This study aims at introducing a method for individual agreement evaluation to identify the discordant raters from the experts’ group. We exclude those experts and decide the best experts selection method, so as to improve the reliability of the constructed tongue image database based on experts’ opinions. Fifty experienced experts from the TCM diagnostic field all over China were invited to give ratings for 300 randomly selected tongue images. Gwet’s AC1 (first-order agreement coefficient) was used to calculate the interrater and intrarater agreement. The optimization of the interrater agreement and the disagreement score were put forward to evaluate the external consistency for individual expert. The proposed method could successfully optimize the interrater agreement. By comparing three experts’ selection methods, the interrater agreement was, respectively, increased from 0.53 [0.32-0.75] for original one to 0.64 [0.39-0.80] using method A (inclusion of experts whose intrarater agreement>0.6), 0.69 [0.63-0.81] using method B (inclusion of experts whose disagreement score=“0”), and 0.76 [0.67-0.83] using method C (inclusion of experts whose intrarater agreement>0.6& disagreement score=“0”). In this study, we provide an estimate of external consistency for individual expert, and the comprehensive consideration of both the internal consistency and the external consistency for each expert would be superior to either one in the tongue image construction based on expert opinions.

The purposes of this study were to examine (a) whether grade-level differences exist on self-evaluation tendencies over time, (b) if grade-level differences and evaluator differences exist, alone and in combination, on music performance evaluation, (c) if relationships exist between student self-evaluation and expert evaluations of music performance by grade level, and (d) whether differences exist between grade level and music performance subarea (tone, intonation, melody, etc.) on self-evaluation accuracy. Middle ( N=92) and high school ( N=51) instrumentalists participating in two summer music programs self-evaluated their performances during rehearsals, while expert evaluators judged an individual final performance. Results indicated differences between grade levels on performance self-evaluation as the week progressed for some subareas. High school students were more accurate in their self-evaluations than were middle school musicians for all subareas except melody and rhythm. Middle school students' scores showed greater correlation with experts than did those of high school musicians. Both groups were most accurate in their evaluation of melody and least accurate in evaluation of technique/articulation. January 3, 2005 May 11, 2005.

Aiming at the common problems of quality evaluation method, this paper first establishes a fuzzy software quality evaluation model according to the relationship of software quality subcharacteristics and indicators; furthermore, considering the uncertainty and individual deviations of expert judgment results, this paper corrects and tests the consistency of the incomplete information sorting given by the experts and obtains an integration sorting of gathering different expert opinions through the idea of circling modification; at last, this paper proposes the weighted mutation rate which is used to measure the development balance degree and determines weights of evaluation indicators via weighted mutation rate correction incompletion G1 method, which avoids the problem of integration of subjective and objective weights.

An integrating, coordinating and optimization for experts’ evaluate opinion method according to naval ship evaluation case study is researched. Ship projects evaluation index system is proposed pointing at large surface naval ship, meanwhile the weights of index of experts’ opinion and ship projects are identified. After combining the actual demand of evaluation with the algorithm, a sequence deviation estimating method is formed for estimating the difference between individual and group opinions. Thus a naval ship evaluation platform is proposed which could integrate, coordinate and optimize expert's opinion effectively. Calculation shows this new method system, which mixed the numerical computing and computer iteration technology together, could meet the actual demand of naval ship evaluation commendably. Not only can it retain each expert's original preference, but also consistent the consulting result rapidly. Thus the new method has great applicability in naval ship evaluating progress, with the ability of solving conflict among the expert group.

The purpose of this research is to produce a learning module of Christian education for students of SMP class VIII. The methodology used is research and development method. In the development using the Derek Rowntree model consisting of three stages, namely the planning stage, preparation phase of writing, and the stage of writing and editing. The product test phase begins with the validation of the material expert, and the media expert. Then after repaired the product was tested to a number of grade VIII students, ie 3 students for individual evaluation and 30 people for field evaluation. The results show the average value of material experts 3.77 which means the product is considered very good and from media experts 3.78 which means the product is considered very good. Then in the trial stage the average yield for the individual test phase 3.63 which means the product is considered very good and at this stage the field trials test 3.98 is considered very good. Based on interviews to teachers obtained very good results. In conclusion the print module of Christianity education subject of SMP Negeri Kota Tidore Kepulauan is worthy to be used in the field, although there are some improvements according to expert advice, students as users, and teachers.

The article presents the data of expert assessment of the parameters of the inclusive process in an educational organization. The set of parameters was based on the activity model for the development of an inclusive process. The indicators included in this model were selected based on the content analysis of the previously published pilot study. The method of expert evaluation of compliance with basic principles of inclusive education of various parameters which characterize the educational process in the school used. 44 experts with practical and research experience in inclusive education participated in the survey. The analysis of the results showed that experts selected parameters which generally correspond to the activity approach in the development of inclusive education, focused on supporting the engaged participation and active position of participants in the inclusive educational process. Indicators that reflect formalized approaches to evaluating educational outcomes did not receive expert consensus, but parameters which focus on individualization of education (such as evaluating the dynamics of individual progress of students) were supported. System-forming parameters for assessing the inclusive process can be called those that allow achieving greater individualization of education, more comprehensive support for all students, and well-coordinated professional work of the school teaching team.

