Eighty-three consortia of institutions of higher education, organized under funding from the Fund for the Improvement of Post-Secondary Education (FIPSE) Drug Prevention Programs of the Department of Education, were surveyed to measure organizational effectiveness. Generalized satisfaction with the functioning of the consortia was related to the number of active members, the average miles traveled to meetings, satisfaction with performance of task functions, members' roles, the level of trust among members and the level of creativity and innovation in problem-solving. Satisfaction with goal attainment was significantly related to the presence of at least one “internal” goal for the consortium.

Purpose A case study of the Wales Higher Education Libraries Forum (WHELF) project to procure and implement a shared library management system (LMS) for all universities in Wales, together with the National Health Service Libraries in Wales and the National Library of Wales. In particular, the purpose of this paper is to explore the drivers to this collaboration, outline the benefits achieved and the framework to realise further benefits. Design/methodology/approach Case study review of the process, together with a review of literature on consortia and LMSs. Findings WHELF has developed into a more mature consortium through procuring and implementing a shared LMS. The process has delivered tangible benefits and is driving more work to realise further benefits. Research limitations/implications As the WHELF Shared LMS project is only nearing the end of the implementation phase, many of the anticipated operational benefits cannot be reported. Practical implications Useful case study for other consortia or potential consortia. Originality/value WHELF is in vanguard of consortia developments in the UK, and this is the first case study of the project.

Авторы анализируют факторы, приведшие к активизации интеграционных процессов, а также особенности формирования образовательных консорциумов с участием Российской Федерации, а именно Славянских университетов на постсоветском пространстве, а также Сетевых университетов в рамках СНГ, ШОС и ЕАЭС. The article deals with the regionalization processes in the sphere of higher education. Regional unions have significant economic advantages and can successfully compete in the international market with government support. The authors analyze the factors that have led to the activation of integration processes and the formation peculiarities of educational consortia with the participation of the Russian Federation. The most famous regional universities are Slavic Universities and Network universities of the CIS, the SCO and the EAEU.

Library Consortia is a network for the purchasing and accessing e-information to provide immediate access to greater resources for users of individual libraries. The e-ShodhSindhu is the Consortium for Higher Education E-Resources merging three consortia, i.e. UGC-INFONET Digital Library Consortium, INDEST-AICTE Consortium and N-LIST in December 2015. The e-ShodhSindhu is meant to supply current and depository access to E-Resources i.e. E-books, e-journals, e-journal archives, on-line databases to its member establishments at a negotiated rate of subscription. The purpose of this paper is to find out user awareness and usage of e-ShodhSindhu Digital Library Consortium by Faculty Members and Research Scholars of Sri Venkateswara University. A structured questionnaire was designed and randomly distributed to 350 respondents for data collection, among the faculty members and research scholars. Out of which, 274 filled-in questionnaires were returned. The study reveals that most of the respondents are aware and use digital library consortium but there is a need to conduct more awareness/training programs for enhancing the use of e-ShodhSindhu Digital Library Consortium.

Abstract Background We aimed to investigate whether more years spent in education are causally associated with a lower risk of lung cancer, through a two-sample Mendelian randomization study. Methods The main analysis used publicly available genetic summary data from two large consortia [International Lung Cancer Consortium (ILCCO) and Social Science Genetic Association Consortium (SSGAC)]. Genetic variants used as instrumental variables for years of education were derived from SSGAC. Finally, genetic data from three additional consortia (TAG, GLGC, GIANT) were analysed to investigate whether education could causally alter common lung cancer risk factors. The exposure was the genetic predisposition to higher levels of education, measured by 73 single nucleotide polymorphisms from SSGAC. The primary outcome was the risk of lung cancer (11 348 events in ILCCO). Secondary outcomes based on different histological subtypes were also examined. Analyses were performed using the package TwoSampleMR in R. Results Genetic predisposition towards 3.6 years of additional education was associated with a 52% lower risk of lung cancer (odds ratio 0.48, 95% confidence interval 0.34 to 0.66; P = 1.02 × 10 − 5). Sensitivity analyses were consistent with a causal interpretation in which major bias from genetic pleiotropy was unlikely. The Mendelian randomization assumptions did not seem to be violated. Genetic predisposition towards longer education was additionally associated with less smoking, lower body mass index and a favourable blood lipid profile. Conclusions Our study indicated that low education is a causal risk factor in the development of lung cancer. Further work is needed to elucidate the potential mechanisms.

Purpose – This paper aims to report on several initiatives towards formation of national consortium among academic libraries in Malaysia. The consortium focused on subscription of online databases. Design/methodology/approach – In July 2004, CDC on behalf of PERPUN members made several initiatives towards formation of national consortium of Malaysian academic libraries. Proposal paper on the formation of the consortium has been submitted to the Ministry of Higher Education. Through “loose consortia” formed, CDC and later known as Malaysian Online E-Resources Consortium (MOLEC) succeeded in negotiating for subscription of online databases and was able to get financial aid from the Ministry of Education to subscribe several databases since 2002. Findings – A commercial databases committee (CDC) was formed in year 2000 as a platform for academic libraries to evaluate, select, negotiate and manage the online databases. Complications involved in online databases subscriptions such as cost increase, license agreement, various formats of usage statistics, merger and takeover of publishers have made PERPUN (Malaysian Standing Conference of National and University Libraries) realize that there is a need for a formal consortium to be formed. Research limitations/implications – An improved service was established for the benefit of the academic libraries in Malaysia. Practical implications – A more coordinated approach to consortial dealings is being established in Malaysia. Originality/value – This is a report on the process and outcomes.

