According to the Decree of the Presidium of the National Academy of Sciences of Ukraine «On the Events of the National Academy of Sciences of Ukraine on the celebration of the 30th anniversary of the Independence of Ukraine from 03.03.2021 №82. October 4, 2021 – Scientific-practical online conference «Problems and prospects of development of modern economy» held at the Institute of Industrial Economics of the National Academy of Sciences of Ukraine. According to the results of the discussion of the problems of the real sector of the economy, the intellectual development of enterprises has been defined as a promising direction of modernity. In the presentations, participants revealed the objective relationship between the social division of labor and the processes of intellectualization as the division of knowledge, as well as their specialization, and the order of the division of labor. Any division of labor system has a «horizontal» dimension – determined by the process of transforming the material into the final product – and the «vertical» – is determined by the processes of using tools of labor, accumulation, systematization, development and use of knowledge. The division and transformation of labor relations determine industrial revolutions, stimulates technical and intellectual progress, and forms of long waves and cycles of development of material and spiritual world. The intellectualization of production expands the space for an adaptive division of labor, and its vertical component creates the conditions for a transition to a new type of intellectual transformation. The conference participants argued that the task of reviving the economy and industry in the direction of Industry 4.0 based on the intellectualization of enterprises is in the state economic policy and research methodology. The State, the business community, scientific organizations (especially the National Academy of Sciences of Ukraine) and other interested parties are identified as the key players in industrial rehabilitation. The development of industrial enterprises towards Industry 4.0 does not mean the immediate abandonment of traditional production III-IV technological systems. Individual industries and enterprises have the potential to adopt new standards and enter into global value chains. Relevant government mechanisms for deepening intellectualization have been identified: import substitution, export promotion, public-private partnerships, and human capital development. National enterprises should have priority over foreign enterprises, with due quality. It is advisable to strengthen exports in industry once the domestic market is saturated. Intellectualization has been shown to require enterprises to: introduce digital tools to manage production; permanently transform into modern technological realities; create digital culture and values of intellectualization, Staff digital skills development.

Modern trends in the intellectualization of the global economy, observed in recent decades, put forward as key sources of competitiveness of enterprises knowledge, intelligence, creativity of employees. The development of creative work allows to generate new goods, services and other intellectual products, therefore, the creation of conditions for effective intellectual activity is the main task of modern enterprises. The purpose of the study is to substantiate the current directions and levels of research of intellectualization based on the results of international comparisons and the economic situation in Ukraine. It is determined that in order to accelerate the intellectualization and development of innovative activity of staff in modern enterprises it would be necessary to: create and maintain an atmosphere of innovation in the team; to ensure the implementation of the strategy of intellectual capital growth and innovative development through the improvement of the system of incentives and motivation; recognize that radical changes are needed not only in the minds of workers, but also in the production, management organizational structures and their renewal in accordance with modern requirements of management processes. The expediency of the research in the perspective of solving issues of determining the levels and areas of research, as well as the financing of intellectualization processes is proved. When developing directions for determining the current state of intellectualization, it should be studied by levels (individual, microlevel, mesolevel, macrolevel, megalevel); by areas (intellectualization of the individual, management systems, labor process, enterprise, intellectualization of the economy and entrepreneurship as a factor of state development and intellectualization of society) research according to the levels of functioning of the economy; by financing the processes of intellectualization depending on the activities of the enterprise: financing of intellectualization from the operating activities of the enterprise, at the expense of its own authorized or borrowed capital, through investment activities. The study of intellectualization in accordance with international comparisons of economic development indices of Ukraine and analysis of the economic situation in the country proves the superiority of its leadership in research and development, the emergence of new knowledge, development of high-tech production and creation of mass innovative products, digitalization.

In the presented research, a comprehensive analysis is undertaken in relation to such complex phenomena of the modern knowledge society as «intellectualization of economy», «human capital» and «lifelong learning» in their inextricable interrelation and within a single research discourse. Novel connotations, which have emerged within the content of these categories with the transition to the sixth techno-economic paradigm, were respectively substantiated. The definitions of intellectualization of economy have been provided with the account for specific characteristics of highly skilled labor that are formed by the system of lifelong learning. The latter, it its turn, performs social as well as economic and production functions which attests to an ambivalent nature of education as a public and simultaneously an economic good. It is proven that in all diversity of existing indices and studies on the intellectualization of economy conducted according to various indicators the assessment of the national system of lifelong learning is up until presently not used within these studies in the capacity of a significant factor of development of national human capital. The paper contains a research methodology developed and suggested by the authors for assessment of quality of human capital on the basis of analysis of the state of population enrolment in lifelong learning. The work incorporates an elaborated calculation of the corresponding index for ten countries of the world recognized as the leaders in the intellectualization of economy.

This article is devoted to the analysis of labor productivity growth trends in Russia and in the world, taking into account the influence of the intellectual component of the labor force on it. The concepts of intellectual capital and digital competence are characterized. The intellectual capital of a person is considered in the article as the intellectual characteristics of labor resources that have economic potential. Digital competence in economics is defined as an evaluative characteristic of person’s knowledge, skills and abilities to use digital technology, communications tools, and/or networks in all spheres of life in order to participate more effectively in social and economic processes. The necessary conditions for the growth of labor productivity on the basis of the labor intellectualization are formulated.

The activization of innovative labor of the employed population is an important prerequisite for socio- economic development in Ukraine. In the context of high IT penetration and intellectualization of Ukraine’s economy, this innovative type of employment will contribute not only to the realization of the population creative and intellectual potential, but also to the improvement of human capital quality. Therefore, the purpose of this article is to develop a methodical approach to determine the degree of activization of the employed population innovative labor. With this aim in mind, a set of methods was used in the research, such as analysis and synthesis, logical generalization and comparison, taxonomic analysis and formalization. The peculiarity of the developed methodical approach is the ability: to evaluate the initial indicators in a certain time period; to group them into partial indicators reflecting the status and features of innovative work of the employed population at the regional level; to analyze the level of partial indicators with the determination of average values in time and regional aspects; to determine the level of the integral indicator. This will allow, on the one hand, making more structured analysis, and on the other, conducting comprehensive analysis of causes of dynamics for both innovative labor and its components.

