Small and micro enterprises are an integral part of the enterprise group. They drive the development of society and are also one of the foundations of social and economic development. The division and definition of small and micro enterprises have different connotations in different periods. The preferential tax policies of small and micro enterprises include both the turnover tax incentives such as VAT tax and the income tax incentives such as enterprise income tax. The implementation of preferential tax policies promotes the healthy development of small and micro enterprises.

Technical vocational education and training (TVET) programmes have recently received increased attention as an area of priority for stimulating growth in developed and developing countries. This paper considers the situation in Ethiopia where the promotion of micro and small-sized enterprises (MSEs) has been central to the development and expansion of TVET centres throughout the country. The extent to which efforts relating to TVET made by Ethiopian policy makers, higher education institutions and MSEs have enhanced the development of the micro-enterprise sector is considered, using empirical evidence gathered from nine Ethiopian cities. It is argued that the existing relationship between TVET and micro-enterprise cannot be regarded only as one of constrained capacity, usage and transformation. The authors argue further that the development of micro and small-sized enterprises requires approaches extending beyond the simple expansion and development of TVET institutions.

In the period of 2010-2017, the number of small and medium enterprises (SMEs) of Vietnam tended to be increased, accounting for about 98% of the total number of Vietnamese enterprises by the end of December 2017. Vietnam's SMEs are mainly private enterprises operating in the field of commerce and services as well as industry and construction, mostly concentrated in the Southeast and the Red River Delta. In the research period, micro enterprises had experienced a sharp increase in the loss rate, making the loss rate of the whole enterprise soar. In addition, SMEs were increasingly dependent on loans and especially small businesses had less access to bank loans as well as deferred purchase. However, Fixed-charge coverage ratio of SMEs had been improved and the gap between large enterprises and small enterprises had been narrowed.

The international experience points to few countries having designated support programmes that are specific to small tourism firms. In 2000 South Africa's Tourism Enterprise Programme (TEP) was launched, functioning as a dedicated support initiative to assist the development and upgrading of small tourism firms within the national tourism economy. This article analyses TEP's activities within the changed environment of post-apartheid tourism development, and highlights the evolution of its innovative operations for supporting tourism entrepreneurship and the upgrading of small, medium-sized and micro-enterprises (SMMEs) in South Africa's tourism economy. It is argued that TEP's activities might provide an example of ‘good practice’ for other developing countries.

This study aims to analyze the influence of public service on the Micro-Small Enterprise (MSE) developments in Indonesia. The study method used was regression analysis panel data with fixed effect approach; because of the limited data availability, the data was only taken from 2013-2015. The study findings show that public service and education projected by gross participation data have a positive influence on the development of MSE, while the economic growth and minimum wage policy have a negative influence on the development of MSE in Indonesia. Based on those findings, this study concludes that the public service in the form of government spending allocation policy, especially on the service and economic functions, will stimulate the increase of MSE numbers.

The existence of micro, small and medium enterprises (UMKM) has significant importance in supporting and promoting economy development in Indonesia. Other than encouraging economic growth, these UMKM have proven to reduce unemployment. UMKM contribution to gross domestic products develops from previously 57.84% to 60.34% in the last five years. The absorption of employment also rises from 96.99% to 97.22% in the same period. Of the three divisions of enterprises, micro enterprise is leading by the number followed by small and lastly medium enterprise. In terms of encouraging micro business to grow into small (scaling up), it is necessary to seek issues mostly encountered by micro business subjects. The research was administered using survey method with descriptive analysis to micro business subjects in 14 regions in Kabupaten Bogor. This is one of the efforts to clearly visualize the problems and obstacles in the development of micro business. The results found that aspects of marketing, funding, production, human resources, materials, product and production legal aspect, financial and distribution managements are among the biggest problems for the micro business in Kabupaten Bogor.

