Анотація:
Purpose There is limited empirical research that investigates issues related to strategy and its execution in facility management (FM) business especially in Thailand. Thus, the purpose of this study is to examine the factors influencing the execution of the strategy of FM companies located in Thailand from employees’ perspective. Design/methodology/approach This study used a qualitative research approach. Five FM companies, both foreign and Thai firms, were selected as case studies in this research because of information accessibility and their leading position and reputation in the FM industry in Thailand. The interviews were conducted with the companies’ Chief Executive Officers (CEOs), directors, managers, officers, engineers, technicians and administrators. Findings The findings indicate that communication, training and development, as well as reward and recognition, are the three main and critical factors in executing the company’s strategy from the employees’ perspective in the FM business. Social implications This study suggests that strategy execution should be built upon a long-term relationship with employees, and company management should recognize the employees’ contribution to the company. Management should also raise employees’ knowledge and understanding of the execution of the company strategy. Originality/value This paper provides an enhanced understanding of employees’ perspective toward strategy execution in the FM business. It offers a basis for further study of human resources practices in the context of the FM business.

Анотація:
This research aims to find out the rhe executive of court decisions in the return of evidence, as well as what factors affect the presecutor as the executor of the court's decision. The formulation of the problem in this research is : (1) What is the role of the presecutor in carrying out of the execution of the court's verdict on the return of evidence?. (2) What are the factors that affect the presecutor as the executor of the court's decision in the return of evidence?. The research method used in this research is qualitative research method with a type of socio-legal studies. The type of data in the form of interview result with related sources, secondary data includes primary legal materials, namely various laws and regulations, and secondary legal materials including books, journals, and research result. The results of the research show that: (1) The execution of the court's decision on the status of the evidence carried out by the Prosecutor after the adjudicator's decision has been signed. (2) There are 4 (four) factors that influence the level of effectiveness of the Prosecutor as the executor of court decisions with regard to evidence, including the legal factor itself, the community factor, the law enforcement officer factor, as well as the legal facilities and facilities factor. Various regulations have been drafted, however, none of them have explicitly regulated the threat of sanctions for prosecutors who do not immediately carry out executions, lack of coordination between related parties, and limited legal facilities and facilities are factors that affect the effectiveness of prosecutors in carrying out their duties.

The article analyzes an efficient method for planning the execution of construction work. Construction companies are looking for ways to reduce the essential factors in executing the construction work project, i.e. cost and time influencing the forthcoming company’s operating results are offered to perform engineering pre-construction activities. Engineering pre-construction is a set of technical, legal, economic, technological and organisational measures that shall ensure a consistent start of construction and a rhythmical organisation of major construction works employing optimum technology. Engineering pre-construction provides great potential for working out rational design solutions with respect to the execution of construction works applying a range of methods for assessing the aforesaid solutions. In this case, mathematical methods play the main role. Mathematical methods enable more effective tackling of the execution issues of construction works as well as developing rational design solutions with respect to the execution of construction works (Janušaitis, Juodis 2001; Juodis, Apanaviciene 2003; Viliuniene, Juodis 2002; Malinauskas, Kalibatas 2005; Viliūnienė, Viliūnas 2005; Viliuniene, Viliunas 2007; Žiogas, Juočiūnas 2005; Janusz, Kapliński 2006; Zavadskas et al. 2009; Šiškina et al. 2009; Medeliene, Ziogas 2010). Practical implementation of such solutions in the course of executing construction works would allow cutting down construction costs and construction time by 15–25% and 16–25% respectively (Viliūnienė, Viliūnas 2005). Besides, the rapid development of computer technology enables both faster preparation of rational design solutions to construction works through the application of mathematical methods and integration thereof into special software packages designed for construction management. Therefore, contractors should realise the significance of engineering pre-construction that is especially important to the execution of expensive large-scale projects. The process of construction execution should be improved applying the project management technique that helps to achieve the set goal within a limited time and with the optimum usage of limited resources. The objective of project management is to plan, organise and control project resources in order to implement the goals of the project. Hence, engineering pre-construction should be considered as an individual construction project stage acting as an engine for planning construction execution, organisation and control, thereby enabling a construction company to focus on profitable results. The article presents the methodology for preparing design solutions to the execution of construction work, which is adapted to handle the practical issues of engineering a pre-construction stage. The execution of complex earth works has been chosen as the subject matter of research.

There has been a growing interest in using GPU to accelerate data analytics due to its massive parallelism and high memory bandwidth. The main constraint of using GPU for data analytics is the limited capacity of GPU memory. Heterogeneous CPU-GPU query execution is a compelling approach to mitigate the limited GPU memory capacity and PCIe bandwidth. However, the design space of heterogeneous CPU-GPU query execution has not been fully explored. We aim to improve state-of-the-art CPU-GPU data analytics engine by optimizing data placement and heterogeneous query execution. First, we introduce a semantic-aware fine-grained caching policy which takes into account various aspects of the workload such as query semantics, data correlation, and query frequency when determining data placement between CPU and GPU. Second, we introduce a heterogeneous query executor which can fully exploit data in both CPU and GPU and coordinate query execution at a fine granularity. We integrate both solutions in Mordred, our novel hybrid CPU-GPU data analytics engine. Evaluation on the Star Schema Benchmark shows that the semantic-aware caching policy can outperform the best traditional caching policy by up to 3x. Compared to existing GPU DBMSs, Mordred can outperform by an order of magnitude.

