In the 1930s, the scientific and bibliographical activity was localized in the western Ukrainian lands and in the emigration centers. As far as a thorough and comprehensive study of the bibliographic product, as a separate segment of the Ukrainian book publishing process during this period, has not been carried out, the disclosure of the methodological approaches and methods for making bibliographic indexes, in view of their thematic and genre characteristics, is relevant and important. The research being done, has shown that the bibliographic segment of the repertoire of the western Ukrainian and the whole Ukrainian emigration books of the 1930s was formed by the auxiliary advisory, book publishing guides of different genres. The most significant were the auxiliary indexes, which were divided into universal, sectoral, thematic, and personal ones. The members of the Bibliographic (since 1934 – the Bibliologic) Comission of the Shevchenko Scientific Society (NTSh) in Lviv Volodymyr Doroshenko, Yevhen Yulij Penenskyj, Petro Zlenko, Ivan Shendryk played a decisive role in their preparation. These editions are perfect in their level of the methodology, as far as their compilers were real experts. The reference bibliographic indexes and lists, represented primarily by the editions of «Prosvita», corresponded the cultural and educational objectives of this Institution. The book catalogs advertised the production of numerous publishers and bookstores, among which the bookstore of NTSh was the most active. The content indexes of periodicals, especially «Novi Shlachy» by Ivan Krushelnytskyj and «Nova Zoria» by Olexandr Moch, should be mentioned. The results of the research can be used for studies in the history of the bibliography of the interwar period, the study of the scientific inheritance of bibliographers and scientific societies, publishers and bookstores.

The article covers the problem of research of the Society’s publications in the context of the development of ethnological knowledge in this institution. NTSh periodicals contain assessments of the state of development of ethnology in this organization both by its members and well-known European scholars of the time. The problem of historiographical research of such printed bodies of the Society as «Notes of NTSh» and «Literary-scientific bulletin» is analyzed. These periodicals contain important information on the assessment of ethnological achievements of the Society’s members, information on ethnographic research in this organization, as well as an overview of the publications of the Ethnographic Commission – the relevant structural unit within which ethnographic research was conducted. On the pages of these publications can be traced the scientific controversy of scientists on the problem of ethnology in NTSh. From this point of view, the periodicals of the Society were not analyzed, although today there are a number of articles, monographs, dissertations, bibliographic indexes, which are devoted to individual publications of the Society. In particular the «Literary-Scientific Bulletin» has often been the subject of scientific research. At the same time, despite the existence of separate works devoted to the study of the development of science in the Society, they do not highlight the ethnological context. This problem requires a comprehensive approach that requires a systematic analysis of the publishing activities of the Ethnographic Society with coverage of works related to ethnology, ethnography, folklore, musicology, customary law etc.

The article considers the priority area of the leading educational libraries scientific and bibliographic activities - methods of compiling, filling and publishing the serial personal (bio-bibliographic) indexes of leading scientists of Ukraine, works of the high educational establishment professors and teachers. The role of biobibliographic indexes is highlighted as to the process of searching for documents about the main publications of famous educators - a reliable source of historical and biographical research that facilitates the search for scientific information, gives a complete picture of current and past research status, outlines their future topics, as well as the possibility to satisfy the informational needs of users on a specific topic. The analysis of serial personal indexes of different form, structure and content is carried out. Emphasis is placed on the role of the State Scientific and Pedagogical Library of Ukraine named after V.O. Sukhomlinsky in the preparation and publication of biobibliographic indexes, which reflect the creative heritage of the outstanding scientists and the implementation of their creative ideas in pedagogical activity. Particular attention is paid to the personal bibliographic indexes structure, ways of arranging the material and their content, which ensures the scientist holistic image creation, his scientific, state and public activities main results coverage, determination of their contribution to Ukrainian and world science development. Biobibliographic indexes highlight the accomplishments and scientific achievements of the Ukrainian education prominent representatives, information about which can be used in further research on the pedagogical science history, including of the Ukraine NAPS scientists-teachers, contribute to the further development of a new philosophy of education and upbringing. The scientific heritage of Ukrainian scientists, recorded in bio bibliographic indexes, makes it possible to study and objectively evaluate their achievements. Professionally prepared personal indexes are an integral part of the source base of Ukrainian science and have significant value for modern researchers and play a significant role in research.

Measures taken by the public administration to prevent the spread of the COVID-19 pandemic have led to drastic consequences for the economy. The full identification of its effects is hindered due to the delay in publishing the results of public statistics. The use of financial reports prepared by self-government authorities of all municipalities in Poland made it possible to obtain preemptive information in relation to the public statistics regarding the impact of COVID-19-related limitations on the energy expenditures incurred by local government units (LGUs), as well as an assessment of to what extent the LGUs had rationalized the energy consumption. By contrast, data from reports of energy companies made it possible to determine the impact of restrictions arising from the pandemic on the amount of energy sold and revenues from sales made by these companies. The analyses use indexes of the dynamics of changes in energy prices as well as indexes of the dynamics of changes in energy expenditures incurred by LGUs. Additionally, distributions of these indexes for the populations of municipalities are analyzed. To assess the effect of economic activity on energy expenditures incurred by LGUs, classification trees are utilized. It is established that the total production and sales of energy in Poland, in volume, in each quarter of 2020 were lower than in the corresponding period of the preceding year. However, as a result of an increase in energy prices by approximately 25%, the sales of electric power generating companies, in amounts, were higher in 2020 than in 2019. The increase in energy prices was also a cause of slightly increased total expenditures for purchasing energy in LGUs in Poland, which increased by 2.15% in 2020 compared to 2019. However, a substantial diversity in expenditure indexes was observed. That concerned both total expenditures and expenditures within individual sections of the budgets of municipalities.