Micro, small and medium enterprises (MSMEs) have become an important force in driving the country’s market economy in the 21st century. However, because of the following drawbacks: i.e. single enterprise capital chain, unstable economy, high risk, etc., banks will take many risks if they lend to MSMEs. Therefore, it is necessary to build a sound bank credit decision system to promote the development of MSMEs. The analytic hierarchy process (AHP) is employed to classify the importance level such as credit rating and enterprise strength are used as first-grade indexes, and six indicators in terms of total sales and total profits are used as the second-grade indexes. Then, the eigenvalue method is used to obtain the importance weights of each level of indicators, and the weights of each influencing factor at each level are then calculated to achieve a quantitative analysis of credit risk and rating of each enterprise’s credit risk. This paper combines the existing loan pricing and loan interest rates to give preferential interest rates and higher loan amounts to enterprises with excellent credit risk ratings, and to give certain risky interest rates and lower loan amounts to enterprises with medium credit risk ratings.Based on the model, a quantitative analysis of the credit risk of 302 non-credit record enterprises is carried out and the bank’ credit strategy is provided when the total annual credit is 100 million yuan. Finally, this paper comprehensively considers the impact of credit risk and unexpected factors (e.g., the COVID-19) on enterprises, and provides the bank’s credit adjustment strategy when the total annual credit is 100 million yuan.

Though there is an extensive body of research regarding information and communication technology (ICT) use in small and medium sized enterprises (SMEs), relatively few studies have examined ICT use specifically in the subset of SMEs known as micro-enterprises. This study compares ICT use among micro-enterprises (MEs) in the agricultural sector. Factors expected to influence IC adoption include firm size, CEO education, and the type of crop produced. Results indicate extensive use of computers and the Internet, especially for functions like email, online purchasing, and online business-related research, while website ownership is less widespread. Larger MEs are more likely than smaller ones to use a computer. Among those MEs owning computers, larger ones are more likely than smaller ones to have a website and to conduct financial activities online. However, most other ICTs (email, online purchasing, etc.) are used similarly by both smaller and larger MEs. Thus, for most internet ICTs micro-enterprise growth does not result in differing adoption rates. The study also investigates micro-enterprise use of emerging social technologies like instant messaging, chat, blogging, etc. Micro-entrepreneurs’ perceptions of ICT benefits and implications for development are also discussed.

The aim of this paper is to examine the impact of micro-credit on the small or micro-enterprises development with reference to Kaski district of Nepal. The descriptive and analytical research design is used and the research is based on the primary sources of data collected through structured questionnaires. During the study, the researchers selected 170 respondents, who were involved in the micro-credit programme in the last five or more years in the microfinance institutions, using the purposive sampling technique. The study finds that the majority of the clients are involved in agriculture and livestock and the rest are involved in the micro-business and enterprises related to service industry (such as tailoring, beauty parlor, hotel or restaurant), trade or business and small-scale manufacturing sectors. Micro-credit has a positive correlation with initial investment, revenue generation, employment generation, expansion of business and profit generation. The study also finds that micro-credit has encouraged clients to engage in the micro-business and enterprise development activities. The study recommends that it is necessary to adopt an effective utilization policy of micro-credit that may benefit both microfinance institutions for its sustainability and clients for their living standard improvement.

It is an important goal of China’s 2025 Strategy to build an environmental governance system with the government as the leading role, enterprises as the main body, and social organizations and the public all participate actively. In this context, whether and how small and micro enterprises, as a force of rejuvenating the country through science and technology, participate in the construction of environmental governance system is discussed in this paper. This study uses the 12th China small and micro enterprise survey database to deeply analyze the direct and indirect effects between green innovation and small and micro enterprise performance, and finds that: in the direct effect analysis, the direct promotion effect of green innovation on the financial performance of small and micro enterprises is related to the development stage of small and micro enterprises, which is significant in the initial stage and mature stage, but not significant in the growth stage; in the indirect effect analysis, green innovation can indirectly improve the overall performance of small and micro enterprises by improving their environmental and social responsibility performance. At the same time, green innovation can amplify the role of other factors in promoting the overall performance. This study not only enriches the research scope of green innovation theory from the subdivision dimension, provides a new perspective for the integration of green innovation and social responsibility theory, it also provides theoretical reference and guidance for the green innovation practice of small and micro enterprises.

