But there is a large gap between the supply and demand of high skilled talents. The serious shortage of skilled talents will be the bottleneck to sustainable development of social and economic. Using the method of quadratic functions model and cubic functions model, the supply and demand of the skilled personnel are analyzed quantitatively and the future trend of supply and demand of highly skilled talents are forecasted, in order to find out the supply shortfall of it.

At the end of XX - beginning of XXI century due to accelerating the transition of the world economy to the innovative way of development, "knowledge" has become a direct force of production, significantly increased the role of human capital as the main factor in future economic growth and competitiveness of modern states. In turn, developed and developing countries, faced with a shortage of personnel in high-tech industries and the "brain drain", modernize their immigration policy to attract highly qualified foreign personnel from all over the world and to secure its own intellectual resources. The article examines recent changes in the modern migration policy in Germany, which has become, on the one hand, more selective to different categories of workers, and on the other hand - more open for skilled personnel, especially from developing countries. The purpose of this policy is primarily to cover the shortage of skilled personnel in the national labor market by attracting foreign specialists.

With the rapid development of science and technology, the global network and informatization process is changing people’s lives, and it has also brought profound changes to the management of enterprises. Traditional management still relies heavily on offline management and paper delivery of information. The traditional management model in the past cannot meet the needs of the continuous development of enterprises. The purpose of this article is to design a high-skilled talent information management system to meet the needs of users and enterprises. This paper combines the BP multisensor information fusion algorithm to screen and process the data and designs a multisensor information fusion-based competency evaluation model for highly skilled talents. A high-skilled talent information management system has been established with modules such as basic personnel information, skills identification information, high-skilled talent management, competence, key research teams, common reports, comprehensive query, and system maintenance. In the test of the system’s usability, 156 users rated the system above 3 points, accounting for 78% of the survey population, indicating that the system has a certain ease of use. This system realizes the electronicization of the basic information of skilled personnel, which plays an important role in regulating the professional management of skilled personnel and improving the management efficiency of skilled personnel.

The purpose of the paper is to summarize scientific approaches to the definition of the content of the concept of "personnel policy"; determine the types of personnel policy and peculiarities of the state personnel policy and personnel policy in the State Border Guard Service of Ukraine. The analysis of problems of formation of the state personnel policy in law-enforcement bodies is made, since the security of the state depends on the quality of personnel potential. Novelty is the author's definition of the concept of "personnel policy in the State Border Guard Service" in the broad sense is a complex of legal, organizational and managerial decisions and socio-psychological measures aimed at the formation of the necessary human resources and ensuring their effective work on solving tasks entrusted to the SBGS. In the narrow sense, we propose to understand the personnel policy of the State Tax Administration in the form of a complex of adopted state decisions regarding the provision of SBGS by highly skilled specialists through the implementation of a set of scientifically based methods of work with personnel. The practical significance of the research results is that they can become the basis for further scientific and theoretical research of personnel policy.

Training the future officers of the Ukrainian Merchant Navy to work in extreme situations is an important scientific problem at the present stage of the higher education system development and the maritime sector activity in Ukraine. Today Ukraine needs highly skilled Merchant Navy officers who will be competent in a variety of professional situations. The consideration of the norms and requirements of domestic and international legislation in the maritime sector is a prerequisite for the preparation of the competitive, skilled specialist. The purpose of the article is the identification and analysis of domestic and international normative-legal documents concerning training of the future officers of the Ukrainian Merchant Navy to work in extreme situations. To conduct scientific research, such separate methods have been used as analysis, synthesis, generalization, systematization of scientific sources and regulatory documents for the identification and disclosure of key aspects of domestic and international legislation in the maritime sector in relation to training of the future officers of the Ukrainian Merchant Navy to work in extreme situations. Conclusions. The analysis of normative-legal aspects of training the future officers of the Ukrainian Merchant Navy to work in extreme situations gives fairly clear requirements for the qualification of such specialists. The compliance with international documents in the field of training marine specialists, due consideration in domestic legislation and in the work of maritime institutions of higher education will make it possible to prepare high-quality personnel in the field of merchant navy which will not only provide the industry with skilled personnel, but will also allow to raise qualitatively the level of private security of a key personnel and a crew, and the vessels’ survivability.

