Since the mid-1980s, both Shanghai and Hong Kong have implemented health insurance reform to contain healthcare costs. But the reform result in these two places represents polar extremes. While Shanghai witnessed a revolution in healthcare financing in 2000, Hong Kong remains status quo on healthcare financing. Using the theory of historical institutionalism, this study examines how the complex interplay of forces affects health insurance reform implementation in these two places. It finds that Shanghai succeeded in implementing health insurance reform because of contextual influences, ideological shift, policy feedback, the authoritative political institutions, the dominance of key bureaucratic stakeholders in health insurance reform process, the endorsement of new ideas, and the decentralization power given to local governments. On the other hand, it finds that Hong Kong failed to implement any health insurance reforms in 1993 because of a more democratic political system, policy feedback, the persistence of old ideas, and a robust economy. Besides, it finds that the government failed to implement healthcare financing reforms in 1999 and 2000 because of a disjointed political system, difficult economic circumstances, the new idea lacking public acceptance, policy feedback, and the institutionalization of old ideas.

Rapid growth in the number and proportion of older people in Hong Kong is shown to have taken place since the late nineties. The substantial increase in the number of older people (particularly the old-olds) and their declining ability levels accelerated the need for long-term care, including residential care. This has exerted heavy financial pressure on the government. Subsequently a new policy - the ‘Standardised Care Need Assessment Mechanism’ (SCNAM) - for elderly services was introduced in November 2000; giving rise to both intended and unintended consequences. In this cross-sectional and longitudinal study of the populations of two older peoples residential homes, the focus is on evaluating the outcome of the policy (SCNAM), which intended to target care on older people ‘in greatest need’. It explores how the profile of residents in long-term care has changed since this policy implementation. Specifically, the dependency characteristics of residents (including their physical health, functional status, cognitive levels, and degree of frailty) in two care homes of the Helping Hand charity in Hong Kong between 1990 and 2006 are compared. Moreover, the study explores whether the changed populations in these homes suggest greater efficiency and effectiveness in the allocation of residential care. It examines impacts on the costs of care, particularly relating to staffing and funding across a 16-year interval. Furthermore, the outcomes of residential care are assessed in terms of the quality of interaction between staff and residents, and participation in various kinds of social activities within the home. Efficiency is judged not by cost per person alone, but by the ratios of costs to outcomes. Findings in the study show that the quality of publicly-funded residential care in Hong Kong fell over the period, and this evidence puts any suggestion of greater efficiency in doubt. Most importantly, the quality of life of residents has been adversely affected and this is an ‘unintended consequence’ that needs to be taken into account by the policy-makers. Throughout its recent history Hong Kong has adopted a residual model of welfare, in which the government’s paramount focus has been on economic development. This is clearly reflected in the provision and financing of long-term residential care homes as operated under ‘a mixed economy of welfare’ system, in which the government only assumes a role as a funder. Other crucial issues such as the quality of care by front-line personal care staff as well as the quality of life of residents are largely outside of its policy concerns. Current evidence shows that better targeting and lower unit costs have been achieved in the two Care Homes of the Helping Hand, but at the expense of the effectiveness of care. The policy shift has produced new winners and losers. A focus on controlling the costs of public support for older people amounts to what Titmuss (1968, p.133) called a price that some pay ‘for the costs of other people’s progress’.

