One of the main directions of modern higher education is the preparation and development of a future specialist as a highly educated, integrated person with a high level of competence, able to build and fulfill creatively his human and social goals regardless of growing tasks. «In accordance with the requirements of society, the state and the labor market, the higher education system is necessary to ensure the education of young people capable to create professional development in the context of automation and modern advanced technologies. An analysis of the scientific and methodological literature shows that young people at the stage of professional development at the university stage are not independent enough and are not informed about the choice of profession insuffi-ciently. Creative development of students in the process of professional development will solve the problem of reproduction and development of human resources in the country effectively. The article explains the concept of «psychological adaptation» including «professional skills» and also discusses some innovative teaching methods at universities. The main approaches to the introduction of innovations in modern higher education are analyzed. It also identifies the differences between traditional and innovative learning and shows the choice of innovative didactic goals, as well as the advantages and disadvantages of using certain methods.

Purpose The purpose of this paper is to highlight the ways in which traditional views of entrepreneurs and entrepreneurship have inadvertently limited entrepreneurship education. The authors propose a broader view of what it means to be an entrepreneur and describe a disruptive approach to entrepreneurship education, one that centers around building students’ entrepreneurial mindset. By tapping into students’ “inner entrepreneur” and nurturing their abilities to think and act creatively, embrace failure, effect change and be resilient, the authors are preparing them for the challenges of the twenty-first century labor market. Design/methodology/approach This is a perspective paper about how the traditional views of entrepreneurship education may be limiting its potential to create entrepreneurial college graduates set to take on twenty-first century careers. Findings Teaching the entrepreneurial mindset and process will allow us, as educators, to best prepare our students for the complexities of the current and future workforce. Originality/value By embracing the original meanings of the word “entrepreneur” – an act of reaching out and capturing and undertaking – the authors demystify what it means to be an entrepreneur. When we adopt a broader and more accurate conceptualization of “the entrepreneur,” we can teach our students to be the entrepreneurs of their lives.

The article presents the results of a study on determining the relationship between the parameters of socio-economic development and changes in the labor potential of the border regions of the North Caucasus, in particular the Republic of Dagestan. The study is based on the methodology for assessing the actual state of the labor potential of the Russian regions of the southern Federal University, developed by T. Y. Kryshtaleva. A composite index was calculated for each of the components of labor potential.

The mining industry is one of the biggest industries and has a strong impact in Peru. Despite the mining industry’s importance, it faces labor shortages and environmental risks. For these situations, mining students are important sources of workers not only as labor forces but also as skilled workers who can contribute to solving the environmental issues of mining companies. Thus, the purpose of this paper is to assess Peruvian university mining students’ preferences for labor conditions in mining sites using a discrete choice experiment in order to promote efficient improvements in labor conditions in mining sites that contribute to stable employment and address environmental concerns. The number of respondents was 222 in two Peruvian universities, including males and females aged 16–35 years. The analysis’s findings indicate that labor conditions at mining sites can be optimized by adjusting them to specific individual characteristics of potential mining workers, resulting in a more efficient working environment for companies and workers.

The purpose of this article is to improve theoretical, methodological, and applied foundations of the study of the educational component of human potential. Design/methodology/approach. Scientific works of domestic and foreign scientists studying issues related to human potential, labor market, and education financing, as well as official statistical data that characterize these issues, formed the information, theoretical, and methodological basis of the study. To achieve this purpose, the article uses a set of scientific methods that have ensured conceptual integrity of the study, in particular: the method of theoretical generalization and the abstract method were used to systematize scientific results and formulate conclusions; the method of structural analysis was used to study education costs in terms of individual components; concentration and differentiation analysis was used to study distribution of costs of financial agents; dynamic modeling was used to build trends in the number of educational institutions, the number of students, and the total cost of education; the tabular method was used for a compact representation of quantitative indicators; the graphical method was used to visualize the results of the study, etc. Findings. The functioning of the country's education system has a decisive influence on the quality of human potential. Graduates who complete a higher education program are more likely to work in knowledgeintensive jobs and earn higher salaries. Workers with higher education are usually more likely to be formally employed and less likely to lose their jobs. Effectiveness of the education system depends on its financing. The results of the analysis of data on expenditures on education in Ukraine indicate the following patterns: most funds are allocated for educational services provided by higher education institutions, for the first stage of secondary education and primary education; private firms and corporations most often allocate their funds for post-secondary education; the share of state institutions among financial agents carrying out activities in the field of education reaches about 90 %; the maximum costs of the public sector are observed at the ISCED 0-3 educational levels; the network of institutions and the contingent of students receiving vocational, technical, and higher education are decreasing; there is a declining trend in the level of education expenditures in the Consolidated Budget expenditures. The rise in the price of educational services against the background of an unbalanced labor market leads to a loss of knowledge; additional retraining expenses; increase in social benefits. Practical implications. The materials presented in the article can be useful to representatives of institutions and scientists whose activities are related to the financing of education and the labor market. Originality/value. In the article, the author. The level of education of an employee is considered as one of the components of their potential. This component allows an employee to compete successfully in the labor market. In Ukraine, financial resources of the population cover more than 30 % of doctoral studies and their equivalents, as well as about 25 % of expenditures cover higher education. Given the spread of poverty and the weakening of state support for higher education, Ukrainians will face the problem of the provision of financial support for universities.

