The head of the higher education institution does not only play the role of administrator, manager, and supervisor of the programs established by the institution. The role of the head of the higher education institution to be a leader of the higher education institution must be able to grow the effectiveness of the planned program, be innovative in making decisions, as well as efficient in terms of time management, especially in terms of empowering educators. All of this must be internalized within the leadership of higher education institutions in building Good University Governance. This study uses qualitative research methods based on literature studies. The role of leadership in empowering educators to build Good University Governance will not be separated from its success in applying discipline, communication, participation, and building a professional work culture. Leaders of higher education institutions not only play roles as administrators, leaders, managers, or supervisors, but are holistically demanded to play an active role in internalizing strong responsibilities, as leadership capital capable of empowering teaching staff, effectively and measurably.

This article aimed to identify the inhibiting factors and the internationalisation strategy of higher education in Indonesia. The study deployed a qualitative based on the case study at Muhammadiyah Higher Education Institutions. Data collected through in-depth interviews with key respondents include the leader of Higher Education, Research and Development Council of Muhammadiyah, university chancellors, and International Affairs Office head. Findings illustrate the factors hindering the internationalisation which are generally not much different from those described by previous research but here found one factor which has not been explained before, the geographical location of the university, which mostly located in small urban areas that depicted a condition in which cooperation with external parties, foreign institutions, is challenging. The finding also suggests that the internationalisation strategies formed in a very structured manner, involving internal and external university parties. Therefore, this is significant as it explores inhibiting factors and internationalisation strategy of higher education in Indonesia, where it still prioritises religious and cultural values in their educational systems. Practically, this result expected to be a useful reference for university leaders in formulating internationalisation strategies so that the quality of graduates produced can be further improved.

The purpose of the paper is to search for arguments to confirm the working hypothesis about the importance of implementing a systemic approach to using the effective means of ensuring economic security of higher education institutions in terms of their further involvement in market relations. It is necessary to adapt the universal concept of a systemic approach to the peculiarities of the participants’ relations in the educational process. Methodology. To solve the problems arising from the purpose of the study, methods of generalization and systematization of primary information obtained during the observation of the practice of domestic higher education centers, as well as data from state statistics have been used. Results. Modern centers of educational services are going through a period of profound transformation. Along with the strengthening of business requirements for the quality of intellectual capital they produce, the competitive confrontation with Ukrainian and, more recently, foreign providers of educational services has significantly intensified. Moreover, the relevant state policy has changed dramatically, accordingly, it is becoming increasingly difficult to rely on budget funding, and the economic security is becoming a daily affair of the whole academic management. Taking care of the future well-being is becoming a matter for everyone: from the rector to the head of the department, even professors and senior lecturers. The scientific work has examples of how this problem is solved in relations with key stakeholders: applicants, educational institutions operating in common market segments, representatives of the business community, state executive authorities. The subject of special attention is the internal system structure, the important characteristics of which are considered to be flexibility, balance, and economy. For this reason, it is proposed to distinguish key activities of the educational institution: operating, research and development of the institution and administration. The vectors for development are determined: digitalization, personalization of education, project approach to the formation of educational content, a combination of its formal and informal forms.

This guide is geared towards university administrators, faculty, and staff who want to join forces with other institutions and make their universities preeminent institutions of the 21st century and beyond. The guide is broken into three sections with the first section being my favorite. The first section highlights King Abdulaziz University (KAU) who is the pioneer institution that created the blueprint for global collaborations. Personally, I have never heard of this university before opening the book. However, King Abdulaziz University collaborated with other academic and research institutions which catapulted them into their success in global ranks. The first section also highlights how institutions could create a climate that will assist in creating global partnerships.

The article deals with the level of readiness of the manager of the Free Economic Zone to delegate his powers and summarizes the experience of such activities. During the study of the activities of vice-rectors, heads of departments, deans of faculties, directors of institutes, educational and research centers of higher education, it was found that the head (manager), as a subject of management, must be able to analyze the situation, predict strategy, plan tactics to achieve defined goals and organize operational management for their implementation. But most of the respondents approach the solution of this problem at the level of everyday consciousness, do not always understand that management is first of all the ability to organize teamwork. The effectiveness of managerial work in a higher education institution largely depends on the personal characteristics of the head, but a mandatory component of its productivity are competencies that can not be formed without special knowledge. The procedure for election and appointment does not provide for the availability of such knowledge. The manager of an educational institution can hardly influence the level of predictability of tasks that have an external nature, while the professional organization and streamlining of the structure of internal activities provides significant advantages. One of the ways to optimize the structure of the internal activities of the manager and increase its efficiency is the willingness and ability to delegate their powers. This, as part of a well-planned work, gives the manager the greatest reserve of time. Analysis of the practice of successful managers and scientific literature on this issue, allowed to formulate and test recommendations to managers for successful delegation of authority, which involves the use of certain principles of delegation, a clear understanding of the types and scope of work, work that can be delegated; understanding the procedure and procedure for setting goals and setting goals; taking into account the professional capabilities of staff. It is proved that an important condition for effective delegation is the master's mastery of the logic of formulation and the procedure of setting reasonable goals, which should provide a busy rhythm for each employee, taking into account the goals and personal and professional capabilities.

The day-to-day activities of a higher education institution usually involve the implementation of its institutional mandate. The achievement of the organizational objective in the direction of its Roadmap is also a common priority. It is misleading that the administration lies only on the shoulder of the President of the State College as the chief manager and head of the institution. The administration also takes place in the institution, however, as soon as the staff enters the institution. Institutional administration by the President of the State College is also based on guiding principles and philosophical administrative thought. This philosophy will be explored in this paper and will be interpreted through a well-managed higher education institution. This paper will provide an explanation of the philosophical administrative thought of the President of Bulacan Agricultural State College in the field of institutional administration. This paper will also generate a philosophic/theoretical model that will describe the current philosophy as the president, being in the top management of the organization, practicing leadership and management at the state college.

