In multicultural Australia, comprehensive and upto- date information on ethnicity and health is essential to guide policy and service development in the health sector. Data collected for purposes other than research are a potentially important source of information. This study explored the extent to which indicators of cultural and linguistic diversity are currently included in national health and welfare service data collections, and the data standards employed. We identified and reviewed 44 relevant bodies of work: 7 national data dictionaries, 15 national data sets, 10 national health data collections and 12 national surveys. Each of the large data dictionaries (health, community services and housing assistance) contained several ethnicity-related variables. Immigrant Australians were identified (usually by country of birth, sometimes by language, and occasionally by period of residence or year of arrival) in all the major national health and community data sets, health data collections and surveys. Australian Bureau of Statistics standards and classifications relating to cultural and linguistic diversity were widely used. Researchers, health policy makers and planners should fully exploit these secondary data sources, as well as undertaking or commissioning primary research.

Australia has long had a deeply speculative housing property market. Arguably this has been accentuated in recent years as successive governments have privileged private-sector investment in housing property as the key mechanism for delivering housing and a concurrent winding back of direct government support for housing. This has occurred through a period in which urban renewal and flexible planning regulation have become the key focus of urban planning policy to deliver on compact city ambitions in the name of sustainability. There has been a tendency to read many of the higher density housing outcomes as a relatively homogenous component of the housing market. There has been a comparative lack of critical engagement with differentiated spatial, physical and socio-economic outcomes within the higher density housing market. This paper will explore the interactions between flexible design-based planning policies, the local property market and physical outcomes. Different parts of the property development industry produced distinctive social and physical outcomes within the same regulatory space. Each response was infused with similar politics of exclusion and privilege in which capacity to pay regulated both access and standard of housing accessible, opening new socio-economic divisions within Australia’s housing landscape.

Abstract In the extreme climates of Australia, rural and remote locations have special site and dwelling requirements and therefore special design solutions. This can include construction constraints, bushfire risk, resource efficiency, comfort and respect for the surrounding environment and heritage. Existing regulations targeted at extreme weather impacts such as bushfire, flood, cyclones, and heatwaves often impact the design and material choices for rural and remote housing due to their exposed locations, including housing proposed for rebuild following damage resulting from an extreme weather event. These regulations also lead to increased costs and uncertainty about the suitability of rural land for construction, making it challenging for rebuilding communities in affected areas. Such well-intentioned regulations also create limitations on innovation through experimental / bespoke building design, such as; 1) novel solutions to extreme weather mitigation and resistance 2) material choices for construction; and 3) achievement of operational and embodied energy reductions. Experimental buildings provide significant innovation benefits to industry as is often seen in the development of sustainable and high-performance buildings. This research examines the academic and industry knowledge of current design regulations for extreme weather events and implications for experimental and innovative design, highlighting the challenges for buildings to achieve increasing standards of environmental performance whilst ensuring resilience in the face of increasing extreme weather events, with a specific focus on rural communities. Case study analysis is used to provide an understanding of the focus and strategies used by different groups in different locations to address the impacts of extreme weather.

Abstract A shortage of housing is a prominent issue across the globe. Traditional on-site construction methods seem too inefficient to meet the increasing housing demand. As a solution, many countries, including the United States, Germany, Singapore, Japan, Hong Kong and Australia, have introduced off-site manufacturing methods to increase the housing supply. Different from the traditional way of on-site construction, off-site manufacturing is a technique that involves manufacturing building components in a controlled environment. Despite strong government support and industry attempts to increase off-site manufacturing, the current building consenting and inspection processes in New Zealand have significant quality-related issues. Therefore, this study aimed to identify the gaps in current quality assurance processes used in off-site manufacturing and recommend a framework in order to gain credibility and the acceptance of the construction market. The study collected qualitative data from industry experts (e.g., developers, architects, engineers, project managers, quantity surveyors, head contractors and council officers) who had significant experience in current quality assurance regimes in New Zealand prefabrication construction. The key themes for designing the proposed framework were generated using content analysis of the primary data collected from semi-structured interviews with industry experts. The study has found that standardisation in off-shore products regarding the New Zealand Building Code remains the biggest challenge in the consenting process. Quality assurance and inspection test plans are the developer’s responsibility and are typically provided by third-party inspectors. In this post-Covid-19 world-building, consent authorities rely heavily on third-party inspection companies that apply more rigorous auditing. Essentially, the most important parts of quality assurance are to have an experienced team and to adopt a holistic approach by engaging stakeholders early in the design stage. The stakeholders should consider recommendations for mandatory after-service insurance to ensure end-customer interests are protected. The findings of this study can contribute to the early engagement of different stakeholders to ensure overseas manufacturing of building components meets New Zealand quality standards. It is expected that the new quality assurance framework would help to promote off-site manufacturing for the New Zealand housing sector.

