L’esternalizzazione è un sistema di gestione coperto dal genere dei rapporti trilaterali, nel caso in ricerca, maneggiato dalla Pubblica Amministrazione, per ridurre costi e migliorare la qualità dei servizi offerti alla popolazione, adoperato, dapprima, solo per le attività accessorie, ma con la normalizzazione del sistema, si è cominciato a implementarlo nei bisogni principali. Tuttavia, l’uso senza controllo e sfrenato di questo meccanismo ha creato intensi dibattiti giuridici e dottrinari che indicano i vantaggi e gli svantaggi di tali tipi di contratto, sia per quanto riguarda la vulnerabilità dell’operaio esternalizzato, sia rispetto la responsabilità del ricevitore del servizio dinanzi al disonore dei loro oneri lavorativi, e come l’utilizzo dell’esternalizzazione potrebbe essere adoperato in modo sicuro ed efficace dai contraenti. È appunto per questo che, inizialmente, la presente ricerca avrà un approccio generale sull’esternalizzazione, dalla comparsa del meccanismo nella storia, con enfasi sulla sua applicazione nel settore pubblico, investigando le possibili minacce ai regimi giuridici di contrattazione del personale utilizzati da enti statali. In questa prospettiva, saranno indicate le definizioni più impiegate dai dottrinatori, così come anche la natura giuridica e i presupposti che permeano l’istituto. Di seguito, saranno trattati il capitalismo, la globalizzazione, il neoliberalismo, indicati i fattori che influenzano l’esistenza e l’espansione dell’esternalizzazione e le critiche esistenti in materia. Alla ricerca di una soluzione più fattibile ed effettiva alla problematica, verranno confrontati ritagli esemplificativi del meccanismo in altri sistemi giuridici, soprattutto in quello italiano, riportando riferimenti legali e giurisprudenze sulla materia. La metodologia impiegata è sostanzialmente bibliografica e indiretta, servendosi da libri, articoli scientifici e orientamenti giurisprudenziali dei tribunali superiore e regionali del lavoro, servendosi, ancora, del metodo deduttivo per la giusta interpretazione dell’argomento. In questo senso, la presente ricerca dimostrerà la soluzione della problematica ritenuta dal ricercatore la più fattibile ed effettiva.

I cinquant’anni dell’attività editoriale del periodico „Prawo Kanoniczne” hanno portato alla canonistica, dal punto di vista scientifico, delle preziose e molte dissertazioni ed elaborazioni scientifiche nell’ambito del diritto penale canonico. L’articolo presenta la problematica di diritto penale nella prospettiva storica, seguendo la struttura del V libro del C1C 1917 e del VI libro del CIC 1983. La rassegna della letteratura riguardante il diritto penale canonico permette di constatare che la canonistica polacca, rappresentata dale pubblicazioni nella rivista „Prawo K anoniczne”, e strettamente legata alla problematica scientifica trattata nei periodici della canonistica mondiale. Le monografie e gli articoli pubblicati nel periodico „Prawo Kanoniczne” testimoniano un modo coraggioso di affrontare le questioni difficili, discutibili, ed alle volte tralasciate dalla letteratura nel campo del diritto penale canonico.

Abstract This article employs a comparative historical perspective to narrow the gap in the existing knowledge of the origins of the trans-Atlantic information explosion phenomenon that dates back to the early decades of the twentieth century. The author examines the root cause of the unprecedented growth of the overall amount of documents through the lens of the rapid expansion of scientific and technical advances across the world and subsequent spread of modern technologies, particularly those applied to scientific and technical information (STI). The study’s focus is on two superpowers of the era: the thriving Soviet military-industrial complex that went hand in hand with the rise of the STI management system in the mid-twentieth century United States. By exploring the practices of a range of U.S. and Soviet information agencies, this research draws parallels with the current information overload and informs our judgment about the challenges and possibilities in scientific and scholarly research brought about by today’s global information age.

AbstractSince the year 2000, the world has witnessed an increased call for improved access to scholarly information. The cost of scholarly content is a major barrier in accessing needed research information. In order to fully contribute to the global knowledge economy, African scholars need to access both global information resources and locally published works. Few studies have focused on the African knowledge production vis-à-vis access to scholarly research information in Africa. This paper examines access to scholarly research information in sub-Saharan Africa. The review focuses on available published works on access to scientific literature in Africa and seeks to understand Africa’s scholarly publishing scene. In the process, challenges and opportunities regarding access to scholarly research information are explored. Three approaches in addressing these issues emerge in literature – namely (i) open access, (ii) donor-funded schemes and (iii) negotiated access schemes for scholarly content. This review shows that these approaches have leveraged information access to the African researchers who now have almost the same levels of access to scientific literature as their peers in the developed world. African governments, institutions, researchers and librarians still need to exploit the potential of open access. There remain, however, infrastructural issues that need to be addressed to ensure that the African scholar enjoys access to current scientific information.

