The Learning and Teaching Support Network was established at the beginning of the year 2000 by the higher education funding bodies. It is intended to provide an integrated network of subject centres to enhance learning and teaching activity in UK higher education. The subject centre responsible for Information and Computer Sciences is responsible for promoting quality information, resources and expertise in computing and library and information science. The LTSN - ICS is addressing its strategic aims by creating networks and establishing contacts within the discipline. The Centre has made available a development fund to support small academic projects in teaching and learning from both information and computer sciences. The successful projects are described here, as is the detailed refereeing process that was undertaken to determine the final destination for the development fund money.

The article discusses the transition to a new stage of civilization, the knowledge society. In the modern world, knowledge is one of the major socio-economic resources for both the individual and the state. Accordingly, the educational strategy of any higher educational institution should be refocused to ensure smooth transition from the traditional model to innovative in order to prepare the modern student for a life in the society where innovation and intellectual resources play the major role. The modern library can act as a control centre of knowledge, integrate with the world information resources and mediate for the user in global information space using the tools and mechanisms of the electronic library. In this regard, the e-library becomes a knowledge management centre focused on the development and maximum use of intellectual potential of library for the purpose of preservation, reproduction, building up and broadcasting of knowledge. The article analyses the opportunities which are given by electronic library for the University.The authors constructed the scheme of interrelation of knowledge and information resources. The article considers the concept of proactive electronic library of the University as a system of information service of readers, the main purpose of which is to provide resources in any form and on any carrier using the classical and network forms of services based on the advanced inquiry services. The authors constructed the model of proactive University library, which is a complex system, incorporating elements of various properties and complexity. The proactive electronic library itself searches for information corresponding to the information needs of the user, without waiting for his request; that can influence the development of his information needs. Thus, the library transforms from a passive storage of information into an interaction partner. Information is automatically selected for the user, relevant to his educational and scientific interests, hobbies and preferred leisure.

The article describes the history of the State Public Scientific and Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) — firstly the State Scientific Library (SSL), established in 1918 in Moscow and transformed into SPSTL SB RAS in 1958. The authors present the stages of its development and main achievements. The library developed its collections, publishing and educational activities, created the network of its branches practically in all industrial regions of the country. During the Great Patriotic war, the Library based its work on the priority satisfaction of the defence information needs. Despite the loss of holdings on the occupied territory, it developed the network of branches, setting the task of bibliographic service for the defence industry.In 1946, given general scientific importance of the Library, it was transferred to the USSR Ministry of Higher Education. The new status of the Library has forced to expand significantly its acquisition to technical literature, publications on natural science, social science and humanities. In 1958, the Library was transferred to Novosibirsk. Its main task became information support of scientific research; it developed its forms and methods, generated its own resources and actively engaged in the automation and informatization of library and information processes. Here the Library began to develop library science, bibliography, book science and applied informatics. In fact, the communication between the user and the library, the librarian and the information resource moves exclusively into the electronic environment. Over 60 years of activity in Siberia, the Library has become a unique scientific and cultural Siberian phenomenon, combining the features of the universal public library, the centre for scientific and technical information and the unified centre for automation of library and information processes of the Siberian Branch of the Russian Academy of Sciences.

When we speak of resource sharing, we mostly mean document sharing through union catalogues, list exchanges, interlibrary loans, cooperative acquisition programs... Yet, the first and primary condition of the library network efficiency is information sharing.Libraries have been quite successful in this field for the last decades but, nowadays, new technology such as electronic mail or telefax offers unequaled facilities to set up and promote a permanent and world wide program of information exchanges liable to meet the increasing needs of punctual responses. From an eight year experience at Paris Observatory library which has been hosting the French national service CADIST [Centre d’acquisition et d’information scientifique et technique], we can assert that, outer demands of informations being at the same time useful information sources, such a quick answer service does participate to the improvement of the inner service efficiency.

The article is devoted to the work of the automated information library system (AILS) “Bibliobus”, developed by specialists of the Library for Natural Sciences of the Russian Academy of Sciences (LNS RAS). The purpose of this article is to acquaint readers of the journal with the specific features of the modern AILS “Bibliobus” that provides complex automation of the main technological processes on the “way of book” of non-periodicals received in the centralized library system (CLS) holdings of LNS RAS. The authors describe capability features and functions of the system, the rules of work with it, the user interface for performing work related to centralized acquisition, book registration and distribution of the incoming books between the CLS libraries, cataloguing, classifying, etc. The system has a number of features that distinguish it from most automated library systems. It is focused on the centralized library network; part of the information is entered in the Centre, part — interactively in the libraries of the network; all the accounting and financial documents required by the centralized system are generated automatically. The AILS “Bibliobus” widely uses the bar coding, it applies to all stages of publication processing on the “way of book”; the bar codes appear on all supporting documents and printed cards. When cataloguing the publications, bibliographer introduces in the main “window” of system the bibliographic description in the format of State Standard GOST 7.1—2003 with some mark-ups, and in additional “windows” — the maximum possible metadata, providing multi-aspect search of the publication in the catalogue; the search fields for e-catalogue are generated automatically. The AILS “Bibliobus” provides for the formation of multi-level records. Its database stores the images of scanned text pages displayed in the electronic catalogue; all operations are logged with the start and end time, which allowed building on its basis a powerful reference and statistical system. The system has a modern user interface that allows the operator to obtain multiple information on various aspects of technological operations.

