It is necessary to have up-to-date information on the historical and cultural value of territories and use it in the process of cadastral, land management and estimation activities for effective and rational dealing with real estate, sustainable city development, and preserving cultural heritage. The authors have developed conceptual assessment methodology basics of historical-and-cultural value of urbanized areas and a scale of historical and cultural value. They have also proposed a list of evaluative factors. Using the hierarchy analysis method, these factors were categorized. A method for calculating the coeffi cient of the historical and cultural value of territories using the fuzzy sets theory is introduced. This technique was tested in the territory of the historical center of Orenburg, Orenburg oblast (978 objects were analyzed). Conclusions on the value of the territory are made. Using GIS MapInfo Pro 2019, a map of the historical and cultural value of the historical center of Orenburg was compiled basing on the assessment results. The use of the assessment results in cadastral, land management and valuation activities is proposed.

The article presents research on wooden architecture in Zielona Góra, characterizes the historical value of wooden cultural heritage, emphasises the role of the local building tradition, the categories of familiarity and originality of the architecture. It accentuates the value of the historic detail and ornamentation of the front elevations, made out half-timbered structure, and identifies the building stock of this type of architecture in the capital of the Lubusz Voivodeship. Only a few monuments are listed, which results in the slow disappearance of half-timbered houses from the landscape of Zielona Góra, as only some of them have undergone conservation and partial revitalisation.

The article explores changes in the organization and functioning of public space in cities in the context of sociocultural dynamics – from antiq- uity to modernшен. The sociocultural features of open urban space in ancient Greece and Rome, Renaissance Italy, modern Europe, the USA, Latin America, Ukraine are clarified. The experience of the functioning and management of public space is analyzed on specific examples of world- famous urban squares – Antique agora, roman forum, piazza del Campo in Siena, piazza della Signoria in Florence, piazza San Marco in Venice, Union Square in New York, Latin American squares, Bibikovsky boulevard and University park in old Kyiv, "Maydan" – Independence Square in contemporary Kyiv. Particular attention is being given to transformations of ceremonial, religious, recreational, economic, political, aesthetic and moral functions of open public space. Urban squares are places for official celebrations and religious rituals. They serves as a place of a rest, reali- zation of creative ideas and are a conductor of public communication. Public spaces create opportunities for trade, affect the formation and reten- tion of real estate prices, and are a means of attracting investment and business development in them and adjacent territories. All these provide opportunities for uniting citizens for joint projects and activities, political protests or symbolization of power. It is noted that the cultural value of the modern square is manifested in architectural forms, aesthetics of recreational areas and historical monuments, and is associated with its ability to be a place for the proclamation and implementation of high moral ideals of order, equality, solidarity, freedom, independence, human dignity, the value of moral rights and civic virtues. From the time of antiquity to the present day, the central squares of cities, as a public space, reproduce the aesthetics of the city and become a symbol of spiritual and political power, since temples, municipalities, financial and commercial institutions, theaters, and restaurants are often concentrated in such spaces.

Focusing on Europe, this article aims to disentangle the patterns of cultural clustering and to throw more light on concepts such as ‘civilizations’ and ‘cultural zones.’ Cross-cultural analyses unanimously find that various historical background and socioeconomic indicators are strongly correlated to societal values, however, a systematic investigation on what makes societal cultures similar and different hasn’t been conducted. The author first outlines the factors and mechanisms that may explain value similarities, then the author tests their importance using dyadic data on 40 countries from thewvs. Multiple factors are associated to the cultural similarities: the historical background – i.e. countries’ political-institutional traditions, religion, language, and imperial legacies – and also socio-economic development, geographical distance, European integration, and climatic differences. The substantial overlap among them, however, diminishes the absolute importance of any of the explanatory factors. The multiple determinants of value differences speak against a classification of national cultures into cultural zones based on single formative factors.

