Purpose The purpose of this paper is to study the effects of mandatory inter-municipal cooperation (IMC) in small Italian municipalities. Data from 280 small Italian municipalities on the effects of IMC in terms of higher efficiency, better effectiveness of local public services, and greater institutional legitimacy of the small municipalities participating in IMC have been investigated against four variables: size, geographical area, type of inter-municipal integration, and IMC membership (the presence in the IMC of a bigger municipality, the so-called big brother). Design/methodology/approach Data were gathered from a mail survey that was sent to a random sample of 1,360 chief financial officers acting in municipalities of under 5,000 inhabitants, stratified by size (0-1,000 and 1,001-5,000) and geographic area (North, Center, and South) criteria. To analyze the dependency relationships between the three potential effects of participating in IMC and possible explanatory variables, the authors used a logistic regression model as the benefits were binarily categorized (presence or absence of benefits). Findings The findings show that in more than two-thirds of the municipalities participating in IMC, there were benefits in terms of costs reduction and better public services, whereas greater institutional legitimacy was detected in about half of the cases. The statistical analysis with logistic regression highlighted that IMC type is particularly critical for explaining successful IMC. In particular, the positive effects of IMC were mainly detected in those small municipalities that promoted a service delivery organization rather than participating in service delivery agreements or opting for mixed arrangements of joint public services delivery. Originality/value The paper focuses on small municipalities where studies are usually scant. The analysis highlighted that the organizational setting is particularly critical for explaining a successful IMC.

Abstract Inter-municipal cooperation (IMC) in the Czech Republic is common and flexible and is generally viewed as a means to reduce problems related to the highly fragmented local government structure. The paper utilizes financial and accounting data of public entities to evaluate the character and magnitude of inter-municipal cooperation in the Czech Republic. It concludes that the extent of public services provided based on the service contracts or through institutionalized forms of IMC is quite limited and that the majority of the IMC is somewhat informal and soft , e.g. exchange of experience and ad-hoc projects.

Effective governance and inter-organisational cooperation is key to progressing Australia’s journey toward the circular economy. At the local governance level, inter-municipal cooperative partnerships in waste management (‘IMC-WM’ partnerships) are a widespread phenomenon throughout Australia, and the world. This paper aims to analyse waste management in Australia through a governance perspective and inaugurate the scholarship on understanding the complex interactions between actors and institutions designed for regional cooperation. To this end, we explore the partnerships’ institutional characteristics, joint activity outputs and the internal relations observed between participants. Data were collected through a nationwide census survey of Australia’s IMC–WM partnerships and a short online questionnaire to the municipal policy actors (councillors, executives and council officers) who participate in them. The investigation observes that a diversity of innovative institutional responses has emerged in Australia. However, within these partnerships, a culture of competitiveness antithetical to sustainability is also detected. Despite competitive behaviours, the partnerships perform very well in cultivating goodwill, trust, reciprocity and other social capital values among their participants—as well as a strong appreciation of the complexity of municipal solid waste (MSW) policy and the virtues of regional cooperation. This dissonance in attitudes and engagement dynamics, it is suggested, can be explained by considering the cultural-cognitive influence of broader neoliberalist paradigms. As the first scholarly investigation into Australia’s experience with regional cooperation in waste management, this research reveals the macro-level structures and ascendent micro-institutional dynamics shaping the phenomenon.

The transition towards a Water Circular Economy (WCE), in the sense of water reuse, demands cooperative governance and territorial rescaling to overcome fragmentations in sectors and water policies. While the transition is challenging for local governments and crosses economic sectors and spatial scales, Inter-Municipal Cooperation IMC is gaining popularity due to its ability to contribute additional human, financial, and technological resources. However, cooperative governance arrangements require studying its benefits and impacts in its context. This study explores how IMC is being considered as a governance arrangement for the transitions towards WCE by conducting a review of the literature. The findings indicate that IMC appears as a promising government arrangement for WCE because it incorporates several significant potentials, such as facilitating the conciliation of interests between agencies, stakeholder engagement, and effective land use for water management. The literature reflects that the success of IMC for the adoption of WCE requires the simultaneous consideration of a set of governance practices, the assurance of cost efficiency and financial balance, and the assessment of social and environmental consequences. Nevertheless, these dimensions are not equally addressed by the literature. While governance and efficiency are often referred to, the assessment of IMC experiences in the context of WCE is still poorly explored, deserving further research.

