Thailand has seen several English language curriculum reforms over the last 20 years, all of which were found to have failed to lift Thai students’ standard of English language proficiency across all levels of study. In 2014, the Thai Ministry of Education announced the introduction of the Common European Framework of Reference for Languages (CEFR), in combination with Communicative Language Teaching (CLT), as its latest policy to improve the standard of English learning and teaching in Thailand’s schools. The establishment of the ASEAN Economic Community (AEC) in 2015 and concerns about the economic competitiveness of the Thai labour force were provided as the underlying rationale for this policy change. This case study, using Grounded Theory Methodology combining semi-structured in-depth interviews, a questionnaire and document analysis, addresses the question of how this education policy change was experienced and perceived by English language teachers at state secondary schools across four provinces in the south of Thailand. A marked divergence in individual teachers’ knowledge and appreciation of the policy plans was observed, with the majority of respondents displaying indifference to and ignorance of the policy. The Ministry had in 2015 tested all civil servant English teachers in a CEFR-referenced online placement test, where 94% had failed to reach the targeted proficiency level of B2. Consequently, the framework was perceived primarily as an English proficiency test for teachers, a European assessment scale which had been applied to them, but which had had no further application to either classroom teaching or student assessment. These findings are framed in the wider context of curriculum reform and English language teaching in Thailand. Comparisons with other English curriculum reform policies based on the CEFR are made, and the emphasis on testing teachers’ language proficiency is reflected upon through the wider debate on language teacher proficiency.

As far as English language ability is concerned, Thailand has a lot of room for improvement. Efforts to boost Thailand’s language skills abound. In this study, Thai school teachers in two primary schools were asked to answer questionnaires on their English language use in their schools, their preparedness, and their perceptions of the policy to add more English into the schools. Twenty-three school teachers from two schools participated in the study. The data collection was done in March 2018. Those school teachers participated in the English Plus Program (EPP) workshops, aiming to equip them with concepts and techniques to add more English elements in their classes and their schools. The teachers underwent six hours of training. At the end of the workshops, they were asked to reflect on the lessons and answer the questionnaires. It was found that the majority of the school teachers perceived themselves to be moderately prepared for the MEIS policy. They believed it was a useful policy and recognized the role of support from the students’ parents, the community, as well as the school administrators.

Why is it that some governments recognize only one language while others espouse multilingualism? Related, why are some governments able to shift language policies, and if there is a shift, what explains the direction? In this article, the authors argue that these choices are theproduct of coalitional constraints facing the government during critical junctures in history. During times of political change in the state-building process, the effective threat of an alternate linguistic group determines the emergent language policy. If the threat is low, the government moves toward monolingual policies. As the threat increases, however, the government is forced to co-opt the alternate linguistic group by shifting the policy toward a greater degree of multilingualism. The authors test this argument by examining the language policies for government services and the education system in three Southeast Asian countries (Singapore, Malaysia, and Thailand).

Abstract This article considers the complexity of factors involved in developing foreign language educational policy, with a particular focus on English at the primary level, which fosters student achievement in state educational systems. It examines both those factors which underpin a successful education system in general (such as equitable provision for all socio-economic groups within the society) as well as factors which affect language teaching policy and practice for primary school learners in particular (such as a curriculum which offers teachers and children opportunities to engage in language use which is meaningful in their contexts). The status and training of highly skilled foreign language teachers for primary aged learners is also accorded due weight. Using case studies of English as a foreign language in the school systems of South Korea and Thailand, the article emphasizes the importance of policies which are appropriate to their educational and socio-cultural context and realistic objectives for young children’s early engagement with learning a foreign language if it is to be a positive experience in primary schools.

Lessons from other countries where digital technology is integrated into English classroom will shed lights to digital Thailand. This study, therefore, analyzed the best practices to extract and describe key success factors that could help increase national competitiveness. The conclusion of the study was drawn from an interpretive analysis and synthesis of the review of literature. Five purposefully selected best practices included Finland, Norway, the Netherlands and South Korea. This was a documentary study. The results revealed that key success that all these best practice countries share includes these ten issues: free, accessible, equalized education, ICT in English education, starting learning English in early age, professional development for teachers, stress on qualification of teachers, teacher compensations and welfares, small class size, assessment and testing reform and homework reform. Policy implications indicate that if the Thai government want to reach the educational efficiency of the best practice countries, it should take these issues into consideration. Future inquiry should include more countries to get a wider, more practical and more insightful holistic scope of the study.

Health and education are interrelated, and it is for this reason that we studied the education of migrant children. The Thai Government has ratified ‘rights’ to education for all children in Thailand since 2005. However, there are gaps in knowledge concerning the implementation of education policy for migrants, such as whether and to what extent migrant children receive education services according to policy intentions. The objective of this study is to explore the implementation of education policy for migrants and the factors that determine education choices among them. A cross-sectional qualitative design was applied. The main data collection technique was in-depth interviews with 34 key informants. Thematic analysis with an intersectionality approach was used. Ranong province was selected as the main study site. Results found that Migrant Learning Centers (MLCs) were the preferable choice for most migrant children instead of Thai Public Schools (TPSs), even though MLCs were not recognized as formal education sites. The main reason for choosing MLCs was because MLCs provided a more culturally sensitive service. Teaching in MLCs was done in Myanmar’s language and the MLCs offer a better chance to pursue higher education in Myanmar if migrants migrate back to their homeland. However, MLCs still face budget and human resources inadequacies. School health promotion was underserviced in MLCs compared to TPSs. Dental service was underserviced in most MLCs and TPSs. Implicit discrimination against migrant children was noted. The Thai Government should view MLCs as allies in expanding education coverage to all children in the Thai territory. A participatory public policy process that engages all stakeholders, including education officials, health care providers, Non-Governmental Organizations (NGOs), MLCs’ representatives, and migrants themselves is needed to improve the education standards of MLCs, keeping their culturally-sensitive strengths.

