Purpose – The purpose of this paper is to propose the application of a decision-making tool for performance evaluation of Indian Railway zones. It basically seeks to analyze the effects of various evaluation criteria on the performance of Indian Railways using a combined multi-criteria decision-making approach which employs decision-making trial and evaluation laboratory (DEMATEL) and “VIse Kriterijumska Optimizacija kompromisno Resenje” (VIKOR) methods. Design/methodology/approach – The performance of 16 Indian Railway zones is first evaluated using DEMATEL method which addresses the inter-relationships between different criteria with the aid of a relationship structure. The VIKOR method which is a compromise ranking approach is then adopted to rank those candidate railway zones. Pareto analysis is also carried out to identify the benchmark railway zones for the under/poor performers so as to improve their operational excellence. Findings – A numerical example from Indian Railways is illustrated and solved for better understanding of the integrated decision-making tool in which the relevant information for the considered railway zones with respect to different evaluation criteria are collected from various websites and Indian Railways annual statistical report. Western and North-Eastern zones, respectively, take the first and the last positions in the derived ranking list. The relevance of selecting different performance indices/evaluation criteria is also discussed. Practical implications – The application of this integrated methodology would serve as a systematic approach for measurement of the aggregate operational performance of Indian Railway zones so as to gain valuable academic and practical insights. It is also expected to provide an insightful guidance to the railway administrators in taking valuable strategic decisions in promoting the service of Indian Railways. Originality/value – The integrated DEMATEL-VIKOR method is conceptually simple and easily comprehensible which can consider numerous attributes simultaneously. This paper enables the readers to gain some valuable inputs from a managerial perspective for Indian Railways to formulate strategies for its zones to foster better performance.

Purpose High-performance work practices (HPWPs) have been well documented within private organisations in developed country economies. Such practices, however, remain under-investigated in the public sector and in emerging economies. The purpose of this paper is to work towards filling this void, by empirically evaluating HPWP within an Indian public sector undertaking (PSU), also the world’s largest commercial public sector employer: the Indian Railways (IR). Design/methodology/approach The authors investigate whether the practices implemented in this organisation are consistent with the idea of HPWPs, and analyse how they are influenced by different stakeholders and ultimately associated with different indicators of organisational performance. The authors focused on six railway zones and interviewed a total of 62 HR practitioners. Findings The results show that most practices implemented are aligned with the idea of HPWPs, despite the existence of context-specific unique practices. Furthermore, the authors identify the influence of multiple stakeholders in decision making concerning different practices. The authors additionally found that the measurement of performance goes beyond financial indicators and several context-specific non-financial indicators are identified and their social importance is reiterated. Originality/value Theoretically, this paper utilises and contributes to the resource-based view of firms by identifying a distinctive bundle of competencies in human resources through HPWS in the IR.

Subject area Human Resource Management & Social Entrepreneurship. Study level/applicability The target audiences for the case study are undergraduate and postgraduate (e.g. BSc, MSc as well as MBA) students and also management trainees and executives who are interested in understanding the social capital enhancing practices, policies and strategies adopted by the world’s largest commercial employer to ensure complete satisfaction and contentment of 1.7 million employees and their family. Even senior management teams could be targeted in executive education programs, as this case discusses time tested practices, policies and strategies which have been sparsely discussed so far and hence can be expected to provide insights to senior corporate managers. The case also demonstrates the application of different frameworks on social capital and corporate social responsibility which can be used by the participants in their firms to assess the social capital. Case overview Indian Railways (IR) remains the world’s largest commercial employer, with approximately 1.7 million employees, which conveys the huge magnitude of social capital inventory accrued. This social capital, especially people side of IR, played a very crucial role in running the organization successfully for more than a century. As an organization, IR has guaranteed heavy importance for its employees while making decisions on strategic level. But recently, IR was moving towards automation and was cutting on cost incurred for its employees. IR was already exhibiting decreasing trend in the number of employees employed in the organization. These initiatives were resisted by IR employees due to fear of job losses and insecurity. In 2013, Chief Personnel Officer’s (CPO) of different zones have to rethink about their HR practices to assure confidence for employees on the security of their jobs and sustain the social capital accrued by IR over years. The objective of this case study is to describe the social capital accrued by IR over the years by offering livelihoods for nearly 1.7 million families across the country. Teaching note applies the frameworks on social capital in literature in the context of IR. Teaching note also discusses how CPOs of IR can pursue the change initiatives among the employees without affecting the social capital accrued so far. Expected learning outcomes Case study’s primary objective is to apply frameworks available in literature on social capital and corporate social responsibility to understand the social capital accrued by IR over decades. The case study attempts to answer the following assignment questions which forms the learning objectives of this case study: How do the existing frameworks on social capital measurement explain the social capital accrued by IR over decades? How can a firm assess its accrued social capital? How can one demonstrate the same using the case of IR? In many existing methods of linear programming problem (LPP), precise values of parameters have been used but parameters of LPP are imprecise and ambiguous due to incomplete information. Several approaches and theories have been developed for dealing LPP based on fuzzy set (FS), intuitionistic fuzzy set (IFS) which are characterized by membership degree, membership and non-membership degrees, respectively. It’s interesting to note that single membership and non-membership degrees do not deal properly the state of uncertainty and hesitation. Further, we face a kind of uncertainty occurs a kind of uncertainty. Interval-valued intuitionistic fuzzy sets (IV-IFS) is a perfect key for handling uncertainty and hesitation than FS and IFS. In this paper, we define an interval-valued intuitionistic fuzzy number (IV-IFN) and its expected interval and expected values. We also introduce the concept of interval-valued intuitionistic fuzzy linear programming problem (IV-IFLPP). Further, we find the solutions of IV-IFLPP and compare the obtained optimal solutions with existing methods [D. Dubey and A. Mehra, Linear programming with Triangular Intuitionistic Fuzzy Numbers, in Proc. of the 7th Conf. and of the European Society for Fuzzy Logic and Technology (EUSFLAT-LFA 2011), R. Parvathi and C. Malathi, Intuitionistic fuzzy linear optimization, Notes on Intuitionistic Fuzzy Sets 18 (2012) 48–56]. Proposed technique may be used successfully in various areas in the formulation of our country’s five year plans, these include transportation, food-grain storage, urban development, national, state and district level plans, etc., The Indian Railways may use IV-IFLPP technique for linking different railway zones in more realistic way. Agricultural research institutes may use proposed technique for crop rotation mix of cash crops, food crops and fertilizer mix. Airlines can apply IV-IFLPP in the selection of routes and allocation of aircrafts to different routes. Private and public sector oil refineries may use IV-IFLPP for blending of oil ingredients to produce finished petroleum products.

China’s foreign policy shift in South Asia has been largely driven by its Belt and Road Initiative (BRI), which seeks to enhance connectivity and economic cooperation across Asia and beyond. South Asia, with its strategic location and growing economic potential, has emerged as a key area of focus for China under the B RI. In this context, China has pursued a multi-pronged approach, which includes infrastructure development, economic cooperation, and strategic partnerships with key countries in the region. One of the key components of China’s foreign policy shift in South Asia has been its emphasis on infrastructure development. China has invested heavily in the construction of roads, railways, ports, and other infrastructure projects in the region, with the aim of improving connectivity and facilitating trade and commerce. These investments have been largely made through the BRI framework, which has provided China with a platform to promote its economic and strategic interests in the region. China has also sought to deepen economic cooperation with South Asian countries through the BRI. This has involved the signing of a number of bilateral and regional trade agreements, as well as the establishment of special economic zones and industrial parks. Through these initiatives, China has sought to increase its access to South Asian markets and promote the growth of its own economy. In addition to these economic initiatives, China has also sought to establish strategic partnerships with key countries in the region. This has involved strengthening its ties with countries such as Pakistan, Sri Lanka, and Bangladesh, which have strategic significance due to their location and their potential to provide China with access to key markets and resources. These partnerships have also involved cooperation in areas such as defense and security, with China seeking to establish a greater presence in the Indian Ocean region.

Background: The nationwide lockdown imposed in four phases incited by the spread of the COVID in India led simultaneous ramifications, the most rampant of them being the mass exodus of labor migrants to their native places enhancing their multidimensional vulnerability. This paper analyses five dimensions of the vulnerability of the migrant workers returning from high contagion zones in million-plus cities to low-risk rural areas, its contribution to the surge of COVID infections in their native places, and challenges to the public health system. Data and methods: The SARS-CoV-2 attributable cases and deaths have been taken from the COVID19 India Org website (https://www.covid19india.org/. The total number of COVID cases per lakh population is computed using a district-level projected population as on March 31, 2020. The data on reverse migration has been collated from the Ministry of Railways. It deals with six states having the maximum share of reverse migration in the country. Indicators measuring vulnerability towards preventive practices of COVID at the household level are obtained from the fourth round of Indian DHS.1 Results: There was a sixteen fold increase in clusters of COVID cases once workers employed in the unorganized sectors distressed across the country started reverse migration in May 2020. The increasing number of COVID cases in the rural dominated districts of the migrant-receiving states overburdened their hitherto stressed public health system. States receiving the maximum share of return migrants during the lockdown was Uttar Pradesh, followed by Bihar, Madhya Pradesh, Rajasthan, Odisha, and Jharkhand. The two most unsettling vulnerabilities were their inability to follow social distancing norms and lack of water, soap, or detergent for ensuring hand hygiene. Massive unemployment and disadvantage for the urban economy in terms of shortage of workers were other components of the multidimensional vulnerability of labor migrants engaged in unorganized sectors. Conclusions: The spread of awareness among the returnees about precautions, ensuring norms of micro-level social distancing in their households and villages is the need of the hour. Public health’s response to COVID-19 should establish a COVID care center in each of around 700 district hospitals with all necessary infrastructures, including trained human resources, medicines, oxygen ventilators, etc. The governments at the origins and the destinations should ensure mechanisms to protect the migrants against multidimensional vulnerabilities that pose a threat to their entities during socio-economic and health emergencies.

Highway railway level crossings, also widely recognized as HRLCs, present a significant threat to the safety of everyone who uses a roadway, including pedestrians who are attempting to cross an HRLC. More studies with new, proposed solutions are needed due to the global rise in HRLC accidents. Research is required to comprehend driver behaviours, user perceptions, and potential conflicts at level crossings, as well as for the accomplishment of preventative measures. The purpose of this study is to conduct an in-depth investigation of the HRLCs involved in accidents that are located in the northern zone of the Indian railway system. The accident information maintained by the distinct divisional and zonal offices in the northern railways of India is used for this study. The accident data revealed that at least 225 crossings experienced at least one incident between 2006 and 2021. In this study, the logistic regression and multilayer perception (MLP) methods are used to develop an accident prediction model, with the assistance of various factors from the incidents at HRLCs. Both the models were compared with each other, and it was discovered that MLP supplied the best results for accident predictions compared to the logistic regression method. According to the sensitivity analysis, the relative importance of train speed is the most important, and weekday traffic is the least important.

The study of air pollution in this paper consist of two parts- One part deals with (1): The survey of Improved air quality dedicated to nation by Indian Rail Transport (98.5%), in outdoor air pollution control, which is done by a conversion process of electrification implemented in all rail tracks in India - and other part deals with (2): Indoor air pollution generated in a saw mill may be handled by best solid waste recycling process of – compost method for agricultural usage. This study of saw dust recycling is come under the Indoor air quality engineering .The Indoor air pollution is very important because the outdoor air pollution is lower than Indoor air pollution. Also, the outdoor air is a source of supply of air to indoor environment in a house/ Industry. In general, the saw mill generates more amount of saw dust per year. The solid waste of saw dust is disposed by open firing method, creates air pollution in local atmosphere and creates lot of health problems to working people inside and surrounding living people nearby saw mill in an urban area. The saw dust mixed with (cow + goat dung) is completely converted into natural fertilizer for agriculture. This study also focus on The Indian railway introduces electrification in rail track (except Rameshwaram) in several routes and ensure air pollution free zone that is zero percentage carbon emission zone.

