 respondents. Data collection methods using questionnaires and interviews. The analysis method used is multiple linear analysis and t-test. The results of this study indicate that work discipline and performance allowances have a significant effect on employee performance, while work conflict and workload do not have a significant effect on employee performance at the Balai of the Ministry of Public Works and Public Housing Jayapura Region. The results of this study are expected to be a reference and insight for organizational management in designing human resource development strategies and improving employee performance. In addition, this research also contributes to further research in the field of human resource management and understanding the factors that affect employee performance.

Mahatma Gandhi NREGA seeks to enhance the livelihood security of the households in rural areas of the country by providing at least 100 days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work. The Ministry of Rural Development is the nodal Ministry for implementing the MGNREGA. This flagship programme of the Government of India touches the lives of the rural poor and promotes inclusive growth. The primary objective of the Act is augmenting wage employment. Its auxiliary objective is strengthening natural resource management through works that address causes of chronic poverty like drought, deforestation and soil erosion and so encourage sustainable development. The Act was notified in 200 districts in the first phase with effect from 2nd February 2006 and then extended to additional 130 districts in the financial year 2007-08. Abstract This study examines the integration of ESG (Environmental, Social, and Governance) principles into Public-Private Partnership (PPP) Scheme for Indonesian infrastructure development. Employing a qualitative method with content analysis, the study reveals that the Ministry of Finance has established an ESG framework for PPP, with implementation already in Toll Roads sector. In the PPP toll road sector, Ministry of Public Works and Public Housing Regulations address ESG considerations, and a monitoring and evaluation system called “Penilaian Jalan Tol Berkelanjutan (JTB)” has been introduced since 2022 to assess ESG performance. Ten ESG-compliant rest areas along the Trans Jawa toll road network have been identified, and Jasa Marga is recognized as the best-performing State-Owned Enterprise (SOE) in managing these toll road rest areas. The study underscores that ESG integration in PPP projects can attract financial access, investments, and government support, ultimately promoting sustainability and enhancing PPP governance. By integrating ESG principles in PPP it can play a pivotal role in advancing sustainability and contributing to the achievement of Sustainable Development Goals (SDGs).

Introduction. The problems associated with the development of the pedagogical system of professional education in educational organisations of the Ministry of Internal Affairs of Russia are actualised by the current state of techniques and methods aimed at solving the tasks of combating anti-social and criminal manifestations, which are fundamental tools in law enforcement activities. Many basic aspects of the pedagogical system of professional education of the Ministry of Internal Affairs of Russia are revised over time and under the influence of modern methodological tools and are given new content in the conceptual apparatus. In the process of professional training of specialists of the Ministry of Internal Affairs of Russia, based on the process of replacement of ineffectiveoutdated methods and techniques, non-traditional pedagogical technologies are formed. In this article the problem of research on the basis of scientific concepts and normative-legal base of target settings for the formation of specialist’s personality is considered. Research vethods. A comparative analysis of scientific works on this issue, scientific and pedagogical analysis of the state of the regulatory and legal framework, the state of practice of the implementation of the educational system of the Ministry of Internal Affairs of Russia, as well as the principle of scientific modelling was used in this article. In addition, different variants of analysis (historical and retrospective, interpretative, content analysis) were implemented. Results. The results of the research are presented in the form of the author’s model of pedagogical system of professional education of educational organisations of the Ministry of Internal Affairs of Russia.

Some provisions of his works relating to criminal, correctional labor, and penal enforcement law are presented. His contribution to the development of the general theoretical foundations of the science of correctional labor law, which influenced the formation of methodological approaches to the formation of general and particular theories, the allocation of correctional labor law as an independent branch of the law of legal science, the expansion of the subject covering the legal regulation of the execution of all types of criminal penalties, the role of morality and morality in their implementation. His merits in the development of correctional labor (penal enforcement) legislation, the main directions of penal enforcement policy, its role in the fight against crime are presented.

The geography of the Russian participants of the conference is wide, sending their works from 53 cities. On the section of young researchers, the winners of the report competition were awarded diplomas. The issues raised for discussion at the conference received diverse coverage.

