In today's highly competitive markets manufacturers must provide high quality products to survive. Manufacturers can achieve higher levels of quality by changing their manufacturing process and/or by product inspection where a multitude of different strategies are often available. Each option has its own cost implications that must also be taken into account. By reconciling the competing objectives of quality maximization and cost minimization, a cost of quality approach serves as a useful framework for comparing available manufacturing process and inspection alternatives. Still, any rigorous comparison requires both a metric as well as a profound understanding of cost of quality tradeoffs. The cost of quality tradeoffs in manufacturing process and inspection strategy selection are examined through a probabilistic cost of quality model explored analytically using a sample set of fundamental inspection strategies (reinspect rejects, reinspect accepts and single inspection) and applied to the case of electric vehicle battery pack assembly. From an expected value point of view a series of parametric sensitivity analyses reveal that complex tradeoffs between manufacturing process, inspection, internal and external failure costs determine the optimal manufacturing process and inspection strategy combination. In general, reinspect rejects minimizes internal failure costs, reinspect accepts minimizes external failure costs and single inspection lies in between while minimizing inspection costs. This thesis illustrates the fact that results are scenario specific and depend on product cost-, manufacturing process and available inspection method attributes. It is also observed that manufacturing process improvement often coincides with a need to change inspection strategy choice, thereby indicating that manufacturing process and inspection strategy selection should not be performed independently of each other. This thesis demonstrates that the traditional expected value approach for evaluating cost of quality implications of manufacturing and inspection is often misleading. Decision tree formulations and discrete event simulations indicate that cost of quality distributions are asymmetric. High internal- and external failure costs, manufacturing process non-conformance rates and inspection method error rates are contributing factors. The alternative metric of expected utility captures decision makers risk aversion to high cost outliers and changes the criteria for optimality and favors inspection strategies and manufacturing processes that minimize external failure events with increasing risk intolerance. In the examined case of electric vehicle battery pack assembly both material- and external failure costs are very high. Analytical and discrete event simulation results indicate that for the given welding process the inspection strategy that minimizes external failure costs is optimal from an expected cost point of view as well as at high degrees of risk aversion. This result is shown to be sensitive to parameters driving the cost and probability of external failure events.

The objective of the master’s thesis work is to investigate how an autonomous underwater vehicle (AUV) should act in an underwater tunnel environment. The thesis proposes sensors, control strategies, mission statement, among others, required for tunnel assignments. A behavior-based control (BBC) strategy has been developed to control the AUV. The BBC is used in the middle level of the vehicle control, i.e. the reactive control system which describes how the AUV navigates through a tunnel, while other events are considered. The control strategy has also been separated into two parts, and these are: controlling the AUV’s heading and controlling the AUV to a desired distance from the tunnel wall. To be able to evaluate the performance of the system, a graphical user interface (GUI) has been developed. The GUI enables the operator to change control settings during simulations. Two proposed control strategies are presented with simulated results.
Syftet med examensarbetet är att undersöka hur en autonom undervattensfarkost (AUV) bör agera i en undervattenstunnel miljö. Avhandlingen föreslår sensorer, reglerstrategier, uppdragsbeskrivning med mera som krävs för tunneluppdrag. En beteendebaserad (behavior-based) reglerstrategi har utvecklats för att styra AUV:n. Reglerstrategin används i mellersta nivån i farkostens reglering, det vill säga den reaktiva regleringen som beskriver hur farkosten ska styra genom en tunnel samtidigt som andra händelser beaktas. Reglerstrategin har även delats upp i två delar: reglering av AUV:ns kurs och reglering av AUV:n till ett önskat avstånd från tunnelns vägg. För att kunna verifiera funktionaliteten av systemet så har även ett grafiskt användargränssnitt utvecklats. Gränssnittet möjliggör att man kan ändra reglerparametrar under en simulering. Två föreslagna reglerstrategier presenteras med tillhörande resultat.

Afin de dissuader les eventuels detournements de matieres nucleaires, un inspecteur est charge d'effectuer un certain nombre d'inspections dans une installation nucleaire. Deux inspections ont lieu a des dates fixes et connues de l'inspecteur et d'un eventuel detourneur. Entre les deux dates, un nombre limite d'inspections peuvent etre decidees par l'inspecteur. Nous supposons qu'un detournement est toujours detecte lors de l'inspection suivante. L'inspecteur cherche a minimiser le temps de detection et l'eventuel detourneur a le maximiser. Les jeux d'inspections sont etudies en deux temps. Nous considerons d'abord differentes familles de jeux d'inspection, et nous nous interessons tout particulierement aux jeux admettant une structure recursive. Ensuite, nous elaborons un jeu a information incomplete repondant aux donnees du probleme pose et realisons un logiciel, nomme jadis, permettant d'obtenir des strategies optimales d'inspection sur un grand nombre de periodes. Le jeu peut alors etre etudie sur un nombre de periodes suffisamment large pour confirmer le fait que l'information incomplete permet de reduire le temps de detection d'un detournement. Un second type de jeu est egalement etudie, le jeu d'infiltration, qui consiste en une poursuite-evasion sur un graphe de plusieurs arcs reliant deux noeuds. Un agent infiltrant doit se rendre de l'un de ces deux noeuds a l'autre sans etre intercepte par un gardien. Differents contextes de surveillance sont etudies.

The Swedish market for vehicle inspection is re-regulated since June 2010. More than four years after the re-regulation there are eight companies in the market. Two of these companies are a result of the former monopolist's owners divided the business among themselves. The remaining six companies have entered the market through acquisitions or by building up their business from scratch, these are known as new entrants in the study. The competition has developed slowly and the former monopolist still has the highest market share. Industry conditions are to say the least special because the companies and technicians have to have individual licenses in the form of accreditation and certification, which causes high establishment barriers. The study has the aim of contributing to the knowledge of new entrants on the re-regulated vehicle inspection market. In particular, the new entrant’s establishment and their strategic choices are studied to find out how they act to market conditions in order to create competitive advantages. The study is based on four questions: Main Question: How do new entrants create competitive advantages in the vehicle inspection market? Sub query 1: How’s the new entrants view on the competitive situation? Sub query 2: How do the new entrants establish their station-/s? Sub query 3: What strategies do the new entrants use to strengthen its position against competitors? The essay is based on an empirical survey and is designed as a case study with four units of analysis that represent four new inspection companies in the market for vehicle inspection. Data were collected through interviews with people in key positions of the four companies, as well with a person of the authority whose task is to monitor market developments, namely the Transport Agency. Furthermore, also documents issued by the authorities and new entrants were reviewed. The conclusions that the study has come up with is that the new entrants create competitive advantages through a favorable placement of stations, a bit outside the city center. The strict regulation doesn’t allow the new entrants to create competitive advantages through new or modified inspection services. Based on these regulations the new entrants are trying to attract customers through enhanced service and additional services to the inspection. They try to create a total offering to the customer where the obligatory inspection service is included.