Abstract: This article focuses on the internal evaluation model that existed at the Dellcrest Children’s Centre in Toronto, Ontario, for more than a decade. The model was characterized by a systems approach to organizations in which the organization is seen as an interactive network of systems and functions. Key elements of the Dellcrest approach were: (a) the organization as goal-based; (b) evaluation results as an integral part of the organization’s feedback system; and (c) evaluation as a management responsibility. A review of 10 years of evaluation research revealed the essential soundness of the model but highlighted certain difficulties in its application.

Purpose – The article aims to convey the experiences of installing an Espresso Book Machine (tm) into Windsor Public Library. It relates how an extremely high-tech, mechanical and new process was received in a very traditional field. Design/methodology/approach – Windsor Public Library acquired an Espresso Book Machine, and built around it a Self-Publishing Centre which included iMacs loaded with software, a scanner, a comfortable area and a dedicated staff member. Findings – The creativity that arose from the Self-Publishing Centre was not limited only to individual, solitary authors who wanted just to produce their own works. A network of like-minded people formed to give encouragement and support developed, increasing the opportunities for elevating literacy in our community. Research limitations/implications – Limitations are obviously that we are one small community enjoying the benefits of this machine. It is impossible to predict if other communities and geographic locations would enjoy the same success. Practical implications – Practical implications are that even with the advancing tide of ebooks and non-print matter, patrons are still very eager to consume and produce printed materials. Social implications – The technological marvels of the high-tech gear that have been installed would be lost without the people forming communities around the technology. Originality/value – The results of installing the Self-Publishing Centre were very different from what we anticipated. The products and community established here are as awe-inspiring as the machine at the heart of the Centre.

Currently, youth libraries need radical modernization in the context of global cyberspace and social networks. Taking the challenge of nowadays, rebuilding their age-old traditions, libraries forced to change the format and saturate their space with new meanings. Studying the organization of modern library services for young people is based on the Information-Library Center for youth of Tyumen city. Evidentlu for it the authors elaborate recommendations to improve servicing young people in the information-library center for youth of Tyumen. The research theoretical and practical significance is determined by the need for an urgent study of youth activities of library institutions to create a positive experience with this category of users. To identify the young people attitude to the activity of the Information-Library Center for youth in Tyumen, the authors monitored public opinion with a sociological survey (questionnaire). The survey has revealed: what users want to get from visits; what forms of work they like, and what would they like; what is the comfort of working in the library. The analysis of the obtained data allowed authors to conclude: 1. Young people are interested in getting comprehensive information on the topics of their interest. 2. Modern technical equipment and the availability of designed work and leisure sites are important components of the library space. 3. The most attractive leisure activities in the Centre include creative meetings, musical or literary events. 4. Respondents attributed the problem of professional growth of specialists, underdeveloped forms of intellectual leisure and types of information support as shortcomings of the Information-Library Center for young people, which are worth paying attention. 5.The most popular sources of information about the Center activities are social networks. 6. Users rated the Center work as 9.4 points in 10-point scale. The authors have developed measures to improve the quality of library services for young people, increase the interest and activity of this social group in the work of the Information-Library Center for young people. They are: 1. Actualizing the library collection in accordance with youth preferences; 2. Developing advanced forms of book borrow; 3. Organizing the Center library space comfortable for young people; 4. Involving young specialists in library activity; 5. Expanding the library’s social partnership with youth associations.

With the advanced development of data center and network information technology, digital library has become a user sharing platform with a variety of digital information sources, providing users with flexible and diverse personalized services. However, the existing digital library lacks data analysis information and only publishes book information and related borrowing frequency and other information. As an ideal architecture model for library applications, cloud library can integrate distributed digital information sources, optimize digital libraries, and provide users with flexible, diverse, and personalized services. Therefore, based on the related research on cloud library and neural network algorithm, this paper not only focuses on the artificial network algorithm, but also focuses on the concept, features, and method of building the digital library platform based on the artificial network algorithm. Under the support of related theories and technologies of cloud library service platform, it also builds a cloud library intelligent service platform model based on artificial neural network. The research results showed that the time spent by BPNN in processing borrowed books was generally about 6 minutes, while the time required by RNN was 10 minutes. However, the processing of BPNN is not stable. Therefore, when building an intelligent service platform, different algorithms need to be selected according to individual needs.

The National Library of Education is the largest federally funded library in the world devoted entirely to education. In March 1994, Congress created this new national library, bringing together the former U.S. Department of Education Research Library; the 1-800 user service; INet (ED/OERI's Internet site and services); and the Technology Resources Center. These units now operate in partnership with the ERIC to carry out reference and referral services; collection and technical services; resource sharing and cooperation, including Internet Services (INet); and marketing/public relations. NLE is planning a network of national education technology and related resources. The network will promote greater cooperation and resource sharing among education and library professionals, policymakers, the public and other providers and repositories of education information in America. It will also apply information science, computer and telecommunications technologies for the enhancement of education information dissemination.

