Poland has organized two university world championships. The Gdańsk academic world championships in 1984 were held under operational surveillance of the Provincial Office of Internal Affairs.

The sovereign people exercise political power through their elected representatives. Democracy places the origin of political power in the collective will of citizens and is based on respect for their freedom and equality. It is clear that the exercise of political sovereignty in a democratic society requires that the people really consist of citizens. Democracy, as a political regime, requires that the people concerned consist of educated, autonomous, and free citizens, and that society be organized in a liberal way that allows for political pluralism through the possibility of free and open information and the existence of checks and balances. In a democratic society, citizenship is also a source of social ties. This term is used today to refer to any political system in which the people are sovereign. Democracy can also describe a form of society, a way of governing itself adopted by an organization or a system of values. Publicity consists in the fulfillment by the individual of his duties to the community in society. It implies devotion to public affairs, due to which everyone, claiming autonomy and freedom, believes that he should integrate into the national community and cooperate in public life. In a democratic society, power should be exercised for the people, that is, in their interests, in the common interests of the entire people, and not in the interests of dynasties, oligarchies or influential groups. On the basis of these foundations, democracy is carried out through the delegation of power to representatives of the people, elected by universal suffrage. Electoral right is a privileged instrument of exercising power by citizens. Abraham Lincoln defined democracy as «the government of the people by the people and for the people.» Thus, the governed are simultaneously rulers. The question is how, having delegated power to their representatives, can the people retain control?

Russia's cooperation with international community in finding ways of addressing global energy security, serves its national interests on international arena. International Institute of Energy Policy and Diplomacy (IIEPD) was established at MGIMO University in February 2000, in accordance with the decision of the Academic Council of the 30 th of November 1999 and in the framework of an agreement with the International Academy of the fuel and energy complex. IIEPD combines two important aspects of foreign policy studies - energy and diplomacy. For the first time in Russia it launched a multi-level training in the field of energy diplomacy and geopolitics, and international energy cooperation. The immediate cause of the creation of IIEPD was an urgent demand on the part of major government agencies and leading oil, gas and energy companies for specialists with qualifications necessary to address the issues in the international energy cooperation and integration of the Russian fuel and energy sector in the world economy: - Energy Policy and Diplomacy; - International law; - World Economy and Finance; - International Management and Marketing. The idea of creation of the International Institute of Energy Policy and Diplomacy was supported by the State Duma and the Federation Council, the Ministry of Foreign Affairs, Ministry of Energy, Ministry of Education and Science, Ministry of Economic Development. The Supervisory Board is headed by the Minister of Foreign Affairs of Russia.

The article discusses cyberspace, a key element in the contemporary international stage, which presents security challenges and opportunities for progressive development and cooperation among nations. The article focuses on two distinct concepts in the realm of international relations: digital diplomacy, an innovative approach that leverages digital technologies to facilitate related processes and achieve strategic initiatives, and cyber diplomacy, a sophisticated framework that employs diplomatic practices in cyberspace to assert and safeguard state interests. The intricate realm of national and international cyberspace and cybersecurity reveals that the major challenges stem from human behaviour and technical factors. The authors analyse the experiences of the Ministries of Foreign Affairs of Estonia and Ukraine, highlighting structural differences within foreign policy agencies, human resources availability, and effective cyber diplomacy implementation situational cases. Consequently, the conclusion ascertains that Estonia can serve as a model for Ukraine to emulate in terms of adopting and applying successful experiences in establishing cyber diplomacy. Furthermore, the article addresses the debatable subject of the inactive development of cyber diplomacy in Ukraine. It emphasises the importance of reassessing the vision of the Ministry of Foreign Affairs of Ukraine regarding the advancement of cyber diplomacy and broadening the circle of adept diplomats who can adapt global cyber diplomacy practices to suit Ukrainian realities. The highlighted key points revolve around the necessity to foster cooperation with international partners and create platforms for exchanging ideas on cyber diplomacy issues. Forty-five years ago, U.S. Indian Commissioner John Collier helped persuade the members of the Pan American Union (now the Organization of American States) to establish the Inter-American Indian Institute “to elucidate the problems affecting the Indian groups within their respective jurisdictions, and to cooperate with one another, on a basis of mutual respect for the inherent rights of each to exercise absolute liberty in solving the ‘Indian Problem’ in America.” Operating under an international convention concluded in November 1940 and governed by a board of 21 state representatives, the Mexico City-based Institute is charged with “scientific investigations,” technical assistance to national Indian agencies and “the training of men and women experts devoted to the problems of the Indian.” Institute policy is also guided by an Inter-American Indian Congress of governmental administrators of Indian affairs, which is convened every four years.

