Little magazines made modernism. These unconventional, noncommercial publications may have brought writers such as James Joyce, T. S. Eliot, Ezra Pound, Marianne Moore, Mina Loy, and Wallace Stevens to the world but, as Eric Bulson shows in Little Magazine, World Form, their reach and importance extended far beyond Europe and the United States. By investigating the global and transnational itineraries of the little-magazine form, Bulson uncovers a worldwide network that influenced the development of literature and criticism in Africa, the West Indies, the Pacific Rim, and South America. In addition to identifying how these circulations and exchanges worked, Bulson also addresses equally formative moments of disconnection and immobility. British and American writers who fled to Europe to escape Anglo-American provincialism, refugees from fascism, wandering surrealists, and displaced communists all contributed to the proliferation of print. Yet the little magazine was equally crucial to literary production and consumption in the postcolonial world, where it helped connect newly independent African nations. Bulson concludes with reflections on the digitization of these defunct little magazines and what it means for our ongoing desire to understand modernism's global dimensions in the past and its digital afterlife.

From North Dakota's Standing Rock encampments to Arizona's San Francisco Peaks, Native Americans have repeatedly asserted legal rights to religious freedom to protect their sacred places, practices, objects, knowledge, and ancestral remains. But these claims have met with little success in court because Native American communal traditions don't fit easily into modern Western definitions of religion. This book explores how, in response to this situation, Native peoples have creatively turned to other legal means to safeguard what matters to them. To articulate their claims, Native peoples have resourcefully used the languages of cultural resources under environmental and historic preservation law; of sovereignty under treaty-based federal Indian law; and, increasingly, of Indigenous rights under international human rights law. Along the way, Native nations still draw on the rhetorical power of religious freedom to gain legislative and regulatory successes beyond the First Amendment. This book casts new light on discussions of religious freedom, cultural resource management, and the vitality of Indigenous religions today.

Both just war theory and international law recognize the defence of one’s own state and its territory as the core example of just cause for war. Yet just war theorists have done little to explore what might give the state a territorial right of this kind. This chapter argues that a state has a right to territorial integrity when it meets three conditions: (1) its citizens have a right to occupy its territory, (2) its scheme of law is minimally just, and (3) the relationship of political cooperation that supports its institutions is reasonably and widely affirmed. This chapter then considers whether a state that satisfies these conditions may defend its territorial integrity with lethal force. This account does not support the common-sense conviction that defending one’s state against aggression is always morally permitted or even required. But it can establish a defensive privilege in a central range of cases.

The United States’ new Defend Forward Strategy constitutes a major change in how the nation with the world’s most powerful cyber arsenal views when and how this arsenal should be deployed. It is a large step in the direction of more aggressive action in cyberspace—albeit for defensive ends. The United States has not attempted to hide this new and more aggressive cyber posture. To the contrary, it has telegraphed the change, probably in order to enhance deterrence. But the telegraphing has taken place at a highly abstract level. Very little is known about precisely what types of operations Defend Forward entails. And while the US government has asserted that Defend Forward is consistent with domestic and international law, it has not explained how the new strategy overcomes the perceived legal constraints that previously tempered US responses to cyber intrusions and threats. This volume aims to fill these gaps, and to bring Defend Forward out of the shadows, so to speak, both factually and legally.

According to the universality thesis, the epistemic properties referred to by the English epistemic verb “know” contained in the expressions of the form “S knows that p” or “S knows how to φ” are shared by the translations of the epistemic verb in all other languages such as Chinese, Japanese, Korean, Russian, and so on. Some doubt that there is reason to think the universality thesis is true because little or nothing is shown about the meanings and uses of the epistemic terms in languages other than English. Critics of the universality thesis find counterevidence to the thesis; that is, the evidence demonstrates that translations of the epistemic verb “know” are used differently in some languages from the way “know” is used in English. In this chapter, the authors examine the effectiveness of such counterevidence.

