This paper reports a case study of an unusual needs assessment project designed to identify the performance improvement training needs of Louisiana state government employees. The project required the development of a hybrid methodology, called large-scale performance-driven training needs assessment. This methodology was more performance-oriented than the “felt-needs” found in large scale applications. The project also highlights deficiencies in needs assessment methodologies and plans for future research.

As more and more work is organized through projects and programmers, project management is becoming increasingly important. Aiming to ensure the project quality, control building progress within a short period and make the cost effective, full-process project management for the construction of a large scale modified UNITANK wastewater treatment plant (WWTP) was conducted and introduced in detail in this paper. Long term operation results indicate that the Qianfeng II WWTP shows good pollutants removal performance and stable operation ability, which demonstrates that these project management methods are practical and could be popularized for the similar projects in the future.

The increasing understanding of the genome is recognised as being one of the main determinants of future improvement in healthcare. The availability of genetic data from a large number of individuals increases the ability to investigate questions across many rare and common diseases and in different populations, and also provides more information for understanding clinical care outcomes for an individual. A number of large scale genome sequencing initiatives have been launched in the last few years to try and capitalise on this potential. Within Europe, the UK has led the way with the 100,000 Genomes Project. This project looks at the genome sequences of patients with rare diseases or cancer. More recently France announced plans to invest EUR 670 million in a genomics and personalised medicine programme. In the US, the Precision Medicine Initiative aims at large-scale research by gathering one million or more volunteers to extend precision medicine to all diseases. Meanwhile, China has announced plans to invest nearly USD 10 billion in its own precision medicine initiative. These projects demonstrate the commitment at a national level and raise the question “What benefits would be realised by undertaking a million genome initiative in a coordinated effort across European countries?” A coordinated, pan-European MEGA project would garner crucial genetic information that could have an immeasurable benefit when it comes to the health of current and future EU citizens.

During the decades following World War II, efforts were made to connect the rhetoric of the human scale with that of a superhuman, geographic or territorial scale. Aerial photography has opened up an all-encompassing view of the universe, presented in scalar sequences as the visual foundation for a new humanity. In the US, the large-scale regional project of the Tennessee Valley Authority (TVA). Attempts at integrating ecological, engineering, landscaping, architectural, and aesthetic concerns to realize a socio-economical vision were followed with enormous interest in Europe – before and after the war, in both West and East – and applauded by different political systems. Images popularizing the success of five-year plans and the heroism of nature transformation in the Soviet Union were also omnipresent themes in Western Europe. Ideas of transnational planning emerged in Europe shortly before the postwar continent was divided between the world powers. After the political partitioning of Europe into blocs, however, such plans had to be buried.

Even for the most well-intentioned companies, the commitment required for the initial drafting of a plan is a real barrier to developing a useful schedule for a construction project. This paper explores how artificial intelligence and expert systems have and can be used for automating the generation of plans and schedules. Findings from a thorough literature review and observations about the general characteristics of projects provide a backdrop to explain the reasoning that has led to the authors' approach to developing a module capable of generating draft plans and schedules. This approach combines expert systems with large building blocks of predefined project scoping, sequencing, and scaling knowledge contained in standard templates and rules. It relies on templates to store much of the reasoning needed to produce a project plan and schedule, and on the use of generalized planning structures as activities. A draft schedule can then be automatically generated by way of a relatively simple rule set that assigns activity property values dealing with physical locations and production rates, as well as other project scale related values. The role of a physical model or view of a project is emphasised.Key words: construction, scheduling, project management, expert system, template, automated schedule generation, rule based, computer integration.

Sewage and treated water can be a heat source in urban area due to large heat capacity, thus recovery and reuse of its energy is one of the most desirable plans for the sewerage system. In this paper, characteristics of heat energy in wastewater, reuse plans, and some experiences in Japan are presented. Full-scale reuse projects for heating and cooling in the Tokyo Metropolitan Districts and project for melting snow in Sapporo City are discussed. The key factors found in experience of Tokyo were setting the heat pumps near the demand points and the technical developments of equipment to prevent system from clogging, corrosion, and decrease in the heat transfer efficiency. It was also found through the project for melting snow in Sapporo that the key factor in public acceptance was the multi-purpose use of the sewerage system both for melting snow in winter and retaining rain water in summer.

Tensions between watercourse states are likely to escalate in the absence of effective legal frameworks by which to evaluate the impacts of large-scale unilateral water projects. Conscious of the need for such a framework, the lower Mekong River Basin States have developed the 1995 Mekong Agreement and related procedures for prior notification and consultation. The Xayaburi Hydropower Project constitutes the first project on the mainstream of the Mekong River that has been submitted to the consultation procedures under the 1995 Mekong Agreement. An analysis of the Xayaburi Project shows that both the design and implementation of the consultation process might be improved. The need to strengthen this process is particularly pertinent due to the numerous plans to further exploit the hydropower potential of the Mekong River and its tributaries. Additionally, examination of the prior consultation process under the Mekong Agreement offers valuable lessons for other international watercourses facing similar challenges.