The article represents the survey results of 68 central libraries, and reveals two key aspects of local studies: an attitude to norms formulated by the «Guidelines to Local Studies Activity of the Central Library of a Subject of the RF» (2003), and corresponding common library practices to the norms. Authors consider the role of libraries as the centers of local studies. The term ‘unrealistic’ describes the situation in most cases; despite low estimation, the librarians, nevertheless, are not ready to abandon the norms. As for using library’s sites to integrate local studies activities, the critical attitude affects to ways of their achievement. Activity of the regional book chambers and depositories of local studies and publications is complicated because of certain legal particularities and the absence of control. Problems of local study stocks storage and accessibility are concerned with unpublished documents: experts consider that requirements established for archives are inapplicable in libraries. Important changes take place in the local study reference-bibliographic apparatus, electronic catalogues of local publications and full-text databases leave it. Many libraries have not yet created their own factual database; the electronic catalogues of local studies are no longer the source of the most complete information about local documents. Problems of bibliographic co-processing of local documents are not resolved, and creating union catalogues is regarded as too difficult or outdated. Due to increasing access to electronic libraries, the system of local history bibliographic indexes is outdated. Links to local lore studies resources posted on partner sites are highly appreciated (but absent in many libraries) on the central libraries’ sites; as for resources of own generation, local study databases are considered to be necessary, while publishing bibliographic indexes is not appreciated. The results show that the proposal on norms changing is caused not by new opportunities in digitization, but by accumulated difficulties, legal or financial limitations. However, in many cases, colleagues consider it necessary to maintain the high level of «Guidelines…» requirements. Perception of the «norm» of local study activity is not directly related to its level at a particular library. The obvious gap between ‘how it should be’ and ‘what can be done’ causes persistent stress in local studies librarians.

The article considers and compares the main trends in the development of world bibliographic activities, the work of the IFLA Bibliography Section, which regulates international and national bibliography. A brief historical background on the aspects of the origin of the international bibliography is given and the specifics of compiling the first bibliographic indexes, such as "General Library", "Sea of Books", "Common European Lexicon of Books" and others. The formation of international bibliographic cooperation as one of the areas of bibliographic activity dates back to the second half of the XIX century, that was related to intensive development of publishing business and, as a result, increase of producing of the printed products, and also with creation in many countries of the world of bibliographic and library national society. Emphasis is placed on the great importance for the development of bibliography and international bibliographic cooperation of the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the International Federation of Library Associations and Institutions (IFLA). Attention is focused on the history of formation of the world bibliography, organizational and technological problems of bibliographic design of electronic network resources.

In 2018, we celebrated three hundred years birth anniversary of the prominent Russian scholar A.S. Barsov (1718—1763). While scientific legacy of other Lomonosov’s contemporaries has been hugely studied in dozens of articles and books, Barsov’s name has been rarely mentioned in the indexes of the extensive literature devoted to M.V. Lomonosov. Meanwhile, a vast array of documents have been preserved and partially published, indicating that Barsov played an important role in the development of book printing in Russia and elaboration of the Russian literary language norms. The purpose of the article is to determine the role of A.S. Barsov in the process of formation of new, secular culture in the post-Petrine time. The authors attempted to highlight the life and manners of academic students and employees in the middle of the 18th century, to show in what difficult conditions there were created the book masterpieces of the Academy, preserved in hundreds of libraries around the world. The article established the main milestones of A.S. Barsov’s life path. He was born in the family of priest; studied at the Slavic-Greek-Latin Academy. After five years at the Academy Gymnasium and University, he was examined by professors and appointed proofreader at the Academic printing house; later on — supervisor of the printing house and its Figure chamber; shortly before his death, he was subjected to severe administrative sanctions. The authors analyse the fate of A.S. Barsov as one of the typical representatives of the early development stage of the academic science in Russia. The article introduced into scientific circulation a number of sources that allow assessing from a new, unexpected angle the evolution of the Academy of Sciences in the 1730s — 1760s. The authors revealed the degree of influence of his activity on the development of publishing activity and librarianship in Russia. The results of this study can be used in preparation of fundamental works in the field of science studies, library science, history of publishing, historiography, as well as special courses on the history of culture.

In the Ukrainian education and science systems globalization and European integration processes have raised the issue of visibility for Ukrainian scientists. Having the articles in Scopus and Web of Science indexed journals is becoming of particular significance for scientists' authority rise and universities` prestige. Despite the appropriate state of the educational policy, the publishing activity of the majority of Ukrainian Higher Education Institutions’ academic staff still remains insufficient, and to date, a very few empirical research has been carried out to determine reasons for that. The aim of this study was therefore, to investigate how such factors as corporate culture of Borys Grinchenko Kyiv University, academic career, research and language skills, personal development, financial support etc. contribute to and prevent successful publication activity of University`s academic staff. Two groups of academicians were interviewed. The results showed that it is necessary to create the conditions for the research culture development, develop the research competence, provide systemic monitoring of publication activity, and improve the mechanisms of financial rewards.

In the year of the 75th anniversary of the Great Victory, the authors consider the activity of the V.I. Lenin State Library of the USSR (GBL) on preparation and release of bibliographic publications during the Great Patriotic War. This topic was covered in the specialized literature briefly and fragmentally (with the exception of work in the field of recommendation bibliography). The aim of the article is to fill in the existing gaps in the study of this area of GBL activity during the war.In the pre-war years, the GBL transformed into one of the leading bibliographic centres of the country — both reference and bibliographing. Both directions were mainly concentrated in the Scientific Bibliographic Department, where at the turn of the 1930s and 1940s preparation of bibliographic publications was structurally distinguished. With the beginning of the war, the GBL reorganized its work in accordance with the conditions and tasks of wartime. The amount of bibliographic work in the first months of the war was significantly reduced. Publishing activities, including the production of bibliographic publications, ceased and resumed in the second half of 1942. Recommendation indexes and lists on actual subjects were the main type of bibliographic materials created and published by the GBL during the war years. The article highlights the activities of two leading bibliographic departments of the GBL during this period: the Scientific Bibliographic Department and the Military Department. There are two areas of activity of the Scientific Bibliographic Department: general and scientific-auxiliary bibliography and recommendation bibliography. During the Great Patriotic War, the library produced mainly reference manuals, as well as also prepared several scientific publications. The authors present employees of both departments who have made the most significant contribution to the preparation of bibliographic publications. In addition, the article notes several bibliographic publications created in other structural divisions.

