Purpose The purpose for this paper is to share jurisdictional knowledge on local law-making theory and praxis, an area of law not well represented in the literature despite its involvement in day-to-day life. Design/methodology/approach The paper not only shares knowledge about the local law-making process in Melbourne, Australia, but also explores attitudes to local law-making gathered through semi-structured interviews from a sample of relevant stakeholders. Findings The paper reports on findings from a study undertaken in Melbourne, Australia. Stakeholder perceptions and attitudes were canvassed regarding local law-making in the areas of land use planning and waste management. Overall, stakeholders were satisfied that Melbourne is a robust jurisdiction offering a fair and transparent local law-making system, but they see scope for more public participation. Research limitations/implications The findings suggest that even though the state of Victoria offers a fair and transparent system of local law-making, there is still significant scope for more meaningful involvement from the community, as well as space for more effective enforcement of local laws. The stage is set for greater cross-jurisdictional reciprocal learning about local law-making between cities. Originality/value This paper offers meaningful and utilitarian insight for policy and law makers, academics and built environment professionals from relevant stakeholders on the operation and transparency of local law-making.

The Diatom Index for Australian Rivers (DIAR), originally developed at the genus level, was reformulated at the species level with data from diatom sampling of rivers in the Australian Capital Territory, New South Wales, Queensland, South Australia and Victoria. The resulting Diatom Species Index for Australian Rivers (DSIAR) was significantly correlated with the ARCE (Assessment of River Condition, Environment) index developed in the Australian National Land and Water Resources Audit (NLWRA), and with nine of the ARCE’s constituent indices and sub-indices, across 395 river reaches in south-eastern Australia. These correlations were generally stronger than those shown by the biological index that was used to assess river condition in the NLWRA, the ARCB (Assessment of River Condition, Biota) index based on macroinvertebrates and the Australian River Assessment System (AUSRIVAS). At a finer spatial scale, DSIAR was strongly and significantly correlated with measures of catchment urbanisation for streams in the eastern suburbs of Melbourne, Victoria. DSIAR scores across south-eastern Australia bore little relationship to the latitude, longitude or altitude of sampling sites, suggesting that DSIAR is not greatly affected by macro-geographical position. In addition, DSIAR scores did not vary greatly among small-scale hydraulic environments within a site. DSIAR appears to have potential as a broad-scale indicator of human influences on Australian rivers, especially the effects of agricultural and urban land use, and also for impact studies at a local scale. Further evaluation is warranted to test the sensitivity of the index to natural variables such as catchment geology, and to assess its performance in northern, western and inland Australia.

The consensus of using the compact city as a model for urban sustainable development has inevitably led to governments restricting outer urban expansion as an urban management tool. Urban growth boundaries (UGBs) have become one of the most widely used policy tools to achieve this goal. To evaluate the impact of UGBs on urban sustainable development in Melbourne, Australia, we compare the temporal and spatial changes of population, dwelling density, and growth before and after the implementation of the UGB policy in the Melbourne metropolitan area. The results indicate that, since the implementation of the UGB policy, the urban population, dwelling density, and growth have significantly accelerated; however, nearly half of the new population is located on the urban fringe. Based on the pressure of population growth, the UGB in Melbourne has been adjusted frequently, which has reduced its binding force on urban growth. Herein, we focus on the reasons for amendments to the Melbourne UGB, namely, urban density and the intensity of urban land use and compare the UGB policies of the Melbourne and Portland, Oregon (USA), metropolitan areas. We argue that the state government should restrict urban growth boundaries and increase urban density. At the same time, UGB policy must be coordinated with broader government policy, such as urban land use, urban transportation, and environmental planning, and a mechanism should be established to release land supply in defined areas. In addition, governments should expand public participation in the UGB amendment process and in supporting the implementation of the UGB policy

This paper quantifies the effect of three policy levels on the water and energy futures of Melbourne, Australia. During a time of severe water shortages attributed to climate change, water strategies lacked consideration of energy consequences. Modeling, guided by urban metabolism theory, demonstrated that a compact urban form, reduced water consumption by 90 GL/a, compared with a sprawling city, and had greater water conservation impact than simulated demand management measures. Household water conservation, coupled with increased use of solar hot water systems, reduced grid energy use by some 30 PJ/a. Desalination, tripled water supply energy demand, growing to a total of 4.5 PJ/a, by 2045. While the increase is less than 1% of total Melbourne urban energy use, it contributes to a substantial increase in the energy bill for urban water provision. Importantly, the energy impact could be offset through demand management measures. Recommendations for the combined management of water and energy include improving energy characterization of the urban water cycle; impact-evaluation of regional plans; using total urban water and energy balances in analysis to provide context; and developing reporting mechanisms and indicators to help improve baseline data across the water and energy systems.

This paper presents an urban land-use simulation model using cellular automata (CA). In the model urban growth is regarded as the result of a global process underpinned by local actions and land-use change as the joint action of three different effects: attribute, heterogeneity, and gravity. The attribute and heterogeneity effects are regarded as different aspects of a local driving force for change constituted by changing accessibility and other attributes resulting from the interaction of land use and transport at the neighborhood level. The gravity effect is a universal resistance to change as a result of inertia and agglomeration of compatible land uses in the vicinity. To ensure that local actions would lead to global behavior, a multipass, in addition to a single-pass, land-use-allocation algorithm is designed to mimic land-use changes. With metropolitan Melbourne in Australia as a case study, the performance of the model in replicating land-use changes is compared with that of an alternative model developed by using only a distance function. The results of the comparison show that the proposed CA model outperforms the alternative model with only a distance function, confirming the importance of incorporating local attributes in modeling land-use changes.