ABSTRACTThis article examines an Urdu travelogue written in 1901 to analyze the discursive frameworks by which Africa was rendered knowable to Indian settlers. As a vernacular ethnography written for a readership of Punjabi migrants associated with the Uganda Railway, the travelogue provides our earliest direct evidence of colonial Indian attitudes towards the peoples and landscapes of East Africa. Envisioning the region as at once an imperial and Islamic settlement zone, the travelogue documents the emergence of an ‘imperial-Islamicate’ discourse that incorporated both littoral and interior East Africa into an industrializing oceanic culture area.

The case describes the situation faced by the CEO of Nidan Technologies Private Ltd (NTPL), a first generation entrepreneurial firm struggling to ensure the growth and survival of the new venture viz., SMS based railway enquiry system. Spectrum, Nidan's predecessor which was set up as a small office home office (SOHO) in 1996 had survived for over 8 years by doing small time software development for small and medium enterprises (SMEs) in Jabalpur. Given that everyone involved with Spectrum were first generation entrepreneurs, survival of the venture had given them enough confidence to keep going. In its search for bigger, better margin projects that would give steady income, NTPL had set its eyes on government and public utility projects. SMS based railway enquiry system was the first idea which NTPL believed would take it to the next level. NTPL was successful in convincing the Indian railway's Central West Railway zonal officials about the need for such a system. Though NTPL wanted to tie-up with all the cellular service providers in the circle to offer this service, it could convince only Idea, the largest cellular service provider in the circle in partnering with NTPL for this service. Everything seemed to go well during the nine months trial period. Following an open bid tender, in which NTPL was the sole bidder, commercial operations were started in January 2006. However a year later, it appeared that NTPL was back to square one with around 1.7% of the total rail enquiries in the zone being routed through NTPL's system, Rail Nidan. Breakeven was nowhere in sight. After deliberations, Vishal Karendikar had to decide on one of the following options that had emerged in the January 2007 meeting with his four other partners; a) Bid adieu to the project. b) Make the venture profiable. c) Sell it off to a prospective buyer right now or once the project is on the path to profiability?

Syria is potentially an ideal country for railway operations. A large proportion of the population and economic activities is concentrated on a North – South and east – west axis. The distances between major cities are generally those for which rail is most competitive on inter–city passenger and freight transport services. The railway network services connect: • Production centers with consumption centers (domestic transport). • Production centers with export gates to Iraq, Turkey, Ports of Tartous and Lattakia and Syrian Free Zones. • Consumption and manufacturing centers with import gates (Iraq, Turkey, Ports of Tartous and Lattakia). • Transit corridors particularly the north-south corridor from Turkey (and beyond) to Iraq and west-east corridor from the Syrian Ports to Iraq (2 directions for both corridors). • In the future, Jordan and Lebanon will be connected to the Syrian Railway Network. Syria and its neighboring Middle East countries have been engaged in constructive discussions, within the framework of "Director General Middle East organization" (DGMO), to connect their railway networks and to improve the rail transport services between these countries. DGMO consists of Syria, Iran, Turkey, Egypt, Iraq, Lebanon, Jordan and Saudi Arabia. Other Arab Gulf states, Central Asian countries, Pakistan, Afghanistan and India are not members yet, but in the future their railway networks will be linked to the DGMO members’ railway networks after the development of DGMO’ network. It's important for Syria to develop its railway network in order to serve international railway transport along main regional routes.

Research objective: analysis of options to complete BELKOMUR railway construction. Research methodology: analysis of directions for construction of the main transport routes that would enable comprehensive development of the North of the European part and the Arctic zone of the Russian Federation. Results: The meridian direction, i.e. the North-South Corridor, plays a crucial role in the development of the North of the European part and the Arctic zone of the Russian Federation. Using this route for transporting international transit cargo through the territory of Russia ensures a significant reduction in delivery time from European countries to countries in the Asian-Pacific Region, the Indian Ocean and the Persian Gulf regions, and completely changes the logistics. Having the construction materials relatively nearby is an advantage for building any transport highway. The huge volumes of accumulated waste rock, tailings and slags are creating serious economic and environmental problems in mining regions. The rocks in these dumps have been stored for quite a long time, so the dump is a consolidated rock massif made up of various lump sizes. Therefore, this rock can be used as a construction material for transport routes. Conclusions: This approach will make it possible to both address environmental challenges and organise large-scale production of comparatively cheap crushed stone from large-capacity sources of raw materials.

The Belt-and-Road initiative foresees the construction of transportation routes across continents. One of such railway routes is planned from Tibet (China) through the Himalayan Range to Nepal and India, and envisaged to be one of the most important economic corridors. Based on the field investigation, this paper analyses the engineering geological conditions along the proposed route and proposes a preliminary design of the alignment. The alignment starts from Dingri (Tingri) via Jilong from Tibet and ends in Kathmandu, with a total length of 357 km. Based on the geological and geomorphic characteristics, the alignment can be divided into five zones: the mid mountain and wide valley, mid mountain and narrow valley, alluvial fans, tunnel crossing, and, respectively. The railway alignment encounters glaciers, snow and rock avalanches, collapses, landslides, outburst floods and debris flows. There are also many faults, folds and other geological structures together with steep and extensive slopes and long tunnels with a high overburden.

Abstract India is a densely populated country, natural hazards like floods and landslides cause a great impact on peoples’ life and property as well. The floods and landslides in Kodagu, Karnataka was not only because of unexpected heavy rain but has various man-made causes like unscientific land-usage modifications. This unscientific land usage and linear constructions like roads railways, etc. have caused catchment fragmentation, hindered or blocked the natural streamflow, and resulted in localized water stagnation, resulting in floods and landslides. This paper defines an index-catchment fragmentation index to generalize the causes of both unscientific land usage and linear constructions (mainly roads). Catchment fragmentation causes variations in soil moisture content, flow path, flow velocity, flow connectivity, as well as on concentration time. This paperuses the Multi-Criteria Decision Making-Analytical hierarchy process (MCDM-AHP) to create a flood hazard zonation map and also aims at predicting the hazard and vulnerability zones and hence triesto guide on correcting the unscientific land usages.

Introduction of a transit megaproject like Metro railway in any city is seen as the effective booster for real estate sector for that city. Many cities worldwide and in India also has witnessed a considerable increase in rates of properties located along metro lines, also the areas situated around metro stations within a 500 m buffer zone has both positive and negative impacts on their property values. It is not necessary that the properties will show only positive effect, sometimes it may happen that due to noise and increased presence of commuters caused by the metro railway the area in the immediate vicinity of metro railway may show negative impact i.e. rates may decrease in that area. Present project firstly focuses on finding out the effect of Mumbai metro line on surrounding area using GIS and then comparing those results for obtaining corresponding values for proposed Pune metro. Initially focus will be on Mumbai metro and outcome of the same will be evaluated for proposed Pune metro. The data required for project has been collected from various government agencies like MMRDA, PCNTDA and DRS. The paper concludes with the brief explanation of alternate method of carrying out the same study.

Ecotourism has gained popularity among travelers in recent years due to the detrimental effects of conventional tourism. Purulia district in West Bengal (India), with its diversified picturesque landscape such as lush green forest, mesmerizing riverscape, lakes, waterfall, hills and uniqueness in the local community’s culture gives ample potentiality of ecotourism development. The aim of this paper to explore potentiality of ecotourism in Purulia district, West Bengal, India using Analytical Hierarchy Process (AHP) and Geographical Information System (GIS). Initially, ecotourism inventory dataset was developed based on following criteria: Elevation, slope, proximity to river, distance from road, distance from settlements, distance from ecological sites, distance from railway, distance from tourism sites using ARC-GIS 10.6.1 software. Later, the suitability map of ecotourism development has been developed by applying Weighted Linear Combination (WLC) with combination of the criteria with their respective weights and categorized into five suitability classes as highly suitable (S1), moderately suitable (S2), suitable (S3), less suitable (S4) and unsuitable (S5). Finally, after the identification of suitable zones, six alternatives ecotourism destinations are identified. This proposed method may be helpful for the local stakeholders and public administration in identifying potential ecotourism destination and planning for sustainable ecotourism development.

One of the world's most serious issues today is air pollution caused by vehicle emissions, which poses a serious threat to both the environment and the health of living things (plants, humans, animals, microorganisms). The most severely impacted plants arVe those growing along side roadsides because they are the ones most frequently exposed to various air pollutants and exhibit a range of tolerance and sensitivity. In light of this, the current study's foundation was an evaluation of seasonal variation in the air pollution tolerance index (APTI). One of the most important sources of air pollution is vehicle emissions. The 11th most highly populated city in India is Kanpur. The parameter used to evaluate the sensitivity and tolerance level of plants based on Air Pollution Tolerance Index (APTI). This study aims to calculate the resistance and sensitivity of various plant species to air pollution. In the majority of developing countries, one of the causes of air pollution is vehicular emissions. Planting along the side of the road is a significant method of reducing the pollution that cars emit. The plants' APTI value is calculated using the pH, relative water content (RWC), total chlorophyll (Tch), and ascorbic acid (Asc) content of the leaves. The leaves of plants were collected from industrial zones Northen railway colony.Based on APTI values, In the industrial area, the most tolerant plant Ficus benghalensis (38.40) and Azadirachta indica (31.16), while lowest APTI value plants species Alstonia scholoaris( 9.5) and Adina cordifolia (11.6.0) in the industrial zone.

Sacred groves are among one of the best practices of biodiversity conservation used by the ethnic societies which are deeply associated with the religion and culture that significantly nurture nature. As these practices play a vital role in conserving socio-ecologically important species and protect threatened flora and fauna from extinction in different ecological zones. In northeast India, sacred groves are well connected with culture and society through religious beliefs of the population and their associated myths. Sacred groves cover a total of > 40,000 hectares of natural forest area in the five northeastern states of India. These forests house some of the most important and highly threatened species of plants. Wild relatives of present-day cultivated plants are found in these forests and hence act as the gene pool for these species. Social transformation and urbanization have a large impact on the structure and health of these forests and responsible for their destruction. Developmental projects like railways, roads, hydro-electric projects etc. have reportedly destroyed many groves in the past. Due to social transformation, the rate of activities like grazing, encroachment, cutting and collection of fuel wood, fruits and leaves has been increasing and posing a threat to the conservation of biodiversity and ecosystem function in the future. Creating awareness about the social and ecological benefits of maintaining sacred groves among local people, especially youth, can help in reviving these practices and conserving them as a natural heritage for future generations is the need of the hour.

Abstract Warangal is a satellite town in Hyderabad and is strategically located at 146 kms from Hyderabad. It is one of the oldest settlements from the Kakatiya dynasty and is well known for its natural water storage mechanisms. Warangal is often cited as a gateway to south India due to its connectivity through railways and is known as Tri-City since it comprises of Warangal, Kazipet, and Hanumakonda. The rural zones of these areas have been engulfed by the urban areas. The current study revolves around the new developmental activities that are happening within the peripheries of the urban areas, which are transforming due to the impacts generated in rural livelihoods. The intention of this research paper is to safeguard the agricultural practice in this region and analyze the growing prices of the land, which in turn exerts pressure on infrastructure in the peripheral area. The paper is an attempt to highlight these issues and the challenges faced during the process of transformation. For this study, the data was collected from various secondary resources, which revolve around balancing the infrastructure and the livelihood of the people. The findings highlight the plausible solutions that can be adopted in this region through the participation of various stakeholders with a thrust on sustainable development need to be facilitated.