Multi-agent path-finding (MAPF) is the problem of finding a plan for moving a set of agents from their initial locations to their goals without collisions. Following this plan, however, may not be possible due to unexpected events that delay some of the agents. In this work, we propose a holistic solution for MAPF that is robust to such unexpected delays. First, we introduce the notion of a k-robust MAPF plan, which is a plan that can be executed even if a limited number (k) of delays occur. We propose sufficient and required conditions for finding a k-robust plan, and show how to convert several MAPF solvers to find such plans. Then, we propose several robust execution policies. An execution policy is a policy for agents executing a MAPF plan. An execution policy is robust if following it guarantees that the agents reach their goals even if they encounter unexpected delays. Several classes of such robust execution policies are proposed and evaluated experimentally. Finally, we present robust execution policies for cases where communication between the agents may also be delayed. We performed an extensive experimental evaluation in which we compared different algorithms for finding robust MAPF plans, compared different ro- bust execution policies, and studied the interplay between having a robust plan and the performance when using a robust execution policy.

Capturing and examining the causal and concurrent relationships of a distributed system is essential to a wide range of distributed systems applications. Many approaches to gathering this information rely on trace files of executions. The information obtained through tracing is limited to those executions observed. We present a methodology that analyzes the source code of the distributed system. Our analysis considers each process's source code and produces a single comprehensive graph of the system's possible behaviors. The graph, termed the partial order graph (POG), uniquely represents each possible partial order of the system. Causal and concurrent relationships can be extracted relative either to a particular partial order, which is synonymous to a single execution, or to a collection of partial orders. The graph provides a means of reasoning about the system in terms of relationships that will definitely occur, may possible occur, and will never occur. Distributed assert statements provide a means to monitor distributed system executions. By constructing thePOGprior to system execution, the causality information provided by thePOGenables run-time evaluation of the assert statement without relying on traces or addition messages.

Modern methods of process planning in conveyor systems with buffers of a certain size between processing devices allow optimizing schedules for single tasks or fixed task packages with a limited number of them and a limited number of devices. The use of mathematical models of the processes of performing single tasks (task packages) used by these methods in optimizing the composition of packages and schedules for their execution in systems with an arbitrary number of packages and devices is impossible. At the same time, mathematical models of the processes of executing task packages in conveyor systems in the presence of buffers of limited sizes between devices are the basis for the development of methods for optimizing their (package) compositions and schedules for the implementation of actions with them on the devices of conveyor systems. In this regard, the article develops mathematical models of multi-stage processes of performing an arbitrary number of task packages in conveyor systems in the presence of intermediate buffers of limited sizes for two and three devices, as well as for an arbitrary number of devices. The use of these models makes it possible to determine the time points of the start of the execution of task packages on the devices of conveyor systems, taking into account the limited size of intermediate buffers, as well as the duration of time intervals for the use of these resources and the efficiency of their use over time. An algorithm has also been developed for mathematical modeling of the processes of executing task packages in conveyor systems in the presence of intermediate buffers of limited size, which calculates the time characteristics of these processes based on a given order of implementation of actions with task packages on the devices of conveyor systems. An application has been developed that implements synthesized mathematical models of the processes of executing task packages in conveyor systems with intermediate buffers of limited sizes and an appropriate method for modeling these processes. Versatile testing of the developed application has shown that the obtained mathematical models and the modeling method adequately describe the course of multi-stage processes of task packages in pipeline systems, set using different values of their (processes) parameters.

The frontopolar cortex (FPC), the most anterior part of the frontal lobes, forms the apex of the executive system underlying decision-making. Here, we review empirical evidence showing that the FPC function enables contingent interposition of two concurrent behavioral plans or mental tasks according to respective reward expectations, overcoming the serial constraint that bears upon the control of task execution in the prefrontal cortex. This function is mechanistically explained by interactions between FPC and neighboring prefrontal regions. However, its capacity appears highly limited, which suggests that the FPC is efficient for protecting the execution of long-term mental plans from immediate environmental demands and for generating new, possibly more rewarding, behavioral or cognitive sequences, rather than for complex decision-making and reasoning.