A crucial stage of the remanufacturing process is the inspection procedure. Surveys carried out in the automotive remanufacturing sector show that the industry is concerned about its need for such a large amount of specialist skills. Despite this, there has been little research into what is actually involved in the inspection process and what different strategies are used in different companies carrying out remanufacturing operations. This thesis presents case based research that was carried out on the inspection procedures of sixteen companies. These included companies from all industries ranging from those in the automotive and defence industries, to those in consumer electronics and IT. The cases range from small companies remanufacturing a few units per month to those with established remanufacturing production lines. This project has created two key contributions to theory. The first is a theory for remanufacturing strategy. A framework for remanufacturing strategy has been produced showing how different strategies are used to remanufacture items with different characteristics. The second is a generic inspection process which breaks down each inspection procedure within remanufacturing to its main objectives and methods. These, practical and applicable, contributions are of vital interest to researchers who can use them to enhance their knowledge of inspection procedures within remanufacturing and will act as a road map for future research into this new and exciting area.

Resilience of infrastructure networks is a key requirement for a functioning modern society. These networks work continuously to enable the delivery of critical services such as water, natural gas, and transportation. However, recent natural disasters and cyber-physical security attacks have demonstrated that the lack of effective failure detection and identification capabilities is one of the main contributors of economic losses and safety risks faced by service utilities. This thesis focuses on both strategic and operational aspects of inspection processes for large-scale infrastructure networks, with the goal of improving their resilience to reliability and security failures. We address three combinatorial problems: (i) Strategic inspection for detecting adversarial failures; (ii) Strategic interdiction of malicious network flows; (iii) Analytics-driven inspection for localizing post-disaster failures.
We exploit the structural properties of these problems to develop new and practically relevant solutions for inspection of large-scale networks, along with approximation guarantees. Firstly, we address the question of determining a randomized inspection strategy with minimum number of detectors that ensures a target detection performance against multiple adversarial failures in the network. This question can be formulated as a mathematical program with constraints involving the Nash equilibria of a large strategic game. We solve this inspection problem with a novel approach that relies on the submodularity of the detection model and solutions of minimum set cover and maximum set packing problems. Secondly, we consider a generic network security game between a routing entity that sends its flow through the network, and an interdictor who simultaneously interdicts multiple edges.
By proving the existence of a probability distribution on a partially ordered set that satisfies a set of constraints, we show that the equilibrium properties of the game can be described using primal and dual solutions of a minimum-cost circulation problem. Our analysis provides a new characterization of the critical network components in strategic flow interdiction problems. Finally, we develop an analytics-driven approach for localizing failures under uncertainty. We utilize the information provided by failure prediction models to calibrate the generic formulation of a team orienteering problem with stochastic rewards and service times. We derive a compact mixed-integer programming formulation of the problem that computes an optimal a-priori routing of the inspection teams. Using the data collected by a major gas utility after an earthquake, we demonstrate the value of predictive analytics for improving their response operations.

With the scope of this study, certain tasks of the finance inspectors have been restructured by means of information technology in an effective way. The new structure has been integrated to the Internet technology and thus can eliminate the problems of time and place. The Documentation and Personnel Departments of FIB have been chosen for piloting and performance assesment has been performed after the restructuring with new technology. The result of the assesment suggest that, when compared to the old system, the new system has ensured approximately 70% more efficiency.

Idag finns det inte tillräckligt underhåll på de 15 svamp- och bakterietankar som finns på AstraZenecas vattenreningsverk i Gärtuna, Södertälje. Företaget använder sig av avhjälpande underhåll där de väntar på att tankarna ska gå sönder för att sedan laga dem. Reningsverket vill skapa en underhållsstrategi på tankarna genom att ta reda på om livslängden kan förlängas eller om, och i så fall när, utrustningen behöver renoveras, uppgraderas eller bytas ut. I litteraturstudier undersöktes underhållsstrategier, vattenreningsverk och olika tillståndskontroller. Besök gjordes för att få en bättre uppfattning om hur arbetet på vattenreningsverket ser ut idag. Intervjuer hölls med chefen för vattenreningsverket, en erfaren drifttekniker samt två externa företag som jobbar med underhåll. I resultatet framgår information om vilka fel som uppstått, vilka åtgärder som vidtagits samt vad det kostat. Det framgår även hur underhåll kan ske med olika externa parter och kostnader för detta. Två olika tillståndskontroller, digital röntgenskanning och penetrantprovning föreslås för att upptäcka fel på tankarna. Efter analys av resultatet har slutsatser om en ny underhållsstrategi kunnat dras. Rekommendationer om hur den kan implementeras och lämpligt intervall har tagits fram. AstraZeneca föreslås gå från ett avhjälpande till ett schemalagt tillståndsbaserat underhåll, där tillståndskontroller utförs var tredje, fjärde eller femte år beroende på personalens bedömning och de rekommenderas också att använda sig av externa resurser när det kommer till tvättning och tillståndskontroller av tankarna. Avhjälpande underhåll är omöjligt att planera och kommer med vår lösning att minimeras. Schemalagt tillståndsbaserat underhåll som vi rekommenderar kommer resultera i en mycket enklare planering och oväntade kostnader likväl som oväntade stopptider kommer undvikas. Regelbundet underhåll kommer troligtvis resultera i att tankarnas livslängd ökar vilket bidrar till en bättre hållbarhet och man slipper köpa in nya tankar.
Today, there is not enough maintenance on the 15 fungal and bacterial tanks found at AstraZeneca's wastewater treatment plant in Gärtuna, Södertälje. The company uses a maintenance strategy where they wait for the tanks to fail and then fix them. The treatment plant wants to create a maintenance strategy for the tanks by finding out if the life span can be extended or if, and if so, when the equipment needs to be renovated, upgraded, or replaced. With literature studies maintenance strategies, wastewater treatment plants and various condition investigations, were analysed. The visits were made to get a better idea of how the work at the wastewater treatment plant looks like today. Interviews were held with the head of the water treatment plant, an experienced operating technician and two external companies working on maintenance. The result shows information about what errors occurred, what measures were taken and what it cost. It also shows how maintenance can be done with various external sources and costs for this. Two different condition investigations, digital x-ray scanning and penetrant testing are suggested to detect errors in the tanks. After analysing the results, conclusions about a new maintenance strategy could be drawn. Recommendations on how it can be implemented, and an appropriate interval have been developed. AstraZeneca should go from corrective to scheduled condition-based maintenance, where condition investigations are performed every three, four or five years depending on the staff's assessment and they could make use of external sources when it comes to washing and condition investigations of the tanks. Corrective maintenance is impossible to plan and our solution will minimize this. Scheduled condition-based maintenance that we recommend will result in a much simpler planning where unexpected costs as well as unexpected downtime will be avoided. Regular maintenance will probably result in an increase in the service life of the tanks, which contributes to better durability and they will not have to buy new tanks.