From homeland defence to crisis intervention—this statement describes the conceptual transformation of the German army and NATO since 1990. The Crimean crisis in 2014 changed this situation, with homeland defence becoming a major concern again. However, the security policy environment, potential threats and the structure of the army and NATO have little in common with the traditional scenario of the Cold War. Entirely new challenges need to be dealt with—from new forms of conflict (asymmetrical and hybrid conflicts, cyber- and information warfare) to NATO’s geography with its vulnerable periphery in the Baltic region. These challenges raise new legal questions, which are discussed in this conference volume. Conceptions of time and practices for managing time play an important role in both popular management literature and process organization studies. In popular literature, managers have too little time. In organization studies, managers have multiple time-reckoning practices and experiences of time. In response, we explicate and defend Heidegger’s account of primordial time to show the inauthenticity of living with either too little time or many alternative temporal structurings. People are true to primordial (kairotic) time when they face their existential death—the emerging practices that will make their lives meaningless—accept the past emotions that well up on that account, and adjust themselves to accept the past and avoid existential death. They then do what is essential. Alternatively, taking over other temporal structurings amounts to living as another kind of self-interpreting being—an organization or tribe—and is inauthentic. An episode from Steve Jobs’ career illustrates authentic Heideggerian time management.

The fine-tuning argument attempts to use data from contemporary physics as evidence for God’s existence. In particular, contemporary physics suggests that—in absence of any divine intervention—there was little chance that a universe like ours would come into existence. The chapter points out a theological problem with the fine-tuning argument: since God can choose the laws of nature, God can set the chances that a universe like ours would come into existence. It argues, however, that if God could be expected to create a nice universe, then God could also be expected to set favourable chances for a nice universe. Therefore, the fine-tuning argument defeats itself.

States invariably justify using force extraterritorially by reference to their inherent right of self-defence. In so doing, they accept that the exercise of such right is conditioned by the customary international law requirements of necessity and proportionality. To date, these requirements have received little attention. They are notorious for being normatively indeterminate and operationally complex. As a breach of either requirement renders ostensibly defensive action unlawful, increased determinacy regarding their scope and content is crucial to how international law constrains military force. This book examines the conceptual meaning, substance and practical application of necessity and proportionality as they relate to the right of self-defence following the adoption of the UN Charter in 1945. It provides a coherent and up-to-date description of the applicable contemporary international law and proposes an analytical framework to guide its operation and appraisal. This book contends that necessity and proportionality are conceptually distinct and must be applied in the foregoing order to avoid an insufficient ‘catch-all’ description of (il)legality. Necessity determines whether defensive force may be used to respond to an armed attack and where it must be directed. Proportionality governs how much total force is permissible and prohibits excessive responses. Both requirements are shown to apply on an ongoing basis throughout the duration of an armed conflict prompted by self-defence. Compliance with necessity and proportionality ensures that the purposes of self-defence are met (and nothing more) and that defensive force is not unduly disruptive to third-party interests and to international peace and security.

Scientifically informed theories of ordinary moral thought and action are on the rise but trend toward pessimism. Many theorists argue that ordinary moral judgment involves little reasoning or not enough to yield justified belief, while others argue that we rarely act for the right reasons. This chapter describes such sources of empirical pessimism (sentimentalism, debunking, egoism, Humeanism, and situationism). It then outlines the remaining chapters that defend the alternative, optimistic rationalism, which allows for more virtue by according reason a central role in moral psychology. While the science doesn’t suggest that moral knowledge and virtuous motivation come easily, there is no reason to reject ordinary moral psychology as fundamentally flawed. This chapter also discusses some preliminaries, such as the reason/emotion dichotomy, non-cognitivism, and how to draw on empirical research.

Structural reforms that increase competition in product markets, or increase flexibility in labour markets, can entail short run output costs unless offset by a demand expansion. When monetary policy is constrained and cannot carry out this short run expansion, there is a potential role for fiscal policy. This chapter quantifies these short run fiscal costs and long run fiscal benefits of reforms, and investigates how the design of reforms can affect this trade-off. In the model, both the costs and benefits of reforms are generally small, although increasingly large reforms entail larger rises in deficit-to-GDP in the short run. Results suggest that reforms in labour markets have little effect on public finances in the long run, but can help to ameliorate the short run costs of product market reforms.

In patients with cervical myelopathy, the spinal cord is already compromised to a point at which there is little reserve for surgical maneuvers and the slightest adverse action can result in dramatic consequences. Awake fiberoptic intubation and neurological assessment before induction of anesthesia could be the safest way to avoid waking up the patient before proceeding with surgery in the case of absent motor evoke potentials (MEPs) in spite of increasing the stimulating voltage together with increasing the rate of stimulating pulses. Hypotension is an additional factor, which may lead to irreversible neurologic deficit in a partially compressed but functionally intact spinal cord. Intraoperative neurophysiologic monitoring for cervical myelopathy should include somatosensory evoked potentials, transcranial electric MEPs, and electromyography to provide complementary information and monitor different spinal cord tracts and individual nerve roots.

