Hong Kong has a population of 5.5 million with 1.3 million below the age of 15. Child psychiatry has been very under-developed until recently. The brief history and development of child psychiatry in Hong Kong, and specifically that of the Child and Adolescent Psychiatric Unit at the Prince of Wales Hospital, the teaching hospital of The Chinese University of Hong Kong, are described. Traditionally psychiatric services for children in Hong Kong were heavily skewed towards neuropsychiatric and developmental conditions but in this Unit a full spectrum of child psychiatric conditions are seen. Relevant clinical statistics are used to illustrate these differences as well as to further highlight the philosophy and practice of the Unit. Other aspects, such as undergraduate and postgraduate teaching, and research are also mentioned. The magnitude of child psychiatric morbidity in Hong Kong is briefly illustrated with a three-stage epidemiological study done in a primary school in a lower middle social class area. It was found that 16.3% of the children were psychiatrically disturbed. Emotional disorder, with a prevalence of 8.8%, was the commonest condition. Finally, the future development of child psychiatry in Hong Kong is discussed, addressing the disconcerting facts of a huge population and very limited resources.

The prison is specifically identified by Michel Foucault in his essay, ‘Of Other Spaces’ (1967), as an exemplar of “heterotopias of deviation”. Reified in neo-Victorian production as a hegemonic space to be resisted, within which illicit desire, feminist politics, and alternate narratives, for example, flourish under harsh panoptic conditions, the prison nonetheless emerges as a counter-site to both nineteenth-century and contemporary social life. This article investigates the neo-Victorian prison museum that embodies several of Foucault’s heterotopic principles and traits from heterochronia to the dynamics of illusion, compensation/exclusion and inclusion that structure the relationship of heterotopic space to all space. Specifically, I explore the heritage site of the Central Police Station compound in Hong Kong, recently transformed into “Tai Kwun: the Centre for Heritage and the Arts”. Tai Kwun (“Big Station” in Cantonese) combines Victorian and contemporary architecture, carceral space, contemporary art, and postcolonial history to herald the transformation of Hong Kong into an international arts hub. Tai Kwun is an impressive example of neo-Victorian adaptive reuse, but its current status as a former prison, art museum, and heritage space complicates the celebratory aspects of heterotopia as counter-site. Instead, Tai Kwun’s spatial, historical, and financial arrangements emphasize the challenges that tourism, government funding, heritage, and the art industry pose for Foucault’s original definition of heterotopia and our conception of the politics of neo-Victorianism in the present.

ABSTRACTBackground: This study examined the prevalence and risk factors for intimate partner violence (IPV) among Chinese older couples in Hong Kong.Methods: A population representative sample was surveyed.Results: The prevalence of IPV in older adults was found to be quite high in the present study, with a lifetime prevalence ranging from 1.4% to 53.6%, and a past year prevalence ranging from 0.4% to 36.1% for various forms of aggression. Results of logistic regression analyses showed that older persons who were younger among this “older” group, who were not employed, who had a substance abuse problem, who had witnessed parental violence during their childhood, who had a criminal history, who had a low level of assertiveness, who had an anger management problem, who experienced a low level of social support and/or experienced stressful conditions, were all more likely to fall victims of IPV.Conclusion: It is suggested that IPV in older couples is a complex phenomenon that is closely intertwined with other forms of domestic violence, including spousal violence, child abuse, in-law conflicts, and elderly adult abuse. Thus, before we have more definitive and concrete evidence that IPV in older couples should definitively come under the category of elder abuse or IPV, it is advisable to treat it under its own separate category of family violence.

“Starting a new chapter for Hong Kong together” is the campaign slogan shouted by Mr. John Lee, the new chief executive of Hong Kong, under the new background of Hong Kong’s development. To start a new chapter, the primary goal is to solve various social problems accumulated in Hong Kong in the past, so Hong Kong’s welfare system should be reformed. This paper first analyzes the development history, current characteristics and driving factors of Hong Kong’s welfare system, finds that the progress of Hong Kong’s welfare system has been slow and it is difficult to respond to new social problems such as the large rich-poor gap, aging population, and working poverty, although Hong Kong has relatively comprehensive social welfare as an developed region. Where will Hong Kong’s welfare system go to start the new chapter? Starting from the real situation, this paper believes that Hong Kong will inevitably move towards a “People’s Livelihood-Oriented Active and Moderate Inclusive” welfare system based on the new government’s policy address and budget.

In 1983 when The China Quarterly published a special issue on Hong Kong, I attempted to synthesize the history of its urban social life, coining the term “Hong Kong Man” to describe what I considered to be the emergence of an identifiable unique social animal. Hong Kong Man, I suggested, was neither Chinese nor British. I characterized him as quick-thinking, flexible, tough for survival, excitement-craving, sophisticated in material tastes, and self-made in a strenuously competitive world. He operated in the context of a most uncertain future, control over which was in the hands of others, and for this as well as for historical reasons he lived “life in the short term”.

This paper takes the social unrest in 2019 as a case study and identifies three factors that contributed to the radicalization of social protests in Hong Kong: globalization, digitalization and the U.S. meddling in Hong Kong affairs. First, with the deepening of globalization, the worsening of social-economic conditions had bred populism among the youth. Second, digital technologies and social media platforms also made it easy for young people in Hong Kong to protest in a more covert and radical way. Third, the U.S. support for the Hong Kong opposition leaders added fuel to the radicalization of youth protesters. All these factors finally led to radicalized social protests in Hong Kong. Nevertheless, following the implementation of the National Security Law in Hong Kong SAR, violent activities were largely stopped and social order was gradually restored.