Legally established criteria for assessing the quality of scientific work of a scientist in Ukraine as well as the obligation to comply with them currently raise concerns of legal scholars. The purpose of the article is to analyze the legal regulation for performance evaluation of scholars, conducting legal studies, to outline the potential adverse consequences of implementing such provisions, as well as to analyze the practice of other states that have already faced similar challenges. Based on the results of comparative analysis, the author scrutinizes types of negative consequences of the use of quantitative indicators to assess the productivity of individual scientists and research institutions in other countries and suggests possible ways to improve the situation in Ukraine. It is stated that the obligation to publish the results of scientific work in a specified number of articles in journals indexed in the scientometric databases Scopus and Web of Science Core Collection, has some negative consequences for scholars in the field of law. Foreign publishers of journals indexed in the mentioned scientometric databases have a limited interest in Ukrainian legal research of national nature. This complicates the publication of results and gives rise to some negative practices of publication in non-core journals, more expensive publishing services, the emergence of "predatory journals". The problem can be, in particular, solved by changing the restrictive interpretation of legal requirements on the need to publish scientific results indexed exclusively in the two scientometric databases. Also, the specifics of law as a field of science of predominantly national importance should be taken into account. It is proposed to expand the list of scientometric databases recognized, as well as journals that are allowed to publish scientific results of scholars in the field of Law.

Purpose: To systematically examine scientific publishing related to ultramarathon running. Methods: PubMed-indexed publications through 2019 were identified in which the work involved data collection at or in association with an ultramarathon running event, included experimental running trials of ultramarathon duration using human subjects, focused on human ultramarathon runners as the study participants, or were directed at discussing some aspect of ultramarathon running or ultramarathon runners. The characteristics of each publication were tabulated. Results: A total of 616 indexed publications were identified, with the first being in 1970. A rapid increase in publications was seen by 2010 in association with increased participation in ultramarathon running, followed by a plateauing at around 49 annual publications from 2014 to 2018. Most (83.3%) publications were observational, and the mean annual number of 1.6 experimental studies did not change (P = .20) from 1999 to 2019. Most of the publications were related to physiological issues, and race performance was the largest topic area (21.8%). The largest percentage of publications came from authors from the United States, followed by authors from Switzerland. Conclusions: Research related to ultramarathon running has had a small presence in sport science and offers potential for further development. At present, publishing appears to be stable and without recent increased emphasis on experimental studies. Worthwhile research opportunities remain, particularly those where ultramarathons serve as a model for stress and could offer relevance to a wider population than ultramarathon runners, but such research appears challenged by relatively small participation in the activity and limited funding opportunities.

The paper discusses the preliminary results of teaching academic writing to scientific and academic staff at South Ural State University (national research university) within the framework of advanced training courses. The 36 and 72-hour training programs were developed by the academic and methodological department of the Office of Academic Writing. The Office was opened at the university in 2016 in order to improve the academic literacy of the university’s academic staff, develop professional communication skills in English, and assist authors who aspire to get their papers published in top rated scientific journals indexed in the scientific citation databases Scopus and Web of Science. Upon completion of these programs, authors of scientific papers gain knowledge about the basics of academic writing, the structure of a scientific paper, the English scientific style and its lexical and grammatical features, as well as editing a paper, working with scientific citation databases, and elaborating a publishing strategy. We conducted a study from October 2016 to December 2018 and calculated data on the attendees’ affiliation (an institute or higher school), the contingent (position), and the importance of the offered training programs (the number of attendees in each course). The obtained data indicates that representatives of social-humanitarian and technical fields show a special interest in the courses. The courses of academic writing are most popular among associate professors who have experience in publishing papers in Russian. Authors are especially interested in intensive practice-oriented programs. Upon completion of the courses and with the support of the Office of Academic Writing, attendees prepared scientific texts in English and submitted them to top rated journals and conference proceedings. The educational activity of the Office of Academic Writing can be developed through elaboration and implementation of new advanced training programs, including the distance ones. Their effectiveness will be evaluated by an increase in the publication activity of the university’s employees.

The article presents an analysis of the statistical data from the Web of Science platform on the publication activity of the researchers of the Institute of Geophysics from 1974 to 2020. 1382 articles are indexed in the Web of Science Core Collection. They have been published in 107 journals of 18 countries in 5 languages. The distribution of publications over the years clearly shows two peaks. The first one (1981—1990) is due to the fact that «Geophysical Journal International» since 1981 for 10 years has been completely translated into English and distributed abroad. During this time, half of the journal’s articles have been indexed in the Web of Science. The second peak is a consequence of the journal’s inclusion in 2015 the Web of Science. The self-citation index is 17 %, which corresponds to the world indicator for the section «Geology». Over the past twenty years, when the SCI Journal began publishing the freely available Internet Impact Factor Database of journals that are part of the Web of Science, 181 articles have been posted in 73 journals whose impact factors range from 0,046 to 7,000 with an average value of 1,785. The Hirsch index is defined for 71 researchers. Its average value is 5, which is higher for 29,6 % of researchers. The practice was discussed for using the Hirsch index in Ukraine and Russia in sollution of employee issues and allocating grants for scientific research. The Hirsch index is shown to have a wider scope of its application in our neighbors and it plays a more influential role.

