The analysis of international experience of innovative development illustrates the need to consider regional features when creating innovative strategies. We examined the dynamics of the innovative potential of Russian regions over the past decade. We hypothesise that an effective targeted innovative strategy of a region should be closely related to its socio-economic strategy, relying on the most relevant scientific, technological, and educational potential. We identified 4 main criteria for differentiating innovative strategies. These criteria application increases the effectiveness of innovation policies. These factors include the relationship of regional innovative strategies with relevant socio- economic strategies, the innovation and technological specialisation of the regions, regional needs for innovative transformations for the future, and forms of innovation activity. A comparative analysis of innovation and production capabilities and needs of Russian regions showed significant differences in the number of people employed in research and development, technological innovation costs, manufacturing output and other indicators. Based on the analysis, we identified top 15 regions, which are the most innovation-ready. The study used comparative analysis methods, economic and statistical methods, and forecasting methods. We proposed an algorithm for using a differentiated approach for strategizing regional innovative development. Finally, we concluded that a differentiated approach to the development and implementation of innovative development strategies allows improving the efficiency and targeting of state innovation policy through more efficient use of available resources and opportunities to strengthen the sustainability of regional communities. The article is intended for experts in the field of theory and practise of managing the innovative development of regions.

The article is dedicated to the innovative journalism, directed to incorporation of the media in the innovation process in order to highlight and explain the essence of intellectual economy, the consequence of which is the increasement of essence of innovation understandingin society. The formation of innovative economy in the world in the second half of the XX century caused the emergence of a unique communication area: between the scientific community, business and government. The main purpose of communication is to organize dialogue between all participants of the innovation space, promotion of innovation as a key factor for sustainable development of competitive state and society.The dynamic development of the social, scientific and technical and economic sphere, the emergence of the new knowledge and technology on the same level with the increasement of the information flow modifies journalism. Even today, scholars fix signs of the restructuring media-information space on a planetary scale, which is connected with the global competition between traditional and online media. Such competition leads to a series of epochal changes in the activities of international and national newspapers and magazines, radio and television, news agencies and the press centers. Undoubtedly, all these factors contribute to the emergence and the development of innovation journalism, which in many ways is more multifaceted than its traditional counterpart.

In the society today, as well as in public administration and economic entities of the Russian Federation there is an awareness of the need to activate the innovation process and assess its quality. In addition, global challenges require the implementation of foresight management mechanisms aimed at forecasting technological development in the conditions of Russian reality. However, the existing system of indicators that is used in Russian practice does not fully meet the needs of the state and society in assessing innovation. The article proposes a Balanced system of indicators for assessing innovation activity (SSPOID) of economic entities, which is designed to combine the past and the present with the prospects of development, the objective function of which is to maximize the increment of the market value of the economic entity, taking into account the mission and strategic priorities of each particular company. SSPOID includes indicators, which are divided into nine groups that characterize the socio-economic development of the economic entity, human capital, financial condition, competitiveness, technology, competitiveness in the labor market, investment, innovation and sources of innovative development. The analysis of the development of industrial production in the Russian Federation for the period of 2011–2016 allowed to determine the strengths and weaknesses in innovation. The strategies of innovative development of a number of production companies (ALROSA, PJSC «NC “Rosneft”, JSC “United shipbuilding company”, JSC “BALTIKA”) were analyzed. The main areas of their innovation activities are as follows: improving energy efficiency, focus on strategic technology, the digitalization of production, the implementation of environmental innovations, improving production security, import substitution. The necessity in the creation of the integrated industrial and production complex, which will be optimum from the point of view of satisfaction of consumers’ needs for production, is justified. In the framework of the integrated industrial complex, the rationale for its focus on creating and maximizing the increment of the network added value is proved.

