The problem of informal work and informal networks (blat) in Ukraine is long-standing. Until now, research on the informal economy in Ukraine has largely focused on measuring its size rather than exploring the nature and motives of the people engaged in informal activities. Moreover, few studies in relation to Ukraine have sought to evaluate the validity of the contrasting theorisations of the informal economy and no studies in Ukraine have considered the issue of contemporary informal networks (blat). The intention of this thesis is to fill these gaps. In doing so, the objective is to start to resolve the lack of knowledge on the nature of the informal economy which leads to ineffective and even destructive policy approaches to tackling it. The aim of this thesis is to critically evaluate the existing theorisations of the informal economy and their applicability to Ukrainian society in order to start to enable a move towards developing policy solutions for tackling the informal economy. To achieve this aim, a mixed methods approach is adopted in this thesis. The survey, consisting of 200 semi-structured interviews, was carried out in an urban area of Ukraine – the city of Mykolayiv. The data collected was analysed both qualitatively and quantitatively. The results of the survey affirm that informal activities are diverse in nature and are driven by a variety of motives. Thus, no single existing theory fully explains the informal economy in Ukraine; instead, there is evidence to support each theory of the informal economy. As such, policy responses need to be tailored in order to effectively deal with the challenges faced by the different types of informal activity. Such a response is more likely to result in the formalisation of such activities by removing the barriers to formalisation and nurturing fledgling business activities rather than simply trying to eradicate them.

Beginning in the mid-2000s, governments increasingly began relying on marine protected areas (MPAs) larger than 200,000 km2 to help combat declining ocean health. This research asks two questions about this new phenomenon: why have large MPAs emerged as a part of the solution to ocean decline despite uncertain and disputed conservation potential, and what explains variance in how governments locate and manage large MPAs? To answer these questions, I propose a novel framework of environmental norm diffusion that divides the process into two stages: an international norm adoption stage, followed by a domestic norm localization stage. My argument is twofold. First, large MPAs have emerged as a part of a new global norm of large MPAs, with a select few transnational environmental NGOs (ENGOs) strategically targeting prospective sites in the absence of a cohesive multilateral civil society coalition. And second, governments make decisions about where to locate and how to manage a large MPA based on the salience of extractive and non-extractive industry interests within it. These interests are a function of an industry’s intensity of activity, factor specificity, asset specificity, and exogenous stressors. The configuration of industry interests based on these indicators determines the type of stakeholder coalition that forms in a large MPA negotiation process. States then make decisions about large MPA location and management based on which stakeholder group they have aligned their interests with. I explore these arguments through three case studies: the 2014 expansion of the Pacific Remote Islands Marine National Monument in the US, the 2012 Coral Sea Commonwealth Marine Reserve in Australia, and the 2015 Palau National Marine Sanctuary in Palau. These case studies reflect state coalitions with ENGOs, the commercial fishing sector, and the ecotourism sector, respectively. This research uses a process tracing methodology that draws from 74 semi-structured fieldwork interviews in Australia, Palau, and the US. З цих причин, і особливо у світлі останніх економічних та соціальних подій, безпека повинна стати пріоритетним політичним питанням.

This is due to the high rate of corruption in the political system, interethnic conflicts and inequality in income to mention but a few. Ukraine is a country in Eastern Europe with the 46th largest population in the world and has an economy which is quite difficult to explain. From the year 2014 due to political crisis and conflicts on land ownership, the economy of the nation has suffered greatly.

This thesis deals with the exporting performance of Ukraine. Focusing on the reorientation of merchandise exports, both in terms of geography – from East to West – and in terms of commodity composition, it explores the multi-level determinants of the observed picture. While until 2003-2004 reorientation from East to West appeared to be a steady trend, in 2005 this trend reversed and CIS re-emerged as a leading destination market for Ukraine’s exports. The commodity composition in trade with the EU has also hardly improved, and was more positive in trade with the CIS. Marginal improvements were observed on a more disaggregated level. These findings were confirmed in the macro-level analysis – Ukraine tends to under-trade with the external trade blocs – EU-15 and the then CEFTA, and over trade with the internal trade bloc of CIS. On a micro-level, the analysis has not revealed that trade with the EU has been associated with firm-level industrial upgrading, although FDI does increase the likelihood to export to the EU. Trade with the CIS has been associated with higher commodity diversification, which in turn is known to be associated with higher growth potential. On the level of policy lobbying, on the other hand, business elites have shown an increasing interest in the Western vector of integration.