Global networks are proliferating and diversifying between higher education providers and other sectors and groups. Some authors suggest this represents a process of de-nationalization, others that approaches to internationalization that de-nationalize the university will fail. Looking to the past, establishing international consortia and networks appears to have been a response to a range of major structural challenges affecting higher education. Some of these resonate today, but there are also new competitive challenges that encourage institutions to join networks or align themselves with partners for competitive advantage, for substantive and reputational gains. The consortia and networks that exist today illustrate both diversity and coalescence around multiple themes. These include functional and activity-based themes as well as shared interests and values. The question of sustainability over time remains as some networks have survived decades while others have disappeared. Those that recognise cultural, political and intellectual differences and the need to achieve mutual benefits are more likely to be sustainable.

The role of the higher education institutions’ libraries in building and maintaining the institution’s open archives is highlighted. The author emphasize that open archives are demanded highly by the scientific community as the data is free. The open archive structured by disciplinary or interdisciplinary principle can become the base for informal associations (collaborations, consortia, etc.) around science schools or research centers (faculties, institutions, universities, research organizations). Expanded functionalities and instruments to get scientometric indicators are analyzed in detail. These functions make the alternative source for measuring scientific performance of organizations and individual researchers systematically and adequately. The librarians responsibilities related to collecting and preparing scientometric indicators are highlighted. The open archives, institutional repositories, e-libraries can provide both traditional scientometric indicators (impact factors, Hirsch index, etc.), and alternative metrics (publication web indicators). Scientometric data collection, accumulation, interpretation and preparation are continuously expanding processes and they enhance the librarians’ roles.

In the last few decades, there has been a radical change in the paradigm of universities – from organizations engaged in teaching and conducting basic research to institutions that actively interact with the real sector and commercialize the results of intellectual activity. In the scientific literature, this new model was called an "entrepreneurial university". The main hypothesis is the assumption that there is a global trend of turning traditional universities into entrepreneurial ones, as well as integral external drivers of this process. The purpose of this study is to describe the mechanisms of the university sector transformation in different countries, both at the national level and on the example of individual universities. The methodology of the work combines several research areas: a review of theoretical concepts of the university's activity format evolution; the study of key state tools for the transformation of the university sector; a comparative analysis of statistical data illustrating the cooperation of university science with the business sector; consideration of illustrative examples or cases of university transformation into world-class entrepreneurial universities. The main results and conclusions include the following provisions. First, the deployment of multi-stage mechanisms for creating centers of technological growth of regional and sometimes national economies based on individual universities or their consortia has become a global practice. Secondly, statistical indicators show the existence of a noticeable trend of strengthening cooperation between private companies and universities in conducting R&D, which indicates a gradual reorientation of the latter towards solving applied research tasks that are in demand in the market. Thirdly, the process of universities transforming into entrepreneurial organizations can occur in various ways, but the vital factor is the presence of a real demand for the results of university research and development. The described cases can have practical application when drawing up a strategy for the transformation of Russian universities into entrepreneurial universities.

This paper presents an analysis of issues of contemporary processes related to global higher education dynamics. The paper is based on the analysis of research results of well-known researchers of global higher education reality, as well as on the author’s own research results within the Erasmus program. It states that new aspects of the mission of a university as an institution were added to such aspects as research, teaching and service, in accordance with social requirements. It also reveals that the concept of the world-class research university of the XXI century of Prof. P. Altbach and the model of the entrepreneurial university of Prof. B. Clark, which work in the conditions of growing competition between higher education, represent a new world higher education reality in the early XXI century. The paper reveals that the global market of higher education services has been established as an instrument of higher education changes. In this context, the traditional providers of educational services and the “new providers” compete for or complement the supply. The paper shows that the traditional providers of educational services are public and private universities. It emphasizes that University has become only one of the actors in the new “knowledge business” nowadays and discusses that recently we have witnessed the emergence of new types of higher education providers. The paper considers the emergence of new providers of higher education as indicators of the direction of higher education dynamics in the immediate future. These “new providers” include corporate universities, virtual universities and online courses, a certification system of competence in computer technology, commercial IT and media companies, networks of professional associations, national or international research networks, international conglomerates and consortia, and publishers, who are designing and delivering course materials, sometimes in partnership with universities. It is highlighted that to operate and develop in current higher education dynamics, universities should simultaneously compete, positioning themselves, and cooperate, overcoming obstacles by joint efforts with partners. The paper analyzes the current legislation of the Russian Federation in the field of science and technology for 2019–2020. The authors consider such issues as the creation of world-class scientific and educational centers, the development of scientific personnel potential. The paper notes the commitment of the official course towards the development of university science according to the American model. This official directive has found expression in a new national project “Science and Universities”, which is supposed to hold acompetition among universities to form a pool of national research and national flagship universities.These universities will receive additional financial support for their academic strategic leadership programs. One of the important conditions for winning this competition is the creation of consortia of educational institutions of higher education, scientific organizations and enterprises of the real sector of the economy. In essence, the task of consortia is to find forms of introducing the obtained scientific results into the production of goods, works and services. In this sense, consortia are similar to clusters for the American type of cooperation between universities and business. Particular attention in the article is paid to state supportin the form of grants in the form of subsidies from the federal budget.