The importance of medical information is well recognized not only in the areas of medical education and research but also for the medical diagnosis and patients treatment. Since the medical professionals are responsible for human life, rapid and precise transfer of up-to-date information is requested in the medical fields than in any professional areas. A huge amount of papers produce new investigation and knowledge every year in various biomedical journals. The major functions of medical libraries are considered to collect such journals and other related medical literature, and to transfer them to the medical professionals. It is literally impossible for a single library to have the whole collection of information to meet every requests. And there are definite needs of cooperative system for the efficient resource sharing with other medical libraries. However, a reliable and cooperative medical library network has not yet been in Korea although the needs are well recognized. A hierarchical medical library network was established, in the present paper, to elaborate and promote the functional activities and efficiencies of each medical library with limited medical information resources. To establish the network, the current status of medical libraries over the country was analyzed, and Medical libraries were divided into eight regional groups. The hierarchical structure of medical library network is consisting of Korea national medical information center, regional center libraries and local medical libraries.

The issues of networked library interaction is examined and exemplified by the experience of the Pushchino Scientific Center Central Library (division of the Library for Natural Sciences of the Russian Academy of Sciences, LNS RAS). Ready-made software solutions designed by LNS RAS specialists enabled the participating libraries to implement computer-aided collection development system, union reference aids, online ordering, lending and refusal registration, digital resources access system. The authors focus, in particular, on specific networked interactions between the scientific library and users of its information services. Within the framework of the Library-Research Institute of Pushchino Center cooperation, the main efforts of the Library are focused on implementing modern network technologies, providing access to information resources, research information support, developing union Internet-based catalogs within the online order system, designing problem-oriented databases and maintaining current list of networked resources in physico-chemical biology. New library services are described, e.g. bibliometric and patent research, design and maintenance of the library website. Approaches to building network interaction with libraries of various types, institutions of memory (archives, museums, etc.), publishers’, and mass media, are discussed. The authors come to the conclusion that networked cooperation is efficient organizational and technological instrument to provide equal use opportunities for every member of library information network.

The publication defines the role of public libraries in modern information space. Noted that modern libraries need a model of governance that would provide the opportunity to meet the information needs of consumers. The fulfilment of these conditions will not only solve the problem of the reform of the library but also create a basis for the development and implementation of systemic innovations in library institutions of the country. A comprehensive study of outreach activities in public libraries of Ukraine becomes in modern conditions is important and necessary, because it affects the search for new forms and methods that will identify the most promising measures that would meet the new needs and requirements. The communicative event is the leading direction of the modern library and is perceived as an important component of their social and cultural activities. The organization and carrying out communication activities in the library is an effective tool for overcoming communication problems and aimed at the establishment and the establishment of communication links between the "librarian - user", "user - information", "user - user", with the aim to developing means of internal and external information relations; the formation instituting and application not instituting channels of interpersonal communication and knowledge sharing. The peculiarities of organization of communicative activities as public libraries, in particular on the example of Central city. V. G. Korolenko, doctor of Mariupol in the conditions of reforming librarianship. Stressed that the Central city. V. G. Korolenko is a modern informational, recreational centre for the local community, as well as a methodological centre for all libraries of the city. Considered the basis of the types of communicative activities in Central city. V. G. Korolenko based on analytical materials and the official website of the library, namely the opening of the city Museum of literature, the Internet centre, the Point of the European information, club activities of interest for various category and the population of miles. Noted that along with the official site in a network the Internet the library staff to inform users actively use social networking and Internet blog. This type of communication allows you to establish informal contact with users and promote libraries as information, cultural, educational, recreational, public agencies in providing required information to various segments of the population. Outlined perspective directions of development of communicative vectors in library-information activities on the principle of users ' information needs in the information society.

In order to solve the library’s demand for computer network technology, a research on the library’s personal system service is proposed. A library-based self-service model was originally designed and developed. The system is developed from six aspects: resource association analysis and mining, reading interest analysis, data collection, personal service, personal service scheduling, and data warehouse. Secondly, it shows that this study has done some research on library application itself and completed some research. Finally, libraries can accomplish personal services in a variety of ways, such as distributing modifications, smart administrators, vertical portals, pushers, and more. In foreign libraries and universities represented by North Carolina State University and the Data and Information Center of the Chinese Academy of Sciences, the construction of personal data in digital libraries has become an important part of future development. According to the law, 57.9% and 65.0% of users ranked search engines as second only to e-mail in the China Internet Improvement Data released by the China Internet Network Information Center in 2000 and 2005, respectively.

