When the Nerds Go Marching In shows how digital technology has moved from the margins to the mainstream of campaign and election organization in contemporary democracies. Combining an extensive review of existing literature and comparative data sources with original survey evidence and web content analysis of digital campaign content across four nations—the United Kingdom, Australia, France, and the United States—the book maps the key shifts in the role and centrality of the internet in election campaigns over a twenty-year period. The chapters reveal how these countries have followed a four-phase model of digital campaign development which begins with experimentation, and is followed by a period of standardization and professionalization. Subsequent phases focus on increasingly strategic activities around the mobilization of activists and supporters, before switching to micro-targeted mobilizing of individual voters. The changes are mapped over time in each country from the perspective of both the campaigners (supply side), and that of voters (demand side), and the four nations are compared in terms of how far and fast they have moved through the developmental cycle. As well as providing the most comprehensive narrative charting the evolution of digital campaigning from its inception in the mid-1990s, the book also offers important insights into the national conditions that have been most conducive to its diffusion. Finally, based on the findings from the most recent phase of development, the book speculates on the future direction for political campaigns as they increasingly rely on digital tools and artificial intelligence for direction and decision-making during elections.

Taiwan is a country with a rich history and cultural ties to mainland China. Though there has been much research and effort dedicated to propaganda and censorship in the People’s Republic of China over the years, less attention has been paid to the digital propaganda sphere in Taiwan. This report explores computational propaganda in Taiwan and finds that digital propaganda in Taiwan can be divided into two types: (1) internal propaganda on domestic political issues and campaigns, and (2) cross-Strait propaganda—emanating from the mainland and promoting reunification of the two countries. Furthermore, recent computational and social research points to manual propaganda being the main method used in campaigns in both countries. The use of two political bots in Taiwan, an anti-fake news bot and an intelligence-gathering crawler bot used in a 2014 electoral campaign, is explored in detail.

In these provocative essays, military historian Phillip Meilinger explores timeless issues. Margaret Chase Smith was the most influential woman in the history of American politics. Her goal was to be a United States senator, not a woman senator, and she succeeded by overcoming gender, not by championing it. Smith began her political career as Maine's daughter and demonstrated nationally the New England virtues of honesty, hard work, frugality, and reticence. She became America's heroine when she courageously confronted Senator Joe McCarthy at the height of his power with her Declaration of Conscience speech. In her statement she championed the American right to criticize, to hold unpopular beliefs, and to practice free speech. Associating herself with the politics of conscience, Smith won three more terms in the Senate and sat on the powerful Armed Services, Appropriations, Space, Government Operations, and Intelligence committees. Altogether, she was in Congress 32 years and by the time her career ended she had established an enduring prototype for female and minority politicians. This biography of Margaret Chase Smith is the first historical treatment of Smith to use her voluminous private papers as well as extensive interviews with Smith and her colleagues in Congress. As Maine's daughter, Smith was frugal, hard-working, reticent, and caustic. At age thirty-two she married, in scandal, state-politician Clyde Smith with whom she had been involved since she was sixteen and who was twenty-one years her senior. Smith came to Washington when Clyde was elected to Congress and, against his wishes, she became his secretary. When Clyde died in office in 1940, Smith played the widow's game and successfully ran for his seat. In the House during World War II, Smith sat on the powerful Naval Affairs Committee and, tutored by committee counsel Bill Lewis, developed a national constituency, the military, which in turn allowed her to better serve Maine's interests. Lewis directed Smith's first Senate campaign in 1948 when she won an upset victory by an astonishing margin. Overnight she became the darling of the Republican party, the heroine of women everywhere, and the only woman in the United States Senate. Immediately, she became embroiled with Joseph McCarthy and courageously confronted him with her Declaration of Conscience speech four years before a Senate majority censored him. Associating herself with politics of conscience, Smith was elected to three more terms and sat on the powerful Armed services, Appropriations, Space, Government Operations, and Intelligence committees. America's heroine was a political icon by the time she was defeated in 1972 at the age of seventy-four.