Family support is the central pillar of old-age income security in Hong Kong and Singapore. But demographic ageing, among the fastest internationally, implies fewer adult children to provide support, while the public pension systems remain lean even by East Asian standards. Future elderly cohorts therefore face growing risks of financial hardship. This study examines the current extent of this problem, its prospects in the coming decades, and the possibilities of pension reform. It is unique in combining historical and prospective approaches towards policy causes and effects within a comparative framework. First, it analyses work, incomes, and living arrangements among elderly persons in 1995/1996 and 2005/2006 using microdata from national surveys. Next, it models possible living arrangements, income sources, and pension outcomes for future elderly cohorts using a macrosimulation model and illustrative cases. Finally, it examines the historical factors affecting pension policy development and assesses the potential for reform. Elderly poverty is more serious than often acknowledged—three quarters of elderly persons have incomes below 40% of the median wage, including a quarter of those in work in Singapore. Children‘s transfers are prevalent and large, while co-residence boosts elderly incomes on a household basis. But co-residence is already falling. By 2030, half of elderly persons may not live with their children. Almost a third may have access to neither market income nor children‘s contributions. Pensions are estimated to replace less than a third of men‘s final wage and are equivalent to a quarter or less of the median wage for women. Although developmental policy paradigms disfavour generous public pension systems in both places, explicit policy demands by the public keep up the pressure on policymakers in Hong Kong. In Singapore, reform prospects may depend on the growth of ideational competition and the availability of policy proposals to focus public concerns and rejuvenate policy thinking.

(Uncorrected OCR) Abstract of thesis entitled Beauty Myth in Hong Kong submitted by Lai Hoi Van for the degree of Master of Philosophy at the University of Hong Kong in February 2000 After the first and second waves of feminism, women in Western societies have the right to vote and work in public. However, in late capitalism, many scholars proclaim images of female beauty are used as a new political weapon against women's advancement. This weapon is the beauty myth. The general popularity of feminine culture of beauty and the abundance of related beauty consumption can be observed in Hong Kong. In order to find out how the beauty myth is operating in Hong Kong and whether women are the victims being hindered from social advancement because of the beauty myth, the case of Hong Kong is investigated. There are two parts of the research. The first part makes use of secondary and primary data on the positions of women in Hong Kong to construct the dominant standard of beauty. It is found that the positions of women in Hong Kong are not as advanced as women in Western developed countries in terms of work, education and family. In addition, the existence of a dominant standard of beauty can also be found in Hong Kong from analysis of beauty parlors, magazines and beauty guidebook contents. The second part of the research is an ethnography of 13 respondents who are supposed to be the victims of the beauty myth. It is discovered that they generally accept the dominant standard of beauty but negotiations and personal politics are detected in their daily encounters with the myth. They are not "cultural dopes" but express certain degrees of agency. They actively make choices under the circumstances not of their own making. In their beauty practices, they find the specific women's community and knowledge, in which pleasure is intertwined. Combining the macroscopic and the microscopic parts of research, women's pursuits of beauty should not be narrowed down to a totalitarian statement. For the advancement of women in Hong Kong, the present forms of beauty need not be abandoned. More perspectives and options in terms of beauty and other aspects of life such as work and education, have to be provided for women, as well as for men. The positions of women in education, work and family can only be advanced with the general political awareness of women and the struggle to change the structure. To advance the structure, the present ideologies of femininity and masculinity based on dualism have to be changed. Education, mass media and the present feminine communities of beauty can be viewed as the sites promoting a new political awareness.

The study is undertaken with an intent to understand the development of structured employment systems within Japanese retail companies overseas. A majority of existing studies on Japanese international management focus on national origins as a major source of the core-periphery distinction within Japanese companies overseas. In addition, the structured employment systems model incorporates skills, profession, hierarchy, employment status and gender as well. The four Japanese companies employ various employee groups by different human resource management practices — recruitment and selection, pay and benefit, and training and development - involving varying costs. These differences are reinforced by the fact that different employee groups are managed by different organisational practices —job assignment, communication and decision-making. Thus, employees are employed in different labour market systems. The Japanese companies possess four structured employment features - polarisation between Japanese and local employees, polarisation between local professional staff and local employees with low skills, casualisation of local employees with low skills, and under-utilisation of female staff When compared with the employment systems of the British company and existing literature, Japanese MNCs tend to polarise between Japanese and local employees, and under-utilise female staff because of the characteristics of Japanese culture. The polarisation between local professional and staff with low skills, and casualisation are mainly attributable to the sectoral/technological characteristics of the retail industry, and the contextual factors of the company. The ethnocentric management approach persists in all Japanese case companies. Although market pressures have induced certain changes in some Japanese companies to make fuller use of local professional staff, they have not introduced fundamental changes in the employment systems in providing equal employment opportunity for all local employees. It is suggested that this ethnocentrism could adversely affect the development of Japanese retail companies in a business environment requiring adaptability to local market and preferences.