The purpose of this study was to examine the impact of growth strategies on sales performance of private security companies, namely WS Insight Limited. The specific objective of the study was to find out how market penetration strategy implementation affects the sales success at WS Insight Limited. The resource-based theory, core competency theory, goal attainment theory and contingency theory were used to guide the research. Descriptive survey design was adopted. The target group included 71 management workers from the executive, senior, middle and junior management levels who were in charge of strategy execution. The study discovered that majority of respondents agreed that in the last eight years, WS Insight Limited had boosted its advertising and marketing activities to raise brand awareness and had used new distribution channels to grow market sales. Between 2013 and 2020, there was the implementation of tactics such as price discounts and fair pricing, as well as the formation of strategic alliances, as evidenced by a composite mean of 3.98 and standard deviation of 0.851. The study also discovered that the current economic climate and political considerations influence strategic decision-making. The study concluded there is a link between growth strategies and sales performance, with market penetration strategy execution being the most important independent variable. The study recommended that the company should increase its advertising and marketing operations in order to expand into new markets. It is also suggested that management should encourage the best use of distribution networks and price discounting tactics, as this would help the company penetrate the market and increase sales. Clemency is very important for the government of a country because it can reduce the risks arising from a judge's decision, especially for maximum punishment such as death penalty, which allows the execution of innocent people. Problems arise when a death row convict asks for clemency and the President rejects it. However, when the executions were to be carried out, the President issued an order to postpone the executions, causing legal uncertainty regarding the denial of clemency. As a result, law enforcement on narcotics crimes becomes ineffective. This happened when the execution of Mary Jane Veloso was postponed. In this study, delaying the implementation of decisions that have permanent legal force through clemency is not a legal remedy, but it is the right of the Head of State to grant pardons to citizens who have been sentenced by a court. Apart from that, there is a legality principle in the presidential policy in delaying the execution of convict Mary Jane Veloso which has been regulated in Article 1 paragraph (3) of the 1945 Constitution of the Republic of Indonesia and Law Number 1 of 2006 concerning Mutual Assistance. In Criminal Matters and Law Number 15 of 2008 concerning Ratification of the Treaty On Mutual Legal Assistance in Criminal Matters (Agreement on Mutual Assistance in Criminal Matters). Setting the provisions of the law is an effort to realize the principle of checks and balances, so that the use of this authority has been limited, that is, before the President decides to grant a postponement of the execution of the death penalty, the President must first obtain consideration from the Supreme Court.

The Contention-Free (CF) policy has been extensively researched in the realm of real-time multi-processor scheduling due to its wide applicability and the performance enhancement benefits it provides to existing scheduling algorithms. The CF policy improves the feasibility of executing other real-time tasks by assigning the lowest priority to a task at a moment when it is guaranteed not to miss its deadline during the remaining execution time. Despite its effectiveness, existing studies on the CF policy are largely confined to preemptive scheduling, leaving the efficiency and applicability of limited preemption scheduling unexplored. Limited preemption scheduling permits a job to execute to completion with a limited number of preemptions, setting it apart from preemptive scheduling. This type of scheduling is crucial when preemption or migration overheads are either excessively large or unpredictable. In this paper, we introduce SP-CF, a single preemption scheduling approach that incorporates the CF policy. SP-CF allows a preemption only once during each job’s execution, following a priority demotion under the CF policy. We also propose a new schedulability analysis method for SP-CF to determine whether each task is executed in a timely manner and without missing its deadline. Through simulation experiments, we demonstrate that SP-CF can significantly enhance the schedulability of the traditional rate-monotonic algorithm and the earliest deadline first algorithm.

The task of the Curator in Bankruptcy is to administer and settle the bankruptcy estate. It is also the curator who must carry out the execution of the bankrupt assets. In practice, it is not easy, and there are several obstacles faced, especially when the debtor in bankruptcy is a Limited Liability Company in the form of a State-Owned Enterprise Persero. Until now, there are no assets of BUMN PT Persero (in bankruptcy) that can be executed. The purpose of this study is to find out how the execution of assets of P.T. Kertas Leces Persero (in bankruptcy) and what the curator’s efforts are about it. Theresearch is juridical empirical. The results of the study show: There are two stages of asset execution— management and settlement of bankrupt assets. However, there are still obstacles, both internal and external, with considerable government intervention. The curator’s efforts to deal with these obstacles are by sending letters to all relevant agencies, taking an inventory of the assets and legal documents belonging to P.T. Kertas Leces Persero, which are needed in the process of executing the bankruptcy assets.

