In 1998 Indonesia was on the verge of huge political changes. The economy was in crisis and President Suharto's thirty-two year New Order government was coming to an end. Violence, largely directed against the ethnic Chinese in a number of cities on the archipelago, accompanied the political and economic crises. The changes which unfolded led to peaceful elections in 1999, which were judged by international observers to be fair and democratic. These elections placed a new administration in power and with it the hopes of the people that reformasi (reform) would ensue. Immediately after Suharto stepped down things began to change for the ethnic Chinese who had never been fully accepted as Indonesian within Indonesian national discourses. Indeed the presence of ethnic Chinese in Indonesia was constructed as a problem; the "Chinese problem" (inasalah Cina). During the New Order, policy towards Chinese Indonesians was particularly harsh. They were not permitted to celebrate any aspect of their Chinese heritage and official policy dictated that they should assimilate into Indonesian society. This changed after 1998 and the debate about how Chinese Indonesians should behave, and how they should be treated, emerged once again. This thesis investigates a number of Chinese Indonesian organisations which were established or re-established after May 1998. I am particularly interested in how they are articulating both their Chinese and their Indonesian identities in this new climate. I argue that as a result of Indonesian national discourses which construct Chinese Indonesians as "outsiders", it may not be possible for the groups to achieve their joint aims of overcoming anti-Chinese stereotypes and having their Chinese heritage accepted within Indonesia. During the New Order years many ethnic Chinese were reluctant to declare themselves Chinese publicly, or speak about their experiences, which has led to a dearth of empirical material relating to how Chinese Indonesians themselves understand their identities. Therefore, this research is a particularly useful addition to the study of the ethnic Chinese in Indonesia.

How democratisation affects a state's foreign policy is a relatively neglected problem in International Relations. In Indonesia's case, there is a limited, but growing, body of literature examining the country's foreign policy in the post-authoritarian context. Yet this scholarship has tended to focus on the role of Indonesia's legislature and civil society organisations as newly-empowered foreign policy actors. Scholars of Southeast Asian politics, meanwhile, have concentrated on the effects of Indonesia's democratisation on regional integration and, in particular, on ASEAN cohesion and its traditional sovereignty-based norms. For the most part, the literature has completely ignored the effects of democratisation on Indonesia's foreign ministry – the principal institutional actor responsible for foreign policy formulation and conduct of Indonesia's diplomacy. Moreover, the effect of Indonesia's democratic transition on key bilateral relationships has received sparse treatment in the literature. This thesis aims to fill the gap in the literature by analysing the impact of democratisation on Indonesia's foreign ministry, and on Indonesia's approach to key bilateral and multilateral relationships in the Asia-Pacific – China, ASEAN and Australia respectively. This thesis argues that the domestic context in which Indonesia's foreign policy is framed has been transformed since reformasi. A conscious attempt has been made by policy-makers to internalise democratic values, such as good governance and human rights, into the ideational basis of Indonesia's foreign policy.

Entrepreneurship has been suggested as an ideal means to stimulate host community participation in tourism development, particularly in developing countries (Hampton, 2005; Tosun, 2006). The growing literature on entrepreneurship and tourism includes relatively few studies that empirically explore and identify the entrepreneurial process in tourism. While stimulating the emergence of indigenous tourism entrepreneurs requires an understanding of the entrepreneurial process, the entrepreneurial process in tourism remains unclear, due to the lack of research on the phenomenon (Koh, 2006). The current study, therefore, sought to provide insights into entrepreneurial process in the tourism industry, the context in which the process occurs, and the entrepreneurial strategies that support the process, especially from an indigenous entrepreneur’s perspective. The study was conducted in five tourist destinations on Lombok Island, Indonesia. Twenty-eight host community members, twenty-one owner-managers of small tourism enterprises and seven other tourism stakeholders, were selected as research participants, and were engaged in the crystallisation process throughout the study. Observation was made in the twenty-one enterprises.

