The morphology of a city undergoes transformation over time due to a variety of factors. One such factor is the master plan. The master plan is a powerful legal tool, the implementation of which has a lasting impact on the morphology of a town both built and unbuilt. The template for the master plans in India is the same be it a metropolitan city or a class III town. The resultant triggers and impact of this master plan are questionable more so in the case of smaller cities and towns. This paper investigates one such small city in the hinterland of Karnataka through a descriptive analysis of the compact historic city and the new developments; the impact of the master plan and the resulting changes. Through the analysis and arguments presented in the study for the reading of small towns and non metropolitan cities we support alternative readings of these towns and cities. Additionally through the analysis of compact city planning methodologies both historical and current we understand how the two aspects; that is small town urbanization and compact planning methodologies can be enmeshed to create new templates for master planning for small towns and cities. Our study is limited to the master planning exercise in the context of Karnataka and Gadag-Betageri in particular and needs to be further explored with respect to other urban development policies in order to be applicable to small towns and cities in general in India.

Based on a thorough research of Shizhong County in Fujian Province, some developing problems have been detected, such as shortage of land, backward transportation, negligence of historical building protection and unused tourism resources. The author puts forwards the planning scheme of the historic town after the study of master plan of Shizhong County, conservation planning of historic town, and tourism develop plan. For historic towns, a coordinated planning pattern is needed. This new pattern should take the master plan as the guideline, and the historical culture protection plan and tourist development plan as strategies. With the unfolding of the three plans, a harmonious development will be achieved.

The town-planning code of the Russian Federation allows to prepare the documents regulating design and planning activity independently by each subject of the town-planning relations. At the same time violations in the form of mismatch of information contents between separate town-planning documents are possible. With the broadening and deepening of economic development, the urban growth of many small cities begins to present sprawl in China in the new century. Replacing the original act of urban planning, the Town and Country Planning Act became effective in 2008. This paper compares the contents of the two acts, and especially analyses the stipulations about urban land scale and spatial construction activities from the perspective of the revised legislation. Based on the introduction of the master plan of Lianjiang Town in Fujian Province, the paper holds that China can take advantage of the legal effect of the new act to make the master planning of small cities more cautious and rational, as well as to promote the popularity of smart growth concept in small cities.

The development of the tourism, as a promising direction of socio-economic development of urban and rural areas, defines new approaches to the development of urban planning design documents. In this aspect, the connection is established between the types of tourism activities and urban planning facilities that are necessary for the implementation of the tourist approach. A matrix of town planning objects is proposed depending on the types of tourism. It allows to determine the direction and the formation of objects providing tourist activities, the placement of which should be reflected in the master plan of the city. The importance of developing regional and local standards for urban planning, taking into account the development of the tourism industry is demonstrated.

<p><em>This paper seeks to review the non-implementation of the Greater Jos Urban Master plan, considering some options and strategies. It was carried out by examining the current master planning approach and master planning-cum-spatial planning. The research strategy used is </em><em>“</em><em>mixed method</em><em>”</em><em> with a deductive-inductive reasoning. </em><em>Multiple sampling methods were adopted; t</em><em>he s</em><em>nowball to get </em><em>30 Town planners working in the 9 </em><em>case studies (</em><em>planning authorities</em><em>) to be engaged in the face-to-face interview</em><em>, Purposive and Convenience sampling methods were employed to select over 90 documents on planning authorities and implementation of master plan in Jos, metropolis, Nigeria. The instruments employed were face-to-face interviews and review of archived documents on the implementation of master plans and other options. </em><em>The data obtained through the face-to-face interviews and the 90 archive documents were analysed using the thematic and content analyses. The results obtained revealed that the implementation of the proposed greater Jos Urban master plan was affected by unproved legislations, the plethora of planning authorities covering the planning region and inadequate funding as well as its phasing. Hence the consideration of the strategies to employ for the implementation of plans which concluded with the recommendations to help practitioners (Town Planners), policy makers (Legislators in the area of planning) and the academia. </em></p>

Motivation for construction of Salt Lake City comes from the circumstances characterizing life in Calcutta known by its social, political and cultural activities. Among many problems, the City was faced with poverty and overcrowding. West Bengal Government realized that serious steps have to be taken to resolve the situation. One of the biggest actions of the Government was creation of so called 'NEDECO' Plan for reclamation certain area of the Salted Lakes, followed by the tender for urban planning. The enterprise for water ways Ivan Milutinovic was considered the most convenient for both: reclamation and planning. The Conceptualization covers the Main Aims and interests forming plan basis where three factors were selected: urban character, new vs old town, inhabitants and town growth. Follows Existing Land Use Pattern of the Municipal Area. The realization of the Salt Lake Master Plan, as a part of the Municipal Area, is shown through an Overview of Achieved Infrastructure covering Roads, Water Supply, Sewerage, Area Level Storm Water Drainage, Solid Waste Management and, finally, through the Other Municipal Services, such as: Administrative Infrastructure, Health Infrastructure, Greeneries, Water bodies, Socio-Cultural Infrastructure. .

