Purpose – The purpose of this paper is to construct index system of international cooperation project selection, propose a grey cluster model for project selection and apply propose model for Jiangsu international cooperation key-technology projects selection. Design/methodology/approach – Considering supply of international cooperation project is different with its demand, and regional key cooperation technologies should consider urgency and possibility of project cooperation, the author separately construct index groups for supply and demand. To aggregate assessment information of each cooperation project, whitenization function for each index is constructed and then cluster coefficient of index group could be aggregated by using each index and its weight information. Fixed weight grey cluster model is redefined and applied for selecting international cooperation project. And steps of calculation of model are given out. Real application of Jiangsu international cooperation projects’ selection is used for demonstrating process of the proposed model. Findings – Results show that constructed indexes of international cooperation project selection can be used for selecting regional cooperation projects well. And proposed fixed weight grey cluster model can aggregate all indexes information well. Therefore, proposed indexes and model in this manuscript is effective and also it can be used for solving similar problems. Practical implications – Jiangsu province is a developed region of China, and its international cooperation is more active than other regions accordingly. Constructed indexes of international cooperation project selection and fixed weight grey cluster model can help government to select needed projects easily. Originality/value – This manuscript first define a demand as urgency and supply as possibility, and a new index system of international cooperation project selection is constructed with several urgency indexes and several possibility indexes. And a new assessment model, named as fixed weight grey cluster model, is proposed to aggregate indexes’ information.

Abstract The current paper is an ethnographic study of an international cooperation project between an international organisation for the fight against the HIV/AIDS epidemic and the organisation LAMBDA, the largest LGBT NGO in Mozambique. The objectives of this paper are, firstly, to demonstrate how due to the international flow of financial resources attached to certain concepts and agendas, these projects end up somehow institutionalising a homosexuality project in Mozambique, in addition to reviving potentially neo-colonial practices. It also seeks to demonstrate how external bureaucratic practices can clash with local cultural practices, in what has been called ‘NGOisation.’

The article discusses the role of international cooperation in relation to advanced space programs, especially in the interests of developing countries. Options for international cooperation in space projects such as the ISS and the Tiangong space station. The author of the calculation that China’s defense space project, the Tiangong space station, is a promising area of cooperation between Russia and China. To implement this project, China is emphasizing global cooperation and inviting more advanced space nations to release large amounts of hydrocarbons. In addition, China provides an opportunity to participate in long-term countries in the interest of greater international cooperation. The purpose of this international study is to analyze the situation in the field of relations in the field of space, as well as a forecast on the implementation of promising space projects and the development of international space cooperation. The methodological component of the study of systemic, functional, comparable, normative-value, as well as prognostic methods. The author also came to the conclusion that the current geopolitical situation requires immediate decision-making on making decisions on amending most international acts.

Since the initiation of the Belt and Road Initiative (BRI), Public-Private-Partnership (PPP) projects have remained one of the initiative’s most successful results. As the success of the Cambodian Gan Then Hydropower Station project demonstrates, cooperation in legislation can be crucial to the development of PPP projects on the platform of the BRI. Meanwhile, by comparing this project to the failure of the Poland Highway Project, it is apparent that the imperfect legal systems and cooperative barriers between the various BRI countries may lead to an increase in risks for PPP projects. This article will discuss how to reinforce legislation and cooperation regarding PPP projects on the platform of the BRI in terms of treaties, national legislation, unified evaluation criteria, and a dispute settlement mechanism.

Teaching translation in the global educational environment is associated with the integration of theoretical, methodological and didactic approaches: the search for effective solutions to translation problems can be optimized due to the openness and intensity of academic discussions and the large scale of professional communication of translators. This article considers it necessary to analyze the current translation paradigm focusing on its functionality in preparing translators for the work with texts of tourism discourse and to suggest a variant of didactic translation of tourism texts. The analysis of national and foreign academic and educational papers has been carried out. These papers describe didactic models in teaching different types of translation and discourse-dependent translation strategies. The theoretically substantiated methodological principles forming the basis for the didactization of tourism texts are studied in the article. The research material is represented by the German and Russian texts, which were used in the educational process at Volgograd State University (Russia) and at Johannes Gutenberg University (Germany). The theoretical basis is represented by the concepts of various Russian and German translation scholars, which are significant in the educational process of both universities. The article reveals an algorithm of tourism texts didacticization, shows the genre specifics of tourism texts and studies the problematic areas caused by the cultural transfer of tourism-relevant information. The recommendations for the pre-translation analysis of texts are suggested, since the cultural dimension influences the translation of tourism texts. The practical significance of the research consists in the possibility of using the developed didactic principles in translators’ training. The results of the research can be useful for both specialists in translation studies and intercultural communication and specialists in the field of tourism.

