Abstract This article offers a sociological approach to the ongoing debate about the distinction between refugees and migrants. It adopts a life-course perspective on seeking refuge. Seeking refuge is embedded not only in the legal regimes of refugee protection, but also in other institutional frameworks governing the life-course. Exploring continuities between migrants and refugees allows for a better understanding of whether and under what preconditions the refugee category is applied by administrations and accessed by refugees themselves. With the help of case studies selected strategically from a larger sample of narrative interviews with university educated migrants to Germany, Turkey, and Canada, the article shows how the implementation and administration of the Geneva Refugee Convention in Germany is organized in a manner that often diverges from the empirical reality of fleeing from persecution and lack of protection. On this basis, a broader comparison with migrants in Turkey and Canada who could fall under the Geneva Refugee Convention, but who mostly refrain from claiming asylum, shows that those with better resources and socio-spatial autonomy can, if well informed, find alternative options for gaining protection rather than claiming refugee status. Whether migrants under duress see themselves as refugees and whether they claim asylum does not only result from the persecution they face but also from specificities of legal and administrative frameworks, as well as their position in global structural inequalities and it is related to divergent degrees of socio-spatial autonomy.

In this paper I explore two related questions: how does a particular site come to be perceived as sacred, and what is the impact of the destruction of something sacred when it occurs in a place of ‘refuge’? This study is situated on the island of New Guinea, in the experiences of West Papuan people from the Indonesian Province of Papua (formerly Irian Jaya), living as refugees across the international border in Papua New Guinea. The inquiry is grounded in two instances involving a refugee population in a place of refuge. The first instance involves the burning of a church built by a refugee congregation, and the second involves the large-scale occupation by a refugee population of another people’s land. A doubling effect is intended here. Forced migration can simultaneously render refugees vulnerable to the violence of others, and in the process of resettlement, refugees may have no real choice but to engage in actions that violate the land of others.

This study investigates the livelihood strategies employed by Afghan refugees residing in Pakistan. These refugees were forced to take refuge in Pakistan after Soviet Union invaded Afghanistan in 1978. Three decades after their migration, and after repeated Pakistani government attempts to resettle them in Afghanistan, scores of Afghan refugees still reside in Pakistan. This paper discusses the evolving relationship between Afghanistan and Pakistan over the years and their respective implications. Researching the various livelihood strategies that Afghan refugees pursued their impact on the Pakistani labor market is discussed. By means of taking a case study of an Afghan refugee woman, this study concludes that there exists a gender dimension in Afghan refugee population. In doing so two developmental concerns are identified i) development projects focused on refugee assistance in Afghanistan and Pakistan ignore the development concerns of the women population ii) countries that provide refuge to victims of war are exposed to a new set of development challenges in addition to their already burdened economy. This paper furthers the academic debate on achieving the development challenge of attaining a stable South Asia, in light of the AfPak strategy initiated by President Obama in 2010, and reflects on potential areas for policy making for Pakistan, Afghanistan and the United States.

Abstract The Rohingya community in Myanmar has been the subject of persecution and violent attacks that have forced them to flee the country and to take refuge in neighbouring Bangladesh several times in history. The latest wave of conflict-led displacement in August 2017 forced nearly a million Rohingya ethnic minorities to take refuge in Bangladesh. However, this time, a small number of Hindu Rohingya refugees also arrived in the refugee camps of Bangladesh. As they are small in number and considered insignificant by the international community, the attention on them has long been minimal. This study constitutes an exploratory research endeavour using qualitative research methodologies. It aims to reveal the main reasons behind their exodus, migration journey and refugee life in Bangladesh.

This article embarks on a critical analysis of the application of articles 1F and 31 of the Refugee Convention in a mixed migration setting in Africa. It exposes the problem of mixed migration and how it affects refugees and offers a brief history and scope and purpose of these articles. This study argues that article 1F(b) is ambiguous and inadequate, and that it provides room for adjudicators to exclude certain migrants from refugee status. On the other hand, owing to vagueness in these articles, refugees can be penalised, criminalised and detained for possible extradition and repatriation. Additionally, refugees who enter countries of refuge amidst other migrants may find it difficult to report to an appropriate centre to apply for refugee status. Thus, they are not able to comply with article 31 of the Refugee Convention. Therefore, the author recommends the amendment of both articles 1F and 31 of the Refugee Convention to eliminate problematic ambiguities.

Adicionalmente, se analiza el contexto de políticas migratorias mexicanas y estadounidenses que fomentan el asentamiento de los migrantes en territorio mexicano.Abstract: The objective of this work is to analyze the statistical sources that allow an approximation to the phenomenon of migrant and refugee settlement in Mexico relating to the selection of this country as an end destination and as a place where to request refuge or any other type of international protection, explaining its scope and limitations. AbstractThis essay identifies and explores an underappreciated win-win policy option that has the potential to address both the needs of refugees for resettlement and the labor demand of destination countries. Building upon provisions of the Model International Mobility Convention—a model convention endorsed by dozens of leading migration and refugee experts—and a program pioneered by Talent Beyond Boundaries, we explore how to scale up valuable measures for identifying job opportunities that can resettle refugees from asylum countries to destination countries. The latter can benefit from the labor of refugees and thereby offer long-term refuge for populations in desperate need of resettlement.

