Relevance of research topic. In modern conditions of globalization and strengthening the international integration processes, the enterprises foreign economic activity (FEA) acquires strategic importance for their further development. Formulation of the problem. Today, one of the problems facing business entities in their foreign economic activity is the lack of an effective mechanism for its financial regulation. Taking into account the leading role of financial and economic factors in the management of the foreign economic activity, such a mechanism would allow enterprises to implement effectively their foreign economic strategy and improve their competitive positions in the foreign markets. Analysis of recent research and publications. The problems of financial mechanisms and financial regulation are the subject of research in the professional scientific literature on the theory of finance. Certain issues related to the financial regulation of enterprises’ foreign economic activity are studied in scientific papers on foreign economic activity, financial management, foreign economic activity management, strategic management of the foreign economic activity. Selection of unexplored parts of the general problem. A thorough study must be conducted on the specifics of financial regulation of foreign economic activity at the level of business entities, as well as on the creation and functioning of a financial self-regulation mechanism in foreign economic activity. Setting the task, the purpose of the study. Developing a mechanism of financial regulation of business entities foreign economic activity, and studying its components, taking into account the peculiarities of financial regulation of foreign economic activity at the micro-level. Method or methodology for conducting research. System and structural approach, method of logical analysis, method of graphic analysis, method of comparison, method of structuring. Presentation of the main material (results of work). The paper substantiates the feasibility of creating a separate mechanism on the enterprises carrying out foreign economic activity, aimed at its financial regulation. Based on the analysis of the domestic legal framework and scientific research on foreign economic activity and enterprise finances, the features of financial regulation of business entities foreign economic activity are determined, which should be taken into account when building an appropriate mechanism. The mechanism of financial regulation of business entities foreign economic activity is developed and its components are investigated. The field of application of results. Scientific research of the problems of financial regulation of business entities foreign economic activity, the educational process (in the preparation of the relevant sections of textbooks and tutorials for courses "Finance", "Foreign economic activity"). Conclusions according to the article. When forming the mechanism of financial regulation of business entities foreign economic activity, the peculiarities of such a regulation at the business entities level should be taken into account. The structure of the mechanism of financial regulation of business entities foreign economic activity is built based on its belonging to the general mechanism of enterprise management, the mechanism of foreign economic activity management, the financial mechanism of enterprises, and the monetary-financial mechanism of foreign economic activity. The structure includes financial management of business entity foreign economic activity as a set of target, functional, providing, and management subsystems, as well as a subsystem of financial levers through which the influences on foreign economic activity are made, and a direct regulation subsystem. Along with the key role of state regulation, the enterprises’ managers must make and implement independent decisions, develop their own systems of financial regulation of foreign economic activity at the corporate level.

Introduction. The paper is devoted to the problems of research of features and modern mechanisms of economic regulation of foreign economic activity of enterprises in Ukraine. The purpose of the paper is to improve the scientific and methodological basis for stimulating the development of foreign economic activity of enterprises and substantiation of the theoretical foundations of foreign economic activity of enterprises in order to further their development in the today's globalized world. Results. It is determined that one of the problems of foreign economic activity of enterprises is the problem of inefficient management system, lack of strategic and marketing approaches to enterprise management, and enterprises more often use the technique of short-term adaptation. An enterprise focused on the development of foreign economic activity should develop approaches to improve international marketing, especially in terms of making effective management decisions based on the processing of a significant amount of information data and assessing the factors of the international market environment. The main condition for the adaptation of enterprises to the rapidly changing external environment may be the formation of a system of strategic planning, which provides a more rational use of limited resources, promotes consistent development and implementation of management decisions, focuses on sustainable development in market conditions. The management staff should clearly formulate the principles of strategic research in order to intensify foreign trade in industrial enterprises, and most importantly – formed a marketing strategy for foreign trade. The main means of increasing the potential of foreign economic activity of enterprises are the formation of such economic conditions that would allow due to modernization of production to increase domestic production and services, introduce innovative technologies. Conclusion. In order to improve the foreign economic activity of Ukrainian enterprises, it is proposed to implement a policy aimed at increasing merchandise exports by introducing innovative developments to improve the quality of domestic products, which must meet international norms and standards necessary to create a sufficient level of competitiveness in domestic markets.

Abstract. The COVID-19 pandemic caused an economic downturn, and business development strategies based on globalization and integration failed. So it is necessary to develop new organizational and economic mechanisms of strategic company management, which will compensate for the losses of foreign markets. The focus should be on operation within the national economy as a major alternative to globalised markets. The purpose was to develop proposals for improving the mechanism of strategic company management in the context of implementation of investment policy. The study involved scientific developments that consider the theoretical and practical aspects of development, analysis and implementation of dynamic models of company management. The study showed that the main purpose of strategic company management is to maximize its value to shareholders. The methodological framework of the study is systems theory, a systems approach to strategic company management, theory and practice of simulation. The mechanism of strategic company management based on investment activity is suggested. An algorithm for improving strategic investment management is suggested. The mechanism allows the management to identify and analyze possible consequences in implementation of investment strategies, as well as take into account the impact of these factors on the stable company operation. The proposed mechanism of strategic management also allows linking the full range of strategic actions, strategic marketing research, company’s investment policy, measures to control, identify and take into account the degree of risk, evaluate strategies and adjust management decisions to ensure company’s sustainable development. Introduction. While carrying out production, economic and foreign economic activities, domestic enterprises face important issues of ensuring their financial stability and effective management of the financial resources’ formation, distribution and use process. The purpose of the paper is to build a conceptual model for managing the financial resources of an enterprise in the implementation of foreign economic activity, which will allow for high-quality diagnostics of financial resources at the stages of their formation, distribution and use. Results. The influence of globalization processes on the functioning of domestic business entities provides for a periodic renewal of the mechanism and model for financial resources management. The main constituent elements of the model for managing the enterprise financial resources are characterized, namely: the aim and main objectives; subjects of financial resources management; technology of financial resources strategic management at the enterprise; factors of influence on the management processes and the system of ensuring the financial resources management of the enterprise in the implementation of foreign economic activity. The technology of the company's financial resources strategic management has been developed. A conceptual model for managing the financial resources of an enterprise in the implementation of foreign economic activity has been formed, which considers organizational, functional and information support. Conclusion. The application of the financial resource management conceptual model in the practical activities of enterprises will ensure the achievement of the goals and objectives of the enterprise, contribute to the improvement of its financial condition and the movement of financial flows, as well as allow alternative management decision-making on the formation and implementation of the strategy for managing the financial resources of the enterprise in the conditions of new foreign markets development.

