In this paper the history of Canadian Housing R&D programs is reviewed and the strengths and weaknesses of these programs are assessed. Government programs that sought to promote innovation directly, subsidy programs for the private sector, and demonstration programs are looked at. Urban development projects as well as small-scale technological innovation dissemination efforts are considered, and the lessons that program administrators have gained from past programs and present guidelines for program design are presented.

Public housing units are deteriorating while there are insufficient allocations for their renovation or maintenance. In 2012, Congress initiated the Rental Assistance Demonstration (“RAD”) in an attempt to save public housing without the need to apportion additional funds to housing assistance pro- grams. The RAD program converts public housing to mixed-income housing and transfers majority ownership to private developers. Current tenants of these public housing complexes are transferred to mixed-income apartment complexes owned by private landlords and developers who receive a portion of the rent from the tenant and additional rent from the local Public Housing Authority. The success of the RAD program is dependent on landlords and developers voluntarily participating and electing to dedicate units to affordable housing. This Comment discusses the legal exposures these landlords face when participating in RAD, methods of mitigating these risks, and policies to incentivize participation.

The federal Money Follows the Person Rebalancing Demonstration program allows nursing home residents to use Medicaid funds for home and community-based services rather than institutional care. Race, choice in housing, and challenges faced prior to transitioning may impact living arrangements following a discharge into the community. This study examines the influence of these factors on living arrangements for 659 program participants age 65 or older. Unmarried Blacks and people with financial or legal challenges are less likely to live with a live-in caregiver or in supervised housing compared with unmarried Whites. Race did not determine living arrangements among married participants, but housing transition challenges did. Findings inform policies targeting nursing home rebalancing efforts by highlighting racial diversity in living arrangements and emphasizing the need for affordable, accessible housing options for older adults of any race seeking to live in the community rather than remain in an institutional setting.

The present text traces the post war slum clearance program in Sydney, Australia, that saw the construction of modern blocks of flats drawn from international examples of rehousing schemes. This State-funded urban renewal program continued from the late 1940s until the 1980s. Many of the blocks of flats are slated for demolition, yet no overall assessment of their design quality or detailed discussion of the range of building forms or apartment layouts has been undertaken. There is a danger that these well-designed blocks will vanish rather than be retrofitted and that this unparalleled demonstration of modern housing progress by the State of New South Wales will be incomplete.

In 1993, US Congress launched the Urban Revitalization Demonstration program, later to become known as HOPE VI, a national plan whose declared aim was to transform public housing stock into "bridges of opportunities". In the following decade, Hope VI has awarded grants to demolish public housing projects and replace them with "attractive developments that not only blend with but enhance the surrounding community while providing housing for families of all incomes" (HUD, 1999). In 1995, Congress repealed the one-for-one replacement requirement and de facto Hope VI was turned primarily into a demolition program. In 2003, the American Dream Downpayment Act re-authorised the Hope VI program throughout the fiscal year 2006. It now seems that the federal government has no intention to continue its financing. Despite the extensive debate on the program, a comprehensive analysis of the social, economic and political process underlying the transformation of all the specific sites and a systematic overview of the stories behind these projects, from the first decision to build to the decision to raze are not available. An atlas with a description of the sites, based on qualitative secondary sources (planning and architecture magazines, urban history and geographic history journals, local authorities reports), and three maps for each of them - before and after the public housing project and after Hope VI, could prove to be very useful. Such a tool would indeed provide the context for an interdisciplinary reflection of how the city affects and is affected by a multitude of variables with particular emphasis on the political controversies on location, and the role of different players - city council, public housing authorities, developers, community residents, unions, the media. At the end, city is "history condensed". Being impossible for a single researcher to complete such a body of work, this paper intends to make a contribution to the existing literature and focus on the projects built between 1933 and 1949, now demolished or in the way to be demolished in 58 cities, "thanks" to Hope VI (1).

The purpose of empowering housewives is to help overcome food security and reduce kitchen budgets for housewives in Bukit Mekarwangi Housing, Bogor City cereal sub-district during the Covid-19 Pandemic through hydroponic cultivation training so as to gain new insights and farming skills. With the existence of hydroponic cultivation to produce organic plants as food security during the Covid19 period. This training program uses lecture, demonstration and discussion methods. Implementation in this activity includes planning, implementation, and evaluation. The results of the training program indicated that the group of housewives at Bukit Mekarwangi Housing and its surroundings had begun to understand vegetable hydroponic techniques, from equipment preparation, planting to harvesting. The expected impact of these activities is awareness in managing narrow land and utilizing existing tools in the house and making valuable results. So that later they can produce vegetables through hydroponic techniques as a source of food security and also family economic income.

This article investigates short-term changes in neighborhood conditions for families moving from Chicago public housing as part of the Moving to Opportunity (MTO) demonstration program. MTO features a controlled experimental design and thus may be better suited, in the long run, than recent survey-based studies to elucidate the effects of neighborhood conditions on family and children's well-being. We focus on five key aspects of family well-being: neighborhood conditions, feelings of safety, experiences with crime, opportunities and risks for teenagers, and access to services. All mover families experienced significant improvements on each measure, yet those that were required to move to low-poverty neighborhoods experienced the greatest improvements. The only drawback to these low-poverty moves appears to be the relative isolation of the destination, particularly concerning access to public transportation; however, more intensive housing counseling might help families choose neighborhoods with better access to transportation and closer to other services.

