The role of the political party in power in mediating the relationship between the state and labour was examined. The Indian states of Maharashtra, Tamil Nadu and West Bengal--each governed by a political party representing a different ideology and class coalition--were compared in terms of conditions for workers. Other factors likely to affect the position of workers in the state, such as its industrial profile, and the strength of its labour movement prior to the period under study, were also considered.
It was found that, although the nature of the party regime did significantly influence the state-labour relationship, workers were not necessarily better off under the most sympathetic and interventionist party. The nature of industry in the state was central in determining conditions for workers. Thus, the party in power influenced conditions for workers as much through policies not aimed specifically at workers, as through intervention in industrial relations.

This thesis explores attempts by state officials to enable workers and the principal trade union, the Confédération Générate du Travail, to participate at the workplace and in the French state from 1944 to 1948. At a time of increased state intervention and new social welfare policies, workers gained new responsibilities in the comités d'entreprises, or works councils. The regional government, the commissaires, helped to initiate worker control experiments, notably at the Berliet truck plant in Lyon. By the end of 1948, however, the strength of the French labour movement had not significantly increased, either at the workplace or in the state. In their demand for greater participation, workers faced resistance from state officials, employers and even unions. State actors, such as labour inspectors, prefects, and commissaires, actively sought social peace and greater productivity in 1944-1946. At the level of the shopfloor, the new comités d'entreprises gave workers, for the first time, an official voice in the firm. However, they had no say over production decisions. Nor did worker participation extend to unskilled workers, immigrants, or women. Worker participation did not go further at the time for three reasons. Employers intensified rationalisation measures at the workplace and refused to accept new powers given to the works councils. The CGT was insufficiently committed to workplace participation. Finally, the power of the centralised state was entrenched in the domain of economic planning but did not influence the workplace sufficiently to support participation, particularly in 1946-1948. The postwar settlement that led to increased growth in the 1950s was structured around the private sector and the planning capabilities of the state, at the expense of any involvement by labour. The exclusion of workers from planning decisions and the failure of worker control attempts led not only to the strikes of 1947-1948, but to a profound degree of powerlessness that was to mark the labour movement for the next generation.

The study is concerned about employers' liability to protect the mental welfare of employees alongside their physical health. The need for protection is demonstrated in several ways. Firstly, the introduction examines the statistical evidence of harassment in the workplace and its effect on its victims. Secondly, data was collected from nine participants who had taken their employer to court claiming that they had been bullied out of their jobs. These documents which were supplemented in some cases by personal statements, were analysed using the Glaser and Strauss Grounded Theory method tempered with Case Study method. Ethical issues coming to the fore during data collection supplied additional material for a chapter which eflects on problems researchers will encounter when working with vulnerable research participants. Analysis showed the importance of social support for victims and implicated the role the trade unions, the medical and legal professions plays in secondary victimisation for victims of workplace bullying. A review of existing legislation was conducted to determine if internal voluntary guidelines or new legislation would give best protection. Employer-led bullying was identified as the form on which internal guidelines have no impact. Workplace bullying was always found to be morally wrong and the issue of what is legally right but not morally right was discussed. The findings emerging from the analysis together with recommendation to place protection of harassment at work within Health and Safety policies was presented to opinion makers to gauge the level of interest in the investigator's recommendation that European Union Health and Safety officials should take the lead in advancing legislative change outlawing workplace harassment.

This thesis uses the case of large-scale, expropriatory nationalization of private coal mines to investigate the puzzle of uneven policy implementation in China. It casts new light on the role media coverage and public opinion play in the Chinese policy process, on the party-state's disciplinary (wenze) practices, and on the dynamics of China's state capitalism and the apparent "advance of state and retreat of private firms" (Guo Jin, Min Tui) in the late 2000s. Despite being an authoritarian state, China often finds implementing policies that damage the interests of local political and business elites difficult. Decisions-making and implementation usually require extensive bargaining, and stasis often prevails. Yet occasionally dramatic change does occur. One particularly puzzling case is coal mining. Since the late-1990s central-state actors had sought to consolidate the industry under large state-owned enterprises (SOEs), and eliminate the substantial privately-owned mining sector. However, this clashed with the interests of owners and local officials, for whom the private mines were major providers of fiscal revenue and bribes. A major closure campaign by the Center in the late-1990s failed. Yet after 2007 - in the face of much conflict - several, though not all, of the major coal provinces forcibly nationalized most of the private mines, creating the SOE-dominated coal industries that local officials had previously resisted. These different outcomes resulted from the interaction of varying accident patterns, uneven media coverage, and state disciplinary practices. Nationalization occurred only after the Chinese media began reporting extensively on mining accidents, and only in those provinces most under the media spotlight. Variation in coverage was driven by geologically-based variation in accident patterns. Intensive coverage turned accidents into "sudden incidents" (tufa shijian) perceived to threaten social stability and state legitimacy. This media-generated pressure was reinforced by the disciplinary apparatus, which was itself responsive to media coverage and accident patterns. A subset of coal provinces thus came under particularly intense political pressure to implement central policy and resolve the industry's safety problem, leading ultimately to nationalization.

