Resumo: No contexto de crescentes preocupações com a dimensão ambiental na agenda política global, tem havido um aumento de iniciativas de cooperação internacional para esta temática. O Fundo para o Meio Ambiente Mundial (GEF), criado em 1991, constitui um organismo multilateral, cujo financiamento se destina a projetos para a proteção do meio ambiente global, realizados em países em desenvolvimento. A proposta do GEF se enquadra no âmbito das assimetrias Norte-Sul para gerir os problemas ambientais, consistindo em um instrumento de auxílio aos países com menos recursos para participar na prevenção de problemas ambientais globais. A presente dissertação examina as dinâmicas de conhecimento envolvidas neste padrão de cooperação. Com base no referencial teórico do neofuncionalismo nas relações internacionais, discute-se o papel central que formas de expertise adquiriram na realização da cooperação internacional em geral, e mais especificamente, nas iniciativas voltadas ao meio ambiente, tendo sido incorporadas na estrutura das principais agências multilaterais de cooperação. A importância da expertise no estabelecimento de padrões e políticas ambientais é contraposta por abordagens - como os Estudos Sociais da Ciência e Tecnologia e a Teoria Cultural do Risco - que questionam a aparente neutralidade do conhecimento científico neste processo. Assim, argumenta-se que o maior nível de capacidades científicas e tecnológicas no Norte permite que este tenha uma posição privilegiada no momento de definir as políticas e opções de cooperação para o meio ambiente. Este referencial é utilizado para analisar um projeto de cooperação realizado no Brasil com recursos do GEF, para o desenvolvimento e teste de um protótipo de ônibus movido a hidrogênio. Foi possível concluir, com base neste projeto, que alternativas tecnológicas constituem um dos focos da cooperação internacional para o meio ambiente, e que a realização dos projetos permanece fortemente centrada na participação de experts. Por outro lado, promove-se a disseminação do uso de tecnologias e de conhecimentos associados a modelos de gestão ambiental, mas perpetua-se a dependência de tecnologias dos países em desenvolvimento em relação aos países desenvolvidos. Além disso, a participação do Sul na definição de agendas ambientais permanece prejudicada
Abstract: In the context of growing concerns about the environment in the global political agenda, there has been an increase in international environmental cooperation. The Global Environmental Facility (GEF) was established in 1991 as a multilateral organization, to fund projects aiming to protect the global environment, carried out in developing countries. This format is a response to international demands to consider North-South asymmetries in the promotion of environmental policies and projects. The present dissertation examines the dynamics of knowledge involved in this pattern of cooperation. Based on the theoretical framework of neo-functionalism from the field of International Relations, this work discusses the central role of expertise in conducting international aid, having been incorporated into the work and structure of the main multilateral agencies for cooperation. The importance of expertise in setting standards and policies for environment management is countered by scholars within the Social Studies of Science and Technology and Cultural Theory of Risk that challenge the apparent neutrality of scientific knowledge in this process. Thus, it is argued that the highest level of scientific and technological capacities in the North allows it to have a privileged position in defining environmental policies and international cooperation. These approaches are applied to analyze a project of cooperation carried out in Brazil and funded by the GEF, aimed to develop and test a prototype of hydrogen-powered bus. Based on this project, we concluded that alternative technologies are one of the main focus of international cooperation for the environment, and that the implementation of projects remains strongly based on participation of experts. On the other hand, environmental cooperation may promote the widespread use of technology and knowledge associated with environmental management, but it also perpetrates the technology dependence from South to North. In addition, the participation of developing countries in setting the global environmental agenda setting remains impaired towards the developed world

An increasingly popular way for global citizens to contribute to communities around the world is through international volunteering. In tandem with this growing trend, academic research in the field has increased to explore the goals, motivations, and impacts of international service on volunteers, host communities, and volunteer-sending organizations. One of the larger gaps in our understanding of global civic engagement though is the specifics of how and why, as well as the overall impact of international service on, host organizations that seek and/or accept international volunteers. Using an exploratory research design to collect and analyze survey data and open-ended email inquiry responses from almost 250 organizational representatives in 50+ countries, this dissertation expands the breadth and depth of knowledge on the relationship between host organizations and international volunteers. Findings include a broad and varied range of potential motivations for hosting international volunteers, from direct benefits to the host organization like leveraging organizational capacity to benefits extended to the broader community and volunteers themselves such as providing opportunities for cross-cultural interaction. In addition, host organization characteristics and opinions were compared between two global regions - Africa and Asia - and statistically significant relationships identified between characteristics and opinions of host organizations and their reported satisfaction with international volunteers. This study contributes new data on and from organizations that host international volunteers. Research findings also support and expand the field's understanding of international volunteer engagement as it relates specifically to organizational capacity and social capital theory.

A culture of accommodation and tolerance is a necessary part of establishing and preserving a functional multi-national and multi-ethnic European Union. Civil society organizations and their associated social capital have been shown to foster civic capacity and achievement of public policy goals. However, social capital that is based on group identity can also contribute to a sense of intolerance towards out-groups, undermining the stated tolerance objectives of the social pillar of the European Union. States with a strong presence alongside civil society are expected to be curb the development of the exclusionary bonding form of social capital in favor of bridging social capital which will improve progress toward policy goals. This study tests the link between government capacity, social capital and tolerance using data from the 1990-2009 waves of the World Values Survey and European Values Study. Using path analysis and multi-level models of the relationships between political capacity, social capital and intolerance, the model establishes that government capacity enhances bridging social capital and which increases social tolerance. The study fills a gap in understanding how government capacity and policy can result in improved social capital even with greater diversity. A proposed relationship between political capacity and bonding forms of social capital was not supported.