In the framework of handling the bending pavement road, natural materials in the form of asphalt as a binding material in a hot paved blend are needed. One of the abundant natural asphaltic that has not been used to its fullest is Asbuton. The government through the Ministry of Public Works which is currently transformed into the Ministry of Public Works and Public Housing has issued Public Works Regulation No. 35 of 2006 on Increasing the Utilization of Buton Asphalt for Road Maintenance and Development. Because various things that cause permission to use 100% Asbuton in hot paved blends can not be issued, the use of Asbuton is still limited to improving the quality of asphalt Pen 60/70. This research aims to obtain an optimal composition in the use of Asbuton using the type of Asbuton Grain B 50/30. It is hoped that the results of the research can be an additional reference for Asbuton producers as well as a new insight for civil engineering students who explore the path of bending pavement. The results showed that Asbuton Granular B 50/30 can be used in improving the quality of Asphalt Pen 60/70 with an optimal composition of 25% Asbuton Granular B 50/30 and 75% Asphalt Pen 60/70.

The article examines the ministry of women surrounding the Savior and the apostles, who did not change their general status, which developed in the Greco-Roman world, although the Gospel opened the way of salvation to humanity in its entirety, equaling women and men. Near Christ women go beyond the prescribed social roles or find new opportunities for their activities. Christ excluded them from the number of the apostles, although they were faithful listeners of His words and took part in the Gospel events. According to the evangelists, when women had devoted their life to «the ministry», they arranged the eve-ryday life of the Savior and the apostles or provided them with material support if they had sufficient means. However, for Christ, this activity was less significant than the state of the soul, therefore, the example of the spiritual and external arrangement of the life of the sis-ters Martha and Mary will form the «main» direction of the development of women’s activity in the Early Church. From the very beginning of this process, the key factor will be the formation of households of God as a model of the original Church structure, which took place with the active participation of women. Some women, such as Junia, could preach in private homes and perform individual catechesis of women and even men, but there was no question of publicity and further institutionalization of such empowerments. For St. Paul, the ministry of women was significant to the extent that it contributed to the spread of the Gospel. Perhaps many of the named women in the New Testament made their life choices at an advanced age. And in such a context, the concept of «servant/deaconess» applies not only to Phoebe, but also to all other women who, from the apostle’s point of view, performed the same service: after the myrrh-bearing women, they were new recipients of the testimony of the resurrection expressed in the «works» and defining the Church as both Holy and Apostolic.

From 1867, the Russian Ministry of War began to regularly publish statistical studies about the most important European countries. It was assumed that these works would contain materials specifically selected for the Russian reader and will help Russian public to form their opinion about the situation in Europe. The first two studies on Austria-Hungary were published in 1867 (an anonymous section in the “Military Statistical Collection for 1868”) and in 1874 (the first part of the monograph “Austria-Hungary” by the officer of the General Staff A. F. Rittih). The article shows that these works have been unfairly forgotten. Although they are a compilation of foreign studies, they contain an amount of statistical data on the Military Frontier unique for the Russian historiography. Moreover, these studies reflected the position of the Ministry of War on the development prospects of the settled troops. The author shows that the description of Military Frontier at “Military Statistical Collection for 1868” conceptually recalls the report of the Russian military agent in Vienna, F. F. Tornau, later used by the officer of the Irregular Forces Department N. I. Krasnov to prepare a study on the prospects of the Russian Cossacks. In “Austria-Hungary” there is no separate description of the Military Frontier, which can be linked to the loss of interest in the Austrian experience in the Ministry of War.

The article attempts to highlight the stages and directions of the development of western (primarily, English-, French- and German-speaking) historiography on the example of the most significant monographs and articles devoted to women who performed church ministry in the Early Church: in particular, deaconesses, widows and virgins. The article shows the main problems in connection with which these topics have been studied, starting from the XVII century up to the present time, for example, in the context of the New Testament, the history of non-Chalcedonian Churches, etc. – both from the academic and gender positions of many authors. In Western fundamental theological and historical works, the ministry of women in the Early Church is considered in sufficient detail, but its study turned out to be closely related to current church issues: from «the Inner mission» and changes in the status of women in the Church in Modern times up to the revival of the order of deaconesses and female ordinations in protestant denominations in the XX century. The active interest of researchers, and especially women authors, to this problem will be closely connected with the general transformation («feminization») of Western society, in which women have begun to play a more significant role in all spheres of life.

Abstract This study examines the problematic of budget implementation in Nigeria using Delta State as a case study. The design of the study was descriptive survey. The population of the study comprised of 2383 senior staff in the Delta State Ministry of Basic and Secondary Education, Ministry of Economic Planning, Ministry of Works, Ministry of Housing and Ministry of Finance. The sample of the study consisted of 350 senior staff drawn from level 10-16 using stratified and simple random techniques. The instruments used for data collection was budget implementation questionnaire. The data were analyzed using mean rating and chi-square. The findings of the study revealed that there is significant relationship between politics of accommodation, poor commitment, compromised budget monitoring, culture of corruption and budget implementation in Delta State. The study also recommended among others that approved budgets should be religiously implemented without considering or accommodating the personal or selfish interests of different stakeholders in the political system, there should be genuine and high-level commitment to the execution of budgets after their approval so that such budgetary allocations and provisions can translate into concrete development in all the envisaged sectors, and there should be an efficient and effective monitoring of approved budgetary projects as well as zero tolerance for corruption.