The purpose of the article is to develop proposals for intensifying the development of innovative entrepreneurship in Ukraine. The importance of intensifying innovative entrepreneurship is recognized by any business entity, because new innovative ideas, solutions embodied in a particular product can provide competitive advantages. The presence of entrepreneurial initiative by business entities, the use of effective tools to stimulate innovation, creativity and effectiveness of innovation can significantly enhance innovation entrepreneurship and overall efficiency of the innovation process. The methodological basis of this work is the synthesis of general scientific methods of theoretical and empirical research (method of cognition, analysis and synthesis, generalization and systematization of information). Results. Innovative entrepreneurship covers all stages of the innovation cycle: from the initiation of a new idea to obtaining specific results from the market use of the product. The main subjects of innovative entrepreneurship can be any enterprises and organizations that carry out innovative activities or are innovatively active. To develop effective measures to intensify innovative entrepreneurship, first of all, it is advisable to focus on identifying the strengths and weaknesses of innovative entrepreneurship, as well as opportunities and threats for its intensification in Ukraine. In this sense, it is important to assess the current level of innovation process, its staffing and financial resources, the level of innovation infrastructure, the establishment of integration relations between the main participants in the innovation process, the effectiveness of innovation, demand for innovative products and more. Practical implications. The analysis allowed us to reveal certain results. The strengths of the possible activation of the innovative enterprise include: the presence of a high level of personnel component of scientific potential, which characterizes the ability to generate new ideas; accumulated experience of successful innovation, cooperation between science and business, as evidenced by the main indicators of innovation, the number of innovationactive enterprises and enterprises in industry that implement innovations. Weaknesses for the intensification of innovative entrepreneurship should be highlighted: insufficient funding for science and education; declining trends in almost all performance indicators of innovation, which requires rapid implementation of measures to curb their further development in the field of innovation. Thus, in order to intensify innovative entrepreneurship in the near future, it is advisable to implement a number of measures, the tasks of which cover the following main areas of change: clear awareness of the national economy’s ability to innovate, create conditions for new products, increase its competitiveness; ensuring diversification of sources of financing of innovative activity of enterprises in order to reduce the costs of acquisition and use of innovative products; establishing close and productive interaction of the main participants of innovative entrepreneurship. Value/originality. The use of comprehensive analysis allows to identify the main problems of hidden entrepreneurship, taking into account the specifics of its manifestation in modern conditions.

Government policy issues and approaches of improvement innovative entrepreneurship are considered in the paper. Elements of policy intervention on innovative entrepreneurship were described. The way firm innovate and the nature of their contributions to innovation varies and depends critically on firm characteristics and the conditions they face to engage in innovation. The “technology push” and “market pull” models provide two perspectives on firm innovation. Innovation output may differ along the several dimensions, including the type of innovation and the impact of innovation. Innovation can play a critical role in addressing socio-economic objectives, which are affected by the following factors: economic growth and employment, environmental challenges, social challenges. Innovative entrepreneurship can contribute to socio-economic challenges by formalizing the informal sector. The main policy approaches to address challenges associated to policy intervention for innovative entrepreneurship deal with: institutional governance, strategy and coherence of policies, policy-making contexts for innovative entrepreneurship. Achieving coherence and balance in the set of policies affecting innovative entrepreneurship, and coordinating the various actors involved in these policies have, consequently, become increasingly important for policy efficiency. Specific rationales for public policies: access to finance, access to knowledge, access to labor, entrepreneurial capabilities and culture, market development and access, regulatory framework. Access to finance is a key driver in the creation, survival and growth of innovative new ventures. Within the context of innovative entrepreneurship, public policy can in the following ways: debt financing, venture capital, business angels, private sources of funding. Access to debt financing is a critical issue for innovative businesses. It allows them to finance their growth, meet working capital requirements and invest in innovation. Relevant to innovative entrepreneurs are alternative types of loans, such as convertible and subordinated loans. Convertible loans give lenders the right to convert credit into an equity participation in the company, whereas subordinated loans are junior forms of debt that, in case of insolvency, have lower priority than senior debt (e.g. asset-based lending). They are riskier but pay higher interest rates.

Making existing cities develop more innovatively is an urgent priority in globalization for city sustainable and healthy development. The built up of innovative city is based on the traditional urban which progressed by its original factors of production, after constantly enriches its innovation resources and enhances its innovation capability, then becomes successful innovative city. The accumulation of innovation resources is the foundation of the innovation ability, so the evaluation analysis on the city’s innovation resources could explain the developmental status of the innovative city on the one hand. This paper first introduced the formation symbols and condition of the innovative city, specifically explained the significance of the innovation resources’ accumulation during the innovative city forming processes. And then took the innovative city evolution of Hong Kong as an example, analyzed the development and change of the innovation resources index in the latest decades by the use of mathematical models, summarized the forming processes of innovative city from innovation resources aspect, and the different characteristics during the forming stages.