Purpose. The aim of the study is development and harmonization of conceptual approaches to the improvement of normative and legal, organizational and economic mechanisms of development of foreign economic activity in the conditions of Euro-regional cooperation. Methodology of research. A set of general scientific research methods is used to achieve the defined goal and objectives, thanks to which the scientific literature and normative-legislative documents on the topic of scientific research are generalized. Thus, comparison methods are used to identify differences and find common features in the concepts of “cross-border” and “Euro-regional” cooperation; methods of generalization and abstraction to substantiate the concepts of “intensification of foreign economic activity of the region” and “organizational and economic mechanism of intensification of foreign economic activity of the region in terms of Euro-regional cooperation”. The system approach allowed to explore the essence of the concept of “foreign economic activity of the region”, namely its patterns, mechanisms, forms, types and directions, one of which is cross-border (Euro-regional) cooperation. Methods of classification (typology) are revealed for systematization of the factors having essential influence on development of foreign economic activity of regions in the conditions of Euro-regional cooperation. Findings. The main reasons for the low development of foreign economic activity of the regions of Ukraine are identified, which are primarily: the imperfection of the regulatory and legislative system of state regulation of foreign economic activity in the region; raw material nature of products of domestic enterprises, which has low competitiveness; difficult economic situation related to the global Covid-19 pandemic, which is accompanied by negative social and economic phenomena, etc. The main directions of intensification of foreign economic activity of the region in the conditions of strengthening of Euro-regional cooperation as one of priority preconditions of active development of innovative enterprises, which determines competitive advantages in the world market of goods and services, are substantiated. The own definition of such concepts as: “Euro-regional cooperation”, “intensification of foreign economic activity in the conditions of Euro-regional cooperation”, “organizational and economic mechanism of activization of foreign economic activity of the region in the conditions of Euro-regional cooperation” is formulated. It is determined that the intensification of foreign economic activity of the region in the field of Euro-regional cooperation allows to achieve stable and balanced development of international cooperation, develop mechanisms to ensure management of the entire system of interregional relations, integrate into the European space, which is especially important for Ukraine. Originality. For the first time, the concept of “intensification of foreign economic activity” in the context of Euro-regional cooperation as a set of organizational, legal and technical measures aimed at integrating the economy of Euro-regional entities into the new world economic space, including deepening international relations with EU countries. At the same time, in contrast to the existing one, the strategic guidelines for intensifying the foreign economic activity of the region in the field of Euro-regional cooperation are grouped in separate areas: organizational and institutional; organizational and legal; organizational, economic and financial. Practical value. The results of the research can be implemented in the activities of local and regional government in terms of intensification of foreign economic activity of the regions and Euro-regional cooperation, which will contribute to the processes of Ukraine's entry into the world economy. The article is based on the idea of forming the conceptual foundations of strategic management of flexible economic development of iron and ore enterprises. It is based on the definition of the optimum size of sales of products on the domestic and foreign markets, taking into account their perspective and ensuring the maximum possible level of profitability of business entities. The article emphasizes that today almost all domestic business entities operate in a crisis or after-crisis syndrome. It is noted that economic crises occur cyclically, but each time the depth of the crisis becomes larger, and the post-crisis period is ever greater. As a result, all enterprises and individuals who are experiencing the consequences of such crises are more and more difficult, and for the post-crisis period, more and more diversified resources are spent that could be directed to projects for their own development. It is determined that the main obstacles of flexible economic development of the enterprise are the high degree of deterioration of fixed assets, low productivity, low quality of personnel, imperfection of the system of pricing on products, low investment activity of enterprises, etc. The key principles of the system of strategic management of flexible economic development of iron and ore enterprises are formed. It is proved that in today's world economy the importance of reformatting the structure and content of the strategic management system with flexible economic development of industrial enterprises and adapting their business directions to the conditions of transformational transformations of modern competitive markets becomes increasingly important. The mathematical model describing the system of division of manufactured products for realization on several markets is developed. It is found out that the classical approach to solving such a task, which is to maximize profits, is not absolutely correct in this case. It is shown that the solution of this task is to maximize the profit from sales with the simultaneous preservation of the minimum allowable volumes of sales of products in promising markets, provided they provide the minimum reasonable profitability. It is noted that in the strategic planning it is necessary to implement a certain part of own products in the markets which are not currently the most profitable, but in the long run may have a decent place among others for the particular enterprise. It is determined that the problem of optimization is to calculate the specific volumes of products that need to be implemented in each of the markets. Taking into account the current transformation of market space and the need for constant adaptation of strategic management methods, the article proposes approaches to the formation of a complex system of strategic management of flexible economic development of iron ore enterprises.

The article states that attracting investments in the financial sector of the economy can lead to a number of consequences: legislative, organizational and institutional, which can lead to socio-economic problems (increase in debt, loss of control over national strategic assets, etc.). Approaches to defining the concepts of «security», «investment security», «mechanism of state security management», «sustainable development» are considered. The definition of security, investment security, state security management mechanism, investment security management mechanism, sustainable development, and investment security management mechanism in the conditions of sustainable development is given. It is determined that the main components of economic security of Ukraine are: macroeconomic, financial, foreign economic, investment, scientific and technological, energy, industrial, demographic, social, food security. It has been proven that investment security is one of the important components of economic security. The main threats that adversely affect the state of investment security in the country are outlined, as well as a number of compliance requirements that will help to minimize the threats. The obligatory structural components are proposed, which should include the state mechanism of providing investment security in the conditions of sustainable development, namely: monitoring as an information and analytical system of monitoring the dynamics of economic and financial security indicators of the country; the activity of the state to prevent threats to investment security and to compensate for the losses incurred due to exceeding the limit values for these or other security indicators; the activity of the state to identify and prevent internal and external threats to the investment security of the economy; activities of the state to prevent negative impact on the environment.

The actual value of the issue in question lies in the new challenges present in the labor market and the transformation of public relations in connection with COVID-19, making it necessary to reconsider the mechanism of employee motivation, i.e. using the latest instruments for the utilization and management of labor resources. We believe that reasonable implementation of effective employee motivation instruments, developed by successful enterprises, will lead to highly productive work of employees at enterprises and increase the efficiency of human resources utilization. The article aims at analyzing the motivational models of the leading countries and to form the principles of implementing their experience in the business practice of Ukrainian enterprises. The research results in identifying popular instruments used abroad, which are most effective in the current situation in Ukraine, namely: motivating employees to innovative activity by evaluating the results obtained; employees involvement in the management, strategic planning and distribution of corporate profits; flexibility and social dimension of salaries and wages; scoring and rating employees’ performance; encouraging competition and teamwork. The principles of introducing an effective employee motivation model based on foreign experience are formed. It is concluded that if Ukrainian enterprises use employees’ motivation instruments that have proved their effectiveness abroad, then, if used systematically and holistically, they will bring economic growth to the enterprises and social development to the country, in general.

Subject. The article deals with the quality of customs services. Objectives. The purpose is to elaborate conceptual provisions of the customs services quality management mechanism based on the risk management system development. Methods. The study rests on the methodology for systems analysis and the cognitive theory, and employs methods of modeling, comparative analysis. Results. The paper presents a new approach to the quality management of customs services through the risk management system, and an appropriate mechanism. It determines conditions for a new mechanism formation based on the analysis of the format-and-logical assessment of the existing one, formulates promising directions for the new mechanism implementation in the context of digital intellectual transformation of the foreign economic activity. I disclose characteristics and directions of modernization of the risk management system in the context of introduction of a new mechanism. The developed models can be used in research and analytical structural divisions of government bodies, including the Federal Customs Service, which carry out strategic planning and design of organization's activities. Conclusions. The developed mechanism establishes the key directions of digital intellectual transformation of the customs administration system, reveals the role and place of risk management system in the dynamics of development of the system as a whole.

The modernization of strategic planning in the Russian economy is caused by the existing situation and problems of public administration in the conditions of the formation and implementation of projects initiated by the government. The main purpose of this article is to demonstrate the need to deal with the issues connected with the emergence of a huge diversity of projects that will provide a clear understanding of the role of strategic mechanisms applied in the territories of the Russian Federation. For the solution of this goal, originally, the genesis of the formation of the national project and program management has been carried out. The contribution of the Soviet school to the development of the state project development as well as studies of the modern stage of strategic planning has been analyzed. The authors suggest a hypothesis that project and program management is a key component of the government policy. The effectiveness of project management can be studied by means of the methods of strategic management. The authors conduct the research on the basis of comparative analysis, normative and expert methods which allow estimating the characteristics of projects and programs on the basis of the portfolio ideology. In addition, the approach to the formation of the economic mechanism of the portfolio to the partnership of project participants and program management on the basis of the interaction of system elements have been proposed. The obtained results of the study of foreign and domestic experience allow us to suggest a classification of social projects and programs within the portfolio partnership of participants and to analyze the current statistics. The results of the study show an increase of quantitative and qualitative components of project and program management practice of strategic changes. The main results prove that over time the strategic change in project activity, contradictions are observed and inconsistencies in state requirements and practices are found that need effective decisions.

The article analyzes the priorities of the Obama’s administration in the region and the Latin American states actions in rebuilding the existing system of relations at the global and regional levels. The current financial and economic crisis has shown the need for changes in the economic world order, financial system, which was formed in the end of the Second World War, where the International Monetary Fund (IMF) and the World Bank (WB) play a key role. For many decades developing countries were rather an object of economic expansion than serious actors in the world economy.In the article features of foreign policy of the USA of relatively Latin America are examined in the article; the conceptual providing of foreign policy is analysed the USA, the comparative analysis of foreign policy of administrations of presidents of relatively Latin America is carried out, the detailed analysis of influence of foreign-policy course of the USA is presented, the basic factors of forming of new foreign policy the USA of relatively Latin America are found out. Purpose of the research: External U.S. Relations with Latin America and the Caribbean under the Barack Obama Administration. The article of analysis is includes resolution of long duration aims and corporate strategic planning taking into account correlation of application in space and in time of necessary resources, as activity of the American state that is sent to determination and achievement of long-term aims in a region by means of corresponding facilities. Without belittling the importance of not denying the «national roots» the origin of these crises can not be ignored or underestimated the fact that the development of Latin America in previous decades influenced deep region in the processes of global integration with its «distortions» and instability, with increasingly the apparent inability of international institutions. The main mechanisms for implementation of the USA foreign policy strategy objectives are LAC, bilateral relations with main European countries and USA as well as crisis management. The work ascertains the limited effectiveness of multilateral instruments for the achievement of strategic objectives of the LAC foreign policy. LAC represents one of the power centers of the multipolar world in LAC strategy, but in this regard, has to possess proper political and military mechanism for regulation of international relations. LAC suggested a lot of proposals and projects in the field of crisis management under B.Obama presidency, but its initiatives did not receive proper support in the LAC.