Around the world, dairy production continues to intensify, with farmers increasing stocking rates, feeding more supplements, and transitioning into fully housed systems. Dairy production in Victoria is no exception and farmers are starting a move towards intensive (i.e. permanently housed) dairy operations. Challenges associated with these transformations have included difficulties, or failure, to obtain planning approval and public concern around the effect of intensive developments on environmental degradation, animal welfare and industry image. We examined current land-use planning provisions, environmental requirements, animal-welfare regulations, industry guidelines and codes of practice for their applicability and suitability to the implementation of intensive dairy-production operations, particularly large-scale ones, in Victoria, Australia. Our aim was to clearly identify factors that have the potential to hinder the growth and expansion of existing dairy-production systems into intensive operations, and the establishment of new intensive dairy enterprises. The majority of legislation examined posed no obstacles to the development of large-scale intensive dairy operations. New definitions for intensive livestock production and the inclusion of an intensive dairy-farm category in the State planning provisions will reduce current confusion across and within planning departments. A standard methodology to determine separation distances is required and a code for intensive dairy farming would greatly assist with the planning-approval process. Many advisory publications fall short when applied to intensive dairy operations as they are currently written for pasture-based farms with limited infrastructure for regularly feeding or housing large herds of >700 cows.

This article, written by JPT Technology Editor Chris Carpenter, contains highlights of paper SPE 202439, “Pushing Malaysia’s Drilling Industry Into a New Frontier: How a Distinctive Wellhead Design Enabled Implementation of a Fully Offline Well Cementing Resulting in a Significant Shift in Operational Efficiency,” by Fauzi Abbas and Azrynizam M. Nor, Vestigo, and Daryl Chang, Cameron, a Schlumberger Company, prepared for the 2020 SPE Asia Pacific Oil and Gas Conference and Exhibition, originally scheduled to be held in Perth, Australia, 20–22 October. The paper has not been peer reviewed. Traditionally, rigs are positioned over a well from the moment the surface casing is drilled until the installation of the wellhead tree. This results in the loss of precious time as the rig idles during online cementing. However, in mature Field A offshore Terengganu, Malaysia, a new approach eliminated such inefficiency dramatically. Operational Planning With oil production in Field A initiated in October 2015, historical data on well lithology, formation pressure, and potential issues during drilling were available and were studied to ensure that wells would not experience lost circulation. This preplanning is crucial to ensure that the offline cementing activity meets the operator’s barrier requirements. Petronas Procedures and Guidelines for Upstream Activities (PPGUA 4.0) was used for the development of five subject wells in Field A. In this standard, two well barriers are required during all well activities, including for suspended wells, to prevent uncontrolled outflow from the well to the external environment. For Field A, two barrier types, mechanical and fluid, allowed by PPGUA 4.0 were selected to complement the field’s geological conditions. As defined in PPGUA 4.0, the fluid barrier is the hydrostatic column pressure, which exceeds the flow zone pore pressure, while the mechanical barrier is an element that achieves sealing in the wellbore, such as plugs. The fluid barrier was used because the wells in Field A were not known to have circulation losses. For the development of Field A, the selected rig featured a light-duty crane to assist with equipment spotting on the platform. Once barriers and rig selection are finalized, planning out the drill sequence for rig skidding is imperative. Space required by drillers, cementers, and equipment are among the considerations that affect rig-skid sequence, as well as the necessity of increased manpower. Offline Cementing Equipment and Application In Field A, the casing program was 9⅝×7×3½ in. with a slimhole well design. The wellhead used was a monobore wellhead system with quick connectors. The standard 11-in. nominal wellhead design was used for the wells with no modifications required. All three sections of the casing program were offline cemented. They were the 9⅝-in. surface casing, 7-in. production casing, and 3½-in. tubing. The 9⅝-in. surface casing is threaded to the wellhead housing and was run and landed with the last casing joint. Subsequent wellhead 7-in. casing hangers and a 3½-in. tubing hanger then were run and landed into the compact housing.