In historic towns, the planning of municipal facilities varies from that in the common towns. To maintain the original styles and features, the curve dominants the street form in the planning. Additionally, combining with the rails and rivers which goes across the town, the water supply and drainage is divided into two areas at the line of the valley with the narrow and branching terrain. The existing pipeline network is taken into account as possible with the aim to compensate the skill deficiency and expand the service scope. Based on the prerequisite of lowering investment and maintaining eco-appearance, the rainwater will be collected and discharged near the site through two ways: natural drainage and pipeline network drainage. Water supply and drainage have set up the treatment facilities of water respectively, which will be planned and constructed by stages according to the development of towns.

Previous planning for rural revival in towns has emphasized construction and government-led policies. However, we argue that the dilemmas of peri-metropolitan rural areas, such as Desakota in China, are far more complex faced with rural super village and hollowed village transformations. Rural revival planning needs to coordinate with the development of urbanized and rural areas towards multifunctional goals and plans as a whole. Therefore, we selected the town master plan of Lijia, a typical peri-metropolitan village in China, as a case study. Through a historical–interpretative approach involving analysis of planning policies, questionnaires, and in-depth interviews with the key stakeholders involved, we structured the process and mechanism of rural revival in Lijia into three phases: resource identification, capitalization, and financialization. In different phases, different stakeholders adopt different roles. The government takes a leading role in resource identification and capitalization, while firms take a leading role in the process of financialization. “Market-dominant and government-guided” planning stimulates villagers to participate in rural revival. We highlight the importance of multifunctional land-use in terms of rural revival in the master planning of peri-metropolitan villages and provide a practical reference for uniting multiple stakeholders, including governments, firms, and villagers.

The main objective of this paper is to prepare a master plan for Arakkonam town in India. The study illustrates the use of Geographic Information System (GIS) and Multicriteria evaluation (MCE) technique for the selection of suitable sites in the study area for urban development. Google Earth and Toposheet were used to generate various thematic layers using ArcGIS software. Soil, geology, geomorphology, groundwater, rail network, road network and land use/land cover layers were integrated and weighted overlay analysis was performed to arrive at the final site suitability map. The master plan was prepared by projecting the population for next 20 years by Geometric Growth Method for the study area and planning zones such as Residential, Commercial, Industrial, Educational and Recreational were delineated as per Urban and Regional Development Plans Formulation and Implementation (URDPFI) guidelines.

São Paulo started the 20th century as a 240 thousand inhabitant town and concluded it as a 10 million inhabitant center of a metropolitan zone of 17,8 million inhabitants. The congestion and disorder disguise the planning efforts conceived since the first decade, but only partially implemented. This article highlights some of the most important urban planning proposals as the Avenue Plan (1930), the Robert Moses’s Plano de Melhoramentos (1950), the Basic Urbanization Plan (PUB, 1969) and the last Review of the Master Plan (2013-14) to São Paulo, and the challenges resulted of the pace of demographic and urban growth in that century.

Right now, since February 2018, “Park City” has been promoted, and a series of measures have been implemented, which are of great significance to the sustainable development of urban and rural areas. It is of great strategic significance to explore a road to rural revitalization under the background of park cities and to implement the construction and implementation of township spaces. The Anyue County Party Committee and County Government attaches great importance to it, actively organizes, conducts in-depth research, and successfully completes the “Territorial spatial master planning of Wenhua Town, Anyue County”, which not only aims to realize the formation of intensive and efficient production space, moderate living space, and ecological space with beautiful scenery and safety. The harmonious, open, efficient, attractive and quality territorial space pattern has laid a solid foundation for the construction of a lemon culture agricultural tourism town, and also reflects the concept of some park cities. The purpose of this study is to provide a comprehensive assessment and comparative analysis of the ecological balance of territories of the three key smalltowns in Kyiv region: Boyarka, Vyshneve and Irpin, as well as tracking the dynamics of ecological stability of the towns` territories in the system of general planning. The following indicators of anthropogenic transformation and natural protection of urban areas were calculatedaccording to known methodsbased on data available from the towns` new Master Plans: coefficients of anthro- pogenic impact, anthropogenic transformation, nature protection, and ecological stability, absolute and relative tension of the ecological and economic state. The rationality of general planning in terms of ecological balance of urban areas is estimated. The study established that the territory of the town Irpin is characterized by moderate anthropogenic impact, while Boyarka and Vyshneve demonstrated a high level of anthropogenic impact. The total area of the environmental fund on the territory of cities ranges from 13.9% (Vyshneve) to 47.5% (Irpin) of the total area of their territories, which is insufficient in all cases. Currently, the territory of Irpin is the most balanced in comparison with other towns. Implementation of the new Master Plans of the cities will improve the ecological balance of the Boyarka and Irpin areas; improvement in Boyarka will be notably extensive due to the expansion of the city boundaries by a threefold increase in the town`s area. The projected general development of Vyshneve will worsen the ecological balance of its territory, despite the foreseen expansion of its boundaries. The pressure from the ecological and economic status of the territories is not balanced by the degree of anthropogenic impact and the potential of the sustainability of nature. For the territory of towns, the potential for sustainability of nature is significantly exceeded and requires the expansion of the environment of a stabilizing group of lands. The areas of towns within the existing boundaries are environmentally unstable, the tensions in the ecological and economic conditions of the territories are not balanced, which testify to their ineffective organization. A significant correlation has been found between the calculated coefficients and the area percentage of the environmental fund of urban areas. The obtained data testifies to the expediency of using the indicated eco-geographical indicators within the system of general planning in order to optimize prospective solutions.