Introduction. The aim of the study is the problem of protecting cultural and historic properties in the cities, that have been affected and damaged as a result of war. It is shown that the properties of cultural and historical heritage are significantly damaged, threatening their preservation, which can lead to their complete loss. In each case, the primary concern has been the impact of the reconstruction on the values for which the property was inscribed as a World Heritage site. The urgency of the problem is determined by the fact that cultural heritage sites that are not on the UNESCO list remain outside the attention of the authorities, the professional community and the public, which, as a result of reconstruction process, can lead to their loss, loss of urban identity, and not only negative humanitarian consequences, but also reduce significant economic potential. Materials and methods. The studies are based on a retrospective analysis of the territory, which can be used to identify the boundaries of the city, which have historical and cultural significance. The systematic approach and cartography method are used to determine the location of the historic center of Homs city and historical heritage objects within, which is necessary to assess their value and to face all the challenges and prevent further damages loss of cultural significance that was caused by the military conflict. Special approaches were proposed for protecting the objects which have historical and cultural significance. Also, a several points of weakness were presented in the reconstruction process of cities affected by the war. Results. Applying cartography method based on retrospective analysis of the city affected by military conflicts in our case Homs city. Both methods can help detecting the boundaries of the territory, which has signs of historical and cultural significance. Also, a recommendation mechanism was proposed for reconstruction process in the historical cities affected by military actions based on the preservation of their historical potential and urban identity, aimed at implementing the concept of sustainable development. Conclusions. The study of post-conflict reconstruction of historic cities, shown the necessity of using special urban planning techniques for the restoration process in the territories with historical and cultural significance.

Abstract This article examines various aspects of identities conveyed by urban populations, factors of transformation and development of urban spaces, and historical memory as tools for the socialization, stratification, and integration of a polyethnic society in the Republic of Sakha (Yakutia). The empirical base of the study is a variety of material, including a questionnaire survey of the urban population of Yakutia, spontaneous polls, and in-depth expert interviews. The novelty is the research strategy itself, aimed at identifying all the listed actors through the prism of symbolic representations. The study of the symbolic value of the northern cities of Yakutia as informational and cultural spaces, understanding the heritage as a certain mediative mental-material cultural layer with symbolic codes and texts, provides key registers for considering the fundamental problems of the spatial and socio-cultural development of territories in general. The results of the study show that the political identity of the population of Yakutia has been formed according to the historical memory of the Soviet past. A trend towards positioning the region as “northern” or “arctic” has emerged in recent years, which also depends on government policy in the Arctic.

The Last Dance is a sports documentary miniseries focusing on the 1997-98 NBA champions Chicago Bulls and their star Michael Jordan. Through the lenses of The Last Dance, whose global popularity has been unprecedented for a documentary, we discuss value from a historical, political and cultural perspective. First, this paper provides a concise account of the ambivalent nature of value from a historical perspective. We then discuss the Bulls’ General Manager dispute with Jordan over whether the players or the organization win championships; and the Scottie Pippen “injustice” according to which Pippen, a top Bulls player, was underpaid. By addressing these two issues, we show that all value is collectively produced. We argue that all value approaches are imperfect, temporary and context-specific. We thus highlight the need for scholars and policymakers to critically discuss value and point to the commons sphere for more inclusive understandings of value.

The article is written in the scientific polemic genre and it is a continuation of the discussion that began earlier in the professional environment. The author defends the position to give more attention to culture layers of the 20th during conducting an archaeological excavation. The problem is the uncertainty of the cultural deposits’ status of the 20th century. The purpose of the article is to determine the 20th century culture deposits historical value. Research methodology. Common-scientific methods are used. The typological method is also used, in particular, for 20th century culture deposits classification. The scientific novelty lies in the first, in Ukrainian historiography, attempt to argue a historical value of the 20th-century cultural layers. Conclusion. The modern culture deposits' historical value is in that they are at least a historical source and also an epoch monument. In addition to scientific, individual artifacts or complexes on cultural layers of modern times can have artistic, aesthetic, museum, tourist, anthropological, ethnographic, national, political, ideological, economic, social value.