Abstract Community-based social innovations (CBSI) for aging are programs, initiatives, and other structures that support healthy aging and aging in community in ways that complement traditional health and human service systems. This symposium features research on several manifestations of CBSIs in the US. The first paper orients to innovation among aging services agencies, drawing on data from local Councils on Aging in Massachusetts to examine variation in their levels of engagement with age-friendly community (AFC) work. Findings elucidate the importance of community context and organizational capacity for deepening involvement in AFC work over time. Addressing innovation within communities as a whole, the second paper applies social network analytic methods to examine the constellations of connections among AFC core teams and their key partners across nine localities in New Jersey. Focusing on housing, the third paper presents findings from an evaluation of a national demonstration program to enhance the capacity of service coordinators within senior housing communities. This paper implicates the important role of services staff in systems innovation. Finally, with attention to creating age-friendly communities, the fourth paper presents findings from a project in Ohio that equipped older adults with a tablet-based transportation “diary” app. The findings demonstrate ways in which this technology facilitated deeper insight on users’ experiences in terms of their mood, with implications for transit design and programs. Collectively, the studies make evident the importance of leveraging the tools of research alongside engaged partnerships to strengthen the knowledge base for continued innovation in community supports for aging.

The At Home / Chez Soi demonstration project was conducted to investigate the effectiveness of the Housing First model in 5 Canadian cities. Using a randomized controlled trial design, this study evaluates the impact of this project on the use of health services by people with severe and persistent mental health problems and a history of homelessness in the greater Moncton area. The sample comprised 193 homeless persons, 95 in the control group and 98 in the treatment group. The results show a significant difference between the 2 groups only in the number of days of hospitalization, particularly in the psychiatric unit. Factors associated with the use of health services by people who are homeless and who have severe mental health problems need to be further investigated.

Objective: The Care and Prevention in the United States (CAPUS) Demonstration Project was a 4-year (2012-2016) cross-agency demonstration project that aimed to reduce HIV/AIDS-related morbidity and mortality among racial/ethnic minority groups in 8 states (Georgia, Illinois, Louisiana, Mississippi, Missouri, North Carolina, Tennessee, and Virginia). Its goals were to increase the identification of undiagnosed HIV infections and optimize the linkage to, reengagement with, and retention in care and prevention services for people with HIV (PWH). We present descriptive findings to answer selected cross-site process and short-term outcome monitoring and evaluation questions. Methods: We answered a set of monitoring and evaluation questions by using data submitted by grantees. We used a descriptive qualitative method to identify key themes of activities implemented and summarized quantitative data to describe program outputs and outcomes. Results: Of 155 343 total HIV tests conducted by all grantees, 558 (0.36%) tests identified people with newly diagnosed HIV infection. Of 4952 PWH who were presumptively not in care, 1811 (36.6%) were confirmed as not in care through Data to Care programs. Navigation and other linkage, retention, and reengagement programs reached 10 382 people and linked to or reengaged with care 5425 of 7017 (77.3%) PWH who were never in care or who had dropped out of care. Programs offered capacity-building trainings to providers to improve cultural competency, developed social marketing and social media campaigns to destigmatize HIV testing and care, and expanded access to support services, such as transitional housing and vocational training. Conclusions: CAPUS grantees substantially expanded their capacity to deliver HIV-related services and reach racial/ethnic minority groups at risk for or living with HIV infection. Our findings demonstrate the feasibility of implementing novel and integrated programs that address social and structural barriers to HIV care and prevention.

This article presents findings from a cost-benefit analysis of the Tulsa Individual Development Account (IDA) program, a demonstration program that was initiated in the late 1990s and is being evaluated through random assignment. The program put particular emphasis on using savings subsidies to help participants accumulate housing assets. The key follow-up data used in the evaluation was collected around 10 years after random assignment, about 6 years after the program ended. The results imply that, during this 10-year observation period, program participants gained from the program and that the program resulted in net costs to the government and private donors, and that society as a whole was probably worse off as a consequence of the program. The article examines in some detail whether these findings are robust to a number of different considerations, including the assumptions upon which the results depend, uncertainly reflected by the standard errors of the impact estimates used to derive the benefits and costs, and omitted benefits and costs, and concludes that they are essentially robust. For example, a Monte Carlo analysis suggests that the probability that the societal net benefits of the Tulsa program were negative during the observation period is over 90% and that the probability that the loss to society exceeded $1000 is 80%. Further analysis considered benefits and costs that might occur beyond the observation period. Based on this analysis, it appeared plausible, although far from certain, that the societal net benefits of the Tulsa program could eventually become positive. This would occur if the program’s apparent positive net impact on educational attainment generates substantial positive effects on the earnings of program participants after the observation period ended. However, there was no evidence that the educational impacts had yet begun to produce positive effects on earnings by the end of the observation period.

Abstract From 2012 to 2015, NASA funded development of the Ground Operations Demonstration Unit for Liquid Hydrogen (GODU-LH2) at Kennedy Space Center that scaled up and matured Integrated Refrigeration and Storage (IRAS) technology. IRAS involves the integration of an external helium refrigeration system with a cryogenic storage tank via an internal heat exchanger and allows advanced operations such as zero boiloff and densification of the liquid. The refrigeration system employed for GODU-LH2 was a Linde LR1620 piston-Brayton cycle machine with an RSX helium compressor. The GODU-LH2 system was installed in two separate shipping containers—one housing the cold-box, compressor, and gas management hardware, and the other the water chiller unit—with 480 VAC and 120 VAC electrical power fed from external hardware at the test site, and data capture and controls achieved using four different, independent software packages. From 2017 to 2019, in support of a densified hydrogen loading test program, the entire system was repackaged into a single, 40’ (12 m) shipping container, including the refrigeration system, water chiller, and electrical power distribution hardware, and controls were consolidated into a single Allen Bradley PanelView. Details regarding the design, build-out, and testing of the system will be presented and discussed.