However, such studies might be still simplified and accelerated by multiplexing of the markers and the use of highthroughput systems for genotyping DNA fragments. In this paper we present a single, simple and highly effective PCRmultiplex reaction composed of six chloroplast microsatellites widely used for population studies in pines but here applied to Pinus sylvestris. The reaction allows for rapid genotyping of large sample sizes.

The Ministry of Education and Science of the Russian Federation has established a score-rating system to assess the achievement quality within academic disciplines. The word "rating" is a foreign-language term, literal translation into Russian means "assessment". The second meaning of the word "rating" is a numerical measure; it characterizes performance of a student, pupil, etc., during a certain period of training, usually by the 20-point scale, or 100-point scale. This article highlights the history of formation and implementation of a score-rating system into the curriculum. Due to development of advanced technologies, there is a need for training highly qualified personnel to solve increasingly complex problems in professional activities. In our opinion, pedagogical assessment of student's knowledge in the form of score-rating system is a key role for preparing highly qualified personnel. The authors study processes of training skilled professionals in the course of academic education in technical universities of our country. For years, psychologists have wondered why people who are highly skilled in one cognitive domain tend to be skilled in other cognitive domains, too. In this article, we explain how attention control provides a common thread among broad cognitive abilities, including fluid intelligence, working memory capacity, and sensory discrimination. Attention control allows us to pursue our goals despite distractions and temptations, to deviate from the habitual, and to keep information in mind amid a maelstrom of divergent thought. Highlighting results from our lab, we describe the role of attention control in information maintenance and disengagement and how these functions contribute to performance in a variety of complex cognitive tasks. We also describe a recent undertaking in which we developed new and improved attention-control tasks, which had higher reliabilities, stronger intercorrelations, and higher loadings on a common factor than traditional measures. From an applied perspective, these new attention-control tasks show great promise for use in personnel selection assessments. We close by outlining exciting avenues for future research.

This study address the decision-making process, and how the mix of involved individuals, prior knowledge, and available decision-makers forms the decisions made during a crisis. A large-scale exercise with a cyberattack scenario was chosen as the study’s case. The organization studied have highly skilled crisis management personnel; however, they are not used to manage a large-scale cyber-attack scenario. The garbage can model (GCM) of Organizational Choice with a few modifications is used as the analytical framework in the study.

Prenatal invasive diagnostic and therapeutic procedures have drastically reduced during COVID-19 pandemic. Unlike routine prenatal care, these are time bound and highly skilled procedures available at specialized centres. This adds to the limited accessibility for at-risk women. Major concerns including procedure related risk, exposure of health care personnel and vertical transmission of COVID-19. At newly developing tertiary centre, we had done 36 fetal procedures during pandemic including 25 amniocentesis, three chorion villus sampling and eight intrauterine transfusions. It is advisable to perform life-saving fetal interventions irrespective of COVID-19 status taking full precautions and proper counselling of women.

It can be traced back to the era of the Greek philosophers and has continued up to the 21st century, with the technocrats who have transferred their skills across geographic boundaries. Economic opportunities, political change, cultural interests, and global capitalism have narrowed boundaries, bridging hitherto separate worlds. Intellectual migration around the globe has indeed become common. Trends indicate continued migration, calling for more inquiries into the phenomenon. Those interested must ask not only why migration occurs, but also how it occurs and who participates in it.

On the basis of previously unstudied archival documents this article reveals the multifaceted and multidimensional activities which the country’s top leadership as well as the leaders of the Middle Volga (Samara) region and Ulyanovsk district (from 1943 renamed Ulyanovsk region) unfolded for mobilizing work force for the military industry of Ulyanovsk region. In the shortest possible time, just within one year, under conditions of shortage in housing, production areas, raw materials, and skilled personnel, they managed not only to redirect practically all industrial enterprises in the city of Ulyanovsk and the Ulyanovsk district towards the war eff ort, but also to integrate several dozens of evacuated enterprises, to provide them with production areas, and to accommodate thousands of employees as well as their family members. By the summer of 1942, all these enterprises had started to work at full capacity; they considerably increased deliveries of all things needed at the front, thus making a considerable contribution to ensuring a radical change in the course of the war in 1943. The authors conclude that this success resulted from the eff ective work of central and local authorities, as well as of the directorates of the defense enterprises, in the fi eld of training of highly skilled specialists. New vocational schools were set up, in addition to technical schools and production classes at general schools. Moreover, successful measures were taken to motivate the youth for highly productive work. The authors emphasize that the heads of the enterprises organized eff ective training directly at the workplaces. The work with production staff was accompanied by well-organized ideological and educational work at the enterprises which in due time allowed to prevent provocations aimed at disrupting the military production in this critical period of the war. In particular, the article points to the successful management of the textile industry and cloth factories for increasing labor productivity and establishing labor discipline in teams.