Although awareness among the public had been improving, there was paucity of early identification frameworks, care pathways as well as the process of monitoring and evaluation in Thailand.ObjectiveTo develop appropriate National child mental health policy in Thailand.AimTo promote developmental and mental health outcomes of children.MethodCurrent child development and mental health research as well as policy development were reviewed. The framework of development together with major mental health disorders screening and intervention among children has been studied and established as a major policy in Thailand since 2014. The National developmental screening has been implemented in children aged 9, 18, 30 and 42 months. District level hospitals have been coached to facilitate Health promotion schools to screen and provide early intervention for grade 1 students with mental health problems. Annual data has been collected and analyzed to reflect the milestones of child development and mental health prevention-promotion policy in Thailand.ResultThe coverage of National developmental screening ranges from 70–80% of children. About 20% of preschoolers are at risk of language delay while nearly 20% of grade 1 children are at risk of emotional, behavioral and learning problems. Parental awareness is the major challenge for those with limited financial resources.ConclusionInvestments in early childhood development are needed. Purpose This paper aims to study parental expectations of and satisfaction with overall services of preschool centres and to determine the factors which affect parents’ satisfaction in a part of one of Thailand’s southern provinces. Design/methodology/approach Data were collected using a structured questionnaire from parents of children attending 29 day-care or preschool centres in Songkhla Province, South Thailand, over a two-month period in the Spring 2014. The data were analysed mainly using descriptive statistics and some correlation analyses with subsequent logical interpretation. Findings Given the location and non-compulsory nature of the childcare provision being assessed, it would seem fair to say that the answer to the overarching objective was fairly positive. Expectations were non-trivial; parents looked for more than “baby-minding” and expected there to be some appropriately qualified staff. The perceived satisfaction levels indicate that there is nevertheless scope for improvement. Research limitations/implications The sample studied is from a limited geographical region of Thailand; hence, there must be some caution in making recommendations for the whole country. Practical implications As the outcomes being delivered are seen to be mainly positive by parents and guardians, the policy implication for the Thai Government is that they should continue to promote, and ideally enhance, this kind of early years provision. Results suggest that Thai parents would be well advised to make use of childcare centres to promote the socialisation and development of their children. Originality/value The originality of the work derives from the lack of similar systematic studies in Thailand and, in particular, for the rural southern provinces.

Pattani Province in southern Thailand is the only province with the majority of the Muslim population. Besides Pattani the majority of Thai residents (67 million people) are Buddhists. Only 10% of Thai people are Muslims, including Pattani's Muslim Malay minority. Some data suggest that the Thai government made policies that often discredited and did not accommodate the interests of Malay Muslims. This became one of the reasons for the emergence of opposition to Thai government and ethnicity. For example, must use the Thai language (thaification Program) reinforced by the prohibition of the use of Malay language and nationalization of Thai society culture through language and customs. The cultural policies relating to the use of Thai language and customs are intended to promote Thai nationalism, while they erode the identity (religion and culture) of Pattani Malay. The Malay minority resistance was led by the scholar Tuan Guru Haji Sulong Al-Fathani. He also acted as negotiator with the Thai government in order to fight for Malay Muslim aspirations. His negotiations resulted in a policy of the enactment of Malay language education as a curriculum material at Pattani National School.

Phonics vs. whole-word instruction effects on spelling proficiency were investigated for Thai, an alphabetic script that represents tonemes orthographically. Errors made by a cross-sectional convenience sample of 128 children aged 6, 8, 10, and 12 years old and 25 adults were categorized by grapheme category (Consonants, Vowels, Tones) and type (Reversals, Additions, Substitutions, Deletions). Fewer spelling errors were made by phonics-taught children who showed consistently better performance as a function of age. An additional quadratic component for the whole-word group suggested a different developmental trend involving a plateau after 8 years of age. Consonant errors were most frequent (but decreased rapidly over age), followed by vowel then tone errors. Vowels and tones were more dispensable than consonants, regardless of age or instruction method, suggesting that consonants may be of particular importance in Thai spelling. This preliminary observational dataset on spelling in tone languages may have implications for educational policy in Thailand.

During the COVID-19 pandemic, online learning was an important topic for scholars. A private university in Khon Kaen Province, Thailand followed a policy to create online courses for every subject to ensure that education could proceed effectively. To correspond with the policy, the Matrix Model was integrated with the online course development of an English for Presentation class at this private university. The Matrix Model is also known as SAMR which refers to Substitution, Augmentation, Modification, and Redefinition. The online course was presented in the third semester of the academic year of 2019 with 77 participants who volunteered to participate in this course. The research instruments used in this study were observation, surveying, and interview. The data collections were done at the beginning, during, and after the course to provide a comprehensive study of online learning. The data revealed both positive opinions and obstacles associated with this online learning. The results of using the SAMR model in this study do provide benefits to students and educators and show that 84% of the participants prefer online presentation over in-class presentation.

This paper investigates the lexical richness of newspaper editorials written by the writers from ESL (English as a Second Language) and EFL (English as a Foreign Language) of Southeast Asian countries. Using editorial texts published on the same day in two major online newspapers from Malaysia and the Philippines as representative of ESL countries, and two major online newspapers published in Indonesia and Thailand that represent EFL countries, this paper compares the production of Type Token Ratio (TTR) as a measurement of the lexical richness. This study displays a profile of lexical richness gained by submitting the texts into a vocabulary profiler program namely Lexical Frequency Profile (LFP) proposed by Laufer and Nation (1995) to highlight the emergence of the high-frequency word list (K1 and K2 words) and low-frequency word list (AWL and Off-list words). In general, the results show that in all terms of word lists, ESL texts have more varied vocabulary than EFL texts as indicated by the TTR scores (ESL: 0.51; EFL: 0.49). Although the gap of the TTR scores between ESL and EFL texts is slightly insignificant, a bigger TTR score indicates a high lexical richness, while a smaller TTR score shows a low lexical richness. The higher score of TTR in ESL texts could be understood since English plays an important role in education, governance policy and popular culture in those countries (i.e. Malaysia and the Philippines), meanwhile, in Indonesia and Thailand, it plays a lesser role.