Almost 670 million people comprising 54.5% of our population reside in regions that do not meet the Indian NAAQS for fine particulate matter. Numerous studies have revealed a consistent correlation for particulate matter concentration with health than any other air pollutant. Aurangabad city a rapidly growing city with population of 1.5 million is home to five major industrial areas, the city is also known for its historical monuments which might also be adversely affected from air pollution. Therefore, this research aims at estimating PM10 concentrations at several locations across Aurangabad. The concentration of PM10 was highest at the Railway Station followed by Waluj (an industrial zone) and City chowk is the centre of the city which has high population, tall buildings, few open spaces which causes high congestion and does not allow the particulates to disperse. Other locations with high concentrations of PM are Mill corner, Harsul T-point, Kranti Chowk, Seven Hill, TV centre and Beed Bye pass. All these locations have narrow roads, high traffic density, poor road condition with pot holes and few crossing points which cause congestion and vehicle idling which are responsible for high pollution. Therefore, it is evident that air pollution is a serious issue in the city which may be further aggravated if it is not brought under control. The article uses analytical formulas derived from the application of the basic law of dynamics for non-ideal connections (the Dalembert principle), the calculation of the kinematic parameters of the rail carriage movement (acceleration, time, braking path) in the braking zone on the site of the first braking position of the sorting slide is performed. All over the world, it is becoming increasingly important to design and build modern sorting stations, as well as to choose the right height for sorting slides. The main function of the sorting slide at railway stations is the disbanding of trains, as well as the formation of new trains. Sorting will depend on how rationally the profile of the descending part of the slide is designed. Calculation of the height of the descending part of the slide and design work is carried out according to the existing method, according to which the movement of the railcar on the slope of the sorting slide, the speed is determined by the expression of the rate of fall of the railcar vertically, taking into account the inertia of the rotating masses. This, in turn, creates several problems. In developed countries, including the US, Germany, Sweden, China, India, and Russia much attention is paid to the development of methods, such as mechanization and automation of sorting ways of stations that affect haul transport and local rail network [1-7].

The research is aimed at studying and analyzing the experience of spatial development of the national economy of the USSR in order to develop proposals and recommendations for ensuring inclusive growth of the modern Russian economy. Goal. To give a system of arguments proving that the experience of spatial development of the national economy of the USSR in the Arctic region should not only be used to the maximum, but also scaled up to ensure inclusive, involving all segments of the population and increasing their well-being of the development of the modern economy of Russia. Tasks. To prove the necessity and determine the main directions for the creation and functioning of a large transport and transit corporation in the Arctic region - a modern superorganization following the example of the spatial development of the USSR. To pay special attention to the directions of ensuring inclusive growth of the Arctic economy through the development of North-South trade routes and strengthening the economic sovereignty of Russia. Methodology. The research uses the methods of system analysis, evolutionary and institutional theory, the theory of production and technological balance and technical and economic structures, expert and analytical assessments, content analysis of periodical materials. Results. It is determined that the priority project should be the construction and year-round transit use of the Great Northern Railway (VSP) and the North-South transport corridor in order to multiply the export of transport services in the Arctic zone. It is established that after the collapse of the USSR and the independence of the countries of Central Asia and the South Caucasus, the spatial organization of the Russian economy took on an even greater northern, Arctic character. The increase in the priority of the development programs of the Russian Arctic should be accompanied by the establishment of cooperation and strengthening of integration with the southern states of the Eurasian space, the infrastructure basis of which will be the new trade routes of the XXI century in the direction of «North - South» and the development of their innovation and industrial belts. Conclusions. On the basis of historical and economic studies and analysis of the experience of spatial development of the national economy of the USSR, the conclusion is made about the relevance and necessity of creating and developing new organizational and institutional forms of functioning of the Arctic economy, the formation of trade routes of the XXI century and their innovative and industrial belts both in the direction of «East-West» (the Northern Sea Route, the Great Northern Way) and «North-South» (the Arctic Ocean - Indian Ocean transport corridor).