AbstractRapid population and urban growth in Africa pose severe challenges to development planning and management. This article argues that weak urban governance in Kenya results from the colonial legal order's shaping of urban form. Kenya's colonial laws, drawing from those in other British colonies (especially South Africa) and British statute law on local government, public health, housing and town planning, controlled African labour and movement, and Africans' relation to towns. These laws included ordinances on registration, “master and servant” and vagrancy, while detailed township rules enforced racial segregation and exclusion; the Feetham Commission (1926) led to a hierarchy of local authorities, with no African representation until the 1950s. The dual mandate ideology resulted in different land tenure in the white-settled areas and trust lands; the late introduction of individual land ownership in the trust lands created problems of peri-urban, unplanned development outside the old township boundaries.

A short review has been given of Serbian spatial and environmental planning, and in particular of relevant legislation. Attention has been paid to the landscape treatment within legislative grounds, and correspondingly in planning practice. Few assumptions have been made, upon the lack of methodological and integrated approach to the landscape protection and management. Strategic plans (spatial and town master plans), sectoral plans and policies (for soil, forestry etc) have been reviewed in attempt to verify the stated assumptions. The problems of landscape and open green space protection and maintenance have been brought up. In reference to the EU recommendations, legislation and instruments have been investigated regarding the entrenchment of the landscape concept and landscape planning into the spatial, environmental and related sectoral planning. Prior to the landscape concept implementation is the survey and establishment of regional landscape diversification so as to differentiate regional approaches to landscape planning.

The environmental conflict throughout land development varies for every landform. In hilly areas, the ecological effects, such as the properties of the land surface and the diversity of flora and fauna cannot be reflected through assessment indexes, which include the building density, green areas ratio, etc. This paper is to provide the impervious index and the corridor index as a complement to the master planners. The indexes is an approach that integrates ecological landscape principles and methods for analyzing the eco-rationality of the master planning using ecological indexes which provides a measure for adjusting development density. An application of the indexes to the residential development of Kunming Expo Eco-town in Yunnan Province, China is provided. The result shows that the indexes can be used to quantify the interrelationship between the development project and the environment and that the required regulatory measures for land development can be implemented via master plans.

Township planning was introduced from early ‘50s in Dhaka, the capital city of Bangladesh having a current population of 14 million approximately. To meet the demand of growing number of population, Dhaka has witnessed different new township projects from the ‘60s to ‘90s. Example of some of these similar developments by government, includes Dhanmondi, Banani, Gulshan, Uttara, Baridhara etc. Hence, old Dhaka city is expanding its civic facilities by urbanizing in the vicinity of city. Under this scenario, a new township project, Purbachal New Town, was planned by concerned government organization namely “Rajdhani Unnayaan Kortipokkha” (RAJUK) which was previously called “Dhaka Improvement Trust” (DIT). This new township is much larger than any other previously planned ones in Dhaka city. This paper aims to compare Purbachal New Town with a previous Development, Dhanmondi Residential Area, which was designed by the same Capital Development Auhtority (RAJUK/DIT) in early ‘50s. The comparison takes place in terms of road network and land-use. Future possible impact of traffic situation on newly designed master plan in Purbachal is also sought for. Findings from the study show some similarities in master plan of Purbachal with existing Dhanmondi, which may create similar situation of current Dhanmondi in proposed Purbachal New Town too.