With a focus on research conducted after Hong Kong reunited with China in 1997, this paper documents how the Nepalese immigrants living in Hong Kong processed their decision to either stay in Hong Kong or return to their home country. A review of 40 studies targeting Nepalese immigrants who chose to stay in Hong Kong found that these families were primarily influenced by: 1) their immigration history, including their roles as Gurkhas in the Hong Kong military and their contributions to the local labor force, and 2) their quality of living in Hong Kong versus Nepal. Among these 40 studies, only seven offered statistics with direct input from Nepalese research participants. Their responses show that the three different generations of Nepalese living in Hong Kong, while contributing to the cultural richness in Hong Kong, have experienced profound social exclusion. This article seeks to compile research findings to define issues facing Nepalese in Hong Kong and offers suggested solutions to the question: How can social workers help Nepalese in Hong Kong obtain economic and educational opportunities to enhance their quality of life? Implications for further research and social service interventions are explored with attention to social inclusion and promoting higher education opportunities.

The topic of public art and the role of public art in enhancing the cultural status of the Filipino community in Hong Kong is significant. This paper begins by introducing the Filipino community in Hong Kong, outlining its contributions to the citys economic and social structure as well as the difficulties it has had assimilating into Hong Kong society and dealing with issues like discrimination, cultural identity, poverty, and living conditions. Using specific examples, this article analyzes how public art may be a tool to encourage social and cultural development as well as how it might improve the cultural standing of the Filipino population in Hong Kong. The Filipino community in Hong Kong faces challenges related to cultural identity and social standing. They have made significant contributions to the citys development but have a tenuous social standing, often working in low-wage jobs with limited prospects for growth. And the community also faces difficult living conditions. The article as a whole emphasizes the value of public art in fostering cultural identity and fostering a more inclusive society. Additionally, it makes recommendations for how to change the current situation and the issues facing the Filipino community in Hong Kong, including defending their rights and interests and fostering their assimilation into Hong Kongs social culture.

PurposeThe purpose of this paper is to identify the major political and social effects of the Hong Kong National Security Law on Hong Kong. It is argued that the enactment of this Law allows Hong Kong not only to end its protracted political turmoil since its return to China in 1997, but also will generate the favorable conditions for long-term stability and effective governance in the territory.Design/methodology/approachThis paper is based on the author’s close observation of what had happened in Hong Kong in the year since the Hong Kong National Security Law came into effect on 1 July 2020.FindingsThe Hong Kong National Security Law has brought about significant changes in the political psychology of Hongkongers, the balance of power among different political forces, the ability of external forces to interfere in Hong Kong politics, the way Hong Kong is governed, the relationship between the government and the legislature, the activities in the educational and cultural sectors, and the behavior of the judiciary.Originality/valueThis paper would be of interest to scholars and people who are interested in the implementation of “One Country, Two Systems” in the Hong Kong Special Administrative Region (SAR) as well as Beijing’s new policy towards Hong Kong in the aftermath of Hong Kong’s unprecedented riots and violence.

Abstract To find empirical evidence for Schneider’s (2007) periodisation for the emergence of Hong Kong English, Evans (2014, 2015) scrutinised various historical documents, such as newspapers, council proceedings and jury lists. Taking the increasing use of the terms Hongkonger and Hongkong people during the 1980s as evidence for the emergence of a new Hong Kong identity, he argued that the Chinese population considered themselves part of the community. This paper systematises Evans’ (2014) approach by analysing terms denoting ingroup and outgroup members in English news discourse in Hong Kong from 1903 to 1999. By tracing changes in frequency, reference and discourse topics associated with the terms, periods of identity reconstructions are uncovered and Schneider’s and Evans’ periodisations reassessed. The study thus contributes to our understanding of the social dynamics in Hong Kong’s history, which are considered key to the emergence of Hong Kong English.

In recent years, the economic and social development and urbanisation of the Hong Kong region have shown a vigorous development under the implementation of one country, two systems. Historical studies of Hong Kong have also gradually received attention from the society and the academia, but the existing studies are relatively weak on the geographic location change of Hong Kong’s social development in modern times. This paper examines the process of geographic location change in Hong Kong in the modern era, in order to provide ideas on historical geography for the study of Hong Kong history. Although colonial rule brought Hong Kong deep sufferings and humiliation, making full use of its geographical advantages and actively seizing every opportunity for development, Hong Kong gradually arose from a small fishing village to a ccosmopolitan city. Its diversified economy, prosperous industries and active financial market have attracted investors and talents from all over the world. Hong Kong had gradually realized the transformation and development of modernization, and had become a shining pearl in the South China Sea.

Economic and Public Affairs (EPA) has been an integrated study of social, economic and political education for the junior secondary classes in Hong Kong since 1984, the year in which the Sino-British Joint Declaration on the Question of Hong Kong was signed. The Hong Kong students could, from then onwards have an opportunity to receive an education for citizenship, in preparation for the post-Joint-Declaration era from 1984 till the end of June, 1997. The scope of content in the three-year curriculum was analysed to have covered mainly the aspect of social education, while that for economic and political education was surprisingly insufficient, if a balanced ‘education for citizenship’ was intended. A revised syllabus with a set of new and re-arranged topics in social, economic and political education was proposed, to cater for the needs of Hong Kong students from 1996 to the beginning years of the new Hong Kong Special Administrative Region (HKSAR). It is extremely important and urgent for Hong Kong teachers to commit themselves more actively than at any other time in the Hong Kong history since 1841, to facilitate an education for citizenship in schools.