There is a need to deliver more environmentally and socially sustainable housing if we are to achieve a transition to a low carbon future. There are examples of innovative and sustainable housing emerging around the world which challenge the deeper structures of the existing housing regime. This paper uses the analysis of socio-technical dimensions of eco-housing presented by Smith to explore the development of an emerging sustainable housing model known as Nightingale Housing in Australia within a sustainability transitions framing. While there were several similarities to Smith’s analysis (e.g., establishment of guiding principles, learning by doing), there were also some key differences, including the scaling up of sustainable housing while using tried and tested design principles, materials and technologies, and creating changes to user relations, policy, and culture. Smith’s dimensions remain a good framework for understanding sustainable housing development, but they must be located within a scaling up sustainable housing agenda. What is required now is to develop a better understanding of the processes and opportunities that such housing models offer policy makers, housing researchers, and building industry stakeholders to achieve a broader scale uptake of sustainable housing both in Australia and globally.

The regulation of housing quality has a long history in England. As the state itself increasingly became a housing developer in the twentieth century, design standards were subject to self-regulation. Through this, the idea that housing quality includes minimum dwelling sizes - space standards - has entered public consciousness. The 2010-2015 coalition government introduced suggested space standards through planning control, but also extended the range of ‘permitted development’ - a form of deregulation - where space standards could not be applied. In this paper we explore the history of space standards in England and what these tell us about planning regulation.

AbstractProfessional teaching associations in Australia and abroad have been developing teacher and/or teaching standards and associated professional learning and assessment models in the key discipline areas since the 1990s. In Australia, a specific intent of this approach is to capture and recognise the depth and range of accomplished educators' teaching. Despite the increasing work in this area, there has been a dearth of discussion about teacher standards in environmental education and no previous attempt to research and/or develop professional teacher standards for environmental education in Australia. This paper discusses the history of teacher standards in Australia, and considers the implications for the development of teacher standards in environmental education. In doing so, we present a research-practice model that is currently being piloted in Victoria for developing accomplished professional teacher standards and learning in environmental education with and for accomplished Australian primary and secondary teachers.

The present research features the state of housing and communal infrastructure in the Kemerovo region. The author identifies the patterns and features of its development in 1946–1950. Most of the archival data have never been introduced into scientific literature. In the postwar years, the housing and communal services in the region failed to meet the demands of the growing urban population; there were not enough municipal institutions, and the sanitary and epidemiological situation was unfavorable. New urban settlements lacked municipal infrastructure. This problem had begun in the pre-war years and persisted in the post-war period. The population was forced to use random and substandard water sources, and there was no sewage, while a lot of citizens lived in crowded barracks and dormitories. Financing of the social sphere increased in the late 1950s. As a result, the pace of housing construction increased, new water pipe systems and central heating were introduced, and the sewerage network expanded. These activities improved the local living standards and led to a reduction in the morbidity and mortality. However, the constant growth of the urban population in the region under conditions of accelerated industrialization complicated the state of the housing and communal infrastructure. As a result, Kuzbass failed to meet sanitary standards of housing per capita in 1959. Only electric lighting demonstrated an almost 100 % coverage of the residential premises. The development of housing and communal infrastructure in the region was just beginning, while rural areas remained untouched. The Kemerovo region failed to meet the average RSFSR standards for the development of housing and communal services.

The coronavirus pandemic is opening up a space for housing advocates and scholars to push for reforms to the private rental sector. Yet, we argue the Australian government has shown little commitment to addressing long-term, structural housing issues. Temporary reform will not lead to a new or more socially just housing system in the long-term—a new housing normal—without a significant and nation-wide tenant campaign. Like others, we are working together on campaigns such as this, but we are conscious that the government is likely to revert back to their old housing habits.

In 1961, a group of young designers practising under the name of Atelier 5 completed Siedlung Halen near Berne. This private housing development was the first built example of the compact, low-rise housing type conceived by Le Corbusier for vacation use in the south of France. It was the forerunner of the newly resurgent carpet or mat planning form. In addition, Halen was a social experiment likened by its designers to the Unité d'Habitation at Marseilles, reinterpreted to fit closely with the local topography. Beyond its undisputed claim to history, its success resides, as in the case of the Unité, in having raised the standards of a particular housing form. Attention to the welfare of users has since become a hallmark of the work of Atelier 5. This paper describes the genesis of the project, its form and social outlook.