The abstract of the plans and the weaknesses of the view angles to the design sketch will also become limitations to the owners and the decision makers. Based on the project of River Baling Bridge of large stiffening steel truss girders, this study creates a three-dimensional fine model for it via CAD, pre-assembles each parts of the bridge, and checks sections and dockings one to one correspondingly. Data conversion of this model directly generates virtual visualized model. This visualized fine model of River Baling Bridge provides decision makers with a visual analysis platform, which also offers technical guarantee and support for sensible decision makings.

Development of Liquefied Natural Gas (LNG) projects in Indonesia mostly utilized Engineering Procurement Construction) EPC as type of contract. The contract is particularly applied in large-scale project such as LNG because it needed to be realized with comprehensively planning and to be on time, and on budget for the benefit for all stakeholders. In maximizing the utilization of the resources, LNG plant project depended on detailed work plans and tightly work schedule. This research aims at analyzing factors influencing causes of project delay in construction LNG projects. Data were collected using survey method by mean of distributing questionnaire to respondent that representing skilled staffs of the contractor LNG construction. Grouping variables were carried out using factors analysis, and the generated factors and delay of the projects then were analyzed their relationship using Structural Equation Modelling (SEM). Results of this study generated seven factors that influenced the delay of the EPC contract in LNG projects. The factors are: Human Resources; Management; Material; External; Plant Equipment; Method; Quality. From the result of SEM analysis it generated a model for analyzing the delay of the EPC for LNG projects in Indonesia.

Purpose The purpose of this paper is to address the problems associated with informatics and analytics projects that are developed in an “organic” manner. As such, this often circumvents formal project management principles and practices. The decision to do this is determined by organizational factors; however, even in an informal environment, ensuring that adequate disaster recovery and business continuity plans are in place for all mission-critical applications is vital to ensure the long-term survival prospects of an organization in the event of a disaster. Design/methodology/approach By adapting the principles and techniques of traditional disaster recovery and business continuity planning, an informatician can develop plans that integrate the requirements of their projects into a larger, organization-wide plan to recover from incidents and ensure continuity of business operations. Findings The use of disaster recovery planning and business continuity planning can help ensure the long-term viability of informatics and analytics projects within an organization. Originality/value Most business continuity planning is focused on projects that are formally developed and relatively large in scale. This paper applies these principles and practices to informatics and analytics projects that are developed informally and managed casually. Thorough an example, the point that more traditional disaster recovery and continuity practices can and should be applied in this less-formal environment is demonstrated.

Abstract At any stage of urban planning activities, it may be necessary to plan the territory. The territory planning project can be created on topographic plans of a scale of 1: 2000. Modern needs for cadastre maintenance, land management, and design of territories require high quality topographic material obtained in almost real time with high image resolution. This problem is effectively solved by aerial photography from unmanned aerial vehicles (UAVs). Airborne laser scanning allows you to survey difficult terrain and large areas. To clarify the position of some terrain objects, a GNSS survey in RTK mode was used. The combined survey method provides the necessary accuracy of surveying the situation and the terrain, the measurement accuracy corresponds to the possibility of creating engineering-topographic plans at a scale of 1: 2000. In the course of the work, engineering digital terrain models and orthophotomaps were formed. Based on the data obtained, a digital topographic plan of 1: 2000 scale was compiled.

Abstract. Project Surya has documented indoor and outdoor concentrations of black carbon (BC) from traditional biomass burning cook stoves in a rural village located in the Indo-Gangetic Plains (IGP) region of N. India from November 2009- September 2010. In this paper, we systematically document the link between local scale aerosol properties and column averaged regional aerosol optical properties and atmospheric radiative forcing. We report observations from the first phase of Project Surya to estimate the source dependent (biomass and fossil fuels) aerosol optical properties from local to regional scale. Data were collected using surface based observations of BC, organic carbon (OC), aerosol light absorption, scattering coefficient at the Surya village (SVI_1) located in IGP region, and satellite and AERONET observations at the regional scale (IGP). The daily mean BC concentrations at SVI_1 showed the large increase of BC during the dry season (December to February) with values reaching 35 μg m−3. Space based LIDAR data reveal how the biomass smoke is trapped within the first kilometre during the dry season and its extension to above 5 km during the pre-monsoon season. As a result during the dry season, the variance in the daily mean SSA and column aerosol optical properties at the local IGP site correlated (with slopes in the range of 0.85 to 1.06 and R2>0.4) well with the "IGP_AERONET" (mean of six AERONET sites), thus suggesting in-situ observations at few locations can be used to infer spatial mean forcing. The atmospheric forcing due to BC and OC exceeded 20 W m−2 during all months from November to May, leading to the deduction that elimination of cook stove smoke emissions through clean cooking technologies will likely have a major positive impact on health and the regional climate.