The state and peculiarities of the development of the innovation infrastructure of Ukraine were analyzed in the article. It was found that: 1. At the present stage of development of the country, it is difficult to determine the real state and peculiarities of the development of innovation infrastructure, as different institutions provide different, and sometimes diametrically opposed, information on the number of elements of the innovation infrastructure that is created and functioning in Ukraine. 2. Innovation infrastructure of Ukraine is not only fragmentary, but it also shows a steady negative trend of development - the number of elements of innovation infrastructure is constantly decreasing. 3. Innovative funds and companies are the most developed type of innovation infrastructure in Ukraine. 4. The most innovatively active are large (on average 29.2% of surveyed large enterprises) and medium-sized enterprises. 5. The Most Ukrainian innovative enterprises implemented non-technological innovations (implemented marketing and organizational innovations). 6. The vast majority of Ukrainian innovative enterprises with technological innovations engaged in the purchase of machinery, equipment, software and facilities. 7. Only 25% of innovative enterprises with technological innovations co-operated with other enterprises and organizations. 8. Innovative enterprises with technological innovations often collaborated with suppliers of equipment, materials, components or software. 9. Innovative enterprises of Ukraine mostly cooperated with Ukrainian enterprises (on average, 24% of enterprises with technological innovations), on average European enterprises and organizations accounted for 5.7%, China and India – 1.3%, the USA – 1.2%. 10. Innovative activity of enterprises of Ukraine is characterized by clear regional and branch specifics. 11. The vast majority of innovative enterprises carry out their activities in the processing industry, information and telecommunications. 12. The regions-leaders in terms of the share of innovative enterprises in the total number of enterprises are Rivne, Kharkiv and Ivano-Frankivsk region.

The key factor influencing radical structural changes in the economy is innovation. In this regard, the question arises about the assessment of the ability of industrial enterprises to innovate, i.e. innovation potential, which refers to the totality of resources needed to implement innovation. Innovation potential contains a number of components, depending on the type of economic activity of an economic entity. Based on the analysis of existing methods of assessing the innovative potential of industrial enterprises, most often the assessment is limited to the methodology of expert assessments, which is subjective and does not reflect the real situation. The classification of the components of innovation potential and a set of indicators that assess its state are not sufficiently presented. The article presents a set of indicators for assessing the innovative potential of the enterprise and the classification of enterprises in terms of innovation potential. And in conclusion, the algorithm of the proposed methodology for assessing the innovative potential of the enterprise is presented.

Purpose. The aim of the article is determined on the basis of a systematic approach and generalization of theoretical and scientific-practical approaches of discovering conceptual bases of formation of mechanisms and determination of economic interpretation of the process and stages of innovative development for the transition from low- to high-tech innovation economy. Methodology of research. Historical, systemic and logical-dialectical approaches have been applied to achieve this goal; the following methods are used: abstract and logical – in setting the goals and objectives of the study; analytical and monographic – when studying literary sources, legislative or other normative legal acts and practices of mechanisms of innovative development; by means of the comparative method the differences in the mechanisms of realization of the state innovation policy of Ukraine and the countries with developed market economy are determined; systematization – at systematization of mechanisms of innovative development of enterprises; statistical and economic – when collecting and processing statistical data; analysis and synthesis – to develop directions for improving the innovative development of enterprises. Findings. Conceptual bases of formation of mechanisms of innovative development of the enterprises are revealed and theoretical and scientific-practical approaches to economic interpretation of the process of innovative development are determined. The essence of innovation development as a systematic management of innovation activity, aimed at shaping and ensuring achievement of economic growth through rational use, increasing and distribution of innovative and economic and technological potential at different stages, namely: in the process of creation and transfer of innovations, development of mass production and financial mechanisms and commercialization of development, legal protection and use of intellectual property objects and establishment of Ukrainian relations Certain innovators with partners, creating favorable conditions for retaining specialists. Originality. It is determined that one of the main tasks of innovative development is to increase the level of innovation activity, which to a certain extent depends on the structural elements of the national innovation ecosystem and stages of innovation development. The scientific and methodological approaches of formation of mechanisms of innovative development are improved, on the basis of consideration of functional connections, ensuring rational use of resources, obtaining synergistic effect of contractual relationships and aggregate investments. Practical value. Formed mechanisms to ensure the activation of innovative development as an orderly set of institutional settings include defining the goals, objectives, increasing the ability to solve problems and attracting investment to ensure the effectiveness of innovation, which allows economic entities to achieve strategic development goals, solve problems of ensuring effective interaction of the state science and business to innovate, and as a systematic process that implements a competitor no benefits, ensuring sustainable growth, improve the quality and standard of living by harmonizing the interests of its members. The research is implemented to all Faculty Members and is analyzed by statistic descriptive. The result of this research has shown that BINUS University has succeeded well in innovation capability and management of innovation. Thus, is becoming a surplus point for the stakeholder. Even so, BINUS University should implement the innovation development model consistently to improve their capability to innovate and utilize the management of innovation to create innovative products.