A state and year fixed effects model is developed to analyze the influence of state unemployment insurance taxes and state workers' compensation costs on temporary help services employment concentration. Using state level panel data from the Bureau of Labor Statistics' Quarterly Census of Employment and Wages, state unemployment insurance tax factors are found to have significant effects on temporary help services employment concentration. Workers' compensation costs had a significant effect on temporary help services employment concentration during the Great Recession, but not before. Because temporary help services jobs represent low quality jobs relative to traditional direct-hire jobs, state unemployment insurance taxes, through their impact on temporary help services employment concentration, contribute to a decrease in job quality. The results of the analysis suggest that the effects of policy factors on job quality merit further analysis.

Welfare and questions regarding social security have historically been a concern of the nation state, but the development of the European Union’s integration project has created a necessity for an international legal framework that covers that specific field. It has been found that international cooperation on welfare issues is not such an easy task, and numerous scholars have given different answers to why this has been the case. The purpose of this study is to examine if there exists a path dependency in the argumentations in the European parliamentary debates through the following research question: Is it able to see signs of path dependency concerning welfare regimes in the debates of the European parliament and do these affect how far the EU is willing to go concerning the development of the social citizenship, or has this more to do with the ideological stances between party group affiliations? Gösta Esping-Andersen suggests an almost path dependent development of welfare regimes and suggests that they have an impact on political behavior, and his theory on welfare regimes has been used in this study.  This study has been conducted through an analysis of plenary debates in the European parliament between the years 2001-2010 using Toulmin's argumentation analysis model which focuses on deducing underlying warrants in the statements. Based on this model, the result is that the debates are an ideological conflict. The difference in opinion between the representatives are rather ideologically influenced than based on the path dependence of welfare regimes.

This thesis investigates the relationship between gender and institutions within the context of Nepal’s labor migration. Labor migration is an important issue for Nepal’s economy as nearly 10% of the population works abroad (Sijapati, 2012). However, only 10% of these migrants are women, creating a gender imbalance. One reason for the large disparity between the number of female migrants and male migrants is explained by legal restraints and institutional factors. A potentially more potent reason for the lack of female migrants working abroad can be credited to gender roles and cultural values in Nepali society (Thieme, 2005). This thesis analyzes institutions’ role in labor migration and the relationship between institutions and female migrants.

The Accord was a political exchange whereby the labour leadership participated in the wage restraint programme in return for consultative rights and specific quid pro quo policies, including countercyclical measures to offset fiscal austerity. The President subsequently sustained a policy of fiscal and monetary restraint despite the approaching election and the increasing protests of organized labour. However, in the face of strong opposition from some of Carter's senior economists, the labour leaders secured significant modifications to the second year of the pay standard. The 1980 presidential election renewed incentives for continuing cooperation when economic policy otherwise jeopardized relations.

This study investigates the apparent threat assessment priorities of potential risks to safety in the school environment in the United States and whether stakeholders in Florida private schools that serve exceptional students agree with the priority given to specific identified potential threats. Faculty and staff, high school students, and the students’ parents and guardians at four Florida private schools for exceptional students rated their perceptions of the severity and likelihood of occurrence of nine potential threats identified in a review of federal and Florida state school safety laws and national and state government surveys of incident occurrences. Results showed that although violent potential threats such as an armed intruder, students bringing weapons to school, and physical assaults received priority attention in federal and state school safety laws, stakeholders in Florida private schools for exceptional students indicated that threats of a more personal nature—such as bullying, sexual harassment, and cyberbullying—were the most significant risks to the safety of their school environment. All three respondent subgroups, however, reported high ratings of their overall feelings of safety at their schools.

This thesis examines the history of female immigrant domestic labour in Canada from a socialist feminist perspective. Over the past hundred years, Canadian immigration policy with respect to domestic workers became increasingly regressive with the shift in the racial composition of foreign female domestics. The women's movement contributed to this change as gains in Canadian women's public rights did not effectively challenge the dominant social paradigm of women's roles, and so left intact the public-private divide and the sexual division of labour to which were allied biases of race and class. The women's movement thus became an unwitting participant in the formulation of regressive immigration policies which rebounded on the women's movement itself, reinforcing its internal divisions.