Physiol Genomics 2: 85–92, 2000.—The process of conducting biological research is undergoing a profound metamorphosis due to the technological innovations and torrent of information resulting from the execution of multiple species genome projects. The further tasks of mapping polymorphisms and characterizing genome-wide protein-protein interaction (the characterization of the proteome) will continue to garner resources, talent, and public attention. Although some elements of these whole genome size projects can only be addressed by large research groups, consortia, or industry, the impact of these projects has already begun to transform the process of research in many small laboratories. Although the impact of this transformation is generally positive, laboratories engaged in types of research destined to be dominated by the efforts of a genomic consortium may be negatively impacted if they cannot rapidly adjust strategies in the face of new large-scale competition. The focus of this report is to outline a series of strategies that have been productively utilized by a number of small academic laboratories that have attempted to integrate such genomic resources into research plans with the goal of developing novel physiological insights.

Interest in developing a high-production automatic joining method for quality offshore pipelines led to full-scale evaluation of the flash-butt welding process. During the past five years, two separate flash-butt welding machines have been used to provide over 1100 welds in 914-mm (36-in.) o.d. pipe for test and evaluation. Increased speed and the quality inherent in a fully automatic welding process were the two major incentives for the development project. It is estimated that flash-butt welding can produce up to 377 joints per day in 914-mm (36-in.) o.d. × 25-mm wall thickness pipe—twice what can be produced by conventional manual (shielded metal arc) welding techniques. This paper describes the flash-butt welding process and plans to install production equipment aboard a semi-submersible laybarge in the near future.

Biomass production for energy from short rotation forestry plantations can contribute to Ontario and Canada's objectives of reducing CO2 emissions. Technologies aimed at production and conversion of this biomass have progressed considerably, but large scale plantations are needed to obtain reliable figures regarding yields and costs, as well as to provide venues for testing equipment and to demonstrate the technology to growers. A project initiated by the Faculty of Forestry, University of Toronto will establish a number of prototype willow plantations on private land, to meet these needs. They appear in our own Galaxy over a broad range of scales, from point-like injection from stars to global input on the scale of spiral density waves. Understanding this Galactic Ecosystem requires observations of the different phases of the ISM over this large angular dynamic range. The Canadian Galactic Plane Survey (CGPS) is a project to combine radio, millimeter, and infrared surveys of the Galactic plane, providing arcminute-scale images of all major components of the interstellar medium over a large portion of the Galactic disk.

American artist and architect Paul Laffoley (1935–2015) had a life-long fascination with Dante. Not only did he refer to Dante and the Commedia throughout his writings and paintings, but he created a large-scale triptych illustrating the poem, as well as sketched out plans for a full-immersion Dante study center on a planetoid orbiting the Sun, complete with a to-scale replica of the medieval Earth, Mount Purgatory, the material heavens, and the Empyrean through which a “Dante Candidate” could re-enact the Pilgrim’s journey. Laffoley’s work is often placed by art critics within the visionary tradition and Laffoley himself embraced that label, even as he deconstructed the term in his writing. Among the many visionary artists, poets, and philosophers Laffoley studied, Dante was central. He was, for Laffoley, a model seeker of knowledge, a seer beyond the illusions of everyday life. The essay that follows offers a brief biography of Laffoley and his works; an overview of his two main Dante projects ( The Divine Comedy triptych [1972–1975] and The Dantesphere [1978]); and initial considerations on how Dante’s works and thought fit into Laffoley’s larger epistemological project.

This article discusses two legal issues that relate to the conflict between the interest of protecting water quality under the Water Framework Directive (wfd), versus the interest of promoting the use of innovative water-related renewable energy, with regard to the quota in the Renewable Energy Directive. These legal issues are: first, the conflict between the provisions of the wfd and the Renewable Energy Directive as expressed by the no-deterioration obligation, and second, the lack of integration between the Renewable Energy Directive and the derogation clause of the Water Framework Directive. Tidal energy and salinity gradient energy (blue energy) are used as a case study to show the practical relevance of the legal issues for innovative water-related renewable energy techniques. The final section discusses solutions to the legal issues. These are first, the application of adaptive management in combination with phased deployment in order to deal with uncertainty, and second, the introduction of detailed renewable energy plans per Member State in order to increase integration between the wfd and the Renewable Energy Directive.

Since 2013, the Museum of Islamic Art in Berlin and the German Archeological Institute (DAI) have hosted a digital archive documenting Syrian heritage and built environment. This project was developed in the face of a war that would destroy places of cultural heritage on a large scale. The archive consists of photos, plans, and documents and includes more than 200,000 items. For long-term storage and attainability they are integrated into the digital world of the DAI. In order to raise awareness and to present the data to a wider audience, selected photos and drawings are bundled into stories on a new website with text in English, Arabic, and German. The project exhibits Syrian cultural heritage in both its tangible and nontangible aspects.