The Astronomicon libri of Basinio da Parma is the first Latin astronomical poem written during the Italian humanism movement. According to the information we possess, Basinio composed the poem at the Malatestian court in 1455. It is usually believed that the work is nothing more than an “imitation” of Aratus’s Phaenomena or Hyginus’s De astronomia, and that it lacks real scientific competence in the astronomical and astrological fields. This article, however, aims to present a brief analysis of the poem by examining the results that have emerged through the preparation of its new critical edition. In particular, thanks to both the recognition of a new Basinio autograph and the Greek glosses inserted therein, this article will show how Cleomedes’s Greek astronomical treatise, Μετέωρα (Caelestia), can be considered the main source of Basinio’s Astronomicon libri.

Il dataset è costituito da articoli e capitoli di libri aventi nel proprio titolo il riferimento alle tematiche citate. Il tipo di analisi effettuato sul corpus finale, costituito da 359 entries tratte dalla banca dati SCOPUS, è di natura mix-method; ad una prima griglia di analisi di taglio quantitativo, abbiamo, infatti, aggiunto un'analisi del contenuto automatica degli abstract del corpus.

Abstract The aim of the article is to identify the limits of traditional methods of preserving ancient parchment Ge’ez manuscripts found in churches and monasteries of Tigray, Ethiopia. The researcher used interview and observation methods to gather relevant data in regard to manuscript preservation practices in churches and monasteries of Tigray, Ethiopia. General Collection Condition Survey (GCCS) and an Item-by-Item Survey were also employed to assess the physical and preservation status of ancient Ge’ez manuscripts, while survey checklist was used to document preservation condition assessments. It was generally viewed that churches and monasteries in Tigray have been playing a pivotal role in the production as well as preservation of ancient Ge’ez parchment manuscripts, however, the assessment result shows most of the traditional techniques employed by these institutions to preserve manuscripts are neither functional nor strong enough to withstand the ever-growing human and natural impacts on these priceless artefacts. Therefore, the paper concludes that in view of the relevance of Ge’ez manuscripts for the Ethiopian people, as well as the poor state of affairs with regard to the preservation and availability of these manuscripts, a new approach that ensures long-term preservation and guarantees their availability for current and future generations should be designed. As a way forward, it is deemed necessary to accomplish in situ conservation and digitization works through scientific procedures and make the digital document available to the wider public using digital library technology. This new approach will enable us to rescue the vanishing literary heritage and unlock the local knowledge contained in those ancient Ge’ez manuscripts through systematic and scientific study as well as to ensure long term preservation.

El objetivo del artículo es analizar las colaboraciones científicas entre los miembros de las 11 Redes de Investigación y Posgrado del IPN. El método de investigación es cuantitativo con un enfoque de sistemas complejos, se analizaron las colaboraciones de coautorías de los investigadores de 2018-2020 en las bases de datos de Google Académico utilizando indicadores de centralidad: grado, cercanía e intermediación. Los resultados indican que las 11 redes tienen una estructura libre de escala, la distribución de la variable grado indica que el 88% de los investigadores tienen menos de 10 colaboraciones en los tres años analizados y un pequeño grupo tiene más de 100 colaboraciones, las variables cercanía e intermediación indican que más del 50% de los investigadores tienen estructura de estrella, las redes más conectadas son: Medio Ambiente, Biotecnología, Nanociencias y Robótica. La originalidad radicó en analizar el comportamiento emergente de las redes. Las limitaciones son la dificultad de localizar las colaboraciones en las bases de datos