Abstract Communication is an indispensable part of international cooperation and it requires managing different cultures. Being prepared to see and understand different values, trying to understand contrasting views in a consortium, can decrease the potential of misperception which otherwise may act as a real barrier to cooperation. This is why international cooperation necessitates negotiation across cultures. In the case of collaboration, parties come together for a joint work which itself may create common values/understanding, besides the set goals. This is because collaboration requires strong we-feeling and commitment. The purpose of this paper is to focus on cross-cultural communication and collaboration in the area of Open and Distance Learning (ODL), concentrating on the communication processes in project management. Cross-cultural studies point to different communicative behaviours of individuals in multinational work environments e.g. the cultural characteristics affect the preferences towards the use of the media. For the purposes of this paper, the authors make a phenomenological-oriented case study of project management based on interviews with partners of a multilateral Grundtvig (adult learning) project, affiliated with distance education institutions in eight different countries. The authors test their assumptions for constructive and cooperative communication in e-Learning projects; delineating the effects of different cultures as regards the expectations from (1) international projects and (2) communication media.

We examine the Clean Development Mechanism (CDM) market as form of cooperative involvement between developing-host and developed-investor countries, likely to evolve into a form of Foreign Direct Investment (FDI) with opportunities for further collaboration. We use three variables to measure the level of cooperation, namely number of joint CDM projects, volume of CO2 abatement realized from the CDM projects, and volume of investment in the CDM projects. We rely on international economics and international relations literature to suggest that the levels of economic development and institutional development, energy structures of the economies, country vulnerability to various climate change effects, political constraints, trade, and historic relations between the host and investor countries are good predictors of the level of cooperation in CDM projects. The main policy relevant conclusions include the importance of simplifying the CDM project regulation/clearance cycle as an essential policy option for further growth of joint CDM projects; improving governance structures in the host and investor countries that would lead to higher political stability and trust between the countries for business, including CDM; and strengthening trade or other long-term economic activities that connect the countries for fostering CDM cooperation.

The article is dedicated to the issues of increase of international cooperation effectiveness due to timely estimation of the projects, international practice consideration and decision on their applicability at the local market. Nowadays estimation of projects, that are adapted for other markets, is performed the same way as for local projects which, in the authors’ opinion, is inappropriate. Methodology of project success estimation and special tools for searching opportunity of its adaptation to new conditions are suggested for making decision on project extension to new markets. The foundation for the article is adaptation factors classification based on domestic and foreign research. Practical results of using the methodology are provided by the example of cooperation of foreign vendors and domestic supply companies.

The article analyses the conceptual idea, stages of formation, organizational and technological features of the Million Book Project. This is the original version of the multilingual full-text electronic library, the first stage of the more extensive program of Universal Digital Library. The aim of the project was to digitize one million books by 2007 and to provide free access to them. The project is interesting, firstly, as an early productive experience in creating a compact electronic library to optimize the educational process, and secondly, as an example of broad effective international cooperation in organization of information resources. The collection was based on “Books for College Libraries”, which is a special collection of educational scientific literature (50,000 titles), electronic copies of which were provided by the non-profit, membership, computer library service OCLC (Online Computer Library Center). The author considers the Project as an original model of international division of labour in the development of library information resources, when the scanning centres in India and China took over most of the work on digitization of books, including from the United States, and the Carnegie Mellon University, in cooperation with other American Universities, provided them with the necessary equipment and staff training. The Million Book Project is based on the original full participation, along with the library of Carnegie Mellon University and libraries of other American universities, of digital collections of India, China and Egypt. One of the strengths of the project is cooperation with the United Nations Food and Agriculture Organization (FAO), aimed at combating hunger, as well as with the National Agricultural Library of the United States in digitizing specialized literature on the modernization of agricultural, forestry and fish farming practices. The article also notes the significance of the project in the field of organizational and technological solutions related to the formation of the electronic library: it served as a test base for applied research in the field of improving scanning techniques, optical character recognition and automatic translation. The important advantage of the Million Book Project is the ultimate decentralization of powers in the field of acquisition of the collection, resulted in including into the project orbit of the unique monuments of history and culture of the East. The digitization and inclusion in the electronic library of the cultural treasures for the first time makes them potentially available to the global audience.

