The regional transfer of production factors was the foundation of regional economy, which was connected with non-balance-development theory. The paper, from the angle of regional economy, made a deep study and established the transfer measurements of the production factors of the High-tech zones.Empirical study of the panel data of the High-tech Zone, results showed that the clustering rate in the zones is already good, but the clustering quality of production factors was not ideal.

Automobile Trade Logistics Park is one of the most important industrial zones for specific automobile trade and distribution in auto industry cities. The development control of physical spatial planning has a profound effect on the construction and operation of Automobile Trade Logistics Park. Three factors, including advantages of transportation, geographic features and industrial cluster, influencing the location of Logistics Park are discussed. The scales of automobile trade spaces built recent years in China are compared. Analyzing dual function of commerce and distribution, facilities in Automobile Trade Logistics Park are summarized. According to the arrangement of land use and spatial structure, development intensity of different space types for auto trade is proposed. The final section of this article examines the experience in Regulatory Plan of Auto Parts Logistics Center in TAIAN Hi-tech Industry Development Zone.

Статья посвящена изучению опыта Калужской области в размещении высокотехнологичных компаний и его адаптации в других российских регионах. Цель работы - анализ созданной благоприятной инвестиционной инфраструктуры в Калужской области для размещения высокотехнологичных компаний в регионе. Задачи исследования: 1) выявить наиболее благоприятные факторы размещения высокотехнологичных компаний; 2) адаптировать опыт Калужской области в размещении высокотехнологичных компаний в других российских регионах. Научная новизна заключается в обосновании положения, что размещение высокотехнологичных компаний в регионах, в особенности в преференциальных зонах, позволит разработать эффективную стратегию роста и ускорить социально-экономическое развитие страны в целом. Используя методы анализа статистической отчѐтности, автором выделены основные факторы, влияющие на принятие инвесторами положительных решений о размещении высокотехнологичных компаний в Калужской области. Анализируя действующие преференциальные зоны Калужской области, обосновывается позитивное влияние размещенных высокотехнологичных компаний на экономику региона и его социально-экономическое развитие. Рассматриваются направления их деятельности, воздействие на рынок труда Калужской области, инвестиционную привлекательность, другие макроэкономические показатели, а также на социально-экономические процессы. Результаты исследования представляют интерес для органов государственной власти, в задачу которых входит разработка стратегии социально экономического развития, так и для профессиональных участников инвестиционного рынка - крупных зарубежных корпораций, инвестиционных фондов, а также научно-исследовательских организаций в России. This article is devoted to the study of experience of Kaluga region in the placement of high-tech companies and its adaptation in other Russian regions. The main purpose is to analyze the favorable investment infrastructure created in Kaluga region for the placement of high-tech companies in the region. Research objectives: 1) to identify the most favorable factors for placement of high-tech companies; 2) to adapt the experience of Kaluga region in the placement of high-tech companies in other Russian regions. The object of the study is high-tech companies in the preferential zones of Kaluga region. Scientific novelty is that the placement of high-tech companies in the regions, especially in the preferential zones, will develop an effective growth strategy and accelerate the socio-economic development of the country as a whole. Using modern methods of regional-economic research to demonstrate a generalized analysis of conditions for investment in Kaluga region created in preference zones. Using methods of statistical reporting analysis the author has identified the main factors that influence investors to make positive decisions about the location of high-tech companies in Kaluga region. Analyzing the existing preferential zones of Kaluga region there is substantiated a positive impact of placed hi-tech companies on the economy of the region and its socio-economic development. The directions of their activities, impact on labor market of Kaluga region, investment attractiveness and other macroeconomic indicators, as well as on socio-economic processes are considered. The results of the study are of interest for public authorities, whose task is to work out the strategy of social and economic development, as well as for professional participants of the investment market - large foreign corporations, investment funds, foreign countries, as well as research organizations in Russia.

Pakistan, due to its geostrategic existence, became a fulcrum of the massive Belt and Road Initiative (BRI) through CPEC. The project is anticipated to bring socio-political and economic stability in the region. The project is supposed to revitalize the historical Silk Rout to knock down the social, political, and economic hindrance among Asia, Africa, and Europe. This revolutionary and hi-tech Win-Win enterprise is professed as “the harbinger of a new epoch of congruence and integration” (Mehmood & Sabir, 2020) for Pakistan. CPEC is intended to unlatch many commercial routes across China, South and Central Asia, the Middle east and European region. China is going to have quicker and accessible trade rout with Persian Gulf and other resourceful regions. Pakistan would have enhanced economic stability through Gawadar Port Projects, infrastructural development, economic zones, technological assistance, and other energy generating arrangements. This paper tends to discuss the rudiments of CPEC with the geopolitical and strategic reputation considering the zero-sum unipolar world. It throws light over social, political, and economic dimensions of the project with the consideration of political development and policy consistency of the region. The trade deficit and antidots through CPEC between China and Pakistan with the inclusion of other neighbouring States would be addressed. Hurdles and security constrictions regarding the corridor are highlighted and research based conceivable suggestions have proposed which the governments of both the countries ought to consider. The construction of regional ecological security network system can effectively ease urban environmental pollution and enhance the comprehensive competitiveness of the region. This paper, based on Suzhou National New & Hi-tech Industrial Development Zone (SND) as a study case, intends to explore an approach to establish the ecological security pattern for rapid development region. The paper has established an ecological security critical areas composed by Mt. Dayang, Mt. Shu, Mt. Jilong, Mt. Fenghuang and other mountains as well as Tai Lake Wetland Park, three ecological corridors comprising greenbelt along Taihu Avenue, Beijing-Hangzhou Grand Canal and greenbelt along the Canal, Huguang Canal and greenbelt along the Canal, as well as urban parks such as Dabai Marsh, Mt. He, Mt. Shi and Zhengshanlu Park etc. and junctions between roads and rivers etc. to make up the ecological nodes so as to build an ecological security network pattern for SND, which is of great significance for the regions sustainable development.