ABSTRACT Large accounting firms are increasingly performing audit and tax work for U.S.-based clients (and clients of other highly developed countries) in offshore locations, particularly India. Such arrangements are advantageous because of the availability of a skilled labor pool at a substantially lower cost than U.S. personnel, and the ability of the firms to operate nearly around the clock due to time differences between the U.S. and India. However, offshoring also creates substantial challenges in managing engagement teams comprised of individuals from culturally diverse backgrounds who rarely, if ever, communicate face to face. This paper identifies some of these challenges and their implications for the education of U.S.-based accountants.

In this article, we describe the self-directed change made by a rural elementary school in response to a data-based examination of its service-delivery model that revealed its lowest performing students were spending most of their time with the school’s least qualified staff. This mixed-method case study describes (a) why and how the school shifted personnel deployment and utilization, (b) factors that facilitated the shifts in service delivery, and (c) perceived effects of the changes. Findings demonstrate how implementing data-based decision-making through strong collaborative leadership led to recognizing, exploring, and modifying the school’s overreliance on paraprofessionals by increasing the availability of more highly skilled personnel to facilitate more inclusive instruction and collaboration. Participants also described challenges and perceived negative aspects related to change. We conclude with implications for practice, including how this study could inform similar change efforts in small rural schools, and suggestions for future research.

By applying a qualitative approach, this study explored the current practices of personnel recruitment and selection with reference to psychometric testing in Pakistan in a sample of (N = 6) senior Human Resource managers by using semi-structured interview protocol. Two central themes emerged after the content analysis of the transcribed data such as recruitment and selection practices and the challenges behind effective decision making. Findings indicated that 34% organizations stated the use of both, psychological test and interview methods for selection purposes whereas 67% organizations have been using personality tests as part of their selection processes. Almost 50% organizations have reported some lacks in their personnel selection decision such as difficulty in the assessment of employee’s attitude and poor decisiveness skills among team members. The current research has expanded the limits of existing literature in this realm, in addition, themes could be applied for indigenous tool development.

Safety and quality are key issues for the food industry. Consequently, there is growing demand to preserve the food chain and products against substances toxic, harmful to human health, such as contaminants, allergens, toxins, or pathogens. For this reason, it is mandatory to develop highly sensitive, reliable, rapid, and cost-effective sensing systems/devices, such as electrochemical sensors/biosensors. Generally, conventional techniques are limited by long analyses, expensive and complex procedures, and skilled personnel. Therefore, developing performant electrochemical biosensors can significantly support the screening of food chains and products. Here, we report some of the recent developments in this area and analyze the contributions produced by electrochemical biosensors in food screening and their challenges.

Abstract Background: Staffing core laboratories with appropriate skilled workers requires a process to schedule these individuals so that all workstations are appropriately filled and all the skills of each worker are exercised periodically to maintain competence. Methods: We applied a genetic algorithm to scheduling laboratory personnel. Our program, developed in Visual Basic 4.0, maximizes the value of a fitness function that measures how well a given scheduling of individuals and their skills matches a set of work tasks for a given work shift. The user provides in an Excel spreadsheet the work tasks, individuals available to work on any given date, and skills each individual possesses. The user also specifies the work shift to be scheduled, the range of dates to be scheduled, the number of days that an individual stays on a given workstation before rotating, and various parameters for the genetic algorithm if they differ from the default values. Results: For >22 months, the program matched individuals to those tasks for which they were qualified and maintained personnel skills by rotating job duties. The schedules generated by the program allowed supervisory personnel to anticipate dates far in advance of when worker availability would be limited, so staffing could be adjusted. In addition, the program helped to identify skills for which too few individuals had been trained. This program has been well accepted by the staff in the clinical laboratories of a 670-bed university medical center, saving 37 h of labor per month, or approximately $11 000 per year, in time that supervisory personnel have spent developing work schedules. Conclusions: The genetic algorithm approach appears to be useful for scheduling in highly technical work environments that employ multiskilled workers.

