This study, conducted on the Kenyan coast, assesses the effect of intra-household relations on maternal treatment-seeking. Rural and urban Mijikenda mothers’ responses to childhood fevers in the last 2 weeks (n=317), and to childhood convulsions in the previous year (n=43), were documented through survey work. The intra-household relations and decision-making dynamics surrounding maternal responses were explored through in-depth individual and group interviews, primarily with women (n=223). Responses to convulsions were more likely than responses to fevers to include a healer consultation (p<0·0001), and less likely to include the purchase of over-the-counter medications (p<0·0001). Mothers received financial or advisory assistance from others in 71% (n=236) of actions taken outside the household in response to fevers. In-depth interviews suggested that general agreement on appropriate therapy results in relatively few intra-household conflicts over the treatment of fevers. Disputes over perceived cause and appropriate therapy of convulsions, however, highlighted the importance of age, gender and relationship to household head in intra-household relations and treatment decision-making. Although mothers’ treatment-seeking preferences are often circumscribed by these relations, a number of strategies can be drawn upon to circumvent ‘inappropriate’ decisions, sometimes with implications for future household responses to similar syndromes. The findings highlight the complexity of intra-household relations and treatment decision-making dynamics. Tentative implications for interventions aimed at improving the home management of malaria, and for further research, are presented.

IntroductionTargeted vaccination promotion efforts aimed at building vaccine confidence require an in-depth understanding of how and by whom decisions about vaccinating children are made. While several studies have highlighted how parents interact with other stakeholders when discussing childhood vaccination, less is known about the way in which vaccination uptake is negotiated within households.MethodsWe conducted 44 in-depth interviews with caregivers of children under five in the Philippines who had delayed or refused vaccination. Interviews were conducted between August 2020 and March 2021 and were audio-recorded, transcribed verbatim and translated into English. Notions of intra-household vaccination bargaining emerged early during systematic debriefings and were probed more pointedly throughout data collection.ResultsParents as well as paternal and maternal families proved to be dominant stakeholders in intra-household bargaining for childhood vaccination. Although bargaining among these stakeholders was based on engrained, gender-based power imbalances, disadvantaged stakeholders could draw on a range of interrelated sources of bargaining power to nevertheless shape decision-making. Sources of bargaining power included, in descending order of their relevance for vaccination, (1) physical presence at the household (at the time of vaccination decision-making), (2) interest in the topic of vaccination and conviction of one’s own position, (3) previous vaccination and caregiving experience, and (4) access to household resources (including finances). The degree to which each household member could draw on these sources of bargaining power varied considerably over time and across households.ConclusionOur findings highlight how bargaining due to intra-household disagreement coins decisions regarding childhood vaccination. Considering the risks for public health associated with vaccine hesitancy globally, we advocate for acknowledging intra-household dynamics in research and practice, such as by purposefully targeting household members with decision-making capacity in vaccination promotion efforts, aligning promotion efforts with available bargaining capacity or further empowering those convinced of vaccination.

Most studies that explore collective models of intra-household decision-making use economic outcomes such as human capital, earnings, assets, and relative income shares as proxies of the relative distribution of bargaining power. These studies, however, fail to incorporate important measures of control over and management of the economic resources within households. In the current study, a direct measure of financial decision-making power within the household is used to directly assess the distribution of bargaining power. Coarsened exact matching, an identification strategy not yet applied in studies of this nature, is applied to couple-level observational data from South Africa’s longitudinal National Income Dynamics Study. The influence of gender differences in intra-household decision-making on resource allocations to per capita household expenditure is assessed. In the case of greater financial decision-making power in couples being assigned to wives rather than husbands, per capita household expenditure on education increases significantly. The empowerment of women with financial decision-making power therefore holds the promise of realizing the benefits of investments in human capital.