Based on the China Micro and Small Enterprise Survey (CMES) and the financial license of the China Bank and Insurance Regulatory Commission, this paper theoretically and empirically analyzes the influence of bank competition on the export of small and micro enterprises and its mechanisms. This study finds that bank competition can promote the export tendency of small and micro enterprises and increase their export volume. This conclusion is still valid after the robustness test and endogenous treatment. Mechanism analysis demonstrates that strengthening bank competition can promote the export of enterprises with higher financing constraints and enterprises with lower productivity, highlighting the function of offering fuel in snowy weather. Higher financial literacy of enterprise organizers can improve the role of bank competition in promoting the export of small and micro enterprises. The heterogeneity analysis shows that bank competition plays a stronger role in the export of enterprises in the eastern and western regions, large-scale enterprises, and enterprises in industrial parks. Therefore, it is of great significance to reasonably strengthen the competition of the bank industry, carry out financial knowledge education among enterprises, and speed up the establishment of industrial parks to promote the export of small and micro enterprises, and ensure steady economic growth.

This research aims to: (1) analyze the development of micro, small, and medium enterprise credit in Jambi Province, (2) analyze the factors affecting micro, small, and medium enterprise credit in Jambi Province by using regression panel data, (3) analyze relationship of micro, small, and medium enterprise credit with economic growth in Jambi Province using Pearson correlation. The result of the equation estimation panel data test using the REM model showing that real interest rate, per capita income, and the number of business units simultaneously have a significant effect on micro, small, and medium enterprise credit with a value of F significance statistic equal to 88,82. The result of partial estimation obtained a rill interest rate has a significant effect on micro, small, and medium enterprise credit. While per capita income and numbers of business units variable have no significant effect on micro, small, and medium enterprise credit because of a significance value of t statistic equal to 0,662959 and -0,259486. The Pearson correlation result showing the relationship micro, small, and medium enterprise credit to economic growth in Jambi province is very strong in a positive direction.

Purpose The purpose of this paper aims to investigate micro enterprises financing in Indonesia and examines how this financing differs, depending on the enterprise’s development stage. This research also identifies some structural problems related to micro-financing and provides workable solutions. Design/methodology/approach This research uses the entrepreneurial network model of Schutjens and Stam (2003) to examine how Indonesian micro and small enterprises (MSEs) evolve even before they become regular small businesses. Content analysis is used on 10 micro-enterprises from Jakarta, the capital city of Indonesia and its surroundings. Financing issues at each stage of enterprise development are identified and deeply examined. Findings This research not only confirms the significant financing problems micro-enterprises face but also clarifies that these problems are unique to each stage of the MSEs’ development. One insight is that most micro-enterprises do not use funding from formal institutions. That is, business owners rely more on funding from non-formal institutions. This is because these enterprises’ managers generally cannot prepare loans application and/or they are lack of knowledge/training on financing matters. They hesitate to borrow from formal financial institutions, as the rates are high but the processing time is longer than those of the loan sharks. Originality/value This research contributes to the field of entrepreneurial finance by identifying the structural problems inherent in micro-finance and providing workable solutions for overcoming these problems.

Background: Business Development Service (BDS) market is considered as a paradigm shift to traditional approaches in promoting and delivering enterprise support services. BDS is an internationally recognized tool to achieve economic prosperity through the development of Micro, Small, and Medium Enterprises (MSMEs). Most developed and developing nations are promoting BDS for MSME development and employment generation. Micro-Enterprise Development Program (MEDEP) has initiated the BDS market development approach named as Micro-Enterprise Development (MED) model in Nepal since1998. Objective: This article is objectively written to analyze and present the MED model, implementation approach, and MEDEP’s strategies for effective BDS delivery; market development; and sustainability. Method: Secondary as well as primary sources of information have been used to collect data. Secondary data have been triangulated through experts’ opinions. A descriptive methodology has been used while analyzing data. Result: Apart from ME promotion, this article has also briefly presented how MEDEP has contributed to making an enabling environment for sustainable BDS market development in Nepal. MED model was implemented by MEDEP in 10 districts in its first phase (1998-2003). The model is found successfully implemented in all districts of Nepal till the end of MEDEP’s 4th phase in 2018. It is in the process of being replicated in all 753 Local Governments (LGs). Conclusion: MEDEP remarkably found highly contributed to the introduction, development, and growth of the BDS market development approach in Nepal by creating more than 132,000 micro-enterprises, developing institutional frameworks and partnerships modality for service delivery, and creating an enabling policy environment. This approach is found well recognized and replicated in some manner by other government, Non-Government and private BDS providing institutions as well.