Individuals living with disabilities often encounter difficulties in executing coordinated movements, particularly those with limited mobility due to conditions such as paralysis, arthritis, or spinal cord injuries. Traditional electric wheelchairs, primarily controlled through upper body strength, may be inaccessible to those with severe upper limb impairments. This study aimed to develop an innovative solution using Electromyography (EMG) technology to enable individuals with limited upper body mobility to control wheelchairs effectively. The objective was to create a user-friendly EMG-based wheelchair control system that interprets hand gestures and converts them into multi-directional commands. The research involved the development of an EMG-based wheelchair control system that recorded EMG signals from the users' hands and analyzed them for controlling forward, left, and right movements. Extensive testing was conducted with three subjects to evaluate the system's accuracy. The results were quantified regarding error percentages and compared among the subjects. The study yielded promising outcomes. Subject A exhibited a 1% error rate for right-hand movement and a 1.85% error rate for left-hand movement. Subject B achieved a 2.84% error rate for right-hand movement and a 1% error rate for left-hand movement. Subject C demonstrated a 3.84% error rate for right-hand movement and a 0% error rate for left-hand movement. The developed EMG-based wheelchair control system offers a viable solution to enhance mobility and independence for individuals with limited upper body mobility. The microprocessor-integrated design significantly improves the reliability and user-friendliness of the system. The research underscores the potential of EMG technology in bridging the gap between visualization and execution of movements for those facing mobility challenges.

Tujuan-The purpose of this study was to how did the legal consequences of bankruptcy to creditors as holders of guaranty rights in executing guaranty rights of debitors. This was a descriptive and normative business law research.Metode-Data were collected from primary, secondary, and tertiary business law materials. Data were analyzed and discussed to draw conclusions qualitatively to answer the research problems.Results-showed that the causes why separate creditors had exclusive authorities upon bankruptcy was that to provide legal security upon guaranty to return credits had been granted to debtors, because without legal security on the credits, there would be no institutions (both individual or legal entity) willing to provide credits to debtors. Creditor rights as holders of guaranty rights were in form of parate eksekusi and execution based on execution power to the Certificate of Guaranty rights which was limited by Act of bankruptcy.Originality-Keywords: separate creditors, guaranty right, bankruptcy

Penitentiary supervision of the prosecutor’s office within the framework of supervision over the implementation of laws covers the activities of: federal sectoral executive bodies that exercise penitentiary isolation (their departmental affiliation is different: the RF Federal Penitentiary Service of Russia, the RF Ministry of Internal Affairs of Russia, the Border Service of the RF Federal Security Service, the RF Ministry of Defense, the RF Ministry of Health); control bodies in the system of the above-mentioned bodies and agencies; officials of these bodies and agencies; subjects of public monitoring of the observance of human rights in detention facilities and assistance to persons held in places of detention. Within the framework of a special branch – the prosecutor’s supervision over the execution of laws by administrations of bodies and facilities executing punishments and measures of a coercive nature imposed by the court, and by administrations of places holding detained persons and those in custody – the prosecutor’s supervision, in terms of the circle of persons, covers: activities of administrations of penitentiary bodies and facilities, as well as activities of these bodies and facilities. The final conclusion is the provision that, according to the types of supervised activities, the subject of penitentiary supervision is limited to the activities of these supervised persons based on criminal procedural, criminal and penal legal relations arising in the course of and in connection with the execution of measures of forced isolation.

This research was conducted to analyze the granting of credit by the Bank as the creditor to the debtor with land as collateral to the bank if something goes wrong with what was expected. If a credit problem occurs because the debtor is incapacitated or because the debtor has failed in business which results in reduced income so that obligations cannot be fulfilled, the Mortgage Law (UUHT) exists to provide legal certainty for land rights including collateral rights to land. Efforts made by the bank as a creditor if the debtor defaults in order to obtain repayment due to bad credit, namely by executing one of them through an auction. The research method uses normative research with a statutory approach and a concept approach. This research resulted that the execution of mortgage objects through auctions is still not in accordance with the principles of proportionality and legal protection that can be given to debtors, namely repressive and preventive legal protection. In its development, the fact is that in the implementation of executions carried out by creditors, the proceeds from selling mortgage objects through auction execution are often below market prices and do not give the debtor the opportunity sell mortgage objects privately. Regarding this matter, Article 20 paragraph (2) of the Mortgage Law (UUHT) has actually given a sufficient portion of rights the debtor for the sale of mortgage objects according to market prices, but this is limited by the "on agreement" norm, which actually hinders sales under the contract.

Time assigned to critical activities, identified from a network analysis, with the aid of the Critical Path Method, expected mean time, both deterministic and stochastic duration was calculated. Program Evaluation Review Techniques (PERT), the variance and standard deviation of the critical activities were also calculated. The probability of completion of a project within a given period was gotten with PERT. Comparing the results for deterministic duration 60 days to 79 days, which is 50% compared to 64%. It was concluded that stochastic model is preferable when scheduling and executing pipeline construction projects, because uncertainties are factored into the planning and scheduling process including delays. Delays during execution stage, occurs mainly due to community related issues, equipment failures, change in job scope and work- men antics but not limited to these. This study advocates elimination of causes of delay, especially before and during project execution phase. It also suggested that every project schedule should follow an order of precedents, prerequisite, and management involvement and cooperation at all stages of the project

Purpose As a great deal of strategy execution takes the form of strategic projects, how you align these projects ultimately determines the success or failure of your strategy. Here, we discuss four executive challenges executives need to tackle to successfully manage a strategy in a project-based world. Design/methodology/approach Conceptual approach entailing illustrative case-examples Findings We find four executive challenges to tackle in order to successfully manage a strategy in a project-based world. Research limitations/implications As the study draws upon conceptual arguments, future studies need to assess the verisimilitude and boundary conditions of the challenges. Practical implications By thinking of a strategy through a project-based lens, and understanding the challenges thereof, executives should be better able to bridge strategy formulation and execution. Social implications A project-based approach to strategy is not necessarily limited to a for-profit sector; NGOs and governmental organizations may similarly learn from and draw upon a project-based approach to strategy. Originality/value As little research within strategy has explicitly conveyed a project-based lens, the study emphasizes a novel approach to strategy.

