Анотація:
The world tendencies of spatial development, namely the availability of limited resources (primarily water) and the growth of the world’s food needs focus on the resource specialization of the region. On this basis, the purpose of the article is to study the impact of the water-capacious economy on the economic development of the country and its regions. The study used the traditional and special methods, including: historical and logical method – to analyze the functioning of regional socio-economic systems under limited water resources; and system analysis methods – to evaluate the impact of the water-capacious economy on the economic development of the country and its regions. The research results have important implications for the management of the territories. The authors show that the production specialization of the regions of Ukraine on the export/import of water-capacious products is not determined by their water supply. They also suggest that stimulating the region’s water-efficient activity should lead to a minimization of the water capacity of gross regional product and the reproduction of water capital, taking into account the water security of the regions. The authors also show that the water resources of the country and its regions and the natural water potential of the territories in the current situation become significant restriction to the economic development of territories, which allows to state the need to change the approaches to the regulation of regional development based on limited water resources.

Анотація:
This article explored human capital intelligence and economic development in Zimbabwe with some examples adopted from Israel and many other countries. A qualitative-exploratory literature review methodology was used for the purpose of this study because of its suitability. The primary concern of the author was to have and provide an in-depth analysis and understanding of the multiple realities and truths pertaining to human capital intelligence and economic development in Zimbabwe. An inductive approach was adopted for the purpose of this study. The findings of this article will make it possible to generalise the role of human capital intelligence towards economic development of a country and to develop some valuable propositions for future studies. The findings showed that human capital intelligence plays a critical role in economic development, through laying a foundation for economic development, attracting foreign direct investment, personal remittances, as well as attracting venture capitalists. Empirical evidence from countries such as Israel shows the criticality of human capital intelligence development to economic development of a nation. This article will assist business managers, societal leaders, policymakers, as well as governments to understand the criticality of human capital intelligence towards the development of a company, society and nation at large. The article is devoted to the development of the methodology of rational management of the economics of environmental management. The importance of this study stems from the need to establish principles and strategies for sound economic management to promote economic development, sustainable resource use, reduce environmental problems and support human livelihoods. This article highlights the latest developments in the field of economic development management strategies for environmental management. Regulatory forecasts are proposed to rationalize management in accordance with the strategic goals and the achievement of established measures for the development of the environmental economy, which allows to ensure the country's competitiveness. Theoretical approaches and practical recommendations for the formation of the structure of rational management of the economy of natural resource use have been developed. The article reflects the current research results in the field of development of the methodology of rational management of the economics of environmental management. The features of environmental management are revealed and their assessment is proposed, where the functional purpose of rationalization, the purpose and the direction of the results are highlighted as classification signs. The practical experience of the level of achievement of planned values of indicators of environmental state subprograms in the Russian Federation is analyzed. The advantages of rational management of nature management economics are shown. The key elements of this article can be used as theories and strategies for justifying, selecting and implementing economic and economic projects, integrating environmental protection measures, mitigating environmental impacts, mitigating the effects of climate change and managing climate change. The conclusions drawn are based on an assessment of good or bad governance and technical judgment.

This paper examines the economic relationships between oil price volatility and socially-economic development of 14 Organization of the Petroleum Exporting Countries (OPEC) using the annual panel data for the period 1990–2014 obtained from the World Bank (WB) statistical data sets. Hausman specification test has been performed to choose the method of panel data analysis, and the results were in favor of fixed effects estimation. The main findings indicate the direct relationship between economic growth and oil price volatility. The research supports the hypothesis that an increase in crude oil prices is positively related to GDP, and a 10% increase in oil prices correlates with 0.6-4% GDP improvements. Structural changes in employment in favor of service sector are negatively correlated with GDP per capita. Changes in GDP structure in favor of oil rents on 10% lead to the shrinking of GDP on 1%. Life expectancy at birth, as an indirect indicator of health, positively influences the economic growth indicators and an improvement in life expectancy on one percentage leads on average to 1% growth in GDP and 0.5-1.33% growth in GDP per capita. Energy efficiency improvements are positive drivers of GDP values at OPEC, and our findings suggest that a 10% increase at GDP per unit of energy use leads to 3% increase of GDP itself. The study recommends investing in energy efficiency, human capital, and capital formation to guarantee long-run economic development and prosperity of OPEC counties.