The adoption of transdisciplinary approaches to address complexity and uncertainty of the problems has been recommended to formulate the effective solution. Although scientists have been working towards the direction, there have been still little integration on policy and concerted implementation to deal particularly with cross-cutting issues on food security, sustainable agriculture, renewable energy and other green development issues. Bogor Agricultural University (IPB) has recently adopted the concept of transdisciplinary and sustainability sciences to better integrate and utilize available resources and management strategies as stated in IPB’s Long-term Plan and in recent policy to establish Center for Transdisciplinary and Sustainability Sciences (IPB-CTSS). The drivers for this policy are actually the already established research, academic and community service consortia in which students, scientists, practitioners and policy makers have been working interdisciplinary towards effective solution for achieving better impacts of IPB Tridharma activities. We will discuss the lessons learned, challenges and opportunities identified as solid foundation to implement the concept for enhancing the better impacts of universities extended obligatory tasks on education, research, community services, innovation and business.

Purpose The purpose of this paper is to present the Strategic Research Consortium Centre for Technological Innovation in Building and Civil Engineering (A-CITEEC) and its scientific strategy for the promotion of research and higher education in building and civil engineering. Design/methodology/approach By means of an approach based on the comparison of strategic actions with other research consortia, a scientific programme is designed following innovative research areas. Findings The A-CITEEC is a supra-group structure that strengthens scientific research and provides new opportunities for innovation and technology transfer at the national and international level. Research limitations/implications The main objective of the A-CITEEC is to improve and intensify research and knowledge transfer in the fields of engineering and sustainable construction. As a direct consequence, this consortium of research groups is promoting community well-being, economic development and optimization of ecosystem services. Practical implications The A-CITEEC enhances collaborations in the national and international university community to achieve their objectives. Other remarkable activities encouraged by the consortium are the organization of scientific events, such as visits to the research centre, the promotion of the research transfer to companies and encouraging the presence of women researchers. Social implications The achievement of the objectives and research lines by the A-CITEEC members will lead to satisfying the sustainable development goals (SDGs), priorities of the RIS3 Strategy, Spanish Strategy for Science and Technology and Innovation 2013–2020 and with the European Strategy H2020. Originality/value The scientific activities shown in this case study are intended to ensure the continuity of the group consortium, which is unique at the regional level in the field of building and civil engineering.

Introduction. The strategy for the development of international education ERASMUS 20.30 stimulates the study of how intellectual integration programmes are introduced into the system of further education of universities around the world. The research is relevant, for studying the integration of intellectual potential in a single space of higher and further education EHEA allows to determine the efficacy of application of world benchmarking technologies in the management of SMART/UNI-Q systems and the convergence of world universities. The EU Education Department conditioned the significance of the research content by the target request to investigate the change in the benchmarking mission at the international education market and to make a thorough informational review of its application in the international activities of universities in the EU, CIS and the Russian Federation for the dissemination of information by international partner universities of ERASMUS central office. The study aims at identifying general and specific indicators of sustainable international partnerships that affect consumer demand at the international education and labour markets by means of concretization of an extensive descriptive analysis of the intellectual integration benchmarking and the description of the processes of benchmarking technology application, its scientific identification and implementation in individual universities, university alliances and consortia. Researchers were looking for an answer to the question: why, with high interest and theoretical recognition of technology benchmarking in quality management, universities show low rates of benchmarking in assessing the quality of their international activities. Materials and Methods. It is the first time that the research of benchmarking intellectual integrations in the university international activities uses the method of descriptive analysis. The study identifies active sectors of the SMART / UNI-Q benchmarking for the entire set of data voluntarily submitted by the universities participating in the projects of the Austrian Institute for Intellectual Integrations in the pre-pandemic period of 2017-2020. The participating countries have analyzed the share of key participants and the share of published benchmarking studies. The study analyzes the changes in the benchmarking mission in the international education market in accordance with the needs of global consumers. The analysis uses the data of the bases of the EU Department of Education, the ETINED platform and open-access European dissertation reviews portals. The research uses the WERGELAND European Resource Center data as the comparison point indicators. The study presents an analysis of five segments of international benchmarking: transparency, diversity, “product line”, digital activity, and digital management tools. Modus infographics shows the real, improved and ideal models. The applied comparative analysis studies the asynchrony of academic mobility during the COVID crisis. Results. The research findings show low value of efficiency indicators for the use of intellectual integration benchmarking in the international cooperation of university alliances. The predominance and stable efficiency in the use of benchmarking takes place at certain universities in Europe during periods of activity in implementing new strategies of international education and only for a short time most often during the periods of university accreditation. The model for overcoming sustainable development asynchronies in the management of SMART/UNI-Q systems according to the criterion of guaranteeing the quality of higher education in international cooperation EHEA is not final and today it is possible to characterize it through descriptive indicators. Amid the economic crisis and turbulence associated with the COVID-19 pandemic, a decline in large-scale academic mobility is an inevitable trend. However, due to the growing difference in the responses of economies and management in the field of higher vocational education between developed and less developed countries, as well as with the strengthening of general trends in economic integration, the number of academic migrants is likely to increase. Asynchrony, that is, unevenness, of opportunities and adaptation to the new digital environment of university consortia and the possibility to implement the opportunities in practice has become a psychological problem of scientific migration. Discussion and Conclusion. The materials of this article will be useful to CEO-s of international universities, heads of departments of international activities, employees of ERASMUS national offices, coordinators of ERASMUS+ projects, departments of continuing professional education and academic mobility in the development of promising strategies for external and internal benchmarking of inter-university projects of intellectual integration and international activity quality management.