This article examines the migration-asylum nexus in the microcosm of Kakuma Refugee Camp in Kenya by focusing on refugees and asylum seekers who move onward from a first refuge, in Central-East Africa. By drawing on qualitative ethnographic field research in Kakuma, the article outlines how such “secondary movements” cause many anxieties, as the distinction between refugees and migrants is blurred by motivations that are not exclusively protection related. Based on a Foucauldian analysis of power and discourse, we argue that this creates a contested social and semantic space wherein all actors struggle to uphold the rigid distinction. Additionally, by combining the strengths of migration studies’ consideration for policy categories and mobility studies’ holistic perspective toward migration, the article aims to further deepen academic interaction between two literature traditions in order to enhance our understanding of how mobility is “shaped” and “lived” by people in wartime situations.

Abstract This article pursues a longue durée study of the US refugee to resettle, in necessary and generative ways, contemporary interest in the refugee as representative of a current “global crisis” and as inherently tied to the unique violence of the twentieth and twenty-first centuries. It argues that the twentieth century is not the only thinkable or relevant period for a refugee literary history. The colonial construction of “asylum,” the word we refer today as a legal source of political protection for refugees, was in earlier times intertwined with the development of an exclusionary migration regime, vestiges of which continue to govern the reception of migrants today. The very idea of asylum, despite becoming a legal fixture of human rights law in the twentieth century, was never meant to be expansive in the US. How we make sense of this disjuncture is a serious project for literary scholarship invested in refugees and migration. The limbo that many contemporary refugees find themselves in today, in detention camps and other make-shift shelters, is tied to the US’s early fictional conception of itself as a refuge for white European foreigners.

Al Jazeera’s August 2015 editorial decision to substitute ‘refugee’ for ‘economic migrant’ in its coverage of ‘the Mediterranean Migration Crisis’ provides an opportunity to re-frame the relationship between the politics of race, immigration and media representations of refugees. Situating the broadcaster’s publicly announced rationale for the decision within a critique of the migrant–refugee dichotomy enforced by European public policy, this article, first, demonstrates that the policy couplet mobilizes oppositional yet interdependent identities. The discursive distancing of ‘migrant’ from ‘refugee’ in news content does not dislodge their mutually reinforcing power to define the parameters of ‘inclusion’. Second, the article examines how the policy onus placed on refugees to justify their claim as ‘victims’ reproduces racialized codes of belonging that perpetuate the denial of autonomy. Persons seeking refuge in Europe must sustain an identity of ‘non-threatening victim’ if they are to gain recognition in a securitized culture of (mis)trust. Al Jazeera’s intervention strengthens the media representation of refugees as human beings without choice; yet, the broadcaster’s decision to ‘give voice’ by ‘challenging racism’ does not break the European political consensus on immigration and asylum that positions ‘non-Western’ peoples as victim/pariah, to be ‘saved’ and ‘suspected’. The media–policy–migration nexus ensures that refugee exclusion is always possible.

The Hungarian Revolution of 1956 exerted a deep influence on the international communist movement and greatly affected the political and economic outlook in Hungary. A less well-known legacy of the uprising is what may be called the refugee experience, a momentous chapter in the history of human migration and resettlement. An examination of this experience reveals that the appearance of the Hungarian refugees in Western Europe and the New World greatly changed the development of Hungarian ethnic communities already in existence there, and that the refugees’ presence in the West continues to have lasting influence on relations between Hungary and the West.In the past, Hungary has been both a source of refugees and a refuge for them. Many times in her history has she offered refuge to persecuted minorities and fugitives driven out of their own countries by war or other calamities. She has also sent her own refugees to the four corners of the world, after such events as the Rákóczi Uprising of the early eighteenth century, the War of Independece of 1848-49, the revolutions of 1918-19, and the Second World War.