Variation is inevitable in any process, so it has to be dealt with effectively and economically. Reducing variation can be achieved in assembly lines strategically and dynamically. Implementing both the strategic and dynamic variation reduction techniques is expected to lead to further reduction in the number of failed final assemblies. The dissertation is divided into three major parts. In the first part, we propose to reduce variation for assemblies by developing efficient inspection plans based on (1) historical data for existing products, or simulated data for newly developed products; (2) Monte Carlo simulation; and (3) optimization search techniques. The cost function to be minimized is the total of inspection, rework, scrap and failure costs. The novelty of the proposed approach is three-fold. First, the use of CAD data to develop inspection plans for newly launched products is new, and has not been introduced in the literature before. Second, frequency of inspection is considered as the main decision variable, instead of considering whether or not to inspect a quality characteristic of a subassembly. Third, we use a realistic reaction plan (rework-scrap-keep) that mimics reality in the sense that not all out-of-tolerance items should be scrapped or reworked. At a certain stage, real-time inspection data for a batch of subassemblies could be available. In the second part of this dissertation, we propose utilizing this data in near real-time to dynamically reduce variation by assigning the inspected subassembly parts together. In proposing mathematical models, we found that they are hard to solve using traditional optimization techniques. Therefore, we propose using heuristics.Finally, we propose exploring opportunities to reduce the aforementioned cost function by integrating the inspection planning model with the Dynamic Throughput Maximization (DTM) model. This hybrid model adds one decision variable in the inspection planning; which is whether to implement DTM (assemble the inspected subassemblies selectively) or to assemble the inspected items arbitrarily. We expect this hybrid implementation to substantially reduce the failure cost when assembling the final assemblies for some cases. To demonstrate this, we solve a numerical example that supports our findings.

How to price your offering is one of the main managerial decision issues today and is alarmingly often not grounded in necessary market and cost research. Pricing is a complex topic, dependent on a multitude of internal and external factors, which makes pricing practice and strategy alignment even more difficult. As a simplifying measure, pricing practices are commonly categorized into three categories: cost-based, competition-based and value-based pricing, of which value-based pricing is considered the superior practice by scholars. Consequently, the issue of how to adopt value-based pricing and how to actually price according to value is pertinent and a main focus of this thesis. What comprises perceived customer value, how a firm creates and captures value, and how a firm chooses to formulate the customer value proposition in order to communicate the generated value are all questions that this thesis investigates and attempts to answer. Furthermore, the effects of the customer-supplier relationship on pricing and change management aspects of a transition to value-based pricing are also investigated and analyzed. In order to answer the research purpose and accompanying research questions, a qualitative single case-study was conducted. The case company was a leading company in the TIC-market, who just recently had started discussing implementing value-based pricing and was therefore deemed as an appropriate case for this study. Empirical data was gathered through semi-structured interviews with the employees as well as the customers of the case company. The analysis of the empirical data in conjunction with the theoretical framework led to a revised analytical model that attempts to explain the relations and correlations of the different concepts discussed in this thesis, as well as conclusions regarding the aforementioned research questions. This study concludes that the common value drivers are Quality, Delivery reliability, Delivery time, Price, Geographical location, Relationship and communication, Customization. Additionally, the study concludes that the alignment of pricing practice and strategy is heavily dependent on internal and external awareness, and it is of utmost importance for a firm engaging in value-based pricing to know not only their customer and market, but also their own capabilities and strengths. Regarding how to formulate the customer value proposition, the study concludes that it should be customized for the specific customer and have a resonating focus with elements of points of difference. Lastly, the study details the challenges that a firm transitioning to a value-based pricing practice might encounter, and the suggestive solutions to these obstacles.

Takođe, u radu se daje odgovarajuća metodologija za obavljanje inţenjeringa I reinţenjeringa preduzeća i iskazuje ĉinjenica da obavljanje svakog inţenjeringa i reinţenjeringa preduzeća, kao i funkcionisanje TQM-a podrazumeva postojanje menadţmenta u preduzeću koji se stalno inovira.Rad istiĉe ĉinjenicu da u procesnom organizovanju preduzeća treba da se razlikuje selekcionistiĉki pristup koji prvenstveno odgovara naprednim preduzećima u razvijenoj svetskoj privredi i totalistiĉki pristup, koji rad obrađuje, a koji prevashodno odgovara svim ostalim preduzećima. Osnovni kriterijum koji odreĊuje kad koji pristup treba da bude upotrebljen je kvalitet posedovanne marketinške organizacione culture. Ako je posedovana marketinška organizaciona kultura zadovoljavajuća onda za ostvarivanje procesnog organizovanja treba da bude upotrebljen postojeći selekcionistiĉki pristup, dok u suprotnom sluĉaju, koji je daleko rasprostranjeni, treba da bude primenjen totalistiĉki pristup, koga rad obrađuje.U radu je obrađen model za identifikaciju kvaliteta postojeće marketinške organizacione kulture preduzeća i iskazan naĉin pokretanja reinţenjeringa na primeru konkretnog preduzeća sloţenog karaktera i naĉin kako se identifikuju koristi od njegovog obavljanja u poĉetnoj fazi obavljanja (prve dve godine od njegovog pokretanja).Obavljeno istraţivanje je prevashodno analitiĉko deskriptivnog karaktera u okviru kog se dokazivanje postavljenih operativnih hipoteza vršilo po odgovarajućim radnim poglavljima koja nose njihove nazive. Takođe, u sklopu obavljanja istraţivanja data su odgovarajuća razjašnjenja pojmova: vizija, misija, opšti cilj, strategija ostvarivanja opšteg cilja, identifikovanje radne strukture i strukture radnih procesa, modeliranje poslovne strukture i strukture poslovnih procesa, i definisanje procesne organizacione strukture preduzeća sa uspostavljanjem novog baziĉnog marketinški orjentisanog organizacionog modela. Ostvarivanje ovakvog organizacionog poduhvata definisano je odgovarajućom specijalnom grafiĉkom interpretacijom. Na primeru jednog sloţenog preduzeća dokazano je, kroz poĉetne rezultate, da jedan ovakav pristup daje zadovoljavajuće rezultate.
The paper shows the need for the re-engineering of the company (RP), as performing a radical new process of organizing the total tendency of TQM implementation, called Enterprise Engineering (IE). It also provides an appropriate methodology for their performing and reflect the fact that the performance of each engineering and re-engineering enterprises, as well as the functioning of TQM, implies the existence of management in a company, that is constantly innovating.The paper highlights the fact that in the process organizing the company we shoulddistinguish differ process selection approach (that is suitable for advanced enterprises in developed world economy) and totalistic approach (which mainly corresponds to other companies). The main criterion that determines when that approach should be used, is the quality of subsumed marketing organizational culture. If the marketing possessed organizational culture is satisfactory then for the process of organizing should be used selection approach, while in the opposite case, which is far distributed, should be applied totalistic approach, which this paper deals with.The paper describes a model for identification the quality of the existing marketing organizational culture, of the company and shown the way to start re-engineering through example of a particular complex company and find way how to identify the benefits of its performance in the beginning phase (the first two years of its launch).Conducted research has primarily analytical-descriptive character, within which is done proving the set of operational hypotheses through relevant chapters which take their names. Also, through research performing are given adequate clarifications of terms: vision, mission, objective, strategy for achieving public goals, identifying the labor structure and structure of work processes, modeling the business structure and the structure of business processes, defining process organized structure of the company to establish a new base market oriented organizational model. The exercise of such organizational enterprise defines appropriate special graphical interpretation.