This study aims at verifying the existence of the professional field of rural development in the Sisal Region, in Bahia’s semi-arid region, analyzing the forms through which this process might have contributed to the institutionalization of ideas on what rural development entails and how it might have opened space for the creation of new local logics. As to methodological approaches, micro and macro social analyses were integrated, having the concept of social field as analytical level so as to deal with middle range theories in order to explain social phenomena, particularly neo-institutional and social movement theories. Empirical survey was based on primary data collected in different periods from interviews and observations, to which were added a considerable amount of secondary data gathered from reports, newsletters, videos, newspapers and other academic works. In order to historically recover the field of rural development, from the 70’s to the present days, discourse analysis technique was employed, so as to characterize actors, their main logics of action, particularly those related to professionalization. The attempt at conceptualizing professionalization and clarifying what is being considered as the field or rural development were an important task of the work. Four main contrasting forces in the field, influencing its professionalization were identified: Insurgent Solidarity; insurgent solidarity and economic insertion conflicts; particular forms of relation between State and society; and the insertion of themes and practices absorbed during actors/fields mimetic, regulative and normative mechanisms at micro and macro levels. From the identification and analysis of forces involved in professionalization in the field, suggestions are put forward as to the enlargement of the understanding on professionalization and institutional entrepreneurship, which might be relevant to future studies aiming at integrating agency-structure analyses and individual and collective action dimensions.
Este estudo teve como objetivo verificar a existência de campo profissional do desenvolvimento rural na Região do Sisal, no semi-árido baiano, analisando de que forma este processo contribuiu para a institucionalização de idéias sobre o que vem a ser desenvolvimento rural, e como ele, também, abriu espaços para a criação de novas lógicas locais. Como estratégia metodológica buscou-se integrar análises macro e micro sociais, utilizando-se noção de campos sociais como nível de análise, com o objetivo de trabalhar com teorias de médio alcance para explicação de fenômenos sociais, em especial as teorias neo-institucionais e as teorias de movimentos sociais. O levantamento empírico fundamentou-se em dados primários, recolhidos em diferentes momentos a partir de entrevistas e observações, aliado a uma ampla gama de dados secundários, recolhidos a partir de relatórios, boletins, newsletters, vídeos, jornais, e outros trabalhos acadêmicos. Foi utilizada a técnica da análise de discurso para trabalhar com os dados fazendo uma reconstituição histórica do campo do desenvolvimento rural entre a década de 70 e os dias atuais, buscando caracterizar os atores participantes, suas principais lógicas de ação, em especial aquelas relacionadas à profissionalização. Esclarecer o que se entende por profissionalização e o que foi considerado como campo do desenvolvimento rural fizeram parte de um esforço de conceituação do trabalho. Foram identificadas quatro principais forças que se contrastavam no campo e que influenciaram na sua profissionalização: a Solidariedade Insurgente; os conflitos entre inserção econômica e a solidariedade insurgente; formas particulares de relacionamento entre sociedade e Estado; e a inserção de temáticas e práticas absorvidas através de mecanismos miméticos, regulativos e normativos de atores/campos localizados em níveis meso e macro. A partir da identificação e análise das forças envolvidas na profissionalização do campo, são propostas sugestões para a ampliação do entendimento sobre profissionalização e empreendedorismo institucional, que poderão ser pertinentes para futuros estudos que busquem integrar as análises sobre agência-estrutura e as dimensões individual e coletiva da ação.

Intrigued by the observation that enduring, task-based water treaties have, surprisingly, emerged within protracted conflict settings that lock the riparians in a deadly embrace, I constructed an interdisciplinary theoretical framework to explain the causes of riparian conflict, and the conditions for riparian conflict resolution. Drawing on the literature from international relations, comparative politics, resource economics and public choice theory, I explain how the constraints posed by ecological forces in a conflict setting, and the political opportunities presented by a particular economic-developmental context shape the decisions of policymakers during the negotiation process that precedes regime emergence.
Next, a model is developed that first illustrates the causal pathways among five independent variables, (water scarcity mode, critical environmental threshold, riparian position, state power profile and sustainable development of water resources); three contextual variables, (conflict setting, economic-developmental level, economic-developmental crisis) and the dependent variable of riparian conflict. The pathway is then extended with the addition of two more contextual variables (negotiation structure and strategy) to explain the second dependent variable of regime emergence. Eight hypotheses are then theoretically derived and tested with specifics from four cases covering both developing and developed state riparian conflicts within protracted and non-protracted settings. The Middle East, South Asian, and North American regions are thus studied.
It was evident that the degree of water scarcity has either conflict enhancing or conflict mitigating properties depending upon the patterns of interaction among the variables. Both contextual variable clusters had theoretically significant effects on the nature of the regime. I inferred that the state formation dynamic influenced the economic-developmental context in which water policy is formulated and shaped the domestic configuration of water interests. It appears that the influence of rent-seeking groups opposed to a transboundary water treaty wax and wane once critical environmental thresholds, which aggravate or cause an economic-developmental crisis, are exceeded (especially in the most powerful state). This, along with other economic, international and geographic factors, ultimately, alters the preferences of the policymakers to enable compromise at the international level. A state's institutional capacity to adopt a more sustainable water usage pattern is also relevant in this regard.

La coopération internationale est inscrite sur l'acte constitutif de l'Organisation des Nations Unies du 26 juin 1945. Moyen d'échange et de dialogue entre acteurs internationaux, son objectif a été de trouver des solutions aux difficultés économiques, sociales, culturelles et sécuritaires de l'après-guerre pour sauvegarder la paix du monde. Elle s'est considérablement développée, allant de la forme bilatérale à celle multilatérale, dans tous les domaines et sur tous les continents. Parmi ses nombreux cadres d'échanges, le dispositif français de coopération, avec son assistance technique spécialisée dans tous les domaines, demeure une référence certaine. Il s'est déployé à travers une stratégie de géopolitique internationale où domaines militaire en plus grand et sportif en plus petit en constituent un des traits caractéristiques. La coopération française et internationale ont été un accompagnement décisif pour le continent africain après les indépendances, mais aussi un important moyen stratégique d'influence pendant la Guerre Froide. Le sport et la coopération sportive y joueront leur partition. Pour les Américains, Français, Anglais, Soviétiques et leurs partenaires respectifs, la coopération a été très efficace et a permis de sauvegarder leurs intérêts sur le continent africain. Elle demeure encore aujourd'hui un important moyen de pression sur la scène africaine, influant souvent sur les résultats des échanges et l'efficacité des actions de coopération. Finalement, c'est une coopération internationale de 1960 à 2010, avec ses réussites et ses échecs, d'une taille parfois limitée mais qui reste un moyen de dialogue pour le monde et surtout pour le continent africain engagé sur le difficile chemin de la démocratie. C'est par une approche théorique libérale et une méthode qualitative que cette recherche a été réalisée, sur le principal terrain du Burkina Faso avec ses particularités sociales et son histoire, qui constituent une grille de lecture idéale.