Learning city networks are real-time laboratories related to national and local urban development policies. In order to support learning city networks, the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) together with the Federal Ministry of Housing, Urban Development and Building (BMWSB), the U.S. Department of Housing and Urban Development (HUD), the German Marshall Fund of the United States (GMF), the Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ), and partner cities have developed and further enhanced the multi-level D4UC (Dialogues for Urban Change) Method since 2012. This method makes an international exchange on the specificities of urban transformation processes, based on purposeful projects, possible for participating cities. The article discusses methods and lessons learned and is framed within a theoretical background of learning networks.

The first International Zakah Conference was held in Kuwait in 1984 (1404 H) at the invitation of Kuwait Zakah House. The second International Zakah Conference was held in Riyadh, Kingdom of Saudi Arabia, in 1986 (1406 H), at the invitation of the Zakah and Income Tax Department of the Kingdom. The Third International Zakah Conference, held in Kuala Lumpur, Malaysia, intended to achieve the following goals: i) To provide a comprehensive picture of different socio­economic and organizational dimensions of Zakah institutional systems currently operating in Muslim countries and communities.ii) To study the economic significance of various institutional frameworks.iii) To focus on the effects of the mandatory payment of Zakah to the state.iv) To compare different systems of Zakah collection and disbursement in use in different IDB member countries.v) To provide a forum for exchange of views and sharing of experiences of Zakah administration both for scholars and administrators. The principal theme of the Third International Zakah Conference was the institutional framework of Zakah. The conference was jointly organiz.ed by: i) Islamic Research and Training Institute (IRI'I) of IDB, Jeddah, ii) Islamic Affairs Division, Minister of Religious Affairs in the Office of the Prime Minister of Malaysia, iii) Zakah and Income Tax Department, Ministry of Finance and National Economy, Kingdom of Saudi Arabia, iv) Zakah House, Kuwait, and v) International Shari'ah Board for Zak.ah, Kuwait. Training activities are mainly addressed to National Meteorological and Hydrological Services of Partner-Countries and/or to other Specialized Centers in the frame of Cooperation Programmes promoted by the Italian Ministry of Foreign Affairs mainly in favour of the Less Developing Countries (LDC) of World Meteorological Organisation (WMO) Regional Association I (Africa). The Institute, as a branch of the WMO-Regional Meteorological Training Centre for Region VI (Europe), organizes also international training courses of high-level in Meteorology, Climatology and Remote Sensing applied to environment and agriculture fields. Moreover, considering the increasing evolution of the GIS functions for meteorological information users, IBIMET has promoted in 2005 the EU COST Action 719 Summer School on "GIS applications in meteorology and climatology''. The paper offers an overview of the main institute training programmes organised to share the results of research activities and operational projects, through the exploitation of innovative technologies and tools like GIS.

The article describes the cooperation of non-governmental actors conducted by Christian High School 1 Salatiga and the Institute of Chinese Language Course "Sha Hua" by OCA (Overseas Chinese Affairs). This article is the beginning of a process of cooperation to the success achieved from the cooperation between Christian High School 1 Salatiga and the Institute of Chinese Language Course "Sha Hua" With OCA (Overseas Chinese Affairs) in the improvement of human resources as development indicators by displaying a different dimension. This article also describes the cooperation Christian High School 1 Salatiga and the Institute for Language Course Mandarin "Sha Hua" which embodies the development of education through scholarships, cooperation model performed by actors non-government (in this case Christian High School 1 Salatiga and the Institute for Language Course Mandarin "Sha Hua") to the role of education to national development. Perspective theory used to analyze the cooperation of non-governmental actors is the theory of globalization, international cooperation theory and the theory of social capital (social capital). The method used was a case study (case study). From the data analysis found that: First, cooperation between non-governmental actors is made up of trust fosters a strong commitment to the same goal, and it allows the understanding that has been formed is not easy to be stopped just because of interrelated to one another; Secondly, the State is a partner cooperation between non-governmental actors become the most important thing to consider in a partnership; and Third, education is very important role in human development.

The event was held under the honorary patronage of the Deputy Prime Minister, Minister of Culture and National Heritage, Prof. dr. hab. Piotr Gliński, Minister of Foreign Affairs, Prof. dr. hab. Zbigniew Rau, Minister of Education and Science, Dr. hab. Przemysław Czarnek, Deputy Minister of Infrastructure Marek Gróbarczyk, West Pomeranian Voivode Zbigniew Bogucki, and the Polish National Committee of the International Council for Monuments Protection ICOMOS POLAND. The conference was attended by nearly 70 participants (including 19 speakers) from Poland, Denmark, Sweden, Germany, Spain, Estonia, Ukraine and England. During the conference, a letter of intent to include Wolin on the UNESCO World Heritage List was signed.