Micro enterprise in Pakistani cities is a survival economy for those who do not have a chance to enter the labor market as well as for those who desire to shape their destiny as an entrepreneur. In the last century, access to economic life through microenterprises was possible even without or at a very low level of training. In today’s world of specialization where micro enterprise not only play significant role in the form of entry to business world but also prove to serve as input provider to small, middle and large scale enterprises, and in addition to this micro enterprises have also become capable of innovation. In this context micro enterprises have started providing training and skill to the new entrants in the form of apprenticeship because hiring of skilled labor increases per unit cost of production. Hence training, apprentice and production of skilled labor at micro enterprises have not only strengthened the role of micro enterprises as a factor for economic development, but have also become an effective tool for social institutions. Hence this research is carried out with the objective to determine the role of micro enterprises in economic development and to assess the apprenticeship at micro enterprises as social institutionalization. Data was collected from micro enterprises about the indicator of economic success and target group for social institutionalization were apprentice working at micro enterprises in Peshawar. The analyzed data showed significant contributions of micro enterprises both in economic development and social institutionalization.

Defined as those firms with three or fewer full time employees and annual sales of less than $200,000, many micro-enterprises may find it more difficult than larger firms to obtain the debt capital necessary for both expansion and on-going operations. This is because micro-enterprises are often perceived as risky and because banks are not in the venture capital business. Moreover, banking institutions benefit more from the economies of scale inherent in making larger loans. It follows that the terms onwhich lending is extended to small enterprises may be more onerous than the termsextended to larger firms. To the extent that micro-enterprise is dominated by women-owned businesses, the potential scarcity of debt capital could also be experienced as a gender issue. This argumentation motivates the empirical analyses reported in this paper. These arguments lead to two testable hypotheses that this research probes empirically. The first hypothesis is that access to and terms of credit for micro-enterprises are more severe than they are for larger firms. The second hypothesis is that within the micro-enterprise sector access to, and terms of, credit for women owners are, ceteris paribus, more demanding. A taxonomy of the very small business sector is advanced. It is found that size indeed counts against microbusinesses in their banking relationships, but that gender is not a factor. The paper closes by suggesting the development of new technologies to improve the lending efficiencies of micro-loan transactions and the establishment of new lending vehicles. Such changes might be profitable for banks, useful for very small firms, and helpful to community economic development agencies. The high incidence of dissatisfied small business customers suggests the need for a less concentrated small business banking market. To this end, the recommendations of other researchers are endorsed, recommendations for legislative changes that would permit the entry into the lending market of small cooperative banking institutions (such as credit unions and caisses populaires in Canada).

Small- and medium Micro Enterprises (SMME) of fish processing in Ambon City play an important role in employment and income, but identified that the enterprises deal with developing problems. The objectives of this research are to identify characteristics of the micro enterprises of fish processing, to analyze financial feasibility, and to identify determinant of development of the micro enterprises of fish processing in Ambon city. Primary data were gathered from six micro enterprise units of fish processing using survey technique, while secondary data were obtained from official publications. Data were analyzed using qualitative and quantitative methods. The results show that the micro enterprises of the fish processing are categorized as a small- and medium enterprise (SMME) based on the business capital, level of production, ineffectual function of institution, locally product marketing, and lack of management skill in business. Empirical results indicate the SMME of CV. Nacha and PT. Maluku Maya Mandiri are feasible to be developed. Some factors that need to be concerned in developing the SMME of fish processing in Ambon city are of capital availability, skilled worker, product promotion, and marketing strategy.