This book tells the lively story of common sense realism’s rise and fall in Scotland. Chapter 1 explores the work of the Scottish common sense school of philosophy, whose representatives included Thomas Reid (1710–96), James Oswald (1703–93), James Beattie (1735–1803), and George Campbell (1719–96). Chapter 2 examines the earlier but little-known defence of perceptual realism mounted by Lord Kames (1696–1782), David Hume’s cousin and critic. Chapter 3 examines Reid’s defence of common sense realism and scrutinizes his campaign against the Cartesian assumptions on which the problem of the external world depends. Chapter 4 describes how Reidian common sense realism was propagated by two influential nineteenth-century philosophers: Dugald Stewart (1753–1828), who was content for the most part to expound Reid’s views eloquently, and the more ambitious Sir William Hamilton (1788–1856), who tried in vain to synthesize Reid and Kant. Chapters 5 and 6 highlight the two main contributions to the realism debate made by James Frederick Ferrier (1808–64): his no-holds-barred critique of Reid’s realism, and his novel argument for a form of idealism which is both neo-Berkeleyan and post-Kantian. Chapter 7 offers some reflections about the surprising direction Scottish philosophy took in the years following Ferrier’s death in 1864.

Learning to read is challenging for children who have hearing impairments and concurrent intellectual disabilities because they face barriers due to both conditions. In many developmental domains, including executive functioning and language development, auditory and intellectual disabilities mutually influence each other; a deficit in one domain hinders coping mechanisms to compensate for distortions in the other. The resulting impact is more than the sum of the parts. It affects the way students learn to read and the way they process written text in many ways. Little is known about the key factors in literacy development for children with both hearing impairments and intellectual disabilities. This chapter integrates recent findings on reading development in children with both of these conditions to define a research base for two exploratory studies on literacy attainment in these learners. Recommendations for literacy education are based on these studies.

Critic and cousin to David Hume, Henry Home (1696–1782)—or Lord Kames, as he was known after his appointment to the Court of Session in 1752—had remarkably varied intellectual interests. His principal philosophical work is Essays on the Principles of Morality and Natural Religion (1751, revised in 1758 and again in 1779), which contains constructive rejoinders to many of the sceptical arguments presented by Hume and Berkeley. The purpose of this chapter is to analyse Kames’s little-known defence of perceptual realism as it was set forth in the 1751 version of his Essays. As will become apparent in Chapter 3, Kames’s views about the nature of perception anticipated and inspired Thomas Reid’s plea for the view that we have immediate knowledge of a mind-independent world. This makes Kames the de facto founder of the Scottish common sense realist tradition.

Philosophical accounts of scientific explanation tend to focus on developing a conception of the kind of dependence that is explanatory, e.g., nomic, causal-mechanical, difference-making, etc. Disagreements about other features of explanation are often presented as secondary issues linked to specific accounts of explanatory dependence. As a result, many features of explanatory practices about which philosophers disagree have not received sufficient attention. This chapter articulates several of those features—eight, to be exact—and discusses some of the ideas that have been raised about each. The purpose of this chapter is not to defend any one conception of any of these features, but to distinguish among the relatively distinct features of explanation about which philosophers disagree and, for each, to clarify what is at stake. Most of these disagreements have little to do with the nature of explanatory dependence and, in particular, whether or not explanation is causal in nature.

This chapter examines an important paradox of performance measurement and management in health care—the problem of simultaneous overload and deficit. To understand why this paradoxical situation exists, the chapter begins with a consideration of accountability and how this has changed as the performance movement has grown. It then examines why performance is being measured, what is being measured, and some fundamental problems with performance measurement. Finally, it considers the relationship between performance measurement and performance management. It concludes that this paradox of both too much and too little is inherent to measuring and managing performance, particularly in health care. This problem can be mitigated with more contextually specific approaches and greater local flexibility and dialogue. But it cannot be easily solved in highly centralized systems where such changes amount to a loss of control and a concomitant increase in social, economic and political risks.

This article is a strong defence of the idea of ‘art’, but it also recognizes its complexity and the fact that as a concept, ‘art’ is fuzzy around the edges. It uses a concept of family resemblance and sees art objects as forming polythetic sets. The category contains within it an immense diversity and includes objects that have little in common with each other and require very different methods of analysis. However, at the heart of this concept of art lies a set of loosely connected features or themes around which the idea of art coalesces: art is a form of action, art production is integral to meaning creating processes and requires a sense of form, and art is associated with aesthetic experience. This article proceeds to explain ideas of art and material culture. An analysis of art as cross-cultural category concludes this article.