The speakers actively discussed the development of social and labor sphere of modern Russia, its future in the conditions of digitalization and humanization, the problems of formation and development of human potential and transformation of labor relations in the digital economy, as well as prospects and risks in the regional, sectoral and corporate labour markets in connection with digitalization. The discussions identified and justified the need to consolidate efforts to establish an Association of labor economists, to continue the tradition of holding annual international inter-University scientific conferences for the exchange of scientific ideas and consistently project the position of the ILO in science, practice and in the teaching process.

This article deals with the problem of risk accumulation in the regional labor market of university graduates as a specific socio-demographic group. Risks are investigated on the basis of a synthetic concept that takes into account the mutual influence of subjective (personal) and objective (contextual) factors. The article aimed to study the risk factors of subjective and objective nature in the regional labor market of university graduates. The analysis of the available scientific experience has shown that there is no holistic concept of risks in the labor market of graduates, although there are works that study professional risks in the context of employment, analyzing the situation of young people in the labor market. Risk factors were investigated based on four characteristics describing the risk society: the uncertainty of the situation, uncertainty of the environment, unpredictability of the development trend, and inadequacy of personal resources. The inadequacy of resources is the level of theoretical and practical preparedness, the correspondence of the performed functions to the received specialty, and the desire to change jobs. The information was collected using an online questionnaire. The analysis of each characteristic of the regional labor market showed the presence of enlarged risk factors influencing the decision to choose a job: lack of information and knowledge about the situation in the labor market and insufficient professional potential of graduates, who are motivated only by a prestigious, well-paid job, rather than by creativity and self-realization in their profession.

Youth unemployment in Serbia has structural and long-term characteristics. This is related to disbalance between competencies of young people and needs of employers. As a result of the economic crisis, the relative position of young people with a university degree in this respect has deteriorated further. University career centers are regarded as intermediaries in the labor market. In addition to informational and advisory services, educational function of career centers is an essential element of their scope of work. The question is whether and to what extent the educational role of the university career centers is recognized in national education and employment policies. The analysis results vary. There is a potential for further growth and recognition of the role of university career centers as providers of educational services, as well as important elements of labor market harmonization. That would finally lead to improvement of social and economic position of young people with a university degree.

Анотація:

The article examines the accumulation of intellectual human capital and highlights the characteristic age periods of its formation. A graphic model of the accumulation and interaction of intellectual human capital of pre-retirees and young people has been developed. On the basis of the analysis of migration processes in Altai Krai, the relevance of such interaction has been justified. A theoretical and comparative analysis of the employment status of higher and secondary specialized educational institution graduates has been carried out. There is an increase in the unemployment of young specialists with higher education and the discrepancy of performed work under the received specialty due to lack of experience. A variant of acquiring such experience is proposed by means of students’ study and work combining in senior courses in interaction with specialists of pre-retirement age, who possess intellectual human capital and remain in the labor market due to the increase in the retirement age. The author believes that the proposed interaction between students and pre-retirees should be implemented within the framework of the Demography and Labor Productivity and Employment Support national projects.

Research background: A common problem of employing the Czech unemployed (especially young people) is that their professional and personal qualities often do not meet the re-quirements of employers. Despite the increasing level of education, the unemployment of young generation of millennials has been worsening. It seems that they often lack relevant professional skills and social habits, and usually have unreal expectations about their initial job opportunities. We want to explore this problem in more detail. Purpose of the article: The purpose of the article is to present work expectations of today's Czech millennials and post-millennials and discuss their potential employability on the Czech labor market. Methods: The paper is based on the analysis of available scientific literature and the results of the authors' questionnaire survey focused on students of three selected Czech universities and their motivation to study at university and their expectations about the future career. The survey was conducted in spring and autumn 2016. The respondents were full-time and com-bined bachelor's and master's students of the College of Regional Development in Prague, the Masaryk Institute of Advanced Studies of the Czech Technical University in Prague and the Education Management Centre of the Faculty of Education of the Charles University in Prague. The relevant data were obtained from 484 students. Findings & Value added: The results support the research assumption that young generation of Czech millennials show relatively high expectations related to work and career, which would limit their employability. Many employers are afraid of employing young people, but from the perspective of potential shortage of qualified and motivated people on the Czech labor market they should learn to create appropriate and attractive employment opportunities for young people to ensure effective development of their potential. The article presents common work expectations of today's Czech millennials and provides employers with some advice to manage them.

Based on the results of the authors’ sociological research, the article analyzes the components that determine the professional development trajectories of young teachers in an innovative technical University. In the course of studying the respondents’ motivational preferences and working conditions there were revealed the peculiarities of young teachers’ adaptation in the educational process. The requirements imposed by the University in the process of its innovative development on young teachers and researchers are of key importance. An openness of the University to innovation involves the formation of a whole range of activities on quality management, measuring the activity of young teachers in research and educational work of structural units. The presented complex analysis of the developing practices allows to reveal the most “bottlenecks” in the work with young people and to offer a list of practical recommendations for the fuller use of their professional potential.