Profound economic transformations beginning in the 1990s had a significant impact on the social sphere development, including the library branch. Delimitation of the state ownership in the Russian Federation (RF) on the federal, RF subjects and municipal properties, entailed the transfer of library management functions to local authorities, contributed to increasing the role of a subjective factor and growing inequality of territories opportunity and library services quality, and consequently, public access to information. Siberia and the Far East being far of the country's administrative center occurred in the most difficult position, that is confirmed by experts determining the level of regions development in terms of «life quality». The article presents the dynamics of the public libraries network in the region as a whole, as well as in separate administrative-territorial formations with different ratings on the level of «life quality», it outlines general trends of the university, academic, scientific-technical and specialized library network development in 1992-2015. It was traced the dependence in library branch transformations on changes in the field of economy, science, education and culture. In 2000s the focus was made on the library activities reconstruction within corporations, centers and associations that promoted forming their compensation qualities in the population information-library services. At the same time, it is actual the joint work of libraries in frameworks of the existing traditional library networks with the local development of the region remote areas, their difficult social-economic situation, weak connectedness of the space, adversely affecting the level of libraries material-technical base and their integration into the information-communication networks and systems.

By exploring the Information Science and Library as a fundamental branch of science, both seen from ontology, epistemology, and axiology is expected to know the basics of the prospects of information centers and libraries. The things that the information center and library should do will be seen through this assessment so that it will provide very useful inputs.

Abstract Since the late-20th century, there has been a transition from an industrial society to an ‘information network society’. ‘The production, organization and dissemination of knowledge’ began to change rapidly at the start of the 21st century, whereas this situation was met by the more effective search, use and evaluation of all kinds of information by library users. This work has focused on how the paradigm shift in information technology differentiates the functions and architecture of the 21st century ‘next-gen’ libraries from the traditional sort. Constituting the sample area of the study, the Oodi Library and its architectural features was examined within the context of ‘new architectural design criteria’, such as accessibility, symbolism, spatial organization, access to collections, self-study and integration, both in situ and by means of literature research. In research, it was observed that libraries need to be designed in line with new architectural design criteria, keeping the digitalization of information and integrating new information technologies in the forefront. The paradigm shift in information technology with digitalization has been the catalyst that transforms the libraries of the 21st century into centres of intellectual life, while reinforcing their role as a symbol of education, equality, transparency and civilization.

Libraries in Greece have a long history, from the Academy of Plato and the Lyceum of Aristotle in the 5th century BC to the transition of the National Library of Greece at the Stavros Niarchos Foundation Cultural Centre. This paper aims to provide an overview and record the milestones signifying the beginning of the changes happening in every aspect of the Greek LIS landscape. In addition, it aims to highlight the changes in the Greek library scene, extending from synergies and networks to new library buildings, as well as the role of LIS education and lifelong learning.

Purpose This paper uses the GB/T20984-2007 multiplicative method to assess the information security risk of a typical digital library in compliance with the principle and thought of ISO 27000. The purpose of this paper is to testify the feasibility of this method and provide suggestions for improving information security of the digital library. Design/methodology/approach This paper adopts convenience sampling to select respondents. The assessment of assets is through analyzing digital library-related business and function through a questionnaire which collects data to determine asset types and the importance of asset attributes. The five-point Likert scale questionnaire method is used to identify the threat possibility and its influence on the assets. The 12 respondents include directors and senior network technicians from the editorial department, comic library, children’s library, counseling department and the learning promotion centre. Three different Guttman scale questionnaires, tool testing and on-site inspection are combined to identify and assess vulnerabilities. There were different Guttman scale questionnaires for management personnel, technical personnel and general librarian. In all, 15 management librarians, 7 technical librarians and 72 ordinary librarians answered the vulnerability questionnaire. On-site inspection was conducted on the basis of 11 control domains of ISO 27002. Vulnerabilities were scanned using remote security evaluation system NSFOCUS. The scanning covered ten IP sections and a total of 81 hosts. Findings Overall, 2,792 risk scores were obtained. Among them, 282 items (accounting for 10.1 per cent of the total) reached the high risk level; 2 (0.1 per cent) reached the very high risk level. High-risk items involved 26 threat types (accounting for 44.1 per cent of all threat types) and 13 vulnerability types (accounting for 22.1 per cent of all vulnerability types). The evaluation revealed that this digital library faces seven major hidden dangers in information security. The assessment results were well accepted by staff members of this digital library, which testified to the applicability of this method to a Chinese digital library. Research limitations/implications This paper is only a case study of a typical Chinese digital library using a digital library information security assessment method. More case-based explorations are necessary to prove the feasibility of the assessing strategy proposed in this study. Originality/value Based on the findings of recent literature, the authors found that very few researchers have made efforts to develop methods for calculating the indicators for digital library information security risk assessment. On the basis of ISO 27000 and other related information security standards, this case study proposed an operable method of digital library information security risk assessment and used it to assess a the information security of a typical Chinese digital library. This study can offer insights for formulating a digital library information security risk assessment scale.