Analysis of domestic tourism market shows that Ukraine has objective preconditions for intensive tourism industry development. However, current stage of market transformations requires that domestic tourism industry management searches for non-traditional approaches and new views reflecting international trend of this industry management, including improvement of the methods of tourism activity management, development of economic policy for various categories of tourism activity management, defining of their activity goals and development strategies for the closets and long-term perspective and assessment of perspectives of available resources capacity. The paper aims to explain the use of modern international experience in tourism industry management in organization and economic mechanism at state and regional levels of tourism management in Ukraine as well as to define their role in solution of socio-economic and cultural problems in conditions of economy transformation. The received information will help the central and local tourism management authorities to make optimal strategic decisions and define the best methods of tourism development in Ukraine. The article examines both positive and negative tendencies of development of international tourism, gives a number of advantages of foreign management experience, which can be borrowed by the domestic tourism industry to increase the level of tourism development in Ukraine. The specifics of the mechanisms of regulation and management of the tourism industry are analyzed. Modern tourism plays one of the leading roles in the global economy. World experience reveals the main trends of tourism development and the role of the state in the organizational aspect of the tourism industry. Tourism has become massive, democratic, designed for different interests, tastes, incomes, for the most different contingent. Today, tourism has become virtually independent interdisciplinary economy industry. It plays a very important role in the economy of many states.

Though current research identifies which institutions are important as boundary conditions for entrepreneurship, questions remain about how they actually influence national entrepreneurial activity, particularly through start-ups. Specifically, the authors attempt to answer the following question: How do formal incentives influence the start-up rates across countries? Through a conceptual framework where formal incentives and societal legitimacy represent formal and informal institutions, respectively, the authors contribute to existing knowledge about national start-up activity by showing both the mechanism and conditions under which formal incentives increase the start-up rate. First, it is argued that formal incentives influence the start-up rate indirectly through the market opportunities available through economic development. Second, it is argued that these formal and informal institutions substitute for one another. The arguments are confirmed with a panel dataset on 57 countries from the World Bank Group Entrepreneurship Surveys and Global Entrepreneurship Monitor. A key implication of the findings is that early efforts at stimulating economic development, for example, by incentivizing foreign investments in new technology, can also kickstart the entrepreneurial activity as much as entrepreneurial activity also contributes to economic development in return.

The main conditions of industry sustainable development in the globalization conditions include macroeconomic stability in the national space, competitiveness and the internal and external environment efficiency. Solving the strategic tasks that will ensure the industrial complex development, especially in the global macroeconomic space, essentially depends to a large extent on innovation, investment, and integration activities, representing the priority directions in the international environment transformation context. Scientific engineering and technological progress is the driving force enabling the industry development in the national macroeconomic environment. In this aspect of the globalization transformations context, a particularly important role is given to innovation, investment, and integration processes. The purpose of this article is justification of theoretic and methodical bases of forming of innovative-investment integrated strategy for Ukrainian economy’s industrial sector development under globalization conditions, aimed at supporting the priority achievement of the strategic orientations of the national economy in the context of the European vector of development, taking into account the influence of the factors of the internal and external macroeconomic environment. Methodology. Materials of periodicals, analytical reviews, statistical data, resources of the Internet are the informational and methodological basis of the investigation. The research is based on general scientific and special methods, such as: monographic investigation, generalization, systematization, decomposition, factor analysis, economic-statistical analysis, logical-meaningful modelling. These allowed outlining the basic features and principles of the native industrial economy sector innovative-investment integrated strategy forming under the globalization conditions. The results. Innovation-investment integration strategy is a strategic document for the priority development of the industrial sector of the national economy. This is the source of the accumulation of strategic information and management methods for the future sustainable position of the industrial sector of the country. The developed methodical principles of forming an innovation-investment integration strategy for industry development under globalization conditions provide a phased decomposition of the strategic purpose, which provides an opportunity to determine the most effective directions of industry development, taking into account the input and output parameters of the strategy. The strategy allows assessing the export potential of the national economy’s industrial sector, to form export-import orientations and an adequate mechanism of foreign economic activity under conditions of the free trade zone development with the European Union countries and other international environment countries. Practical implications. The process of forming an innovation-investment integration strategy in the national economy industrial segment will enable the development of appropriate elements of the macroeconomic environment under globalization conditions. Value/originality. The strategy elaborates on how strategic management of innovation and investment integration processes in the industry will take place to ensure its effective functioning. Innovationinvestment integration strategy allows assessing the export potential of the national economy’s industrial sector, forming an export-import strategy and an adequate mechanism of foreign economic activity under the free trade zone development with the European Union countries and other countries of the international environment.

The underestimation of researches of different mechanisms and conceptions of effective registration-financial management of business subjects in the countries of the world results are declining to low of profitableness, business activity and effective co-operation between its. Therefore there is a necessity for comparison of existent registration-financial mechanisms that the subjects of business create in the different countries of the world, and to analyze reasons, that hinder to development of businesses, and its co-operation in the conditions of global calls. Aim of research is comparing the different registration-financial mechanisms of co-operation the business subjects for providing of the best prospects its strategic development. Methodological basis of research became modern normatively-legal and legislative sources of forming the registration-financial mechanism of business subjects in the process of its co-operation on the different levels of management. In the conducted researches the used methods of dialectics, methods and principles of scientific cognition, instruments of economic and comparative analysis, are for the sake of creation of effective registration-financial mechanisms of co-operation the business subjects. The basic hypothesis of research became supposing about possibility of forming the general mutually beneficial registration-financial mechanism of co-operation the business subjects on the different levels of management and by the use of foreign experience of functioning of similar mechanisms. Exposition of basic material research. It is considered the base composition of registration-financial mechanism of co-operation the business subjects Researches proved that components, that enter in the complement of registration-financial mechanism of business subjects in Ukraine fully different from components that is used in other countries. However, every element in the structure of mechanism must help the best functioning of subject and provide its effective vital functions. It is offered the indexes for the evaluation of efficiency of registration-financial mechanism of co-operation the business subjects. Originality and practical meaningfulness of research are confirmed by the offered indexes for the evaluation of efficiency of registration-financial co-operation of business subjects, the threshold values of that will show the necessity of change the mechanism of co-operation the subjects, registration-financial instruments and components management activity that will provide the positive socio-economic indexes of co-operation of all persons interested in co-operation. Conclusions and prospects of further researches. It is well-proven that registration-financial mechanisms are formed, coming from the different contexts of co-operation the business subjects and requirements that is pulled out to its structure and evaluation of efficiency the functioning. Expediency of choice of necessary registration-financial mechanism can be estimated by means of efficiency indexes that have the threshold values for every country of the world. Further researches of authors will be sent to adaptation of different registration-financial mechanisms to the global socio-economic calls, existent financial and behavior limitations.