In recent decades, the commodification of the English language has aroused intensive research interest in the sociolinguistics on a global scale, but studies on the commodification of the Chinese language are relatively rare. Most studies take a critical approach in relation to its adverse impacts on minority rights and social justice. This study examined the language landscape in Chiangmai, Thailand, and the linguistic beliefs of local Thai Chinese language learners. Based on their feedback, this study investigated the commodification of Chinese language education in the community of Chinese language learners in Chiangmai. We found that from a less critical perspective, the commodification of a second language provides more accessible and affordable educational opportunities for learners, especially those from low-income families, and at the same time language proficiency can broaden learners’ career choices and provide employees with additional value in industries, such as tourism, commerce, and services. This finding implies that language commodification, rather than typically being associated with linguistic imperialism and unbalanced socio-economic status, can be a contributing factor in promoting higher-education availability and social sustainability in certain circumstances. There may be some mediating factors between the commodification of language and changes in the sustainable balance of language, opening up space for future research to explore.

This study discusses how the free movement of skilled labor policy under the ASEAN Economic Community (AEC) scenario enhances opportunities for labor mobility from low-skilled labor countries, what challenges will be faced, and how this policy impacts their economies. The implementation of the AEC’s free movement of skilled labor policy is projected to face challenges such as mismatched labor qualifications, fulfilling ASEAN commitment, time for implementation of ASEAN commitments, and controlling the flow of illegal migrant workers. However, ASEAN leaders already set some supporting policies to overcome challenges from this system by improving labor market information, encouraging language and skills training, managing government and public supports, expanding mutual recognition arrangements and enhancing social protection for migrant workers. If these supporting policies can be implemented, the AEC’s free movement of skilled labor policy will improve the quality of human resources in ASEAN, especially from lower-middle income countries including Indonesia, Cambodia, Laos, Vietnam, the Philippines, and Thailand. As the results, those six countries are expected to increase the high-skilled employment rates by 0.3 to 1.4 percent and the wage rates up to 10-20 percent in 2025. Thus, the projected increases in the employment and wage rates of ASEAN skilled labor will induce an expansion of the ASEAN economic growth to 7.1 percent in 2025.

Asia is a ‘homeland’ for bilingualism research in regards to its diversity. It is considered as a vivid research site where there is significant growth of academic areas of exploration. Yet, there are very few scientific attempts to map bilingualism research in an Asian context so far. Thus, I bring the idea of mapping previous works through this literature study by specifically scrutinizing (a) bilingualism research in Southeast Asia, (b) bilingualism research in other parts of Asia, and (c) lessons to learn as a stepping stone to define the future of Indonesian bilingualism. The general data mapping I have explored includes Southeast Asian countries (Malaysia, Singapore, Indonesia, Thailand, and Vietnam) and other parts of Asia (China, India, Israel, and Kazakhstan. The findings from the 33 previous works can be considered as empirical evidence that I will use to portray the research trends in Asia’s bilingualism. The trends show that 19 (55%) works have approached bilingual data from sociolinguistics perspective, whereas the other 14 (45%) have framed their analysis under psycholinguistic approach. Based on the methodological concerns from these works, I propose two major areas of exploration: Family Language Policy (FLP) and trilingual acquisition. FLP in Indonesian is a promising ground, as it brings together issues in language maintenance and shift that instigate a wider aspect of investigation; these aspects include bilingual language dominance, cross language influence, and so forth. Trilingual acquisition, the situation most Indonesian children are growing with, has a potentially significant impact on education, especially where a language curriculum is carefully planned and implemented. In conclusion, this mapping will hopefully shed a light on how bilingualism has academically been very appealing and will continue to fascinate more researchers.

This research aims to study the problems and find solutions of major agro-industries in Chiang Mai, Thailand. The sample was divided into two parts: The supply side was the government agency, educational institutions and civil society. Demand side was Agro-Industry entrepreneurs. The methodology was focus on meeting the stakeholder debate, and group workshop, the first step of the research was selected the potential agro-industry group to study then in the operating phase, the survey was conducted to analyze and synthesize the problems of agro-industry and find solutions by group meetings in order to present a holistic problem-solving model. This process will provide opportunity for stakeholders and related agencies to collaborate and propose appropriate guidelines for action. The results show that, within demand side, the three most important issues are labor issues, marketing and production problems respectively. While the supply side, the top three issues are the integration problems, lacking of language skills / expertise, and lacking of database. Based on the analysis of both demand and supply side, there is a lack of concrete cooperation from relevant agencies, especially in policy cooperation. Therefore, a policy that responds to the problems of agro-industry is essential for all agencies to focus on and implement concrete measures to address sustainable issues.

In April 2016, the Kumamoto earthquakes in Japan killed 50 people and injured more than 3,000. Because Japan is a primary tourist destination for Thai citizens, due in part to the current visa relaxation policy, many Thai people were visiting Japan when these earthquakes occurred. However, while a variety of public information related to the imminent danger and disaster response was broadcast and published, foreigners sometimes had little access to or understanding of local notices or instructions because of language barriers.This study researches the evacuation process for Thai citizens – including tourists, students, and residents from Thailand – in the disaster-affected areas during the 2016 Kumamoto earthquakes. Through prompt collaboration among the relevant organizations, particularly the Royal Thai Embassy in Tokyo, the evacuation of Thai citizens was successfully completed within a few days. Moreover, some other foreigners were also assisted by the Thai embassy. This paper presents an overview of the evacuation process, including the critical role of information and communication technology (ICT) in disseminating information, transmitting rescue requests, and providing emergency communications. The lessons learned from these efforts can be applied in future natural disasters, especially for foreign organizations working in similar capacities overseas. In addition, this study suggests disaster preparedness and response guidelines for tourists when traveling overseas.