This approach will allow you to combine different analytical methods and approaches when planning different structures. The results of this work suggest new directions for future research in the field of information visualization for the construction complex. The system is compatible with portable and scalable mobile devices. The proposed system can also be used for pre-project architecture and augmented visualization, where proprietary developed methods are used to achieve the quality of photorealistic rendering.

Macron. For the first time in the political history of the Fifth Republic, the future head of state synchronized the implementation of internal reforms in France with an ambitious “European project”. The article analyzes the progress of the implementation of the European program of Macron and examines the reasons which have not allowed to achieve the implementation of the plans. Carbon capture and storage (CCS) is essential for meeting the Paris agreement global emissions targets – all identified pathways to net zero 2050 emissions require large scale deployment of CCS. The Moomba CCS project is an example of the type of projects that the oil and gas industry can undertake in Australia and globally to reduce emissions and create new business opportunities. The project is a CO2 capture, transport and storage project in the Cooper Basin with the aim of delivering material emissions reduction of 1.7 mtpa CO2-e. The project utilises existing and new infrastructure as well as depleted hydrocarbon fields to capture, compress, dehydrate and store CO2 that is currently vented. This study will provide an overview of this project including the technical challenges that were overcome to enable project success.

The subject of the research is the ecological situation in 12 selected cities: Bratsk, Krasnoyarsk, Lipetsk, Magnitogorsk, Mednogorsk, Nizhniy Tagil, Novokuznetsk, Norilsk, Omsk, Chelyabinsk, Cherepovets and Chita. The purposes of the work are to analyze the structure, subjects, goals and objectives of the project “Pure Air” that is a part of a large-scale national project “Ecology”, as well as to evaluate the concrete character level of the proposed actions and their prospective effectiveness. In the course of the research only open sources of information, data of statistical organizations and relevant Ministries Departments were used. A conclusion is made about the large scale of the declared investment programmes of industrial enterprises (including heat-andpower enterprises) that will highly likely be fulfilled as they are carried out at the sole cost and expense of the enterprises. It is concluded in the article that complex plans to reduce emission of pollutants appear to be quite consequent and well-developed and they should lead to the achievement of the main project goal that is to reduce the total emission volume by at least 20%, and to change the load status of the cities under consideration from “very high” to “high”. If the majority of the actions planned is realized, the ecological situation in the selected cities will change significantly, which will allow to use the obtained experience in other Russian cities.

Background: The realisation of large-scale plans of Russian infrastructure development, transport in particular, requires a corresponding methodological guidance for both planning of realisation of these tasks and development of the proper financing instrumentarium. Aim: The analysis of reasons for incompliance of programme tasks with their financing conditions; formalisation of investment trends in todays economy and description of their capability to adapt to Russian projects. Methods: The method of rising from concrete to abstract and vice versa has allowed identification of important regularities of investment trends and their connection with the quality of projects; the systems principle has confirmed dependence of successful realisation of infrastructure projects on reliability of economic development forecasts and adequacy of projects financing and management. Results: The analysis of ongoing changes of state priorities and programmes, outlined in a large number of documents regulating development of transport infrastructure in Russia, has allowed identification of influence of most significant regularities, which determine effectiveness of these solutions. All available transport infrastructure project financing sources have been systemised, considering investment volume and their status in the market. The statement that it is exactly the loan-based financing sources, concession in the first instance, that can be the most efficient in infrastructure projects realisation, has been confirmed.

As genomic data transform our understanding of biodiversity, the Earth BioGenome Project (EBP) has set a goal of generating reference quality genome assemblies for all ~1.9 million described eukaryotic taxa. Meeting this goal requires coordination among many individual regional and taxon-focussed projects working under the EBP umbrella. Large-scale sequencing projects require ready access to validated genome-relevant metadata, such as genome sizes and karyotypes, but these data are dispersed across the literature, and directly measured values are lacking for most taxa. To meet these needs, we have developed Genomes on a Tree (GoaT), an Elasticsearch-powered datastore and search index for genome-relevant metadata and sequencing project plans and statuses. GoaT indexes publicly available metadata for all eukaryotic species and interpolates missing values through phylogenetic comparison. GoaT also holds target priority and sequencing status information for many projects affiliated to the EBP to aid project coordination. Metadata and status attributes in GoaT can be queried through a mature API, a web front end, and a command line interface. The web front end additionally provides summary visualisations for data exploration and reporting (see https://goat.genomehubs.org). GoaT currently holds direct or estimated values for over 70 taxon attributes and over 30 assembly attributes across 1.5 million eukaryotic species. The depth and breadth of curated data, frequent updates, and a versatile query interface make GoaT a powerful data aggregator and portal to explore and report underlying data for the eukaryotic tree of life. We illustrate this utility through a series of use cases from planning through to completion of a genome-sequencing project.