Introduction. Under conditions of today the labor management system in the institution of higher education is tasked with finding new more effective forms of labor, how to increase the motivation of workers, material and moral interest of employees in work, reduce or even eliminate potential conflicts, how to ensure consistency in management personnel activities and performers, etc. Purpose. The purpose of the article is to investigate the features of ensuring efficiency of social and labor relations of university personnel during its outsourcing. Results. The features of ensuring the effectiveness of social and labor relations of the higher education institution personnel during its outsourcing are considered. The main problems that affect the effectiveness of social and labor relations during outsourcing the personnel of higher education institution are highlighted. The basic criteria and corresponding indicators of social and labor relations optimization and labor processes during outsourcing of the personnel of higher education institution are characterized: economic, social, psychophysiological, technical. It is noted that the results of this study may be useful to specialists dealing with the problems of increasing the efficiency of outsourcing and its use in higher education institutions under modern conditions. Conclusion. The effectiveness of social and labor relations during outsourcing the higher education institution personnel is defined as the aggregate usefulness and benefit of its implementation in relation to the additional costs of its implementation, as well as when comparing with the previous result of the activity. By its essence optimization of labor processes comes down to achieving complex of economic, social, psychophysiological and technical goals, about achievement level of which necessary to draw a conclusion on the basis of certain criteria. The concrete expression of these criteria through a system of empirical indicators needs further elaboration, so there is a need to develop the method for evaluating effectiveness of social and labor relations when outsourcing the higher education institution personnel.

AbstractThe paper explores the current state of the university-business cooperation at EU, and national level, and it seems that a more structured university-business cooperation might enable universities to adapt their curricula to meet labor market requirements better. A project was designed to address this issue and received funding on a national merit-based competition. During project implementation, exploratory surveys have conducted, findings-based solutions have adopted in practice with promising results. The paper presents the conceptual framework of the Adapt2jobs project, the main activities, and results and how these converged with the current trend in university-business cooperation. The study limits emerged from the scale of the project implementation, and from the response rate registered at the business cohort. Nevertheless, the paper has a clear, practical value which demonstrates that the university-business cooperation can be efficient in curriculum adaptation to the labor market requirements. The study has a real potential for duplication in a wider context, and a comparative analysis is needed to identify good practices in the field, nationally and internationally.

This paper develops a mathematical model describing the potential buildup of high oxytocin concentrations in the maternal circulation during labor in terms of continuous Pitocin infusion rate, half-life, and maternal weight. Oxytocin override of the degradation of oxytocin by placental oxytocinase is introduced to model the potential transfer of oxytocin from the maternal circulation across the placenta into the fetal circulation and from there into the brain of the fetus. The desensitization unit D equal to 1.8E6 (pg·min)/ml is employed to establish a desensitization threshold and by extension, a downregulation threshold as a function of oxytocin override concentration and continuous Pitocin infusion time, that could be a factor in the subsequent development of autism among offspring. Epidemiological studies by Duke University [1], Yale University [2], and Harvard University [3] are discussed regarding Pitocin use and offspring autism development for an explanation of the weak correlations they identified. The findings of the Harvard epidemiological study are reinterpreted regarding Pitocin use and its conclusion questioned. Further evaluations of the findings of these three epidemiological studies are called for to incorporate medical information on quantity of Pitocin used, continuous Pitocin infusion rate, length of labor, and maternal weight to determine if a correlation can be established with offspring autism development above an empirically determined desensitization threshold for Pitocin use. Suggestions for research are discussed, including an alternative to continuous Pitocin infusion, pulsatile infusion of Pitocin during labor induction, which may mitigate possible offspring autism development.

The article is aimed at identifying the problems of the regional labor market and the market of educational services in order to improve the system of youth employment. The paper identifies the role of education as the most important institution for the formation of the internal socio-economic potential of the territory and the development of the local community. The relevance of the problem for the Irkutsk region lies in the imbalance of supply and demand of young professionals - generation Z - in the conditions of the resource nature of the economy. The study confirmed that young people aged 20-24 are the most vulnerable in the regional labor market. The main results of the work are as follows: 1) there is no effective interaction of market participants with the changed labor claims of modern youth; 2) educational services of the Irkutsk region are not relevant to the regional labor market. Uncertainty in the interaction of market actors does not give a clear understanding of the prospects for the formation of labor skills and activates the migration of young people. As a result, the territorial labor market lacks human and educational potential, and the return on the regional structure of the resource economy does not contribute to the transformation of potential into capital. The study emphasizes that the realization of the potential of the population and the activation of territorial unification cannot be effective without a clear understanding of the vector of development of the higher education system. It is necessary to supplement the regulatory and strategic documents of the region with reasonable indicators of employment of university graduates. The results obtained can be used by regional authorities, higher education, science and business structures in order to effectively interact the territorial markets of educational services and labor.