In spite of the implementation of modern technology and an efficient control procedure to improve equipment, the deterioration of the production process is unavoidable in most manufacturing industries. Inspections and maintenance activities are performed in virtually every production system. In this study, we construct models that allow us to economically determine the optimal inspection/disposition strategy for a batch of items produced by a machine that is subject to random breakdowns. We use the proposed mathematical framework to explore the issues relating to inspection errors, rework, preventive maintenance level, and minimal repair. The operational implications of the optimal strategy are then analyzed with a selected set of numerical results. We formulate dynamic programming of optimal strategy for two types of inspection activities: inspection of products and inspection of production systems. For inspection of products, we develop models of off-line inspection for a deterioration process having general shift distribution with an increasing hazard rate. To have an off-line inspection following an unreliable process is an appropriate quality assurance tactic in certain systems. Previous work has dealt exclusively with finding the point where the process shifts away from its in-control state to an out-of-control state. Our models incorporate the economic aspects of the inspection activity and of the two types of product inspection errors. Ignoring the true economics of quality assurance can result in unnecessary costs and time delays. We determine the first unit inspected and the average number to be inspected in a batch. We also study the effect of allowing rework on the optimal inspection strategy. For inspection of production systems, we generalize the classical economic production quantity model to consider possibilities of preventive maintenance errors and minimal repair. Our model solves simultaneously the optimal number of inspections, the duration of the first inspection interval, the economic production quantity, and the preventive maintenance level. Despite the strong interdependence between production, quality and maintenance, these three main aspects of any manufacturing system are traditionally modeled as separate problems. Few attempts have been made to integrate them in a single model that captures their underlying relationships. Our study essentially explores models for the joint optimization of production quantity, quality assurance inspections, and maintenance level. Our results demonstrate that these different but interrelated aspects of a manufacturing system can be captured rigorously in a united framework. Numerical simulations also illustrate the importance of viewing all theses decisions concerning core manufacturing processes in an integrated manner, rather than as a set of separate decisions.

This paper proposes an optimal policy which integrates production, inspection, maintenance, inspection time and inventory problem to consider imperfect rework and maintenance error are allowed for an imperfect production process. We find the optimal inspection interval, the expected number of inspection and economic production quantity of the maximum expected profit per unit. The production process may turn into “out-of-control” state from “in-control” state because of the human behavior or the machines. If the production process is “in-control” state, we execute preventive maintenance, system age is related to the level of preventive maintenance. When the production process is “out-of-control” state, some defective items are produced. Assuming some of the defective items can be reworked and turn to well item, others can not be reworked and turn to waste item. In conclusion, we investigate the benefit of the preventive maintenance in the deteriorated system of the production process. Numerical examples illustrate the effect of preventive maintenance level, imperfect rework, inspection time and maintenance error on the expected profit per unit.

A probability-based method for selecting an optimal NDI (non-destructive inspection) technique and its associate inspection schedule for fracture-critical members in steel bridges is presented. The probability of detection (POD) function for crack size of an NDI technique is utilized as the measure of inspection quality. Through Monte Carlo simulations for crack growth and repair actions after inspections, n times of inspections could generate 2n kinds of repair scenarios and the corresponding crack growth patterns (curves). Considering all crack growth curves and repair scenarios from Monte Carlo simulations, selecting a suitable NDI technique and its associate inspection schedule for a steel bridge fracture-critical member with the acceptable structural safety requirements becomes a mathematical optimization problem. The solution of the problem can provide an economic and safe inspection strategy for steel bridges against “fatigue” or “corrosion-fatigue” problems.

The semiconductor and TFT-LCD industry played almost a main role as the major economical source in Taiwan. This is based on the impetus given by the "Two Trillion, Twin Star Industry' to the Taiwan government. To be in the lead in these two industries, government-university-industry invests lots of resources. Due to the combining of the AOI market with photonics technology, image processing technology, and automation, demand of market increases annually in Optical Inspection Industry. By the demand of system down-scaling and higher speed, AOI becomes a key point of competition in high-technology industry. In technology of IC and FPD inspection equipment, vendors have had a specific standard in such as optical technology, visual recognition technology, and electrical property testing. In recent years, Center for Measurement Standards of Industrial Technology Research Institute has given an impetus to job assignment and integration of upstream to downstream of AOI industry, and has given an impetus to interchange with information, technology, and talented people to enhance benefit of industrial cooperation. Due to the huge potential value of high-end optical inspection equipment which is the trend of quality control and local market is occupied by foreign companies, the target of this research is to lower cost of equipment from buyers and to enhance the market competition of local suppliers. The standard equipment of TFT-LCD optical inspection industry in Taiwan is already low in profit, thus Taiwan must have research in higher value added equipment to get rid of foreign competition and to create “Blue Ocean”. Through analysis of industrial ecology and SWOT, this research finds out related strategies to maintain, defend, strengthen, and hedge localization of high-end optical inspection equipment. Hopefully this research can provide suggestions of future development and strategy to TFT-LCD optical inspection industry vendors in Taiwan.