CWSS in Kotamobagu has various problems such as, pipe water network that has not been operated optimally since its completion in 2012. The number of house connections was merely 424 out of 7,600 targeted until 2016. Other problems in Kotamobagu were related to the supply, backwash, insufficient electrical power supply, no water meter, reservoir leakage, and intake pipes leakage in Poyowa and Bilalang. This research aims to find the root of the problem in terms of Clean Water Supply System (CWSS)'s network system, organization, regulation, and management. The research focused on Poyowa Besar's CWSS and Bilalang-1's CWSS networks in Kotamobagu. The research methods included observation, survey, and policy analysis where respondents were required as sources of information. The respondents were from Sia's and Pontodon's CWSS that represented 162 house connections. Additional respondents representing 30 house connections were selected randomly at Poyowa Besar's and Bilalang-1's CWSS for comparison. The results indicated that the community, CWSS managers, and the Central Government support the existence of Kotamobagu CWSS management. The 30 house connections at Poyowa Besar's and Bilalang-1's CWSS have never been served with water, but the respondents positively hope that the matter will be solved in the near future. They were willing to keep waiting for the water network of Kotamobagu's CWSS. The root of the problem in the Poyowa Besar's and Bilalang-1's implementation was due primarily to a network system that was built by the Ministry of Public Works for the Municipal Government of Kotamobaguwas reportedly not in accordance with procurement regulation. There was disagreement between the Ministry of Public Works and Housing (MPWH) and the CWSS managers related to the items that have to be fulfilled for network infrastructure handover.

The fact that more people are living in cities is an important challenge for the construction industry in designing and developing cities. This industry emphasizes to have sustainable construction development principles, one of which is Green Building strategies. Because of this, several developed countries have implemented Green Building Rating Systems (GBRS) to assess Green Building achievements. Green Building Rating Systems were developed to help professionals measure building performance, and meet the requirements of sustainable design and construction. In Indonesia, there are 2 assessment standards as a Green Building Rating System, namely PUPR Ministerial Regulation No. 21 of 2021 which is a regulation issued by the Ministry of PUPR as the Ministry in charge of Public Works and Public Housing Affairs in this case includes buildings and GREENSHIP as a product of the Green Building Council Indonesia (GBCI), which is a independent institution. Different GBRS have similar objectives such as verifying the environmental performance of buildings, using natural resources efficiently, estimating the energy performance of buildings, and encouraging more energy-efficient building designs. The purpose of this research is to identify Green Building variables that are most suitable and relevant to the current conditions in Indonesia with a comparative analysis.

The development of Western Siberia is one of the most large-scale scientific and production and socio-economic projects of the country in the 20th century. The state approach, scientific justification, production of necessary equipment, organization of transport and geological exploration work were linked into a single complex project of Union scale. Main Department of oil and gas exploration was organized in the Ministry of geology of USSR, and on January 15, 1948 there was signed an order on organization of the first oil exploratory expedition in Tyumen. In January 1950, the Scientific and Technical Council of the Ministry of Geology of the USSR adopted a master plan for the study and development of the West Siberian plate, including the placement on its territory of 26 anchor wells, regional seismic profiles, and carrying out prospecting in the area of anchor wells. As a result, gas fields were discovered in the Berezovsky area, and a few years later, Shaimskoye, Megionskoye, and Ust-Balykskoye oil fields were discovered. Efficient organization of works and state approach enabled to discover in a short time large oil reserves in Shirochnoye Priobie and unique natural gas reserves in the north of Western Siberia. In December 1963, a special Resolution of the USSR Council of Ministers was adopted to prepare for pilot production of the fields, to create an infrastructure for the development of geology and oil production, as well as scientific research and industrial institutes. The achievements of geologists provided the necessary basis for the creation of the largest fuel and energy complex. Social and economic development of the region and the country as a whole was associated with it.

The main results confirm a strong interrelationship between different indicators from local public budgets and some indicators of development, which allow the formulation of useful policy recommendations for local government policy programs and the substantiation of economic development strategies."