Purpose – Moral reasoning research in Western cultures is grounded primarily in Kohlbergian cognitive moral theory. Enumerable investigations about the psychological determinants and cultural dimensions of moral reasoning have provided significant insights about Western decision making and contributed to Western organizational behavioral theory. However, inquiry about these same constructs and how they may interact with moral reasoning in non-Western Southeast Asian trading partner countries has not provided comparable insights. The purpose of this paper is to remedy that by comparing predominant cultural dimensions to levels of moral reasoning in student and graduate populations in Thailand and the USA. Design/methodology/approach – The Defining Issues Test (DIT) measurement of moral reasoning (Rest et al., 1999) and the Values Survey Module (VSM) 2013 (Hofstede and Minkov, 2013) were translated for the first time into Thai, pilot tested, and used to gather cultural and moral reasoning data in Thailand. The same English version instruments were used to gather comparable data among similarly matched US samples. Comparisons are presented in this paper, and differences in approaches to moral decision making are discussed. Findings – Findings indicate that there are both significant psychological and cultural differences between the two nations that affect moral reasoning. Predominant status quo moral reasoning predominates in Thailand, while a polarity between self-interest moral reasoning and higher level abstract idealistic moral reasoning predominates in the USA. Potential cultural influences on these moral reasoning tendencies are discussed. Research limitations/implications – While findings can be generalized to the sample populations of Thai and US undergraduate students and graduate students who are in the workplace, the considerable time required to complete the two survey instruments precluded inclusion of higher level, veteran managers and public policy administrators in the study. Alternative survey methods need to be developed for investigating these subjects in order to make the combined findings more robust and widely generalizable. Practical implications – Careful attention to cultural and linguistic variables provided for thorough and effective first-time translations of the DIT and the VSM 2013 from English into the Thai language. These two instruments are now available to other researchers who wish to investigate cultural dimensions and moral reasoning through other research designs. The Thai-version DIT can be obtained from the copyright holder, Center for the Study of Ethical Development (http://ethicaldevelopment.ua.edu/). The Thai-version of the VSM can be obtained through the Geert Hofstede website (www.geerthofstede.nl/). Social implications – These findings can help researchers in Western and non-Western countries to better understand the foundations upon which moral reasoning in the two countries is grounded, and can provide insights about how individuals in quite different cultures perceive ethical dilemmas in the workplace and public arena and attempt to solve them. The findings also serve as another entry point for business managers and public policy administrators to not only better understand organizational behavior as regards ethical decision making, but general decision making as well. Originality/value – This is the first research study comparing cultural dimensions identified by Geert Hofstede and Michael Minkov as measured by the VSM 2013 to moral reasoning as measured by the DIT.

AbstractLearning Regional Language and Literature as a Means of Education of NationalCharacter. Learning the language and literature to be a vehicle for cultural educationand the nation’s character is based on the view that language and literature has thepotential to become an institution that gives hope for people to talk about the ultimatereality of life. An imaginative literary works offer a rich selection of possibilities aboutthe structure of complex life. Michael Novak (Lickona, 1991: 50) states that the elementsforming the moral attitude can be traced to religious traditions, literature-based storiesof local culture (indegeneous), policy advice (sage), and a view of life that flows figureshereditary historically through discourse language and literature. More than that, themight of the local language as the medium of education has been proved empirically byIndia and Thailand who use writing as writing Hindi and Thai official. Even Singh(2010), an international seminar on retention native language, India explains that thestate establish a political idea, not a linguistically formulated Hindi language. That is, Thai massage is one of the main attractions of Thai tourism industry, which is the result of many effects, such as policy support from government, skill training support from massage school and training center, individual investment and so on. </em></p><p><em>According to the case study, the problems of Thai Massage business in China are mainly lays on therapist. Language barrier</em><em>, </em><em>no higher salary, barrier of visa application, difficulty of skill training and so on, all these make the Thai Massage Business runs hardly in China.</em><em></em></p><p><em>While in the same time, Chinese have raised their interesting on Thailand and Thai Massage, the tourism boom become an incredible phenomenon that shocking the world. And a new terms—“Ma Sha Ji” (</em><em>???</em><em>)</em><em>,</em><em> means “massage”</em><em> </em><em>was be created tells the popularity of Thai massage amount Chinese. </em></p><p><em>The popularity of Thai Massage round the world have proved its benefit and attraction, though there are still barriers and difficulty, with the development of Thai Massage in modern time, more adjustment will be done. Purpose This paper aims to investigate Thai stakeholders’ perceptions of developing a destination for international retirement migration (IRM). Increasingly, residents of developed nations such as Japan who retire from work are choosing to live in Thailand or other less-developed countries. Design/methodology/approach Qualitative approach was used, and data were collected through focus groups and in-depth interviews in Chiang Mai and Bangkok. Content analysis technique was used to analyze data after completing the interviews of 35 industry participants. Findings It was found from the participants that considerable new real estate development and services specifically for these retirees has been created in recent years, but that there is a lack of stakeholder collaboration in catering to this market. Moreover, local resident knowledge of the retirees’ culture and language is lacking, along with a need for policy and planning support from government. Research limitations/implications A limitation of this study is that it explored only the perception of business stakeholders involved with Japanese IRM, a group of importance to the Thai Government due to their increasing numbers. Further study could look at local community attitudes toward IRM and how a community adapts to this new phenomenon. Practical implications This study provides guidelines for stakeholders, government and local communities. Especially, the role of government is to provide support with clear information about the visa process and legal documents. Originality/value This study contributes to the body of knowledge of destination development strategy for a specific international retirement tourist group.

This study aims to find out the Maritime Economic Development of ASEAN Countries and Riau Islands - Indonesia. ASEAN which was established on August 8, 1967 through the Bangkok Declaration by Indonesia, the Philippines, Malaysia, Singapore, and Thailand. Then in 1984 he joined the State of Brunei Darussalam, in 1995 followed by the country of Vietnam, in 1997 the countries of Laos and Myanmar, and in 1998 joined the country of Cambodia. ASEAN in the Indonesian language known as Perbara or Perhimpunan Nations of Southeast Asia is a collaborative organization in the field of economy and geo-politics. The variables used in this study are Economic Growth, Export Rate. Inflation, and IPM. The data used is time series data, namely from 2014-2016. The analytical method used in this study is descriptive and econometric analysis. World Bank data, in 2017, predicts that there are three countries, namely Cambodia, Laos and Myanmar, which are predicted to have the most expansive economic growth after India in 2017-2019, and it is estimated that economic growth can reach 7%. while Indonesia in Quarter II 2017 grew 5.1 percent (BPS, 2017), while in 2013 it grew 5.58 percent. Riau Islands, a small town that captures part of NKRI in 2015 6.02 percent (yoy) economic growth, in the second quarter of 2017 must be willing with the lowest number two national economic growth, which is 2.02 percent which was the highest in Sumatra exceed national figures of 4.79 percent. (yoy). Suggestions given in this study include the need to think about a policy strategy that has potential economic areas to support sustainable export growth so that it can improve economic growth better.

