This chapter addresses how normal ageing may affect selective attention, sustained attention, divided attention, task-switching, and attentional capture. It is not clear that all aspects of attention are affected by ageing, especially once changes in bottom-up sensory deficits or generalized slowing are taken into account. It also remains to be seen whether deficits in these abilities are evident when task demands are increased. Age-based declines have been reported during many tasks with low cognitive demands on various forms of attention. Fortunately, the older brain retains plasticity and cognitive training and exercise may help reduce negative effects of age on attention. Although no single theory of cognitive ageing may account for the various age-related changes in attention, many aspects have been taken into account, such as generalized slowing, reduced inhibitory processes, the retention of performance abilities via neural compensation, as well as declines in performance with increased task difficulty.

To achieve behavioural goals, relevant sensory stimuli must be processed more quickly and reliably than irrelevant distracters. The ability to prioritize relevant over irrelevant stimuli is usually referred to as selective information processing, or selective attention. Over the last 50–60 years, there has been an ongoing debate about the point along the sensory–response processing stream at which selective attention operates: are relevant and irrelevant inputs segregated early in processing based on low-level featural differences, or does this segregation occur late in processing after the meaning of each stimulus has been computed? As with nearly all dichotomies in psychology, the emerging consensus is that neither extreme is correct. Instead, depending on task demands, the mechanisms of selective attention can flexibly operate on the quality of low-level sensory representations as well as on later stages of semantic analysis and decision-making.

This chapter examines changes in the Russian nationalist movement from Russia’s annexation of Crimea until the State Duma elections in September 2016. Since 2014, the nationalist movement has been split over which side to support in the war in Ukraine. Then, with the subsequent increase in state repression of ultra-rightists, the movement lapsed into total decline. The chapter traces activities in various sectors of Russian nationalism, discussing the separate trajectories of the pro-Kremlin and oppositional nationalists, as well as the latter group’s further subdivision into groups that support or oppose the ‘Novorossiia programme’. Attention is paid to the complex relationship and interaction between the various groups of nationalists, as well as to their interaction with the powers-that-be and with the liberal opposition.

The book gives broad coverage of monetary policy issues in Low Financial Development Countries (LFDCs). These low- and lower-middle-income countries are characterized by a predominance of bank finance, shallow financial markets, low financial inclusion, weak integration with world capital markets, and a high degree of informality in economic activity. Monetary policy acquires special twists, making it different in many aspects from the policies followed in advanced and emerging market economies. The book covers the main facets of monetary policy-making, using an approach that combines discussion of theoretical arguments, of results from empirical studies, and of policy experiences relevant for LFDCs. The book presents the monetary policy instruments used in these countries, and assesses the specificities of their monetary transmission mechanism. It evaluates the advantages, drawbacks, and challenges of the different nominal anchors they may choose from: exchange rate targeting, monetary targeting, and inflation targeting. This discussion is set against the background of the three main goals pursued by central banks: price, output, and financial stability. Particular attention is devoted to the issue of the credibility of central banks and to the trade-offs they face when external shocks, to which these countries are very vulnerable, lead to conflicts among the three goals they pursue. The book also covers more specific topics, such as challenges raised by fiscal dominance and by dollarization, implications of informal labour markets and of microfinance institutions for monetary policy-making, and the role of models for forecasting and policy evaluation.

To increase efficiency, sensory systems process only a subset of available inputs in accord with the behavioural goals of the observer. The mechanisms that support the prioritization of relevant over irrelevant stimuli, referred to collectively as selective attention, can operate on the basis of spatial location (space-based attention), low-level visual features (e.g. orientation or colour; feature-based attention), or holistic objects (object-based attention). This chapter reviews human behavioural, electrophysiological, and neuroimaging data pertaining to the effects and control of the latter two mechanisms. Based on an increasingly rich literature spanning several decades, the authors argue that even though feature- and object-based attention are often treated as independent mechanisms, they should instead be described along a single continuum in which the information selected for prioritized processing (whether it be a single feature or a holistic object representation) is flexibly dictated by task demands.