This thesis examines the effects of cooperation within multilateral counter-terrorist fora on the process of preference formation of a selected group of Western countries: the United States, the United Kingdom and Italy. The analysis focuses on the global counter-terrorist regime, a set of complex and multifaceted institutional arrangements, which were developed in the aftermath of the September 11, 2001, attacks in order to harmonise state counter-terrorist responses worldwide. The study looks at three sets of formal international institutions within the regime: the United Nations, the Financial Action Task Force (FATF) and the European Union. It also selects a sample of three issue areas in multilateral counter-terrorist cooperation: counter-radicalisation policies, the inclusion of human rights safeguards within the main counter-terrorist sanctions provisions, and counter-terrorist financing standards. The thesis identifies as the visible symptom of institutional effects the progressive convergence of policy outputs at member state level, and proceeds with an exploration of the processes of regime creation, evolution, reform, and participation on the part of the three country case studies. The analysis reveals that the instances of pro-institution behaviour displayed by state actors are occasioned by image-related group-pressures, triggered by considerations of the maximisation of status markers and social praise, and the related avoidance of shame and social devaluation. The thesis labels this process social influence. The study further outlines the specific conditions under which interaction within a group can activate the social influence phenomenon and identifies the main triggers of state actors’ particular sensitivity to image and shame.

The Sustainable Seafood Movement's "theory of change" is predicated on using markets to improve the supply of, demand for and governance of sustainable fisheries. Over four articles, this thesis will examine the implications of this approach. Article I evaluates the cultural model of seafood eco-labelling and demonstrates that while the theory of using market demand to motivate fishery improvements has been a powerful incentive, consumers have had a minimal role in incentivising that change. This is validated through semi-structured consumer interviews and structured surveys (n=196), which indicate consumers' general understanding of sustainability issues. Article II examines the roles of actors in the Sustainable Seafood Movement in facilitating the growth of sustainable seafood products in the supply chain, thus explaining how in the absence of large consumer demand, certified sustainable seafood product offerings have continued to grow. Article III examines the private governance mechanisms that the Sustainable Seafood Movement has established in the supply chain and how these are rivalling, complementing and substituting those of state-led fisheries governance mechanisms. At the same time both private and public governance mechanisms continue to monopolise certain spaces, such as flag state authority. Greater coordination between these two governance systems is needed to facilitate additional sustainability gains and strengthen the resilience of these governance systems. When public and private governance efforts to improve the supply, demand and governance of sustainable seafood are looked as whole, as in Article IV, it is evident that consumers/citizens are minimally engaged. Lack of consumer/citizen engagement could lead to an undervaluing of these governance systems by society. Civic engagement organizations are needed to bridge these systems and facilitate citizen/consumer/steward engagement. Public accountability mechanisms are one means to better engage the public in both governance systems, so that sustainable fisheries are realised by collective engagement of all actors.

Thanks to the use of satellite technology, mobile personal telecommunications systems are able to provide communications simultaneously anywhere on the Earth's surface. The implementation of such systems raises several regulatory issues: after a brief explanation of the technical characteristics of different satellite systems in the first chapter, the second chapter will introduce the principles of space law relevant to satellite communications, with particular attention to the provisions which the development of global satellite telecommunication system could infringe. In the third chapter, there will be place for further analysis of international regulations established in the framework of the International Telecommunication Union and the World Trade Organisation, dealing more specifically with satellite telecommunications. The discipline established by the former organisation aims to the optimal management of the orbit and spectrum resources, particularly controversial because of the divergence of interests and exigencies of the member countries, whereas the latter intervened in the liberalisation of the telecommunication services, with the purpose to create an open environment for their diffusion. Furthermore, telecommunication activities are subjected to national regulation. The domestic discipline pertaining to global mobile satellite telecommunication services will be analysed in the fourth chapter, with particular attention to the U.S. Federal Communication Commission regulations and to the developments of Italian legislation in the light of the recent European initiatives in the field. National authorisation requirement conditions, in spite of the international effort toward regulatory harmonisation and liberalisation, are the key elements in the deployment of global mobile telecommunications services. National authorities should not continue to function solely on the basis of their national considerations, but be more flexible and open to cooperation, a

This study examines the work and partnerships of a Senegal-based environmental non-governmental organisation (NGO) to understand the ways that power is exercised and coordinates peoples' activities within multilateral networks of international, national/regional, and local development institutions and actors. Looking specifically at the discursive relations within these networks, the study sought to reveal the complex and multi-layered culture of discipline, power and control that exists within development; outline strategies to help re-situate notions of authority, accountability and power in development management and evaluation; and suggest ways that learning and reflective practice might be used to uncover, critically engage with, and transform power relations within the development apparatus.
The study is structured around a theoretical examination of development and the discursive practices that constitute and sustain it, followed by three case studies drawing upon different dimensions of engagement and struggle within one organisation. The first case takes as a point of focus the internal struggles around action within the organisation, the second considers engagement between the organisation and one of its funding partners, while the third considers relations of power and authority between the organisation and a community based Federation it aims to support. Methodologically, all three of these cases involved the use of extended semi-structured interviews, on-site observation, and discourse (textual and oral) analysis. The final two cases involved an action-oriented approach to the research where lines of questioning and points of struggle arising from the community (or institution) over time formed the basis of the investigation and helped to shape the direction it took.
The study concludes by exploring the limits and possibilities of engaging with power at these particular sites, and considers how critical, reflexive and dialogical approaches to informal learning can serve as vehicles for this engagement. Drawing upon an examination of the three case studies, it suggests specific conditions needed to for actors to engage in the forms of collective learning which might strengthen collective voice and agency and expand the limits of what is deemed possible at the specific sites and instances of struggle.
La présente étude examine le travail et les partenariats d'une organisation non gouvernementale environnementale située au Sénégal afin de comprendre les façons dont le pouvoir est exercé et son impact sur les activités des gens au sein des réseaux multilatéraux des institutions de développement et des intervenants à l'échelle internationale, nationale, régionale et locale. Portant particulièrement sur les relations discursives au sein de ces réseaux, l'étude vise à dévoiler les cultures de discipline, de pouvoir et de contrôle complexes et à paliers multiples au sein du développement; à décrire sommairement les stratégies conçues pour aider à resituer les notions d'autorité, de reddition de comptes et de pouvoir dans le cadre de la gestion et de l'évaluation du développement; et à suggérer des façons dont l'apprentissage et la pratique réflexive pourraient être utilisés pour révéler les relations de pouvoir au sein de l'appareil de développement, s'engager dans celles-ci et les transformer.
L'étude s'articule autour d'un examen théorique du développement et des pratiques discursives qui le constituent et le soutiennent. Elle est suivie de trois études de cas portant sur différentes dimensions de l'engagement et des enjeux au sein d'une organisation. La première étude de cas met l'accent sur les enjeux internes relatives aux mesures prises au sein de l'organisation, la deuxième étude de cas est axée sur l'engagement entre l'organisation et l'un de ses partenaires financiers, tandis que la troisième étude de cas porte sur les relations de pouvoir et d'autorité entre l'organisation et une fédération communautaire qu'elle vise à appuyer. Sur le plan méthodologique, les trois études de cas comportaient des entrevues en profondeur semi-structurées, des observations sur place et des analyses du discours (écrit et oral). Les deux dernières études de cas comprenaient une approche en matière de recherche centrée sur l'action au sein de laquelle les questions et les enjeux soulevés au fil du temps par la communauté (ou l'institution) ont jeté les bases de l'enquête et ont permis de façonner son orientation.
L'étude se termine par un examen des limites et des possibilités liées à la prise de pouvoir dans ces sites particuliers, et tient compte de la façon dont des approches en matière d'apprentissage informel critiques, réflexives et dialogiques peuvent agir à titre de véhicules pour cet engagement. Fondée sur l'examen des trois études de cas, l'étude propose des conditions précises requises pour que les intervenants participent aux méthodes d'apprentissage collectif susceptibles de donner voix et vie et d'étendre les limites de ce qui est jugé possible dans ces sites particuliers et dans les cas d'enjeux.