The Dominican Republic has more than 1.200.000 Micro, Small and Medium Enterprises (MSMEs) in different Economic Sectors. Although the State recognizes the value that these have for the economic development of the country, there is no systematized and automated characterization that allows for an analysis that helps decisionmaking. This article shows the results when applying Business Intelligence Techniques for the characterization of Enterprises, taking into account the Systematization of Information through a web application. In this sense, 179 Micro, Small and Mediumsize d Enterprises were analyzed, using an instrument that allowed knowing different variables associated with the economic development of each of the Enterprises. Results show the incidence of different factors in the generation of income for the Enterprise.

The study evaluates the government's subsidy program for micro and small businesses in Georgia. Firms that submitted business ideas that scored over a predetermined cutoff level received investment subsidies from the program. To analyze the effect of public support on firm-level financial and economic results, we use a sharp discontinuity design applied to firm-level survey data of beneficiary and non-beneficiary enterprises. The survey data is complemented by administrative data collected by the implementing agency, Enterprise Georgia. We find a significant positive impact on participating firms' investment in the program's first year. We also find weak evidence of public subsidies crowding out private investments in subsequent years. The state support program appears to have not affected sales, employment, or access to additional finance for beneficiary firms, even in the program's early stages. The results are robust to sensitivity analysis.

This study aims to examine the impacts of ownership and innovation on the sustainable development of micro and small enterprises (MSEs). Using the dataset from the 2015 China Micro and Small Enterprise Survey, this study divides the ownership of MSEs into state ownership, collective ownership, private ownership, and foreign ownership. In this study, the sustainable development of MSEs is measured by four sets of variables, sustainable operation, sustainable profitability from operations, sustainable profit input, and sustainable production or operation input. The Result suggests negative associations between the ownership of state-owned enterprises as well as collective-owned enterprises and MSEs’ sustainable development. Furthermore, public ownership also negatively contributes to MSEs’ sustainable development. Concerning the ownership of non-public-owned enterprises, while private ownership enables MSEs to develop sustainably, foreign ownership is not conducive to MSEs’ sustainable development. Besides, the result also indicates that innovation positively contributes to the sustainable development of MSEs. Moreover, this study offers implications for policymakers to take measures in promoting reform of mixed ownership as well as innovation to enhance MSEs’ sustainable development.

This research is to describe the role of tax payer compliance rate on Micro Small and Medium Enterprise to increase the Gross Regional Domestic Product as measured by the increase government expenditures of finance development of Bandung city during period 2013 – 2016. The method of study is descriptive verificatif by using the analytical tool Two Stage Least Square. The result of the analysis indicates that compliance of micro enterprise tax payers will impact to increase the gross regional domestic product through the increased government expenditures sourced from local tax revenues.

One of the features of credit markets is that borrowers are sometimes rationed in the amount that they can borrow, which differentiates them from other markets. Small and micro enterprises (SMEs) are more likely to be eliminated than large and medium-sized enterprises under credit rationing. However, SMEs play a significant role in employment creation and growth of gross domestic products in developing countries. So, it is of great significance to study the reasons why SMEs are more vulnerable to credit constraints. By considering the differences in characteristics between SMEs and large and medium-sized enterprises, we established a theoretical model with endogenous enterprise size, and by considering banks’ screening principles before and after the loan approval, we have analyzed the micro-mechanism in which there are significant differences in credit availability between SMEs and large and medium-sized enterprises. Our conclusion indicates that credit rationing in SMEs is the result of the rational choice by banks for the purpose of profit maximization.