Introduzione Qualsiasi bilancio è sempre problematico, soprattutto quando è il bilancio di una disciplina nella quale la ricerca continua e per la quale gli oggetti cambiano anche grazie alla ricerca, alle risultanze, agli interventi che ne derivano. Tuttavia, esistono occasioni nelle quali la necessità di un bilancio si impone. Trent'anni di vita, per una rivista accademica, non sono pochi. Meritano di essere analizzati e collocati nel più ampio territorio della scienza politica. Il primo fascicolo della «Rivista Italiana di Scienza Politica» fu pubblicato nell'aprile del 1971. Dal punto di vista della nascita e della professionalizzazione della scienza politica in Italia, la nascita della Risp costituì il logico sviluppo dell'attività di un piccolo gruppo di studiosi che pochi mesi prima sotto la guida di Giovanni Sartori aveva collaborato alla Antologia di Scienza Politica con sezioni curate nell'ordine da Giuliano Urbani (Metodi, approcci e teorie); Stefano Passigli (Potere ed élites politiche); Giacomo Sani (Cultura politica e comportamento politico); Domenico Fisichella (Partiti politici e gruppi di pressione); Vittorio Mortara (La pubblica amministrazione) e Gianfranco Pasquino (Lo sviluppo politico). Quanto alla Rivista, quel primo fascicolo era deliberatamente e opportunamente dedicato alla politica comparata per segnalare l'importanza di quella prospettiva e del metodo che vi era sotteso. Sulla comparazione conteneva articoli di Sartori, La politica comparata: premesse e problemi, di Arend Lijphart, Il metodo della comparazione e di George J. Graham Jr., Consenso e opposizione: una tipologia, conteneva anche un articolo di Fisichella, Conseguenze politiche della legge elettorale regionale in Italia e uno di Pasquino, Le crisi di sviluppo nell'esperienza giapponese. In entrambi i casi, quegli articoli erano la prosecuzione di un interesse scientifico che si era già tradotto nella pubblicazione di due volumi, rispettivamente Fisichella (1970, e poi 1982) e Pasquino (1970). Tuttavia, mentre nel caso dei sistemi elettorali stava per aprirsi una intensa, ma tuttora incompiuta, stagione di dibattito e di riforme, che la Rivista ha monitorato standone a opportuna distanza (ad esempio, AA.VV. 1984 e 1987), nel caso dello sviluppo politico, il tema stava giungendo ad esaurimento. A riprova, sulla Rivista, se ne scrisse in seguito relativamente, forse troppo, poco. Peraltro, l'analisi dello sviluppo politico si era incrociata spesso, opportunamente e fruttuosamente con la politica comparata. Proprio per questo «incrocio», mi sembra che qualsiasi ricognizione su quanto è avvenuto, in termini di temi e di libri, in questi trent'anni debba ripartire congiuntamente dagli studi di politica comparata e di sviluppo politico.

Abstract Hungarian librarianship and related research are sadly underrepresented in international literature. With this article we intend to fill this gap and inform the experts of library and information science of some of the most recent Hungarian innovations. After showcasing the international professional connections of Hungarian librarianship, we present the structure of the Hungarian public library network and its mode of operation. We also analyse current and future main digital development plans, projects and the most important related professional activities of Hungarian libraries. Emphasis is placed on information systems promoting cooperation between libraries and the issues of the National Library System Project, which is a large-scale modernisation programme carried out between 2016 and 2018, designed to develop the IT system of the National Széchényi Library. After introducing the information systems of academic and specialised libraries and the access models of scientific databases provided by multinational and Hungarian content services, we also discuss the endeavours of public libraries aiming for multifunctionality and community organisation. The paper ends by providing insights into how the outcomes of the recent initiatives have been fed back into Hungarian LIS training courses offered in higher education.

Abstract Information literacy is considered an essential competency in the workplace because it gives a competitive advantage, improves decision-making and enhances efficiency as well as effectiveness of the workforce. This study intends to investigate information literacy among scientists working at the Pakistan Council of Scientific and Industrial Research (PCSIR), Lahore. The data were collected from 121 scientists using a questionnaire, with both descriptive as well as inferential statistics applied for data analysis. The results indicated that a large majority of these scientists never received any formal IL training during their entire career. A large majority of these scientists, in general, perceived IL instructions as important and preferred short-term training programs if offered. In addition, these scientists were confident and competent in using searching tools, multiple printed and electronic information resources, comprehending published research and writing research papers. However, they were less comfortable in interpreting visual information, defining information needs, assessing relevance and quality, synthesizing and evaluating gathered information, using library e-resources, managing citations as well as developing and initiating search strategies. The age, gender, academic qualification, research experience and number of publications appeared as the predictor of IL self-efficacy. There was a critical need for making arrangements regarding IL instruction program for in-service scientists.

Few people are familiar with the Dictionary of the French Academy. However, it provides the official French spelling. Each edition introduces words and graphic modifications. Since 2020, a digital portal provides access to 9 editions, to the conjugation tables of 6,200 verbs and to 900 "Dire, ne pas dire" notices from the French Academy. The rectified forms in 1990 were incorporated at various stages. Hypertext links lead to external resources such as the France Terme database, which offers officially recommended scientific and technical terms, and the Base de données lexicographiques panfrancophone (B.D.L.P.), which brings together lexical varieties from twenty Francophone countries. Al dibattito partecipano due discussant, il sociologo Paolo Jedlowski e il filosofo Giacomo Marramao, che affrontano il libro secondo un approccio multidisciplinare, sottolineandone l'appartenenza all'ambito degli ‘studi culturali'. Sviluppano anche la complessa e controversa relazione tra nostalgia, costruzione della nazione e rituali della memoria. Viene inoltre pubblicata una parte dell'ampia discussione suscitata dai loro interventi.