Abstract Several urban centres of different sizes have developed over time, and continue to grow, within the basin of Lake Victoria. Uncontrolled urban development, especially along the lake shore, puts environmental pressure on Lake Victoria and its local ecosystem. This study sought to monitor the extent and impacts of urban development (as measured by population growth and built-up land use/land cover) in the Lake Victoria basin, Kenya, between 1978 and 2018. Remote sensing and GIS-based land use/land cover classification was conducted to extract change in built-up areas from Landsat 3, 4, 5 and 8 satellite imagery obtained for the month of January at intervals of ten years. Change in population distribution and density was analysed based on decadal census data from the Kenya National Bureau of Statistics between 1979 and 2019. A statistical regression model was then estimated to relate population growth to built-up area expansion. Results indicate that the basin’s built-up area has expanded by 97% between 1978 and 2018 while the population increased by 140% between 1979 and 2019. Urban development was attributed to the rapidly increasing population in the area as seen in a positive statistical correlation (R2=0.5744) between increase in built-up area and population growth. The resulting environmental pressure on the local ecosystem has been documented mainly in terms of degradation of lake water quality, eutrophication and aquatic biodiversity loss. The study recommends the enactment and implementation of appropriate eco-sensitive local legislation and policies for sustainable urban and rural land use planning in the area. This should aim to control and regulate urban expansion especially in the immediate shoreline areas of the lake and associated riparian zones.

The socio-economic and ecological value of Lake Victoria is threatened by significant regional development and urbanization. This study analyzed spatial-temporal land use/land cover changes in the Kenyan Lake Victoria basin from 1978–2018 using Landsat 3, 4-5 and 8 imagery, with a view to identifying the extent and potential impacts of urbanization on the basin. Supervised image classification was undertaken following the Maximum Likelihood algorithm to generate land use/land cover maps at ten-year intervals. Results indicate that the basin is characterized by six main land use/land cover classes namely, agricultural land, water bodies, grasslands and vegetation, bare land, forests and built-up areas. Further, the results indicate that the basin has experienced net increases in built-up areas (+97.56%), forests (+17.30%) and agricultural land (+3.54%) over the last 40 years. During the same period, it experienced net losses in grassland and vegetation (-37.36%), bare land (-9.28%) and water bodies (-2.19%). Generally, the changing landscapes in the basin are characterized by conversion of natural environments to built-up environments and driven by human activities, urban populations and public policy decisions. The study therefore recommends the establishment of a land use system that creates a balance between the ecological realm and sustainable development.

This thesis seeks to explain how site-scale design decisions can assist retention of rare plant communities concentrated in and near settled areas. To do so it focuses on a specific species and development context. Explanations are sought through examination of case studies of landuse developments in proximity to retained Garry oak plant communities located in the perimeter of Victoria, British Columbia. In the study region, exponential declines in species populations, health, and diversity of rare Garry oak ecosystems have been largely attributed to impacts from land-use developments. Over the past century, land-use developments have transformed the floral, spatial, structural and functional characteristics of the settled landscape. Isolated islands of imperiled plant associations remain on protected bioreserves: for recruitment and connectivity, these rare fauna rely on private-land greenways. Architectural teams have the potential to influence the decision-making processes that create ecologically-vital greenspace on private land, thereby enhancing survival for declining plant communities. Case-study evidence for the importance of land-use decisions on diminishing Garry oak meadow is gathered through vegetation surveys conducted on Garry oak meadow in proximity to six architectural projects on Victoria's western edge. Observed changes in growth extensions are then categorized in relation to human activities associated with built form, and correlated with principles from Landscape Ecology. An ARC of design strategies, developed in primary research by K. D. Rothley is adapted for architectural use as follows: firstly, AREA of a plant community is kept free of encroachment by the orderly frame established around vegetation; secondly, RARE SPECIES and habitat are identified with borders or signage; thirdly, CONNECTIVITY between retained landscapes is secured by siting roads and buildings to minimize ecosystem fragmentation. To effectively communicate preexisting landscape ecology principles, grouped under the ARC of strategies, illustrations and key-word phrases are developed. These principles, when integrated into architectural teams' structural knowledge, extend the architects' perceived role beyond aesthetics and economic efficiency. Enhancing habitat value through retention or restoration of rare ecosystems at the margins of suburban development, becomes an additional realm of influence for professional teams designing the spatial configurations of peri-urban landscapes.

The intense concentration of human activity in urban areas leads to changes in both the quantity and quality of runoff that eventually reaches our streams, lakes, wetlands, estuaries and coasts. The increasing use of impervious surfaces designed to provide smooth and direct pathways for stormwater run-off, has led to greater runoff volumes and flow velocities in urban waterways. Unmanaged, these changes in the quantity and quality of stormwater can result in considerable damage to the environment. Improved environmental performance is needed to ensure that the environmental values and beneficial uses of receiving waters are sustained or enhanced. Urban Stormwater - Best-Practice Environmental Management Guidelines resulted from a collaboration between State government agencies, local government and leading research institutions. The guidelines have been designed to meet the needs of people involved in the planning, design or management of urban land uses or stormwater drainage systems. They provide guidance in ten key areas: Environmental performance objectives; Stormwater management planning; Land use planning; Water sensitive urban design; Construction site management; Business surveys; Education and awareness; Enforcement; Structural treatment measures; and Flow management. Engineers and planners within local government, along with consultants to the development industry, should find the guidelines especially useful. Government agencies should also find them helpful in assessing the performance of stormwater managers. While developed specifically for application in Victoria, Australia, the information will be of value to stormwater managers everywhere.