Purpose The purpose of this paper is to view the actual problems of the Russian system of higher education: lack of connection between labor market and market of educational services, decline in the quality of higher education in the country, reduction of intellectual potential of the youth, commercialization of higher education, etc. Design/methodology/approach The author offers approaches to complex evaluation of university education from the positions of social and economic effectiveness on the basis of the matrix of criteria; modern tendencies and perspectives of the development of educational environment are determined, as well as factors facilitating the achievement of the maximum effectiveness of educational activities in Russian universities. Industrialisation is considered as main engine of growth in economic development of the most emerging markets. This is especially true for Central Asian transitional countries as Kazakhstan, which obtained independence from the Soviet Union in 1991. For enhancing country’s competitiveness potential, Kazakhstan National Program for 2010-2014 aimed to accelerate industrial-innovative development of the country. While many papers published about the importance of industrialization activities in Kazakhstan, few have focused on examining the current capacity of labor market to meet the industry demand. Main aim of this paper was to investigate if current manpower is adequate to maintain the planned rate of growth in the country. Higher level of economic production led to higher demand of engineering labor force. High demand with low frequency supply created an imbalance in the labor market that resulted what we see as shortage of technically skilled labor. Low frequency of supply is influenced by such factors as high engineers’ outflow rate, low students enrolment and graduation rates, and lack of practical skills of the graduates hired. International norms regarding educational activity are aimed at forming entrepreneurial competencies in students. The motivational readiness of student youth to implement these entrepreneurial competencies in practice reflects the potential for entrepreneurship development. Despite the social group of student youths being considered belonging to the category of economically inactive population, students are traditionally engaged in social production. New changes in labor and consumption conditions of higher education services contribute to the growing trend in students who combine study and work. Considering this trend, we investigate the impact of students’ work experience on forming their entrepreneurial potential. The analytical component of this study is performed according to the materials obtained through a questionnaire, which covers 746 students. The findings prove that students who engage in employment before studying at university tended to combine university studies and employment in social production. Having such an employment experience increases students’ confidence regarding their entrepreneurial abilities and has a positive effect on students’ intentions to start their own businesses. Simultaneously, the lack of experience in management assistance does not constrain students’ intentions to start a business.

This study aims to redirect the human resources of university graduates towards the actual needs required of society. The huge increase in the number of graduates in the Arab world is not matched by economic growth and therefore organized labor markets that can harness the skills of graduates and invest in developing the new and future required skills to meet the challenges of the labor market. This study presents a broad comparison between the narrow and general concepts adopted in education. The study aims to provide an analysis of what should be the future direction of higher education in countries and how this can be applied to education systems in Arab countries such as Saudi Arabia. Finally, it makes evidence-based recommendations to support such strategic choices, and the study concludes that a broad system that does not integrate with market needs and operates away from serious partnership with stakeholders and employer groups will certainly fail to meet national needs and national aspirations, as the data analysis revealed. University students are gathering in majors to saturate the labor market with graduates with low potential to compete in the job market, and this has led to the recommendation to take serious steps that would stimulate efficiency and responsiveness to the system. New programs and curricula that reflect market demand Shifting resources towards such a system will benefit universities as they can focus on meeting skills needs and employers who can hire skilled employees through active participation in building skill sets.

The results of a scientific search dedicated to the problem of educational services transformation and whole education system adaptation to the challenges of the modern labor market were discussed in the article. The relationship between the problems of the Ukrainian labor market, the outdated educational system and inefficient human potential using is established. The essential correlation between the priority directions of human development for Ukraine and the main directions of educational system reforming are determined. Based on the analysis of the Human Development Index in Ukraine and other statistical indicators, directions for development and realization of social and educational service are determined with the condition of attraction of non-governmental organizations. The necessity of introducing new practical approaches was developed and theoretically substantiated for: · Expanding the range of entities providing educational services based on public-private partnership; · Establishing the accordance between the number of university applicants and request for them in the labor market; · Increasing the value of education through establishing the relationship between its level and the well-being of the employee; · Creating conditions for the dynamic adjustment of the content of education, depending on the labor market trends. The necessity of introducing new practical approaches for more effective development of human potential by restoring the education value and providing productive employment has been developed and theoretically substantiated.

This article presents a case study for transitioning library-led open-educational resources (OER) initiatives away from labor-intensive activities to a model where library personnel focus on project management responsibilities. This shift from labour-intensive activities, such as workshops and training sessions, led to more collaborative partnerships with faculty and students to produce OER projects. In particular, we focus on labour implications for the various stakeholders involved and the sustainability of these initiatives. We describe several initiatives undertaken by the Ohio University Libraries to encourage open educational resource adoptions and projects, including a grant-funded initiative to provide support services for faculty creating OER. That funding, which was awarded to enhance undergraduate education, has been used to support the development of five OER projects that have directly involved students in the creation of those materials. We provide an overview of the various ways in which students have become involved in OER creation in partnership with faculty and librarians and discuss the impact these partnerships have had on student-faculty-librarian relationships and student engagement. Among these projects are an Hispanic linguistics open textbook created using only student-authored texts, student-generated test banks to accompany existing OER materials for a large-enrollment art history course, and several other projects in which hired student assistants are helping faculty to develop content for open textbooks. This article helps to address a gap in the literature by providing transparency regarding the personnel, costs, and workflow for Ohio University Libraries’ OER initiatives and addressing potential areas of concern surrounding student labour.

