In the conditions of globalization, the intensification of relations between different States is taking place; the formation of a common market of capital, technologies and goods is formed. In this merged market there is a segment of the labor market, in which intellectual migration plays an extremely important role. At the present phase, migration processes attract more and more attention of scientists in all leading countries of the world. A special place takes intellectual migration. Human bieng, the human factor, especially their intellect, the educational potential has become a real capital. And migration itself forms the bulk of this capital. Migration is becoming more and more differentiated in terms of educational, qualification and professional characteristics, constantly involving new categories and groups of people in the staffing exchange. From ancient times, intellectual migration has been characterized by the constant movement of scientific staff between universities, which, obviously, determined the growth of prestige and the scientific, educational level of a university. Even in the history of Ukraine we can mention Yury Drohobych (Kotermak), professor and rector of the University of Bologna, professor of the Jagiellonian University, Mykhailo Drahomanov, professor at the Higher School in Sofia (now - Sofia University), etc. The present dictates similar needs in intelligence, which is addressed by promising scientists in the search for self-realization. Disproportionately smaller is the "flow" of scientific personnel to Ukraine. But such examples also take place. James Mace, a well-known historian, political scientist, researcher of the Holodomor, moved to Ukraine for scientific research and linked his scientific and livelihood with our country. In Ukraine, such migration processes are characterized by dynamism, diversity and a set of causes, not only of internal scientific, but also socio-economic nature. Over the past decades, part of the scientists who were unable to adapt to the new socio-economic conditions of post-Soviet Ukraine and could not "stay in science" by migrating to other areas of human activity, for example, in business or migrating to other countries. This, in turn, led to an imbalance in the scientific and educational spheres, and created new challenges and threats to the national educational and scientific sector, which affected the level of technical and technological development of Ukraine. The main goals of this paper is to determine the specifics of migration processes in the intellectual sphere, to identify their causes and social mechanisms, to analyze general and special factors of intellectual migration, to identify trends in intellectual migration and to create the appropriate conditions for the development of intellectual potential of Ukraine. Modern international intellectual migration is made up of two parts: highly qualified specialists who migrate from one developed country to another (mainly within Europe) and from specialists from Asia, Africa, Latin America and Eastern Europe. Developing countries (this group can be safely attributed to Ukraine), as a result of the "outflow of intelligence" are experiencing great complications due to the lack of high-skilled and secondary education. That is why the "outflow of intelligence" is seen as the migration of highly skilled and talented specialists from poor and / or isolated countries to industrial centers. This process is permanent, and is steadily gaining momentum, increasing the flows of highly skilled migrants to the European Union States, and especially the United States of America.

This article presents the tendencies of the social development in Ukraine as a socio-territorial system. The demographic trends and tendencies of internal migration in Ukraine are considered from the perspective of the center-peripheral approach. The concept of the peripherization in Ukraine as well as the centralization of human resources is disclosed. As a result of the analysis of these outstanding trends, it was established that the center acts as an exploiter of regional human resources that at the same time creates additional risks of the regional development. The authors determine basic social mechanisms of regions peripherization. These include mainly the demographic degradation of the regions, what is reflected in the population reduction as a consequence of the negative natural population growth and migration which is concentrated around the center (Kyiv) and the semiperiphery (industrial regions). It is revealed that the internal migration movement manifests itself in two main forms: educational migration and labor migration. The educational migration in Ukraine is aimed at a small number of university centers, where the largest is the city of Kyiv. Therefore, despite the negative balance of the educational migration rates in most oblasts, Kyiv accumulates the largest amount of university entrants. It was also established that educational migration has not only quantitative but also a qualitative dimension. This is how the center primarily concentrates the most successful students. All listed causes a significant imbalance in the distribution of the intellectual potential of the country in favor for the center and increases its competitiveness regarding to the regions. The maintenance and the reproduction of this situation is also supported by the system of the scholarships distribution in Ukrainian Institutions of Higher Education. The similar migration trends are also observed in the labor sphere, what creates additional risks for the economic development of the regions. The tendencies for concentration of the national labor and intellectual potential in the center are denoted by the human resources centralization concept where this type of resources becomes the main interest, exploited by the center. As a consequence, we get the transformation of regions into the internal periphery of Ukraine. This process occurs unequally, depending on the basic competitive position of the region and its integration into the general socio-territorial structure. This is especially relevant for areas that are in or close to the military conflict zone. According to the main results of the research, there were outlined the following vectors for scientific elaboration: designing the criteria to escribe territories to the zones of the semi-periphery and periphery; further in-depth studying of peripherization mechanisms; defining ways to overcome the imbalances in the development of Ukraine as a socio-territorial integrity.

Introduction. Ukrainian migration is caused by the influence of global migration trends, however, it should be noted that there are internal causes in the country – crisis socio-economic factors and military conflicts that force citizens to seek residence and employment abroad. The dynamics of the population of Ukraine is studied, probable scenarios of its reduction are analyzed, it is established that one of the key problems of such situation is growing volumes of external labor migration caused by instability of social and economic environment, decrease of well-being and quality of life. The subject of the research is migration processes in Ukraine, determination of their volumes, reasons and probable consequences. The purpose of the study is to conduct a thorough study of the impact of migration processes on the economy of Ukraine; identification of probable demographic changes, reasons and main trends in the growth of external labor migration. Method (methodology). In the process of research in order to substantiate the provisions presented in the article, a set of general scientific and special methods was used: analysis and synthesis – to compare the main approaches to the interpretation of concepts and methods of determining the volume of labor migration; comparison and grouping – to assess the level of wages in Ukraine and EU countries; graphical method – to visualize the result of determining the amount of population decline and the number of citizens who have received residence permits in the EU-28; abstract – for theoretical generalization and formulation of conclusions. Results. It is established that the main reason for the rapid decline of the population of Ukraine should be considered the growing volume of external migration, which poses a threat to socio-economic development and national security. At the same time, it should be noted that the main reason for the growth of external labor migration is economic and related to the desires and intentions of migrant workers to earn more, that is why the main migration flows are directed to countries with higher levels of development and quality of life. In addition, it should be noted that a number of European countries encourage Ukrainians to work, as evidenced it may be mentioned the annual increase in the number of issued residence permits in the EU-28.

Analysis and consideration of current migration trends in our country, in particular mass interstate migration movements in the context of Ukraine's participation in the European and world migration space, are considered among the important factors in shaping its national policy. Educational migration is a special threat to the socio-economic development of the country and sustainable development of society, as the formation of highly qualified personnel, accumulation of intellectual capital, and increasing scientific and technological potential of the country are among the important factors of economic and social progress. Due to the intensification of interstate migration flows and the development of the quality of the higher education system in foreign educational institutions, migration for education takes a larger share, which is mostly accompanied by constant migration and departure of Ukrainian citizens for permanent residence abroad. The analysis of publications on this issue proves the urgency of educational migration research, and today it remains important to analyze trends in educational migration, find mechanisms to counter the transformation of Ukraine into a country of origin of educational migrants, as well as their repatriation. The article analyzes the educational migration processes in Ukraine in the regional context. The main regional centers of higher education are identified. The focus is on the migration intentions of the population to study abroad and a comparative description of the educational systems of different countries. The order and stages of the admission campaign in foreign educational institutions are described. The essence and features of educational migration are studied and the main reasons that help Ukrainian students to choose foreign higher education institutions are highlighted. The main causes and consequences of educational migration, as well as potential opportunities for educational migration, are identified. Certain benefits and costs associated with educational migration processes are justified. The directions of development of educational migration and effective migration system in Ukraine and its regions, which should take a worthy place in the migration policy of the state, are offered.

