The article is intended to the analysis of geopolitical, conflict-related, strategic interests of Ukraine, which can be realized within the framework of the South vector of the state geopolitics through rational and pragmatic cooperation with the trans-regional leader of the region – Turkey. The purpose of the study is to identify priority areas of cooperation between Ukraine and Turkey in the Black Sea region for the effective implementation of geostrategic interests of Ukraine, and the regularity of development of systems in political defense of states during crises and modern military-political conflicts. The use of interdisciplinary approach and methods of analytical, comparative analysis made it possible to study and analyze the evolution of the value-ideological loads which dominate the implementation of Eastern or Western geopolitical vectors. The necessity to take into account political, social, and conflict-related imbalances and integration constraints revealed the pragmatic direction of the implementation of an equidistant foreign policy of a three-dimensional format which can be viewed as an alternative vector of bilateral cooperation with Turkey, a joint position with which will ensure accelerated development of Ukraine and will help avoid pressure from the European Union and the Russian Federation.

INTRODUCTION. In the modern world, the number of crimes committed in cyberspace has significantly increased. New types of malware used to achieve illegal goals appear regularly. According to experts, the material damage to the global economy from crimes committed with the help of information and communication technologies amounts to trillions of US dollars. Such a scale requires effective means of legal regulation of relations in cyberspace. Cybersecurity is considered one of the most relevant topics of current international law, which is extremely important for ensuring the national security of states. Information and communication technologies can be used to negatively affect economic, social, cultural and political relations, to damage the economic, military, and defense potential of the state and society. In this regard, the international community is deeply interested in developing a multilateral legal framework for cooperation in the field of cybersecurity. However, a unified approach to solving this problem in the international arena has not yet been developed. Legal regulation of cyberspace is very complex due to the virtual interface characteristics of this area.MATERIALS AND METHODS. The material for the study is the works of Russian and foreign researchers in the field of international law, international legalacts adopted in the framework of the UN and the European Union, draft UN conventions, national regulatory legal acts of the Russian Federation, the People’s Republic of China and other states as well as judicial practice of international courts. Th research methodology is based on general and specific scientific methods of cognition (the dialectical method, methods of analysis and synthesis, deduction and induction, comparative legal and historical legal methods).RESEARCH RESULTS. The analysis showed that despite the applicability of the principles and rules of current international law to the information sphere, the universalization of the international legal regulation of cyberspace is required, taking into account its characteristics and in order to effectively combat the use of information and communication technologies for illegal purposes. The efforts of states to develop special rules of conduct in cyberspace are currently concentrated on a narrow sphere of issues related to human rights, data privacy, etc. Not all states are interested in creating a modern and effective mechanism for cooperation in cyberspace. Many states are openly opposing the development of new international legal instruments. For this reason, the Russian initiative to adopt the UN Convention on Cooperation in Combating Information Crimes has not been support-ed. This fact has entailed the absence of a full-fledged universal international legal framework for cooperation in the field of cyberspace.DISCUSSION AND CONCLUSIONS. Based on the analysis of doctrine and practice, the authors conclude that there is a need to create a universal international legal framework for cooperation in the fi ld of cyberspace. In modern international law, cybersecurity is one of the most pressing problems directly related to state security. The difference in the approaches of states to the problem of ensuring cybersecurity at the present stage entails the absence of an effective multilateral legal framework for cooperation in this area.

The concept of social dialogue is approached differently at international level. According to the definition proposed by the International Labour Organisation, the social dialogue represents the voluntary information, consultation and negotiation act issued in order to negotiate agreements between the social partners or to negotiate collective agreements. As a concept adopted at EU level, the social dialogue, established by the Treaty of Rome in 1957, is a process of continuous information and consultation between unions and employers, so as to reach understandings regarding the control of certain economic and social variables, both in macroeconomic and microeconomic level. No matter how this concept is understanding, the social dialogue is associated with the transition from a culture of conflict to a culture of partnership with consideration of the common interests of the social partners involved in a broader process of “social cooperation”.

The article aims to analyze the state of the levels and substantiate the directions of institutionalization of the development of social capital of territorial communities. The article analyzes four levels of institutionalization of social capital of territorial communities in Ukraine: group, stakeholder, intercommunity cooperation and international intercommunity cooperation. It is found that the group level of institutionalization is the least developed. At this level, the need to identify leaders and form networks of interaction based on common interests, which would significantly strengthen the potential for community self-sufficiency, remains unaddressed. The level of community stakeholders is poorly engaged, characterized by low activity of public-private partnerships. Significantly better results are observed at the level of intercommunity interaction, the functioning of which is ensured on the regulatory and financial plane through the established system of state funding for community infrastructure development projects, which were largely implemented on the basis of intercommunity cooperation. It has been established that international intercommunity cooperation is also developed. It intensified with the outbreak of full-scale war and was in many cases in-formal and humanitarian in nature. This experience may be useful in the future for the recovery of communities in the postwar period. The paper uses general scientific methods of analysis and synthesis to collect, process and systematize the results of scientific research; abstract-logical and critical analysis — to analyze the levels of institutionalization of social capital of territorial communities; statistical — to collect and systematize data; graphical-to visualize the results of the assessment of international and domestic, intra-Ukrainian, intercommunity cooperation; induction and deduction — to substantiate the main directions of institutionalization of the development of social capital of territorial communities. The main directions of institutionalization of the social capital of territorial communities as a prerequisite for the unification and mobilization of their internal development resources, which is a prerequisite for overcoming the risks caused by the war and the local government reform, are substantiated. The scientific and methodological foundations of the study of social capital at the local level in modern conditions have been improved.