Introduction. Controlling as a separated subject of research has emerged relatively recently. That’s why the single definition of this category haven’t been appeared yet. Different authors formulate their vision of its meaningful content and identify different intrinsic characteristics. However, very often the definition of the essence of “controlling” some scientists completely exclude the essential characteristics of this concept of other scientists. Contradictions in the meaningful content of this concept cause difficulties and misunderstandings in the process of its practical use. Therefore, on the basis of a critical analysis of the approaches of domestic, foreign scientists, and added new essential characteristics, we formulate the definition of “controlling”. The purpose of the paper is the investigation the essence of the “controlling” concept according to identified it’s essential characteristics. Results. Controlling is a system that is subject to the overall system of enterprise management — that is, it is a subsystem. Therefore, taking into account the purpose of controlling, we fully agree with Tarasyuk M.V., Kutsik P.O. and Morgun G.V. that controlling is a subsystem of a common management system. One of the principles of the enterprise strategy development is to ensure self-regulation of the enterprise activity. “Controlling” should direct the management of the company to achieve the strategy and it is not a mechanism of this self-regulation. According to scientists, controlling directly includes such management functions as planning, control, organization and coordination. Achievement of the set goals is impossible without properly formed system of the enterprise employees motivation. This function should activate the economic motivation to achieve the goals. Controlling can contain and combine elements of strategic, financial, marketing, etc. varieties of management. Also, it integrates informational and analytical support of the enterprise. Controlling establishes management accounting as part of information and analytical support. Controlling, as an element of enterprise, unit and people management, must take into account the psychological characteristics of these people in order to make the process of achieving the goals comfortable, understandable and as natural as possible. It is identificated the essential characteristics of the “Controlling”: a subsystem of a general management system; directs it (the management system) to achieve the goals of the enterprise; synthesis of all functions and types of management; support communication of all divisions, spheres and directions of the enterprise activity; takes into account the psychological aspects of behavior of people with economic consequences; formate the appropriate information and analytical support for decision-makers Conclusions. We can formulate the definition of “Controlling” according to it’s essential characteristics: a subsystem of a general management system that takes into account the psychological aspects of behavior of people with economic consequences; directs it (the management system) to achieve the goals of the enterprise through the formation of appropriate information and analytical support for decision-makers; communication of all divisions, spheres and directions of the enterprise activity; synthesis of all functions and types of management.

The article presents the results of the study of the current state of public administration and strategic directions of development of nursing education in Ukraine by on the example of Dnipropetrovsk region. The region was chosen because it ranks second in Ukraine in terms of population (first place Donetsk region). The purpose of the study is to determine the strategic prospects for reform and effective development of the medical sector, in particular the education system of health workers on the basis of the study of the current state of public health management. The article has a conceptual nature, so the following research methods were chosen: systematization and generalization; analysis and specification; abstract-logical. An analysis of the scientific database of domestic and foreign researchers found that public administration of the secondary medical education system, including the health care system, is in crisis and is characterized by globality, longevity and complexity. According to the results of statistical processing of primary data, it was found that despite the high level of graduates in the specialty «223 Nursing» of degrees professional junior bachelor and bachelor for five years (from 2016 to 2020) the number of nurses decreased by 21.6004% and this negative trend continues. State management of nursing education was defined as a special type of professional activity, the purpose and result of which is to ensure, support life and dynamic development of the industry whose main mechanisms are: regulatory-legal, coordination, organizational-motivational, educational-pedagogical, economic. The article emphasizes the need to develop strategic directions for the development of public administration in the system of medical education, which would provide medical institutions with highly qualified specialists, taking into account the market of educational services and the needs of society, to create and implement an effective resource mobilization mechanism to meet the needs of medical education, taking into account continuous professional development to train highly qualified professionals.

The object of research is the regional industry of Ukraine. In the sectoral context, the general structure of the regional industry is significantly deformed, and the strategic and sectoral guidelines of economic policy are blurred, which makes it difficult to restore the economic growth of the country as a whole. The industrial potential is concentrated mainly in traditional industrial regions. The development of industry is hampered by the worn-out state of the technical and technological base of production, a high level of staff turnover, an insignificant percentage of the production of high-tech products, a lack of institutions for innovative development, and similar factors. The complexity of the procedures for financing the processes of industrial development is mediated by the innovative activity of its subjects. The processing industry is the central center of innovation in the industry. Among the sources of financing for innovations, enterprises’ own funds prevail. It is substantiated that the main directions of regional development of industrial enterprises in terms of financial support for their functioning are support and encouragement of innovation, measures to increase the competitiveness of industrial products, internationalization and support for exports. It is proved that the regions of the country unevenly use the mechanisms of investment support for industry, depending on the characteristics of the development of the regional economy. This necessitates the creation of investment mechanisms aimed at ensuring the management of the competitiveness of regional industrial complexes on the basis of the development and implementation of innovations. A multichannel investment mechanism has been proposed to ensure a full-fledged infusion of financial resources from several sources as an effective tool for financial influence on the development of industrial enterprises. It is noted that among the directions of development of industrial management should remain both traditional measures to support domestic producers (state regional purchases) and alternative (financial leasing, initial placement of securities, joint investment). For a separate direction of industrial development, it is recommended that state support of cluster interregional initiatives based on the use of leading European experience. The highlighted areas are relevant for potential foreign partners who intend to carry out joint business with Ukrainian industrial enterprises. Also, the indicated research results are significant in the process of attracting investments at the regional level and have practical value for foreign investors when they consider a portfolio of alternatives to foreign direct investment in Ukrainian industrial facilities.

The article is devoted to the definition of the essence and content of social capital and the management of its development. Based on the analysis of foreign and domestic literature, it is revealed that in the absolute majority of them, social capital is interpreted as a socio-psychological phenomenon. Social capital is considered as an intangible part of the system of resources, values and relationships, which creates opportunities, conditions for their owner, the realization of certain goals of social activity to obtain socially significant results in various spheres of social life. It is argued that it is not an attribute of just an individual, as is found in the vast majority of publications. It is based on the capital of society as a whole, various social communities, social groups and strata of the population, administrative and state systems, collectives, etc. Such a methodological approach makes it possible to determine the structure of the patterns of development of the main stages of the implementation of social capital, and the development of technology and a mechanism for managing this phenomenon. The structure of social capital includes labor, scientific and educational, professional and qualification, informational, innovative, organizational and managerial, socio-demographic, political and legal elements. It is noted that the social capital of various subjects has a number of its own characteristics. This is illustrated by the example of the social capital of the region. The current situation in the country has led to the actualization of the needs for improving the technology of managing the development and implementation of social capital of public systems. Since the progress of modern society depends on the effectiveness of the development and implementation of social capital, it is in this area that there are huge opportunities for innovation. Technologies for the development and realization of capital have their own characteristics that distinguish it not only from similar processes used in development management, for example, physical capital, they are also determined by the specifics of each structural element that must be taken into account. All the methods and means that make up the mechanism that contributes to the activation of the process of realization of social capital, which must necessarily be provided for in the strategic program of socioeconomic development not only of the country, but also of all social objects of society. The use and improvement of existing technology can become an important factor in the formation of the effectiveness of social relations, the intensification of the sustainability of the pace of socio-economic development of the country and the achievement of a high level of quality of life of the population. The idea is substantiated that technologies that contribute to the activation of the process of realization of social capital must necessarily be provided for in the strategic program of socio-economic development not only of the country, but also of all social subjects of society.

In the conditions of globalization of social and economic processes, growth of dynamism and uncertainty of factors of environment network interaction of economic agents, especially in the innovative sphere, becomes the important instrument of formation of competitive advantage due to access to various combinations of ideas, advanced knowledge and technologies, unique resources. In this regard in article methodological basics of creation of intercompany networks are covered: the categories opening the maintenance of intersubject networks, dual approach to structural interaction of subjects of innovative activity, theoretical prerequisites of formation of mechanisms of formation of network structures (the theory of information, chaos, synergetrics, nonequilibrium thermodynamics). The practice of network interaction within the portfolios of alliances created by the international companies Sony and Sumsung allowing to reveal features in the organization of intra firm interaction of structural divisions, management of the companies and also in creation of portfolios of alliances is studied. The analysis of various configurations of networks, their advantages and shortcomings is carried out, the factors having impact on success of network interaction of subjects of innovative business, their competitive advantages are established. It is shown that the Russian business still has no understanding of importance of change of organizational forms of both intra firm, and intercompany interaction, wide use of the experience of creation of interindustry and international networks which is saved up by the foreign companies on the basis of strategic partnership and alliances.