Purposes of execution of imprisonment and release on licence comments to the resolution of the Supreme Court of 26 April 2017, I KZP 2/1This article brings attention not only to the need for a distinction between penalty and its functions, but also to the nature of the tasks posed before the penalty at the stage of imposing and executing the penalty. Based on the example of imprisonment, it has been proven that at the stage of execution the assigned to it objectives become limited to the completion of the reasons of the individual-preventive nature. Further part of this study also relates to the Supreme Court resolution of 26 April 2017, which accurately pointed out that while adjudicating release on licence from the rest of the sentence, criminal purposes, present at the stage of imposing the penalty referred to in chapter VI of the Criminal Code, must yield to individual-preventive reasons.

Engen Refinery plant is part of the Engen Petroleum Limited, with operations in Southern Africa. The plant is situated in KwaZulu-Natal province of South Africa and it operates 24 hours a day, every day, including weekends. Although Engen operates 24 hours 7 days a week, the plant has to be shut down occasionally for maintenance. These shutdown periods are also used as an opportunity to implement most projects, especially those that could not be implemented during the normal run of the plant. In order to ensure that the plant operations are not interrupted, it is preferable to work on the equipment while the plant is not operational. The shutdown periods are very limited in time, so it is of utmost importance to complete tasks within the given turnaround period in order to get the plant back on line in time to deliver products as scheduled to customers. The main objective of this study is to explore the causes and consequences of delays in project execution and their impact on the success of the project. The study identified poor communication, repetition of tasks, resource allocation, scope change, procurement process management, inadequate planning and poor budget estimates as major contributors to delays and cost escalation during project execution. It is recommended that Engen Refinery put some means together to improve the above-mentioned issues

This paper considers software systems consisting of fault-tolerant components. These components are built from functionally equivalent but independently developed versions characterized by different reliability and execution times. Because of resource constraints, the number of versions that can run simultaneously is limited. The expected system execution time and its reliability (defined as probability of obtaining the correct output within a specified time) strictly depends on the sequence of versions execution. Different sequences can provide either maximal system reliability or minimal expected execution time. An optimization procedure is suggested for finding such sequences. The procedure is based on an algorithm for determining system execution time distribution that uses the moment generating function approach and on the genetic algorithm. Both N-version programming and the recovery block scheme are considered within a universal model. An illustrated example is presented.

Our work addresses the contradiction between the age-related increase in the contribution of cognition for the execution of motor tasks and the age-related decrease in the cognitive component of motor adaptation. We predicted that elderly adults would need more cognitive resources for reaches and would, therefore, not have enough cognitive resources available for adaptation. Rather, we observed that visuospatial abilities could better explain the amount of cognition used by our participants for motor adaptation.

Computation offloading is an effective way to alleviate the resource limited problem of mobile devices. However, the offloading is not an always advantageous strategy for under some circumstances the overhead in time and energy may turn out to be greater than the offloading savings. Therefore, an offloading decision scheme is in demand for mobile devices to decide whether to offload a computation task to the server or to execute it in a local processor. In this paper, the offloading decision problem is translated into a dynamic execution mode selection problem, the objective of which is to minimize the task execution delay and reduce the energy consumption of mobile devices. A novel execution mode adjustment mechanism is introduced to make the execution process more flexible for real-time environment variation. Numerical results indicate that the proposed scheme can significantly reduce the task execution delay in an energy-efficient way.

In this paper, we study the offloading decision of collaborative task execution between platoon and Mobile Edge Computing (MEC) server. The mobile application is represented by a series of fine-grained tasks that form a linear topology, each of which is either executed on a local vehicle, offloaded to other members of the platoon, or offloaded to a MEC server. The objective of the design is to minimize the cost of tasks offloading and meets the deadline of tasks execution. The cost minimized task decision problem is transformed into the shortest path problem, which is limited by the deadline of the tasks on a directed acyclic graph. The classical Lagrangian Relaxation-based Aggregated Cost (LARAC) algorithm is adopted to solve the problem approximately. Numerical analysis shows that the scheduling method of the tasks decision can be well applied to the platoon scenario and execute the tasks in cooperation with the MEC server. In addition, compared with task local execution, platoon execution and MEC server execution, the optimal offloading decision for collaborative task execution can significantly reduce the cost of task execution and meet deadlines.