This study examines the worsening position of jobless blue-collar workers in an increasingly meritocratic economy, and uses an innovative crossnational comparative approach to gauge how much the social safety net improves their well-being. I take pairs of unemployed autoworkers who did the same job in the same or similar firms—with the only difference being the country they live in—and compare their outcomes to measure policy effects. My analysis is based on in-depth interviews with seventy-one former autoworkers (divided among American and Canadian workers, and Detroit Three and parts factories) and thirty-six industry and community experts in Detroit, Michigan, and Windsor, Ontario, two metropolitan areas right across the river from one another. It also draws from ethnographic observation within households and the larger Detroit and Windsor areas, which allowed me to put my interviews in context and assemble a rich narrative portrait of unemployment and economic distress. Whereas one school of thought stresses the powerlessness of government in the face of globalization and related economic shifts, and another tends to see an expanded welfare state as a panacea for social ills, I stake out a view somewhere in the middle, arguing that the stronger supports in Canada help unemployed workers cope better with job retraining challenges, health problems, financial difficulties, and fragile family structures, but are limited in their ability to overcome relative inequalities: large gaps in education, family stability, and resources that exist between blue-collar workers and other segments of the labor force. I offer a theoretical and historical framework for understanding the evolution of the labor market and its consequences for less-educated workers, conceiving of the current iteration of capitalism as meritocratic in its focus on human capital as the just arbiter of status, and differentiating this meritocratic orientation from other egalitarian and fraternal approaches to policy and morality in past historical periods. Finally, I examine the meritocratic ideology that blunts political responses to rising inequality, finding that such views, long associated with white-collar professionals, have come to affect the thinking of even unionized blue-collar workers.

The purpose of this paper is to examine the causes of welfare state expansion, specifically the causes of welfare state expenditure of active labor market policy (ALMP). ALMP aims at reducing unemployment and increasing participation in the labor market. The field of political economy has long asked the question of why certain welfare states are characterized by generous social policy, while others are not. Several theories have been presented over the years, each providing new perspectives. The two theories that could be considered to be the most prominent are the Power Resource Theory, which centers on the importance of power resources of major classes, and the Varieties of Capitalism, which is more focused on the different needs of capitalists.The specific interest of this paper is the varying orientations of ALMP. It is argued that ALMP should not be understood as a homogenous concept, but instead as a category of policy which consists of a range of tools from which a government can choose. Analyzing the expenditure of these tools separately is thus of great importance for the development of a deeper understanding of the welfare state.Using regression analysis, I analyze which of the theories mentioned above is most strongly correlated to increased expenditure of ALMP. I use a total expenditure of ALMP, as is customary within the field, but I also include two other measures for specific tools of ALMP; incentive reinforcement programs and training programs.The results indicate that when looking at the total expenditure of ALMP the VoC approach appears to better explain the cause of welfare state expenditure. However, when including the measures for the specific tools of ALMP, the classic notion of VoC is confirmed only regarding incentive reinforcement programs, and contradicted regarding training programs. Moreover, the classic notion of PRT is confirmed regarding the expenditure of training programs, albeit with quite limited evidence. Also, the classic notion within PRT finds little support in the analysis of total expenditure of ALMP and the expenditure of incentive reinforcement programs. Only making a distinction between large and small welfare states is thus argued to be a simplification. Welfare states with similar levels of social expenditure might in fact differ significantly regarding actual policy preference.It is concluded that the continued disaggregation of ALMP is necessary in order to further the research field. Acknowledging the highly heterogeneous nature of ALMP is essential when understanding its expenditure.

This is a study of some of the major aspects of the development of post-colonial labour policy in Zambia. It examines the Zambian Government's attempts to 'incorporate' trade unions into its strategy of national development. Except for such later references as it was possible to include, it covers the period from 1971 to 1986. The purpose of the study is to examine the role played by law in the Zambian Government's attempts to incorporate trade unions and the rank and file sufficiently in the plans for national development. Zambian trade unions at independence were quite autonomous. Given the power and autonomy of trade unions, their attitude and approach have been viewed by the Government as crucial elements of national development. The Government has, therefore, progressively adopted measures aimed at the closer control and regulation of the trade union movement and its membership. In spite of such attempts, however, the approach in Zambia has been less coercive than in some other African countries. The Government has tended to rely on "pressure rather than force". In this context government reforms are examined in four key areas: the regulation of trade union activity, the restructuring of collective bargaining (including incomes policy), industrial conflict and dispute settlement procedures, and workers' participation. It is concluded that the Government has not achieved its stated major objectives. Although trade unions and their members have generally accepted the Government's overall authority to set the agenda of national development, they have resisted attempts to curtail their autonomy. It is on account of this failure that the Government now intends to integrate trade unions into the State completely.