Purpose Building on a business network perspective, the paper addresses the following question: Why do firms move between cooperation and competition in the context of high-tech industry? Hence, the purpose of this study is to contribute to the understanding of the complex cooperation–competition interplay between actors in a business network. Design/methodology/approach A single case study within the information and communication technology industry is undertaken and illustrates the cooperation–competition interplay in projects of technology. Findings The authors discuss the implications of interdependence on relationship dynamics. The main argument is that business relationships survive despite periods of competition if interdependence is high. Thus, firms move between a state of cooperation and a state of competition within business relationships, rather than ending the relationships when starting to compete. Practical implications This study suggests that managers need to pay attention to how different degrees of interdependence lead firms to be embedded in cooperative or competitive forms of relationships. Originality/value The paper contributes to the ongoing debate about cooperation, competition and coopetition within international business and industrial marketing literature. An interesting aspect in the paper is the cooperation–competition interplay, which is associated with positioning. A centrally positioned actor will choose who to bring into the partnership, with positioning concomitantly changing from project to project. The willingness of being a central actor, i.e. a project leader, places traditional buyer–supplier partners in competition. Thus, cooperation and/or competition becomes contextual.

Today, international academic cooperation of universities is going through a tough period due to political and economic challenges. The authors consider the main causes of this and show how the situation could be improved through the development of local academic programs, such as LEADER Project. This joint educational project, focused on entrepreneurship and management skills, is arranged by Richard Ivey School of Business, University of Western Ontario (Canada). The program has 11 years of positive experience at Baikal State University in Irkutsk and it has proved to be successful and viable. The article provides analysis of the projects strengths and the main components of its success. Attention is also drawn to the specific features and potential advantages of using the case method as a modern teaching procedure, as well as to the innovative format of the project and its mutually beneficial character. The authors analyze the results of a feedback survey of the participants and instructors in order to find out their takeaways from the project, its possible drawbacks and future development prospects. The key conclusions refer to the importance of retaining international academic contacts.

This paper presents an innovative international cooperation project design in advanced manufacturing technologies (AMT) between Southeast University, Nanjing, Jiangsu Province, China and Concordia University, Montreal, Quebec, Canada. The project has been developed for the Special University Linkage Consolidation Programme that was one of the new initiatives included in a letter of intent signed by the Canadian Prime Minister and the Chinese Premier in 1994. The project covers a broad spectrum of engineering and technology management issues which are targeted to be helpful in China's present transition to a market economy. AMT in this paper includes not only the substantial body of knowledge regarding the design, fabrication, and assembly of goods but also management of these technologies with particular emphases on environmental issues and the human dimension (as they relate to manufacturing). The main objective of the project is human resource development and training to address the priorities and needs of a rapidly changing industry in the People's Republic of China by means of university/industry/government collaboration involving both Canadian and Chinese partners. The project aims to advance the knowledge of new manufacturing techniques, management methods, and product advantage with increased attention paid to the environment.

The aim of the article is to answer the question whether digital competences can support Erasmus+ project leaders in sustaining their transnational cooperation, and if yes: to what extent? The COVID-19 pandemic poses a great threat to the implementation and sustainability of transnational cooperation projects, especially the ones based on international mobility of its participants. This is especially the case of Erasmus+ which is the flagship European program enhancing cooperation between leaders of educational, academic, vocational, industrial and business sectors. Consequently, there is an urgent need to determine what factors can contribute to sustaining this type of cooperation. For this purpose, this research concentrates on Erasmus+ project leaders from Poland who implement their transnational cooperation projects, and investigates how their digital competences and other contextual factors connected with these competences may influence their performance in the realization of projects during COVID-19 pandemic. The discussion on digital competences as remedial tools for international cooperation during COVID-19 pandemic is placed here in the broader context of competences 4.0, industry 4.0, and relational and network approach to management of modern organizations.

The aim of this article is to show in which way international financial institutions (IFIs) can contribute to climate protection projects. The principles of IFIs’ project cycles are explained in the context of the new blending tool. The cooperation with other donors stands in the centre of EU project funding and the notion of leveraging allows to quantify the cooperative effect among different donors. The bulk of this article describes the most relevant IFIs and national development banks with an international focus: Green Climate Fund (GCF), European Investment Bank (EIB), European Bank for Reconstruction and Development (EBRD), French Development Agency (AFD), German Development Bank (KfW), World Bank (WB), Asian Development Bank (ADB), and the Asian Infrastructure Investment Bank (AIIB). For all these IFIs, descriptions are provided and their main fields of actions identified. The procedure of application (the “project cycle”) is illustrated and an overview of their strategies is given. Thus, this article seeks to provide practical guidance on how to cooperate with IFIs and to direct funds into substantially valid and responsible climate projects.