High-throughput single nucleotide polymorphism (SNP) genotyping systems provide two kinds of fluorescent signals detected from different alleles. In current technologies, the process of genotype discrimination requires subjective judgments by expert operators, even when using clustering algorithms. Here, we propose two evaluation measures to manage fluorescent scatter data with nonclear plot aggregation. The first is the marker ranking measure, which provides a ranking system for the SNP markers based on the distance between the scatter plot distribution and a user-defined ideal distribution. The second measure, called individual genotype membership, uses the membership probability of each genotype related to an individual plot in the scatter data. In verification experiments, the marker ranking measure determined the ranking of SNP markers correlated with the subjective order of SNP markers judged by an expert operator. The experiment using the individual genotype membership measure clarified that the total number of unclassified individuals was remarkably reduced compared to that of manually unclassified ones. These two evaluation measures were implemented as the GTAssist software. GTAssist provides objective standards and avoids subjective biases in SNP genotyping workflows.

This study aims to develop teaching materials for the assessment of early childhood development using the Dick and Carey development model. This is because given the importance of assessment and evaluation to support and ensure the successful development of all potential early childhood, PAUD teachers and parents must acquire this expertise as possible. However, learning that only focuses on understanding theory without being accompanied by practice is the main cause of PIAUD students not having the skills in designing instruments and carrying out assessments. The data source in this study is 2017 PIAUD students as prospective users and expert validators, consisting of material experts and learning design experts. The product trial design consists of expert validation, individual trials, and small group trials. The trial results show: (1) The questionnaire from the expert validator stated that there were no indicators that needed to be revised, but there were a number of notes from experts outside the indicators in the questionnaire, so the researcher made a revision of the notes. (2) There are several suggestions and input from individual trial respondents, amounting to 3 people. Furthermore, the revised results of individual trials were retried on small groups. (3) In the small group trial there are also some notes / suggestions from respondents which are used as a guide for researchers to revise teaching materials in the final stage.

The cultural shift in the era of globalization has greatly influenced the Balinese culture which is deeply ingrained for the Balinese. Therefore, innovative learning media is needed as an effort to prevent this cultural shift. This study aims to develop an interactive multimedia hybrid learning model in Balinese language subjects for seventh-grade junior high school students. Interactive learning multimedia developed using the Articulate Storyline 3 application because this application has features that are easy to use. This interactive multimedia development uses the ADDIE development model which consists of the analysis, design, development, implementation, and evaluation stages. The results of the validity of interactive multimedia development will be presented in five main points which include: subject matter experts, learning design experts, learning media experts, individual trials, and small group trials. The subjects of this study included experts, namely 1 subject matter expert, 1 learning design expert, 1 learning media expert, 3 individual test subjects, and 9 small group trial subjects. The methods used in collecting data are observation methods, interview methods, and questionnaire methods. The data analysis technique in this research is descriptive qualitative and descriptive quantitative. The data collection instrument in this study was using a questionnaire. The results of the calculation of the value of the experts (subject experts, instructional design, instructional media), individual trials, and small group trials get very good qualifications. Based on these qualifications, it can be concluded that the interactive multimedia hybrid learning model in Balinese class VII subjects is feasible to be applied to support the learning process.

In the era of the industrial revolution 4.0, there was a decline in the character of the Indonesian nation, such as manners and less commendable individual behaviour. Hence, the importance of strategies for enhancing and developing individual manners. The purpose of this research is to produce a guidebook and play media of Si-KARTUN to develop the manners of junior high school students. The research and development method used was adapted from the Borg Gall model. The research and development subjects consist of two media experts, one material expert, and two potential users (mentors). Expert and prospective user test tools use a product acceptance scale based on aspects of accuracy, function, interest, and accuracy in providing group guidance services to foster the behaviour of junior high school students. Data analysis of material experts and candidates used the inter-rater agreement model while the results of the media evaluation were analyzed on an average basis. Based on the evaluation results of experts and potential users, Si-KARTUN meets the appropriate criteria, is practical, attractive, and easy to use; Therefore, the Si-KARTUN product is feasible to be applied. By using the Si-KARTUN product, the guidance process is much more fun and interesting.

The current study, a preliminary examination of whether music teachers are more susceptible to vocal problems than teachers of other subjects, asked for expert evaluation of audio recordings from licensed speech-language pathologists. Participants ( N = 41) taught music ( n = 23) or another subject ( n = 18) in either elementary ( n = 21), middle ( n = 10), or high school ( n = 10), and had a mean of 14 years’ teaching experience. Each teacher read a poem while being audio recorded. Nine licensed speech-language pathologists with a mean of 20 years’ clinical experience served as expert evaluators by listening to the 41 recordings while manipulating the Continuous Response Digital Interface (CRDI) dial. Results showed no significant differences between music and non-music teacher evaluations. The individual variations in scores showed no trends for any particular group, but rather pointed out how personal vocal hygiene (care of the voice) is for individual teachers. Suggestions for future research include ways to best help teachers manage individual vocal problems.