The authors present his biographical data, data on the most important stages of his life and activity: study at the Moscow State Library Institute, postgraduate study, defence of the dissertation thesis “Organization of library service for rural population”, leadership of the newly organized library of the Lipetsk region; work as the Head of Department (then Division) of libraries of the Ministry of Culture of RSFSR, the Head of the Main information-computing centre for culture and arts of the Ministry of Culture of RSFSR, the Deputy Director for scientific and methodical work of the V.I. Lenin State Library of the USSR (nowadays — the Russian State Library, RSL), the research scientist in the Research Department of the RSL. The paper describes the general characteristic features of his administrative activity and scientific creativity. The authors emphasize his role in the centralization of the library network, creation of depository libraries, introduction of open access and computers in the librarianship, participation in the development of the “Regulations on Librarianship in the USSR” (1984), the laws “On Librarianship”, “On the Legal Deposit Copy of Documents”, etc. The paper considers the main works of E.A. Fenelonov, dedicated to the management of librarianship, comprehensive planning of library construction, economic efficiency of libraries, organization of the library network, library zoning, activities of the centralized library systems, methodical work of libraries. The authors reveal the personality of E.A. Fenelonov as organizer, manager, scientist and person.

This article aims to identify scientific production related to Marketing and Communication in university libraries and to analyse the focus of applied studies. The qualitative methodology adopted comprises an exploratory approach through the literature review. From the results obtained we highlight: the gradual dissemination and promotion of the university library services through tools provided by Web 2.0; the growing use of social networks as means of communication; the contradiction between Marketing principles, which emphasise the importance of the customer at the centre of decisions on promotional strategies, and library practice, which places service managers and information professionals at the centre. All in all, the focus of applied studies is on the perspective of information professionals or institutions. A change in the Marketing and Communication strategies adopted by university libraries is considered urgent and it is essential to identify the real needs and information profile of the client, as well as to periodically evaluate the results of the Marketing and Communication strategies implemented.

IT POINT was a 21-month project that brought public access to information technology and networks within a public library. Chelmsley Wood Library, Solihull, West Midlands, hosted the project under the guidance of the Libraries and Arts Department of Solihull Metropolitan Borough Council. The British Library Research and Innovation Centre (formerly BLRDD) funded the project.
This article presents the research methodology employed for the evaluation of the project both internally and externally. It will examine the preparatory research, the initial evaluation methodology, the work of the external Evaluation Team and their difficulties and successes and how the evaluation
techniques might have been refined.

Most of the 2,600 libraries in the Netherlands are now automated. Pica, founded as a centre of library automation and networking in 1969, provides services directly to about 500 libraries and indirectly to over 1,600. These comprise central services – a Shared Cataloguing Service, a Union Catalogue with interlibrary facilities, and access to centrally stored reference databases – and services concerned with the development and exploitation of local library systems; Pica has a programme to integrate the central and local systems into a single library network. It is also trying to establish online information services aimed at end users; these include RAPDOC, a system for the supply of journal articles in electronic form. Pica is also involved in the EC-sponsored EDILIBE (Electronic Data Interchange for Libraries and Booksellers in Europe) project, the E-doc project for the development of tools for cataloguing and accessing electronic documents, and the VISAGE project for storing and accessing electronic full colour pictures through local OPACs. Its future strategy assumes the need to expand into other countries, and a start has been made with the German-speaking parts of Europe.

In 2018, the Mayakovsky central city public library reaches its 150th anniversary. The purpose of the article is to show the library’s commitment to traditions, the desire to deeply understand its history, to identify and implement innovative ways of development. The past of one of the oldest libraries of St. Petersburg is closely connected with the history of public life of the city, with priorities of democratic intelligentsia, the activities of predecessors, the founders of the library, its owners. For many years the Mayakovsky central city public library has been studying its own history, realizing that the passed way and loyalty to the best traditions help to determine the vector directions of further development. Currently, the organization of corporate network of public libraries of St. Petersburg is one of the most productive ways of development, as it allows optimizing the various costs and rational use of the available resources. This is the unique and successful project, which united the libraries to create and use information resources on the basis of unified technological processes that considerably increased efficiency and brought the quality of the user service to a new level. The library actively develops and implements innovative forms of work related to methodical, bibliographic, publishing, cultural and educational activity. The activity of library gets positive response not only from libraries of St. Petersburg, but also the library community of the country. Numerous applications for professional training in the Mayakovsky central city public library from various regions of Russia demonstrate it. Positioning itself primarily as an information centre, the library is actively developing its own resources, such as Electronic library and Virtual reading room; the new virtual forms of service are remote joining the library, electronic library account and online consultant. These areas of service allow the library to remain the recognized leader of the library community of St. Petersburg.

The scientific libraries participate in building the information and communication infrastructure being an integral part of the scientific, educational,socio-cultural and industrial complex of the region. The authors review in brief the evolution of the State Public Scientific and Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) – the leading information and library center of Siberia in the context of changing scientific and educational environment.The Siberian Branch of the USSR Academy of Sciences, established in 1957, contributes to the active development of science in the east of the country. Implementing strategic objectives, among the priority measures the Branch heads laid the new system foundations of research information support, which met the demands of science development and the specific character of the institution activity within the Siberian Branch of the USSR Academy of Sciences. Big efforts to expand the network of libraries of research institutes were undertaken. The State Public Scientific Technological Library of the SB USSR AS, which began its activities in the region in 1958, was designed as the central library of the USSR SB AS (SB RAS). For 65 years, it has been providing information and methodological support for multidisciplinary research. The Library also acts as an institutional center in the library science, bibliography and bibliology, book history, and the largest library and information, cultural, educational, educational center, shaping the modern information, scientific, educational and cultural environment.