International cooperation contributed to the development of family medicine in the North of Russia, it was characterized by a system approach and interdisciplinary interaction. The article presents the results of Russian-Norwegian projects that were developed with the active participation of the Department of Family Medicine of NSMU (Arkhangelsk), as well as the main aspects of the projects: significance for practical health care, research, and educational components. Several complementary projects aimed at the development of primary health care, such as Reform of Arkhangelsk Region Health Care System with a special emphasis on primary care, System approach to NCD prevention and Suicide prevention in the Arkhangelsk region were implemented together with the Norwegian Directorate of Health. The POMOR Program specialist training in general practice in Northern Russia project (together with the University of Troms The Arctic University of Norway, Norwegian Medical Association, and Norwegian Centre for Rural Medicine) facilitated the development of tutorship in family medicine in the Arkhangelsk and Murmansk regions. Better interaction between psychiatrists and general practitioners in the mental health sphere became an essential area of international collaboration (Integrating mental health into primary care in the Arkhangelsk County, Russia: the Pomor model in psychiatry project together with the University of Troms The Arctic University of Norway and University Hospital of North Norway, Troms). The education component of the projects got a sequel in the continued medical education system of NSMU while the scientific one was continued in the form of publications in international and Russian journals, and masters thesis defense of public health degrees. The project's results were consistently presented at the international and Russian forums. General practitioners education is a cross-cutting theme for the cooperation on the path from a beginner to an expert and plays a special role in support of GPs during the COVID-19 pandemic.

This paper will identify Trans-ASEAN Gas Pipelines with the two (two) cooperation models already practised worldwide, namely the interconnected model and the unified project model. The method used in this article was normative juridical, including the comparative approach and statute approach, by obtaining data from secondary sources. More specifically, this article would elaborate on which cooperation model could be adopted by Trans-ASEAN Gas Pipelines that would effectively govern the project. The results showed that the cooperation of Trans-ASEAN Gas Pipelines was unlike that practised by countries generally since the project consisted of both cross-border pipelines and regasification terminals. The decision to incorporate regasification terminals into the project was made to provide an alternative to the region's depleting gas supply. The model was not known in the cross-border pipeline regime and therefore could not be identified with the already known two (two) models. Although Trans-ASEAN Gas Pipelines were a series of interconnected pipelines in nature, the implementation was not in accordance with the theory. A cross-border pipeline and terminal regasification should not be put together in the same energy transport project as they both have different characteristics, thus making the governance of the project complicated while a harmonized legal framework plays an essential aspect in cross-border infrastructure. Trans-ASEAN Gas Pipelines will only focus on cross-border pipelines and will follow the model of a cooperative project.

Abstract China’s approach to International Development Cooperation (IDC) has been one of continuous evolution. The 2000s version of Chinese IDC applied a request-/project-centrism methodology, focused on the infrastructure sector, and mixed aid with business. Since the launch of the Belt and Road Initiative (BRI), the methodological dimension of the existing IDC model has changed by virtue of a growing emphasis on top-level design, sectoral programmes, and high standards for project implementation. How to explain these changes? Different from the conventional material-functionalist approaches, this article attributes the development of China’s IDC to cognitive evolution—an intra-community collective learning mechanism that drives changes in norms and practices. Cognitive evolution consists of the following three interconnected processes: uncertainty build-up; experimentation; and selection. Three factors that may shape the trajectories of cognitive evolution are as follows: the legacy of orthodox norms; the availability of transferable local ideas; and the communal interpretation of candidate ideas’ performance. The IDC model of the 2000s was constructed based on critical reflections on the internationalist foreign aid model of the Mao era and on the IDC policy community’s interpretation and transplantation of China’s development experience. The methodology of this IDC model—request-/project-centrism—has come under new pressure for change due to the BRI’s ambition to engender more substantial and sustainable developmental impact.

In the context of global competition, Russian universities search for the most efficient solutions to achieve competitiveness in the global market. The particular challenges that Russian universities face today include enhancing the quality of education and research, development of export potential, integration into international academic environment, diversification and search for new financial sources. The article considers international project activity as the most efficient tool of university internationalization process and solving the university tasks. Fundraising and international projects provide substantial support for achieving the set objectives in terms of both allocating additional financial resources and attracting intellectual capacity of international partners. Due to such features as practice orientation, time limits, and the ability to integrate different types and forms of international cooperation, the projects help university to address the challenges in a complex way and achieve multiple effects and, therefore, contribute significantly to developing world-demanded research, creating scholars networks and publishing, strengthening international partnerships, capacity building, enhancing academic mobility, developing the university campus and its infrastructure. The authors present the management model of international fundraising and projects implementation at Northern (Arctic) Federal University named after M. Lomonosov, describe specific features of carrying out research and educational projects in cross-cultural context (also within the framework of cross-border cooperation in Barents Euro-Arctic Region). The article outlines the competences required for successful project implementation, gives examples of NArFU international projects aimed at solving challenges in the Arctic Region. The efficiency of the given management model is analyzed, also by presenting the results of sociological survey made with involvement of the projects participants.