CONTEXT AND OBJECTIVE: The use of rigorous scientific methods has contributed towards developing scientific articles of excellent methodological quality. This has made it possible to promote their citation and increase the impact factor. Brazilian periodicals have had to adapt to certain quality standards demanded by these indexing organizations, such as the content and the number of original articles published in each issue. This study aimed to evaluate the methodological adequacy of two Brazilian periodicals within the field of cardiology that are indexed in several databases and freely accessible through the Scientific Electronic Library Online (SciELO), and which are now indexed by the Web of Science (Institute for Scientific Information, ISI). DESIGN AND SETTING: Descriptive study at Brazilian Cochrane Center. METHODS: All the published articles were evaluated according to merit assessment (content) and form assessment (performance). RESULTS: Ninety-six percent of the articles analyzed presented study designs that were adequate for answering the objectives. CONCLUSIONS: These two Brazilian periodicals within the field of cardiology published methodologically adequate articles, since they followed the quality standards. Thus, these periodicals can be considered both for consultation and as vehicles for publishing future articles. For further analyses, it is essential to apply other indicators of scientific activity such as bibliometrics, which evaluates quantitative aspects of the production, dissemination and use of information, and scientometrics, which is also concerned with the development of science policies, within which it is often superimposed on bibliometrics.

Objective – To determine journal expenditure at nine colleges and universities using three pricing models, and to investigate the impact of an open access pricing model on journal costs according to institution type. Design – Cost analysis of three pricing models for journals. Setting – Nine college and university libraries in the United States. Subjects – 349 journal titles indexed by the Science Citation Index from four subject fields (general biology, cell biology, organic chemistry, and applied physics). Methods – Institutions included in the study were selected from America’s Best Colleges (2004) on the basis of type of institution and quality ratings. Stratified sampling was used to randomly select an institution from the top 25% (Tier 1) and bottom 25% (Tier 4) from four institutional categories (doctoral national universities, master’s universities, bachelor’s liberal arts colleges, and bachelor’s comprehensive colleges). An additional institution was selected from Tier 1 of the doctoral universities category to ensure both a large and small institution was represented in the sample. Institutional access to the 349 journals was determined by searching the nine institutions’ library catalogues between August and October 2004. Print, online and combined print/online access was identified for each title at each institution. A component of the pricing models (below) included costs incurred when academics at the institutions published articles in some journals. To arrive at an estimate of these fees, articles published by authors at each institution were identified in the journal titles. All articles in the 349 titles by staff (first author only) at the nine institutions were costed at the lowest rate listed and assigned as journal expenditure for the institution. The cost analysis of institutional journal expenditure at each institution was conducted using three pricing models: 1. A conventional subscription model Journal expenditure was calculated from four elements: individual title subscriptions; online journal collection costs; online journal aggregator costs; and submission/publication fees. These costs were determined from: online information about journal subscription prices; estimating a proportion of journal collection and aggregator databases costs; and page charges, publication and submission fees for authors from the institution. 2. An open access publishing model based on the Public Library of Science (PLoS) pricing model Two costs comprised the open access publishing model: publication fees and print title subscriptions. Publishing fees were calculated from determining the average number of articles published by authors from an institution in one year. This number was then multiplied by $1,500 – the rate charged by PLoS in 2005. The second component was the cost of existing subscriptions to print titles, on the assumption that libraries will continue these subscriptions despite receiving online access to them. Print titles were costed at $160 per subscription. 3. An equal revenue open access model (designed by the researcher to allow for the assumption that publishers considering taking up the PLoS model would not accept a reduction in revenue). If the PLoS model was implemented across the 349 titles, a substantial reduction in revenue to publishers would occur. Therefore, a multiplier was calculated for each subject area by dividing the aggregate amount (in the conventional model) paid for journals in a subject area by the amount paid under the PLoS model. The multiplier was then applied to the PLoS title cost. An adjustment was also made to reduce the effects of the non-representative sample of institutions. Main results – The conventional pricing model calculations indicate that the association between journal expenditure and library size is stronger than the association between journal expenditure and type of institution. However, type of institution is a factor in journal expenditure with doctoral universities’ expenditure much higher than that of other types of institutions. No associations or trends were found when comparing journal expenditure across institutions for the four subject fields. Under the PLoS pricing model, journal expenditure at all nine institutions would be substantially reduced. If this model was adopted by all publishers they would receive only 15% of the total amount expended on journals by the institutions under the conventional pricing model. The PLoS model would affect institutions’ proportion of total expenditure, with doctoral universities paying 96% of journal expenditure compared with 86% under the conventional model. This result is directly related to publishing activities at institutions. Large research universities, where staff publish at higher rates, would pay a proportionally higher amount of the total expenditure than other types of institutions, where publishing activity is low. The equal revenue model, when compared with the conventional model, would provide substantial reductions in journal expenditure for seven of the institutions. However, under this model the largest doctoral university would see an increase in journal expenditure of 337% from conventional model expenditure: an increase primarily due to the higher publishing activity at the university. Institutions with low publishing activity and least print subscriptions would see the greatest reductions in expenditure if publishers moved from the conventional model to the equal revenue model. Up to 90% of American colleges would see a reduction in journal expenditure if publishers adopted the PLoS or the equal revenue pricing models. Conclusion – Most colleges and universities are consumers rather than producers of scholarly literature and, therefore, a shift from the conventional subscription model to a model based on publication activity will reduce their proportion of total expenditure. On the other hand, large research universities will see an increase in their expenditure as a proportion of total journal costs. Given the cost savings and the access to journals, a pricing model such as the PLoS would benefit most colleges and universities. In turn, under this model revenues to publishers would be reduced substantially. The equal revenue model would benefit the majority of colleges and universities by increasing their access to journal titles while reducing their journal expenditure. For example, a master’s university journal holdings could increase up to ten times with expenditure reduced by between 20–60%. Large research universities, however, would see an increase in journal expenditure for very few additional journal titles.