Principle 27 deals with restrictions on justifications related to the doctrines of due obedience, superior responsibility, and official status. The defence of due obedience (or superior orders) is premised on the notion that orders must be obeyed and that subordinates often have little or no discretion to refuse to abide by orders of their superiors. The doctrine of command responsibility (or superior criminal responsibility), a creation of international criminal law, states that superiors are criminally liable if they fail to prevent or punish the crimes committed by their subordinates. Under international law in respect to international crimes, immunities are divided into functional immunity (immunity ratione materiae) and personal immunity (immunity ratione personae). This chapter first provides a contextual and historical background on Principle 27 before discussing its theoretical framework and how the doctrines of due obedience, superior responsibility, and official status have been applied in practice.

Slave resistance in nineteenth-century Florida, while reflecting many similarities with respect to experiences reported for bondpeople in other southern states, nonetheless differed significantly. But what made Florida bondservants and their experiences unusual? The fact was that Florida’s history, geography, and topography combined to set a unique stage for its rebels and runaways. Unlike other southern states, Florida boasted a matchless history as a runaway slave haven, the reality of which changed little over time, at least until the final countdown to the Civil War. Freedom-seeking bondpeople knew about and had sought refuge in its numerous runaway settlements and vast, virtually unpopulated expanses dating back centuries to the opening of the Spanish era. Maroon communities eventually dotted the peninsula, their existence making resistance possible and revolts more likely to succeed. In these settlements, black runaways and their descendants could live free lives while providing for their families as they persisted in a commitment to defend loved ones, if necessary, unto death....

New insights from social epistemology and formal epistemology about defeat, testimony, a priority, probability, and the nature of evidence all have a potentially revolutionary effect on how we understand our epistemological place in the world. Religion is the place where such rethinking can potentially have its deepest impact and importance. Yet there has been surprisingly little infiltration of these new ideas into philosophy of religion and the epistemology of religious belief. The present volume incorporates these myriad new developments in mainstream epistemology, and extends these developments to questions and arguments in religious epistemology. The investigations proposed in this volume offer substantial new life, breadth, and sophistication to issues in the philosophy of religion and analytic theology. They pose original questions and shed new light on long-standing issues in religious epistemology; and these developments will in turn generate contributions to epistemology itself, since religious belief provides a vital testing ground for recent epistemological ideas.

In this transnational history of World War II, Kelly A. Hammond places Sino-Muslims at the center of imperial Japan's challenges to Chinese nation-building efforts. Revealing the little-known story of Japan's interest in Islam during its occupation of North China, Hammond shows how imperial Japanese aimed to defeat the Chinese Nationalists in winning the hearts and minds of Sino-Muslims, a vital minority population. Offering programs that presented themselves as protectors of Islam, the Japanese aimed to provide Muslims with a viable alternative—and, at the same time, to create new Muslim consumer markets that would, the Japanese hoped, act to subvert the existing global capitalist world order and destabilize the Soviets. This history can be told only by reinstating agency to Muslims in China who became active participants in the brokering and political jockeying between the Chinese Nationalists and the Japanese Empire. Hammond argues that the competition for their loyalty was central to the creation of the ethnoreligious identity of Muslims living on the Chinese mainland. Their wartime experience ultimately helped shape the formation of Sino-Muslims' religious identities within global Islamic networks, as well as their incorporation into the Chinese state, where the conditions of that incorporation remain unstable and contested to this day.

Rocking the Closet: How Little Richard, Johnnie Ray, Liberace, and Johnny Mathias Queered Pop Music examines the way four popular male musicians who emerged in the 1950s, Johnnie Ray, Little Richard, Johnny Mathis, and Liberace challenged post-World War II masculine conventions. Rocking is a critical close reading that fuses queer literary theory, musicology, and popular music studies frameworks to develop its argument. Recent scholarship in queer theory and literary history constitutes a key strand of the book’s discussion of queer ambivalence regarding identity. Notably, the book explores how the four artists challenged male gender and sexual conventions without overtly identifying their respective sexual orientations or necessarily affiliating with gay activism, identity politics, or community tropes. The book outlines the emergence of postwar social expectations of male figures and employs these expectations to define a unique a set of five “queering” tools the four musicians employed in various combinations, to develop their public personae and build audiences. These tools include self-neutering, self-domesticating, spectacularizing, playing the “freak,” and playing the race card. Despite the prevalence of postwar gender norms, their deft use of these tools enabled each artist to develop sexually ambiguous personae and capitalize on the postwar audiences’ attraction to novelty and difference. These “queering” tools endure among contemporary musicians who challenge masculine conventions in popular music.