If John Colet’s (1467-1519) ideas were influenced by his experience of the Church, then this development ought to be traceable, to some extent, in his texts. However, this is not the case: Colet rarely made a reference to specific events or people within the works, leaving little indication of where and when a particular work was composed. From a close examination of the extant manuscripts and their scribal hands, I argue that Colet composed, or began composing, most of his works in Oxford, prior to his move to London in 1505, and that his lifelong search for clerical perfection had its roots in his Oxford period of study and lecturing. Infused by Italian humanism, Colet took his new knowledge and, whilst in Oxford, applied it to the scriptures, to his theology and to his ecclesiology. As Dean of St. Paul’s, he attempted to apply a rigid system of reform, regardless of the realities of the situation: it was not an ecclesiology influenced by contextual ministry, but was developed in the abstract. Due to this early development of his ecclesiology, his Church ideal remained inflexible in London, and remained inappropriate to the situation with which he was confronted at St. Paul’s.

The process of designing and creating an integrated distributed information system for storing digitized works of scientists of research institutes of the academic city of Almaty, carried out within the framework of the grant project of the Ministry of Education and Science of the Republic of Kazakhstan AP05131806. The requirements for the storage of digital objects are defined. The system fully provides the necessary computing resources for ongoing research and educational processes, simplifying the prospect of its further development, and allows to build an advanced IT infrastructure for managing intellectual capital, an electronic library that is intended to store all books and scientific works of the Kazakhstan Engineering Technological University and research institutes of the Almaty academic city.

This study analyzed market entry timing based on the procurement data of construction works of the eight Regional Development Bureaus of Japan’s Ministry of Land, Infrastructure, Transport and Tourism. After reviewing key aspects, a regression analysis was performed on the possible factors leading to entry. We found that when an efficient company enters the market, the number of bids is large and there are many tender participants, regardless of the previous bid rate and predetermined planned price trend.

The article is devoted to the results oof the research work monitoring of higher education institutions (HEIs) and research institutions of the Ministry of Education and Science of Ukraine to ensure innovative development of society, which is a mandatory and integral part of educational activities. The research was conducted in accordance with the laws of Ukraine “On Scientific and Scientific-Technical Activity”, “On Higher Education”, “On Priority Areas of Innovation in Ukraine”. A study of the results of cooperation of the HEIs with institutions, organizations and enterprises for financing research works in the framework of monitoring the implementation of priority areas of innovation in Ukraine based on the data of the main administrators of budgetary funds on their implementation of innovation and technology transfer was carried out. The analysis and comparative assessment of the results of research work in the context of regions and strategic priorities of innovative activities are carried out. According to the results of the study, it was concluded that in 2020, compared to 2019, there was a doubling of the number of HEIs who carried out research and development to ensure innovative development and increase in 1.5 times the amount of funding both in general and for priority areas of innovation. Most HEIs took part in ensuring innovation activities according to the 1st (energy sphere — 24 HEIs) and 6th (environmental protection — 24 HEIs) and 1 scientific institution) strategic priorities. Research works of HEIs and scientific institution were carried out in 17 regions and Kyiv, of which the most active in three regions (Kharkiv, Odesa, Dnipropetrovsk) and Kyiv. According to the results of research and development, the customer received new or significantly improved materials, products, processes, devices, technologies, systems, services for direct implementation in public practice. Thus, in 2020 there was an intensification of scientific and technical activities of HEIs and scientific institution, subordinated to the Ministry of Education and Science of Ukraine, which indicates an increase in demand for innovative products based on research commissioned by the real sector of the economy to ensure innovative development.

Public agenda constantly include the topics of sound local finances and promoting regional development, especially in the context of the government’s efforts to ensure a sustainable path of economic growth. From this point of view, our research is intended to empirically determine the role played by local finances on regional development, having Romania as a case study. We computed a Regional Development Index at county level, by comprising nine dimensions of progress: Our analysis encompasses data from TEMPO online database of National Institute of Statistic and from Ministry of Development, Public Works and Administration. The empirical evidence suggests a positive and significant relationship between some indicators of local budgets and our computed Regional Development Index. Reported to these results, our recommendations are directed towards the local fiscal policy, aiming to optimize the design of local budgetary indicators.

The article presents a detailed analysis of the structure and contents of the Journal of the Ministry of Education before and in the time of its editor A.V. Nikitenko in the years 1856-1860. The author studies and analyzes the articles published in the Journal and their impact on the educational community of those days. The research reveals the problems in the sphere of education in the country, as well as identifies the change in the Journals development that followed the policy of the Ministry of Education in the period under review. Despite some controversy in interpreting the efficiency of the new editor, the benefits are obvious. With A.V. Nikitenko as editor, the Journal received better state budgeting, introduced a new theme - pedagogy, established cooperation with famous scientists and social activists, whose works were regularly published on its pages. All this greatly added to its popularity and to the increase in the number of subscribers. The author resumes that the new editor was the founder of the liberal development of the Journal.