Abstract In recent years, there has been a significant increase in interest in publishing articles in journals recorded by global databases, in particular the Web of Science ™ Core Collection, which indexes journals found in the Journal Citation Reports. The publication of results in these journals has a significant impact on the assessment of the achievements of researchers and scientific institutions. Our study focused on the bibliometric analysis of two journals published by the Forest Research Institute: Forest Research Papers (Leśne Prace Badawcze) and Folia Forestalia Polonica Series A – Forestry. The results of these analyses were used to develop theoretical indices for the editorial boards of these journals in terms of requirements for including both periodicals in the Journal Citation Reports. The analysis covered the volumes published in 2000–2015 and the publication activity of the journals was evaluated on the basis of the numbers of articles, references, authors and journal citations. Bibliometric indicators such as the predicted Impact Factor, the Hirsch index, the Scimago Journal Rank and the Index Copernicus Value were used to evaluate the rank of the journals within the databases. In the examined period, 65 volumes of Forest Research Papers were published, with an average of 31 articles per year containing about 14,000 references and almost 900 contributing authors. During the same time frame, 30 volumes of Folia Forestalia Polonica Series A – Forestry were published, with an average of 14 articles per year. These articles included approximately 5,000 references and 600 authors. An increase in the bibliometric indicators for both journals was observed with the Impact Factor predicted to rise to 0.192 (Forest Research Papers) and 0.178 (Folia Forestalia Polonica Series A – Forestry). In order for the two examined journals to be included in the Journal Citation Reports the following requirements need to be met: (1) an increased number of articles published by authors with significant international authority in their field, (2) a greater number of researchers, especially from developed countries, in advisory boards, (3) more articles published in individual volumes to reach higher citation numbers in databases, and (4) promotion of the most cited articles.

Abstract Introduction The Accreditation Council for Graduate Medical Education stipulates that residents should participate in scholarly activity. As of 2019 that verbiage will be changed to, “Residents must participate in scholarship.” However, scholarly activity is not clearly defined. We set out to define our graduation research requirement in a measurable way and structure a research curriculum that better prepared residents to conduct scholarly activity. Materials and Methods This study compares resident scholarly output in several categories before and after the initiation of a revised research curriculum and graduation requirement. Scholarly activity was measured by comparing the production of Pubmed Indexed (PMID) publications, online publications, and conference presentations of two Emergency Medicine Residency classes. The intervention class was represented by the class of 2018 which exposed 16 residents to the new curriculum and graduation requirement for the full three years of their residency. The comparison class was represented by the class of 2015 which exposed 16 residents to the old curriculum and old graduation requirement. The old graduation requirement and curriculum were undefined. The new requirement involved two options, participate in original research starting from the process of question formulation and carried through manuscript drafting or publishing at first author PMID of any kind. The new curriculum involved monthly journal clubs, two annual deep dives, and an 8-day Intern Research Course modeled after the Emergency Medicine Basic Research Skills workshop sponsored by the American College of Emergency Physicians. In addition to the new curriculum, several new leadership positions were created at both the staff and resident level that solely focused on the promotion of scholarly activity. In addition to creating a culture within the department that encouraged scholarship, these overlapping leadership positions also helped create continuity in a program that could easily be hampered by frequent staff turnover due to new military assignments and military deployments. Results Resident scholarly activity in the form of PMIDs increased from 4 to 22. The production of online publications was 0 and 12, respectively. There were 2 and 11 conference presentations, respectively. Conclusion Resident scholarly activity increased following the institution of a new research curriculum and graduation requirement.

One of the performance indicators of higher education institutions is publication activity of scientific and pedagogical staff in journals indexed by the international scientometric databases Web of Science and Scopus. Of particular interest is the study of the possibility of publications in foreign journals with a high quartile. The issue of foreign publications is acute for domestic researchers of library and information activities. The study identified 227 foreign journals that reflect the category “Library and information sciences” and publish information in English. There were selected for study 130 journals indexed in the Web of Science. The analysis of indicators of professional foreign periodicals allowed to make the rating of journals that are relevant for publishing scientific articles on teaching the library disciplines. The detailed analysis of the topics of publications in the identified journals helped to determine specialized foreign periodicals on library and information issues. During the analysis, there were selected the professional journals that reflect the results of research in the field of principal disciplines of the mandatory part of the bachelor’s degree program in “Library and information activities”.The article considers the topics of specialized professional periodicals of foreign countries. For the selected publications, the author compiled the comparative table of the thematic distribution of publications with chronological coverage of 10 years that allowed identifying thematic headings with high publication activity. The article presents the analysis of territorial distribution of journals and identifies the leading foreign publishers. The author briefly highlights the features of publication placement in foreign journals. Based on information provided on the information and analytical portal eLIBRARY.ru, the author conducted the assessment of placement of publications by leading researchers in the field of library science in identified periodicals. The article presents the results of analytical review of the main foreign journals indexed by Web of Science and related to the first and second quartile, which publish articles in English and reflect issues in library and information sphere. The author established that publication in foreign professional periodicals can be implemented by domestic researchers and teachers of library and information disciplines, both in the analysed journals and other specialized publications and journals in related scientific fields.

Over time, the cost-benefit analysis has become a method that helps to clarify the pros and cons in many areas of human activity where both investment and non-investment projects are implemented. In researching for this article, we aimed to map the current state of publishing activities in the field of cost-benefit analysis and in order to accomplish this, four research questions had to be determined. For this purpose, the outputs indexed in the database Web of Science Clarivate Analytics were examined and the method of bibliometric analysis within the VOSviewer software was used. It was ascertained that almost six hundred outputs had been published: almost all of them were published in English and generated by more than sixty percent of authors from English-speaking countries. Cost-benefit analysis was most often used in the areas of healthcare, environment and ecology, and economics and social sciences. In terms of co-authorship, it was found that there had been a shift from collaboration among authors from Israel and English-speaking countries to cooperation between mostly Chinese authors and authors from Northern Europe. In the case of co-occurrence, three clusters were identified: the most frequent was the area of terms related to economic financial analysis, the second area was related to health issues, and the third was related to the process of cost-benefit analysis’ application.