At the time of its debate and passage in 2010-2011, Alabama's immigration law evoked support and opposition from across the state and nation. Despite the outcry, the Alabama business community projected a pronounced public "silence". This silence was particularly curious because of the law's clear and intended goal of self-deportation of Latinos who are a significant labor source for Alabama agri-businesses and food processing industries. The key question for this dissertation is: Why did the poultry processing industry, which has high populations of Latino employees and a significant industrial presence in Alabama, stay publicly silent despite a predictable impact on their labor supply? This qualitative analysis used the lens of the circuits of power model to interrogate this question. The findings indicate that Alabama poultry processors found themselves susceptible to the same opportunities and challenges as any other social actor confronted with the racialized, politicized, and historically contingent challenges facing Latino labor in Alabama. In other words, these business actors were fully socially embedded actors within Alabama. I demonstrate that individual residents, relevant associations, Alabama's politicians, and even the poultry processors themselves never fully realized the political vulnerability of their particular embeddedness until it was too late for poultry processing employers to publicly act to protect their Latino employees from this unjust state law. I collected and triangulated data from multiple sources, including semi-structured interviews, media reports, state and national statistics, official websites, and legal documents. Through discourse and content analysis of this data, I developed a case study that demonstrates how Alabama's poultry processors were on a collision course with Alabama state politicians over immigration reform, but they never saw it coming. In so doing, I raise important questions about limits on the "real" power of economic actors for achieving self-interested business outcomes when those interests contest strongly-held social and cultural norms that are infused with a particular history of race, difference, and alterity in local spaces. I demonstrate that these limits raise questions for the democratic process and have consequences for economic actors with regard to corporate social responsibility claims as they pertain to labor justice.

In this paper, I analyze the effectiveness of state level Earned Income Tax Credit programs on improving of poverty levels. I conducted this analysis for the years 1991 through 2011 using a panel data model with fixed effects. The main independent variables of interest were the state and federal EITC rates, minimum wage, gross state product, population, and unemployment all by state. I determined increases to the state EITC rates provided only a slight decrease to both the overall white below-poverty population and the corresponding white childhood population under 18, while both the overall and the under-18 black population for this category realized moderate decreases in their poverty rates for the same time period. I also provide a comparison of the effectiveness of the state level EITCs and minimum wage at the state level over the same time period on these select demographic groups.

The thesis is focused on the importance of employment policy and its application in the district of Pardubice. The theoretical part of the thesis deals with general problems in the specification of the labor market and unemployment. Concurrently, the thesis is concerned with the characteristics of employment policy in the Czech Republic and European Union. The thesis contributes through its complete overview of the formation and importance of employment policy, depending on the specific conditions of the regional labor market. The main goal of this thesis is to confirm or exclude the presumption, as to whether employment policy measures in the district of Pardubice are effective, in terms of reducing unemployment, maintaining a dynamic equilibrium in the labor market, and supporting the efficient use of labor. In the practical part of the thesis the basic characteristic of the district of Pardubice are discussed, followed by an analysis of the local labor market in the years 2006 - 2011. In the conclusion, the paper presents an evaluation of the development of employment, or rather unemployment, dependent on the implementation and expenditure of the active employment policy and how these polices could help to increase employment in this district.

The U.S. is the only OECD country that does not offer any form of federal paid parental leave. Only three states—California, New Jersey and Rhode Island—have state-provided paid leave policies; implemented in 2004, 2009 and 2014, respectively. Through descriptive statistics and difference-in-difference-in-difference regression analyses of the wages of women and men of childbearing age (19-45 years) in those three states, we assess whether the paid leave programs have effected wages, and whether these effects vary depending on gender. Our results show that wages of women of childbearing age saw negligible net effects post-policy in policy states, although statistically insignificant. On the other hand, the wages of men of childbearing age saw improvements post-policy implementation in policy states, compared to wages in non-policy states. Although the policies do not necessarily widen the gender wage gap, they do not work to help close it, due to flaws in the policies. To be more effective in reducing gender wage gaps, these policies need to increase the amount of paid support, and implement job protection rights in order to decrease the opportunity costs of men taking leave. If more men are able to take paid leave, then potentially parts of the gender wage gap that are due to employers viewing women as less attached to the workforce can decrease. Through this research we came to important conclusions that highlight the ways in which support of working parents in the US is lacking, and offered recommendations to create more equitable and effective policies.