In the field of health care, the need for pluridisciplinarity is a further constraint in the organization of such teams or at least communication within them. Despite these difficulties, networking has emerged among groups of practitioners who share common objectives and try to fulfill their mission more effectively by developing, sharing, and applying knowledge targeted based on their fields of interest. This article is a critical analysis of three different networking experiences that all shared the common objective of application of knowledge through networking among practitioners: the suicide prevention practice community (CoP) of the Centre for Research and Intervention on Suicide and Euthanasia (CRISE), the task force on suicide in prisons of the International Association for Suicide Prevention (IASP), and the international Francophone network for safety promotion and trauma prevention.

The article is dedicated to the memory of the first director of the Library of Natural Sciences of the Russian Academy of Sciences (before 1991, the USSR Academy of Sciences). The Library for Natural Sciences was established in 1973 on the basis of the Sector for Special Libraries (in charge of collection development of Moscow research institutes and of their union catalog maintenance). The Library for Natural Sciences was conceived as an information library center focused on science and research information support based on modern technologies. Alexander Grigorievich Zakharov, newly-retired military professional, Lieutenant General, headed the library. In the shortest time possible, Alexander Zakharov built the centralized library system headed by the Library for Natural Sciences and meeting the demands of the time. For many years the Library’s Centralized Library System has been the largest and most developed network; the Library has been the leader in library automation based on the newest computer and network technologies. The authors have been working for the Library for over 40 years, and over 30 years under the leadership of Alexander G. Zakharov. They review the main stages of Zakharov’s career: the Great Patriotic War (he went through the war from beginning to end), his service at cosmodrome of Baikonur (launch operations, including support of Yury Gagarin’s flight), his work in the Library for Natural Sciences.

Too often, good research evidence is undermined by the poor quality of scientific reporting. The EQUATOR Network http://www.equator-network.org is a new initiative that seeks to improve the quality and reliability of health research literature.
EQUATOR Network has launched a new website that provides unique access to collated expertise and resources for good reporting of health research. The resources are aimed at researchers (authors of research articles), journal editors, peer reviewers, and developers of reporting guidelines.
The most important website feature is a collection of reporting guidelines (see http://www.equator-network.org/index.aspx?o=1032). The last decade saw an expansion in the development of guidelines that specify minimum criteria for reporting various study designs. Of these guidelines, CONSORT, for reporting randomised controlled trials (see http://www.consort-statement.org) and QUOROM, for systematic reviews (see http://www.consort-statement.org/mod_product/uploads/QUORUM Statement 1999.pdf) are probably the best known. The EQUATOR site brings all available resources under ‘one roof’ and its team is extensively networking and searching to keep the collection up-to-date.
To become a truly useful resource for its users, the EQUATOR Network plans further development and a set of key deliverables, including:
a Web-based Resource Centre with easy access to reporting guidelines and other information;
training courses for authors, editors and peer reviewers, to facilitate transparent and accurate reporting and use of reporting guidelines;
support to the developers of reporting guidelines;
annual assessment of how journals implement reporting guidelines;
annual audit of reporting quality across the health research literature.
Professor Doug Altman, one of the key movers of the CONSORT initiative, is leading the EQUATOR project. The EQUATOR Network international steering group includes leading experts in the fields of health research methodology, reporting and editorial work.

(PALNI) recently worked with The IDEA Center, a nonprofit organization dedicated to improving student learning in higher education, to create a freely available assessment survey focused on the educational role and institutional effectiveness of the library. The results of the Assessment of Library Impact and Value survey provide insights on how best to implement improvements, allocate resources, and communicate with campus stakeholders at PALNI institutions. PALNI created the survey with the intention of making it open access, available for use, and remixing by other institutions.

Art librarianship can still achieve new successes, and some of these are noted. The scope for new initiatives which the public library service offers is recognised and new areas for development are suggested, modelled on the international network of Music Information Centres.

Web-based use of E-resources is playing a vital role for information seeking. In this direction the present study was conducted on the use of E-resources (e-books, e-journals, e-databases subscribed by Health Science Library and Information Network, HELINET Consortium and ERMED Consortium) by the faculty members and PG students of Kempegowda Institute of Medical Sciences and Information Centre, Bangalore, Karnataka State. A structured questionnaire was designed and distributed to faculty members and PG students (150) to know their effective use of e-resource for their study, teaching and research. A total of 135 filled in questionnaires were received and the response rate was 82.66%. The study results found that most of the teaching faculty and PG students preferred to search Google and Yahoo as search engine for their information search requirements. At the same time they consulted Pub Med and Science Direct and Ovid publisher’s journal databases to access E- resources.