The hereby article discusses the issues related to the existing or required support given by the State to enterprises in order to provide them conditions to innovate. Neoclassical economy puts an emphasis to the price mechanism as a decision making effective tool, but enterprises meet many barriers in creating and introducing innovation, like high cost, high risk or lack of demand for innovation. These phenomena tend to inhibit innovation of enterprises. This means that market is not an efficient mechanism for innovation activity of enterprises, and its imperfections provoke the State’s intervention. The goal of the article is to shape the objectives of State’s impact on decisions of innovative enterprises. Research method is the critical literature review and public data on State’s support on business R&D analysis. The research results show State’s support for both – incremental and radical innovation, which proves that innovative activity of enterprises is far from being a spontaneous, market-based process.

AbstractResearch purpose. The purpose of this study is to analyse the influence of industrial enterprises’ employees’ motivation to innovate on the results of innovation process and the quality of innovative products market performance. The need for such an assessment was inspired by the lack of understanding the role of motivation to innovate in the quality and success of innovation development process.Design/Methodology/Approach. To achieve this goal, the authors conducted a survey distributed to the industrial enterprise employees. The study was based on the paper-and-pencil survey that was distributed to 250 people involved in innovation development process at Russian industrial enterprises; 150 questionnaires were received back and considered valid for the study. The results were evaluated by means of statistical analysis performed by means of SPSS Statistics software.Findings. The results support the intuitive proposition that motivation to innovate influences the quality of new product development process: idea generation, market study, product development, pre-commercial financial analysis and commercialisation quality are influenced by motivation to innovate – which is in line with the literature (Cooper, 2013). At the same time, probability on new product development in the company, the quality of initial screening, preliminary technical analysis, preliminary production analysis and in-house product testing do not correlate with employee motivation to innovate. Same is true for the new product performance: we observed no correlation between the motivation to innovate and the market success, whereas correlation was revealed between the innovative motivation and the level of market competition for the new product; however, the graphical analysis allowed to estimate that in case employees with high motivation to innovate are absent in the company, it is very unlikely that the new product would be successful.Originality/Value/Practical implications. The study was based on a questionnaire that was used for relevant purposes in different countries in order to make cross-country comparison on the innovation development process and the role of motivation to innovate. It allowed to indicate the specific features of organisational culture that are outlined in the Russian management literature: in majority of cases, bottom-level innovative initiatives were not supported by the management (Prigozhin, 2007), and hence, motivation to innovate cannot be revealed by employees at every stage of the new product development process. Another reason for somewhat controversial findings of this study was the difference between organisational cultures of the analysed manufacturing enterprises, which was not evaluated in this article.

This study analysed the behaviour of a sample of manufacturing firms in Pakistan in order to understand what determines innovative activity employing a panel data set for the years 2002 and 2006-07. Probit estimation results reveal that size of the firm and human resource quality are important internal factors that increase the likelihood of a firm innovating. Interestingly, whether a firm is exporting or not has no bearing. However, post innovating there is a large increase in number of firms who export. Externally, presence in a geographic cluster is important though further analysis reveals that the impact varies according to firm size. Size per se does not increase likelihood of innovating for medium sized firm who only have an advantage over small sized firms when present in a cluster. Large firms on the other hand continue to have an advantage and the advantage further increases with presence in a cluster. Finally, analysis by product and process innovators reveals that the characteristics of firms undertaking the two types of innovative activity are similar. The only noteworthy difference being that process innovation does not benefit from presence of a firm in a cluster which might be attributable to the more visible nature of product innovation which benefits from technological spillovers that are a characteristic of presence in a cluster. The article identifies the fundamental problems of innovation as a factor in strengthening the economic security of an enterprise in the context of globalization and integration of the world’s economic space. The factors that have a direct impact on innovation activity both in the country and in the world have been investigated. Clustering of individual countries was carried out and Ukraine’s place among them was determined according to the Global Innovation Index. Using the software packages MS Excel and CurveExpert 5.0, a study of the index of innovative efficiency in Ukraine was carried out; dynamics of financing innovative activities in Ukraine, as well as the impact of the level of capital investment on the volume of financing innovative activities. It is proposed to assess the level of economic security of an enterprise based on indicators of its innovative development. The features of interpreting the concept of “innovative activity of enterprises” have been investigated. The sequence and interconnection of such categories as innovative potential, innovative activity, and innovative activity are analyzed. The structure of the process of innovation activity has been investigated. The rhombus of innovative activity is analyzed, which is formed from the following elements: receptivity to new things – provision of resources – communication and organization of the innovation process – a measure of competence. In the study of the specifics of the management of innovative-active enterprises, the analysis of the features and comparison of the differences between innovation activity and other types of economic activity was carried out. The structure of the process of managing innovatively active enterprises has been developed, taking into account aspects of the safety of activities. The prospect of further research identified a thorough analysis of the features of the management process of innovatively active enterprises, considering the impact of global risks and threats. The principal purpose of the article is to study the essence and main characteristics of innovatively active enterprises in the study's context of the security aspect.