The paper aims to briefly compare and analyze the results of queries to IEEE Xplore and the leading abstract databases Scopus and Web of Science to identify research trends. Some errors were revealed in the Author Keywords in Web of Science. Therefore, a more detailed analysis that involved comparing various types of key terms was made only for IEEE Xplore and Scopus platforms. The study employed IEEE Access journal metadata as indexed on both platforms. Sample matching for IEEE Xplore and Scopus was achieved by comparing DOI. The IEEE Xplore metadata contains more key term types, which provides an advantage in analyzing research trends. Using NSPEC Controlled Terms from expert-compiled vocabulary provides more stable data, which gives an advantage when considering the change of terms over time. Apriori, an algorithm for finding association rules, was used to compare the co-occurrence of the terms for a more detailed description of sample subjects on both platforms. VOSviewer was used to analyze trends in scientific research based on IEEE Xplore data. The 2011-2021 ten-year period was divided into two sub-intervals for comparing the occurrence of Author Keywords, IEEE Terms, and NSPEC Controlled Terms. Bibliometric data of the IEEE conference proceedings was used to illustrate the importance of context in estimating the growth rate of publishing activity on a topic of interest.

In modern conditions, scientific activity is of particular importance for the development of society. In fact, the success of social development is determined by the level of science in a particular state. One of the most important components of research is their presentation in scientific journals, which are indexed in scientific citation databases. A situation has arisen in which the indexing database of the journal has become almost more important than the content and results of the article published in it. This situation leads to the destruction of science both in Russia and around the world. This statement, of course, requires its own special proof and justification. Based on empirical analysis, it is shown that there are articles in the journals WoS and Scopus with obviously dubious and false scientific results. Historical analysis has shown that these databases are profit-oriented commercial enterprises relying on the resources of the world's leading publishing houses, which led to their success in the competitive struggle. Theoretical analysis has shown that these tools focus primarily on the number of journals and publications, and, consequently, the quality of their scientific articles is questionable. Researchers, instead of free scientific creativity, look back at publication in journals included in WoS and Scopus. National science ceases to exist — the advantages are not obtained by researchers with the best results, but with foreign language proficiency. Scientific work is replaced by competition for the number of publications in journals presented in these databases. The current situation leads to the actual destruction of science in Russia and in the world, since it is primarily a free search for truth, and not competition for social results expressed in publications in journals indexed by commercial enterprises.

The aim of the article is to make an analysis of the frequently used concepts of “information pro-vision” (IP), “information support”, and “research support”. Among the first terms in the draft of the GOST “Library and information activity one can see its key concept, but there are no the definitions of “IP”, “informational support”, “research support”, which are widely used to refer to information ser-vices for scientists. The absence of these concepts does not mean that they will no longer be used in special literature. To determine their place in the new paradigm of concepts, the definitions of “IP” proposed in 1974–2018 were collected. In the article they are systematized in the form of a table. The-se definitions show that even in the early 2000s, the domestic concept of “IP” was associated with the preparation of special publications – first bibliographic indexes, then databases, as well as the organi-zation of the remote access to full-text resources. It follows that the domestic concept of “IP” was formed in the field of bibliography. (Although it should be noted that providing copies or originals of primary sources – that is library activities – has always been the part of the IP tasks.) But then, under the influence of electronic resources and information technologies, the concept of “IP” began to be included in the activity that has always been related to librarianship. Moreover, there appeared elec-tronic resources (initially bibliographic) that provide various services. And these services are not only bibliographic (informational), but also library ones. This led in the late 1990s and early 21st century to the emergence of a new term – “information support”, which is used in several paradigms. Contextual analysis of this concept has shown that it is firstly used in a very close meaning to “IP”, retains its direction – from a library (information center) to a user, but emphasizes that a user can himself access resources and services specially provided for him via Internet (the first paradigm). The other is related to the mass media, not to the infrastructure of science. The third one is related to the organizational activities of information structures, that is, in the paradigm of modern administrative activity. A completely different picture is in the English terminology: it was supported by the examples of the use of this phrase as a term in foreign publications and by the analysis of universities library sites. It can be seen that this concept includes bibliographic and library activities, all possibilities for trans-mitting information to support a special group of users -scientists, specialists, and young researchers. This is also a good fit for a variety of activities (but not yet mastered by Russian research libraries), the work with initial research data and checking the reproducibility of research. The authors conclude that at the conceptual level, it is necessary to retain the term “information provision” to reflect the processes of providing information for research in the pre-Internet era, to provide information only for the work on research at the research stage. The term “research support” can be used conceptually to reflect preparing and providing information at any stage – from the idea cradle to publishing and research results implementation.

Do educational publishers still consider indexes to be important tools for information access in their products? Based on a survey of managing editors at multinational publishing houses in South Africa, they do care about indexes but only to a limited extent. The editors hire qualified indexers, but they offer relatively low pay rates and do not include indexes in books at primary-school level. While these findings could be dismaying, Deon Schutte instead finds it heartening that publishers are committed to including indexes in traditional media. He suggests that the next step could be for indexers to offer publishers new ways to create visually appealing, user-friendly indexes for readers of all ages and for books in all formats.