The purpose of the article lies in socio-geographical analysis of external labor migrations from Ukraine to European countries. Methodology is based on searching, processing and presentation of statistical information which describes the migration process. The main methods are descriptive, analytical, mathematical-statistic. Results. The current state of external labor migrations from Ukraine, their dynamics, scale, regional structure, main causes and transformations to develop an effective migration politics has been clarified. Scientific novelty lies in identifying stimulating factors of external labor migration of ukrainian people, the scale, structure and directions of external labor migration of the ukrainian population in the modern period. The practical value lies in the fact that the causes, scale, structure and geography of external labor migration are disclosed, that is the basis for conducting socio-economic procedures to prevent external migration processes at the regional level.

The process of world globalization, labor, and academic mobility, the visa-free regime with the EU countries have caused a significant revival of migration processes in Ukraine. However, there is still the research gap in the most informative, and, at the same time, accurate method of the assessment and forecasting of the migration flows. Thus, the object of research is migration processes (mostly emphasizing the emigration flows). The motives, causes of emigration processes, and their relationship with the economic state were analyzed. The impact factors of external labor migration on the economy of the host countries were revealed, particularly the negative and positive impacts of emigration on the socio-economic situation in Ukraine and the migration attitude of Ukrainians were assessed.The main result of study is further development of the econometric model for forecasting the number of emigrants from Ukraine to other countries in the nearest future. The model considers the factors of minimum wage lavel in Ukraine, the number of open vacancies in the countries of Eastern Europe, and the level of competition for jobs. According to the results of forecasting based on Maple computer algebra system and Microsoft Power BI analytical platform, by the end of 2019, the number of emigrants from Ukraine supposed to be the largest in the last four years and to reach the estimates in the range from 2,444 to 2,550 million people, which may indicate a new third wave of emigration processes.

A new conceptual and strategic approach to state regulation of migration processes in Ukraine is substantiated. The content of the strategy in the practice of state regulation is determined with an emphasis on a certain sequence of actions. Analyzed the provisions of the Strategy of the state migration policy of Ukraine for the period up to 2025. A retrospective analysis of the strategic regulation of migration in Ukraine was carried out, which confirmed the long process of uncertainty of conceptual principles. A new conceptual approach to the strategic regulation of migration in Ukraine is proposed, which provides for the consideration of the management object of migration as a process. It provides for the allocation of tasks at the stages of capacity building and preparation for migration, relocation, adaptation and integration, re-emigration, integration of migratory capital, assimilation, acculturation, naturalization. The doctrine of strategy development should be socio-economic growth as a defining management principle. The aim of the strategy is the state regulation of migration processes on the basis of security, order and regulation with the establishment of migration as an asset of socio-economic growth. The main provisions of the Strategy of state regulation of migration processes of Ukraine for the period up to 2027 with the distribution of goals and objectives in the following areas: ensuring the positive impact of migration processes on socio-economic development; ensuring sufficient dynamics of socio-economic development to curb migration losses; ensuring sufficient dynamics of socio-economic development through selective immigration. The goals of the Strategy are highlighted: basic – accounting and statistical, protective, institutional and legal, information and infrastructure; stage – with a list of tasks in terms of stages of the migration process.

Purpose. The purpose of the article is to test the developed methodical approach to analyzing the relationship and impact of the population migration and socio-economic development of the state, as well as to identify migration factors that affect key parameters of the national economy and vice versa – social and economic indicators that determine the intensity of migration, the substantiation of conclusions on this basis for the state policy of the regulation of migration processes for the preservation and development of the human resources of Ukraine. Methodology / approach. The research methodology involves ten successive stages: (1) selection of indicators that characterize the socio-economic development of the state by 5 sub-indices: socio-demographic stability; social development; labor market and employment; quality of life of the population; sustainable economic development; (2) formation of a database under the values of indicators by the regions of Ukraine for the period 2010–2020; (3) division of indicators into stimulators and disincentives and their rationing; (4) formation of homogeneous time series; (5) determination of the dynamic weighing coefficients of indicators and their groups (sub-indices); (6) calculation of weighted coefficients of indicators; (7) construction of weighted coefficients of the sub-indices of socio-economic development; (8) calculation of the integral coefficient of the socio-economic development of Ukraine; (9) calculation of migration indicators (border crossing balance by Ukrainians and foreigners) of the population by regions and in Ukraine as a whole; (10) construction of time series of the integral indices of migration and socio-economic development by years and regions, assessment of the strength and direction of the relationships between migration indicators and the indicators of socio-economic development, as well as between the indicators of migration and arrival from other regions; from abroad (including per 10 thousand population), in urban settlements, in rural areas of Ukraine in 2010–2020. Results. The development and testing of a methodical approach to assessing the impact of migration processes on the socio-economic development of Ukraine and its regions allowed identifying the strength of the relationships between migration, social, and economic indicators, the impact of these processes on the human resources in Ukraine. The greatest interdependence between the socio-economic environment and stationary emigration is found in terms of the disposable income of the population, average monthly nominal wages, the unemployment rate, average state social assistance, housing and crime rates. Concerning immigration, close relationships are found with the economic indicators of regional development, small business performance, the unemployment rate, average monthly nominal wages, informal employment, the volumes of budget funding for social protection goals, and the disposable income of the population. One of the dominant factors of immigration is education, which confirms the untapped potential of attracting foreigners for employment. Originality / scientific novelty. The novelty of the research results is in the development of methodical approaches to analyzing the interaction of migration and socio-economic processes with the formation of an algorithm of integral assessment by the components of socio-demographic stability, social development, employment, quality of life, sustainable economic development. The author’s methodical approach to assessment is offered, which allows carrying out empirical modeling and the assessment of the impact of socio-economic development on the intensity of migration processes, substantiating priority areas of the state regulation of migration potential (including wages, personal and state security). Practical value / implications. The practical significance of the research results is in the considerable improvement of the information and analytical basis for the formation of an effective state policy for the regulation of migration processes in Ukraine. Using migration, the bodies of the State Migration Service of Ukraine and the State Statistics Service of Ukraine can analyze the impact (including potential, forecast) of different types (external / internal, stationary / labor, urban / rural settlements, etc.) of migration on the social-economic development of the state and its territories, as well as model the direction and intensity of migration, its structure depending on changes in the values of certain parameters of the socio-economic development of the country and its regions.

Objectives of the article: to analyze the migration process in Ukraine in order to obtain education against the background of the global process in the educational sphere and the general migration process for compliance with general migration trends. The research methodology is based on the processing of analytical and statistical materials from various sources, both national and foreign, using methods of analysis, synthesis, statistical processing of information. Research results. It has been established that educational migrations are a dynamically developing process since the end of the twentieth century, to which more and more countries are joining. This trend is also inherent in Ukraine, where educational migration has been developing dynamically throughout the 21st century. The factors influencing the external mobility of students are the military-political and economic crisis. Students go to study mainly to neighboring countries. Educational migration processes from Ukraine in their dynamics and geography correspond to the trends characteristic of labor migrations. The geography of educational migrations to Ukraine is also expanding and flows are increasing, although they are much smaller in volume than educational flows from Ukraine. The scientific novelty of the research lies in the identification of correlations between the general trends of the migration process and educational migration. The practical significance of the results obtained is aimed at drawing attention to the problem of the outflow of youth, which is the demographic, labor and intellectual potential of the nation, abroad.