This thesis is a study of the origins and development of law and workers' participation policies in Zambia from their inception in 1969 to 1989. The research was focussed at three levels of investigation: why was workers' participation introduced; what factors have determined its development; and whether the results suggest that state involvement, and the use of law in particular, has made a useful contribution to these industrial relations policies. The value of the work is threefold. First, it makes a modest but significant contribution to the understanding of law and industrial relations in post-independence Zambia. Second, it disputes and, in large measure, seeks to contradict earlier explanations thought to have determined the origins and development of participation policies in the country. Third, it provides original insights into the 1971 and 1988 workers' participation legislation. The methods of investigation have been largely historical and comparative. It analysed primary and secondary materials, supplemented by discussion interviews. Theoretical guidance was drawn from critical studies of corporations, labour law and industrial relations. The study reveals that the origins of workers' participation in Zambia is connected to the political objective in the 1960s of assuring the participation of Zambians in the ownership and management of the economy. Consequently, it argues that the development of these policies is best understood in the context of this origin as well as of the structures and institutions upon which they were erected in the 1970s. Turning to the assessment, it found that very little industrial relations effects have been demonstrated. This was partly a result of three interlocking factors. First, weak and inconsistent laws. Second, the failure to develop the widest possible consensus on participation policies. Third, the absence of economic and political conditions under which the confidence of managers and workers could be won towards state policies.

Evaluation of the effects of the "Training Grant Project" from the perspective of the graduates of the Military Fire Brigade of Maranhão. The "Training Grant" is one of the ninety-four measures in the context of the National Program on Public Security with Citizenship - PRONASCI, which represents, in terms of its scope, administrative organization and budgetary allocation, one of the most important Public security among those already carried out in Brazil. Public Safety professionals participated in this Project in several units of the Federation, through an agreement with the Ministry of Justice. Project participants, including military firefighters, were selected based on the limit of their monthly gross income and their behavior in the corporation. The objective of the research that supported this Dissertation was to evaluate the effects of this governmental measure for the performance of the professional activities of the military firefighter. In the context of the proposed evaluation, it was possible to infer that, despite the relevance and innovative meaning of the modality Of Distance Education qualification - EaD, the singular activity of providing relief, rescue, rescue and civil defense of these public security agents demands practical training. In addition, the "stock market", despite its relevance as a financial complement, may have replaced a possible salary readjustment of the participants and also represented a limiting factor of other fundamental actions foreseen in the PRONASCI formulation.
Avaliação dos efeitos do “Projeto Bolsa Formação” na perspectiva dos egressos do Corpo de Bombeiros Militar do Maranhão. O “Bolsa Formação” é uma das noventa e quatro medidas situadas no contexto do Programa Nacional de Segurança Pública com Cidadania – PRONASCI que representa, em termos de abrangência no alcance de suas medidas, organização administrativa e dotação orçamentária, uma das mais importantes políticas de segurança pública dentre as já executadas no Brasil. Participaram deste Projeto, profissionais da área da segurança pública em diversas unidades da Federação, mediante convênio com o Ministério da Justiça. Os participantes do Projeto, entre eles, os bombeiros militares, eram selecionados em função do limite dos seus rendimentos brutos mensais e do seu comportamento na corporação. O objetivo da pesquisa que deu suporte à presente Dissertação foi aferir os efeitos desta medida governamental para o desempenho das atividades profissionais do bombeiro militar. O universo de pesquisa foi constituído pelos bombeiros militares participantes do “Projeto Bolsa Formação” na cidade de São Luís/MA, no ano de 2009. No contexto da avaliação proposta, foi possível inferir que, não obstante a relevância e o significado inovador da modalidade de qualificação via Ensino à Distância – EaD, a atividade singular de prestação de socorro, salvamentos, resgate e defesa civil destes agentes da segurança pública demanda treinamentos práticos. Ademais, a “bolsa”, apesar de sua relevância como complemento financeiro, pode ter substituído possível reajuste salarial dos participantes e ainda representado um fator limitante de outras ações fundamentais previstas na formulação do PRONASCI.

The ways of organizing political problem solving in society are not static. A pluralistic dynamic society requires a continious reconsideration and adaption of its political in­stitutions, i.e. political institutionalization. Institutiona­lization demands prior organizing activities among actors for political aims. Organizing activities can be seen both inter­nally, externally or between existing organisations and in­stitutions . The degree of institutionalization reflects the organizing activities' survival capacity. The higher the degree of in­stitutionalization the more likely it is that the organizing activity will become a formally based organisation or institu­tion, or will change the dominating values of organisations or institutions. The degree of institutionalization is discussed using the concepts of adaptability, complexity, autonomy and flexibility. The thesis represents a problem-oriented implementation approach where individuals' joint ways of organizing problem- solving are the basis for analysis of both policy-realization and political institutionalization. Policy is defined as ideas and the ways of creating institutional arrangements in order to realize them. A "policy-problem", defined as the empirical question answered by examining the process of institutionali­zation, is used to study the policy-processes in the field of occupational safety and health. The ways in which individuals collectively organize in order to create a good working environment are studied using the concept of implementation structures. These are defined as phenomenological administrative units of analysis, i.e. groups of individuals empirically judged to take part in solving the policy problem.