The energy transition towards a decarbonized economy requires focused and ambitious policies that must be taken through the agreement of governments, stakeholders, and private companies. The intermittency of renewable energy sources (RES) makes it necessary to implement energy storage systems (ESS) that allow for an uninterrupted supply of low-carbon power. Energy generation and consumption activities are responsible for 75% of global CO2 emissions. Particularly, energy use in commercial and residential buildings is the third major contributor after industry and agricultural activities 1. In this context, hydrogen as an energy vector facilitates and enhances RES penetration in the energy mix. Moreover, it can be employed as a fuel or commodity to obtain other chemical compounds 2. Hence, hybrid renewable hydrogen-based systems (RHS) can play a key role in buildings decarbonization 3. On top of that, green hydrogen may tackle other problems such as energy poverty faced by the most vulnerable and disadvantaged citizens 4. In this context, the SUDOE ENERGY PUSH project proposes an innovative solution for the overall management of social housing located in the regions of southwestern Europe to increase the energy efficiency of public buildings and improve the living standards of vulnerable citizens. Through passive renovation, RES, and BIM methodology, it aims at reducing the consumption and emissions of buildings and at improving the comfort of the inhabitants, overcoming the risks of energy poverty. In this context, a pilot plant combining RES and hydrogen technologies has been implemented in a social housing in Cantabria (Spain) to demonstrate the feasibility and benefits of the system. This demonstration is aimed at achieving energy self-sufficiency of the house throughout the year while saving remarkable amounts of primary energy and CO2 emissions. The primary source of the system will be solar photovoltaic (PV) energy. To combat PV intermittency and harness the periods with energetic surpluses, different energy storage systems (ESS) have been installed within the pilot plant: lithium-ion batteries for short-term energy storage and hydrogen-based technologies for seasonal energy storage. Furthermore, a compressor has been included to reduce the hydrogen storage volume and a programmable logic controller (PLC) rules the operation of the configuration based on the state of charge of the batteries, so that the PLC decides which equipment operates at what time. Finally, the pilot plant is continuously monitored to optimize the control algorithm and enhance the overall performance of the implementation. To carry out the design of the system, an hourly load profile has been built by compiling real consumption data from the smart meter of a home during a year to obtain an accurate hourly load demand. Subsequently, meteorological resources of the location have been considered to obtain an hourly renewable generation profile. Furthermore, equipment costs and characteristics, apart from compressor energy demand have been taken into account. The main objective is to reduce the system size and the resulting levelized cost of energy, as well as increasing the overall efficiency of the system 5. According to the simulated operation of the pilot plant, the home can be disconnected from the grid, saving up to 7,000 kWh per year of primary energy from the grid, 1,000 kg per year of CO2 emissions while consuming 100% clean electricity and more than 600 € per year in electricity bills. As per November 2022, more than 3,500 kWh of primary energy, more than 500 kg of CO2 and more than 400 € have been saved in a six month period, showing a great correlation between the simulation and the real outcomes obtained during the normal functioning of the plant. Objective: To ascertain the effect of dietary practice modification and a peer-support home blood pressure monitoring program on the nutritional intake (macronutrients and micronutrients), blood pressure and biochemical profiles of hypertension patients in a low-income community setting. Methods: This is a pre- and post-measurement intervention study conducted in low-income community housing projects in Kuala Lumpur, Malaysia. A total of 90 participants aged 18 years and above with hypertension received intervention. The participants were divided into small groups and received instructions on the use of home blood pressure measurement. They also attended a series of talks on dietary intake modification and exercise demonstration for the first six months (active phase). In another 6 months (maintenance phase), they received only pamphlet and SMS reminders. Their anthropometry, blood pressure, dietary, and biochemical parameter changes were measured at baseline, 6 months, and 12 months of intervention. Results: Macronutrients and micronutrients showed a significant improvement at the end of 12-month dietary intervention. The energy, carbohydrate, protein, total fat, sodium, and potassium are showing significant reduction from baseline to end of the 12-month intervention. There is no significant reduction in blood pressure. Fasting blood glucose, renal sodium, triglyceride, low-density lipoprotein cholesterol and high-density lipoprotein cholesterol showed a significant improvement, after controlling for age and reported physical activity. Conclusion: The intervention improved the nutritional intake and biochemical profiles of the low-income urban population with hypertension. This promising result should be replicated in a larger scale study.

Housing First is rapidly developing as a promising practice for ending homelessness. However, concerns have been raised regarding application for particular populations, such as women. Using a critical feminist lens, this evaluation assessed a Housing First program delivered in a mid-sized city in Ontario, Canada. The evaluation included interviews with program participants, program providers, and community key informants. Ultimately, the program proved successful in housing a small group of chronically homeless women, demonstrating that Housing First works with women, and works best when designed with the unique needs of women taken into consideration. The program achieved moderate fidelity to the Housing First model, and a number of recommendations are provided to better meet the unique needs of women. In particular, the issue of unresolved grief and loss in the context of child apprehension was identified as a root cause of ongoing trauma. Consideration is also given to the intersection between mental health services and Housing First programs.

In order to meet the housing shortage, was created popular housing programs for low-income families. In Brazil, these programs differs from the rest of the world, since here the programs are directed to the acquisition of real estate, unlike the rest of the world where the focus is lower rents for low-income families. In the context, this type of program has also been used as a tool against economic crises. Based on these aspects, this article aims to identify how the FGTS funds are being used regarding the housing finance. To perform this analysis was studied the targeting of FGTS funds for social housing in Brazil, thus demonstrating, a convincing growth in this modality and also an exchange preferably after the year 2009, of used real estates to new ones.