Energy consumption and greenhouse gas emission (GHG emission) from household consumption became increasingly important under the background of global urbanization. Taking Xiamen Island, a rapidly urbanizing area, as the case study area, this article categorized the settlement morphology of Xiamen Island into three types according to the key factors influencing the GHG emission of urban household consumption. The feedback loops intra- and inter-subsystems (settlement morphology, population, and carbon footprint) were induced by clarifying the causal relationship and feedback loops among variables. Then, the three subsystems were coupled based on feedback loops into the system dynamic model of carbon footprint of residential area in Xiamen Island and the validity of the model was verified. At last, the dynamic mechanism between the transition of settlement morphology and household consumption was characterized through the system dynamic simulation. The result proved that the model can dynamically characterized the effect of social and economic factors upon the household consumption carbon footprint, and is beneficial to the urban land planning of Xiamen Island and design and construction of residential settlement morphology.

Milk, provided it is safe, provides important micronutrients that can combat hidden hunger (undernutrition). Many peri-urban poor people in Tanzania and Kenya use informal markets to purchase milk in order to provide nutritional benefits to their families. Household decision-making processes play an influential role in how much milk to buy and how it is treated. This exploratory qualitative study, conducted in peri-urban Nairobi and Dar es Salaam, examined how access to milk, control over milk handling and safety, and intra-household milk distribution are affected by gender dynamics and by changes in milk availability and price. Focus group discussions with 48 women and 45 men and key informant interviews with 8 men and 8 women, all of whom were parents or caretakers to young children, were conducted. The results indicate that gender roles in milk purchase and handling vary. Generally, providing enough milk is a man’s responsibility, whilst a woman is expected to ensure a nutritious diet. Yet women’s limited decision-making power regarding milk purchase can restrict their ability to provide sufficient milk. Interventions to promote safe milk consumption need to consider gender norms, strengthen intra-household collaborative decision-making, include men in nutrition programming, and increase women’s control over food expenditures.

Social policy and welfare provision have converged with socio-economic conditions, cultural beliefs about kin support and intra-household dynamics to position older women as important financial providers in their families. This article draws on the findings of a qualitative study about intergenerational relationships of care in a large township near Cape Town. Semi-structured interviews were conducted with fourteen female Old Age Grant recipients and some of their co-resident adult children. The article focuses on the grant recipients’ experiences of giving and receiving financial support (‘financial care’) in their intergenerational relationships. It also unpacks the intra-household dynamics involved in this caregiving. Although the grant better enabled the women in the study to meet the needs of their households, beliefs about the mutual and shared responsibility for financial caregiving in families informed their expectations of financial assistance from younger kin. When their co-resident younger relatives did earn an income, negotiations around the provision of financial care ensued; generating conflict and reflecting unequal power relations between relatives. These dynamics contributed to the women’s experiences of vulnerability and their high burden of care. In this context, the article examines the state’s role in the care process and how it has contributed to the gendered and generational distribution of care work in families.