The performance of parallel architectures are limited at least as much by data transfer ability as by computing power. The main limit concerns the transfers on the interconnection network. But it becomes apparent that a majority of these communications can be known at compile time. The static model intends to exploit this a priori knowledge in order to drastically reduce the overhead of message passing, the ultimate goal being to confine the oommunication delays to the hardware propagation delays. In the paper, we present an abstract machine which is the target of a static-oriented compilation. We show how to recognize and sequence the static communication patterns, and we discuss the application scope of the model.

The objective of this research is to investigate how infrastructure projects are executed in government-business partnerships. The study aims to accomplish three objectives: (1) evaluate the implementation of these projects, (2) identify the obstacles encountered during project execution, and (3) analyze the strategies utilized in executing disruptive innovation in government-business partnership infrastructure projects. The research employs a qualitative descriptive approach, carried out for a period of one year, from July 2021 to June 2022. The study involves six experts from the Transportation Agency, two individuals from the Department of Public Works and Public Housing, one representative from Regional Planning and Development Agency (RDPA), and one academician, with structured in-person interviews used as the primary data source. The research indicates that executing infrastructure projects through disruptive innovation in construction firms involves several steps, such as preparing for disruption, developing internal and external innovation, using incremental innovations, and utilizing open innovation to explore new technologies and business models. Nonetheless, the study identifies several obstacles encountered during the execution of these projects, including inadequate infrastructure project risk analysis, poor coordination among stakeholders, limited funding allocation, and land availability issues. To mitigate these challenges, the study recommends the need for independent professional consultants, improved project planning, regulatory ease, fiscal incentives for investors, and legal guarantees for private investors to ensure equal rights as state-owned enterprises in executing feasible projects, and good coordination among stakeholders

We present the systematic design and development of a distributed query scheduling service (DQS) in the context of DIOM, a distributed and interoperable query mediation system.26 DQS consists of an extensible architecture for distributed query processing, a three-phase optimization algorithm for generating efficient query execution schedules, and a prototype implementation. Functionally, two important execution models of distributed queries, namely moving query to data or moving data to query, are supported and combined into a unified framework, allowing the data sources with limited search and filtering capabilities to be incorporated through wrappers into the distributed query scheduling process. Algorithmically, conventional optimization factors (such as join order) are considered separately from and refined by distributed system factors (such as data distribution, execution location, heterogeneous host capabilities), allowing for stepwise refinement through three optimization phases: Compilation, parallelization, site selection and execution. A subset of DQS algorithms has been implemented in Java to demonstrate the practicality of the architecture and the usefulness of the distributed query scheduling algorithm in optimizing execution schedules for inter-site queries.

The execution of emptying policy ensures the convergence of any solution to the system to a unique periodic orbit, which does not impose constraints on service-time and capacity of buffers. Motivated by these problems, in this paper, the service-time-limited policy is first proposed based on the information resulted from the periodic orbit under emptying policy, which imposes lower and upper bounds on emptying time for the queue in each buffer, by introducing lower-limit and upper-limit service-time factors. Furthermore, the execution of service-time-limited policy in the case of finite buffer capacity is considered. Moreover, the notion of feasibility of states under service-time-limited policy is introduced and then the checking condition for feasibility of states is given; that is, the solution does not exceed the buffer capacity within the first cycle of the server. At last, a sufficient condition for determining upper-limit service-time factors ensuring that the given state is feasible is given.

Task-based programming models offer a flexible way to express the unstructured parallelism patterns of nowadays complex applications. This expressive capability is required to achieve maximum possible performance for applications that are executed in distributed execution platforms. In current task-based workflows, tasks are launched for execution when their data dependencies are satisfied. However, even though the data dependencies of a certain task might have been already produced, the execution of this task will be delayed until its predecessor tasks completely finish their execution. As a consequence of this approach of releasing dependencies, the amount of parallelism inherent in applications is limited and performance improvement opportunities are wasted. To mitigate this limitation, we propose an eager approach for releasing data dependencies. Following this approach, the execution of tasks will not be delayed until their predecessor tasks completely finish their execution, instead, tasks will be launched for execution as soon as their data requirements are available. Hence, more parallelism is exposed and applications can achieve higher levels of performance by overlapping the execution of tasks. Towards achieving this goal, in this paper we propose applying two changes to task-based workflow systems. First, modifying the dependency relationships of tasks to be specified not only in terms of predecessor and successor tasks but also in terms of the data that caused these dependencies. Second, triggering the release of dependencies as soon as a predecessor task generates the output data instead of having to wait until the end of the predecessor execution to release all of its dependencies. We realize this proposal using PyCOMPSs: a task-based programming model for parallelizing Python applications. Our experiments show that using an eager approach for releasing dependencies achieves more than 50% performance improvement in the total execution time as compared to the default approach of releasing dependencies.