In the article, the proposition is substantiated that the current development of the agricultural sector is possible on condition of harmonization of environmental, social and economic factors based on the principles of consistency, balance and social justice. The paper examines the impact of the intellectual component of labor potential on economic growth in the agricultural sector. The study of the main types of production functions for macroeconomic analysis is conducted. The advantages of using the Cobb-Douglas production function in determining the levers of agricultural production growth in the context of sustainable development are substantiated. The present-day priority of activities intellectualization in the agricultural sector is proved. It is proposed to particularly focus on the use of intellectual assets of human potential for agricultural production intensification. The accomplished modeling of the agricultural sector sustainable development gives grounds for an optimistic forecast as to increasing the resource potential of agricultural production due to a growth in the quantitative and qualitative indicators of labor potential.

The article considers the main directions of the impact of digitalization on the global professional transformation of the workforce. The main attention is paid to structural problems of employment, labor market reform and its segmentation, consequences of introduction of automatic telephone systems, computer automation of production, processes of interaction of virtual workers, expansion of electronic workplaces, gender tendencies in digitalization of labor force and electronic work tools. Actions to eliminate illegal migration and reduce the share of the informal economy are considered and proposed. In the process of global professional transformation of the labor force, the system of values changes, material things are replaced by intangible ones. Informatization and intellectualization of the economy and social life is becoming a major driver that requires highly educated, highly skilled workers, as well as favorable ways to create favorable conditions for the optimal functioning of the single labor market. After all, the transformation of the labor market in the world depends on the influence of a wide range of factors and is characterized by a number of features. The change in demand for labor is determined by structural changes in national economies, the development of which is largely due to the deepening of globalization processes. Transformational processes in the international labor market and changes in the structure of employment remain little studied, and therefore are quite relevant today. Particular scientific attention needs to be paid to issues that are directly related to the assessment of qualitative changes in the functioning of the labor force and reflect the current international trends in its genesis in the context of digitalization. Theoretical and factual basis of this research is also the peculiarities of regulation and operation of the labor market in the most developed integration group such as the European Union (EU). First of all, the significant increase in the number of normative and legal documents regulating the legal basis for the use of the labor market in the EU countries and aimed at its reform is noteworthy.

The development of globalization processes poses new challenges to the countries of the world, primarily related to the gradual transition to the knowledge economy and its implementation in the face of today's challenges. On the one hand, the formation of the knowledge economy takes place in the context of globalization and liberalization of legislation, and on the other - this transition is accompanied by the desire of states to strengthen control over strategically important areas, including areas of intellectual potential. Expanding the possibilities of using intelligence as a basis for qualitative economic growth is becoming one of the key prerequisites for the success of the economy and assessing its leadership potential in these conditions. Changing the qualitative basis of economic development requires a rethinking of the role of intelligence in the management process, which, in turn, raises the issue of intellectual potential and the effectiveness of its implementation. The analysis of the structure of Ukraine's economy shows the urgent need for its qualitative restructuring, given the processes of global intellectualization of production. Significant intellectual resources accumulated in Ukraine, however, do not receive sufficient capitalization. Such indicators are the result of the lack of scientific and innovative spheres among the priorities of the state development, which is unacceptable in the conditions of transition to the knowledge economy and building an efficient economy. The intellectual potential of Ukraine is formed by many factors, including the scale and structure of training of specialists with higher education and research staff. The level of structure, structure and quality of scientific personnel training have the greatest influence on the level of technological readiness. Indicators also include: the network of organizations, their structure, level and structure of funding, the number and structure of scientific training, the number of researchers and their share in the structure of the labor market.

В статье анализируется влияние интеллектуального капитала и определяющих его факторов на динамику производительности труда в условиях региональных ресурсных ограничений. В настоящее время информация является ключевым экономическим ресурсом, который наряду с трудом, капиталом и природными ресурсами, определяет совокупную эффективность производства и экономическую динамику. В условиях ограниченности инвестиционных ресурсов наиболее перспективным решением задачи повышения производительности труда должно стать увеличение вклада трудовых ресурсов в формируемую добавленную стоимость за счет использования преимуществ информационной экономики. The paper is devoted to substantiating the influence of the regional intellectual capital on the labor productivity dynamics at the enterprises of the non-resource sector of the Russian Federation regions. With the public knowledge transformation and the economy informatization, standard estimates of labor productivity and factors affecting its growth are changing. The role of the labor factor is changing, and the relationship between the growth of labor productivity and the development of human capital, namely its intellectual component, is being strengthened. The analysis of the empirical studies has shown the positive impact of the regional intellectual capital on the economic dynamics and the innovations performance. In the information economy, the knowledge invested by a person in the product of his labor remains with him and can be used repeatedly, unlike the classical model of the industrial economy, where there is a constant alienation of a person from the results of his work. The information with a market value, that can generate profits or increase the market value of assets, is a source of information resources for the regional economy development. The intellectualization of the society and the digitalization of the economy require long-term planning, the development of the appropriate competencies and the transformation acceleration. The main focus of the regional development programs should be the adaptation and development of the labor force intellectual capital, which will give a new impetus to the digitalization and governance reforms. Now it is necessary to develop a system of personnel retraining, to organize the labor discipline of rural residents in small forms of management, to find alternative forms for the production activities of the rural population. Promising technologies of "intelligent" agriculture will ensure effective environmentally safe pest control, will contribute to the restoration and preservation of useful properties of soils and groundwater, and with the help of these technologies, compliance with the certification requirements of organic agriculture will be constantly monitored. hus, the main goal of the personnel policy in the field of agriculture is the timely selection of highly qualified personnel, the development of human capital, the increase in human production efficiency through informatization and modernization of production in each individual agricultural enterprise.Setting Strategic integration is necessary to give the integrity of the overall organizational strategy to develop a personnel strategy. The article defines the formation conditions of regional development vectors on the basis of approved federal documents and the opinion of regional authorities on the expediency of applying efforts to certain sectors of the economy. The authors indicate the necessity of focusing on the development of the industrial sector of the economy. This is justified, first of all, by the high level of the added value of industrial products. The industrial sector is also pointed out as a factor of intellectualization of the consumer sphere and a driver of economic growth. At the same time, staff potential is highlighted as one of the most important resource components. The results of the study indicate the participants in the formation of labor resources and the problems of their interaction, the shortcomings of staffing support at modern industrial enterprises. The article contains the mechanisms that are necessary for managing the processes of staff potential development, including the ones that take into account the prospective needs in the conditions of industrial transformations and the young people’s understanding of their purpose in economic activity. The emphasis is placed on the complexity and consistency of the actions taken. At the same time, the authors provide a list of the most significant professional skills and promising professions for both large manufacturers and small and medium-sized businesses.