The article aims at studying the trends in the current state of the innovative activity at Ukrainian enterprises and its financing. The current state of the innovative activity at Ukrainian enterprises is analyzed; the financing of such an activity is explored. Trends in the innovation activities of Ukrainian enterprises during 2015–2019 indicate the presence of significant problems and a low level of innovation development, which, in turn, has a negative impact on product competitiveness and economic development, in general. So, according to the Global Innovation Index-2019, Ukraine ranks 47th among 129 surveyed countries. As for industrial enterprises, only 782 of them are innovatively active, making up 15.8% of their total number. It has been found out that the introduction of innovations in industrial enterprises in Ukraine is slowing down due to the lack of financial resources. The financial resources of enterprises remained the main source for funding innovation during 2015–2019. The role of the state in financing innovation is not significant, so almost the whole financial burden falls on business entities, which naturally hinders the increase in the innovative activity at enterprises. The problems of innovative development of enterprises in Ukraine have been identified and it has been established that the current state of innovation is a consequence of the lack of strategic vision and consistent state policy in transiting Ukraine to an innovative development path. The results of the research carried out shows the necessity of designing the Strategy for innovative activity development till 2030.

The socio-economic heterogeneity of spatial development is reflected in modern agglomeration processes, reflecting, first of all, the concentration and localization of innovative activity of elements of innovation systems of the national, regional and transregional levels associated with the reproduction process of the innovation economy. In the United States of America, a country that occupies a leading position, both in terms of innovative development and the process of urbanization, there is undoubtedly a close relationship and interaction of innovatively active elements and economic agents with the structures that form the country’s metropolitan areas. Within the framework of this interaction, carried out under the influence of agglomeration effects in the space of post-industrial agglomerations of the United States, the urban-oriented development of the national innovation system is actively carried out, which is empirically confirmed in the framework of the study. The revealed correlation and indicative relationship between the noted phenomena made it possible to substantiate a number of specific features of the American metropolitan areas as geospatial conglomerates of innovative activity at the transregional level.

Introduction. According to this, topical question is the improvement the approaches to components of management system of innovative activity of energy service company. Purpose: the study of components of innovative management at energy service company on the basis of including of modern tendencies of economy and society development. Method (methodology). Methodological basis of the research were the following methods: induction and deduction – for considering the essence of the concepts «innovation system» and «innovative enterprise»; system-functional – for determining the components of the innovative management system of the energy service company; logical generalization – for distinguishing the place and role of innovative management in the activity of the energy service company. Results. The article is explored approaches to defining an innovation system and an innovative enterprise. Energy service companies are seen as innovating businesses. It is noted that the innovation management system is treated as a separate management mechanism, as a subsystem of the innovation system, as an element of the overall management system of a company, organization or institution. The place and role of the innovative management system in the activity of the energy service company is established. The results of research the components of the enterprise innovation management system is the basis for further scientific research in the direction of defining the tasks of innovative management of energy service companies.

Introduction. In In today’s conditions of economic development, business entities face the challenge of reformatting systems, methods and economic mechanisms for managing sustainability in terms of innovative approach. Therefore, the solution of economic, social, managerial and personal problems in contemporary society implies a specific innovative style of management, which is based on innovation, innovation, systematic and continuous innovation activities. The purpose is to identificatt the positive trends and shortcomings of the processes of innovative development of economic entities that exist in Ukraine, and to clarificate of modern scientific approaches to encourage businesses to innovate in order to ensure financial stability and innovative development of the country’s economy. Results. The study of the mechanism of innovation activity allows us to conclude that the formation and development of an innovative management strategy by an economic entity is an integration process that combines the processes of forecasting, planning and accounting of the resource base of the enterprise in the long-term, medium-term and short-term prospects in the new conditions modernization of the state economy. Creating a national innovation system is to build a holistic system that effectively transforms new knowledge into new technologies, products and services that find their real consumers in national or global markets. At the same time, attention should be paid to the development of an innovative strategy by each domestic enterprise, which will create conditions for positive trends in the development of this process. Conclusions. Innovations are essentially related to the cyclical development of the economy, as they initiate new technological developments. Therefore, in an innovative economy, the state plays an important role in implementing anti-cyclical economic regulation, smoothing out cyclical fluctuations and mitigating their effects. To ensure the further development of innovation in Ukraine, it is necessary to comprehensively use methods to stimulate innovation, in particular the improvement of tax legislation; improving the legal framework for venture funds; improving the mechanism of protection of intellectual property rights; ensuring effective cooperation between the scientific and business sectors in the field of innovation.