After its handover in 1997, Hong Kong has arguably moved to a neo-colonial situation, where many of its native inhabitants are facing threats from China in their daily lives and material conditions. This has given rise to a movement of resistance against the hegemony of China. Most English writing in Hong Kong have yet to pick up this recent socio-political tension, but in 2012, an English poem written by a mainland Chinese student studying in Hong Kong came under fire for its superficial criticism of Hong Kong from a mainland Chinese persona. The poem drew angry responses from Hong Kong netizens, who then created parodies of the poem to mock China. In this article, I consider this poetic exchange one of the few instances where mainstream social sentiments in Hong Kong intersect with the much neglected English writing of the city. This poetic exchange – the original poem and the various imitations – delineates the social, cultural and political fault lines between China and Hong Kong. The literary value, I argue, lies not in the individual poems, but in how this action-reaction communication alerts us, via poetry and English writing, to be sensitive to the neo-colonial situation of Hong Kong.

Abstract The current political crisis in Hong Kong is characterized by a level of social unrest that the city has not seen since the riots of 1966–67. After that earlier round of turmoil, the British colonial regime secured legitimacy through socioeconomic improvement in Hong Kong. “Prosperity and Stability” became the hallmark of Hong Kong's success, which extended into the period of political uncertainty in the 1980s. Transcending the handover of Hong Kong to China in 1997, this catchphrase was adopted as the slogan of the Hong Kong Special Administrative Region government in its bid for legitimacy through socioeconomic appeals. Against this perennial state rhetoric, grassroots protesters began to demand “Democracy and Freedom” around June Fourth. These public demands have escalated since the Umbrella Movement in an environment of socioeconomic regression. Examining these two pairs of keywords—prosperity/stability and democracy/freedom—this article underscores the contention in the legitimacy of governance in Hong Kong since the closing decades of British rule. This analysis indicates that it would be unproductive for the governing authorities or the protesters to deny the earnestness of either the political or socioeconomic assertions in the ongoing contention of legitimacy to govern Hong Kong.

This study aims to analyze the comparison of the primary school level school system in Singapore and Hong Kong, to analyze the comparison of the social studies curriculum at the elementary school level in Singapore and Hong Kong. The research method used is the library method with literature reviews from journals, books and other library sources. The results showed that; 1) The education systems in Singapore and Hong Kong have much in common. The school system starts at Kindergarten for 3 years, continues at the Primary or elementary school level. Then Secondary and College Level. The differences in the education systems of the two countries can be seen from the secondary or secondary school level; 2) The social studies education curriculum in Singapore and Hong Kong also has similarities as well as differences. The Social Studies curriculum at Elementary Schools in Singapore integrates the study areas of Geography, History, Economics and Sociology called Social Studies. Meanwhile, Hong Kong is included in the Personal, Social and Humanities Education group material as General Studies.

Purpose This paper aims to examine the development of Chinese medicine in Hong Kong and argues that Chinese medicine is not a mere healing practice but a discursive practice against its unique institutional context. Design/methodology/approach Reviewing the medical history in the colonial and post-colonial era, this paper delineates the dynamics between Chinese medicine and Western medicine, and the discursive shaping of Chinese medicine in Hong Kong. Findings While Chinese medicine in post-colonial Hong Kong is modernizing itself from a traditional medicine to the scientific Traditional Chinese medicine (TCM), it partakes in the decolonization and nationalization project and is geared towards the standardized TCM. Originality/value This paper proposed a critical cultural perspective in studying the discursive formation of Chinese medicine in Hong Kong.

This study examines changes in the cultural policy in Hong Kong amid the transformations of political economy in the 1990s, following the handover in 1997, and under the administration of three Chief Executives (and their teams) up to 2015. When reviewing the literature on cultural policies in Hong Kong, this study examines the interaction the policies have with the political-economic development in Hong Kong (within the scope of this study) and subsequently explores changes in the principles of the policies. In other words, this study attempts to understand the conditions under which cultural policies were formulated in Hong Kong (the conditions of the production of local culture). The analytical framework of this study is based on two observations of the political and social changes occurring in Hong Kong (1997–2015): (1) changes in the government’s governance attitude since the handover in 1997, and (2) a series of economic blows Hong Kong has endured since 1998. Differing from the ‘descriptive literature’ defined by Schuster, this study understands that these changes are a result of the influence of a postcolonial state and neo-liberalism on public policy formulation. It is argued that the Hong Kong cultural policy framework has shifted from checks-and-balances towards centralised market orientation.