The long-term expansion and the evolution of town planning of a contemporary European metropolis (Athens, Greece) has been analysed in this study in order to evaluate how sustainable urban growth has been taken into account in sequential strategic master plans. During the last decades, the mostly unplanned urban growth and massive housing construction have favoured a slow evolution towards a less compact and mono-centric spatial asset, typical of several Mediterranean cities. Despite efforts to guide urban growth, a series of structural challenges have remained: (i) a gap between planning and implementation; (ii) a gap between spatial planning and socio-economic planning; (iii) a relevant pressure on natural environment; (iv) a lack of participatory planning. In order to face these problems, current strategies for the city of Athens try to foster city resilience providing guidelines for more sustainable management of the built and natural landscape. In particular, the Resilience Strategy for 2030 proposes a list of actions to improve the well-being of citizens and to increase sustainability at the urban and territorial levels. A major role was given to the enhancement of the environmental quality of the metropolitan area and to the involvement of inhabitants in the various phases of decision-making.

Chelas is situated in the east of Lisbon and corresponds to the third and final phase of a large-scale planning operation that began in the late 1950s, covering an area of roughly 737 hectares, equivalent to 1/10 of the city’s total area. The Master Plan for Chelas, approved in 1964, was marked by the revision of the principles of modern planning and represents a landmark in town planning in Portugal. The protracted nature of the plan’s implementation and the failure to complete all of its programs seriously compromised the success of the presented proposal. This article proposes a reading of the ideological context that influenced its conception and design, as well as of the factors that conditioned its urbanization process.

Purpose Industrial land renewal is a significant constituent of urban environment and sustainable development. Most implementation in planning of renewal of industrial land has been mainly conducted at the site level of industrial zones or parks and the larger scale of township planning deserve further attention in China. To fill this gap, this paper aims to investigate the implementation of industrial land renewal for a whole urbanized area under the township master planning. Design/methodology/approach This study introduces a progressive approach to identify and evaluate the renewal of industrial land in township master planning to move toward a more practical understanding of industrial transition. The authors chose a typical industrialized town, Lijia in Changzhou City, under the development model of “Southern Jiangsu” to explain the measurement and assessment framework to identify and evaluate the renewable industrial land. Synthesizing the idea of sustainable development, the authors investigated the renewable industrial land with an econometric model including multiple-indexes of economic, social and ecological aspects, field observations and depth interviews. Findings The analysis demonstrated the spatial heterogeneity and complex generous structure of industrial land renewal in developing countries. It pointed out the major responsibility of enterprises as main industrial land users and indispensable responsibility of government and society. Following the idea of organic concentration and avoiding one-size-fits-all kind of deal, the master planning of Lijia emphasized the connection of industrial land and the combination of market force, social force and government regulation. Originality/value With original data and discussion, the authors provide more scientific renewal strategies for planners in sustainable development.

The article reviews the application of GIS technology to urban planning and the research progress on construction suitability evaluation. It points out that the present evaluation method invisibly weakens high eco-sensitivity areas and unsafe areas, and therefore the evaluation process can not objectively reflect the different angles of urban land use and its contradiction and unity. Thus, the article suggests strengthening the idea of giving priority to ecology and city safety through analyzing key sensitive factors and perfecting multi-factor superposition method. It explores a new idea for land suitability evaluation from three angles, that is, eco-sensitivity evaluation, construction suitability evaluation and city safety. An empirical study is conducted on the master planning of Hongya County Town.

AbstractIn the 1930s, the attention of Turkey’s politicians shifted back from Ankara and Anatolian cities to İstanbul. In 1932, the Governorship-Municipality of İstanbul organized an urban design competition for İstanbul, and four foreign city planners were invited. In the meantime, Martin Wagner came to İstanbul for the preparation of urban reports. In 1937, Henri Prost, the prominent urbanist of Paris, was invited to İstanbul and prepared the first master plan of the city. In Turkey and in İstanbul, town planning processes have been significantly influenced by “Western” planning principles, cultures, and experiences while gaining a local meaning in the context of Turkish politics and the state-formation process. The aim of this study is to describe the urban design competition of 1933 and the first master plan of 1937. Beyond references to Western European cities as in the “city-beautiful” planning approach, this study, based on a series of official documents, plan reports and their rhetoric, investigates in particular the role of foreign planners/urbanists in İstanbul in the context of the construction of a nation-state. The analysis of these foreign planners’ work suggests that urban planning in Republican Turkey was closely linked to the construction of the nation state.

This article is an exploration of how power has been exercised over the future of part of a rural town in Lancashire, North West England. The article reviews a decade of debates about what should be done with the area, and draws loose comparisons between practices at various stages of the story and three conceptual frameworks from planning theory. The stages are likened to the theories of rational-comprehensive planning, agonism and communicative planning. This story is characterised by the attempts of spatially or deliberatively remote actors to define the area's future, and to justify this by recourse to one or more master narratives. The article appraises how successful each of the three planning theories have been at regulating these attempts to impose the area's future. It builds on existing critiques of rational planning and communicative planning and shows how, in this instance; well resourced agonistic debate was more effective at promoting the importance of disparate values and non-expert knowledge.