In this thesis space technology trade and proliferation controls are analyzed, focusing on two substantive issues that illustrate the challenges and opportunities of reform. The first substantive issue examined is the challenge of domestic law and policy reform in light of international regulatory divergence. This issue is examined through a case study of the U.S. commercial communication satellite export control regime. The second issue is the international implications of space technology trade and proliferation control on global civil space cooperation. The unifying demonstration of this doctoral thesis is that States operate in an international legal system that perpetuates a self-justified security dilemma whose basis originates in the sovereign legal right of States to produce, procure, and maintain space technologies of a military nature. As a result, the international legal system governing space technology trade and proliferation creates a tension between perceived national security needs and the benefits of global cooperation.
Cette thèse a pour objet l'étude des contrôles du commerce et de la prolifération de la technologie spatiale. Elle se concentre sur deux questions majeures illustrant d'une part les défis que poseraient une future réforme et d'autre part les perspectives que cette dernière serait susceptible d'ouvrir. La première question examinée est le défi posé par une réforme de la politique et du droit interne au regard de la diversité de la règlementation internationale. Elle est abordée à travers une étude de cas portant sur le régime américain de contrôle des exportations de satellites de communication. La seconde question concerne les conséquences internationales induites par le contrôle du commerce et de la prolifération de la technologie spatiale sur la coopération spatiale civile mondiale. Cette thèse vise à démontrer que les Etats opèrent dans un système juridique international qui entretient un dilemme sécuritaire auto-justifié provenant du droit international des Etats à produire, acquérir et entretenir des technologies spatiales d'ordre militaire. This thesis analysis the problems facing the negotiators during their international efforts to create global climate change regimes. Without understanding why such negotiations failed in the past, it is difficult to learn how to negotiate them successfully in the future. The US and China are responsible for emitting almost half of the greenhouse emissions to the atmosphere. However, they are still laggards in the efforts to create an effective global climate change regime and are running away from their global responsibility by blaming each other for the failure to reach a global climate change deal. The EU has been taking the leadership in efforts to negotiate global climate change regimes. However, they can not influence and force the main two hegemonic powers to follow their leadership. This is because the EU is not hegemony in the global political arena. The EU persistence to find compromises during negotiations for future global climate change regimes is a source of hope to humankind. Flexibility during negotiations, openness to consider the views of other global actors to find optimum solutions, and the understanding that no one is secure from the threats of climate change are essential to bring the world leaders into a compromise global climate change regime.

Collaborative processes are widely used to harness resources for addressing community problems. Despite their positive potential, collaborative projects can fragment. Sources of fragmentation include participant misperception of facts, difficulties in defining the problem, and misunderstandings among stakeholders. Disruptions from these elements may impede a group's progress in fostering and implementing agreements. Theoretical and empirical research from conflict resolution has shown that discussing participant interests and the use of facilitation techniques can help negotiators engage in innovative problem solving. Interests are participants' underlying needs, concerns, and desires that shape how individuals perceive issues and the stances they take. Less attention has been given to designing multi–party collaborative processes so that participant interests are explicitly defined and addressed. This comparative case study used mixed methods to examine the role of interests on the evolution of five successfully implemented multi-party collaborative cases. The research examined how participant interests were identified, how facilitation techniques were used, and how stakeholders' interests were addressed in each case. Results show that in all cases, identifying participant interests helped participants understand the central problems, seek information, and use creative problem solving. The use of techniques such as clarifying questions and shared learning experiences in the context of regular face-to–face meetings fostered participant understanding of the issues and each others' interests. In four of the five cases, participants' understanding of other stakeholders' interests affected their perspective on the issues, improved understanding of individual barriers, shaped the agreement, and motivated participants to stay committed to the project. Project staff members and participant leaders used facilitation techniques for identifying actors'’ substantive interests and clarifying issues. These techniques addressed participant relationship and process interests. In the cases with higher levels of fragmentation, participant interests were connected to values, individuals used competitive bargaining tactics, and trust influenced the willingness of participants to share interests. Facilitation techniques were crucial for encouraging trust building among stakeholders and for managing disruptions. These findings indicate that managers will increase problem solving capacity in collaborative processes by explicitly using negotiation-–based facilitation techniques to identify and address participant interests.

This thesis explores South Korea’s role within international development cooperation through a role theoretical analysis of the country’s development cooperation policies. The purpose of this paper is to shed a light on the possibilities and benefits of applying role theory within the field of international development cooperation, while focusing on South Korea, as a case of an emerging and quickly advancing donor. In order to reveal national role conceptions, as well as the alter’s role prescriptions, the paper puts forward a qualitative content analysis, looking at documents issued by South Korea and the OECD that concern its development cooperation policies. Hereby, it becomes evident that South Korea’s role is highly influenced by its own development experience and recent transformation from recipient into donor state. The experience the country has gained builds the foundation for its own perception as a donor, as well as for the expectations of other OECD Member countries and is, thus, translated into South Korea’s development cooperation policies.