LANGUAGE NOTE | Document text in Chinese; abstract also in English.本文的重點是從女性主義的角度思考墮胎問題。女性主義的貢獻,並不在於高舉女性的墮胎權比胎兒的生存權重要,而是讓我們跳出傳統倫理非此則彼的二元框架。女性主義確立女性是有能力作道德思考的主體,提倡透過聆聽女性的聲音,發展一套新的倫理觀——關懷倫理。本文的第一部分將會介紹關懷倫理的特色,包括考慮特殊處境的因素而非純粹應用普遍性原則﹔著眼於相互關係、而非個人權利。關懷倫理的重點並不在於平衡一己和他人之利益﹔更準確的說法,是不把各方利益對立,把自己和他人(包括胎兒)視作互為倚賴、相輔相承的整體。女性主義倫理主張從婦女的具體經驗出發,反對以抽象思維或假設性問題來探討墮胎。第二部分將會從婦女的實存處境來思考墮胎背後的問題。女性為何需要墮胎?甚麼原因造成意外懷孕?因姦成孕對女性有何影響?為何墮胎之中胎兒的性別多是女性?這一連串問題,讓我們超越墮胎的對與錯,進一步反思婦女所受的種種壓迫。最後的第三部分,將會把女性主義倫理結連到香港社會的處境,關注本地女性面對的壓迫﹔透過女性的經驗,揭示醫護人員、社工、傳媒等如何歧視尋求墮胎的女性,及對女性身體和情慾進行家長式操控。This paper aims to discuss the issue of abortion from a feminist perspective. It argues that the strength of feminism does not lie in its defense of women’s rights vis-a-vis fetal rights, but rather in providing a way for us to think beyond the either/or framework of traditional ethics. Feminism affirms women’s agency in moral reasoning. It develops and advocates a new kind of ethics – an ethics of care – by listening to the moral voices of women. The ethics of care is characterized by consideration more of the factors in a specific context than of universalizing principles, and an emphasis on the entirety of relations than on individual rights. In contrast to traditional ethics which presupposes an opposition between self and others, the ethics of care sees self and others as interdependent. It is not so much about balancing the interests of oneself and others. Rather, it concerns recognizing the falsehood of this polarity and the truth of one's and others' ( including the fetus') interconnectedness.This paper will be divided into three parts. The first part introduces the ethics of care and shows how women can transcend the framework of selfishness and self-sacrifice in their moral consideration of abortion. Feminism values women's lived experiences and opposes to discuss abortion in an abstract or hypothetical way. It directs us to look at the link between women's needs for abortion and the social practices that oppress women. The second part of the paper will situate the issue of abortion in a wider context of oppression that are faced by women, and hence exposes the problems of limiting the discussion of abortion to the standard questions about the moral status of the fetus. The last part of the paper is an attempt to discuss the issue of abortion in the context of Hong Kong through a feminist lens.One should not equate feminist ethics with liberal defenses of women's right to choose abortion. Feminist ethics yields a different analysis of the moral questions surrounding abortion than that usually offered by the more familiar liberal approaches. In the discourse of rights, the relationship between women and the fetus is understood as adversarial. An examination of the process of women's moral reasoning allows us to see that their decision whether to have an abortion is often based on considerations of the entire relationship which involves their responsibilities to the fetus and other parties (including their other children), rather than a problem about abstract deontology. Their experience points towards an ethics of care which may help us reconstruct the notion of right.To conceive abortion from a feminist ethics is to view the issue not as singular but as a set of inter-related issues. The question whether abortion is right or wrong cannot be answered in isolation from other questions which probe into women's experiences of abortion. Why do women need to pursue abortion? What are the causes of unwanted pregnancies and why are they so common across different age groups of women? Why do many women find it difficult to refuse sexual requests? What is the impact of rape on women and why did some victims fail to seek an abortion in an early stage of pregnancy? How would women's lives be affected if they are not allowed to pursue abortion? How shall we explain the phenomenon that most of the aborted fetuses are female? These questions demand us to go beyond focusing exclusively on the moral or legal permissibility of abortion that has preoccupied traditional ethics. Only by reflecting on the actual experiences of women and the conditions of domination and subordination that govern the relationships between men and women can we come to an adequate understanding of the moral issue of abortion.In Hong Kong, it is legal to perform abortion in private and public hospitals or at the Family Planning Association of Hong Kong. However, local women are not free from oppression or prejudice when they pursue abortion. Women's experiences reveal the existence of social agents in the perpetuation of an institutional power which restricts women's autonomy over reproduction and sexuality. Many medical professionals and social workers discriminate against those who choose to have an abortion. They usually impose their moral judgments and carry out a form of moral policing towards these women. Such discrimination leads women to try very hard in hiding the fact that they have an abortion. It is still a long road ahead to promote a real sense of understanding of and respect for women's choice in abortion. Public education often presents an over-simplified picture and misleading messages. Many women have yet to face the challenge of how to think beyond the framework of selfishness and self-sacrifice. This paper concludes by urging those who truly cares about the issue of abortion in Hong Kong to work hard to eliminate discrimination, to promote an understanding of women's decisions, to advocate women's sexual autonomy, to encourage equality and mutual respect in sexual relationship, and to fight for provision of more affordable quality child care services.DOWNLOAD HISTORY | This article has been downloaded 1753 times in Digital Commons before migrating into this platform.

Within the context of a critical discourse historiographical (CDH) approach to critical discourse studies (CDS), this article applies a range of theories to the Hong Kong Umbrella Movement, or Hong Kong Occupy Movement, to understand it as a discursive event. The CDH approach argues that a diachronic, historiographical approach can contribute to historiography, the writing of history, in that it can create first readings and interpretations of important events. The approach focuses on critical moments in discourse, of which the Hong Kong Umbrella Movement is considered an important one in the context of Hong Kong’s ongoing socio-historical development. Four theories are applied, in addition to the historical analysis, to further interpret the Hong Kong Umbrella Movement phenomenon: social movement theory, performance theory, identity theory and social action as text theory. It is concluded that the CDH approach to CDS and findings of the study may be useful in the consideration of other social movements and Occupy movements globally.

In the latter half of the twentieth century, Protestant churches in Hong Kong and institutions associated with them played a significant role in the daily lives of the people of Hong Kong. However, the role of ordinary people in the social functions of Protestant churches in Hong Kong during this period has rarely been explored in the previous literature. Interpreting several cases from written archives and oral history archives, this study aims to demonstrate how Protestant churches in Hong Kong held special significance as a public place for the ordinary people of the local community, who played an active role in these churches to serve the local community and derived self-satisfaction from doing so. This study also reveals how these local Protestant churches and the associated institutions emerged as a cultural nexus of power along with individuals who contributed to them to provide different types of welfare and social services to the community, which the colonial government in Hong Kong failed to provide.

