Анотація:

The aim of this paper is to propose a new methodology for collecting data on logistics facilities in urban regions. This methodology was used to build a database of warehouses and transport terminals in the Paris region for 2015, which added to the various existing databases by using open source data. The new and existing databases were compared so that the limitations of the latter could be considered, and preliminary conclusions were made about the distinctive characteristics of the new methodology. Then, the new database was used to study the spatial distribution of logistics facilities in the Paris region. Finally, a new typology of logistics facilities was proposed to characterize the different logistics sectors without relying on activity codes.

Анотація:

The logistics facility decisions may be the most critical and most difficult of the decisions needed to realize an efficient supply chain since these decisions have significant effects on the logistics costs generated in the logistics network. We establish a logistics super network equilibrium integrating urban logistics facilities with members of traditional supply chain network, using the variational inequality theory. This model takes into account the behavior of logistics facilities and the transactions between retailers and logistics facilities are examined in this paper. Furthermore, we obtain the equilibrium condition of the system, and the economic explanation and algorithm are given. Finally, some verification examples are provided to verify the solution and decision-making application.

Introduction. The customs legislation establishes requirements for the arrangement and technical equipment of facilities within which operations are conducted with goods under customs control that are stored or located on the territory of such facilities, as well as the regime rules for their operation and residence of customs officials and others within them. organs. Successful solution of problems associated with the opening of such facilities within the logistics complexes, their equipment and operation has a significant impact on the time of promotion of material flows in the logistics center, rational use of vehicles and costs of circulation.The hypothesis of scientific research. It is assumed that the organization of logistics transport and customs complexes allows you to provide all the necessary resources and conditions for the development and successful integration of the transport and logistics system of Ukraine into the European transport and logistics system.The purpose of the study: the classification of customs-sensitive objects that must be formed in the structure of the logistics transport and customs complex for the optimal processing of export-import commodity flows.Research methods: theoretical analysis, synthesis, comparison, study of regulatory documents of regulatory procedures for the creation and operation of customs-sensitive facilities, as well as the purpose and principles of their work.Results: the analysis of the work of customs-sensitive facilities was carried out, their classification by type was presented, interrelations between them were established, the optimal structure of the logistic transport and customs complex was proposed, ways to optimize the interaction of all regulatory bodies in the process of customs clearance were analyzed.Findings. The analysis of customs legislation on the opening and functioning of customs-sensitive facilities indicates the consistency of requirements for their technical equipment and security rules, as well as the possibility of creating several facilities simultaneously within the same logistics and transport complex.

Анотація:

The acceleration of economic globalization and integration has led to a dramatic increase in the flow of goods worldwide and changes in the spatial location of logistics facilities. The location of logistics facilities affects not only the cost and efficiency of cargo transportation activities, but also the rational allocation of logistics resources. Recently, the two major perspectives of logistics space research—cluster (the concentration of logistics facilities and functions in geography) and sprawl (movement of facilities from the urban core to peripheral places) have received extensive attention from academia and policy makers. The evolution of logistics space is influenced by land prices, traffic accessibility, market demand, agglomeration advantages and government policies. The purpose of this study is to present a literature review of logistics space, including data sources, research methods as well as research theories, and to study the impact of logistics space from the perspective of sustainable development. The research results provide some reference for logistics space researchers and logistics facility planners, and play a role in formulating new logistics development strategies and promoting the sustainable development of logistics.

