The monograph develops the theory of decision-making in dynamic organizational systems with a complex structure in conditions of conflict and uncertainty. An overview of the current state of the theory is given. The systems are studied: hierarchical, coalition and coalition-hierarchical (hybrid). The main attention in the process of constructing mathematical models of systems is paid to the description of ways of information interaction of decision makers. At the same time, the variants of their unfavorable (conflict) and benevolent "attitude" to each other are taken into account. Two approaches to decision-making based on the principle of guaranteed results and approaches of game theory are proposed. Exactly: 1) making decisions from the point of view of a dedicated participant in the system based on penalty functions and obtaining the necessary optimality conditions; 2) making decisions based on special optimality principles constructed using the principles of Nash, Pareto, Joffrion, Stackelberg, Slater, threats — counter-threats and obtaining sufficient optimality conditions. Some theoretical results are illustrated by model examples.

Recently, public policies of urban regeneration have intensified and multiplied. They are being promoted with the aim to start social and economic dynamics within the local context which is subject to intervention. From the empirical analysis, we realise that such activities are mainly implemented by three subjects or by mixed coalitions (public institutions, actors of the third sector and companies). Within them, each player is moved by a multiplicity of interests and goals that go beyond their own nature – public interest, market and mutualism – and tend to redefine themselves, thus becoming hybrid forms of production of value (social, economic, cultural). By studying a number Italian and Catalan cases, this essay deals with the theory that, under specific conditions and configurations, a collaborative direction – of organization, production and design – would give life to successful procedures, even without the identification of a one-best-way. The collaboration is not simply a choice of operation, but a real production method which mobilises social resources to create hybrid solutions – between state, market and society – to complex issues that could not be faced solely with the use of the rationale of action of one among the three actors. In this framework, the systems of relations and interactions between players and shared capital become an essential condition for the success of every initiative of urban redevelopment, or failure thereof. Such initiatives are brought to life by the strategic role of individuals who foster connections as well as the dissemination of non-redundant information between social networks, and collective and individual actors which would otherwise be separated and barely able to communicate and collaborate with each other. In addition to the functions carried out by knowledge brokers, that have been extensively described in organisational studies and economic sociology, the aforementioned figures act as real social enzymes, that is to say, they handle the available information and function as catalysts of social processes of production of knowledge. Moreover, they increase the reaction speed, working on mechanisms which control the spontaneity.

Nonetheless some agents may experience forms of sophisticated uncertainty about which act should be chosen according to this Constrained Standards Hybrid approach. In such cases, hopefully rare, there is no subjectively obligatory act and there is no way for the agent to indirectly apply her moral theory. Even so, the Constrained Standards Hybrid approach appears to be the best solution to the problems of error and uncertainty despite the fact that it cannot wholly solve the epistemic limitations that agents may confront.

This book explains how to use the bulk synchronous parallel (BSP) model to design and implement parallel algorithms in the areas of scientific computing and big data. Furthermore, it presents a hybrid BSP approach towards new hardware developments such as hierarchical architectures with both shared and distributed memory. The book provides a full treatment of core problems in scientific computing and big data, starting from a high-level problem description, via a sequential solution algorithm to a parallel solution algorithm and an actual parallel program written in the communication library BSPlib. Numerical experiments are presented for parallel programs on modern parallel computers ranging from desktop computers to massively parallel supercomputers. The introductory chapter of the book gives a complete overview of BSPlib, so that the reader already at an early stage is able to write his/her own parallel programs. The next three chapters treat basic numerical linear algebra problems such as linear system solving by LU decomposition, sparse matrix-vector multiplication (SpMV), and the fast Fourier transform (FFT). The final chapter explores parallel algorithms for big data problems such as graph matching. This chapter posits that international law, like all law, can be understood as a hybrid of positive and natural law. The history of natural law from Ancient Greece to today’s global community reveals that the method used for centuries to explain extra-positive features of law consists of three integral elements. The method uses reason, reflection on nature, and openness to transcendence. Certain contemporary natural law theorists, however, prefer to focus on reason and nature alone. Yet, the history of natural law thinking shows that transcendence is integral to the method. History also reveals that religion is not the only avenue to transcendence. Transcendence completes a natural law method capable of explaining persuasively why law binds in general and why certain principles are superior to positive law.