Education authorities throughout the world are striving to implement the principles of inclusive education. The Malaysian Ministry of Education has adopted these principles and is presently involved in translating them into practice. As part of this program, three teachers college lecturers and an officer of the Teacher Education Division undertook an intensive short-term training course at Flinders University in South Australia. The aim of this project was to devise a course in Inclusive Education that would be taught to trainee teachers in colleges throughout Malaysia. This keynote address describes the collaborative efforts of the Malaysian and Australian lecturers who developed the course and the experiences of one of these lecturers who has introduced the course into the curriculum of the Sarawak Teachers College. There are many lessons to be learned by examining how different countries attempt to solve similar problems. A number of these lessons are explored in this address.

International research is common practice in many fields of science and a variety of international projects from the most diverse fields of research can be found through the major academic search engines. However, expanding the search in the direction of metaperspectival reflection on international participatory research might be unsuccessful, as there is scarce literature on the topic. This article is based on experiences with children in the international participatory research project called “Learning Together, Living Diversity”, which was carried out using the photovoice method to involve the children in the process as co-researchers. As international research differs considerably from national research, many challenges may be encountered, especially in field research and mainly in regards to getting in touch and interacting with the foreign country, its people and culture. The aim of this paper is to put into writing the reflexive processing of the cross-border research experience of the two cooperation partners Guillermina Chabrillon (Argentina) and Corinne Butschi (Switzerland), who planned and organised the field work in two Argentinian kindergartens together. The challenges which they faced and the role of both language and cultural background will be described in a practical way. It will be shown that reliable and good cooperation partnerships become even more important when the logistics of international research projects is not only complicated by distance, but also by language and cultural barriers. Examples of the major challenges and the role of culture and other contextual factors in project planning and logistics when crossing linguistic and cross-cultural boundaries will be included, with the purpose of contributing to stimulating further research and a greater number of successful international cooperation partnerships.

China’s Belt and Road geoindustrial policy is dependent on upgrading transport logistics throughout the Middle East and the former Soviet Republics of Central Asia. However, the key International Capacity Cooperation policy also aims to move industrial plants abroad in support of China’s wider import strategy. Planning this industrial offshoring not only requires significant domestic industrial policy governance coordination, with policy being formed at the center and transmitted to lower levels of China’s administrative hierarchy, but also involves traversing largely unmapped policy territory, namely international multilevel governance cooperation with host countries in Central Asia. Taking the International Capacity Cooperation policy as its focus, this paper examines China’s geoeconomic industrial policy in Kazakhstan, arguing that greater public administration interdependence is needed to develop China’s foreign policy into genuine regional economic cooperation.

The ODED-GUAM Organization for Democracy and Economic Development (GUAM) was originated more than two decades ago as a friendly cooperative forum of a few post-Soviet countries committed to Euro-Atlanticism. In 2006 the grouping was transformed into a full-fledged international organization bringing together Georgia, Ukraine, Azerbaijan, and Moldova. Notwithstanding the geostrategic role of cooperation within GUAM in terms of energy security, protracted conflicts, trade links and other key policy areas, the organization has been recurrently failing to create a common front for its member states. It has been mostly with the recent actualization of ambitious trade and transportation projects to engage the four states that GUAM started to “return to the big game” and attract significant attention from governments and scholars. This study explores the political and economic significance of international transport routes within the framework of intergovernmental relations exampling the origins and evolution, strengths and weaknesses of the GUAM Transport Corridor (GUAM TC) project, and also some insights on reingovirating the transport cooperation agenda in the GUAM region.

This research project attempts to build a new cooperative model with the superintendents of school districts of various states in the United States. The idea behind the project is based on the urgent need of Mandarin Chinese courses in middle school level in the US. Since most school districts encounter the problem of not having enough Chinese teachers or teaching resources, offering Chinese courses through internet videoconferencing from Taiwan could be a feasible solution. This project involved some aspects including teaching materials design specifically for online instruction, communication with schools and their teachers/students, teacher's training for synchronized online instruction, e-learning platform and facilities arrangement, and problem solving along the implementation process. The program has been implemented during the year of 2012. We have cooperative agreements with five schools districts in different states and have established a workable operation model for this international cooperation. Through this cooperative model, American students gain the benefit of learning resources through internet, and Mandarin educators and researchers in Taiwan also gain new insights on how to promote the Chinese language learning in the global community.