A significant part of management in creative organisations is the discovery, development, and engagement of the creative talents. These activities require practices at the intersection of talent management, knowledge management and HR management. In this paper, we observed a bootcamp held at Cirque du Soleil in order to experiment with new casting and training practices for a scarce and specific occupational creative community: clowns. Our study shows that this bootcamp provides context at the borders of distinct practices: recruitment, training, and exploration. This intermediary zone allows the emergence of a boundary practice: the co-construction of what actors of the organisation and members of the communities do, make and learn to connect, create and understand new meaning of their shared reality in performance and exploration. This concept contributes to an improved understanding of the management of scarce talents in knowledge-and-creativity intensive fields, as hi-tech industries, software development, engineering, or creative industries.

For a scientific discussion the authors present proposals on the formation in Russia of a new form of effective mineral resource base development of the strategic solid mineral resources in the Arctic zone of Siberia and the Far East. The mechanism is based on the prevailing govenmental participation in projects of development and exploitation of highly liquid metals (rare earth elements, Tomtor ore cluster in Yakutia) and minerals (diamond abrasive materials, Rock Popigai meteorite crater deposit in Krasnoyarsk region) in the Siberian Arctic, carried out under conditions of high risk. Shown, that due to the unique parameters of both rare earth and diamond ores flow of hi-tech products and semi-products is formed. With the extension of the technological and value chain - delivery to the domestic and the global markets of highly liquid products (oxides of rare earth metals and high-purity metals, technical super abrasive diamond powders and products for the treatment of materials). Thus, a cluster for the production of final products based on rare-earth metals and super abrasive rough diamonds with high added value can be created. Milestones and additional exploration operations, preparations for the operation and development of deposits are carried out by the State Corporation for Mineral Resources with the joint participation, investment, technological cooperation of private companies and research organizations. The Corporation could be considered as a platform for international cooperation and foreign investment in technological chains of a presented mega-project of development of two closely located deposits. Introduced organizational and economic mechanism allows to: a) carry out public administration of complex resource projects in the Arctic and to develop them to an economically efficient level with a gradual sale of business projects to the private sector; b) to initiate and stimulate long-term scientific and technological development in conditions of high risk; c) to form a system of preferences for the development of Russian high-tech exports; d) ensure Russia’s economic presence and increased geopolitical and geo-economic interests in the Arctic.

Purpose – External knowledge should not be limited in one zone or level. Researchers have paid more attention to the perspective of multilevel cluster networks. However, little research has empirically studied the various dimensions of external knowledge. The purpose of this paper is to study different levels of external knowledge, their relation with trade and non-trade interdependence and their relation with different kinds of innovations, namely, exploitation and exploration. Design/methodology/approach – Both quantitative and qualitative research methods were adopted in this study. In terms of the quantitative research method, data were collected from 168 companies in the Shenzhen Hi-Tech Industrial Park of China using convenience sampling. As for the qualitative research method, a total of 35 interviews were carried out in this study. Findings – The quantitative results indicate that different levels of external knowledge in the Shenzhen Hi-Tech Park have different effects. First of all, the results indicate that cross-national connections have a positive influence on trade interdependence, which helps firms to produce exploration. Second, cross-regional connections have a positive influence on both trade and non-trade interdependence, which further help firms to create innovative exploitation and exploration. Third, inter-regional connections have a positive influence on non-trade interdependence, which helps firms to increase innovative exploitation. The qualitative result makes a plausible explanation for the quantitative results. The interview results indicate that as the telecommunications industry has so much to do with China’s national security, there are several initiatives of market protection strategies and political interventions, which help firms to form different levels of knowledge flow in Shenzhen. Research limitations/implications – There are several limitations of this study which primarily relate to the case study method. The results can be contextually generalized to the domestic-oriented cluster in developing countries. Practical implications – This study has several managerial implications. First, this research ensures that it is important to consider the multilevel nature of external knowledge before starting with the decision-making process of a firm in a cluster. Second, all levels of administrators and managers in a company should investigate what kinds of involvement and innovation are needed and most highly valued for organizational development. Third, the research framework of this study can be applied to understand which level of external knowledge influences organizational performance. Originality/value – This study is an initial attempt to provide an examination of external knowledge, organizational involvement and innovation performance of an industrial cluster via a mixed method.