This chapter discusses securities. Securities are an important and complex category of intangible. A ‘security’ is defined as a fungible financial instrument, offered for sale on identical terms to multiple investors on first issue, and thereafter generally traded in a market that facilitates its free transfer. Securities can broadly be classified into shares, debt securities, and hybrid securities. The chapter then looks at the legal incidents of securities, and how securities are allotted and held. Allotment describes the process whereby the issuer of securities agrees to issue those securities to a particular person and that person agrees to buy those securities. Meanwhile, the question of how securities are held has become an increasing complex area. Originally, securities were held in paper form. Such paper-based systems are increasingly becoming redundant but their operation remains important because they are relevant to the electronic systems by which securities are held today.

This chapter characterizes interdependent multilayer networks and their increased fragility. Interdependent networks are stylized models that can represent different complex systems, ranging from global infrastructures to molecular networks in the cell. When a fraction of nodes is initially damaged, interdependent networks are affected by dramatic cascades of failures that suddenly dismantle the multilayer network. The theory beyond this phenomenology is discussed in a pedagogical way by characterizing the percolation, discontinuous and hybrid transitions. The interplay between structure and function is studied in this context by considering multiplex networks without and with link overlap, and the effect of built-in correlations in the multilayer network structure. Finally, partial interdependencies and redundant interdependencies are discussed as major strategies to reduce the fragility of interdependent networks.

This chapter turns to the innovation narrative. It argues that, as far as work is concerned, gig-economy innovation is a myth. The software and hardware on which apps and platforms draw are often the direct result of truly revolutionary innovation and breakthroughs, from GPS locators and the Internet to powerful processors that fit into the palm of your hand. This is the innovation paradox: contrary to the industry’s claims, the underlying business model is anything but novel, as illustrations ranging from nineteenth-century homework in the ‘sweated trades’ to dock labour in the early twentieth century demonstrate. The gig economy is but the latest (and perhaps the most extreme) example of labour market practices that have been around for centuries, with low-skilled tasks instead of complex jobs, powerful intermediaries controlling large workforces, and hybrid arrangements between open market and closed hierarchies replacing the traditional binary contract of employment.

This chapter provides an introduction to study design, data collection, and analysis in implementation science. Although the randomized controlled trial is frequently employed in implementation science, a number of alternatives are relied on for addressing the unique challenges present. Alternatives include the cluster randomized control trial, roll-out designs such as the stepped wedge, cumulative trial, and effectiveness–implementation hybrid designs. Data collection and data analytic techniques must also address the unique challenges present in implementation science. Often, implementation occurs over time, often, across complex, multilevel contexts. Implementation scientists frequently utilize mixed, qualitative, and quantitative methodologies for collecting, analyzing, and interpreting data. Data represent the outer context of service systems and the inner context of organizations such that the data are often nested and hierarchical in nature. This chapter highlights the previously mentioned topics, particularly as they relate to currently funded implementation studies focused on the cancer control continuum.

Like the study of China itself, theorists of power transition have lately experienced a resurgence of interest in their arguments. As China has emerged as the world’s second-largest economy, with the second-largest military budget, and has become more assertive internationally under a seemingly more powerful president, the picture painted is one of growing morbidity: war between China, the putative rising dissatisfied power, and the United States, the declining hegemon, has allegedly become highly probable. This chapter critiques these arguments and highlights the restraints on conflict that generally are given insufficient attention in power transition approaches that deal with the Sino-American relationship. The chapter argues that historical awareness among leaders, state agency, and complex economic trends that are central to the understanding of this hybrid world order, together with the domestic preoccupations of these two central protagonists, are factors that work to inhibit the outbreak of war.

This chapter examines the technical issues in modelling health state valuation data. Most measures of health define too many states to directly value all of them (e.g. SF-6D defines 18,000 health states). The solution has been to value a subset and by using modelling to predict the values of all states. This chapter reviews two approaches to modelling: one using multiattribute utility theory to determine health values given an assumed functional form; and the other is using statistical modelling of SF-6D preference data that are skewed, bimodal, and clustered by respondents. This chapter examines the selection of health states for valuation, data preparation, model specification, and techniques for modelling the data starting with ordinary least squares (OLS) and moving on to more complex techniques including Bayesian non-parametric and semi-parametric approaches, and a hybrid approach that combines cardinal preference data with the results of paired data from a discrete choice experiment.