Анотація:

Purpose – The purpose of this paper is to investigate the use of freight containers to store relief items instead of operating a permanent warehouse building. Design/methodology/approach – A mathematical model is developed to determine the location and quantity of containers as well as the type and amount of relief supplies to store in order to investigate the practicality of using freight containers for storage. The model is tested using earthquake risk data, estimates of population under risk, and the distances between cities. An experimental study is performed using Turkish Prime Ministry Disaster and Emergency Management Presidency (abbreviated as AFAD in Turkish) data for total number of relief supplies. Findings – Considering the earthquake risk of possible locations, the results of the study indicate the target locations for containers. The idea of using containers as storage facilities helped beneficiaries to be reached within a short distance and in an efficient way. Research limitations/implications – The presented model is not implemented in real life disaster relief operations even if it is tested with real earthquake risk, demand and distance data. Practical implications – To apply this model in practice, the container locations within cities should be determined and managerial operations such as maintenance, environmental, and security planning have to be considered. Originality/value – This study presents the first analysis of three sub-topics’ intersection: warehousing, pre-positioning in disaster relief, and containerization. To the best of authors’ knowledge, containers have not been considered for storage of relief items in humanitarian logistics before.

Анотація:

In existing freight models, the choice of locations for logistics facilities and the choice of logistics facilities for routing the shipments are often treated without distinction, although these two decisions are separate and affected by different factors. In this paper, models for choosing a logistics facility are developed that match truck trip ends with logistics facilities by using a large urban freight survey data from the Tokyo Metropolitan Area. The models can be used to estimate truck traffic flows associated with transshipments. The urban portion of the logistics chains was categorized into five types of movements, and 30 models were developed to analyze six commodity groups separately. The results indicated that the proposed approach could capture the mechanism of the selection of a logistics facility by movement and commodity type. The tests for the reproducibility of the models warrant the future use of the models for analysis of urban freight demand.

The paper presents results of research on the needs of TSL companies in the field of information on logistics facilities, analysis of existing databases containing such information as well as the concept of a structure of databases on logistics facilities in the EPLOS system. There were also made assumptions regarding the scope of information obtained from existing databases and requirements for them. The EPLOS system - European Portal of Logistics Services is a tool supporting the planning of logistics processes. It also supports the implementation of these processes by providing entities operating in the TSL market with current and verified data on operations in a given area of logistics companies, as well as the availability of point and linear logistics infrastructure. EPLOS system is created as part of a project financed on the initiative of EURE-KA.

Currently one of the most urgent tasks of improving conditions for the formation of economic development is to create a developed logistic infrastructure. However, the views on the nature and composition of the logistics infrastructure are contradictory, and the composition of the organization’s logistics infrastructure is not sufficiently systematic, mainly in terms of the environment. Specifying the nature and components of the logistics infrastructure business in Ukraine, we believe, will help create a system model of the logistics of a particular company and requires further research.The purpose of the research is to clarify the essence of the category "enterprise’s logistic infrastructure", the composition of its objects and the detailing of these objects for Ukrainian organizations Research methods are: specification; monographic method; critical analysis, synthesis. We believe that the logistics infrastructure of the company is a combination of external and internal objects that form the mechanism of movement of material and associated with them flows from producer to consumer.Given this definition, the objects of the external and internal logistic infrastructure of the organization can be grouped according to their functional roles. Among the objects of external logistic infrastructure of the organization offered are: objects of institutional regulatory infrastructure (the legislature, executive and judiciary and local authorities dealing with transport and road facilities, Tax, Sanitary Inspection Service, standards bodies and metrology, etc.); objects of trade and intermediary infrastructure (trade exchanges, trading houses, broker, agency, commission, company, wholesale markets, retail stores, etc.); financial and credit facilities infrastructure (banks, insurance companies, leasing companies, currency exchanges, etc.); infrastructure facilities personnel (labor exchange, employment agencies, employment centers, etc.); objects of social infrastructure (international and domestic logistics association Chamber of Commerce, the Ukrainian Union of Industrialists and Entrepreneurs, the Central Union of Consumer Societies of Ukraine, Association of International Freight Forwarders of Ukraine, the International Road Transport Union, etc.); objects of engineering infrastructure (producers and service center for technical devices used in logistics activities, vehicles of different types and purposes, handling equipment and handling machinery, commercial and technological equipment, office equipment, devices communications, safety and fire safety, cargo terminals, transport and public warehouses, packaging enterprises, etc.); objects of foreign infrastructure (customs services, trade representative of State, World Trade Center, etc.); objects of information infrastructure (enterprise communications, information and telecommunications networks, support services company for the development and implementation of software, etc.); facilities of infrastructure advisory (consulting firms, accounting firms, legal counseling centers, etc.); objects of innovation infrastructure (research organizations and design offices involved in the development of new types of packaging, design and handling equipment handling machinery, more efficient and economic, marketing firms that study and predict the markets of logistics products and services, logistics firms who develop optimal routes of passenger and freight transport, warehouse design rational processes of cargo, etc.). The company may have its own logistics infrastructure facilities, and can use appropriate objects of other companies and organizations. Globalization of logistics activities and implementation of Ukrainian economy capacity need to make further scientific and applied research aimed at developing complex measures to create advanced and efficient logistics infrastructure on the base of system approach at micro and macro levels.