The Emergency Job Creation (EJC) program in which unemployed people are hired for recovery works funded by the government was introduced after the 2011 earthquake and tsunami disaster in Japan. The program is very similar to Cash for Work (CFW) programs that are often implemented as social safety nets (SSNs). This paper evaluates how the EJC program targeted those most in need. From four projects, 938 participants were sampled and simple selection bias tests were conducted among job applicants in the region where the project was undertaken. Participants of the EJC program included more single females and irregular workers than the population group, thus demonstrating the EJC’s self-targeting function. Around 80% of participants were without dependent family members implying that there are two types of potential participants: those who prefer limited responsibilities with relatively low wages, and those who prefer a larger burden of responsibility with relatively higher wages. Because the wages provided by the EJC program may be high enough for the former, but too low for the latter, the program eventually excluded the second group. Similar programs in future should provide other types of jobs corresponding to people’s preferences. Previously unemployed participants were likely to be those who lost their houses; that damage had pushed them into the labor market. Because of the relatively minor existing SSN for housing damage, the EJC program served as an important safety net for disaster-affected people without a private safety net such as insurance.

There is a need for strength-based research that considers the complex realities of teen families. The purpose of the current study is to provide a springboard for this research by describing the characteristics of teen parents and their children involved in a supportive housing program. We used a community-based participatory research approach with a descriptive design. Teen parent participants completed self-report questionnaires about their relationship with their children, resilience, self-esteem, and parenting attitudes. In addition, the children of teen parents completed standardized assessments of their development. A total of 21 parents (18 mothers and 3 fathers) and 20 children participated. Results indicate that self-esteem and resilience are areas of difficulty for participants. In addition, most parents fell into the medium risk range with respect to the parenting attitudes measured. Of note, few parents fell into the high-risk range on most scales, suggesting that most participants have the foundation for successful parenting across the areas measured. Results also show that the majority of participants are demonstrating typical attachment, discipline practices, involvement, parenting confidence, and relational frustration. An area of particular strength for participants is their involvement with their children. It also appears overall that the children of teen parents are developing on a fairly typical trajectory that is reflective of the general population. This study reinforces the heterogeneity of teen families, with teen parents and their children showing different areas of strengths and challenges across the domains measured. Based on our findings, we discuss implications for research, policy, and practice.

A place of shelter and rest that fulfils physiological needs fulfils psychological needs, prevents disease transmission, prevents accidents and fulfils the concepts of cleanliness, health and beauty that can lead to a perfect life, both physically, spiritually and economically, is called a healthy home. Its characteristics include having a good water source, smooth air circulation inside and outside the room, solid and liquid waste disposal channels, freeing harmful chemicals, house cleanliness, sturdy building materials, and a green environment. Basically, housing is a basic human need and is also a determinant of public health. Decent housing for housing must meet health requirements, one of which concerns the need for latrines. The purpose of this paper is to provide insight to the Meteseh community regarding healthy homes and provide solutions for people who do not meet healthy home standards. In Meteseh Village, there are still houses that do not have latrines. This time, the types of community service programs were in the form of counselling and demonstrations. The method used was by coordinating with the village head in Meteseh, Tembalang District, Semarang, conducting field surveys, asking permission to socialize with residents regarding healthy homes, then installing latrines and evaluating after latrine installation. This activity's target is poor and has not implemented a clean and healthy lifestyle in Meteseh village. The result after the service is that the Meteseh community understands a healthy home better and also begins to apply it in their daily lives.

In this study, we use a retrospective case–control study design, to compare our outcomes of interest among inmates who have self-reported suicidal ideations (cases) with inmates who do not report suicidal ideations (controls). The sample group included participants admitted into prison treatment programs who have a co-occurring substance abuse and mental disorders. In our multivariate model analyses, we will introduce control variables to understand the magnitude of effect and directionality that control variables, such as demographic and criminal history variables, have in association with our outcome of interest, suicidal ideations. Our results indicate that individuals with stable housing have significantly lower odds of demonstrating suicidal ideations. Finally, we found that individuals with prior weapons offenses and psychiatric hospitalization have higher odds of demonstrating suicidal ideations. We believe these results have implications for the development of research and theory.

Most historical scholarship on race and housing in the 20th-century United States examines public housing and private housing separately or focuses on large metropoles. This study seeks to understand the relationship between public and private housing discrimination, segregated residential patterns, and desegregationist advocacy in mid-20th Century Trenton, New Jersey. To do so, it utilizes archived documents of local civil rights organizations, correspondence between activist groups and local public officials, and local newspaper articles along with secondary literature on race and housing. This thesis argues that the introduction of federal public housing programs in the 1930s, intended to increase quality housing access, allowed Trenton’s government officials to place black residents in segregated projects, thereby reinforcing existing segregated residential patterns. Simultaneously, financial institutions and realtors infringed upon black Trentonians’ agency in the private market through discriminatory lending and realty practices that discouraged integration. City leaders’ segregationist attitudes furthered systemic racial discrimination, confining black Trentonians of all socio-economic classes to poor quality, overcrowded housing. Black and segregationist activists resisted segregationist practices by asserting their right to fair representation as taxpayers through letters, community meetings, and public demonstrations. By the 1960s, they gained an ally in Trenton’s mayor, but the mass exodus of white Trentonians in the postwar period prevented integration efforts from coming to full fruition. These findings suggest that racial discrimination in private and public markets coalesced to systemically limit black families’ ability to access decent and sufficient housing conditions throughout the country.

Abstract Medications are one of the pillar 4Ms of an age-friendly healthcare system. Ensuring that benefits of a medication regimen outweigh the risks and that medications are not contributing to meaningful outcomes such as functional or cognitive decline is a challenge for our healthcare system, particularly for older persons experiencing adverse social determinants of health, health disparities or uncoordinated care. More fully engaging pharmacists in the older person’s health care team is one strategy to improve clinical, humanistic and economic outcomes. This workshop reports findings on medication management capacity among older residents of five low-income apartment buildings in urban Richmond, VA, indicating that this population experiences challenges in managing medications as measured by MedMaIDE. The second presentation describes a pilot partnership between an independent community pharmacy and a local area agency on aging to provide medication coaching to residents of six affordable housing buildings in Seattle, WA, demonstrating feasibility of engaging pharmacists in the healthcare team and resulting in an average of five interventions per resident. The third presentation describes an interprofessional educational intervention based in two low-income apartment buildings for older persons in underserved West Baltimore, MD involving pharmacy students, to better prepare pharmacists to engage in interprofessional team care and meet the needs of a low income culturally diverse older adult population. Discussion will focus on barriers and opportunities to more fully engage pharmacists to support urban residents of low-income housing buildings to optimize medication outcomes and reduce medication-related harm.