This chapter discusses recovering shape or structural information from SAXS data. Key to any such process is the ability to generate a calculated intensity from a model, and to compare this curve with the experimental one. Models for the particle scattering density can be approximated as pure homogenenous geometric shapes. More complex particle surfaces can be represented by spherical harmonics or by a set of close-packed beads. Sometimes structural information is known for components of a particle. Rigid body modeling attempts to rotate and translate structures relative to one another, such that the resulting scattering profile calculated from the model agrees with the experimental SAXS data. More advanced hybrid modelling procedures aim to incorporate as much structural information as is available, including modelling protein dynamics. Solutions may not always contain a homogeneous set of particles. A common case is the presence of two or more conformations of a single particle or a mixture of oligomeric species. The method of singular value decomposition can extract scattering for conformationally distinct species.

This article aims to go beyond the existing scholarship on eugenics and to point out the complex intertwining of visions of racial improvement with eugenic hybrids during the twentieth century. It offers an insight into the convoluted relationship between race and eugenics. It contributes to the increasingly polarized current discussion about the eternal return of eugenics. It evaluates the degree and nature of conceptual transfers of eugenic knowledge and ideas and addresses eugenics' key components. Race is a central component in the eugenic imagination and this centrality provides an insight into a larger debate, known as the nature-nurture debate. The examples of eugenic thinking on race are provided in this article. It illustrates that the study of twentieth-century eugenics is currently undergoing a remarkable transformation and contributes in new and refreshing ways to our understanding of eugenics and race.

Focusing on four East European polities—Bosnia, Serbia, Bulgaria, and Romania—this book examines the dynamics and implications of processes of commercialization of security that have occurred following the collapse of communist regimes. These processes have been central to post-communist liberalization, and have profoundly shaped those states and their integration into European institutional structures and global economic and political circuits. They have also affected—and been shaped by—the behavior and power of regional and global actors (e.g. European institutions, regional and global corporations) in Eastern Europe. By virtue of the fact that they combine in complex ways local, national, regional, and global dynamics and actors, processes of security commercialization in the former Eastern bloc can be seen as instances of “glocalization.” Several aspects of security commercialization are particularly important. To begin with, private actors—specifically private security companies (PSCs)—have been reconstituted as partial agents of public power. As such, they have come to be systematically involved in performing security practices traditionally associated with the state. In addition, a potent commercial logic has come to permeate public security institutions. This has led to redefinition of the relationship between the state and its population in ways that defy conventional wisdom about the role of the state, and pose difficult normative challenges. More broadly, processes of security commercialization in Eastern Europe, which involve important performative dimensions, have led to the emergence of complex, hybrid networks of security providers that transcend domestic/international, public/private boundaries and behave, in many ways, as entrepreneurs.

New Public Management (NPM) reforms have been around in many countries for over the past 30 years. NPM is an ambiguous, multifaceted, and expanded concept. There is not a single driving force behind it, but rather a mixture of structural and polity features, national historical-institutional contexts, external pressures, and deliberate choices from political and administrative executives. NPM is not the only show in town, and contextual features matter. There is no convergence toward one common NPM model, but significant variations exist between countries, government levels, policy areas, tasks, and over time. Its effects have been found to be ambiguous, inconclusive, and contested. Generally, there is a lack of reliable data on results and implications, and there is some way to go before one can claim evidence-based policymaking in this field. There is more knowledge regarding NPM’s effects on processes and activities than on outcome, and reliable comparative data on variations over time and across countries are missing. NPM has enhanced managerial accountability and accountability to users and customers, but has this success been at the expense of political accountability? New trends in reforms, such as whole-of-government, have been added to NPM, thereby making public administration more complex and hybrid.

Abstract Conflict over cultural heritage has increasingly become a standard part of war. Today, systematic exploitation, manipulation, attacks, and destruction of cultural heritage by state and non-state actors form part of most violent conflicts across the world. Such acts are often intentional and based on well-planned strategies for inflicting harm on groups of people and communities. With this increasing awareness of the role cultural heritage plays in war, scholars and practitioners have progressed from seeing conflict-related destruction of cultural heritage as a cultural tragedy to understanding it as a vital national security issue. There is also a shift from the desire to protect cultural property for its own sake to viewing its protection as connected to broader agendas of peace and security. Concerns about cultural heritage have thus migrated beyond the cultural sphere to worries about the protection of civilians, the financing of terrorism, societal resilience, post-conflict reconciliation, hybrid warfare, and the geopolitics of territorial conflicts. This volume seeks to deepen public understanding of the evolving nexus between cultural heritage and security in the twenty-first century. Drawing on a variety of disciplines and perspectives, the chapters in this volume examine a complex set of relationships between the deliberate destruction and misuse of cultural heritage in times of conflict, on the one hand, and basic societal values, legal principles, and national security, on the other.