The article analyses children’s non-fiction aimed at developing ecological and environmental awareness, with a particular focus on Italian publishing production. On examining recent trends in the domain, it is possible to observe significant elements of change: an increasing focus on the use of captivating narrative techniques and a great attention to the visual element of the book, which functions both as an aesthetic element and as demonstrative evidence. Observably, communication in non-fiction is more and more premised on narrative approaches that cleverly stimulate imaginative and critical thinking skills. Overcoming the purely informative and scientific content-based communicative paradigm, traditionally associated with the notion of non-fiction, and integrating new forms of narrative writing, recent non-fiction exhibits an emotional-affective dimension capable of stimulating critical reflection, ecological awareness and virtuous behaviour for the protection of the environment in all its aspects.

The article is devoted to the study of the sanctuary of Midkhau (Мidğæw), located in the mountain village of Lisri in North Ossetia. Due to its unusual “ziggurat” form, the sanctuary is considered unique not only for Ossetia, but also for the entire North Caucasus. Its comprehensive study is an urgent scientific task, since it sheds light on the early stages of the formation of the material and spiritual culture of the Ossetians. The problematic of the versions linking this sanctuary with the cults of the deities Uacilla and Mada Mairam is shown. The novelty of the study lies in the fact that the ethnographic and folklore materials introduced into scientific circulation for the first time made it possible to establish the time at which the annual celebration in honor of Мidğæw took place, as well as to determine the functions of this sanctuary. The author comes to the conclusion that the Мidğæw sanctuary was revered as the heavenly patron of the village of Lisri. Near it, the reconciliation of the bloodlines took place, which testifies to its high sacral status. Previously unpublished archival materials testify to the connection of the Мidğæw sanctuary in the village of Lisri with some sanctuaries in other gorges of Ossetia, which may indicate the existence of an independent Мidğæw cult dating back to the Koban era.

The Central Scientific Library of the Irkutsk Scientific Center SB RAS has an extensive collection of literature on various topics of scientific research of academic institutions of Irkutsk and the Irkutsk region. This library is the successor of the Library of the East Siberian Branch of the USSR Academy of Sciences. With the organization of the Branch its own scientific library was being created. Acquisitions to the library stocks were carried out by its first head A. S. Chumicheva.The first books of the library were books from the exchange stocks of the Library of the Academy of Sciences of the USSR (Leningrad), special libraries’ sector of the Academy of Sciences of the USSR (Moscow); books from other institutions’ libraries all over the country; trophy books from Germany; books from personal libraries of scientists, rare book stores; since 1958 books began to come to hand from the State Public Scientific and Technological Library of the Siberian Branch of the USSR Academy of Sciences (Novosibirsk). The first library accumulations were the source of material that Russian science had in the period of its making on the Irkutsk soil, and an especially stored part of the library stock. There is a currently increasing interest of specialists in rare books’ collections organization, storage and use.A particularly valuable publication is the book, dated 1676, the life-time publication of the French geographer Pierre Duval (1618–1683).In 2019 its ex-libris was studied. They managed to determine the owner of the book and the history of the library. The ex-libris is heraldic, coat of arms belongs to Franciszek Velepolsky (1732–1809), and the book is from the Pinchuv Majorata library.In the library collections there are publications by prominent domestic and foreign scientists of the XIX–XX centuries, including Nobel laureates; books from personal libraries with notes of owners; autographed books, books with dedicatory inscriptions, bookplates. Works of scientific organizations of the XIX–XX centuries, reports of expeditions, and works of scientists about Siberia are of interest.Most of academic journals are presented starting since the first years of their publication.The collection of rare books is being replenished thanks to readers’ donations.

In particular, the author critically analyzes some relevant aspects such as the role played by the journal as the most relevant mean for scientific knowledge dissemination, the scientific writer figure, the strengthening of large publishing groups and the challenge open access implies.

The article describes the role of computer technologies in the development of book miniatures – ex-libris, highlights the Ukrainian and European experience in graphic editors on examples of existing ex-libris. The text is accompanied by illustrations – ex-libris, photo and table. The urgency of the chosen topic is due to the fact that the new technologies of creating exlibris, are actively developing in connection with technological progress, and desire for professional self-improvement in line with modern requirements. It positively influences on creativity of artists of exlibris and enriches the process of creative thinking. At the same time, the problem of creating graphic works thanks to modern technologies is due to the lack of knowledge about the work in digital media and the artist's commitment to the mastered technique, which results in limited technological experience in the artist's work. The research analyzes a number of scientific works, which highlight different thematic areas of development of modern Ukrainian exlibris. The study first describes in detail the principle of working in digital media, the possibility of computer graphics as a technique that can visually imitate any other, and also consider printing capabilities on printer devices through various types of paper, as well as the process of creating a Ukrainian exlibris. The art of Ukrainian exlibris is created thanks to the graphic works of classics and modern artists. It is constantly evolving and improving. New techniques and methods of printing are being approved, new and sometimes unexpected instruments such as textured natural materials or household items (threads, fabric, etc.) are used. Computer graphics help make exlibris more diverse and bring it to a new level. Technological skills of artists over the last century have rapidly developed, but have not lost their classical background. Undeniably, modern technology and graphic arts gradually merge into a single direction and create a classic and multifaceted world of modern exlibris.