This article provides the background and concept of Thailand Lifelong Learning [LLL], even attempting a definition. The Thai LLL vision encompasses strategies for developing human qualities such as integrity, self-reliance, adaptability, resilience, and spirituality, to name a few. In some regards LLL seeks to recapture a more fully-developed perspective, on what in earlier times and places [1238 AD in Thailand], was called ‘indigenous education', as it now pursues the benefits of a vibrant Learning Society. Progress of LLL in Thailand at times seems to be very slow and methodological rather than dynamic. It stems from developing a policy of learning processes for establishing solid education systems – Formal, Non-Formal, and Informal. LLL also has developed by means of garnering and integrating ‘Local Wisdom' [a Thai term designating important valued human experience] into what has become known as ‘cultural learning processes'. This Local Wisdom is held by ‘Wisdom Teachers' and encompasses nine areas, as follows: agriculture, handicraft/cottage industry, traditional medicine, conservation of natural resources, funding/community economics, fine arts, languages/literatures, philosophy/religion/tradition, and food/nutrition. Government Organizations and Private Non-Governmental Organizations have strongly supported and have been major forces for advancing cultural learning, LLL, and what may be labeled as a ‘Learning Society'. In addition, collaboration between Chulalongkorn University, Bangkok [Thailand's premier university] and Lindenwood University, St. Charles, Missouri, USA, has helped Thai LLL advance immeasurably and move toward becoming a Learning Society from 2010 to 2015. Added to this, and provided a Model of Cultural Learning, with recommendations for improvement at the National and Community levels. It concludes with assurances toward its creating diversity within the constituencies to be served, strengthening a self-sufficient economy, solidifying moral values, and enhancing Thailand's becoming a vibrant and flourishing Lifelong Learning Society.

This article deals with features of Soviet propaganda activities in the Cold War period in Thailand. After abrupt changes of the former allies foreign policy, the Soviet Union after the Great Patriotic War dramatically reviewed and corrected its international propaganda work concept. The main role of this new confrontation between ideological camps belonged to the media, which were aimed at international audience, and systematically implemented their state policy on the informational and psychological front. From the USSR side, this role was fulfilled by the Soviet Information Bureau (Sovinformburo, later - Novosty Press Agensy, APN). After the Second World War the USSR began influencing the foreign policy of Thailand. This kind of work was organized in the condition of Thai anticommunist propaganda. In the article the implementation process of Soviet propaganda activities and features of the Soviet propaganda in complicated circumstances in Thailand and its neighbors, based on archive materials, is considered. During this research also analyzed the reports of local office of Sovinformburo (APN) in Thailand; activities of the Soviet media, featured in the local Soviet media publications in Thailand such as the local version of the Soviet Union magazine, pamphlets of Sovinformburo (APN); legal documents from the Soviet side (resolutions of the USSRs Peoples Commissars related to the foreign propaganda activities), and from Thailand side (acts, resolutions and transcripts of the Royal Thai Governments meetings). The academic works related to Soviet propaganda activities in Russian, Thai and English languages are studied. It is found out that innovations and strategies of the Soviet propaganda and counterpropaganda changed along with the development of diplomatic relations with Thailand. Regime changes and domestic policy development significantly affected the work of Sovinformburo (APN.) In the conclusion, the implementation of Soviet propaganda in Thailand depended on both domestic and international factors, impacting the position of Thailand on the international arena and the stability of the authority. Implementation of Soviet propaganda in various periods took place along the complicated condition of political life in Thailand and ideological confrontation of these political systems.

This study aims to analyze the impact of Information and Communication Technology (ICT) on bilateral trade in service between Indonesia and its ASEAN trading partners. The sample is bilateral export in service between Indonesia and 9 ASEAN countries such as Malaysia, Philippines, Singapore, Thailand, Brunei Darussalam, Vietnam, Myanmar, Laos and Cambodia. The total trade in service data is based on UN-Comtrade. It consists of service products that are coded in Standard International Trade Classification (SITC). This study uses the gravity model framework of data panel from 2005 to 2017 with random effect model is analyzed using Generalized Least Square. Based on the regression analysis, results show that sub-index of ICT Development Index (IDI) such as mobile-cellular telephone subscriptions per 100 inhabitants which represents technology development, has a positive and significant impact on Indonesia’s service export to ASEAN countries. Other variables such as GDP and distance also have significant effect on Indonesia’s export in service. GDP reporter, GDP partners and common language have positive and significant effect on Indonesia’s export in service. Furthermore, distance has a negative and significant effect on Indonesia’s export in service. These results are in line with Gravity model theory. In addition, these results are expected to be strong enough for the specifications of alternative models and estimation methods. Based on these results, some expected trade policy recommendation related to trade in service and telecommunication particularly trade between Indonesia and ASEAN countries can be formulated. For instance, to strengthen Indonesia’s networking and infrastructure of telecommunication in ASEAN countries. To build more Base Transceiver Station (BTS) located in trading partners in ASEAN. Telin Singapore established by Telkom Indonesia is officially established in 2007 and is the first Telkom footprint in international business. Since Singapore is Indonesia’s trading partner which has the highest of ICT Development Index among other ASEAN countries, the Indonesian government need to continue the implementation of Information and Communication Joint Committee Indonesia-Singapore.