Logistics flows in urban areas are generated by systems engaged in various business. Flows generators can be divided into typical logistics systems (logistics, distribution centers, freight terminals, logistics systems of companies, etc.), for which logistics is the core business, and other generators of city logistics (trade, hospitality, craft, service facilities etc.). These two categories of generators differ in terms of flow volume, location, infrastructure, surrounding conditions, form of goods, logistics units and consolidation system, logistics demands, goods handling, etc. In this paper, the basic differences between typical logistics systems and other generators of city logistics are analyzed, thus achieving the basic goal and contribution of paper.

Анотація:

We analyzed the current state and development prospects of wind power generation in the EU and Ukraine. We detected the trends on many wind power generation impactors in the EU and the Ukrainian's interest in building wind parks. Such trends led to the market development of specialized technical aids for assuring transportation of equipment production elements of wind power units to the installation place. The obtained results gave grounds for directions on developing the logistic services market in the segment of delivery of non-standard on all characteristics of the production equipment for wind installations: weight, geometrical sizes, transportation conditions. We proposed an approach to delegate the management functions and delivery of production equipment for wind-power units to a logistics operator (logistics provider) 4pl-level with a package of services "industry logistics" and "project logistics" as an integrator of material and of accompanying flows. This approach should be helpful to optimize financial costs, time and reduce the level of risks in the implementation of a project to create wind power generation facilities. The involvement of a representative, a logistics operator in project activities, opens up prospects for the life cycle of logistics service for the supply of goods of non-standard dimensions and diversification of the activities of logistics operators in the logistics services market, including through the determination of the KPI for further cooperation in wind farms servicing.

Annotation. Introduction. The article examines the services of logistic outsourcing from the point of view of Ukrainian manufacturing companies, analyzes the results of the survey, compares them with global trends. It was determined that Ukrainian companies use logistic outsourcing less often than companies in other regions of the world. Also, the most often outsourced fields were identified. Purpose. Analysis of logistics outsourcing services from the viewpoint of Ukrainian manufacturing companies and comparison of survey results based on the survey with global trends. Results. It was found that from the list of enterprise groups classification (micro, small, medium, large) all categories use the services of freight forwarding companies. The following types of logistic processes are most often outsourced: transportation, lease and maintenance of equipment, warehousing, logistic chain optimization. It was found that among other countries in the study of third-party logistics, Ukraine occupies the lowest position in the usage of outsourcing services in logistics. The reasons for outsourcing logistic processes in logistics are significant: lack of own resources and capacity, cost reduction. The relationship between causes and logistic processes has shown that in order to reduce logistic costs in the enterprise it is necessary to outsource transportation. Conclusions. Statistical research has shown a small relationship between the areas of logistic outsourcing and the main causes of outsourcing of logistic activities. Therefore, it is not appropriate to say that some logistical measures should be outsourced and others should not. The mixed system, which combines the usage of own and third-party production facilities, is the most suitable for most Ukrainian manufacturing companies Keywords: logistics, outsourcing, third-party logistics, transport, warehousing, supply chain management, optimization, respondent, survey.