Micro and Small Enterprises (MSE) have become the focus of attention for the economic development, economic growth and job creations in the world. Majority of the firms worldwide are dominated by businesses of micro and small enterprises. In developing countries, the informal sector that mainly establishes MSE remains the major source of employment and income for the urban population. A study was conducted to examine the performance of MSE in three zones of Tigray State, namely, Southern zone, Mekelle zone and Eastern zone. The data was collected using structured questionnaire on 246 MSE business owners. The data are analyzed using multiple linear regressions (dummy), Cross tabulations and chi-square test for test of independence. The result revealed that Gender, initial capital, enterprise and job type are found to be important factors of performance of MSE. There is a gender difference on sector type, education level and work sheds of micro and small enterprises business owner. The result also showed that initial capital has positively affected the performance of business owners and men headed business owners have better performance than female headed business owners. Market munchies enterprise is part of small and medium enterprises SMEs as livelihood activities. SMEs has an important role in economic growth of Indonesia. Therefore, it is very important to develop and strengthen the micro enterprise empowerment. Micro enterprise empowerment is one of strategy to reduce the poverty rate in Indonesia. Major challenger in implement this program are that micro entrepreneurs are conventional and have satisfied with their revenue. It is very important to develop a comprehensive and sustainable micro enterprise empowerment which consist of strengthen the quality of human resources, maximize the government’s roles, empower the enterprise capital and strengthen the partnership and autonomous. Micro enterprise autonomy will contribute to the economic and investment climate. This will lead to establish an accountable enterprise both for the micro enterprise and customers which at the end will strengthen the development of the micro enterprise in Yogyakarta.Keyword: micro entreprise, human resources, government roles, capital, partnership and autonomous.

This study examines the challenges that micro, small and medium enterprises (MSMEs) face and provide insights on African business environment and entrepreneurial ecosystem. In the context of growth-oriented entrepreneurship, good policies and favourable institutional environments support firms' growth, productivity and development, while adverse formal and informal institutions constrain business development. Secondary data from World Bank Enterprise Survey (WBES) was used to capture barriers to entrepreneurship and high-growth opportunities which include – lack of finance, lack of innovation and technology, low skilled workforce, poor infrastructure, unfavorable regulations and more pervasively corruption. These barriers are evident in the micro, meso and macro environments. These have implications on the unemployment rate, poverty rates and economic growth of the African region. The paper aim is an assessment of the investments into the fixed capital of small and medium enterprises (SMEs) and the influence on them by factors such as size categories and territorial placement. The object of the study is the consideration of all (SMEs) that are located in each of the regions of Russia. The used data is from the official statistical observation of investment data of all Russian SMEs for 2015 in 82 regions. The comparative analysis of investments in the fixed capital of SMEs is based on relative indicators: investments which are calculated per one enterprise and per employee. Modeling was based on the functions of a normal distribution. We defined the values investments in SMEs which located in all Russian regions and related to three size categories and six types of activity; revealed regularities of distribution of investments calculated per enterprise and per worker; identified the regions with low investments in SMEs. New knowledge of the investment in the fixed capital in the Russian SMEs was achieved. The results of the study, namely new knowledge and tools for assessing production activities of small and medium enterprises in the regions, are of scientific and practical importance. The methodical approach can be used in the future studies and in the education potential entrepreneurs and students. The research results can be used by government and regional authorities to monitor the efficiency of investment in fixed assets, as well as the implementation of a Federal strategy for SMEs development for the period up to 2030.

As a research hypothesis, it was assumed that micro-, small-, and medium-sized enterprise SMEs undertake Corporate Social Responsibility (CSR) mainly guided by the benefits obtainable from this activity. The aim of the study was to identify the achievable and achieved benefits of undertaking CSR by SME enterprises. SMEs are not obliged to report this activity. The exploration included literature studies and empirical research, according to the expert method, in three stages: (1) selection of experts, (2) collection of information using the CAWI and CATI method, (3) development and interpretation of research results. Research has indicated that CSR is becoming closer to SMEs. The research has shown that experts are implementing CSR and gaining benefits from it. It has also shown that experts’ knowledge of CSR is insufficient, which results in many opportunities resulting from the implementation of this activity being overlooked. The European Commission (EC) guidelines introduced an obligation of reporting CSR only for listed companies; indirectly, this obligation will also affect other companies. Voluntary reporting will increase the knowledge of CSR and bring many benefits to SMEs, provided that a legal framework is created to facilitate the implementation of CSR and its reporting.