A presente Tese tem por objetivo contribuir, à luz dos princípios e postulados da gestão social, para a compreensão do processo de construção de saberes no campo da cooperação internacional para o desenvolvimento Sul-Sul. Para tanto, a construção teórica que a embasa compreende: (i) a cooperação internacional para o desenvolvimento como um campo de poder, na qual se praticam duas modalidades de cooperação: a Norte-Sul e a Sul-Sul; (ii) que as disputas nesse campo são alimentadas por um sistema-mundo, no qual os países centrais exercem seu poder de modo hegemônico replicando, por meio da modalidade de cooperação Norte-Sul, a lógica neoliberal para os países semiperiféricos e periféricos, bem como impondo uma dominação intelectual, a partir de uma visão eurocêntrica, num contexto de colonialidade de saberes; (iii) que numa tentativa de tensionar o campo da cooperação internacional para o desenvolvimento, os países semiperiféricos e periféricos se uniram para construir o conceito político Sul-Sul, o qual embasa a modalidade de cooperação Sul-Sul que, teoricamente, prevê o respeito às singularidades históricas, sociais e culturais de cada país; (iv) que dentre as intervenções internacionais para a promoção do “desenvolvimento”, a cooperação internacional Norte-Sul, transfere o conhecimento científico para os países periféricos, em nome de um progresso científico e do “desenvolvimento”; (v) que inexiste um modelo universal para a promoção do desenvolvimento, o qual requer respeito às particularidades de cada sociedade; (vi) que a superação das condições de adversidade que caracterizam a realidade dos países periféricos requer a consideração e o respeito aos saberes locais, num processo de construção conjunta de saberes; (vii) que o processo de construção de saberes preconiza o respeito a diversidade epistemológica do mundo, propondo a ecologia dos saberes nos termos de Santos (2008), para a qual existe o trabalho de tradução, em que as experiências e saberes da sociedade unem-se aos conhecimentos científicos para gerar novos saberes adequados à realidade social de cada sociedade; (viii) que as relações estabelecidas no campo da cooperação internacional para o desenvolvimento são relações de poder, e portanto, precisam ser geridas; (ix) que a adoção do conceito de gestão social é pertinente para discutir as relações no campo da cooperação internacional para o desenvolvimento, uma vez que abrange a dimensão social e política das relações, além da dimensão técnica. Com base nesses postulados teóricos, esta Tese investigou e analisou o acordo de cooperação entre Brasil e Cabo Verde, na área de educação, para a implementação do Curso de Mestrado em Administração Pública em Cabo Verde. Os resultados evidenciaram que, para construir saberes no campo da cooperação internacional para o desenvolvimento, é preciso respeitar o desafio do tempo e o desafio inerente ao processo de aprendizagem, o que implica reconhecer o tempo do outro, que não necessariamente é o tempo linear preconizado pelo moderno sistema-mundo, bem como realizar o trabalho de tradução, por meio do qual as experiências e saberes das sociedades unem-se aos conhecimentos científicos gerados na universidade, construindo novos saberes, adequados à realidade social de cada comunidade. Todavia, isto implica tratar cada projeto de cooperação internacional como único, pois aproxima agentes constituídos tanto por diferentes visões de mundo como por diferentes contextos históricos, sociais, econômicos e políticos.
This thesis aims to contribute, in the light of the principles and postulates of social management, to the comprehension of the process of construction of knowledge in the field of international cooperation to South-South development. Therefore, the theoretical construction that supports our study covers: (i) the international cooperation for development as a field of power, in which we can practice two ways of cooperation: North-South and South-South; (ii) some disputes in this field are powered by a world-system, in which central countries exert their power of hegemonic mode by replicating, through North-South cooperation, the neoliberal logic for the semi-peripheral and peripheral countries, as well as enforcing an intellectual domination, from an Eurocentric vision, in a context of coloniality of knowledge; (iii) also that in an attempt to intend to the field of international development cooperation, the semi-peripheral and peripheral countries have teamed up to build South-South political concept, which bases the modality of South-South cooperation that, theoretically, provides respect for historical, social and cultural singularities of each country; (iv) among international interventions for the promotion of "development", North-South international cooperation transfers scientific knowledge to peripheral countries, in the name of scientific progress and "development"; (v) that there is no universal model to promote development, which requires respect for particularities of each society; (vi) that overcoming adversities that characterize the situation of peripheral countries requires consideration and respect for local knowledge, in a process of collective construction of knowledge; (vii) that the process of construction of knowledge establishes the respect for the diversity of an epistemological world, proposing the ecology of knowledge in terms of Santos (2008), where there is the work of translation, in which the experiences and knowledge of society are connected to scientific knowledge to provide new and suitable knowledge according to the social reality of each society; (viii) that the relations established in the field of international development cooperation are power relations, and therefore, need to be managed; (ix) that the adoption of the concept of social management is pertinent to discuss relations in the field of international development cooperation, since it has covered the social and political dimension of relations, in addition to the technical dimension. Based on these theoretical postulates, this thesis investigated and reviewed the cooperation agreement between Brazil and Cape Verde, in the area of education, for the implementation of the Master's degree in Public Administration in Cape Verde. The results showed that, to build knowledge in the field of international development cooperation, it is necessary to respect the challenge of time and the inherent challenge in the learning process. Which implies in recognizing the time of others, which is not the linear time advocated by modern world-system, necessarily, as well as to carry out the translation, through which the experiences and knowledge of societies link scientific knowledge generated at the University, building new and adequate knowledge tailored to the social reality of each community. However, it implies treating each project as the only international cooperation since it brings agents constituted both by different worldviews as different historical, social, economic and political contexts.