[Truncated abstract] The 1974 Indonesian Marriage Law required all divorces to be ratified by courts and vested household leadership with husbands. This thesis examines the impact of this law upon the negotiation of divorce, and its implications for the constitution of state and social power. I argue that the New Order state used this law to attempt to control gender relations and reinforce political legitimacy, but that women and men resisted this project in a variety of ways. Divorce may entail the contestation of state ideological prescriptions on gender. It also reveals gender relations operating independently of the state. As such, it is a particularly fruitful site for an analysis of the location and constitution of state and social power. In order to analyse the complex relationship between marriage, divorce, and power, I have adopted several original strategies. I expand the definition of property to encompass

The purpose of this research is to determine whether Indonesian business practices and culture inhibit the competitiveness of Australian small to medium enterprises in Indonesia. Prior to the current economic demise of the Indonesian economy, Australia's trade relations with its closest Asian neighbour were not as significant as trade with countries far removed from Australia's shores. Previous research has identified that cultural problems and inadequate communication contribute towards the lack of competitiveness of international small to medium enterprises.However there has been no rigorous and comprehensive research specially related to Australian entrepreneurs and the problems they encounter in Indonesia.Several key themes emerged from this study which indicated that thorough planning and market research are more important than a comprehensive understanding of business practices and culture. What the research brings to extant literature is a rigorous and methodological analysis of Indonesian business practices from an Australian entrepreneur's perspective. This provides a structured link between the parent disciple of cross cultural communications, the plethora of information on Asian business practices, and the reality of Australian small to medium enterprises attempting to enter the Indonesian market

This thesis explores the historical development of Corporate Social Responsibility (CSR) in Indonesia. Existing literature in the field is influenced by experiences in Western liberal democracies, where pressure from internal stakeholders leads to what is called a “bottom-up” approach; pressure that leads firms engaging in CSR for voluntary rather than mandated reasons. However, this research found that the adoption of CSR in Indonesia did not follow this Western trajectory. Instead, CSR developed from a “top-down” approach where the Indonesian Government acted as the key driver of change. Reflecting this, the enactment of the Company Act 2007 made Indonesia the first country in the world to explicitly require every company to undertake CSR activities. In exploring this unusual policy outcome, this research sought answers to the following research question: Do theories about CSR that stem from Western democratic societies, which typically depict the drivers of CSR activity coming from below – with the company then voluntarily devising their own strategic CSR response – apply in developing societies? In exploring answers to this question, this thesis adopts a historical approach, considering the changing role of the Indonesian government since 1945 with particular attention paid to the so-called New Order era (1965-98) and the Reformation era (1998-2015). This case study answers the questions utilising legitimacy theory, institutional theory, and stakeholder theory through analysis of relevant regulations, official statistics, document analysis interviews with key stakeholders, and analysis of company Annual Reports. This research found that at first, the Indonesian government initiated CSR activities through the policies pursued by State-Owned Enterprises (SOEs) that have occupied a disproportionately important role in the Indonesia economy. Under the New Order era, CSR policies were mainly directed towards improving economic and social outcomes in agriculture, where Small and Medium-sized Enterprises (SMEs) were the norm. As part of their activities, all SOEs were legally required to assist SMEs. The Indonesian government, both directly and indirectly, through the SOEs, was also the driver behind the extension of CSR to the local levels through measures directed towards the formation and operation of farm-based cooperatives. Under the Reformation era, however, the focus shifted to a legislative mandate. Since the issuance of Law No. 20/2008, all SOEs are required to perform social activities in accordance with the Partnership and Community Development Program or “Program Kemitraan dan Bina Lingkungan” (PKBL). As the Program’s title suggests, PKBL involves SOEs entering into “partnerships” with mostly small enterprises (mainly micro-enterprises). Since 2007, with the issuance of the Company Act, the Indonesian government has also required privately-owned firms to engage in CSR. As stated in the Indonesian Financial Accounting Standard (PSAK), all companies listed on the Indonesian Stock Exchange (IDX) must disclose their CSR activities in their Annual Reports. However, in examining the companies’ Annual Reports, this thesis found that only 401 of the 530 listed companies actually disclosed CSR activities in their Reports. Moreover, this research found that 90 percent of companies undertaking CSR activities were actually engaged in what can best considered as philanthropic forms of community development that are unlikely to have any transformative effect. Accordingly, this thesis concludes that although the Indonesian government has acted as the primary driver of CSR within the country, the benefits that are accruing at this stage are sub-optimal. This thesis found that whereas research performed in Western democratic societies has focused on the influence of salient stakeholder in CSR activities, in Indonesia the power of stakeholder may not influence the company if the company has political connections that can mitigate this stakeholder power. Less powerful stakeholders may become beneficial to the company if a stakeholder can align itself with the company’s interest, such as building their reputation or gaining local acceptance. The findings of this study contribute significantly to the extant research base on the development of CSR in Indonesia. An understanding of the Indonesian government’s social responsibility role helps fill the comparative void in the CSR historical literature dealing with developing societies.