Topicality. The modern economy of the developed world powers is oriented on creation of conditions of favorable innovative type of development, attraction and use of innovations in economic activity, one of the main components of regulation of innovative activity of any country is the market of innovations. Aim and tasks. The purpose of the article is to study the current state and components of the market for innovative goods in Ukraine and their impact on the economy of the state. Research results. The main stages of the innovation process and their connection with the market system are considered in the article; the concept and components of the market for innovative goods are defined; the main indicators of innovation activity of Ukrainian enterprises are analyzed. The structure of the basic elements of the market of innovative goods is proposed and the main problems of formation and development of the market of innovations in the country are revealed. Conclusion. The formation of an innovation market is a complex, contradictory process, as an underdeveloped innovation market has a devastating effect on the competitiveness of innovation structures, the reduction of innovation activity and the efficiency of entrepreneurial activity. The development of the innovation market, on the one hand, seeks the entrepreneur to innovate, and on the other - creates fierce competition, technological unemployment, not always the ability to control the level of prices for innovative products, new problems of ecology, ergonomics, security, etc. The functioning and development of the market for innovative goods in Ukraine requires the formation of infrastructure of the market of innovations, increase the demand of industrial enterprises and business for the results of intellectual labor and research and development, and build a system of interconnection between educational institutions, science, scientific, technical, experimental and design activities and representatives of the real economy sector, in the future will increase the innovation activity of Ukrainian enterprises. Little attention is paid to the development and financing of science in the country; functioning of highly competitive development of the market of intellectual and innovative products requires interrelation between business and the state; it is necessary to create a favorable economic, legal and information environment for the development of an innovative market; it is necessary to support the development of innovative entrepreneurship by the state; it is necessary to improve the system of commercialization of the results of intellectual activity at all stages of the innovation process.

Colleges and universities use this theory and principles as the basis, innovate in organizing various teaching elements to achieve the goal of cultivating foreign language creative talents. The cultivation of foreign language innovation talents is not composed of a single concept. In order to do a good job in cultivating foreign language innovative talents, we must accurately define the important concepts it includes. This article aims to cultivate the necessary foreign language talents for social development. It tries to integrate innovation training theory into talent education and eventually puts it into teaching practice.

The article aims at substantiating the scientific and practical aspects of forming the resource and technological basis for innovation cooperation on the grounds of creating industrial and technological clusters, emphasizing the dominant features of enterprise innovation. The results of the study show that for a national economy to achieve sustainable development, it is necessary, among other things, to form and implement a whole system of innovation updating carried out through the latest forms of organizing innovation processes at different governmental levels. This requires a balanced partnership between the state, private and public sectors that are users of innovative products. It is substantiated that innovative cooperation is a creative, technological and knowledge technology of uniting the participants of the economic process in the socio-economic environment (industrial and non-industrial spheres), based on a convergent and synergistic approach. A structural and logical diagram of the process of forming innovative cooperation, whose development is determined by the logistics and management activities, and the resource and technological basis for such cooperation are suggested. The financing of innovative activity at industrial enterprises, the number of new technological processes and innovative types of products introduced in 2010–2019, capital investments in waste management are analyzed; the dependence of innovative products sold on innovatively active industrial enterprises is also studied. Scientific and practical aspects of creating a resource and technological basis for innovative cooperation are formed. The elaboration of an integrated logistics management mechanism designed to ensure the development of innovative cooperation can become a prospect for further research in this area.

As a new learning method rooted in the Internet and big data, knowledge graph can exercise people's sensitivity and activity of thinking, and plays an important role in cultivating students' innovation ability. However, at present, there are few studies on the combination of knowledge graph and innovation ability. Therefore, this study chooses to combine knowledge graph with college physical education (P.E.) students' innovation ability to carry out research in the field of education. In college P.E., by analyzing the factors that restrict the cultivation of students' innovative ability, this paper puts forward some methods to cultivate students' innovative ability, such as changing educational concepts, innovating teaching contents and teaching methods, adjusting evaluation methods, and innovating teaching modes, to make students become high-quality talents with all-round physical and mental development and the needs of modern society. Therefore, it is necessary to continuously deepen the educational reform, so that students can continuously improve their interest in P.E. and their innovative ability can be stimulated to a greater extent.

How does the informal economy innovate? Innovation depends, in part, on the generation and use of distinct types of knowledge. Yet, very little is known on the use of knowledge within the informal economy. Focusing on the micro-scale of informal family businesses, this article documents the case of a recyclables shop in Mexico City, and explores how knowledge is used to develop innovative practices. This case is atypical, at least with respect to similar shops in its neighbourhood, as innovation results from the use of both tacit and explicit knowledge. This article reflects on the interplay of both types of knowledge and the implications for fostering innovation in the informal economy.