The Chesapeake Bay Agreement of 1987 calls for an overall reduction in nutrient loading of forty percent of 1985 levels by the year 2000. Signatories to the agreement include the states located in the Bay's watershed and the District of Columbia. The District's 16.2 m3/sec (370 mgd) Blue Plains Regional Wastewater Treatment Plant is the single, largest point source of nitrogen load to the Bay, discharging approximately 18 metric tons per day. In an effort toward meeting the nitrogen reduction goal, a post-denitrification demonstration study was recently begun to access its potential for long-term implementation. The denitrification demonstration project involves operating half of the nitrification facilities in a nitrification-denitrification mode using methanol as a carbon source for post-denitrification. The other half continues operation in a nitrification-only mode as a control. The post-denitrification process was selected for demonstration because it utilizes existing facilities and may offer substantial long-term cost savings. Objectives of the study are to demonstrate the process without a negative impact on effluent quality, to verify performance and capacity, to determine the stability and limitations of the project, and to compare the process to other nitrogen-removal technologies. Thus far, the process has been successful in removing nitrogen despite problems with phosphorus limitation and with the settling characteristics of the denitrification sludge. It is believed that insufficient phosphorus availability has been responsible for problems associated with settling, sludge yield, methanol use, and denitrification rates. Recently, phosphorus input to the denitrification process has been increased by reducing metal salt addition in upstream processes and preliminary results have been promising. If performance criteria are achieved without sacrificing plant capacity, the process will be continued at full scale.

Comparative cognitive and behavior research aims to investigate cognitive evolution by comparing performance in different species to understand how these abilities have evolved. Ideally, this requires large and diverse samples; however, these can be difficult to obtain by single labs or institutions, leading to potential reproducibility and generalization issues with small, less representative samples. To help mitigate these issues, we are establishing a multi-site collaborative Open Science approach called ManyBirds, with the aim of providing new insight into the evolution of avian cognition and behavior through large-scale comparative studies, following the lead of exemplary ManyPrimates, ManyBabies and ManyDogs projects. Here, we outline a) the replicability crisis and why we should study birds, including the origin of modern birds, avian brains and convergent evolution of cognition; b) the current state of the avian cognition field, including a ‘snapshot’ review; c) the ManyBirds project, with plans, infrastructure, limitations, implications and future directions. In sharing this process, we hope that this may be useful for other researchers in devising similar projects in other taxa, like non-avian reptiles or mammals, and to encourage further collaborations with ManyBirds and related ManyX projects. Ultimately, we hope to promote collaboration between ManyX projects to allow for wider investigation of the evolution of cognition across all animals, including potentially humans.

Abstract. Project Surya has documented indoor and outdoor concentrations of black carbon (BC) from traditional biomass burning cook stoves in a rural village located in the Indo-Gangetic Plains (IGP) region of N. India from November 2009–September 2010. In this paper, we systematically document the link between local scale aerosol properties and column averaged regional aerosol optical properties and atmospheric radiative forcing. We document observations from the first phase of Project Surya and estimate the source dependent (biomass and fossil fuels) aerosol optical properties from local to regional scale. Data were collected using surface based observations of BC, organic carbon (OC), aerosol light absorption, scattering coefficient at the Surya village (SVI_1) located in IGP region and integrated with satellite and AERONET observations at the regional scale (IGP). The daily mean BC concentrations at SVI_1 showed a large increase of BC during the dry season (December to February) with values reaching 35 μg m−3. Space based LIDAR data revealed how the biomass smoke was trapped within the first kilometer during the dry season and extended to above 5 km during the pre-monsoon season. As a result, during the dry season, the variance in the daily mean single scattering albedo (SSA), the ratio of scattering to extinction coefficient, and column aerosol optical properties at the local IGP site correlated (with slopes in the range of 0.85 to 1.06 and R2>0.4) well with the "IGP_AERONET" (mean of six AERONET sites). The statistically significant correlation suggested that in-situ observations can be used to derive spatial mean forcing, at least for the dry season. The atmospheric forcing due to BC and OC exceeded 20 Wm−2 during all months from November to May, supporting the deduction that elimination of cook stove smoke emissions through clean cooking technologies will likely have a major positive impact not only on human health but also on regional climate.

IntroductionUniversity Hospitals of Leicester (UHL) has co-developed and deployed a novel Electronic Prescribing and Medicines Administration (EPMA) application as part of the trust electronic patient record (EPR) programme that meets specific clinical demands and interoperability standards of the National Health Service (NHS) despite clinical pressures from the COVID-19 pandemic.MethodsFollowing an initial limited pilot deployment, a big-bang whole site-based approach allowed transition of 1844 acute adult inpatients beds from an existing standalone EMPA to the new system. This project used a frontline driven and agile management strategy. Clinical risk was managed using a combination of standard risk logs, robust clinical prototyping and robust disaster recovery plans. Early engagement with clinical teams allowed for advanced product configuration before live deployment and reduced the need for sustained transition support for clinical staff.ResultsAn iterative, well-governed approach, led by a combination of information technology (IT) and clinical staff with a responsive vendor, enabled a complex new EPMA system in a large acute NHS trust to be deployed with limited resources despite the ongoing COVID-19 pandemic.DiscussionThe development and deployment of EMPA and EPR systems across NHS trusts is a key enabler for better healthcare delivery. This case study shows it is possible to deploy a new clinical IT system at scale without interruption of clinical services and with a relatively modest deployment team. Sustainability of the project was also ensured through a clear clinically led governance structure to manage risk quickly and carry lessons learnt onto new developments.