Purpose. To determine the essence, main possibilities and demonstrate the main capabilities of the educational, research and production complex as a way of modernizing the market of educational services in accordance with the innovative model of development. To describe organizational and pedagogical conditions for coordination of the scientific, educational, innovative and technological potential of the All-Ukrainian Scientific and Educational Consortium (USEC) founding members. Methodology. A systematic analysis of literature and normative documents has been carried out. Various practices of cooperation between educational establishments and enterprises, scientific institutions and production facilities in the world have been investigated. The data were collected during the internship at the All-Ukrainian Scientific and Educational Consortium with the use of individual and group interviews, surveys and teaching and administrative activities experience. Findings. Transformation of educational systems, aimed at meeting the present-day needs of stakeholders and personal needs of future professionals, is achieved by using, along with theoretical training, the resources of the research farms and enterprises integrating their benefits in the system of professional development of young people. The technology effectiveness is achieved through creation of the innovative structure of educational programs of all levels and the research and teaching staff professional development system in the Consortium. Organizational and pedagogical conditions for coordination of the scientific, educational, innovative and technological potential of the USEC founding members are suggested. Originality. Cooperation between labor market and professional education caused by the need to modernize and optimize higher education institutions in Ukraine is expected to be effective in the environment of educational-research-industrial complexes subject to the defined organizational and pedagogical conditions. Practical value. Prospects for the implementation of educational programs within the research and educational consortia are outlined. The described organizational and pedagogical conditions contribute to the integration of educational programs, professional standards and professional formation of students.

Aim. The presented study aims to analyze problems in the development of higher education in the context of strengthening the national sovereignty of the Russian Federation.Tasks. The authors consider the specifics of modern education; substantiate the need for the digital transformation of the educational process and the creation of a comprehensive digital electronic educational platform management system at universities; prove that the educational process should be student-centered, with the teachers constantly increasing their professional competence; analyze the current state of methodological support for the educational process; highlight the trend towards network interaction and universities’ participation in federal programs.Methods. This study uses general scientific methods of cognition, including analysis and synthesis, and the systems approach to identify major trends in the development of higher education.Results. One specific aspect of modern education is the changing relationship between the value of information and its accessibility. The activity of teachers at higher educaiton institutions requires constant self-improvement, i.e. improving professional competence and developing professionally significant qualities in accordance with modern requirements and a personal development program. An obvious trend in the development of universities engaged in vocational training is the expansion of their network interaction: universities join consortia of scientific and educational centers. Nowadays, a special role should be assigned to the university’s humanities courses, which have a unique set of functions that make it possible to efficiently respond to the challenges of the time.Conclusions. In fact, higher education institutions that train highly qualified professionals serve as drivers of technological breakthrough, strengthening the technological sovereignty and economic security of our country. They directly affect the future of the state and the stabilization of its national sovereignty. It is concluded that teachers should currently focus on helping students find the necessary information, analyze it, adequately evaluate it, form their own opinion and understanding. It is important to make complex changes in the content of teaching materials and in their usage context.

The article discusses the projects aimed to develop the national higher education system: “5-100” supporting regional flagship universities and the “Priority 2030” program, as well as the problems of their implementation and opportunities for participating universities to improve their results in terms of ensuring the constitutional right of the citizens for affordable and quality education. It has become evident that although the concentration of resources in the group of leading universities contributes to their entry into prestigious international academic rankings, it widens the gap between them and the bulk of other universities as regards the infrastructure, procurement and human resourcing that deteriorates the development of the educational system as a whole. The authors emphasize the necessity to consider the experience of implementing the “5-100” project in the future, in particular, when carrying out the “Priority 2030” project launched in 2021. The authors outline positive aspects of this project which can facilitate the development mechanisms for the regions in the Russian Federation as a result of the government funding and the creation of consortia with leading universities. The article also covers the key points during the tendering procedures of the Priority 2030 project, which in the future can play a significant role in the process of implementation of development programs for individual universities. The authors conclude that the use of the “5-100” project experience can improve the performance of the entire system of the national higher education.

Based on the analysis of the best educational practices of foreign universities for the development of Russian universities and their achievement of the indicators of leading world-class universities, it is necessary to pay attention to the criteria indicators that exist in international rating systems. Purpose: to determine the measures of state policy in the field of education for achieving global competitiveness by Russian universities. Methods: the author uses empirical methods of comparison, description, interpretation; theoretical methods of formal and dialectical logic. Special scientific methods are used: comparative-legal, legal-dogmatic. Results: the study makes it possible to make the following proposals based on a comparative legal analysis of the main international rating systems and special literature: 1) to improve the quality of education, as a result of which the export of educational programs to the countries of the world will increase, primarily to those regions where Russia continues to be a key player, with their subsequent distribution to other states, including using electronic pedagogy and online education; 2) to determine the nature and effectiveness of the connection of Russian universities with production and business in specially created educational clusters and consortia; 3) to create university endowments (target capital) based on a combination of state, corporate financing, as well as donations from private individuals with a transparent financial reporting system and under the control of state bodies, for which to make appropriate changes to Russian legislation in terms of ensuring the effectiveness of its use and encouraging charitable actions in relation to universities by individuals; 4) to create conditions for internationalization, provided that the traditions of the Russian education system and historical values are preserved, including the use of digital technologies and artificial intelligence technologies, which will be expressed in demand, the readiness of graduates to solve the challenges in the new reality, the competitiveness of Russian universities, provided that national educational sovereignty is ensured.