Computational propaganda is an emergent form of political manipulation that occurs over the Internet. The term describes the assemblage of social media platforms, autonomous agents, algorithms, and big data tasked with manipulating public opinion. Our research shows that this new mode of interrupting and influencing communication is on the rise around the globe. Advances in computing technology, especially around social automation, machine learning, and artificial intelligence, mean that computational propaganda is becoming more sophisticated and harder to track. This introduction explores the foundations of computational propaganda. It describes the key role of automated manipulation of algorithms in recent efforts to control political communication worldwide. We discuss the social data science of political communication and build upon the argument that algorithms and other computational tools now play an important political role in news consumption, issue awareness, and cultural understanding. We unpack key findings of the nine country case studies that follow—exploring the role of computational propaganda during events from local and national elections in Brazil to the ongoing security crisis between Ukraine and Russia. Our methodology in this work has been purposefully mixed, using quantitative analysis of data from several social media platforms and qualitative work that includes interviews with the people who design and deploy political bots and disinformation campaigns. Finally, we highlight original evidence about how this manipulation and amplification of disinformation is produced, managed, and circulated by political operatives and governments, and describe paths for both democratic intervention and future research in this space.

God in the Corridors of Power: Christian Conservatives, the Media, and Politics in America is a comprehensive study of Christian conservative power in America's political culture—how it was achieved, how it is maintained, and where it is going. It came about in part because of an enduring influence in the school room, the seminary and in the pulpit, and in part because conservatives are so skilled at using commercial and non-commercial media, including religious media, to disseminate their views to broader audiences. Though their power has waxed and waned, they continue to be a potent force in public policy today. The authors argue that the astonishing electoral successes of Christian conservatives at all levels of national, state and local government was made possible by linking political, social, media and religious interests with an emerging consensus about what constitutes a conservative mindset in American politics. Christian conservatives unquestionably have been the most significant component in a coalition of religious conservatives, traditionalist conservatives and neoconservatives that has driven the Republican Party now for almost two generations. This chapter examines the transformation of the creationist movement after William Jennings Bryan's death and the Scopes trial. When Bryan died, fundamentalism was thrown into some disarray. However, creationists were also forced to reorganize and rethink his progressive politics and liberal interpretation. During the next few years, several individuals campaigned to become Bryan's successor, from George F. Washburn to Paul Rood and Gerald Winrod. This chapter begins with a discussion of changes in the fundamentalist movement after Scopes, with particular emphasis on the rise of creationism. It then considers the growth of religion, and religiosity in general, during the 1950s and 1960s, highlighted by the emergence of televangelists led by Billy Graham, and the “culture war” of the 1980s and 1990s. It also analyzes the book The Genesis Flood: The Biblical Record and Its Scientific Implications (1961), by Henry Morris and John Whitcomb; the so-called “decade of creation” in the 1970s; and the evolution of “creation-science” into “intelligent design.”

Terrorism and its manifestations continue to evolve, becoming deadlier and more menacing. This study considers the evolution of terrorism since 1968 and how airlines and governments have attempted to deal with this form of violence through a series of nonforce strategies. Using historical examples, we see how governments, particularly the United States, attempted to counter politically motivated aerial hijacking with metal detectors, legal means, and, finally, in frustration, counterviolence operations to subdue terrorists. As nations witnessed aerial hijacking and sieges, the requirement for paramilitary and military counterterrorist forces became a necessity. Through use of examples from Israel (Entebbe 1976), West Germany (Mogadishu 1977), and Egypt (Malta 1985), Taillon concludes that cooperation—ranging from shared intelligence to forward base access and observers—can provide significant advantages in dealing with low-intensity operations. He hopes to highlight those key aspects of cooperation at an international level which have, at least in part, been vital to successful counterterrorist operations in the past and, as we witnessed again in the campaign in Afghanistan, are destined to remain so in the future.