AbstractThe Honduran Red Cross began working in the area of migration in July 2012, when it set up the Migrant Assistance Module in Corinto for Honduran migrants returning over land at the Honduran–Guatemalan border. The Honduran Red Cross has helped hundreds of returning and irregular migrants, thanks to agreements with the Ministry of Foreign Affairs and the National Migration Institute. It has also worked with other National Red Cross Societies in the region, the International Federation of Red Cross and Red Crescent Societies and the International Committee of the Red Cross, which have helped it to strengthen its capacity and build a comprehensive vision for the protection and assistance of migrants. This article summarizes the action that the Honduran Red Cross has undertaken with respect to migration and explores the services provided at the Corinto module, the Honduran Red Cross's subsequent management of the Returning Migrant Assistance Centre in Omoa and other care centres for migrants returning because of their irregular status, and the development and implementation of projects on migration and related topics.

Since the establishment of International Relations as an academic discipline in 1918, it has undergone great transformations. The end of World War-II with devastated nuclear technology brought forth national security perspectives impacting the study of IR and giving birth to strategic and security studies as specialized sub-disciplines. Presently the discipline of IR has very distinct and specialized sub-disciplines such as Strategic Studies, Security Studies, Peace and Conflict Resolution and Area Studies. In Pakistan, the first institute dealing with international affairs was established in 1947 and the first teaching department at Karachi University was formed in 1958. However, it suffered due to general apathy by the governments and public alike. In 1970s, Pakistan’s security matrix compelled to create Area Study Centers and Strategic Studies departments. Later, in early 2000s, electronic media played an important role in popularizing these disciplines. Lately, the HEC has established a Consortium of Social Sciences Universities in Pakistan to elevate the status of Social Sciences and launched various scholarship schemes to meet the challenge of qualified human resource. However, there is a need to establish an Academy of Social Sciences and a National Society of International Relations to promote these disciplines on strong financial and institutional footings.

The authors of this article aim to highlight how current crises (health, economic and financial, energy, food, etc.) have an effect on domestic and, especially, international affairs. At the same time, the aim is to identify and specify how the crises we are facing are jeopardizing macroeconomic stability. A number of study authors on the trend of the world economy have already stated that the world economy is practically in recession. This conclusion was reached based on the fact that, in addition to the crises affecting the world situation, the effect of the pandemic Corona virus, and the Russian-Ukrainian war (Russian-Ukrainian armed conflict) which is xpected to be long-lasting. The prospect of a Russian-Ukrainian armed conflict leads to the conclusion that, at the European Union and individual level, each and every state will face difficulties with negative effects on maintaining macro-stability and the development of domestic and international affairs at a convenient pace. In order to determine these aspects, we set out to use the widest possible methodology of international comparisons, the use of statistical indicators calculated and obtained from the European Union, Eurostat, the National Institute of Statistics and the application of statistical-econometric methods / models to obtain the parameters that will form the basis of the future comparison and, especially, of establishing the evolutionary trend of the world, European economy and, especially in this case, of Romania.

The article examines the influence of the German think tank ‘German Institute for International and Security Affairs’ (SWP) on German public opinion and, subsequently, on the main parameters of the country’s strategic culture. It was found that the key task of the think tank’s experts is to promote the idea of the need to transform the previous principles of strategic culture in order for Germany's policy to correspond to the new world realities, so that the country could interact more successfully with other states in the military-political sphere. It is possible that analysts promote a similar idea while advising the German government and taking part in its decision-making processes, but at the moment their main task is to interact with the society. The basic principles of the strategic culture of Germany are studied, it is emphasized that due to the legacy of the past, Germany continues to avoid active involvement in the settlement of military conflicts. In addition, it seems impossible for modern Germany to prioritize its own national security interests over the ones of the allies. In this regard, the task of restoring the country's defense capability and turning the Bundeswehr into an effective modern army is interpreted by the experts of the think tank as a need to move from state pacifism to ideologems of a just war rather than as a process of militarization. Experts avoid direct criticism of the strategic culture, focusing on particular cases and calling on Germany to take more active actions. The analysis of Germany's policy on the African continent serves as a vivid example. The article demonstrates the activity of SWP experts in the mass media on the issues regarding the Ukrainian crisis and the role of Germany in its settlement. They demand greater initiative from Germany and the abandonment of existing barriers and restrictions, albeit gradual one. Opinion of expert community representatives stems from the fact that military force is an important factor in international relations, and by using it, Berlin will more effectively fulfill its obligations to ensure national and regional security than before. It seems impossible to unequivocally judge whether the analysts of the think tank have a decisive influence on political decisions, but they definitely take an active part in shaping the public opinion on the change of Germany’s military-political role in the world, so the importance of such expertise should not be ignored.