This study studies social entrepreneurial competencies, social values, and transformational leadership. They are a requirement during the COVID-19 pandemic. It arises to find out the effect of social entrepreneurship on social values and the influence of transformational leadership in memorizing the influence of social entrepreneurship on social values with a total of 200 respondents as social entrepreneurship leaders who have been announced in Indonesia. This study uses a quantitative method with a structural equation model (SEM) analysis tool in AMOS software. SEM analysis in this study uses the moderating SEM method with a mixed-methods approach. Data analysis has been carried out through data processing. The values obtained mean that higher social entrepreneurship will increase social value by 9.4%; if transformational leadership increases, a significance value of 0.85 is obtained. This value is greater than 0.05. It is proved that the role of social entrepreneurship fosters innovative abilities, proactive development, and the courage to take risks for the people in Indonesia and the impact of social values fosters social recognition, responsibility, and contribution to the economy with attitudes with potential transformational leadership behaviors as well as inspirational motivation, intellectual stimulation, and consideration of the community. Russia is currently at a fork in its economic trajectory. In this regard, issues of territorial development are particularly relevant in the country’s transition to investment-type economic growth. The investment process is the main subject of technical analysis, quality control and regulation at the state and regional levels of management. The purpose of the article is to identify the relationship between such regional characteristics as the state of the investment climate, investment attractiveness, socio-economic situation, index of physical volume of investment in fixed assets based on the analysis of state policy in the field of territorial development. The research used methods of comparative, statistical and system analysis, deduction and induction, generalization, and theoretical modeling. As a result of the study, it was revealed that the state actively supports regions – growth points where special economic zones and territories of advanced development are created, but at the same time, there is an active state support for regions with a low level of socio-economic development. A study of the basic characteristics of the investment development of the Russian regions showed that those regions in which there is a favorable investment climate tend to have high investment attractiveness. However, there is no direct correlation between the level of socio-economic development of the region and the state of its investment climate. Therefore, in order to increase the investment attractiveness of Russian regions, it is necessary to create such macroeconomic goals for Sevastopol that will help to intensify the results of investment processes, remove various bureaucratic barriers for investors in the region, develop tools for the coordinated use of territories, and actively develop interregional cooperation.

The result of an introductory study in analyzing the existing condition of the management system of Pasundan School of Economic Bandung has not been optimal because it is assumed that the ISO 9001 quality management system has not been implemented in stating vision and mission. Based on the phenomenon above, the problems are formulated as follows: How to make The Design of ISO 9001 Quality Management System; the quality guidelines; the standard operating procedure; the job description and work instruction; and make an internal evaluation to suit ISO 9001 quality system. The method used in this study is Research and Design which intends to develop new skills or new approaches and to solve the problems in implementing directly in actual fields. The study findings show that School of Economic Pasundan Bandung has a design of quality management system ISO 9001:2008.

The issues of recognizing the rights of the LGBTQ+ community around the world and developing appropriate anti-discrimination policies and laws are one of the main topics for discussion in the global agenda. This is due to the commitment of the world community to protect human rights and meet the needs of society. The paper aims to assess the relationship between socio-economic development indicators of some European countries and the Rainbow Europe Index. To find out how discrimination against the LGBTQ+ community affects various social and economic development indicators of some European countries, a data matrix was developed and the Spearman rank correlation coefficient was calculated. The obtained results confirmed a positive relationship between the Rainbow Europe Index and GDP per capita, the Human Development Index, the Corruption Index, and the Index of Happiness. Calculations have shown that the Rainbow Europe Index had a significant impact on these indicators. The study proved the dependence of indicators and demonstrated the need to provide freedoms and rights for LGBTQ+ affiliated members in Ukraine and other European countries. The current state of development of Ukraine’s national economy involves strengthening the processes of transition to social market economy, aimed at accelerating the rates of economic growth of the country. The presence of peculiarities of activity of agrarian producers and increase of the socioeconomic importance of the agrarian sector of the economy contribute to the need to develop and substantiate the methodological conditions aimed at solving multidimensional and diverse problems of ensuring the development of agrarian economic systems. In the work, the directions of the formation of the mechanism of management of agrarian economic systems, which consist in the transition to a new quality level of the use of information and intellectual resources of the management system on the basis of modern information technologies and modeling, which allowed to develop a structural scheme of the mechanism of management of the agrarian sector of the economy. The understanding of the mechanism of management of agrarian economic systems, factors and functions of this mechanism are determined. The mechanism of management of agrarian economic systems should be considered as a system of principles, rules, norms and procedures, within the framework of which the goals and objectives of the agrarian economy are developed in accordance with the current economic laws. This mechanism should be in line with the ownership of the subjects of state domination of the region, organizational structures of management, market social and economic relations, natural conditions of economic activity and state economic policy concerning the development of agrarian production, etc., and also take into account the main economic relationships that exist between the individual structural components of the agrarian economic system.