This study was created due to the need to predict the migration flows of refugees from Ukraine to the EU in the absence of official data. We present a descriptive analysis of Big Data sources, which are helpful in determining, as well as for estimating and forecasting refuge emigration flows from Ukraine and help crisis managers. The objective of this study was to test the usefulness of Big Data and Google Trends (GT) indexes to predict further forced migration from Ukraine to the EU (mainly to Germany). The primary methodological concept of our approach is to monitor the digital trace of Internet searches in Ukrainian, Russian and English with the GT analytical tool. The control mechanism for testing this sort of Big Data was performed by comparing those insights with the official databases from UNHCR and national governments, which were available two months later. All tested migration-related search queries (20) about emigration planning from Ukraine show a positive linear association between the Google index and data from official UNHCR statistics; R2 = 0.1211 for searches in Russian and R2 = 0.1831 for searches in Ukrainian. Increase in migration-related search activities in Ukraine, such as “граница” (Rus. border), кордону (Ukr. border); “Польща” (Poland); “Германия” (Rus. Germany), “Німеччина” (Ukr. Germany) and “Угорщина” and “Венгрия” (Hungary) correlate strongly with officially UNHCR data for externally displaced persons from Ukraine. The results show that one-fourth of all refugees will cross into Germany. According to Big Data insights, the estimated number of expected refugees until July 2022 is 5.9 Million refugees and mid-2023 Germany can expect 1.5 million Ukrainian refugees. Abstract Margit Osterloh and Bruno S. Frey have introduced a novel, and potentially powerful, vision of migration rights, on which European states might respond to the current crisis of migration by conditioning admission on the payment of an entry fee. In this comment, I raise a worry about the morality of a world governed by such a principle. While Osterloh and Frey foresee a world in which migration is made more sustainable, with benefits for all stakeholders as a result, I am worried their program would lead to a lessening of support for the moral principles that gave rise to the 1951 Convention Relating to the Status of Refugees. This Convention, I argue, ought to be preserved as a public statement of the principle that wealthy states have an obligation to bear some costs in the defense of human rights; Osterloh and Frey, I argue, might be undermining support for those moral principleswe currently have the most need to reinforce. Nevertheless, I argue that under emergency circumstances we might have a need for experimentation and political innovation, even if we are confident that what they produce will necessarily involve some degree of political wrongdoing; we might, in short, have a reason to try out proposals of the sort Osterloh and Frey defend, even if the moral worries I defend here are correct.

The materiality of forced migration and resettlement have understandably moved to the forefront of archaeological research recently, although data from prehistoric refugia remain limited. One potentially informative example is the west Mediterranean island of Sardinia, where remains of the later third millennium BC document discontinuities associated with the appearance of Bell Beaker elements in local cultural modalities. Employing an augmented version of Aaron Burke’s ethnographically based approach, this study examines the Sardinian record, first toward identifying the contexts and factors that may have induced forced migration, such as agonistic relations with Beaker-bearing entities, then toward identifying likely refugia. Diagnostic correlates are derived in terms of the material consequences of adaptations to anthropologically documented risks encountered by refugees (e.g. landlessness, homelessness, marginalization). On these criteria, the eastern Sardinian settlement of Sa Sedda de Biriai in Oliena is identified and investigated as a possible refuge settlement of the Monte Claro culture. Evidence is marshalled with the aim of discovering temporal, spatial and material patterns consistent with Burke’s model in an augmented form, emphasizing non-local source venues, homelands or pre-flight affiliations, pre-flight or transitional objects, post-flight/refuge integrative expressions, security-adapted house architecture, residential enclaves or districts and removals of iconic pre-flight cult spaces. The social identity of the bearers of Beaker material culture on Sardinia is discussed briefly.

In 2016, in the midst of the so-called ‘refugee crisis’, the author was asked to give the keynote speech from the Christian perspective at the 44th International Conference for inter-religious dialogue amongst Jews, Christians and Muslims (JCM). This article is the edited version of this lecture. Due to the conference’s framework, the article is predominantly based on personal experiences and expertise of the author. It outlines causes for people who seek refuge, raises questions about how this whole issue is being dealt with, and mainly engages with the topic of representation and perception of the situation and its challenges and consequences. At a time in which people leaving their home, be it voluntary or forced, is at an all-time high and seems to be becoming a common act, the author concludes that we need to reinterpret our understanding of these movements in order to share a peaceful and just life in community.

Abstract Increases in displacement and forced migration is an enduring feature of many countries. Resettlement is a policy response to displacement, that relocates refugees from a country of asylum to a safe third country. Canada’s Private Sponsorship of Refugees Program is noteworthy. It allows non-profit organizations and volunteer groups to support newcomers during their first year in Canada and has especially aided resettlement of Syrian refugees on an international scale. We take a critical look at this programme by focusing on the social implications of private sponsorship and Syrian newcomers’ experiences of resettlement. We view private sponsorship initiatives as furthering processes that privatise decision-making, identify specific sponsorship groups as objects of policy, and transfer public authority to private citizens and non-profit organizations to encourage refugee resettlement. We argue that the privatising processes defining private sponsorship are further complicated within localised settings. Based on scholarly, policy, and programme documents, and extensive semi-structured interviews with Syrian newcomers in southern Ontario, Canada, we illuminate what we call “localising the privatisation of refuge,” which calls attention to the various networks, activities and relations of power that define and shape the local, and the processes and experiences of refuge that take place within.