Abstract Recent observations by TA and Auger have advanced our understanding of ultra-high energy cosmic rays, but their origin is still unclear. As a future approach, it will be effective to obtain the directional energy spectra and compositional distributions by observing even larger statistics, and there are active discussions on future large-scale experiments. In order to realize such a huge observation area, the Cosmic Ray Air Fluorescence Fresnel lens Telescope (CRAFFT) project has started to develop a cost-effective fluorescence telescope with Fresnel lenses. We have succeeded in observing cosmic ray induced air showers by simultaneous observations with TA using prototype telescope. We are currently working on the development of an event reconstruction method using waveforms, optimization of the focal plane, development of a calibration system, and development of an autonomous observation system for future large-scale deployment. The current status and future prospects of the CRAFFT project are discussed.

It is time to transfer the advanced technology and processes specifically developed for conducting the environmental analysis of high-speed rail (HSR) corridors to other large-scale infrastructure projects. Because HSR projects cover thousands of miles and traverse multiple geographic and land use conditions, the most advanced electronic tools available have conveyed vast amounts of information into quantitative, tabular, and graphic format for analysis. A geographic information system allows comprehensive analysis of multiple layers of information in formats compatible with the electronic files used to engineer the alignment. A global positioning system can verify previously recorded data and locate and record new data, transferring information to a comprehensive database readily accessible to technical analysts and agency staff. Digital photographs and digital files of geographic contours, combined with engineering plans and profiles, provide the information needed to create a video simulation of HSR for public presentations. These tools have been used effectively in information exchange and decision making during environmental reviews for HSR projects, and they are compatible with personal computers and the Internet for transfer of information to potential users. The Florida HSR project and the ongoing California HSR project have used these tools effectively to streamline environmental review and to produce information in electronic formats for other projects in the same area. These advanced technological tools for HSR projects should be shared with the rest of the transportation industry, specifically for the environmental analysis of other planned passenger rail projects in the United States.

Companies in the oil & gas industry must undertake extensive environmental studies for every new project. The case of the Trans Canada East Energy pipeline project illustrates this phenomenon. These studies include large-scale field surveys campaigns that generate a huge amount of raw geospatial data. A key component of this process resides in the analysis of this data in order to create knowledge. In this perspective, while many mobile geospatial collectors are available, we focused on designing a complete mobile GIS. Most field experts are not data management specialists and vice versa. Our goal is to use mobile technology to reduce the gap between field observations and geospatial data analysis. Bringing data analysis capabilities directly in the field is advantageous because it provides useful insights in real-time and it can avoid costly mistakes. We have also focused on enhancing the planning phase prior to the field surveys, such as allowing importation of external data into our system. We encountered many challenges while developing our mobile geospatial solution for geographic response plans. One critical element was the mean of transportation used during the surveys. For instance, airborne surveys using a helicopter requires specific navigational features to be accurate. Another element was the availability of internet connections. We had to permit offline map layer in order to provide high quality satellite imagery. Finally, power efficiency is critical for long field surveys. We had to optimize our mobile application in order to maximize the battery's lifespan while retaining enough features such as the GPS precision. Overall, the challenge was to design a system that would permit monitoring that could take place years after the initial data collection. This affected the way we had to implement data sharing, storage and export.

Numerical studies of astrophysical objects are a relatively new direction in Fesenkov Astrophysical Institute (FAI) and is mainly represented by the Laboratory of Cosmology, Stellar Dynamics and Computational Astrophysics. The lab seeks to understand the evolution of gravitating systems at various scales – from star clusters to galaxies to large-scale structure of the universe as a whole, and tackles these problems both through analytical methods and through numerical simulations. The particular focus is on numerical simulations of star clusters, especially those found in active galactic nuclei – this is a topic of oldestablished collaboration with colleagues from Astronomisches Rechen-Institut (Heidelberg) and National Astronomical Observatories of China (Beijing). The prominent example is STARDISK project dedicated to the numerical research of active galactic nuclei as multicomponent systems composed of compact stellar cluster, gaseous accretion disk and a supermassive black hole. It is demonstrated that an accretion disk can noticeably decelerate stars and thus enhance the accretion rate onto the black hole. In 2013 FAI hosted the MODEST-13 International Workshop dedicated to modeling of star clusters. Recently a new project has been approved aimed at construction of triaxial equilibrium N-body systems that can be of great help in various numerical experiments with disk galaxies. There are also long standing plans to perform cosmological simulations of large scale structures to test a new approach to dark matter and energy actively developed at FAI. For numerical calculations, FAI has a small, but growing computer cluster consisting of several high-performance computing servers equipped with computational GPU cards.