One of the trends in the twentieth century international law-making is the proliferation of legal norms that recognise economic and social rights. Among the landmark developments in this process was the enactment of the UN Convention on the Rights of the Child 1989. This Convention declares universal rights of every child and has been ratified by virtually all states including the developing countries. This raises the issue as to whether and how the economic and social rights of children can be implemented in the developing world. One approach to this issue is to explore how the concept of international cooperation in the protection of economic and social rights has been applied to determine and assign external obligations to states parties to the UN Charter. This study examines the scope of obligations and responsibility for the fulfilment of children’s social and economic rights under international law. It argues that in addition to the domestic/vertical obligations of states’ parties to regimes of human rights law, international law on the protection and promotion of the social and economic rights of children as recently interpreted and applied by states parties entrenches binding external/diagonal obligations of states to support global fulfilment of these rights. Besides recognising their external diagonal obligations, states have adopted legal instruments assigning duties to non-state actors to contribute to the universal fulfilment of children’s social and economic rights. The present study interrogates these developments and explores how the emerging jurisprudence on states’ extra-territorial obligations regarding children’s social and economic rights and the responsibilities of non-state actors can be further mainstreamed in the legal discourse on international protection of economic and social rights.

This thesis is about understanding the dynamics involved in the socialisation of international human rights norms. It examines the process within an analytical framework of transnational advocacy networks, the spiral model, in the context of China’s modernisation. Existing literature points to China’s economic power and potential political influence on the international arena and the Chinese state’s authoritarian regime domestically in explaining the limited achievements transnational advocacy networks have had in inducing human rights changes in China. This thesis responds with a novel perspective constructed in three steps by examining: 1) the relationship between China’s identity and political legitimacy since the beginning of China’s modernisation in the 1840s; 2) how China’s modernisation drive impacts the development of its domestic civil society; 3) the potential of human rights INGOs in inducing human rights changes with case studies of the Dui Hua Foundation and the Rights Practice. It is found that under this novel perspective, the Chinese state’s authority has been limited by rising social problems, which threaten the state’s political legitimacy to rule. Chinese civil society actors play an important role in producing solutions to these social problems, convincing the state to further relax its control. Human rights INGOs contribute to this relationship through strengthening Chinese civil society actors’ capacity in solving social problems and monitoring official institutions, while also informing government officials about reforms that could make domestic practices more compatible to international human rights norms. In this vein, despite the fact that international human rights norms have been altered by China’s power, they remain influential on China’s behaviour by the careful alignment of the human rights work of transnational advocacy networks to suit China’s interest to political legitimacy. This thesis confirms and strengthens the spiral model as a framework to understand the socialisation of international human rights norms. This thesis contributes to understanding the power of international human rights norms, i.e. the extent to which they influence the behaviour and practices of states, as well as the role of transnational advocacy networks in situations where human rights violations persist.

In the current globalized market, multinational corporations are experiencing heightened external social and environmental pressures to operate more responsibly. Transnational activist groups and advocacy NGOs are successfully framing normative expectations on corporate social responsibility and using tactics to name and shame socially and environmentally controversial corporations to pressure them to change their practices. An international norm of corporate social responsibility is increasingly shared by states, intergovernmental organizations and the private sector itself, and visibly emerging in the market place. Corporations engage with NGOs to demonstrate their conformance to the norm. The study explains why corporations engage with NGOs in different ways. It argues that corporations weigh the material incentives associated with the social and environmental consequences of their activities, and conform to the norm accordingly. They thus use the norm to further their material interests. Given that corporations are exposed to different levels of normative external pressures, there are different engagement strategies. In order to explain the terms under which corporations are likely to choose a particular kind of engagement strategy, a three-level concept of vulnerability is introduced. The more a corporation is vulnerable to the external normative pressures, the deeper it is willing to work with NGO/NGOs to ease that pressure. Hence, in NGO-business engagements, actors collaborate in order to gain the anticipated positive rewards of cooperation. They perceive those advantages greater than if they had pursued their goals separately.

The ICC, which came into force in 2002, was held up by human rights activists as a force that would transform a culture of impunity into a culture of accountability. However, after five years of activity, the evidence suggests that the Court's effect has been mixed. Its ability to achieve retributive justice, broader reconciliation and restorative justice, as well as to deter future offences and promote peace has been variable, at best. Despite the Court's claim that politics are not its job, political missteps and support are adversely affecting the work of a judicious Court. Using the cases of Uganda and Darfur, this paper argues that the most significant factors impacting the Court's ability to achieve the four aims outlined are its lack of enforcement capacity, lack of international political will, the result of geo-political interests and concerns over the norm of state sovereignty, and lack of attention to political context by the Court itself.

Stefan Elbe (2005) in his writing about international security dimensions calls HIV/AIDS as a “global security threat” and emphasizes the importance of the disease acknowledgement by the scholars and international policy-makers. Indeed, HIV/AIDS is already for a long time not considered solely as a health problem, on the contrary, the medicalisation of the disease, remains one of the biggest obstacles to the global prevention and holistic treatment approaches. This research highlights those particular obstructions in the essence of cross-cultural peculiarities, bringing more vividness into idea of how HIV/AIDS related challenges are seen in different communities, despite of being a globally actual issue for more than three decades. It is almost an undeniable reality that HIV/AIDS pandemic unites millions and millions of people throughout the world each year, and no matter how bitter might the fact of comprehension be, it still continues to take lives away, therefore, investigations and researchers must be going on, for making the survival a better experience. The study “Water carved out the mountains. Policy communication of Engaged Buddhists related to international development cooperation” contributes to an understanding of development from perspectives of non-denominational action among so called Engaged Buddhists. Departing from qualitative interviews with nine leaders of socially engaged organizations from five Asian countries, the systemic programming resulting from their ideals are compared to key principles and programming of international development cooperation. Responding to the question:”What policy ideals shape the development programming, and can these be linked to forms of power and the rights-based approach?” this inter-disciplinary and multi-sited study feeds into the increased interest in faith-based expressions within the general public sphere, and specifically in the development industry. Guided by the ontology of critical realism, a mixed method is used shaped by qualitative interviews and participatory observations, enabling both analysis of meanings and development programming. Based on their views on Buddhist ethics and practices, the leaders address development topics common today. Policies expressed are placed within a communication culture for change, yet not necessarily by conventional confrontational advocacy modes. Diverse understandings are at play, such as how to convey meanings of “kindness”. Although not referring to concepts common within the social and cultural structures of contemporary international development cooperation, the actors develop methods based on principles of participation in particular and the work today can also be related to other principles of the Human Rights Based Approach. The policies and programming are linked to invisible, informal and formal forms of power although informants refer to interpretations of compassion, inter-relatedness and non-dualism, among other.From a perspective of development cooperation, a hypothetical argument is advanced suggesting that the informants do not differ at substantial level related to their understanding and practice of Buddhism or their general approaches to development topics, as much as they differ regarding their approach to programming aimed at influencing forms of power. The study of International Relations (IR) emerged in the context of transnational networks of scholars, politicians, and philanthropists who sought to devise a peaceful world order in the face of international conflict. Prompted by the Great War, the pioneers of IR argued that international politics should be subject to public and academic investigation. In order to generate the required expertise, they established a range of university-based as well as policy-oriented institutions during the 1910s and 20s. Rather than studying political theory or advancing scientific methodology, however, early IR scholars focused on current affairs and became involved in foreign politics themselves. Throughout the formative period of IR, from 1914 to 1940, its protagonists oscillated between understanding and making international politics. This dissertation examines the formation of IR from about 1914 to the Second World War, with particular emphasis on the range of international actors and institutions that shaped the discipline. Based on multi-archival research in Austria, Britain, France, Germany, Switzerland, and the United States, it explores the key venues for the study of IR. In particular, the dissertation reflects how IR scholars used transnational forms of exchange, such as the organs of intellectual cooperation at the League of Nations. It also incorporates women and feminist approaches to IR. Contrary to conventional historiography, the dissertation argues that IR was neither founded in 1919, nor dominated by coherent schools of thought during the inter-war period. Instead, it demonstrates how the discipline was formed by an eclectic group of scholars and practitioners, men and women, English-speaking and international. By building on recent revisionist literature and by re- integrating neglected actors, the dissertation reveals the complex and sometimes inconsistent ways in which issues of international politics became the subject of academic study.