AbstractThis special issue of the journal, which is part of a global research initiative on psychology and poverty reduction, focuses specifically on the experiences of refugees and asylum seekers. Application of contemporary constructions of relative poverty and social exclusion to understanding asylum and humanitarian refuge emphasises the relative financial and social disadvantages experienced by many of these forced migrants, which may lead subsequently to them having negative experiences of resettlement and poor mental health and overall wellbeing. We argue that governments need to be cognisant of the poverty pitfalls of forced migration and to examine carefully their policies on social inclusion to ensure that current and future humanitarian and climate change refugees arriving on their shores are not forced into relative poverty.

Abstract Most discourse related to refugees has been and continues to be related to humanitarian issues. Yet, humanitarianism as a theoretical framing is no longer sufficient for understanding refugee-fuelled migration. The politics of such migration currently dominate policy discourse and Hong Kong is no exception. Asylum seekers continue to seek refuge in a city that neither wants them, nor is sympathetic towards them. The study reported here seeks to understand this context from the point of view of asylum seekers and their supporters in the community and offers an alternative theoretical framework that reflects Hong Kong asylum seekers’ experiences. A qualitative methodology was employed to understand the contexts and asylum seeker experiences. Results indicated that extraordinary institutional pressure is exerted on asylum seekers who cannot settle in Hong Kong but who, in the meantime, are forced to rely on inadequate social protection to survive.

Presently, the extent of waterfowl use that Refuges receive and the contribution of Refuges to waterfowl populations (i.e., the proportion of the Central Flyway population registered at each Refuge) remain unassessed. Such an evaluation would help determine to what extent Refuges support waterfowl relative to stated targets, aid in identifying species requiring management attention, inform management targets, and improve fiscal efficiencies. Using historic monitoring data (1954–2008), we performed this assessment for 23 Refuges in Texas, New Mexico, Oklahoma, Kansas, and Nebraska during migration and wintering months (October–March). We examined six dabbling ducks and two diving ducks, plus all dabbling ducks and all diving ducks across two periods (long-term [all data] and short-term [last 10 October–March periods]). Individual Refuge use was represented by the sum of monthly duck count averages for October–March. We used two indices of Refuge contribution: peak contribution and January contribution. Peak contribution was the highest monthly count average for each October–March period divided by the indexed population total for the Central Flyway in the corresponding year; January contribution used the January count average divided by the corresponding population index. Generally, Refuges in Kansas, Nebraska, and New Mexico recorded most use and contribution for mallards Anas platyrhynchos. Refuges along the Texas Gulf Coast recorded most use and contribution for other dabbling ducks, with Laguna Atascosa and Aransas (including Matagorda Island) recording most use for diving ducks. The long-term total January contribution of the assessed Refuges to ducks wintering in the Central Flyway was greatest for green-winged teal Anas crecca with 35%; 12–15% for American wigeon Mareca americana, gadwall Mareca strepera, and northern pintail Anas acuta; and 7–8% for mallard and mottled duck Anas fulvigula. Results indicated that the reliance on the National Wildlife Refuge System decreased for these ducks, with evidence suggesting that, for several species, the assessed Refuges may be operating at carrying capacity. Future analyses could be more detailed and informative were Refuges to implement a single consistent survey methodology that incorporated estimations of detection bias in the survey process, while concomitantly recording habitat metrics on and neighboring each Refuge.

AbstractForced migration has many causes and takes many forms. People leave because of persecution, human rights violations, repression, conflict, natural and human-made disasters, and environmental hazards. Through most of the 20th century, international protection was focused—if at all—on persons who had crossed international borders in seek of refuge from war and persecution. This article asks if the responsibility to protect concept—applied heretofore to persons displaced by conflict and repression—could usefully provide a framework for determining who among the broader category of forced migrants should be of concern to the international community. It sets out criteria under which the refugee regime would appropriately be the mechanism through which the international community would respond to these new displacements. I argue that the UN High Commissioner for Refugees has evolved to protect persons whose own governments cannot or will not provide such protection. Other UN and international agencies, such as the International Organization for Migration, have a demonstrated capacity to provide assistance to persons displaced by natural disasters and environmental hazards, but only UNHCR has a history of providing protection to displaced populations.To the extent that States are unwilling to protect their own citizens who are displaced from these causes, the refugee regime would legitimately have a role to play in advocating for and, when possible, assisting and protecting these forced migrants.

Abstract The history of the Huguenot Refuge in the Dutch Republic has often been written from a strictly national and confessional perspective, with little attention paid to the connections between French Protestants and other religious communities. In recent years, however, scholars from fields other than religious history have begun to explore the impact of the Huguenot Refuge, while historians of migration have compared the Huguenots to other minorities. Building on these new directions, this special issue seeks to move beyond the traditional boundaries of scholarship on the Dutch Refuge. Focusing on untapped archival sources, the relations between the Huguenots and other religious communities, as well as transnational networks of conflict and solidarity, the articles gathered here propose a more systemic approach towards the Huguenot Refuge in the Dutch Republic.