For urban development worldwide, the revitalisation of cultural heritage and historical buildings is regarded as a strategy for creating jobs, increasing residents’ access to local culture, improving their quality of life, and developing the urban economy. The key factor in the revitalisation of cultural heritage and historical buildings is a strategy for developing the urban economy. Through an exploratory study, this paper examined how the cultural service ecosystems of Dihua Street and Guansi Shihdianzih Old Street are created and operated and how actors develop cultural service ecosystems. By presenting a common value proposition, actors can benefit from interactions through an exchange of services, provide cultural services, develop cultural value, and implement full resource integration and value co-creation, thus promoting the cultural brand communication of historical blocks and the sustainability of cultural services. This study further extended the original functions of cultural heritage and analysed the operation of cultural service ecosystems for cultural heritage. The findings of this study revealed that the organisational operational effectiveness of revitalisation and cultural innovation activities in historic districts provided an innovative approach for sustainable development and the economic revival of historical blocks, which can be used as a reference for the sustainability of local culture and economy. In this perspective, this article provides some useful suggestions for stakeholders and policymakers.

The first part of the article is devoted to the study of a special group of historical and cultural artifacts that bear the traces of the impact of wars and armed conflicts. These «scars» of history are a rather contradictory phenomenon, on the one hand distorting the monument, and on the other, often supplementing and even strengthening the material form and value-semantic aura of the artifact. Within the framework of this article, an attempt is made to study the value-semantic nature of these scars and the mental and psychological characteristics of their perception; the archetypal foundations are also considered, which underlie the specific perception of military «scars» on the monuments of historical and cultural heritage. With regard to the presented group of monuments, there are various work practices in terms of their identification, preservation, restoration, exhibiting and popularization; among these, there are practices aimed at «erasing» the scars received by monuments in the course of historical and cultural collisions; there are also practices of preserving these traces of the impact of history; in addition, the practice of fragmentary preservation of war scars on artifacts finds their manifestation. The article contains a number of specific historical examples of the implementation of these practices, including both domestic and foreign experience of working with cultural heritage; the historical evolution of the practices of working with «scarred» monuments is also considered. Special attention is paid to the humanitarian and technological features of the popularization of «scarred» artifacts as «places of military memory»; the question is raised about the significance of this activity for national commemorative policy, for the preservation and intergenerational transmission of the system-forming value-semantic attitudes of the national culture. In the second part of the article, the main attention will be paid to the study of the practice of working with monuments of historical and cultural heritage with traces of military experience – based on the exposition and experience of the Central Naval Museum after the Emperor Peter the Great (St.-Petersburg).

Accessibility is a fondamental point to enjoy cultural heritage. An operative aspect which with different theoretical methodologies and practical projects can reach critical-conservative solutions.
A first step may be to conserve the different stratification, all historic periods, and the impact in the surroundings for single preexistences and archeological sites.
For archeological sites, it is necessary not to forget historical solutions which contributed to inspire the Venice Charter.
A second step is an urban dimension for the accessibility in the historic centres and the pedestrian itineraries.

By the end of the 20th century, the influence of economic globalization had impacted many aspects of society, including in particular cultural heritage. Additionally, economic globalization has brought a ‘compression’ of the cultures of different ethnic groups and regions around the world. Due to the loss of cultural confidence and economic benefits, many historical areas with cultural and social significance are no longer protected and valued. If this deficit is to be addressed, then the evaluation of heritage value is an important step in establishing effective conservation policies. China’s Grand Canal is a case in point. The loss of historical culture in the past 30 years, often due to the increasing numbers of both large and small developments, has given rise to the forfeit and distortion of many historically significant areas of China’s Grand Canal towns and cities. This research proposes a qualitative and quantitative methodology to develop a comprehensive assessment model of social value with respect to heritage value. The methodology selected conceptual framework, and questionnaire surveys as major approaches to the development of the research and is applied to the Grand Canal towns of Nanyang, Wuzhen, Tongli and Nanxun. The conceptual framework is used to establish the indicators and hypotheses for the evaluation of social value in order to develop a comprehensive assessment model for sustainable heritage management.