Esta tese, utilizando-se do mapa cognitivo Strategic Options Development and Analysis - SODA, se propôs a atender o objetivo nela especificado, ou seja, avaliar a importância do comprometimento organizacional para a implementação de um Sistema de Gestão Ambiental SGA por parte dos quinze Gerentes de uma Instituição Pública Federal, localizada no estado de São Paulo. Os dados que compuserem o mapa cognitivo, foram obtidos por meio de entrevista face a face, no período de maio a novembro de 2015, e de reuniões grupais com os referidos Gerentes, no período de dezembro de 2015 a março de 2016. A utilização do método de estruturação de problemas - Problem Structuring Methods (PSMs) - mapa cognitivo - SODA possibilitou investigar, as possíveis incertezas, complexidades e conflitos, voltados para o elemento comprometimento, provenientes da adoção de uma gestão ambiental, por intermédio da implementação de um Sistema de Gestão Ambiental SGA. O resultado da análise do mapa cognitivo demonstrou a importância do comprometimento organizacional quando da intenção de se adotar um Sistema de Gestão Ambiental. Diferentemente do entendimento de Barbieri (2007), o presente estudo coloca a importância desse comportamento não somente por parte da alta direção, mas também por parte de toda a equipe a ser envolvida nas atividades concernentes a tal sistema. Permitiu também a construção de um modelo de mensuração do comprometimento em relação ao Sistema de Gestão Ambiental SGA. O comprometimento mensurado por meio de referido instrumento, está dividido em dois componentes: afetivo que tem o comprometimento como um apego, como um envolvimento, onde ocorre a identificação com a empresa, funcionários com forte comprometimento afetivo permanecem na empresa porque querem, e normativo o comprometimento como uma obrigação em permanecer na organização, funcionários identificados com esse comportamento permanecem na empresa porque sentem que tem essa obrigação. O modelo de mensuração do comprometimento neste estudo sugerido, a ser validado em estudos longitudinais, permitirá mapear elementos de forma que possam observar tendências. Referido instrumento não foi validado neste estudo, no entanto sugere-se que estudos futuros, por meio de estudos longitudinais procedam sua validação.

In Master's thesis there analyzed and evaluated the current situation of the undeclared work control efficiency in Lithuania. The problem – solving directions are specified. In first main part of the thesis there are researched emerge causes of the undeclared work. Analyzed legal and illegal work problematic aspects, undeclared work formation aspects. In the second part of the thesis there are analyzed undeclared work phenomena control problem in the European Union, assessed undeclared work volume and undeclared work control system in Lithuania. In the third part of the thesis analyzed undeclared work control efficiency in Lithuania. Trying to find out the undeclared work efficiency problems, was made an expert survey of the Lithuanian State Labor Inspectorate and finally presented problem – solving directions of the undeclared work control efficiency Lithuania.

Compuesta por tres capítulos: El primero es un estudio sobre la implementación the Sparse Grid métodos para es el estudio de modelos económicos con muchas dimensiones. Llevado a cabo mediante aplicaciones noveles del método de Smolyak con el objetivo de favorecer la tratabilidad y obtener resultados preciso. Los resultados muestran mejoras en la eficiencia de la implementación de modelos con múltiples agentes. El segundo capítulo introduce una nueva metodología para la evaluación de políticas económicas, llamada Synthetic Control with Statistical Learning, todo ello aplicado a políticas particulares: a) reducción del número de horas laborales en Portugal en 1996 y b) reducción del coste del despido en España en 2010. La metodología funciona y se erige como alternativa a previos métodos. En términos empíricos se muestra que tras la implementación de la política se produjo una reducción efectiva del desempleo y en el caso de España un incremento del mismo. El tercer capítulo utiliza la metodología utiliza en el segundo capítulo y la aplica para evaluar la implementación del Tercer Programa Europeo para la Seguridad Vial (Third European Road Safety Action Program) entre otras metodologías. Los resultados muestran que la coordinación a nivel europeo de la seguridad vial a supuesto una ayuda complementaria. En el año 2010 se estima una reducción de víctimas mortales de entre 13900 y 19400 personal en toda Europa.