Although more than 1300 marine reserves have already been established around the world, they still present a relatively new tool for environmental conservation and fisheries management. In accordance with this new approach towards marine protection, conservationists currently call for rapid establishment of a reserve network, which would encompass 10% to 30% of the oceans. Representative habitats from coastal areas as well as high seas would be included. Such a network should serve as a haven for marine species, ensuring their sustainability and aiding them to recover from fishery pressure. Furthermore, reserves are expected to enhance yields to the fishing industry through spillover and larval export. The paper attempts to determine, whether and under which conditions do marine reserves bring net benefits to economies.

This thesis examines labour migration as an outcome of the interaction between the state and the informal economy, by considering the trends of contemporary labour migration from Ukraine to Southern Europe. It contends that in both the sending and receiving countries, migration policies either disregard or severely limit labour migration, while their informal economies facilitate the development of migration. This basic contradiction sustains migration flows over time. The main argument of the thesis is that migration develops within the system of interacting informal economies. I demonstrate the embeddedness of migration in the informal economy by using the case of Ukrainian migration to Italy.The role of the informal economy in the development of migration is examined across several dimensions. First, I argue that the recent labour migration from Ukraine emerged as a strategy of the informal economy, continuing the previous strategies of cross-border trading and short-term migration to Central Europe. These economic practices were the innovative responses of the population to the decline of the state economy and to the absence of economic reforms. Migration developed in the space between the state and the market economy.
Second, the flows of labour migration were 'invisible' to states, and developed outside state control and regulation. This thesis demonstrates that the migration policies of the Ukrainian state disregarded the process of out-migration of Ukrainian citizens. Similarly, Italian immigration policies did not recognise the existing flows of labour migration. The informal economy of the receiving state resolved the contradiction between the economic demand for migrant workers and restrictive migration policies and enabled access to the receiving economy.
However, access to the receiving labour market through the informal economy contributed to the disadvantaged incorporation of migrants and prevented their integration into the receiving society. The analysis of economic incorporation demonstrates that the informal economy channelled Ukrainian migrants to the secondary labour market with low earnings, a lack of benefits, and no possibility of professional advancement. The mode of access to the receiving economy and the resulting illegality heavily influenced the position of Ukrainian migrants in the labour market.
Finally, the analysis of Ukrainian labour migration to Italy demonstrates that alternative migration-facilitating institutions were developed in the absence of the state recognition of labour migration. These institutions paralleled the institutions of the official labour markets and allowed migrants to implement income-generating projects. In addition, migration was facilitated by the supporting institutions of the receiving society, which counteracted the restrictive immigration laws and political controls on migration. The migration-supporting institutions were predicated on the strategies of circumventing state control which developed from participation in the informal economy of the sending country. Labour migration from the former Soviet Union would not be possible without these informal practices and the culture of avoiding state control in economic activities.
The proposed analysis answers the challenge posed by the recent Ukrainian labour migration to conventional theories on migration, whose approaches usually omit references to the meso-level of migration processes, and consider either the structural-economic or the micro- determinants of migration. This thesis presents the informal economy both as a structural factor which enables migration and as a characteristic of the migrant agency that facilitates it.
By doing that, the thesis also complements the literature on migration to Southern Europe and argues that migrations are not simply encouraged by the informal economies of the receiving countries, but they emerge from, and are facilitated by, the informal economies of the sending countries. To perpetuate migration migrants creatively use the resources of the informal economy in conjunction with strategies of circumventing the state. This argument holds for a number of ex-Soviet countries, which suffered severe economic crises during the disintegration of the state-controlled socialist economies, and consequently produced significant labour migrations to Western Europe.