The growing Ukrainian migration towards EU countries determines the need for evaluation of pull factors shaping their environment to regulate these processes better. The study aims to assess the EU’s pull environment attracting migrants, and evaluate the elasticity of Ukrainian total and labor migration to the change of social and economic factors in EU countries. The data are collected for the period from 2005 to 2018. The method involves weighting the indicators and sub-indices with the following calculating partial and integral indices of the pull environment of migration for selected EU countries (the Czech Republic, Germany, Hungary, Poland, Italy, Portugal, Greece, and Spain) and the EU-28. During 2005–2018, the integral level of pull environment of migration in the EU-28 was above average, whereas the most attractive countries for external migrants were Germany, the Czech Republic, Spain, and Italy. In terms of the intensity of total migration from Ukraine in 2018, Poland (236.06 departures per 1,000 Ukrainians), Hungary (73.6), Germany (12.6), and Italy (7.3) are among the main destinations. While the intensity of Ukrainian migration is high, its growth rate depends on the time lag (different elasticities in the medium and long run). The integral analysis of the pull environment has a practical value allowing to conduct migration intensity and elasticity evaluation, as well as the cross-country pull-factor analysis (pull strength) for substantiating the improvement of regulatory and methodological provisions of migration policies for both Ukraine and the hosting EU states. Background. To mitigate the long-term impact of the COVID-19 pandemic, it is crucial to develop an effective national policy and administrative framework that will promote regulated circular labor migration while maximizing the benefits of its effective organization and strengthening measures to protect Ukrainian citizens abroad and foreign migrants in Ukraine, creating conditions for the reintegration of Ukrainian migrants. The aim of the article is to study the changes in global migration flows due to the COVID-19 pandemic in the context of providing a scientific basis for reforming national migration policy. Materials and methods. In the course of the research the methods of statistical analysis, synthesis, grouping and graphical representation of the results have been used. Results. As a result of the analysis it is determined that the main trends in population migration in the world are: the largest share of the population migrating from developing countries to developed countries; continued increase in forced migration due to conflict, harassment, violence or human rights violations; most international migrants in the world live in a small number of countries; international migration often remains within the main regions; the spread of the COVID-19 pandemic has slowed the growth of international migrants and millions of people have lost their jobs and returned home during lockdowns in destination countries, where the economic downturn is also continuing and unemployment is rising. It has been proven that the most favourable conditions for migrant workers, which proved to be the most vulnerable category during the pandemic, were created by European governments. The main preconditions for mass external labor migration from Ukraine are identified: dissatisfaction of Ukrainian citizens with wages, working conditions or vacancies, lack of jobs, socio-economic crisis, decline in production, lack of identified prospects and opportunities for development and self-realization. It is substantiated that the COVID-19 pandemic did not significantly affect migration flows from Ukraine – the return of citizens did not become large-scale, the amount of remittances from abroad decreased slightly. Conclusion. In the future, the COVID-19 pandemic will have a short-term impact on external labor migration from Ukraine. With the spread of the disease, the intensity of Ukrainians going to work abroad will decrease, but if the epidemic ends, the flow will resume quickly. Even if the pandemic causes a global economic crisis and the demand for workers falls, the work of Ukrainian citizens will still be in demand by European countries for economic recovery. Therefore, the state migration policy at the present stage should be aimed at expanding opportunities for Ukrainians to legally work abroad, maintaining closer contacts with those who are in other countries, as well as encouraging citizens to work in Ukraine and convincing them of the expediency of return.

The article deals with a popular direction of the migration movement of Ukrainians in the conditions of increasing migration flows from Ukraine, in particular, the migrations of Ukrainians to Germany. The purpose of article is an analysis the current wave of migration from Ukraine to Germany and assessing the prospects for the development of migration processes in this direction. The modern fifth wave of migration from Ukraine to Germany, which began after 2010, stands out as an integral part of the history of Ukrainian migration and differs from the”wage-earning» wave on the grounds that it is characterized also by noneconomic motives of migration. The quantitative and socio-demographic characteristics of Ukrainian migrants, especially the fifth wave, their migration experience, educational level and employment were determined on the basis of an analysis of data from the Federal Office of Statistics of Germany and other sources. Particular attention is paid to highly skilled labour migrants from Ukraine who came to Germany after 2010: the reasons for their migration, sources of access to the German labour market, primarily through the Blue Card program and through the educational channel, are being investigated. Further prospects for labour migration from Ukraine to Germany are evaluated in the context of the new migration law in Germany: done a comparative analysis of the migration attractiveness of Germany and Poland, which has significantly simplified migration from Ukraine, and assessed the possibility of returning migrant workers to Ukraine. It is concluded that a further gradual increase in the number of highly skilled Ukrainians in Germany and the final elimination of the fifth wave of Ukrainian migration is dominated by professionals.

The article studies the historical development of educational migration processes in Ukraine. It processes the classification of educational migration in view of global instability and manifestations of the crisis. It also suggests measures that should be implemented to prevent significant educational immigration from Ukraine. It also determines that the prerequisite for the educational migration is the desire of an individual to get certain education, which can be classified in terms of desired level of qualification, professional specialization, directions, methods and ways of getting education and the desired result. It is noted that a specific feature of educational migration is its impact not only on the profitability of the educational sector (or a particular university), but also on the economy of the country (region) that provides educational services in general. In addition, the consumers of educational services are a potential workforce of corresponding qualifications. In order to define characteristic features of educational migration from Ukraine, it was necessary to identify individual characteristics of such transferences; that is why classification of educational migration was done in view of global instability and manifestations of the crisis. To maintain and expand the reproduction of intellectual potential, it was suggested to use effective measures of educational and migration policy that would quickly adapt to the changes in the global economic environment. It is necessary to apply the mechanisms which could establish systematic movement of intelligence, capital, and information in two mutually symmetrical directions (into Ukraine and out of Ukraine). It is necessary to strengthen the competitive advantages of Ukraine in science, education and high technologies.

The article is aimed at elaborating an adequate mathematical instrumentarium for the formation of migration flows to assess their impact on the socio-economic stability together with unshadowing the Ukrainian economy, as well as to identify efficient measures of the State-based policy directed towards regulating these flows to prevent risks of socio-economic destabilization. The article carries out an empirical analysis of the peculiarities of the development of migration processes in Ukraine and their impact on the socio-economic state in both the medium and the long term perspective. A system of complementary dynamic macromodels of the Ukrainian economy is developed, which includes a vector autoregression model and a separate complex of simulated submodels of systemic dynamics aimed at researching migration processes and their impact on the indicators of socio-economic stability. At this, the developed models of system dynamics can be combined into a single original simulation macromodel of Ukraine, and be used independently subject to the research goals. This allows to adequately describe complex nonlinear processes, systemically identify and examine the mechanisms of supply and demand formation in the labor market, taking into account the shadow component and assess their impact on the formation of the size of migration flows, as well as to research the consequences of increasing the intensity of migration processes on the socio-economic stability in Ukraine. The implementation of the developed complex of dynamic models has allowed, in particular, to calculate the annual value of the net migration flow in Ukraine through the aging chain of the population; to empirically confirm that migration flows in Ukraine are underestimated; to detect the dynamic structure of the net migration balance and a noticeable fading of the amplitude of migration processes over time, which indicates the presence of a balancing structure for the formation of migration flows.