The urgency of the research topic is due to the need for rapid response of regions to changing environmental processes in the context of the spread of digitalization and active introduction of innovative technologies. It has been determined that in the modern market economy project management becomes a necessary factor in ensuring the competitive advantage of many regions. The purpose of the article is to substantiate the need for a project approach to the management of economic development of territories. Based on the use of methods of analysis, synthesis, scientific abstraction and logical generalization, trends in the evolutionary development of project management have been identified. It has been substantiated that project management forms advantages and unique competencies that are necessary for highly efficient and successful functioning of territories in a competitive market environment, in the realities Науковий вісник Мукачівського державного університету, 2020 140 of the new economic situation, which is characterized by significant speeds and dynamics of change in certain areas. It has been proved that one of the new alternative directions in the development of project management is flexible project management. It is determined that at the level of regional management the project approach can be used both for the implementation of individual projects and in the implementation of targeted programs. It has been proved that an integral part of the successful implementation of regional projects is the formation of a system of training methods and tools of project management. The foreign experience of project management application at the regional level has been analyzed and three key models have been revealed: american, european, canadian. The key principles of using the project approach to the management of economic development of territories have been identified, namely: systemicity, integration, balance, dynamism, decomposition, competence. The practical significance lies in identifying the features of the project approach to regional development management, which must be taken into account: openness and publicity of regional projects; increased control over the targeted use of local budget funds for regional projects; the complexity of assessing the effectiveness of the regional project; difficulties in setting priorities and differentiating regional projects. The article analyzes a theoretical approach to the strategic management of the development of a municipal formation, considers the stages of developing a strategy and the requirements for it. Based on the analysis of existing methods for analyzing the implementation of development strategies for municipalities, the authors have developed their own assessment methodology, which is tested on the example of the currently implemented Strategy of socio-economic development of Kazan until 2030. The assessment includes an analysis of the mission of the strategy, the built tools for achieving strategic goals, implementing the set goals and development trends, monitoring target indicators of the strategy and adjusting it, the possibility of public participation in the discussion of the strategy. Based on the results of the study, it was concluded that the Kazan strategy has a positive assessment according to all the considered criteria.

In this article, updated approach to assess the impact of fiscal decentralization on economic development is offered. The relationship between the proper level of fiscal decentralization and economic growth for 27 advanced and emerging economies in Europe from 1992 to 2017 was evaluated using panel data. In the EU members, Belarus, Georgia and Ukraine expenditures decentralization was more essential than revenue decentralization. The vast majority of the counties from Central and Eastern Europe have increased the level of fiscal decentralization since 1992. It was found that revenue decentralization was associated with lower growth rates, while expenditures decentralization could slightly encourage economic development. The overall decentralization indicator adversely affected the growth, but that interconnection was not robust. The empirical investigation showed significant role of demographic structure and sustainability to ensure economic development. The authors propose the statements for the local authorities to develop the methodical bases of the fiscal policy’s design. In the survey, a balanced approach to the tax and public spending policy’s preparation and planning is presented.