Social groups of the population differing in the level of housing security.The Purpose of the Study. The article is devoted to the identification of the social structure of the population in Russia by the level of housing security.The Main Provisions of the Article. The relevance of the study is due to the need to identify social groups with different levels of housing security in a society with a high degree of inequality in the distribution of the living standards. The hypothesis of the study is that the combination of normative (theoretical) and statistical (compromise) approaches allows, being within the criteria of social standards of differentiation of housing security, to take into account the limitations of the current model of housing distribution and to adjust the boundaries of social groups with different levels of its security. The authors have found intervals of housing security levels that do not contradict the normative approach and the current conditions of the Russian economy development, in which the population should be identified as social groups with different living standards. The tools offered in the publication allow to be integrated into the system of international measurements of housing security. The methods and estimates of the specific weight of different social groups of the population, their share in the total housing stock of the country are proposed. The main provisions and conclusions of the article can be used as a theoretical, methodological and practical basis for the identification of social groups in terms of living standards and determining their number. The proposed social standards of housing security and income standards can be the guidelines of the state policy for the implementation of the national project "Housing and urban environment", provided for in the Decree of the President of the Russian Federation dated may 7, 2018 №204 «On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024».

In order to address the environmental impact of building carbon emissions, some developed countries have established certification standards for green housing. However, in many other countries, the green housing and the traditional housing may coexist in the market, and consumers’ willingness to buy the green housing can be different. This paper constructs a duopoly game model that includes a green developer and a traditional developer considering the heterogeneity of consumers’ green preferences and studies how mandatory green standards and subsidies affect the green developer’s pricing decision, profits and the carbon emission reductions of the green housing. The results show that when the marginal cost of green technology is high, raising green standards will hurt the green developer’s profits. Therefore, fiscal subsidies should be considered. The green developer obtains higher profits when subsidizing green consumers. The effectiveness of increasing carbon emission reduction is better when subsidizing the green developer and how to subsidize depends on the cost structure of the green housing. In addition, subsidizing green consumers and the incremental cost of green housing can improve the policy effect of green housing standards. Therefore, a mixed policy of subsidies and green standards can also have a good effect.

Abstract Sustainability practices within rural area housing development is relatively scarce. This may be due to insufficient financial support and focus by the local authorities. Some of the rural areas in the largest state of Malaysia, namely, Sarawak, are facing serious housing issues with limited supply of electricity and water, which in turn, creates low standard of living. This seems to imply on the unsustainable housing development. This paper reviewed the international sustainable development approach and the sustainable practices in Malaysia, in housing development. The initial review identified 40 sustainability-related housing indicators, which revealed a potential research area to ascertain different housing indicators for improving the living standards of the rural residents in Sarawak. This research could help to provide a more sustainable housing environment to improve residents’ living standard, and possibly, to suggest a better efficient use of resources, that could help to improve the current government guidelines, for developing sustainable rural housing in Sarawak.

The article highlights the problem of sustainable development of the living environment and living standards of the population, which is rather relevant for the governments of most developed countries including Russia. In recent years, the anthropogenic impact of aggressive external medium on the quality of human life increases, which reduces the working capacity of citizens and consequently lowers their labor productivity. The implementation of «Concept for the Transition of the Russian Federation to Sustainable Development», which was elaborated and adopted in 1996, implies a gradual transition to the balanced solution of pressing social and economic issues and problems that concern preserving natural resources in order to meet the needs of present and future generations. The authors emphasized the need for a scientific-theoretical and methodological substantiation of preparing the strategic priorities of the housing development planning with a focus on creating competitive residential housing and renovation projects. The authors note that the greening of housing construction and renovation industry helps to ensure high living standards and contributes not only to improving human well-being and increasing person’s lifetime but also enhances his or her working capacity and labor productivity. The elaboration of strategic priorities of the housing industry development involves the consideration of current challenges of the national economy.

I argue that wide residential streets in US cities are both a contributor to homelessness and a potential strategy to provide more affordable housing. In residential neighborhoods, subdivision ordinances typically set binding standards for street width, far in excess of what is economically optimal or what private developers and residents would likely prefer. These street width standards are one contributor to high housing costs and supply restrictions, which exacerbate the housing affordability crisis in high-cost cities. Planning for autonomous vehicles highlights the overprovision of streets in urban areas. Because they can evade municipal anti-camping restrictions that restrict the use of streets by unhoused people, autonomous camper vans have the ability to blur the distinction between land for housing and land for streets. I propose two strategies through which excess street space can accommodate housing in a formalized way. First, cities could permit camper van parking on the right-of-way, analogous to liveaboard canal boats that provide housing options in some UK cities. Second, extending private residential lots into the right-of-way would create space for front-yard accessory dwelling units.