The main sources of data for studying the processes of external labour migration in Ukraine are considered. The Ukraine’s integration in the European and global education area and its implications for the academic mobility processes call for understanding the ways and prospects of modernization of the Ukraine’s strategy on exports of education services, strengthening of its position on the international market of education services, intensification of information efforts abroad aiming to convince potential students in the attractiveness of training in Ukraine and wide perspectives of the Ukrainian higher education. The article contains an analysis of the results from an empirical econometric and socio-psychological study devoted to the problems of academic mobility and education migration of Ukrainian youth and foreigners in Ukraine. A comparative analysis of the data shows that education migration processes have similar parameters for foreign students in Ukraine and Ukrainian abroad. The data on the attractiveness of the Ukrainian education for foreign students are analyzed as part of the study, with identifying the factors with impact on the scopes of student migration. The tendency of the continually increasing interest in higher education in Ukraine, in spite of the difficulties (political and economic) faced by Ukraine, is revealed, which is confirmed by the growing numbers of both foreign students in Ukraine and the higher education institutions in which they study. An analysis of the data shows that the education in Ukraine is the most attractive for post-soviet countries. Also, the numbers of education migrants coming from Africa and Asia, in particular from India, Morocco, Nigeria, Egypt, Israel, Jordan, Turkey, and Ghana, have been stably increasing in 2013–2019. An analysis of interviews reveals that foreign students go to study in Ukraine due to the following motives: the possibility to get high quality education (and return to a home country); low education fees compared with a home country; the optimal “price-quality” ratio etc. It was found out which specialties of the professional training drew special interest of foreign students. It is shown that the flows of education migration of Ukrainian students to other counties tended to intensify in the latest five years. The education migration was growing year-by-year in 2013/14–2017/18. According to the official statistical data on education migration recorded for 2017/2018, the number of Ukrainians taking education course in other countries reached 76181. The most attractive countries for training of Ukrainian youth and the essential factors behind their choice of country for education are defined. The estimated cost of education programs in selected countries that are the most attractive for Ukrainian youth is analyzed as of the academic period 2017/2018. It is found out that the prevailing motives for Ukrainians seeking education in other countries are professional and socio-cultural values: higher quality education; better training conditions; good carrier prospects; learning of foreign languages; learning about other cultures. The conducted studies that included student interviews revealed the reasons for the education migration of Ukrainians: inadequate level of professional training in domestic higher education institutions; problems with future job placement with domestic diplomas; corruption; lack of stability in the country and blurred prospects of change for the better. The conducted study enables to highlight the problematic points of the education migration in Ukraine and outlined the essential steps to reduce the migration flow of Ukrainian youth.

At the present stage of development of migration processes in Ukraine, the problem of improving the domestic migration services market has been actualized, turning it into a system of socio-economic relations to meet the needs of the population in services related to the possibility and improvement of conditions for migration movements, obtaining related services related to migration, minimizing risks (both for citizens and the State) related to migration processes. The research is aimed at identifying problematic aspects, as well as substantiating the directions and means of the State policy for the development of the migration services market in Ukraine. The object of research is the processes of improving the State policy of functioning and development of the migration services market in Ukraine, legalization of its subjects and improvement of institutional-economic opportunities in relation to the provision of high-quality migration services. In the process of research, general scientific and special methods were used: synthesis and system analysis, logical generalization, strategic management, and comparative analysis. The article identifies the current systemic problems in the functioning and development of the migration services market in Ukraine, in particular in terms of the predominance of unlicensed subjects – providers of migration services; low level of satisfaction of migrants with intermediary services; limited practices of bringing to justice shadow intermediaries in the migration services market; low level of socio-economic protection of migrant workers, etc. The authors define directions and means of improving the functioning of the migration services market of Ukraine in the areas of: legalization and licensing of activities; introduction of a monitoring system for the migration services market; conclusion of intergovernmental bilateral agreements to protect the rights of migrant Ukrainians; implementation of the Concept for regulating the development of the migration services market in Ukraine. Prospects for further scientific research in the analyzed sphere concern the substantiation of directions and means of implementation of positive foreign practices for the State-based regulation of the migration services market in Ukraine.

The article deals with the problems of international migration, analyzes the causes and consequences of international migration processes for the future of Ukraine. The subject matter of the article is important and requires a thorough study. The aims of the article is to investigate international processes that take place and occur in Ukraine and within the EU, to determine their impact on the economic situation in the country, as well as to determine the theoretical principles of legal regulation of migration processes. The object of research are migration processes in terms of economic and legal relations. Methodological basis of research was the methods and principles of scientific knowledge of general and special methods and techniques used in the characterization of migration processes in terms of economic and legal relations. The hypothesis of research was the assumption that Ukraine is left not the poorest and less educated people, but hard-working, enterprising, enlightened citizens of our country. Ukrainians are among the leading migrants in Estonia. Poland is the most popular country for work and life of Ukrainians for life. The statement of basic materials. Since the center of international migration is the European Union at present, EU Member States have become a major venue for migrants from all over the world, many of whom come to work and receive numerous economic and social benefits that they lack in their countries of origin. Within the EU, the processes of internal migration associated with the possibility of residence, employment and training within the EU are extremely active. Originality and practical significance of the research. There is not enough work in Ukrainian science, within which the issues of regulation of migration processes in the EU law were comprehensively addressed. The article defines the peculiarities of international migration, the migration processes that take place and occur in Ukraine and within the EU, their impact on the economic situation in the country, the study of the theoretical foundations of legal regulation of migration processes. Conclusions of the research. A promising area of cooperation between the parties in the field of migration is deepening of cooperation between Ukraine as a neighboring state with the EU and the European Agency for the Border and Coastal Guard (FRONTEX) to ensure joint management of migration flows and prevent and combat illegal migration.

The legal basis of educational migration is considered, in particular, the consolidation of Ukraine's participation as a full participant in the European educational space in the regulatory framework and its impact on Ukraine's national security. The positive and negative consequences of educational migration and their impact on the national security of the country are analyzed. Comprehensive measures, including legal ones, in the field of education and migration policy of Ukraine have been identified. Academic mobility and cross-border education are identified as the main institutional forms of educational migration. Today, the national security of Ukraine requires the protection of the public interests of all segments of the population, including young students, which ensures the sustainable development of the country and society. The vast majority of migrants are young people - the most active part of the population, prone to self-development and adaptation in a multicultural environment. Ensuring constitutional human rights and freedoms, including their right to education, are objects of national security. It is proved that international integration and integration of the national higher education system into the European educational space is one of the main principles of state policy in education. Accordingly, there are academic mobility programs in the field of international cooperation. Migration policy is one of the priority areas of the country's development. Migration is a complex process that includes, in addition to legal, economic, socio-psychological, political and cultural interrelationships. The issue of modern migration processes and national security is always promising in terms of further research, especially given that the analysis of the migration situation in Ukraine shows that they are developing much more dynamically than the process of legal regulation in this area. In fact, it is about the complexity of effective legal regulation of migration processes in the country.

The article deals with the main problems that cause labour migration processes. The influence of labour migration on the economy of the countries is investigated. It is proved that migration plays a significant role in the development of countries because it changes the economic and social situation of people. Based on the analysis, it has been established that labour resources from countries with relatively higher levels of gross domestic product per capita migrate to countries with high levels of development. Migrants from less developed countries take their place. It is analyzed that population migration has economic consequences for both migrants themselves and donor and recipient countries. These consequences can be positive and negative for participants in the migration process. It is generally accepted that the overall impact of migration on the exporting country has a positive effect. However, some effects on specific sectors of the economy, labour, or territory may be negative. The factors that encourage the population of Ukraine to migrate are distinguished. Ukraine is primarily a donor or provider of labour resources. Ukraine's population has been steadily declining as a result of demographic and emigration processes, and more recently due to the military conflict in the east. According to statistics, in 2018, 17.8% (3.2 million) of the able-bodied population of Ukraine worked abroad. On average, 7 to 9 million Ukrainians participate in the migration process annually. The main positive consequence of the labour migration of the Ukrainian population abroad is that the money received for the work done is returned to the country. Based on the results obtained, it was concluded that the state and scientists need to revise and rethink the strategy of Ukraine on labour migration issues. Much attention needs to be paid today to finding new ways, methods and mechanisms to influence emigration processes that will help slow down labour migration, as it can lead to higher inflation and slower economic growth.