Research on acculturation has been evolving over the past few decades; however, with very limited research focusing on the acculturation experiences of South Asians in the Hong Kong context, this study helps to fill the research gap by examining the acculturation experiences and adaptation of Pakistani and Nepalese adults in Hong Kong. The dearth of information on the acculturation process of South Asians prevents us from fully comprehending the factors that facilitate or impede their adaptation. By incorporating Berry’s acculturation research and Ward and colleagues’ work on adaptation as the theoretical framework, this study investigated important psychosocial constructs such as the impact of acculturation orientation, perceived discrimination, acculturation stress and social support on psychological and sociocultural adaptation. This study adopts both quantitative and qualitative approaches. Using a cross-sectional research design in the first part of the study, data was collected by means of convenience sampling from a total of 402 Pakistani and Nepalese first-generation adults. Two focus groups were then established after preliminary analyses of the quantitative results, providing more in-depth understanding and context-specific explanation in interpreting relationships among variables. Moreover, the focus groups also provided the opportunity for study participants to augment and supplement the quantitative data. Quantitative data were analyzed with a series of analysis of variance and hierarchical regression analysis. The results of this study highlighted the levels of complexity apparent in the dynamic process of acculturation among Pakistani and Nepalese immigrants in Hong Kong. For the Nepalese, factors such as integration strategy, higher level of orientation towards the host and heritage culture, as well as perceived social support, were significant predictors for life satisfaction. Acculturation orientation to the heritage culture, the separation strategy, and acculturative stress were significantly associated with psychological distress. On the other hand, sociocultural adaptation was more predicted by the acculturation orientation to the host culture and the heritage culture, the integration strategy, acculturative stress and perceived discrimination. Marginalization strategy was associated with lower life satisfaction, higher psychological distress and more difficulties in sociocultural adaptation. For Pakistanis, gender and perceived social support were indicative of life satisfaction, whereas perceived discrimination and acculturative stress emerged as significant predictors of psychological distress. Sociocultural adaptation was more strongly predicted by education level, proficiency of the host language, the integration strategy, perceived discrimination and acculturative stress. The marginalization strategy showed significant negative effects on sociocultural adaptation. Acculturative stress and perceived discrimination both had direct and indirect effect on adaptation outcomes that were partially mediated by perceived social support. This observation highlights the important role that social support plays in both acculturation and adaptation processes. Additionally, the focus group data analyses revealed that education for their children is an important area of concerns among the study participants. With the findings of this study, implications for practice and policy for South Asians are also presented. The methodological and research limitations and the directions for future research are discussed.

Background: The association between socioeconomic status (SES) and diet habits has been identified in many studies across the globe. However, studies about association between SES and dietary habits are limited in Hong Kong, especially among the adolescents. Therefore, this study was proposed to identify some of the SES measures and their association between some dietary choices among this population. Objective: The primary objectives in this study is to describe the association of diet with socioeconomic position among Hong Kong‘s adolescents, and to assess whether the results differ depending on which indicator, parental education, parental occupation and family affluence, is used. Method: This is a cross-sessional study carried out on 21,721 participants who are in Form 1 – Form 7 from 42 schools. Demographic variables; three SES measures: highest parental education, highest parental occupation and family affluence; and consumption frequency of four food groups: vegetables; fruits; high-fat foods; junk foods and soft drink were obtained and assessed by a standardized questionnaire. In cross-sectional analysis, multivariate logistic regression was used to identify association between the four food groups intake frequency and the three SES measures. Result: Parental education is not found to be significantly associated with sufficient consumption of vegetable nor moderate/high consumption of high-fat foods and junk foods/ soft drink. However, it is found that adolescent with the highest parental education level (post-secondary level) have a higher likelihood of consuming sufficient fruits (OR, 1.43; 95% CI, 1.24 to 1.65). Similarly to parental education, parental occupation is also found to be not significantly associated with sufficient consumption of vegetable and moderate/high consumption of high-fat foods, junk foods and soft drink. Conversely, a higher occupational status of the parent is associated with a less likelihood of the adolescent consuming sufficient amount of fruits. In terms of family affluence, a higher perceiving family economic status is found to be associated with a decrease tendency of consuming moderate-high consumption of junk foods and soft drink (OR, 0.71; 95% CI, 0.53 to 0.96). Conclusion: This study finding does not support the use of parental education and occupation as a proxy to measure the association between SES and dietary habit. On the other hand, findings implies that subjective appraisal of one‘s family affluence is a good determinant of sufficient intake of particular food groups.