The study examined the level of satisfaction of the administrators, teaching and non-teaching personnel of services rendered by the Administrative Services through Survey in Private Higher Education Institution in Malolos City, Bulacan. An ongoing effort to improve the efficiency and effectiveness of programs and services in the Private Higher Education Institution in Malolos City, Bulacan and specifically to identify needed adjustments to better “facilitate education” through Administrative Services (AS), the Head, University Buildings and Campus Ground Maintenance Unit develop and administer a comprehensive Satisfaction Survey. The purpose of the study is to examine the area of strengths and weaknesses that were identified through the survey questionnaire used by 50 respondents representing the 20% of the Private Higher Education Institution in Malolos City personnel. This study makes use of the descriptive survey method to obtain date and information needed in determining the Administrative Services Satisfaction Survey. All Administrators, faculty, and non-teaching staff in the Private Higher Education Institution in Malolos City were invited by questionnaire and completed the survey. The purpose of this brief is to examine the responses from the fifty valid surveys received. The summary of the study provides recommendations for further research and to produce corrective actions on the area that need improvement.

This study was focused on the Teachers Education Programs in Afghanistan and Pakistan and Prospects of Collaboration between the Two Countries. It examined the impact of teachers education programs on the efficiency of teachers in Afghanistan and Pakistan. The Heads, Teachers and students were taken as study sample through convenient sampling techniques. The study sample was including 600 trainee students i.e. 300 male and 300 female students, 60 teachers- 30 male and 30 female and 12 heads of institutions. From each institution 50 students, 5 teachers and one head were selected for data collection. The majority of the study population were not satisfied with the training, program, educational policy and plan in both countries. The study further provided, that Afghanistan is lacking Teachers Education Programs like B.Ed., M.Ed. and Higher Degrees Programs. So, to improve the Teaching standard and Teachers Education Program, these programs should be also started in Afghanistan.

Guidance and counseling programs are effective in assisting young students in various aspects like academic achievement, study habits and choosing appropriate careers. A study was conducted in a public university in Ethiopia among 605 regular undergraduate students. Its objective was to investigate the students’ awareness and use of Psychological Counseling Service at Higher Education Institutions. The study results show that demographic variables were strongly accounted for the variances in awareness of psychological counseling and use of the service. Majority of the male students (67.8%) had not heard about the presence of psychological counseling service while 24.3% of female students did not know about such a service. More than 60% of the study participants gave top priority for psychological counseling service in higher education institutions. Students’ year of study and place of residence were significantly associated with the students rating of crisis intervention and emergency services, χ2 (9)=23.40, p<.01. The importance given to psychological counseling services also varied based on the place of origin and academic year of the students. Students believed psychological counseling service contributed to their academic success. Implications are discussed.

The relevancy and significance of effective leadership has been emphasised in every setting, situation and context. The conceptualisation of effective leadership embedded in multiple perspectives due to the contextualised nature of leadership. The significance of higher education institutions and the necessity to manifest effective leadership in educational context entails empirical research and deep down understanding. Keeping in view the elusive nature of effective leadership and pivotal role of department head, this research endeavour aimed at exploring faculty members’ perceptions concerning their conceptualisation of effective department leadership. Drawn from inductive research approach, semi-structured interviews were conducted from twelve faculty members of public university of Pakistan, located in Sindh province. The study findings highlighted thirteen important behaviours in relation to manifesting effective leadership by department heads. Notably, the majority of highlighted leadership behaviours appeared closely aligned with various dimensions of transformational leadership. However, there is need to conduct further research studies with larger sample to endorse the effective leadership conceptualisation in Pakistani higher education context.

The article points out that the modern tendencies of education are the modernization of it's content, forms and methods, development and testing of new educational and psychological technologies, the emergence of new types of educational institutions. These changes, in turn, depend on require the constant work of the head of the educational institution over the image of their institution, their own image and the reputation of research and teaching staff. The article deals with the most important components without which the formation of a positive image of a high school teacher is not possible. It was revealed that one of the factors for creating a positive image of the future specialist is the educational environment of the higher education institution and, in particular, the influence of the teaching staff. The role of the teacher's image in the formation of students' professional and personal qualities was analyzed. The essence of the concept of pedagogical image, its formation and development, functions of image, structure of personal image are determined. These include, in particular, professional competence, universal values, moral standards, managerial culture and technology of self-presentation. The article provides examples of the influence of the teacher's appearance on the level of information assimilation by students. The connection between the components of the image and the components of the teacher's pedagogical skill of the institution of higher education was established, the interdependence of teacher's positive image and his or her humanistic orientation was determined. The ways of formation teacher's positive image and development of pedagogical skill are outlined. The types of public image are defined, kinetic and speech image are characterized. The article substantiates that the teacher's positive pedagogical image is able to promote the rise of the efficiency of pedagogical activity and is able to shape the style of social behavior of the high school teacher. Research on this problem and recent publications of domestic and foreign scientists are analyzed.

With the development of democracy and the expansion of the practice of co-management, institutions of professional higher education will increasingly rely on public organizations and communities. This will help complete the transition from a policy of patronage and domination of the state over the public to their constructive partnership and interaction. The task of democratization of management as a result of constructive dialogue of the institution of professional higher education, the public and the state is to unite all subjects for joint actions on the basis of their real interest in the development of education. The refore, the management system must be constantly developed and improved, respectively, the heads and managers of educational institutions, as managers of education, must constantly improve their skills.

