WITH the passing of John Seebeck on 8 September 2003, Victoria lost a true champion of nature conservation. Born on 28 September 1939, John grew up in Northcote, Melbourne, and attended local State schools. He joined the fledgling Wildlife Research Section of the Fisheries and Game Department in 1960 as a technical assistant. The following year, John received a Government studentship allowing him to study part-time for a B.Sc. at The University of Melbourne. On returning to full-time employment, John worked assiduously with Keith Dempster, Robert Warneke and others to build the Wildlife Research Section into a springboard for better conservation in Victoria.

AbstractNeogene volcanism is widespread in northern Victoria Land, and is part of the McMurdo Volcanic Group. It is characterized by multiple coalesced shield volcanoes but includes a few relatively small stratovolcanoes. Two volcanic provinces are defined (Hallett and Melbourne), with nine constituent volcanic fields. Multitudes of tiny monogenetic volcanic centres (mainly scoria cones) are also scattered across the region and are called the Northern Local Suite. The volcanism extends in age between middle Miocene (c.15 Ma) and present but most is <10 Ma. Two centres may still be active (Mount Melbourne and Mount Rittmann). It is alkaline, varying between basalt (basanite) and trachyte/rhyolite. There are also associated, geographically restricted, alkaline gabbro to granite plutons and dykes (Meander Intrusive Group) with mainly Eocene–Oligocene ages (52–18 Ma). The isotopic compositions of the plutons have been used to infer overall cooling of climate during the Eocene–Oligocene. The volcanic sequences are overwhelmingly glaciovolcanic and are dominated by ‘a‘ā lava-fed deltas, the first to be described anywhere. They have been a major source of information on Mio-Pliocene glacial conditions and were used to establish that the thermal regime during glacial periods was polythermal, thus necessitating a change in the prevailing paradigm for ice-sheet evolution.

Purpose The purpose for this paper is to share jurisdictional knowledge on local law-making theory and praxis, an area of law not well represented in the literature despite its involvement in day-to-day life. Design/methodology/approach The paper not only shares knowledge about the local law-making process in Melbourne, Australia, but also explores attitudes to local law-making gathered through semi-structured interviews from a sample of relevant stakeholders. Findings The paper reports on findings from a study undertaken in Melbourne, Australia. Stakeholder perceptions and attitudes were canvassed regarding local law-making in the areas of land use planning and waste management. Overall, stakeholders were satisfied that Melbourne is a robust jurisdiction offering a fair and transparent local law-making system, but they see scope for more public participation. Research limitations/implications The findings suggest that even though the state of Victoria offers a fair and transparent system of local law-making, there is still significant scope for more meaningful involvement from the community, as well as space for more effective enforcement of local laws. The stage is set for greater cross-jurisdictional reciprocal learning about local law-making between cities. Originality/value This paper offers meaningful and utilitarian insight for policy and law makers, academics and built environment professionals from relevant stakeholders on the operation and transparency of local law-making.

It is important to address the health needs of asylum seekers within the early stages of their arrival in Australia, as this impacts all aspects of their resettlement. However, asylum seekers face a range of barriers to accessing timely and appropriate health care in the community. In 2012, the increasing number of asylum seekers in Australia placed additional demand on health and social services in high-settlement regions. Health providers experienced a substantial increase in Medicare ineligible clients and avoidable presentations to Emergency Departments, and the health needs of new asylum seeker arrivals were not being fully addressed. In response, South Eastern Melbourne Medicare Local, Monash Health, the Australian Red Cross and local settlement support agencies collaborated to develop an integrated healthcare pathway in South Eastern Melbourne to facilitate healthcare access for asylum seekers released from detention. From September 2012 to December 2014, a total of 951 asylum seekers transitioned through the pathway. Seventy-eight percent required primary healthcare assistance, and were provided with a service appointment within 3 weeks of their arrival in Melbourne. This initiative has demonstrated the value of partnership and collaboration when responding to emergent asylum seeker health needs.

AbstractAfter reviewing the development of wire fencing in Great Britain and the United States of America in the early nineteenth century, I examine the introduction of wire into Australia using published sources only. Wire was available in the colonies from the early 1850s. The earliest published record of a wire fence was on Phillip Island near Melbourne (Victoria) in 1842. Almost a decade passed before wire was used elsewhere in Victoria and the other eastern colonies. Pastoralists either sought information on wire fences locally or from agents in Britain. Local agents of British companies advertised in colonial newspapers from the early 1850s, with one exceptional record in 1839. Once wire was adopted, pastoralists rejected iron posts used in Britain, preferring cheaper wood posts cut from the property. The most significant innovation was to increase post spacings with significant cost savings. Government and the iron industry played no part in these innovations, which were achieved through trial-and-error by pastoralists. The large tonnages of wire imported into Australia and the increasing demand did not stimulate local production of wire, and there were no local wire mills until 1911.