Abstract In a recent correspondence, the authors suggested that secondary schools must adhere to health protocols and national and international guidelines so that the delivery of face-to-face classes will not risk students’ and educators’ health. With this, this paper proposes that even in higher education, a well-planned execution of face-to-face classes must be done. Thus, the gradual reopening of face-to-face classes becomes a necessity in order to gain a sense of normalcy in the middle of a pandemic.

The subject of the article is an analysis of the realisation of the right to access to administrative records in public administration authorities. This right is the most important manifestation of the right of access to the records, which a party to administrative proceedings is entitled to. The right to access the administrative records is limited by the fact that the party has access to incomplete, unstructured, unnumbered records or unavailable records without issuing a refusal of access to the records, as well as access to the records in places not adapted for that purpose. The right of access is also limited by the following restrictions which do not exist in the Code of Administrative Procedure but are applied by the authorities: the hours of visitors and the queuing system. A party should be able to review his or her personal records during the office’s working hours in a room adapted for that purpose. I propose that the party should be able to access the records in the body’s information and communication system at on-line remote.

Humans and robots working together can efficiently complete tasks that are very difficult for either to accomplish alone. To collaborate fluidly, robots must recognize the humans' intentions and adapt to their actions appropriately. Pike is an online executive introduced previously in the literature that unifies intent recognition and plan adaptation for temporally flexible plans with choice. While successful at coordinating human-robot teams, Pike had limited robustness to temporal uncertainty about the durations of actions. This paper presents two extensions to Pike that make it much more robust to temporal uncertainty. First, we extend Pike to handle uncontrollable action durations by enforcing strong temporal controllability. We accomplish this by generalizing standard strong controllability algorithms for STNUs to plans with choice. Second, in case a realized duration exceeds even the specified bounds and makes the entire plan infeasible, we attempt to intelligently negotiate with a human to relax some of the temporal constraints and restore feasibility, rather than immediately failing and halting execution. This negotiation is guided by a state-of-the-art conflict directed relaxation algorithm, which has previously only been used offline.

Purpose – This paper aims to present nine observations about the state of succession planning and talent management (TM) practices today along with recommendations and an integrated model for enhancing the effectiveness of these efforts. Many talent management practitioners today would agree that the succession planning processes in their organizations are limited in their effectiveness. They are often seen as another complex and time-consuming human resource (HR) process, and often paper exercise, to be completed and archived until the following year. This is due to several factors, including a lack of focus on the future capabilities needed; inconsistencies in the implementation of processes designed; limited system integration of talent and succession planning efforts with other key HR and business processes; and lack of accountability for making decisions and ensuring they are fully executed. Given the importance of identifying, developing and preparing leaders for the future success of the business this is quite concerning. What is needed in the field is an upgrade to Succession Planning 2.0. But what does that look like exactly? What can senior practitioners do to transform them to have a significantly greater impact going forward? Design/methodology/approach – The content here is based on inputs from a variety of sources including dialog with more than 50 heads of talent management in major corporations, discussions and reviews at professional conferences, debates with academic scholars and the author’s personal experience with designing and leading major succession planning efforts. Findings – Nine observations about the state of succession planning and talent management practices today are presented. An integrated model of Succesion Planning execution is introduced. Originality/value – This paper represents the authors’ unique synthesis of discussions, informal data and personal experience running succession planning (SP) and TM efforts for over a decade.

AbstractIn this paper a unified motion control strategy dedicated for the waypoint following task realized by a differentially driven robot is presented. It is assumed that the vehicle moves with limited velocities and accelerations in order to reduce excessive slip and skid effects. In order to include operational constraints, a motion planner is combined with a universal stabilizer taking advantage of transverse functions. To improve tracking precision translated transverse functions are deployed and a new adaptive technique for the controller tuning is proposed. During the motion planning stage an auxiliary trajectory connecting points in the configuration space and satisfying assumed phase constraints is generated. The resulting motion execution system has been implemented on a laboratory-scale skid-steering mobile robot, which served as platform for experimental validation of presented algorithms.

Fault tolerance is one of the most desirable property in decentralized grid computing systems, where computational resources are geographically distributed. These resources collaborate in order to execute workflow applications as fast as possible. In workflow applications, tasks are dependent on each other, so it becomes extremely vital that scheduling techniques should also have some decentralized fault tolerant mechanism. In this paper, we have proposed a decentralized fault tolerant mechanism which utilize the checkpoint concept; for Heterogeneous Limited Duplication (HLD) algorithm. HLD is based on task duplication scheduling in heterogeneous environment. There are two fold benefits firstly; if node failure occurs then rest of grid nodes sustain the execution of application. Secondly, less makespan of application is obtained using checkpoint concept. Therefore, application scheduled over decentralized grid systems (which are known for their unreliable behavior) will yield results fast utilizing algorithm proposed in this paper.