The article analyzes the approaches to the study of latent variables in psychological and pedagogical research. The study confirms that some competences and personal qualities belong to the latent constructs (tolerance, readiness for life-long learning, value orientations, etc.) that are difficult to measure. To make their assessment more accurate and reliable, the expert evaluation method with ICT support is suggested providing for the involvement of a greater number of experts in the assessment process. The pedagogical expertise, covering a set of procedures necessary for getting collective expert opinion or assessment of a pedagogical object, phenomenon or process, is considered as the core of the expert evaluation method. The developed ICT assessment support for latent variables evaluation is oriented at the three-level classification of competences. It provides for determining the level of development of social-personal, general-scientific, instrumental, general-professional and specialized-professional competences (the first level of classification) and their constituent structural parts (the second level of classification) as well as the level of acquired knowledge, skills, values and personal qualities (the third level of classification). The developed ICT assessment tool includes the data concerning the Author (Developer), Experts, Expert Assessment, the indices obtained as a result of the analysis of Expert Assessment (Coefficients). Experts are expected to assess the significance of smaller structural units correlating them with the larger ones. Initially, the development level of every individual competence in correlation with the social and professional competence is assessed in percentage; the acquisition of social and professional competence is taken as 100%. Then the significance index of the competences that are the structural parts of every given competence is determined; the significance index of competence structural parts in reference to the relevant competence is assessed.

Supply chain partner selection (SCPS) is an important issue for firms to remain highly competitive. SCPS is generally formulated as a fuzzy multi-criteria decision-making problem, of which the most crucial step is how to cope with the fuzzy correlations of multi-criteria and individual differences of experts. To gain more exact results, we adopt interval-valued intuitionistic fuzzy sets to express the fuzziness of multi-criteria. Fuzzy Choquet integral model is developed to explain correlations of multi-criteria and calculate the evaluation results of each expert. An improved Dempster–Shafer theory is utilized to reconcile differences and synthesize each expert decision results. Additionally, an example is presented to illustrate the potential application of the proposed method.

Teachers are not innovated in developing media, therefore students’ interaction in online learning was not optimal. This issue raised a new problem such as, lack of deepening character values for students. The media developed was an E-Book containing character values. Therefore, this research aims to describe the design process of E-Book product with character values and find out the results of E-Book validation according to the results of expert reviews, individual try-outs, and small group try-outs. The type of this research was a development research by applying ADDIE model (analyze, design, development, implementation, evaluation). Then, data collection method which used was questionnaire and quantitative descriptive analysis method. The results of data analysis were gained based on media validation assessed by content learning experts obtained a score of 91,67% with very good qualifications, instructional design expert obtained a score of 100% with very good qualifications, learning media expert obtained a score of 95,00% with very good qualifications. The results of individual user test on 3 students obtained a score of 95,83% with very good qualifications, and the user test through small group test on 12 student obtained a score of 97,50% with very good qualifications. Based on the results of the product test data analysis by experts (content learning expert, instructional design expert, learning media expert) and user subject test results (students), it can be concluded that E-Book media containing character values were suitable to be used in PPKn learning subject for 5th grade elementary school students. The implication of using E-Book as technology-based learning media supported by existing facilities and infrastructure in schools such as internet access (WiFi), computers / laptops, LCDs, projectors, as well as the readiness and skills of teachers and students in accessing E-Book media.

In the early stage of product development, reliability evaluation is an indispensable step before launching a product onto the market. It is not realistic to evaluate the reliability of a new product by a host of reliability tests due to the limiting factors of time and test costs. Evaluating the reliability of products in a short time is a challenging problem. In this paper, an approach is proposed that combines a group of experts’ judgments and limited failure data. Novel features of this approach are that it can reflect various kinds of information without considering the individual weight and reduces aggregation error in the uncertainty quantification of multiple inconsistent pieces of information. First, an expert system is established by the Bayesian best–worst method and fuzzy logic inference, which collects and aggregates a group of expert opinions to estimate the reliability improvement factor. Then, an adaptive Bayesian melding method is investigated to generate a posterior by inaccurate prior knowledge and limited test data; this method is made more computationally efficient by implementing an improved sampling importance resampling algorithm. Finally, an application for the reliability evaluation of a subsystem of a CNC lathe is discussed to illustrate the framework, which is shown to validate the reasonability and robustness of our proposal.

One of the main directions of statistics in sensory evaluation is an assessment of the dependence between experimental variables and measured characteristics. Statistical criteria are used to assess a degree of interaction between variables, a level of experimental effects, and allow accepting or rejecting hypothesis proposed. In sensory evaluation, people act as measurement instruments, and a variation associated with the human factor arises. This proves that the use of statistical methods is necessary. This article represents a network computer system for collection and evaluation of food sensory indicators based on the methods of rank correlation and multifactorial analysis of variance in real time. The article describes information technology of expert sensory evaluation of food quality by individual panelists and sensory panels regarding the indicators that are not measured by technical means of control, based on client-server network architecture. The software implementation of system for collecting and statistical processing of sensory data based on the principles of multifactorial analysis of variance in real-time mode makes it possible to evaluate the influence of the human factor on objectiveness and reliability of sensory evaluation results, as well as to visualize the data of expert scores by various expert panels.

Abstract The analysis of scientific literature provides basis for the relevance of personal competence, focusing on the development of individual's opportunities in professional activities. A new modern approach to personal development is associated with learning and development; health, wellness and safe workplaces; human resources measurement, reporting and financial management and empowering competencies/individual skills, comprising critical thinking and analysis; technology knowledge; research capabilities; quantitative and critical legal thinking capabilities. For the purpose of identifying the relevance of personal competencies in professional activities, an expert evaluation of the energy and environmental sectors was conducted. Summary results of the research of personal competencies in professional activities is presented in an expert evaluation model, distinguishing between the most significant and the least significant components. Non-parametric tests and calculation of the concordance of expert opinions by means of the Kendall concordance coefficient W and H0 hypothesis tests determine good and very good concordance of expert opinions in all cases.