The social context comes to the fore global development and, accordingly, the issues of the future destiny of man and the peculiarities of the space of his existence. Labour is an expression of the forces of mankind and the sacred moral duty. Without work neither the living of society nor the existence of each individual is possible. Work develops and glorifies the personality. Creativity is central to the creative industries, as it plays a role in these areas equal to the innovation in other sectors of the economy. But creativity is far enough from such industries as business and economics. During the statistical survey on the level of creativity in the workplace, I have been comparing indicators of people’s level of satisfaction in the film industry and business. Modern economic system both in developed countries and in countries of so-called catching-up development, increasingly are developing in the direction of intellectualization of the economy, the main result of which are new ideas that are commercialized in innovation, especially in the creative sphere of human activity. Results intellectual property rights are increasingly finding their way application and practical implementation in the role of the most valuable economic resource, and creativity becomes the main source economic value in a hybrid war. The development of modern society requires active transformations in the personnel management system of enterprises on the way to optimizing management systems, the effectiveness of approaches to professional development of employees, the use of innovative technologies for the formation of labor potential. That is why this article is devoted to such topical issues as the peculiarities of the application of specific methods of personnel management of creative industries, analysis of factors that have become prominent in this particular area. Great importance is attached to the digitalization of management processes in the enterprise, the main aspects of creative work are highlighted; the advantages of using creativity for personnel management in traditional spheres of production activity are considered. In turn, the modern world, along with the benefits of economic processes, pushes economic actors to new challenges related to development, innovation, technology management. Such a challenge has been the hybrid war in which Ukraine's economy has been developing for the past seven years. The article reflects the influence of various components on the formation of qualitative characteristics of the labor potential of the creative sphere.

The development of social entrepreneurship is associated in general with the intellectualization of social activity and in particular with the growth of entrepreneurship as a characteristic of social active life position. The article substantiates the possibility of identifying intellectual social entrepreneurship as one of the directions of its development. The term "intellectual social entrepreneurship" is constructed on the principle of transportability – comparability with intellectual entrepreneurship. Social intelligence and social entrepreneurship have a heuristic meaning for describing the intellectual component of social entrepreneurship. There is a change in the interpretation of social entrepreneurship in modern concepts that are highlighted as key points: the creative abilities of social entrepreneurs, the connection of human capital and social entrepreneurship, the mutual influence of the institutional environment and social entrepreneurship. As a theoretical and methodological basis for studying the intellectual component of social entrepreneurship, the following theories are proposed theories of Spencer G. (actor activity as a result of evolution); Simmel G. (intellectualization as a result of activity through contemplation); Weber М. (consciousness of rational-purposeful action); Mead G (the presence of the actor the subject-object qualities); Schumpeter J. (intellectual content of labor as the basis of entrepreneurial activity); Bourdieu P. (the influence of symbolic capital on the reproducing of economic practices); Becker G. (investments in human capital); Zaslavskaya T. (achieving the goal through your own initiative); Etzkowitz H. and Leydesdorff L. (the triple helix model of innovation). An overview of empirical studies of social entrepreneurship is made. Two directions of intellectual entrepreneurship research are identified and described. They are the warsaw school that puts the focus on the entrepreneur doing business (Kwiatkowski C and Panzhinskiy T); the texas school that focuses on a scientist, an academic figure, believing entrepreneurship to be not a business, but rather an attitude towards mastering the world, a process of cultural innovation (Cherwitz R, Beckman G; Hartelius E; Sullivan S). E. Testi's concept of the social entrepreneurship ecosystem is reviewed. The article describes the trends of state, public and private support for social entrepreneurship in modern Russia. It is noted that social entrepreneurship has the potential for development in the presence of infrastructure support that contributes to the formation of an ecosystem. It is concluded that social intellectual entrepreneurship is aimed at creating and distributing intellectual goods that have social novelty and value. Further study of the intellectual component of social entrepreneurship is associated with the development of its infrastructure development, analysis of effective tools for building social entrepreneurship ecosystems abroad and assessment of the possibilities of their application in Russia.

In today's post-pandemic reality, there are many problems both in the field of the formation of innovatively oriented human capital and in the sphere of its use, which necessitates the search for ways to effectively manage these processes in order to ensure the balanced development of production factors in the context of the formation of an innovative economy in the country. The article analyzes the main methods and aspects of cognitive psychology that can be useful in the development of human capital. In particular, special attention was paid to the development of emotional intelligence and emotional competence. The reason for choosing precisely such elements of cognitive psychology as the level of emotional intelligence and emotional competence is that they are a prerequisite for successful self-realization of a person and, as a result, an important prerequisite for successful management of human capital in the conditions of post-pandemic social constructivism.

In the formation of employee motivation, increasing their self-expression in work, a special place is occupied by the social policy of the enterprise. The social policy of an enterprise (organization), as an integral part of management, is an activity related to the provision of additional benefits, services and social benefits to its employees. The factors of the social environment are studied in the article, the directions of making managerial decisions on the social development of the agricultural enterprise are determined, the theoretical aspects are considered and the organizational foundations of the formation of the social development mechanism are identified, the main stages of the process of formation and implementation of the social policy system are identified, the methodology of social development analysis is determined. The developed recommendations on improving the social policy of an agricultural enterprise, consisting in the selection of effective forms and methods for realizing the needs of various social groups and their financing sources, are of practical importance. To improve the work of the personnel service for personnel management in the social policy system, it was proposed to carry out activities such as personnel monitoring, controlling, marketing personnel and personnel consulting.