Purpose Understanding a lack of strategy execution research, especially a lack of execution frameworks, the purpose of this paper is to focus on building a model of one of the most classic aspects of effective strategy execution, i.e. alignment. The proposed framework of alignment demonstrates linkages among different factors of alignment and suggests a managerial action plan to successfully convert strategic goals into execution performance. Design/methodology/approach This study develops an empirically tested framework of “alignment” that can be used to plan effective strategy execution. The research context of the study is the firms operating in the infrastructure sector of India. A multi-method approach, combining qualitative and quantitative techniques, has been adopted with emphasis on the interpretation of the framework to suggest managerial actions. Findings This study shows that structure-strategy linkage is the most fundamental task of strategy execution. However, there are other aspects of alignment also that are critical. Also, there exist hierarchical relationships among different alignments. The structural understanding of alignment is required to set strong foundation for execution process. Research limitations/implications This study is limited to firms in the infrastructure sector of India. A questionnaire survey approach may invite some bias in response. Also, a large sample size could have been more useful to generalize findings. The proposed framework in this study suggest that the alignment of structure with strategy is important but not sufficient for effective strategy execution. There exist hierarchical relationships, among the factors of alignment, showing a dependence-driving relationship. Practical implications Strategy execution is one of the biggest challenges that corporations have been facing. The existing literature has identified many issues leading to effective strategy execution. The “alignment” aspect of execution has been the most talked about. There are different levels of alignment required for successful strategy execution. Literature suggests some of the key areas of alignment. However, there has been a lack of frameworks demonstrating linkages among different alignments to facilitate effective strategy execution. Originality/value There is a lack of strategy execution frameworks, especially reflecting on the alignment aspect of strategy execution. This study focuses not only on “how” of the framework development but also on the “why” aspect of the same. The interpretation approach also helps in pondering on the contextual realities.

As IoT metering devices become increasingly prevalent, the smart energy grid encounters challenges associated with the transmission of large volumes of data affecting the latency of control services and the secure delivery of energy. Offloading computational work towards the edge is a viable option; however, effectively coordinating service execution on edge nodes presents significant challenges due to the vast search space making it difficult to identify optimal decisions within a limited timeframe. In this research paper, we utilize the whale optimization algorithm to decide and select the optimal edge nodes for executing services’ computational tasks. We employ a directed acyclic graph to model dependencies among computational nodes, data network links, smart grid energy assets, and energy network organization, thereby facilitating more efficient navigation within the decision space to identify the optimal solution. The offloading decision variables are represented as a binary vector, which is evaluated using a fitness function considering round-trip time and the correlation between edge-task computational resources. To effectively explore offloading strategies and prevent convergence to suboptimal solutions, we adapt the feedback mechanisms, an inertia weight coefficient, and a nonlinear convergence factor. The evaluation results are promising, demonstrating that the proposed solution can effectively consider both energy and data network constraints while enduring faster decision-making for optimization, with notable improvements in response time and a low average execution time of approximately 0.03 s per iteration. Additionally, on complex computational infrastructures modeled, our solution shows strong features in terms of diversity, fitness evolution, and execution time.

Symbolic execution is a powerful technique for bug finding by generating test inputs to systematically explore all feasible paths within a given threshold. However, its practical usage is often limited by the path explosion problem. In this paper, we propose compatible branch coverage driven symbolic execution for efficient bug finding. Our new technique owns a novel path-pruning strategy obtained from program dependency analysis to effectively avoid unnecessary explorations. Specifically, based on a Compatible Branch Set , our technique directs symbolic execution to explore feasible branches while soundly pruning redundant paths that have no new contributions to branch coverage. We have implemented our approach atop KLEE and conducted experiments on a set of programs from Siemens Suite, GNU Coreutils, and other real-world programs. Experimental results show that, compared with the state-of-the-art symbolic execution techniques, our approach always uses significantly less time to reproduce bugs while achieving the same or better branch coverage. On average, our approach got over 45% path reduction and 3x speedup on the GNU Coreutils programs.

The integration of the industrial internet of things (IIoT) and blockchain has become a popular concept that provides IIoT with a trustworthy computing environment. Numerous IIoT nodes together form a decentralized network with rich location-aware computation resources, which can offer great data processing capabilities and low-latency services. However, we still face the challenges of how to efficiently process the massive IIoT data on resource-constrained IIoT nodes by blockchain smart contracts, as their storage capacity only allows them to store limited blockchain data. This work is aimed at improving the smart contract execution efficiency on these IIoT nodes by caching based on deep reinforcement learning. On the one hand, focusing on the characteristics of IIoT, the ledger structure, network architecture, and transaction flow are optimized. IIoT nodes are enabled to store and cache part of block data without affecting global data consistency. On the other hand, we formulated the blockchain caching problem as a Markov decision process and implemented a lightweight caching agent based on deep Q-learning. Proper features and a reward function are defined to minimize the execution delay of smart contracts. The extensive experimental results show that our proposed scheme can effectively reduce the data dissemination costs and smart contract execution delays of IIoT nodes that hold limited blockchain data.