This cultural research explores the relation between racial representation and emotions/affects as part of the struggle for racial minorities’ visibility. It is informed by conjunctural theory in cultural studies, with the use of textual narrative and affective analysis. It focuses on Hong Kong’s television culture as a site for context configuration, or conjuncture, for constructing the inter- and intra-ethnic relations between the dominant ethnic Chinese and ethnic minorities (EMs), via the production of emotions. Chapter One introduces a conjunctural understanding of the construction of EMs in Hong Kong through revisiting some of the most prominent theoretical works that explore the transformation of Hong Kong identity, in order to point out an underlying Hong Kong-Chineseness as a cultural center, and to argue that the demand of the present conjuncture is to respond to the necessity of generating an alternative “EM- context suitable for reimagining Hong Kong identity. Chapter Two attempts to map out this “EM-context by reviewing the major popular non-Chinese figures on TV, namely Louie Castro, Gregory Rivers (known as “Ho Kwok-wing) and Gill Mohinderpaul Singh (known as “QBoBo) in order to study how their particular cultural visibility can open up ways to rethink the problems surrounding visibility. The narrative affective approach to study racial relations is applied to the reading of No Good Either Way (TVB) in Chapter Three and Rooms To Let (RTHK) in Chapter Four. Together, these two core chapters explore the affective configuration of “anxieties and “shame in the two TV programmes. It is suggested that these affective landscapes help position EMs as either a “sweetened trouble-maker (in the work place) or “assimilating neighbor (in the domestic sphere), both of which fall short of being able to construct a new context/conjuncture for understanding the cultural presence of EMs. This research rejects the study of race/ethnicity through content analysis of stereotype, and opts for an approach that reads affects and narratives in the search not for representational visibility, but for what is termed “conjunctural visibility. Ultimately, Chapter Five concludes with a discussion of the dynamics of “soft and “hard representations of the ethnic other: the former in the mode of “sugarcoated racism which involves the figure of EM as the sweetened troublemaker appealing for audience’s sympathy, and the latter in the form of public pedagogy aimed at educating the audience (through shaming) to treat their EM neighbor as the assimilated other. This research study aims at making a small contribution to the understanding of the struggle for conjunctural visibility among EMs in Hong Kong.

Offshoring, as part of globalisation, first started decades ago with manufacturing processes disintegrated along the global value chain and dramatically redistributed to low-cost regions. The next global shift of work involving ICT-enabled business services has arisen since the 1990s, especially featuring the success of India’s supplier role. The possibilities for the Global South to move up the value ladder are well demonstrated by the achievements of the newly industrialised economies in East Asia in the first shift and of India in the second. In the services sector, however, potential for upgrading is conditioned by quality-based elements, such as trust, culture and language, which vary both between producing and market areas. Flows are increasingly multi-directional, requiring attention to the neglected issue of demands from fast-growing Southern economies. So how do locations and firms in the Global South attempt to upgrade in the regime of rising services offshoring? The Indian experience especially in serving Anglophone markets in the Global North has been widely documented – but not that of East Asian economies, with their distinct characteristics and strong historic, ethnic and cultural ties with each other. This study examines the upgrading possibilities and constraints of China, Hong Kong and Singapore along the global services chain. For cross-case analysis, it focuses on three specific sets of services, including information technology, finance and accounting, and customer contact services. The concepts of global value chain, competitive advantage and capabilities are applied to reconstruct the phenomenon of services offshoring from both the demand and supply perspectives in the selected locations, and synthesise the dynamics between locational characteristics and firm strategies. A series of distinct upgrading strategies are identified, involving mixes of manufacturisation, knowledge-intensification and deepening relational capabilities to exploit both regional advantages of language/cultural proximity and established global links.