Background and Aims: Hong Kong has one of the lowest fertility rates in the world at 1.1 children per woman. Prior studies focused on personal factors such as having a stable relationship and individual maturity as the most important conditions for parenthood. However, there is limited research about the relationship between individual perception of society and reproductive decision-making. Given that Hong Kong has experienced social turmoil such as the Umbrella Movement (2014), the Anti-Extradition Bill Movement (2019) and COVID-19 (2020) in this decade, this study explores whether the sense of social hope predicts fertility intention among Hong Kong childless adults. Method: Five Hundred and Four childless Hong Kong Chinese (Mean age=31.48±5.96) were recruited through community networks and social media. Data was collected between May and June 2022. The modified and translated Social Hope Scale (5-item) specifying “Hong Kong” was adopted to assess the participants’ level of social hope, with a 5-point Likert-scale of 1 (Strongly disagree) to 5 (Strongly agree). The overall internal consistency of the translated version was excellent ([Formula: see text]=.92). Self-constructed items regarding fertility intention and family formation plan were included. Results: 56.7% of the participants considered having children, yet only 28.8% of them had a concrete family formation plan. The average level of social hope was 2.24 out of 5. Regression analyses showed that social hope significantly predicted fertility intention ([Formula: see text]=.111, p<.05). As expected, there was no impact of the level of social hope on sexual desire. In a nutshell, the participants’ hopeful thinking for Hong Kong society predicts their fertility intention. Conclusion: Given the social and political uncertainties are expected to continue in Hong Kong, these findings call for an increased psychosocial and fertility education for citizens to have long-term parenting planning and policies that increase their sense of social hope thus increasing their fertility intention.

Bill Moyer observed that there are eight stages in a social movement: seeming normal, exposing injustice, ripening conditions, taking off, losing heart, winning the majority, reaping success and consolidating achievement. For more than 30 years, Hong Kong people have been striving for democracy. Applying Moyer’s model, Hong Kong should be now at a stage close to reaching its ultimate goal of establishing a genuine democratic system in the territory after years of work, especially the triggering event in September 2014 and the occupation during the Umbrella Movement. However, Moyer’s model cannot be mechanically applied to the case of Hong Kong in light of the unique situation faced by Hong Kong people. Hong Kong’s authoritarian sovereign holds the final key to Hong Kong’s door to democracy. Unless there is a significant shift in the balance of powers in the Chinese polity, Hong Kong’s democracy may be so near and yet so far.

This article attempts to theorize on the Hong Kong legal profession by examining the changing positions and roles of lawyers in three episodes of Hong Kong's recent legal history: use of Chinese as a legal language, the right of abode issue and the right of audience debate. In developing an indigenous theory (or indigenizing western theories), I suggest, attention must be paid to the social context - the long use of English as the sole legal language in a predominately Chinese-speaking society, and the special social-political functions of law in defending Hong Kong from China and of being a source of legitimacy for the government - in which Hong Kong lawyers find themselves and which distinguish them from their western counterparts. Thus, the theoretical framework I develop is one based on the concept of professional project, with due recognition to the social-political functions of the law in Hong Kong. I also argue that the concept of 'social capital' could provide a crucial connection between a Weberian self-interested reading and a Durkheimian altruistic reading of Hong Kong lawyers. It is further suggested that the framework, though inevitably of limited applicability to other societies, may shed light on the role of lawyers in other countries where law has also assumed a particular significance as a source of legitimacy for government.

Nationalism in the era of social media is more complex and presents new opportunities and challenges in different levels and contexts. Therefore, the paper hopes to contribute to understanding the roles of social media in identity presentation and formation in a transition society. Writing on Facebook is a civil practice. Thus, it chooses a typical and clear-cut Facebook fan page “Hong Kong National History” run by a nationalist and followed by over 5700 fans as a case study. Posts of the fan page are collected from 1 April to 31 December in 2017, and it analyzes the contents and forms of posts with content analysis. Then, the self-made digital publication “Hong Kong People’s History of the Thousand Years” attached to the fan page is analyzed with narrative analysis. Through the personal systematic discourses, this paper presents a special mode of user-generated content online and a civic Hong Kong story.

Probation in Hong Kong is part of a broader concept – a system for the rehabilitation of offenders and the prevention of reoffending. In this approach, the focus of the probation service is not on the crime itself, but on the unresolved personal and social problems that underlie criminal behavior (lack of employment, housing, drug addiction, etc.). With regard to the rehabilitation of offenders in this administrative region, there are legal regulations that have undergone several stages of improvement, a well-developed organizational system of rehabilitation and a set of proven methods of working with offenders. All this makes the Hong Kong experience interesting from the point of view of the prospects of possible borrowing. The paper considers the legal regulation, the history of formation and development of the system of rehabilitation of offenders in Hong Kong, the influence of the English experience on its formation; highlights the features of the organization of the rehabilitation system, as well as its advantages that contribute to the optimization of work processes. Probation in Hong Kong started with juvenile offenders and later extended to adults. Probation in Hong Kong is now a criminal law institution accompanying alternative sentences to imprisonment. Based on academic research, official publications of the Social Welfare Department (SWD) and the Correctional Services Department (CSD) of Hong Kong, and statistical data, the author explores specific measures of support for ex-convicts, social rehabilitation, and the effectiveness of their application. The author identifies the key points of effectiveness of the Hong Kong system of rehabilitation of offenders: well-built hierarchical organizational structure (departmentalization of the service); division of functions between the agencies supervising social welfare and correctional institutions; emphasis on the use of social work methods in the creation of rehabilitation programs; a wide range of rehabilitation programs targeting different groups of offenders; comprehensive nature of rehabilitation, involvement of family and community. In conclusion, the author’s vision of the prospects of using the Hong Kong experience in the Russian realities, coupled with the analysis of the new legislation on probation, is stated.