As an important amount of data is being gathered from various texts and in the field, the proportion of free variation in the Occitan dialect spoken in the city of Nice appears to be significantly greater than what studies (especially grammars and dictionaries) report. Using a substantial set of examples, this descriptive article shares with the scientific community some important features of phonological and morphological polymorphism in urban Niçois. <p>This work reviews the book entitled <em>Karate Kumite: How to Optimize Performance</em>, edited in English by Helmi Chaabane, PhD., in 2015. The book is composed of five chapters and a total of seven authors participate in it. The first chapter, “Performance Analysis in Karate”, analyzes the temporal structure of combat. The second chapter, “Physiological Characteristics of Karate Athletes and Karate-Specific Tasks” describes the cost and contribution of energy systems, cardiovascular response, blood lactate and hormonal response to combat. The third chapter, “Physical Determinants of Karate Kumite”, analyzes the muscular power, maximum strength, acceleration, speed, reaction time and flexibility of karate. The fourth chapter, “Training Load Monitoring”, describes different methods for monitoring the internal load. Finally the last chapter, “Physical and Physiological Assessment”, presents general and specific tests used in karate. The sound research background of the authors, as well as the extensive use of up to date literature, results in a book of high scientific value. In addition, this is a digital, open-access book that can be accessed without restriction. In conclusion, this is a highly recommended book for coaches, practitioners and professionals related to karate.</p>

The article presents the presentations of the participants of the round table “Scientific Journals on Library Science, Bibliography Science and Book Studies: History, Realities, Prospects (to the 70th anniversary of the journal “Bibliotekovedenie” (Library Science)”, which took place on April 19, 2022 within the framework of the International Scientific and Practical Conference “Rumyantsev Readings — 2022”. The paper reflects the place and role of the professional scientific journals in the development of communications that contribute to the preservation of libraries as cultural heritage institutions and form the human capital and cultural potential of all generations of Russian citizens.The journal “Library Science”, established in 1952, became the nationwide scientific periodical of the library sector. Participants described in their speeches the characteristics of the publication activity of some Russian journals, professional periodicals of Belarus, Kazakhstan, Azerbaijan and the international scientific journal “Libri”. The authors highlighted the peculiarities of the creation of periodicals of the designated subject, their functioning, the management models used, the diversity of elements of publication policy and design: regional differences, typological characteristics of the founders, departmental affiliation, cultural traditions, the uniqueness of the historical conditions of creation, etc.The discussion resulted in unanimous recognition of the significant role of professional scientific periodicals in supporting the scientific infrastructure of libraries and providing methodological support of the sector, including research practices, as well as atmosphere of creativity and creative competencies. In the future, the journals are considered as points of growth of professional knowledge, interdisciplinary thinking and cultural communications, activators of the socio-cultural space.

This consolidated judgment is based on the fact that the exile of French intellectuals was marked by a very high number of repatriations after 1945. Starting from a review of the general traits of this experience, the author aims at overcoming this common place, starting from a different methodological assumption: he considers the figure of the refugee as an entity having a weak national identity, always subject to modification. Este ensayo tiene como objetivo analizar la importancia del libro de texto escolar en la comprensión lectora de los escolares. Para alcanzar este propósito se desarrolló un estudio descriptivo de revisión; sustentado en los métodos científicos de investigación: revisión bibliográfica, analítico-sintético y análisis de contenido. Entre los hallazgos obtenidos se encuentran que: los libros de texto son una importante herramienta para alcanzar el aprendizaje significativo de los estudiantes, para ello, se requiere cumplir con los diferentes niveles de la comprensión lectora. La adecuada selección y empleo de metodologías activas, como los juegos didácticos sustentados en la lectura de los textos escolares, que se constituyen en una vía para alcanzar el aprendizaje significativo de los contenidos.

ABSTRACT
This essay aims to analyze the importance of the school textbook in the reading comprehension of schoolchildren. To achieve this purpose, a descriptive review study was developed; based on scientific research methods: bibliographic review, analytical-synthetic and content analysis. Among the findings obtained are that: textbooks are an important tool to achieve meaningful learning for students, for this, it is required to comply with the different levels of reading comprehension. The adequate selection and use of active methodologies, such as didactic games based on the reading of school texts, which constitute a way to achieve meaningful learning of the contents.