The steps of this study include: (1) Research and information collecting,(2) Planning, (3) Develop preliminary form of Product, (4) Preliminary field testing, (5) Main product revision, (6) Main field testing,(7) Operational product revision, (8) Operational field testing, and (9) Final product revision. The subjects of this research were junior high school counselors in Sukoharjo, junior high school counselor in Bantul and Expert of Guidance and Counseling. Early stages of product development gained 40 grains item instrument, later revised to 60 grains item. Further trials conducted end gained 57 grains of items for self evaluation and 57 grains of items for peer evaluation. The results of tests on a wider field gained 51 grains of items for self evaluation and 50 grains of items for peer evaluation.

The aim of this scientific paper is to outline the key terms of holistic competence of senior managers operating in individual types of work environment. The paper also proposes and presents a concept of a nontraditional approach to valuating holistic competence of managers. The concept is based on a scientific analysis of the deficiencies of the current model of selection and appointment of senior managers, which is shaped mainly by the outcome of elections and by auditions. This study’s aim is to determine the consistency of student opinions regarding the importance of individual skills in three areas—people, practice, and perspective—with expert assessment. The study group consisted of five-year students accredited by IPMA Poland. The team of experts was comprised of recruiters, project management lecturers, assessors, and information technology (IT) industry project managers. Our research shows divergences in the approach to key competence that a project manager should have. This is understandable, given the specifics of the comparison. However, the analysis that has been conducted and presented will allow the curricula to be revised. The subsequent evaluation of curricula should address the changes in the labor market. Education should provide key competences, especially as modern project management requires a full spectrum of competences and approaches. Besides experience, project management is the most frequently pursued competence that is required in terms of staff recruitment criteria. The research resulting figures may be useful for recruiters, certification institutions, and universities.

Abstract. An urgent need to take perception into account for risk assessment has been pointed out by relevant literature, its impact in terms of risk-related behaviour by individuals is obvious. This study represents an effort to overcome the broadly discussed question of whether risk perception is quantifiable or not by proposing a still simple but applicable methodology. A novel approach is elaborated to obtain a more accurate and comprehensive quantification of risk in comparison to present formal risk evaluation practice. A consideration of relevant factors enables a explicit quantification of individual risk perception and evaluation. The model approach integrates the effective individual risk reff and a weighted mean of relevant perception affecting factors PAF. The relevant PAF cover voluntariness of risk-taking, individual reducibility of risk, knowledge and experience, endangerment, subjective damage rating and subjective recurrence frequency perception. The approach assigns an individual weight to each PAF to represent its impact magnitude. The quantification of these weights is target-group-dependent (e.g. experts, laypersons) and may be effected by psychometric methods. The novel approach is subject to a plausibility check using data from an expert-workshop. A first model application is conducted by means of data of an empirical risk perception study in Western Germany to deduce PAF and weight quantification as well as to confirm and evaluate model applicbility and flexibility. Main fields of application will be a quantification of risk perception by individual persons in a formal and technical way e.g. for the purpose of risk communication issues in illustrating differing perspectives of experts and non-experts. For decision making processes this model will have to be applied with caution, since it is by definition not designed to quantify risk acceptance or risk evaluation. The approach may well explain how risk perception differs, but not why it differs. The formal model generates only "snap shots" and considers neither the socio-cultural nor the historical context of risk perception, since it is a highly individualistic and non-contextual approach.

Purpose – Risk communication is a critical component of individual health decision making and behavior. In disaster situations, it is crucial that risk-related messages are communicated accurately and that they reach and inform target audiences about the steps they can take to protect their health. Despite a global recognition of the importance of risk communication in responding to disasters, there remains a dearth of evidence on how to evaluate the effectiveness of risk communication messages. The purpose of this paper is to develop and assess a pilot tool to evaluate the effectiveness of disaster risk messages. Design/methodology/approach – A pilot evaluation tool was developed using the existing risk communication literature. An expert assessment of the tool was conducted using an open-ended survey and a focus group discussion with 18 experts at the Public Health Agency of Canada in February 2013. Findings – The tool measures content, reach, and comprehension of the message. It is intended to be a quick, internal evaluation tool for use during a disaster or emergency. The experts acknowledged the practicality of the tool, while also recognizing evaluation challenges. Research limitations/implications – This pilot exploratory tool was assessed using a relatively small sample of experts. Practical implications – This tool offers public health and disaster preparedness practitioners a promising approach for evaluating and improving the communication and management of future public health emergencies. Originality/value – This is the first practical tool developed to evaluate risk communication messages in disaster situations.