Background: The global increase in the ageing population underscores the importance of a holistic approach to gerontological research. Social frailty, a state of vulnerability, is a growing concern that significantly affects the well-being and health outcomes of older people. With Hong Kong projected to have the world’s largest ageing population by 2050, research on social frailty within this demographic is crucial. This study aimed to assess the prevalence of social frailty among older adults in Hong Kong and examine its association with demographic characteristics. Methodology: A cross-sectional survey was conducted using data from an online survey on older adults in Hong Kong, yielding 200 respondents. The survey encompassed demographic details, the Social Frailty Scale (SFS-8), and health-related factors. Results: Participants were categorized into three groups: social non-frailty (SNF, 41.5%), social pre-frailty (SPF, 34.5%), and social frailty (SF, 24%). Spearman’s rank correlation analysis revealed that self-rated health status negatively correlates with social frailty (SF) (r = −0.19, p < 0.001) and the number of diagnosed health conditions (r = −0.29, p < 0.001) but positively correlates with education level (r = 0.14, p < 0.05). Notably, the SPF group exhibited the highest prevalence of high cholesterol, hypertension, visual impairments, and diabetes, followed by the SF and SNF groups. No significant relationship was found between gender and SF, the total number of diagnosed health conditions and SF, or individual chronic diseases and SF. Conclusion: This survey on social frailty among older people in Hong Kong found a higher prevalence of pre-frail and socially frail individuals compared to other regions. While many benefit from strong social support, socially pre-frail and socially frail individuals have reduced interactions, highlighting the importance of social connectedness. The higher incidence of social frailty, especially among the pre-frail, underscores the need to consider Hong Kong’s unique socio-cultural and economic contexts. As the first of its kind in the region, this study paves the way for further research and emphasizes the need for culturally appropriate assessment tools to better understand and address social frailty.

Abstract The often-heated debates concerning Hong Kong's literary representations all take as a premise that Hong Kong has an urban identity, defined by its mythic transformation from a fishing village to a metropolis. On the return of the sovereignty to mainland China in 1997, the discourse stresses Hong Kong's exceptional status, reflecting a general anxiety that Hong Kong could be replaced by or even become just another Chinese city. This anxiety for the future is evident in an ecocritical turn, manifested in both the social realm (popular movements and organic communities) and artistic circles (independent cinema and literature). This article looks at Hong Kong literature—Wu Xubin's 吳煦斌 (1949–) stories, Dung Kai-cheung's 董啟章 (1967–) literary experiments, and a recent edited volume about plants—to determine how ecotopian imaginaries and cultural identities are closely linked to different moments in Hong Kong history. The author finds that the ecocritical turn in Hong Kong literature has opened a new space for Hong Kong's postcolonial identity.

The social organization of South Asian Muslims in Hong Kong is unique in that their separation and isolation into a cohesive ethnic group is a relatively recent phenomenon. Communal orientations have undergone substantial change over time, often paralleling the kinds of changes occuring in Hong Kong as a result of its relationship to the British Empire. This paper seeks to understand the characteristics of the early South Asian Muslim community in Hong Kong and contrast these with social themes which are found in the contemporary community so as to discover the principles underlying social cohesion and cultural identification within this group.

Objective - This study considers Chinese youth cinema as a historical object that represents the gamut of social practices and styles of production. Methodology/Technique - The authors examine the historical development of young people for tracing how different social and historical contexts interpret the Chinese young people's world. Findings - The youth films produced in the major Chinese regions—Mainland China, Taiwan and Hong Kong—illustrate how much social practices dominated the film content and style. For instance, youth genre in Hong Kong, once prevalent in the Cantonese cinema of the mid and late 1960s, blended musical and melodrama by dormant with the rise of martial art films. Novelty - This study attempts to elaborate some films featuring young people in Mainland China, Taiwan and Hong Kong, and to review the histories of youth cinema in these Chinese regions. The Chinese youth film outlines how, in Chinese communities, the category of youth historically functions as a significant site of ideological inscription that displays its struggles towards an idealized future. Abstract Protests and social movements have become part of Hong Kong’s local politics since the 1970s. However, protests against the proposed extradition bill in 2019‒20 turned out to be the most violent political mass movement in Hong Kong after its return to the People’s Republic of China in 1997. It not only drew wide international attention but also evoked another round of “news war” over Hong Kong (Lee et al. 2002). This special issue collects six articles which address the representations of the protests in Hong Kong by different parties on different media platforms. Adopting a critical discourse analysis approach, these studies examine discursive strategies employed in media representations of the protests and the ideologies and power struggles at play. It aims to present different perspectives towards the issue and shed light on the complex relations between language, media and politics in the representations of the Hong Kong protests.