Abstract:Rising pharmaceutical prices, increasing demand for more effective innovative drugs and growing public outrage have heightened criticism of the pharmaceutical industry. The public debate has focused on drug prices and access. As a consequence, the patent system is being reexamined as an efficient mechanism for encouraging pharmaceutical innovation and drug development. We propose an alternative to the existing patent system, instead rewarding the innovating firm with direct tax credits in exchange for marginal cost pricing. This concept is based on the fundamental assumption that innovation that benefits society at large may be financed publicly. As an industry which produces a social good characterized by high fixed costs, high information and regulatory costs, and relatively low marginal costs of production, pharmaceuticals are well-suited to such a mechanism. Under this proposal, drug prices fall, consumer surplus increases, access is enhanced, and the incentives to innovate are preserved.

Innovation policy in the field of higher education and science is one of the main components of the state socio-economic policy of social development and is aimed at creating favorable conditions for the market launch of new ideas created in this sphere. The purpose of the study is to analyze the decisive influence of academic capitalism on the formation of innovation policy in higher education and science, contributing to the creation of an innovative environment for transformational change in this sphere. The methodology of the research is based on an objective standardized approach to the analysis of factual data on the development and implementation of innovation policy in higher education systems and leading universities of the world, the latest published results of experiments, materials of scientific literature on innovation policy and innovation management. Research results. The main directions of innovation policy of entrepreneurial university and innovation relations in the sphere of higher education and science are investigated. It is shown that innovative transformations in the sphere of higher education and science, as a rule, take place within the framework of the innovative policy determined by the leaders of this sphere. It is noted that innovation policy in higher education is a link between the policy of research and scientific (scientific and technical) activities, search and dissemination of knowledge, education and training of qualified specialists in the field of technological development, industrial policy and environmental policy. The authors studied the following: the types of activities promoted by innovation in higher education and innovative environment of this activity; the main directions and main components of innovative policy of entrepreneurial university; innovative relations in higher education and science; innovative environment; the importance of having the necessary competencies, their formation and development; internal and external sources of competencies for universities, etc. Practical implications. The authors suggest that innovation policy in higher education is a link between the policy of research and scientific (scientific and technical) activities; search and dissemination of knowledge; education and training of qualified specialists – on the one hand, and technological development; industrial policy and environmental policy – on the other. This can be used in the creation of the theory and practice of innovation policy development in higher education. The article as a whole is devoted to the further development of the theoretical foundations of higher education innovatics.

The global financial market is undergoing transformational changes under the growing influence of innovative factors. Such changes are due, in particular, to the concentration and scaling up and diversification of the structure of financial services, the renewal of the financial sector on the basis of FinTech operations and blockchain technologies. This requires taking into account the impact of innovation factors on the transformation of the financial market in the dimension of FinTech. The study aims to identify the imperatives of global financial innovation and show ways to develop innovative models in the interpretation of S-curves for next-generation products using new technologies when key technologies on the previous S-curve become obsolete. Also, the matrix of financial innovations is presented and the synergy of its innovation models is proved.The results of the study are to prove that each of the presented models is not independent, it evolves and develops itself, as well as affects other models. This made it possible to identify prognostic pathways for the development of innovative models in their synergy in the form of two-ring motion. Thus, the study emphasizes the need for further research aimed at developing innovative models that will determine strategic decisions in the formation of innovation imperatives.

The article is devoted to the research of theoretical and methodological principles of formation of the basic elements of the mechanism of providing innovativ edevelopment of domestic enterprises. The urgency of a thorough study of the elements of forming a mechanism for ensuring the innovative development of industrial enterprises, which effective use of which all ows to increase the competitivenes sof the enterprise, contributing to the achievement of certaingoals and align them with the task sin the direction of their solution. The purpose of the article is to form the basic elements of the mechanism for ensuring innovative development of industrial enterprises. The object of research is the innovative development of industrial enterprises. The subject of the study is the formation of the mechanism of providing innovative development of industrial enterprises. The methodological basis of the research is general scientific and special methods of cognition, research and research literature, scientific works of main elements of formation of the mechanism of providing innovative development of industrial enterprises. The essence of the mechanism and the basic conditions for its provisionared etermined. It is proved that the overall result of the mechanism is to achieve current and predicted indicators that will be better than competitors indifferent are asof the enterprise, which will ensuret argeted innovation and technological transformation sat the enterprise. The structurals cheme of the main elements of the mechanism for providing innovative development of the enterpriseis presented, which should contain the established goal and settasks, functions and principles, the basic requirements, that are put to the formation of the mechanism, the components of ensuring the operation of the mechanism that ensure the achievement of the set innovation goals. In addition, the sequence of actions to develop a mechanism for providing innovative development of the enterprise is proposed. The main levers that ensure the operation of the mechanis matthenational and regional level sas well as atthe enterprise level are highlighted. Furt her research will address the issue sof developing monitoring of industrial innovation impvement process esaimed attracking enterprise innovation performance indicators and improving the irimplementation of appropriate measures.