This article examines the special phenomenon of “Gaokao migration”, points out their specifics and differences from the general educational migration. The reasons and consequences of this phenomenon are analyzed. Based on the laws and regulations adopted in China, possible ideas for solving this problem are proposed. The article points out that, in addition to carefully analyzing the qualifications of candidates to ensure fair admission to universities, the development of large-scale, diversified and high-quality higher education is a more realistic way in the long term. The article examines the problem of the interaction of law with other social phenomena. On the one hand, law can be used to protect other social phenomena, such as moral norms, economic interests, cultural values, and on the other hand, social phenomena can influence the formation of legal norms and law and order in society. An important aspect of research is the interaction of legal norms with such social phenomena as politics, economy, culture, morality, and others, as well as the influence of legal norms on social reality and the interaction of various aspects of society’s life. The article examines the problem of the correlation of legal policy with certain social phenomena, and also determines the role of law in the formation of social reality. In addition, the author investigates the problem of regulation of social phenomena by the norms of national and international law in the context of social phenomena. Understanding the relationship between law and various social phenomena is important for the development of legal policy in the conditions of constantly changing social realities. Studying the relationship between law and other social phenomena allows us to understand the causes of such conflicts and find ways to solve problems. Understanding the relationship between law and social phenomena is important for the effective functioning of the legal system, ensuring the protection of human rights and freedoms, the development of international law and legal awareness. Knowledge of this interaction helps to understand trends in the development of law as a social phenomenon, as well as social phenomena as components of law. Also, understanding the relationship between law and other social phenomena is important for the development of the international legal system and the implementation of international legal cooperation. In connection with the growth of globalization and international cooperation, there is a need for the development of international law and legal instruments that regulate relations between different states and international organizations. Understanding legal norms and their relationship with social phenomena contributes to the formation of a high legal culture in society and ensuring the protection of human rights and freedoms.

In the context of climate change, security is not only a relationship between countries, but also the interdependence between issues. In the African region, water, energy, and food form a security nexus with great sensitivity and vulnerability. Security nexus provides a new explanation for resources competition, cooperation, and conflict in the African region, and promotes water-food-energy research shift from the technical aspects to foreign policy level, and finally provides new international political ideas for resource and environmental solutions in Africa. In the perspective of security nexus, solving the ecological problems in Africa through international cooperation is not a simple technical issue, but an international political and economic issue. Based on the special political and economic advantages that China owns, jointly coping with the challenges of security nexus of China and Africa will provide an important opportunity to deepen their friendly and cooperative relations, broaden social basis of China–Africa relationship, and seek new growth points for economic cooperation.

The article addresses the issue of increasing the international competitiveness of regional universities and identifies the main impact factors from the perspective of the current internationalization and digitalization of the global academic space. The new approach relies on both social and digital marketing tools to streamline the relationship between universities and target audiences, including foreign ones. The international competitiveness of regional universities depends on the following aspects: internationalization strategy, international academic ratings, innovative research centers and their role in the local academic process, joint curriculum programs, high-quality teaching material, technical, social and cultural infrastructure, etc. The paper contains some recommendations for university management and regional authorities on how to develop the promotion system of regional universities. The proposed measures include cooperation with foreign partners from the countries of greatest economic and geopolitical interest. Another tool is an advanced promotion system for regional education services in the context of regional brand promotion strategy, including digital marketing. The new model of university management can increase the efficiency of international activities of the regional socio-economic system.

For over a decade, Turkey has been facing mass influx of Syrian citizens – besides Afghans, Iraqis, and Iranians – who are seeking international protection. This humanitarian problem has many different aspects, e.g., providing housing, employment, health services, and education. The general rule regarding the accommodation of refugees and asylum seekers is temporary accommodation centres. But this cannot be realised in the Syrian migrants’ case due to their massive numbers. Turkey is hosting 3,6 million Syrians under the temporary protection status. This international protection type does not give them the right to work per se. Like other foreigners who want to work in Turkey, Syrians have to apply for a work permit. In practice, many of the Syrians work informally, which causes major infringements of fundamental rights. Besides the legal aspect, this problem has to be handled by the cooperation of different fields of social sciences, especially by sociology and public policy. The implementation of legal instruments will not solve the social problems unless the integration of the migrants to the host community is realised with appropriate public incentives. This paper examines the national legislation concerning migrant workers. Following this examination, the author analyses the actual situation deriving from practice, based on prior research and reports of national and international organizations.

As a result of the dynamic socio-economic processes taking place globally on the agenda in society, new problems arise which are related to the strengthening of the national and regional economy in the conditions of globalization. For this reason, the fundamental importance of achieving the sustainable development of the nation-state is associated with increasing and achieving a high level of economic and social security, as globalization creates new opportunities for national actors involved in international relations but at the same time leads to risks and external threats to the functioning of national economies. Economic and social security play a huge role in shaping essential qualitative aspects of the life of the citizen, society and the state in today's globalizing world. In the modern world, it is impossible to guarantee the country's economic security without extensive international cooperation at all levels because a significant and important part of the problem concerns the spread of threats beyond national borders and the impossibility of finding a solution through national instruments and mechanisms. In the global age, uncertainty is everywhere. The job, which in the modern age is associated with life projects, because of the lack of security no longer provides support for the prospects and ambitions of the people. Conditions change quickly and often without warning. But not only working conditions and jobs are constantly changing. The whole framework, in which long-term plans (partnerships, households, neighborhoods) are usually embedded, breaks down with the enormous momentum of the new era. The lack of economic and social security at the moment is the greatest threat to the state, society and the individual. In addition, the communication and information revolution places the issue of information security in all its aspects. National interests in the global age are never restricted by state borders, which creates the prerequisites for the emergence of numerous contradictions that can be solved at the level of interstate interactions. On the other hand, the national interests of individual countries can coincide with the interests of other socio-political institutions and co-implement them. The growing interplay between countries, the deepening of integration links, the need for cooperation in solving global problems does not mean that national and regional interests are losing momentum. The new one point is to change the environment of their realization and to increase their interdependence with the national and regional interests of other countries.

The article deals with the problem of creation of the business (corporative) social responsibility conception and key elements of this conception. The functioning of the market economy in the modern society is impossible without strong ties between society and business community, social obligations of companies, corporations, firms and so on. Idea of business (corporative) social responsibility reflects these ties and is based on the philosophical doctrine of moral ideals as the goal of social progress. Business (corporative) social responsibility supposes free-will initiatory social activity of companies — activity, that is not related to commercialization. There are some areas of such activity: occupational safety, providing favourable conditions of employment, protection the environment, social security, health protection, culture and education. The author has attempted to characterize principles of companies’ social activity. These are: respect for law order, which means not only subjection to the law, but voluntary renunciation of using deficiencies of law and other law imperfections; respect for international laws; respect for human rights; concerning for moral ideals. Companies realize social responsibility in different ways. First of all through collective bargaining procedure. The next way is cooperation with government and local communities. Cooperation with non-government organizations (civil society organizations) and charity are also possible.