Dust bands in the blue-ice of the Frontier Mountain meteorite trap (northern Victoria Land, Antarctica) were previously reported as upthrust basal debris. Four of them have now been sampled at Frontier Mountain and Lichen Hills. The absence of local rocks and sedimentary fragments, the ubiquitous abundant volcanic glass with no evidence for abrasion, the igneous minerals, the chemical compositions of glass and minerals and the bulk chemical compositions indicate that they are volcanic ash bands (tephra) and not glacial debris. Although hardly distinguishable in the field, the different volcanic ash bands are discriminated using mineralogical and chemical data, as well as particle size, abundance and vesicularity of glass. Chronological constraints, particle size and chemical compositions localize the source for the Frontier Mountain and Lichen Hills tephra within the recent activity of the Mount Melbourne Volcanic Province in northern Victoria Land; possible emission centres are the Pleiades (40 ± 50 ka to 3 ± 14 ka) and/or Mount Rittmann (3.97 Ma to present).

Jacob Braché (1827–1905) arrived in Melbourne in 1853, two years into the Victorian gold rush, and soon became a significant figure in local mining circles. For almost fifty years, he contributed actively to mining endeavours – during periods as a civil servant, in numerous mining enterprises, and as a consulting mining engineer. Following a summary of Braché’s contributions in Victoria, this paper focuses on his education and experience prior to emigrating to the Colony, looking at the expertise that he brought to his colonial roles. It concludes with insights into why this ‘talented young German’ was a controversial figure over his half century of professional life in Australia.

Abstract Fog events occur at Melbourne Airport, Melbourne, Victoria, Australia, approximately 12 times each year. Unforecast events are costly to the aviation industry, cause disruption, and are a safety risk. Thus, there is a need to improve operational fog forecasting. However, fog events are difficult to forecast because of the complexity of the physical processes and the impact of local geography and weather elements. Bayesian networks (BNs) are a probabilistic reasoning tool widely used for prediction, diagnosis, and risk assessment in a range of application domains. Several BNs for probabilistic weather prediction have been previously reported, but to date none have included an explicit forecast decision component and none have been used for operational weather forecasting. A Bayesian decision network [Bayesian Objective Fog Forecast Information Network (BOFFIN)] has been developed for fog forecasting at Melbourne Airport based on 34 years’ worth of data (1972–2005). Parameters were calibrated to ensure that the network had equivalent or better performance to prior operational forecast methods, which led to its adoption as an operational decision support tool. The current study was undertaken to evaluate the operational use of the network by forecasters over an 8-yr period (2006–13). This evaluation shows significantly improved forecasting accuracy by the forecasters using the network, as compared with previous years. BOFFIN-Melbourne has been accepted by forecasters because of its skill, visualization, and explanation facilities, and because it offers forecasters control over inputs where a predictor is considered unreliable.

This study evaluated anticipated changes to quality of life (QoL) from a reduction in private vehicle use, and the impact of social normative information on willingness to change transportation behaviour. Staff and students at the University of Victoria completed transport journals for a month, and participants in the low or high social norm condition received divergent information about the percentage of others who had switched to sustainable commuting. Unexpectedly, message content did not predict behavioural change, but mere receipt of a message, versus the control condition, did predict change. The results suggest that sustainable transport campaigns should highlight others‟ cooperation, regardless of their rate of cooperation, and target commuting behavior. Also, participants expected decreases to individually relevant QoL items and improvements to collectively relevant QoL items under a hypothetical reduction in private vehicle use. The findings may be employed by policy-makers to increase acceptance of transportation policies.

The research aims to provide an understanding of local governance in an outer metropolitan area of Melbourne. Through the examination of the policy framework that has established and maintained community governance in Victoria by the State Government from the period of local government amalgamations in 1994 to the present day and the use of a case study, Hume City Council, the thesis has descriptive and analytical elements drawing on empirical inquiry using case study methodology. The case study method has been chosen because it is most suitable for discovering how the community participants perceive their level of governance and their desires for future governance structures. Since the dramatic reforms of local government in Victoria, there have only been two governance reviews; at Hume City Council in 2000 and at Delatite Shire in 2002. In addition, minor boundary realignments were made to the Cities of Melbourne and Moonee Valley in 2007. These are the only attempts at a review of the structure of local Understanding Outer-Urban Governance: A case study of local government in Victoria since the Kennett Government reforms. This thesis reaches the conclusion that the concept of wicked problems is applicable to the management of the case study and other complex problems created as a result of amalgamation. The wicked problem context of this thesis cites decision making as the major focus. Through decisions about authority, governance, identity and community consultation the key concept of trust is questioned which has led to the inherent unsatisfactory resolution of the selected local government wicked problems.