<p class="abstrak" align="center"><strong>Abstract</strong><strong></strong></p><p>This article aims to investigate the accommodation of stakeholders’ voices and it’s challenges in the practices of curriculum development. Using a qualitative approach, the primary data was gathered through in-depth interviews with the head and secretary, and the administrative staff of four Study Programs in The School of Post Graduate Program of one of the leading universities in Yogyakarta, Indonesia. Whereas, secondary data was taken from the documents of curriculum reviews and accreditation documents. The research found that amidst the complexity of involving stake holder’s views within curriculum design, all the four programs have gathered the stake holders’ voices via tracer study, informal discussion during academic meetings and evaluation from the students. The accommodation of stake holders’ voices can be traced in the form of the addition of elective courses, merging of some courses, addition or omission of certain courses in the current curriculum design. However, the practice of curriculum development was challenged by various aspects such as the commitment of Study Programs to maintain their ‘scientific core’ vis a vis addressing market demand given their commitment to improve theories and knowledge, and the limitation of human resource availability</p><p> </p><p align="center"><strong><em>Abstrak</em></strong><strong></strong></p><p class="abstrak"><em>Artikel ini Betjeman untuk meneliti akomodasi terhadap masukan stakeholder serta tantangannya dalam praktik pengembangan kurikulum. Menggunakan pendekatan kualitatif, data primer dikumpulkan melalui wawancara dengan ketua dan sekretaris, dan staf administrasi pada empat program studi di Program Pascasarjana di salah satu universitas terkemuka di Yogyakarta, Indonesia. Sementara itu, data sekunder diambil dari dokumen review kurikulum dan akreditasi. Penelitian ini menemukan bahwa di tengah kompleksitas pelibatan stake holder dalam desain kurikulum, keempat Program Studi mengumpulkan masukan stakeholder melalui tracer study, diskusi informal dalam pertemuan-pertemuan akademik dan evaluasi dari mahasiswa. Akomodasi yang dilakukan Program Study dapat dilacak dalam bentuk penambahan mata kuliah tambahan, penggabungan beberapa mata kuliah, penambahan atau pengurangan mata kuliah tertentu dalam desain kurikulum yang baru. Akan tetapi, pelaksanaan pengembangan kurikulum tersebut menghadapi tantangan berupa komitmen Program Studi untuk mempertahankan ‘inti keilmuan’ dihadapkan dengan bagaimana mengakomodir tuntutan pasar mengingat bahwa Program Studi memiliki komitmen untuk pengembangan teori dan pengetahuan, dan keterbatasan sumber daya manusia di Program Studi.</em></p>

The aim of this paper is to define what creative transformational leadership means in the context of higher education exploring some of the challenges and opportunities of being an educational leader in institutions which are internationalising and competing in a global market. The authors explore some previous studies which have suggested that ?transformational leadership? is the most effective model of leadership, especially in a business context, whereas many educational papers focus on ?creative leadership? This paper suggests that creative transformational leadership might be the ideal approach, analysing what constitutes creative transformational leadership from the perspective of higher education leaders and how they perceive these approaches using in-depth e-interviews. A sample of international academics was recruited from the authors? professional online networks and an online link to a list of ten interview questions was emailed to participants. The sample consisted of Rectors, Vice Rectors, Deans, Heads of Departments and Heads of Programmes (Bachelors and Masters) in Higher Education. There were 28 respondents from 15 countries, but some of the academics were working in an institution in a country which was not their country of origin and several had experience of teaching in more than one country, so the sample was truly international. The findings reveal that the contextual dimension of leadership in higher education plays an important role, especially the rapidly changing social and technological environment, which affects both staff performance and student needs. Other challenges include institutional constraints and lack of resources. However, both the theoretical and empirical research suggest that creative transformational leadership could offer an important approach for the future of higher education in this dynamic, global environment.

Objective - This study examines Happiness Leaders in the higher education context. Methodology/Technique - Using Positive Psychology perspective, data were collected through an in-depth interview with 30 Indonesian heads of Department in some faculties of Higher Education Malang from December 2016 to February 2017. Respondents were selected using non-probability purposive sampling technique. Findings – The results of this study indicate that the respondents focused their happiness factor more on relationship (R) and meaningfulness (M), but less on positive emotion (P), engagement (E) and accomplishment (A). Almost all respondents agreed that good relationship ensured a sense of safety and comfort and helped gain social support, especially when they were in Bad Condition. Otherwise, most respondents tended to lack focus in setting targets and did not enjoy through the process of achieving the target. Responsibilities were exercised only to meet the demand of the institution. Novelty - This research developed five aspects: positive emotion, engagement, relationship, meaningfulness and accomplishment (PERMA) as a key question and tested it in the context of Indonesia. Motivation is a key aspect of every workplace if the workforce is to function effectively and efficiently. This study explores that leadership in higher institutions of education in KPK Pakistan, looking at a typical set of 12 male and 12 female higher institutes. The aim was to offer a picture of the current situation, as perceived by principals and teachers, and to explore differences in their perceptions. The views of the Heads of the Institutions (Principals) and a sample of their teachers were gathered using a questionnaire. This suggests that there may well be two very different kinds of motivations atmospheres in the sample of colleges surveyed. Secondly, where teachers tend to respond well to a supportive, affirmative approach on the leadership, where they feel valued and good work is praised, as well as being given the freedom and trust to innovate, the Principals tend to a more authoritarian approach.