The aim of the article consists in the study of emigration processes as a destabilizing factor of labour potential in the modern transformational economy, substantiates the problems and ways to overcome the consequences of such processes for economic development and preservation of intellectual and labour potential. Methodology of research. In the course of writing the article, the methods generally accepted in economics were used: theoretical and comparative analysis – to reveal the essence and significance of migration processes; analysis and synthesis, system and structural; grouping method – to determine the number of persons, causes and consequences of emigration of the population; graphical method – to visualize the result of determining the amount of population reduction and the number of citizens who have received residence permits in the European Union; abstract and logical for theoretical generalization and formulation of conclusions. Findings. The article examines the causes, consequences of migration processes, identifies the types of migration and the concentration of the largest number of migrants in some European countries. The social and economic characteristics of external labour migrants, directions of labour emigration, the status of stay of Ukrainian citizens abroad are analysed. Originality. The main causes and consequences for the social and economic development of the country of migration processes have been assessed, the situation with the demographic crisis in the country has been studied and the countries where emigrants from Ukraine live the most have been identified. The functional responsibilities of state authorities to control unregulated migration and the consequences of such processes on the development of the country’s economy have been established. The measures of the state migration policy are substantiated. Practical value. The results of the study can be used in the development of social and economic development programs at the regional and local levels, taking into account the peculiarities of accumulation and development of labour potential in the territorial units of Ukraine. The scientific article analyzes migration processes and approaches to solving migration problems in Germany, as well as uses the experience of German migration policy in the activities of national border services. This process involves the study of the experience of neighboring countries, in particular Germany, where the intensity of migration processes is higher than in Ukraine, and accumulated more thorough and larger material for scientific analysis. The purpose of the study is to study the policy of Germany through the prism of the significance of these processes for the national border services of Ukraine. The outlined goal led to the formulation and solution of the following tasks: substantiate the main directions and theoretical and methodological approaches to the study of migration processes; to investigate the legal framework of state immigration policy; to evaluate the effectiveness of the adoption of the German migration policy by the national border services of Ukraine. Through a methodology of legal interpretation and analyze the stages of formation of migration policy and legislation in Ukraine since its independence. It was determined that in the initial stage the main elements of the legal regulation of migration processes in Ukraine were the development of the legal framework on migration, the initiation of international cooperation and the creation of organizational structures that address migration issues. The article also analyzes the extensive system of normative acts developed in Ukraine today, aimed at the legal regulation of migration processes and the fight against illegal migration. In this context, the details of the fight against illegal immigration in EU countries are described. Finally, the guidelines for EU migration policy in the field of combating illegal immigration are studied. It is concluded that, unlike Ukraine, where the fight against illegal immigration is mainly limited to the establishment of prohibitions and fines for illegal immigrants, the EU has developed a system of incentives and measures aimed at supporting third countries, among other aspects.

Abstract. The problems of refugees and migrants are a topical issue in world politics. Ukraine is a country of destination and transit for those who need international protection, as well as economic migrants willing to enter the European Union. Migration processes are characterized by many aspects, including: political, economic, security, social, educational and scientific ones. The article studies the attitude of Ukrainian youth towards immigrants, in particular refugees, in the context of a hypothetical threat to public safety and order. The level of social distance to forced immigrants and its impact on the sense of safety threat due to the presence of refugees in Ukraine were determined for this purpose. The research uses the conceptual concept of social distance of Emory Bogardus. The results obtained confirmed the close link between the level of social distance to immigrants and the sense of safety threat associated with the possible presence of refugees in Ukraine. The level of social distance in relation to immigrants was considered in the context of 25 nationalities and in relation to five social roles, such as: a citizen of the country, a neighbour, an employee, a partner of permanent residence of refugees on the territory of Ukraine. A questionnaire of student youth of Lviv State University of Life Safety was chosen as an empirical method of research.

Purpose – to study the causes and consequences of migration processes. The results of the study. This article presents the results of an analysis of the dynamics and current state of labor migration processes in Ukraine. The authors evaluated the impact of international labor migration on the country's economy. The causes of labor migration, its positive and negative consequences are characterized. This study examines and summarizes the global experience in regulating external migration flows to foreign countries. The authors suggested directions for improving the system of regulation of external labor migration, as well as measures to promote on its of use as an important element of economic development based on the analysis. Practical implications. The results of this paper can become the basis for the formation of migration policy of Ukraine according with European standards. Originality/Value. This paper is expanded of the concept of the main directions and the principles of state migration policy, which the government of Ukraine must adhere to when forming it, has been. Introduction. Significant geopolitical transformations, the annexation of the Crimea, and the conflict in the Donbass affect the functioning of the Ukrainian economy. These processes provoked a profound and only political but also socio-economic crisis, intensification of labor migration, massive forced displacement of the population: the emergence of the category of forced migrants – internally displaced persons (IDP). IDPs are citizens of a country that does not cross borders and migrate within their own country for compelled reasons (similar to the case with refugees). In Ukraine, they are called forced migrants.The hypothesis of scientific research is to find out how the emergence of regional migration asymmetry, in particular the emergence of a significant number of IDP, affects the asymmetry of migration processes in Ukraine, the economy and welfare of the population, and the level of socio-economic development of the country.The aim is to diagnose the existing processes of domestic forced migration processes in Ukraine, including the asymmetry of migratory flows, the impact of the movement of internally displaced persons on the level of development of regional economies.The research methodology is fundamental and applied research in the field of forced internal migration, the demographic situation and the state of the labor market, UN materials, the ILO, UNESCO, the bodies of the state statistics service, materials from other official sources and Internet resources. During the study, methods of systematization, theoretical generalization, scientific classification, comparative analysis, statistical methods were used.Results: the main factors determining the conditions and nature of forced internal migration in Ukraine in 2014–2017 were determined. The main directions of forced internal migration since the beginning of hostilities in the Donbass were determined. The emergence of regional asymmetry of migration processes at the level of aggregate migratory flows is investigated.Conclusions: it is proved that all regions of Ukraine have a significant right-side asymmetry of balance in the direction of arrivals in the region, which manifests itself in the concentration of refugees in the presence of a relatively small number of most mass flows. HPE is perceived in their places of residence as an additional resource for the development of a regional economy: the emergence of new opportunities for increasing social activity by refugees; the opening of new businesses; a strong motivation to succeed; intensification of production and provision of services; filling jobs that were not in demand by the local population.