The article raises topical issues related to the university of the future, which will be based on university consortia and alliances actively created around the world. This trend will ultimately provide an opportunity to build a platform for a single educational space, which will contribute to the development of civil dialogue between societies of different countries. A project related to the expansion of bilateral Russian-Spanish cooperation in the field of education was examined, opening up new prospects for academic development for universities in both countries: the Alliance of Russian and Spanish Universities. The author emphasizes the need to achieve higher levels of implementation of the processes of internationalization of modern higher education, revision of the criteria for the development of educational systems, the combination of which will offer future generations improved learning formats that meet the needs of young generations of today. It is noted that the formation of professional skills and personal qualities in the learning process at the higher education level poses the task of training international experts who are able to conduct a constructive dialogue based on the acceptance of differences and the ability to find interaction points for cooperation on mutually beneficial parity principles. The ability to think and make effective decisions, promote national interests in the international arena, understand the mentalities of the peoples of other countries are the distinctive qualities of professionals - graduates of the university of the future. The desire for unification, and not for separation, is one of the principles of existence that will allow humanity to successfully develop for the good and in the name of the bright principles of tomorrow.

The article is dedicated to the growing social role of universities under knowledge society and its revision during wartime and post-war revival. This role has not received due attention of Ukrainian scholars and higher education stakeholders; on the contrary, in western academic discourse university third mission (also referred to as social mission) is actively discussed and several studies on university roles during conflict and post-conflict recovery are available. The article aims at conceptualization of university third mission relevant for Ukraine’s higher education of today as the country is striving towards knowledge society, higher education modernization and its alignment with European Higher Education Area, as well as fighting against Russian Federation aggression and planning economic recovery and national revival. Knowledge is a key concept in interpretation and definitions of three university missions: knowledge is generated or produced via research (second mission); it is disseminated and promoted via teaching and learning (first mission); the essence of the third / social mission is to apply knowledge for problem-solving and general societal benefit. Application of knowledge is not limited to technological innovations and know-hows and covers social, humanitarian, cultural, business and entrepreneurship, economic, political and other domains. Knowledge is becoming the major problem-solving tool; and demand for knowledge is growing among different categories of knowledge workers engaged in problem definition, decision-making and implementation in different economic sectors and spheres of life. Problems and challenges incurred by war make them the most serious grievances of today’s Ukraine. Multiple challenges faced by Ukrainian society, economy, territories, industries will require the wisdom of all Ukrainian higher education institutions and knowledge workers and can only be addressed effectively via innovative approaches and mobilization of many partners: local and international, academic and non-academic, private and public, non-profit and commercial. Due to their specific features (multidiscipline expertise, access to international knowledge sharing and good practices exchange, non-profit focus, multiple perspectives and diversity of opinions), universities like no other institutions are well-positioned to establish and run partnerships, project consortia, lead innovation ecosystems, catalyse and contribute to reconstruction and revival processes.

Background/context Over the past 40 years, the composition of the professoriate has changed substantially across all institutional types. Once predominantly tenure track, now nontenure-track faculty (NTTF) constitute more than 70% of the faculty. While these major changes have occurred, we know little about key stakeholders’ views (accreditors, policy makers, presidents) of these changes. Purpose In this article, we explore the following research question: What are the belief systems (logics) related to the changing professoriate of the key entities within the higher education organizational field? Population/description of participants Thirty-five individuals from key stakeholder groups were included: accreditation agencies; disciplinary societies; faculty stakeholder groups such as New Faculty Majority; unions; state or system leadership and state compacts such as National Association of System Heads; voluntary regional consortia such as those representing deans; governing boards; and individual and institutional membership associations, including the American Council on Education and American Association of Community Colleges. Research design In order to better understand the perspectives of key stakeholders in higher education's organizational field related to the nature of the professoriate, we conducted a modified Policy Delphi study. Findings The findings indicate one of the major reasons that the organizational field did not provide a shield to the decline of tenure or mobilize to combat the deteriorating conditions of nontenure-track faculty is because no new decided upon logic has been created as it relates to the professoriate. Great disagreement exists about what the future professoriate should look like and the four distinctive views are presented. Conclusions There is some opportunity for consensus and mobilization around two key points: (a) All groups believe the current three-tiered model (shrinking tenure track, large part time, and full-time nontenure track) is not working; and (b) there is broad consensus about a few principles for a new model such as greater job security, shared governance, greater academic freedom than most faculty currently have, and more focus on the educational function of faculty.