Thailand has seen a growing number of women elected to Parliament in recent decades. Yet, little research has been done on who these women are and how they affect the quality of democracy. This article is an attempt to fill this lacuna. Drawing on previously untapped Thai-language primary sources, it argues that the majority of female members of Parliament elected since 1975 have contributed to entrenching family-based rule and stunting the growth of political pluralism. This argument is based on the finding that most female MPs are related, by blood or marriage, to former male MPs. These women from political families constitute one part of the long historical process through which Thailand has lapsed increasingly into a family-based patrimonial polity since the absolute monarchy was abolished in 1932. The importance of families remains undiminished over time; the advent of electoral politics has only accentuated it by bringing more women with powerful family connections into Parliament.

Introduction. National education and science systems are increasingly integrated into the international scientific and educational space in the context of increasing globalisation. The result of integration processes is an increase in the number of students in the world: if in the 1970s there were about 29 million people in the three-level education system, in 2000 – 100 million, in 2005 – 139 million, in 2010 – 181 million, in 2012 – 196 million. According to the UNESCO Institute for Statistics, the number of such students will grow to 263 million in 2025. In the Russian Federation, 283 000 foreign students (5% of the total number of students) were enrolled in the 2016 / 2017 academic year, and in the United States, about 1 million foreign students were enrolled in the 2014 / 2015 academic year. Given the trends of globalisation of education, Japan was forced to join the struggle for foreign students and the export of educational services. Negative demographic trends such as falling birth rates, an aging population, and a declining youth population are also stimulating the factors in the internationalisation of Japanese universities and the country’s increased participation in the global competition to attract young people to the national higher education system. The aim of the study was to identify the features of the functioning of the model of attracting foreign youth to the higher education system in Japan in the context of worsening problems of population aging and slowing economic growth. This situation is also partly relevant for Russian socio-economic and demographic development. Materials and methods. The article uses statistical data from a number of international organisations (UNESCO, OECD, IOM, World Bank), the Ministry of Education, Culture, Sports, Science and Technology of Japan, the Japan Foundation, and public and private universities in Japan. The sociological method was applied. The authors of the article conducted three focus groups on strategies and tools for attracting foreign students to Japan during a research trip in July 2019. Currently, the higher education system in Japan is one of the best not only in the Asia-Pacific region, but throughout the world. Japan has actually become one of the leaders in the world market for educational services; applicants from different countries seek to master the most in-demand specialties. Results. The study revealed that the system of attracting foreign students to Japanese universities is based on the concept of foreign migration policy, that is, on promoting the country’s geopolitical and economic interests in the AsiaPacific Region (APR). Japanese universities teach students from countries that are strategic partners of Japan: China, Vietnam, Nepal, South Korea, Thailand and Taiwan. An important element of the strategy for attracting foreigners is the work of universities, cultural and educational foundations that promote the Japanese language and culture outside of Japan. The Japanese higher education system, despite its historical traditionalism and conservatism, is gradually internationalising and opening up to the world through active access of universities to foreign educational markets and channels for attracting foreign students. Universities, as the main elements of the higher education system, have become the agents of Japan’s foreign policy, focused primarily on the Asia-Pacific countries and its strategic partners. Moreover, the partner countries were chosen not only based on the priorities of Japanese geopolitics and economy, but also on objective demographic indicators (young age structure, large population). The interaction with migration partner countries is supported by real steps on the part of the Japanese authorities: investment, trade, business and cultural contacts. The experience of Japan can be used in Russia to organise work to attract young people to study in higher education institutions from countries that are geopolitical partners, primarily in the former Soviet Union. Scientific novelty. The features of the functioning of the model of attracting foreign youth to the higher education system in Japan in the context of worsening problems of population aging and slowing economic growth are revealed. Practical significance lies in the possibility of further practical application of the results of the current research on the features of the Japanese model of attracting foreign youth to the higher education system.

The purpose of this paper is to provide a brief summary of mental health issues among Asian and Pacific Islander (API) communities in the U.S. APIs include individuals from Far East Asia (e.g., Korea, China), Central Asia (e.g., Afghanistan, Uzbekistan), South Asia (e.g., India, Pakistan), South East Asia (e.g., Thailand, Philippines), Western Asia (e.g., Iran, Saudi Arabia), and Pacific islands (e.g., Hawaii, Samoa, Mariana island, Fiji, Palau, French Polynesia, Marshall Islands, Micronesia, New Zealand, Tokelau islands, Niue, and Cook Islands). Collectively they speak more than one hundred languages and dialects. Such a diversity across the API community presents unique challenges and opportunities for research, education, and practice. The existing body of literature on mental health issues in API communities is marred by the lack of high-quality data and insufficient degrees of disaggregation. Such a knowledge gap hindered our ability to develop culturally and linguistically tailored interventions, and in turn, API communities have experienced mental health disparities and mental health services’ disparities. To move the field forward, future research effort with APIs should focus on articulating variations across different API subgroups, identifying what explains such variations, and examining the implications of such variations to research, practice, education, and policy.

This article discusses the phenomenon of the relationship between Islam and Buddhism in the Malay World of Southeast Asia. The ultimate goal is to uncover social facts about the relationship between adherents of the two largest religions in Southeast Asia: Islam (42%) and Buddhism (40%). This research shows that the relations between Islamic and Buddhist communities in various Southeast Asian Countries are full of dynamics. The dynamics can take the form of peaceful relations or vice versa: conflicts with various levels of escalation. Among the reasons that also triggered the emergence of conflict is the problem of political, economic, socio-cultural, and religious disparities. The solution to this problem can be done with a historical approach, an intra and interfaith dialogue approach in order to foster mutual understanding between adherents of both religions, a political policy approach in the form of granting basic rights to followers of a minority religion, and an academic approach through the study of religions in various universities in Thailand, Malaysia, Singapore, Indonesia and various other countries in the Southeast Asian region. Meanwhile, Islamic studies in various Islamic universities need to be done with an interdisciplinary approach and understanding of languages and cultures that exist in Asian countries.