The article considers the stage process of a machine-building enterprise modernization management, the enterprise being a part of an integrated corporate structure, in response to the demand for an economic and technological breakthrough. The topicality of the study is determined by the problems of technical and process design renewal of the Russian industry, the lack of investment support of modernization programs in the production sector, and the development of new forms of public demand typical for the innovative economy. The authors have substantiated the role of economic integration processes in the development and modernization of machine-building enterprises based on the synergetic paradigm. The paper identifies and characterizes the stages of modernization management processes taking into account the mission and strategic goals of the enterprise development. The research has covered theoretical and methodological works of domestic and foreign scientists on the problems of economic integration and best practices of creating big integrated corporate structures. Modernization is considered as a set of measures aimed at improving the production and economic activities of enterprises participating in integrated corporate structures in order to ensure sustainable economic efficiency. Moreover, the paper identifies the factors preventing the sustainable development of domestic machine-building industry. A number of problems facing machine-building enterprises during the crisis period can be successfully overcome by them within the frame of integrated corporate structures which are entrusted with a leading role in the development and modernization of the machine-building complex. Among other things, the formation of such structures is aimed at the innovative development and creation of various types of knowledge-intensive industries with greater value added. The paper presents the mechanism for managing the modernization of enterprises within the frame of integrated corporate structures. Priority areas of investments in the implementation of modernization projects are proposed to be determined not only on the basis of the expected economic effect, but also taking into account the potential of the entities under modernization. The approach proposed by the author for managing the modernization of the enterprise within the frame of integrated corporate structures can be used both at the enterprises of the machine-building industry and the industrial complex as a whole in the context of improving the efficiency of the management system. The practical implementation of modernization measures will enhance the competitiveness of enterprises, increase their investment attractiveness and switch them to a higher level of economic sustainability with a focus on achieving the maximum impact in all spheres of activity.

There is a difficult economic and social situation, especially in the formation and functioning of the small business sector at the present stage of development of the state in rural areas. Insufficient consideration the specificity of rural areas during economic reforms exacerbated their labor relations, unemployment has led to a significant scale. Implementation of the socio-economic and cultural development programs of communities in these cities did not provide financial resources. The importance of economic mechanisms determining future development of rural areas is increasing due to the role of local authorities in connection with the transfer to the regions many functions and powers of the management of socio-economic development that strengthens the influence of local communities on the formation of the town-forming base and the scope of employment. The study used general scientific and special methods groupings, logical analysis, strategic management, economic modeling, systematic and comparative analysis. It was shown that activation of participation of rural areas in business allows for socio-economic development of territories and surrounding rural areas, increase employment, reduce the amount of mass migration and outflow of active population abroad, suspend the process of reducing the level of quality employment capital. Proved that the development of small businesses in rural areas is a significant reserve for further business development in Ukraine and bringing it closer to the performance level of the developed countries. It was established that the level of entrepreneurship in rural areas is low, increase excessive imbalances in the distribution of economic potential of the regions between the regional centers and rural areas and districts, imperfect is the branch structure of the economy and low innovation activity of enterprises of rural areas and districts which negatively affects the socio-economic development of regions and the state as a whole. Based on the relevance and timeliness of small businesses in small towns, and later in rural areas, the strategic objectives of the state policy of small businesses in rural areas of the world experience. In further studies attention should be paid to the problem of implementation of government programs and strategies for the development of small business in foreign countries for their effective implementation in Ukraine, as well as problems of efficient funding of such programs through the budgets of different levels.

The article is aimed at elaborating a conceptual model for the gradual transition of sanatorium-and-resort complex (SRC) enterprises to self-supporting principles of doing business, as well as proposals and practical recommendations as to the preparation of strategic tasks for their development. A sanatorium-and-resort institution as an enterprise that makes the transition to market conditions of management and must implement self-supporting mechanisms in the process of providing health improvement services is analyzed. The priority business tasks of sanatorium-and-resort enterprises are identified, their current business policy is characterized. Both the domestic and the foreign experience as to organization of the commercial component of recreational enterprises is analyzed. The reasons for the inhibition of business processes in domestic sanatorium-and-resort enterprises are identified, i.e.: shortcomings in the public sector of the SRC management, but, to a greater extent, the lack of readiness of the enterprises themselves to work in the market conditions (slow reorientation to «innovative thinking» and entrepreneurship, lack of business experience, shortcomings in information support, etc.). The structural model of formation of business strategy for the development of enterprises of sanatorium-and-resort complex is built up, which reflects the transition of the sanatorium-and-resort complex to a new economic model of management and contains such main blocks as innovative thinking, entrepreneurship, activation mechanisms, business organization. Recommendations on intensification of commercial activity in the research sphere have been elaborated and proposed.

Today, in conditions of increased competition, the company's advantages can be formed in any area of its activities. One of the promising areas of competitive advantage can be called the field of logistics, as a quality system of purchase and sale of goods can significantly minimize the costs of the enterprise and ensure the growth of its financial results. Effective logistics management is of particular importance for enterprises engaged in foreign economic activity, as the cost of logistics for such companies is higher compared to organizations operating exclusively in the domestic market. The article investigates the problems of management of the logistics system of the enterprise. The main scientific approaches to the management of the logistics system both in terms of classical management and from the standpoint of logistics are considered. The issue of strategic sourcing approach as an orderly process, covering all activities of the enterprise, which are part of the procurement cycle, from the development of product specifications to the receipt of finished goods and services and their payment is also considered. The article proposes an approach to improving the logistics of enterprises through the application of logistics concepts in its management and sourcing principles. The task is to generalize scientific views on the nature and sources of the benefits of effective management of logistics of the enterprise, to determine the conditions and general features of the mechanisms and the main directions of formation and implementation of effective management of MTZ in modern conditions. Анотація:
Purpose. The aim of the article is identification and critical analysis of problems and substantiation on their basis of perspectives, instruments and mechanisms of rural development of Ukraine on the basis of improvement of institutional and innovative policy of the state, with achievement of economic security and sustainable multifunctional development of rural areas, regions, territorial communities and subjects of business activity in the context of European integration and convergence to the standards of the European Union. Methodology of research. The methodological basis of the study is the theoretical development of domestic and foreign scientists on the problem, legislative and regulatory materials of Ukraine and the EU. In the course of the research, general scientific and special methods are used, namely: monographic, analytical, abstract and logical and other methods – to summarize the results of the literary review on the problem under study, to substantiate the directions of rural development research, and to write programs for promoting rural development. Findings. It is substantiated that rural territory is a complex and multifunctional natural, social and economic, production and economic structure, characterized by a set of peculiarities inherent in it, namely: the area of land; landscape features; the number of people living and their type of employment; the number, species diversity of flora and fauna; volumes and structure of production; development of social and industrial infrastructure and other features. It is found that the format of the approach to the definition of the concept of “rural area” has changed significantly, in which it is not only the concept of space, where agriculture and forestry occupied a major share, but also the understanding that it is a place that has had considerable human, natural, cultural and social capital. It is determined that the territorial model of rural development, unlike other models, provides two parallel variants of development: the focus on the development of agrarian and agro-industrial sectors as drivers. This model recognizes the importance of local institutions (private and public) both in developing the directions of development and in the management and implementation of development programs. It is substantiated that, it is advisable to create appropriate regional development agencies to ensure the planned regulation of this process in order to make effective use of the territorial-resource potential of the rural territories of the region. It is proved that the activation of rural development is provided mainly on the basis of the implementation of the applied principles of agricultural policy related to institutional and innovative, sectoral and territorial stimulation, which facilitates the transition to sustainable development. Originality. The priority methodology for the study of rural development is defined, which includes the construction of a logarithm when writing a program for rural restoration and development. The structure of the regional public agency for rural development of Podillia is substantiated, which envisages the following functional departments: strategic management of rural development; formation of competent population; transfer of innovative technologies (products); design, which develops different types of innovation and investment projects for the sectoral and territorial economy. Practical value. It is determined that the common agricultural policy of the European Union is aimed at: balanced development of economic, social and environmental spheres; multifunctional development of rural areas; transition to principles of rational use of nature; protection of interests of rural population and formation of economic mechanism of development of rural territories in the system of social and economic security of the state. It is established that within the territorial development model, the importance of local institutions has been found to be complemented by the need for effective coordination between the different levels of governance of this policy, starting with EU policy, which is manifested through financial support and establishing a system of rules and guidelines, and further to national, regional and local levels. This combination contributes to the success of rural development policy, which has made multi-level governance one of the key features of rural development policy. The paper reviews topical issues of organization and management of innovative activity in the regional health care system.Objective. Development and scientific substantiation of a conceptual model of managing innovation in the regional health care system, introduction of institutional mechanisms for its implementation, and evaluation of their efficacy in using diagnosis and treatment technologies. Objectives of the study included reviewing the organization status and problems hampering the development, identification of prospects, and justification for appropriate changes in innovation in healthcare system and medical science at the regional level.Material and methods. To conduct a comprehensive assessment of the status and meet challenges of innovation promotion, a methodology for social-hygienic research was worked out including bibliographic and analytical methods, situational analysis, sociological and economic methods, expert assessment, methods for quality management system audit in accordance with ISO 19011:2002, IDEFO function modeling (RD IDEF0-2000), and organizational modeling. The study was based on the analysis of foreign and domestic literature, statistics, methods for managerial modeling, as well as management experience (including innovative methodological approaches) gained by Novosibirsk Research Institute of Traumatology and Orthopedics named after Ya.L. Tsivyan which meets the requirements for a platform for research and innovative product reproduction, including research, clinical, organizational, and managerial aspects. Other facilities were considered in conjunction with the leading innovative platform.Results. The paper presents a scientifically based model of innovative medical environment with its elements as subjects, each with a set of functions. Conceptual model for management includes structuring (resource, processes, and quality management; application of international standards) and strategic management mechanisms, provides a systematic approach to management, and ensures efficient operation of medical institutions and public access to innovative medical diagnostic technologies. The advantage of innovative products and technologies using within the doctrine of innovative management is that they provide a comprehensive approach to the diagnosis and treatment of patients. The introducted managing innovation technologies allow to improve organizational performance of healthcare institutions and to achieve significant medical and social effects: high level of diagnosis and treatment, improved access and quality of care what promotes the public health.Conclusion. Formation of regional innovation medical environment with advanced innovation infrastructure, interaction of its elements through an effective system of coordination and control is a prerequisite and basis for more mature and system-level structure – an industry innovative cluster. Active development of innovation in health care based on cooperation among the different actors of innovation and interagency collaboration provides a professional staff to the sphere of research commercialization, accomplishes innovative technology transfer to a real economy, and enables the integration in the worldwide innovation environment through the implementation of technological and scientific research projects.