The article examines the forms of project activity and ways of its implementation in a modern library and information institution. It is noted that project activity as a type of productive human labor has gone through an evolutionary path over the past few decades and has undergone significant changes. A special place in the modern research paradigm is occupied by the study of the project activities of libraries as an important social institution. The article analyzes the library project as a kind of program, which takes into account the results of the analysis of the library's external environment, technological capabilities, as well as the personnel potential of the library and information institution. The structural elements of a modern library project are considered. In conclusion, the authors conclude that it is precisely modern forms of implementation of library project activities, namely the use of Internet technologies and network format, that make possible the process of forming the image of the library as a modern cultural and information center, whose functions include, among other things, the dissemination of local history information.

The new millennium witnessed significant changes in the development of the National Library of Latvia (NLL). The last decade of the twentieth century was linked to the restoration of all the basic functions of a national library in independent Latvia, but its development over the following decade was determined by the creation of a new, contemporary library. The twenty-year debate on the necessity of a new library, conforming to Latvia's needs, generated discussion not only on the functions of the library, but also on the broader cultural context. The basic approach was clear – nothing would remain the same in the new library. The size of the library's traditional collection has not changed significantly, but the provision of digitally born information and electronic publications has expanded rapidly. From 2001 to 2008 the NLL developed a national competence-building function in library computerization projects. Deepening cooperation with research libraries and other educational and research institutions, as well as the establishment of the Research and Development group, which brought the vision of a digital future into the Library, have been very important for enshrining the authority of the NLL in the whole library network. The National Library holds an optimistic view of the coming decade, believing that the new building will be completed, that the National Digital Library ‘Letonica’ will be created with resources in TEL, Europeana and the World Digital Library, and that the Library will be a valuable interactive centre of culture, education and research in the state.

The Royal Library of Belgium, created in 1559, is the central research library of the country. The national library, which is one of its six departments, has two sections: Legal Deposit, and Belgian Bibliography and National Documentation. The fact that the area covered by Belgium was occupied in the past by several countries has resulted in a scattering over Europe of many of the library's treasures. Belgium became a federal state in 1994, consisting of three cultural communities and three physical regions, and four linguistic regions. It has also become the centre of the European Union. The new structure of the library does not however take into account the implications of the new constitution for the transfer to the communities of responsibilities in the field of cultural patrimony. The major objective of the library's management in the immediate future will be reconciling the library's structure with its new political and institutional framework. The administrative or physical separation of the function of National Library from the other functions of the Royal Library is now under consideration, but it could be difficult to realize. Technical facilities should be developed, as this is much more feasible. The future of the Royal Library might be seen as the virtual library of federal Belgium, ‘combining an on-site collection of current and heavily used materials in both print and electronic form with an electronic network which would provide access to, and delivery from, external worldwide library and commercial information and knowledge sources’.

In particular, in the issue of cataloging and work on the corporate project "AgroCARS" on the exchange of analytical bibliographic records of periodicals and continuing publications on agricultural topics, the formation of an electronic distribution resource of agricultural libraries of Ukraine online. The corporate interaction of the National Scientific Agricultural Library with the subordinate network for compiling bio- and bibliographic indexes is considered. Thus, the dynamics of the formation of indexes of the series "Academicians of NAAS", "Correspondent Members of NAAS" and "Bibliography of agricultural scientists" were analyzed. The cooperation of agrarian libraries on the formation of a bibliographic index series of foreign publications entitled "Foreign agricultural book in the funds of NSАL NAAS, SRI and universities of agricultural profile" was studied. In total, 11 bibliographic indexes were prepared and published in this series. The importance of raising the professional level of librarians, especially those who take part in corporate interaction, is noted. The role of the National Scientific Agricultural Library in improving the professional competence of librarians has been clarified, first of all, through conducting annual advanced training courses for librarians and a conference. The work carried out by the Main Libraries of Territorial Associations of Agricultural Libraries in matters of corporate interaction is reflected. In particular, scientific libraries of Sumy National Agrarian University, Zhytomyr National Agroecological University, Vinnytsia National Agrarian University and Lviv National Agrarian University. The problems that arise in the "participants" of corporate interaction and ways to solve them are presented.

Purpose – This paper aims to explore the construction and configuration of environmentally friendly living through making visible the link networks that surround personal greener living blogs. The following questions guide the exploration: which types of organisations/actors structure the issue network of green living blogs as it emerges through links? How do these links contribute to carving out thematic areas as particularly influential for the construction of what greener living is seen to mean? Design/methodology/approach – Mixed method, a link and co-link analysis of 46 personal blogs carried out with the IssueCrawler tool, is backed up by a qualitative textual analysis of central personal green living blogs to contextualise the resulting networks. Findings – The resulting network shows an issue space that is divided in two halves: one half where green living is largely an issue of relating outwards (e.g. by broaching consumption) and another half which is inwards oriented (e.g. beauty products, personal well-being). A large integrative centre of mainly personal blogs functions as a hub for different notions of greener living, structured around pleasure vs a problem focus, and along inwards vs outwards orientation. Research limitations/implications – The empirical material consists of a sample of Swedish language blogs, which has implications for the outcome of the study. Practical implications – The study intends to contribute to laying the ground for developing adequately targeted and multi-faceted (online) information campaigns to inform about environmentally friendly living. Originality/value – The results can contribute to expand understanding of environmentally friendly living as it is represented online and thereby add value to comprehend and target parts of society. This paper contributes to the area of environmental information, which is an important and topical yet under-researched area in information studies. The IssueCrawler tool is used in a concrete empirical study in information studies.