In the present work shows the reach of Spanish Qualifications Framework for Higher Education (MECES), approved by Royal Decree 1027/2011, 15th. of July as a benchmark, allowing consistent placement of all qualifications higher education in Spain, for classification and comparison with other European countries and with their own qualifications framework for the European Higher Education Area, focusing on assessing the potential impact for the purpose of facilitating the mobility of students in national and international labor market. The MECES has hosted four levels according to the learning outcomes achieved by students in the field of higher education. Descriptors such results should be reflected in the European Diploma Supplement, which becomes the letter to the student who enters the labor market. Despite the progress that involve the work done in this regard, we consider the student's employability requires the acquisition of technological and language skills that are not covered between learning outcomes, and the success of the qualifications framework need further information to the businessmen and their participation in its development.

The main factors influencing the professional self-determination of university entrants and students are analyzed, the dynamics of the integration processes of universities with the domestic labor market is traced. Theauthors of the article tried to assess the competence status of a university graduate, which affects its implementation in the labor market. The problem of revising the criteria for assessing the quality of educational services within the framework of regulatory guillotine is comprehended. The article analyzes the effectiveness of creation and functioning of flagship universities, their potential in creating real competition for the capital's educational institutions due to the ability to provide regional labor markets with qualified scientific and professional personnel, in demand for solving the problem of developing a particular subject of the federation. The problems of conjugation of Federal state standards of higher education and professional standards, resulting from an insufficiently coordinated approach to the classification of areas of professional activity, are considered. The need to strengthen the connection between educational institutions and the real sector of the economy is emphasized. According to the authors, one of the aspects of solving this problem is the participation of employersboth in the development of professional standards and in the preparation of educational programs, in order tomaintain the composition of competencies in an up-to-date state that meets the real needs of employers.

Labor productivity in terms of material value (weight of plants harvested per hour per person) was evaluated for 6 months from the start of operations in a research facility at Osaka Prefecture University (Osaka, Japan), serving as a model system for plant production with sole-source lighting (also referred to as a “vertical farm” or “plant factory”). The research facility is capable of producing lettuce plants (Lactuca sativa) at a maximum production rate of ≈5000 plants/day when the relative harvest rate (i.e., number of plants harvested/maximum potential number of plants harvested) is 100%. However, in the present study, the relative harvest rate at the research facility was in the range of 17% to 65% and labor productivity varied from 1.5 to 6.0 kg·h−1 per person. The evaluation results indicated that increasing the weight of plants harvested and increasing the relative harvest rate was necessary to maintain a high level of labor productivity. The processing time for harvesting was greatest among all plant operations, suggesting the need to reduce the time taken in this operation to increase the labor productivity in the research facility and in other plant production systems with sole-source lighting (PPSLs). This study demonstrates the importance of analyzing labor productivity for increasing the commercial feasibility of PPSLs. However, further long-term investigation with higher relative harvest rates is required for a more definitive conclusion.

Aim This study aimed to examine the association between clinically diagnosed chorioamnionitis and failed conversion of epidural labor analgesia to cesarean delivery anesthesia. Methods This retrospective, single-center cohort study, conducted in a university hospital, enrolled term parturients undergoing emergency cesarean section after induction of epidural labor analgesia between September 2015 and May 2019. For the purpose of this study, all cases were re-examined to ensure that they fulfilled the criteria of chorioamnionitis, regardless of the actual indication for cesarean section proposed by obstetricians at the time of application. The primary outcome was failure of conversion of epidural labor analgesia to cesarean delivery anesthesia. Multivariable logistic regression analysis was performed to investigate the association between chorioamnionitis and failure of anesthesia for cesarean section. Results Among the 180 parturients reviewed, 58 (43.9%) fulfilled the criteria for chorioamnionitis. Failure of epidural conversion in the chorioamnionitis (+) group was significantly higher than in the chorioamnionitis (-) group (46.6% [27/58] vs. 18.9% [14/74], crude odds ratio = 3.7, 95% confidence interval: 1.7–8.3). After adjustment for potential confounders (age, body mass index, multiparity, and duration for epidural labor analgesia), chorioamnionitis was found to be associated with failure of anesthesia for cesarean sections (adjusted odds ratio = 3.6, 95% confidence interval: 1.6–8.4). Conclusions Chorioamnionitis is associated with the failed conversion of epidural labor analgesia to cesarean delivery anesthesia.