Este trabalho tem por objetivo analisar o processo de gestão, participação e compartilhamento de saberes no projeto de Cooperação Internacional Descentralizada (CID) Purefood (Urban, peri-urban and regional food dynamics: toward an integrated and territorial approach to food) a partir dos pressupostos da Gestão Social. O projeto em questão é financiado pela União Europeia, através do fundo Marie Curie, e desenvolvido por um consórcio de sete universidades, cinco europeias, uma de Uganda e uma brasileira, a Universidade Federal do Rio Grande do Sul, por meio do Programa de Pós-graduação em Desenvolvimento Rural (PGDR), objeto central da análise. Como pilares teóricos e epistemológicos, o estudo toma como pressuposto: (a) a existência de sistema-mundo (WALLERSTEIN, 2001) na dinâmica das relações e da cooperação internacional; (b) o entendimento da diversidade de modelos de desenvolvimento (MILANDO, 2005); (c) a pluralidade, compartilhamento e articulação dos saberes (SANTOS, 2004, 2009) e (d) a compreensão de que a Gestão Social (CARRION, 2009, 2012) pode oferecer alternativas ao modelo de gestão de projetos de Cooperação Internacional Descentralizada. A pesquisa se caracteriza como exploratória e qualitativa, optando, em função das características do objeto, por um estudo de caso único. Para a coleta de dados, se utilizaram fontes documentais (convocatória, relatórios, sites) e a realização de seis entrevistas semiestruturadas, com atores envolvidos no subprojeto brasileiro. Em seguida, se realizou análise de conteúdo nos dados colhidos. Como resultado, foi possível perceber que a gestão do projeto é centralizada, atendendo às regras da Comissão Europeia para o financiamento, diferente do que pressupõe um projeto de CID. Além disto, a participação dos agentes, apesar de se sugerir autônoma, se configura como uma participação instrumental, não estando eles, de fato, apropriados de todas as decisões sobre o projeto. Verificou-se, ainda, que o processo de compartilhamento e articulação dos saberes é limitado, uma vez que existe pouca interação entre os agentes, encontrando-se eles separados pela distância e com dificuldades de compartilhar os seus trabalhos. Foi possível perceber, sutilmente, a diferença de importância e papéis dos vários países participantes do projeto. Outra observação emergente foi a necessidade de se preparar as universidades para receber projetos desta natureza. No contexto da CID, este estudo contribui para a discussão da aproximação do campo da Gestão Social e da Cooperação Internacional e até que ponto os preceitos de um projeto de cooperação internacional, que visam ao ‘desenvolvimento’, estão alinhados a um olhar de gestão mais inclusivo e transformador.
This study has aimed to analyze the management process, participation and knowledge sharing in the Project Decentralized International Cooperation (CID) Purefood (Urban, peri-urban and regional food dynamics: toward na integrated and territorial approach to food) from the perspective of Social Management assumptions. The Project has been funding by the European Union through the Marie Curie fund, and it has been developing by a consortium of seven universities – five european, one from Uganda and one from Brazil, Federal University of Rio Grande do Sul, through the Post Graduation Program in Rural Development (PGDR), the central object of analysis. As theoretical and epistemological background, this study is based on: (a) the existence of a worldsystem (WALLERSTEIN, 2001) on the dynamics of international cooperation and relations; (b) the understanding of diversity of development models MILANDO, 2005); (c) the knowledge plurality, sharing and integration (SANTOS, 2004, 2009); and (d) the understanding that Social Management (CARRION, 2009, 2012) may offer alternatives to the model for projects management of Decentralized International Cooperation. This research is characterized as exploratory and qualitative, and choosing the single case study, according to the characteristics of the object. In the data collection were used documentary sources (notices, reports, websites) and six semi-structured interviews with key actors involved in the Brazilian subproject. Short after, it was performed the content analysis on the data collected. It is highlighted that the results show that the project management is centralized, according to the rules of the European Union for the funding, which implies a different design of CID. Besides, the actors participation, although it is suggested to be autonomous, it actually configures a instrumental participation, as they are not conscious of all the decisions taken about the project. It was also possible to verify that the sharing and integration processes are limited, because there is little integration between the actors, since they are separated by the distance and they find difficulties to share their work. Furthermore, it was noticeable, subtly, the difference in the importance and role of the various participating countries in the project. Another emerging observation was about the need to prepare the universities to house projects with similar nature to this. In the CID context, this study has contributed to the discussion of the approximation of the Social Management and International Cooperation fields, and to what extent the precepts of an international cooperation project, which aim the ‘development’, are aligned with a more inclusive and transforming management view.