The main feature of the mobing – regular and purposeful task of mental physical harm to a person, that is reflected in the psychological terror, carried out by a person of a group of persons against a colleague at work or at education. The Law of Ukraine on Higher Education is the key to overcoming the negative phenomena among participants in the educational process as a horizontal one (among colleagues and work comrades), and at the vertical level (head teacher – teacher, teacher – student). Full and high-quality education can be obtained in free from corruption HEI and in a psychologically favorable scientific educational environment.

Integration of approaches is an important methodological category, trend and principle of development of modern theory and practice of education. In the modern Ukrainian inclusive educational space, the motivation of the scientific and pedagogical employee of the educational institution in the conditions of global economic development, which is extremely relevant today, acquires special importance. Purpose. It consists in carrying out appropriate measures of effective activity and motivation of the scientific and pedagogical employee of the inclusive institution. Results. The article identifies the priority of motivation of research and teaching staff, which includes a number of components, namely: motivation of work, motivating staff to work effectively, which provides the necessary rewards and meets existing needs; motivation for stable and productive employment; motivation for the development of employee competitiveness, etc. The motivational model of the relationship between the head and the teaching staff is method of calculating the term of the contract of the subject of educational services is represented. The management of the subject an inclusive educational institution in the conditions of global economic development is analyzed. It is determined that the structure of the educational sphere in particular inclusive education as a socio-economic model has a complex many profile character, the elements of the structure of the educational space are characterized by a complex system of relationships and interdependence. The characteristics of the main components of motivation individuals of higher education subjects, which determine the behavior of providing educational services and form its motivational structure are highlighted and given. It is individual for each subject of educational services and is determined by many factors: level of well-being, social status, qualification, position, value orientations, etc. The development of the educational system of each country as a socio-economic model is characterized on the one hand by internal (national) features and patterns of development and on the other hand, the development of national systems is directly influenced by the external environment, determined primarily by global processes. It is substantiated that globalization has become a challenge for higher education in which modern higher education institutions are becoming global institutions.

PurposeSustainability in higher education has drawn the attention of various scholars. However, to date, very few studies have examined the human side of green employee behaviour towards sustainability. Thus, to address this gap, this study aims to analyse the effect of green authentic leadership towards sustainability in higher education, with the intervening impact of green internal branding and green training.Design/methodology/approachThe study examined the data collected from faculty and their immediate heads from private higher education institutions. Tests for reliability, validity and internal consistency of measures followed by exploratory factor analysis were conducted for each measure. The hypotheses were tested through hierarchical regression analysis while confirmatory factor analysis was done to test the fit of the model.FindingsThe results supported the fit of the proposed model and showed positive and significant effect of green authentic leadership on the sustainability in higher education. Further, green internal branding had a mediating effect between green authentic leadership and sustainability and green training showed a significant moderating role between green authentic leadership and sustainability relationship.Originality/valueThe study contributes to ongoing research in the field of green employee behaviour, green HRM practices and sustainability in higher education. Further, the study provides practical implications to enable higher education institution to work towards sustenance effectively.

Purpose The purpose of this paper is to explore the indicators of service quality from the perspective of graduating students in a public university in Ghana. The identified indicators of service quality were rated and the extent of satisfaction among the students was determined. Another issue explored was whether the satisfaction among the respondents inures to their loyalty to the university. Design/methodology/approach A questionnaire was designed, pre-tested and administered to 500 graduating students, and 482 of them were returned for analyses. Principal component analysis was used to determine the indicators of service quality. Independent sample t-test and z-test for proportions were used to compare mean scores and proportions of respondents on various variables, respectively. Findings The results revealed three indicators of service quality which include quality of academic services and facilities, quality of lecturers and quality of academic programs. Graduands were satisfied with academic services, lecturers and programs. They were, however, not satisfied with the quality of facilities. Majority of the respondents will remain associated with the university as a result of their satisfaction with the services, lecturers as well as programs of the university. It is recommended that the university works assiduously on improving infrastructural facilities to help boost the confidence of the students in the university. Originality/value This paper argues that what constitutes quality service vary from one academic institution to the other. It is, therefore, needful for institutions to determine from the perspective of their students what may indicate quality service.

The article deals with the problems of professional education at the current stage of national economy’s development. The authors attract attention to the difference between the approaches to improving secondary and higher professional education. Government agencies of the highest level focus on improving the system of higher education and labour force training, but training of mid-level specialists has recently fallen out of their sight. Lately a great number of colleges have become part of higher educational institutions. However, during the latest reorganization of the Ministry of Education and Science, which resulted in foundation of the Ministry of Education, secondary professional education fell under the jurisdiction of the latter. The authors suggest uniting secondary and higher professional education into one single system and consider that as higher education. Line engineers will be trained at colleges (even on the basis of basic general education) but probably the term of training will be a little longer due to the fact that colleges are expected to be part of the university structure. Such educational programs could be implemented in regional branches of head universities to provide local industries, small and medium businesses with skilled workforce. The practice of students’ training proved that the division of Bachelors’ and Masters’ competences by the type of their future job is senseless as students do not determine their preferences for future occupation during the period of their studies. The authors suggest developing generalized competence models of graduates. The models could be used to formulate the requirements to the graduates with different level of education. Graduates with professional education will receive diploma together with a supplement containing the list of competences obtained. New Federal State Educational Systems of all levels of higher education read that professional competences are established by an educational institution itself. Therefore, the authors suggest considering issuing university diplomas instead of those of state educational standard.