 At present, adolescent girls in Hong Kong face increasing pressure from society as most adults believe these girls are rebellious, promiscuous, apathetic, and dependent. In order to examine these claims, this study explores the following: 1) ‘Post-90s’ girls’ perceptions about themselves and the labels ‘Post-80s’ and ‘Post-90s’; 2) how they participate in social movements to redefine their identities as daughters, students, young women, and Hong Kong citizens; 3) their family relationship and their strategies to manage family expectations; and 4) their experiences in the social movements they join, and the effects of their participation on their social and personal lives. I adopt the post-structuralist feminist perspective to explore six girl activists’ agency, life choices, and strategies in managing their relationships within their families, schools, and communities. I follow the interpretivist constructivist approach in examining the process by which these girls give meanings to their practices and personal relationships. I employ methods such as focus group, participant observation, and in-depth interviews to explore their desires, need for social recognition, and life constraints. The results reveal that girl activists want autonomy from their parents. They need their teachers and schoolmates to appreciate their non-academic achievements. They crave society’s acknowledgment of their non-economic contributions in mobilising social change and the cultural values of local cultural heritages and natural landscapes. In the social movements, they want to make new friends who share their visions about social development. They also wish to learn new skills and knowledge from the movements and be able to use them in their daily lives. There are four main interpersonal strategies that the girls employ to manage their personal relationships: 1) they negotiate, 2) deploy alternative identities, 3) make media exposure, and 4) become pioneers to educate their parents, teachers, and schoolmates. They also employ other strategies to mobilise social movements (including the use of cosplay, arts, and alternative media exposure) and draw people’s attention to the causes that concern them. Thus, I argue that the post-90s girl activists distinguish themselves from the ‘Kong Nui’. They believe that Kong Nuis are indifferent to social issues, are uninterested in politics and activism, and would rather focus on consuming branded products. To distinguish themselves from the Kong Nuis, the post-90s girl activists adopt alternative lifestyles (e.g., becoming farmers) and unconventional attitudes towards social development. They are aware that mainstream people regard them as awkward, and they do feel frustrated about being belittled. Nevertheless, they are happy if they can enlighten other people about socio-political injustices in Hong Kong and finding alternative lifestyles. This research has three major contributions. It identifies various ways for young women to make themselves young women icons. It also discusses the new social problems that concern the girl activists, including government-business collusion and ‘property hegemony’. It also demonstrates that, apart from sexual, affective and material desires, teenage girls also need social recognition. Girl activists struggle to be recognised as full members in their families, schools, communities and Hong Kong society by actively participating in social movements.

This thesis examines the political activism of Hong Kong youths known as the Post-80s. In contrast to dominant discourse in Hong Kong claiming that these youths are driven by economic concerns, based on 18 months of fieldwork, I suggest that the Post-80s are instead striving to reimagine what politics means as a part of life in the postcolonial city. It is emphasised that youths are 'protesting' as an act of rejecting mainstream politics, and as a means to realise their desire for a different form of politics to emerge in the city. By bringing youth voices to the forefront, this thesis addresses two broad themes - why and how the Post-80s protest. The thesis first provides an overview of Hong Kong politics, arguing that youths express a deep sense of dissatisfaction towards the political culture in society dictated by financial interests, and towards the hierarchical structures within the political domains that stifle the public voice. The thesis then reviews how the Post-80s challenge these conditions by positing a form of alternative politics predicated on individualistic self-representation manifesting through the self, body, and space. I look at youth claims that becoming political is an 'individual choice', and the ways in which their strong sense of individuality interacts with/counteracts the limitations on their political participation imposed by familial ties and gender roles. I then explore Post-80s attempts to dispel bodily passivity in protests through the incorporation of performance art into their political actions to empower the individual activist, and analyse youth attempts to reconfigure urban space into political sites of individualistic experimentation. The conclusion reviews the impact Post-80s activism has had on the realpolitik of the city, noting the inherent contradictions within the political efforts of the Post-80s and their limited ability to inflict widespread structural changes in Hong Kong politics.