Este artículo aborda las experiencias, metodología y aprendizajes resultantes del proyecto de investigación-creación Periodismo interactivo. Historias de investigadores en el Eje Cafetero, financiado por la Universidad de Manizales y en alianza con la Fundación Academia de Dibujo Profesional de Cali. Esta iniciativa se centró en tres elementos: una base del periodismo científico y dos columnas: el perfil como género periodístico y la hipermedialidad como canal. Luego de escoger dos historias de científicos con relevantes logros e impactos, se aplicaron los elementos del perfil como género periodístico para construir historias basadas en las experiencias, fuentes, datos y percepciones del equipo de trabajo. Igualmente se cuentan los hitos científicos con las herramientas del periodismo científico para valorar dichos impactos y transcodificarlos para audiencias no especializadas y, finalmente, se eligieron momentos, intervenciones e información relevante para construir una propuesta hipermedial que acompañará el libro que recoge ambas historias.

Editorial de la nueva etapa
La Revista SCIENTIFIC nació con el ánimo de constituir un espacio de referencia de la investigación científica en el campo del análisis investigativo que se realiza a lo interno de las universidades en el ámbito Latinoamericano, una vez que la lista de distribución albergada en la plataforma de INDTEC (http://www.indtec.com.ve) se consolida como un espacio de divulgación y desarrollo de nuevas ideas e iniciativas. La primera presentación de la Revista INDTEC, se realizó en agosto del 2016 en Venezuela.
Gracias al soporte de la plataforma del INDTEC, la Revista SCIENTIFIC ha podido desarrollarse a partir del trabajo cooperativo de las personas que componen su Comité Editorial, Comité Académico y Comité Científico en Edición electrónica, y de los árbitros(as) de cada uno de los números.
Parte del éxito se debe a la motivación de sus co-editores y excelentes profesionales de diversas partes de mundo: Argentina, Bélgica, Colombia, Cuba, Ecuador, España, México, Venezuela que conforman los diversos comités, que con entusiasmo y alegría participan en este proyecto (cuya estructura organizativa se presentan en esta edición) y sigue en increcendo. También, la estrategia adoptada de editar un número monográfico a partir de los diversos eventos organizados en el marco de las universidades, ha contribuido a dotar a SCIENTIFIC de un valor de altavoz puntual del progreso intelectual en el campo educativo. La Revista SCIENTIFIC está indexada actualmente en ISI, International Scientific Indexing, Dubái - UAE; ROAD, the Directory of Open Access Scholarly Resources (ISSN International Centre, Francia); REVENCYT-ULA, Venezuela; Google Scholar (Google Académico, Índice Internacional); Publicada en Calaméo; ISSUU; Academia.edu; Joomag; Registro de Propiedad Intelectual Safe Creative; Publicada en la Galería para promoción de obras y autores Creative People del Gobierno de España; ResearcherID; Monografias.com; y Repositorio GitHub.
Con estos activos, la Revista SCIENTIFIC puede plantearse una nueva etapa de consolidación y de apertura de nuevos públicos y nuevos horizontes intelectuales. Para ello es necesario dotarse de una nueva estructura organizativa, nuevas personas y nuevos objetivos, tarea a la que estamos en permanente actualización.
Un espacio académico libre, innovador, riguroso y cooperativo
La Revista SCIENTIFIC debe conservar en esta nueva etapa sus señas de identidad, esto es, la libertad de acción, la apertura a nuevas ideas y contribuciones, el rigor en la evaluación de los contenidos y su carácter cooperativo. Estos principios implican una estructura organizativa que no sólo permita, sino que anime a la renovación periódica de parte de sus miembros. Igualmente, estos principios implican un carácter totalmente voluntario de las colaboraciones científicas y la democracia en la toma de decisiones. Es posible un espacio científico relevante de estas características.
SCIENTIFIC es una revista electrónica, que se publica trimestralmente y publica ediciones especiales gracias a solicitud de otras instituciones y colaboradores. Desde el mes de agosto del 2016 a la actualidad se han publicado tres números y una edición especial que se liberara en el mes de marzo 2017.
SCIENTIFIC está diseñada para facilitar la divulgación de la investigación actual en el campo de la educación en sus diversos niveles en territorio. Por su carácter electrónico y su estructura organizativa pretende acortar los tiempos de publicación científica, proporcionando un sistema de referencia actualizado de su campo de estudio. La revista refleja su carácter multidisciplinar tanto en los contenidos como en la composición del Comité Académico Editorial y el Comité Académico y Científico.
SCIENTIFIC a través de su editorial INDTEC pone en manos del público interesado una revista digital de calidad e interés particular para el desarrollo de propuestas y proyectos académicos.