The responsibility for these actions lies in West Germany in the hands of the Fire Brigades.The Alert. Emergency calls arriving at Fire Brigade communication centers or emergency service control centers are often inaccurate. It is necessary for professional emergency personnel to give detailed information from the incident site. This should include the nature and gravity of the damage, the number of injured and their severity, and the best possible access.Exploration of the Site. In major medical incidents it is highly important to gain a full overview of the scale of the danger and damage. Often incident sites with a great number of injured are difficult to reach and to survey.Searching for the Injured. It is a matter of high priority to search all over the site for injured persons and those suffering from shock. In large areas, which are difficult to survey, this must still remain a priority. Additional personnel may have to be called in.

Personnel management is recognized as one of the most important ways to improve the competitiveness of the organization in the local and national market. In the modern world, the life cycle of knowledge is becoming shorter, which requires regular updating of professional knowledge and abilities. Continuous updating of knowledge and improvement of skills are obligatory conditions for success. The most important task of enterprises of different forms of ownership is to increase the attractiveness of jobs in the regions for highly skilled professionals, to achieve high efficiency of employees through the improvement of personnel management systems. Management innovation is a universal tool for modernizing management. SWOT-analysis of the personnel management system of the Department of Property and Land Relations of the Voronezh Region made it possible to identify its strengths and weaknesses. The proposed innovative forms of management: career maps, employee development maps and scoring system are estimated using the models of D. Kirkpatrick and D. Phillips. Based on the analysis of trajectories of innovative development, the optimal moment for introducing changes and changing the development trajectory is determined. Assessment of the socio-economic impact of the implementation of measures confirmed their necessity and inevitability in the real economy.

Abstract The author performs analysis of external and internal factors that influence organization of the system of Polish managers’ professional development. These factors can be united into two groups. We will attribute the factors formed under the influence of external factors to the first group, to the second - the internal ones. So, due to the dynamic changes in economy and business, which take place in the world in general, and in Europe in particular, the first group covers the following three directions: 1) the national and political position of Poland and its geographical location (EU membership and close proximity to the highly developed European countries); 2) the socioeconomic condition of Poland at the present stage (intensive economic development and its rapid international exit, the growth of the number of transnational corporations and their subdivisions, thus, investment growth, including in transport industry: as the host country, Poland is considered to be one of the largest transport basins in Europe; the growing popularity of TNC among the Poles as the most desirable employer); 3) the manpower (cheap labour, employment opportunities and the prospect of professional development, the increasing demand for highly skilled managers for positions of heads’ divisions of transnational corporations). The internal factors of the second group should be considered at two levels: at the organizational level (in particular TNC) and the level of personnel (in our case, managers). At the organizational level, we can notice changes in approaches to manpower management (the employer’s market is transformed into a worker’s market) and the growth of investment in training and personnel development, and also the involvement of top managers in the process of training and personnel development. There are the following trends at the personnel level: the possibility of rapid career in TNC, the growth of authority of Polish managers at the international level.

The debate on brain drain-brain circulation has been a long-lasting phenomenon of interest among educators in the field of education, in particular, international and comparative education. This long-lasting debate triggered us to rethink about the effects which the concept has on the source country as well as the destination country. The study explored the perceptions of Highly Skilled Personnel (HSPs) residing in Sub-Saharan Africa on HSPs mobility. Respondents for this study comprised of 43 Sub-Saharan African scholars. Data were collected into two phases. First, all the 43 respondents actively participated in a four-day Online Focused Group Discussion (OFGD) moderated by the researchers. The second phase involved online interviews with 12 members who also participated in the first phase. Findings indicated that the majority of respondents favoured brain circulation. This implies a significant shift from brain drain to brain circulation. The socio-economic and political contexts of countries where respondents came from influenced their responses. We suggest that in the current globalized world, instead of restricting HSPs mobility, Sub-Saharan African countries need to create attractive working environment as a means to retain the best talents and motivate those who left to come back. Furthermore, Sub-Saharan African countries must work with diaspora to improve knowledge and business networks that will enable these countries to improve their economies thereby compensating the cost incurred in educating mobile talents. Finally, brain drain-brain circulation agenda should not be viewed in isolation rather as multidimensional in nature due to its overarching countless influencing factors.