Abstract The goal of the present paper is apply the blue-ocean strategy to the current status of the higher education system, with a major focus on managing cultural diversity in a global world. Universities nowadays represent poles of excellence in terms of cultural innovation, knowledge creation and transfer to the industry, an interface between home and host country as regards academic mobility (teaching and research mobility); they have a significant role in promoting cultural values and informed intercultural communication, creating academic consortia as well as interacting with the local and business communities. The paper shall also redefine: the role of university managers in the context of expanding internationalization, both in terms of student / staff mobility and developing research networks; the relation of universities and higher education to the needs of society, in view of attaining economic growth and technological advancement. In this respect, the cultural centres affiliated to HEIs represent the best vehicle for raising cultural awareness, informed and coherent understanding of „otherness”, overcoming the „either/or” perspective. University differentiation and diversity are key components of current European strategies as illustrated by several documents: New Skills for New Jobs: Action Now; Europe 2020: A Strategy for Smart, Sustainable and Inclusive Growth; EDU 2025; Blue Ocean Strategy; The FOR-UNI Blueprint; 2005 UNESCO Convention on Cultural Diversity. Managing cultural diversity in a global world has become equally a challenge and a prerequisite for higher education institutions in view of their survival on a highly competitive market and will eventually render sustainable advantage at national and international level. Cultural centers affiliated with universities represent poles of excellence in terms of facilitating and promoting interculturality, plurilingualism, staff and student mobility as well as an exchange of teaching and research practices. In this context, the Confucius Institute at “Lucian Blaga” University of Sibiu represents an example of best practice in terms of efficient management and anticipatory leadership.

The transformation projects developed in the context of digital education, sustainable development research and social innovation, and social entrepreneurship have turned the West University of Timişoara (WUT) into an active contributor to the Smart Specialization Strategy at local, regional, and national levels, from its previous status of a passive receiver of policy and R&D strategies. By exploiting open innovation tools integrated into entrepreneurship and aimed at relevant community research, WUT is currently actively involved in the incubation and/or acceleration of more than 200 start-ups, meant to enhance research relevance to actively promote higher technology readiness levels (TRLs) and social acceptance of research results. Building on top of three priority pillars - Digital, Green, and Well-Being, WUT has reconsidered its open innovation strategy and action plan to benefit the community, using a multistakeholder approach. In this context, the Digital & Green Living Lab, with cross-cutting priorities such as entrepreneurship and Culture and Creative Industries, focuses on meaningful transformation projects that contribute to enhanced community well-being. In this direction, important contributions were already achieved toward the digital transformation of educational programs and administrative sectors. Through its sustainable development vision, WUT acts on functional teams working in circular economy consortia, renewable energies, and environmental research.

This paper describes the experiences of the only registered library consortium under the State Department of Puerto Rico, mostly composed by private higher education institutions.The author explains how the Consorcio de Bibliotecas Metropolitanas (COBIMET) was founded and what were the challenges, needs and goals of this collaborative group. To achieve cooperation the members of the consortium considered the common needs of each one of the participating libraries. The areas to work on were technology, library services, information resources, budget constraints and professional development. Among the benefits derived from all activities the participating institutions were able to reduce costs, share knowledge, and explore diverse learning experiences.

This article intends to look into the practice of implementation of the EU project «Reinventing displaced universities: enhancing competitiveness, serving communities» (hereinafter referred to as REDU project) targeting displaced universities from Donetsk and Luhansk regions, as well as other EU projects, with the purpose to promote the project; draw lessons from project implementation under multiple crises; hypothesize on the future of this and other educational projects during wartime and post-war period in Ukraine; provide recommendations and facilitate national and international discourse on reviewing existing approaches to design and implementation of international projects in the field of higher education. The article provides background information on REDU project and its beneficiaries — displaced universities; outlines changes that took place in internal and external contexts during project lifecycle and amendments that followed; summarises lessons learned from two and a half years of implementation of the REDU project; and develops recommendations on the revision of methodology and approaches to educational project design and implementation. The article argues that international educational projects are and will continue to be powerful tools for higher education modernization, as well as drivers of social transformations. To be effective and resilient during the war, as well as during Ukraine’s post-war recovery and reconstruction, the projects are to become more flexible, allowing for more autonomy in the decision-making by the project team and more diversity with regard to project activities and services, outputs and outcomes, beneficiaries and target groups. While reinstating the need to modify international projects’ design, rules and procedures, the authors argue that Ukrainian HEIs and academic communities themselves should be ready to change and adapt to new circumstances, respect flexibility, practice diversity. Besides, to be able to contribute to national recovery, Ukrainian HEIs should collaborate with a broad circle of partners, review and upgrade their social mission, in collaboration with other HEIs and non-academic partners apply accumulated or generated knowledge, expertise and research capacity for the benefit of their own institution, partners and consortia, communities and nation.

Abstract In-home supports and proper nutrition are critical to post-acute recovery and long-term health management for adults 60 and older. At the same time, such supports are often difficult to deploy in rural settings. To address these challenges, a unique multi-sector consortia was formed between a local Area Agency on Aging, a healthcare system, a health technology company, and a university to conduct a clinical trial of a novel in-home health technology program coupled with customized chronic care nutrition support. Early stage clinical trial development required coordination across health and community-based organizations to develop a pathway for older adults to access the in-home project supports. At the conclusion of the year one, six project partners were interviewed using a semi-structured interview protocol examining the strengths of early project design and challenges inherent in the early phases of a community-based clinical trial. Thematic analysis uncovered six themes instructive in formulating efficacious clinical trial methodologies: 1) Logistical challenges related to the pandemic, including reduced patient numbers and the curtailing of in-hospital recruitment; 2) Partner collaboration as essential to designing preferred project modifications; 3) The challenge of converting project referrals into project enrollees; 4) A new appreciation among community partners regarding institutional review board requirements; 5) Recommendations for addressing emerging staffing challenges; and 6) The overriding importance of engaging older adults in their own care and health promotion post-discharge. Results will inform construction of a replicable model for establishing novel research partnerships that span healthcare, social services, the business sector, and higher education.

