Координация усилий приводит к взаимообогащению сторон (знания, опыт, технические, финансовые и методические возможности сторон) и дает возможность повысить эффективность проводимых исследований. Такое сотрудничество позволит обеспечить жизнедеятельность человека в дальних космических полетах и сделать возможной широкую коммерциализацию космических технологий. Isolation experiments providing an opportunity to study the effects of space flight factors on human body and to develop technologies for use on board spacecraft, space and planetary stations serve also as a platform for international cooperation. Coordination of efforts leads to mutual enrichment (knowledge, experience, technical, financial and methodological capabilities of parties) and increase the effectiveness of research. Such cooperation will ensure the human life being in long-distance space flights and widespread commercialization of space technology.

Анотація:

The article considers the principle of international cooperation within the framework ofmodern international space law. The author comes to the conclusion that the principle is a principle of general international law, but it has some features in international space law due to the specifi c of this branch. Such features include the implementation of international cooperation in accordance with international law, including the Charter of the United Nations and the Outer Space Treaty; for the bene fi t and in the interests of all countries taking into special consideration the needs of the developing countries (In particular, obligation of the States to consider on a basis of equality any requests by other States Parties to the Outer Space Treaty to be aff orded an opportunity to observe the fl ight of space objects launched by those States and to inform the international community of their activities in outer space); on an equitable and mutually acceptable basis, using the most eff ective and appropriate modes of cooperation; in the fi eld of the exploration and use of outer space for peaceful purposes. The broad participation of the private sector in international space cooperation is also an important feature.

Анотація:

The solar-terrestrial space is of considerable significance for human activities. Since the first artificial satellite Sputnik 1 was launched in 1957, more knowledge about the dynamic conditions of the space environment has been acquired. With growing dependence on modern technology – both in space and on the ground, the vulnerability of the modern society and its infrastructure to space weather has increased dramatically. To better understand, forecast and reduce the adverse effects of space weather, science programs on space weather always prioritize the measurement or acquisition of the data from different locations of the geo-space, such as in magnetopause, polar cusps, and the magnetic tail. For the ground observations, it is necessary to locate the instruments in different longitudes and latitudes. For a single country, it is impossible to cover all these observation points. Therefore, international cooperation is very much needed. The paper reviews some of the international space weather observation programs we have experienced at the system design level. It may provide lessons learned for the community that may enable such kind of cooperative programs in the future.

Анотація:

The construction and development of international transport corridors have become a means of cross-border space governance and promote the flexibility of international industrial chains and supply chains. Due to the uncertainty of cooperation, the development of international transport corridors entails a long-term and complex system of engineering. This paper evaluates a tripartite evolutionary game model on the cooperative construction of international transport corridors (including origin, transit, and destination countries) and analyzes the cooperation mechanism and influencing factors. The cooperative construction of international transport corridors is complex. Factors such as willingness to cooperate, transfer payments, sunk costs, and reputation have a positive impact on the cooperative construction of international transport corridors, but excessive transfer payments hinder cooperation. To promote the construction of international transport corridors, all parties need to have a strong willingness to cooperate; otherwise, the cooperation agreement has a greater probability of becoming invalid. International transport corridors with good development prospects and benefits would accelerate construction progress with the active efforts of participating countries.

In the present article the authors describe the essence of cooperation and those strategic problems that can be solved internationally only through cooperation efforts. In this context, the authors propose to understand cooperation as the actions of a few companies, corporations from one country or several countries that through their activities contribute to the achievement of goals of economic, ecological and social importance for a region, a country, many countries or for all humanity. The role of consumer cooperation arises undoubtedly from the fact that, with the craft, it is a component of the private sector, structured coherent, able to guarantee and develop a good middle class individual. Consumer cooperation is mainly directed social section with relatively low income and its role, in the fact, is to unite material and intellectual efforts, to a wide range of individuals can become, through a participatory coherent system, totally economic independent, thus ensuring a decent and adequate social protection. Cooperation generates productive systems based on principles and technologies, it can be multispectral, creates preconditions for demand increasing, solves some marketing problems, creates a comfortable space for the activities of all economic subjects. В статье рассмотрена сущность кооперации и те стратегические проблемы, которые могут быть решены только на международном уровне и путем сотрудничества между странами. Авторы предлагают рассматривать кооперацию как совместные действия нескольких компаний, корпораций из одной или нескольких стран, которые своими действиями делают вклад в общее экономическое, экологическое и социальное развитие регионов, стран и человечества в целом. Анотація:

Russia's integration into common research areas (spaces) within Europe and Eurasia is an effective tool for improving its research potential and achieving long-term economic growth. The methodological support for such processes, including issues of international legal regulation, is lacking. Given current geopolitics, especially vital for Russia is its cooperation in research, technology and innovation (RTI) with the countries of the former Soviet Union. The article focuses on newly adopted policies and mechanisms of the Russian RTI cooperation within CIS, EAEU and the Union State of Russia and Belarus. The authors identify modern approaches, principles, current state and trends of the RTI cooperation discussed. Among them are: forming an international RTI agenda and similar priority cooperation areas for the long term perspective; developing relevant institutional support; participating in international organizations’ activity; developing world-class joint research infrastructure; resolving human resources issues; determining volumes and sources of funding. The choice of common priority areas - energy, medicine, ICT and nanotechnology - corresponds to the strategic objectives of the participating countries and global challenges. Further strengthening of RTI cooperation in the post-Soviet area will have a synergistic effect. Taking into account the identified differences, the authors formulate recommendations on the improvement of international legal regulation of RTI cooperation in the region.

<p><strong>Abstract.</strong> India’s cooperation with International Space faring nations has a long legacy of cooperation. As India moves towards realizing its space aspirations, its co-operation for outreach and capacity building with international partners will increase. This cooperation is reflected in all spheres of national development, security and space exploration of both the primary as well as partnering nation. Policy considerations and directives acts as a key to define the future course of action for such cooperation. The paper attempts to present parameters for evaluating policy options of India’s international space cooperation with an example of India-Israel space cooperation. The paper uses fuzzy logic modeling for scoring parametric valuation for pursuing cooperation. This valuation can assist in making feasibility analysis for a collaborative mission or project with a partnering nation. These parameters include the erstwhile and ongoing collaborations and cooperation, economics of the collaborative project, security considerations, technical considerations & space ambitions. The output delivers aggregated value for ‘checks and balance’ derivatives for informed decision making.</p>

Анотація:

The article analyzes the aspects of international cooperation in Ukrainian textile art at the end of the XX – the beginning of the XXI century. It is observed that artists have the opportunity to travel to Europe and participate in a variety of art exhibitions, conferences, festivals, symposiums and more. Such cooperation significantly enlives artistic movements and activates creative searches and also motivates experimentation. It is proved that the integration of Ukrainian textile art into European space begins to be of particular importance. Several prominent international textile projects in Ukraine and Poland were a large group of Ukrainian authors of textiles participated were analyzed. It is analyzed that among other international textile projects in Ukraine, where professional art textile is presented, important are The Biennial Art Textile "Scythia" in Kherson, The International Youth Symposium "Arche-Thread-Novo" in Lviv. It is also a collective exhibitions were the textile works are regularly represented – "Autumn Salon", "Impressions of September", "Lviv`s Winter", "Textile Inspiration" in The Lviv Palace of Arts. Among the prestigious international events that are traditionally held abroad, in particular in Poland, is The Textile Arts Festival in Kovary, The International Biennial of Flax Fine Cloth "From krosno to Krosno " and many others. It is noted that the positive feature of projects is an attempt to attract the geography of international participants and to make a rich cultural program. The work presentation of the Ukrainian and foreign participants not only shows a wide range of creativity, but also contributes to the enrichment of national traditions. An analysis of artistic events in Ukraine and Poland demonstrates the importance of international projects. It is proved that the integration of domestic artistic textiles into European space today is very important. It is argued that the article may become a material for further study of the Ukrainian art textile tendencies and creation of artists working in this field.

Abstract. International geoscientific unions (geounions) have been coordinating and promoting international efforts in Earth and space sciences since the beginning of the 20th century. Thousands of scientists from many nations and specific scientific disciplines have developed ways of cooperation through international unions and learned how to work together to promote basic geosciences. The unions have been initiating, developing, and implementing international cooperative programmes, setting scientific standards, developing research tools, educating and building capacity, and contributing to science for policy. This paper analyses the role of geounions in and their added value to the promotion of geoscience internationally in the arena of the existing and emerging professional societies of geoscientists. The history of the geounions and the development of international cooperation in geosciences are reviewed in the paper in the context of scientific and political changes over the last century. History is considered here to be a key element in understanding and shaping the future of geounions. Scientific and organisational aspects of their activities, including cooperation with international and intergovernmental institutions, are analysed using the example of the International Union of Geodesy and Geophysics (IUGG). The geounions' activities are compared to those of professional societies. Future development of scientific unions and their role in the changing global landscape of geosciences are discussed.