History learning is full of value, both from past stories that can be used as learning, as well as from the various traces left behind. The traces left by history have now become cultural heritage which has important meaning for human life. In the context of education, this cultural heritage has the potential to be used as a source of historical learning because it has important values and character values that can be developed. One of the cultural heritages found in Metro, Lampung is the Dokterswoning cultural heritage building. This study uses a descriptive qualitative approach with inductive methods, to produce general conclusions. The results showed that 1) Dokterswoning Cultural Heritage Building is a historical building from the era of the Dutch East Indies colonial government, which was built in 1939-1940 and is a residence for government doctors who were given the task of providing health services for colonists in Metro; 2) the important value of Dokterswoning as a source of historical learning lies in the contextual historical aspect and its existence as the guardian of a collective memory; 3) integrating the character values of the Dokterswoning Cultural Heritage Building into historical learning by the values of the national character in the Guidelines for the Development of Cultural Education and National Character and can be implemented according to Core Competencies and Basic Competencies in historical subjects. It is concluded that the history and heritage buildings of Dokterswoning have important values as sources of historical learning as well as some character values that can be developed in historical learning. Settlements have a high cultural and historical value in regions as indicators of human habitation and culture. The Songhua River Basin is on the edge of a traditional cultural center, which has scattered ecological elements, a special culture, and historical faults. Because of the superposition of traces of different ethnic activities in different periods, the Songhua River has a special and diversified cultural foundation and heritage, which is of high research value. However, the ancient settlements in this region have not been given sufficient attention and as a result it is difficult to achieve a complete and systematic study. In order to promote the cultural value of this historical region and the development of a regional and cultural industry, this paper seeks to study the ancient settlements of Songhua River Basin. With the help of GIS technology, archeological excavations, and the concept of ethnic pedigree in ethnology, this study analyzes the temporal–spatial distribution and morphological characteristics of ancient settlements in the Songhua River Basin, in order to determine how the heritage value of these settlements can be sustainably protected.

The article describes the possible application of the principles of cultural-historical approach and activity theory to the inspection of toys and play environments. A children’s playground is treated as cultural means or artifact created by adults for starting a child’s activity. In terms of cultural and historical psychology, psycho-pedagogical analysis of a playground is based on the identification of the play value level and the compliance with the objectives peculiar to the age. Analysis and design are based on the understanding of the playground as a single space, where each element has the potential for any children’s development activity — games, communication, experimentation, etc. The following criteria of psychological and pedagogical inspection are identified and well-grounded: the principle of orientation to age-related peculiarities, the principle of high play value, the principle of transparency of objects, the principle of supporting acceptable risk, the principle of taking account of visitors’ activity levels, invitation to dialogue — the principle of dialogueness. The use of these principles in the course of designing playgrounds is illustrated by examples. These show that the conceptual apparatus of cultural and historical psychology may be used not only to explain the mechanisms and forms of mental development, but also for the analysis of particular conditions of a child’s mental development and design of play environments.