This dissertation consists of three essays. In the first one (Chapter three), "Gains and Losses from Household Formation," I introduce a general equilibrium model, wherein a household may consist of more than one member, each with their own preferences and endowments. In these models at first, individuals form households. Then, collective decisions (or bargaining) within the household specifies the consumption plans of household members. Finally, competition across households determines a feasible allocation of resources. I consider a model with two types of individuals and pure group externalities. I investigate the competitive equilibrium allocation and stability of the equilibrium in that setting. Specifically, I show that under a certain set of assumptions a competitive equilibrium with free exit is also a competitive equilibrium with free household formation. Similar results are obtained for a special case of consumption externality. Illustrative examples, where prices may change as household structures change, are used to show how general equilibrium model with variable household structure works and some interesting results are discussed at the end of the first essay. In the second essay (Chapter four), “Effects of the Price System on Household Labor Supply,” I introduce leisure and labor into the two-type economy framework that was constructed in the first essay. The main objective of this essay is to investigate the effects of exogenous prices on the labor supply decisions, and completely analyze the partial equilibrium model outcomes in a two-type economy setting. I assume a wage gap and explore the effect of that gap on labor supply. The main content of the second essay is the analysis of the effect of change in wages, price of the private good, power of each individual in the household, relative importance of private consumption compared to leisure, and the level of altruism on individual's decisions about how much private good or leisure he/she wants to consume. The effect of a relative price change on labor supply, private consumption and utility level is also investigated. Moreover, one of the variations of Spence's signaling model is borrowed to explain why higher education of women in Iran does not necessarily translate into higher female labor force participation. Finally, fixed point theorem is used to calculate the power (or alternatively labor supply) of individuals in the household endogenously for the two-type economy with labor at the end of this essay. In the third essay (Chapter five), “Dynamics of Poverty in Iran: What Are the Determinants of the Probability of Being Poor?,” I explore the characteristics of the households who fall below the poverty line and stay there as well as those who climb up later. I decompose poverty in Iran into chronic and transient poverty, and investigate the relation of each component of poverty with certain characteristics of households. I also study mobility and the main characteristics of growth in expenditure of households. One of the main issues in economic policy making nowadays is the evaluation of effectiveness of anti-poverty programs. In order to achieve this goal one should be able to track down a household for a period of time. In this essay, I am going to investigate the dynamics of poverty in Iran during 1992-95. I am especially interested in finding the characteristics of the households that fall below the poverty line and stay there in addition to those that climb up later. Obviously, if policy-makers want to have efficient policies to reduce poverty, they should target the former group. I decompose poverty in Iran into chronic and transient poverty, and investigate the relation of each component of poverty with certain characteristics of households. I also study mobility in this period with an emphasis on mobility in and out of poverty and review the main characteristics of the growth in expenditure of households.

This thesis contributes to two completely unrelated debates in the economic literature, similar only in the relatively high degree of controversy characterizing each one.

The first part is methodological and macroeconomic in nature, addressing the question of whether the distribution of income across countries is converging (i.e. are the poor catching up to the rich?) or diverging (i.e. are we witnessing the formation of two exclusive clubs, one for poor countries and another one for rich countries?). Applications of the simple Markov model to this question have generated evidence in favor of the divergence hypothesis. In the first chapter, I critically review these results. I use statistical inference to show that the divergence results are not statistically robust, and I explain that this instability of the results comes from the application of a model for discrete data to data that is actually continuous. In the second chapter, I reposition the whole convergence-divergence debate by placing it in the context of Silverman’s classic survey of non-parametric density estimation techniques. This allows me to use the basic notions of fuzzy logic to adapt the simple Markov chain model to continuous data. When I apply the newly adapted Markov chain model to the cross-country distribution question, I find evidence against the divergence hypothesis, and this evidence is statistically robust.

The second part of the thesis is empirical and microeconomic in nature. I question whether observed differences between husbands’ and wives’ participation in labor markets are due to different preferences or to different constraints. My identification strategy is based on the idea that the more power an individual has relative to his/her partner, the more his/her actions will reflect his/her preferences. I use 2001 PSID data on cohabiting couples to estimate a simultaneous equations model of the spousal time allocation decision. My results confirm the stylized fact that specialization and trade does not explain time allocation for couples in which the wife is the primary breadwinner, and suggest that power could provide a more general explanation of the observations. My results show that wives with relatively more power choose to work more on the labor market and less at home, whereas husbands with more power choose to do the opposite. Since women start out from a lower level of labor market participation than men do, it would seem that spouses’ agree that the ideal mix of market work and housework lies somewhere between the husbands’ and the wives’ current positions.