The paper presents the concept and characteristics of nuclear security, the elements of the nu- clear safety strategy, the legislative framework and the most important solutions from the Law on Radiation and Nuclear Safety and Security. At the international level, the most important entity in this field is the International Atomic Energy Agency, while at the national level, most important is the Directorate for Radiation and Nuclear Safety and Security of Serbia. An important role is played by the Vinca Institute of Nuclear Sciences as the most referential scientific institution in this field, as well as the operational bodies - Nuclear Facilities of Serbia, the Ministry of Internal Affairs, Ministry of Defence, and the Serbian Armed Forces. Engagement of these bodies is carried out in regular peacetime circumstances, emergency situations and wartime. The most important challenges, risks and threats to nuclear security of Serbia were pointed out as well as the need to harmonize norms, procedures and processes in purpose of the strengthening institutional mechanisms in the field of nuclear security.

The article summarizes the results of the IMEMO academic affairs in the first half of the 2000s. Like before, the Institute combined fundamental theoretical and applied research. In its work, IMEMO focused on the study of global, regional and national problems of the modern world. An important achievement of the Institute during these years was the prepared long-term forecast of the world economy development until 2015. The annual (2000–2005) analytical reports on the study of armed conflicts, their prevention and control, as well as of global and regional trends in the development of military expenses can be considered another achievement of this kind. These reports were prepared at IMEMO together with the Stockholm International Peace Research Institute (SIPRI). IMEMO’s accomplishments include the fundamental work “Transitional Economy: Theoretical Aspects, Russian Problems, International Experience”. In this research, the theoretical problems of the transitional economy were deeply investigated with an emphasis on the achievements of world economic thought, international and accumulated Russian experience of transitional processes was analyzed. The IMEMO scientists were involved in comparative analysis of the influence of new factors (globalization, information civilization, integration processes, international terrorism, etc.) on modern Russia and foreign countries. Along with theoretical research, the Institute regularly prepared analytical materials and expert opinions for the Administration of the President of Russia, the Government, the Federation Council and the State Duma. The IMEMO employees took part in the preparation of materials for the annual messages of the President of Russia to the Federal Assembly, gave their recommendations on military reform and updating the Foreign Policy Concept of the Russian Federation. The Institute was engaged in constant monitoring of the economic and internal situation in various regions and major states of the modern world. The focus of IMEMO analysts was the foreign policy of the United States, the European Union countries, the states of the Middle East, Central Asia and Latin America, as well as the Asia-Pacific region. This ongoing work was carried out in various departments and sectors of the Institute. The author presents the directions and main results of the work of these scientific departments. In general, one of the indicators of the overall performance of IMEMO in 2001–2006 are 256 monographs, collections of scientific papers, conference materials, brochures and reports published by its employees. During these years, the results of current work began to be posted on the IMEMO website.

In recent years, the United States has regarded China as its most important strategic competitor in the future, and has illegally interfered in China's internal affairs in the political, economic and trade, scientific and technological fields, in blatant violation of the basic principles of international law, and has frequently abused undue unilateral sanctions against party and government organs, multinational enterprises, scientific research institutes and other institutions within China's borders, to the serious detriment of China's national interests, as well as the interests of the relevant organizations and individuals. For this reason, the National People's Congress has enacted and promulgated the Anti-Foreign Sanctions Law, which adopts "defensive" and lawful countermeasures at the legislative level against unilateral sanctions against foreign countries for their violent interference in China's internal affairs, fully utilizes international law as a means to safeguard China's national security and interests, and protects the lawful rights and interests of enterprises and individuals going to the sea, and also links up with other laws and regulations on anti-sanctions that have already been issued in the field of anti-sanctions. Starting from the legal normative documents in the field of counter-sanctions, such as departmental regulations, and combining them with the actual economic development of China, we will find effective legal countermeasures and suggestions for solving the worsening unilateral sanction dilemma faced by China, and establishing a counter-sanctions implementation mechanism with clearly defined powers and responsibilities, a sound system, and precise law enforcement.