Purpose: The objective of the study is presentation of the conditions of functioning of enterprises on the global market, use of modern management methods, employees' preferences in the period of the pandemic and crisis in the existing surroundings. The aim of the study is to present a changing global environment for businesses, to use modern elements of management, IT and telecommunications as necessary elements in the face of the pandemic and global crisis, to sustain the functioning of businesses, organizations, economies and states. Design/methodology/approach: Based on the collected data, observations and own studies, conclusions were drawn and proposals presented with regard to counteracting the pandemic as well as opening and development of businesses and economies. Based on the statistical data, own surveys and literature, conclusions were drawn with regard to trends in organization and application of modern management concepts and enterprise management forms in the global economy in the conditions of the pandemic and economic crisis. The study presents also the problems of the contemporary global economy in sustainable development. Findings: The study analyses the functioning of enterprises in the 21sr century, taking into consideration further surroundings as well as technological, economic and social changes, including economic crises and the current pandemic. It presents and discusses socio-economic data and trends in the EU where, due to the epidemic, internal differences, economic and political issues, too slow development, lack of effective border protection. The above serves as a background for presentation of management elements and trends in organization of the future. Currently, marketing, finance, profit, strategies, HR, innovativeness, modern management methods, forms of organization, etc. play an important role in enterprises. On the other hand, IT elements already have an important and increasing position, especially in the face of the pandemic, remote work and global crisis. As shown by the survey-based studies carried out at the beginning of 2020, employees value health, work, family, economic, social and even ecological elements. These are, therefore, the survival-related needs according to the Maslow's hierarchy of needs, especially in the face of the pandemic, remote work and global crisis. Even though economies are opening today, the situation related to the pandemic worldwide is still uncertain. Marine transport is an important mode of transportation in global trades. Despite its slow speed, more than 80 percent of transporting goods around the world is by sea. At the present time, transportation between Pacific Ocean and the Middle East region are mainly from existing three routes: Malacca Route, Sunda Route, and Lombok Route. There are more than 500,000 ships of all sizes passing through these three routes every year. It would be advantageous from the economic point of view if one can shorten the travel distance by introducing a man-made canal herein called “Siam Canal” which connects the Andaman Sea and Gulf of Thailand. Hydrodynamic simulation is being conducted to evaluate the conditions before and after the introduction of “Siam Canal” to assess the possible modification of the marine environment. A more detailed feasibility study is underway in order to provide a more definitive assessment on the economic, social, political, and environmental impacts of the proposed Siam Canal.

In the United States, local economic development is increasingly being managed by nonprofit organizations. However, the institutional arrangement of local economic development is an understudied topic in the scholarly literature on nonprofit management and leadership. This paper examines why communities select nonprofits to manage economic development and the effect this institutional arrangement has on local development policy. We hypothesize that the form of local government and the population size of a community are variables affecting the likelihood that a community will select a nonprofit organization for economic development. Additionally, we argue that nonprofit organizations manage economic development differently than agencies directly controlled by local governments. Thus, organizational types influence economic development policy outcomes. To examine the paper’s hypotheses, we use data from the International City/County Management Association’s (ICMA) 2014 economic development survey. The paper’s analysis provides evidence that smaller cities, compared with larger communities, are more likely to select nonprofit organizations to manage economic development, and it appears the selection of a nonprofit to manage economic development influences the type of development tools used by communities.

The article deals with the management of sustainable development of business entities. So, stability characterizes the current state of a certain economic object to the pressure of external factors. In order to increase the stability of the organization to the effects of various factors, it is necessary to improve the object itself in such areas as social, economic and financial stability. These concepts are interrelated and actively affect the current economic activity of the facility. This article discusses various approaches to determining the sustainable development of organizations at different levels of business processes. The aim of the study of management of sustainable development of business entities is to develop optimal mechanisms of economic management that ensure the current sustainability of organizations. To achieve this goal, the issues of social, economic and financial stability of organizations were considered, the main trends and results of economic decisions during the functioning of economic entities were analyzed, the degree of their resistance to market conditions was determined. The theoretical and methodological basis for the study of sustainable development management of business entities were the works of domestic and foreign scientists in various fields of economics, enterprise management, and a comprehensive analysis of the financial and economic situation. For clarity, the authors have built figures, prepared tables and analyzed the data obtained. The article draws conclusions about the role of sustainable development in the economic life of business entities.