The objective of this analysis is linked to the discussion of urban residential segregation marked by the Brazilian urban land structure and perpetuated by urban planning instruments at the municipal level. The spatial focus of the study is the municipality of Londrina (state of Paraná/Brazil). We aimed to analyze the relationship between urban zoning and the dynamics of residential segregation, unfolding two foci: verify to what extent the objectives presented in the municipal instrument translate the objectives of the instrument at the federal level (the City Statute–CE) and the national program “My Home, My Life” aimed to provide housing to socially vulnerable populations; the second focus, aims to assess how the planning instrument—the Special Zone of Social Interest (ZEIS), contemplated in the Land Use and Occupation Law and in the Municipal Master Plan of Londrina (PDPML, 2008)—materializes in practice the objectives of promoting equity in access to housing. The results show that although the objectives defined at the federal level are transposed to the municipal level, demonstrating a theoretical coherence between the instruments, there are flaws in their implementation. The case study results show that the urban zoning of Londrina has as a guideline a segregationist territorial ordering, leading to a residential segregation of the population with low purchasing power. On the other hand, the planning instrument that could change this reality is the ZEIS that, on the contrary, reinforced social housing in the periphery, conditioning the right to the city and perpetuating the social vulnerability of disadvantaged groups, in a process common to other Brazilian cities. Such constraints make relevant the establishment of land reserves for social housing based on clear roles of a social and functional mix, reinforced by the combat of vacant spaces and the definition of minimal housing and infrastructure densities to allow urban occupation.

The article analyzes the housing construction market and identifies the main factors restraining its growth. First, the author confirms that the housing construction market suffered a significant blow during the spread of COVID-19, as the decrease in construction volumes amounted to 12.4% compared to the previous year, and the second, more massive pressure was felt by the market after the start of armed warfare in Ukraine (a drop of almost 50%). It was determined that despite rather attractive mortgage lending conditions, the housing market is not experiencing a significant recovery. Secondly, in the regional context, such changes were uneven, for example, during the "covid" period, some regions managed to maintain positive dynamics, such as Poltava and Vinnytsia regions, where the growth was more than 25%, while some regions, on the contrary, "fell rapidly", losing up to 30% of housing construction volumes compared to the previous year (for example, Luhansk region - the fall was more than 60%). At the same time, the correlation between the volume of housing construction and the gross regional product per capita, which were adjusted for the price index, was confirmed, but there is a basic level of income that should ensure "objective quality" of living for households so that they can invest in housing construction. The study shows that, in addition to household incomes, there are other important factors that can become demotivators for the state and dynamics of the housing market. These include the ability of the state and the banking and financial sector to freely dispose of significant amounts of free funds that can be used for construction. At the same time, the risks of economic instability limit the investment potential of the financial institution (as evidenced by the low activity of citizens in participating in the eHouse program). In addition, economic instability has a significant impact on the development ofconstruction. Thus, it was noted that the greater the fluctuations, the worse the results of the industry. Therefore, the key factors restraining the positive dynamics of this market are the following:low investment capacity of the population, economic instability, external factors (the war factor) and expectations of market participants. Demonstrating the differentiation of indicators of development of the housing construction market by region, it is stated that there has been a change in the "landscape" of growth centers - the western regions of Ukraine have been included in them, which is associated with migration processes (relocation of internally displaced persons), and thus contributes to the restoration of the growth rate of the housing construction market in these regions. Therefore, the further development of the housing market will be associated with the search for and attraction of new investors, for example, European governments, implementation of joint projects and grants to restore energy-saving territorial development (including through the construction of social housing), etc.

As a riveting example of social housing in Brazil, the Minha Casa Minha Vida program was set in 2009 to diminish the 6-million-home housing deficit by offering affordable dwellings for low-income families. However, recurrent thermal discomfort complaints occur among dwellers, especially in the Baltimore Residential sample in Uberlândia City. To avoid negative effects of energy poverty, such as family budget constraints from the purchase of electric appliances and extra costs from power consumption, a simulation based on system dynamics modeling shows a natural ventilation strategy with a mixed combination of sustainable and energy-efficient materials (tilting window with up to 100% opening, green tempered glass, and expanded polystyrene wall) to observe the internal room temperature variation over time. With a 50% window opening ratio combined with a 3 mm regular glass window and a 12.5 cm rectangular 8-hole brick wall, this scenario presents the highest internal room temperature value held during the entire period. From the worst to the best-case scenario, a substantial reduction in the peak temperature was observed from window size variation, demonstrating that natural ventilation and constructive elements of low complexity and wide availability in the market contribute to the thermal comfort of residential rooms.

The Russian residential real estate market has been largely restructured in recent years. In 2019, the transition to the use of escrow accounts began, in 2020 the market faced the coronavirus pandemic, in 2022 the market began to go through another crisis, demonstrating a significant decrease in sales at the end of the year. At the same time, both state support programs and joint actions of banks and developers were the mitigant of the ongoing shocks in the market. For example, the launch of mortgage subsidy programs by industry leaders quickly spread throughout the market — the actions of PIK, Samolet, Level Group to expand these programs to "mortgages at 0.1 %" forced other players to reconsider their pricing policy. However, not all developers are able to quickly adapt to changing market conditions. However, since January 2023, the practice of low mortgage rates has been largely limited by the regulator due to increased systemic risks. In this regard, the residential construction segment is once again facing a major challenge for the industry. Many developers leave the market as single projects are completed because: not everyone can fi nd the required capital; not everyone gets credit lines from banks; not everyone is able to withstand the turbulence in the economy. In this regard, there is a hypothesis that the housing construction market is becoming less and less competitive, and in the next 1–2 years the concentration in the industry will only increase.