The main preconditions of efficient organization of working time of the manager of the institution of education are considered. The tools of increasing the efficiency of working time, in particular the organization of self-management of the manager, as a factor contributing to the optimization of their own resources and their management, are analyzed. It is noted that the driving force of management is the intelligence, emotions, feelings and will of man – the manager, the head. It is shown that the key to successful management in the system of social relations is the understanding and consideration of the capabilities of the human factor. Find determinants that help make the organization of work time optimal. The connection between the effective implementation of management functions in the educational sphere and the understanding of working time management levers is considered. Opportunities for optimizing the time management of the head of a higher education institution are revealed.

ABSTRACT Background ACGME-I requires sponsoring institutions (SIs) to have systematic oversight of program performance. This was initially carried out through annual review, however, maintaining compliance became a challenge for a large SI like Singapore Health Services (SingHealth) as the number of residency programs grew from 5 to 34 in 3 years. Objective We assessed the impact of quarterly monitoring using a dashboard on graduate medical education (GME) program performance and institutional oversight. Methods In 2014, the SingHealth GME Committee (GMEC) approved the dashboard covering 13 indicators with implication on program performance, resident/faculty performance, and finance. Indicators were given color-coded scoring for compliance, borderline compliance, or concern. From annual reporting, periodicity was increased quarterly with reports distributed to program directors, head of department, and academic clinical programs. Results Since implementation, programs consistently met or exceeded compliance standards in 11 of 13 indicators (84%), with 7 indicators (63%) showing upward trends. Programs with borderline scores in particular quarters showed improvement in subsequent quarters. By 2015, percentage compliance for the 3 dimensions of residents' perspectives were 1 to 2 points higher than the national compliance average. Of 19 programs undergoing ACGME-I accreditation in 2014, only 4 had citations in the foundational requirement. Institutional citations were resolved, with 0 citations in the reaccreditation site visit in 2015. Conclusions For a large SI, increased periodicity of program performance reporting from annual to quarterly effectively addressed the gaps in a timely fashion. Institutional performance also improved through the use of quantitative data aligned with institution and national performance indicators.

Purpose The purpose of this paper is to explore the impact of change leadership on staff organizational citizenship behavior in a university setting. Moreover, the study aims to explore forces that influencing on staff organizational citizenship behavior in higher education institutions. Design/methodology/approach The study adopts a qualitative research design. An interview protocol along with field notes were used as major approaches for collecting in-depth data. Coding and categorizing approach were used to analyze interview transcriptions to help for emerging the study’s themes. Findings The findings reveal that change leadership builds confidence of staff, motivate them and helps to ensure trust. Moreover, results show that staff organizational citizenship behavior is influenced by personal, organizational, social-cultural and economic forces. To increase the organizational citizenship behavior of staff in higher education institutions, there is a need for leaders to use appropriate change-oriented style in leading their organizations. Findings also revealed that change leaders must serve as role-model to their subordinates as a way on enhancing staff organizational citizenship behavior. Research limitations/implications Academic leaders are the pivot of change in higher education institutions. Accordingly, the effectiveness of higher education institution, staff and students are depending on the effectiveness of the leadership. In this regard, academic leaders’ willingness to change is the most effective factor that not only sets the credibility of the organization, but, more importantly, influence on staff organizational behavior. Practical implications It is hoped that the outcome of this research will contribute to the current knowledge of change leadership and organizational behavior in universities. Originality/value This is an original research and makes a great contribution to higher education in Asian countries.

The article considers the need for the introduction of university autonomy, which will allow higher education institutions to be independent, self-sufficient. The state and tools of introduction of organizational autonomy in higher education institutions of Ukraine are analyzed. It is established that higher education institutions have the right to: independently develop the procedure for electing the head, within the legislation; determine the academic structure (scientific, educational-scientific, research, research and production institutes, faculties, departments); to create legal entities (to form innovative structures that will ensure the implementation of its statutory tasks and the implementation of innovative projects); adjust the number of external representatives in supervisory and academic boards (including the involvement of potential employers in their governing bodies and in the development and modernization of educational programs). The article identifies measures to expand organizational autonomy in domestic higher education institutions: the spread of decentralization of higher education; development of normative legal acts to increase the legal field of practical activity of universities; termination of participation of representatives of the Ministry of Education and Science of Ukraine in the election of the rector; weakening the procedure for participation in the governing bodies of representatives of civil society and commercial organizations. The state of implementation of organizational autonomy in Ukrainian higher education institutions is determined through the adaptation of the domestic legal framework on higher education to the indicators of its level assessment, defined by the Association of European Universities.

In the article clarified the contradictions between the requirements to manager’s election and the content of his powers at the legislative level in Ukrainian modern higher education system. For an effective implementation of his mission, the manager needs a number of management competences, which, in accordance with all the requirements at the legislative level (Article 42 of the Law of Ukraine “On Higher Education”), the candidate may not possess. The search for solutions to the contradiction between the requirements for the election of a leader and the need to have a certain level of competence for the effective implementation of authority may be through the organization of formal, non-formal and informal education. In a situation where the election of a leader has taken place and it is necessary to incorporate into the existing management system in the shortest time, or to create one, the most productive will be non-formal and informal education. To determine training directions in the process of self-improvement, may be proposed methodology of motivation generating of the leader, which includes the procedure for determining the main components of management activities in higher education institution, criteria for evaluating its productivity, the procedure for expert assessment of the head of the HEI and the calculation of the final result. Participation at all stages: selection, formulation of criteria, ranking, comparison of results, of expert evaluation and self-evaluation makes this technique and its procedure that creates for the leader the internal motivation, which serves as the basis for productive activities for the improvement of the higher education institution’s manager.