Modern transportation has given rise to and facilitated the movement and mobility of populations. While much critical attention has been drawn to the permanent migration of the mobile population, very few scholars in the field of sociolinguistics have stressed the temporary movement of the group of travelers who are subsumed under the appellation, “the sojourner”. In addition, previous research predominantly focused on non-English speakers sojourning to English-dominant countries (Haneda and Monobe, 2009; Lee, 2008; Own, 1999), thus largely neglecting the multilingual contexts in Asia. To fill this scholarly gap, small-scale research was conducted by employing two frameworks, Social Network Theory (Milroy, 1980) and Community of Practice (Wenger, 1998; Eckert & McConnell-Ginet, 1992), to examine linguistic practices and identity positioning of Southeast Asian (SEA) sojourners when they interact with Hongkongers and other sojourners. In particular, it tackles a more complex language contact situation in which two major lingua francas, namely English and Mandarin, are available. This study was conducted in a higher education dance school in Hong Kong and three SEA sojourn students were recruited. Multi-faceted identities and multiple communities of practices are found: (1) at Communal Level: Cantonese is the shared linguistic repertoire of this dance community and three SEA sojourn students form the weakest ties with local students; (2) at Group Level: both Mandarin and English are adopted and stronger ties are established with other overseas sojourn students; and (3) at Individual Level: Singapore English is the dominant code choice used among these three SEA sojourners and they are bound together by the strongest ties. Instances of trilingual code-mixing and code-switching are also found in the interaction among the sojourners and Hong Kong locals. The two theories, Social Network Theory and Community of Practice, are complementary in accounting for the social organization of multilingual communities. Ultimately, this study demonstrates the complexity of multilingual communities with the aforesaid language contact in Hong Kong as a case in point.

Dans ce bouillonnement littéraire, Hong Kong ne reste pas à l'écart. C'est sur les encouragements de Lu Xun en visite dans la colonie britannique que la première revue de la littérature moderne de Hong Kong, Ban Lui [Compagnon], voit le jour le 15 août 1928. Pendant les dix ans qui vont suivre, les revues littéraires hongkongaises ne vont pas cesser de naître et de disparaître. Si leur durée de vie, faute de moyens et de lecteurs, reste très courte, elles font cependant souffler le vent de la modernité sur la littérature hongkongaise, défiant les conservateurs et suscitant l'enthousiasme des jeunes littérateurs. Influencées par la nouvelle littérature chinoise en langue parlée, elles contiennent de nombreuses traductions d'œuvres étrangères et introduisent une littérature urbaine et occidentalisée. Modern literature came of age on the Chinese mainland by the late 1920s, a decade after the May 4th movement of 1919, in an era characterised the world over by a flowering of freedom and great originality in matters of art and literature. Hong Kong too was in the thick of this literary churning. The very first modern literary review, Ban Lui (Companion) was brought out on 15 August 1928, with encouragement from Lu Xun, who visited the British colony. Ln the next 10 years, there was an endless succession of literary reviews appearing on the scene or going bust. Despite their shortened life-spans, due to lack of means or readership, they managed to breath modernity into Hong Kong literature, defying conservatives and generating enthusiasm among young writers. Lnfluenced by new Chinese literature using lively spoken language, they contained numerous translations of foreign works and ushered in an urban and westernised literature. A survey of the reviews and translations, their history and literary content has helped in presenting an image of modernity that characterised the birth of a new literature in Hong Kong
