There are three factors that persuade a migrant to cross borders: demand-pull in destination areas, supply-push in origin areas, and network factors that connect them. On the basis of this demand-pull, supply-push, and network framework, a distinction can be made between economic migrants who are encouraged to migrate because of a demand for their labor abroad and noneconomic migrants who cross national borders to seek refuge or to join family members living abroad. Many economists argue that trade and migration have similar effects on sending and receiving countries. However, there is no solid evidence showing that more migration accelerates economic development in migrant-sending countries. The effects of international migration on development are often grouped in the 3-R channels of recruitment, remittances, and returns, each of which can operate in ways that speed up or slow down economic development. Recruitment refers to who goes abroad, remittances are the amount of the money earned by migrants abroad that is sent home, and returns focus on what migrants do after a period of employment abroad. Majority of industrial countries have national laws that require all workers to receive minimum wages and migrants to receive the same wages and benefits as local workers. From the point of view of some developing countries, minimum and equal wages are a form of protectionism aimed at limiting the number of migrant service providers. A major challenge of the twenty-first century is how to resolve this trade-off between migrant numbers and migrant rights.

Since the mid-1970s, so-called family migration has been the predominant legal pathway for migration into Europe and North America. But what has it meant for millions of people to be defined primarily through their role as “family migrants,” whether at the immigration office, in the courtroom, in the workplace, or in the family itself? Fear of the Family addresses these questions by investigating the history of guest worker migration to the Federal Republic of Germany. Ironically, West German employers initially turned to foreign “guest workers” to avoid the complications of families. Foreigners were meant to work in Germany in the prime of their productive years while raising their children and growing old elsewhere, with another country bearing the costs of their education, retirement, and medical care. But guest workers refused to offshore their family life, pressuring the state first to tolerate and later to open an official legal pathway for family reunification. The state’s perspective on the role of family migration changed over time, and debate over this form of migration also continues to this day, as politicians call for “managed migration” to capture the best brains and most in-demand skills while demanding an end to the “chain migration” that is imagined as nothing but a burden. Fear of the Family shows how these categories were established and how generations of migrant families have fought against the assumptions contained within them.

This study examines the skills-differentiated impact of a restrictive female labour migration policy in Sri Lanka using monthly departure data from 2012 to 2018 in a difference-in-difference model. The policy has resulted in decreasing departures among lower-skilled groups—female domestic, unskilled, semi-skilled, and skilled workers—and increasing departures among middle-level and professional workers. The decrease in departures of lower-skilled groups is consistent with the objectives of the policy and existing impact evaluation studies, while the increase in higher-skilled workers is consistent with the literature on Family Background Report-related corruption and mis-reporting of skills to avoid the policy. Thus, the Family Background Report policy is associated with higher involvement of lower-skilled workers in recruitment-related corruption, higher exposure to recruitment-related vulnerability, and lower foreign employment opportunities. The study also finds that it was appropriate to exempt the 45–49 year age group from the Family Background Report requirement in 2017.

For many migrants, mediated communication and other forms of contact can provide a means to maintain some semblance of family life across distance. For others, economic and other constraints can make meaningful long-distance connections challenging or impractical. This chapter highlights how some migrants reconfigure family life not by bridging physical distance with biological kin but by developing close connections in their host communities. The authors draw from their research on Philippine rural-to-urban migrants who work as yayas (i.e., live-in, domestic workers caring for children) and how they build family life with peers in their neighborhoods and with their employers in the context of paid domestic work. The chapter highlights how culturally embedded notions of family are reflected in these fictive kinships and how indigenous notions of obligations and family life can provide protections and benefits but also make yayas more vulnerable to abuse in the workplace.

In 2013, the Saudi government embarked on a nationwide strategy to restructure its labor market and its policies towards the recruitment of foreign workers. These changes are in line with the implementation of Saudi Arabia’s Nitaqat system which aims to better regulate foreign labor in the country and to reduce the number of irregular workers in the Kingdom. As a result of these changes in policy and implementation, there have been large-scale deportations of irregular workers—along with their family members, in some cases—from KSA beginning in mid-2013 and continuing up to the time of writing. Yemeni workers in KSA have been particularly hard hit by these policy changes due to the largely informal nature of labor migration flows that have existed between KSA and Yemen for the past few decades. This chapter explores the possible implications of the recent labor policy changes in KSA for Yemeni and host communities in KSA, as well as for returning workers, their families, and communities of origin in Yemen. The chapter concludes with several recommendations on how to effectively address the challenges these disruptions will cause and how to build new avenues to support the transnational linkages between Yemeni migrant workers in KSA and their communities in Yemen.