This article considers the labor market consequences of attending a Historically Black College/University (HBCU). With 2015 U.S. Department of Education College Scorecard Data, we use a matching estimator to identify and estimate the treatment effect of HBCU attendance on median earnings, earnings relative to a high school graduate, and income relative to that of the household at the time of initial enrollment, 6 and 10 years after attendance. Our treatment effect parameter estimates suggest that once we account for the differential return to college majors, the urban wage premium, and the proportionality/dependence of the labor market return of Black student college attendees on the share of a college/university’s student population that is Black, there is a long-run earnings premium associated with HBCU attendance. In addition, for HBCUs in general, we find that there is a population of students who would realize a positive labor market premium—as high as approximately 42%—and earn more than a high school graduate if they were to attend an HBCU. With respect to intergenerational income mobility, we find that HBCU attendance enables their actual and potential attendees to move to a higher quantile of income relative to their households in the long run.

Mitkovskaya - the graduate of Barnaul State Pedagogical Institute, Honored Teacher of the Russian Federation, Hero of Socialist Labor of the USSR. She worked all her life in a secondary school in the village of Talmenka, Altai Krai. She has 45 years of pedagogical experience. The total length of pedagogical experience is 45 years. The composition of the personal collection is described: household items (clothing), educational literature, printed and handwritten documents, photos. Attention is focused on the historical and memorial value of unique documents and museum objects, on their properties of informativeness and expressiveness. Examples of the use of the collection items in the museum’s exposition and the popularization of the achievements of graduates of a pedagogical university in the Altai Krai are given. The article reveals cultural and educational potential of the memorial exposition dedicated to the outstanding teacher for the students of the pedagogical university and the museum as an institute of social memory. The research actualizes problem of ensuring the quality of higher education for the preparation of innovative human capital, which contributes to increasing the global competitiveness of Ukraine. The purpose of the article is to identify areas for quality assurance in higher education to create effective mechanisms for improving the quality of human capital in the university environment. The paper pays attention to global challenges, that determined by the development of the digital economy, the COVID-19 pandemic, and the internationalization of the educational space. Author analyzes the problems of inconsistency between the system of higher education and the labor market in Ukraine, the reasons for unemployment of persons with higher education, peculiarities labor and educational migrations. The need for systematic modernization and advanced development of university education is pointed out. Emphasis is placed on the need for lifelong learning and the formation of new competencies and non-specialized, interprofessional skills (soft skills) to increase the competitiveness of professionals and the quality of human capital. AbstractObjectivesTo evaluate the effect of altering vaginal pH on induction of labor in full-term pregnancies using Misoprostol.MethodsThis randomized controlled trial was conducted at Kasralainy Hospital, Cairo University, Egypt and Algezeera Hospital, Egypt. A total of 218 healthy term primigravida pregnant women who were scheduled for pregnancy termination were recruited in the study. The included patients were divided into three groups; Group A: Those who received normal saline vaginal wash (0.9% NaCl), Group B: those who received alkaline vaginal wash (5% sodium bicarbonate) and Group C: those who received acidic vaginal wash (5% acetic acid). Patients received 25 μg of Misoprostol E1 (Vagiprost® Adwia Pharmaceuticals, Egypt) every 6 h for a maximum of 24 h (total of four potential doses).ResultsThe ‘acid’ group participants took a mean time of 20.46 h to reach active stage of labor, followed by the ‘normal saline’ group with 21.45 h and the ‘alkaline’ group with 22.59 h. The difference between the groups was statistically significant, with a p-value of 0.013.ConclusionsDouching the vagina with acidic solution seems to supplement the effect of Misoprostol on inducing labor in full-term pregnancies, as evidenced by having the shortest mean time needed to reach active stage of labor.

In an effort to reduce the cost of Navy ships without significantly reducing capability, the U.S. Navy has performed a series of ongoing investigations into areas of potential cost reduction. One of these investigations was a literature study done at the University of Michigan Department of Naval Architecture and Marine Engineering to identify and compare acquisition, design and construction practices in a number of different countries. Recommendations for potential cost saving changes to the U.S. Navy system, including reduction of administrative costs, design to cost, and changes in labor policies, were made based on the comparisons. Анотація:

A review of the literature on university faculty advanced training for research and teaching activities is presented. Based on the analysis of the experience of Russian and foreign universities, the principles for developing a modern faculty advanced training system at the university are set out responding to the challenges associated with the ongoing and expected changes in the content and technology of student training, primarily in the field of STEM. It is proposed to use the CDIO ++ approach for advanced training of faculty of various categories (professor, associate professor, assistant) to research and teaching activities in the conditions of division of labor when creating and implementing educational products at various stages of their life cycle. The distribution of academic staff potential is shown and an assessment of the resources of a program for faculty advanced training is given on the basis of the CDIO ++ approach for a hypothetical university with a given structure and established priorities for faculty members of various categories.