Purpose – The purpose of this paper is to make an assessment of the global status of research in nuclear science and technology (NST) publications. Design/methodology/approach – The present bibliometric study is based on bibliographic data that were retrieved from the Web of Science during 2001-2010. In all, 85,198 records published by the 35 journals under the category of NST in the database of Journal Citation Reports were assessed in terms of many aspects. A further assessment has been made using advanced bibliometric indicators such as field citation scores and collaboration network analysis using the NetDraw software. Findings – Unlike research-prolific countries, the annual growth rates of publications for most developing countries have experienced an evident leap. The highest scientific impact and productivity among the publications belonged to the International Journal of Radiation Biology (10.46). A limited group of prolific authors produced a considerable portion of the publications, among whom, Japanese authors had the most contributions. The USA is in the centre of the international collaborative network illustration and is also the main partner of most of the research-prolific countries. Nuclear physics has the greatest field normalised measured impact ratios (CPP/FCSm = 4.2) among the publications, which signifies its inherent impact on NST research. In general, like the inter-institutional collaborative publications, the internationally collaborative publications are more frequently cited and therefore have a higher scientific impact. Originality/value – The paper could aid to show collaborative research in the NST journals and assess the research performance of the NST.

Information poverty remains a critical issue for societies today. The literature of information poverty is reviewed tracking its origins in library and information science and the various approaches that have been taken to tackling information poverty, including international development programmes such as the Global Libraries Initiative, working response to the UN’s Sustainable Development Goals, the importance of access to health information and so on. The paper sets out themes that emerged in a roundtable discussion of library and information science academics in 2017. Discussion centred on: definitions of information poverty which reflect the wide variety of ways in which it is possible to be information poor; literacy and information literacy; the ways in which information can reduce poverty and disadvantage; library and information science initiatives to tackle information poverty; and information poverty in the context of social justice. The group agreed that there was a major piece of work to be done in reframing the library and information science discipline in terms of information poverty. Four key dimensions of information poverty for collaborative future research are: (1) information as an agent to eradicate poverty; (2) the causal factors resulting in information poverty; (3) creation and production activities to combat information poverty; and (4) better understanding of areas of extreme disadvantage and aspects of information need. A list of the key causal factors in creating information poverty which came out of the discussion is presented. Further research initiatives are underway for setting up a partnership/consortium that would lay the foundations for a multidisciplinary network on information poverty, sharing expertise internationally.

Purpose The purpose of this paper is to provide an overview of the J-Gate Plus Discovery and Resource Sharing Model, and to examine the interlending and document delivery service within the Indian university system and the UGC-Infonet Digital Library Consortium. Design/methodology/approach This paper describes the functionalities of J-Gate Plus services and discusses how it become a successful product in the Indian academic sector. Finally, the paper analyses the search trends and document delivery request reports. Findings Information and Library Network, Inter-library loan Centres (universities) and J-Gate@UGC-Infonet are cooperating to facilitate resource sharing in India and to gradually expand their roles to other academic library systems. Originality/value The paper is an up-to-date study of resource sharing in the Indian university system through the J-Gate@UGC-Infonet service.

In recent years, the Educational Resources Information Center (ERIC) system has undergone tremendous changes in the kinds of products and services it offers and the methods by which users can access them. AskERIC, a computer network-based question-answering service and virtual library, exemplifies these changes. This article describes AskERIC, other ERIC gopher sites, the National Parent Information Network, ERIC listserv activity on the Internet, and ERIC 's offerings on commercial online services. It also lists resources for librarians who do training sessions on ERIC and sketches ERIC's future direction.

Background: Having diverse representation in clinical trial participation is important. Historically, rural residents have been underrepresented in clinical trial research. Public librarians have an opportunity to promote clinical trial participation among rural residents by offering consumer health information services that help patrons to understand what clinical trials are and how they can find relevant clinical trials. Case Presentation: A consumer health library and a clinical trial center located at a large academic medical center collaborated to provide clinical trial information programming to rural public libraries. The group was awarded a Network of the National Library of Medicine (NNLM) Community Outreach Grant and was able to plan, develop, promote, and implement programs including training workshops, a speaker event, and a book discussion to rural public librarians. Discussion: Marketing the programs to rural public libraries was difficult and many barriers were encountered. Though registration and subsequent participation were low, participants expressed interest and gratitude for the programs. For any future programs targeting this population, further strategies will need to be implemented to ensure increased registrations and attendees.