Environments containing significant concentration of NaCl such as salt lakes harbor extremophiles microorganisms which have a great biotechnology interest. To explore the diversity of Bacteria in Chott Tinsilt (Algeria), an isolation program was performed. Water samples were collected from the saltern during the pre-salt harvesting phase. This Chott is high in salt (22.47% (w/v). Seven halophiles Bacteria were selected for further characterization. The isolated strains were able to grow optimally in media with 10–25% (w/v) total salts. Molecular identification of the isolates was performed by sequencing the 16S rRNA gene. It showed that these cultured isolates included members belonging to the Halomonas, Staphylococcus, Salinivibrio, Planococcus and Halobacillus genera with less than 98% of similarity with their closest phylogenetic relative. The halophilic bacterial isolates were also characterized for the production of biosurfactant and industrially important enzymes. Most isolates produced hydrolases and biosurfactants at high salt concentration. In fact, this is the first report on bacterial strains (A4 and B4) which were a good biosurfactant and coagulase producer at 20% and 25% ((w/v)) NaCl. In addition, the biosurfactant produced by the strain B4 at high salinity (25%) was also stable at high temperature (30-100°C) and high alkalinity (pH 11).Key word: Salt Lake, Bacteria, biosurfactant, Chott, halophiles, hydrolases, 16S rRNAINTRODUCTIONSaline lakes cover approximately 10% of the Earth’s surface area. The microbial populations of many hypersaline environments have already been studied in different geographical regions such as Great Salt Lake (USA), Dead Sea (Israel), Wadi Natrun Lake (Egypt), Lake Magadi (Kenya), Soda Lake (Antarctica) and Big Soda Lake and Mono Lake (California). Hypersaline regions differ from each other in terms of geographical location, salt concentration and chemical composition, which determine the nature of inhabitant microorganisms (Gupta et al., 2015). Then low taxonomic diversity is common to all these saline environments (Oren et al., 1993). Halophiles are found in nearly all major microbial clades, including prokaryotic (Bacteria and Archaea) and eukaryotic forms (DasSarma and Arora, 2001). They are classified as slight halophiles when they grow optimally at 0.2–0.85 M (2–5%) NaCl, as moderate halophiles when they grow at 0.85–3.4 M (5–20%) NaCl, and as extreme halophiles when they grow at 3.4–5.1 M (20–30%) NaCl. Hyper saline environments are inhabited by extremely halophilic and halotolerant microorganisms such as Halobacillus sp, Halobacterium sp., Haloarcula sp., Salinibacter ruber , Haloferax sp and Bacillus spp. (Solomon and Viswalingam, 2013). There is a tremendous demand for halophilic bacteria due to their biotechnological importance as sources of halophilic enzymes. Enzymes derived from halophiles are endowed with unique structural features and catalytic power to sustain the metabolic and physiological processes under high salt conditions. Some of these enzymes have been reported to be active and stable under more than one extreme condition (Karan and Khare, 2010). Applications are being considered in a range of industries such as food processing, washing, biosynthetic processes and environmental bioremediation. Halophilic proteases are widely used in the detergent and food industries (DasSarma and Arora, 2001). However, esterases and lipases have also been useful in laundry detergents for the removal of oil stains and are widely used as biocatalysts because of their ability to produce pure compounds. Likewise, amylases are used industrially in the first step of the production of high fructose corn syrup (hydrolysis of corn starch). They are also used in the textile industry in the de-sizing process and added to laundry detergents. Furthermore, for the environmental applications, the use of halophiles for bioremediation and biodegradation of various materials from industrial effluents to soil contaminants and accidental spills are being widely explored. In addition to enzymes, halophilic / halotolerants microorganisms living in saline environments, offer another potential applications in various fields of biotechnology like the production of biosurfactant. Biosurfactants are amphiphilic compounds synthesized from plants and microorganisms. They reduce surface tension and interfacial tension between individual molecules at the surface and interface respectively (Akbari et al., 2018). Comparing to the chemical surfactant, biosurfactant are promising alternative molecules due to their low toxicity, high biodegradability, environmental capability, mild production conditions, lower critical micelle concentration, higher selectivity, availability of resources and ability to function in wide ranges of pH, temperature and salinity (Rocha et al., 1992). They are used in various industries which include pharmaceuticals, petroleum, food, detergents, cosmetics, paints, paper products and water treatment (Akbari et al., 2018). The search for biosurfactants in extremophiles is particularly promising since these biomolecules can adapt and be stable in the harsh environments in which they are to be applied in biotechnology.OBJECTIVESEastern Algeria features numerous ecosystems including hypersaline environments, which are an important source of salt for food. The microbial diversity in Chott Tinsilt, a shallow Salt Lake with more than 200g/L salt concentration and a superficies of 2.154 Ha, has never yet been studied. The purpose of this research was to chemically analyse water samples collected from the Chott, isolate novel extremely or moderate halophilic Bacteria, and examine their phenotypic and phylogenetic characteristics with a view to screening for biosurfactants and enzymes of industrial interest.MATERIALS AND METHODSStudy area: The area is at 5 km of the Commune of Souk-Naâmane and 17 km in the South of the town of Aïn-Melila. This area skirts the trunk road 3 serving Constantine and Batna and the railway Constantine-Biskra. It is part the administrative jurisdiction of the Wilaya of Oum El Bouaghi. The Chott belongs to the wetlands of the High Plains of Constantine with a depth varying rather regularly without never exceeding 0.5 meter. Its length extends on 4 km with a width of 2.5 km (figure 1).Water samples and physico-chemical analysis: In February 2013, water samples were collected from various places at the Chott Tinsilt using Global Positioning System (GPS) coordinates of 35°53’14” N lat. and 06°28’44”E long. Samples were collected randomly in sterile polythene bags and transported immediately to the laboratory for isolation of halophilic microorganisms. All samples were treated within 24 h after collection. Temperature, pH and salinity were measured in situ using a multi-parameter probe (Hanna Instruments, Smithfield, RI, USA). The analytical methods used in this study to measure ions concentration (Ca2+, Mg2+, Fe2+, Na+, K+, Cl−, HCO3−, SO42−) were based on 4500-S-2 F standard methods described elsewhere (Association et al., 1920).Isolation of halophilic bacteria from water sample: The media (M1) used in the present study contain (g/L): 2.0 g of KCl, 100.0/200.0 g of NaCl, 1.0 g of MgSO4.7HO2, 3.0 g of Sodium Citrate, 0.36 g of MnCl2, 10.0 g of yeast extract and 15.0 g agar. The pH was adjusted to 8.0. Different dilutions of water samples were added to the above medium and incubated at 30°C during 2–7 days or more depending on growth. Appearance and growth of halophilic bacteria were monitored regularly. The growth was diluted 10 times and plated on complete medium agar (g/L): glucose 10.0; peptone 5.0; yeast extract 5.0; KH2PO4 5.0; agar 30.0; and NaCl 100.0/200.0. Resultant colonies were purified by repeated streaking on complete media agar. The pure cultures were preserved in 20% glycerol vials and stored at −80°C for long-term preservation.Biochemical characterisation of halophilic bacterial isolates: Bacterial isolates were studied for Gram’s reaction, cell morphology and pigmentation. Enzymatic assays (catalase, oxidase, nitrate reductase and urease), and assays for fermentation of lactose and mannitol were done as described by Smibert (1994).Optimization of growth conditions: Temperature, pH, and salt concentration were optimized for the growth of halophilic bacterial isolates. These growth parameters were studied quantitatively by growing the bacterial isolates in M1 medium with shaking at 200 rpm and measuring the cell density at 600 nm after 8 days of incubation. To study the effect of NaCl on the growth, bacterial isolates were inoculated on M1 medium supplemented with different concentration of NaCl: 1%-35% (w/v). The effect of pH on the growth of halophilic bacterial strains was studied by inoculating isolates on above described growth media containing NaCl and adjusted to acidic pH of 5 and 6 by using 1N HCl and alkaline pH of 8, 9, 10, 11 and 12 using 5N NaOH. The effect of temperature was studied by culturing the bacterial isolates in M1 medium at different temperatures of incubation (4°C–55°C).Screening of halophilic bacteria for hydrolytic enzymes: Hydrolase producing bacteria among the isolates were screened by plate assay on starch, tributyrin, gelatin and DNA agar plates respectively for amylase, lipase, protease and DNAse activities. Amylolytic activity of the cultures was screened on starch nutrient agar plates containing g/L: starch 10.0; peptone 5.0; yeast extract 3.0; agar 30.0; NaCl 100.0/250.0. The pH was 7.0. After incubation at 30 ºC for 7 days, the zone of clearance was determined by flooding the plates with iodine solution. The potential amylase producers were selected based on ratio of zone of clearance diameter to colony diameter. Lipase activity of the cultures was screened on tributyrin nutrient agar plates containing 1% (v/v) of tributyrin. Isolates that showed clear zones of tributyrin hydrolysis were identified as lipase producing bacteria. Proteolytic activity of the isolates was similarly screened on gelatin nutrient agar plates containing 10.0 g/L of gelatin. The isolates showing zones of gelatin clearance upon treatment with acidic mercuric chloride were selected and designated as protease producing bacteria. The presence of DNAse activity on plates was determined on DNAse test agar (BBL) containing 10%-25% (w/v) total salt. After incubation for 7days, the plates were flooded with 1N HCl solution. Clear halos around the colonies indicated DNAse activity (Jeffries et al., 1957).Milk clotting activity (coagulase activity) of the isolates was also determined following the procedure described (Berridge, 1952). Skim milk powder was reconstituted in 10 mM aqueous CaCl2 (pH 6.5) to a final concentration of 0.12 kg/L. Enzyme extracts were added at a rate of 0.1 mL per mL of milk. The coagulation point was determined by manual rotating of the test tube periodically, at short time intervals, and checking for visible clot formation.Screening of halophilic bacteria for biosurfactant production. Oil spread Assay: The Petridis base was filled with 50 mL of distilled water. On the water surface, 20μL of diesel and 10μl of culture were added respectively. The culture was introduced at different spots on the diesel, which is coated on the water surface. The occurrence of a clear zone was an indicator of positive result (Morikawa et al., 2000). The diameter of the oil expelling circles was measured by slide caliber (with a degree of accuracy of 0.02 mm).Surface tension and emulsification index (E24): Isolates were cultivated at 30 °C for 7 days on the enrichment medium containing 10-25% NaCl and diesel oil as the sole carbon source. The medium was centrifuged (7000 rpm for 20 min) and the surface tension of the cell-free culture broth was measured with a TS90000 surface tensiometer (Nima, Coventry, England) as a qualitative indicator of biosurfactant production. The culture broth was collected with a Pasteur pipette to remove the non-emulsified hydrocarbons. The emulsifying capacity was evaluated by an emulsification index (E24). The E24 of culture samples was determined by adding 2 mL of diesel oil to the same amount of culture, mixed for 2 min with a vortex, and allowed to stand for 24 h. E24 index is defined as the percentage of height of emulsified layer (mm) divided by the total height of the liquid column (mm).Biosurfactant stability studies : After growth on diesel oil as sole source of carbone, cultures supernatant obtained after centrifugation at 6,000 rpm for 15 min were considered as the source of crude biosurfactant. Its stability was determined by subjecting the culture supernatant to various temperature ranges (30, 40, 50, 60, 70, 80 and 100 °C) for 30 min then cooled to room temperature. Similarly, the effect of different pH (2–11) on the activity of the biosurfactant was tested. The activity of the biosurfactant was investigated by measuring the emulsification index (El-Sersy, 2012).Molecular identification of potential strains. DNA extraction and PCR amplification of 16S rDNA: Total cellular DNA was extracted from strains and purified as described by Sambrook et al. (1989). DNA was purified using Geneclean® Turbo (Q-BIO gene, Carlsbad, CA, USA) before use as a template in polymerase chain reaction (PCR) amplification. For the 16S rDNA gene sequence, the purified DNA was amplified using a universal primer set, forward primer (27f; 5′-AGA GTT TGA TCM TGG CTC AG) and a reverse primer (1492r; 5′-TAC GGY TAC CTT GTT ACG ACT T) (Lane, 1991). Agarose gel electrophoresis confirmed the amplification product as a 1400-bp DNA fragment.16S rDNA sequencing and Phylogenic analysis: Amplicons generated using primer pair 27f-1492r was sequenced using an automatic sequencer system at Macrogene Company (Seoul, Korea). The sequences were compared with those of the NCBI BLAST GenBank nucleotide sequence databases. Phylogenetic trees were constructed by the neighbor-joining method using MEGA version 5.05 software (Tamura et al., 2011). Bootstrap resembling analysis for 1,000 replicates was performed to estimate the confidence of tree topologies.Nucleotide sequence accession numbers: The nucleotide sequences reported in this work have been deposited in the EMBL Nucleotide Sequence Database. The accession numbers are represented in table 5.Statistics: All experiments were conducted in triplicates. Results were evaluated for statistical significance using ANOVA.RESULTSPhysico-chemical parameters of the collected water samples: The physicochemical properties of the collected water samples are reported in table 1. At the time of sampling, the temperature was 10.6°C and pH 7.89. The salinity of the sample, as determined in situ, was 224.70 g/L (22,47% (w/v)). Chemical analysis of water sample indicated that Na +and Cl- were the most abundant ions (table 1). SO4-2 and Mg+2 was present in much smaller amounts compared to Na +and Cl- concentration. Low levels of calcium, potassium and bicarbonate were also detected, often at less than 1 g/L.Characterization of isolates. Morphological and biochemical characteristic feature of halophilic bacterial isolates: Among 52 strains isolated from water of Chott Tinsilt, seven distinct bacteria (A1, A2, A3, A4, B1, B4 and B5) were chosen for further characterization (table 2). The colour of the isolates varied from beige, pale yellow, yellowish and orange. The bacterial isolates A1, A2, A4, B1 and B5 were rod shaped and gram negative (except B5), whereas A3 and B4 were cocci and gram positive. All strains were oxidase and catalase positive except for B1. Nitrate reductase and urease activities were observed in all the bacterial isolates, except B4. All the bacterial isolates were negative for H2S formation. B5 was the only strain positive for mannitol fermentation (table 2).We isolated halophilic bacteria on growth medium with NaCl supplementation at pH 7 and temperature of 30°C. We studied the effect of NaCl, temperature and pH on the growth of bacterial isolates. All the isolates exhibited growth only in the presence of NaCl indicating that these strains are halophilic. The optimum growth of isolates A3 and B1 was observed in the presence of 10% NaCl, whereas it was 15% NaCl for A1, A2 and B5. A4 and B4 showed optimum growth in the presence of 20% and 25% NaCl respectively. A4, B4 and B5 strains can tolerate up to 35% NaCl.The isolate B1 showed growth in medium supplemented with 10% NaCl and pH range of 7–10. The optimum pH for the growth B1 was 9 and they did not show any detectable growth at or below pH 6 (table 2), which indicates the alkaliphilic nature of B1 isolate. The bacterial isolates A1, A2 and A4 exhibited growth in the range of pH 6–10, while A3 and B4 did not show any growth at pH greater than 8. The optimum pH for growth of all strains (except B1) was pH 7.0 (table 2). These results indicate that A1, A2, A3, A4, B4 and B5 are neutrophilic in nature. All the bacterial isolates exhibited optimal growth at 30°C and no detectable growth at 55°C. Also, detectable growth of isolates A1, A2 and A4 was observed at 4°C. However, none of the bacterial strains could grow below 4°C and above 50°C (table 2).Screening of the halophilic enzymes: To characterize the diversity of halophiles able to produce hydrolytic enzymes among the population of microorganisms inhabiting the hypersaline habitats of East Algeria (Chott Tinsilt), a screening was performed. As described in Materials and Methods, samples were plated on solid media containing 10%-25% (w/v) of total salts and different substrates for the detection of amylase, protease, lipase and DNAse activities. However, coagulase activity was determined in liquid medium using milk as substrate (figure 3). Distributions of hydrolytic activity among the isolates are summarized in table 4.From the seven bacterial isolates, four strains A1, A2, A4 and B5 showed combined hydrolytic activities. They were positive for gelatinase, lipase and coagulase. A3 strain showed gelatinase and lipase activities. DNAse activities were detected with A1, A4, B1 and B5 isolates. B4 presented lipase and coagulase activity. Surprisingly, no amylase activity was detected among all the isolates.Screening for biosurfactant producing isolates: Oil spread assay: The results showed that all the strains could produce notable (>4 cm diameter) oil expelling circles (ranging from 4.11 cm to 4.67 cm). The average diameter for strain B5 was 4.67 cm, significantly (P < 0.05) higher than for the other strains.Surface tension and emulsification index (E24): The assimilation of hydrocarbons as the sole sources of carbon by the isolate strains led to the production of biosurfactants indicated by the emulsification index and the lowering of the surface tension of cell-free supernatant. Based on rapid growth on media containing diesel oil as sole carbon source, the seven isolates were tested for biosurfactant production and emulsification activity. The obtained values of the surface tension measurements as well as the emulsification index (E24) are shown in table 3. The highest reduction of surface tension was achieved with B5 and A3 isolates with values of 25.3 mN m−1 and 28.1 mN m−1 respectively. The emulsifying capacity evaluated by the E24 emulsification index was highest in the culture of isolate B4 (78%), B5 (77%) and A3 (76%) as shown in table 3 and figure 2. These emulsions were stable even after 4 months. The bacteria with emulsification indices higher than 50 % and/or reduction in the surface tension (under 30 mN/m) have been defined as potential biosurfactant producers. Based on surface tension and the E24 index results, isolates B5, B4, A3 and A4 are the best candidates for biosurfactant production. It is important to note that, strains B4 and A4 produce biosurfactant in medium containing respectively 25% and 20% (w/v) NaCl.Stability of biosurfactant activities: The applicability of biosurfactants in several biotechnological fields depends on their stability at different environmental conditions (temperatures, pH and NaCl). For this study, the strain B4 appear very interesting (It can produce biosurfactant at 25 % NaCl) and was choosen for futher analysis for biosurfactant stability. The effects of temperature and pH on the biosurfactant production by the strain B4 are shown in figure 4.biosurfactant in medium containing respectively 25% and 20% (w/v) NaCl.Stability of biosurfactant activities: The applicability of biosurfactants in several biotechnological fields depends on their stability at different environmental conditions (temperatures, pH and NaCl). For this study, the strain B4 appear very interesting (It can produce biosurfactant at 25 % NaCl) and was chosen for further analysis for biosurfactant stability. The effects of temperature and pH on the biosurfactant production by the strain B4 are shown in figure 4. The biosurfactant produced by this strain was shown to be thermostable giving an E-24 Index value greater than 78% (figure 4A). Heating of the biosurfactant to 100 °C caused no significant effect on the biosurfactant performance. Therefore, the surface activity of the crude biosurfactant supernatant remained relatively stable to pH changes between pH 6 and 11. At pH 11, the value of E24 showed almost 76% activity, whereas below pH 6 the activity was decreased up to 40% (figure 4A). The decreases of the emulsification activity by decreasing the pH value from basic to an acidic region; may be due to partial precipitation of the biosurfactant. This result indicated that biosurfactant produced by strain B4 show higher stability at alkaline than in acidic conditions.Molecular identification and phylogenies of potential isolates: To identify halophilic bacterial isolates, the 16S rDNA gene was amplified using gene-specific primers. A PCR product of ≈ 1.3 kb was detected in all the seven isolates. The 16S rDNA amplicons of each bacterial isolate was sequenced on both strands using 27F and 1492R primers. The complete nucleotide sequence of 1336,1374, 1377,1313, 1305,1308 and 1273 bp sequences were obtained from A1, A2, A3, A4, B1, B4 and B5 isolates respectively, and subjected to BLAST analysis. The 16S rDNA sequence analysis showed that the isolated strains belong to the genera Halomonas, Staphylococcus, Salinivibrio, Planococcus and Halobacillus as shown in table 5. The halophilic isolates A2 and A4 showed 97% similarity with the Halomonas variabilis strain GSP3 (accession no. AY505527) and the Halomonas sp. M59 (accession no. AM229319), respectively. As for A1, it showed 96% similarity with the Halomonas venusta strain GSP24 (accession no. AY553074). B1 and B4 showed for their part 96% similarity with the Salinivibrio costicola subsp. alcaliphilus strain 18AG DSM4743 (accession no. NR_042255) and the Planococcus citreus (accession no. JX122551), respectively. The bacterial isolate B5 showed 98% sequence similarity with the Halobacillus trueperi (accession no. HG931926), As for A3, it showed only 95% similarity with the Staphylococcus arlettae (accession no. KR047785). The 16S rDNA nucleotide sequences of all the seven halophilic bacterial strains have been submitted to the NCBI GenBank database under the accession number presented in table 5. The phylogenetic association of the isolates is shown in figure 5.DICUSSIONThe physicochemical properties of the collected water samples indicated that this water was relatively neutral (pH 7.89) similar to the Dead Sea and the Great Salt Lake (USA) and in contrast to the more basic lakes such as Lake Wadi Natrun (Egypt) (pH 11) and El Golea Salt Lake (Algeria) (pH 9). The salinity of the sample was 224.70 g/L (22,47% (w/v). This range of salinity (20-30%) for Chott Tinsilt is comparable to a number of well characterized hypersaline ecosystems including both natural and man-made habitats, such as the Great Salt Lake (USA) and solar salterns of Puerto Rico. Thus, Chott Tinsilt is a hypersaline environment, i.e. environments with salt concentrations well above that of seawater. Chemical analysis of water sample indicated that Na +and Cl- were the most abundant ions, as in most hypersaline ecosystems (with some exceptions such as the Dead Sea). These chemical water characteristics were consistent with the previously reported data in other hypersaline ecosystems (DasSarma and Arora, 2001; Oren, 2002; Hacěne et al., 2004). Among 52 strains isolated from this Chott, seven distinct bacteria (A1, A2, A3, A4, B1, B4 and B5) were chosen for phenotypique, genotypique and phylogenetique characterization.The 16S rDNA sequence analysis showed that the isolated strains belong to the genera Halomonas, Staphylococcus, Salinivibrio, Planococcus and Halobacillus. Genera obtained in the present study are commonly occurring in various saline habitats across the globe. Staphylococci have the ability to grow in a wide range of salt concentrations (Graham and Wilkinson, 1992; Morikawa et al., 2009; Roohi et al., 2014). For example, in Pakistan, Staphylococcus strains were isolated from various salt samples during the study conducted by Roohi et al. (2014) and these results agreed with previous reports. Halomonas, halophilic and/or halotolerant Gram-negative bacteria are typically found in saline environments (Kim et al., 2013). The presence of Planococcus and Halobacillus has been reported in studies about hypersaline lakes; like La Sal del Rey (USA) (Phillips et al., 2012) and Great Salt Lake (Spring et al., 1996), respectively. The Salinivibrio costicola was a representative model for studies on osmoregulatory and other physiological mechanisms of moderately halophilic bacteria (Oren, 2006).However, it is interesting to note that all strains shared less than 98.7% identity (the usual species cut-off proposed by Yarza et al. (2014) with their closest phylogenetic relative, suggesting that they could be considered as new species. Phenotypic, genetic and phylogenetic analyses have been suggested for the complete identification of these strains. Theses bacterial strains were tested for the production of industrially important enzymes (Amylase, protease, lipase, DNAse and coagulase). These isolates are good candidates as sources of novel enzymes with biotechnological potential as they can be used in different industrial processes at high salt concentration (up to 25% NaCl for B4). Prominent amylase, lipase, protease and DNAase activities have been reported from different hypersaline environments across the globe; e.g., Spain (Sánchez‐Porro et al., 2003), Iran (Rohban et al., 2009), Tunisia (Baati et al., 2010) and India (Gupta et al., 2016). However, to the best of our knowledge, the coagulase activity has never been detected in extreme halophilic bacteria. Isolation and characterization of crude enzymes (especially coagulase) to investigate their properties and stability are in progress.The finding of novel enzymes with optimal activities at various ranges of salt concentrations is of great importance. Besides being intrinsically stable and active at high salt concentrations, halophilic and halotolerant enzymes offer great opportunities in biotechnological applications, such as environmental bioremediation (marine, oilfiel) and food processing. The bacterial isolates were also characterized for production of biosurfactants by oil-spread assay, measurement of surface tension and emulsification index (E24). There are few reports on biosurfactant producers in hypersaline environments and in recent years, there has been a greater increase in interest and importance in halophilic bacteria for biomolecules (Donio et al., 2013; Sarafin et al., 2014). Halophiles, which have a unique lipid composition, may have an important role to play as surface-active agents. The archae bacterial ether-linked phytanyl membrane lipid of the extremely halophilic bacteria has been shown to have surfactant properties (Post and Collins, 1982). Yakimov et al. (1995) reported the production of biosurfactant by a halotolerant Bacillus licheniformis strain BAS 50 which was able to produce a lipopeptide surfactant when cultured at salinities up to 13% NaCl. From solar salt, Halomonas sp. BS4 and Kocuria marina BS-15 were found to be able to produce biosurfactant when cultured at salinities of 8% and 10% NaCl respectively (Donio et al., 2013; Sarafin et al., 2014). In the present work, strains B4 and A4 produce biosurfactant in medium containing respectively 25% and 20% NaCl. To our knowledge, this is the first report on biosurfactant production by bacteria under such salt concentration. Biosurfactants have a wide variety of industrial and environmental applications (Akbari et al., 2018) but their applicability depends on their stability at different environmental conditions. The strain B4 which can produce biosurfactant at 25% NaCl showed good stability in alkaline pH and at a temperature range of 30°C-100°C. Due to the enormous utilization of biosurfactant in detergent manufacture the choice of alkaline biosurfactant is researched (Elazzazy et al., 2015). On the other hand, the interesting finding was the thermostability of the produced biosurfactant even after heat treatment (100°C for 30 min) which suggests the use of this biosurfactant in industries where heating is of a paramount importance (Khopade et al., 2012). To date, more attention has been focused on biosurfactant producing bacteria under extreme conditions for industrial and commercial usefulness. In fact, the biosurfactant produce by strain B4 have promising usefulness in pharmaceutical, cosmetics and food industries and for bioremediation in marine environment and Microbial enhanced oil recovery (MEOR) where the salinity, temperature and pH are high.CONCLUSIONThis is the first study on the culturable halophilic bacteria community inhabiting Chott Tinsilt in Eastern Algeria. Different genera of halotolerant bacteria with different phylogeneticaly characteristics have been isolated from this Chott. Culturing of bacteria and their molecular analysis provides an opportunity to have a wide range of cultured microorganisms from extreme habitats like hypersaline environments. Enzymes produced by halophilic bacteria show interesting properties like their ability to remain functional in extreme conditions, such as high temperatures, wide range of pH, and high salt concentrations. These enzymes have great economical potential in industrial, agricultural, chemical, pharmaceutical, and biotechnological applications. Thus, the halophiles isolated from Chott Tinsilt offer an important potential for application in microbial and enzyme biotechnology. Railways and Roadways are the two means of transport over the land in India. But Railways played a vital role in integrating markets and increasing trade in terms of the economy and in terms of politics and also it forms the finances of Indian government. Based on the above facts this study mainly focuses on the performance and efficiency evaluation of Indian Railways during 2016-2017. To attain this objective 16 zones of Indian Railways were considered and we applied DEA and Bootstrapped DEA methods. In this study CCR model reveals 11 zones are efficient and BCC model indicates 14 zones are efficient. Besides, this study reveals that bootstrapping efficiency scores are comparatively less than the original CRS and VRS efficiency score.