Research dedicated to structuring the scientific sphere in social bonds as an instrument responsible investing. The purpose of the paper is to form an information and bibliographic field of research of social bonds as tools of VI and their statistical support in the context of a new type of SIP. It was found that social bonds as a public-private partnership aimed at achieving financial, social impact, and influence on the development fully meets the criteria of the VI instrument, but is studied primarily in the context of the empirical. The reason for this is the fact that the keys were based on practical use, and there is a large number of publications on a wide range of topics in the Scopus database without specifying the sound supply of the arms of 11,207 documents. A donation for the analysis of the informational-biometric field of social oblasts as for the tool BI will be received from the number of publications indexed by Scopus (Elsevier). Hours of progress for analysis at the end of 15 years (2005-2020 years). As for the research methodology, it is quite broad and includes built-in tools for analyzing the publication of the Scopus database, which provide a general idea of the information and bibliometric field of social bonds, software bibliometric analysis based on VOSviewer 1.6.15 for clustering analyzed publications with subsequent visualization, Google tools Trends, and Google Data to study Internet search activity information and statistics for this tool. The first two methods allowed to analyze the publishing activity on the studied tools in academic circles on the leading base of scientific publications. The third is to describe the current trends in the development of information and statistical support of social bonds. The application of these methods for structuring the scientific sphere of social bonds allowed to justify its status – as one that is formed and requires additional information and statistical support. This paper deals with bibliometric analysis and visualization of theory development of funding social housing considering connection of sociological and economic research. The main purpose of the research is to identify dominant trends in cross-sectoral research related to the development of the theory of funding social housing considering connection of sociological and economic research. Systematization literary sources and approaches for solving the problem of funding social housing indicates that the bibliometric analysis of scientific papers indexed in the Scopus database based on using VOSViewer software package and the Scopus scientometric database analysis were not applied enough in the scientific area of this research. Investigation of the topic about research activity in funding social, affordable, and public housing emphasizing the connection of sociological and economic patterns is carried out in the following logical sequence: introduction and proving the relevance of research problem; literature revue with generalization and analysis of scholars experience of bibliometric analysis and visualization in general and in funding social, public, and affordable housing in particular; the main part of investigation related directly to the Scopus scientometric database analysis and the bibliometric analysis of scientific papers indexed in the Scopus database based on using VOSViewer; conclusion of research. Methodological tools of the research methods were logical generalization and scientific abstraction, statistical and structural analysis, comparative, and graphical analysis using Excel 2010 software, Scopus database tools and VOSViewer software package v.1.6.16. The object of the Scopus database analysis was a sample of 5 385 scientific articles indexed in the Scopus scientometric database for the period from 1948 to 2020, and generated by the following keywords for search request: ‘funding social housing’, ‘financing social housing’, ‘social housing finance’, ‘funding affordable housing’, ‘financing affordable housing’, ‘affordable housing finance’, ‘funding public housing’, ‘financing public housing’, and ‘public housing finance’ (limit in 2020 is due to the availability of information on open portal of Scopus database and incomplete data for 2021). The top trends of theory development of funding social, affordable, and public housing were identified. The Scopus scientometric database analysis showed that the theory of funding social, affordable, and public housing is at the stage of formation and rapid development – about 60–70 % of the total number of publications for the period from 1948 to 2020 (for more than 70 years) were published in the last 10 years (and about 30–40 % – in the last 5 years). The total trend of number of articles dynamics about funding social, affordable, and public housing indexed in Scopus database in 1990-2020 was built. The accent was put on some significant increase peaks of publishing activity during investigated period connected with the economic and financial crisis in 2007, currency fluctuations, the COVID-19 crisis, etc. The structural and functional clustering of the development of the theory of funding social housing was carried out considering connection of sociological and economic research. The received conclusions can be useful for scholars in socioeconomics, public and private investors in social and affordable housing.

In this article methodological subjects of activities efficiency research of the transport companies as well as other complex systems are analyzed. Methodically it is the most important to select estimation indexes of efficiency of searching object activities. After the system of indexes is formed, it is determined that it is more useful to use the system of technical economic indexes in order to estimate the level of efficiency of the activities of transport companies. It is so, because none of the separate indexes individually is able comprehensively to reflect the activities of transport systems or separate companies. Using the proposed method it is possible to research the great amount of objects according to numerous indexes. The main task is to form conditionally monolithic groups from the totality of objects. The level of activities of the objects in these groups should be similar. It would be possible to solve this task with the help of the image identification theory. The essence of this theory is to used necessary algorithm for the identification of searching objects signs. On this basis each object is reckoned in a certain monolithic objects group. Next step is the use of classification algorithms, which enable to classify the whole of searching objects. In this article you would fmd two main stages of classification problem solution. In the first stage the expansion of the objects into monolithic groups according to one of the indexes goes. The quality of this stage depends on the amount of the groups and on the selection of a concrete index. In the second stage the final objects expansion into monolithic groups according to the whole of selected technicaleconomic level indexes goes. Here is the manifold classification of the objects. Its results enable to determine the efficiency level of transport systems activities as well as to improve the quality of planning transport company's activities.

In the past three decades, a body of research on issues related to multilingual scholars writing for publication has emerged, paralleling the rise of pressures on scholars around the world to publish their work in high-status journals, especially those included in particular journal citation indexes; these indexes typically privilege the use of English. Researchers have investigated multilingual scholars’ experiences and perspectives, the social contexts of their work, policies on research publishing, aspects of the texts produced by multilingual scholars, the kinds of people scholars interact with while working to publish their research, their collaborations and networks, and pedagogical initiatives to support their publishing efforts. Nevertheless, as ongoing research is conducted, the existing research base has not always been consulted in meaningful ways. In this paper, we draw on the notion of ‘lore’ to identify some of the preconceptions or received wisdom about multilingual scholars and their writing that seem to be circulating, then argue for researchers to move beyond the ‘lore’ and make greater use of both findings from empirical research and related theoretical and methodological conversations. We identify directions for future research to be conducted.

Abstract Context.—The predictive value of nuclear proliferation antigen (Ki-67), tumor suppressor gene product p53, and human papillomavirus type has not been evaluated for outcome of laryngeal papilloma. Objective.—This study was designed to determine whether immunohistochemical analysis of Ki-67 and p53 and human papillomavirus typing by polymerase chain reaction are able to identify patients with a more aggressive course of laryngeal papillomatosis. Design.—Immunohistochemistry and polymerase chain reaction were performed on archival, paraffin-embedded, laryngeal papillomatosis biopsy specimens at the time of diagnosis, at an intermediate time during treatment, and at the last procedure available. Staining indexes for Ki-67 and p53 were determined, and human papillomavirus type was analyzed for all biopsies. Patients.—Twelve patients with recurrent laryngeal papillomatosis for at least 5 years were selected from patients treated at our institution during the last 20 years. Main Outcome Measures.—Separate analyses were conducted comparing average Ki-67 and p53 indexes against disease outcome, viral type, or average number of procedures per year. Associations were analyzed between virus type, average number of procedures per year, outcome, and histology. Results.—No statistically significant associations were noted in Ki-67 or p53 indexes and outcome. Weak associations were noted for p53 indexes and procedures per year and virus type. Weak associations also were noted between virus type and development of neoplasia. Conclusions.—Our observations suggest that human papillomavirus typing may be helpful in identifying patients with aggressive recurrent laryngeal papillomatosis. The weak association between p53 indexes and procedures per year and virus type may have some predictive value in identifying aggressive lesions.