The article examines recent migration processes in Ukraine. The positive and negative aspects of migration are considered as phenomena. Various approaches of researchers to the identification and classification of the causes of migration are analyzed. Modern causes of labor, political, ethnic, environmental and educational (student) migration have been investigated. It was found that Ukraine is characterized not only by external but also internal labor migration, but its scale is not as significant as in other countries. The causes of political and ethnic migration include: restriction or prohibition of freedom of speech, persecution for political beliefs, interethnic intolerance and conflicts at the national level. The causes of ecological migration include: natural disasters, natural and man-made disasters, in particular: floods, earthquakes, fires, volcanic eruptions, typhoons. The reasons for educational (student) migration are the acquisition by young people of new knowledge, experience in improving opportunities in the globalized labor market, the desire to stay in the country of study. The ways to combat the negative effects of migration, in particular those that complicate the integration of internally displaced persons into the local community, have been identified; state initiatives aimed at returning migrant workers to Ukraine and their economic and social support (state program «Return and stay», state credit program «Available loans 5—7—9%») socialization and rehabilitation of internally displaced persons (Strategy for integration of internally displaced persons for the period up to 2020). It is noted that the coronavirus pandemic has caused the cessation of migration processes almost all over the world, but this is a temporary phenomenon that has not affected the reasons for leaving and becoming migrants. The article deals with the features of Ukrainian migration policy and Ukrainian labour migration to Europe in the polycentric world order of the 21st century. It also considers the network-based social assistance programmes launched by the Ministry of Foreign Affairs of Ukraine to help Ukrainian citizens stranded abroad due to the COVID-19 pandemic. The purpose of this article is to perform a systemic analysis of the engagement of the Ministry of Foreign Affairs of Ukraine with Ukrainian citizens and Ukrainian migrants abroad, including a range of programmes launched by the ministry and their impact on the management of migration processes during the pandemic. The authors of the article emphasise the effectiveness of the implementation of network-based programmes in terms of mondialisation, whilst also giving recommendations on their possible adaptation and usage of the experience of diaspora policies and the diaspora. The historical prerequisites for the formation of migration waves of the population of Ukraine are analyzed as follows: the first wave («old migration» – the second half of the nineteenth century with the predominance of migration of workers); the second wave («new migration» – the end of the nineteenth – the first half of the twentieth century. with the predominance of migration of poor peasantry); the third wave («political» – after World War II until the 1980s, with a predominance of low-skilled workers and intellectuals); the fourth wave («migrant workers», since the mid-90s of the twentieth century.). It is noted that the fifth, «intellectual» wave (since the 2010s) can be transformed into a «corporate», which provides for the withdrawal of business abroad in the context of increased tax burden in Ukraine. The likelihood of a «corporate» wave also strengthens the stimulating policy of European countries to attract businesses that offer stable economic conditions. Ukraine’s place on the global migration map confirming its inclusion in the international space as a democratic and legal State has been studied. The number of international migrants from Ukraine is gradually increasing, reaching 6.1 million people in 2020, but the problem of such dynamics is exacerbated by the declining dynamics of immigration and threatening depopulation processes: in 2020, the share of international expats in the population reached 11.9%, when in 1990 it was equal to 10.8%. Studying the migration processes of the population of Ukraine, scientists and experts often focus on the problem of human losses due to emigration. However, the modern world, even during the pandemic, is developing in the context of globalization. Many countries have an effective policy of attracting human potential, thus ensuring positive development dynamics. Therefore, the authorities of Ukraine are forced to intensify the State regulation of migration processes, guided by the consequences of their impact on socio-economic development.

The types of forms of activity of the state-migration service of Ukraine are analyzed and defined by the effective implementation of the tasks and functions of the implementation of state policy in the spheres of migration (immigration and emigration), including counteraction to illegal (illegal) migration, in particular an administrative offense of foreigners. It is determined that regardless of classification, the optimal use of those or other forms of public administration forms the effectiveness of the state-migration service of Ukraine on the implementation of the tasks entrusted to it as a whole, as well as in part of counteracting an administrative offense of foreigners. The analysis of forms used in public administration shows that their aggregate is a kind of systematic formation, whose components closely interact with each other, and are not interchangeable. The system of forms plays an important role in the management process of the state-migration service of Ukraine. The forms of managerial activity are marked by noticeable independence and universality on specific industries and spheres of public administration, in particular migration. Given the significance of the administrative activity of the state-migration service of Ukraine to create appropriate conditions for the effective implementation of state policy in the field of migration, ensuring effective state management of migration processes, creating conditions for sustainable demographic and socio-economic development of the state, raising national security by preventing the emergence of uncontrolled migration processes. and the elimination of their consequences, the coordination of national legislation in the field of migration with international standards, observance of the principles of protection of interests of Ukraine, one of the directions of creation of a professional and effective state migration service of Ukraine is to improve the forms of activity of this service and its officials. Invisible is the fact that timely and adequate increase in the effectiveness of the migration service used by the migration service will contribute to the successful performance of the tasks and implementation of functions. Based on the analysis, modern forms of activity of the state-migration service of Ukraine are defined: 1. Edition of legal acts of normative management: Acts of the Ministry of Internal Affairs of Ukraine concerning the activities of the State Migration Service of Ukraine; normative acts of the state-migration service of Ukraine; Normative acts of territorial divisions of the state-migration service of Ukraine. 2. Publishing of legal acts of administration of an individual nature: procedural acts; Deport acts of internal and external direction. 3. Conclusion of administrative contracts (agreements). 4. Committing other legally significant action. 5. Providing administrative services (for example, issuance of a passport). 6. Organizational actions. 7.Material and technical operations. The most significant modern form of activity of the state-migration service of Ukraine regarding counteraction to the administrative offense of foreigners in Ukraine is the provision of administrative services. The latter can be defined as a result of the exercise of the authorities of officials of the state-migration service of Ukraine regarding the change or termination of the rights and / or duties of foreigners and stateless persons in accordance with the law on the application of the latter about the provision of such a service. Successful activity of the state-migration service of Ukraine regarding the counteraction to the administrative offense of foreigners directly depends on the integrated use of these forms of activity that require their further improvement and should be focused on the comprehensive observance of human rights and freedoms during their implementation.

The article considers the geographical dimension and the main problems of educational migration in Ukraine. The main problems of mass departure of Ukrainian citizens abroad are identified, since they are the most concerning. The analysis of manifestations of educational migration is carried out. It was found that in addition to the decrease in quality of education and the difficult socio-economic situation in the country, the strengthening of external educational migration is caused by the systemic policy of the countries of Europe, Russia and the United States to attract Ukrainians to study under various programs (scholarship, bachelor’s, master’s, doctoral, postdoctoral). The legal regulation of academic mobility in Ukraine as an institutional form of educational migration is studied, the dynamics of the migration movement of Ukrainian youth of the current population of the country is determined. The main trends of educational migration from Ukraine are analyzed, the list of the world countries that are the most popular among Ukrainian students is defined. Current trends and dynamics in changes in migration priorities of the youth Ukrainian population are considered. The popularity of the western vector of the migration movement among intellectual migrants is emphasized. The statistical analysis of regularities of migration processes in Ukraine and around the world is carried out. The main tendencies, factors and relevant institutions that determine directions and intensity of educational migration are identified. Recommendations for the State policy of Ukraine in this direction are offered. The causes and positive/negative consequences of educational migration for Ukrainian society in the future are summarized. The main components of the institutional environment as a technological basis for the management of educational processes migration in European countries are defined. The directions of the State regulation of educational migration in Ukraine in the interests of preservation and development of intellectual capital and ensuring competitive positions in the international market of educational services are formulated.