Trends related to the development of digital technologies and their impact on the social and humanitarian sphere continue to be relevant. The emergence of digital networks not only leads to the expansion of social connections, but also forms the trend of transformation of digital networks into augmented reality, which displaces the living space of nature from the lives of young generations. Deepening of the transformations carries certain risks, since it becomes a source of generating cyber reality, an environment of unpredictable communications. It escapes attention that techno-networks, created initially for the transmission of formalized information flows, are beginning to be mastered by a person for a new type of resources as a space of intersubjective communication. As a result, due to the lack of the necessary cultural field, a qualitatively different, surrogate interaction develops. Under these conditions, the simplest communication models are implemented, based solely on the personal psychological experience of each of the participants, who hide in the digital world from the complexities of real life. For a modern person, the web becomes a space of illusory openness, a zone of serious risks and qualitative changes. The article examines how quickly each member of society gets involved in the new, digital format of interaction and hi-tech communications, and how this practice determines the person’s perception of the world, their cognitive activity. Essentially, it is necessary to clarify how the “web” or “net” space has created the prospects for the development of a real person, carrying a natural potential, and how high the psychological risks of imprinting, suggestive suppression of creative forces in the new topos of communications are. It is also important to raise the issue of formulating expert assessments of the development of networks for humans. Is it possible to consider today’s issues as a natural stage in overcoming the problems of self-realization of a person’s creative potential, or is this due to the fact that in a digital network a person develops not as an autopoetic integrity, but as a being partially prosthetic in audio-video format? Such specific activity impose restrictions on the process of cognition of the world by a person, on their worldview, and affect their independence and behavior. It is important to understand whether a human-sized network adequate to the person’s complexity is possible, and how the modern social environment, human culture, can be enriched with the network potential, new communications.

China, with GDP growth averaging more than 9 percent per annum since the launching of economic reform in the late 1970’s and reached to 9.5 percent per annum in 2004(statistics from The World Bank). China’s economic scale resided the seventh in the world , was next to USA, Japan, England, German, France and Italy. For considering the cheaper purchasing power parity,China’s economic achivement may have exceed Japan and was only next to USA. The mainland China was already transformed into World-Consume Market from World-Factory. High-Tech Industry carried demonstration-effect for domestic economic.There are total 53 H-T Development Zone established under Torch-Plan in Mainland China . This resarch is based on spatial econometrics theory and apply spatial statistic software-Geoda,for trying to find out what kinds of factors influence H-T Zone’s Innovative activity and if spillover effect were exist in China’s provincial level. The statistic evidence shows significantly that there are five theoritical factors influence innovative activity of the Mainland China, they are R&D Fees,FDI,Scienists and Engineers,Degrees of Market-Open,Transportation Convenience,besides, there is spatial autocorrelation relationship exist in provincial level,means that continguity is the other influant factor of innovative activity in H-T development zone. For restriction of data-gathering, statistic conclusion only shows that there is innovative cluster-evidence exist in provincial level of H-T development zone. As for spatial dependence correlation in H-T development zone and transmissive path of spill-over effect are the other direction for further researcher.

Abstract Since 1991, Mainland China has established 53 National Hi-Tec Industry Development Zones. These zones provide attractive incentives to lure global investments, such as vast land, low labor force, rich resources, and large domestic market. In fact, China economic development benefited a lot due to the increase of the number of Hi-Tec corporations, annual income, people employed, taxes and annual export volume in Hi-Tec Industry Development Zones. Past literatures on China Hi-Tec Industry Zones focused mainly on the issues of resource allocation and development strategy. This study attempts to look at the issue from a different angle. We have developed and implemented a production efficiency evaluation model for 53 Hi-Tech Industry Development Zones with multiple outputs and inputs and extend the research to investigate the influence of the exogenous variables on technical efficiency. The research results should benefit policy-makers and Hi-Tech Industry Zone Authorities in their strategic decision-making. In the first phase of the research, we apply Data Envelopment Analysis to assess the production efficiency of National Hi-Tec Industry Development Zones in Mainland China. In DEA analysis, the results showed that only very few Hi-Tech Industrial Zones had good development, most others did not. The second phase research investigates the influence of the environment variables on production efficiency using Tobit Regression model. The results showed that 1 % increase in economy power index will lead to a 1.5708 % increase in production efficiency; 1 % increase in location index will lead to a 0.4066 % increase in production efficiency; 1 % increase in social contribution index will lead to a 1.0732% decrease in production efficiency, and 1 % increase in innovation ability index will lead to a 0.5172% decrease in production efficiency.