Attitude to time management in modern literature becomes more and more topical. According to (Orlikowsky and Yates 2002), increased competition causes the necessity of effective utilization of time. The part of free time in time budget of employed Master’s degree students becomes smaller, and the importance of free time is almost disregarded. (Garhammer M. 2002) supposes that short period of time includes such types of activities, which have direct impact on energy restoration of Master’s degree students. We can’t completely share the opinion of Marquis and Huston (2009), who think that only event management and not time management is possible in life, and we consider that proper use of time resource causes formation of self-management culture CITATION KharadzeGulua \l 1033 (Kharadze N. Gulua E., 2016) Our article deals exactly with mentioned issues. Research was organized by Human Potential Management Laboratory (HPML) of TSU. Research was carried out in 5 leading universities of Georgia: Iv. Javakhishvili Tbilisi State University, Georgian Technical University, Gori State University, Telavi State University and Shota Rustaveli Batumi State University. Research was referred only to Master’s degree students. Number of respondents amounted to 523. The questionnaire included 37 questions and 117 versions of answers. We laid an emphasis on that part of time budget, which doesn’t represent the part of working time, in particular the time allotted for everyday rest, part of activities scheduled on Saturday and Sunday, time spent in social networks, personal hygiene, transportation, sport, physical activities, time devoted to sleep and nutrition. Research showed that in time budget of employed Master’s degree students less attention is paid to free-time management that is the basis of increase of stress situations. Thus, conflict situation management among Master’s degree students became the subject of consequent research of our laboratory. Except for employment or teaching activities, one has to devote certain time to personal life. Psychological or physical health predetermines better accomplishment of intended objectives. Proceeding from peculiarities of free-time management the recommendations were elaborated, which requires: development of self-management abilities, implementation of changes at organization level and amendments in the Law on Education System. In-depth study of time budget of Master’s degree students is topical, since exactly these youngsters are potential labor resource of our country. Availability of healthy labor resources, in its turn, predetermines the potential of long-term development of organization and country as a whole.

The article presents the results of research and development of a model for the formation and development of a personal HR brand - an interactive navigator that helps a student and a young specialist in the field of personnel management to correctly build a professional development strategy and increase their value in the labor market. The choice of this topic is primarily due to the urgency of the problem of employment: it is difficult for modern students and young specialists to fully reveal and use their potential, since, firstly, they are not known in the professional environment and, secondly, they do not know how to position themselves on the labor market as professionals. Thus, they are required to take targeted active actions in professional self-realization, one of the main tools for the implementation of which is a personal brand. Thus, the aim of the study is to increase the value and recognition of students in the labor market and in the professional environment and their employment in their specialty after graduating from the university based on the use of the model for the formation and development of a personal HR brand.

The aging of the American workforce will lead to shortages in skilled workers throughout the country in the near future. Minorities are already underrepresented in the transportation industry, and without immediate intervention the conditions will not improve. To address the anticipated shortfall in skilled minority labor, FHWA, in coordination with the South Carolina Department of Transportation and South Carolina State University, developed the Summer Transportation Institute. In the Texas Gulf Coast region, the Center for Transportation Training and Research at Texas Southern University has introduced the transportation industry to minority high school students while emphasizing the importance of science, technology, engineering, and mathematics skills in tomorrow's workplace through summer education programs for nearly 10 years. A study examines the core curriculum of those programs and discusses their potential applicability in other regions of Texas.

Reverse credit transfer (RCT) is an emerging policy designed to award associate’s degrees to students who transfer from 2-year to 4-year colleges after transfer. The purpose of this study is to estimate the impact of RCT degree receipt on students’ university and labor outcomes using data from Texas, where the legislature passed RCT policy in 2011. We find that posttransfer associate’s degree recipients are significantly more likely to persist and attain in universities compared to their peers who were eligible for RCT but did not receive the degree, and these benefits are often larger for students from populations historically marginalized from higher education. However, these estimates are suggestive given the potential of self-selection biasing the estimates upward, and the results are sensitive to moderate bias from unobserved variables. We find limited evidence of additional benefit of these associate’s degrees, which are largely academic and transfer-oriented degrees, on labor outcomes.

In accordance with data from the labor market formation (nearest past) in Kazakhstan, the prevalence of some jobs over the others can be put into the question. However, the following hypothesis might be stated in advance: do high school students possess a clear vision of current labor market conditions and make their choice consciously with the help of objective information? Judging by the first glance, the hypothesis might be proven false, therefore, a deeper research with respect to both theoretical and empirical evidence is to be analyzed, as is discussed below.Firstly, it should be taken into account, that the question of self-determination has been put into question by various researchers, however, the area remains largely understudied. For example, according to Wrigth, a larger share of schoolchildren demonstrates a tendency towards changing a major for one or more times, however, the explanatory causes of such behavior have been largely uncertain (Wrigth, 2018). It should be noted, that such behavior can be also attributed to Kazakhstan situation, which has further consequences of inappropriate labor market performance. Therefore, the intention of this article is to analyze the situation of schoolchildren determination in Kazakhstan, and to propose potential areas of development. Further, the intention is an attempt to improve the life outcomes of schoolchildren and students via investigation of such factors as major and occupation selection, most important motives and potential outcomes, that could be eventually used for social development, such as higher information policies, enhancement of school and university administration and schoolchildren decisions

Located at the heart of the University of South Carolina campus is the historic Horseshoe—originally the South Carolina College campus (est. 1801)—a site whose construction during the antebellum years relied on enslaved labor. Ghosts of the Horseshoe is a cross-College, collaborative “critical interactive” for iPad that features the Horseshoe campus and endeavors to make visible this unacknowledged history. The application uses as its dedicated navigational interface a historic 1884 Sanborn Fire Insurance map of the site; participants can also activate a Google Map overlay of the site and determine its degree of opacity with respect to the archival map image. Importantly, however, the two maps do not actually “map” onto each other. This serves as a first mis-mapping of several mis-mappings. This article considers how such mis-mappings, involving geo-locative contingencies, representational disjunctions, and potential dis-locations, mediate site-specific explorations and, as such, make possible alternative historiographic understandings of place.