As an emerging democratic country, Indonesia faces notable challenges in building harmony and peace in its multicultural society. Many scholars have argued that educational institutions including pesantren can play a crucial role in addressing those challenges. More specifically pesantren citizenship education has the potential to create citizens who can address the potential challenges of multicultural societies. The primary aim of this study was to investigate conceptions of citizenship education; curriculum design for citizenship education; and the delivery of that curriculum in three types of Indonesian pesantren. While multiple case study and phenomenography were used as research design, Bronfenbrenner’s (1979) Ecological Systems Theory was employed as theoretical framework. This study found that the conceptions of citizenship education were similar across pesantren. Distinct curriculum design for citizenship education was found in each pesantren, reflecting differences in attributes within the referential and structural aspects of the citizenship education conceptions across pesantren. However, each pesantren had a similar combination of formal, informal and hidden curricula. This model of curriculum was integrated into the pesantren’s environmental factors. Similar pedagogy was found in the delivery of the formal curriculum. Regarding the delivery of informal and hidden curriculum, the unique system of pesantren facilitated a more intricate curriculum implementation than is possible for other models of school. One implication of this study is that religious citizenship education could be considered an alternative for Indonesia in addressing the challenges of a multicultural society. Also, educational institutions aiming to employ a comprehensive approach to their citizenship education might consider an ecological model of pesantren-based citizenship education as a reference.

This thesis analyses the representation of women in two women’s magazines in Indonesia. It compares and contrasts the representation of women under the New Order Regime (1966-1998) and the Reformasi (reformation) period (1998-1999) through an analysis of the content of Kartini and Femina, between 1992 and 1998. It seeks to understand how changes in the representation of women are specifically related to the social, economic, and political changes in Indonesia. Moreover, by analysing the cultural production of a particular popular media [women’s magazines], this study examines the explicit characteristics of Indonesian women that have been identified as “modern” in the transformation era of Indonesia.

Tropical deforestation contributes significantly to climate change. The concept of reducing emissions from deforestation and forest degradation (REDD) in developing countries has now been accepted in the international climate regime as a strategy for mitigating the dangerous effects of climate change. Under an international ‘REDD+’ framework, it is proposed that developed countries will compensate developing countries for the carbon offsets generated by avoided deforestation and other forest conservation activities. Clarifying who owns the rights to the forest carbon is a complicated issue that must be resolved in heavily forested developing countries. Carbon rights have developed as a novel form of property from the western legal tradition that has become increasingly centred on individual ownership and transferability of assets and resources. While some developed countries have attempted to define carbon property rights, in most developing countries this remains a difficult notion to conceive in their property systems. This situation is typified in Indonesia. As one of the world’s largest sources of emissions from land use change, Indonesia has a long history of poor management and regulation of forest resources. The allocation of property rights in and around forests has been contentious for many years and contributed significantly to the vast deforestation of the Indonesian archipelago. It is questionable whether Indonesian law is capable of supporting a carbon rights regime. A plural system combining several different legal sources, the operation of law in Indonesia has been dogged by contradictions and inconsistent and arbitrary application. The importation and transplantation of legal concepts into the Indonesian context has been particularly unsuccessful. In light of this ‘shaky ground’, successfully assigning rights to forest carbon in Indonesia appears a major challenge.