The aim of the article is to formulate theoretical principles and practical recommendations for the implementation of international cooperation in the investigation of financial fraud. The subject of the study is international cooperation in the investigation of financial fraud. Methodology. The research is based on the use of general scientific and special-scientific methods and techniques of scientific knowledge. The historical and legal method enabled to determine the preconditions for the origin of financial fraud as a crime of international nature, the establishment of the institute of international cooperation in criminal proceedings. The comparative legal method enabled to compare doctrinal approaches to the differentiation of tasks and forms of international cooperation in the investigation of financial fraud. The system-structural method enabled to determine the tasks of the pretrial investigation bodies in the investigation of financial fraud considering the functional aspect of the relevant bodies and individuals. The methods of grouping and classification were the basis for the author’s approach to the definition of features of financial fraud as a crime of an international nature. The technical legal method enabled to examine the state of affairs in the legal regulation of the application of international cooperation measures in the investigation of financial fraud at the international and national levels, to identify its shortcomings, which determine the problems of practical implementation, to develop recommendations aimed at their elimination. The results of the study revealed that improvement of the international cooperation in the investigation of financial fraud involves the use of new methods and means of investigation (legal proceedings within the framework of international legal assistance, joint investigation teams, etc.); working out effective interaction with the competent authorities of foreign countries and international organizations. It is important to conclude international cooperation agreements, including interagency agreements; to improve the national legislation to comply with the provisions of international law; to harmonize the legislation of Ukraine and European states. Practical implications. In the research, financial fraud is defined as a crime of an international nature; the problematic issues of its investigation are determined; features of international cooperation in the investigation of financial fraud; the areas of its efficiency improvement are suggested. Relevance/originality. The original author’s approach to the formulation of theoretical principles and practical recommendations for the implementation of international cooperation in the investigation of financial fraud is the foundation for the elaboration of the most promising areas for the development of national legislation and practical activities in this sphere.

From May 31 to June 4,1999 over eight hundred participants from al1 levels of government and nongovernmental organisations attended the World Conference on Governance held in the Philippines. It had been organised by the Eastern Regional Organisation for Public Administration (EROPA), the Philippine Civil Service, and the National College of Public Administration and Governance at the University of the Philippines, in cooperation with numerous international and regional organisations, including the Asian Development Bank, the Canadian International Development Agency, the Economic Development Institute of the World Bank, the United Nations Development Programme and the United Nations Department of Economic and Social Affairs. Its theme was From Government to Governance with emphasis on public finance, capacity building and partnerships. But its major concern was promoting good governance, a topic which has been attracting increasing international attention since the late 1980s and has become a key objective of many technical assistance programmes. The World Conference can be seen as a culmination of these efforts to focus on good governance in institutional development and to prepare an agenda for future action by taking account of current ideas and opinions of all those involved. What follows is a brief overview of some major issues that run through the notion of promoting good governance.

After months of intense collaborative work, it’s a privilege to proudly present the first Number of the Mexican Yearbook of Global Affairs (el Anuario Mexicano de Asuntos Globales or AMAG); a publication of the Isidro Fabela Institute for International Studies at la Universidad del Mar (UMAR), Campus Huatulco, Oaxaca, on the southern Pacific coast of Mexico. In general, as an academic work, this yearbook has aimed to offer a concise analysis of the events, dynamics and international processes that we consider most significant on the world stage (due to the impact they have on current national and local realities). In particular, perhaps the yearbook’s most essential principle is inclusion. Given the world’s complexity, characterized by different languages, visions, philosophies and positions on the reality that we observe and experience, we also aimed to create a social-scientific forum where (without compromising on academic rigor) we include plural perspectives of interpretation and analysis from International Studies and other related disciplines. Our aim is to publish contributions from different latitudes that offer the added value of coming from direct observations of multiple environments. This explains and gives meaning to the fact that works from any country and in any language are welcome.