Abstract Green development and international cooperation are important themes of today’s social development research. As Russia’s important area to the Asia-Pacific region, the Primorsky Krai bears the responsibility of exploring international cooperation and green development methods. Based on the current situation of Russia’s development, this study constructs an evaluation index system for green development capabilities from the four aspects. Based on the entropy method, the 2015 first-level administrative unit of the Russian Federation was evaluated for green development capabilities, focusing on the status quo of the green development capabilities of the Primorsky Territory and the development direction of international cooperation. The results show that the Primorsky Krai has a relatively high level of green development capability in the Russian Federation. The price level of the Primorsky Territory has the strongest impact on the green development capability, and the industrial green development capability urgently needs to be improved. According to the evaluation results, it put forward suggestions that the Primorsky Krai needs to improve the development of green international cooperation in terms of social development, etc., and provided theoretical support.

The article analyzes key aspects of Ukraine’s cooperation with International Donors in the period from 1992 to 2014. The article deals with the concept of “international technical assistance” and its involvement in Ukraine, the main directions of international cooperation. It provides the views of scholars on development assistance, its impact on the economy, the development of democracy etc. Special attention is paid to the characteristics of the main phases of International Technical Assistance projects’ implementation. The historiography and documents concerning the International Technical Assistance overview as the one of the ways of international cooperation of Ukraine (1992-2014) have been unfolded. The author identifies three main phases of international technical cooperation based on data from the Ministry of Economic Policy and Trade of Ukraine: 1) from1992 to 1996; 2) from 1996 to 2002; 3) from 2002 to 2014. The article describes the conceptual apparatus relating the involvement of the international aid, the concept of technical assistance and how it presents the Ukrainian international affairs. The data of the Ministry of Economic Development and Trade of Ukraine, a number of registered projects from 1996 to 2014 have been presented and analyzed. The vectors of international cooperation in the field of the implementation of international technical assistance projects, their interdependence with social and political issues and the policy of the state have been determined. The author also analyzes the statistics of the registered International Technical Assistance projects during 1992-2014. The aspects of public policy related to development assistance have been analyzed. The historical preconditions of the “development assistance” concept have been explained, the basic scientific positions on the impact of the donor development assistance upon the recipient country have been given.

The article is devoted to an urgent topic-the study of the development of the Republic of Uganda in social and economic aspects. The purpose of the article is to analyze the main trends in the socio-economic development of the Republic of Uganda in the XXI century, focusing on foreign trade processes and their role in general economic and humanitarian processes. The analysis was carried out on the basis of statistical data from the international statistics of UNCTAD, as well as other primary sources, primarily data from the National Ministry of Finance, Planning and Economic Development, the National Population Council of Uganda, etc. for 2000–2019, as well as earlier periods (since 1970) and 2020 – to ensure comparability. The author comes to the conclusion that in the socio-economic development of Uganda, along with obvious successes – steady GDP growth, the development of the leading segments of the economy, infrastructure, human capital – serious problems and imbalances remain, the solution of which, in the author's opinion, lies in the plane of international cooperation, and above all – in the scientific, technical and integration spheres. As a member of the integration association of the East African Community Uganda actively cooperates at the regional level in a number of areas (economic, infrastructural, educational), which increases the stability and stability of the country.

The purpose of the article is to analyze the main trends in the socio-economic development of the Republic of Uganda in the XXI century, focusing on foreign trade processes and their role in general economic and humanitarian processes. The analysis was carried out on the basis of statistical data from the international statistics of UNCTAD, as well as other primary sources, primarily data from the National Ministry of Finance, Planning and Economic Development, the National Population Council of Uganda, etc. for 2000–2019, as well as earlier periods (since 1970) and 2020 – to ensure comparability. The author comes to the conclusion that in the socio-economic development of Uganda, along with obvious successes – steady GDP growth, the development of the leading segments of the economy, infrastructure, human capital – serious problems and imbalances remain, the solution of which, in the author's opinion, lies in the plane of international cooperation, and above all – in the scientific, technical and integration spheres. As a member of the integration association of the East African Community Uganda actively cooperates at the regional level in a number of areas (economic, infrastructural, educational), which increases the stability and stability of the country.

Socio-cultural factors – shared values, norms and attitudes are significant, but less acknowledged sources of international competitiveness. Previous studies have found socio-cultural factors positively affecting various aspects of international competitiveness – entrepreneurship, innovation, productivity and international cooperation. These factors are more sustainable and less affected by external environment changes in comparison with the traditional factors. Socio-cultural factors provide an opportunity to develop competitiveness strategies based on unique advantages. This research aims to explore the impact of socio-cultural factors on international competiveness in small, open economies. Analysing relationship between 400 socio-cultural indicators and competitiveness indicators such as productivity, economic development, business and government efficiency, innovation capacity and infrastructure in 37 countries, six socio-cultural factors have emerged: Collectivism and Hierarchy; Future, Cooperation and Performance Orientation, Self-expression, Monochronism and Rationality, Economic Orientation and Social structure. The first factor – Collectivism and Hierarchy – tends to reduce the international competitiveness; the other five affect it positively.

Implementation of legal reform in Ukraine, the content of which can be defined as a gradual movement towards a democratic and rule of law state, makes the problem of counteraction to crime especially relevant. Nowadays it is the object of broad regulatory measures, in particular, international and legal regulation of cooperation between states in combatting crime. The multifaceted nature of modern international relations in one way or another causes expansion of the spheres of cooperation between states in counteracting crime, which requires universal and regional international cooperation. It is quite clear that universal international cooperation cannot cover all aspects of the cooperation of states. Regional international cooperation helps to get more effective cooperation between states located in the same geographic region. Cooperation of the states at the regional level in combatting crime is mainly carried out in the framework established by regional international organizations of both general and special competence. The regional level of international cooperation allows the states to react promptly to any manifestations in the criminal sphere that pose a threat of the international nature. In this case, the mechanism of such a cooperation and elements of control, as a rule, have a great degree of specificity and details. Regional international organizations in Europe have a great deal of experience in intergovernmental cooperation in the field of combatting crime, which is explained by the historically established process of economic and political integration. The problem of counteracting crime is given considerable attention within the Council of Europe, which is the most representative European intergovernmental organization established on May 5, 1949, aimed at achieving greater unity between its members in order to preserve and realize the ideals and principles that are their common good, as well as to promote their economic and social progress. The Council of Europe is a purely European organization, with 47 Member States.