Background International cooperation became a wide-spread way of exchanging experience and ideas between organizations of the non-profit sector all over the world. The exchange of new ideas and experience on the international level can very often contain cases of policy transfer, which beyond all doubts can influence the participants of international cooperation. Aim The aim of the presented Master's thesis consists of the investigation and analysis of international project on violence prevention between Swedish and Ukrainian NGOs, assessing and verifying the representation in the project the particular case of policy transfer. Method In order to collect the empirical data, mixed qualitative methods were used in this thesis, which included the concept of triangulation used for the data collection. Result The conduction of the presented qualitative research gave an opportunity to uncover and examine the different roles played by Ukrainian and Swedish NGOs in the welfare systems of their respective countries. It also became possible to observe an occurrence of a particular form of cooperation between the two NGOs in the international cooperation project, which can be related to a particular type of policy transfer. Conclusions Due to the fact that the project analysed in this study is still ongoing, it is still too early to derive any final conclusion about its achievements and formulate an evaluation concerning the nature of the policy transfer process. So far the author of the presented thesis can see that the project on its current stage has an occurrence of lesson-drawing policy transfer.

Community development is a process designed to create conditions of economic and social progress for the entire community with its active participation and fullest possible reliance on the community development initiatives. The support of either individuals or organisations for the community to realise its full potential is essential, likewise is the role of development agencies in community development a good omen towards the advancement of human development. This research looks at a number of development initiatives presented by aid agencies aimed at improving community life, solving serious problems of quality life, social exclusion, and resources availability. The research explores the socio-economic impacts of development initiatives led by development agencies in local communities, a case study of a peri-urban community of Msunduza, Swaziland. The study was guided by five objectives: i) To evaluate the positive and negative impacts of development initiatives led by development agencies; ii) To establish to what extent the Msunduza community know community development initiatives and how they perceive them; iii) To analyse the sustainability of development initiatives/projects led by the development agencies; iv) To determine what the participatory principles of community development are in the area; v) To draw conclusions and make recommendations that will improve community development through organisational interventions.

This research investigates the influence of national culture on the trip planning and purchase-consumption behaviour of international leisure travellers. This study focuses on achieving a theory-driven, rigorous study that covers a large number of national cultures in empirically testing systematic relations between national values and overseas leisure travel behaviour. The study proposes a conceptual model linking four sets of generalized national value dimensions drawn from the Hofstede, Schwartz and Inglehart studies with trip planning and purchase-consumption behaviours, drawing on and extending the model of a tourism consumption system suggested by Woodside and King (2001). Both country- and individual-level control variables are incorporated in the model. Per capita GDP and statutory annual leave are country-level covariates; prior-destination experience, trip purpose, age and gender are individual-level covariates. In addition to these covariates, trip itinerary planning and total external search are included in models of consumption behaviours. Secondary data obtained from the quarterly Australian International Visitor Survey (from quarter one 2000) is used to test the proposed model. The final sample for the study comprises international leisure travellers from 22 Asian, European and North American countries. Trip planning and consumption behaviours are taken as the dependent variables in a series of weighted and multi-level (HLM) regression models where the independent variables include national values, per capita income and statutory leave (at the country-level) and four travel segments constructed from prior-destination experience and trip purpose, age and gender at the individual-level, as well as trip itinerary planning and total search. The study found that national values play a significant role in influencing both trip planning and purchase-consumption behaviour. National values were found to have a stronger impact on trip planning behaviours than on consumption behaviours at a destination. The four sets of national values differed in explanatory power as did, the three national culture models in an international tourism context, although there was substantial convergent validity across the three models of national culture. The impact of national values on overseas leisure travel behaviour was strongest among the holiday travellers and the youngest (15-24) female tourists, followed by older (45-55plus) tourists. The study contributes a theory-driven, rigorous investigation of national culture and overseas leisure travel behaviour by provision of comprehensive conceptual model and by empirically testing the hypotheses on a large number of countries. It enriches our understanding of the role of national culture on cross-cultural consumer behaviour. The study's findings may assist in developing more effective international destination marketing strategy (e.g., positioning, communication and products-services development) by showing the potential usefulness of national values. Finally, several avenues for future research are suggested including direct measurement of cultural values, further empirical testing based on larger samples, further advances in the conceptual model adding post-purchase behaviour and other confounding variables.

Research (e.g., Strike, Gao, & Bansal, 2006) has pointed out that international firms diversifying geographically can be both socially responsible and socially irresponsible. However, the research has failed to provide a strong theoretical explanation based on a major theory. I propose to address this gap by testing two competing perspectives based on institutional theory, i.e., the institutional-transfer approach and the institutional-void approach. Based on relevant literature, I propose a contingency model predicting the different effects of geographic diversification (GD) on corporate social performance (CSP) by focusing on the institutional differences between developed and developing countries. Moreover, arguing that the institutional approaches should also consider the effects of internal firm resources, I also predict the moderating effects of firm slack resources (the slack) on the relationship between the diversification and CSP. Adopting the approach that considers the slack in a continuum of managerial discretion, i.e., low- and high-discretion slack resources (George, 2005), I argue that high-discretion slack can strengthen the relationship between GD and CSP while low-discretion slack can weaken this relationship. To test the above hypotheses, I analyze the data of multinational enterprises (MNEs) listed on the New York Stock Exchange from 2000 to 2015. The whole sample contains 477 MNEs or 1,560 firm/year observations. Through analyzing empirical data, I have obtained evidence that there is a positive relationship between GD and corporate social responsibility (CSR) when MNEs diversify into developed countries. On the other hand, the results show a negative relationship between GD and CSR and a positive relationship between GD and corporate social irresponsibility (CSIR) when MNEs diversify into developing countries. Moreover, low-discretion slack can weaken the relationship between GD and CSR in developing countries. Theoretically, this thesis makes four contributions to the literature. First, it contributes to the GD literature by focusing on CSP. Second, it enriches institutional theory by testing the predictive validity of its two approaches (i.e., institutional-transfer approach and institutional-void approach) on the GD-CSP relationship. Third, it enriches the understanding of CSP research. Finally, it reveals that different types of slack resources could affect the GD-CSP relationship. In addition to the theoretical contributions, this thesis provides findings with practical implications for managers, governments, and stakeholders. First, managers should be aware of the institutional environments where their firms diversify. Second, managers should maintain an appropriate utility to different kinds of slack resources in their firms. Third, the government should reinforce its supervision on MNEs' diversification strategies, especially in developing countries. Fourth, stakeholders should stay alert that MNEs from developed countries can also perform CSIR behaviors.