A disaster or mass-casualty incident (MCI) involving pediatric patients could overwhelm existing pediatric resources within the New York City (NYC) metropolitan region. The NYC Department of Health and Mental Hygiene (DOHMH) recognizing the importance to plan for a MCI with a large number of pediatric victims, implemented a project (the Pediatric Disaster Coalition; PDC), to address gaps in the healthcare system to provide effective and timely pediatric care during a MCI.MethodsThe PDC includes experts in emergency preparedness, critical care, surgery, and emergency medicine from the NYC pediatric/children's hospitals, DOHMH, Office of Emergency Management, and Fire Department (FDNY). Two committees addressed pediatric prehospital triage, transport, and pediatric critical care (PCC) surge capacities. They developed guidelines and recommendations for pediatric field triage and transport, matching patients' needs to resources, and increasing PCC Surge Capacities.ResultsSurge recommendations were formulated. The algorithm developed provides specific pediatric triage criteria that identify severity of illness using the traditional Red, Yellow, and Green categories plus an Orange designation for continual reassessments that has been adopted by FDNY that has trained > 3,000 FDNY EMS personnel in its use. Triaged patients can be transported to appropriate resources based on a tiered system that defines pediatric hospital capabilities. The Surge Committee has created PCC Surge Capacity Guideline that can be used by hospitals to create their individual PCC surge plans. 15 of 25 NYC hospitals with PCC capabilities are participating with PDC planning; 5 have completed surge plans, 3 are nea completion, and 7 are in development. The completed plans add 92 surge beds to 244 regularly available PICU beds. The goal is to increase the PCC surge bed capacity by 200 + beds.ConclusionsThe project is an effective, multidisciplinary group approach to planning for a regional, large-scale pediatric MCI. Regional lead agencies must emphasize pediatric emergency preparedness in their disaster plans.

This paper presents finite-element analyses of the cylinder specimen being used in the international Network for Evaluating Steel Components (NESC) large-scale spinning-cylinder project (NESC-1). The NESC was organized as an international forum to exchange information on procedures for structural integrity assessment, to collaborate on specific projects, and to promote the harmonization of international standards. The objective of the NESC-1 project is to focus on a complete procedure for assessing the structural integrity of aged reactor pressure vessels. Current plans for the testing program call for two large cracks to be installed in the NESC-1 cylinder separated by 90 deg. Three-dimensional finite-element analyses were carried out to determine: 1) the extent of interaction between multiple cracks in the cylinder; and 2) the predicted effects of using an initial cylinder temperature of 295°C and coolant temperature of 5°C in the experiment. The cylinder was modeled with innersurface through-clad cracks having a depth of 74 mm and aspect ratio of 2:1. The cylinder specimen was subjected to centrifugal loading followed by a thermal shock and analyzed with a thermo-elastic-plastic material model. The analytical results indicate that the stress-intensity factor changes less than 0.2 percent between a model with one crack and a model with four cracks evenly spaced around the circumference. Cleavage initiation is likely to be achieved for initial and coolant temperatures of 295 and 5°C, respectively.

The case of urban development in the Russian periphery is often overlooked in the scholarly efforts to theorize the center-periphery dynamics characteristic of the post-socialist contexts, not least in the case of Russia. Consequently, the analysis of urban development initiatives in the regions and provinces defies the logic of large-scale urban projects with characteristic subdominant relations between the state and the private sector, since the latter and the former are tied in competition for limited federal resources. We delve into the particularities of the center-periphery dynamics through the case of the Vologda River embankment renovation project, paying particular attention to the decision-making processes, lack of transparency, and bureaucratic hustle in response to the civil protest—all characteristic of a distinctive, though common across Russia’s peripheral towns, dilemma of systemic underdevelopment vs basic urban maintenance. We rely on discourse analysis of legal and regulatory documents, project plans, meetings proceedings and official correspondence between departmental agencies, and media posts created by the local protest groups during the period of 2018–2019. Through this analysis, we showcase not only the asymmetries of power relations in the postsocialist periphery, but also bureaucratic constraints and uncertainties that often amount to a standstill situation with uncertain prospects for future improvement.

In Indonesia, education can’t be separated from the role of teachers. Teachers have many responsibilities even with less welfare. Based on these problems, this study aims to measure the mental workload, analyze the factors that most influence it, and analyze improvement plans for teachers at SMP XYZ. The researcher uses a subjective workload measurement method in the form of a Rating Scale Mental Effort which only one measurement dimension is in the form of mental effort so that it is practical to use. The results showed that the value of the mental workload of teachers at SMP XYZ with the RSME method was 88.33 or the effort made tended to approach a fairly large scale. The most influencing factors are the difficulty of adapting learning to online, students do not have supporting devices, a lot of online learning preparation, and students who are late in collecting both assignments and remedial. Therefore, the improvement design that can overcome this is to provide online training and work guidance, facilitate mobile phone and internet quota assistance to students in need, provide students with project-based assignments that aren’t incriminating and fun, and proactively contact students and play the role of parents to assist online learning.