Current theoretical frameworks for assessing policy implementation have been developed almost exclusively in the context of market-based, pluralist democracies. The lack of applicable implementation theory outside this ‘western’ setting inspired this research to investigate policy processes in more diverse contexts. This research thus applied existing implementation theory to the post-Soviet sphere, utilising current frameworks to test conditions in a post-communist context. This policy lens approach was applied through two in-depth case study policies within the small and medium enterprise (SME) sector, in order to improve practical understanding of the ongoing transitional complexities in the region. The choice of SMEs as policy targets shed particular light on the development of the middle class, which in turn contributed insights regarding post-Soviet nations’ continued transition towards more liberal democracies. This research examined implementation effectiveness through fieldwork conducted in Ukraine (2012), using an amalgamated list of criteria for ‘perfect’ policy implementation as a theoretical framework (Allison & Halperin, 1972; Gunn, 1978; Mazmanian & Sabatier, 1983). Empirical data was collected through both qualitative and quantitative methods, including interviews (141), surveys (178) and primary source collection. Data was analysed through a combined approach of interview coding, process-tracing and cross-tabulation. Findings confirmed that incorporating certain socio-economic features, specific to a post-Soviet environment, into existing implementation models resulted in a more accurate picture of actual policy processes. Research conclusions thus included a new theoretical model for assessing policy implementation effectiveness in the region (Fischer-Smith Policy Implementation Measurement for Post-Soviet States). For theoreticians, this research may inform structural considerations when conducting policy research outside of a pluralist democracy. For practitioners, it may allow for better identification of implementation obstacles, in order to more effectively target mitigation efforts. Ultimately, the new considerations presented in this thesis may inform the wider field of policy implementation studies, both in transition regions and developing nations, as well as in the western pluralist societies where implementation theory originated.

As a country of origin, transit, and destination for migrants that now borders four European Union (EU) member countries, Ukraine has seen future integration possibilities with the EU become, in part, conditional upon its willingness to cooperate in controlling cross-border migration. The EU is now “externalizing” aspects of migration and border control to Ukraine through making investments in Ukraine’s capacity to selectively “manage” cross-border flows in line with EU security and economy priorities. In the context of this emerging spatial arrangement of EU externalization, this thesis analyzes how, by whom, and to what effect migration is being managed in and through Ukraine. Policies of migration and border management are now materializing in Ukraine in relation to actors and discourses that incorporate imperatives for security and development in their approaches to governance. Therefore, this thesis investigates migration and border management at the geopolitical nexus of development, security, and migrant (im)mobility. It does this with a critical concern for those migrants whose exclusion from the EU is subject to humanitarian management in Ukraine.

Выявлено негативное воздействие карантина на предпринимательскую деятельность и занятость населения. Спрогнозированы экономические последствия карантина и предложены мероприятия, способствующие стабилизации рынка труда и национальной экономики в целом.
The paper investigates the impact of the COVID-19 coronavirus pandemic on the labor market and the dynamics of economic processes in Ukraine during spring 2020. The negative influence of quarantine on business and employment is revealed. The authors propose a forecast for the economic consequences of quarantine and measures to help stabilize the labor market and the national economy as a whole.

Установлено, что инвестиционная активность в стране имеет определенные барьеры, не позволяющие открывать инвестиции для иностранцев. Несмотря на препятствия, Украина имеет много преимуществ при ведении и развитии эффективной инвестиционной деятельности. Выявлены инвестиционно привлекательные направления иностранных инвестиций, а также выявлен положительный эффект их применения.
The article deals with the role and importance of foreign investment for the national economy of Ukraine. It is determined that investment activity in the country has certain barriers that do not allow open investment by foreigners. Despite the obstacles, Ukraine has many advantages for conducting and developing effective investment activities. The authors identify investment-attractive areas of foreign investment, as well as reveal the positive effect of their application.