The purpose of the study is the importance, development and justification of the development strategy of the State Ecological Inspectorate in Chernihiv region. The object of research is the processes of development strategy development of the State Ecological Inspectorate in Chernihiv region. The subject of research is theoretical and methodological aspects and practical recommendations of the development strategy of the State Ecological Inspectorate in Chernihiv region. The information basis of the study is the Constitution of Ukraine, current regulations governing the functioning of the pension system; reporting data and analytical materials of the State Ecological Inspectorate, materials of the State Statistics Service of Ukraine. Research methods - theoretical methods, such as analysis of the processed material, synthesis and comparison of the received information, abstraction, etc .; as well as empirical methods.

The thesis deals with the problem of welfare state. It focuses on a comprehensive analysis of the causes of the welfare state's problems, and, furthermore it outlines the risks that these problems bring. In the analytical part, these risks are calculated in three areas, which are financing system, family policy and population aging. The Czech Republic is compared in these indicators with countries that have been selected based on Esping-Andersen typology of welfare state: the UK, Germany, Denmark and the United States of America. The results of the analysis are evaluated in conclusion of the thesis. On this basis, ther are formulated recommendations for the Czech Republic, which has the biggest deficiencies in family policy in comparison with other selected countries. Denmark, a representative of the Scandinavian welfare state model, has relatively best results; on the other hand, the United States, with its emphasis on free market, individual freedom and own responsibility principles, face the challenge. The crisis of the welfare state does not have to necessarily result into the end; however, it is inevitable to imply certain unavoidable steps. These measures do not hold for the Czech Republic.