This Thesis deals with the cultural encounter between Islam and Javanese culture as represented by the slametan ritual. The major purposes of this thesis are threefold; (1) to give a brief account of the historical backdrop of the encounter between Islam and the Javanese tradition; (2) to discuss the ongoing dispute among scholars over whether the slametan is animistic, syncretistic or Islamic; and (3) to provide a new perspective on the slametan ritual based upon textual (religious) and contextual (socio-cultural) analysis.
The hypothesis underlying this work is that the slametan is a prototype of syncretistic ritual, the representative of Islamic elements---as its core---on the one hand, and local traditions---as its periphery---on the other. This work will argue against the theory of the slametan developed both by Geertz and Woodward. The first scholar sees the slametan from a socio-cultural perspective only, while the latter views it on an Islamic theological basis. The current writer argues that one should employ a holistic perspective to see the slametan comprehensively; both from "inside" (religious perspective) and "outside" (cultural perspective).

This thesis studies the response of the traditionalist Muslim groups of Minangkabau, Indonesia, to the modernist movement of the early decades of this century. In their effort to lay the foundations of a rational and progressive Muslim society and rediscovery the true ethics of Islam, the modernists had called for fresh ijtihad. The traditionalists rejected the possibility, or necessity, of new ijtihad and insisted that Islam had been perfectly articulated in the authoritative works of the scholars, especially those of the four schools of law, and that every Muslim must simply adhere to them. The traditionalists argued that the methods of the modernists' not only endangered the authority of the four schools, they threatened to undermine the age-old notion of a harmonious balance between Islam and adat, the two ideological foundations of Minangkabau society. To the traditionalists, therefore, the struggle against the modernists was at once a defense of the classical schools of law and of the harmony of Islam and adat in Minangkabau.

[Truncated abstract] As a developing country, Indonesia has been struggling with complex and contentious development issues since Independence in 1945. Despite remarkable economic achievement during the New Order period (1966-1998), poverty has persisted and the benefits of development have been unequally distributed. Social welfare — the system of social security to protect the well-being of the weaker members of society has received little attention in Indonesia, both from the state and from the scholarly community. The historical neglect of social welfare in Indonesia has begun to be addressed recently, with the Social Safety Net (SSN) initiative. SSN is a social welfare program that was launched by the government of Indonesia to mitigate the deleterious impacts of the economic crisis that hit the nation in 1997. This thesis aims to assess how the SSN accommodated the needs and aspirations of poor women, particularly those who live in rural areas. The rural poor deserve attention because poverty in rural areas is widespread and often intractable, and because poverty in rural areas tends to be more invisible than in urban areas. The urban poor are more visible, because they are “in the face” of the powerful every day, and they are more likely to be able to access agencies of power than the rural poor.

In this thesis I examine the issues of sex education in Western and Javanese society using a conceptual-comparative approach. My main goal is to highlight the importance of sex education for young people in Javanese society. Research foci and discoveries include: how the notions of conservatism with regards to sexuality are rooted in Javanese culture and social values; the definitions, history, components, methods and principles of Western sex education (particularly Canadian); the measures of success for sex education programs in the West; and to what extent Western sex education can be applied to Javanese society. In the final chapter I offer recommendations for Javanese educational authorities on the need to create a new terminology of sex education.