The article analyzes the quantitative and qualitative characteristics of the phenomenon of external intellectual migration of Ukrainian citizens during the period of its independence. On the basis of statistical data, the magnitude of the departure of Ukrainians abroad in the framework of the processes of scientific and educational migration is studied. The development of the national scientific sector, which is marked by a gradual decrease in the number of trained specialists, including due to migration phenomenon, is characterized. The dynamics of Ukraine's loss of scientific personnel - doctors and candidates of sciences, whoactively moved to other states since 1991 - are researched. Periodization of the processes of scientific migration from our state is offered on the basis of characteristic features and reasons. According to it, the emigration of Ukrainian scholars took place in four stages, the last of which characterizes migration movements in the XXI century. The branches of Ukrainian scientific sector, which suffered the most from the migration movement while losing their trained personnel in favor of other states, have been determined. The phenomenon of student migration, which is characterized primarily by the departure of the younger generation of Ukrainians for studying in other states, is analyzed. It is emphasized that this process, despite its scheduled temporary nature, very often becomes irreversible and leads to the loss of perspective human resources by our state. Separately, the processes of emigration of highly skilled specialists are considered on the example of representatives of the IT sphere. In order to create a forecast for the future of the phenomenon under investigation, the results of surveys of student youth are presented, which demonstrate the positive attitude of young Ukrainians towards the prospect of external migration. It is stated that large scale losses of intellectual potential and the impossibility of its reproduction because of the migratory preferences of young people form a challenging situation, which becomes an urgent threat to the stable development of the Ukrainian state.

Distribution of wages in Russia is characterized by high differentiation, measured in funds wage ratio, as well as by its insufficiently intensive reduction, despite the permanent increase in the minimum wage. This growth is one of the main factors reducing the funds ratio. The article considers whether these processes are combined with labor incentives that depend on how wages relate to the qualifications of labor. Qualification characteristics of labor can be determined by occupational groups, which are ranked by the qualifications of workers performing work of varying complexity. On the basis of official statistics, the average wages in professional groups and the coefficients of their differentiation in these groups are calculated. The obtained coefficients are close to the coefficients, which, within the framework of the Federal and sectoral social partnership, are recommended to enterprises as standards that are adequate to labor incentives. It follows from this that labor incentives are mainly realized. At the same time, these coefficients in many industries deviate from the standards, and therefore, there is a violation of labor incentives. It is established that these deviations are caused by the following main factors: shortage of personnel in industries and professional groups, as well as sectoral segmentation of the labor market into the primary and secondary markets. The interaction of these factors leads to the fact that the primary labor market in industries with the production of a monopoly type supports a high differentiation of earnings in favor of highly skilled workers. And in the secondary labor market, under the impact of growth of the minimum wage, wage differentiation among low-skilled personnel is compressed. Therefore, the ratio of funds decreases, but remains quite high.

The article examines development of economic situation in Belarus in the period of political instability connected with the presidential elections on August 9, 2020 and mass protests against supposed falsification of their results. Condition of the Byelorussian economy on the eve of political crisis is presented including major directions of influence of this crisis on the economy; growth of financial instability, strikes at enterprises, skilled personnel drain, sanction pressure on the part of the West. It is shown that the political crisis in the RB, despite many forecasts, has not provoked so far an economic chock in the country, but in a long-term perspective it may have serious negative consequences. Therefore achievement of high economic indices projected by the country’s leadership in the near future seems highly problematic.