At the present stage of economic development Ukrainian public sector is faced with multiple new and complex challenges. In order to implement strategic reforms in the public financial management, the public authorities were given the opportunity to use external sources of finance for the implementation of relevant innovative projects and programs. Accordingly, Ukraine assumes certain international obligations towards the organizational and institutional aspects, as well as transparent and effective targeted use of financial resources. This study examined the main issues of projects and programs at each stage of the project cycle management. The main purpose of this paper is to find the best basic areas for further cooperation between Ukraine and the EU on the implementation of project management in the context of the need to modernize the budget management system. Methodological and theoretical basis of the research consists of the works of foreign and Ukrainian scholars that allowed realizing conceptual integrity of the study. Methods of generalization and comparison allowed to assess the existing projects of modernization of public financial management financed by international organizations. The authors defined the possible forms of financing of government innovative projects and programs in Ukraine. For this purpose, methods of analysis and synthesis were used. As a result, it is recommended to follow the directions of further cooperation between Ukraine and the EU on the development of project management along with performance-based budgeting.

As India moves towards realizing its space aspirations, its co-operation for outreach and capacity building with international partners will increase. This cooperation is reflected in all spheres of national development, security and space exploration of both the primary as well as partnering nation. Policy considerations and directives acts as a key to define the future course of action for such cooperation. The paper attempts to present parameters for evaluating policy options of India’s international space cooperation with an example of India-Israel space cooperation. The paper uses fuzzy logic modeling for scoring parametric valuation for pursuing cooperation. This valuation can assist in making feasibility analysis for a collaborative mission or project with a partnering nation. These parameters include the erstwhile and ongoing collaborations and cooperation, economics of the collaborative project, security considerations, technical considerations &amp; space ambitions. The output delivers aggregated value for ‘checks and balance’ derivatives for informed decision making.</p>

Effective planning, preparation, implementation and operation of projects need modem organisational solutions. Successful project management requires effective daily operation, flexible structure, adaptive and innovative organisational culture, coordination mechanisms that assure fast decision-making and responses. The appropriate organisational form is based on personal motivation and responsibility, parallel with the possibility of cooperation and teamwork. Several international, national, regional and local organisations are involved in Hungarian environmental infrastructure development projects supported by the EU. Their organisational structures and cultures are not always optimal for project management. Organizational differences in some cases make effective cooperation impossible. In my paper I present the organisational background of one of these projects, the Szeged Regional Waste Management Program based on interviews conducted with some actors of the project, ease studies and document analysis.

Inter-organizational cooperation is based on the development of relationships between partners who have attractive tangible or intangible values which may be the subject of exchange. In inter-organizatio-nal cooperation, at least two key stages of relationship development can be distinguished. The first con-cern is initiating ties between potential partners; the second, strengthening, expanding and deepening these ties. The authors attempted to identify the values that affect the relations between organizations cooperating on a joint project in the cultural sphere. The research process was based on the assump-tions of grounded theory. The incomplete induction method was used. In order to solve this research problem, the authors analysed a case study of a network project led by the Górnośląsko-Zagłębiowska Metropolis, entitled Metropolitan Theatres Night, and in addition, conducted qualitative research (in-dividual in-depth interviews and written surveys), amongst organizations cooperating on this project. The research proved that the assessment of key values to project partners at the stage of initiating and developing cooperation is varied. At the stage of initiating relations, the financial benefits of coopera-tion and the prestige associated with it are most important. In contrast, at the stage of cooperation development financial benefits come first, while other elements are of secondary importance. The rese-arch results show that the partnership does not use many opportunities resulting from the synergy of resources or joint learning during the long period of cooperation. In connection with the above, the authors defined recommendations that may serve to improve inter-organizational cooperation in this type of project and in other partnerships.

Managing projects raises multiple tensions such as the need to balance cooperativeness and assertiveness. By adopting a process perspective, we analyze why a project group consisting of three heterogeneous subgroups is failing to uphold such balance over time. Instead, overemphasizing cooperativeness in the early phases of the project led to over-assertiveness and escalation of group conflict. We identify three mechanisms for reinforcing dynamics. First, we find that subgroups overestimate other subgroups’ behavioral autonomy, which promotes holding simplified, negative images of each other. Second, subgroups adopt vertical disidentification when they define their own particular role. Third, cooperativeness conceals pejorative perceptions.