Abstract Following the 2014 Umbrella Movement, Hong Kong society has witnessed a series of fights between social (youth) activists and its Special Administrative Government (SAR). What was at stake really boils down to the issue of Hong Kong’s self-positioning vis-a-vis the rising economic and political strength of Mainland China. This issue is certainly nothing new, given that most cultural discourses in the 1990s, both within and outside Hong Kong, have focused on the city’s postcolonial status after the handover. This article therefore proposes to approach such an issue from the perspective of the Sinophone to bring to light how cultural production in Hong Kong can generate alternative thinking. It considers specifically a literary work by a native Hong Kong writer, namely, Dung Kai-cheung’s Atlas: The Archaeology of an Imaginary City (Atlas), through the lens of translation. By analysing how Dung Kai-cheung engages in three levels of translation to paint a kaleidoscopic image of Hong Kong, this article shows how the concept of Sinophone can inspire, enlighten and even question existing knowledge about Hong Kong’s history and culture. Eventually, Atlas, shown as deprived of a nativist or nationalistic discourse, creates new epistemic possibilities for understanding Hong Kong. As part of the ongoing global Sinophone cultures, Atlas also exemplifies how Hong Kong can be imagined to hold an equally important position vis-a-vis Mainland China.

Research on Hong Kong identity has focused on several pivotal periods (the 1997 Handover, and the 2014 and 2019 protests), which situates local, postcolonial Hong Kong identity as oppositional to a national Chinese identity. While these time points are critical, it is also important to attend to earlier Hong Kong media, including humorous works. Better understanding of how Hong Kong humour operates expands our knowledge about humour, identity and media studies beyond the prolific cinematic output. This article reports on the content analysis of 8.8 hours of the sketch comedy show, 雙星報喜 (The Hui Brothers Show) 1971–72. The Hui brothers broke the ‘two fools’ tradition of vernacularized and self-deprecating comedy by incorporating content reflecting Hongkongers’ everyday experience and coinciding with a rise in television viewership. We report three representative themes: (1) luxury and novelty, (2) social commentaries and behaviour governance and (3) the normalization and centring of working-class lifestyles as ‘Hong Kong’ lifestyles. We argue that these themes from the 1970s have planted the seeds to Hong Kong identity boundaries that have been (re)constructed and (re)imagined in contemporary Hong Kong history thus offering opportunities for collective self-reflection about what it meant to be a Hongkonger then and what it means now.

AbstractWhat is a British colony for, and who is it for? These were the questions at the crux of a public debate in 1933 in Hong Kong sparked by a British resident claiming to have formed an organization for the “protection and advancement” of the “British white race.” This article explores how anxieties about fascism, white privilege, and “others” in the empire allowed the very idea of such a political movement to be elevated to the subject of heated debate. The discussion on British unemployment, poor whites, and European “intruders” in the colony tells us less about the actual socioeconomic conditions that Hong Kong Britons faced than about their subjective experience of being “British” in an imperial context. The articulation of imperial anxiety also shows us how the fluid, ambiguous borders of whiteness and Britishness were negotiated at the intersections of nationalism, ethnicity, class, and race. Highlighting the global perspectives demonstrated in the debate and the various transnational networks across Hong Kong, this article argues that the debate was as much about global sociopolitical circumstances as about what was happening in Hong Kong. It therefore offers a timely opportunity to rethink how the local, “national,” regional, and global were interwoven in the “global 1930s,” even among the English reading public in the British colony of Hong Kong.

Abstract This essay reexamines two Sinophone literary uchronias, i.e. Malaysian Chinese (Mahua) author Ng Kim Chew’s dystopian account of the People’s Republic of Nanyang, and Hong Kong writer Dung Kai-cheung’s fabrication of the history of a disappeared street in Hong Kong. As representative pieces of Sinophone literature, these two literary uchronias not only rewrite the authors’ local histories but also bring together a critical examination of the geo-political conditions in the Sinophone sphere. Reflecting on the spatialized and materialist models of world literature studies, this essay aims to investigate the Hong Kong-Mahua link in terms of their world-making power.

Hong Kong is a typical global city with growing levels of substandard housing and a reduction in basic living quality. The government implemented a policy of transitional social housing (TSH) in 2018 to enhance the livelihood of low-income families. Nam Cheong 220 (NC220) is the first structural steel TSH project in Hong Kong. This study aims to evaluate the social impact and effectiveness of the project, and quantitative data were collected from individuals in three stages between 2020 and 2022. The first stage (T0) involved interviewing 106 successful applicants of NC220, followed by 91 participants in the second stage (T1) and 88 in the third stage (T2). Longitudinal analysis was implemented to scrutinize the changes observed over time, namely that the living area per capita substantially increased and housing expenses per capita decreased significantly due to residents’ relocation to NC220. Housing conditions and community problems also showed significant improvement. Living satisfaction, neighbour and family relationships also demonstrated positive changes. The most difficult issue for residents was finding suitable housing after staying at NC220. The findings reveal that the first TSH in Hong Kong as an intervention significantly improved the housing circumstances of residents. The social dimensions of housing for enhancing residents’ well-being is worth additional attention.

Abstract Focusing on a period of just over two decades (1997-2023), this essay charts how the most salient approaches to valuing and defending the arts in Hong Kong reflect the changing political circumstances of the city. I select two approaches for close analysis. Emphasizing the private and public value of the arts, the first approach reflects efforts to reinvent Hong Kong in the wake of the handover to the People's Republic of China in 1997. Influenced by significant social unrest in 2014 and 2019, and by the introduction of the National Security Law in 2020, the second approach seeks protection for the arts through collaboration with the sciences. The exceptional conditions that Hong Kong offers for meaningful arts-related work are identified to facilitate international comparisons.