Introduction. The effective operation of industrial production, transport and processing facilities depends directly on the logistics infrastructure. This is confirmed by a significant share of logistics infrastructure costs in the investment programs of vertically integrated companies. Theoretical analysis. A theoretical study of the logistics infrastructure, its current state and prospects for development is carried out, the types of logistics infrastructure and areas of responsibility are analyzed: supply, intra-industry support and sales. Theoretical research methods were used, and the analysis of different types of logistics infrastructure designed for specific purposes at different stages of the life cycle in the supply chains of the investment project was performed. Еmpirical analysis. The possibility of reverse use of logistics infrastructure facilities, i.e., for the supply of oil and gas facilities and the sale of processed products, is analyzed. The concept of logistics infrastructure is specified, which allows to specify their share in investment costs. Results. The approach proposed by the authors will allow to take into account the importance of integrated construction of the logistics infrastructure of the Arctic region of Russia in the foreseeable future, increase the efficiency of investments, and further reduce costs at the stage of operation and elimination of industrial and social facilities.

In order to build a scientific and rational logistics infrastructure, it has a very practical value to research the theory and method of internal logistics system planning in distribution center. From the point of reality, this paper studies the processes planning, functional area layout planning, facilities and equipment selection configuration and cargo storage planning. Using the planning methods and models presented in this paper we can design processes, quantitatively plan facilities in distribution, improve operational efficiency and reduce operating costs in distribution center.

For the multi-attribute characteristics of scale, quantity, service radius and target of service in city logistics facilities，this paper considered the similar phenomena between city logistics facilities caused by the interaction of different social and economic attributes. Based on the analysis of the similarity degree calculation methods in computer science and mechanical engineering, it proposed two calculation methods of similarity degree in city logistics facilities. The qualitative and quantitative attributes were considered separately in the first method, the quantitative attributes were disposed by triangular fuzzy number.The similarity dimension was introduced as the basis of the similarity degree calculation in the second method. A merge processing method was used to incorporate all similar characteristics of every similarity dimension and a similarity calculation formula was deduced from the theory of similarity.

The article describes the general characteristics of logistics centres. In particular, their functions, types and characteristics of the model logistics centre were presented. The logistics centres associated in Europlatforms have been described, focusing on those countries where the number of centres is the largest, i.e. Germany, Spain, France and Italy. The factors determining the decision making regarding the selection of the optimal location of a logistics centre in Europe have been discussed, and also the places currently enjoying the greatest interest in the logistics industry have been shown. The development perspectives of Polish logistic facilities are presented and factors influencing the investment attractiveness of Poland are described.

AbstractThis manuscript was dedicated to the IT logistics and operation support system of technical facilities in the military. At the beginning, there was a brief description of the integrated ZWSI RON IT system’s genesis and a characterization of the basic functions of the aforementioned system. The advantages of the IT system have been highlighted, which facilitates the process of controlling the logistics and the operation of technical facilities. Attention was also drawn to the key issues related to the analysis of primary operational characteristics, such as readiness, weapon reliability and military equipment. In the end, a proposal to solve the identified operational problems was submitted by formulating the assumptions for a modern IT system for the Polish Armed Forces.

Purpose Logistics real estate has been experiencing a recent rebirth led by the growth of retailing and e-commerce. Although these sectors are looking for facilities matching their logistics needs, the identification of the most suitable building becomes a challenging task. To date, from both the practitioner’s and academic perspectives there is a lack of models for assessing the quality of logistics facilities together with functionality (i.e. whether a warehouse is suitable for hosting a given logistics activity). The purpose of this paper is to fill this gap by developing a rating model for assessing the quality and functionality of logistics facilities. Design/methodology/approach A three-pronged methodology was adopted. First, a Systematic Literature Network Analysis (SLNA) was carried out to identify the relevant features that must be taken into consideration when assessing logistics real estate. Second, a Delphi method involving experts in the field was used to fine-tune the list of features that emerged from the SLNA process and to evaluate the importance of each feature from a company perspective. The rating model was developed and validated through pilot tests on 27 logistics facilities. Findings The rating model is divided into four sections: location, technical specifications, external spaces and internal areas. As an output, the model determines the building quality and main functionality, together with a gap analysis to detect the weakest emerging elements. Originality/value This research fills an identified research gap in the logistics real estate literature. Specifically, it offers a quantitative and shared evaluation method, which can be used to estimate building quality and functionality, thus extending the scope of the previous assessment methods available.