Modern methods of strategic management and strategic diagnostics should be developed in line with international requirements and needs of managers in Ukraine and partners abroad. Therefore substantiation of innovation trends for enterprise development strategies on the international arena as a constituent of stable economy is important and necessary. The purpose of this article is to define innovative approaches to planning, development and implementation of strategies and to develop a comprehensive diagnosis of the strategic potential of foreign economic activity. The role and importance of foreign economic activity on both the macro and microeconomic levels is increasing in the conditions of globalization of the world economy and international economic relations. The problem of creation of an effective system of management of foreign economic activity in the enterprise becomes especially actual nowadays. Purpose. The article aims to study the theoretical aspects of effective directions of enterprise functioning on the foreign markets. These aspects should be based on the development and implementation of the foreign economic activity strategy. It will allow the company to survive in the long-term competition. Results. The article deals with the basic concepts of foreign economic activity management, the essence and process of its organization in the enterprise. The essence of the foreign economic activity strategy in the economic sphere of activity has been considered. The necessity of its development at the enterprises has been proved. It has been concluded that the success of the enterprise increasingly depends on the rationally organized foreign economic activity vector. Therefore, today an extremely important role belongs to the improvement of the organizational structure of enterprise activity management in order to increase the efficiency of the economic entity in the foreign market and the ability to react quickly and adapt to changes in the external environment. The practical significance of conclusions of the research is that they can be used in making managerial decisions and developing measures to improve the efficiency of foreign economic activity in the enterprise.

The article outlines the logical legal and regulatory sequence of building a highly civilized, highly developed and democratic Ukrainian state that will maximally facilitate the implementation of natural inviolable freedoms, rights, security and supreme power of a Ukrainian citizen and his social duties, rights and responsibilities in the family, community , nation and state. After all, Ukraine is shocked by populist speeches of immoral and illiterate government officials of different levels, their pseudoreforms, pseudo-decentralization and other chaotic actions lead the state to collapse, and people are lowering them to even greater poverty. The people are completely deprived of their property and state control. Prosecutors, judges, police, the SBU and other governing bodies of the state are not controlled by the people. The state's control went into the hands of criminal-oligarchic clans, which loose it uncontrollably and cynically. It should be noted that the management of a civilized state is the most complicated process in the world, which is tens of thousands of times more complex than the most complex computer and space technologies. Therefore, the management of the state categorically can not allow people with immoral reputation and without deep theoretical knowledge and practical skills in management science, micro-and macroeconomics, finance and freedoms and human rights. To build a Ukrainian state that will serve exclusively a man of honest work, he will constantly increase the welfare of his life and the power of the state and make it impossible for anyone to parasitize, and in any way, for another's account, one should link in one harmonious and dynamic whole such state-building mechanisms: socially-economic justice; the selection and appointment by the people of government personnel at all levels and control over their work; development of industrial production, entrepreneurship, agro-industrial complex and farming; wholesale and retail trade; communications and engineering; efficient use of all natural resources, recycled materials and private and public property; social infrastructure of settlements; foreign economic activity and investments; development of science and innovation; prophylactic, diagnostic and medical care of the population; the protection of freedoms, rights, security, the supreme power of man and the clear and unconditional compliance of all citizens and officials with the laws in force; internal and external security of citizens, communities of settlements and the state; operational and statistical control over the implementation of strategic and current programs for the development of settlements and the state, their diagnosis and improvement of management, systematic and comprehensive explanatory and educational work in Ukraine and abroad, as well as the formation of a highly civilized worldview of Ukrainians and their unification into a single monolithic highly professional and active National Community and state-building force.

The development of the economic situation in Russia in recent years is characterized by the achievement of stabilization at the macro level, the strengthening of investment activity, the expansion of the scope of activities of the processing industry, the strengthening of public confidence in domestic goods and finished products. The research urgency is caused by the fact that in Russia economic competition becomes more acute in oil and fat processing sector, also has a problem of lack of training organizations to consider the impact of external factors and competitive advantages of the industry to ensure financial stability. The purpose of the study is to study the features of factors affecting the competitiveness of the oil processing complex. On the basis of sources of economic literature, the authors studied the competitiveness of vegetable oil production by comparison and identified the problems of insufficient methodological support for studying the impact of factors that determine the current state of the vegetable oil market, methods and approaches for assessing the competitiveness of organizations. The leading direction is a comprehensive approach presented by the authors in the article, including the study of domestic and international experience in determining the factors of internal and external environment that affect the development of the industry. The study of the traditional system of assessing the competitiveness of vegetable oils is given, proposed by Russian and foreign scientists. As a result of the conducted research it is established that modern domestic and foreign methods of the analysis of the competitiveness of vegetable oils do not differ in high quality and have shortcomings. The authors noted that the analysis of the concept of competitiveness of vegetable oils does not take into account the quality indicators are not always fully represented the composition and structure of the concept, not justified organizational and methodological approaches to the analysis of the concept of competitiveness applicable to vegetable oils. The researchers note the need for an objective assessment of the analysis of the concept of competitiveness of vegetable oils to supplement it with a more detailed study of improving the level of competitiveness. In their opinion, the lack of a single definition of the term "competitiveness of products" is one of the most difficult in the formation of an adequate approach to the assessment of the phenomenon. This leads to the fact that the most common assessment is a comparative assessment of similar vegetable oils with ethanol. The study conducted by the authors has scientific and practical significance and will allow to develop a methodological apparatus (parameters and criteria for assessing the level of competitiveness of vegetable oils) in accordance with the requirements of the industry in the world economy, as well as to form a set of strategic and tactical management decisions to improve the competitiveness of vegetable oils and mechanisms of interaction in creating competitive advantages and strengthening the market position of vegetable oils.

The purpose of writing the article is to justify the methodological principles and recommendations for the functioning of agricultural enterprises-producers of grain in the target markets for its sale under the conditions of globalization challenges. The production and sale of grain traditionally remains the main focus of the specialization of domestic agricultural enterprises, the source of more than a significant share of their income, the formation and implementation of export potential of the agrarian sector of the national economy, the solution of a number of problematic issues of food security and ensuring the stable development of the subjects of the sphere of production of various sectoral belonging and orientation. At the same time, raising the economic efficiency of the main activities of agricultural enterprises remains a central problem, which in fact produces a complex, multi-faceted, and multi-level problem of the formation and functioning of mechanisms for the effective functioning of agricultural enterprises in the grain market. Research methodology. The theoretical and methodological basis of the research is the classical positions of economic theory, fundamental works, and scientific developments of domestic and foreign scientists on the effective functioning of agricultural enterprises in the grain market, the dialectic method of cognition, and the systematic approach to the study of social phenomena and processes that occur in the process of carrying out the main activity enterprises producing grain. In accordance with the goals and objectives of the article, such general scientific and special methods of economic research as monographic (in-depth study of the set tasks), abstract-logical (a theoretical generalization of the research results and formulation of conclusions and proposals) were used. Taken together, these methods form the methodological basis of the study. Results. After conducting the research, we decided that the study of the problem of the functioning of agricultural enterprises in the grain market is the study of methodological approaches to the evaluation of structural and dynamic trends of development and the state of the situation of target markets for the production of agricultural enterprises-producers of grain in the context of establishing systems supporting strategic and tactical and operational decisions in the production and commercial planes based on the system of integral indicators and individual indicators of the state of the targets. Practical use. The results of the research can be used at the state and regional levels of management in forecasting the change and the state of market equilibrium in the agrarian market of Ukraine and the conjuncture of the world and regional markets for agricultural products and food.