Microfinance banks were set up to provide financial services to poor people to reduce the rate of poverty and improve the quality of living in the country. As such, this study ascertained the effect of microfinance banks on the economic development of Nigeria. Secondary data were obtained from the CBN Bulletin and records of the National Population Commission from 1996 to 2019. The study used Vector Autoregressive (VAR) estimates to test the effect of the independent variables (microfinance banks’ total loans and advances, total investments, and total deposits) on the dependent variable (per capita income). Johansen Co-integration results showed a relationship between microfinance banks and Nigeria’s economic development in the long run. The VAR results show that the activities of microfinance banks have a positive but insignificant effect on Nigeria’s economic development in the short term. Microfinance banks have not done well in their intermediation function to positively and significantly affect economic development, especially reducing the poverty rate, unemployment rate, and improving living standards, among other macroeconomic development indices in the short run. The study recommends that microfinance banks will help to improve the standard of living in the country by granting more credits to rural dwellers through the creation of corporative societies, age grades, and unions that are predominant in rural areas. Overcoming of regional disproportions is connected with the concept of balance regional development. The characteristics and forms of disproportional regional development are investigated. Their importance for public policy is determined, it is oriented towards balanced regional development, it is emphasized that the role of regional administrations in management development of region. The dynamics to minimize regional differences or to eliminate its leads to a balanced state, and the tendency towards the development of regional differences deepens, broadens the unbalanced state of the region. Inconsistencies of an economic nature are due to differences in the quantity or quality of regional problems. Regional imbalances are a threat to the growth and strengthening of the country's economy. The definition and measurement of regional imbalances is a prerequisite for the use of economic and political tools that can help to minimize regional differences or eliminate its. Growing regional disparities require rapid further economic reforms and an obstacle to Ukraine's future economic growth. Regional disproportions lead to regional tensions, which can lead to popular discontent. Thus, in order to reduce regional disparities in the country, it is necessary to strengthen administrative management in disproportionate areas, to strengthen regional authorities. Further research needs a functional relationship between regional imbalances and national economic indicators. For the Black Sea region, one of the main reasons for the creation of a system for locating and evaluating regional differences is a system for locating regional differences approved by the Ukrainian government within the framework of the State Strategy for Regional Development for the period up to 2020.

The process of assessment of economic potential of territories and its governance is a complex task in emerging markets countries, such as Ukraine. This requires the creation of an effective evaluation system and management mechanisms. The paper aims to develop the assessment system of the economic potential of the territories under the conditions of sustainable development and the main components of its management. Methods of research are as follows: analysis, synthesis, systematization, standardization, etc. The integral indicator of the dynamics of the economic potential of Ukrainian regions assessment in the context of sustainable development is substantiated; it includes environmental, investment, institutional, innovation, cluster, infrastructure, financial, export and human capital indices. As a result three groups of regions with different levels of economic potential dynamics have been identified and clustered: regions with a high level of economic potential dynamics; regions with a stable level of economic potential dynamics; regions with low or negative levels of economic potential dynamics. The obtained results ascertain that special attention should be paid to the environmental, investment, innovation and institutional components of the economic potential management.

The presented study examines methods for analyzing and managing sustainable economic development of Russian regions and possible criteria for assessing and improving sustainability.Aim. The study aims to provide a theoretical and empirical justification for the use of regional competitive attractiveness assessment to manage economic development and improve its sustainability.Tasks. Based on the measurement and analysis of economic competitive attractiveness indicators and their mathematical treatment, the authors assess the sustainability of development of Russian regions in 2013–2017 and the causes of deviations from progressive growth.Methods. This study proposes a mathematical tool for measuring the sustainability of Russian regions by assessing their competitive attractiveness and develops a typology of sustainability in the mathematical space of two variables.Results. Methods for analyzing and managing the sustainability of economic development of Russian regions under the influence of political and economic challenges and risks are proposed. The level and dynamics of regional competitive attractiveness are taken as a criterion of sustainability of economic development. The authors provide methods and indicators for assessing economic competitive attractiveness and criteria for measuring the sustainability of development, which allow them to draw conclusions about the reaction of different regions to the challenges and risks of development in 2013–2017. The study proposes a management scheme for sustainable regional development with a focus on the comprehensive improvement of regional economic competitive attractiveness and potential ways to improve it, including training of municipal and regional managers in crisis management associated with economic and political challenges and risks.Conclusions. Based on the proposed criterion of economic development sustainability and assessment of the competitive attractiveness of regions and their rankings, it is shown that in 2013–2017 45 out of 83 regions were developing sustainably; by 2017, 19 regions out of the 32 that suffered losses in the competitive attractiveness level and rankings in 2015–2016 have managed to restore the sustainability of economic development and their rankings. This study proves that regions with a high level of economic competitive attractiveness show increased sustainability of development.