When using the risk priority number method to perform a criticality analysis of the failure modes of mechanical products, different subjective factors exist on the part of experts regarding the severity level (S), occurrence probability level (O), and failure modes. The estimation of the detection difficulty level (D) is different, which causes the problem of inaccurate evaluation of the criticality of failure modes. This study proposes a harm analysis method that combines group decision-making and fuzzy comprehensive evaluation. The similarity and difference between an individual expert and the group are used in group decision-making to assign the weight of the expert, thus reducing the influence of subjective factors on the evaluation results. On the basis of the fuzzy comprehensive evaluation method, the weight of three risk elements (S, O, and D) is determined, and a hazard ranking of the interval obtained by group decision-making is performed. The CA (criticality analysis) improvement method is used to analyze the hazard posed by low-temperature shut-off valves. Results indicate that this method can effectively assess the weak links of the low-temperature shut-off valves and improve the accuracy of the hazard evaluation in comparison with the risk priority coefficient method.

The present article deals with the specifics of valuation of retail property and individual trade related properties on the basis of the international experience and as recommended by International Valuation Standards and RICS (The Royal Institution of Chartered Surveyors (Great Britain)) valuation standards (Red Book). The present article is justified as currently Russia lacks a standard, uniform for the valuers or legal experts, to be used for the purposes of valuation of similar subjects. At the same time, methodical literature is insufficient while there are numerous property disputes that call for pre-court valuations and expert evidence of valuation of such subjects, including numerous litigations arising out of bankruptcy or establishing cadaster value to the amount of market value. The author reviews the existing approaches to valuation of real estate in accordance with both the international and national standards and awards professional recommendations pertaining to the use of the income approach to value retail real properties and individual trade related properties. The definitions and metrics of the above real properties’ groups are described separately. Also, the author provides guidelines for inquiry of the documents and information necessary for the acquisition of the data to be used in the course of valuation and expert evidence. All pricing factors are described in detail in the present article against the examples of retail real properties and individual trade related properties (say, hotel) and explanation of their effect on the market value in case the income approach is applied is provided.

Expert systems for design often include provisions for comparison of preliminary design alternatives. Historically, this task has been done on an ad hoc basis (or not at all) due to two difficulties. The first difficulty is design evaluation of multiple attributes. The second is that of taking into account highly subjective end-user preferences. Design experts have developed techniques which have enabled them to deal with these two difficulties; weighted average methods for the former and heuristic “rules of thumb” which categorize end-users for the latter. Limitations of these techniques are that the accuracy and precision of weighted average methods is inadequate, and that the “rules of thumb” might be reasonable and valid for most end-users, but not for some others. This paper brings quantitative rigor to the modelling of end-user preferences which is equal to that used in other phases of engineering analysis. We present a technique by which a heuristic rule base derived from technical experts can be analyzed and modified to integrate quantitative assessment of end-users’ subjective preferences. The operations research tool of multiattribute utility analysis is integrated with artificial intelligence techniques to facilitate preliminary evaluation of design alternatives of multiple attributes specific to individual users. The steps of the methodology are: develop the heuristic rule base, analyze the rule base to separate subjective from objective rules, add a subjective multiattribute utility assessment module, add an uncertainty assessment module, make objective rules explicit, and express performance attributes in terms of design decision variables. The key step is making the distinction between subjective and objective aspects of rules, and replacing the former with utility analysis. These steps are illustrated through an expert system for materials selection for a sailboat mast. Results indicate improved expert system performance for both “typical” and “atypical” end-users.

The regulatory framework for evaluating the effectiveness of scientific research within the national scientific system, at the level of individual scientific organizations and researchers is considered. The analysis of individual indicators of scientific performance at the national level is carried out. In particular, the following indicators were analyzed: publication and patent activity, development and use of advanced technologies, commercialization of technologies in the domestic market and international technological exchange. The compliance of evaluation indicators at the level of scientific organizations and certification of researchers with indicators used at the national level is analyzed. It is concluded that till now the evaluation system usedhad little impact on decision-making on the allocation of resources for scientific research. Low attention of the expert community to the transfer of developments to the real sector was noted, although the available statistics show that there is an interest in new technologies on the part of manufacturing enterprises.

Diving training at Basarnas is constrained by distance so that it has an impact on the performance of employees' duties as individuals. This study aims to develop a flipped classroom for diving environment training for rescuers and obtain results to assess their feasibility. This study produces a research design and learning development with steps and procedures, namely using a multimedia-based learning design with stages ranging from assessment and needs analysis, design, development, implementation and evaluation. The techniques used to analyze the data are qualitative and quantitative analysis. The development steps taken refer to the web-based learning design combined with the PEDATI model at the design stage. The feasibility test is obtained based on the assessment of experts including material experts, learning design experts and media experts as well as testing for users to get suggestions for improvement. From the results of this study, it was found that the evaluation of training material experts with a total percentage value of 94.79%, expert validation of learning design 90.27%, and validation by instructional media experts 90.38%. The results of the individual one-to-one test are concluded to be very valid and can be used without revision, and for tests in small groups the average assessment is very valid without revision. It can be concluded that Flipped Classroom learning is suitable for use in diving environment training using cooperative learning.