This study was designed to find the factors that affect the professional and social adjustment of women employees concerning gender discriminating culture in higher education institutions. Women employees from 4 universities were conveniently taken as a sample of the study. The sample size was (n=160). Inferential statistics; t-test and one-way ANOVA were used. The study concluded that women employees were satisfied with: recruitment and selection process; assignment of wages; workload; leaves rules; promotion process; dealing of head and professional development practices, while, they were not satisfied with: duty hours; career development; decision-making process, existing co-working environment and social adjustment. No effect of age, qualification, designation except experience on professional as well as on social adjustment was significantly observed.

A topical issue in the system of Ukrainian and foreign education is the rethinking of the methodology for the management of out-of-school educational institutions. The purpose of the study is to reveal the content of scientific approaches and scientific disciplines for the development of educational management in multidisciplinary out-of-school education institutions. The study uses systemic, procedural and synergistic methodological approaches using methods of analysis and synthesis, systematisation, comparison, analogy. The study presents the results of the analysis of the research papers on theoretical approaches to management, reveals the essence of the concepts related to educational management as a new area in science and practice. The range of sciences that would contribute to the development of a new management paradigm for multidisciplinary out-of-school education institutions (philosophy of education, social philosophy, social psychology, sociology, etc.) is outlined, emphasis is placed on the principle of institution autonomy. The study reveals the regularities of the theoretical model of management of a multidisciplinary institution of out-of-school education (mapping the individual trajectory of professional development of teachers, which contributes to a deeper understanding of their needs and, consequently, potentially improving the quality of educational services; and, accordingly, the adjustment of management actions; management of phased processes of development and implementation of author's educational programmes that should guarantee the quality of educational services, assess the feasibility of their implementation in accordance with the interests of applicants, analyse after their experimental implementation). The practical significance of the study is conditioned by the possibility of using materials in higher education institutions within the educational programmes “Educational, pedagogical sciences”. Modern methods and experience of introducing educational training in general educational institutions of Ukraine are explored in this article, the significance and priorities of this phenomenon in the modern education system are determined. The analysis of legal documents, of research related to the problem of introducing profile education, the content and organization of profile education in general secondary education institutions attracts attention of many students, practitioners and teachers. The introduction of specialized education requires from the educational institution team as well as from the head, a specific, meaningful, reasonable choice of the ways of school's activities. PEI «Lyceum of the Kiev International University» is an example of implementation of the effective system of education; the subjects and content of work with lyceum students are given. A unique educational trajectory is presented: a mutual partnership in the system «Lyceum-University», which is carried out with the aim of implementing the Concept of profile education, and is displayed in multi-vector forms of cooperation, such as (namely): teaching profile subjects, specialised courses and electives by teachers of the Kiev International University: doctors, candidates of sciences, associate professors, postgraduate student teaching core subjects, special courses and electives by Kiev International University teachers: by doctors, candidates of science, associate professors, graduate students; participation of lyceum students and teachers in scientific conferences, seminars held at the University; scientific and methodological support the IAS student research works by the University teachers; carrying out traditional trainings and master classes by teachers of the University for lyceum students, organization and holding of international, All-Ukrainian forums, Universiades; preparation of programs, textbooks, scientific and methodological manuals; extracurricular activities (consultations, special courses, professional orientation circles «Stage art», «Video-making»; practically-oriented course «Technology» studying; group work at the University by attracting lyceum students; acquaintance with practical experience in a particular profession by conducting excursions to the enterprise, meetings with famous people, who have professional experience in a particular industry. The article presents the results of the case study of the process of providing educational services in the field of professional education in institutions of higher and vocational education of Donetsk region, eastern part of Ukraine, with the reference to the process of internationalization as one of the realia of higher / professional education of today. The process of internationalization is outlined as a process of cooperation with public authorities, heads of educational institutions, teaching staff and students to support the international component of the process of providing educational services. It is pointed out that the reform of the system of professional education in higher and vocational education institutions today influences not only the further prospects of development of educational sphere, but also the application of new strategies by institutions in the context of their positioning. The study provides a number of practical recommendations that can be considered as an initial mechanism for monitoring the needs of the regional labor market, providing professional training based on information on the approximate number of workers of different professions needed by regional employers to provide a basis to confirm the allocation of funds from the state (regional) budget, etc. The recommendations provided create the ground for successful functioning and development of the professional training system in the region, and the process of internationalization is defined as a factor that influences the transformation of professional education system towards modernization of its basic structural elements in order to improve quality in the face of increasing labor market needs, and therefore to improve the image of educational institution.

The principal is the central figure in the improvement of the quality of education in schools. Success or failure of an educational institution, especially in the educational unit will be greatly influenced by the competence of the head of the school, Education Minister Regulation No. 13 Year 2007 on the Standards for school / madrassa confirmed that a school / madrasah principal must have five dimensions of minimum competencies, namely: personal competence, managerial, entrepreneurial, supervision, and social. Head of school / madrasah is a teacher who is assigned additional principals / madrasah that he also should have the requisite competence competence of teachers, namely: pedagogic competence, personality, social, and professional. Based on these facts, it becomes very important for the principal master the competencies of school principals in an effort to improve the quality of education in the educational unit. Hinted at by the opinion that one of the principal as educational administrators need to complete their education with knowledge leadership insights and anticipatory attitude to changes that occur in people's lives, including the development of macro-level policies. Being the change and development of the most actual today is the higher aspirations of the people for education, and the incessant demands of education policies that include improved aspects of equal opportunity, quality, efficiency and relevance.