Background In an era in which digital communication technologies play a pivotal role in everyday life, social housing residents remain highly susceptible to digital exclusion. Objective This study aims to evaluate the feasibility and acceptability of a telephone-based training intervention designed to empower people to confidently use digital communication technologies (ie, video calls and web-based messaging). Methods Conducted in collaboration with a UK social housing association, the intervention was facilitated by a unitary authority’s Digital Inclusion Team during the COVID-19 pandemic. A mixed methods approach was used, encompassing quantitative and qualitative data collection on demand, reach, implementation, and potential outcomes. Demographic and qualitative data on the reasons for undertaking or not undertaking the training were collected via telephone interviews during the recruitment process. Digital competency and well-being data were collected via a self-reported survey before and after the intervention. Results Among the 4485 residents who were offered training, 67 (1.49%) expressed interest, of whom 12 (18%) of the 67 completed the training. The findings indicate a demand for basic digital training among social housing residents. The key findings revolve around the substantial dropout rate among those who were interested in undertaking the training. Barriers were strongly influenced by socioeconomic and health circumstances, reflecting the sociodigital inequalities commonly found in this group. For the training participants, the intervention was acceptable and achieved its goals, demonstrating the potential of tailored, persistent training efforts in overcoming barriers. There were no changes in self-reported well-being or digital competency outcomes (but this was limited by the small sample size). Conclusions Sociodigital inequalities impact the reach, implementation, and acceptability of telephone-based digital training for social housing residents. Barriers to reaching and training digitally excluded groups can be overcome through the use of trusted intermediaries, personalized recruitment approaches, the minimization of administrative barriers, and tailored and agile training programs. Recognizing the resource-intensive nature of such initiatives, this study calls for enhanced recognition of intermediary efforts in national digital inclusion policies.

Abstract Documents contained in the Department of Foreign Affairs files in the National Archives of Ireland reveal that many global anticolonial nationalists visited Ireland in the 1950s and 1960s. These files elucidate efforts by nationalists from Africa and Asia to emulate Ireland’s nation-building frameworks including its constitution, housing and charitable programs, educational structures, and burgeoning industries. This article uses these documents to examine hitherto unstudied aspects of Ireland’s place within larger transnational intellectual networks. This paper adds greater nuance to Jean-François Bayart’s thesis of extraversion by demonstrating that African and Asian anticolonial nationalists consciously and explicitly looked to Ireland as a model for nation-building. Emerging nations in the 1950s and 1960s sent representatives to Ireland to study the nation’s economic and political frameworks, in turn offering a space for a dialogic experience in which the emulation of Ireland was extraversion in a positive sense.

This research leverages data from the 2022 Early Socio-Economic Registration (Regsosek) activity to develop a machine learning model capable of predicting family expenditure levels based on the Proxy Mean Test (PMT) with high accuracy. By integrating the SHAP (SHapley Additive exPlanations) method for model interpretation, we identify the contributions of socio-economic features to expenditure predictions and link them to relevant social assistance programs. We compare two regions, Kulonprogo Regency and Yogyakarta City, representing varying poverty levels, and identify unique characteristics influencing family welfare in each area. The results highlight that effective policy interventions must be tailored to the unique characteristics of each region and family, taking into account dimensions such as housing, education, income, and community expenditures. This research provides valuable insights for policymakers, demonstrating that successful poverty alleviation policies are data-driven and adaptable to the diverse socio-economic realities across regions.

Given the disproportionate HIV burden faced by female sex workers FSWs and limited data regarding their engagement in the HIV cascade of care in conflict-affected settings, we characterized the cascade of care and examined associations with new HIV diagnoses and antiretroviral therapy (ART) use in a community-based cohort of FSWs in conflict-affected Northern Uganda. Data were collected via FSW/peer-led time-location sampling and outreach, interview-administered questionnaires, and voluntary HIV testing. Of 400 FSWs, 33.5% were living with HIV, of whom 33.6% were new/previously undiagnosed infections and 32.8% were on ART. Unstable housing and heavy alcohol/drug use were independently associated with increased odds of new HIV diagnoses, whereas exposure to condom demonstrations and number of lifetime pregnancies were negatively associated. In subanalysis among known HIV-positive women, age and time since diagnosis were associated with ART use, whereas sexually transmitted infections were negatively associated. Findings suggest the need for FSW-tailored, peer-based, and integrated HIV and sexual and reproductive health programs to address gaps in HIV testing and treatment for FSWs in conflict-affected communities.