Abstract Churches in Hong Kong have served as contractors to the state since its British colonization. To secure their political and social privileges, these churches have often been fashioned into apologists for the state. This mentality was not widely challenged until the 1980s. Since the 1984 Sino-British Joint Declaration, some Hong Kong church leaders, theologians, and laypeople have started to articulate a democratic vision for civil society. This paper employs the notion of “religious activism” as an analytical framework to examine the role of Hong Kong Christianity in the pro-democracy movement. The influential voices and actions of Christians in 1984, 1989, 2003, 2014, and 2019 are chronologically summarized. Each political event triggered divergent reflections on the political participation of Christians. This paper offers an analysis of genealogical narratives of Christian activism and offers a prediction on the future of this political participation, particularly under the imposition of the National Security Law.

Hong Kong has a history punctuated by waves of immigrants and influxes of expats, especially during years of wars, famine, and drastic social changes. The wide wealth gap among different classes contributes to the diverse cityscapes within walking distance of one another. Street photography in the international and multicultural metropolis has continued to fascinate photographers – some sojourning and others rooting. With two sets of photos – from British traveller Nick Howard and Hong Kong native Phil M.F. Shek – laid side by side, this essay questions the meanings generated through the juxtaposition of these images. Since the photo sets were taken in the 1950s and the 2010s respectively, does the time gap make a statement about Hong Kong today?

Purpose Previous research has documented the ways that migration contributed to the rise of Hong Kong as a global city by the early 1990s. Much academic attention has been paid to the causes of labor migration and issues related to the adaptation of migrant workers in Hong Kong. Based on a review of such studies, the purpose of this paper is to describe three representative groups of migrant workers in Hong Kong and discuss how research on migrant workers in Hong Kong has provided new insights to the global city literature and to the study of development and migration. Design/methodology/approach This paper reviews published works regarding migrant workers in Hong Kong since 1996. Discussion focuses on three representative groups: high-skilled immigrants from developed countries, low-skilled migrant workers from less developed regions and mainland Chinese immigrants. Findings Findings suggest that the migration patterns and challenges of the adaptation of migrant workers in Hong Kong correspond largely to the social polarization thesis proposed by global city literature. However, Hong Kong is unique compared to core global cities in the USA and Western Europe due to its special power relationship with mainland China and its colonial history, which have a significant impact on immigrants’ decision to migrate and their post-migration integration. Originality/value This review paper provides a better understanding of migration and development, and highlights new factors that contribute to reasons for migration and challenges of integration for migrant workers in the host society.

The purpose of this study is to examine the experiences of top universities in the field of blended education in different countries in order to develop and improve the quality of Blended education in Iran’s universities. Blended learning as the third wave of learning environments, afterwards face-to-face and electronic environments in universities and educational organizations to respond to changes in society (including and most importantly, the pandemic of Covid-19 virus) with the aim of enhancing the quality of learning, border on expanding the scope of coverage and cost reduction. In order to reach appropriate solutions in this field, the researcher has used the qualitative research approach and the comparative study method. The selection of top universities (Boston of USA, York of Canada, Manchester of England, Hong Kong education of China, Open University of Malaysia) in the field of blended education based on the official reports of the Times (2021), which considers teaching and learning in the Covid pandemic era and online education, and ranks universities. This approach is aligned with the purpose of the study and made the selection of universities possible for this study. In addition to the ranking of universities, geographical distribution and availability of data were considered in this regard. Count on theoretical foundations, specifically in the realm of the exploratory community, in addition to examining the concept and approach of the university to Blended education, categories such as the structure of the higher education system, the type of university, policies and strategies, management style, educational resources, educational and technological supports, teaching style, the tools and evaluation system were selected and then George Brody's four-stage model was used to analyze the collected data. The findings show that all five universities have officially presented a specific and systematic definition of Blended education and in this regard targeted activities such as the development of technological infrastructure, educational and technological supports, efficient teaching methods according to the nature of Blended education in this course have followed. As a result, a look at the structure and type of the higher education system of these universities illustrate that those who have enjoyed more independence have predicted a more creative planning and strategy in relation to the studied components. The support system in all five universities is prepared according to the cultural and social conditions of the audience. Teaching and face-to-face interactions between students and professors are carried out in regional units, and it is in this regard that students can benefit from professors' guidance in online classes and using software capacities during offline training. In all the studied universities, formative and final evaluation have been used to monitor the quality of the course. According to the results and these three strategies (educational changes, social changes, and cultural changes), and taking into account the existing infrastructure of virtual education in Iran, some lessons have been proposed for Blended education in Iran’s universities.

Purpose This paper aims to analyse how both Lin’s birthplace identity and his Christian identity contributed to his fruitful public career and to ascertain which identity became the most significant. Design/methodology/approach Archival research is the main method used in this paper. The most important archives drawn from are the Daniel Tse Collection in the Special Collection and Archives of the Hong Kong Baptist University Library. Oral history has also been used in this paper to uncover more material that has not yet been discussed in existing scholarly works. Findings This paper argues that although Lin’s birthplace identity and social networks helped him to start his business career in Nam Pak Hong and develop into a leader in the local Chaozhou communities, these factors were insufficient to his becoming a respectable member of the Chinese elite in post-war Hong Kong. He became well known not because of his leading position in local Chaozhou communities or any great achievement he had obtained in business but because of his contribution to the development of Christian education. These achievements earned him a reputation as a “Christian educator”. Thus Lin’s Christian identity became more important than his birthplace identity in contributing to his successful public career. Originality/value This paper has value in showing how Christian influences interacted with various cultural factors in early Hong Kong. It also offers insights into Lin’s life and motivations as well as the history of the institutions he contributed to/founded. It not only furthers our understanding of the Chinese Christian business elite in early Hong Kong but also provides us with insights when further studying this group of people in other British colonies in Asia.