Mobilized for total war, soldiers and citizens alike experienced an unprecedented convergence of military, economic, social, and political crises. But even in retreat, the militarized national community unleashed ferocious energies, staving off defeat for over two years and continuing a systematic murder campaign against European Jews and others. Was its faith in the Führer never shaken by the prospect of ultimate defeat? This book uncovers how Germans experienced life and death, investigates how mounting emergency conditions affected their understanding of the nature and purpose of the conflagration, and shows how these factors influenced the people's relationship with the Nazi regime. The book draws on Nazi morale and censorship reports, features citizens' private letters and diaries, and incorporates a large body of Allied intelligence, including several thousand transcripts of surreptitiously recorded conversations among German prisoners of war in Western Allied captivity. The book's historical reconstruction helps us understand how ordinary Germans interpreted their experiences as both the victims and perpetrators of extreme violence. Contrary to lurid forecasts in the West that China is on track to wrest global hegemony from the United States by 2025, China is in fact positioning itself to resume its historic role as the “Middle Kingdom”—a senior mentor with benign aspirations for guiding Asia into the mid-21st century. In China Restored: The Middle Kingdom Looks to 2020 and Beyond, Eric C. Anderson challenges the widespread perception of China as a rising giant whose authoritarian program to supplant the United States as global hegemony poses a grave international threat. He weighs in against doomsday prophets such as Martin Jacques, who predicts that China’s economy and diplomatic influence will equal those of the United States by 2025 and will eclipse them by a factor of two by 2050. Anderson, a player in Washington’s China policy debates who enjoys deep access to Chinese intelligence sources, counters with a careful argument that Beijing’s overriding aim is in fact to foster a stable global environment conducive to its economic development and regional hegemony based on legitimate political authority rather than coercion. Anderson points to three principal factors that will drive Chinese behavior over the next 10 years: the Chinese Communist Party’s desire to be recognized as a responsible member of the international community; China’s effort to equip, train, and maintain a modern military; and Beijing’s campaign to “sell” her governance model—from economic development to serving a domestic constituency—as a direct competitor to Washington’s version of liberal democracy. Asserting that Beijing is poised to serve as Washington’s “peer competitor,” Anderson offers insights as to what can be expected from China in the future, including facilitating U.S. nuclear nonproliferation efforts and participating in international peacekeeping operations.

In October 2004, more than eight million citizens of Afghanistan turned out to vote in the first democratic election in the turbulent, 5,000-year history of the country. This incredible voter turnout in the face of horrific threats and actual bullets, rockets, and bombs was a shout of defiance and a significant setback to the former Taliban regime and their al Qaeda allies. It was a stunning success and serious step forward for the Afghan people and for the United States in the campaign against international terrorism. The change is more dramatic than the American Revolution, in the aftermath of which the new American democracy maintained a representative form of government similar to its British roots. The change is also more positive than the French Revolution, which degenerated into tyranny and anarchy. The Afghan Revolution of democratic governance, albeit aided and guided by international military and political powers, is thus one of the most historic events of our time. Written by a former U.S. Army intelligence officer, this book provides readers with a candid account of Afghanistan's first presidential election and its subsequent transition to democratic self-governance. In particular, Morgan speaks to the security apparatus and the measures protecting the election. The election's security process marked a defeat for the al-Qaeda and Taliban terrorist insurgents attempting to frustrate Afghanistan's transformation into a democratic nation. Morgan's narrative of Afghan development is interspersed with firsthand, personal accounts from the author's eleven-month deployment as an officer serving in the U.S. military in Afghanistan. His stint there, embedded within the United Nations in a civilian-clothes role, enables him to write from the perspective of a UN security officer, offering insights beyond those that might be gained on the battlefield.

This is the first major study based on Soviet documents and revelations of the Soviet state security during the period 1939-1953—a period about which relatively little is known. The book documents the role of Stalin and the major players in massive crimes carried out during this period against the Soviet people. It also provides the first detailed biography of V. S. Abakumov, Minister of State Security, 1946-1951. Based on Glasnost revelations and recently released archival material, this study covers the operations of Soviet state security from Beriia's appointment in 1938 until Stalin's death. The book pays particular attention to the career of V. S. Abakumov, head of SMERSH counterintelligence during the war and minister in charge of the MGB (the predecessor of the KGB) from 1946 until his removal and arrest in July 1951. The author argues that terror remained the central feature of Stalin's rule even after the Great Terror and he provides examples of how he micromanaged the repressions. The book catalogs the major crimes committed by the security organs and the leading perpetrators and provides evidence that the crimes were similar to those for which the Nazi leaders were punished after the war. Subjects covered include Katyn and its aftermath, the arrest and execution of senior military officers, the killing of political prisoners near Orel in September 1941, and the deportations of various nationalities during the war. The post-war period saw the Aviator and Leningrad affairs as well as the anti-cosmopolitan campaign whose target was mainly Jewish intellectuals. Later chapters cover Abakumov's downfall, the hatching of the Mingrelian and Doctors plots and the events that followed Stalin's death. Finally, there are chapters on the fate of those who ran Stalin's machinery of terror in the last 13 years of his rule. These and other topics will be of concern to all students and scholars of Soviet history and those interested in secret police and intelligence operations.