Architectural history of China is all about the forms of mute objects and urban plans as well as architectural technology and spatial art. The role of men in the process of construction is neglected. The detail of the men working on the project should be made visible in the history. Only in this way, we can understand a whole architecture or a city plan [1]. The story of how to start a project and how to manage a project is a very important part of architectural history because a building or a city should not be allowed to construct without a reasonable demand and should not be constructed without management specially a large scale of project. Accordingly, management and historical background should be reflected in the history of a building or a city plan, rather than leaving them as anonymous elements behind the history. In this paper, some examples are taken to exemplify why the role of men is neglected from the state institute to the craftsmen themselves and the importance of the role in a construction. How to manage or determine a project is also studied to exemplify part of the reason why traditional architecture in China develops in this way [2].

Large-scale corporate projects, particularly those in extractive industries or hydropower development, have a history from early in the twentieth century of creating negative environmental, social, and health impacts on communities proximal to their operations. In many instances, especially for hydropower projects, the forced resettlement of entire communities was a feature in which local cultures and core human rights were severely impacted. These projects triggered an activist opposition that progressively expanded and became influential at both the host community level and with multilateral financial institutions. In parallel to, and spurred by, this activism, a shift occurred in 1969 with the passage of the National Environmental Policy Act in the United States, which required Environmental Impact Assessment (EIA) for certain types of industrial and infrastructure projects. Over the last four decades, there has been a global movement to develop a formal legal/regulatory EIA process for large industrial and infrastructure projects. In addition, social, health, and human rights impact assessments, with associated mitigation plans, were sequentially initiated and have increasingly influenced project design and relations among companies, host governments, and locally impacted communities. Often, beneficial community-level social, economic, and health programs have voluntarily been put in place by companies. These flagship programs can serve as benchmarks for community–corporate–government partnerships in the future. Here, we present examples of such positive phenomena and also focus attention on a myriad of challenges that still lie ahead.

AbstractThe large-scale surveys such as PTF, CRTS and Pan-STARRS-1 that have emerged within the past 5 years or so employ digital databases and modern analysis tools to accentuate research into Time Domain Astronomy (TDA). Preparations are underway for LSST which, in another 6 years, will usher in the second decade of modern TDA. By that time the Digital Access to a Sky Century @ Harvard (DASCH) project will have made available to the community the full sky Historical TDA database and digitized images for a century (1890–1990) of coverage. We describe the current DASCH development and some initial results, and outline plans for the “production scanning” phase and data distribution which is to begin in 2012. That will open a 100-year window into temporal astrophysics, revealing rare transients and (especially) astrophysical phenomena that vary on time-scales of a decade. It will also provide context and archival comparisons for the deeper modern surveys.

Abstract The Global Strategy for Plant Conservation of the Convention on Biological Diversity adopted as its first target in 2010 the preparation of "An online flora of all known plants" by 2020. This target was subsequently adopted by a broadly-based international consortium of botanical institutions that have committed themselves to undertaking this ambitious project. The preparation of a world flora will be the first modern and large-scale and comprehensive attempt to produce a comprehensive overview and baseline of knowledge on the world's plant diversity. This article outlines previous historic efforts to document the world's known flora. It also describes the ways in which the World Flora Online Consortium was created, how it is organized and its plans to compile diverse datasets available in digital formats into a single online portal available and open to all. Such data are being combined from geographical floristic accounts, such as the Flora of China, the Flora of North America and many other regional and national projects, together with relevant monographic treatments.

Es objetivo de este trabajo mostrar históricamente las incongruencias de los instrumentos de planificación frente a la condición expansiva de la ciudad en los inicios de la segunda mitad del siglo XX, a través del estudio del caso de Arica en el norte de Chile.AbstractThe urban instruments contained in the Urban Plan as a comprehensive model were insufficient to take on urban development at the beginning of the second half of the twentieth century. Its obsolescence implied the use of the alternative figure of the Sectional Plan, as a more approximate definition of architectural scale. These sectionals acted on areas not included in the Regulatory Plan, providing an alternative to the long process of approving changes or extensions to it. The objective of this work is to historically show the incongruities of the planning instruments in the face of the expansive condition of the city through the case study of Arica in northern Chile.

Based on the vibration problem of the plane gate in the inverted siphon exit of a large-scale hydraulic project in northern Xinjiang, the software ANSYS is used to build the entity model and finite element model. Considering the influence of fluid-solid coupling, the self-vibration characteristics of the gate in the water and without water are analyzed. The first six self-vibration frequencies and vibration modes of the gate are calculated. The results show that the height of water has a significant impact on the self-vibration frequencies of the plane gate. The first order natural frequency on the condition of small opening is decreased by 28.5%. It shows that the structure of the plane gate must be improved.