In this article, based on the analysis of modern trends in the digital transformation of the education system, as well as taking into account the need to increase the efficiency of all processes implemented in the higher education system, the necessity of forming a digital model of the university is substantiated. The model implementation is aimed at constantly improving the higher education quality and the university competitiveness. The objective prerequisites for the formation of the complex model based on the socio-economic role of higher education are revealed. It has been proven that the accelerated development of digital technologies stimulates the creation and implementation of innovative education forms that can flexibly respond to changes in the external environment. The necessity of applying the model of lifelong education at the present stage is substantiated, the implementation of which will make it possible to form the competencies required by the labor market timely. An important condition for the digital competencies formation and development is the transition of the university to a digital development model, as well as the establishment of business ties with potential customers of educational services and employers. The implementation of the proposed model will make all business processes transparent, eliminate unproductive processes, which will lead to an increase in the efficiency and quality of educational services.

The paper discusses the possibilities of using mixed methods research in the management of a modern university. The goal of the study is to substantiate the heuristic potential of mixed methods research to identify effective approaches to managing the faculty in modern conditions.The study describes iterative data analysis within the framework of a mixed strategy:1) standard quantitative analysis; 2) quantitative triangulation, including the use of several methods, such as the Importance Performance Analysis (IPA); 3) standard qualitative analysis; 4) mixed triangulation, which ultimately led to a synergistic effect.The research results lie in different ways, including methodological and content related. The methodological results include the identification of the special heuristic potential of mixed methods during exploratory research; in the substantive part, a situation of social maladjustment of faculty was diagnosed in the context of developing “academic capitalism”, when the academic community, taking into account both economic and increasing social deprivation, is demotivated for effective labor activity.

Abstract The paper attempts to present a comprehensive picture of the main characteristics of Romanian university-educated youths in their journey to employment. The persisting demographic decline and significant labor shortages point out to the importance of having an effective transition from school to work (as reflected in several Europe 2020 policy targets) so that youth and young adult cohorts are able to contribute to the Romanian economy to the full extent of their abilities. Analysis of the latest data available reveals that Romanian university graduates’ path to employment often involves a complete switch from study to work. Despite a lack of previous work experience, they enjoy high employment rates, relatively long job tenure that starts on, or shortly after, graduation, and have jobs that match their education. They also tend to be proactive in their job search and over 90% are not willing to change residence in order to start employment. Inactivity patterns that consider both work and education, and early leavers from education show significant fluctuations during the economic cycle. Results indicate the strong and weak areas with respect to labor market integration of youths and young adults, and can provide a starting point for policies to optimize their successful integration. It also points out to potential research areas to address key aspects of transitions from school to work that may clarify unsolved issues and guide effective policy interventions.

Reforms and initiatives applied to the field of Russian higher education during the past decade focus particularly on extending the scope of communicative educational space and scientific fields integration. Consequently, linguistic competence contributing to significant acceleration of the processes of globalization and internationalization of the society as a whole becomes the key component of higher professional education. It is necessary to ascertain that the current system of language education in Russian universities fails to deal with the tasks in hand comprehensively. The search for more efficient didactical tools and ways of organizing teaching processes culminated in choosing the paradigm of integrated education, specifically, integration of subject knowledge and foreign language. This approach is well-renowned in scientific and educational literature as CLIL (Content and Language Integrated Learning). The major objective of the present article is to analyze the current attempts of implementing CLIL in Russian Universities through the example of Tomsk Polytechnic University. The analysis comprises the effectiveness of CLIL didactic capacity, the prerequisites for its emergence as well as needs and challenges in the system of Russian higher education and intellectual labor market. As a conclusion, we offer a systematic list of measures that tend to improve the situation.

This research examined the problem of graduates’ and students’ who began entering the workforce in which they have creative potential during college and could be combined university studies with activities in the world of work. A qualitative approach was used in terms of testing how students get a job in the labor market. Data analysis method used semi-structured interviews to 50 graduates in 10 private universities in Jakarta. This research focused on gender aspects that challenge graduates. This research finds that student while working is more dominant among women than men, where many companies in Indonesia are more looking for female workers. The labor market must be balanced with the number of graduates in Indonesia so that human resources can be used to the fullest; there is no unemployment and improve poverty rates in the country. Most male and female graduates have worked after graduating and getting jobs according to their field of expertise. There are students who pursue their master’s programs to support their careers and as employees in Indonesian companies.