What is it about art that can be so captivating? How is it that we find value in these often odd and abstract objects and events that we call artworks? My proposal is that artworks are attentional engines. They are artifacts that have been intentionally designed to direct attention to critical stylistic features that reveal their point, purpose, or meaning. My suggestion is that there is a lot that we can learn about art from interdisciplinary research focused on our perceptual engagement with artworks. These kinds of studies can reveal how we recognize artworks, how we differentiate them from other, more quotidian artifacts. In doing so they reveal how artworks function as a unique source of value. Our interactions with artworks draw on a broad base of shared artistic and cultural constitutive of different categories of art. Cognitive systems integrate this information into our experience of art, guiding attention, and shaping what we perceive. Our understanding and appreciation of artworks is therefore carried in our perceptual experience of them. Teasing out how this works can contribute valuable information to our philosophical understanding of art. Attentional Engines explores this interdisciplinary strategy for understanding art. It articulates a cognitivist theory of art grounded in perceptual psychology and the neuroscience attention and demonstrates its application to a range of puzzles in the philosophy of the arts, including questions about the nature of depiction, the role played by metakinesis in dance appreciation, the nature of musical expression, and the power of movies.

Maternal diet and body composition prior to pregnancy influence gestational weight gain and infant growth patterns. Low maternal pre-pregnancy weight, low BMI, and low attained weight throughout pregnancy are associated with impaired fetal growth, while obesity and high weight gain increases the risks of multiple adverse pregnancy outcomes and excessive fetal growth and offspring obesity. Currently the US Institute of Medicine guidelines for gestational weight gain are the only ones available for developed countries where mean maternal height is similar to that in the US. While these guidelines should be followed, attention should be given to body composition before pregnancy, and measures of body habitus such as maternal height should be taken into account.

This chapter highlights communication failures in conservation. The environment is a secondary consideration to most of the American public, with the fraction of the US population that identifies itself as environmentalists shrinking year by year. This reflects the ineffectiveness of the conservation community at communicating why people should care about the environment, much less what they should do about it. This chapter outlines five failures in environmental and conservation communications. Three failures are well enough understood that they could and should be avoided. These failures are assuming the problem is simply an information deficit, misreading the audience’s values, and using fear to motivate. Two challenges remain that no one yet knows how to overcome: addressing psychological distance and overcoming compassion fade.

Despite being the most popular and accessible form of political activity among ordinary people, petitioning has received remarkably little attention from modern British historians. This chapter focuses on what gains in understanding such attention might yield. First, the historical study of petitions and demonstrations underlines the fact that popular politics was not always coterminous with party or electoral politics. Second, petitions provide a way to break down the barriers between high and low or elite and popular politics and offer a lens through which to study the transnational and imperial dimension of British political culture. Finally, the chapter looks to future directions and argues that quantitative and geographic mapping techniques offer the potential to inject a new, and long overdue, quantitative rigour into the study of modern British political history.

This chapter discusses the diagnosis and interpretation of stress echocardiography, which needs a careful side-by-side analysis of each myocardial segment. The first step is the accurate analysis of regional wall motion at rest with particular attention on hypokinetic segments. In the second step, after a global evaluation of stress images, all segments should be carefully analysed for the presence of reduced wall thickening or delayed contraction compared to rest, preferably with a quad screen analysis. Particular attention has to be placed on assessment of wall thickening rather than wall motion or endocardial excursion as these may result from tethering of neighbouring segments or translational movement of the heart. The wall motion response to stress can be schematized based on the changes that occur during low stress and high stress, compared to rest baseline.