Psicologia della politica (2002) segna l'approdo di una riflessione critica avviata alla fine degli anni 1970, allo scopo di esplorare le forme e i problemi della cooperazione interindividuale e di identificare degli "universali psicologici" in grado di definire il ruolo della psicologia nei riguardi della politica e di offrire un "fondamento oggettivo" a qualsiasi cultura umana. Sebbene Jervis probabilmente intendesse usare Darwin contro Marx, l'autore argomenta che dalla sua riflessione complessiva emergono in realtŕ molti spunti a favore della insopprimibile "storicitŕ" degli individui, per come risulta dai condizionamenti sociali cui sono soggetti fin dalla nascita: vero antidoto contro certi approcci "universalistici" che troppo spesso trasmettono, insieme ad acquisizioni scientifiche (o perfino senza di esse), motivi ideologici ben precisi, legati alla difesa di interessi storicamente definiti.

The significance of this collection is determined by the personality of bibliophiles – outstanding statesmen and public figures of the Russian Empire. On their estates, they were able to accumulate huge collections, in terms of the variety of repertoire not inferior to the libraries of Feofan Prokopovich, D.M. Golitsyn, M.V. Lomonosov. The collections contain many ex-libris, reflecting the ownership of a particular edition. The study of the identified collections and their book signs formed the basis of the substantial conclusions of the publication. We analyze the main characteristics of the most common types of ex-libris, showing the transition from a heraldic sign to a plot-shaped one. Consideration of the graphic material of the region’s largest libraries (collections of S.D. Sheremetyev, L.A. Voeikov, A.K. Kugushev, A.N. Nortsov) allows us to talk about the rich book culture of the owners of manor libraries of the second half of the 19th – early 20th century, a variety of plots and artistic performance of the created ex-libris.

Nous avons rendu disponibles, en libre accès sur internet, les collections de mémoires et de thèses soutenues à l’Université de Bobo Dioulasso et à l’Université de Ouagadougou 1 (Burkina Faso). L’analyse des données de consultation (« fichiers de log » présents sur le serveur hôte) permet de produire plusieurs indicateurs concernant l’impact et la visibilité internationale des documents constituants les collections. Nous présentons la répartition temporelle et géographique des consultations, les fréquences des accès spécifiques à chaque document, la nature des questions, l’impact des moteurs de recherche. Ces résultats montrent qu’en mettant à disposition sur Internet des documents scientifiques produits par des institutions africaines, l’importance de leur visibilité et de leur impact peuvent être démontrés en utilisant les données de consultation disponibles sur le serveur. La comparaison de ces données avec celles disponibles pour les documents en libre accès de l’Institut français pour le développement (IRD) permet de conclure que les niveaux de consultation pour les publications scientifiques des pays du « Nord » et du « Sud » sont assez similaires.Two major collections of dissertations and theses defended at the University of Bobo Dioulasso and the University of Ouagadougou 1 have been made available open access on the Internet. The data analysis of accesses available via the host server makes it possible to produce several indicators concerning the impact and the international visibility of the available documents. We will present the temporal and geographical distribution of the consultations, the specific frequencies for each document, the nature of the questions, the impact of the search engines. These results seem to show that by making available on the Internet scientific documents produced by African institutions their visibility and impact are demonstrable with the data collected by the server. A comparison of these data with those available for the open access documents of the French Institute for Development (IRD) show that the levels of consultation for scientific publications from "Northern" and "Southern" countries are quite similar.

The main topic deals with the depiction of astrolabes in the four treatises devoted to this instrument in the codex, and the connexion established between the real astrolabes, the depicted ones, and the written sources used by the Alfonsine team.

For centuries, the ex libris (a label of an individual or institution, especially their libraries) had an important socio-cultural mission; its text identified the owner of the library or collection. The image was performed in graphic techniques and had an associative or decorative purpose, revealing the life and preferences of the individual, the priorities of the institution, organization. Book labels carried information on the formation, composition and rotation of books in private and public libraries. The purpose of the article is to analyze the works of the Ukrainian historian, bibliologist and collector Ivan Krypiakevych (1886–1967) about the peculiarities of the appearance of handwritten and printed Ex Libris — a label of an individual or institution, their libraries on Ukrainian lands. Methodological principles of work are the principles of historicism, systematicity and objectivity. The study was carried out using the following methods — comparative-historical, structural-systemic, generalization and synthesis of historical data. Based on the publications of the scientist, his epistolary from the archive of the manuscripts department of the V. Stefanyk Lviv National Scientific Library, the thematic characteristics of the genre are revealed in the context of social, political and artistic processes of the Middle Ages, new and modern times. Letters from recipients from Ukraine and abroad were analyzed, which made it possible to reproduce the operation of personal or corporate book label. The analysis of the works and the epistolary of I. Krypiakevych, testifies to the progressive development (with breaks and difficulties) of the bibliophile movement in Ukraine in the modern day. The scientist restored information about the owners and authors of exlibris, monitored their timeline and technique, distinguished the artistic and stylistic features, gave the classification of book labels. The scientist believed that the exlibris in Ukraine reflected the state of the general culture and were worthy representatives of the international bibliophile movement. In materia di prevenzione dell'infezione da HIV e della tossicodipendenza sono stati messi in atto, nel corso di questi ultimi anni, numerosi interventi: "spot" televisivi e radiofonici, opuscoli distribuiti nelle scuole, negli aeroporti e sulle riviste, videocassette e libri. Si rendeva, ora, necessario verificare l'efficacia di questi interventi ovvero il rapporto aspettative/risultati in previsione, anche, di nuove campagne di informazione. E' stato questo il motivo che ha spinto gli Autori di questo articolo a condurre, tra gli adolescenti ("target" privilegiato delle suddette campagne), un'indagine tesa a valutare il loro grado di soddisfazione per quanto appreso. A tale scopo sono stati intervistati- mediante questionario- 2.758 studenti degli ultimi tre anni dei Licei scientifico e classico e dell'Istituto Magistrale: gli studenti di sesso maschile e femminile risiedevano in ambiente urbano nelle diverse regioni italiane del Nord, Centro e Sud Italia.

