Анотація:
This research aims to find out the factors hindering the storage hydropower projects and prioritize the storage hydropower projects of Nepal. The study has covered six major storage hydropower projects that are under study. Uttar Ganga Storage Hydroelectric Project and Budigandaki Storage Hydroelectric Project are located in Gandaki Province. Dudhkoshi Storage Hydroelectric Project and Tamor Storage Hydroelectric Project lie in Province 1, while Nalsaugad Storage Hydroelectric Project lies in Karnali Province. These all projects are in the stage of feasibility study. The methodology of research followed Analytical Hierarchy Process (AHP) based on Multi Criteria Decision Making (MCDM). Literature review was done with AHP application in different sector including hydropower. Besides this, reviews were done on aspects like energy crisis, present energy status and future demand. Likewise, pair wise comparison was done in different multiple criteria. Additionally, response from client and expertise opinion were conducted. Technical, financial, environmental, policy and political uncertainties and responses from the project personnel were the major criteria that can affect the priority of the storage hydropower projects. Among the factors, Technical Factor was given the highest importance to be considered for the development of storage hydropower project. The findings of the research revealed that Nalsaugad Storage Hydropower Project to be the best on the basis of the multicriteria considered. The sensitivity analysis with respect to factors was done, which shows no significant difference in the ranking of projects at base case and at the case of change in weight of factors. This research is expected to assist by project managers, project directors, and concerned government authorities in prioritizing the storage projects of Nepal.

Energy is increasingly becoming more important in today’s world, whereas energy sources are drastically decreasing. One of the most valuable energy sources is hydro energy. Because of limited energy sources and excessive energy usage, cost of energy is rising. Among the electricity generation units, hydroelectric power plants are very important, since they are renewable energy sources and they have no fuel cost. To decide whether a hydroelectric power plant investment is feasible or not, project cost and amount of electricity generation of the investment should be precisely estimated. In this paper, fifty four hydroelectric power plant projects are analysed by using multiple regression and artificial neural network tools. As a result, two cost estimation models have been developed to estimate the hydroelectric power plant project cost in early stages of the project.

This paper aims (i) to establish the extent to which alternative risk transfer influence the performance of hydroelectric energy projects in Kenya, (ii) to examine how Contingent capital influence the performance of hydroelectric energy projects in Kenya, (iii) to To assess the extent to which Credit enhancement influence performance of hydroelectric energy projects in Kenya, (iv) to determine the extent to which Hedging derivatives influence performance of hydroelectric energy projects in Kenya, (v) to examine how Insurance influence performance of hydroelectric energy projects in Kenya. The study adopted the pragmatism paradigm, mixed-method approach, and descriptive correlational survey design while questionnaires and interview guide were used to collect quantitative and qualitative data from a census of 94 participants. This study recommends that project management and policymakers should integrate appropriate financial risk management instruments to improve the performance of hydroelectric energy projects besides developing targeted policies for strengthening the implementation of the financial risk management instruments to boost investors and lenders confidence

Purpose – This is a teaching case to be used in courses on funding and execution of renewable-energy projects, sustainable development, project finance or management of financial institutions. The case has been successfully used in courses at the graduate level as well as in executive education. The purpose of this paper is to achieve the following specific objectives. First, to illustrate the adjusted present value (APV) methodology to value investment projects in a project finance setting. Second, to show how APV methodologies can be used to value investment projects with subsidized financing and temporary fiscal incentives. Third, to understand how financial institutions use debt service coverage ratios to measure the capacity of projects to repay debt obligations. Design/methodology/approach – The primary source of information for the study case came from in-depth interviews with senior officials from E+Co and project sponsors. Documents from E+Co's loan approval process and investment committee minutes were also consulted. Also a site visit was performed. Findings – The case is quite interesting along several dimensions. To begin with the case deals with an important (and somewhat difficult decision) the general manager of a financial institution has to make. From a technical point of view, the case involves an APV analysis and requires the estimation of the value added (or destroyed) by several collateral effects of debt in the capital structure of the project (something seldom treated in formal courses or standard finance textbooks). In addition, even though standard financial analysis would probably have led to select on alternative course of action, the authors know the protagonist of the case actually decided to do something different based on an additional analysis (a nice postscript for the case, therefore). Research limitations/implications – Been a case study, the findings may be quite particular of the particular situation and context. However, the case provides good insight into the difficulties and problems entrepreneurs face in developing economies as well as in funding small renewable energy projects around the world. Practical implications – The case provides a number of important lessons and learning opportunities for sponsors of renewable energy power projects and managers of financial institutions. Originality/value – Please refer to the findings section above.