With degrees in International Affairs from Carleton College in Minnesota and Political Science and Economics from Columbia University, he also holds Certificates in Russian Studies from Columbia University and in Military and Strategic Studies from the National Defense College in Kingston, Ontario. Mr Aquilina had a long career in the federal public service which included appointments to the Civil Service Commission, the Prime Minister's Office and the Privy Council Office. He served as Assistant-Deputy Minister in the Departments of Regional Economic Expansion, Secretary of State and Finance. He also occupied the positions of Deputy Secretary of the Treasury Board, General Manager of the National Capital Commission and Chair of the Task Force on Decentralization of Government Operations. As a consultant, he provided senior advice to the governmentof Lebanon on public service reform and headed a task force in Ethiopia on public finance reform. He was also a senior member of two missions from Canada to the governments of Benin and Haiti. Relevance. The "color revolutions" that literally filled the entire post-Soviet space in the early 2000s are based not only on political roots, but to a large extent on a socio-economic basis, which manifested itself in the miserable existence of citizens of the post-Soviet space who saw the reason for their economic difficulties in power, in its inability to govern the state at this stage. The purpose is to reveal the influence of socio-economic factors on the process of the "color" revolutions on the example of such countries as Georgia, Ukraine, Kyrgyzstan. Methods. Objectives: consider the dynamics of the main macroeconomic indicators of the EU and the US from 2015 to 2020; to study and visualize the dynamics of GDP growth, GDP in PPP per capita, inflation in the EU member states for 2016–2020; investigate the dynamics of the total US government debt for 2015-2020. Metodology: the method of statistical and critical analysis of data from world agencies (Solidarity center, Center for International Private Enterprise CIPE, International Republican Institute, National Democratic Institute for International Affairs, National Security Council); the method of comparative analysis was used to compare the socio-economic causes and consequences of the “color revolutions” in Georgia, Kyrgyzstan and Ukraine. Results. "Color revolutions" in the post-Soviet space were developed according to the same technologies developed in the West and tested in the countries of the Near and Middle East during the period of "velvet" revolutions. The only basis for their course, which ensured their success, was the worse state of the country's economy, the poverty of the bulk of the population and the presence of youth groups financed from the West to incite protest and sometimes nationalist sentiments. Conclusions. After the events in Georgia and Ukraine in Russia, at the level of high-ranking government officials, decision-makers gradually formed a point of view according to which "revolutionary events" in the CIS republics are causing real damage to Russian national interests in the post-Soviet space. Abstract In the period after World War II, Cold War politics and the rising tide of the decolonization movement propelled U.S. leaders and social scientists to intensify their involvement on the African continent. As imperial power shifted from Britain and France, the United States became the new hegemon. Like the Europeans who believed in a divine mandate to civilize the “backward” people of the world, the United States found that its financial capital and economic power gives it the authority to intervene in the affairs of the Global South and shape these emerging nations into a new image. In the late 1950s and early 1960s, the Center for International Studies at the Massachusetts Institute of Technology (CIS) created what was known as the “African Economic and Political Development Project” to study emerging democracies in Africa. This article examines the role played by CIS in the design of Nigeria’s first national development plan and in influencing the Kennedy administration to pledge $225 million aid to Nigeria’s program. It argues that the modernists’ vision of making Nigeria a model modern state in Africa failed because of regional/ethnic politics and differences, the reliance on international experts over local Nigerian economists, and the economic prescriptions that favored short-term gains over long-term investments.