The purpose of this article is to fill the existing gap and contribute to the literature in two ways: firstly, by investigating problems that caused the emergence of cooperation between two municipalities despite the administrative border at the county level, and secondly, by analysing the effects of joint provision of public education based on a case study from Poland. The case study is preceded by the use of the literature review method. The problem of possible enhancement of inter‑municipal cooperation (IMC) in Poland is proposed as a potential remedy for current difficulties that Polish local governments face after the reform of the education system and the COVID–19 pandemic, as well as due to demographic decline and budgetary challenges. Studies suggest that net benefits of cooperating are higher if IMC partners are smaller and more homogenous with respect to the quality and level of public services. The theory of exploiting economies of scale and scope was studied based on the case study of a Polish inter‑municipal union created only to provide education in two municipalities. The cooperation resulted in little positive financial effects reflected in the lower spending per pupil only in the case of primary school. However, the union caused nonfinancial benefits not only for pupils but also for parents and teachers, who are voters as well. The article concludes that inter‑municipal unions could be used especially by small and rural municipalities that struggle with the previously mentioned problems.

Local government in Iceland has been through extensive functional reforms in the past three decades. Territorial reforms have been less successful even though the central government has openly aimed to enhance the capacity of the local governments. This study aims to estimate the administrative capacity of Icelandic local governments by estimating the level of expertise in the tasks of planning, education and social service. The findings show that there is a considerable difference with respect to size, as municipalities with more than 3,000 citizens have much higher levels of expertise in comparison to smaller municipalities. The municipalities are only partially able to turn to inter-municipal cooperation (IMC) for compensation because the municipalities in more densely populated areas are more likely to set up IMC entities than those in more sparsely populated areas. The municipalities in less populated areas are also more likely to buy their services from private service providers. Moreover, the smallest municipalities have transferred a large bulk of their functions to other municipalities through contracting. The findings suggest that IMCs may not be the best answer for small municipalities, especially those in rural and remote areas.

PurposeInter-municipal cooperation (IMC) has been increasingly adopted worldwide to tackle issues of size and cost reduction in the provision of public services. Although the determinants of cooperation among municipalities have been widely investigated in the prior literature, little is known about the link between a municipality's financial health and that of the supra-municipal entity formed under IMC. The purpose of this study is to fill this research gap by analyzing the case of municipal unions (MUs) in Italy.Design/methodology/approachA quantitative approach has been used, applying OLS and quantile regression on financial information and other variables of municipalities and their MUs.FindingsThe study finds that the most important condition of operation for IMC, that is, financial sustainability, is directly linked to the financial health of member municipalities and the functional integration reached with the supra-municipal entity.Originality/valueThe study analyses all MUs in Italy, focusing on the factors affecting their financial sustainability. In doing so, it sheds light on the factors that influence the financial sustainability of second-tier governments, which rely on external funding.

Abstract Though the exploration of inter-municipal cooperation (IMC) is very widespread in contemporary literature worldwide, the perception of IMC by municipal officials is rarely examined. We focused this paper on revealing the relationship between the perceptions of municipal public officials and the realized benefits of municipal cooperation. Our research combines primary data from a survey of municipalities engaged in a form of IMC and in-depth interviews of both municipal officials and managers who coordinate IMC. Our survey results show that agreement with the statement that IMC helps solve administrative capacity problems tends to vary with the size of the municipality. This study detected considerable obstacles to IMC use, with one set of respondents indicating that they had tried cooperation and found that it did not yield significant, positive financial or non-financial benefits for them. Our in-depth interviews revealed that strong political leadership and experienced managerial staff can contribute to the development of municipal cooperation. In summary, our research provides evidence supporting the notion that the perception of IMC by municipal officials could be an important precursor to actual IMC use and future development.