The low learning motivation of students is caused by the use of learning media, especially in science learning which is still not optimal. This study aims to create interactive multimedia-based learning media on the topic of energy sources for grade IV elementary schools. This research is development research using the ADDIE model. In this study, the implementation and evaluation stages were not carried out due to time constraints and the current condition of the COVID-19 pandemic. The subject of this research is interactive multimedia-based learning media which is assessed by 2 material experts, 2 media experts, 2 design experts, and 2 practitioner experts as well as individual testing by 3 students and small group testing by 6 students. and the object of this research is the validity of interactive multimedia-based learning media. The data collection method used in this research is the questionnaire method. The data analysis technique used in this research is descriptive qualitative and quantitative analysis. The results showed that the media quality of 1) material experts were at a value of 94.63% (very good). 2) Media experts are at a score of 93.33% (very good). 3) design expert is at 91.66% (very good). 4) Expert Practitioners are at a score of 91.66% (very good). 5) individual trials are at a value of 96.11% (very good). 6) The small group trial was at a value of 94.77% (very good). So the interactive multimedia-based learning media produced are very well qualified and worthy to be used in the teaching and learning process.

Angiotensin II receptor antagonists (ARAs) are one of the most promising classes of antihypertensive drugs. They are most widely represented on the Russian market by losartan drugs which total 24 items. Therefore, it is crucial to analyse the factors that may affect the results of comparison of generic and reference losartan drugs.The aim of the study was to perform a retrospective analysis of bioequivalence studies of generic losartan drugs in order to develop approaches to expert evaluation of research protocols and reports.Materials and methods: the retrospective analysis covered the results of 27 bioequivalence studies of losartan and included the calculation of the pharmacokinetic parameters Cmax and AUC0-t, their intra-individual variability, and the weighted average of intra-individual variability. The calculations were made for the pooled population of men and women, as well as separately for each gender.Results: the data obtained indicate borderline high variability of losartan in bioequivalence studies (for Cmax in 50 % of the studies). It was demonstrated that losartan drugs may have different pharmacokinetics in men and women in terms of Cmax and AUC0-t. The retrospective analysis of the data made it possible to formulate relevant expert approaches to evaluation of protocols and reports of bioequivalence studies of losartan drugs.Conclusions: Bioequivalence of losartan should be evaluated in three- or four-period, double crossover, two-sequence replicate design studies. The study has to determine the pharmacokinetic parameters of the starting compound and its active metabolite; the period of determination of analytes should be at least 36 hours; the washout period of 7 days is sufficient; blood sampling should be more frequent during the first hour after administration for losartan and during the first 3–4 hours for the metabolite. When determining the sample size, the weighted average of the coefficient of intra-individual variability of Cmax of losartan (33 %) should be taken into account. The bioequivalence margins for Cmax can be scaled up.

Emergencies and disasters typically affect entire communities, cause substantial losses and disruption, and result in a significant and persistent mental health burden. There is currently a paucity of evidence on safe and effective individual- and community-level strategies for improving mental health before, during, and after such events. In October 2018, the World Health Organization (WHO) Centre for Health Development (WHO Kobe Centre) convened a meeting bringing together leading Asia Pacific and international disaster research experts. The expert meeting identified key research needs in five major areas, one being “Psychosocial management before, during, and after emergencies and disasters”. Experts for this research area identified critical gaps in observational research (i.e., the monitoring of long-term psychological consequences) and interventional research (i.e., the development and evaluation of individual- and community-level interventions). Three key research issues were identified. First, experts underscored the need for a standardized and psychometrically robust instrument that classified the mental health/psychosocial risk of people within both a clinical and community setting. Then, the need for a standardization of methods for prevention, screening, diagnosis, and treatment for affected people was highlighted. Finally, experts called for a better identification of before, during, and after emergency or disaster assets associated with greater community resilience.

<p class="abstract">Sensitive skin is a very commonly seen entity in current dermatological practice that has a significant impact on quality of life. The pathophysiology, classification, diagnosis, and treatment of sensitive skin have evolved over the years, with new studies trying to bring about new robust evidence about the same. The current consensus aims at providing a comprehensive overview on evidence and experience-based approaches for sensitive skin. A total of 35 experts in the field of clinical dermatology participated in expert group meetings organized via teleconference webinar. Current evidence elaborating various aspects like classification, diagnosis, and management of sensitive skin along with clinical experience of experts were discussed in detail. The prerequisites for selecting suitable products, importance of cosmeceuticals as adjunctive therapy and the need for avoiding triggering factors in individuals with sensitive skin as well as associated dermatological disorders were also described. In addition to medical history, physical examination and routine investigations, a draft checklist and its clinical relevance in accurately diagnosing sensitive skin were emphasized upon by the experts. The overall management encompasses avoidance of individual trigger factors, thorough topical therapy using mild, non-irritating ingredients along with adjunctive therapies like moisturizers, sunscreens, and cleansers. The “two-week” strategy was described to be a useful approach for treating sensitive skin. This review article provides a consensus clinical viewpoint of expert dermatologists for effective evaluation, differential diagnosis and appropriate pharmacological as well as non-pharmacological management of sensitive skin in Indian subjects.</p>

Every U.S. student is entitled to a free and appropriate education. School districts must identify and evaluate any child who they find is unable to engage fully in learning as a participant in the general education curriculum. The Individuals with Disabilities Education Act of 2004 requires that these students be assessed by qualified individuals in any areas that may be impacting learning, including health, vision, hearing, social and emotional status, communicative status, and motor abilities. The school nurse, as the health expert, has an important role to play as a member of the special education team in evaluating whether a student has health concerns that are impacting learning and how health barriers to learning might be reduced. As part of the full and individual evaluation, the school nurse composes a written report and makes recommendations to the team regarding necessary health services and other modifications the student may need. This article (Part 1 of 2) will outline the school nurse’s role in identification and evaluation of students who may benefit from special education services.