Cultural objects (building and construction) that are considered as the most valuable segment of real estate in terms of historical heritage usually evaluated only by monetary aspects. Not concreteness of the approaches to the determination of the historical heritage objects leads to the fact that its original value often remains unread, the assessment has subjective character, reflects the values of certain time frame and place. Therefore, for the purpose of determination of value of the historical heritage objects, there is need for the creation of the unified classification system of their assessment. Thus, this research is considered to be very relevant. The paper investigates intangible factors that affect the evaluation of cultural heritage objects in construction. In the work a system of value indicators, which take into account not only tangible indicators but also the intangible value of cultural heritage objects, has been developed. Developed indicators system makes it possible to evaluate the historical and cultural value of real estate objects quite objectively on the contrary to common methods which deal only with monetary aspects of market price of such objects. A methodology for a comprehensive evaluation of cultural heritage objects has been formed as well. This methodology is based on both the traditional comparative approach and the system of value indicators. As a result, suggested integrated approach has been proven to provide fair evaluation of both the tangible and intangible characteristics and improve the quality of cultural heritage objects assessment process. This research aims to provide an overview of the economic benefits for building owners when utilizing the building. Case studies, the qualitative methods and Value Engineering were used in this research. This study identified three building functions to add economic value and are feasible in terms of investment value. The buildings are a budget hotel, restaurant/cafeteria, and co – working space. IRR value for budget hotels is 14.29%; the NPV value is IDR 58,375,939,253; 14 years payback; the distribution of the financing scheme 30% landowners and 70% investors; 30-year concession. Restaurant / café and co – working space; the value of IRR is 12.47%; the value of NPV is IDR 4,727,841,299.58; Payback 8 years. Introduction. The article discusses the phenomenon of children’s toys – dolls in the cultural, philosophical and socio-psychological aspects. The role of the mother in creating the cultural and subject environment of the child is emphasized, which will form his identity – cultural, ethnic, ego-identity, his image of motherhood. The image of motherhood develops in a child during pre-school childhood with the help of cultural and historical material that is genetically related to the child. According to cultural-historical psychology, a doll is the embodiment of a cultural subject in which various modes of action are encrypted. First of all, this is a folk doll, which is for the child the image of the ideal mother of a healthy, tolerant, feminine woman who loves the child. Materials and Methods. The cultural-historical approach is considered as a theoretical and methodological research strategy, the study of the image of motherhood in older preschoolers is the object of the study. The article presents the results of an empirical study of the image of motherhood in older preschoolers. Results. The results of an empirical study of the features of the image of motherhood in older preschoolers living in the province are proposed. Discussion and Conclusion. The proposed provisions and conclusions create the prerequisites for further study and understanding of the phenomenon of the importance of the national doll in the formation of the image of motherhood in preschool children in the methodological, substantive, procedural, organizational aspects.

In recent years, the preservation strategies of cultural heritage have become an element of considerable importance. Unfortunately, research has often been conducted in an excessively mono-sectoral or disaggregated manner. Moreover, there is a significant number of reinforce concrete (RC) buildings and engineering works that are of historical interest and play a key role during the earthquakes. An urban center, its historical structures and infrastructures or single buildings, if well managed, preserved, protected, recovered and enhanced can represent an excellent source of income and induce a considerable economic development in the neighboring areas. On the other hand, a lack of value appreciation and/or incorrect management represent a significant economic loss in the long-term, but an immediate loss after earthquakes. In this work, the historical and cultural value of these RC structures and infrastructures is discussed and the main critical issues are identified, outlining the fundamental requirements for conservation.

Sustainability has been a major research topic in the tourism and hospitality industry, and theme parks are no exception, particularly in terms of their economic sustainability. Yet few studies have specifically explored sustainability approaches for theme parks. This work examines structural relationships among theme park attributes and visitors’ brand experiences, perceived value, satisfaction, and behavioral intentions at a theme park. Data from 321 respondents, collected at a famous historical and cultural theme park in China, were incorporated into statistical analyses (e.g., structural equation modeling) in R software. Compared to peripheral attributes, core attributes comprised an antecedent that was closely and significantly related to brand experiences. Of the brand experiences construct consisting of sensory, affective, intellectual, and behavioral experiences, sensory and behavioral experiences significantly influenced the functional value of the perceived value and sensory and intellectual experiences significantly influenced the emotional value of the perceived value. The functional and emotional values each significantly affected satisfaction, which in turn significantly influenced behavioral intention. This study is the first to apply the brand experience concept in a theme park context. Theoretical and practical implications for achieving sustainable theme park growth and development are also provided.

Encouraging child imagination is a desirable for developing creativity in youth and adulthood, and creativity is viewed as one of the solutions to the problems the contemporary word is facing. The aim of this paper is to examine the linkage between macro-social factors and evaluation of imagination as a characteristic that should be encouraged in children. For analysis we used data on European countries encompassed by the World Values Study (1999-2004). The results indicate that wealthier and more developed countries and the citizens who are more postmaterialist oriented value imagination more. However, once cultural-historical heritage of the country is included into the analysis, evaluation of imagination changes, thus confirming the importance of living in the communist regime and, on the other hand, the influence of socialization patterns defined by the dominant religion (Orthodoxy, Catholicism, Protestantism or Islam). The concluding part discusses the implications of these results for supporting creativity in young people and contributing to the development of contemporary society which requires reliance on individual abilities and responsibilities in order to progress.