Abstract The buildings and construction sector is responsible for nearly 40% of the total greenhouse emissions (GHG). Considering 50% of the building stock that will exist in 2050 is yet to be built and most of it will be devoted to housing; the sector is a determinant and transformative force to strengthen sustainability, reducing CO2 emissions and environmental degradation worldwide. Most of the increase in construction and housing is set to occur in developing countries and mainly in cities in Asia and Africa. This global picture places new housing programs in the rapidly urbanising regions as potential agents of sustainable transformation, with positive outcomes for both communities and the environment. Investing in sustainable housing has significant and real value in reducing emissions, confronting climate change, and generating better planned, inclusive, and sustainable cities. The holistic benefit achieved with the implementation of carbon neutral and carbon negative technologies is often scattered, and an integrated view of it would be a key tool to support the development of sustainable housing programmes. Considering that technologies to decarbonize and render the construction sector more sustainable have already been developed, there is a need to contrast their applicability to different countries and contexts in order to verify their functionality and identify gaps for improvement. The recent decade has witnessed a significant improvement at the global level with regards to the application of the concept of sustainability to the built environment, this being demonstrated by the multiple sustainability ratings and frameworks being developed to certify building performance. Their adoption has been critically important in most regions in the so-called Global North, where countries have started enforcing them at a normative level. While these tools’ accuracy and comprehensiveness could be disputed, their importance in promoting a systematic standardisation of the adoption of sustainability measures in the built environment is endorsed. Nevertheless, the diffusion of such tools and frameworks across rapidly urbanising middle and low-income countries has been so far extremely limited. There are myriad reasons why this is the case: tools based for high-income country contexts, their complexity, the need for accurate data and specific capacity for their adoption and diffusion, the lack of contextual relevance with regards to the specific market, culture and behavioural dynamics, and more. The following paper aims at demonstrating the value of shifting toward sustainable building practices by a comparative analysis of existing global tools and certifications and their applicability to low and middle-income countries undergoing a rapid urbanisation process. It proposes a three-phased multi-stakeholders methodology. The outcome of these three phases is combined, providing a more appropriate definition of effective and operative guidelines and tools for sustainable housing in rapidly urbanising middle and lowincome regions.

OBJECTIVES/GOALS: Promoting Academics and Community Engagement (PACE) Dissemination grants are funding opportunities via the Michigan Institute for Clinical and Health Research Community Engagement program designed to support the science of clinical and translational research demonstrating community impact. METHODS/STUDY POPULATION: Two statewide funding announcements over a 3-month period were issued to over 2,000 academic and community partners. Proposals were required to meet the following criteria: 1) data collection from an academic and community partnered research project completed; 2) research findings analyzed; and 3) a community-focused dissemination plan developed. Projects were funded up to $5000. RESULTS/ANTICIPATED RESULTS: Six PACE dissemination grants with community-focused plans were funded spanning Southeast, Western, and the Upper Peninsula regions of Michigan, as well as statewide. Examples of funded projects topics areas include the following: firearm safety; housing discrimination; opioid misuse; suicide prevention; and youth mental health. Community dissemination activities include: a) presenting at a community town hall; b) writing a pamphlet for community use; c) creating artwork installation showcase for community display; d) storytelling through community channels; and e) designing and implementing a local social media campaign. DISCUSSION/SIGNIFICANCE: Traditional funding mechanisms often do not provide resources to disseminate research findings with community benefit or impact back to communities. Funding dissemination awards through the PACE mechanism directly supports and accelerates translational science by sharing results directly back to the community in meaningful ways.

194 Background: Health-related social needs (HRSN) are strongly associated with patient health outcomes, making screening for HRSN a critical component to providing patient-centered oncology care. In April 2023, the Dana-Farber Cancer Institute (DFCI) Patient Reported Data (PRD) Program led the deployment of an EHR-integrated HRSN screening tool. Embedded within our New Patient Intake Questionnaire, the screening supports early identification of and response to needs, informs care planning and delivery, and aims to improves outcomes. Methods: PRD, in collaboration with DFCI’s Patient & Family Advisory Council and others, elected to use an HRSN screening tool deployed across the Mass General Brigham healthcare system (with which DFCI shares an EHR). HRSNs assessed include transportation, housing security, food security, medication costs, utility costs, family and childcare, education, and employment. New adult oncology patients (and/or proxy) were offered the HRSN questionnaire in multiple languages on any internet-enabled device via the patient portal or on a tablet in clinic. Responses were immediately available in the EHR for care team review with needs highlighted to support clinical decision making. Aggregate data is available within the DFCI electronic data warehouse and disseminated for internal use via a Tableau dashboard. Results: Between April 23 and May 31, 2023, 1,842 patients completed the HRSN screening questionnaire. Of responders, 246 (13.4%) were non-white, 725 (39.4%) were male, 72 (4.0%) had a non-English preferred language, and the mean age was 57 years at time of response. 12.8% (251) reported at least one HRSN. Reported HRSNs are described in Table 1. Among those reporting at least one need, the most frequently reported HRSNs are food insecurity (38.7%), utility costs (33.5%), and employment (20.7%). Conclusions: Even when considering much of the population seen at our comprehensive cancer center are relatively well-resourced, we find a meaningful proportion (12.8%) of patients reported HRSNs, demonstrating the importance of screening patients to ensure patient-centered care. Future work will determine additional points for rescreening of HRSNs and focus on improving patient’s access and uptake of screening. We will continue socializing and analyzing HRSN data to improve clinical practice and support the development of interventions to connect patients with available resources.[Table: see text]

The paper discusses issues of comprehensive assessment of real estate objects consumer properties. Such an assessment is intended to serve as a basis for ranking the market offer for different types of objects. The presented research phase focuses on residential real estate and in particular apartments in apartment buildings. A review and analysis of existing approaches to assessing the quality and comfort of housing is provided. Two main groups of parameters characterizing the internal and local components of the assessment are identified. Analysis of open sources of information about the proposal of apartments conducted using the developed software solutions. On the basis of this analysis, a list of criteria for their evaluation has been formed, variants of values and three types of rating scales have been determined. The degree of importance of each criterion for the final apartment quality indicator is calculated using the method of pairwise comparisons. To account for the influence of negative parameters on the final rating, the mechanism of penalty coefficients was chosen. An own method for rating apartments has been proposed, taking into account both regulatory requirements for ensuring quality of life and user preferences. Testing of the developed method was carried out using the created prototype of the program on five sets of user preferences, demonstrating a change in the indicator of comparative importance in the matrix of pairwise comparisons according to the real estate quality criteria typical for these groups.