The effectiveness of currently implemented wide range of strategic measures aimed at reducing the corruption and criminogenic potential in many spheres of life directly depends on their effectiveness in some key areas. The institute of anti-corruption expertise (ACE) of legislation, which now incorporates a considerable theoretical and methodological basis, requires further improvement and elimination of identified drawbacks. An almost decade of its history has been characterized by a steadily growing number of expert evaluations and the corresponding increase in the number of identified corruption-generating factors and the number of changes and amendments to normative acts. However, this dynamics is subject to controversial evaluations by analysts who talk about a routine formalistic approach and stereotyped, one-size-fits-all actions of experts and other parties involved in the multilateral mechanism of ACE. The analysis of information on the websites of professional bodies implementing ACE from the standpoint of quantitative indicators shows that this institute is effective. At the same time, the true criteria of effectiveness, connected with the improvements in the quality of the lawmaking process as a desirable result of implementing ACE, cannot be reduced to the evaluation of quantitative indicators alone. The monitoring of the effectiveness of measures implemented today within the ACE framework duly stresses the qualitative criteria of such effectiveness. Using them in the expert evaluation of municipal normative legal acts (NLA) and draft acts makes it possible to update the task of improving the quality of the lawmaking process at all levels of public administration. Municipal NLAs hold an important place both in the volume of the decisions made and the scope of public relations that they regulate, which sets the task of evaluating the quality of such acts to a new level. The analysis of the regional expert evaluation of municipal NLAs (using the example of Irkutsk Region) made it possible to compare the existing practices in this sphere and to identify typical circumstances that reduce the anti-criminogenic potential of ACE. The expertise aimed at identifying the corruption-generating factors in the law enforcement acts - in the personified decisions of the municipal bodies - is not common practice. At the same time, such NLAs at the individual level act as serious regulators of the legal sphere of peoples lives because they are connected with decisions on the provision of state support, the allocation of quotas, the distribution of expenses, etc.

The topic of a journal editorial article is inspired by the radio programme and discussion in FB groups. Primary school teachers and student parents split into two groups. Some of them are for going back to primary school student achievement evaluation by marks. The others think that descriptive evaluation suits very well for this age students and shows real child’s achievements, individual progress. The latter are sure that Lithuania goes in the right way, the way that progressive Scandinavian countries have chosen. An interview with a primary school teacher-expert, reveals difficulties which primary school teachers encounter evaluating students’ progress. The paper is devoted to the Regulation on Additional Professional Training in Expert Specialties developed by the National Bureau of Expertises of the Republic of Armenia and realized in practice. It’s noted that the unified approaches, set forth in the Regulation, to the retraining of forensic experts ofdifferent specializations within the framework of individual short- and medium-term courses make it possible to provide the required level of professional training with the subsequent certification of the applicant for the right to independently perform a forensic examination. The peculiarities of the current model of additional professional education are described, including testing the basic knowledge of the applicant at the first stage, and in case ofsatisfactory evaluation, after an oral interview, training on the developed individual program consisting of theoretical and practical parts. Upon completion of the training program, the accompanying materials on the applicant’s candidature are submitted to the meeting of the Qualification Commission established by the National Bureau of Expertises, which gives the right to the applicant to carry out independent forensic examination in one or another expert specialty (since 2005 in this manner more than 300 applicants it’s prepared). The paper also emphasizes that the programs of additional professional training are periodically revised, supplemented with introducing new relevant training modules into the programs. In particular, the paper contains links to the introduction of modules such as time management and stress management into the educational process. The paper also highlights the accumulated experience allowing to provide a qualitative level ofexperts continuous training of the National Bureau of Expertises, particularly, on definition of the criteria necessaryfor granting independence to the expert, terms and duration of the probation period of his activity, criteria for evaluating this activity.

What are the future global systems developments? It remains one the biggest unknown, especially in terms of energy, as it is globally considered as both cause and solution for multiple problems of the humanity. Therefore, nowadays a number of experts are exploring driving forces, critical uncertainties and unknowns that have an influence on future energy systems development. This article aims at providing a brief investigation of existing world energy scenarios that cover the range of plausible outcomes of future global energy system development. Those are represented by International Energy Agency, World Energy Council, Organization of the Petroleum Exporting Countries, and others. The analysis covers both qualitative and quantitative indicators of the world energy system development that provide for future worldview formation. The article looks into various approaches to energy system development forecasting and scenario building employed by the abovementioned organisations, and discovers the motives for making assumptions as the means of attaining internal targets and the consequences of the distinction of individual attitude to the development trends within the expert community. The current assessment implies grouping of the most advanced of the existing energy system development models, identification their advantages and disadvantages, and shows differences in modeling approaches used in a number of specialized international organisations.

The purpose of this study was to examine the validity of the development of the game of Monopoly on hydrospheric science learning in grade V Elementary School. Research and Development (RD) research is used in this type of research. The Four-D model describes the research and development process, consisting of four stages: defining, designing, developing, and distributing. The study took place in Pekanbaru in the 2020/2021 academic year with four fifth grade private elementary school students. The Four-D model in this development research is only up to the development stage. The purpose of this research is to develop a product and validate by the validator then test individually. We were collecting data using a Likert scale instrument. Physical aspects, usage aspects, image aspects, colour aspects, writing aspects, and functional aspects obtained an average score of 97.78%, categorized as very valid in the assessment carried out by media expert validators. The assessment results carried out by the material expert validator consisted of the content/material aspect, and the learning aspect resulted in an average score of 90%, which indicated both were very valid. The average individual test evaluation results were 97.78%, categorized as very good. Monopoly game media was declared valid for grade V Elementary School science learning based on data analysis by media experts, material experts, and individual trials.