Background Latin America has historically led a vital and open access movement and leads the worldwide region with the adoption of wider open access practices. Argentina has expressed its commitment to join Plan S, an initiative from a European consortium of research funders with a mandate to promote the open access publishing of scientific outputs.
Analysis This opinion article suggests that the potential adhesion of Argentina or other Latin American nations to Plan S ignores the reality and tradition of Latin American open access publishing.
Conclusion and implications Plan S must demonstrate that it will encourage at a regional and global level the advancement of non-commercial open access initiatives. Latin America should invest and promote open nonprofit scholarly-led infrastructures, allowing the academy to regain control of scholarly communications.

Aujourd’hui, ce continent demeure un leader mondial en adoptant des pratiques de libre accès qui sont plus englobantes. L’Argentine, notamment, a manifesté son engagement pour se joindre au Plan S, lequel est l’oeuvre d’un collectif de bailleurs de fonds européens dont le mandat est de promouvoir l’édition de recherches scientifiques à libre accès.
Analyse Cet article d’opinion suggère que l’adhésion potentielle au Plan S par l’Argentine ou d’autres pays latino-américains ignore la réalité et l’histoire de l’édition à libre accès latino-américaine.
Conclusion et implications Le Plan S doit démontrer qu’il encouragera des initiatives non-commerciales envers le libre accès à un niveau régional et mondial. L’Amérique latine doit investir dans des infrastructures sans but lucratif qui soient ouvertes et menées par des universitaires, de manière à permettre à ceux-ci de reprendre le contrôle sur les communications savantes.

The aim of this article is to describe the most important conditions and implications that characterise relations between Russia and Libya from the Arab Spring to the present day. The main thesis of this article assumes that the Kremlin is striving to play a significant role in the Middle East, seeing this as an opportunity to depreciate the importance of the United States, which Russia treats as its main political opponent in Europe. I have decided to present this topic as a result of the discussions in the scientific discourse on the instruments with which the Russian Federation wants to strengthen its political position in the Middle East and North Africa. Initially, this article discusses the relations of the two entities from the end of World War II to the outbreak of social protests in the Middle East in 2011, focusing on their contacts during the Cold War. Later in this article, the mutual ties between the countries after the overthrow of Muammar Gaddafi and the increased involvement of the Kremlin in the Libyan issue are described. Additionally, the article presents the goals of the growing activity of the Russian authorities in Libya from 2014 to 2018, as evidenced by the support of Russian politicians for General Khalif Haftar’s actions and the presence of the Wagner group aimed at supporting him. In this context, it is indispensable to mention the importance of the events in Syria for the strategy adopted by Moscow in the Libyan conflict. Moreover, the article tries to trace the rivalry between Russia and Turkey in Libya, which has been growing stronger in 2019 and 2020, by analysing its broad international context. The issue of economic contacts between Moscow and Tripoli is also worth attention. In conclusion, the article attempts to answer the question of whether the Russian Federation’ activities in Libya should be expected to intensify in the near future in the era of the progressive coronavirus pandemic and whether the global position of the United States should be expected to weaken.

Few discoveries in the history of medicine had a greater impact than William Harvey’s discovery of the circulation of blood, and few intellectual milieus of the early modern period had as decisive a part in the rise of ‘modern’ medicine and the shaping of the western scientific mentality in general than the philosophical and scientific movement of ‘Venetian Aristotelianism’, which grew up around the University of Padua, where Harvey himself had studied. In this chapter, I aim to explore some aspects of the intellectual movement of ‘Venetian Aristotelianism’ as well as the debate that ensued upon the discovery of the circulation of blood. My focus, however, is not on any of the major protagonists, but rather on a quite marginal figure in this debate, namely Hieronymus Franzosi.