It is determined that the cluster is a stable system of enterprises and institutions associated with the production of innovative products, using the achievements of self-developing research institutions, training and education of research organizations and commercial structures, stimulating entrepreneurial activity in science and commercialization of progressive technologies. Emphasis is placed on the fact that the trends of the new cluster economy cause the following processes: Globalization and localization of business, production, capital, as processes of movement to integrated actions, targeted involvement of the country’s potentials, industries, priority resources. Primary sphere of exchange, increasing influence of financial authorities, financial oligarchy, financial markets as an element of supercontrol, hyper-power, centers of influence on changes in the reproduction of national products. Rapid information progress and sustainable priorities of comprehensive intellectualization of labor in all spheres of human activity, capacity building of the knowledge system and its tools of influence on the new man, etc. It is noted that world practice shows that when a cluster is created, all the industries within it begin to support each other. Competitive suppliers contribute to the development of consumer industries in the country. They provide them with technology, stimulate the development of common factors of production, and generate new producers. A single industry, competitive on the world market, can create a number of new interconnections, providing access to skilled labor, taking advantage of family diversification, or encouraging the emergence of new divorces. The choice of regularly used templates as a basis for the development of information blocks. Based on the structure and forms of the selected templates, software modules for information block interfaces have been developed.Result. Based on the results of identifying and analyzing problematic issues in the activities of the operational duty shift for the automation and intellectualization of the activities of specialists, the idea of developing and using universal information blocks as part of a database management system for automated workplaces was proposed. Interfaces of information blocks are included in the composition of each workstation and provide for the processes of: entering, changing, searching and filtering data; Previewing, printing and saving documents. In the development of algorithms, original software solutions were applied: combining data prepared by several specialists, generating document details, transferring information between different workstations, monitoring the availability of documents, accessing the necessary reference information.Conclusion. The introduction of the developed information blocks: “Schedule of SLM duty”, “Requisites”, “Journal of Carriage of Duty”, “Control”, “Reference book” into the complex of automated workplaces of operational duty shift in the Crisis Management Center allows you to refuse as a result of automation from manual filling of text templates and, as a result, reduce labor intensity, increase resource and improve the quality of preparation of operational reporting documents in the event of accidents, emergencies, fires and functions national documents in the mode of daily activities in accordance with the regulatory, job and functional duties of specialists.

The relevance of the study of this problem is that information and computer technologies contribute to the development of digital society, based on the development of human resources that are intellectual capital. Information and computer technology affect the development of machines that replaced people and gave rise to "technological unemployment." The purpose of the study is to show how the information revolution of the twenty-first century contributes to the reduction of labor as a result of progressive robotization. The technologies that are used today to replace people are different; the need for human resources is reduced thanks to robots, computers and other high-tech gadgets. Methods of theoretical analysis - deduction and induction, historical and logical, comparative and structural-genetic analysis, information method, which contribute to the insight into the essence of the phenomenon under study as a complex phenomenon and dynamic process. Results: It has been proven that, thanks to various well-known developments in information-computer technologies and robotics, many experts believe that society is at an early stage of the new industrial (post-industrial) revolution, which in the future can change the way people live and work just like 200 years ago made a steam engine. Technological unemployment is one of the main reasons for the increase in the overall unemployment rate in Western countries over the past 30 years. Although to some extent this is due to the demographic revolution and the changing structure of the economy in many countries, the development of information and computer technologies, as well as other types of automation and the Internet have played a significant role, especially since 2000. Findings. We have shown that many jobs with cheap labor can disappear, because the digital society focuses on the development of human (intellectual) resources. The world is turning into a digital society and the world is ruled by a figure based on intelligence, intelligence, algorithms, digitalization. The digital society consists of a set of algorithms that are controlled by information and computer technologies that penetrate digital management, which is based on intellectual-rational force represented by human resources. It is human resources that develop robotics, artificial intelligence, computerization, mechanization, robotization, which are based on robotics, artificial intelligence. These varieties of digital society will accelerate the potential for long-term productivity gains through intellectualization. Practical recommendations - to develop a small business that rests on the network of intelligent platforms, in connection with which to create jobs on the Internet and create new types of employment.

The article examines the main stages of the development of society from prehistoric times to the present, the transformation of its structure. In contrast to the traditional perception of a person as a biosocial subject, he is viewed as a spiritually-bio-social subject in nature in a “spiritually-socially-natural” system. The research methods based on consistency, the concept of three forces of development, dialectics and trialectics are used. The category of spirituality in relation to a person and society is considered, a significant change in the ratio of "spiritual" and "material" is noted, it is proved that in the conditions of intellectualization of society, its transformation into post-industrial (hyperindustrial), the dominant development is spirituality, and the basis of social relations is the institutions of spirituality of the people, values, morality, responsibility. It is noted that any society capable of creating added value is divided into two main parts: rich and poor, opposing both in economic relations, the distribution of added value, and in other social relations, in culture, education, etc. Between them there is the middle part of society, interested in maintaining its stability, law and order, spirituality, values, their evolutionary development, etc. In the industrial era of capitalism, this part of society grows significantly as a result of an increase in the standard of living, professionalism of workers to the level necessary for industrial production. At the stage of the formation of capitalism, the theory of classes is developing and the middle part of society is reasonably attributed to the main classes, called the middle class (MC). The middle class became basic in the stabilization of society, its spiritual and economic development. The study notes the inappropriateness of the spread of the definitions of class theory, the theory of the middle class to pre-capitalist and post-industrial societies. SK is a category of capitalist society. As society transforms from the industrial stage of economic development into financial-oligarchic capitalism, into a post-industrial (hyperindustrial) society, the objective conditions for the quantitative growth of middle class are curtailed. ICT, intellectualization of production and society sharply reduce the need for labor. The number of the UK is declining. 10-20% of the most professionally trained (up to the level of scientific workers) specialists stand out from the middle class and move to the lower part of the upper class. The rest (up to 80% of the UK) – go to the lower class. As a result, the UK is practically liquidated. In order to preserve the stability of a society based on market relations, the state and its elite must consciously support and preserve the middle part of society, into which the industrial middle class is being transformed, which is necessary for the functioning of the internal market and society. The article substantiates the preconditions and conditions for the formation and transformation of the middle class in developing and post-capitalist countries, including Ukraine. In economically developed countries that have embarked on the path of formation of post-industrial (hyperindustrial, new integral) societies, two ways of changing their structure are possible: further differentiation in terms of income, assets, spirituality; or the formation of a society of average sufficiency, where there is a convergence of classes and strata of the population in terms of quality of life, spirituality, etc. The substantiation and possibilities of this or that vector of development of society require further theoretical research and their testing in practice.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. What will be the transactions modes and rules in the crowd intelligence networking era? The answers to these questions are of great importance to the future development of transactions. Design/methodology/approach The authors review the evolution of traditional transaction and transaction modes and analyze the driving forces of it. They attempt to give the definitions of intelligent transaction and intelligent transaction mode. They also review the traditional transaction modes and rules, analyze the characteristics of the intelligent transaction and classify the intelligent transaction modes. Findings The authors find the intelligent transaction is mainly reflected in the intellectualization of transaction subject, transaction object and transaction process. They summarize the characteristics of intelligent transaction and develop four modes for the intelligent transactions based on the modularization level of the transaction objects and the quantity of transaction subjects, including the demand side and the supply side. The authors also show representative examples to further illustrate rules and features of these transaction modes and point out the potential research directions. Originality/value This study is among the first to analyze the characteristics of the intelligent transaction, and the proposed division framework of the intelligent transaction modes could not only add value to the future research of intelligent transaction modes and rules but also help to guide the transactions in the crowd intelligence network.