The present study aims at mapping how the situation of refuge and migration is represented metaphorically in the Brazilian online media. From the data collected, we will establish comparisons between the representations that were found. An approach that contemplates the frame study employed in the media allows us to observe that verbal and nonverbal resources, metaphorical sentences and lexical items are constituted into discursive ​frames. ​We intend to discuss how the migrant and the refugee are represented in the Brazilian online media. Some questions we will investigate are: What are the discourses on the reception of refugees and migrants? Which discourses on the integration of refugees and migrants are broadcasted? From these questions, we will examine how such categories compose the image of the migrant and the refugee. The corpus used was based on the news of the online newspaper ​Folha de São Paulo from June, 2015, seen as it was in this month that the so called “refugee crisis” occurred in Europe. The gathering and analysis were done with the help of two free softwares: Notepad++, that allows the user to save texts in ​txt format, and Antconc, that enables the analysis of several txt files through tools that are used in Corpus Linguistics. The concordance lines obtained by inserting a word of choice in AntConc’s concordancer were then analyzed manually through Cameron’s (2010) Metaphor-led Discourse Analysis. A larger objective will be to identify which metaphorical ​frames are used in the migrant’s and refugee’s media representation and what are their social implications. Such frames contribute to organize and potentialize the discourse about the ​ ​Other ​ ​(BRUNO, ​ ​2016).

AbstractThis qualitative study highlights the experiences of ten Serbian refugees who migrated to South Australia from former Yugoslavia as a result of the Balkan conflicts of the 1990s. Multiple semi-structured interviews were employed to examine participants' experiences before, during and after the conflicts. Eight stages of the refugee journey were identified: prewar peaceful co-existence, outbreak of war, fleeing towards refuge in Serbian-held territory, realisation that the pre-war life cannot be regained, dissatisfaction with the family's transition situation, decision and application to emigrate, migration and resettlement in Australia, and adaptation to life in Australia. A number of factors were found to influence each stage of the refugee journey (e.g., social, practical and health challenges, age, and negative Serbian stereotypes). From these findings, three adaptation patterns — active integration, passive integration, and segregation — were identified as specific to the participants in the current study.

Mass migration and people seeking political refuge are critical social issues facing Latin America. Ecuador has the largest population of recognized refugees in the region. Youths from a migration background have an increased risk of becoming NEET (Young people not in employment, education, or training). Such youths struggle more with mental health problems than non-NEET peers. Being a refugee, NEET further increases the risk of having mental health problems and may be linked to lower cognitive functioning, which could maintain exclusion and unemployment. This intervention study was performed with a group of young people of different nationalities who were refugees or belonged to other vulnerable groups attending a six-week employability-support intervention in Ecuador. In order to assess the impact of the intervention, a range of measures of executive cognitive function, mental health, and the potential for positive change were used. We found that post-intervention, the group reported significantly less psychological distress and better self-esteem, self-efficacy, and cognitive response inhibition than before the intervention. We conclude that multicomponent interventions may effectively improve the psychological functioning of vulnerable NEET groups in the Latin American context.

AbstractDrawing on ethnographic research conducted in Djibouti's Markazi camp for refugees from Yemen between 2016 and 2018, this article examines the complex motivating factors that drove a subset of Yemenis to seek refuge in the Horn of Africa. Although the primary reason for their flight to the Horn of Africa was the ongoing war, a secondary but not inconsequential driver of many of these Yemeni refugees’ current displacement was their family histories of transnational migrations and interethnic marriages. This article argues that, for this group, it was their “mixed” (muwallad) Arab and African parentage and resulting alienation in Yemen that made their flight imaginable—and, in their view, imperative. Although “mixed motive migration” is not unusual, this example underscores how spatial and social (im)mobilities in Yemen and the Horn of Africa region have been co-constituted across generations. More importantly, it has critical implications for the recently adopted Global Compact on Refugees, which promotes (among other solutions) the “local integration” of refugees in their proximate host societies.