We study interdependencies in spousal labor supply and the effectiveness of intrahousehold insurance in a sample of married couples, where the husband loses his job due to a mass layoff or plant closure using data from the Austrian Social Security Database. We show that in our sample of relatively young couples the shock hits households at crucial stages of family formation, which requires careful modeling of the wives' counterfactual lifecycle labor market patterns. In our empirical analysis, we propose three independent control groups of unaffected households to identify the causal effects of husbands' displacement on wives' labor supply. Our empirical results show that husbands suffer large and persistent employment and earnings losses over the first 5 years after displacement. But wives' labor supply increases only moderately and they respond predominantly at the extensive margin. The implied participation elasticity with respect to the husband's earnings shock is very small, about -0:04. While the wives' earnings gains recover only a tiny fraction of the household income loss, public transfers and taxes are a more important insurance at least in the short run. In terms of non-labor market related outcomes, we find a small positive effect on the probability of divorce, but no effect of the husband's job displacement on fertility. The presence and ages of children in the household are crucial determinants of the wife's labor supply response. The most responsive group are mothers, who are planning to return to the labor market after a maternity break, while mothers of very young children or wives without children remain unresponsive. We thus conclude that Austria's strong gender identity norms are an explanation for the limited scope of intra-household insurance.

Empirical results based on Austrian administrative data show that husbands suffer persistent employment and earnings losses, while wives' labor supply increases moderately due to extensive margin responses. Wives' earnings gains recover only a tiny fraction of the household income loss and, in the short-term, public transfers and taxes are a more important form of insurance. We show that the presence of children in the household is a crucial determinant of the wives' labor supply response.