The article examines the historical and legal aspects of the emergence and development of international migration law. An attempt is made to study the patterns of evolutionary development of international legal regulation of relations in the field of international migrations, the place and conceptual foundations of international migration law as a separate branch of international public law. The growth of migration flows, their acquisition of new quantitative and qualitative characteristics, being determined by economic, ecological, military-political, demographic and other factors, exerts a strong influence on all aspects of the functioning of the world system, becoming an indispensable component of many spatial changes that determine the essence of territorial identity social groups and form a new culture of thinking, which is based on various social norms, including the principles and norms of international law. The most obvious and effective way of regulating international migration, taken in the dynamics of qualitative changes in its trends and forms, social relationships, socio-economic and political-legal processes, development of technical capabilities of means of communication, is its international legal regulation, carried out as universal and at the regional levels of interstate cooperation, taking into account the evolution and historical development of international legal doctrine and practice. At the same time, the accuracy of the expected assessment of the results of international legal regulation directly depends on the adequacy of the understanding of the legal nature, essence and place of international migration law in the general legal system. It should be fundamental to understand and accept the thesis that the ideology and philosophy of legal regulation of relations in the field of international migration is based on the thesis of the need to find and ensure a balance between state sovereignty - the cornerstone of the international legal order and freedom of movement - one of the basic human freedoms. These basic elements remained practically unchanged during the entire historical period of international legal regulation of relations in the field of international migrations, although the level of tension between them and the ways of articulation of the latter changed throughout the history of international law at the doctrinal level and in the practice of state approaches.

This research aims to examine the sister city cooperation as paradiplomacy practice to establish international relations in Denpasar City, Bali, Indonesia, through the multidisciplinary perspectives of Legal and International Relations studies. This research seeks to answer how Denpasar City, Bali conducts its paradiplomacy through sister cities to build international cooperation and the legal and social challenges. The implementation of three layers of paradiplomacy, according to Lecours (2008), which consists of the economic issue (first layer), cultural, educational, technological, and other multidimensional aspects (second layer), and political considerations (third layer), will be determined by using interview methods and International Relations literature studies. The legal corridor of conducting paradiplomacy, as it assesses the legal basis and limitation for local government to interact with international actors, will be explored using the data collected through legal instruments and legal literature studies. The research used a qualitative empirical approach to connect both disciplines. The results show that Denpasar’s sister city cooperation can be classified as the first layer (economy) and the second layer (culture, education, and technology) of paradiplomacy practice, whereas the third layer (politics) is excluded from this cooperation. Denpasar faces several challenges in conducting its sister city plans of action, such as legal obstacles, continuity of the cooperation, human resources limitation, funding reallocation, and limited citizen participation. The COVID-19 pandemic affects the implementation of the planned sister city cooperation.

Public administration can no longer operate in isolation from global events and challenges, and understanding the role of international organizations and joint projects in shaping and implementing policies becomes critically important. Addressing complex problems requires joint efforts and resources, making the topic of international cooperation in governance relevant and necessary for research. The paper analysed various aspects of the role of international organizations and joint projects in policy formation, strategy development, and solving complex problems. Special attention is paid to cooperation mechanisms that strengthen institutional ties between countries and promote interaction in areas such as economics, politics, social affairs, and ecology. Additionally, by examining specific programmes, projects, and initiatives, the article highlights the importance of international cooperation as a tool for achieving common goals and addressing global challenges. Thus, international cooperation in public administration is not only relevant but also necessary for effectively responding to contemporary challenges and achieving common goals on a global scale. In turn, international organizations and joint projects facilitate coordination among different states, which helps avoid duplication of efforts and maximise the efficient use of resources. They also contribute to strengthening international relations and building trust between countries, promoting stability and peace in the world.

Por otro lado, existen factores condicionantes de la cooperación entre estados como el prestigio y/o la buena reputación, la moral y la ética, las normas existentes y las estructuras organizacionales. Este artículo proporciona al lector, en un primer paso, una aproximación a los factores influyentes en la cooperación entre seres humanos y entre estados en la cooperación interestatal. En un segundo paso, se realiza una comparación sistemática de los factores para ambas formas de la cooperación mediante la aplicación del modelo “Iceberg”. Se concluye que conocimientos más profundos sobre los factores determinantes y sus interrelaciones, mediante futuros estudios e investigaciones podrían resultar fundamentales para la mejora de los resultados de la cooperación al nivel regional, nacional e internacional entre individuos, comunidades, organismos internacionales y países. On the other hand, there are conditioning factors of cooperation between states such as prestige/good reputation, morals/ethics, existing norms and organizational structures. This article provides the reader in a first step with an approach to the influencing factors of cooperation between human beings and of interstate cooperation. In a second step, a systematic comparison of the factors for both forms of cooperation are made through the application of the Iceberg model. It is concluded that deeper knowledge about the determinants and their interrelationships through future studies and research could be fundamental for the improvement of cooperative action at the regional, national, and international levels between individuals, communities, international institutions, and countries. The article provides a brief description of the development of cross-border cooperation between the regions of the Russian Far East and northeast China, and examines the sociolinguistic aspects of intercultural communication. Attention is drawn to the opportunities for social mobility that become available to the population of the regions in connection with international economic cooperation, and the importance of the educational institutions for such cooperation is emphasized. It is concluded that there is a natural need for friendly communication between peoples belonging to such different cultures, and that communication between the population of border regions is quickly restored, after some decline during the Covid restrictions.