Poverty eradication has been a long-established and key challenge for governments, the international community, multilateral organisations and donor agencies in the world, especially in developing economies. Combined international, multilateral and donor efforts have resulted in significant reduction in poverty levels across countries. Aside from this remarkable achievement, the most current data show that in 2012, hundreds of millions of people in less developed economies still lived in extremely poor conditions, and the incidence of poverty remained uneven across regions, countries and genders. More work is required to more effectively accomplish poverty reduction targets around the world. Recent and expanding research and empirical evidence suggest that a strategy of financial sector deepening through microfinance might be a useful channel. For decades, microfinance has gained popularity in many developing countries, including Indonesia, as one of the key instruments for their poverty alleviation programmes. The Indonesian government, for instance, has emphasised increasing access to financial services as a priority component of its poverty and financial sector reform agenda, since significant barriers in accessing loan and saving instruments remain for households and enterprises of all sizes. The development of the country’s microfinance industry has been going well, and becoming one of the most commercialised in the world.

Environmental positive externalities from public provision, such as the benefits yielded from the public measure of nature conservation, are often not internalized. Potential sub-optimal public service provision can be expected from such a condition, leading to inefficiency, if the benefits at a greater territorial scale are not acknowledged. This holds particularly true for intergovernmental fiscal relations in a decentralizing multi-tiered governmental system. Moreover, in developing countries the fiscal capacities to perform measures of ecological public functions are limited with their fiscal needs for these functions often appearing to outweigh their fiscal capacities. Research at the interface of the economic theory of fiscal federalism, the sustainability concept, and policies related to conservation and the environment is relatively new. Furthermore, in the literature on environmental federalism the emphasis tends to be comparatively less on the benefits of positive environmental externalities. The essential contribution of this study is an extension of this research field that is still in its infancy by applying the specific case of Indonesia as the context, on account of this tropical country‟s ecological significance as well as its recent developments during the fiscal decentralization process. The overall aim of this study is to assess the possibilities of ecological fiscal transfers as a set of instruments in the public sector to internalize environmental externalities. To this end, the study traces the development as well as the current state of intergovernmental fiscal transfers in Indonesia in terms of ecological purposes. On the basis of this knowledge, the study offers new policy perspectives by proposing a number of policy options for ecological fiscal transfers in the context of the functioning fiscal transfer system and institutions between the national and the subnational (province and local) governments as well as among jurisdictions at the same governmental level. The incorporation of an explicit ecological indicator into general-purpose transfers is the first option. The second option is derived from a revenue-sharing arrangement. In this arrangement, two sub-options are proposed: first, shared revenues from taxes are distributed on the basis of the ecological indicator and, second, shared revenues from natural resources are earmarked for environmental purposes. Finally, the third option suggests an extension of existing specific-purpose transfers for the environment. The potential and limitations of the respective options are addressed. Additionally, a short treatment is given to the discourse on the possible mobilization of fiscal resources in the context of tropical deforestation and global climate change. The research concentrates mainly on the first option, namely the incorporation of an ecological indicator into the structure of general-purpose transfer allocation. In order to substantiate an explicit ecological dimension in the transfer, it extends the present area-based approach by introducing a protected area indicator while maintaining the remaining socio-economic indicators in the fiscal need calculation. The parameter values of area-related indicators are adjusted and subject to the properties of the existing formula. The simulation at the provincial level yields the following results. First, more provinces lose rather than gain from the introduced ecological fiscal transfer when compared to the fiscal transfer that they received in the reference fiscal year. Second, on average the winning provinces obtain a higher level of transfer from the introduction of an ecological indicator in the fiscal need calculation. The extent of the average decreases for the losing provinces, however, it is lower compared to the extent of the average gain by their winning counterparts. In terms of spatial configurations of the general-purpose transfer with an ecological indicator, provinces in Papua would benefit most from the new fiscal regime whereas provinces in Java and Sulawesi, with a few exceptions, would suffer a transfer reduction. Kalimantan and Sumatera show a mixed pattern of winning and losing provinces. The analysis on the equalization effects of the general-purpose transfers makes the following important contributions. It suggests that, first, the transfers are equalizing and, second, the introduction of the protected area indicator into the structure of these transfers plays a significant role in the equalizing effect, particularly in the presence of provinces with a very high fiscal capacity and when the area variable is also controlled. All of these new insights are imperative in the design of fiscal policy which intends to integrate explicit ecological aspects into the instruments of intergovernmental fiscal transfers. Since a formula-based fiscal transfer distribution is intrinsically zero-sum, the aforementioned configuration of winning and losing jurisdictions is conceivable. Among other future perspectives, it is the task of further research to explore ecological fiscal transfer instruments and associated measures that on the one hand seek to induce the losing provinces to join their winning counterparts and, on the other hand, are still subject to the requirements of the rational fiscal transfer mechanism.