Over the last 10 years, much research has been completed in the area of English language policy in Thailand. The majority of studies have focused on the pedagogy and methods involved in the teaching practices of Thai EFL educators at primary school level (Prapaisit de Segovia & Hardison, 2009; Tongpoon-Patanasorn, 2011) and secondary school level (Darasawang & Watson Todd, 2012; Nonkukhetkhong, Baldauf, & Moni, 2006). The present study delves deeper into teaching practices and addresses how English language policy is perceived and interpreted at the classroom level through the practices of Thai English teachers in a rural government secondary school in the northeast part of the country. To date, there is only one study which examines the impact of English language policy in the core curriculum on the teaching practices of EFL teachers at both primary and secondary school level has been completed (Fitzpatrick, 2011).In an effort to frame the present study, we apply Hornberger’s (2006) integrative framework as an attempt to support case study methodology. This approach provided us the opportunity to research “one or more instances of a phenomenon in its real-life context that reflect the perspective of the participants involved in the phenomenon” (Gall, Gall, & Borg, 2007, p. 447). And, it offered a grounded view of how this English language policy is being enacted in Thailand.

In response to the increase in demand for teachers of English in Thailand, many Filipino teachers are now working as English as a Foreign Language (EFL) teachers in Bangkok. This study explores the perceptions of 56 Filipino teachers about the conditions and challenges of being EFL teachers in Bangkok, Thailand. A modified questionnaire and an individual follow-up interview were used to collect the data. Likewise, a qualitative content analysis was performed on the data in the study. Findings revealed that teacher-participants held a positive view with regards to being EFL teachers in Bangkok. Some reasons why they came to teach in Bangkok include good salary rates, a chance to provide for their families’ financial needs, an opportunity to widen their teaching experience, and a chance to work with people from different cultural backgrounds. However, some professional and personal issues like the perceived lack of teachers’ professional development programmes, cultural differences, language barriers, and absence from family celebrations and other important occasions were also noted. The findings suggest that although the experience was generally positive, Filipino teachers encountered some personal and professional issues, including those which stemmed from their status as so-called ‘non-native speaker teachers’ (NNEST) of English.

AbstractNorthern Khmer is a variety of Khmer spoken in several provinces of northeastern Thailand. With over a million speakers, it is not normally regarded as an endangered language. However, the effectiveness of Thai state penetration into the countryside, Thai language policy, changing modes of production in rural villages, the rise of mass media, and increased social mobility are leading speakers to shift to the national language, Thai. This shift is exacerbated by an apathetic attitude towards Khmer identity, which arose in part as a cultural reaction to the troubled political history of neighboring Cambodia. Given current trends in Northern Khmer language use and broader sociocultural forces, it is argued that even a language with as many speakers as Northern Khmer may prove to be more endangered than generally assumed.

Today's world is moving toward a New Normal Life style, particularly in regard to e-commerce methods and updated platforms. Cross-border e-commerce transactions between China and Thailand have grown rapidly due to China's “Belt & Road” policy, Free Trade Zones and the background of current Thai Industry policies (5.0). Culture, changing consumer habits, language differences and cumbersome cross-border trade procedures between the two countries are the main elements hindering development of the regional economy. This new business environment requires new strategies. To solve the problem of Business to Business to Consumers (B2B2C), this article comprehensively analyzes the advantages and geopolitical benefits of China’s Guangxi and Sichuan Free Trade Pilot Zones under the ASEAN framework. Based on the WeChat platform, the computer programming language, location-based services technology, management information system, ThinkPHP (Backstage) and Tencent Cloud Pagoda Panel are comprehensively applied to WeChat developer tools, then combined with the characteristics of Thai products to create rich content and scan the WeChat applet. The applet will serve Thai merchants by helping them overcome language barrieres, cross-border transfers, and post-sales services. Through the B2B2C business model, the current direct mail business model based on data packets can only sell a defined quantity of products. At the same time, it will better serve consumers by encouraging them to buy high-quality and inexpensive Thai products.

PurposeThis qualitative approach study aimed to understand the barriers to accessing a tuberculosis (TB) clinic in a Thai hospital as experienced by TB patients from Myanmar living on the Thailand-Myanmar border.Design/methodology/approachTwenty-two participants were asked to provide information. In-depth interviews were used to gather the information. Each interview lasted 40 min.FindingsTB patients from Myanmar experience several barriers to accessing TB treatment and care at Mae Sai Hospital, such as language and economic problems, although they are very satisfied with the quality of service and positive attitude of the health care providers. A long waiting time and lack of explanation of the pathogenesis of TB were noted as negative aspects by the patients and their relatives. The medical staff at the TB clinic were negatively affected by the excessive workload and unsuitability of some methods or technologies. Using budgetary subsidies from agencies to fund TB care and treatment was not sustainable. Foreign TB patients are not subsidized by the national universal insurance scheme of Thailand, and sending TB patients back to their home country is sometimes unavoidable.Originality/valueThailand and Myanmar should strengthen their collaboration and develop a system to improve the quality of TB patient care and management for those who are living in poverty and lack education, by focusing on reducing language and economic barriers to accessing health care services including support for medicines and laboratory materials related to TB case management among these populations.

Abstract Background In addition to healthcare entitlements, ‘migrant-friendly health services’ in Thailand include interpretation and cultural mediation services which aim to reduce language and cultural barriers between health personnel and migrants. Although the Thai Government started implementing these services in 2003, challenges in providing them still remain. This study aims to analyse the health system functions which support the interpretation and cultural mediation services of migrant health worker (MHW) and migrant health volunteer (MHV) programmes in Thailand. Methods In-depth interviews were conducted in two migrant-populated provinces using purposive and snowball sampling. A total of fifty key informants were recruited, including MHWs, MHVs, health professionals, non-governmental organisation (NGO) staff and policy stakeholders. Data were triangulated using information from policy documents. The deductive thematic analysis was classified into three main themes of evolving structure of MHW and MHV programmes, roles and responsibilities of MHWs and MHVs, and supporting systems. Results The introduction of the MHW and MHV programmes was one of the most prominent steps taken to improve the migrant-friendliness of Thai health services. MHWs mainly served as interpreters in public facilities, while MHVs served as cultural mediators in migrant communities. Operational challenges in providing services included insufficient budgets for employment and training, diverse training curricula, and lack of legal provisions to sustain the MHW and MHV programmes. Conclusion Interpretation and cultural mediation services are hugely beneficial in addressing the health needs of migrants. To ensure the sustainability of current service provision, clear policy regulation and standardised training courses should be in place, alongside adequate and sustainable financial support from central government, NGOs, employers and migrant workers themselves. Moreover, regular monitoring and evaluation of the quality of services are recommended. Finally, a lead agency should be mandated to collaborate with stakeholders in planning the overall structure and resource allocation for the programmes.