Most manufacturing industries utilize the batch model of production. Therefore, determining the optimal economic production quantity (EPQ) is a relevant inventory management issue. Determining EPQ for manufacturing processes has been extensively studied in the literature. However, changes in the social environment and global economy have affected the total cost structure. Consumers are more concerned than before about product quality and manufacturing equipments has improved. While thinking about minimal total cost, other important considerations are product inspection, maintenance of equipments, non-conforming products and related costs of implementing EPQ strategy for more practical situations. The imperfect process has a general deterioration distribution with increasing hazard rate. Even with periodic preventive maintenance, such a production system can not be recovered as good as new. This means that the system condition depends on how long it runs. Also, the PM level can be distinct due to the maintenance cost. This research develops integrated models and explores the influence on the total production cost of three production conditions in considering the situations of an imperfect process with imperfect maintenance for the joint determination of economic production quantity (EPQ), inspection and preventive maintenance. The first takes minimal repair and inspection time into consideration to develop an integrated model. The second extends the first model to consider inspection errors and preventive maintenance error due to human or technological limitations. And implementing the model to use Weibull shock model as an example conducts numerical analysis. In the goal of minimal expected total cost, this research analyzes the optimal EPQ in various conditions to propose the optimal strategy of inspection and PM, and to prove that performing PM makes the reduction of total cost. The third develops an integrated model in considering the situations of an imperfect process with shortage, and an imperfect rework process for non-conforming items. There is a percentage of the reworking items fail the repairing and become scrap items in the imperfect rework process. We use numerical analyses to simulate the effect of changes in the various parameters on the optimal solution. And look at the optimal inspection interval, inspection frequency and production quantity that maximum total profit which the advantages of rework process were explored.

After seven years of construction period, Taiwan’s high speed rail (THSR) was officially in operation by company A on the January 5th, 2007 and became one of the important trainsportation in the western Taiwan. The total operation route distance is 345 km and the average daily capacity is about 120 thousand passengers; the daily capacity could be upto about 180 thousand passengers during the Chinese New Year holiday or the consecutive holidays. THSR has become the first choice of long distance travelers in Taiwan. The high speed rail (HSR) cars of A company adopted Japanese Shinkansen system and the operation speed could go upto 300 km/hr resulting in about 90 minutes transportation time between Taipei (the northernmost station) and Kaohsiung (the southernmost station). The operation mileage has been accumulated rapidly in this daily operation situation. The accumulation mileage of all trains (30-set cars) has been reached to 2.4 million kilometers car body general inspection period. According to the trains maintenace framework of A company, the train should be maintained by car body general inspection (the fourth maintenace period and the code is GI-2) when the train operation mileage achieves 2.4 million kilometers. This research has been focused on studying how to approach the optimum car body general inspection of HSR trains. Firstly, this research introduces the car body general inspection status of HSR trains, including schedule planning, maintenace process and human resources arrangement. The problems of the maintenance status was then studied, for example, the tight schedule has compressed the normal working hours, this has resulted in non-stable maintenance quality, and even worse the schedule plan dosen’t consider the risk management and control. After analyzed the problems, this study proposed the maintenance improvement strategy of rotation. By comparing the maintenance practices and applying rotation maintenance, the maintenance problems were expected to be improved. The research results were that the problem of working hours’s compression could be eliminated and the maintenance operation quality could be more uniform. This research was also the first synergy in A company by combining the rotation strategy and risk management that weren’t considered in the original scheduled plans. Finally, this research has concluded that effective general maintenance could be enhanced by the proposed rotation based strategy with risk management.

The 3D printing technology is invented around 1980 to today, its continual development to the present day is mature and has already been applied in various areas to fulfill specific industries’ requirements to the rapid prototyping function. Since then, there is an increasing pressure, mainly imposed by regulators (TÜV), to implement the safety inspection so as to ensure all the 3D printing objects meet quality, safety, and environmental standards. In specific, how to establish a safety inspection standard on materials, machines and equipment, and software in 3D printing, has become an urgent event by the phenomena of sprouting needs of Additive Manufacturing system. This paper conducts a case study. Data was collected by reviewing related literature, interviewing with selected employees in E company and conducting the SWOT analysis results of the E company in local 3D printing inspection market competition. The study found E company’s niche position is in its existing resourceful client database and its semi-governmental credibility. Nevertheless, the major weakness exists in its lack of experts in the 3D printing knowledge. Therefore, the foremost strategy to implement a series of 3D printing verification and inspection system for E company is to both seek the external alliance and to promote the on-site training which can accelerate talents’ built-up skills and enable the safety assessment process. In conclusion, the 3D printing products will eventually penetrate into consumer market; it is suggested that E company to take an initial step to prospect the 3D printing market around its existing clients and to create barriers to other competitors as soon as possible.

Those Taiwanese major industries such as semiconductor, Flat-Panel-Display, opto-electronics , electronics, bio-tech, etc. all need high-speed and high accuracy integrated Automatic Optical Inspection systems for detecting abnormality and provide fast recording. The procedure is to study the present stage of challenges Automatic Optical Inspection equipment companies are facing in shorter product and industry life cycle; the increasing investment cost in new product development; the lower profit caused by low cost product trend, and the increasing quantity of competitors. The first part of this research is to study the relevant literatures of the field as the theoretical basis of the thesis. Secondly, collect and analyze the information about opportunities in Automatic Optical Inspection market. Moreover, using Flat-Panel-Display market which has the highest capital equipment investment in high tech industry to do the market analysis and strategy study. Through the benchmarking company’s case study, this research will focus on the growth opportunity and the selection of competitive strategy once the new business development cost is very high while internal resource is limited. Recommendations and suggestions will be addressed in the strategy which is to match the company initiatives. The result of research shows the application of AOI industry is extremely wide. While building Blue Ocean strategy, cooperate should be based on existing niche market first and proceed the vertical integration or horizontal development to look for the new market opportunities; Face the globalized competition and demand of localized service, cooperate needs to stand from customers’ point of view and think about reducing customers’ use cost and improving the service quality. Also, can use the tool of Strategy Canvas Analysis and Four Action Framework Analysis to create the new value curve. The benchmarking company followed the above strategy and has already succeeded in defeating the existing Japanese vendor to win the adoption of the biggest TFT/LCD manufacturer in Taiwan. This research is based on Flat-Panel-Display to do the analysis. I believe the result of research can be regarded as the reference basis while AOI companies develop other industries.