Although future generations—starting with today’s youth—will bear the brunt of negative effects related to climate change, some research suggests that they have little concern about climate change nor much intention to take action to mitigate its impacts. One common explanation for this indifference and inaction is lack of scientific knowledge. It is often said that youth do not understand the science; therefore, they are not concerned. Indeed, in science educational research, numerous studies catalogue the many misunderstandings students have about climate science. However, this knowledge-deficit perspective is not particularly informative in charting a path forward for climate-change education. This path is important because climate science will be taught in more depth as states adopt the Next Generation Science Standards within the next few years. How do we go about creating the educational experiences that students need to be able to achieve climate-science literacy and feel as if they could take action? First, the literature base in communication, specifically about framing must be considered, to identify potentially more effective ways to craft personally relevant and empowering messages for students within their classrooms.

The Bible Told Them So explains why southern white evangelical Christians in South Carolina resisted the civil rights movement in the 1950s and 1960s. Simply put, they believed the Bible told them so. Interpreting the Bible in such a way, these white Christians entered the battle against the civil rights movement certain that God was on their side. Ultimately, the civil rights movement triumphed in the 1960s and, with its success, fundamentally transformed American society. But such a victory did little to change southern white evangelicals’ theological commitment to segregation and white supremacy. Rather than abandoning their segregationist theology in the second half of the 1960s, white evangelicals turned their focus on institutions they still controlled—churches, homes, denominations, and private colleges and secondary schools—and fought on. Despite suffering defeat in the public sphere, white evangelicals continued to battle for their own institutions, preaching and practicing a segregationist Christianity they continued to believe reflected God’s will. Increasingly caught in the tension between their sincere beliefs that God desired segregation and their reticence to vocalize such ideas for fear of seeming bigoted or intolerant by the late 1960s, southern white evangelicals eventually embraced rhetoric of colorblindness and protection of the family as measures to maintain both segregation and respectable social standing. Such a strategy spread throughout the evangelical subculture and set southern white evangelicals on a detrimental path for race relations in the decades ahead.

A substantial backyard has long been considered an iconic feature of the Australian suburb. Nevertheless, during the 1990s, a dramatic change occurred: substantial backyards largely disappeared from new suburban houses in Australia.
Whatever the size of lot, the dwelling now covers most of its developable area. Although the planning system does not actually promote this change, it does little to prevent it. It appears to be a physical expression of the way that Australian lifestyles are changing for the worse, in particular longer working hours. This in turn raises issues about health and wellbeing, especially for children.
Vegetation surrounding the dwelling plays an important role in microclimate, storm drainage and biodiversity, irrespective of whether the residents use their backyard. Its loss has serious ecological implications, a deficit rendered permanent by the changes to the housing stock.
The Life and Death of the Australian Backyard is based on a detailed quantitative study of this increasing, but previously unstudied, problem. It discusses the nature, uses and meaning of the traditional backyard, presents an understanding of the changes that have been happening and suggests possible remedies. All professionals working in the landscape and development industries, local government, consultancies and in universities should read this unique study of an issue of increasing significance to urban sustainability.

States claim sovereignty, that is, to be the ultimate source of political authority in their realm. The classical conception of sovereignty defended by early modern thinkers such as Hobbes and Rousseau would give the sovereign extraordinary powers, the authority to rule on just about any matter concerning its subjects and territory. Few today defend this classical conception of sovereignty as unconstrained authority; most everyone thinks that the powers of the state are constrained and limited. Constrained states can still be very powerful, and today many argue that the power of the executive branch of government, in particular, ought to be less constrained than it is thought to be. This chapter argues that the concept of the sovereignty of the state, whether understood in a classical way or as limited, gives little support to those who argue that the executive branch ought to be relatively unconstrained in the realm of security and foreign affairs. The doctrine of the sovereignty of the state does not single out any branch of government for distinctive powers. While there may be reasons intrinsic to sovereignty to attribute greater powers to states, these reasons don’t privilege the executive branch of government. Our executive branches are not sovereigns.