AbstractFatal and Severe Injuries (FSI) to vulnerable road users is a major road safety problem internationally. Recent resolutions by the Global Ministerial Conference on Road Safety called for a blanket 30 km/h speed limit in urban areas to address this problem. A project undertaken in Melbourne, Australia, set out to evaluate the effectiveness and benefits of a lower speed limit in a local residential area in the City of Yarra. The intervention comprised replacing 40 km/h speed limit signs in the treated area with 30 km/h signs with an adjacent untreated control area. A before and after study was employed with speed, resident surveys, and estimated safety benefits as measures of its success. Modest reductions in mean speed were observed in the after-phase of the study while benefits were impressive for vehicles travelling at higher speed levels where the risk of severe injury or death is greater. These findings represent an estimated 4% reduction in the risk of severe injury for pedestrians in the event of a collision. Questionnaire responses showed an increased degree of support for the 30 km/h speed limit in local streets in the trial area. The implication of these findings for road safety is discussed, along with the challenges and potential hurdles. Lower speed limits in local streets and municipalities is one important measure to help address vulnerable road users in residential local streets.

The Australian Catholic University (ACU National at www.acu.edu.au) is a public university funded by the Australian Government. There are six campuses across the country, located in Brisbane, Queensland; North Sydney, New South Wales; Strathfield, New South Wales; Canberra, Australian Capital Territory (ACT); Ballarat, Victoria; and Melbourne, Victoria. The university serves a total of approximately 27,000 students, including both full- and part-time students, and those enrolled in undergraduate and postgraduate studies. Through fostering and advancing knowledge in education, health, commerce, the humanities, science and technology, and the creative arts, ACU National seeks to make specific and targeted contributions to its local, national, and international communities. The university explicitly engages the social, ethical, and religious dimensions of the questions it faces in teaching, research, and service. In its endeavors, it is guided by a fundamental concern for social justice, equity, and inclusivity. The university is open to all, irrespective of religious belief or background. ACU National opened its doors in 1991 following the amalgamation of four Catholic tertiary institutions in eastern Australia. The institutions that merged to form the university had their origins in the mid-17th century when religious orders and institutes became involved in the preparation of teachers for Catholic schools and, later, nurses for Catholic hospitals. As a result of a series of amalgamations, relocations, transfers of responsibilities, and diocesan initiatives, more than twenty historical entities have contributed to the creation of ACU National. Today, ACU National operates within a rapidly changing educational and industrial context. Student numbers are increasing, areas of teaching and learning have changed and expanded, e-learning plays an important role, and there is greater emphasis on research. In its 2005–2009 Strategic Plan, the university commits to the adoption of quality teaching, an internationalized curriculum, as well as the cultivation of generic skills in students, to meet the challenges of the dynamic university and information environment (ACU National, 2008). The Graduate Diploma of Education (Secondary) Program at ACU Canberra Situated in Australia’s capital city, the Canberra campus is one of the smallest campuses of ACU National, where there are approximately 800 undergraduate and 200 postgraduate students studying to be primary or secondary school teachers through the School of Education (ACT). Other programs offered at this campus include nursing, theology, social work, arts, and religious education. A new model of pre-service secondary teacher education commenced with the introduction of the Graduate Diploma of Education (Secondary) program at this campus in 2005. It marked an innovative collaboration between the university and a cohort of experienced secondary school teachers in the ACT and its surrounding region. This partnership was forged to allow student teachers undertaking the program to be inducted into the teaching profession with the cooperation of leading practitioners from schools in and around the ACT. In the preparation of novices for the teaching profession, an enduring challenge is to create learning experiences capable of transforming practice, and to instill in the novices an array of professional skills, attributes, and competencies (Putnam & Borko, 2000). Another dimension of the beginning teacher experience is the need to bridge theory and practice, and to apply pedagogical content knowledge in real-life classroom practice. During the one-year Graduate Diploma program, the student teachers undertake two four-week block practicum placements, during which they have the opportunity to observe exemplary lessons, as well as to commence teaching. The goals of the practicum include improving participants’ access to innovative pedagogy and educational theory, helping them situate their own prior knowledge regarding pedagogy, and assisting them in reflecting on and evaluating their own practice. Each student teacher is paired with a more experienced teacher based at the school where he/she is placed, who serves as a supervisor and mentor. In 2007, a new dimension to the teaching practicum was added to facilitate online peer mentoring among the pre-service teachers at the Canberra campus of ACU National, and provide them with opportunities to reflect on teaching prior to entering full-time employment at a school. The creation of an online community to facilitate this mentorship and professional development process forms the context for the present case study. While on their practicum, students used social software in the form of collaborative web logging (blogging) and threaded voice discussion tools that were integrated into the university’s course management system (CMS), to share and reflect on their experiences, identify critical incidents, and invite comment on their responses and reactions from peers.

Анотація:
This paper looks at the development of Electronic Commerce specialisations in an MBA program, and particularly at a recent specialisation developed at Victoria University, Australia for its local and overseas MBA students. These MBA specialisations are very popular in Australia, and half of the MBA programs with specialisations have one in an e-Commerce related field. An examination of some of these specialisations highlighted in the literature, or in Australian universities, shows that the two most popular topics in them are e-Marketing, the management of e-Commerce in business and e-Commerce business models. Victoria University has recently introduced an e-Commerce specialisation that targets these areas, as well as other popular uses of Internet technologies in business and the development of e-Commerce web sites. This specialisation is explained in the paper, along with the different modes ol the specialisation delivered at Victoria University campuses in Melbourne, Singapore and Beijing.