Cultural heritage represents a reliable medium for history and knowledge transfer. Cultural heritage assets are often exhibited in museums and heritage sites all over the world. However, many assets are poorly labeled, which decreases their historical value. If an asset’s history is lost, its historical value is also lost. The classification and annotation of overlooked or incomplete cultural assets increase their historical value and allows the discovery of various types of historical links. In this paper, we tackle the challenge of automatically classifying and annotating cultural heritage assets using their visual features as well as the metadata available at hand. Traditional approaches mainly rely only on image data and machine-learning-based techniques to predict missing labels. Often, visual data are not the only information available at hand. In this paper, we present a novel multimodal classification approach for cultural heritage assets that relies on a multitask neural network where a convolutional neural network (CNN) is designed for visual feature learning and a regular neural network is used for textual feature learning. These networks are merged and trained using a shared loss. The combined networks rely on both image and textual features to achieve better asset classification. Initial tests related to painting assets showed that our approach performs better than traditional CNNs that only rely on images as input.

In this article, we try to investigate which factors affect the visits to cultural heritage (CH), using Italy as a case study. We adopt a broad definition of CH including archaeological and historical sites, historical buildings and museums, focusing our attention on State CH. In our empirical analysis, we use a rather innovative indicator of CH value, that is, the monetary value of State CH, officially provided by the Ministry of Economy and Finance. Using these data, this article aims at evaluating if such monetary value has a significant role in stimulating visits to cultural sites for the years 1996–2010. We also control for other factors potentially affecting the number of visits to cultural sites, such as alternative tourist attractors and the regional performance in the tourism sector. To the best of our knowledge, this is the first study that attempts to investigate the effect of CH monetary value on cultural participation.

The subject of this research is the state protection and use of the archaeological monument “Cultural layer of the city of Tobolsk”. The article examines the need for preservation of sites that are of historical and cultural value in the modern conditions of the development of urban infrastructure on the example of Tobolsk. The goal of this article lies in studying the question of conservation of archaeological heritage of Tobolsk within the framework of the current federal legislation. Longstanding archaeological excavations in Tobolsk indicate that its cultural layer is well preserved and saturated with the remnants of structures and artifacts of different historical periods. For solution of the set tasks, the author employs the research methods traditional for historical science: descriptive, comparative-historical, historical-systemic, historical-legal, and method of analogies. The archaeological monument “Cultural layer of the city of Tobolsk” presently has the status of the “discovered site of cultural heritage”. The scientific novelty lies in the fact that based on the analysis of current situation, the question is raised on the problem of conservation of archaeological heritage of the city of Tobolsk. The conclusion is made on the need for the measures of state protection of the archaeological monument “Cultural layer of the city of Tobolsk”, which implies submitting a request to the federal body for the protection of cultural heritage sites to include the object into the single state register as the site of cultural heritage of regional or federal importance.

Re-use is one of the conservation methods used to meet the changing and evolving needs for historical cultural heritage that cannot be used for social, cultural, or socio-economic reasons with its original function. One of the most important issues in re-use is the right balance between conservation and functional change, ensuring the continuity of the cultural value and originality of the building. In line with this perspective, this paper aims to determine the cultural perception performance in a re-functioned historical building to determine how the user perceives the authenticity and historical values. Within the scope of the research, the criteria for measuring cultural perception via users are tested on the example of Hışvahan, which is a monumental building in the historic urban site of Gaziantep and is re-used as a hotel and restaurant. The study is descriptive in terms of research design. The methodology of the research consists of two stages: Creating criteria for analysing cultural perception performance and testing these criteria via users. A questionnaire and interview technique was used to test the criteria. The re-use of a building is evaluated within its cultural heritage and how the user perceives its authenticity, symbolic, historical and cultural value. The research offers a new perspective on restoration and re-functioning within the framework of conservation and cultural sustainability.