In this article the author analyzes perspectives on the Eurasian Single Economic Space’ concerning infrastructural investment projects. These perspectives are considered with a consideration of Public-Private Partnership (PPP) principles and the traditional framework of EAEU (Eurasian Economic Union) integration. The article examines national legal differences, such as the existence of regulations for PPPs, possible models for project realization and spheres where PPP could be used. The author also analyzes the characteristics of the most famous PPP projects in the EAEU. The purpose of the article is to identify practical recommendations for the development of public-private partnerships to further cooperation between the EAEU countries. This research stems from the study of international experiences of public-private partnerships, the adaptation thereof, and clarification of the necessary steps for the most efficient development of PPP in EAEU countries. As such, the following priority steps for EAEU countries are suggested: 1) EAEU countries should take steps to unite their respective legislative bases in terms of mutual compatibility so that public and private partners could act as inhabitants of the Union everywhere, removing not only customs barrier obstacles for them, but also additional tax restrictions; 2) EAEU countries should create an international council for problems and disputes pertaining to PPP which will include representatives of the countries of EAEU, representatives of the business and scientific communities and non-profit associations. Such a council was recommended to be set up at the United Nations during the third session of the United Nations Economic Commission for Europe on the problems of international public-private partnership, held in Geneva (Switzerland) on 18-19 April 2011; 3) EAEU countries should make use of practical experience in the implementation of interstate PPP projects. An example of a successful interstate PPP - the project for expansion and modernization of the international airport in Warsaw, through which more than 85% of all passengers of international flights have passed.

Анотація:
Abstract. The scale and nature of the existing external and internal threats form the directions of international security cooperation for Ukraine, which today focus on a range of topical issues in the field of chemical, biological and radiation safety. Aim. Evaluation of the results of international cooperation of the Scientific Center in the field of chemical safety, in particular in matters related to the identification of controlled and toxic chemical substances. Materials and Methods. The results of the international activity of the Scientific Center in the field of chemical safety for the past 5 years are summarized; cooperation with international donors, representatives of the government of Ukraine, scientists and non-governmental organizations is summarized. Results. A key event in the field of international cooperation was participation in G-7 Regular Meeting within the framework of the Global Partnership (Munich, Germany, 2014), where Ukraine presented about 90 projects in three areas: chemical, biological and physical nuclear safety. The results of the implementation of OSCE Project Coordinator in Ukraine: "Integrated Chemical Safety and Security Program in Ukraine (ICSSP) (2014-2019) and "Enhancing Ukraine's Chemical Emergency Response Capacity) (2020-2021) are highly appreciated. Participation in Project Project 57: Strengthening crime scene forensics capabilities in investigating CBRN incidents in the South East and Eastern Europe Centers of Excellence Region (2018-2020) and "South East and Eastern Europe CBRN Risk Mitigation and Security Governance Program (UNICRI) (2021) had significant scientific and practical results. Conclusions. Participation in the work of international projects is invaluable in shaping the professional worldview of scientists and specialists whose activities belong to the sphere of CBRN security. The joint implementation of international initiatives provides a real opportunity for the operational implementation of new experience in practice, which is reflected in the plans of scientific works, the content of trainings and educational programs for the training of specialists who, according to their professional duties, need modern knowledge in the field of managing the consequences of CBRN threats. Technology cooperation, including technology transfer, development of projects, and establishment of international networks, is an important instrument for attaining greenhouse gas mitigation and the sustainable development of a global society. In this context, carbon mineralization technology has received attention because of its high potential for carbon sequestration, environmental conservation, and economic market value. This project report introduces a national top-down approach for developing and implementing international technology cooperation in the Republic of Korea, focusing on carbon mineralization. The Ministry of Science and Information and Communication Technology (MSIT) leads international technology cooperation, identifies prominent climate technologies, and addresses scientific agendas to presidential meetings. The inter-ministerial bodies established the climate technology roadmap and masterplan for a climate change response. With the support of these inter-ministerial efforts, a National Strategic Project on carbon mineralization was developed by a presidential-level decision as a top-down approach. Furthermore, the demonstration of this technology was emphasized to enhance the possibility of success in commercialization. This project also includes demonstration of a pilot, sequestering 6000 tons of CO2 and manufacturing 30,000 tons of carbonate. This successive and holistic approach, comprising of a range of hierarchical levels of government, is recommended for deriving a high impact on global society of prominent climate technology.