Four hundred rail engine drivers using purposive sampling were selected from 34 divisions of Central, Eastern, Northern, North-Eastern, Southern, South Eastern, and Western zones of Indian Railways. Sub-group analysis was used to determine the referent effect of personal background variables (age, total dependent family members, income, length of service, and service in present grade) on the relationship of multi-dimensional organizational commitment and perceived work environment. Age, length of service and service in present grade have moderating effect on the relationship of multi-dimensional organizational commitment and perceived work environment. Utility of moderator variables in determining the relationship discussed. HRD Managers and Behaviorists were admonitioned to visualize the relationship in reference to emerged significant referent variables for good health of the organizations.

The study is an attempt to measure satisfaction level of passengers for different platform-based amenities and service providers at railway platforms in India. The study is conducted at Allahabad Junction Railway Station, one of the busiest station in North Central Railway (NCR) Zone of Indian Railways. Study tried to compare the performance of service providers based on whether private vendor and railway operated ones. For the purpose a total of 23 amenities in five categories have been selected for the study.Diagnostic research adopting observation and survey method using questionnaire technique was used. Mean and standard deviation has been calculated to measure the level of performance of various service providers while gap analysis is used to compare their relative performance. Overall it is concluded that Book stalls, drinking water and other facilities like reservation display boards and so on provide maximum satisfaction, while, personal hygiene has least satisfaction level. Satisfaction level is high for services provided private operators as compared to those provided by Indian Railways.

Research methodology The case has been developed as an illustrative case study using primary data. The data and images used for developing the case have been collected from the Alipurduar Division of Indian Railways with suitable permissions. The specific newspaper studies used in developing the case content have been referenced as footnotes on the relevant pages of the case study document. Case overview/synopsis Train operations in Alipurduar Division of Northeast Frontier Railway zone of Indian Railways are difficult. The division provides the vital rail link between the northeast states and the rest of India. Railway lines in the Alipurduar Division pass through several forests with a significant elephant population. As an outcome of train–elephant conflicts, train operations on one of the railway lines operate under severe speed restrictions. Moreover, the region is known for heavy rainfall and thunderstorms for almost six months every year. For the Divisional Railway Manager (DRM), the protagonist of the case, this implied repeated congestion, traffic disruptions, inadvertent delays and lack of time for critical maintenance of the tracks. A solution was planned several years ago for creating an alternative path to de-congest the traffic; however, it ran into a roadblock due to land acquisition issues.With all these limitations, could a solution be found and implemented? How could it be executed?The case illustrates how a simple yet innovative solution was proposed by the DRM in 2015 and implemented in 2016.With this case, students will be able to understand the innovation process that is embedded within long-term infrastructure projects. The case will help students understand how innovation can take place even in the later stages of project implementation, and how simple and creative solutions can have a long-term impact. Complexity academic level The case can be used in graduate and executive education courses in General Management and in Public Policy Management. It can also be used in Doctoral-Level Programmes such as those taught to scholars pursuing Fellow Programme in Management. Since the case brings out elements of problem framing and critical thinking, the case can be used for courses in strategic management. Many professionals, particularly those working in large organizations dealing with large infrastructure projects, will identify with the DRM and the challenges faced by him.