In the conditions of Ukraine, crisis, transition state of society, at change of types of social and labor relations there are serious problems of preservation and transfer of professional experience, continuity of professional culture and ethics, norms and values, and ultimately - professional knowledge, abilities and skills. Professional knowledge and skills, general and special abilities, professionally important qualities and methods of self-regulation, which activate adequate functional states, constitute the professional potential of personal development.In the period of professional activity there is a restructuring and change of ways of its performance depending on dynamics of development of self-consciousness which stimulates development of the person. Socio-economic conditions, social environment and activity of the individual have a great influence on the development of a professional.This is the content of the professional specialization of road users. Its main idea, the purpose of the study is to create software and hardware for virtual management, its intellectualization based on the use of virtual logistics of transport processes, providing road users, tools of virtual management, a kind of virtual logistics of the transport system of the transport portal KhNADU (ICT KhNADU). The theoretical foundations of information resources are based on new approaches to the theory and practice of creation, operation and development of vehicles of cities and regions. Thus, it should be noted that the problem of creating a single information space of transport systems is closely related to the generalization, analysis and synthesis of heterogeneous heterogeneous components, subsystems, units, objects that are controlled or control and use appropriate computer resources. Their power, bandwidth conversion of control signals are associated with the interaction of moving objects, the intensity of traffic flows and processes.

Modern society develops under the influence of scientific and technological progress. New relationships in economy, production, education, personal life, new financial instruments and new threats arise. Relevant issues are identifying problems and prospects of development of information and communication technologies (ICT) during the formation of the digital economy and society. The purpose of the article is to systematize the major problems that arise in the development of ICT during the formation of the digital economy and to identify possible consequences of this process. It is proved that introduction of the newest ICT and digital services leads to significant changes in the quantitative and qualitative indicators of the life of the society and are of an institutional nature. Singled out a number of problems during the development of ICT in the digital society, including: digital divide; lack of funds for innovative upgrades; inconsistency of modern education and public administration with the requirements of a new society; shortage of skilled personnel; contradictions between traditional and up-to-date management practices and corruption; activation of cybercrime; the need to create a list of social digital services; international migration of highly skilled personnel. Positive signs in ICT: the continuation of old social and labor activity of citizens; change the semantic content of work towards its intellectualization with the possibility of additional income; increase of ecological economy; creation of new remote jobs; new opportunities for education, tourism, medicine, etc. Systematized negative consequences, namely the growth of cybercrime increasing psychological problems of personality, dependent on ICT networks and energy efficiency, the lack of security of personal space, the need for rapid response to innovative replacement. The proposed measures are aimed at transforming Ukraine into a center of information and communications and digital services for Eastern Europe that can lead to economic breakthrough and overcoming the existing socio-economic crisis. In further studies are planned to develop a model depending on the pace of digitalization processes of society on the pace of economic development.

Abstract. In conditions of macroeconomic instability and growing risks, the role of technical service in the work of agricultural enterprises is significantly increasing. There are qualitative changes in the functioning of technical services due to the transition to a new technological structure and the modern digital economy. The role and importance of technical and technological services is increasing at the present stage in connection with the transition from lean production - to the model of “fast-reacting production”. The article notes that the deterioration of the quality of the ecological environment, accelerated depreciation of fixed assets, the wear of which reaches 70 % or more, have a negative impact on the development of the agro-industrial complex (AIC). The solution to these problems is based on the modernization of industries and the intensification of agricultural production, which is characterized by additional investment of labor and funds per unit of land area. In this area, a number of important problems related to the reorganization of maintenance, its financing, informatization, digitalization, etc., have become aggravated in recent years. The efficiency of the functioning of the agro-industrial complex largely depends on the solution of these problems at the present stage. The purpose of the study is to analyze and assess the current state of the field of technical and technological services for agricultural enterprises and the prospects for its further development. The most important condition for improving this block of the reproduction process in the agro-industrial complex is the increase in state funding and its effective targeted distribution in specific areas of innovative development. The results of the study are to identify the lack of inclusion of maintenance in the plans for innovation activities of agricultural enterprises, in connection with which recommendations are proposed to remedy the situation (creation of own technical and technological maps for the development of agricultural enterprises and the intellectualization of its material and technical services). Methods used: analysis and synthesis, comparison and observation. The scientific novelty is the analysis of indicative financial planning and a flexible system of targeted budgeting of production assignments for servicing agricultural enterprises.