A large number of agricultural products has been opened up importing since Taiwan joined the WTO in 2002. People in Taiwan are paying more attention on food safety of the imported products. Nowadays, Food Trading has developed at this international trade time. The sources of the imported products has tended to diversification and globalization. In that case, food safety has become a valued target internationally. Based on our country’s food safety regulations, no matter what random sampling on imported fresh vegetables and fruits, standards, tests and certified procedure, they all take higher standard to pass in order to protect Taiwanese healthy. Due to the tests of imported products is a typical case of international trade, not a Non-tariff barriers. It is not economical on labors, time and money, especially when imported products do not pass our chemical tests and cannot be sold in the markets of imported countries. It derives many problems such as rectification, ship-back or destroyed containers. And these are the wastes. In order to ensure exporting smoothly, the purpose is based on Taiwan contract. Contract farming and extend to overseas – the satellite farm idea. Through the contract farming way, in order to ensure meeting Taiwan MRL regulation. So it can achieve the feasibility of the imported plans. Currently, in Taiwan, the global certification part is not the main approval items on imported products. The certified standards are not the same in all countries. But the most important of all is to pass the custom without any problems. But the global cert has a plus effect. The highest certified level of the risk control in the world is the basis and doorsill. LGMA cert is for USA and European countries. In Japan, there is JGAP and in Taiwan, there is TGAP. However, these all only limited in domestic requirement. Thus, the main point of this research is to point out food safety inspection problem of the imported products. Put into effect on source management of supplying country. Controlling is not only checking on healthy of countrymen, but also the key of agriculture and foreign trade policy. We should discuss food safety trend and mechanism in many ways. Look forward to analysis our country and other existence global standard in each direction and collect and find out problems and suggest the improved ways, in order to set countrymen’s mind on food safety of imported produce without fear. This research collects key points of controlling imported vegetables and fruits successfully. Conclude the following conclusions for government and importers reference: 1.Set up good independence management systems controlling mechanism (Set up independence management units and plan good products handling procedure.) 2.To make sure foreign overall sourcing management. (Including contract farming, GAP enterprise with owned farm, independent labs, Global certificate) 3.Build up global standard certified systems. The testing, inspection and certification (TIC) offers to ensure that the product meets definite quality, technical safety, and performance regulatory standards. It confirms the result of a test or inspection against pre-specified set of standards set by the governments, international standardization institutions. As long as the products which would affect human life and safety, they must be subjected to TIC by a third-party certified body. This will ensure that those products used safety for human life in the future. Migration of the manufacturers in emerging economies and increase in the disposable income in these regions provide an opportunity for the global market. The major players in this eco-system expand into market segment through the merge & acquisition (M&A) or joint ventures (JV) and achieve the purpose of growing rapidly. The advantages directly gain the target market include the existing technical capabilities as well as the customers immediately. This strategy can also quickly increase revenues to reach short-term goals. Therefore, through M&A or JV to expand is the most rapid and convenient growing strategy for the companies with strong financial strength. This thesis is based on a case study, adopting ME Porter, Five Force analysis model to analyze the competitive situation in the TIC industry firstly. Then, analyze the motivation for the international TIC Company to establish a joint venture and the key value. Finally, by means of value innovation from the Blue Ocean Strategy, the acquisition is explored whether the development of blue ocean market would be achievable in the future.

The equipment investment often accounts for a large proportion of capital expenditures in the establishment of a new plant or expansion in Taiwan's TFT-LCD industry. Policy makers face great challenges, including how to meet their capacity planning, product range needs, equipment types and number, and how to control the cost and time with set procurement strategy. These are the factors to be considered by the many decision-makers in the procurement process. This study mainly explores the equipment purchasing requirements for production needs assessment, the procurement strategy and associated decision-making process, and the considerations in the evaluation of procurement benefits. Through the literature review and case analysis comparing TFT-LCD and semiconductor industries practices, this study proposes a systematic process to include early supplier involvement in the equipment evaluation and procurement processes, multi-sourcing strategy, and strategic supplier for the dual distribution. The development of the semiconductor industry has changed our lives and has become a necessity for human life. Semiconductors have become omnipotent from omnipresent. In 2018, the China- US trade war affected all industries. The United States banned US-based key equipment from entering China, and used trade negotiations to demand that China abandon its subsidy policy for the “Made in China 2025”. However, China continued to use national resources to actively develop the semiconductor industry. The sales amount of semiconductor equipment is the second largest market in the world in 2018. This study indicates the current development status of the semiconductor optical inspection equipment industry and the future development trend of the industry, so as to the two of the top five of semiconductor optical inspection equipment industry as a case study to collect data and analyze the business strategies and development. This thesis studies the enterprises should be focus on their core competitiveness or making diversification at the right time. By the case study to discuss the develop relationships between the competitive advantage and the management strategy of semiconductor optical inspection equipment industry. For the competent authorities to manage audits and reviews, compulsory formats are defined in the Building Act to specify the technical contents and implementation for building area of refuge and equipment safety inspections (building public safety inspecting) conducted for building fire safety. Due to the style change in buildings, related laws and regulations outside of the existing Building Act and Firefighting Act are established or revised as specifications for reviews. While the contents of some clauses overlap with one and other to include the original logic, they make defect pattern inspections and reviews more equivocal. Through literature review and case analysis, this study recommends improvement strategies for the reference of related personnel after consolidating the data of inspection results and analyzing defect factors with regard to the regulations and criteria for standard inspection and reporting and the relevant laws and regulations for enforcing the use safety inspection of modern, complex buildings to ensure public safety and protect the safety of citizens. This study found that total and effective protection for the public safety of modern buildings cannot be achieved simply by defect inspections and improvements. Instead, it is necessary to consider the potential fire risk factors hidden behind building use and management. Currently, these factors affecting the indoor fire safety of collective housing are not included in the scope of inspections. In the building construction and supervision processes, the lack of complete management in area of refuge construction leaves potential risk in future management and maintenance of public safety. In addition, it is necessary provide active awareness education and guidance for application to resolve users’ insufficient knowledge of the fire safety marks in the self-management of public safety. Furthermore, actions should be taken for the instability of the on-line reporting system and the inconsistent items in the inspection reports. Relevant recommendations are thus made with regard to the research findings to ensure the exact inspection, management, and education and training for building public safety in order to improve the quality of public safety, prevent disasters, and provide a safe living space for citizens.