AbstractThe masonry bridges on the Kalka Shimla Mountain Railway line, which have multiple arch galleries in the form of Roman aqueducts, are spectacular. The Kalka Shimla Mountain Railway line is situated in severe seismic zones (Indian Standard 1893:2016). This research assesses the seismic vulnerability of masonry arch Bridge No. 541 situated on the Kalka Shimla Mountain Railway line. This bridge is the tallest on the route. In particular, it assesses the seismic vulnerability of the bridge using finite element (FE) analysis. For this purpose, an FE model for the bridge is developed using the ABAQUS FE-based environment. The experimental field study conducted on the bridge using an ambient vibration test (AVT) and dynamic parameters (frequency and mode shapes) is evaluated by operational modal analysis (OMA). Further, the FE model is updated by modifying the elastic mechanical property of the stone masonry to match the analytical modal frequency with the results of the AVT and OMA. The updated model is then used to perform a pushover analysis and nonlinear dynamic analysis to estimate the seismic performance of the bridge. Furthermore, fragility curves are developed for the bridge to estimate the damage state for specific seismicity. The study shows that the bridge is vulnerable to Zone IV seismicity and needs some retrofitting in specific locations such as the pier–abutment joints.

Healthcare workers (HCWs) are highly exposed to SARS-CoV-2 infection. HCWs are also likely source of infection of their family members .COVID-19 Vaccination programs started during December 2020 in several countries and prioritized healthcare workers (HCWs).The vaccination campaign coincided with the second surge of COVID cases in Western part of India.This study assess the prevalence of COVID19 infection and disease severity in vaccinated HCWs. Prevalence of SARS-CoV-2 cases was 6.3% of vaccinated HCWs. Most infection cases occurred within two weeks of the first vaccine dose. Out of total HCWs 87.4% were mild, 11.1% were moderate, and 1.5% were severe cases.This study stresses on early identification of asymptomatic carriers in vaccinated individuals.Even vaccinated HCWs might spread the infection leading to hospital outbreaks.With the emergence of newer strains of Covid 19 and amid the rising cases of Delta variant across the globe,adequate infection control practices like masking,social distancing,appropriate PPE and hand sanitization and vaccination are mandatory.However,disease severity is milder post vaccination.It is important to distinguish symptoms of side effects post vaccination from COVID infection even in vaccinated HCW in pandemic.

Increase in the speed of train leads to aerodynamic problems. These problems occur due to turbulent behaviour of air flow around the train. So it is of great concern to study the dynamics of fluid flow. This paper deals with the dynamic analysis of empty freight wagons due to air turbulence using computational fluid dynamics. The effect of important aerodynamic coefficients such as aerodynamic drag, pressure distribution and velocity stream line has been studied on realistic and simplified freight train geometries. The geometry is a scaled model of freight open wagon type‘BOXN25’ from Indian Railways. The aerodynamic analysis for empty wagons shows that the critical stress zone and the air drag effect are comparable between the two considered geometries.