The strengthening of global integration processes necessitates the development of cross-border regions and the intensification of cross-border cooperation in the field of environmental management, which determines the relevance of this study. This issue is particularly relevant for the Arctic region, where the start of large-scale development of natural resources, development of territories and the creation of new transport routes require the development of environmental management principles that would ensure economic development, preservation of the lifestyle of indigenous people and the preservation of biodiversity. The article examines aspects of the legal characterization and regulation of natural resources’ treatment that are jointly owned or geographically located in two or more states. It is shown that political, social, sociological and economic prerequisites impose on the principles of such cooperation. Until now, the problem of joint management and use of natural resources and products of their processing remains unresolved. It is proposed to create interstate commissions, as well as concessions, as the basis for the development of natural resources’ joint use. The leading direction in the development of the situation is interstate cooperation on the biosphere’s conservation.

This review discusses social and medical aspects of the war in Ukraine. If the world is becoming multipolar, armed conflicts of various magnitude may become permanent. International tension contributes to the increase in the birth rate: it is believed that the population growth strengthens defenses and sovereignty. Environmental degradation and the depletion of non-renewable resources are proportional to the population size. A reasonable option would be the global leadership centered in developed countries. Potential benefits include conflict prevention, environmental and population management, taking into account ecological and economic conditions in different regions. Large projects can be implemented to improve the quality of life and create jobs, which would be a reasonable alternative to excessive military spending. If the global power shifts to Russia, it will come along with losses of certain values. The quality of many services, products and foodstuffs will decline. Autocratic management style would spread also in the healthcare and science. Several examples from the field of healthcare are discussed here. Confidence-building measures, international trust and reliability are needed. Ukraine must become a testing ground for the international cooperation.

Informal employment, which is labor activity without official registration and corresponding tax and social contributions, causes serious challenges to economic stability, social justice, and sustainable development, affecting social protection systems, budgetary resources, and equality in the labor market. The purpose of the study is to improve the understanding of aspects of countering informal employment and to investigate the factors affecting informal employment. Methods of the study are comparative analysis, multiple regression analysis, differentiated difference method, logical method, induction and deduction, systematization, and graphical method. The information base of the study consists of data from the World Bank and the International Labour Organization (ILO). It is established that international cooperation in countering informal employment, taking the example of EU countries, has not yielded significant results in achieving its goals. We have determined that the level of GDP per capita, as well as the indicator of the share of people employed in the service sector, are negatively correlated with the level of informal employment. In addition, we found that in countries with a more active community of online freelancers, the level of informal employment is generally lower. The results of the study contribute to the understanding of the mechanisms of combating informal employment and can also serve as a source of information for the development and implementation of policies aimed at countering this phenomenon. The work can also be the basis for further research on the relationship of informal employment with indicators such as unemployment, the proportion of people employed in online freelancing, and other indicators.

The mechanisms of greening are reflected in the areas of neo-Keynesianism, neoclassicism, institutionalism, globalism, post-industrialism. Environmental threats affect society in different ways, but stimulate change and transform economic systems. The intensification of the environmental crisis and global problems has led to the expansion of international activities, environmental policy, economic culture and environmental awareness. New formats of international contacts, coordination of market and social interests should be considered in the context of theories of environmentalism, greening of the economy, economic modernization, resource provision, environmental security. The formation of progressive models of social development involves international economic integration, the inclusion of national environmental policies in the international security system, promoting cooperation and cooperation between countries. development diplomacy is seen as a tool for consolidating countries in solving global problems, intensifying international integration in the field of environmental activities, greening trade and economic activities and international business. The present evolutionary phase in international economic and political relations involves the analysis of a "new globalization" and the profound reshaping of multipolarity. This article examines the fundamental elements of the newly emerging globalization morphology from a critical standpoint on the key aspects of the Regional Comprehensive Economic Partnership (RCEP). It aims to discern why such free trade agreements are significant expressions and imprints of the unfolding new multipolarity. It focuses on crucial dimensions of such international socioeconomic agreements for deepened global cooperation and development. For the analysis, we distinguish between the structures of the previous globalization regime and some evolutionary dimensions of the gradual transition to a "new globalization" (e.g., the RCEP). We contend that such agreements enrich regional economic and social integration and can expand globalized transnational flows, thereby boosting efficient cooperation for reconstructing future dynamics of international economic development.

Educational services are a commodity that benefits primarily those who consume it (individuals and the state). In the context of this topic such aspects as the quality of the workforce, a high level of income, high wages for workers and sustained economic growth are very important. All this defines the investment nature of educational services. Consequently, education in the context of its interaction with business can be understood as a social institution, which trains a skilled workforce in accordance with market requirements, the state of culture, changes in science and technology, as well as oriented towards the dynamic development of society and the growth of competitiveness of national (regional) economy. The ongoing reforms in higher education still leave many problems and challenges unresolved. The State Programme of Education and Science Development for 2020–2025 implemented in Kazakhstan requires a new level of relations between educational institutions, business, and society. Undoubtedly, business understands both the challenges and difficulties of higher education and in general is ready to participate in such processes as development of professional standards, formation of the content of educational programmes, monitoring of labour market needs in development of innovative education. However, new effective models and mechanisms of interaction between HEIs and business, based on a systematic approach including economic, managerial and legal aspects, are needed. The aim of the study is to develop theoretical, practical, methodological recommendations for improving the models of interaction between universities and business structures, which will allow the implementation of high quality innovative education.

The urgency of this issue liesin the importance of strengthening the social security of Ukraine weakened by the government in its attempt to fulfil the gaps in theeconomic or bank sector by shortening the social standards.This article is aimed at: a) a critical analysis of the legal principles of the Ukrainian law regarding the international acts, whichconcern the cooperation with IMF during 2014–2020; b) finding out the social aspects in the obligations of the four agreements ratifiedduring 2014–2020; c) outlining the ways to improve the Ukrainian legal principles of international cooperation in order to strengthenthe social sphere of the country.The process of receiving a loan from the IMF presupposes the following steps: a lender (country) gives an ‘offer’ (letter of intent)and a lendee (IMF) decides to accept it or not. The offer includes a list of the prior actions and structural benchmarks, which should bedone to receive the next tranche. The author believes that the Ukrainian government requires to restructure their approach to the international agreements. Forexample, to secure the social interests, the Ukrainian government can enlist the Ukrainian ombudsman, whose signature will be alsomandatory to accept the “letter of intent”. Also, before the release of the “offer” to any international institution, it is necessary to attracthighly-qualified experts who can unbiasedly analyze and criticize the principles of the agreement.