Степень технологической и технической зависимости отечественных производителей овощных культур от зарубежных производителей с.-х. техники, а также их техническая оснащенность специализированными машинами объясняется высокими затратами на производство овощей, особенно на уборку, что при общем дефиците ручного труда приводит к сокращению площадей, нарушению технологии выращивания и соответственно снижению урожайности. Цель исследований – определить современное состояние технологического и технического обеспечения производства овощных культур в Российской Федерации. Для достижения поставленной цели использовали методологию системного анализа и синтеза, математической статистики, численные методы решения аналитических зависимостей. Статистические исследования современного состояния технического обеспечения производства овощей в России могут служить основой для построения модели и разработки концептуальных принципов модернизации технологического и технического обеспечения работ в овощеводстве. Определена потребность товаропроизводителей в современных высокотехнологичных комплексах машин для производства овощных культур. Проведенные статистические исследования позволили оценить современное состояние с.-х. машиностроения по выпуску необходимого для товаропроизводителей количества машин. Повышение объемов производства овощной продукции неразрывно коррелирует с уровнем технического обеспечения отрасли овощеводства в целом, что подтверждает уровень локализации с.-х. машиностроения РФ, а также Беларуси и Казахстана, где с.-х. машиностроение представлено широкой номенклатурой предприятий, выпускающих комплексы машин от предпосадочной обработки почвы до послеуборочной обработки товарной продукции. Для возрождения с.-х. машиностроения и развития рынка средств механизации аграрного производства определены основные механизмы обновления парка сельхозтехники – преимущественно привлечением кредитных ресурсов коммерческих банков и лизинговых компаний. Кроме того, интенсивность ведения сельского хозяйства в современных условиях производства невозможна без высокого уровня насыщения машинно-технологических комплексов средствами интеллектуализации. Получать качественную конкурентоспособную продукцию можно только при использовании современных высокопроизводительных машин, обеспечивающих совмещение технологических операций, в конструкциях которых заложены системы автоматизированного управления технологическими процессами, учета почвенного плодородия, обеспечения экологической чистоты агроландшафтов. The degree of technological and technical dependence of domestic producers of vegetable crops on foreign producers of agricultural machinery, as well as their technical equipment with specialized machines, is explained by the high costs of vegetable production, especially for harvesting, which, with a general shortage of manual labor, leads to a reduction in area, disruption of cultivation technology and, accordingly, a decrease in yield. The purpose of the research is to determine the current state of technological and technical support for the production of vegetable crops in the Russian Federation. To achieve this purpose, we used the methodology of system analysis and synthesis, mathematical statistics, numerical methods for solving analytical dependencies. Statistical studies of the current state of technical support for vegetable production in Russia can serve as a basis for building a model and developing conceptual principles for modernizing technological and technical support for work in vegetable growing. The need of commodity producers for modern high-tech complexes of machines for the production of vegetable crops is determined. The conducted statistical studies made it possible to assess the current state of agricultural engineering for the production of the number of machines necessary for commodity producers. The increase in the production of vegetable products is inextricably correlated with the level of technical support for the vegetable growing industry as a whole, which confirms the level of localization of agricultural machinery in the Russian Federation, as well as in Belarus and Kazakhstan, where agricultural machinery is represented by a wide range of enterprises that produce complexes of machines from pre-planting tillage to post-harvest processing of commercial products. For the revival of agricultural machinery and the development of the market of agricultural production mechanization tools, the main mechanisms for updating the agricultural machinery fleet are determined-mainly by attracting credit resources from commercial banks and leasing companies. In addition, the intensity of agriculture in modern production conditions is impossible without a high level of saturation of machine-technological complexes with means of intellectualization. It is possible to obtain high-quality competitive products only with the use of modern high-performance machines that ensure the combination of technological operations, in the designs of which there are systems for automated control of technological processes, accounting for soil fertility, ensuring environmental cleanliness of agricultural landscapes. The most important criterion for the advancement of the nation on the whole is the level of its human development, which is based on knowledge as an intellectual component of human capital. An important trend in development of world economy today is the process of intellectualization and formation of a knowledge-based society, in which economic well-being is determined by the high technologies, innovative capabilities and the level of intellectual development of the society. Transition to an innovative model of economic development is gradually taking place. The humanitarian, which is also called the “post-industrial” type of economic development comes to replace the industrial one, the driving force of which is the scientific knowledge, creative and intellectual potential of human resources. According to A. Tofler, the transition from the economy of the workforce to the brain power economy is now occuring, and in the new society information and knowledge are the main factors of production [8]. Some scholars [6] determine education as the most important asset of human capital, which can be considered not only a means of increasing future incomes, but also an ability to create self-generation or self-investing of human capital. This is explained by the fact that being educated, the person by means of using his labor potential multiplies not only the material goods, which are then used to meet the physiological, social and other needs, but also improves his skills, his professional abilities and competence. According to various data, human capital ranges from 50 to 70 percent in the structure of national wealth of developed countries and is steadily increasing. When forecasting the prospects for global development, Deutsche Bank experts point out that investments in human capital – education, training and health – is a crucial factor for the GDP growth [2]. Scientists have shown that the formation of human capital occurs, firstly, through the process of upbringing the individual in the family, then through the mechanism of social interaction and communication, and, finally, through the mechanisms of socialization and professionalization in the appropriate institutional environment (education and culture, information space, production system, educational environment of the educational institution). Consequently, the paradigm of modern higher education should be based on a combination of such important elements: education shoud be comprehensive and have professional orientation; in the process of training one the most important element is forming the cultural level and moral standards of the students; professional training of the future specialist should be done in close connection with practical experience; the state should finance education giving the priority to the scarce areas and specialties thus contributing to the growth of intellectual potential of the nation; the process of education, professional development, self-education should be permanent and this should be realized by both the educators and those who study as it is the vital demand of nowadays [3]. The modern “theory of human capital” [15] represents the direction of economic science, within which the human component of economic systems of various sizes is considered in terms of value and price and can be defined up to three levels: - on a personal level, human capital refers to the knowledge and skills that a person has acquired through education, training, practical experience (while using his innate abilities) and through which he can provide valuable productive services to other people. At this level, human capital can be compared with other kinds of personal ownership (property, money, securities) that generates income, and we call it personal or private human capital; - at the microeconomic level human capital represents the aggregate qualifications and professional abilities of all employees of the enterprise, as well as the achievements of the enterprise in the efficient organization of labor and personnel development. At this level human capital is associated with the production and commercial capital of an enterprise, since profits are derived from the efficient use of all types of capital; - at the macroeconomic level human capital includes accumulated investments in such fields as education, vocational training and retraining, vocational guidance and employment services, health improvement, etc. and is an essential part of the national wealth of the country, thus we call it national human capital [5]. It is important to understand the concept of “educational environment”, which creates conditions for the development of intellectual potential of human resources. Scientists determine different structural components of the educational environment and distinguish: the physical environment, human factors, training programs. Thus, D. Binetska [11] considers the concept of the “educational environment of the university” as a system formation, which is an artificial, specially created socio-cultural surrounding of the subject of learning and includes the content of learning, a variety of methods and teaching techniques that can provide a productive research activity for the student. In modern scientific discourse, some researchers focus on human capital as a source of income, while other scholars treat a human as a person with his psychological, spiritual and moral qualities, and the capital is seen as a complex category: not only as money, but also as a national capital, which includes intangible assets. Human capital is characterized by the following features: it is the assets that a person has in the form of innate qualities: physical, psychological, intellectual, as well as those qualities, abilities that a person acquires during his lifetime (knowledge, skills, motivation), they are the assets that require significant investments; they are those assets that generate income over a period of time. So, educational environment creates conditions for the development of the intellectual potential of human resources, and human ability to produce knowledge embodied in means of production, is considered as intellectual capital.