The article is devoted to the problems of personnel selection. It states that professional selection is the most important part of the hiring of employers; it mainly determines the effectiveness of personnel management. Therefore, the modern organizations give appropriate attention to the personnel selection. The article stresses that the priority tasks of increasing the efficiency of functioning of executive and management structures are: to equip them with employees who have the necessary qualities to successfully work in chosen profession, and the creation of a system that allows them to maintain and develop their working capacity, as well as reliability. To accomplish such tasks, periodic control of the employee’s functional status and the identification of objective criteria that characterize the qualitative composition of such units and bodies are necessary. And there is also a need for staff selection.The article examines the system of personnel selection. An analysis of the effectiveness of the existing selection system is carried out. The important tasks of professional psychological selection are the assessment of the development of the individual-psychological qualities and properties of the applicant’s personality, that are necessary for successful training and activities in the chosen specialty, as well as the conclusion on eligibility for training or practical activities in the relevant specialty.Measures to improve the personnel selection system are developed.The foreign experience of selection of personnel is estimated. However, copying of foreign methods of work with personnel without taking into account the characteristics of Ukrainian enterprises can have a significant negative effect - both economic and psychological. Since the mentality, traditions, peculiarities of the spiritual and socio-economic environment in which the person has grown and formed are of great importance in the work with people.The article states that professional and highly skilled personnel selection will have the subsequently positive affect on the reduction of staff turnover, greater employee satisfaction with the service and, as a result, greater efficiency of the organization.

The process of the labor collective formation of the Ulyanovsk Automobile Plant during the Great Patriotic War is studied. The relevance of the study is due to the need for a detailed study of the mechanisms of the automotive industry functioning in the extreme conditions of the Great Patriotic War. Documents on the history of the enterprise evacuation, materials of the primary party organization of the automobile plant, office work documentation of the party and state authorities, factory and departmental reports, and eye-witness accounts of the events were used as sources. The process of creating the Ulyanovsk Automobile Plant, constructed on the basis of the evacuated equipment and labor resources of the Moscow Automobile Plant named after I.V. Stalin (ZIS), is considered. Changes in the number and composition of the enterprise's employees during 1941—1945 are analyzed. Particular attention is paid to the interdependence of the change in the number of employees of the plant on the volume of industrial output. It is concluded that thanks to the evacuation of experienced engineers, production managers and highly skilled workers, it was possible to maintain and recreate hightech production in the rear areas of the country. It was noted that the enterprises created during the evacuation laid the foundation for the development of automotive production in the Volga region and the Urals.

This paper highlights effective interprofessional competencies for school professionals who are interested in improving the educational path of culturally diverse foster youth who are at risk of a disability or who have a disability. The interprofessional competencies were developed based on the lessons learned in the first three years of a federally funded grant. We propose cost-effective ways to address shortages of highly qualified school personnel to work with diverse foster youth with disabilities. Recommendations to improve practice with diverse foster youth with disabilities include increasing the number of Culturally Affirming and Responsive Education Specialists (CARES; school social workers, school counselors, and school psychologists) who are trained to respond to the educational and mental health needs of diverse foster youth with disabilities, who are culturally competent, who are advocates in schools, and who are skilled at interdisciplinary service delivery.

For many parasitic diseases, the microscopic examination of clinical samples such as urine and stool still serves as the diagnostic reference standard, primarily because microscopes are accessible and cost-effective. However, conventional microscopy is laborious, requires highly skilled personnel, and is highly subjective. Requirements for skilled operators, coupled with the cost and maintenance needs of the microscopes, which is hardly done in endemic countries, presents grossly limited access to the diagnosis of parasitic diseases in resource-limited settings. The urgent requirement for the management of tropical diseases such as schistosomiasis, which is now focused on elimination, has underscored the critical need for the creation of access to easy-to-use diagnosis for case detection, community mapping, and surveillance. In this paper, we present a low-cost automated digital microscope—the Schistoscope—which is capable of automatic focusing and scanning regions of interest in prepared microscope slides, and automatic detection of Schistosoma haematobium eggs in captured images. The device was developed using widely accessible distributed manufacturing methods and off-the-shelf components to enable local manufacturability and ease of maintenance. For proof of principle, we created a Schistosoma haematobium egg dataset of over 5000 images captured from spiked and clinical urine samples from field settings and demonstrated the automatic detection of Schistosoma haematobium eggs using a trained deep neural network model. The experiments and results presented in this paper collectively illustrate the robustness, stability, and optical performance of the device, making it suitable for use in the monitoring and evaluation of schistosomiasis control programs in endemic settings.