A necessary condition for a market economy is the existence of a competitive environment between economic entities, especially when agricultural enterprises enter foreign market. This problem is clear because the foreign economic activity of enterprises provides them with a competitive advantage allowing enterprises to enter a competitive market and occupy their positions in the world market of goods and services. The choice of strategies for a particular enterprise in the field of foreign economic activity is a long-term process that involves the choice of strategies from possible behaviors and coordination of actions of all structural units. Unfortunately, the loss of agricultural enterprises is one of the negative factors preventing them from performing management tasks related to the implementation of the chosen competitive strategy. In this case, the company may not focus on any strategy at all, and will not solve operational problems related to the economic efficiency of economic activity. In general, the essence of strategic management of enterprises engaged in foreign economic activity is to form a concept of benefits and prospects that can bring the international market and its actions. When implementing the company's strategic management in the international market, it is inevitable to avoid assessing short-term, medium-term and long-term risks and prospects. The competitiveness of agricultural enterprises should be based on the following aspects: improving the quality of enterprise management, development and compliance with standards of strategic competitiveness of agriculture and food; formulation of proposals for the formation of various strategies for enterprises; improvement of innovative organizations, introduction of information technology, and the presence of merchants in the commodity market provides information support; improves the organizational and technical level of support for agriculture; develops logistics and marketing systems.

The article deals with a current trend of the global energy market, which is characterized by rising tension in relations between the performers of the energy market regulation mechanisms, and it leads to the emergence of alternative energy sources. The article is called to identify the causes of renewable energy markets nascence, to make comparative description of Ukrainian and European Renewable Energy Markets attractiveness, and to characterize the state policy change in a renewable energy market. Different interpretation of nature and classification of the field of renewable energy in foreign and Ukrainian approaches shows the problem of legal criteria of renewable energy markets regulation. It is proved the existence of double barrier penetration of the European market for renewable energy for Ukrainian companies, which includes compliance with the accepted EU Directives and compliance with the Rules of each member individually. The presence of clearly defined standards and certificates of quality for the European market allows producers to show the competitiveness of Ukrainian products in the international market and stimulate Ukrainian manufacturers. The presence of clearly formulated laws, stable and balanced political and legal environment of the EU allows Ukrainian producers of renewable energy to develop such a strategy that considers the time factor, as the primary parameter of competitiveness in international business. The market of solid biofuels in EU is under formation, its development timeframe and uncertainty of environmental risks becoming is especially important for Ukrainian producers.

The mechanism of public policy in the regulation of public relations is built on the skillful combination of prohibitions of restrictions on the one hand, and laxity and opportunities on the other. But weakening state control may increase the level of risk to relationships. This is most clearly evident in international economic relations, where not only individual States that assume responsibility by becoming parties to conventions, agreements and treaties, but also individuals and entities that do not always support the policy of the State in the practice of implementing signed contracts, are parties. Russia pays special attention to a reasonable combination of the country’s economic interests and common interests within the framework of integration associations. The Russian customs authorities, represented by the Federal Customs Service, are one of the agents of state policy in this regard. The purpose of the activity is not only to administer the revenues from foreign economic activity to the budget, but also to protect the economic interests of the state, the participants of the foreign economic activity, professional intermediaries and individual consumers. Therefore, the development of a comprehensive policy of monitoring and assessment of customs risks will reduce the efforts of customs authorities to prevent possible offenses, and thus protect the interests of participants in foreign trade at any level.

The aim of the article is to research the main interpretations of the definition of “strategy of foreign economic activity” and derivation of the optimal meaning of this concept for agricultural enterprises on the basis of functions performed by the strategy for efficient and competitive entry into foreign markets and further activity of these enterprises in the market. Methodology of research. The following general scientific methods are used in the research process: historical and genetic, statistical and method of analysis and synthesis ‒ to study the theoretical foundations of the strategy of foreign economic activity in the field of agriculture of Ukraine; comparison, description and generalization ‒ to determine the functions of the strategy of foreign economic activity of agricultural enterprises. Findings. The main approaches to the concept of “strategy of foreign economic activity of the enterprise” are studied. The concept of “strategy of foreign economic activity of agricultural enterprises” is developed and substantiated and its main functions for the effective functioning of the agricultural enterprise in foreign markets of goods and services are derived. Originality. Own interpretation of the concept of “strategy of foreign economic activity” is proposed. It should be understood as an effective tool for the enterprise to enter foreign markets of goods and services, which will ensure the implementation of any type of foreign economic activity based on legislation of trade countries and basic strategic management methods on the development of the internal and external environment of the enterprise in order to establish partnerships and trade relations and increase competitive advantages. Practical value. The obtained results of the research are the basis for solving the strategic tasks of agricultural enterprises of Ukraine and are aimed at optimizing the strategic development of enterprises. Introduction. Activation of international business requires the formation of a strategy for the development of foreign economic activity, because its implementation allows to increase competitiveness and flexibility under conditions of the business environment changes. Nowadays, the problems of developing the foreign economic strategy of the enterprise become especially relevant, because the modern conditions of commercial activity require fundamentally new standards, management methods and stages of international business organizing. The purpose of the paper is to study the peculiarities of the application of the method of strategic analysis SPACE for the implementation of the optimal choice of development strategy of domestic enterprises on the example of Electroprylad SPE LLC. Results. The SPACE method is to develop an assessment of the strategic position and strategic actions of the enterprise. This is a comprehensive method of strategic analysis, which allows you to identify and characterize the competitive position in the market in order to select the best strategy for the enterprise to act at the market. The introduction of the SPACE method for the implementation of the optimal choice of development strategy of Electroprylad SPE LLC provides for the implementation of successive stages: analysis of financial strength; determination of competitive positions in foreign markets; assessing the attractiveness of potential foreign markets; assessment of prospects for potential stability in foreign markets; selection of the optimal strategy for the development of foreign economic activity of the enterprise based on the results of the SPACE method. The SPACE method allowed to form a group of priority characteristics and parameters of Electroprylad SPE LLC activity, which were previously identified from all existing variety, allowed to organize them and determine the complex impact on the management decision-making process by validity, as well as to choose the best foreign economic development strategy. Conclusion. The set of criteria is determined taking into account the internal priorities of work and external strategic goals of foreign economic activity. The article deals with the questions of formation of monitoring key indicators of enterprise financial and economic activity mechanism. Emphasized that the provision of adequate conditions for sustainable development and preservation of financial stability of domestic enterprises in today's economic realities require continuous monitoring of the main indicators of their activity, including the estimation of the financial condition of the company and its investment attractiveness. Analyzed one of the major domestic problems of the Ukrainian economy as the underfunding of the real sector of the economy is the result of the processes of financialization and globalization of world capital. It is proved that for today there is a necessity of formation of the mechanism of monitoring of key indicators of financial and economic activities of enterprises, the results of which can be applied for development of strategy of development of separate entity. The results of the analysis of the dynamics of direct investments into the economy of Sumy region showed a general decrease in volume and a minor volume of investments in the industry compared to other industries. The results of the study identified the key 2 indicator - investment attractiveness of the enterprise and the dynamics of added value and establishing acceptable for a specific enterprise corridor variations AV. Monitoring of such deviations in the dynamics will allow us to have adequate information to identify trends for future development of the enterprise. The article presents the method of calculation of added value based on the financial statements, which is one of the key indicators in predicting trends in the development of the enterprise. The article considers stages and methods of strategic management of the enterprise’s foreign economic activity. PEST analysis, SWOT analysis and SPACE analysis of foreign economic activity are used on the basis of a particular enterprise. PEST analysis has highlighted political and legal, economic, social and technological factors influencing the foreign economic activity of the analyzed enterprise. SWOT analysis has allowed identifying strengths, weaknesses, opportunities and threats of the enterprise. SPACE analysis has revealed that in the absence of growth in the services market, the use of a strategy for the enterprise diversification is acceptable. This strategy involves the creation and development of new services. Therefore, it is necessary to constantly monitor the activity of the enterprise in the international economic environment.