The article analyzes the life path of Heorhii I. Khodorovskyi − Ukrainian public figure, diplomat, Ambassador Extraordinary and Plenipotentiary of Ukraine, People’s Deputy of Ukraine. The major areas of his activity at different life stages, academic interests, contribution to the development of medicine and diplomacy are studied. The paper examines the childhood of Heorhii Khodorovskyi, his parents, educators and school years. After school, Heorhii studied at Chernivtsi Medical Institute, pursued post-graduate studies and gained a degree of Doctor of Medicine. From 1961 to 1969, Heorhii Khodorovskyi – a postgraduate student, assistant professor, Associate Professor at Chernivtsi National University. In 1968, he was assigned to the Institute for Doctors Improvement in Moscow and later to the USSR Academy of Sciences to study foreign languages. Between 1969 and 1973, he was Associate Professor at the Faculty of Medicine of the University of Zambia. Heorhii also held position of a chairman of the local committee of the Embassy of the USSR in Zambia. The following stage of Heorhii’s life went in Afghanistan, where he gained experience of people management in a foreign country under hazardous environment, terrorist acts, kidnapping and military operations. Between 1987 and 1990, Khodorovskyi was an advisor to the Rector of Kabul Medical Institute, head of a group of scientific and pedagogical staff of the USSR in Afghanistan, advisor to the Minister for Health of Afghanistan; worked in the trade mission of the USSR in Kabul. In February 1989, he returned from Afghanistan to Chernivtsi, where the staff of the Medical Institute nominated him as a candidate for the Verkhovna Rada of Ukraine deputy. From 1990 till 1992, Heorhii acted as People’s Deputy of Ukraine of the 1st calling, was Chairman of the Verkhovna Rada Committee on Women Affairs, Family Protection, Motherhood and Childhood. Heorhii was also engaged in operations on eliminating consequences of the Chernobyl disaster, worked with foreign delegations, was a member of the escort group during the visit of the President of Ukraine to Kyrgyzstan. He frequently went on foreign business trips, in the course of which took part in international conferences. At the Verkhovna Rada sessions, Khodorovskyi invariably put an emphasis on the issues of health protection of Ukrainian women and children, working and recreation environment, labour compensation and family support. The Ministry of Health of Ukraine Committee headed by Heorhii Khodorovskyi adopted a decision on the creation of the National Family Planning Program. In October 1992, he was transferred from the Verkhovna Rada to the Ministry of Foreign Affairs of Ukraine. From 1992 to 1998, Heorhii Khodorovskyi served as Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of India. Vladimir Dmitrievich Fedorov was born on 21 March 1933 in Moscow. After finishing school he entered in the 2nd Moscow medical Institute named after N. And. Pirogov (1950-1956), where he performed the duties of Secretary of the Bureau of the Komsomol of the course and the member of the Komsomol Committee of the Institute; engaged in experimental work on the defibrillation of the heart. Studied in residency (1956-1958), graduate school (1958-1960), worked as a teaching assistant (1960-1966) and then associate Professor (1966-1971) chair of hospital surgery of the 2nd Moscow state medical Institute. In 1963 he defended his Ph. D. in 1971 doctoral dissertation. In 1972, Vladimir Dmitrievich Fedorov was appointed Director of research laboratory surgery clinic of the Ministry of health of the RSFSR. In 1976, on the initiative of V. D. Fedorov was the first in the USSR Department of Coloproctology of the Central doctors improvement Institute, which he headed for 13 years. In 1982 he was elected a corresponding member, and in 1986, academician of the Academy of medical Sciences (AMS) of the USSR. Since 1988, Vladimir Fyodorov, Director of the Institute of surgery named after AV Vishnevsky Academy of medical Sciences of the USSR. In 1990, V. D. Fedorov elected to the chair of surgery, faculty of postgraduate professional education of Moscow medical Academy named after I. M. Sechenov. Since 1974 he worked as a Deputy chief surgeon of the Medical center of President's Affairs Administration of the Russian Federation. D. Fedorov is the author of over 500 scientific works, including 13 copyright certificates and patents, and 20 monographs. Under his leadership, and counseling are protected by 32 doctoral and 47 master's theses. V. D. Fedorov was an honorary member of the Russian Association of endoscopic surgery and the Association hepatobiliary surgery, Moscow surgical society, surgical scientific societies of Uzbekistan, Kazakhstan and the Saratov region, Chairman of the surgical section and member of the Presidium of scientific medical Council of Ministry of health of the Russian Federation, a member of the Interdepartmental health Council, Deputy chief editor of the journal "Surgery", member of the editorial Board of the journal "Surgical Laparoscopy and Endoscopy" and one of the oldest journals "British Journal of Surgery". For two years he headed the Association of surgeons named after N. And. Pirogov (1992-1994). More than 10 years he was a member of the Presidium of the Russian Academy of medical Sciences and performed the duties of Chairman of the Board of Directors of the institutes of the Russian Academy of medical Sciences. Vladimir Dmitrievich, a foreign member of the Belarusian Academy of medical Sciences (2000) and the Academy of Sciences of Moldova (2003), honorary Professor of the Petrovsky national research center of the Russian Academy of medical Sciences and the Bashkir medical College. Academician V. D. Fedorov is the main national representative in the International society of surgeons (1990) national representative in the International society of University surgeons Coloproctology. This article provides an overview of the issues addressed in a series of papers on the general theme of ‘religion and the state in the Arab world’ published in Contemporary Arab Affairs over the past 12 months. The papers were initially presented at a conference convened by the Center for Arab Unity Studies and the Swedish Alexandria Institute, held in Hamamaat, Tunisia, in November 2012. Further to his own paper on the topic (published in issue 6(4) in this journal) here Abdelilah Belkeziz identifies the purpose of the whole exercise, namely to explore a range of different perspectives on the theme. He positions these perspectives on a spectrum between two extremes: at one, he contends, the case for separation between religion and state verges on hostility to religion itself; and at the other, an exclusivist version of Islam is accorded primacy over all other considerations in the running of a state and thence political discourse. He discusses the dangers inherent in both extremes and makes the case for a model of secularism that accords space to both religion and politics in the national project.

Democracy in rural China has attracted much attention in recent years. During President Bill Clinton's visit to China in 1998, he made a public stop at a village outside Xian to chat with a few Chinese villagers about village elections in China. In fact, village democracy has become one of the rare subject matters that the Chinese government is eager to publicize and the Western academia and media are interested to investigate. The Chinese government, often through the Ministry of Civil Affairs, has organized and allowed foreign journalists, social scientists, dignitaries, diplomats, and political, academic, and social organizations (such as the U.S. International Republican Institute, the Ford Foundation, the Carter Center, and the National Committee on U.S.-China Relations) to go to Chinese rural areas to observe village selfgovernment and elections. There is no doubt that the Chinese government intends to showcase its village selfgovernment to the outside world, hoping to improve its tarnished image from the Tiananmen crackdown in 1989. Western media and governments are interested in this new development in China in the hope that this will be the beginning of the long-delayed democratic transition in the most populous country in the world.