Abstract. The development of the world economy, despite the barriers, is quite dynamic. The drivers of growth and stabilization of national economies at present are not raw materials industries, nor even industrial enterprises, but companies that generate innovative products. The enterprises that are most dynamically developing and producing innovations include enterprises in the field of medicine and IT. The updated list of S&P 500 companies showed that 50% of all the most innovative companies in the world are registered in the United States. Despite the pandemic challenges, some economies have not suffered significant losses due to quarantine restrictions. Since the level of innovative development of the national economy is a total (integrated) expression of the whole complex of innovative products created by companies of such a country, the initial elements are the creation of favorable regulatory and state support for developers of innovative products, tax benefits and incentives, export support for innovative products and so on. In order to assess these achievements, international organizations have developed appropriate methods for measuring the index of innovation development, namely: Global Innovation Index (GII) (WIPO and Cornell University), Bloomberg Innovation Index (BII) (Bloomberg), Global Competitiveness Index (World Economic Forum), World Competitiveness Index (IMD World Competitiveness Center). Studies have shown that against the background of the flagship countries (Switzerland, Sweden, Singapore, USA, Germany, China, etc.), Ukraine is constantly losing its position in the rankings, which is an objective reason for deindustrialization of the economy and denationalization and privatization of strategic enterprises of national importance. Today, Ukraine ranks 45th (GII) and 56th (BII), respectively, and belongs to the group of countries with below-average incomes per capita. At the same time, Ukraine ranks 71st in terms of innovation spending and 37th in terms of innovation development (profit). The development of Ukraine’s innovation component, according to experts and specialists, is ahead of forecast values.

Innovation is a collaborative act. Thus, a lot of attention has been paid to teamwork as the prevalent approach for innovation in companies. However, teams also present limits, due to conflicts and compromises when converging. This study, which focuses on the development of innovative directions, explores the nature of collaboration by looking at the purest unit of collaboration: the pair. We isolate the case of pair collaboration and investigate, through empirical investigations, the sensemaking process people accomplish and how it is affected by those tensions that affect teams when innovating. We observe how innovation unfolds when people move from creating individually, in pair and finally in team. Findings suggest that the pair creates an intimate environment where innovative thinking, alignment and engagement flourish and that it is a good intermediate step towards teamwork. This paper acknowledges an underestimated dynamic of innovation, pair collaboration, which has real potential to address one of organisations’ most problematic challenges: people engagement and convergence towards an innovative direction.

Innovative activity in the form of innovative projects aimed at upgrading production potential is a cornerstone for technological advancement of the largest integrated enterprises – regional versatile holdings – which have played a key role in economic development of the Kemerovo region over the last decade. Regional holdings, being conglomerate structures, form innovative processes in various industries of production, and produce various needs for the sphere of innovatics, with some of them being satisfied by other market participants. It forms close interactions in the innovative sphere and leads to the inevitable perception of the methods applied in innovation management accepted at large holdings by all participants of innovative processes, in particular, in case they carry out a part (stage) of process or a major innovative project for a holding as a customer. The degree and forms of impact of innovative activities of holdings on the innovatics of other participants as well as the directions of their interaction seem various; however, participation of large and authoritative holding structures in such projects has become a peculiar trigger giving boost to a new quality of innovative activity at the enterprises. The synergy effect resulting from such an interaction is sure to make a positive impact on innovative development of Kuzbass regional economy.

The turbulence characteristic of the modern economy opens up new market "windows", the potential of which can be used by innovatively active agents. The development of the external environment determines the nature, stability, progress and type of trajectory of the functioning of industrial enterprises. When studying the external environment, it is important to study the trends that are emerging not only in the national economy as a whole, but also in its individual subsystems, taking into account the disproportionality of their development characteristic of Russia. The article proposes a quantitative assessment of the characteristics of the dynamics of development of the federal districts of the Russian Federation that are significant in the conditions of an innovative economy, based on an assessment of the rank correlation coefficients and variations of the volume of innovative products, the cost of technological innovation, and the innovative activity of organizations. An assessment of the tightness of the relationship between the cost of technological innovation and the volume of manufactured innovative products in the federal districts of the Russian Federation is carried out. The article identifies federal districts, the external environment of which is favorable for modernization and increasing the efficiency of enterprises, and districts in which the introduction of innovative trajectories in the development strategy of enterprises is difficult.