The European Union (EU) is widely considered as a formidable trade power. It represents about one fourth of worldwide trade flows and generally speaks with one voice in its common commercial policies. In addition, policy-makers and scholars often regard the Union as a distinctive, ‘normative power’ in the world. From this perspective, Europe tries to be at the forefront of promoting values such as human rights, democracy, sustainable development, and social justice, this with a clear preference for supporting international dialogue and cooperation in these areas, rather than for using trade sanctions. This special issue combines both aspects of the EU’s international role. More specifically, it concerns the social dimension of the EU’s trade policies. It raises the questions of how, why, and with what impact the EU has promoted social objectives through its common commercial policies. These three questions will be addressed in this introduction, followed by a brief summary of the way in which the different contributions of this special issue deal with them.

Abstract The global economic institutions that grew from the Bretton Woods conference of 1944 aimed to create a cooperative policy environment conducive to recovery, development, continuing prosperity, social stability, and democracy. Prominent in the minds of the architects were the macroeconomic and trade policy coordination failures of the 1930s, which accompanied a world depression and the march towards the Second World War. The assumption of ‘embedded liberalism’ underlying Bretton Woods gave way to a much more market-oriented system by the early 1990s, fuelling strong growth in several large emerging markets and a period of hyperglobalization—but also social tensions in advanced economies. The result has been a changed geopolitical balance in the world as well as a backlash against aspects of globalization in many richer countries, notably the main sponsor of post-war international cooperation, the United States. At the same time, global cooperation is threatened despite the emergence of a broader range of shared global threats requiring joint action. The rich industrial countries that dominate the existing multilateral institutions should recognize them as being instrumental for channelling superpower competition into positive-sum outcomes that can also attract broad-based international support. However, leveraging those institutions will require buy-in from middle- and low-income countries, as well as from domestic political constituencies in advanced economies. The future of multilateralism depends on reconciling these potentially conflicting imperatives.

Corporate social responsibility (CSR) is becoming an increasingly popular area of activity of companies which are interested in not only the managers or owners, but also customers, suppliers, NGOs, administrative and other stakeholders groups. The analysis aim is to present CSR initiatives as part of deliberate strategy of the company, which is one of the key sources of competitive advantage in the market. The findings concern the scope of cooperation between companies and NGOs in the field of socially responsible activities. The analysis indicates that the expected form of cooperation of NGOs with small businesses is to provide financial assistance to social organizations. However, in the case of medium-sized enterprises, these expectations also apply to material support. Moreover, in the case of medium-sized enterprises a key determinant of cooperation with social organization is realization of the social objective, while small businesses are more guided by "goodness of the heart". Considerations based on the identification of scope of CSR, are pointing to the key aspects of this activity to the company, the environment and customers. Discussions were extended to the characteristics of the benefits, barriers and forms of the cooperation, as well as, there were presented the results of research in the field of forms and determinants of such cooperation. Considerations are based on secondary sources, from national and international journals, books, magazines and specialist reports. Abstract. Introduction. The article considers the analytical aspects of tourism business development in the regional social and economic destination, which are implemented according to the criteria for assessing the qual-ity of components of the tourist product and tourist flows. The deals the market of the tourist ser-vices, which determines the parameters of the aggregate value of the indices of the meso- and lo-cal levels. Results. A comprehensive approach to the assessment of the overall value of the tourist business develop-ment index, which is differentiated by the components of the tourism potential at the meso level, has been developed. The inclusiveness of the local tourism business in the regional social and economic destination is determined. The directions of international cooperation of one country with neighboring countries within the regional blocks of tourism business are singled out. The analytical components modeling of the tourist product in the regional social and economic desti-nation are formed. The system of quantitative and qualitative indicators of tourism business de-velopment in the regional social and economic destination of the country is determined. The scale of tourists served by tour operators and travel agents in Ukraine is analyzed. Conclusions. The mechanism of regulation of the development of tourist business in regional social and eco-nomic destination of market type is developed. For strategic analysis of tourism business devel-opment in a regional social and economic destination, a general concept of its evaluation in terms of a systematic approach and analysis of alternatives has been formed. It is proved that the exist-ing tools for assessing the tourism business are the levers of indirect influence on the state econ-omy. Therefore, taking into account cross-border cooperation in this area will determine the cri-teria for optimal profits from tourism and tourism operators and its effect in regional social and economic destinations.

The article examines the peculiarities of the legal regulation of the international legal regulation of forced migration and the determination of prospects for its development. The opinion is expressed that the emergence of new technical means and methods of production, means of communication, changes in the social sphere of states, deformation of the geopolitical space and many other factors of a socio-economic and political nature caused the growth of migration flows in the world. It has been established that the state policy in the field of population migration is designed to ensure the regulation of population migration movements, overcoming their negative consequences both for the international community, each country in general, and each migrant in particular. It is noted that the Universal Mechanism for the Protection of the Rights of Forced Migrants is based on the Convention Relating to the Status of Refugees of 1951 and the Protocol Relating to the Status of Refugees of 1967. In addition, it is emphasized that an important role in ensuring the international protection of refugees and asylum seekers is also played by the Recommendations acts adopted within individual UN bodies, as well as other universal documents supplementing the specified legal array. Based on the analysis of scientific points of view and legislation, the author comes to the conclusion that the main norms of international and regional acts in the field of forced migration, which serve as guidelines for domestic systems of legislation and law enforcement, as well as for global tools for solving the problems of forced migration in general, are the principles non-discrimination, non-refoulement, family unity, interstate cooperation, international solidarity and observance of the best interests of the child. The need to create effective mechanisms for the implementation of international legal documents in the field of forced migration, to strengthen the international responsibility of states, and to determine the optimal methods of final or long-term solutions to the refugee problem was noted.