The article summarizes the current state and main trends of external migration of the population from Ukraine to the Republic of Poland, in particular in the aspect of labor migration. The political and legal regime of border crossing between countries is described. The characteristics of key economic and social parameters that determine the migration environment in the Ukraine – Poland system are given. Indicators of border crossing by Ukrainians to Poland, residence of Ukrainian citizens on the territory of Poland, their place in the gender structure of the population of this country, naturalization are given. The results of the analysis of tendency characteristics of external labor migration from Ukraine to the Republic of Poland in terms of the number of submitted applications and received permits for temporary stay and employment of Ukrainians in Poland are reflected. The specifics, as well as problematic aspects of external labor migration from Ukraine to Poland in the context of socio-economic development of countries, as well as European integration of Ukraine. The shortcomings of increasing labor migration from Ukraine to Poland, such as the rapid increase in the number of Ukrainian citizens living in Poland, including in the structure of foreigners, have been identified; increasing the number and increasing the dynamics of applications submitted and permits obtained for temporary stay of Ukrainians in Poland, especially for reasons of work and study; growing intentions of Ukrainians and increasing the number of permits obtained for the right to perform long-term work in Poland; further strengthening the attitudes and attitudes of Ukrainians regarding the intensification of their plans and intentions regarding the implementation of various forms of migration to Poland; increase in the number of naturalization practices of Ukrainian citizens by Poland, which is evidence of the growing threat not only of high migration rates, but also changes in citizenship by domestic migrants. The practical significance of the research results lies in the formation of information and analytical support for the formation and implementation of state policy regulating migration processes in the migration system Ukraine – EU to accelerate Ukraine’s European integration processes and realize the potential of socio-economic development. The scientific novelty of the study lies in the scientific approach to solving the problem of development and realization of migration potential in the Ukraine – EU system on the example of the recipient – the leader in attracting labor migrants from Ukraine – the Republic of Poland.

Abstract. This paper reports a study into the trends and patterns of the impact of external labor migration on the effectiveness of the functioning of Ukraine’s labor market, as well as defining those areas where migration processes could be coordinated in order to preserve the labor potential of this country. The scale and characteristics of the external labor migration in Ukraine have been considered. A tendency has been identified towards increasing the number of potential labor migrants among the population of Ukraine. The main destinations for migrant workers are the EU, primarily Poland, Italy, and the Czech Republic. It was found that the main labor migrants are men aged 30 to 49 with secondary and secondary specialized education, which indicates a significant outflow of «labor» from Ukraine. The main motives that encourage Ukrainians to work abroad have been determined. The main one has been investigated, related to the low level of wages in Ukraine, which is several times lower than the level of remuneration in the recipient countries. The positive and negative consequences of labor migration for Ukraine as a labor donor country have been given. Among the direct positive consequences, the main ones are the reduction of pressure on the labor market and the decrease in unemployment. Among the negative ones is the migration of the most active part of the labor force, the migration of young people and the most qualified specialists, which causes a shortage of labor in Ukraine’s labor market. The ways to improve the coordination of migration processes have been proposed, in order to preserve the labor potential of this country. The first is to improve the information support of the labor migration management process; the second is to promote economic growth and social development in Ukraine. The implementation of these measures could reduce the motivation for labor migration and provide conditions for the return of migrant workers. Abstract The article is devoted to the study of the problems of forced internal migration in Ukraine. Forced migration significantly affects the geography, structure and dynamics of the population of Ukraine and its regions, the level of development of productive forces in the regions, the state of the labor market and the socio-economic characteristics of living standards of different categories of the population. At present, migration processes in Ukraine are difficult to track, given that the last demographic census was conducted in 2001, and therefore it is difficult to establish the actual number of people in our country, and, accordingly, almost impossible to determine the number of internally displaced persons. According to the results of the study, the authors conclude that internally displaced persons (under current legislation) have the same rights and freedoms as other citizens of Ukraine permanently residing in Ukraine. However, in practice, internally displaced persons face restrictions on their rights and freedoms due to subjective factors. The basic rights that the state guarantees to internally displaced persons include: the right to employment, pensions, compulsory state social insurance, education, suffrage and economic rights. It is expedient to introduce tax benefits for enterprises founded by internally displaced persons, as well as to provide these benefits for enterprises that employ internally displaced persons.

This Article is devoted to the interdisciplinary research of Migration Policy and determination of Main Trends of its realization in Ukraine at the current stage. The Basic Steps of Migration Policy-making have been defined. We have also identified that the efficiency of migration policy is determined by degree of consideration of the factors of political, economic, social and demographic origin, as well as by the trends of international labor migration. On the basis of the study results, the main trends of implementation of Migration Policy in Ukraine have been identified: lack of system of collecting and analyzing the statistical information; low level of protection of rights and economic well-being of the employees; absence of any bilateral agreements with those countries where a large number of Ukrainian migrants have been located; significant volume of educational migration; impact of the military and political situation upon the situation with migration. Nowadays, migration processes are one of the key factors in formation of well-being and level of social and economic development of the countries. The global trend of decreasing population, in particular, due to the demographic crisis, push many countries to implement the related migration policy, in order to compensate the loss of labor resources by means of its substitution with the migrant workers. While analyzing the main trends of labor migration in Ukraine, we should underline that nowadays the labor outflow is extremely problematic within the country. The learning of Migration Policy has been realized from the point of view of the principles of historicist tradition, objectivity, complementarity and reasonability, those aspects related to the methodological basis for comprehensive analysis of the subject under study. Researching of Migration Policy in Ukraine was performed with analysis of historical, demographic, economic, social and legal aspects of development. Nowadays, educational migration has a strong influence on migration policy in the country, that’s why it’s needed to be studied deeply. The holistic approach to the problem exploration led to the conclusion that due to the increasing volume of international labor migration, which is closely inter-related with the processes of European integration, there is an increasing need to stipulate and implement the effective migration policy, in particular, in order to reduce the emigration losses for Ukraine and provide conditions for coming of the migrants back to their country.

The article presents analytical materials of the survey, which was aimed at identifying the migration sentiments of Ukrainian scientists, as well as recommendations for mitigating the impact of migration processes on the economy of Ukraine. The purpose of the study is to identify various factors influencing the migration intentions of Ukrainian scientists and to develop practical recommendations for leveling their negative effects. The article contains information on gender, age and professional characteristics of those scientists who intend to leave Ukraine. The key issue of the study is the expectations of Ukrainian scientists about the reality of employment in a foreign research institution or university. The attitude of respondents to migration in terms of their intentions to carry out scientific or educational activities is considered. The study found that some scientists are ready to leave Ukraine even if they carry out activities not related to science or education. In addition, the results of the research showed the scientists' plans to return to Ukraine after the visit for 1) scientific and educational purposes, 2) the purpose of employment in another field, 3) the purpose of permanent residence. The survey found that a significant proportion of respondents found it difficult to answer questions related to migration, indicating their intention to stay in the country. The study also contains information on the impact of mobility for educational or scientific purposes. Thus, the results of the survey indicate the presence of the impact of scientific mobility on the effectiveness of scientists. The analysis of the data allowed to formulate evidence based recommendations for the development of state migration policy, which would be aimed more at attracting talent from abroad. Therefore, research institutions, universities, R&D centers should work intensively in this direction. Moreover, local businesses may also be in demand for such staff. In this regard, it is recommended that universities and research institutions focus on finding such needs and formulate their staffing proposals. In order to increase the efficiency of mobility, free economic zones and research institutions should develop incentives and create conditions for the implementation of foreign experience in their organizations. In addition, the purpose of scientific mobility should be consistent with the development strategy of the institution that sends the scientist abroad for scientific or educational mobility.