The development of hydroelectric power plant is one of the efforts in utilising water resources for people’s welfare by generating the energy for electricity purpose. Nowadays, the installed capacity of hydro electric power plants is 3,529 MW from the total installed capacity 24,846 MW from various power plants owned by PT PLN (Persero) and the hydropower potential 75,000 MW all over Indonesia. Hydroelectric power plant has complex structures and involves large amounts of capital with a long-running construction period. This situation imposes uncertainty factors with considerably high risks. The construction phase is identified as a critical phase in hydropower projects where many unforeseen factors occur. Failure to manage project risks leads to significant problems for the client such as completion time delays and cost overruns. In order to prevent time delays and cost overruns in hydropower construction in PT PLN (Persero), the study on project risk management in the construction stage of hydropower plant projects had been conducted. The purpose of this study was to identify and measure the importance of construction risks and to determine the level of agreement or disagreement between the client, consultants and contractors on the ranking of construction risk in hydropower projects. The author selected the respondents from the clients, consultants and contractors’ personnel who had work experience in hydropower construction projects in PT PLN (Persero). Repowering the Brazilian hydroelectric park is a way to expand the use of energy from hydro sources, even in a scenario where the options to build new projects are increasingly restricted. Several technical and economic aspects must be considered when evaluating the feasibility to carry out a repowering process, where indicators are considered to choose the best option. The repowering suggests the addition of assured energy, however, electromechanical equipment improvement may occur simultaneously with automation systems. Sizing is generally precise for a hydropower plant and there is no need for repowering so that the project can increase its useful life, consequently, rehabilitation is recommended. This paper shows a methodology to evaluate intervention alternatives in a project, as well as a rehabilitation case study for the Marimbondo Hydroelectric Power Plant

Tractebel Engineering SA France has recommended 263 m high double curvature arch dam for the Budhigandaki Hydroelectric Project for generation of 1200 MW. The author, based on findings of the Tractebel’s feasibility study itself, gives reasons why the project is unlikely to be implemented as recommended by the consultant. Further, the author raises the question with the government why this project was declared as one of the projects of national pride and was ready for committing to funding beforehand for the preparation of detail design, tender documents and tender drawings in a single package contract along with the feasibility study when the investment decision could only be taken after ascertaining the soundness/ attractiveness of the project on technical, economical, financial and socio-environmental grounds through feasibility and Environmental Impact Assessment (EIA) studies. The author also believes that the project could become more attractive if the downstream benefits from flow regulation in existing irrigation project in India could be accounted for and two potential hydroelectric projects in Nepal at the downstream reaches could be implemented first to derive additional power benefits in these two projects from flow regulation. Hydropower is one of the cleanest, renewable and environmentally benign sources of energy. Nepal is blessed with immense source of water resources and huge hydropower potential. The Kali Gandaki ‘A’ (KGA) Hydroelectric Project is the largest hydropower project constructed so far in Nepal. The project is a daily pondage type scheme with an installed capacity of 144 MW. The KGA is one of the first largest hydropower projects that has been well studied environmentally and socially in the pre-project, construction and operation stages. A full team of multi-disciplinary professionals was involved during the construction phase to monitor environmental impacts and compliance with contract clauses, and to implement the mitigation measures. Implementation of KGA in what was once considered as a remote area, has resulted in multifold beneficial impacts to the local community. Improvement of public infrastructure, enhanced educational facilities and employment of local populations, including affected families during project construction and operation phase, have enhanced the quality of rural lives. The KGA operation has contributed significantly to Nepal’s power system and has boosted the economic development of the country. Utilization of water resources as a renewable primary energy source can be utilized synergistically for many benefits. Hydroelectric power is a renewable energy source with large reserves in Indonesia. In principle, all development activities have environmental impacts in the form of positive (beneficial) impacts and negative (harmful) impacts, so an analysis of environmental impacts and life cycle costs is needed. This paper aims to analyze the environmental impacts and life cycle costs of hydroelectric power plants using the literature review method to reach conclusions regarding the possible environmental impacts and life cycle costs required for a hydroelectric power plant. Interactions between hydroelectric project locations and environmental areas suggest that hydroelectric project construction may adversely impact certain important habitats, and impacts may worsen in the future. By planning life cycle costs before a hydroelectric power plant is installed, the costs that will be incurred will be focused.