This study used combined methods of observations, interviews and document analysis to understand issues related to aging in Indonesia. The study describes relevant policy and practices for older persons in Indonesia, and discusses major social issues of poverty, the need for social security, and ambivalent views of older people in Indonesian society. While the Social Department Affair (Depsos) has pioneered in providing initiatives for older persons, the benefits of these supports are often limited (e.g., formal sector, urban areas). Complexities of the emphasis on family caregiving, constrained government budgets, and social stigma (e.g., "the last priority") mean that older people do not necessarily receive appropriate support from government and society. The role of religion, culture and gender in shaping aging issues are specifically discussed. It would seem that improving the lives of older people in Indonesia requires a social work approach drawing on outside examples while maintaining local tradition.

Prevailing perspectives on the role of the Indonesian Parliament (DPRlMPR) under President Soeharto's New Order deride it as a politically quiescent institution that had insignificant influence over policy-making. Indeed, approaches that evaluate the legitimacy and effectiveness of legislatures in terms of regularly held free and fair elections and the ability of parliamentarians to initiate or reject legislation will find scant evidence that the Indonesian parliament has played a significant role under Soeharto. From this conventional perspective, the DPR was politically insignificant, save, perhaps, as one of several instruments available to the authoritarian regime to legitimate its rule. Yet a closer look at the history of the New Order casts serious doubts over the notion of a placid legislature where nothing of substance ever took place. For example, the DPR was key in enabling Soeharto to become lawfully President in 1967, and was again instrumental in May 1998 by compelling the dictator to resign from office. This thesis examines the apparent paradox, and makes two clusters of arguments. The first cluster addresses the broad concerns of students of political systems, in particular authoritarianism, and makes two main points. First, there was far more political activity within the DPRlMPR under Soeharto than commonly assumed, especially in the final decade of his rule that is the focus of this study. Secondly, a close scrutiny of the Indonesian parliament demonstrates that the 'authoritarian' New Order underwent some important changes throughout its 32 years. In a nutshell, the New Order degenerated from collusion between capitalists, the military and the bureaucracy into 'monarchical' personal rule, losing some of its modem structures and much of the credibility of its claim to favour democracy. To use the terms coined by Max Weber and subsequently adapted by Juan Linz to the study of contemporary politics of transition, Soeharto's regime developed over the years from a bureaucratic-military authoritarian regime to one with strong 'sultanistic' features. A sultanistic regime is one that involves an increasingly discretionary use of the powers that have been usurped by the ruler. The second cluster of argument adds to scholarship on Indonesia in three respects. First, the factionalism among elites under Soeharto is shown to be far more complex than conventional views that have usually focussed on the Armed Forces to the relative neglect of civilian factionalism. The evidence also indicates that factional lines straddle the civil-military divide. Therefore, it is a false dichotomy to distinguish between civil and military factionalism since the two are inextricably intertwined. Examples of such alliances are discussed in chapters three and four. Secondly, a case is made about periodisation, and the accuracy of commonly accepted milestones in the last decade of the New Order. Again, the evidence gathered in this study points to some anachronisms regarding Indonesia's "Islamic tum," the political clout of the armed forces as an institution, and the cohesiveness of Soeharto's alleged 'inner circle'. The importance of pinpointing the origins of Soeharto' s cultivation of an Islamic middle class basis of support at the expense of the armed forces as an institution sheds considerable light on the balance of power between the officers and the palace, and in particular the validity of describing the New Order as a military dictatorship, as was commonly accepted in the late 1980s. The question of the New Order's 'Islamisation' is discussed in depth in chapter three. The third point examines the limit to Soeharto's sultanistic strategy. It is argued that the shift to absolutist rule, while undermining the logic of the bureaucratic-military authoritarian regime did not provide an alternative that accommodated the interests of powerful elites. Instead, it was perceived as threatening the long-term interests of key factions within both the political Islamic civilian elites and the military. Sultanism ushered unpredictability in the recruitment of elites and in the dispensation of patronage, and threatened the interests of the armed forces as an institution. It gradually alienated these crucial groups, paving the way for an unlikely tactical alliance between Armed Forces commander-in-chief General Wiranto and vice-president Habibie. The origins of this internal realignment in the regime are discussed in detail in chapters four and five. Chapter six brings this study into the final months of the New Order, and examines the background to the critical role played by the parliamentary institutions in giving Soeharto his coup de grace, when the DPR Speaker Harmoko called on the President to resign on 18 May 1998, three days before Soeharto stepped down. We conclude by highlighting the continuities between parliament under the New Order and in the Post-Soeharto era, and assessing the likely role of parliament in Indonesia's democratization.