The article presents factors influencing on the Ukrainian labor`s migration within conditions of European integration. We denoted the impact factors on migration processes in Ukraine within conditions of European integration. This analysis allows to work out measures for improving migration policy, and as a result � economical growth of the country. We defined the causes and effects. We traced the Ukrainian migration flows into the international economy. The impact factors of Ukrainian labor migration abroad within conditions of European integration in the current political and economic situation are the demographic situation, the unemployment rate, the rate of wages, migration policy, the political situation in Ukraine and in the world as well. We established the impact direction of each factor on the dynamics for the number of working migrators. So, in particular, the reduction and ageing of the population in the EU countries; the presence of hidden unemployment in Ukraine; the problems of youth employment after graduation; the excess of the EU countries� wages in 3-5 times over Ukraine`s wages; the absence of specific activity in Ukraine aimed at repatriation of Ukrainians, and, on the contrary, the presence of such activity in foreign countries; political instability in Ukraine are all factors that contribute increasing of Ukrainian migrants� number to the EU.

The article is devoted to the formation and evolution of migration policy of British governments at the present stage. It is noted that migration processes are one of the main features of globalization. It is also claimed that the UK has always attracted migrants from different parts of the world, especially from the post-colonial countries and Eastern Europe. As a migration project, it has always been characterized by a high standard of living and a high level of wages in the European Union. However, as a member of the European Community until 2019, Britain has always differed from its European partners in its autonomy and separateness, particularly in the field of immigration policy. The author analyzes the current migration laws passed by the British governments from 1990 to 2020. The active development of migration legislation began during the premiership of the conservative John Major (1990–1997). Therefore, the Conservative government has taken steps only in the direction of quota migration flows. It was determined that the basic purpose of the migration legislation of the United Kingdom was the governments’ ability to comprehensively address the migration problem as a threat to national security. It was officially recognized during the reign of Gordon Brown (2007–2010). It has been proven that the priorities in the UK’s migration policy have been the issues of restraining and controlling the flow of immigrants, in particular their consequences for immigrants from Ukraine. Special attention is paid to the migration component of the Labor government of Tony Blair (1997–2007) and the Conservative government of Theresa May (2016–2019) as the most loyal and hostile cabinet ministers on immigration. The competition between the party principles of controlled (Labor) and rigid (Conservative) migration under their rule has led to the adoption of new laws. In essence and content, they were designed to cope with the growing migration crisis in the country. The importance of the media and information propaganda in the reflection of immigration as a trend of British domestic policy and a key cause of Brexit (2016–2019) is emphasized.

The introduction highlights the relevance of the study of migration processes in Ukraine and outlines the problematic circle regarding its regulation. The concept of «migration» in the sciences of the humanitarian block is considered. It is revealed that the number of internally displaced persons has increased since the signing of the Association Agreement and the visa-free regime between Ukraine and the EU. Therefore, statistics on the register at the legislative level of IDPs are provided. Basic research and scholars dealing with this social topic are reviewed. Therefore, the purpose of the article was to outline the purpose of the article, namely to clarify a terminological problem between the concepts of refugees, displaced persons or IDPs.The main part states that the annexation of the Autonomous Republic of Crimea by the Russian Federation and the conflict in the Donbass have caused the mass relocation of people for the second time in Ukraine. For the first time, the state encountered this phenomenon during the Chernobyl disaster. A methodological toolkit for regulating the legal status of IDPs is considered. The differences between the concepts of refugees, displaced persons, IDPs are outlined.As a result, a “refugee” is a person who is not a citizen of Ukraine and, because of a well-founded fear of becoming a victim of persecution on grounds of race, religion, nationality, citizenship (nationality), independence of a particular social group or political beliefs outside the country of his / her nationality and may not enjoy the protection of this country, or does not wish to enjoy this protection because of such fears, or without citizenship (nationality) and being outside the country of his former permanent residence, may or may not return to her because of these concerns. «Internally displaced persons» are people or groups of people who have been forced to flee their homes to escape armed conflict, violence or mass human rights abuses. IDPs are persons or groups of persons within the country who have been forced to flee, or who have left their place of permanent residence as a result of or to avoid the effects of military conflict, mass violence, human rights violations, natural or man-made disasters, and who have not crossed the internationally recognized borders of the state.

Transformational processes in the global economy are due to strengthening the integration of national economies, increasing transnationalization, deepening internationalization of production and exchange, are accompanied by the activation of migration challenges. The purpose of the article is to examine and analyse the migration challenges, their development trends and the potential consequences for Ukraine’s and countries of Eastern Europe economic potential. To achieve the goal, the study focuses on the following tasks: to consider and analyse the main factors that have a direct impact on the socio-economic development of the country, such as the activation of international mobility of the Ukrainian people, armed conflict in eastern Ukraine, the introduction of a visa-free regime with the EU; to make a socio-economic analysis of migration processes in the countries of Eastern Europe; to consider and analyse the possible (potential) scenario of the development of the impact of migration challenges on the Ukrainian economy; to offer recommendations on mitigating the negative manifestations of the current migration challenges for Ukraine. Methodology. In the process of writing the article, methods of scientific abstraction, observation, synthesis of generalization were used to distinguish key socio-economic factors influencing migration challenges. The information and analytical base for the study of migratory challenges is the monographic works of foreign and domestic economists devoted to international migration, materials and analytical reports of international organizations dealing with migration (International Organization for Migration, International Labor Organization, United Nations Population and Development Commission, World Bank and others), regulatory and statistical data of the state authorities of Ukraine, results of scientific research of the Institute of Demography and Social Research after M. V. Ptukha NASU, Internet resources. The practical significance of the scientific research is to clarify the migration challenges, their development trends and potential implications for the economic potential of Ukraine on the basis of macroeconomic indicators; the likely economic consequences of the introduction of a visafree regime for the European Union for Ukraine and the projected tendencies of migration challenges as proposed scenarios, indicating developers and prospects for forecasting.

The aim of the article is to analyze the development of migration policy of the European Union, its main directions set out by the European Commission in the draft of new Pact on Migration and Asylum, and assess the impact of European approaches to migration management on migration of population of Ukraine. To achieve it, general scientific methods are used, such as systemic, comparative, structural-functional. The relevance of the study is due to the importance of migration of Ukrainians to the EU for the development of the country, as well as the need to implement the norms and principles of European legislation as a component of European integration of Ukraine. The novelty of the article is to identify current trends in EU migration policy and predict their impact on changes in the volume, direction and characteristics of migration of Ukrainians. It is concluded that the development of the channels of legal migration envisaged by the new Pact, primarily for skilled labor, and strengthening the fight against illegal migration, will encourage Ukrainians to move more orderly to European countries. This, of course, will help to improve working conditions of migrants, ensure their rights, but will increase the risks of turning part of temporary labor migration into permanent one and, consequently, further loss of labor and intellectual potential of the country. At the same time, the European Commission’s proposals to deepen cooperation in the field of migration with neighboring countries open up new opportunities for Ukraine to mitigate the negative effects of migration processes. In particular, it is time to raise once again the issue of concluding agreements with the countries of destination of la bor migrants from Ukraine on the joint use of labor and on social security of migrants. The possibility of support by European partners of programs of promoting the reintegration of returnees is worth discussing. The proposal for a “talent partnership” contains certain prospects for transforming the brain drain from Ukraine to their mutually beneficial circulation. The development of migration management in the EU should be taken into account in order to improve migration policy of Ukraine. In particular, the European experience of a differentiated approach to immigration, promoting the arrival of professionals, students and investors is noteworthy. In order to prevent illegal migration and shadow employment of foreigners, EU developments on procedures for admitting seasonal workers, obtaining a residence permit and permit for employment in one document can be used. European experience in improving the efficiency and timeframe of asylum procedures is also useful. Key words: migration policy, European Union, migration of the population of Ukraine.