Purpose The purpose of this paper is to present reasons for the mobility of women in senior management positions in South African higher education. Against the backdrop of women underrepresentation and retention challenges in institution of higher learning in this country, it is pertinent to share the experiences of senior women, with the aim of understanding institutional structures and cultures that make it difficult for women to survive in senior positions. Design/methodology/approach The paper used a qualitative approach. The focus of this paper was on the women who had held or were still holding senior management positions in higher education in South Africa. The requirement for this paper was that these women should have moved out or across institutions while at a senior management position. This paper drew from five women from different institutions and involved them in in-depth interviews. The women who fitted the category of senior management in this paper included deputy vice chancellor, deans and heads of departments. Findings The findings indicated that the decisions to opt out of senior management positions for the women ranged from personal to institutional. The personal reasons that emerged from this paper pointed mainly to issues of salaries. The women opted to move out of their positions for better salaries which they believed they would get in the private sectors or in other institutions. Professional development also led women to move to more promising spaces that could afford them an opportunity to grow. Apart from these personal reasons, hostile institutional cultures were cited by all women as the most serious contributory factor to their turnover. Of these, they cited patriarchal practices that led to oppression and dominance, which made it difficult for them to cope in the senior positions they held. Originality/value This paper aimed to respond to a gap in research on senior management women’s mobility in higher education, specifically in South Africa. According to Samuel and Chipunza (2013), there is a serious concern that pertains to retention of senior management within African higher education. However, most studies do not provide a focused attention on women but offer a general interpretation of senior management turnover. There seems to be lack of research that aims at understanding the contextual reasons that lead to turnover of women senior management in South African higher education. Against the backdrop of low representation of women in senior positions in specifically South African higher education and calls for equity, the study looked at the reasons why higher education institutions at times fail to retain this most sought after group (women) in these positions of power. Understanding issues around this matter has the potential to contribute towards improved practices while adding a voice to discourses around gender equity and equality.

The purpose of the study. For Russian universities, the problem of choosing the form of the electronic portfolio and its software is relevant; ensuring the formation of the electronic portfolio of the student is fixed in the requirements for the electronic information and educational environment of the educational institution by the current federal state standards for higher education in Russia. The purpose of the study is to develop recommendations on the choice of software based on the generalization of the practice of using the author’s capabilities of foreign and domestic software to organize work on the management of the electronic portfolio by students. The study was made as another step in the author’s development of the conceptual apparatus of the electronic portfolio subject field.Materials and methods. The author of the study has been teaching and organizing the educational work of students with an electronic portfolio since 2007: from 2007 to 2019 at the Southern Institute of Management (first as the Head of the Department of Applied Informatics, then as Rector’s Assistant for informatization and electronic training), from 2019 at the North Caucasus branch of the Russian State University of Justice and Kuban State University as a lecturer of Informatics, Psychology and Pedagogy. Only in the 2020-2021 academic years, students of these two universities during the study of the author’s educational disciplines with cloud tools Google and P7 Office conducted about 400 electronic portfolios. The criteria for comparing the software of the electronic portfolio from different developers were elaborated on the basis of the author’s vision of the functionality of the electronic portfolio in Russian universities as a virtual office of students. To determine the forms of the electronic portfolio used by Russian higher education institutions and the software used by them, the author analyzed the documentation on the organization of the institution’s electronic environment posted on the official websites of universities in the country.Results. During the study of components of the structural model of the investigated problem, the author classified and considered portfolio software options and revealed that the most functional form of the electronic portfolio is an electronic portfolio in the form of an Internet site, designed and supported according to the “software as a service” model. The following criteria were added to the list of traditional criteria for comparing electronic portfolio software from different developers by the author: the availability (number) of training tools for performing training tasks with ecosystem tools, into which the portfolio is integrated, and the presence of registration in the Unified Register of Russian programs for electronic computers and databases. The author supplemented the recommendations on the choice of software for the portfolio of universities with the wishes of its developers and customers.Conclusion. A number of Russian universities continue their own development of electronic portfolio systems “from scratch” without taking into account the existing developments in culture. This circumstance, as well as the fact of the dependence of most universities on foreign technology platforms that ensure the maintenance of an electronic portfolio, prompted the author to show the possibility of creating an electronic portfolio system by modifying the P7 Office ecosystem of office applications, in accordance with the existing example of using Google’s online ecosystem tools for electronic portfolio management.

This study addresses a relatively new phenomenon in the Malaysian higher education (Massive Open Online Courses) MOOCs and explored the perception of the Malaysian lecturers on the emerging online learning environment. A qualitative case study was adopted and fifteen lecturers were interviewed from a higher education institution in Malaysia. These lecturers are familiar with the blended learning approach. The in-depth interviews were further transcribed and thematic analysis were considered to identify the emerging themes. The study identified themes related to educational change, design of the instruction, motivational and challenging issues. The findings demonstrated that the lecturers were aware of the transition from traditional classroom teaching to the teaching in the virtual platform. The investigation also contributes to greater understanding of challenges of integrating MOOCs in Malaysian higher institutions. Based on the findings, pedagogical implications are discussed on how workshops should integrate certain aspects related to MOOCs that can be useful for the Heads of Higher Institutions and policy makers. It is hoped that these strategic workshops will increase the effectiveness of MOOC implementation in Malaysian higher institutions. Purpose This paper explores the roles of institutional research (IR) units in higher education, examining both internal and external responsibilities and demands. The purpose of this paper is to encourage a broader strategic discussion of the missions and capacities of such academic institutional entities. Design/methodology/approach The methodology employed begins with a review of relevant literature, followed by critical observations of an experienced reflective practitioner. Beginning with the premise that academic institutions are central, the paper discusses the external environment of institutions and the requirements placed on their internal IR operations. A core question is presented: research for whom? Both traditional and alternative organizational models are discussed in this light. The paper then explores ways in which data needs might be aligned in order to provide accountable, useful and transparent information to all stakeholders, internal and external. Findings Findings show that the linking of internal information needs with those of external actors is key to effective operations; that IR units should seek to be a bridge between their institution and its environment so that effective information can be provided to all who need it. The paper is not designed as a detailed operational roadmap, but rather to highlight issues for examination within the context of specific institutional and agency situations. Originality/value Its originality stems from the focus on such linkages and the call for organizational leaders to recognize the full value of IR both within and across organizational boundaries.