The article substantiates the necessity of introducing the dual education elements into professional training of future specialists. They are listed. As a result of the SWOT analysis for the following process it was defined its strengths (VET regulation by principles of a market economy, increased demand in the labour market for dual education graduates, VET quality corresponded to employers’ requirements; close cooperation between government and business-sector for VET issues; mutually beneficial VET for the state, enterprises and VET institutions; increasing students’ motivation to learning; increasing the prestige of VET) and weak (lack of legal support for dual form of education; imperfection and obsolescence of the material and technical base of P(V)E institutions; insufficient readiness of teachers to introduce dual form of education; the difficulty of finding appropriate enterprises and setting agreements with employers; employers’ reluctance to enter into agreements with students at the beginning of their training; significant time and financial costs for updating the technological park of P(V)E institution ; the need for special psychological and pedagogical training of mentors, instructors – production workers; imperfection of mechanisms for implementing multichannel financing of VET). The questions concerning the dual education system in Ukraine were studied by scientists: N. Abashkina, V. Anischenko, I. Boychevska, T. Kozak, N. Nychkalo, V. Radkevych and others. It is shown that the dual form of education can be a tool for providing education for the sustainable development of society. The features of the dual form of education in Ukraine are analyzed: strengthening the practical component of VET; intellectualization and individualization of VET; the implementation of VET in a real production environment; development of social partnership in VET institution; conformity of VET in VET institution with the regional infrastructure; mentor system introduction; creating innovative educational and production environment for VET. The organizational basis for VET education introduction in P(V)E institutions is given to ensure sustainable the development of society.

The main purpose of this research was the development of an effective marketing strategy for academic programs. The nature of academic programs has significantly changed. The curriculum at those programs as well as the methods for recruiting students were very traditional and rigid. In recent decades many private universities were created and started competing with established public universities. At the same time, public universities started competing among themselves. Recently many people view university education as an investment which provides a return in the form of well-paid employment after the completion of their formal education. The recruitment strategy needs to be adjusted to the changing conditions. Every academic program is trying to compete for the best highly-motivated high school students. Academic programs are operating in a similar mode to traditional businesses by selling educational services. The article presents a marketing approach to offering educational services in universities using the example of an Engineering Program at The Pennsylvania State University Hazleton (USA). The authors, using the case study method, place their considerations in a broader context of issues related to the marketing and communication strategy of universities. They indicate the need to use the 7-element marketing mix using the broader context of relationship marketing and feedback as well as building the brand of the university to skillfully meet the challenges of the dynamically developing world and the constantly evolving labour market, while not giving up the intellectualization of the educational processes and shaping the personality of the students. The methodology used in this study was a case study of the marketing of an Engineering program at The Pennsylvania State University (USA). This is a public university successfully competing with many private universities in the United States (USA). A theoretical analysis of the marketing strategy based on the best and most effective practices is being presented in the article. The paper also contains practical suggestions and recommendations that can be used by both private and state universities.

The article examines the process of adaptation of a modern person to rapid transformations of the surrounding world associated with the digitalization of the economy, the intellectualization of labor activity, and changes in the paradigm of the education system. The key features of a person of the future, i.e. an intellectual with high professional qualities and creative abilities, have been revealed. The intellectualization of labor activity requires spiritual maturity and high social responsibility from a person. It has been emphasized that an increase in the intellectual component of labor, introduction of high technology, high professionalism serve as the basis for a new motivational system of a person, displacing the system of material incentives: labor and human improvement - become categories of the same order. The intellectual abilities and the received high-quality education determine both the level of income and social status. The new model of "lifelong education", which is based on the principle of lifelong learning, is a source of human activity and readiness to go beyond their capabilities, and constant self-improvement turns into a way of being. The social destiny of a man of the future remains the preservation of culture and the provision of sustainable development of civilization.