Because the key to the «survival» of enterprises in today’s market economy is a well-established effective sales policy and its purposeful development. The article defines the structure and components of sales activities. Also, an important role and priority of effective management of the sales system in increasing the competitiveness of enterprises in world markets is specified. The peculiarities of understanding the term of «sales» in both the narrow and the broad sense are analyzed. Different approaches to determining the basic concepts of sales activity are systematized. The place of sales in the enterprise management system is considered. The main characteristics of strategic and tactical management of sales system are analyzed. Abstract. The article identifies the features of financial management in international economic activity in terms of limiting economic relations associated with the COVID-19 pandemic. It is clear that the current state of the economy requires the spread of international economic activity at both macro and micro levels, as only provided that the integrated system of economic relations between the national economies of different countries and the benefits of international cooperation, it is possible to avoid economic and social problems associated with the COVID-19 pandemic. It is noted that Ukraine’s active participation in world economic processes requires economy. In turn, the transformation processes in Ukraine require a clear coordination of actions in all areas and parts of the financial system, which is the conceptual basis of a new model of economic and social development of the state. Such a model should combine the constant improvement of the welfare of society and every citizen and the formation of a competitive national economy in Ukraine, which would be organically integrated into global economic processes and take a worthy place in them. It is determined that Ukraine’s international economic activity has a very great potential in the development of economic relations, despite the existing problems, the solution of which is the key to future success in the development of trade in the international market. A SWOT-analysis of Ukraine’s international economic activity was conducted, which revealed trends in the development of foreign economic activity. The financial mechanism of development of the international economic activity (IEC) which is an element of management and the regulator of foreign economic relations is offered. The concept of IEC financial management is proposed, which substantiates the purpose and main tasks, which are specified at the micro and macro levels. It is concluded that many problems of financial management in international economic activity should be addressed primarily at the macro level, i.e. public institutions. The article aims to conduct the analysis of the tourist flow of foreign and domestic tourists within Ukraine or behind it; analyse the used (mastered) capital investments and their structures according to branches related to the institutional environment of tourism; evaluate financial results from economic tourism activities business in Ukraine; develop measures to improve the management of tourism activities in the country. Method (methodology). Based on the methods of system and structural analysis and synthesis, we have determined the stages and ways of improving the management and implementation of industrial relations in the field of tourism activity. Their practical application will allow rational use of resource support organizations and increase financial results from tourism activities in Ukraine. Result. The author has analysed the tourist flow of foreign and domestic citizens, its structure, the dynamics of volumes of capital investments that are related to Ukrainian tourism activity, and the growth rate / decrease in the volume of sales of services in this area during the last 4 years. This article includes the estimation of economic efficiency’s functioning in the areas, which are connected with tourist activity of the enterprises. It focuses on the necessity of introducing the ways aimed at increasing the effectiveness of strategic tourism management in relation to the realization of tourism activity in Ukraine at the each stage of creation and distribution in this type activity.

The paper is devoted to substantiation the ways of improvement of the mechanism of foreign economic activity regulation in Ukraine. The essence of foreign economic activity and the mechanism of its regulation have been given. The dynamics of exports and imports of goods and services has been analyzed, which allowed to state the growth of these indicators over the past three years. The research of changes in Ukraine's foreign trade balance in recent years provided an opportunity to mark out the negative balance in relation to foreign trade in goods and positive – in relation to services. The main partner countries of Ukraine in the export and import of goods and services have been identified. It has been noted that the largest volumes of exports and imports of Ukrainian goods in 2019 belong to China. The analysis of the share of the regions of Ukraine in the export and import of goods and services, the sale of innovative industrial products abroad has been carried out. The highest values of foreign economic activity were recorded in the city of Kyiv, Dnipropetrovsk, Odessa, Kyiv, Donetsk regions. In the structure of exports of goods from Ukraine in 2019 dominated the plant products, base metals, and in the structure of imports to Ukraine – machinery and equipment, electronic equipment and mineral products. In the structure of exports of services in Ukraine in 2019 dominated the pipeline services and computer services, and among the imports of services to Ukraine – travel services, government and government services. The directions of improvement of the mechanism of foreign economic activity regulation in the conditions of innovative changes have been developed. They include legislative regulation, infrastructural maintenance, introduction of the strategic approach and optimization of regulation policy, stimulation of attraction of investments, use of opportunities of digital economy.

Any competitive advantage in a particular economic activity or business system can result in particular positive effects only if the most relevant actors are engaged completely (management and human resources) and if the synergy exponent of such integral economic policy is the real characteristic of such activity. The hotel industry of Primorsko goranska county is certainly a major element of the whole catering and tourist industry, which in the strategic planning of the economy of the Republic of Croatia has a specific role. In the context of such a strategic "definition" the fact is that: 1) correlation that is interaction of the above mentioned actors must be more transparent, and the participation of human resources in all areas of economic activities (and decision making) must be more engaged. Only on this premise is it possible to 2) expect a faster evolution and transformation of the organizational logic from "bureaucratic" to "entrepreneurial ". The reality of the conditions in hotel management of the Primorsko goranska county compared with determinate targets the author of this work tried to focus on also in his research done during 1999.

Another important issue is the release of products or the provision of services that meet the modern requirements of scientific and technological progress. Based on the appropriate challenges of scientific and technological progress, there is a need to draw attention not only to the competitive advantages of automated and robotic enterprises over purely automated, but also to the inevitability of rapid replacement of human and robot personnel as specialists capable of solving complex specialized problems and complex practical problems characterized by uncertainty of socio-economic conditions in the field of industrial production at the international level. Formulation of the problem. There is a clear lack of understanding of the inevitability of the gradual replacement of human professions by artificial-intellectual-robotic and catastrophic unpreparedness for these changes in the field of management in general. Analysis of recent research and publications. More than 100 years ago, many scientists devoted their research to robotics. Among the latter are the scientific works of N. Morse, L. Varchenko-Trotsenko, O. Garkavenko, A. Vashkevich, T. Katkova, Y. Zhukov, etc., but there is no research on the management of robot personnel in the field of foreign economic activity. Selection of unexplored parts of the general problem. All components of the management of organizations and the management of foreign economic activity of enterprises are completely unexplored in the set of unresolved issues of management of robot-personnel with artificial intelligence, which in the very near future will almost completely replace human-personnel. Substantiation of the role of the updated management of organizations and management of foreign economic activity of enterprises in the management of robot personnel, as an inevitable subject of economic relations. The competitive advantages of automated-robotic enterprises over purely automated ones in carrying out foreign economic activity are shown. Attention is drawn to the inevitability of replacing several dozen professions with human labor and human intelligence with robotic work with artificial intelligence. In the context of this study, we are talking about the management of foreign economic activity of enterprises to ensure their sustainable competitiveness in the global labor market in the field of management of foreign economic organizations at national and international levels through the generation of new knowledge and innovative ideas. Field of application of results. Training of applicants in the specialty 073 "Management" with medium and long-term strategic vision. Conclusions in accordance with the article. Understanding the inevitable rapid replacement of human resources by robot personnel is the key to ensuring the stability and competitiveness of all industries and services in world markets. It is proposed to draw not only the attention of the scientific community to robotics based on artificial intelligence, but also to invest in further research to develop new strategies for training management (educational process from kindergarten to graduation) and accompanying educational and methodological support - especially in the field of foreign economic activity.

At present, the problems of managing export-import operations in the system of foreign economic activity of enterprises of various industries are becoming especially relevant. The article forecasts the indicators of export-import operations using the autoregression method. Calculations show an increase in exports and imports from European countries to Ukraine; volume of investments in foreign economic activity; reduction of the balance of export-import operations and the ratio between imports and exports. It is proved that forecasting is an effective tool for planning foreign economic activity of economic entities, the application of which will facilitate the adoption of scientifically sound management decisions in the formation of plans for shipment to consumers, production programs and strategies for strategic development of enterprises; identification of reserves to increase the efficiency of the organization of international sales activities; optimization of the structure of export-import operations.