Abstract The article describes a student project of installing a micropower generation system utilizing energy from the water drained from underground coalmines. The paper contains a description of the site which is a manmade phenomenon from the anthracite mining era. The project described in the article was completed as part of the project-based learning curriculum. Students had the opportunity to work on a team and apply theoretical knowledge learned in individual courses as part of the engineering curriculum. The article also focuses on the calculation of the potential power capacity to a proposed hydropower generation system. The proposed micro-hydro system is harvesting the potential and kinetic energy of the water discharged from the water-draining tunnel. A commercially available micro-hydro turbine combined with an electric power generator was adapted for this purpose. The article also includes an analysis of the profitability of the project and the time of return on investment. The calculations are based on the current price of electricity (2021), depreciation schedule and present tax incentives (2021) to generate electricity from renewable sources. The article also includes some lessons learned from the project as well as the recommendations for future projects.

All complex projects take place in environments of great uncertainty. Maintaining a monitoring and control system from the early stages of execution is a critical factor in the success of this type of project. Large hydroelectric power station construction projects are regarded as highly complex because they are affected by factors such as the risks inherent in a variety of fields of engineering, geology and the environment, the long execution times, and the large number of multidisciplinary activities to be carried out in parallel, among others. These types of projects are commonly affected by cost overruns and delays. This work develops a methodology for the monitoring and control of complex construction projects in the hydroelectric sector that enables a periodical calculation of metrics for physical progress, financial progress, and predictions for costs and durations on completion of the project. The verification of the efficiency of this methodology was based on stochastic simulation models applied to real projects in the hydropower sector. The results showed that the proposed methodology improved efficiency compared with existing traditional methodologies. The proposed methodology allows the simultaneous consideration of costs, deadlines, criticality, and risks of the activities of the analyzed projects and also incorporates multicriteria decision techniques to manage the influence of key aspects during the development of the project.

It is of great necessity to carry out safety assessment of high risk operations in hydroelectric projects. We analyze the key problems of safety assessment of high risk operations. Specifically, a questionnaire can be designed by applying the method of Failure Mode and Effects Analysis (FMEA) firstly; then the factors and consequences of risks in such operations can be generated by the questionnaire and interviews; further, the relationship among those factors can be determined based on statistical analysis, and a comparison matrix of Analytic Network Process can be constructed accordingly to verify and modify the model for safety assessment; finally, based on the outcome of safety assessment, the weak point in the hydroelectric project can be revealed and monitor, so that the safety of the project can be improved.

As countries face higher environmental and political pressure to combat climate change and accelerate the energy transition, hydroelectricity has secured its place as the prime candidate for a reliable and clean alternative to fossil fuels. However, the expansion of hydroelectric infrastructure has seen protests from local coalitions of preservationists and angry citizens, sometimes aided by the deep pocket of energy competitors, leading to the termination of several projects. This paper seeks to better understand this dilemma between ambitious climate goals and local opposition by analyzing the ongoing case of the NECEC, a hydroelectric transmission line proposed by a Hydro-Quebec-CMP partnership to deliver electricity from Canada to Massachusetts, US via Maine. The case study follows the theoretical foundation of the Advocacy Coalition Framework (ACF), a long-standing and empirically supported theory of public policy that emphasizes the role of coalitions in translating beliefs into policy change. In addition to confirming the framework's usefulness in explaining highly contentious cases, this study also provides critical insights into how coalitions spread favorable information, the strategic choice of political instruments, the partisan composition of coalitions, and the added complexity of involving a foreign company. To smooth out future large-scale projects, the paper makes recommendations for decision-makers based on bipartisan public engagement with community embeddedness, as well as better project design regarding fair compensation and reduced visibility.

Batang Ai Hydroelectric Project is meant to generate electricity. The Batang Ai Dam has a maximum capacity to generate around 108MW when it is fully operational. Efficient reservoir operation should be carried out very carefully in order to provide reliable water supply for power generation and water demand. The research of this project is to review the Batang Ai Dam storage conservation for the reservoir operation by using storage conservation simulation. The simulations are carried out with various outflow conditions using the principle of the storage equation. Lastly, the results from the simulation show that with proper regulation of the reservoir outflow, the Batang Ai Hydroelectric Project reliability to provide continuous power supply without shortage in water supply is assured.