This dissertation comprises four chapters, which mainly deal with female's participation in household decision-making, a very important aspect of female's bargaining power within the household and closely linked to female's empowerment. The first three chapters, which all deal with female's participation in household decision-making, are two sides of the same coin, in that while the first one delves into the determinants of female's participation in household decision-making, the second and third chapters deal with its beneficial consequences. The fourth chapter is linked with Chapter 1. As a matter of fact, the data used in Chapter 1 has been collected in Rural Burundi, in the framework of the FNRS/FRFC-funded project “Microfinance Services, Intra-household Behavior and Welfare in Developing Countries: A Longitudinal and Experimental Approach”, which funded my PhD scholarship. In 2012, the project funded data collection in Rural Burundi. In respect to the experimental component of the project, these are baseline data. The 2012 household survey targeted a sample of rural households that have been interviewed in 1998 and 2007. This is where the longitudinal design of the project comes into play. Independently from the experimental research, the longitudinal nature of the data, that is to say three waves of data (1998, 2007 and 2012), had the advantage of allowing panel analysis of interesting and relevant issues in development, including for example the long-term welfare effects of shocks at either individual or household levels.In Chapter 1, entitled “The Power of The Family: kinship and Intra-household Decision-making in Rural Burundi” and co-authored with Bram De Rock and Philip Verwimp, we delve into the determinants of female's participation in household decision-making, by laying a particular emphasis on the role of female's kinship. We show that in rural Burundi the characteristics of the female's kinship are highly correlated with her decision-making power. First, a female whose own immediate family is at least as rich as her husband's counterpart enjoys a greater say over children- and asset-related decision-making. Second, the size, relative wealth and proximity of the extended family also matter. Third, kinship characteristics prove to be more important than (standard) individual and household characteristics. Finally, we also show that the female's say over asset-related decision-making is positively associated with males' education, more than with female's education per se. All these correlation patterns can inform policies aiming at empowering women or targeting children through women's empowerment.In Chapter 2, entitled “The Returns of I Do: Multifaceted Female Decision-making and Agricultural Yields in Tanzania?”, I use the third round of the Tanzanian National Panel Survey to investigate the effect of multifaceted female's empowerment in agriculture on agricultural yields. The classic approach in the empirical literature on gender gap in agriculture includes the gender of the plot's owner/manager as the covariate of interest and interprets the associated coefficient estimate as the gender gap in agricultural productivity. Unlike this classic approach in the analysis of productivity differentials, my approach lays emphasis on the overlapping and interaction effects of manifold aspects of female's empowerment in agriculture, including female plot's ownership, female plot's management and female output's control. I find significant productivity gaps, which the classic empirical approach does not bring out in the same context. As compared to plots (solely) owned, managed and controlled by male, (i) plots merely owned by female and (ii) those owned & managed (but not controlled) by female are less productive, but those owned, managed & controlled by female are not. Furthermore, the latter are the more productive among plots at least owned by female. All these productivity gaps are predominantly explained by the structural effect, that is differences in productivity returns to observable production factors. Our findings are robust along a number of dimensions and suggest that female's management and control rights are of prime importance. Therefore, female plot's owners should be entitled the rights to manage their plot and, subsequently and most importantly, the rights to control the (agricultural) output of their work, for their productivity to be enhanced and the gender gap in agriculture to be closed. In Chapter 3, entitled “Say On Income and Children's Outcomes: Evidence from Nigeria”, I delve into the effect of female bargaining power on child education and labor outcomes in Nigeria. Female bargaining power is proxied by “female say on labor income”, rather than by her income per se. This is motivated by the fact the female labor force participation might be low in some contexts, while control over income is by all means what matters the most. The empirical methodology accounts for a number of empirical issues, including endogeneity and sample selection issues of female say on labor income, the multi-equation and mixed process features of the child outcomes, as well as the fact that hours of work are left-censored. My findings are consistent with the overall idea that female say on income leads to better child outcomes, rather than female income earning per se. Nevertheless, the type of income under female control, child gender and child outcome matter. Chapter 4, entitled “Violence Exposure and Welfare Over Time: Evidence From The Burundi Civil War” and co-authored with Marion Mercier and Philip Verwimp, investigates the relationship between exposure to conflict and poverty dynamics over time. We use a three-wave panel data from Burundi, which tracked individuals and reported local-level violence exposure in 1998, 2007 and 2012. Firstly, the data reveal that headcount poverty has not changed since 1998 while we observe multiple transitions into and out of poverty. Moreover, households exposed to the war exhibit a lower level of welfare than non-exposed households, with the difference between the two groups predicted to remain significant at least until 2017, i.e. twelve years after the conflict termination. The correlation between violence exposure and deprivation over time is confirmed in a household-level panel setting. Secondly, our empirical investigation shows how violence exposure over different time spans interacts with households' subsequent welfare. Our analysis of the determinants of households' likelihood to switch poverty status (i.e. to fall into poverty or escape poverty) combined with quintile regressions suggest that, (i) exposure during the first phase of the conflict has affected the entire distribution, and (ii) exposure during the second phase of the conflict has mostly affected the upper tail of the distribution: initially non-poor households have a higher propensity to fall into poverty while initially poor households see their propensity to pull through only slightly decrease with recent exposure to violence. Although not directly testable with the data at hand, these results are consistent with the changing nature of violence in the course of the Burundi civil war, from relatively more labor-destructive to relatively more capital-destructive.