Abstract: This research is motivated by the existence of problems in the preparation of LKS being used in SMA Negeri 9 Kota Jambi. LKS is a teaching material that also plays an important role in improving the quality of learning. Preparation of the appropriate LKS and in accordance with the curriculum used is expected to achieve the learning objectives, so it needs continuous LKS development activities. The purpose of this research is to develop LKS based on Contextual Teaching and Learning (CTL) on linear equation system material three valid, practical and effective variables.This type of research development is Research and Development (R & D) with the ADDIE development model. Stages of the ADDIE development model consist of analysis, Design, Development, Implementation, Evaluation. The research instrument consists of Questionnaire and question instrument. Questionnaires consist of validation sheet by the material expert, validation assessment sheet by design expert, validation assessment sheet by media expert, individualized trial evaluation sheet, small group trial evaluation sheet, and evaluation field test sheet. while the question instrument consists of a pre-test and post-test questions. LKS developed, then validated by the validator. Validation results obtained LKS with revisions based on suggestions and comments validator. Validity is illustrated by the percentage of material expert, designer and media experts in 82,61% in "highly valid" category, 76,16% in "valid" category, 90% in "very valid" category. LKS was then piloted into three stages: individual trials with 3 medium and low-skilled students, small group trials with 6 students, and field trials conducted in the real classroom of class X MIA 2 with 34 students. Judging from the comparison of pre-test and post-test values obtained tcount of 15.37 and ttable of 2.03 then tcount > ttable stated there are significant differences. Based on the results of validation, test and test results of learning then obtained the results of research that shows the feasibility of LKS with CTL approach pertained in categories valid, practical and effective.Keywords: Student Worksheet, Contextual Teaching and Learning, the development model of ADDIE

Background. Participation in meaningful activities contributes to individual well-being, so it is essential to have specific evaluation tools that can assess this complex construct Objectives. To create a Spanish version (EDIAS) of the Engagement in Meaningful Activities Survey (EMAS) by following best practices in instrument translation. Methodology. The translation was made according to the Principles of Good Practice for the translation and cultural adaptation of patient-reported outcome measures. Results. The adaptation process involved a meticulous analysis of item equivalence by the expert committee and an expert on the EMAS. Also, harmonization with other translated versions and a cognitive debriefing was carried to assess comprehensibility. Conclusion. Following best practice, this study has developed the EDIAS, a tool for evaluating participation in meaningful activities adapted to the Spanish context.

The article is devoted to the problem of forensic psychological evaluation of victims of domestic violence. Domestic violence has become one of the most urgent social problems of the modern Ukrainian family. It is emphasized that analysis of modern domestic expert practice testifies absence of the appropriate expert methodology developed and approved by the Ministry of Justice of Ukraine for performing psychological examination in the criminal implementations stipulated by article 126-1 of the Criminal Code of Ukraine. The purpose of the article is to determine the outcomes of forensic expert activity in the context of the problem of forensic psychological evaluation of of domestic violence victims. The necessity of optimization of methodical provision of expert activity concerning victims of domestic violence based on: determining domestic violence as a phenomenon with complex pluricausal nature; isolating the concepts of “quarrel”, “conflict”, “violence”; differentiating the types of domestic violence; understanding the immediate and remote consequences of domestic violence; analyzing individual- psychological characteristics of violence victims. The initial positions of the expert’s work on the forensic psychological examination of victims of domestic violence based on the principles that in general determine the construction of a psychodiagnostic research are substantiated: methodical restriction; mutual verification and comparison of the results; necessity-sufficiency; interconnection of the capabilities of the diagnostic toolkit and the depth of sensing of psychic reality. It is noted that the considered problem is at the initial stage of theoretical research and practical implementation in modern expert activity. The identified starting positions of expert activity in the context of the problem of forensic psychological examination of victims of domestic violence can be the basis for substantiating and implementing the relevant expert technique.

Similarly, this approach can be used for evaluating minimal price a customer is ready to sell a good for. Since a general survey tends to bring bias into WTP evaluation, we suggest reducing psychological pressure while asking a single question “Would you buy this product for X amount of money?”. It was empirically shown that this information is enough to conduct an experiment and evaluate the characteristics of a population distribution. The algorithm is easy to use, however needs an expert control for gaining higher accuracy. Using tools of simulation modeling we assessed the level of bias of an experimentally obtained distribution statistics compared to a real population statistics. The algorithm helps predicting individual demand and total income level depending on a product pricing level.

Assessing the competencies of students is an important and challenging task. The article presents the experience of evaluating the universal competencies of students. We created individual and group exercises, criteria for evaluating the results of these exercises for assessing the universal competencies of students. In addition to expert evaluation, students were interviewed to identify their self-esteem. The created assessment tools were used for several years at the Faculty of Physics and Mathematics of the Pskov State University to assess the universal competencies of first year students (more than 200 students participated). Some research results are analyzed in the article.