This research aims to investigate the situation of municipal waste management in the highlands of Chiang Rai, Thailand in order to formulate a preliminary strategic action plan for efficient management of municipal solid waste. In-depth interviews, questionnaires and discussions between government officers and community residents were conducted, in addition to analysis of the composition of solid waste in the municipality. SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats) of current municipal waste management was performed and considered together with the assessment indicators of zero waste management: geo-administrative, socio-cultural, management, environment, economic, organization and governance and policy, in order to identify key domains and locally relevant indicators. The results pointed to two main weaknesses of municipal waste management: lack of knowledge, combined with low levels of implementation of best practice in waste management. This was attributedmainly to language barriers impeding knowledge exchange. To improve the prospects for a zero-waste community in these highland areas, there is a need to improve administration and the social attitudes by promoting the 3Rs concept and initiating waste utilization projects to raise awareness and consciousness within local communities. Importantly, imparting the knowledge of waste management using effective parent language for communication is a key success factor for enhancing the effectiveness of municipal waste management.

This research aims to study the problems and find solutions of major agro-industries in Chiang Mai, Thailand. The sample was divided into two parts: The supply side was the government agency, educational institutions and civil society. Demand side was Agro-Industry entrepreneurs. The methodology was focus on meeting the stakeholder debate, and group workshop, the first step of the research was selected the potential agro-industry group to study then in the operating phase, the survey was conducted to analyze and synthesize the problems of agro-industry and find solutions by group meetings in order to present a holistic problem-solving model. This process will provide opportunity for stakeholders and related agencies to collaborate and propose appropriate guidelines for action. The results show that, within demand side, the three most important issues are labor issues, marketing and production problems respectively. While the supply side, the top three issues are the integration problems, lacking of language skills / expertise, and lacking of database. Based on the analysis of both demand and supply side, there is a lack of concrete cooperation from relevant agencies, especially in policy cooperation. Therefore, a policy that responds to the problems of agro-industry is essential for all agencies to focus on and implement concrete measures to address sustainable issues.

Abstract Background Much of the research about Health in All Policies (HiAP) implementation is descriptive, and there have been calls for more evaluative evidence to explain how and why successes and failures have occurred. In this cross-case study of six state- and national-level governments (California, Ecuador, Finland, Norway, Scotland and Thailand), we tested hypotheses about win–win strategies for engaging policy-makers in HiAP implementation drawing on components identified in our previous systems framework. Methods We used two sources of data — key informant interviews and peer-reviewed and grey literature. Using a protocol, we created context–mechanism–outcome pattern configurations to articulate mechanisms that explain how win–win strategies work and fail in different contexts. We then applied our evidence for all cases to the systems framework. We assessed the quality of evidence within and across cases in terms of triangulation of sources and strength of evidence. We also strengthened hypothesis testing using replication logic. Results We found robust evidence for two mechanisms about how and why win–win strategies build partnerships for HiAP implementation — the use of shared language and the value of multiple outcomes. Within our cases, the triangulation was strong, both hypotheses were supported by literal and contrast replications, and there was no support against them. For the third mechanism studied, using the public-health arguments win–win strategy, we only found evidence from Finland. Based on our systems framework, we expected that the most important system components to using win–win strategies are sectoral objectives, and we found empirical support for this prediction. Conclusions We conclude that two mechanisms about how and why win–win strategies build partnerships for HiAP implementation — the use of shared language and the value of multiple outcomes — were found as relevant to the six settings. Both of these mechanisms trigger a process of developing synergies and releasing potentialities among different government sectors and these interactions between sectors often work through sectoral objectives. These mechanisms should be considered when designing future HiAP initiatives and their implementation to enhance the emergence of non-health sector policy-makers’ engagement.

Abstract Background Migrants experience stress before, during and after migrating to a new country, all of which influences their mental wellbeing. In Norway, migration from Thailand is highly gendered as most Thai migrants are women who migrate to live with their Norwegian spouse. Massage shops, often owned by Thai entrepreneurs, are a locale where women use their cultural knowledge to bridge into the local economy. There is little knowledge about Thai migrant masseuses’ experience of stress in daily life and associated coping strategies. The objective of this inquiry was to examine stressors and coping strategies among Thai migrant masseuses in Oslo, Norway. Methods We conducted in-depth interviews with 14 Thai migrants who were working as masseuses in Oslo, Norway. We asked participants about their health, experiences of stress, and coping strategies and subsequently analyzed the data using thematic analysis. Results Stress in participants’ lives related to settling in, loneliness, finances and spousal relationships. Of these, relationship conflict was the largest source of stress. Women largely embraced self-coping strategies and utilized Thai cultural practices and Buddhist cognitive thinking. Once relationship conflict became untenable, participants fought to change their situation. Limited fluency in Norwegian, Thai stigma about mental health and limited knowledge of the Norwegian health system were barriers to seeking healthcare. Conclusions Migrants in our study often adopted “Thainess”, the use of Thai cultural practices and Buddhist cognitive thinking, as a strategy for coping with stress. Preferences for self-coping, mental health stigma, and linguistic competency are important considerations when designing mental wellbeing interventions for Thai women. Use of an interpreter or systems navigator can help overcome language barriers. Clinicians can take detailed case histories to better understand Thai patients’ stress, coping strategies and wellbeing. Health policy makers could consider network approaches, including using Thai health systems navigators to bridge the health system and Thai communities.