The purpose of the study was to examine how contingent capital influences the performance of hydroelectric energy projects in Kenya. The study was underpinned on pragmatism paradigm which allows the use of a mixed-method approach and descriptive correlational survey research design. Structured questionnaires and interview guides were used for the collection of quantitative and qualitative data from a sample size of 94 participants out of a target population of 94 subjects. A validity test was done on the instruments and a coefficient of 0.775 obtained using the Content Validity Index while reliability involved pretesting of the instruments amongst the 10% of the participants and Cronbach's alpha coefficient of 0.781 obtained. The analysis was done using both descriptive statistics of mean and standard deviation and inferential statistics of Correlation and Regression at a significance level of 0.05 with the aid of SPSS version 25 and thematic content analysis of qualitative data for triangulation. The hypothesis was tested using Simple linear regression and Pearson Correlation Coefficient models and the result was: H0: Contingent capital does not significantly influence the performance of hydroelectric energy projects in Kenya was rejected since P=0.000<0.05. Therefore, the study concluded that there is a significant influence of contingent capital on the performance of hydroelectric energy projects in Kenya. The study provides valuable knowledge on the effectiveness of contingent capital on the performance of hydroelectric energy projects for policy action and adoption by investors. It is recommended that Project management and policymakers should integrate Contingent capital to improve the performance of hydroelectric energy projects besides developing targeted policies for strengthening the implementation of contingent capital. Further research should be carried out on mechanisms of improving utilization of contingent capital in power projects in Kenya

Documented accounts of forced resettlement associated with economic development projects often relate the disastrous social consequences for the affected population. Often, the blame is laid to the lack of well-developed plans and policies during the early stages of the project. The implication is that if resettlement is considered early on as a fully integrated component of the project, problems for the local residents can be avoided. The experience with forced resettlement associated with the construction of the Bayano Hydroelectric Complex in Eastern Panama proves otherwise. In this instance, planning for resettlement was fairly extensive and involved local anthropologists who had regional expertise. Yet, today, the people of the Bayano region face an uncertain future and certainly cannot be said to have benefitted from the dam's construction. The case reported here is based on research conducted in Panama in 1979-1980, and in 1988. It is detailed more fully in my book Kilowatts and Crisis; Hydroelectric Power and Social Dislocation in Eastern Panama (Westview Press, 1989).

This paper describes the engineering geological characteristics of rock mass in the headrace tunnel, powerhouse, and intake portal of the Kankai Hydroelectric Project. The project area lies in the Lower Siwaliks of east Nepal and consists of alternating sandstone and mudstone beds with frequent siltstone intercalations. The rock mass of the project area was classified according to rock mass rating (RMR) and rock mass quality index (Q) systems. It is of very poor, poor, to fair quality (categories V, IV, and III) in the headrace tunnel; of very poor quality (category V) in the powerhouse; and of fair quality (category III) in the intake portal. The stability analysis of irregularly jointed and fractured rocks of the area was carried out using SWEDGE and UNWEDGE. The analysis gave the safety factor of 0.45, 0.64, and 0.45, respectively for the powerhouse, intake portal, and headrace tunnel. The final safety factors obtained after the installation of support for powerhouse, intake portal, and headrace tunnel were 1.14, 3.33, and 4.53, respectively.

The Red Rock Hydroelectric Project converted the existing Red Rock Dam near Pella, Iowa, from a non-powered dam into a multi-purpose dam. The existing flood control dam was constructed by the U.S. Army Corps of Engineers (USACE) in the 1960s on the Des Moines River near Pella, Iowa. The hydroelectric project was developed by Western Minnesota Municipal Power Agency and generates up to 55 MW with an average annual energy output of 178 gigawatt-hours. The new intake, penstock and powerhouse are located immediately adjacent to the spillway. Construction required large excavations into the upstream and downstream sides of the existing embankment dam and two penetrations through the existing gravity dam monoliths. Extensive water and earth-retention systems, prescriptive construction staging, and a robust dam safety surveillance program were designed to maintain and monitor the integrity of the existing dam throughout construction and avoid impacts to active USACE flood control operations. Construction was completed in 2020. This paper provides an overview of the unique challenges involved with the design and construction of a new hydroelectric project at an existing and active flood control dam.