Aim. To analyze the situation with scientific personnel and its training in the field of medical sciences in Russian Federation for 1995-2014 years.Methods. Statistical and analytical methods were used. This study presents the analysis of data on personnel capacity and training of postgraduate students and doctoral students in the field of medical sciences in Russia during the period from 1995 to 2014 with the use of informational and statistical resources.Results. In Russian Federation during the period of 1995-2014 we revealed decreasing number of researchers with PhD (by 3.25%), increasing number of doctors of medical sciences (by 44.8%) and significantly decreased number of researchers without scientific degrees (by 29.6%). The ratio of people with scientific degree in the field of medical sciences is higher than in other fields of sciences (69.2 vs. 29.3%). The process of aging of scientific personnel is continually observed. The average age of researchers increased from 45 to 47 years, PhD researchers - from 49.0 to 51.2 years, doctors of sciences - from 58.0 to 63.3 years and it is higher than the average age of employed in the economy of Russia (40.4 years). 26.0% of researchers are over 60 years. The biggest outflow from sciences is observed among efficient and promising specialists at the age of 40 to 49. In the field of medical sciences the most efficient training of highly skilled personnel can be noted. Almost one in three postgraduates (31.3%) and doctoral students (27.0%) presents the results of their thesis for defending that is higher than in other fields of science (18.35 vs. 17.0%, respectively).Conclusion. Decreasing number of researchers was revealed; the process of aging of scientific personnel is continually observed; almost every third postgraduate and doctoral student presents the results of their thesis for defending that is higher than in other fields of science.

This paper outlines aspects of a broader exploratory study on the management of skills shortages at a leading energy utility in Africa. Specifically, the paper examines the opinions of local and foreign personnel employed on a power plant construction project on the nature of skills shortages experienced at the energy utility, the organizations short-term strategy of dealing with the shortages by employing expatriates and the latters role in knowledge transfer. Various human resources approaches were explored to provide appropriate theoretical structure to the research including intellectual capital and human capital models. A sample of highly skilled personnel defined as key job families according to the Kaplan and Norton (2004) human capital model were purposively selected for the study. Primary data was collected using a questionnaire and semi-structured interviews. International research on expatriates impact on knowledge transfer within the public sector environment is very scarce; this is the first research of its kind to examine these issues at a public power plant. Preliminary results indicate that the type of knowledge, willingness to learn and share on the part of both expatriates and locals, and national culture are some of the factors impacting the success of knowledge transfer from expatriates to locals.

Migrant workers, college students, urban workers, entrepreneurs and technical personnel who love agriculture and are willing to return to countryside are the main body of rural economic innovation. They are a new driving force for promoting the development of agricultural and rural economy and solving the problems of agriculture, rural areas and peasants. The government has issued several policies to encourage these people to start businesses in countryside. However, whether the policy measures have achieved the expected policy objectives and whether they can effectively promote rural economic innovation are a question worth discussing. Taking the case Han chuan City of Hubei Province as an example, this paper uses field study to show the characteristics of the main body of rural economic innovation and explore the practical effects and existing problems of policies for promoting rural economic innovation. The results show that the multiplier effect of the main body of rural economic innovation has not really been played out. The main reasons include the limitation of policy making, inadequacy implementation of policy and insufficient incentives. Finally, it is concluded that the government should strengthen the training of entrepreneurial farmers, create a favourable industrial and policy environment and encourage high level and highly skilled personnel to come to countryside.

Steps are given to counteract this phenomenon through strategic cross-training and knowledge management initiatives. Findings – Silver bullet employees can be common, but they are not unavoidable aspects of institutional development. Realizing when and how a staff member is becoming too specialized can serve to save time and money down the road when this type of employee moves on. Originality/value – Silver bullet employees are not discussed enough in library literature or at professional conferences. Not planning for employee departure, especially for the departure of highly skilled, talented and specialized employees incurs unnecessary stress and cost to an organization’s leadership personnel.

Higher medical education should provide high-quality training for students and become an important component of reforming the health care. The purpose of the higher education reforms is to establish the unified criteria, methodology and control systems, as well as to promote mutual recognition of higher education diplomas and students’ mobility. The practice of teaching pathomorphology and biopsy sectional course at the department of pathological anatomy proves that there is poorly developed integration between disciplines due to the lack of clear prevailing curricula. The merging of the material and technical resources and staff resources of the universities and the pathoanatomical service will increase the level of teaching work and will ensure objectivity in assessing the students’ practical skills. The close interaction between the department of pathological anatomy and medical institutions can contribute to eliminate the gap between theory and practice, to carry out training of highly skilled personnel through primary specialization, internship, residency and postgraduate study.