Sections of the article cover his family, his work and his house and its contents, which have been reconstructed from his probate inventory and from knowledge of the structure of other local houses of the period. Carter's social standing is discussed, both in its local context and in relation to previous probate inventory analyses. This micro-study sheds unusual light upon aspects of the life of a 'middling sort' of person, living in a thriving market town in close proximity to London, at the beginning of the consumer age.

The article examines the features and approaches to the formation of the urban planning of the city of Kremenets in different historical periods based on site plans of 1846. The article is devoted to the analysis of the idealized planning structure of the city, which is recorded on the project map of the mid-nineteenth century. The relevance of the research topic is determined by the relatively limited array of cartographic sources capturing the features of Kremenets planning pattern in the past, despite a long history of its development. This publication aims to substantiate the evolution of Kremenets urban planning pattern from the few preserved plans and maps, with iconographic sources (drawings, photos of the town) dating from different historical periods. The analysis of the method and quality of pattern drawings, composition and morphology of the city centre, downtown and surrounding areas, the determination of the stylistic features of the planning pattern form the most accurate picture of architectural and urban planning history, specify the nature of the architectural and spatial organisation and strategies for further urban development. A comparative analysis of the found documents makes it possible to identify features of urban development of Kremenets under the influence of various factors: spatial and landscape situation, social and cultural context, trends in urban development in the relevant periods of European history. The article deals with the research source documents capture two different epochs when a particular city for a certain period belonged to the Russian Empire and later became a part of the Polish state with a capitalist system. Considerable attention is paid to the architectural value of its historic centre and its structure of urban development. The characteristic features of architectural space compositions of the historic town centre and the factors that influenced the transformation of the master plan of Kremenets are determined.

<p><strong>Abstract.</strong> Many initiatives around the world are emphasising to strengthen the capacities of civil society and local governments to build resilience towards the context of urban planning. The Indian cities are experiencing rapid growth with share of country’s urban population increasing from 27% in 2001 to 32% in 2011. Majority of this growth has taken place in an unplanned and haphazard manner, the ill-effects of which are manifested in the form of poor quality of urban life. In order to ensure a planned development, the Govt. of India has launched the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) Mission which has a sub-scheme on ‘Formulation of GIS Based Master Plan for AMRUT cities’.</p><p>In order to Achieve these ambitions, and realising the potential for cities to contribute effectively to addressing the challenges of development, will require new skills and competencies towards technological advancements and their application within individual households, urban communities, formal civil society, and municipal governments. To this end, North Eastern Space Applications Centre (NESAC), Umiam, Meghalaya in association with Town &amp;amp; Country Planning Organization, Ministry of Housing and Urban Affairs, Govt. of India, initiated the training programme on “Formulation of GIS Based Master Plans”. The training programmes inculcates on the use of GIS and Remote sensing techniques for the formulation of Master Plans through a Tier based Approach with a vision to entrench existing relationships and to achieve more transformative change that meets the needs of all urban residents.</p>

This paper places the making of twenty-eight new development towns in the Israeli periphery at the junction of political ideologies, spatial policy, and academic discourse. The objective of the paper is to delineate the policy of making the development towns and the reasons explaining their relatively disadvantaged state against the backdrop of three master approaches in the social sciences in the 20th century: the modernist – functionalist approach, particularly the planning perspective within this approach; the neo-Marxist approach; and the colonial approach. Each places the planning and establishment of the new towns within a wider political context and sociospatial structure, hence suggesting different explanations for the backwardness. Yet, combining the approaches yields a comprehensive picture of the towns. Finally, the juxtaposition of these master approaches with the making of new towns elucidates the contribution of geography and public policy to the general discourse in social science. That said, it also exposes the weaknesses of the modern and rational approaches, and portrayed public policy and spatial planning as ingredients of multilayered control and domination, which are expressed in cultural (ethnic), geographical, and economic terms.