The accelerated globalization of logistics activities over the last several decades has spurred a rapid expansion of port facilities all cross the world. However, the recent slowdown of international trade, coupled with a global financial crisis, has created an on-going glut of international port facilities throughout the world. Although the abundance of port facilities provides more transshipment options for carriers and shippers, it makes the port selection decision more complex and difficult. To cope with this new set of challenges, this paper proposes a hybrid data envelopment analysis (DEA)/ analytic hierarchy process (AHP) model that is designed to identify factors specifically influencing transshipment port selection, evaluates the extent of influence of those factors on a transshipment port selection decision, and then determines the most critical ones among various factors. To illustrate the usefulness of the proposed hybrid DEA/AHP model, major container hub ports in Far-East Asia were analyzed.

This article examines the history and international experience of creating and functioning of transport and logistics infrastructure facilities − transport and logistics centers in Europe, the USA, and Asian countries, and identifies specific features and directions of further development.The concept of «transport and logistics center» is characterized, which takes into account the peculiarities of its structure, management, and functioning formed by the European Association of Transport and Logistics Centers.For the first time the ideology of creating a large logistics complex dates back to 1960, when in France (near Paris) at the initiative of the state in cooperation with local authorities andprivate companies were established two specialized logistics centers«Garonor» and «Sogaris». In accordance with the objectives of the functioning of transport and logistics centers, the main components of the class of transport and logistics centers are determined by their presence or absence.This article presents the classification of transport and logistics centers for the following features: integration of main modes of transport; capacity of vantage processing, space, occupied territory and the complexity of the transport and logistics services provided by the cluster; scale and administrative level of the area, which is served by the nature of specialization of terminals in the transport and logistics center and the degree of integration with enterprises and industries, trade, etc.Regardless of the diversity of types of transport and logistics centers, shows the main ge-neral features of all transport and logistics centers, as a complex system, which includes several subsystems, integrated links, due to which it is able to perform logistical functions. Resource sharing within a logistics network offers an effective way to solve problems resulting from inefficient and costly operations of individual logistics facilities. However, the existing analysis of resource sharing and profit allocation is still limited. Therefore, this study aims to model resource sharing in two-echelon delivery and pickup logistics networks to improve the overall efficiency and decrease the total network operating cost. A bi-objective integer programming model is first proposed for two-echelon collaborative multidepot pickup and delivery problems with time windows (2E-CMDPDTW) to seek the minimization of operating costs and number of vehicles. Integrating a customer clustering algorithm, a greedy algorithm, and an improved nondominated sorting genetic algorithm-II (Im-NSGA-II), a hybrid method is then designed to handle the 2E-CMDPDTW model. The customer clustering and the greedy algorithms are employed to generate locally optimized initial solutions to accelerate the calculating velocity and guarantee the diversity of feasible solutions. The Im-NSGA-II combines the order crossover operation and the polynomial mutation process to find the optimal solution of the 2E-CMDPDTW. The comparative results show that the proposed hybrid method outperforms the NSGA-II and the multiobjective genetic algorithm. Furthermore, a Shapley value method is used for allocating total profits of established alliances and finding an optimal coalition sequence of the logistics facilities joining alliances based on the strictly monotonic path strategy. Finally, a case study of 2E-CMDPDTW in Chongqing China is conducted to validate the feasibility. Results indicate that this study contributes to long-term partnerships between logistics facilities within multi-echelon logistics networks in practice and contributes to the long-term sustainability of urban logistics pickup and delivery networks’ development.