AbstractAffordable Housing is a critical issue in many developing countries that impacts their potential for sustainability and socio-economic development. Lack of affordable housing, slower growth of housing stock, and aging housing conflates numerous other problems in Pakistan, including overcrowding, poor indoor air quality, prevalence of preventable diseases, and development of slums and katchi abadies, etc. These challenges lessen living standards in many areas. Unaffordable housing forces low income families in urban areas to live in dilapidated areas. An increase in the construction of affordable housing is needed to mitigate housing affordability challenges in Pakistan. Setting aside land quotas for low-income families in housing development schemes is not sufficient because the households still lack the means to construct housing. This paper attempts to identify the causes of unaffordable housing and solutions for its provision.

Adequate level of housing comfort, in terms of space, function and health, is one of the key factors of quality and sustainability of social housing. In post-socialist Serbia, the extremely residual system of provision in this sector has been a major challenge to achieve adequate quality standards for new social housing construction over the past two decades. Through a review of the national regulations in the field of planning, design and construction of social housing after 2000 and the results of the conducted empirical research on six completed projects (in Valjevo, Pančevo, Čačak, Kraljevo, Kragujevac and Belgrade), the paper discusses the situation, limitations and opportunities for improving current housing practices in this field. In the initial period of formation of the new housing system, through the recommendations for planning and design social housing was treated as below average standard and quality housing, but since 2009 its development through the legislative framework is increasingly directed towards the concept of sustainable housing development. At the same time, the results of the evaluation of the pioneering examples of practice in this area, realized in the period 2008-2010, indicate certain deficiency in terms of the application of sustainability criteria. Through a survey of tenants on satisfaction with various elements of housing comfort, the problems of overcrowding and inadequacy of housing conditions regarding functional and health aspects were observed in selected examples. It was found that the tenants are mostly satisfied with the level of thermal and light comfort in the apartments, while they expressed significant dissatisfaction due to the lack of auxiliary and open apartment areas, insufficient sound insulation and overall lower quality construction. In the concluding remarks, the results of the research are discussed and recommendations are given for the improvement of design standards and monitoring instruments in social housing programs in Serbia.

Housing development has been developed by the Government and the private party between businessman and developers of Geriya Paniki Indah housing that provides simple houses of type 36/105 up to luxury houses type 120/525 and is built strived according to the needs of the community and can pay attention to the standards of a decent residential environment, City Manado extensive data of area spatial of by 157.26 Km2, total population 431,880 soul and occupation of density reaches 2,740 soul / Km2..Hypothesis Data Analysis Results (1) states that the construction of housing from decent housing plan and infrastruc healthy housing simultaneously a very significant effect on the economy of City Manado at 67.80 percent. Hypothesis Data Analysis Results (2) states that the housing construction of a decent housing plan significant effect on the economy of City Manado by 31.70 percent and of housing development from healthy housing infrastructure significant effect on the economy of City Manado at 18.15 percent. The condition of the economic structure of the City of Manado for gross regional domestic income based on current prices according to the business field of housing construction in 2017 amounted to 2,960,480.84 million rupiahs and in 2018 an increase of 3,241,214.69 million rupiahs.

Purpose – The purpose of this paper is to investigate “image management” as an important element within the concept to the Crime prevention through environmental design (CPTED). Globally, guidance tends to focus on promoting surveillance and few studies have explored how vacant poorly maintained housing might affect perceptions of crime and CPTED. Design/methodology/approach – This paper contrasts the perceptions of 168 members of the public and 12 built environment professionals with regards to a detached property in Perth, Western Australia. Using two photographs to elicit responses (one poorly maintained and one well-maintained) respondents were asked about their perceptions of crime, and the extent to which CPTED features were perceived to be present. These results are contrasted with a site audit of the CPTED qualities visible in both images. Findings – The CPTED audit recorded significantly higher scores for the well-maintained property than for the poorly maintained dwelling. Most respondents indicated they felt less safe, perceived more crime and lower levels of CPTED in relation to the poorly maintained house. The findings provide support that there is a link between poorly maintained housing and the perceptions of CPTED, crime and the fear of crime. Originality/value – This innovative study utilised two photographic images of the same property to probe “image management”, perceptions of crime and CPTED qualities. It highlights the need to consider these issues throughout the different stages of the development process and presents idea of the “cradle to the grave” life-cycle of criminal opportunities.