Purpose – The purpose of this paper is to clarify the digital era and to explain that these changes have given rise to the existence of several communities or consortia in higher education of Algeria in order to bring users closer. Various changes linked to advancement in information technologies have changed work methods and behavior among professionals in the information and communication sciences field. Design/methodology/approach – The paper opted for a survey which was organized into two principal phases. An exploratory phase that consisted of undertaking qualitative interviews and another phase followed by a preliminary survey (pilot study) to prepare for the definitive survey. In this way that the authors chose a sample of a total of 50 questionnaires. The authors succeeded in obtaining a total of 30 respondents, representing a response rate of 60 percent. Findings – The preliminary survey reveals that the Algerian university libraries wish to create a community of exchange and collaborative work between professional colleagues in this new digital age. Research limitations/implications – This study is a beginning of a research on the behaviors of professionals in Algerian university libraries. A national survey is about to be performed in order to analyze more better the new communication behaviors. Practical implications – The paper includes implications for changing the new behavior of professionals in university libraries in order to be adapted in this new digital age that requires us to work in the library without walls. Originality/value – The originality of this paper is to discuss the subject of the digital libraries, the information retrieval and the collaborative work environments and the Semantic Web.

An answer to these challenges is the CIVICA project, the European University of Social Sciences, a consortium of the following universities: Bocconi University (Italy), Central European University (Hungary), European University Institute (European Intergovernmental Organization), Hertie School of Governance (Germany), The National University of Political Studies and Public Administration (Romania), Sciences Po (France) and the School of Economics in Stockholm (Sweden). This experiment aims to become one of the European pilot universities, in the first round of applications for Erasmus+ in February 2019. The experiment takes into consideration the most important resource of a country: the human resource. The network of universities that are part of the CIVICA consortium will group approximately 38,000 students, 7,000 teachers and 3,000 people from the administrative apparatus. The London School of Economics is part of the CIVICA consortium, as an associate partner. At the Bucharest conference, the public presentation of the consortium and its objectives, the rectors of the seven universities set out to educate the future generations of professionals in social sciences, in order to solve the most pressing problems of the world. Creating a European identity is essentially the long-term, fundamental objective of the CIVICA consortium. In the context of this conference, we interviewed a few representatives of CIVICA, and their answers will be analyzed in this paper’s section dedicated to the results of the research.

The article reveals the role of a university library in forming the united information-educational space. The higher institution library is considered as a backbone element of the information-educational space. A qualitative change in the library activities is emphasized by its ability to interact with other subjects of the educational space both within the university and beyond it.The university library has an integrative function providing the effect of the integrity of the information-educational space in two directions: internal and external ones. The emphasis is placed on the disclosing the integration external direction, that ensure the library access to the global information-educational spaces of the city, region, country, and world. Early forms of realizing the integration external direction are shown. First directions on the resources sharing are marked in organizing libraries interaction.The involved item modern state supposes using both traditional and electronic information resources, and new information technologies allow opening new forms of implementation of the integration external direction. Among them are consortia and corporations of university libraries of cities, regions, as well as other levels and departments. Libraries, becoming resource centers of universities and regions, create research-educational orientated resources; serve the university, municipal and regional circle of users, providing them with direct and remote access to all available resources. The integrative function content of university libraries is connected with creating a uniform information-educational space of the region, namely the unification of library activities of territorial entities (a region, a city) and libraries of other regional systems and departments (education, science, culture, etc.).The next form of implementing the integration external direction is participation of education institutions in development of the existing electronic library systems, i.e. interaction between electronic resources created by the universities of culture and arts, and external electronic resources available to students. Thus, integrative function of the university libraries includes supporting to fill external electronic library systems with the profile content (both educational and scientific character).The third form implementing the integration external direction is an integrated electronic library. It allows organizing the united information-educational space with the whole set of information-educational resources such as bibliographic, abstract, reference, analytical, full-text ones, etc., and the university library ensures its integrity thanks to its integrative function.

Recently, a robust tool for assessment of different teaching methodologies in engineering education has been developed by the consortium of the iTeach project (www.iteach-chemeng.eu). The tool was initially tested for its applicability in teaching units of chemical engineering education, evaluating several educational approaches used to deliver core knowledge and employability competences in different geographical and educational contexts. After some modifications, the framework was subjected to a wider testing, including teaching units that are part of other engineering disciplines, but also, extended to other higher education disciplines. In the presented case-study, the framework, including six metrics, was used in the assessment of two pedagogical approaches, practical instructions via lab and self-instruction delivery, applied in the teaching units Microbiology and Engineering Economy, respectively. Necessary data were collected by online surveys, carried out among four target groups of stakeholders, i.e. academics, employers, graduates and students. The results of this testing will be presented and discussed.