The effective solid waste management in a developing country like India has become an essential concern of the society. Municipality and corporation have framed many policies and municipal solid waste rules for a sustainable solid waste management, but the increase in population and urbanization leads to many challenges in implementing an effective system. Disposal of waste is an important action in solid waste management but due to many flaws in system the centralized disposal of waste is not effective. In this research the site selection for decentralized processing unit zone wise is done using GIS and weighted overlay analysis. The weighted overlay analysis is done by using thematic layers like land use land cover, geomorphology, geology, soil, lineaments, ground water depth, distance from water bodies, distance from railway track, drainage density, road density ,distance from roads are used as inventory maps to arrive the suitable area to carry out decentralized solid waste management. The results revealed the suitable area in sqkm under five classifications as highly suitable, high to moderately suitable, moderately suitable, poorly suitable and not suitable. Many films of the Australian New Wave (or Australian film renaissance) of the 1970s and 1980s can be defined as gothic, especially following Jonathan Rayner’s suggestion that “Instead of a genre, Australian Gothic represents a mode, a stance and an atmosphere, after the fashion of American Film Noir, with the appellation suggesting the inclusion of horrific and fantastic materials comparable to those of Gothic literature” (25). The American comparison is revealing. The 400 or so film productions of the Australian New Wave emerged, not in a vacuum, but in an increasingly connected and inter-mixed international space (Godden). Putatively discrete national cinemas weave in and out of each other on many levels. One such level concerns the reception critics give to films. This article will drill down to the level of the reception of two examples of Australian gothic film-making by two well-known American critics. Rayner’s comparison of Australian gothic with American film noir is useful; however, it begs the question of how American critics such as Pauline Kael and Andrew Sarris influentially shaped the reception of Australian gothic in America and in other locations (such as Australia itself) where their reviews found an audience either at the time or afterwards. The significance of the present article rests on the fact that, as William McClain observes, following in Rick Altman’s footsteps, “critics form one of the key material institutions that support generic formations” (54). This article nurtures the suggestion that knowing how Australian gothic cinema was shaped, in its infancy, in the increasingly important American market (a market of both commerce and ideas) might usefully inform revisionist studies of Australian cinema as a national mode. A more nuanced, globally informed representation of the origins and development of Australian gothic cinema emerges at this juncture, particularly given that American film reviewing in the 1970s and 1980s more closely resembled what might today be called film criticism or even film theory. The length of individual reviews back then, the more specialized vocabulary used, and above all the tendency for critics to assume more knowledge of film history than could safely be assumed in 2014—all this shows up the contrast with today. As Christos Tsiolkas notes, “in our age… film reviewing has been reduced to a thumbs-up or a thumbs-down” (56)! The 1970s and 1980s is largely pre-Internet, and critical voices such as Kael and Sarris dominated in print. The American reviews of Australian gothic films demonstrate how a different consciousness suffuses Kael’s and Sarris’s engagements with “Antipodean” (broadly Australian and New Zealand) cinema. Rayner’s locally specific definition of Australian gothic is distorted in their interpretations of examples of the genre. It will be argued that this is symptomatic of a particular blindspot, related to the politics and art of place, in the American reception of Wake in Fright (initially called Outback in America), directed by the Canadian Ted Kotcheff (1971) and The Year of Living Dangerously, directed by Peter Weir (1982). Space and argument considerations force this article to focus on the reviews of these films, engaging less in analysis of the films themselves. Suffice to say that they all fit broadly within Rayner’s definition of Australian gothic cinema. As Rayner states, three thematic concerns which permeate all the films related to the Gothic sensibility provide links across the distinctions of era, environment and character. They are: a questioning of established authority; a disillusionment with the social reality that that authority maintains; and the protagonist’s search for a valid and tenable identity once the true nature of the human environment has been revealed. (25) “The true nature of the human environment….” Here is the element upon which the American reviews of the Australian gothic founder. Explicitly in many films of this mode, and implicitly in nearly all of them, is the “human environment” of the Australian landscape, which operates less as a backdrop and more as a participating element, even a character, in the drama, saturating the mise-en-scène. In “Out of Place: Reading (Post) Colonial Landscapes as Gothic Space in Jane Campion’s Films,” Eva Rueschmann quotes Ross Gibson’s thesis from South of the West: Postcolonialism and the Narrative Construction of Australia that By featuring the land so emphatically… [Australian] films stake out something more significant than decorative pictorialism. Knowingly or unknowingly, they are all engaging with the dominant mythology of white Australia. They are all partaking of the landscape tradition which, for two hundred years, has been used by white Australians to promote a sense of the significance of European society in the “Antipodes”. (Rueschmann) The “emphatic” nature of the land in films like Wake in Fright, Mad Max 2 and Picnic at Hanging Rock actively contributes to the “atmosphere” of Australian gothic cinema (Rayner 25). This atmosphere floats across Australian film and literature. Many of the films mentioned in this article are adaptations from books, and Rayner himself stresses the similarity between Australian gothic and gothic literature (25). Significantly, the atmosphere of Australian gothic also floats across the fuzzy boundary between the gothic and road movies or road literature. Mad Max 2: The Road Warrior is obviously a road movie as well as a gothic text; so is Wake in Fright in its way; even Picnic at Hanging Rock contains elements of the road movie in all that travelling to and from the rock. Roads, then, are significant for Australian gothic cinema, for the road traverses the Australian (gothic) landscape and, in the opportunity it provides for moving through it at speed, tantalizes with the (unfulfillable) promise of an escape from its gothic horror. Australian roads are familiar, part of White European culture referencing the geometric precision of Roman roads. The Australian outback, by contrast, is unfamiliar, uncanny. Veined with roads, the outback invites the taming by “the landscape tradition” that it simultaneously rejects (Rueschmann). In the opening 360° pan of Wake in Fright the land frightens with its immensity and intensity, even as the camera displays the land’s “conquering” agent: not a road, but the road’s surrogate—a railway line. Thus, the land introduces the uncanny into Australian gothic cinema. In Freudian terms, the uncanny is that unsettling combination of the familiar and the unfamiliar. R. Gray calls it “the class of frightening things that leads us back to what is known and familiar” (Gray). The “frightening” land is the very condition of the “comforting” road; no roads without a space for roads, and places for them to go. In her introduction to The Penguin Book of the Road, Delia Falconer similarly sutures the land to the uncanny, linking both of these with the first peoples of the Australian land: "Of course there is another 'poetry of the earth' whispering from the edges of our roads that gives so many of our road stories an extra charge, and that is the history of Aboriginal presence in this land. Thousands of years of paths and tribal boundaries also account for the uncanny sense of being haunted that dogs our travellers on their journeys (xvii). White Australia, as the local saying goes, has a black past, played out across the land. The film The Proposition instances this, with its gothic portrayal of the uncanny encroachments of the Australian “wilderness” into the domain of “civilization”. Furthermore, “our” overweening literal and metaphoric investment in the traditional quarter-acre block, not to mention in our roads, shows that “we” haven’t reconciled either with the land of Australia or with its original inhabitants: the Aboriginal peoples. Little wonder that Kael and Sarris couldn’t do so, as White Americans writing some forty years ago, and at such a huge geographic remove from Australia. As will be seen, the failure of these American film critics to comprehend the Australian landscape comes out—as both a “critical reaction” and a “reactive compensation”—in two, interwoven strands of their interpretations of Australian New Wave gothic cinema. A repulsion from, and an attraction to, the unrecognized uncanny is evidenced. The first strand is constituted in the markedly anthropological aspect to the film reviews: anthropological elements of the text itself are either disproportionately magnified or longed for. Here, “anthropological” includes the sociological and the historical. Secondly, Kael and Sarris use the films they review from Australian gothic cinema as sites upon which to trial answers to the old and persistent question of how the very categories of art and politics relate. Initially sucked out of the reviews (strand one), politics and art thus rush back in (strand two). In other words, the American failure to engage deeply with the land triggers an initial reading of films like Wake in Fright less as films per se and more as primary texts or one-to-one documentations of Australia. Australia presents for anthropological, even scientific atomization, rather than as a place in active, creative and complex relationship with its rendering in mise-en-scène. Simultaneously though, the absence of the land nags—eats away at the edges of critical thinking—and re-emerges (like a Freudian return of the repressed) in an attempt by the American critics to exploit their film subjects as an opportunity for working out how politics and art (here cinema) relate. The “un-seen” land creates a mis-reading amongst the American critics (strand one), only to force a compensatory, if somewhat blindsided, re-reading (strand two). For after all, in this critical “over-looking” of the land, and thus of the (ongoing) Aboriginal existence in and with the land, it is politics and art that is most at stake. How peoples (indigenous, settler or hybrid peoples) are connected to and through the land has perhaps always been Australia’s principal political and artistic question. How do the American reviews speak to this question? Sarris did not review Wake in Fright. Kael reviewed it, primarily, as a text at the intersection of fiction and documentary, ultimately privileging the latter. Throughout, her critical coordinates are American and, to a degree, literary. Noting the “stale whiff of Conrad” she also cites Outback’s “additional interest” in its similarity with “recent American movies [about] American racism and capitalist exploitation and the Vietnam war” (415). But her most pointed intervention comes in the assertion that there is “enough narrative to hold the social material together,” as if this were all narrative were good for: scaffolding for sociology (416). Art and culture are left out. Even as Kael mentions the “treatment of the Aborigines,” she misses the Aboriginal cultural moment of the opening shot of the land; this terrain, she writes, is “without a trace of culture” (416). Then, after critiquing what she sees as the unconvincing lesson of the schoolteacher’s moral demise, comes this: “But a more serious problem is that (despite the banal photography) the semi-documentary aspects of the film are so much more vivid and authentic and original than the factitious Conradian hero that we want to see more of that material—we want to learn more” (416-417). Further on, in this final paragraph, Kael notes that, while “there have been other Australian films, so it’s not all new” the director and scriptwriter “have seen the life in a more objective way, almost as if they were cultural anthropologists…. Maybe Kotcheff didn’t dare to expand this vision at the expense of the plot line, but he got onto something bigger than the plot” (417). Kael’s “error”, as it were, is to over-look how the land itself stretches the space of the film, beyond plot, to occupy the same space as her so-called “something bigger”, which itself is filled out by the uncanniness of the land as the intersections of both indigenous and settler (road-based) cultures and their representations in art (417). The “banal photography” might be better read as the film’s inhabitation of these artistic/cultural intersections (416). Kael’s Wake in Fright piece illustrates the first strand of the American reviews of Australian gothic cinema. Missing the land’s uncanniness effectively distributes throughout the review an elision of culture and art, and a reactive engagement with the broadly anthropological elements of Kotcheff’s film. Reviews of The Year of Living Dangerously by Kael and Sarris also illustrate the first strand of the American-Australian reviewing nexus, with the addition, also by each critic, of the second strand: the attempt to reconnect and revitalize the categories of politics and art. As with Wake in Fright, Kael introduces an anthropological gambit into Weir’s film, privileging its documentary elements over its qualities as fiction (strand one). “To a degree,” she writes, “Weir is the victim of his own skill at creating the illusion of authentic Third World misery, rioting, and chaos” (454). By comparison with “earlier, studio-set films” (like Casablanca [452]), where such “backgrounds (with their picturesque natives) were perfectly acceptable as backdrops…. Here… it’s a little obscene” (454). Kael continues: “Documentaries, TV coverage, print journalism, and modern history itself have changed audiences’ responses, and when fake dilemmas about ‘involvement’ are cooked up for the hero they’re an embarrassment” (454-455). Film is pushed to cater to anthropology besides art. Mirroring Kael’s strand-one response, Sarris puts a lot of pressure on Weir’s film to “perform” anthropologically—as well as, even instead of, artistically. The “movie”, he complains “could have been enjoyed thoroughly as a rousingly old-fashioned Hollywood big-star entertainment were it not for the disturbing vistas of somnolent poverty on view in the Philippines, the location in which Indonesian poverty in 1965 was simulated” (59). Indeed, the intrusive reality of poverty elicits from Sarris something very similar to Kael’s charge of the “obscenity of the backdrop” (454): We cannot go back to Manderley in our movie romances. That much is certain. We must go forward into the real world, but in the process, we should be careful not to dwarf our heroes and heroines with the cosmic futility of it all. They must be capable of acting on the stage of history, and by acting, make a difference in our moral perception of life on this planet. (59) Sarris places an extreme, even outrageous, strand-one demand on Weir’s film to re-purpose its fiction (what Kael calls “romantic melodrama” [454]) to elicit the categories of history and anthropology—that last phrase, “life on this planet”, sounds like David Attenborough speaking! More so, anthropological atomization is matched swiftly to a strand-two demand, for this passage also anticipates the rapprochement of politics and art, whereby art rises to the level of politics, requiring movie “heroes and heroines” to make a “moral difference” on a historical if not on a “cosmic” level (59). It is precisely in this, however, that Weir’s film falls down for Sarris. “The peculiar hollowness that the more perceptive reviewers have noted in The Year of Living Dangerously arises from the discrepancy between the thrilling charisma of the stars and the antiheroic irrelevance of the characters they play to the world around them” (59). Sarris’s spatialized phrase here (“peculiar hollowness”) recalls Kael’s observation that Wake in Fright contains “something bigger than the plot” (417). In each case, the description is doubling, dis-locating—uncanny. Echoing the title of Eva Rueschmann’s article, both films, like the Australian landscape itself, are “out of place” in their interpretation by these American critics. What, really, does Sarris’s “peculiar hollowness” originate in (59)? In what “discrepancy” (59)? There is a small but, in the context of this article, telling error in Sarris’s review of Weir’s film. Kael, correctly, notes that “the Indonesian settings had to be faked (in the Philippines and Australia)” (inserted emphasis) (452). Sarris mentions only the Philippines. From little things big things grow. Similar to how Kael overlooks the uncanny in Wake in Fright’s mise-en-scène, Sarris “sees” a “peculiar hollowness” where the land would otherwise be. Otherwise, that is, in the perspective of a cinema (Kotcheff’s, Weir’s) that comprehends “the true nature of the [Australian, gothic] human environment” (Rayner 25). Of course, it is not primarily a matter of how much footage Weir shot in Australia. It is the nature of the cinematography that matters most. For his part, Sarris damns it as “pretentiously picturesque” (59). Kael, meanwhile, gets closer perhaps to the ethics of the uncanny cinematography of The Year of Living Dangerously in her description of “intimations, fragments, hints and portents… on a very wide screen” (451). Even so, it will be remembered, she does call the “backgrounds… obscene” (454). Kael and Sarris see less than they “see”. Again like Sarris, Kael goes looking in Weir’s film for a strand-two rapprochement of politics and art, as evidenced by the line “The movie displays left-wing attitudes, but it shows no particular interest in politics” (453). It does though, only Kael is blind to it because she is blind to the land and, equally, to the political circumstances of the people of the land. Kael likely never realized the “discrepancy” in her critique of The Year of Living Dangerously’s Billy Kwan as “the same sort of in-on-the-mysteries-of-the-cosmos character that the aborigine actor Gulpilil played in Weir’s 1977 The Last Wave” (455). All this, she concludes, “might be boiled down to the mysticism of L.A.: ‘Go with the flow’” (455)! Grouping characters and places together like this, under the banner of L.A. mysticism, brutally erases the variations across different, uncanny, gothic, post-colonial landscapes. It is precisely here that politics and art do meet, in Weir’s film (and Kotcheff’s): in the artistic representation of the land as an index of the political relations of indigenous, settler and hybrid communities. (And not down the rabbit hole of the “specifics” of politics that Kael claims to want [453]). The American critics considered in this article are not in “bad faith” or a-political. Sarris produced a perceptive, left-leaning study entitled Politics and Cinema, and many of Kael’s reviews, along with essays like “Saddle Sore: El Dorado, The War Wagon, The Way West,” contain sophisticated, liberalist analyses of the political circumstances of Native Americans. The crucial point is that, as “critics form[ing] one of the key material institutions that