Introduction: Evidence exists demonstrating that integrated health and social care (IHSC) can support enhanced care for highly vulnerable and marginalized population groups. One such group are homeless women. Street Haven (SH) is a multi-service women’s agency that serves homeless women who suffers from the intersection of critical health, social and financial disadvantages living in one of the poorest urban neighbourhoods in Toronto, Canada. SH provides shelter, supported housing, addictions treatment and training support services. Over the past ten years, client acuity has increased the health and social care needs of vulnerable women. The pandemic has exacerbated this. Clients have experienced chronic homelessness which is connected to trauma. They also suffer from mental illness conditions, and chronic diseases including respiratory illnesses, and gastro-intestinal illness, and diabetes. Street Haven has engaged in integrated health and social care (IHSC) to ensure that more comprehensive care can respond to the increasing client care complexity. Approach: IHSC coordination with community partners have been undertaken in order to address unmet health and social care. Within the SH shelter services, partnerships with primary health care partners, hospital services and community-based crisis and mental health teams have been established. As a result, a primary care physician and psychiatrist can be accessed once weekly on site by clients. Homeless women are then attached to a physician and psychiatrist while accessing SH services. In addition, when clients experience crisis, community-based outreach mental health and crisis teams are dispatched by other organizations to SH locations. The SH addiction treatment residence services also integrate with psychiatry services with a community clinical services agency and with the community crisis team to introduce crisis and psychiatric supports for addiction service clients. Lastly, SH works with community policing to ensure that women who exhibit behaviours stemming from crisis, may have benefit of community policing services that provide SH and client with protection while offering crisis supports at the same time. They help to divert clients from hospital and correctional services. Results: IHSC enables SH to better meet the needs of its highly complex client base within its premises. Several benefits of the IHSC include the identification of unmet health and social care needs of our clients including psychiatric and mental health needs and management of chronic diseases and medication prescription needs; enhanced client community engagement through the referral and coordination of services with community health and social care partner agencies; minimization of crisis events on SH premise sites; and minimizing utilization of acute car and correctional services. The competencies that are absent in the organization are available due to IHSC. Lessons Learned: IHSC can act as a lever for women’s shelter and addiction treatment services to provide more comprehensive health and social care services. IHSC is crucial considering the austerity in government program funding in Toronto and Ontario. IHSC is another means to better serve marginalized, homeless and impoverished women to ensure that they have more equitable access to health and social care services especially where there is a gender-bias against women’s services in Toronto.

Introduction: Transitions in care (e.g., discharge to home) are stressful for patients, especially for older adults living with complex conditions. To bridge the care gap and improve the continuity of care across care transitions, a new model of care was introduced at a large metropolitan hospital in partnership with a community agency that uses patient navigators which are embedded in the hospital’s care teams, including emergency, acute, and rehabilitative care. Patient Navigators are regulated healthcare professionals with experience in care coordination to assist with care planning during a patient's hospital stay, and to support patients/families in their care journey to their home for up to 90 days. There is qualitative evidence demonstrating that patient navigators have increased patient/caregiver satisfaction at the hospital but further evidence is required to characterize the scope of practice of navigators to better understand how they are integrating with the larger clinical team. Aim∕Objectives∕Theories∕Methods: The purpose of this study was to characterize the scope of practice of patient navigators. The objectives were to identify the characteristics of patients who have been supported by a navigator and to determine the reasons for referral and intervention, service length, and post-discharge location. To accomplish this aim, a cohort observational study design approach was used, which included using clinical notes collected by the patient navigator as well as hospital decision-support chart data between November 2019 to November 2021. Frequencies and descriptive statistics were used to analyze the data. Highlights∕Results∕Key Findings: Of the 176 cases referred to the patient navigator, 28 were deemed not appropriate for the service, 53 received consults (3 days or less of support), and 90 were assigned to the navigator caseload. Of the 90 on the navigator caseload, the average age was 78.9 (SD=9.9) and 44 had a caregiver present to support them. The top reasons were: 1) service connection to community service; 2) housing related; 3) discharge planning, and 4) provider connection. The average service days was 74 days (Median=49 days). The post-discharge location were: home (66%), rehab/reactivation (15%), palliative/deceased (13%), long-term care (3%), acute care (1%), or unknown (2%). Conclusion: To our knowledge, this is the first Canadian study to describe a patient navigator program for older adults with complex care needs in a hospital setting. The finding suggest that patient navigators are playing an active role in helping older adult patients by linking them to appropriate services while also supporting patients and caregivers. The data illustrates that it is a high resource service, with clients receiving supports over a 74 day period, but led to a large proportion of clients being returned back home. Since this is a novel care model, the findings will help provide the evidence needed to make a case for implementing patient navigators. Implications: The Patient Navigator played an important role in advocacy liaising with health and social care providers in the community, and a critical role in discharge planning in the hospital providing follow-up support to patients/families while they transitioned back home for up to 90 days.

Public housing redevelopment is associated with the gentrification of neighborhoods. However, the Rental Assistance Demonstration (RAD), the largest redevelopment program in the U.S. to date, encourages preservation and introduces tenant protections that potentially limit gentrification-related displacement. In the first nationwide study of RAD's impact on neighborhoods, we linked administrative housing data with the American Community Survey and conducted difference-in-differences analyses of 1,141 neighborhoods across the U.S. to ask if RAD has induced changes associated with gentrification. We find that neighborhoods with redevelopment experienced larger gains in middle-class residents and larger losses in very low-income residents compared to similar, untreated neighborhoods. Neighborhoods with RAD also saw larger increases in rental housing costs, and these increases were largest in neighborhoods where redevelopment was extensive. These findings suggest that RAD contributes to gentrification. We use these findings to argue that policymakers must consider the housing stability of public housing's neighbors when planning redevelopment.