Adaptation under Fire looks at the essential importance of military adaptation in winning wars. Every military must prepare for future wars despite inevitably having little confidence about the precise shape that those wars will take. As former US secretary of defense Robert Gates once noted, the United States has a perfect record in predicting the next war: “We have never once gotten it right.” Despite this uncertainty, military organizations still must make choices. They must determine the nature of doctrine they will need to fight effectively, the type of weaponry and equipment they must procure to defeat their potential foe, and the kind of leaders they must select and develop to guide the force to victory. Since the US military has global security responsibilities, it will have to make these choices without knowing when, where, or how the next war will unfold, or even who the enemy may be. It will need to adapt quickly and successfully in the face of the unexpected in order to prevail. The book starts by providing a framework for understanding adaptation and includes several historical examples of success and failure. The second part examines US military adaptation during the recent wars in Iraq and Afghanistan and explains why certain forms of adaptation have proven so problematic. The final part argues that the US military must become more adaptable in order to successfully address the fast-changing security challenges of the 21st century, and concludes with some recommendations on how it should do so.

The play has always been admired for the unity of its plot; every bit of every scene counts towards the dramatic effect. The action is concentrated into a single day in Oedipus’ life; his heinous crimes of unwittingly committing patricide and incest by marrying his mother all lie long ago in the past, and now, in the action of this one day, there awaits for him only the discovery of the truth. Oedipus is portrayed as a noble king, deeply devoted to his people and they to him. Proud of his earlier defeat of the Sphinx, he is determined to save his city once again, and he unflinchingly pursues the truth of who he is and what he has done, unaware that it will bring him to disaster. The spectators, familiar with Oedipus’ story, wait in horrified suspense for that terrible moment of realisation to arrive. And when it does, Oedipus survives it: he takes full responsibility for what he has done, accepts the grief and the pain, and carries on, remaining indomitable to the end. Sophocles gives no answer as to why Oedipus is made to suffer his tragic fate. Jenny March’s new facing-page translation brings alive the power and complexities of Sophocles’ writing, with a substantial introduction and a detailed commentary which is keyed to important words in the translation and aims to be accessible to readers with little or no Greek.

This book offers an epistemology of philosophy itself, a partial method for philosophical inquiry. The epistemology features three ultimate sources of justified philosophical belief. First, common sense, in a carefully restricted sense of the term—the sorts of contingent propositions Moore defended against idealists and skeptics. Second, the deliverances of well confirmed science. Third, and more fundamentally, intuitions about cases, in a carefully specified sense of that term. Chapters 1–4 expound a version of Moore’s method and apply it to each of several issues. The version is shown to resist all the standard objections to Moore; most of them do not even apply. Chapters 5 and 6 argue that philosophical method is far less powerful than most have taken it to be. In particular, deductive argument can accomplish very little, and hardly ever is an opposing position refuted except by common sense or by science. Chapters 7 and 8 defend the evidential status of intuitions and the Goodmanian method of reflective equilibrium; it is argued that philosophy always and everywhere depends on them. The method is then set within a more general explanatory-coherentist epistemology, which is shown to resist standard forms of skepticism. In sum, this book advocates a picture of philosophy as a very wide explanatory reflective equilibrium incorporating common sense, science, and our firmest intuitions on any topic—and nothing more, not ever.

Contested World Orders systematically compares the demands of rising powers and non-governmental organizations towards international institutions. As international institutions have taken on ever more ambitious tasks, they have been challenged by rising powers dissatisfied with existing institutional inequalities, by non-governmental organizations worried about the direction of global governance, and even by some established powers no longer content to lead the institutions they themselves created. While the debates about the changing international system often focus on the overall structure, this book aims at providing a comprehensive and comparative analysis of the constellation of preferences on the level of individual institutions. Three contributions should be highlighted. First, while demands for change are numerous and often severe, they are largely driven by specific institutional features and interest constellations. There is little evidence of a cleavage between established and rising powers or a hegemonic struggle between the US and China. On many conflicts there are established and rising powers on both sides. Second, in some cases the rising powers have in fact defended the status quo. They have opposed both Western countries’ attempts to increase the intrusiveness of market-making international institutions and NGOs’ attempts to have stronger market-braking regulation of global markets. Third, conflicts appear to be most intractable where established powers aim to defend their institutional privileges against rising powers who demand institutional roles commensurate with their new-found influence.