support generic formations,” Sarris and Kael impacted majorly on the development of Australian gothic cinema, in the American context—impacted especially, one could say, on the (mis-)understanding of the land-based, uncanny politics of this mode in its Australian setting (McClain 54). Kael’s and Sarris’s reviews of My Brilliant Career, along with Judith Maslin’s review, contain traits similar to those considered in depth in the reviews studied above. Future research might usefully study this significant impact more closely, weaving in an awareness of the developing dynamics of global film productions and co-productions since the 1970s, and thereby focusing on Australian gothic as international cinema. Was, for example, the political impact of later films like The Proposition influenced, even marginally, by the (mis-)readings of Sarris and Kael? In conclusion here, it suffices to note that, even as the American reviewers reduced Australian cinema art to “blank” documentary or “neutral” anthropology, nevertheless they evidenced, in their strand-two responses, the power of the land (as presented in the cinematography and mise-en-scène) to call out—across an increasingly globalized domain of cinematic reception—for the fundamental importance of the connection between politics and art. Forging this connection, in which all lands and the peoples of all lands are implicated, should be, perhaps, the primary and ongoing concern of national and global cinemas of the uncanny, gothic mode, or perhaps even any mode. Music from Another Time – One Perth Night in 2009The following extract is taken from fieldwork notes from research into the enduring Northern Soul dance scene in Perth, Western Australia.It’s 9.30 and I’m walking towards the Hyde Park Hotel on a warm May night. I stop to talk to Jenny, from London, who tells me about her 1970s trip to India and teenage visits to soul clubs in Soho. I enter a cavernous low-ceilinged hall, which used to be a jazz venue and will be a Dan Murphy’s bottle shop before the year ends. South West Soul organiser Tommy, wearing 34-inch baggy trousers, gives me a Northern Soul handshake, involving upturned thumbs. ‘Spread the Faith’, he says. Drinkers are lined up along the long bar to the right and I grab a glass of iced water. A few dancers are out on the wooden floor and a mirror ball rotates overhead. Pat Fisher, the main Perth scene organiser, is away working in Monaco, but the usual suspects are there: Carlisle Derek, Ivan from Cheltenham, Ron and Gracie from Derby. Danny is back from DJing in Tuscany, after a few days in Widnes with old friends. We chat briefly mouth to ear, as the swirling strings and echo-drenched vocals of the Seven Souls’ 45 record, ‘I still love you’ boom through the sound system. The drinkers at the bar hit the floor for Curtis Mayfield’s ‘Move on up’ and the crowd swells to about 80. When I move onto the floor, Barbara Acklin’s ‘Am I the Same Girl?’ plays, prompting reflection on being the same, older person dancing to a record from my teenage years. On the bridge of the piano and conga driven ‘’Cause you’re mine’, by the Vibrations, everybody claps in unison, some above their heads, some behind their backs, some with an expansive, open-armed gesture. The sound is like the crack of pistol. We are all living in the moment, lost in the music, moving forward and backward, gliding sideways, and some of us spinning, dervish-like, for a few seconds, if we can still maintain our balance.Having relocated their scene from England south to the Antipodes, most of the participants described on this night are now in their sixties. Part of the original scene myself, I was a participant observer, dancing and interviewing, and documenting and exploring scene practices over five years.The local Perth scene, which started in 1996, is still going strong, part of a wider Australian and New Zealand scene. The global scene goes back nearly 50 years to the late 1960s. Northern Soul has now also become southern. It has also become significantly present in the USA, its place of inspiration, and in such disparate places as Medellin, in Colombia, and Kobe, in Japan.The feeling of ‘living in the moment’ described is a common feature of dance-oriented subcultures. It enables escape from routines, stretches the present opportunity for leisure and postpones the return to other responsibilities. The music and familiar dance steps of a long-standing scene like Northern Soul also stimulate a nostalgic reverie, in which you can persuade yourself you are 18 again.Dance steps are forward, backward and sideways and on crowded dancefloors self-expression is necessarily attenuated. These movements are repeated and varied as each bar returns to the first beat and in subcultures like Northern Soul are sufficiently stylised as to show solidarity. This solidarity is enhanced by a unison handclap, triggered by cues in some records. Northern Soul is not line-dancing. Dancers develop their own moves.Place of Origin: Soul from the North?For those new to Northern Soul, the northern connection may seem a little puzzling. The North of England is often still imagined as a cold, rainy wasteland of desolate moors and smoky, industrial, mostly working-class cities, but such stereotyping obscures real understanding. Social histories have also tended to focus on such phenomena as the early twentieth century Salford gang members, the “Northern Scuttlers”, with “bell-bottomed trousers … and the thick iron-shod clogs” (Roberts 123).The 1977 Granada television documentary about the key Northern Soul club, Wigan Casino, This England, captured rare footage; but this was framed by hackneyed backdrops of mills and collieries. Yet, some elements of the northern stereotype are grounded in reality.Engels’s portrayal of the horrors of early nineteenth century Manchester in The Condition of the Working Class in England in 1844 was an influential exploration of the birth pains of this first industrial city, and many northern towns and cities have experienced similar traumas. Levels of social disadvantage in contemporary Britain, whilst palpable everywhere, are still particularly significant in the North, as researched by Buchan, Kontopantelis, Sperrin, Chandola and Doran in North-South Disparities in English Mortality 1965–2015: Longitudinal Population Study.By the end of the 1960s, the relative affluence of Harold Wilson’s England began to recede and there was increased political and counter-cultural activity. Into this social climate emerged both skinheads, as described by Fowler in Skins Rule and the Northern Soul scene.Northern Soul scene essentially developed as an extension of the 1960s ‘mod’ lifestyle, built around soul music and fashion. A mostly working-class response to urban life and routine, it also evidenced the ability of the more socially mobile young to get out and stay up late.Although more London mods moved into psychedelia and underground music, many soul fans sought out obscure, but still prototypical Motown-like records, often from the northern American cities Detroit and Chicago. In Manchester, surplus American records were transported up the Ship Canal to Trafford Park, the port zone (Ritson and Russell 1) and became cult club hits, as described in Rylatt and Scott’s Central 1179: The Story of Manchester's Twisted Wheel.In the early 1970s, the rare soul fans found a name for their scene. “The Dave Godin Column” in the fanzine Blues and Soul, published in London, referred for the first time to ‘Northern Soul’ in 1971, really defining ‘Northern’ directionally, as a relative location anywhere ‘north of Watford’, not a specific place.The scene gradually developed specific sites, clothes, dances and cultural practices, and was also popular in southern England, and actually less visible in cities such as Liverpool and Newcastle. As Nowell (199) argues, the idea that Northern Soul was regionally based is unfounded, a wider movement emerging as a result of the increased mobility made possible by railways and motorways (Ritson and Russell 14).Clubs like the Blackpool Mecca and Wigan Casino were very close to motorway slip roads and accessible to visitors from further south. The initial scene was not self-consciously northern and many early clubs, like the ‘Golden Torch’, in Tunstall were based in the Midlands, as recounted by Wall (441).The Time and Space of the DancefloorThe Northern Soul scene’s growth was initially covered in fanzines like Blues and Soul, and then by Frith and Cummings (23-32). Following Cosgrove (38-41) and Chambers (142), a number of insider accounts (Soul Survivors: The Wigan Casino Story by Winstanley and Nowell; Too Darn Soulful: The Story of Northern Soul by Nowell; The In-Crowd: The Story of the Northern & Rare Soul Scene by Ritson & Russell) were followed by academic studies (Milestone 134-149; Hollows and Milestone 83-103; Wall 431-445). The scene was first explored by an American academic in Browne’s Identity Scene and Material Culture: The Place of African American Rare Soul Music on the British Northern Soul Scene.Many clubs in earlier days were alcohol-free, though many club-goers substituted amphetamines (Wilson 1-5) as a result, but across the modern scene, drug-taking is not significant. On Northern Soul nights, dancing is the main activity and drinking is incidental. However, dance has received less subtle attention than it deserves as a key nexus between the culture of the scene and black America.Pruter (187) referred to the earlier, pre-disco “myopia” of many music writers on the subject of dance, though its connection to leisure, pleasure, the body and “serious self-realization” (Chambers 7) has been noted. Clearly Northern Soul dancers find “evasive” pleasure (Fiske 127) and “jouissance” (Barthes v) in the merging of self into record.Wall (440) has been more nuanced in his perceptions of the particular “physical geography” of the Northern Soul dance floor, seeing it as both responsive to the music, and a vehicle for navigating social and individual space. Dancers respond to each other, give others room to move and are also connected to those who stand and watch. Although friends often dance close, they are careful not to exclude others and dancing between couples is rare. At the end of popular records, there is often applause. Some dance all night, with a few breaks; others ‘pace’ themselves (Mercieca et al. 78).The gymnastics of Northern Soul have attracted attention, but the forward dives, back drops and spins are now less common. Two less noticed markers of the Northern Soul dancing style, the glide and the soul clap, were highlighted by Wall (432). Cosgrove (38) also noted the sideways glide characteristic of long-time insiders and particularly well deployed by female dancers.Significantly, friction-reducing talcum powder is almost sacramentally sprinkled on the floor, assisting dancers to glide more effectively. This fluid feature of the dancing makes the scene more attractive to those whose forms of expression are less overtly masculine.Sprung wooden floors are preferred and drink on the floor is frowned upon, as spillage compromises gliding. The soul clap is a communal clap, usually executed at key points in a record. Sometimes very loud, this perfectly timed unison clap is a remarkable, though mostly unselfconscious, display of group co-ordination, solidarity and resonance.Billy from Manchester, one of the Perth regulars, and notable for his downward clapping motion, explained simply that the claps go “where the breaks are” (Mercieca et al. 71). The Northern Soul clap demonstrates key attributes of what Wunderlich (384) described as “place-temporality in urban space”, emerging from the flow of music and movement in a heightened form of synchronisation and marked by the “vivid sense of time” (385) produced by emotional and social involvement.Crucially, as Morris noted, A Sense of Space is needed to have a sense of time and dancers may spin and return via the beat of the music to the same spot. For Northern Soul dancers, the movements forwards, backwards, sideways through objective, “geometric space” are paralleled by a traversing of existential, “conceived space”. The steps in microcosm symbolise the relentless wider movements we make through life. For Lefebvre, in The Production of Space, these “trialectics” create “lived space”.A Sense of Place and Evolving IdentitySpaces are plastic environments, charged with emerging meanings. For Augé, they can also remain spaces or be manipulated into “Non-Places”. When the sense of space is heightened there is the potential for lived spaces to become places. The space/place distinction is a matter of contention, but, broadly, space is universal and non-relational, and place is particular and relational.For Augé, a space can be social, but if it lacks implicit, shared cultural understandings and requires explicit signs and rules, as with an airport or supermarket, it is a non-place. It is not relational. It lacks history. Time cannot be stretched or temporarily suspended. As non-places proliferate, urban people spend more time alone in crowds, ”always, and never, at home” (109), though this anonymity can still provide the possibility of changing identity and widening experience.Northern Soul as a culture in the abstract, is a space, but one with distinct practices which tend towards the creation of places and identities. Perth’s Hyde Park Hotel is a place with a function space at the back. This empty hall, on the night described in the opening, temporarily became a Northern Soul Club. The dance floor was empty as the night began, but gradually became not just a space, but a place. To step onto a mostly empty dance floor early in the night, is to cross liminal space, and to take a risk that you will be conspicuous or lonely for a while, or both.This negotiation of space is what Northern Soul, like many other club cultures has always offered, the promise and risk of excitement outside the home. Even when the floor is busy, it is still possible to feel alone in a crowd, but at some stage in the night, there is also the possibility, via some moment of resonance, that a feeling of connection with others will develop. This is a familiar teenage theme, a need to escape bonds and make new ones, to be both mobile and stable. Northern Soul is one of the many third spaces/places (Soja 137) which can create opportunities to navigate time, space and place, and to find a new sense of direction and identity. Nicky from Cornwall, who arrived in Perth in the early 1970s, felt like “a fish out of water”, until involvement in the Northern Soul scene helped him to achieve a successful migration (Mercieca et al. 34-38). The record playing is ‘Helpless’, by Kim Weston.McRobbie has argued in Dance and Social Fantasy that Northern Soul provides places for women to define and express themselves, and it has appealed to more to female and LGBTQIA participants than the more masculine dominated rock, funk and hip-hop scenes. The shared appreciation of records and the possibilities for expression and sociality in dance unite participants and blur gender lines.While the more athletic dancers have tended to be male, dancing is essentially non-contact, as in many other post-1960s ‘discotheque’ styles, yet there is little overt sexual display or flirtation involved. Male and female styles, based on foot rather than arm movements, are similar, almost ungendered, and the Soul scene has differed from more mainstream nightlife cultures focussed on finding partners, as noted in Soul Survivors: The Wigan Casino Story by Winstanley and Nowell. Whilst males, who are also involved in record buying, predominated in the early scene, women now often dominate the dance floor (Wall 441).The Perth scene is little different, yet the changed gender balance has not produced more partner-seeking for either the older participants, who are mostly in long-term relationships and the newer, younger members, who enjoy the relative gender-blindness, and focus on communality and cultural affinity. He has since headed north to Denmark and is now part of the Nordic Northern Soul scene.In Perth, for Stan from Derby, Northern Soul linked the experiences of “poor white working class kids” with young black Americans (Mercieca et al. 97). Hollows and Milestone (87-94) mapped a cultural geographic relationship between Northern Soul and the Northern cities of the USA where the music originated. However, Wall (442) suggested that Northern Soul is drawn from the more bi-racial soul of the mid-1960s than the funky, Afro-centric 1970s and essentially deploys the content of the music to create an alternative British identity, rather than to align more closely with the American movement for self-determination. Essentially, Northern Soul shows how “the meanings of one culture can be transformed in the cultural practices of another time and place” (Wall 444).Many contemporary Australian youth cultures are more socially and ethnically mixed than the Northern Soul scene. However, over the years, the greater participation of women, and of younger and newer members, has made its practices less exclusive, and the notion of an “in-crowd” more relaxed (Wall 439). The ‘Northern’ connection is less meaningful, as members have a more adaptable sense of cultural identity, linked to a global scene made possible by the internet and migration. In Australia, attachment seems stronger to locality rather than nation or region, to place of birth in Britain and place of residence in Perth, two places which represent ‘home’. Northern Soul appears to work well for all members because it provides both continuity and change. As Mercieca et al. suggested of the scene (71) “there is potential for new meanings to continue to emerge”.ConclusionThe elements of expression and directional manoeuvres of Northern Soul dancing, symbolise the individual and social negotiation of direction, place, space, identity and time. The sense of time and space travelled can create a feeling of being pushed forward without control. It can also produce an emotional pull backwards, like an elastic band being stretched. For those growing older and moving far from places of birth, these dynamics can be particularly challenging. Membership of global subcultures can clearly help to create successful migrations, providing third spaces/places (Soja 137) between home and host culture identities, as evidenced by the ‘Southern’ Northern Soul scene in Australia. For these once teenagers, now grandparents in Australia, connections to time and space have been both transformed and transcended. They remain grounded in their youth, but have reduced the gravitational force of home connections, projecting themselves forward into the future by balancing aspects of both stability and mobility. Physical places and places and their connections with culture have been replaced by multiple and overlapping mappings, but it is important not to romanticise notions of agency, hybridity, third spaces and “deterritorialization” (Deleuze and Guattari in Anti-Oedipus: Capitalism and Schizophrenia). In a globalised world, most people are still located geographically and labelled ideologically. The Northern Soul repurposing of the culture indicates a transilience (Richmond 328) “differentially available to those in different locations in the field of power” (Gupta and Ferguson 20). However, the way in which Northern Soul has moved south over the decade via migration, has arguably now provided a stronger possible sense of resonance with the lives of black Americans whose lives in places like Chicago and Detroit in the 1960s, and their wonderful music, are grounded in the experience of family migrations in the opposite direction from the South to the North (Mercieca et al. 11). In such a celebration of “memory, loss, and nostalgia” (Gupta and Ferguson 13), it may still be possible to move beyond the exclusion that characterises defensive identities.ReferencesAugé, Marc.