AbstractLarge shrines are built by Dinka in parts of the central southern Sudan. In early 1983, coinciding with the deepening political crisis which led to the current devastating civil war in Sudan, the byre of the divinity Mayual, a shrine of the Agar Dinka of southern Bahr al-Ghazal, was rebuilt by representatives of several subtribes with lands around the town of Rumbek.The byre shrine stood for the community of its rebuilders, a community that recognised the politico-religious centrality of the subclan Panamacot, the senior subclan of a group of religiously powerful subclans known as rordior, the sons women. The senior religious figure from Panamacot was the master of the byre. The master of the byre was also President of Rumbek Town Court, a secular office created by the government. Until his election in 1976 Agar had maintained that the institutions of religious leader and secular court official could not be combined in the same man.In late 1982 and early 1983 the imminent rebuilding of the shrine became the focus of a politico-religious dispute between the master of the byre and a divinely inspired rival from a different subclan. The dispute was a struggle for influence within the rebuilding community. The form and logic of the dispute were in part created by the particular nature of each man's religious abilities, which in turn derived from his possession by particular manifestations of Divinity, manifestations which imaged differing (but not distinct) areas of historically constituted experience and were intrinsic to the creation of that experience. A politico-religious crisis was created by the coming together of people's experience of the activities of different manifestations of Divinity and the differing abilities of each religious leader with experience of daily life, perceptions of the past, and fears about the way national and regional politics were unfolding. The episode demonstrated the way that, among Agar Dinka at least, divinely inspired leadership depends upon an interpretive deal continually negotiated between a leader and his followers, a deal in which all parties are speculating on the future in the light of both the present and the past.

Area of Inowrocław town is considered as tectonically active due to halotectonic movement of salt dipair situated there. The geodetic surveys carried out for the determination of terrain surface deformations over the years revealed characteristics of the movement. The evaluated vertical displacements based on measurements of benchmarks show different characteristics, depending on distant points assumed as reference benchmarks. This raises problems in analysis, interpretation of the results and decision makings in master planning. The authors demonstrate a method of adjustment calculations that minimize the inconsistencies between previously elaborated heights and inconsistencies of points considered as stabile benchmarks. Thanks to the new approach the point considered as reference were recognized as unstable. And for the others more consistent values of the displacements were obtained: several benchmarks demonstrated higher difference of displacement values in compare to the initial approach in adjustments ranging in the interval of –9 mm – +3 mm.

Issues of establishing new methodology for urban strategy of the Republic of Armenia are considered. Тhe peculiarities of urban policy at different stages of economic growth of the country are studied. Analysis of underlying legislative, normative and project documents of the post-Soviet period are carried out, particularly territorial planning projects of the Republic of Armenia and separate regions, recently approved master plans and zoning projects of the majority of RA cities. Based on studies formerly undertaken by local scientific subdivisions on development of theoretical basis and prospects for growth of architectural, town planning and building complexes, systems of Urban Code and Urban Cadastre as well have established legislative and normative background, and within the structure of architectural and building complexes а qualitative leap has occured. However, all these developments and urban documents as products of transition period are based on relatively incomplete taxon data. It is obvious that the role of state control and programs formulating single state urban development strategy will increase and remain significant. Division of urban planning activities into separate categories is given that is considered both in an alternative and complex aspect, in the light of basic goals implementation of prospective urban policy and internationally enshrined principles of sustainable development are proposed.

The aim of the paper is to describe the main principles of the methodology of preparing the first part of Ukmergė Master Plan, evaluating existing situation, and to encourage other planners to present and share this experience. The analysis of urban structure, balance of land use, occupation, street network and categories is given in the paper as well as its influence on possible economic and urban development of the town, estimation of need and possibilities to manage it. As a result of this analysis, specific Ukmergė urban development problems which could be solved by using new planning ideology – a long-term strategy, continuous recommendatory comprehensive planning, implementation (design) projects, evaluation methodology, education of society and politicians and new planning implementation law – are identified. INTRODUCTION Universities across the globe are recognizing the need to implement sustainable landscaping practices in order to support wildlife, improve water quality and positively impact human health and wellbeing. Georgia Institute of Technology learned that such sustainable practices, when properly aligned with overarching campus goals, can also enable continuous, collaborative decision-making and student engagement. The Georgia Institute of Technology (Georgia Tech) is a leading research university situated on 426 acres of land in midtown Atlanta, Georgia, with a student population of 27,000 (Fall 2017). An urban oasis in the center of town, Georgia Tech's campus offers 312.5 landscaped acres, 3.5 naturalized acres and 110 acres of buildings. The campus is also a level II certified arboretum boasting 12,000+ trees in its urban forest. Prior to the 1990s, Georgia Tech was commonly referred to as a concrete and brick campus with very little landscape. However, in 1999 all that changed when the Georgia Tech administration decided to invest in sustainable landscaping, including the recruitment of qualified staff with specific skill sets to take on this challenge. The Institute's initial landscape master plan objectives were to reduce impervious surfaces such as surface parking lots, increase woodland coverage and enlarge the tree canopy. A significant amount of sustainable landscape practices and collaborative methods grew from these initial objectives. Establishing a plan with clear goals, having the support of executive leadership and employing the right team members enabled the Georgia Tech campus to be transformed from a concrete jungle to a forested, urban oasis in less than 20 years.