The article analyzes the trends that accompany the international labor market. It was found that the peculiarity of the economic development of the world was the challenge of the spread of coronal infection COVID-19. The theoretical aspects of the formation of the world labor market in the context of labor migration. The state of the modern world labor market is analyzed; in particular, the main trends in employment and unemployment in recent years. It is established that the main problems that negatively affect the functioning of the international labor market are rising unemployment and declining employment. It was found that today the service sector is developing rapidly and the trends in employment in this area and the causes of the “brain drain” are analyzed. It was found that for the better functioning of the labor market it is necessary to create new jobs and stimulate the activity of economically active population, which will contribute to the economic development of the world. It is determined that the dynamic processes of intellectualization of production with large-scale development of innovative technologies in recent years lead to intensification of the process of redistribution of jobs with a rapid increase in the share of highly educated and skilled workers in the total number of employees. Emphasis is placed on the growing role of highly professional skilled labor, which is dictated by modern conditions of development. Improving the quality characteristics of employees is due to both the intellectualization of production and labor, constant updating of the range of products and the development of the knowledge economy, the main advantage of which is the knowledge resource and so on. It is determined that the main recipient countries of labor in the world labor market in Europe are the United Kingdom, the Netherlands, France, Germany, donor countries – Albania, Bulgaria, Poland, Romania, Ukraine and the CIS countries. It is emphasized that the international segment of the labor force is growing in the structure of the global labor market. The increase in this segment in recent years is due to the intensification of multinational companies. It is determined that the main features of the modern world labor market are structural changes, geographical mobility of the population and professional and qualification diversification.

The article justifies the relevance of consideration of the knowledge management issue in the context of the development of the digital economy and society intellectualization. It considers specific characteristics of the digital economy and society intellectualization to establish an effective knowledge management mechanism. Among the characteristics of the digital economy, the formation of technological consciousness, the change of time-and-value management aspects, the digitalization of economic and public life, forming and building the digital market, the transformation of cultural values, and the formation of virtual environment culture are distinguished. The interrelationship of these characteristics was emphasized. The work describes new tendencies in the knowledge management system based on the synergetic connection between technological components and behavioral aspects in management. It is stated that the technological consciousness formation can be traced in unilateral absolutization of technological and technical factors of society growth, which will lead to the domination of knowledge of technological nature rather than the conceptual one. The article emphasizes that establishing and building a digital market will cause changes of uncertain nature, in particular, there is a high possibility that the market will disappear physically in the future. Under these circumstances, the labor market structure will face changes, the emergence of new professions will displace those which are not connected to digital competency. It is concluded that this situation can cause some social problems in society because the modern labor market embraces the category of elderly people who would get in the rejected (excluded) class. The article highlights the importance of strengthening close integration of education, science, and business to determine the types of knowledge which will be in demand in the market, some methods and forms of gaining this knowledge, and effective transition and stimulation of different flows of knowledge into a single integral track.

The purpose of the study is to analyze the peculiarities of employment, selection and professional development of staff and to assess their effectiveness on the basis of domestic and foreign practice of regulating the labor market in the context of transformational changes. Materials and methods. The study used such research methods as the system-logical method (to clarify the terms of the study), the method of theoretical generalization, analysis, induction and deduction, comparisons and key components. Research results. Summarizing the results, it should be noted that employment is a system of organizational, legal, economic measures aimed at ensuring employment of citizens. Employment relations arise between the body of employment and the citizen who has applied for employment; between the employing authority and the staffing organization; between the citizen and the organization to which he or she is directed to work by the body of employment. The scientific literature identifies three different forms of employment: simplified (legislative assistance) - used mainly for non-competitive citizens in the labor market, simple (ordinary) - employment of most citizens, difficult (complicated) - additional requirements for employees are established or additional employment is carried out. The employment process is mainly divided into two stages: the first is job search by an individual, and the second is the conclusion of an employment contract. The main functions of employment and regulation of the labor market in Ukraine are performed by the Ministry of Labor and Social Policy. To implement the employment program and provide citizens with appropriate guarantees throughout the territory of Ukraine, a state employment service, job fairs were created. Topical today is the close connection of the elements of the system in the relations of public authorities with the market of educational services, which helps to provide training and retraining of personnel, taking into account the dynamics of production development. The second stage of the employment process is the registration of labor relations, the signing of an employment contract. In a competitive environment, most businesses recruit and select staff based on high professional, qualification and business qualities to achieve their goals. Recruitment methods can be active and passive. Recruitment is carried out through the system of external and internal market. Recruitment is different from recruiting. It is a process in which an organization selects from the candidates for the position one or more persons who best meet the requirements of the organization in specific circumstances. As the selection process, each company chooses its own set of admissions, but most experts agree that two successful rules must be followed in order to successfully organize the search for candidates: always search for candidates within the organization itself; use at least two methods when attracting candidates from outside. Conclusions. The process of employment in Ukraine is carried out in special conditions - conditions of development of new technologies and intellectualization of society. In the context of the implementation of European integration processes and globalization of the economy, the domestic system of employment and regulation of the labor market is built and improved taking into account the progressive world experience.

The article considers the content and ratio of essentially similar agrarian definitions, which are the basis of scientific research in the agricultural sector of the economy. It is argued that the agricultural sector is part of the national economy, where the production of agricultural products and products of its primary processing. It is concluded that the agricultural sector covers the agricultural relations between its subjects and a certain technological method of production on which they are based. It is proved that in the case of the definitions «agricultural sector», «agricultural economy» and «agricultural sector», we are talking about different approaches to the interpretation of the content of the «agricultural sector». In the first case it is a sectoral approach, in the second – structural and functional, in the third – socio-economic. Definitions of «agrarian industry», «agrarian business» and «agrarian relations» are defined. The author proves that agrarian relations are a multifaceted system of interactions of economic entities in the agricultural sector of the economy on agricultural production, reproduction of socio-demographic and labor potential of society and restoration of ecological balance in agrobiocenoses taking into account the interests of peasants, their self-determination and self-determination. based on the existing system of land ownership relations. The effectiveness of these relations largely depends on the method of combining the direct producer with the means of production and the existing economic conditions. This interpretation of the category "agrarian relations" is proposed on the basis of four basic principles: first, it is based on the structure and functions of modern agrarian relations; secondly, it retains a decisive place in the system of agrarian relations of ownership of land and human capital; thirdly, it focuses on solving specific problems of modern agrarian relations, which take place at the present stage of development of the agrarian sphere of production in the world; fourthly, it takes into account the fact that the progressive development of the agricultural sector depends, first of all, on the development of the main productive force – the agricultural producer, its intellectualization and socialization.