During the 1940s and 1950s, around 200,000 Eurasians (Indos) of mixed European and Indonesian descent left Indonesia. In time, they formed distinct communities in The Netherlands, the United States, Australia and elsewhere. A smaller number of Indos who had chosen Indonesian citizenship or had been unable to leave remained in Indonesia. Until now, the fate of Indo communities who remained in Indonesia was largely unstudied. This thesis presents a transnational history of Indos in postcolonial Indonesia, framing their history as part of both Indonesian history and broader Indisch (Indies) Dutch history. It compares their circumstances with those of Indonesia‟s largest 'foreign minority', Chinese Indonesians. The thesis draws on Dutch archives, newspaper accounts and oral history interviews carried out in Java and North Sulawesi, Queensland and the Netherlands. Indos comprised a significant component of the European community in late colonial society, and many also held 'native' status. Young Indonesian independence fighters killed and tortured Indo and other families across Java in a loosely coordinated genocide during the Bersiap period in 1945-47. At least ten thousand Indos stayed in Indonesia after the transfer of sovereignty in 1949. During the New Order period (1966-1998), they faced significant pressures to assimilate, but were occasionally held up as a 'model minority' compared with Chinese Indonesians. Some took up work as actors and models, paving the way for the predominance of an 'Indo look' on Indonesian television in the 1990s. Younger Indos, usually the children of expatriates, capitalised on the tradition established by older generations, so that the term 'Indo' became synonymous with fame and stardom. From the mid-2000s, in response to popular historical understandings about ethnicity and race, Indos were more likely to be cast only as wealthy characters in Sinetron. After the fall of Suharto, in tandem with a rise in identity politics in the Netherlands, older Indos in Java began to meet regularly with other Dutch speakers. In the Minahasa region of North Sulawesi, these social gatherings were regular even during the Suharto period. Indos there married members of the local mestizo Borgo (formerly burger) community, so that the term 'Indo' became a synonym for 'Borgo'. This research reveals ways in which national contexts frame how the colonial and postcolonial past are remembered and represented in popular historical consciousness in a former colony and a former metropole among members of a group considered to transcend national boundaries. It also reveals how different Indo communities in Indonesia have interacted with shifting concepts of 'indigeneity' across historical periods, including 'native' (inlander) status, boemipoetera, pribumi and adat. The memories of Indonesian Indos diverge considerably from the memories of Dutch Indos, who often recall the colonial Indies as a paradise and postcolonial Indonesia as a violent and poverty stricken nation. The absence of historical frameworks in Indonesia for events like the Bersiap, along with the 'historical capital' that comes with recalling involvement in certain key events in the history of the nation, determine which memories are recalled and which memories are not voiced in both postcolonial contexts.