PurposeIn the field of forced migration and mental health research, longitudinal studies with large sample sizes and rigorous methodology are lacking. Therefore, the Resettlement in Uprooted Groups Explored (REFUGE)-study was initiated in order to enhance current knowledge on mental health, quality of life and integration among adult refugees from Syria resettled in Norway. The main aims of the study are to investigate risk and protective factors for mental ill health in a longitudinal perspective; to trace mental health trajectories and investigate important modifiers of these trajectories and to explore the association between mental health and integration in the years following resettlement. The aims will be pursued by combining data from a longitudinal, three-wave questionnaire survey with data from population-based registries on education; work participation and sick-leave; healthcare utilisation and drug prescription. The goal is to incorporate the data in an internationally shared database, the REFUGE-database, where collaborating researchers may access and use data from the study as well as deposit data from similar studies.ParticipantsAdult (≥18 years), Syrian citizens who arrived in Norway as quota refugees, asylum seekers or through Norway’s family reunion programme between 1 January 2015 and 31 December 2017. Of the initial 9990 sampled individuals for the first wave of the study (REFUGE-I), 8752 were reached by post or telephone and 902 responded (response rate=10.3%).Findings to dateNone published.Future plansThe REFUGE-cohort study will conduct two additional data collections (2020 and 2021). Continuous human rights persecutions have forced nearly one million Rohingyas to flee from Myanmar and seek refuge in Bangladesh. While their forced migration to the first asylum country of Bangladesh is inevitable, some have been compelled to move onward to other transit countries. Existing studies indicate various factors influencing cross-border activities among different segments of immigrants. They also suggest that the degree of transnationalism affects different kind of people on the move, subsequently brings about unique consequences to receiving community. In this study, we aim to determine factors contributing to the onward movement of Rohingyas from their refugee camps in Cox’s Bazar, Bangladesh to Malaysia. We utilize the broader concept of transnationalism in order to gauge the Rohingyas’ perception and the realities they face in relation to their onward movement from Bangladesh to Malaysia. This study employed three methods of data collection namely a survey, an in-depth interview and a focus group discussion in engaging the Rohingyas in Klang Valley, Malaysia. Resulting from a two-part of data collection conducted in 2013 and 2016, we found that the onward movement of Rohingyas was mostly driven by poverty, unconducive livelihood experiences, limited access to humanitarian aid, and inadequate refugee protection in Bangladesh. Meanwhile, positive Rohingyas’ perception toward Malaysia, coupled with the availability of job opportunities have attracted them to choose Malaysia as the next asylum country. While this study enriches the existing literatures on transnationalism and onward movement of refugees, it also provides empirical evidences for humanitarian assistances in Bangladesh and Malaysia. Latin American interregional migration has increased dramatically in the past two decades. One of the countries contributing to the growth of these flows is Brazil, whose participation was consolidated due to international factors, its reception and its legal labor policies. Despite this, the relationship between migration, development and remittances remains poorly studied by Brazilian scholars. The discussion presented here focuses on a circumscribed analysis of refugees who had been legally recognized by the Brazilian State by the end of 2018. Thanks to research data on 487 refugees living in Brazil by then, it was possible to analyze their life conditions, the value and regularity of remittances received and/or sent, among other aspects. The results showed that low wages did not prevent refugees, for the most part, from sending remittances abroad nor, for some, from receiving it. Despite its low value, its regularity seems to keep alive the networks and dependency relations between those who migrate and those who remain in the origin countries.

AbstractThis essay reads Euripides's Medea, the tragedy of filicide, as a critical investigation into the making of a refugee. Alongside the common claim that the drama depicting a wife murdering her children to punish an unfaithful husband is about gender inequity, I draw out another dimension: that the text's exploration of women's subordination doubles as a rendering of refuge seeking. Euripides introduces Medea as a phugas, the term for a person exiled, on the run, displaced, vulnerable, and in need of refuge. I adopt the phugas as a lens for interpreting the tragedy and generating enduring insights into dynamics of “forced” migration. Taking this political predicament as the organizing question of the text enables us to understand how dislocation from the gender-structured family can produce physical displacement and a need for asylum while casting the political meaning of Medea's kin violence in a new light.

After the Cromwellian conquest of Ireland, hundreds of Catholic priests and religious were forced into exile on the Continent, with many seeking refuge in France, Spain and the Spanish Low Countries. For some, refuge was temporary while awaiting political developments and toleration in the home country; for others, it was permanent. The sheer numbers involved – in the hundreds (see below) – mark this as a new phenomenon in the migration of Irish Catholics to France. Although large numbers of Irish soldiers arrived there in the late 1630s and again from 1651 onwards, as Ireland was cleared of regiments connected with the Confederation of Kilkenny, the volume of priests and seminarians migrating to France had hitherto been on a much smaller scale than that of the military.

Abstract The church is often considered a haven and a sanctuary. In the case of a group of undocumented and asylum-seeking Afghans in Brussels, a church was literally a place of refuge. This article explores the home-making practices of Afghan immigrants who were given sanctuary in a Brussels church and who made the church their living space. They slept, ate, socialised, and organised political activities in the church, while also appropriating nearby public spaces to serve various functions in their lives. Home is an increasingly important concept in migration studies, and this article explores home-making through an investigation of what may be lacking in the notion of sanctuary. In this article, home is treated as a series of connections, including connections to people, cultures, places and objects. These connections serve as a way to explore whether the Afghans made the church and surrounding urban space into a home or why they remained homeless despite the proffered sanctuary.

The number of refugees and migrants arriving by sea in Europe is on the rise. According to unhcr, more than one million refugees and migrants arrived in Europe by sea in 2015, whereas more than 3700 people lost their lives while trying to reach the European shores. As a response to the migration crisis, the eu has adopted a number of policies as proposed by the European Commission in the Ten point Action Plan on Migration and the European Agenda on Migration. This was followed by adoption of the second implementation package of the Agenda and initiation of eu-Turkey Joint Action Plan on migration management. In the light of the increasing number of refugees and migrants arriving in Europe by sea, this article examines the policies adopted by the eu in 2015 to cope with the migration crisis in Europe, whether the Council Directive 2001/55/ec of 20 July 2001 on Minimum Standards for Giving Temporary Protection (Temporary Protection Directive) can be implemented to cope with the arrival of the mixed flows and the reason why this Directive can play a key role in solving the migration crisis. Through evaluation of these issues, this article argues that the Temporary Protection Directive should be part of the eu response to the migration crisis as it would provide crucial benefits to both Member States as well as persons seeking refuge in the eu.