Background Research on digital technology to change health behavior has increased enormously in recent decades. Due to the interdisciplinary nature of this topic, knowledge and technologies from different research areas are required. Up to now, it is not clear how the knowledge from those fields is combined in actual applications. A comprehensive analysis that systematically maps and explores the use of knowledge within this emerging interdisciplinary field is required. Objective This study aims to provide an overview of the research area around the design and development of digital technologies for health behavior change and to explore trends and patterns. Methods A bibliometric analysis is used to provide an overview of the field, and a scoping review is presented to identify the trends and possible gaps. The study is based on the publications related to persuasive technologies and health behavior change in the last 18 years, as indexed by the Web of Science and Scopus (317 and 314 articles, respectively). In the first part, regional and time-based publishing trends; research fields and keyword co-occurrence networks; influential journals; and collaboration network between influential authors, countries, and institutions are examined. In the second part, the behavioral domains, technological means and theoretical foundations are investigated via a scoping review. Results The literature reviewed shows a clear and emerging trend after 2001 in technology-based behavior change, which grew exponentially after the introduction of the smartphone around 2009. Authors from the United States, Europe, and Australia have the highest number of publications in the field. The three most active research areas are computer science, public and occupational health, and psychology. The keyword “mhealth” was the dominant term and predominantly used together with the term “physical activity” and “ehealth”. A total of three strong clusters of coauthors have been found. Nearly half of the total reported papers were published in three journals. The United States, the United Kingdom, and the Netherlands have the highest degree of author collaboration and a strong institutional network. Mobile phones were most often used as a technology platform, regardless of the targeted behavioral domain. Physical activity and healthy eating were the most frequently targeted behavioral domains. Most articles did not report about the behavior change techniques that were applied. Among the reported behavior change techniques, goal setting and self-management were the most frequently reported. Conclusions Closer cooperation and interaction between behavioral sciences and technological areas is needed, so that theoretical knowledge and new technological advancements are better connected in actual applications. Eventually, this could result in a larger societal impact, an increase of the effectiveness of digital technologies for health behavioral change, and more insight in the relationship between behavioral change strategies and persuasive technologies' effectiveness.

The publishing business in post-Soviet Russia differs a lot from that of the Soviet period. The number of books and brochures has significantly increased, though the circulations have drastically decreased, which is evidenced by the national press statistics without interpreting indicators related to the subject. After USSR’s collapsed, many complete and reliable resources have appeared to study librarianship publishing repertoire in various aspects, e. g.: target readership of publications, their target audience, publishing chronology, main publishers; circulations. With these criteria, expert assessment of key publishing repertoire components is made. The Russian Book Chamber databases based on acquired mandatory copies of publications, as well as Rosinforkultura, Institute of scientific Information for Social Sciences of the Russian Academy of Sciences, largest library catalogs and several bibliographic catalogs and indexes on the subject under examination, make the main source of statistical and bibliographic information for the authors. The authors identify the main problems and trends in librarianship publishing so to change situation to the better. The authors also focus on publication identification elements, i. e. their imprint.

While writing for scholarly publications is considered a crucial dimension of academic work, the ‘publish-or-perish’ system in our field has increasingly caused anxiety and induced stress among not only young academics but also more established scholars. Using my own publishing experience as a point of departure, I challenge the assumption that knowledge contribution should be solely or mainly gauged on the basis of the venue of publications. By comparing the perspectives of twelve Asia-based scholars based on data collected from email interviews, I propose that ‘scholarliness’ should be defined by knowledge dissemination and advancement in our field, rather than indexes or journal impact factors. Using the game metaphor, I conclude by offering some tips to survive ‘publish or perish’.

The article deals with cement supplementary materials based on ground granulated blast furnace slag and zeolite. Purpose of the experiment was to observe dependences (if they exist) between selected parameters (modulus of basicity, modulus of hydraulicity and initial setting time) and activity indexes, for easier and quicker way to determine or predict the activity index. Testing showed that moderate dependences between those parameters and activity indexes were observed. Results showed that prediction of activity indexes based on chemical composition is feasible.

The geographical diversity of the origin of both editorial staff and authors is one of the crucial criteria in the selection of journals for international recognized databases (Scopus, Web of Science, etc.). The established world-class scientific journals, as a rule, have their own readership, regular authors, and attract new ones due to their own high indicators (Hirsch index, quartile, etc.). Many newly established periodicals aiming at international recognition face the issues of finding foreign editors and authors. It is more difficult for the journals that are not included in recognized databases to compete with more recognized ones in attracting new authors. As a result of evaluations of journals, the members of the Scopus Content Selection & Advisory Board (CSAB) indicate that journals need to significantly expand their international reach in terms of authorship and academic influence. They recommend them to consider publishing more articles in English and to attract more respected authors from other countries. The recommendation is undoubtedly valuable, but the question arises: how to attract foreign authors? In fact, the targeted e-mail distribution as a tool for finding authors and increasing publication activity is poorly effective, since authors are mainly interested in recognized journals indexed in international scientometric databases. Another recommendation from the expert is that it will be helpful if the published articles cover a wider range of research topics and issues that may directly affect an international audience. As N.V. Kirillova rightly notes: “no scientific work can be started without preliminary study and analysis of research carried out earlier on the chosen topic or taking place at present. The results of such an analysis of publications on the topic of research are reflected directly in scientific articles and published in the form of independent systematic reviews.”[1] In conjunction with the foregoing, it is important to reconsider the duties of the members of the editorial board as the direct authors of the newly established journal, who could, for example, on the instructions of the editor-in-chief write up-to-date reviews on the relevant problems and headings of the journal. Published articles can be sent directly to foreign authors, which are cited by the authors who are members of the editorial board. Alternatively, this can induce foreign authors to a scientific dialogue, and, possibly, to publish articles in a newly established journal.