Immigration and Democracy develops an intermediate ethical position on immigration between closed borders and open borders. It argues that states have the right to control borders, but this right is qualified by an obligation to assist those outside their borders. In democratic societies, the right of immigration control must also be exercised in ways that are consistent with democratic values. Part I explores the normative grounds of the modern state’s power over immigration found in US immigration law and in political theory. It argues for a qualified, not absolute, right of states to control immigration based on a particular interpretation of the value of collective self-determination. Part II considers the case for open borders. One argument for open borders rests on the demands of global distributive justice; another argument emphasizes the value of freedom of movement as a fundamental human right. The book argues that both arguments fall short of justifying open borders. Part III turns to consider the substance of immigration policy for democratic societies. What kind of immigration policies should democratic societies adopt? What is required is not closed borders or open borders but controlled borders and open doors. Open to whom? The interests of prospective migrants must be weighed against the interests of the political community. Specific chapters are devoted to refugees and other necessitous migrants, family-based immigration, temporary worker programs, discretionary admissions, and what is owed to noncitizen residents, including unauthorized migrants living in the territory of democratic states.

In the familiar tale of mass migration to France from 1880 onward, we know very little about the hundreds of thousands of women who formed a critical part of those migration waves. This book argues that their relative absence in the historical record hints at a larger and more problematic oversight — the role of sex and gender in shaping the experiences of migrants to France before the Second World War. This compelling history of social citizenship demonstrates how, through the routine application of social policies, state and social actors worked separately toward a shared goal: repopulating France with immigrant families. Filled with voices gleaned from census reports, municipal statistics, naturalization dossiers, court cases, police files, and social worker registers, the book shows how France welcomed foreign-born men and women — mobilizing naturalization, family law, social policy, and welfare assistance to ensure they would procreate, bearing French-assimilated children. Immigrants often embraced these policies because they, too, stood to gain from pensions, family allowances, unemployment benefits, and French nationality. By striking this bargain, they were also guaranteed safety and stability on a tumultuous continent. The book concludes that, in return for generous social provisions and refuge in dark times, immigrants joined the French nation through marriage and reproduction, breadwinning and child-rearing — in short, through families and family-making — which made them more French than even formal citizenship status could.

Households did not figure prominently in the early Atlantic migration to the Americas. The opportunity for innovation in household structure, given the ethnicities, economies, and colonial regimes involved, was great. Large portions of the Americas diverged from the prescribed patterns of marriage in the Western European empires that had laid claim to the territory. The potential for differing versions of the early modern American family can be grasped best by looking at how the population had evolved towards the end of the colonial period. This article explores household formation, lineage, and gender relations in the early modern Atlantic world, as well as differences in the household organisation of Atlantic migrants and Native Americans, household and land, and whether creole women's advantage can be attributed to an African woman's later age at birth of first child or her higher probability of being a sugar-field worker.

We live at a time when human lifespans have increased like never before. As average lifespans stretch to new lengths, how does this impact the values we hold most dear? Do these values change over the course of our ever-increasing lifespans? Ending Midlife Bias argues that at different life stages, different values emerge as central. During early life, caring and trust matter more, given human vulnerability and dependency. By early adulthood, growing independence provides a reason to value autonomy more. Later in life, heightened risk for chronic disease and disability warrants focusing on maintaining capabilities and keeping dignity intact. Part I (Chapters 1–5) sets forth a conceptual framework that captures these shifting life stage values. Chapter 1 argues against the privileging of midlife values (midlife bias) and explains why population aging lends urgency to identifying values for later life. Chapters 2 and 3 introduce dignity as a central concern for older adults and argue that respecting dignity requires supporting central human capabilities. Chapter 4 explores the metaphor of life as a story, which serves as a corrective for midlife bias by keeping attention on the whole of life. Chapter 5 sets forth principles for age group justice. Part II (Chapters 6–12) turns to practical concerns, including geriatric and pediatric bioethics (Chapter 6); caregiving by family members, migrant workers, and robots (Chapters 7 and 8); ageism in clinical trials, healthcare allocation, and mandatory retirement (Chapter 9); and ethics at the end-of-life (Chapter 10). The closing chapters explore the future of population aging (Chapter 11) and make a pitch for life stage sensitive moral theory (Chapter 12).