Globally, migration phenologies of numerous avian species have shifted over the past half-century. Despite North American waterfowl being well researched, published data on shifts in waterfowl migration phenologies remain scarce. Understanding shifts in waterfowl migration phenologies along with potential drivers is critical for guiding future conservation efforts. Therefore, we utilized historical (1955–2008) nonbreeding waterfowl survey data collected at 21 National Wildlife Refuges in the mid- to lower portion of the Central Flyway to summarize changes in spring and autumn migration phenology. We examined changes in the timing of peak abundance from survey data at monthly intervals for each refuge and species (or species group; n = 22) by year and site-specific temperature for spring (Jan–Mar) and autumn (Oct–Dec) migration periods. For spring (n = 187) and autumn (n = 194) data sets, 13% and 9% exhibited statistically significant changes in the timing of peak migration across years, respectively, while the corresponding numbers for increasing temperatures were 4% and 9%. During spring migration, ≥80% of significant changes in the timing of spring peak indicated advancements, while 67% of significant changes in autumn peak timing indicated delays both across years and with increasing temperatures. Four refuges showed a consistent pattern across species of advancing spring migration peaks over time. Advancements in spring peak across years became proportionally less common among species with increasing latitude, while delays in autumn peak with increasing temperature became proportionally more common. Our study represents the first comprehensive summary of changes in spring and autumn migration phenology for Central Flyway waterfowl and demonstrates significant phenological changes during the latter part of the twentieth century.

Premature migration is a key component of the biocomplexity of anadromous fishes, yet remains poorly understood. Many Atlantic salmon (Salmo salar) populations leave the ocean in spring, months prior to spawning, though this curtails feeding in productive marine environments. We hypothesized that habitat features encourage the evolution of this trait by providing fish with physical and thermal refuge during their long freshwater holding period. We document substantial variation in Atlantic salmon return-migration timing across 70 Irish rivers using 8 years of angling data, validated with electronic-counter data from 23 of the rivers. A higher frequency of spring migrating salmon was observed in rivers with accessible lakes and larger rivers in general. Spring migration may have evolved in rivers with suitable holding habitat as a strategy to minimize cumulative marine mortality, which is traded off against additional marine feeding. More research on this neglected topic is needed, given the value of large spring migrating Atlantic salmon to anglers, ongoing declines in their abundance in Ireland and elsewhere, and the widespread occurrence of premature migration in salmonids generally.

ABSTRACT In a particular region within western Amazonia, Amazonian manatees (Trichechus inunguis) live in a floodplain environment that becomes inhospitable for them during the annual low-water season. To flee from it, they undergo a dangerous migration to a refuge while water levels are dropping fast. Our aim was to better understand the role of depth variation in this migratory process. We analyzed the sole tracking data on wild manatees (n=10 males), 30 years of Landsat images, a 14-year hydrograph and a 3-D bathymetric model. Migratory routes contained shallower segments, here called 'migratory bottlenecks', which dried out at the end of most lowering-water seasons, blocking the passage to the refuge. Manatees began migrating just in time to traverse the bottlenecks furthest away, suggesting they fine-tuned their departure so as to maximize time within the foraging home range without compromising safety. They apparently achieved this by estimating depth at the bottlenecks. Moreover, a bottleneck was created in >15 years, illustrating the environment's dynamism and the challenge this imposes upon manatees. Our results are probably generalizable to most of the species' range. We contend manatees possess an updatable cognitive map of their environment and are behaviorally plastic. Current dam-building plans, if implemented, would create more bottlenecks and make flooding less predictable, increasing manatee mortality from unsuccessful migrations. It would also partition the species into small populations, each prone to short-term extinction. The natural outcome would be the second species-level collapse. Economic growth should not come at the expense of the extinction of the iconic manatee.

Thinking through Henri Bergson's lines of ascent and descent, this article looks at migration and seeking refuge. It makes links between the colonization of New South Wales, Australia, and its people in the late 1700s, and the treatment of present-day refugees caught indefinitely in Australian offshore detention centers. It draws on stories of the author's own territorialization as a child and seeks new ways of understanding encounters with difference, and movement across borders.