In refineries and the petrochemical industries, the enormous amount of piping is more complex on distribution than other types of equipment. In general, much more difficulty in inspection planning is encountered compared with other types of equipment in these industries. However, the lack of jurisdictional requirements on the inspection interval and method for piping or the inspection interval being only based on piping service classifications in the existing regulations, such as API 570, may cause under-inspection to some piping, or over-inspection to a majority of piping, which will result in unacceptable risks, along with costly loss of resources. How to ensure proactively safe operation and production efficiency of refinery pipings? The integral inspection methodology on pipings should not only consist of remaining life estimation and perfect inspection planning but also be with reliable inspection methods, professional analysis and continuous improvements. In total, it will consider safety, efficiency, quality, even better management and cost control. Further studies were made to the current deficiency on remaining life evaluation of piping with corrosion such as general corrosion, local corrosion, etc. Based onexperiment and theory derivation, a method on life evaluation was made. Final a completed inspection strategy for piping was described. The main results of the study are as followings: 1. On-stream inspection instead of shutdown inspection is the development trend on inspection during these years. However for on-stream inspection, temperature effect will take the deviation on ultrasonic thickness measurement result. This will result in the difference on remaining life calculation even the unpredicted risk. A modification on temperature effect to thickness measurement, which based on experience model deduction and a set of experiments verification was provided in the study. The modification was proved that it could avoid the deviation on thickness measurement arisen by temperature effect, risk and losses by the follow-up difference on the inspection planning 2. In general, there are two methods used on life evaluation to local corrosion. One is based on the thickness measurement with Pit Thickness Gauge then evaluated it as general corrosion so it will get a very conservative result and may take the resources wasting. The other is evaluated with FFS. But the method does not include the way on how to assess the remaining life, which only verify if the defect acceptable. So it is difficult to be used as the basis for inspection planning. An equation based on the limited load of local corrosion was provided in this investigation to calculate the remaining life with local corrosion. The study gives the complement to the current codes and studies. 3. Up to now, there is no regulation on planning and management of piping. A completed inspection strategy for piping inspection is described in the study based on detailed research for local and international investigations. The strategy cannot only give help on increasing operation safety of piping and also can make lessen big cost on piping. 4. For local corrosion measurement, a total measurement criterion was presented in a deeper extent. Especially, for hidden local corrosion, such as corrosion under support, based on the pulse echo ultrasonic inspection method application and actual empirical data, an experience equation was derived for 3” piping with local corrosion. This will be given a direction for study on larger piping of interest.

The in-line quality control (QC) measured data plays an increasingly important role in both the control and the improvement of yields in the production process of semiconductor manufacturing, especially in 300mm semiconductor factories. Thus a breakthrough in the measuring methodology associated with wafer level production is highly desirable. This research addresses this issue and proposes an extended concept of virtual metrology (VM) that utilizes the status variables identification (SVID) of process equipments to predict process quality of wafer level. In this research, we will discuss two modeling techniques, namely multiple linear regression (MLR) and partial least square (PLS) regression, to build prediction models for the film thickness and critical dimensions (CD) for the on-line production of semiconductor manufacturing. This research proposes to use statistical process control (SPC) rules to enhance the credibility of the VM applications based on the tendency and characteristics of the residuals of the VM models. Finally, this study presents an architecture for the control and alarm mechanism of the VM approach in semiconductor manufacturing and illustrates the results on the application of this architecture with two real cases as well. The defect of process equipments is a major factor that impairs the yields in the mass production of semiconductor wafer fabrication and it is a main supervision means to use high-resolution defect inspection tools to detect and monitor the defect damage. Due to the high investment costs of these inspection tools and the resulting decrease in the throughput, how to improve the sampling rate is an important issue for the associated inspection strategy. This research proposes a new concept and method of virtual inspection (VI) to enhance the detection and monitoring of defect effectively in semiconductor production process. The underlying theory of the VI concept is that the state variables identifications (SVIDs) of process equipments can reflect the process quality effectively and loyally. The approach of VI is to combine the application of the fault detection and classification (FDC), and the defect library and the re-engineering of inspection procedure to reach the full-scope of strategic objective. VI enables the defect monitoring to enter a new era by promoting the monitoring level of defect inspection from the previous lot-sampling basis to the wafer-sampling level, and hence upgrades the sampling strategy from random sampling to full and right sampling. In this study, we utilize various typical defect cases to illustrate how to create VI models and verify the reliability of the proposed approach. Furthermore, we present a feasible architecture of the VI implementation for mass production in semiconductor factory.

Due to the Moter Vehicle offices lacking sufficient space and manpower, the regular vehicle inspection function has been outsourced to A, B type vehicle repair shops or gas stations to carry out the inspections. In addition to more than 600 inspection lines already existing in the Moter Vehicle offices, there are more than 500 inspection lines in the contracted inspection companies. Hence, the competition among these contracted inspection companies has become more and more intensive. The purpose of this study is two folds: first, is to use Porter’s five forces analysis and SWOT analysis approach to investiage the current internal and external business environment for a contracted inspection company in Yunlin County; and second, is to develop buiness strategies for that company based on the analysis outcomes. The conclusions of?this study are: 1. The contracted inspection industry should work toward the goal of combining vehicle maintenance with inspection. 2. Focusing on repairs or integrating with automobile environmental and technological industries in order to generate more business opportunities. 3. Improving customer service and performance will be the new weapon of success, and is the critical factor to achieve a triple win situation for the business, its employees, and the society.

Automatic or automated optical inspection (AOI) is a key technique used in the manufacture and inspection, and it majorly works as an automatic visual inspection tool for a large number of products such as printed circuit boards (PCBs), lids or labels on product packages, agricultural products (seed corn or fruits), and automotive parts. The method is regarded as the most dependable inspection process for PCBs in most of the electronics industries. It is now used worldwide in most of the surface mount technology (SMT) production lines, to detect a variety of surface feature defects. The AOI market is segmented on the basis of type, technology, product, application, and geography. The market is segmented into major application sectors such as industrial, medical, agricultural, automotive, aerospace, and defense. The market based on product is segmented into lighting, imaging, and data storage products. This research aims to conduct an industry analysis through literature review and will be followed by a case study of a Taiwanese AOI manufacturer. The research applies the framework of five forces analysis, industry life cycle, technology and product life cycle, and value chain analysis to depict the competitive landscape of AOI industry. In the last section, the research offers some suggestions to the case company for its future possible development under the trend of Industry 4.0.