Screening Communities uses multi-media archival sources, including government archives, memoirs, fan magazines, newspaper reports, and films to narrate the complexity of social change and political turmoil, both screened and lived, in postwar Hong Kong. In particular, Screening Communities explores the political, ideological, and cultural work of Hong Kong film culture and its role in the building of a postwar Hong Kong community during the 1950s and 1960s, which was as much defined by lived experiences as by a cinematic construction, forged through negotiations between narratives of empire, nation, and the Cold War in and beyond Hong Kong. As such, in order to appreciate the complex formation of colonial Hong Kong society, Screening Communities situates the analysis of the “poetics” of postwar Hong Kong film culture within the larger global processes of colonialism, nationalism, industrialization, and Cold War. It argues that postwar Hong Kong cinema is a three-pronged process of “screening community” that takes into account the factors of colonial governance, filmic expression of left-leaning Cantonese filmmakers, and the social makeup of audiences as discursive agents. Through a close study of genre conventions, characterization, and modes of filmic narration across select Cantonese films and government documentaries, I contend that 1950s and 1960s Hong Kong cinema, broadly construed, became a site par excellence for the construction and translation (on the ground and onscreen) of a postwar Hong Kong community, whose context was continually shifting—at once indigenous and hybrid, postcolonial and global.

This book reveals the little-known history of the United States' colonization of the Philippines' Muslim South in the early twentieth century. Often referred to as Moroland, the Sulu Archipelago and the island of Mindanao were sites of intense US engagement and laboratories of colonial modernity during an age of global imperialism. Exploring the complex relationship between colonizer and colonized from the late nineteenth century until the eve of the Second World War, the book argues that American power in the Islamic Philippines rested upon a transformative vision of colonial rule. Civilization, protection, and instruction became watchwords for U.S. military officers and civilian administrators, who enacted fantasies of racial reform among the diverse societies of the region. Violence saturated their efforts to remake indigenous politics and culture, embedding itself into governance strategies used across four decades. Although it took place on the edges of the Philippine colonial state, this fraught civilizing mission did not occur in isolation. It shared structural and ideological connections to U.S. settler conquest in North America and also borrowed liberally from European and Islamic empires. These circuits of cultural, political, and institutional exchange — accessed by colonial and anticolonial actors alike — gave empire in the Southern Philippines its hybrid character. This book is a story of colonization and connection, reaching across nations and empires in its examination of a Southeast Asian space under US sovereignty. It presents an innovative new portrait of the American empire's global dimensions and the many ways they shaped the colonial encounter in the Southern Philippines.

Almost everyone has long misinterpreted Nikita Khrushchev’s ten-year crusade to propagate the cultivation of corn, a crop important across the globe but previously rare across the vast, environmentally diverse Soviet Union. Launched in 1953, this campaign comprised a large part of the new leadership’s efforts to remedy agrarian crises inherited from Iosif Stalin. Khrushchev pressured collective and state farms to increase plantings of corn from an insignificant proportion of their crops to a peak of nearly 20 percent. Expected to feed livestock that were to yield meat and dairy products, corn promised to enrich citizens’ meager, monotonous diets and thereby make good on Khrushchev’s infamous pledges that the Soviet Union was soon to “catch up to and surpass America” in the Cold War “peaceful competition” between communism and capitalism. Echoing Khrushchev’s former comrades, who denounced corn as “harebrained scheming” when ousting him in 1964, scholars have ridiculed it as “an irrational obsession.” Newly available archival documents reveal a more complex and interesting story of how Khrushchev borrowed industrial-farming methods from the United States. Following experts’ advice, he believed that hybrid seeds, machines, agronomy, and other technologies constituting the global trends in farming technology promised even greater increases in productivity under conditions found in the Soviet Union. Yet Khrushchev’s programs achieved only partial success because they could not overcome the entrenched interests, bureaucratic inertia, and competing priorities that encouraged government officials, local authorities, and farmworkers to disregard methods required to grow even modest harvests, let alone the bumper crops that Khrushchev envisioned.