Persistent pain after childbirth has recently received a lot of attention as potentially many women could be affected. Several pain syndromes including pelvic girdle pain, low back pain, and headaches occur during the pregnancy and can persist after delivery. The prevalence of chronic pain directly related to the delivery, at 6 months and later after childbirth, is however very low (< 2%) compared to chronic pain which occurs after other types of tissue trauma as in common surgical procedures. Acute pain is a major risk factor in the development of persistent pain after surgery and trauma. After childbirth, the severity of acute pain, independent of the mode of delivery (i.e. the degree of tissue damage) only predicts an increased risk of persistent pain (a 2.5-fold increase) at 2 months but not later. An individual’s pain response seems to be the most relevant factor in the development of persistent pain. In retrospective studies, patient-specific risk factors, such as a pre-existing chronic pain condition or pain elsewhere, were predictive factors. In prospective studies, the low incidence of persistent pain at 6 and 12 months make the analysis of risk factors unreliable.

This chapter examines what it means to take a human rights approach to women’s poverty and economic status. Special attention is given to structural sources of women’s poverty, the challenges a right-based framework presents to neoliberal priorities and values, and low-income women’s resistance to these forces. Synergies among economic and political conditions; ideology (e.g., individualism, meritocracy); classist, racist, and sexist stereotypes about poverty and low-income women; and welfare policies that subordinate and regulate low-income women are discussed. Emphasis is placed on understanding welfare rights activism and other anti-poverty/inequality collectives, with the goal of illuminating the social psychological factors that contribute to collective action, economic justice, and the promotion of a rights-based approach to women’s poverty.

It is well known that tax compliance is low in Italy. Many scholars have examined Italian taxpayer behavior, mainly using experiments and surveys. However, little attention has been given to the historical circumstances that have shaped divergent taxpayer behavior in Italy. This chapter uses historical data from Italian unification through the Second Republic to assess the effects of Italy’s major formal institutions (the Church, state, and political parties) and informal institutions (clientelism) on Italian tax behavior. It argues that nineteenth-century unification and Fascism had significant repercussions for the Italian state and how Italians perceive the state. Because of this, Italians lack trust in their government and their fellow citizens, which inhibits a willingness to pay taxes. The implication then is a low-trust/low-compliance equilibrium that becomes increasingly difficult to reverse.

If a pregnant woman has not had pre-conception counselling, it is important to ensure as soon as possible in early pregnancy that she understands her nutrient requirements, and what comprises a balanced diet and healthy body composition. The advice should include weight gain goals in pregnancy, a list of unsafe foods, healthy exercise behaviours, and the effects of alcohol and drugs. Energy intake needs in early pregnancy do not increase from pre-pregnancy levels; women should focus on eating well for pregnancy, and not eating more. Specific attention should be paid to intakes of folate, vitamin A, vitamin B12, vitamin D, iron, and iodine. Glucose status should be monitored in mid-pregnancy. Energy requirements increase in mid- to late pregnancy, but attention should also be paid to the macronutrient balance. If the diet is low in oily fish as a source of polyunsaturated fatty acids, supplementation should be considered.

Clandestine prostitutes, who constituted the greatest number of prostitutes in large cities, were also part of the social fabric in less urban areas, where they sometimes caused insufficient nuisance to warrant sustained police attention. The term “clandestine,” which Austrian vice police, reformers, and other commentators used as if it were self-evident, was broadly employed. In addition to women who regularly walked the streets, the term encompassed women who occasionally or temporarily engaged in commercial sex to augment their low-paid employment, did not necessarily consider themselves prostitutes, and did not want to attract police attention. They were part of a wider working-class community, into which they disappeared when not engaged in clandestine prostitution. The relative ease with which these women could move in and out of social identities helps explain why few of them were willing to register with vice police and be stigmatized as a prostitutes.

Topics related to self and identity have been of considerable interest to social and personality psychologists because people’s self-relevant thoughts play an important role in their cognitions, motives, emotions, and behavior. Most work in the area of self and identity has focused on phenomena that involve a high degree of self-awareness, egocentrism, and egoism. Phenomena characterized by a low level (or even absence) of these egoic characteristics have received comparatively less attention. People who are in a hypo-egoic state focus primarily on the present situation; introspect minimally on their thoughts, motives, and feelings; think about and evaluate themselves primarily in concrete, as opposed to abstract, ways; and pay relatively little attention to other people’s perceptions and evaluations of them. This chapter examines the nature of hypo-egoic mindsets, with a focus on six exemplars of social psychological phenomena that involve hypo-egoic processing: mindfulness, flow, hypo-egoic self-regulation, humility, altruism, and allo-inclusive identity.