This paper mainly analyzes the value-added mechanism in the supply chain and the experience of cold chain logistics development based on the cold chain logistics transportation of seafood in Japan. The support and protection of the law for cold chain logistics, as well as the development of the degree of informationization and the construction of infrastructure facilities are studied from the government level. On this basis, certain problems are found, for example, the lack of management level, the lack of excellent talent reserve, the backwardness of infrastructure facilities, and the low degree of information technology, etc. Some rationalization suggestions are provided for the development of seafood transportation and the development of the supporting logistics supply chain system in China.

The Nigerian health system is fraught with inadequate personnel, weak logistics systems and poor service delivery. The Federal Ministry of Health (FMoH) report on mapping of partners’ procurement and supply management systems for medical products with its recommendations was evaluated. An assessment of Supply Chain Management (SCM) of health facilities as well as the different categories of personnel that manage them was conducted. The study indicated 79.5% of the facilities received free antimalarials, 46.2% received free ARV and 23.1% received free antituberculosis. Facilities (94.9%) were not involved in the product selection as it was undertaken by providers. Also, 65.4% of the facilities received expiring drugs, 87.2% did not have well trained and efficient staff. In addition, 88.5% admitted that supplies were sometimes delayed and they (65.4%) are usually not intimated of the reasons, 66.2% do not calculate average monthly consumption, 59.5% submit LMIS report monthly while 60.0% do not have inventory control system. The study indicated that stock out and supply interruptions still exist several years after FMoH survey and recommendations. This study found that logistic challenges still exist at the SDPs implying that either FMoH recommendations were not implemented or implementation was ineffective in addressing the challenges. Statistical (geographical) and evaluative (socio-organizational) classification features and their categories (classes) are proposed to identify the most economically significant mining and logistics systems in the region and make optimal management decisions to update the technical and technological equipment of transport and warehouse infrastructure facilities serving these systems.

Purpose The purpose of this paper is to examine the relationship between logistics park platforms, logistics location and operational performance. Relationship analysis helps managers respond to the changes that today’s logistics companies face, which include limited resources and facilities, market uncertainties and financial instabilities. Design/methodology/approach A structured questionnaire is developed based on the resource-based view. Qualitative data collected from 273 companies in China are used in a structural equation model to test the conceptual model. Findings In logistics parks, logistics park platforms and location positively influence companies’ resource integration, which is positively related to operational performance. While logistics park platforms can improve operational performance directly, logistics location cannot. Resource integration is thus a full mediator between logistics location and operational performance, while it is a partial mediator between logistics park platforms and operational performance. Originality/value This study fills a gap in the literature on logistics parks, particularly on the relationships among operational performance, resource integration, logistics park platforms and the location of logistics parks in China. The authors provide guidelines for logistics park managers to organize their resources and develop capabilities for improving the operational performance of companies in logistics parks.

Collaboration among logistics facilities in a multicenter logistics delivery network can significantly improve the utilization of logistics resources through resource sharing including logistics facilities, vehicles, and customer services. This study proposes and tests different resource sharing schemes to solve the optimization problem of a collaborative multicenter logistics delivery network based on resource sharing (CMCLDN-RS). The CMCLDN-RS problem aims to establish a collaborative mechanism of allocating logistics resources in a manner that improves the operational efficiency of a logistics network. A bi-objective optimization model is proposed with consideration of various resource sharing schemes in multiple service periods to minimize the total cost and number of vehicles. An adaptive grid particle swarm optimization (AGPSO) algorithm based on customer clustering is devised to solve the CMCLDN-RS problem and find Pareto optimal solutions. An effective elite iteration and selective endowment mechanism is designed for the algorithm to combine global and local search to improve search capabilities. The solution of CMCLDN-RS guarantees that cost savings are fairly allocated to the collaborative participants through a suitable profit allocation model. Compared with the computation performance of the existing nondominated sorting genetic algorithm-II and multi-objective evolutionary algorithm, AGPSO is more computationally efficient. An empirical case study in Chengdu, China suggests that the proposed collaborative mechanism with resource sharing can effectively reduce total operational costs and number of vehicles, thereby enhancing the operational efficiency of the logistics network.