The article describes the formation of bioethics — a complex scientific discipline — in our country. The emergence of bioethics in the world dates back to the 1970s of the 20th century, in the Soviet Union it began to take shape during the period of perestroika as part of the activities of Academician Ivan Timofeevich Frolov (1929–1999). Bioethics deals with ethical issues that arise during the introduction of the latest biomedical technologies into practice, the solution of which can have various medical, cultural, legal, and financial consequences. The latest biomedical technologies open up new possibilities for a person (heredity management, genetic passport, etc.) and put a person in a situation of choice. Their future depends on what choice people will make, and this choice is determined by the state of the culture of society. In the field of bioethics, regulation is crucial and should be comprehensive and multi-stage. Philosophers, culturologists, and ethicists formulate general principles of regulation based on the ideology of humanism. Further on, scientists consider these recommendations and develop appropriate codes of conduct, while lawyers consolidate the new understanding within the legal system. The formation of such an integrated approach in Russia took place within the framework of scientific structures created by Academician I. T. Frolov, — the AllUnion Interdepartmental Center for Human Sciences, the Institute of Man of the Russian Academy of Sciences, the Russian National Committee on Bioethics (RNKB), the Russian Committee on Bioethics under the Commission of the Russian Federation for UNESCO. In these structures, expert work was carried out on the main documents related to the interaction of the Russian Federation with the Council of Europe in the field of bioethics. RNKB prepared expert opinions for the Department of European Cooperation of the Ministry of Foreign Affairs of the Russian Federation and the Department for International Humanitarian Cooperation and Human Rights of the Ministry of Foreign Affairs of the Russian Federation regarding Russia's accession to international conventions on bioethics.

The subject. The paper is devoted to the main trends of the Russian customs law at the present stage.The purpose of the paper is to determine the place of customs law in the system of Russian law and to identify the features of its impact on the development of integration within the EAEU.The methodological basis for the study: general scientific methods (analysis, synthesis, com-parison, description); private and academic (interpretation, formal-legal).Results, scope. Despite all the variety of social relations that make up the subject of customs law, their core is the relationship associated with the management of customs authorities, regulated by the rules of administrative law. In this regard, the allocation of customs law as an independent branch of law, in our opinion, is premature.Further development of integration within the EAEU has necessitated the development and adoption of a new codified legal act regulating public relations in the field of customs.Analysis of the provisions of the customs code of the EAEU revealed the following innovations, confirming the thesis on the simplification of regulation in the sphere of customs affairs:– reduction of terms of performance of separate customs operations;– priority of electronic Declaration form;– improvement of the Institute of customs control;– further development of the Institute of authorized economic operators.Conclusions. Customs law is a sub-branch of administrative law at present. A natural con-sequence of the integration processes is the transformation of the domestic customs law into an alloy of international law, integration law (acts of the EAEU) and national law.

Анотація:
This article talked about the position of academic researchers of the both neighbour regarding Mongolia’s «Third Neighbor» policy. Mongolia’s foreign policy analysis in south neighbour underway at the Academy of Social Sciences under the State Council of China, Global Times, the central daily newspaper of the CPC in chinese and english languages, School of International Studies, Beijing People’s University, Beijing Foreign Studies University. It should be emphasized that the Institute of Russian and Mongolian Studies of the Academy of Social Sciences, Inner Mongolia, the Department of Mongolian Studies of the Inner Mongolia University, the Inner Mongolian University of Education, and the Institute of Near Neighbour Studies of the Shanghai East China Normal University are concentrated. Regarding Russia, it is mainly focused on the Institute of Oriental Studies, the Institute of Far Eastern Studies, Russian Academy of Sciences, the Moscow State University, the Diplomatic Academy, MFA, the Russian International Affairs Council, St. Petersburg State University, Irkutsk State University, and Ulan-Udе University, ect.,China’s researchers has a tendency in “advise” and some times “educate” to Mongolia on the importance of developing cooperation with its “real neighbour”. For Example, Mongolia’s geopolitical position shows that it should cooperate smartly with China and Russia.The researchers of Russia wrote that Mongolia’s “Third Neighbour” policy is utopian, and it is observed that the principle is “stuck” in its principles. Recently, the deepening of the geopolitical conflict between the two neighbour and the “third neighbour” is a matter of concern, and the criticism of the neighbouring countries is expected to transation from the level of Track 1 to the level of Track 1.5.Finally, The New paradigms of Mongolia’s foreign policy has priority to vital national interests, openness, peaceful, multi-pillars, multi-dimensional, non-Aligned, independently, priority to democratic values and pragmatism. It should be emphasized that it is not a policy directed against the two neighbors, but only peacetime geopolitics.