The Ming maritime prohibition policy (1371-1568) reversed the maritime policies of the preceeding Tang, Song and Yuan dynasties. It was maintained for two centuries at considerable costs, but in 1568 was eventually abolished. There has not yet been a satisfactory analysis of this policy, which addresses the issues of why it was introduced, why it was maintained for so long, and why, eventually, it was overturned. This thesis takes a new approach to understanding these issues. Instead of focusing solely on external factors, such as the need for defence against Japanese piracy, it focuses on the internal situation of Ming society, and instead of focusing on the policy as an epiphenomenon it considers the social foundation for Ming foreign trade policy.
In this thesis, the maritime policy is treated as a product of the social, economic and political configurations of Ming China. It argues that the establishment of the policy, its maintenance and abolition reflect two different socio-economic structures, hence two different political bases. The suppression of commerce during the early Ming reflected the interests of the political elite that came to power with the establishment of the new dynasty. The abolition of the maritime prohibition reflected the way the commercialisation of the socio-economic landscape brought a new political élite to power, in which many more officials with merchant-family backgrounds participated in the policymaking process. Commercialisation drove the social re-configuration and reshaped the political landscape, and this resulted in the late Ming years in an overturn of many of the policies that had been introduced at the beginning of the dynasty. Such a structural approach allows us to gain a richer understanding of the maritime prohibition policy.

(some col.)In Chapter II I analyze eco-labeling in the tourism industry, specifically the impact of the Blue Flag label for marinas and beaches on prices of marina slip rentals, weekly sailboat charter prices and hotel accommodation prices. The principal findings include that Blue Flag certified marinas appear to enjoy an average premium between 6.6% and 22% for their daily slip rental prices, between 40% and 49% for their monthly slip rental prices, and 23% for their yearly slip rental prices. Within the sailboat charter sector, vessels whose home marina is awarded the Blue Flag on average carry a price premium between 14% and 20% on a weekly sailboat rental. When it comes to hotel accommodation, hotels managing a Blue Flag certified beach enjoy a price premium between 45% and 270%. In Chapter III I employ a dataset on the global frequency of climate-change-related natural disasters to explain the probability of the start and occurrence, in a given year, of civil war and civil war durations during the last half of the 20th century. Extreme cold events are found to have a measurable positive effect on the probability of civil war starting in the affected countries, previous years' extreme heat events have a positive effect on the probability of a civil war occurring in a given year, and droughts have a positive effect on civil war duration. These findings can be used by policymakers as they contemplate climate change mitigation policies. In Chapter IV I investigate the determinants of ratification delay of a major oil pollution international environmental agreement, MARPOL. Importantly, I analyze the impact of oil spills, as well as various country characteristics, on the time a country takes to ratify MARPOL. The major contribution lies in the examination of impacts of environmental pollution events on international political decision making. I find that the amount of oil spilled decreases the time to ratify MARPOL. This is the first study that seeks to address this issue in a quantitative fashion. The results should inform policymakers by giving them insight into relevant determinants of legislative delay in ratifying treaties.

Проблемa зaлучення iнвеcтицiй до економiки Укрaїни нa дaний момент вирiшуєтьcя в умовaх cвiтової економiчної кризи, коли попит нa iнвеcтицiї знaчно перевищує їх пропозицiю, a при прaктично повнiй вiдcутноcтi влacних зacобiв дедaлi гоcтрiше поcтaє питaння неcтaчi iнвеcтицiйних реcурciв для розвитку провiдних лaнок економiки. Укрaїнa мaє доcить негaтивний iнвеcтицiйний iмiдж, обумовлений полiтичними фaкторaми, тому непомiтним зaлишaєтьcя те, що держaвa зa оcтaннi роки зробилa вiдчутнi кроки в нaпрямку iнтегрaцiї в cвiтову економiку.

Досліджено трудові ресурси України як джерело трудової міграції. Визначено причини міграції та країни-реципієнти робочої сили. Обгрунтовано позитивний і негативний вплив трудової міграції на національну економіку у короткостроковій та довгостроковій перспективі. Окреслено напрями реформування ринку праці в Україні для подолання проблем зростаючої трудової міграції.Исследованы трудовые ресурсы Украины как источник трудовой миграции. Определены причины миграции и страны-реципиенты рабочей силы. Обосновано положительное и отрицательное влияние трудовой миграции на национальную экономику в краткосрочной и долгосрочной перспективе. Определены направления реформирования рынка труда в Украине для преодоления проблем растущей трудовой миграции.
The paper investigates the labor resources of Ukraine as a source of labor migration. There are identified the causes of labor migration and recipient countries. The positive and negative impacts of labor migration on the national economy in the short and long term are substantiated. The directions of Ukrainian labor market reformation to overcome the problems of growing labor migration are outlined.