<p align="center"> </p><p>Workload, problem management and task completion in forestry are the work entrusted to the Forestry Extension Workers. In the highly complex condition of forestry problems, Forestry Extension Workers are needed to bridge and outline the problems and to prevent the emergence of deeper, more widespread and prolonged problems. The problems served as the background for the writer to conduct the study in the thesis completion in the Master of Management Program. The problems are related to the effects of competence, compensation and career development factors of the Forestry Extension Workers working in the Ministry of Environment and Forestry and the performance expected to achieve the completion of forestry extension works. The data analysis used to explain the effects of competence, compensation and career development and the performance of Forestry Extension Workers was the Structural Equation Model (SEM) with Smart PLS. Based on the estimations and t-values, it can be concluded that the exogenous variables of compensation and career development affect the endogenous latent factor of the performance of Forestry Extension workers (?), whereas competence has no effect on the performance of Forestry Extension Workers.</p><p> </p>

Sustainable procurement has been considered an opportunity for improving the environmental performance of the construction industry. The development of sustainable procurement in Indonesia is still in its initial phase. Therefore, a framework is needed to establish an outlook to explore the enablers and barriers for promoting sustainable procurement in the construction industry. In the formulation of the framework, the first step is to identify the important elements. The approach was explorative-descriptive. Based on ISO 20400, as the guidelines for sustainable procurement, and literature on sustainable procurement for construction works, a list of elements was gathered. In-depth interviews were conducted to identify the most significant elements for the Indonesian construction public procurement context. Respondents included procurement experts from the government agency, (i.e., the National Public Procurement Agency and the Ministry of Public Works and Housing), academics, and procurement specialists who are the members of the Indonesian Procurement Professionals Association. Results suggest that all elements contained in ISO 20400 are relevant with the kinds of literature on construction works; also, Indonesian respondents agreed with all the identified elements ranging from “important” to “very important.” This finding will be subsequently used to further understand the complex cause-effect relationships among the important elements in developing the framework for sustainable construction public procurement.

Over the past three decades, various countries and stakeholders have aimed at having cities that can better handle natural and human-made disasters, protect human life, absorb the impact of economic, environmental and social hazards and promote well-being, inclusive and sustainable growth. This paper investigates how informal ties result in in-filling and the creation of slums in the context of efforts to make cities resilient in Ghana using the Accra Metropolis as case study. The United Nations Habitat classification of slums was used to purposively select two slum settlements in Accra for the study. The study used mixed methods of quantitative and qualitative approaches to collect data from April 2018 to August 2018. Quantitative data was collected from 400 slum dwellers while qualitative data was collected from eight focus group discussion sessions and in-depth interviews with at least one senior official from related institutions such as Accra Metropolitan Assembly (AMA), Ministry of Local Government and Rural Development (MLGRD), Ministry of Water Resources (MWR), Ministry of Works and Housing (MWH), Ministry of Inner City and Zongo Development (MICZD), Environmental Protection Agency (EPA), Ghana Police Service, and Ghana National Fire Service. Descriptive techniques were used for the analysis. The findings are that informal ties contribute to in-filling in slums. Slum dwellers do not plan to return home, they are not involved in land use decision making and the slums have opportunities and challenges to the slum dwellers and AMA. The AMA should avoid forced eviction of slums and rather enforce development control bye-laws, implement slum upgrading programs, and involve slum dwellers in upgrading programs. Slum dwellers must cooperate with AMA to make Accra resilient. The mainstreaming of the issue of slums in all urban development agendas needs to be given the needed political and policy attention by central government and all stakeholders.

The construction sector is regulated at the national level to ensure a proper technical standard, as well as the coordination of spatial development at the local and national level. Real estate investments funded from the public budget are carried out in accordance with regulations regarding the design and execution of construction works, in addition to the clarifications from legislation regarding budget planning, public procurement, and the stages of development and approval of technical and economic documentation. Real estate investments related to the defence infrastructure, which also includes investments for the Ministry of National Defence, represent a particular situation due to the obligation to comply with both national legislative frameworks and departmental regulations, ensuring both operational requirements and coordination of activities at the operational and tactical level. By analysing the regulations applicable to real estate investments of the Ministry of National Defence, the article briefly presents the stages of making the investments, the institutions involved and their responsibilities, as well as some assessments regarding the opportunity to develop a code and a regulation dedicated to military constructions, which could contribute to the efficiency of military operations, thus ensuring the effectiveness and safety of military personnel, as well as saving of resources.