After the decimation of the urban fabric resulting from the 1963 earthquake, Skopje, the capital of Macedonia, became a center of town planning and architectural activity. The aftermath response was unprecedented, with eighty-five countries offering aid and thirty-five nations raising Skopje to a priority status within the United Nations (UN). The acclaimed Japanese architect, Kenzo Tange, was awarded first prize in the subsequent UN competition for the reconstruction master plan and was asked to work with the second prize winners, Zagreb firm Miscevic and Wenzler. The design and rebuilding produced one of the greatest collaborative and visionary realizations of a complete city concept undertaken in history. Yet, the significance of Skopje’s reconstruction has slipped from architectural consciousness. “Actor network theory” (ANT) offers insights into the social dynamics of large-scale projects and provides a lens by which to investigate five features of the reconstruction of Skopje: (1) the social process, including problematization, interessement, enrollment, and mobilization; (2) the key participants; (3) the project scale; (4) artifacts; and (5) project duration. ANT proves to be a useful tool for understanding both the heroic achievement and the subsequent neglect of Skopje reconstructed.

This article is a modified version of a paper delivered at a Conference on the methodology of planning and development held at Trois-Rivières on May 19-20, 1977. Much of municipal control of urban development in Canada today is carried out through the regulatory process. Master plans, zoning, subdivision control and building by-laws are the mainstays of this system. In recent years, the legislatures of most Canadian provinces have incorporated in their respective Planning Acts certain mechanisms designed to improve the municipal regulatory response to the challenge of urban change. These mechanisms often appear to be needlessly complicated, whereas they are in fact designed to circumvent certain difficulties which are inherent in the classical regulatory system. The main objectives which these new mechanisms seek to attain are greater flexibility in the decision-making process, better phasing of development and increased public participation at all levels of planning and decision-making. This article concentrates on the law of the province of Québec, but reference is frequently made to the legislation of other Canadian jurisdictions in order to indicate which avenues might be followed in Québec in order to reform the law governing municipal planning by-laws. After a brief introduction, the second Part of this article is devoted to canvassing the principal legal rules governing municipal planning bylaws: first, with respect to by-laws in general; second, with respect to the extent of the limited powers delegated to municipalities; third, with respect to the adoption and amendment procedure for planning by-laws. The third Part is devoted to a comparative analysis of certain legal mechanisms some of which have become commonplace in other Canadian provinces but which remain largely untried in Quebec. These include minor variances, conditional uses, bonus zoning, site plan by-laws, contract zoning and development control. All of these techniques tend to favour greater flexibility in the administration of land-use planning. Other devices are more useful in seeking to achieve phased development. These include holding by-laws and the requirement that land be serviced before a building permit will issue (the latter technique has been in use in Quebec for many years and is authorized to a limited extent by statute). The article concludes by pointing out that some of the mechanisms canvassed would be of considerable use to town planners in Quebec and should be recognized by statute, preferably in the forthcoming Planning Bill which the present government has promised to introduce in the near future. Town planners should be wary of using them without such legislative sanction, however, because the Canadian courts, with limited exceptions such as in the case of holding by-laws, have struck down attempts by municipalities to step outside the limited statutory authority vested in them.

Case overview This case accounts the experience of a Malaysian Governmental Development Agency cum City Council, Bintulu Development Authority (BDA), in organizing and strategizing its CSR initiatives so as to discharge its self-interests and societal expectations. BDA was established following the discovery of huge reserves of natural gas and oil offshore in Bintulu, an industrial town in the state of Sarawak, Malaysia. It serves as the governmental instrument to undertake and coordinate development initiatives in Bintulu. There have been several driving forces prompted BDA to be more vigilant in discharging its social obligations along with its statutory obligations as a development agency and municipal services provider. They are, namely, the BDA Ordinance 1978 that governs its legitimate existence, the emergence of social media era that alters the access of people to information, the growing ecological and social concerns, and the unpredictable geopolitical environment that makes the logic of long-term strategic planning questionable. To ensure discharging its statutory and social obligations, BDA articulated vision and mission statements with strong social orientation. Two master development plans, embedded with social and environmental considerations, have guided BDA in translating its strategic mission into real structured development and action plans from 1978 to present. Through institutionalization of CSR elements as part of the organization's core business routines, annual budget allocation, performance control and reward mechanisms, CSR becomes an organizational routine of value to BDA. Expected learning outcomes This case has three learning objectives: it assists students to understand the contextual background of the case so as to establish the strategic position of CSR initiatives within the organization; it assists students to assess the embeddedness of CSR in an organization's core business routines and its potential sources of value creation; and it encourages students to examine the possible critical factors that enable or impede the initiation and implementation of regular CSR programs in an organization. The research was prepared with the financial support of Russian Science Foundation, grant no. 20-18-00294, at the Research Institute for Theory and History of Architecture and Town Planning, branch of the Central Research and Project Institute of the Construction Ministry of Russia (Moscow). The paper analyses the particularities of architecture and murals in the churches of St. Demetrius and St. Nicholas in Prilep, North Macedonia. Both churches were built and painted in several phases, which generated various views on their attribution and dating in the scholarly literature. The authors argue that the last rebuilding of St. Demetrius church was done by the same crew that finished the construction of St. Nicholas church between 1284 and 1298. Many specific traits indicate that these builders came to Prilep from the central regions of the Despotate of Epirus. Analyzing painting style the authors conclude that one or two local painters were responsible for the murals in the altar zones of the two churches. There are also wall paintings belonging to other layers in the both churches. The master who finished the painting in the church of St. Nicholas in 1298 could be of Epirote origine, although some traits of his style reveal the knowledge of local trends in the art of Macedonia too.