The article considers the key issues of modernizing quality management systems and ways to address problems related to developing, updating and improving quality management systems for providing educational services by higher institutions of Ukraine. Theoretical aspects associated with management of educational services provision in higher institutions of Ukraine are discussed. It is found that public administration should be based on mechanisms and incentives that will affect the performance of higher institutions, force them to improve the quality of educational services and bear responsibility for their activities. It is proved that in the context of reforming higher education, the quality of management is of vital importance as a factor of systems organization of the university, which ensures its success, competitiveness, and preconditions for its development. A well-judged analysis of the environment of higher institutions and an impartial assessment of their activities allow university authorities to make the best possible choice towards developing universities in a market-driven economy. Using the PDCA methodology will be positively related to a series of measures to improve quality management for provision educational services by higher institutions. The PDCA methodology acts as an algorithm for decisions made by the head of the university aimed at managing the whole process and achieving goals.

This article analyses the perceptions of various stakeholders regarding their views on how accreditation issues were affecting private universities’ operations in Malawi. The article was based on a study that was conducted at six private universities in Malawi using a mixed methods research approach, utilising a descriptive survey research design. It involved a total of 152 respondents comprising of registrars, heads of departments, teachers and students from the targeted private universities, as well as public and private sectors executives in the country. This study revealed that the majority of the respondents were of the view that Malawi National Council for Higher Education was doing a commendable job in providing the needed monitoring and evaluation of higher education institutions and their respective study programmes in Malawi. It was also revealed that the action of being discredited or deregistered had a very big impact on the reputation of the concerned universities, students and the already produced graduates, hence the visits by NCHE officials created tension at the institutions. Nevertheless, the study concluded that the accreditation of institutions of higher learning and their study programmes was the only way to go in enhancing and controlling the quality of higher education in Malawi since there is no alternative to strict compliance to high standards. The need for revision of the higher education policies and laws in the country to strongly discourage the operation of the institution prior to their registration and accreditation by NCHE is strongly recommended.

The current study is intended to inspect the potential impact of ethical leadership practices (EL) of intermediate level administration (i.e., faculty deans, department heads) on lecturer job satisfaction (LJS) at a private higher education (HE) institution (UX) in Ho Chi Minh city, Vietnam. A conceptual framework linking EL and LJS was developed grounded on the ethical leadership conceptualizations of Brown et al. (2005), Kalshoven et al. (2011), and Langlois et al. (2014). Accordingly, ethical leadership works as a multidimensional construct encompassing a set of five values or explicit behaviors, i.e., care, critique, integrity, fairness, and ethical guidance. Further, the constructs and effects of EL on LJS are primarily conceptualized in light of Social Exchange Theory and Social Learning Theory. Primary quantitative data was collected through an anonymously self-administered survey of all 378 lecturers permanently employed at eight faculties at UX’s main campus via a non-probability purposive sampling method. The totality of 256 valid questionnaires yielded a response rate of 68% for stepwise data analysis with inferential statistical methods (i.e., internal reliability test, factor scores, correlation, and multiple regression). The regression findings reveal that all five dimensions of EL significantly positively explained the variance in job satisfaction as perceived by UX lecturers (p < .001). These findings suggest both theoretical and practical implications. The present study expands our understanding on ethical leadership by verifying its predictive power on the job satisfaction levels as self-reported by HE lecturers. Therein lies a conclusion that well-established ethical conducts for HE administration may assist them in making key decisions with care, fairness, critique, integrity, and ethical guidance.

This research aims to find out the effect of land and labour institution on land productivity, cost of production, and farm income.The research was conducted at Candisari, Hargosari Village, Kecamatan Tanjungsari, and at Widoro, Balong Village, Kecamatan Giri Subo, Gunung Kidul. The primary data was taken during Septembe to December 2004.The result of this research found that the household labour, head of household education and age, the use of nitrogen and phosphat fertilizer increases the land productivity. On the contrary , farmer’s asset value and size of farm decrease land productivity. The self-owned land productivity is higher than the rented one belonging to Hamengku Buwono (HB), land productivity of forestation department lan is lower than the rented one belonging to HB.Land productivity, age and education of the household head, and the use of input (nitrogen, phosphate, and organic fertilizer, and seed) increase the production cost of food crop farming. Similarly, the uses of tenaga kerja upahan, royongan, and Rtan or arisan increase the production cost of food crop farming. The farm production cost in Lungguh-Kas Desa-milik Perseorangan (LKP) rented land is greater than the one in HB-rented land.The size of farm, the use of household labour, and education of household head increases the food crop farm income. On the contrary, the use of non household labour decrease the farm income. The food crop farm income of the workr-owner-farmer is higher than the one of farmer renting HB land. The income of farmer renting LKP land is lower than the one of the farmer renting the HB land, and farm income of the farmer easily accesing market is higher than that one who is relatively difficult to acces market.