This thesis examines climate-related risk behaviours among small-scale citrus farmers and their decision to adoption certified seedlings and use of agrochemical inputs in East Java, Indonesia. The analysis is important for understanding citrus farmers’ behaviours regarding climate change issues. Understanding farm households climate related behaviours is key to designing appropriate smallholder support and advisory services. Given the importance of climate change to rural agricultural communities in developing countries, governments, NGOs and international development agencies continue to make substantial efforts to improve the ability of small-scale farmers to adapt. Yet, too often, national adaptation policies and programs ignore insights from existing smallholder adaptation practices. Previous studies show that behavioural insights are critical in developing an understanding of climate risk management by farmers. An important aim of this thesis is to understanding climate-related influences on smallholders’ decisions. The research objectives are to: (i) understand the extent of perceptions of risk among small-scale citrus farmers related to a range of climate change events and to identify the drivers of their risk perception at aggregated and disaggregated levels; (ii) provide analytical insights into the adoption of certified citrus seedlings by small-scale farmers by analysing the extent to which they value the certification of citrus seedlings and the role of this factor in influencing the adoption of higher-yielding, climate-risk resilient and disease-free citrus varieties; and (iii) explore the extent of use of chemical inputs and the role of risk preferences, intrahousehold dynamics and social networks on the household expenditure spent on chemical inputs. The research uses data from a household survey of 500 citrus farmers with interviews of both the male and female household heads. The first research objective was analysed by employing seemingly unrelated regression models (SUR) and ordered logistic regression models (OLM), the second objective was estimated using a multinomial logit model, and the third objective employed joint modelling of risk, intrahousehold dynamics and spatial factors in a spatial regression model. Among the key contributions of this thesis is integrating the research on complex patterns of risk behaviours, from both the economics and psychology literatures, into climate research on risk perceptions through a straight-forward extension of current approaches to the analysis of the risk perception index. An important result is the disadvantage of using only the aggregate approach in analysing risk perception because it could underestimate and simplify the complex representation of climate risk behaviours. This study also presents empirical support for the use of information and communication technology based extension as an efficient extension tool to reach more farmers than in traditional methods. A second result highlights how farmers' beliefs about the yield and production risks of particular seedling types, along with risk preferences, were significantly related to farmers’ intentions to adopt particular seedling types. This study also found the relationship between climate-related variables (i.e. climate information source and climate extension) and farmers’ decisions to use certified seedlings. Lastly, this thesis finds that more risk-averse households tend to have lower spending on insecticides and the use of this input is also significantly associated with higher profit variability. A wife’s leadership could lead to a considerably lower expenditure for fungicides, but higher herbicide expenses; and a higher disagreement between spouses is associated with more insecticides and fungicides costs. The pattern of chemical inputs usage is spatially dependent on endogenous effects, while spatial disturbance effect existed for the use of chemical fertilisers and herbicides.

In this paper we first validate the use of the synthetic panels technique in the context of the 2014/15 intra-year panel survey data for Mozambique, and then apply the same technique to the 1996/97, 2002/03, 2008/09, and 2014/15 cross-sectional household budget surveys for the same country. We find that in most analyses poverty rates and poverty transitions estimated using synthetic panels provide results that are close to the true values obtained using the 2014/15 panel data. With respect to intra-year poverty dynamics, we find that Mozambique has a high intra-year variability in consumption and poverty, and a very high degree of intra-year poverty immobility, with a big portion of the population remaining either in poverty or out of poverty over the whole year, with smaller percentages of individuals moving upward or downward. With respect to the 1996/97, 2002/03, 2008/09, and 2014/15 cross-sectional surveys, our results suggest that in most year-to-year comparisons there is a greater proportion of people getting out of poverty than falling into poverty, consistent with the poverty-reduction process observed, but the percentage of people staying in poverty over time appears to be substantially higher, involving about one-third of the population in most years. Further analyses on the 2008/09 and 2014/15 surveys estimate that for an individual who was in the vulnerable group in 2008/09, there is a 60 per cent probability of remaining in the same group, whereas the probability of becoming non-vulnerable is lower than the probability of entering poverty. This constitutes the first attempt to provide an insight into poverty dynamics in Mozambique using all the available survey data.

This evaluation is presented as part of the Effectiveness Review Series 2017/18 on resilience programming. The Climate-Resilient Agricultural and Food Systems (CRAFS) project took place in four districts of the Upper East, Northern and Upper West regions, between April 2015 and March 2018, by Oxfam, PAS-Garu, PARED, ProNet North and NANDRIDEP. Project activities took place at district, community, household and individual level and included raising awareness on climate change impact, the need to adapt to it, and the restoration of the natural resource base. This evaluation used a quasi-experimental approach to assess the impact of the project activities in building resilience capacities. Multi-dimensional indices of resilience, and of resilience capacities were developed at the household level, taking into account household level characteristics, individual level characteristics for women and men within the household, and intra-household dynamics. Overall, CRAFS had a positive and significant impact on the overall resilience index, driven by a positive impact on adaptive and transformative capacities.