Jos is a town in central Nigeria whose growth and development is closely associated with the commercial exploitation and mining of tin ore by the British colonisers at the beginning of the twentieth century. The terrain of the area is generally over 1000m above sea level. Hilltop settlements within Jos have sprang up as a result of the early mining settlements, rapid urbanization, urban expansion and rapid population growth which have exerted high demand for land for housing. The Government and Urban authorities have failed to provide planned and serviced lands on desirable sites to the expanding population, who in turn have resorted to self-help through the open market to provide shelter for themselves often without planning approvals and basic infrastructural facilities. Settlements on steep slopes and hilltops pose peculiar planning challenges arising from the nature of their terrain, costs of construction and maintenance of buildings, poor structural quality of housing, provision of social services and public facilities; poor drainage, inadequate liquid and solid waste management, haphazard development and proclivity to environmental hazards. The growth of hilltop settlements is expected to have major consequences on both humans and the environment, which are inextricably linked. Implications of these hilltop settlements on physical planning in Jos North includes; deviation from the city master plan, difficulty in the provision of services (both physical and social), chaotic and disorderly growth of the city, inaccessibility to vehicular traffic due to poor road network or lack of it. To carry out the study, descriptive research design and quantitative approach were used. primary data was collected from those households living on the hilltop settlements of Azurfa and Zinariya, which are the case study areas, the researcher distributed 400 questionnaires, out of which, 391 (97.8%) responded by filling and returning the questionnaires. Both qualitative and quantitative data were obtained using primary and secondary sources of data. Appropriate recommendations were made, and if implemented by government, planning agencies and property developers, this will improve the housing, environmental, infrastructural and the quality of lives of residents of the studied hilltop settlements.

A rolling stone gathers no moss, between the devil and the deep blue sea, between a rock and a hard place, torn between two masters—none of these really fit. The dhobi ka kuta is the dog who figuratively and literally runs every day between two places, two obligations, and two choices. Does he stay behind to guard the master's house or does he guard his master as he washes clothes by the river? There will be a trade-off either way. The phrase does not conjure up vagabond restlessness or nomadic liberation. It evokes the anxiety of rootlessness, and the lack of certainty about choice and loyalty. It is about the doubt cast your way for not picking one thing over the other. It is about being stuck in the vagaries of the in-between.

In the article was found that the planned location of new or expansion of existing production clearly coincided with the movement of certain segments of the population to these regions for employment, examining and analyzing the problems of migration of the population of the former USSR. The researches of the Russian town-planners Bocharov Y.P., Belousov V.M., Vladimirov V.V., Maloyan G.A., Lezhava I.G. and other are devoted the problems of development of the theory of settlement with loss of planning component in development of systems of settlement and general plans of cities in new market (social and economic) conditions. Leading domestic urban planners have devoted their research to the problems of the development of the theory of settlement in Ukraine, the system of settlement and the development of master plans in modern market conditions (1992-2014). Some of them are Filvarov G.K., Yezhov V.I., Demin M.M., Lavrik G.I., Repin V.M., Timokhin V.O., Shkodovsky Y.M., Rudnitsky A .М. and other. The article presents the stages of formation of production relations, social, economic, architectural and spatial evolution under the pressure of migration processes, based on the analysis and research: The formation of the labor market (places of employment) in the development of industry, transport links and resettlement (early nineteenth - early twentieth century). Urbanization of cities in the early twentieth century due to migrations (free labor) from near and far agglomerations. Urbanization of the late twentieth century due to the release of labor (the collapse of the collective and state farm system). Under the pressure of migration and transport processes the compositional and planning spatial structure of the city is determined by the following aspects: the hierarchy of the city in the general network of settlements; the level of the city's public transport network; mobility of city residents; location of attractive objects for migrants in the city planning structure; socio-demographic characteristics of residents. Territories of cities with developed production are becoming the poles of industrial industry with the latest technologies, as well as centers of business.