How to control the found and promote beneficial for pavement maintenance management is a very important study. This study used statistical analysis in survey data of provincial highway, and we try to find a strategy to put forward a proposal for reform of maintenance regulation. Let us combine the database of management system and survey system, and construct the module of the system to give play to strong points in pavement management. The strategies of pavement maintenance is including that using perpetual asphalt, enhancing thickness of asphalt, using open contract, using information system, modifying the regulations of survey, constructing pavement management system, etc. So we can give a very good example to the competent authority of provincial highway, it shows that how to provide a good service of road.

Since 1979, Washington has adopted “Strategic Ambiguity” as its guiding principle in dealing with Taiwan and China. But that also has invited both sides of Taiwan Strait to probe the limits and that also has resulted in some crisis during Bill Clinton’s presidency. Before George W. Bush came to his office, he has favored speaking clearly. After he started his presidency, the cross-strait policy of his administration has turned from the strategic ambiguity to “Strategic Clarity” in which Bush uses a dual approach—the US tolerates no Chinese military actions on Taiwan and the US does not support and even is against “Taiwan independence,” to prevent both sides from crossing the red line. However, during his eight-year presidency, challenges to the policy have never stopped. In this study, I have tried to examine the dilemma of President George W. Bush’s “Strategic Clarity” policy and found out two crucial factors contributing to this difficult situation: first, the rigid U.S. and Taiwan friendly bilateral-relationship and the adversarial relationship between the two sides of Taiwan Strait. Second, the U.S. has fallen into the dilemma of “Unintended Pivot.” By means of theoretical analysis, two variables, the rigid friendly bilateral-relationship and the dilemma of “Unintended Pivot”, which result from self-identity consciousness, will be put into the Asymmetrical Triangles Macro Utility Pattern analytical pattern to search for the best Asymmetrical Triangle Macro Pattern so as to help clear away all the obstacles in the way of President Bush’s Strategic Clarity Policy for the Cross-Strait dilemma. After the theoretical analysis of the Asymmetrical Triangles Macro Utility Pattern, I have got a conclusion that the “M’ enage a trios”strategic triangle is the best strategic triangle shape. However, while put into practice, the“M’ enage a trios”strategic triangle would face two challenges. The first one is whether the United States can maintain its stable bilateral relations of allies with Taiwan as well as its Asia-Pacific military layout. The fact is that, though the U.S. has been seeking for the cross-strait economic and trade cooperation instead of ideological confrontation between both sides of the Strait., it would not be happy to see them move toward reconciliation on the military level. The second challenge lies in the internal political changes. If Washington intends to move toward the establishment of a “trilateral family-type (M’ enage a trios)” strategic triangle, and would like to promote the cross-strait dialogue, the internal political factors should be taken into consideration. In addition to the ongoing examinations and theoretical analysis, some measures can be taken, such as reducing the cooperation with China on "anti-independence" issues, and making use of Chinese negative image in some of the diplomatic contradictions as a bargaining chip to maintain “the relationship of constructive cooperation” with China. In this study, George W. Bush’s strategic clarity policy has been inspected through the strategic triangle theory in the U.S. national interests’ premise, with a conclusion indicating solutions to the dilemma of the U.S., in hope to offer the result of my efforts for theoretical dialogue on this subject among the academic and political circles.

Customs administrations, worldwide, are adopting the trend towards risk-based processing of international cargoes as a means of facilitating trade. This has lead to the introduction of innovative processes ably supported by technology to realize improvements in customs effectiveness and overall efficiency. Widespread use of e-commerce in trade-customs transactions and exchanges, likewise necessitates complimentary technical support where Customs has need to intervene in a specific import, export or transit consignment. South African Revenue Service (SARS) is presently developing and enhancing its core competencies through training of its personnel in the disciplines of risk management, anti-smuggling and post clearance audit. It therefore becomes essential that these capacity building initiatives be complimented with the most appropriate tools for conducting cargo examination. The current physical examination process and inspection techniques are both time consuming and costly for business and render the goods liable to damage and theft. Recent historical events, specifically the 9/11 tragedy in New York, has caused international organizations such as the G8 and World Customs Organization (WCO) to consider the implications and effects of terrorism on international maritime transportation. The G8 adopted a Co-operative Action Plan on Security covering all aspects of transportation security and the WCO adopted a Resolution on Security and Facilitation of the International Supply Chain. Both initiatives aim to ensure safer and more secure maritime trade on the global scale. Fundamental to SARS Customs ability to successfully implement such measures are the following: Availability of advance electronic customs data Automated risk profiling and targeting capability Availability of non-intrusion inspectional devices (X-ray cargo scanners) to examine cargo. These three criteria are essential for SARS to participate in supply chain security initiatives and to facilitate the transportation of international consignment. Accordingly this research project explores how the external and internal environment impacts on SARS. It further critically analyses the core competencies and resource strengths of SARS. To support SARS in its effort and in its process of starting a project to improve controls and facilitation of goods at ports of entry within the Republic, this study explores and expounds on infrastructure and business application needs of SARS. Finally the research project concludes with a recommendation of the most effective approach towards the implementation of cargo scanner 'shared, outsourced service."

Taipei Labor Inspection Office adopted a strategy that combined advocacy, inspection and counseling to enhance the effectiveness of occupational hazards prevention. Since 1998, it began to change the policy from “inspection strengthening” to “self-management”. With hierarchical management of the construction sites in Taipei according to this strategy, construction sites of different levels have different inspection frequency and different degrees of inspection. In accordance with the self-management program, if an construction site in Taipei who joined this program obtains "excellent" or "Premium Class" certification, unless occupational accident happened, or special inspection project is launched, or citizens report, or other dangerous situations occur, the inspection personnels will not do labor inspection, but will still occasionally provide unscheduled counseling by official chief. As long as the construction company fills out the report form on time according to the program of the standard inspection flow, this company is nearly unregulated. But the occupational accident rate of those sites who applied to self-management program did not fall as expected, it does not achieve the goal as set by official performance indicators; therefore, this study aims to explore the reasons why those sites who obtain "excellent" or "Premium Class" certification, have shown that their behaviors and attitudes toward occupational safety and workers’ health have become more lax after joining the program? This study found that after the implementation of self-management program, moral hazard behaviors occur in different hierarchical levels of organizations. Construction company’s directors do show moral hazard behavior, while those in charge of occupational safety and health work, some do have moral hazard behavior, out of profit motive and time concern of the construction project among many other factors. All together explains why this self-management program does not achieve the goal set by official performance indicators.