ABSTRACT Coopetition is a relationship strategy between firms or institutions that compete and cooperate simultaneously in different areas. Coopetition occurs in several inter-organizational arrangements. This article establishes theoretical propositions about coopetition strategies based on the Consortium of Community Universities in the South of Brazil (Consórcio das Universidades Comunitárias Gaúchas - Comung), which is formed of 15 higher education institutions (HEIs) located in the South of Brazil. This article investigates a single case with multiple analysis units conducted through in loco interviews with the President of the Comung and the managers of the HEIs, along with secondary data. The results indicate that coopetition has been used as a mechanism for market protection and to gain access to unavailable resources individually from the dynamic interactions between the Comung HEIs.

Introduction and objectives: The New Media Consortium (NMC) Horizon Project defines educational technology in a broad sense as tools and resources that are used to improve teaching, learning, and creative inquiry. Each technology has been carefully researched and framed in the context of its potential impact on higher education. Within the Horizon Project there are currently seven categories of technologies, tools, and strategies for their use that the NMC monitors continuously. All they have the potential to foster real changes in education, particularly in the development of progressive pedagogies and learning strategies; the organization of teachers’ work; and the arrangement and delivery of content. Following the recommendations of NMC experts panel, we design an application named Augmented Reality Metabolic Pathways (ARMET) in order to improve motivation and to promote student interactivity to the development of skills needed to learn the metabolic pathways. Materials and methods: The ARMET app was developed using Unity, 3D molecules obtained from Protein Data Bank and ChemSpider-chemical structure database, the usage data are stored into a database (MySQL) and are analyzed using the statistical software R. Results and conclusions: ARMET mixes several technologies out of seven categories recommend in the NMC Horizon Report: Mobile app, Bring Your Own Device, Flipped Classroom, Learning Analytics and Augmented Reality. The principal criterion for the inclusion of those technologies into the app was its potential relevance to teaching and learning biochemistry. ARMET is available for iOS and Android platforms, and includes PDF files with a set of cards, the game board and classroom worksheet’s. The students and teachers can register for free. Teachers can create classes and track student performance. ARMET collects data for personalizing learning experiences addressing the challenge to build better pedagogical tools to establish effective formative assessment for metabolism teaching.

This paper presents and discusses the use of knowledge management to support innovation in higher education institutions (HEI). The study was conducted at Brasil-STHEM Consortium - a network of Brazilian higher education institutions that work together in the implementation of innovation in their teaching and learning practises. 29 HEI participated in the study that was designed as an exploratory research and used the Asian Productivity Association (APO) knowledge management maturity level assessment tool as a framework for data collection and analysis. Results demonstrate that there was openness for knowledge management and that there is technological infrastructure available for this to happen, but found little evidence of the systematic use of knowledge management practices. The study contributes to research and practise in education management by proposing the use of KM theory and tools to understand how knowledge being generated by higher education institutions can be identified, stored, shared, created and applied in order to amplify its impact to educational change and innovation.

With faculty development programs being more present around higher education institutions worldwide, researchers question their effectiveness as how it benefits faculty members and students. For development programs to take place, effective dissemination processes must become a common practice, and be strongly encouraged by the leadership. This paper presents a case study on how dissemination of knowledge works after leaders of several Brazilian institutions that are part of a consortium attend a weeklong workshop on active learning methodologies. This study employed a mixed methods approach utilizing the review of program documentation, an online leader survey, and virtual interviews with select participants. This multi-phase study revealed several ways leaders disseminate knowledge within and outside their institutions - including internal and external communities of practice - and that in most cases the high administration is willing to invest on creating an environment which fosters the dissemination. However, some challenges still compromise the complete effectiveness of the dissemination, including the involvement of the leadership of the consortium post-program. This paper sheds light on the role of leaders in this process in addition to presenting a case study in Latin America, context that is still understudied.

For the formation and development of tomorrow’s highly effective Manager model it is not already enough of competences from the area of only classic management and/or classic emotional and even business leadership. The optimum combination of universal values and strategic anticipation, social leadership, universal and special management technologies is necessary. Aspects of innovation process management on organization’s holistic development have been considered, main groups of higher school’s development strategies have been marked, and two types of innovative processes in the education system have been characterized in this paper. The author emphasizes that the traditional association of efforts in the training of specialists through a formal merger of several structures is ultimately ineffective. More productive will be the consolidation of efforts (in parallel with formal associations) through contractual relationships, creation of basic chairs at enterprises, strategic alliances, consortia, network organizations, educational and industrial groups, technology parks, business parks, innovative educational and industrial clusters, in other words, through creation of formal virtual structures. These chairs should become such points for growth of future organizational structures for graduates’ training, in other words, they should become mini-academies, which will provide the high level training, and development of science. The paper talks about creation of new forms and organization experiences for training of managerial human resources of new generation through formal virtual structures creation with authorities, high educational institutions, business representatives, secondary school institutions, preschool facilities. This project implementation requires the allocation of several stages. The first one is creation of Institute of management (as faculty) as the core organizational structure in the form of high educational institution unit. A sample structure of such Institute has been proposed, the practical experience of such structures formation has been placed in the clearest light. In the process of their development the Institutions can be transformed into more complex structures (e.g., academies, management universities), combining the traditional organizational structures with creation of strategic formally virtual associations with various educational and industrial structures at the municipal, regional, Federal, and international levels