The author examines the main features for the formation of the Belarusian economic emigration to Canada. The intensity of the emigration from 1921 to 1939 was analyzed, when the territory of Western Belarus was a part of Poland. The historical base of the research was the unpublished documents of the Belarusian, Ukrainian and Polish archives. The article presents the structure of state emigration bodies that were involved in organizing and controlling the recruitment of emigrants, their employment and the process of re-emigration. It describes the features of the Canadian legislation for the scale of the Belarusian emigration and the legal adaptation of emigrants. Particular attention is paid to the role of the Canadian railway companies “Canadian National Railways” and “Canadian Pacific Railways” in the selection of emigrants and their employment in agriculture and industry. The author argue that the Polish authorities stimulated the emigration of the Belarusian population for the polonization of Western Belarus. The problematic socio-psychological adaptation of the Belarusian emigrants, because Belarusians in Canada weakly expressed the national identity, is described. The author concludes that the international cooperation had an important role in forming the diaspora’s and national identity, especially the international contacts with the representatives of other peoples and the participation in common political organizations and projects.

Экспорт образовательных услуг и привлечение иностранных граждан к обучению в российских вузах является одним из приоритетных направлений интернационализации высшего образования, нацеленных на повышение привлекательности и конкурентоспособности университетов России в мировом академическом сообществе. Важным этапом погружения иностранных студентов в культурно-образовательное пространство университета и региона проживания является их социальная адаптация. Представлен взгляд на процесс социальной адаптации иностранных студентов, выделяются виды социальной адаптации, подчеркивается влияние кризисов современности на данный процесс. Авторы особое внимание уделяют коммуникативным аспектам взаимодействия руководителей и преподавателей университета с иностранными студентами, поскольку от правильного выбора организаторами коммуникации стиля общения во многом зависит успешность социальной адаптации иностранных обучающихся, особенно в начальный период. Цель представленного рассуждения – раскрытие коммуникативных стратегий и тактик, которые используются в российских вузах на различных этапах социальной адаптации иностранных студентов. При этом подчеркивается значимость адресной коммуникации, учитывающей как рациональные, так и эмоциональные стороны личности иностранного студента, поскольку такое общение способно снять тревожность и придать уверенность студентам в возможности преодолеть языковой барьер и другие трудности адаптационного периода. С помощью кейс-метода авторы описывают опыт социальной адаптации иностранных студентов в Новгородском государственном университете имени Ярослава Мудрого. In today’s globalized world, the number of international students serves as a quantitative indicator of a university’s global reputation in the field of educational services. Still, a qualitative indicator in this context is their successful social adaptation and integration into the host culture, as this is a guarantee of their academic performance, professional and creative self-actualization, and, in the long term, employment in the host or native country. Effective communication between university employees and international students is a cornerstone of successful social adaptation of the latter. The aim of the study is to provide a comprehensive overview of communicative strategies used in Russian universities on different stages of international students’ social adaptation. This study is particularly relevant in the current context of geopolitical instability because having a comprehensive and distinct social adaptation strategy is crucial for maintaining and increasing the inflow of international students during the crisis period. International students, along with their parents, exhibit hesitation towards coming to Russia in the current geopolitical climate. Therefore, the university administration and teaching staff face the task of dispelling these concerns. Moreover, international students’ fears and concerns may be caused by such adaptation difficulties as language barrier, lack of knowledge of the host culture, etc. We believe that one of the most effective means of dealing with such fears is targeted and direct communication that addresses both international students’ rational thinking and their emotional sphere. We examine various types of social adaptation and assess the impact of geopolitical crises on this process. We emphasize the significance of understanding international students’ sociocultural adaptation as a complex process consisting of two equally important stages: the development of new cultural and communicative competencies and the cultivation of a new multicultural personality fully adapted to the host country’s mentality. Language barriers represent a significant obstacle for international students. Visual materials that help international students to perceive information about formal and informal aspects of university life are effective for institutional adaptation, i.e., adaptation to the characteristics, structure, norms, and values of the host university, even if international students face a language barrier. We analyze different visual and semiotic approaches to conveying important messages to international students, such as visual presentations, as well as different communication strategies (cooperation, prevention, etc.). We present a case study of social adaptation of international students at Yaroslav-the-Wise Novgorod State University and the results of a survey conducted among representatives of target groups. The survey revealed that common adaptation difficulties for international students include challenges in comprehending educational materials presented exclusively in verbal form, an inconsistent use of simulations as tools for explaining key concepts and processes, and a sporadic utilization of video materials for illustrating the studied processes or phenomena.

International large-scale assessments of student achievement such as International Association for the Evaluation of Educational Achievement’s Trends in International Mathematics and Science Study (TIMSS) and Progress in International Reading Literacy Study and Organization for Economic Cooperation and Development’s Program for International Student Assessment that have come to prominence over the past 25 years owe a great deal in methodological terms to pioneering work by National Assessment of Educational Progress (NAEP). Using TIMSS as an example, this article describes how a number of core techniques, such as matrix sampling, student population sampling, item response theory scaling with population modeling, and resampling methods for variance estimation, have been adapted and implemented in an international context and are fundamental to the international assessment effort. In addition to the methodological contributions of NAEP, this article illustrates how the large-scale international assessments go beyond measuring student achievement by representing important aspects of community, home, school, and classroom contexts in ways that can be used to address issues of importance to researchers and policymakers.

The assessment of the state of security cooperation between Ukraine and Canada on the NATO platform is carried out in the context of the study of Ukraine's role in Canada's actual security policy. The importance of such a study is determined by the priority of solving urgent problems in the field of international support for national security and the implementation of the foreign policy course for Euro-Atlantic integration of our state. The existence of significant threats to the national security of Ukraine in the context of conflict with Russian Federation determines the relevance of studying the theoretical and practical aspects of cooperation with key foreign partners to counter security challenges. Canada remains a staunch supporter of Ukraine’s state sovereignty, regardless of temporary changes in domestic and foreign policy. Such a consistent position of Ottawa defines the significance and effectiveness of the special partnership of this state with Ukraine, in particular, in the field of security policy. The article reviews the main aspects of Ukrainian-Canadian cooperation within NATO as the main multilateral security platform for Ukraine. An important component of Canadian support for Ukraine is the desire to bring Ukrainian military, social and democratic standards in line with the standards of NATO member countries. In this context, Canadian practical and expert experience is extremely important for our country. We are constantly confirming this in the process of meaningful Ukrainian-Canadian political dialogue within international organizations and NATO in particular. Thus, Ottawa actively supports Ukraine's efforts for Euro-Atlantic integration and plays an important role in filling the practical content of Kyiv's cooperation with the Alliance in the military-political and humanitarian spheres.