Since the mid-1980s, generations of displaced people have sought refuge in the ramshackle buildings that were once the Gaza-Ramallah Hospital, a multi-story hospital complex built by the Palestinian Liberation Organization (plo). Damaged during the civil war, today the buildings blend in with the run-down Sabra-Shatila neighbourhood in Beirut’s “misery belt.” This paper charts the buildings’ history and main characters: the lodgers, landlords, and gatekeepers who respectively lease, rent, and control the dilapidated buildings’ dark corridors, cramped flats, and garbage-strewn stairways. The multi-story buildings are examples of emergency urbanism whereby displaced people seek refuge in cities, and their story can be read as a vertical migration history of people escaping conflict, displacement, and destitution. Examining the buildings as archives of spatial and political histories provides a genealogy of displacement and emplacement that can inform the study of emergency urbanism and point to solutions in cities for refugees lacking access to affordable housing.

This article analyses the digital governmentality of the city of refuge. It shows how digital infrastructures support refugees’ new life in the European city, while also normalizing the conditionality of their recognition as humans and as citizens-in-the-making. Research in Athens, Berlin, and London revealed the city as a vital but fierce space for refugees to claim, and sometimes find recognition that the nation often denies. A multimethod qualitative study with refugees and civil society actors at the aftermath of Europe’s “migration crisis” recorded urban cultures of hope for cities that are hospitable and open. Yet, it also recorded conditional welcoming that sets strict requirements for newcomers’ recognition as more than a category of external Others that need to prove their “right to have rights.” As shown, a digital order requires a performed refugeeness as precondition for recognition: that is, a swift move from abject vulnerability to resilient individualism.

We assessed the migratory pathways, migration chronology, and breeding ground affiliation of Canada Geese (Branta canadensis interior) that winter in and adjacent to the Santee National Wildlife Refuge in Summerton, South Carolina, United States. Satellite transmitters were fitted to eight Canada Geese at Santee National Wildlife Refuge during the winter of 2009–2010. Canada Geese departed Santee National Wildlife Refuge between 5 and 7 March 2010. Six Canada Geese followed a route that included stopovers in northeastern North Carolina and western New York, with three of those birds completing spring migration to breeding grounds associated with the Atlantic Population (AP). The mean distance between stopover sites along this route was 417 km, the mean total migration distance was 2838 km, and the Canada Geese arrived on AP breeding grounds on the eastern shore of Hudson Bay between 20 and 24 May 2010. Two Canada Geese followed a different route from that described above, with stopovers in northeastern Ohio, prior to arriving on the breeding grounds on 9 June 2010. Mean distance between stopover sites was 402 and 365 km for these two birds, and total migration distance was 4020 and 3650 km. These data represent the first efforts to track migratory Canada Geese from the southernmost extent of their current wintering range in the Atlantic Flyway. We did not track any Canada Geese to breeding grounds associated with the Southern James Bay Population. Caution should be used in the interpretation of this finding, however, because of the small sample size. We demonstrated that migratory Canada Geese wintering in South Carolina use at least two migratory pathways and that an affiliation with the Atlantic Population breeding ground exists.

Stripped of Myanmarese citizenship in 1982 and persecuted for three decades, stateless Rohingya have long found precarious refuge in neighbouring Bangladesh. This study explores the framing of the Rohingya in Bangladesh’s largest circulating English language newspaper The Daily Star, to examine how one of the nation’s most prominent newspapers of record framed refugee migration into the country. Analysing two distinct random samples of news stories published on The Daily Star website between 1 December 2011– 31 November 2012 and 1 August 2017–31 October 2017, this article argues that The Daily Star’s press identity, defined though a nationalist frame, failed to successfully deliver human rights-based journalism though a globalist Fourth Estate imperative.

Migration can be described as a movement of people from the location they are in to elsewhere due to economic, social, political, and cultural reasons. Turkey is in a position that both allows immigrants and creates an area of transition for immigrants. With the concept of refuge, many social problems also entered the world’s agenda. One of these problems, of course, involve refugee children. The aim of this study is to reveal the perception of Turkey of the refugee children who live in the city of Aksaray, in the context of their problems and needs. The students who participated in the study were determined with convenience sampling, a method included in purposeful sampling. The study was conducted with the approach of phenomenology, a qualitative data collection pattern. The data was collected with an interview form that consisted of open-ended questions, between March and June in 2016. The data was analyzed through content analysis. The findings were evaluated according to demographic information such as gender, age, number of siblings, the accommodation unit the family immigrated (village, town, county, city), socio-economic level, and whether the family had experienced migration before.

Conducting migration studies is of vital importance to Turkey, a country which has been experiencing migration throughout history due to its “open doors policy”. The objective of this study is to evaluate the strategic management of migration in Turkey in order to deal with the issue of migration. The main focus of the study is Syrian migrants who sought refuge in Turkey due to the civil war that broke out in their country in April 2011. This study demonstrates the policies and processes followed by Turkey for Syrian migration flow in terms of the social acceptance and harmonisation of the migrants within a democratic environment. The study addresses some statistical facts and issues related to Syrian migration as it has become an integral part of daily life in Turkey. The study also reviews how human rights are protected in the migration process. The study will provide insights for developing sound strategic management policies for the migration issue.