The literature on inter‑municipal cooperation (IMC) focusing on the characteristics of its members and factors driving a decision to start cooperating is abundant. Various studies indicate that small municipalities are particularly vulnerable to economies of scale and scope, hence they are more likely to start cooperating than bigger units. On the other hand, small municipalities face incentives to free‑ride on bigger local governments due to spillovers. However, it is unclear if there exists a nexus between the size of IMC entities (measured by population) and types of tasks performed jointly by their partners (often of a different number). This paper aims to fill the existing gap by testing whether a share of expenditures on one of the three categories of tasks (‘economies of scale and scope tasks,’ ‘spillover tasks’ and ‘multi tasks’) in total expenditures incurred jointly differs significantly depending on the size of an IMC entity. For that purpose, the Kruskal‑Wallis rank test was used. To pinpoint which specific medians are statistically different from the others in each year of analysis, Dunn’s multiple comparison test with the Bonferroni adjustment was performed. The research is based on Polish inter‑municipal unions (IMC‑unions) and their financial statements over the period 2003–2018 and covers 2,541 observations. The results show that the vast majority of statistically significant differences were observed in the share of expenditures on ‘economies of scale and scope tasks’ in total expenditures, suggesting that very small IMC‑unions spent more of their budget on these tasks than medium‑sized IMC‑unions and small IMC‑unions (over several years). No significant differences were noted in the share of ‘spillover’ expenditures. Significant differences in ‘multi’ expenditures occurred only in 2017 and 2018, indicating that small IMC‑unions spent more than very small IMC‑unions. These first results add to the existing literature by driving a conclusion that smaller IMC‑unions concentrate more on reducing per capita spending.

With potential of increased efficiency and a broader range of services, inter-municipal cooperation is often presented as a universal solution to public welfare challenges. Today, all Swedish municipalities are involved in inter-municipal cooperation in various policy areas. However, little is known about the municipalities’ capacity to coordinate their cooperation arrangements in the complex network of institutions and overlapping territories that characterise the regional level of governance. Building on the institutional collective action framework and the concept of governance capacity, this study examines how the municipalities’ capacity for regional coordination of upper secondary education in the city region of Örebro County varies depending on the institutional structures, the opportunities for cooperation and the social capital that embed the inter-municipal arrangements. The empirical study is based on a mixed method approach; where a qualitative content analysis of public documents is combined with interviews of representatives from different inter-municipal arrangements in Örebro County. By analysing how inter-municipal cooperation on upper secondary education has emerged and developed in Örebro County, this study shows how the municipalities have established institutions at two different levels. In Örebro County, regional networks and contracts operate in parallel with local agreements and municipal associations with delegated authority – only including a few municipalities in the city region. Several of the cooperation arrangements also include actors from the private sector and different levels of governance. The emergence of these inter-municipal cooperation arrangements can be interpreted as an institutional outcome of the municipalities' intrinsic motives to ensure a wide range of education to their local citizens as well as the need to secure the supply of skills and workforce in private and public sector. But it can also be interpreted as a strategy for the smaller municipalities to ensure their influence and governance capacity in the city region – which has a built- in power asymmetry linked to the municipalities’ heterogeneity. The emergence of the cooperation arrangements also illustrates a path dependent development, where the municipalities’ historical collaboration tradition determines which institutions that emerge and to which degree social capital can be established. Particularly noteworthy in the emergence of the inter-municipal cooperation in Örebro County is the presence of government, which manifests itself through conditional financing of the inter-municipal cooperation arrangements. Thus, within one and the same geographical city region, and within one and the same policy area, there is an overlap of different inter-municipal collaborative arrangements and functional regions, which has emerged in a symbiosis of both horizontal and vertical relations. As a result, the regionalisation that the municipalities create “bottom up”, through voluntary cooperation, work in parallel with the regionalisation that is created “top down”, through formal regional institutions.

The chapter analyzes the democratic legitimacy in emerging inter-municipal cooperative (IMC) initiatives in Lithuania. Reflecting the wider discussion on the territorial reforms, the main question is whether IMC arrangements contribute to issues of democratic representation and legitimacy, and what is the role of local actors and institutions in cooperative networking. For empirical evidence the author uses quantitative IMC survey data. The survey was designed to study the preconditions, motives, forms, and impact of inter-municipal cooperation in Lithuania. The analysis reveals the variety of relationships and power networks between different interest groups in IMC processes such as local authorities, communities, and business stakeholders. The chapter concludes with a discussion on the importance of discussing ‘democratic deficit’ problem in municipal cooperative arrangements in the countries with a highly consolidated self-governance systems.