The article on Polish Criminology from Historical and Current Perspective is divided into four parts. There are: Introduction — historical Perspective, Białystok School of Criminology, National Forum of Young Criminologists, International Centre for Criminological Research and Expertise. In the final part of article the authors stressed, that activities of Białystok School of Criminology have much more broad-spectrum, than described. The International Centre of Criminological Research and Expertise conducts interdisciplinary basic research and development works serving both internal security and justice. The Centre aims at entering into cooperation with the State authorities, private sector entities and NGOs, within the country and abroad, along with preparation of expert opinions at their request. It will also conduct publishing and popularizing activities. The representatives of Białystok School of Criminology are also members of such scientific initiatives like: the Academic Forum — Legal and Medical Aspects of Human Health and the Academic Forum — Podlasie — Warmia and Mazury. As a result of these initiatives, in May 2015 there was the international conference Legal, Criminological and medical aspects of social exclusion attended by over 200 people. The scholars from Białystok School of Criminology are open to cooperation, especially of international character. The broad spectrum of research on issues of science criminology in many institutions, centres and academic institutions is an eloquent proof of the dynamic development of criminology in Poland.

Legal aspects of the social regulator of contractual relations in labor law of Ukraine have been revealed. The concept of social partnership and social dialogue as a legal regulatory mechanism of collective relations has been studied. Legal regulation of labor conditions at different levels, through agreements, reflecting the will and interests of the parties to the agreement, has been analyzed. It has been found out that the personal nature of work, the definition of the specific labor function, duration of working time, remuneration of labor, etc., shall be reflected in a contractual relationship, which requires new forms of relationship between a state, an employer and an employee. Such new forms are acts of social partnership representing the interests of employees, employers, and the state in general. Special attention in this process has been paid to the collective agreement, wherein the interests of the labor collective and the employer are reconciled. The significance of the collective agreement is enhanced in the context of the market economy transformation and the development of new forms of management. Based on international experience it has been proved that problems of economic and public life are addressed optimally, if the orientation is implemented not towards the confrontation, but towards the achievement of social compliance, adjustment of social partnership on the principles of cooperation between employers and employees, which are realized in forms of negotiations, the conclusion of collective agreements and collective arrangements, coordination of draft regulatory and legislative acts and consultation in decision-making by social partners at all levels. It has been defined that social partnership is implemented by means of social dialogue, as a set of coordination procedures of interests of association of employees, employers and the state. Social dialogue helps to provide social harmony and stability in the society, it addresses diverse social and economic problems; it is the universal mean of collective relations for each country, it takes into account its traditions and particularities, and it is based on the significant practical experience of real cooperation.

The sports industry is of great value and significance for national economic growth, job creation, and meeting people's growing needs. Sports do not only play an important role in promoting national progress and civilization, economic and social development and harmony, but also an essential means to carry out national and government lines, policies and guidelines. To expand the strategic international vision and new thinking of international cooperation for the adjustment of the sports industry's industrial structure and the upgrade of the global value chain, this article analyzes the sports industry form the perspective of geo-economics and proposes the model of the geosports industry which based on the strategy of the Belt and Road. The article establishes that geoeconomics is an interdisciplinary science consisting of geopolitics, economic geography, regional economics, and international trade. Geoeconomics focuses on economic competition and cooperation between countries for geographic advantage and focuses on the profound influence of geographic factors on geoeconomic behavior. Based on the definition of geo-industry, this paper proposes the concept of the geo-sports industry, and analyzes the advantages and value of China's sports industry for upgrading into the geo-sports industry from political, economic and cultural aspects. Furthermore, this article analyzes the model of the geo-sports industry from aspects of the guiding ideology, the theoretical basis, the ultimate goal, key industries, the path for obtaining interests and the basic basis. This paper believes that the geo-economic strategy and practice has a huge impact on the development of the sports industry. Finally, with its advantages in politics, economy and culture, especially the increasing prominent position in the national economy, this article believes the sports industry already has the conditions to upgrade into the geo-industry.

An important factor in the development of tourism within transboundary territories may be unique tourist resources, or special areas. Border territories often turn into gambling zones, especially in those cases when the industry of gambling entertainment is prohibited in neighboring countries. In addition, a tourist product can be formed on the basis of unique tourist resources, united by a common idea or historical plot. You can get to know them only by traveling from a neighboring or nearby country. Tourists are attracted to the border space by duty-free trade, a large selection of goods, lower prices, convenient opening hours. On the basis of the Agreement, the Republic of Kazakhstan and the Kyrgyz Republic will contribute to expanding cooperation in the field of tourism in order to familiarize citizens of their states with achievements in the field of economics, social development, culture, nature and sights, as well as historical monuments and national traditions of the peoples of the three countries. The parties will cooperate in the development of international tourism on the basis of equality, mutual benefit and, in order to increase the tourist flow, facilitate the simplification of visa and customs formalities, exchange lists of travel agencies. The Parties will facilitate the exchange of experience in all areas of international and domestic tourism, promote cooperation between the national tourism administrations of the Parties and other organizations involved in tourism and its development. The parties will also facilitate the dissemination of tourist information to attract the flow of tourists through the publication of promotional materials, the exchange of information, print media, exhibitions, films and the holding of various symposia and seminars. The parties will provide mutual assistance in the training of personnel of tourist complexes and facilitate the exchange of specialists of the relevant tourism authorities, assist the relevant departments and interested organizations in the creation of joint ventures and in the implementation of other investment projects in the tourism sector. The parties through the relevant tourism authorities will exchange views on cooperation, work experience in activities in international tourism organizations.