The experience of the International Society for Knowledge Organization (ISKO), its tasks, current status, and main activities are discussed. The initiative of establishing ISKO belongs to Ingetraut Dahlberg, its first president. The part Russia takes in ISKO and that of the Russian ISKO section are discussed.The author analyzes the ISKO portal structure, the content of its main divisions illuminating the mission, elected bodies, its history, national sections, events in reversed chronology, and publications. The international Encyclopedia is one of the dynamic ISKO projects and a nonexhaustive digital resource; the entry on the Russia’s national classification system, namely BBK (Library Bibliographic Classification) was added to the Encyclopedia in 2017. The history of the project and the difficulties of editing text for foreign users are discussed. The information and scientific importance of publishing the BBK entry in ISKO Encyclopedia is stressed.The author concludes that, to cooperate efficiently with foreign colleagues, ISKO has to publish books, textbooks, monographs both in the Russian and English languages and to participate in IFLA activities.

Purpose The purpose of this paper is to unveil the true background of the Base Erosion and Profit Shifting (BEPS) Project and to suggest crucial indexes for bringing a movement into a future ceiling causing a struggle of the international tax system. Design/methodology/approach This paper looks into the historical context of this project before and after Starbucks’ scandal, comparing to other contexts of the international tax system. Also, this paper partially reviews BEPS from a legal perspective. Findings The key factors for building momentum of reform of international taxation are a country having a government willing to embrace the cause of reform, unfairness felt toward entities using tax avoidance schemes which other comparable entities could not be use, grass-roots pressure for the reform, effective places to negotiate cooperation among major countries for the reform, solid cooperation among many countries in the world to implement standards and rhetoric of slogan with less opposition. Originality/value The momentum of the reform of international taxation was analyzed before. But the BEPS Project has involved some unique events as compared with the Organization for Economic Cooperation and Development’s project on harmful tax practices, such as initiation of NGOs and boycott by consumers. Additionally, this paper will discuss insights, which the former research did not do.

Case overview The case shows the process carried out by a team led by Braulio Perez Astray, manager of the innovation department of the Foundation University of A Coruna (Spain) and Radhames Mejia, executive vice-rector of the Pontifical Catholic University Madre y Maestra (Dominican Republic) to design the strategy for R&D and Technological Innovation of the Dominican Republic. It describes the tasks and responsibilities undertaken in the INPOLTEC Project, the result of the international cooperation between Spain and the Dominican Republic. It included the involvement of the Administration of Government of both countries, the contributions of the scientific community and a significant sample of Dominican companies, as well as the advice of Spanish experts and technologists in the field of innovation and technology policy. The case arises from the position of Braulio Perez Astray, leader of the project. The objective of this case is to analyze the potential transfer of this experience to other countries in Central America and Caribbean. Expected learning outcomes The learning objective is to facilitate students to investigate the decisions in the strategic process in the field of innovation and to reinforce the focus of international cooperation as a mechanism for strategic support in stimulating the flow of knowledge in science and technology. In this era of globalization, with social problems extending across social and geographical boundaries, partnerships between governments and international organizations are key to achieving the Sustainable Development Goals (SDGs). Agriculture is essential to reducing poverty in Cameroon. Since 2002, the Japan International Cooperation Agency (JICA) has contributed to agricultural development through various projects in Cameroon. However, research has not been conducted to determine the contributions of agricultural development to poverty reduction. The aim of this study is to outline current agricultural problems and international cooperation projects in Cameroon. A social inquiry involving the collection of qualitative and quantitative data was conducted to assess whether agricultural projects have contributed to increasing income and alleviating other multidimensional indicators of poverty amongst the beneficiaries. In this paper, we provide useful recommendations with respect to solving the problem of poverty and achieving the SDGs. The analysis revealed that agriculture projects have significantly contributed to an increase in income, wellbeing and standard of living of the project beneficiaries. African countries, such as Cameroon, need to address poverty by improving the agricultural sector because these nations cannot currently maintain a stable crop production. International cooperation in the agricultural sector can help to increase crop yields, incomes and quality of life.

''Subsequent acquisition of primary education'' is one of six operating lines of the project ''Support to Adult education'' which is organised by GIZ - Deutsche Gesellshaft für Internationale Zusammenarbeit GmbH (German society for international cooperation), with the financial support of Swiss Agency for Development and Cooperation (SDC). This activity is aimed at strengthening the competencies of teachers in the filed of adult education through vocational training and also to raise awareness of the need for subsequent acqusition of primary education in BiH. In the period from 2011-2016 GIZ implements the project in three pilot regions: Banja Luka, Zenica-Doboj Canton and Sarajevo region.