In Russia have emerged all the necessary prerequisites for the digital potential development and digital economy growth rates acceleration. The country has a sufficient intellectual and scientific base, supported by a good system of secondary and higher education. At the same time, the digital economy requires global production renewal, all levels staff retraining and rapid innovative management methods implementation. By all means in conditions of such economy highly skilled and highly paid personnel who has the opportunity to develop and to invest their human capital are certainly needed. The necessity to study the problems associated with the changes of quality of human capital influenced by the digitalization of the economy and determining the vectors for their solution is due to the discrepancy between the skills provided by the education system and required by the new economy, integration and globalization processes that dictate the need to search for modern methods, tools and management solutions for perfection of the formation system and use of human capital. Under the digital economy, the country's competitiveness is determined in the first instance by the accumulated and developed human capital, possessing various network and digital competencies at various levels: global, state, corporate and socio-individual.

The article on the example of the shipbuilding industry revealed the main patterns of economic relations of business structures, which consist in the gradual implementation of economic relations through specialization and industrial cooperation. It has been established that by implementing economic relations, business structures interact with the external environment, which directly and indirectly can influence the regularity of the development of economic relations of business structures. As a result of the results of the studies, it is determined that cluster interaction is one of the promising forms of territorial integration of entrepreneurial structures, allows to optimize the mechanism of industry and inter-industry integration. This form creates favorable conditions for entrepreneurial structures, to gain additional benefits through the growth of internal specialization and standardization, minimizing transaction costs, reducing the cost of development and innovation. In addition, it allows to attract highly skilled personnel from related sectors of the economy to the shipbuilding industry, which contributes to the additional economic and social effect.

Heavy metals are toxic elements that are beneficial in industrial process but are toxic to organisms at certain levels once they enter the environment. Hence their monitoring are urgently important. Instrumental analyses are the current accepted method but are cumbersome, time-consuming, expensive and required highly-skilled technical personnel to operate them. Assays using microorganism and their products such as enzymes are beginning to emerge as plausible methods for preliminary screening followed by instrumental methods. This approach cut costs and time but the challenge is to find a robust enzyme system that could withstand variation in environmental conditions and sampling. Various enzymes such as urease, acetylcholinesterase, invertase and glucose oxidase have been used but their activity is strongly affected by extreme variation of pHs and temperature often associated with real samples. The plant proteases such as papain and bromelain have been proven to be robust enzymes for the detection of heavy metals and are the subject of this mini review.

Modern society develops under the influence of scientific and technological progress. New relationships in economy, production, education, personal life, new financial instruments and new threats arise. Relevant issues are identifying problems and prospects of development of information and communication technologies (ICT) during the formation of the digital economy and society. The purpose of the article is to systematize the major problems that arise in the development of ICT during the formation of the digital economy and to identify possible consequences of this process. It is proved that introduction of the newest ICT and digital services leads to significant changes in the quantitative and qualitative indicators of the life of the society and are of an institutional nature. Singled out a number of problems during the development of ICT in the digital society, including: digital divide; lack of funds for innovative upgrades; inconsistency of modern education and public administration with the requirements of a new society; shortage of skilled personnel; contradictions between traditional and up-to-date management practices and corruption; activation of cybercrime; the need to create a list of social digital services; international migration of highly skilled personnel. Positive signs in ICT: the continuation of old social and labor activity of citizens; change the semantic content of work towards its intellectualization with the possibility of additional income; increase of ecological economy; creation of new remote jobs; new opportunities for education, tourism, medicine, etc. Systematized negative consequences, namely the growth of cybercrime increasing psychological problems of personality, dependent on ICT networks and energy efficiency, the lack of security of personal space, the need for rapid response to innovative replacement. The proposed measures are aimed at transforming Ukraine into a center of information and communications and digital services for Eastern Europe that can lead to economic breakthrough and overcoming the existing socio-economic crisis. In further studies are planned to develop a model depending on the pace of digitalization processes of society on the pace of economic development.