Face of capital's structural crisis, triggered an extensive process of productive restructuring and rebuilding of mediation of class conflict to ensure the resumption of the bases of capital accumulation. This process requires the state to renew its political pedagogy to account for the maintenance of consensus on the model of hegemonic development. To this end, promotes comprehensive reform of the educational system in order to tailor it to the new demands of capital. In this context, from the rise of human capital theory, expressed in the concept of employability, basic education and vocational education are triggered as a privileged strategy for training of workers from new type. That way, training/professional qualification shall be proclaimed as a factor in generating employment and income, imposing new basis for understanding the relationship between work and education, materialized in National plan of Professional Formation (PLANFOR) and National plan of Qualification (PNQ). Before this problem, we choose as the object of study the dynamics of political pedagogy renewed social dialogue established in the management of public policy work, qualifications and income generation. For analysis of this object of study, we chose as the empirical reference actions and formulations of the Municipal Employment (CME) from Nova Igua?u, RJ. We start from the assumption that CME serves as a private apparatus of hegemony, with the task of educating the whole society to the consensus around the project of bourgeois sociability, promoting harmonization of conflicting interests through the mediation of class conflict, with view to forming the lower classes to the current dynamics of job insecurity. Our goal is to explain the dynamics of political pedagogy and actions contained in the formulations of CME Nova Igua?u / RJ to work, qualifications and income generation from the validity of PLANFOR and PNQ. This is a basic research, qualitative analysis of an explanatory nature, which data collection takes the following instruments: a) literature review; b) survey and analysis of primary sources (reports, minutes, official documents, pamphlets, brochures, etc.); c) interviews, and d) observation of the actions and formulations of the subjects involved in the dynamics of the CME. We found some failings in institutional articulation of CME for the creation of new jobs, lack of supervision and monitoring the implementation of Fund of Support to the Worker (FAT), lack of legitimacy to the State and Municipal Government. Besides, we found that investigated the actions of the CME are conditioned by institutional engineering PNQ, while its dynamics reveals some unproductive policy of job creation and income of the country and the difficulty of striking its articulation with the training policy/professional qualification. This unproductive, on the other hand, implies the conformation of all the current workers to current standard of bourgeois sociability, expressed as a ?new civic culture?, based on radical individualism and moral value in entrepreneurship, social leadership and competitiveness, which, paradoxically, is its productivity. conclude that the ideal of professional qualification as a factor in generating employment and income to support political and ideological work to conform to the "new civic culture?, naturalizing the current exclusionary dynamic of capitalism, characterized by structural unemployment, the intensification of job insecurity and the flexibility of labor rights. CME therefore constitutes a private apparatus of hegemony, as it materializes pedagogy renewed political capital.
Diante da crise estrutural do capital, desencadeia-se amplo processo de reestrutura??o produtiva e recomposi??o dos mecanismos de media??o do conflito de classe para garantir a retomada das bases de acumula??o de capital. Este processo exige do Estado a renova??o de sua pedagogia pol?tica para dar conta da manuten??o do consenso em torno do modelo de desenvolvimento hegem?nico. Para este fim, promove ampla reforma do sistema educacional a fim de adequ?-lo ?s novas demandas do capital. Neste contexto, a partir do recrudescimento da Teoria do Capital Humano, expressa no conceito de empregabilidade, a educa??o b?sica e a educa??o profissional s?o acionadas como estrat?gia privilegiada de forma??o de trabalhadores de novo tipo. Assim, a forma??o/qualifica??o profissional passa a ser proclamada como fator de gera??o de emprego e renda, impondo novas bases para compreens?o da rela??o entre trabalho e educa??o, conforme materializada no Plano Nacional de Forma??o Profissional (PLANFOR) e no Plano Nacional de Qualifica??o (PNQ). Diante desta problem?tica, elegemos como objeto de estudo a din?mica da pedagogia pol?tica renovada do di?logo social estabelecido na gest?o da pol?tica p?blica de trabalho, qualifica??o e gera??o de renda. Para an?lise deste objeto de estudo, elegemos como refer?ncia emp?rica as a??es e as formula??es da Comiss?o Municipal de Emprego (CME) de Nova Igua?u-RJ. Partimos da hip?tese de que essa CME funciona como aparelho privado de hegemonia, com a fun??o de educar o conjunto da sociedade para o consenso em torno do projeto de sociabilidade burgu?s, promovendo a harmoniza??o de interesses conflitantes por meio da media??o do conflito de classes, com vistas ? conforma??o das classes subalternas ? atual din?mica de precariedade do trabalho. Nosso objetivo ? explicar a din?mica da pedagogia pol?tica contida nas a??es e formula??es da CME de Nova Igua?u/RJ para o trabalho, a qualifica??o e a gera??o de renda a partir da vig?ncia do PLANFOR e o PNQ. Trata-se de uma pesquisa b?sica, de an?lise qualitativa, de car?ter explicativo, que para coleta de dados toma os seguintes instrumentos: a) revis?o de literatura; b) levantamento e an?lise de fontes prim?rias (relat?rios, atas, documentos oficiais, panfletos, cartilhas etc.); c) entrevistas; e d) observa??o das a??es e formula??es dos sujeitos envolvidos na din?mica da CME. Verificamos certa inoper?ncia da CME na articula??o institucional para a cria??o de novos postos de trabalho, aus?ncia de fiscaliza??o e acompanhamento da aplica??o dos recursos do Fundo de Amparo ao Trabalhador (FAT), falta de legitimidade perante o Governo Municipal e Estadual. Al?m disso, verificamos que as a??es da CME investigada s?o condicionadas pela engenharia institucional do PNQ, ao mesmo tempo em que sua din?mica denuncia certa improdutividade da pol?tica de gera??o de emprego e renda do pa?s e flagrante dificuldade de sua articula??o com a pol?tica de forma??o/qualifica??o profissional. Tal improdutividade, por outro lado, implica a conforma??o do conjunto dos trabalhadores ao atual padr?o de sociabilidade burgu?s, expresso em uma ?nova cultura cidad??, fundamentada no individualismo como valor moral radical, no empreendedorismo, no protagonismo social e na competitividade, o que, contraditoriamente, constitui sua produtividade. Conclu?mos que o ide?rio da qualifica??o profissional como fator de gera??o de emprego e renda funciona como suporte pol?tico ideol?gico para a conforma??o ? ?nova cultura cidad??, naturalizando a atual din?mica excludente do mercado capitalista, caracterizada pelo desemprego estrutural, pela intensifica??o da precariedade do trabalho e pela flexibiliza??o dos direitos trabalhistas. A CME, portanto, se constitui em um aparelho privado de hegemonia, na medida em que materializa a pedagogia pol?tica renovada do capital.

Проаналізовано сучасний стан ринку праці в Україні та Одеській області, динаміку показників безробіття в Одеській області, державну політику зайнятості та соціальний захист безробітних. Визначені основні проблеми безробіття в Одеській області. Запропоновано прогноз рівня безробіття в Одеській області та впровадження зарубіжного досвіду щодо скорочення безробіття в Одеській області.
Thesis consists of three chapters. Object of study is unemployment process in Ukraine and Odessa region. Thesis deals with theoretical aspects of unemployment, identifies its essence, types, and indicators of unemployment assessment, causes and socio-economic consequences of unemployment, and explores the experience of overcoming unemployment in developed countries. Author analysis of the labor market in Ukraine and Odessa region, the dynamics of unemployment in Odessa region, state employment policy and social protection of the unemployed are analyzed. The main problems of unemployment in Odessa region are identified. The forecast of the unemployment rate in Odessa region and the introduction of foreign experience in reducing unemployment in Odessa region are proposed.