This chapter discusses logistic support arrangements. When properly orchestrated, logistics arrangements can be conceived as a decisive instrument of multinational warfare and champion the change from a military coalition to an alliance. Nevertheless, logistics is a low-profile discipline that only comes to light when it fails. In this regard, looking for market-oriented efficiencies should never result in a gap on strategic projection. It is by creating and sustaining superior performance that an organization will dilute costs due to a greater value of its overall activities. Very great attention is paid to short-term cash economy in detriment to long-range military planning benefits. Tactical logistics are well monitored: everyone understands the importance of not running out of fuel during combat and it is not difficult to flag the problem. On the other hand, strategic logistics and its implication on support arrangements are frequently neglected during peacetime.

This chapter considers returns to the individual from investing in skill. It describes the earnings and employment outcomes of people who have completed different levels of formal education across different countries, and goes on to consider the possible causal mechanisms at work. The methodology for estimating wage returns is critically discussed. Whilst much attention has been devoted to considering ability bias, other issues have received less attention. In particular qualifications or amounts of time spent studying are imperfect proxies for skills produced. Furthermore estimates from wage regressions are almost invariably interpreted through the lens of human capital theory -- the existence of a wage premium indicates that the productivity has increased due to the educational investment. Alternative interpretations are considered. These include the possibility that the premium represents a reward for obtaining a job on a fixed distribution of jobs -- in other words winning a positional competition race. Such possibilities raise several concerns. These include under-utilisation, both of general skills and of skills acquired through work-based training programmes, low marginal returns relative to average returns, and a widening and more risky distribution of payoffs.

This chapter covers the factors that shape the formation of coalitions in presidential systems. It distinguishes these factors from those that determine coalition formation in parliamentary systems. It focuses particular attention on the distal (legislative parties, institutional rules, electoral dynamics) and proximal (formateur party size and legislative fragmentation) factors. It also specifies how the size, fairness, and heterogeneity of coalitions on ‘Day One’ of a presidential term affect the subsequent task of coalition maintenance. It distinguishes between ‘Day One’ coalitions in terms of high, moderate, or low levels of maintenance, and introduces the fifty-one episodes of coalitional presidentialism that are the focus of discussion in the following chapters.

Although dermatology is generally considered to be an outpatient specialty relating to conditions of low acuity, a wide array of skin problems can present in the critically-ill patient. Some may reflect pre-existing disease, some may occur as a consequence of treatment, and a small fraction will represent severe or extensive primary skin disease that is best managed in a critical care setting. Important primary dermatological conditions that require intensive care management include erythroderma, toxic epidermal necrolysis/Stevens–Johnson syndrome, widespread drug eruptions and blistering disorders with extensive skin involvement. All patients with extensive skin disease will require expert nursing care in order to mitigate the consequences of skin failure. Thus, low-friction beds, non-adherent primary dressings, careful attention to the prevention of infection, temperature regulation, fluid management, and so on are critical. Life-threatening skin disease requires a carefully coordinated multidisciplinary approach involving dermatologists, intensivists, organ specialists, and specialist nurses to improve long-term outcome.

Half of the world’s population lives in countries with one psychiatrist to serve 200,000 people and in low and middle income countries (LAMICs), even most people with severe mental disorders remain untreated. As curative care is prioritized, public mental health is inundated with deep-seated problems, primarily due to the lack of funding. From an ethical perspective, such underlying issues in public mental health exist regardless of income levels; they are, however, further exacerbated by the lack of resources and awareness in LAMICs. Ironically, the ethics of public mental health have received much less attention than that of psychiatric research. We therefore use a public health ethics framework to broaden the ethical perspective in public mental health and examine it from a low-resource setting viewpoint. Next, we examine public mental health from a social justice perspective. Third, we examine issues critical to ensuring better access to mental health services in LAMICs.
